1000-hour Karbi bandh ‘Police escort arranged’ Morung Express news Dimapur | October 26

Assam Police have informed that requisite security arrangement has been made to prevent untoward incidents in regard to the 1000-hour Karbi-Anglong (KA) bandh beginning 5:00 am, October 27. The bandh was called by the Joint Action Committee for Autonomous State (JACAS), which is spearheading a movement for an autonomous KA state. Resuming talks with the Centre for creating an autonomous state and the introduction of a Bill in the winter session of Parliament for creation of the autonomous state are its main demands. The bandh call if affected will last till December 7. With two important routes (NH 29 and 37) connecting Nagaland and Manipur passing through KA, Assam Police said resources will be mobilised to ensure the routes are not blocked. “We’ve made arrangement for escort (for vehicles),” said KA Additional Superintendent of Police, Bolin Deori on Sunday. He informed that vehicles plying the routes will be escorted by armed police. Deori assured that strict action will be taken against anyone trying to enforce the bandh. He added that all police stations in KA have been instructed to step up vigil. Terming the bandh call as a challenge to the government, Deori said that the police will arrest any leader (JACAS) who tries to create untoward situations. “We have identified a few leaders who are responsible for the bandh,” he said adding that the police are prepared to book them under the National Security Act, if any incident occurs.

UntABA leaves for Delhi to meet PM

A 6-member team of the United Naga Tribes Association of Border Areas (UNTABA) on Sunday night left for Delhi to meet Prime Minister, Narendra Modi to apprise him of the border issue with Assam. Speaking to media persons in Dimapur on Sunday afternoon, UNTABA Chairman, Hukavi T Yeptho said that the Nagaland state government has accepted its initiative and accordingly prepared a memorandum to be submitted to the PM. Extracting points from

the memorandum, Hukavi said that the UNTABA no longer recognized the Disturbed Area Belt (DAB) unilaterally declared by Assam as it was done without consulting the Government of Nagaland. He said the Association also derecognized all interim agreements between the two sides, as Assam did not honor the contents of the agreements. Hukavi said that UNTABA would file a Public Interest Litigation (PIL) in the Supreme Court seeking to quash a case filed by Assam in 1988 on border issue. He said that Assam, in its Suit no 2 of 1988 case, appealed

the Supreme Court to consider the 1925 notification of the then British Government as the determining factor to demarcate the boundary with Nagaland. However, according to UNTABA chairman, boundary demarcation can be done only by the Parliament and not by any Court. He, therefore, said any such step undertaken by the Court would be unconstitutional. Hukavi said the UNTABA would also demand for fulfilling Points No 4 and 6 of the 9-point Agreement and Points No 12 and 13 of the 16-point Agreement signed with the Government of India

80 year-old woman raped Morung Express news Dimapur | October 26

An eighty year-old woman was raped at Jotsoma village, Kohima on October 25. Two youths are in police custody in this connection. Kohima police, while confirming the incident, said that two “local youths” were taken into custody on

October 26, in relation to the incident. The youths, whose identities were not disclosed pending investigation, were apprehended by the public and later handed over to the police. The victim was admitted to hospital, the Kohima police said, while adding that more details will released after the preliminary investigation.

North East presence in Delhi Police: Just 39

NEw DElhI, OCTOBER 26 (IANS): The northeast has an almost negligible presence in Delhi Police - just 39 personnel, or a mere 0.05 percent, from the eight states among the 80,000-strong force. Officials feel the number needs to be increased to help fight rising incidents of crimes against the northeastern community. Accordingtoofficialdata, only 39 men from Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim are serving Delhi Police. “Of these, 10 are Indian Police Service (IPS) officers while the rest are in the posts of constable, head-constable or inspector,” a police officer told IANS. “Compared to the number of students and professionals from the northeastern states in Delhi, the number of police personnel is very few. Their number needs to be increased,” John Neihlaia, IPS officer posted in Delhi Police, told IANS. Neihlaia, from Mizoram,

added that various steps have been taken by Delhi Police to ensure the safety and security of northeasterners in the capital. At least 34 people from the community, including professionals and students, were appointed as helpline representatives and issued identity cards by Delhi Police to work with them. According to the report by the North East Support Centre and Helpline (NESCH), more than 200,000 people from the northeastern states are living in the national capital, of whom around 50 percent are females. Following rising crimes against people from the northeast, especially the murder of Arunachal Pradesh youth Nido Tania in February, a 15-member committee was set up, which recommended that there should be an IPS officer from the northeast in every city with a sizable population from the region, a one-stop office for redressing complaints and setting up forums and spe-

cial squads to investigate hate crimes against the community. Informed sources told IANS that Delhi Police have plans to get serving paramilitary personnel from the northeast into the squad on a probation basis. “A proposal was also sent to the government in this regard but to no avail,” another officer said. Robin Hibu, Joint Commissioner of Police and nodal officer for the northeast, said that serving officers were asked to deal “more sensitively” with matters related to people from the northeast. “All necessary steps are taken immediately as and when any such incident is reported. Their representatives also work hand-in-hand with us in tackling such cases,” Hibu told IANS. “However, it is true that if the number of personnel from the northeast is increased in Delhi Police it would really help us in tackling the cases more efficiently.”

DIMAPUR, OCTOBER 26 (MExN): The Nagaland state unit of the BJP today stated that “there is a definite trust deficit between the BJP and the present NPF leadership” and that the BJP “is not blind to the manner in which the NPF is functioning and treating the BJP.” A press note from the BJP Nagaland President, Dr M Chuba Ao said that the relationship between the two alliance partners has been “strained” in the “aftermath of the disqualification of BJP MLAs and the 2014 Lok Sabha elections.” It further stated that the party “cannot be undermined and the failure of the NPF president Dr. Shurhozelie and the Chief Minister TR Zeliang to manage the DAN alliance is obvious.” “The DAN does not exist in reality,” it added. Recalling that the two parties had been “sailing smoothly in a healthy manner” since 2003, the Nagaland state BJP unit however lamented that after the 2014 parliamentary elections, the “bullying nature of the NPF has adversely affected the DAN alliance.” “DAN seems to exist only in paper and not in spirit or reality,” it added. In the change of guard, the BJP informed that it had expected its MLA to be inducted in the DAN cabinet, which it stated was “denied” despite the BJP coming to power at the Centre.

As a result, it stated that the lone MP from Nagaland was “denied a cabinet berth in the union government,” which according to the BJP was a “great loss to Nagaland and the entire region.” This was followed by the disqualification of three BJP MLAs, who had merged with the party from the NCP. Recalling that such mergers had taken place in a “smooth manner on several occasions in the past in DAN I and DAN II in favour of the NPF,” the BJP lamented that its MLAs

However, it said that the NPF “unilaterally fielded its candidate without any consultation…” Though the NPF won the seat, the BJP lamented that “a friendship had been adversely affected.” “The NPF leadership seems to be in fear of the grounds being gained by the BJP and therefore it is showing its arrogance and trying to sideline the BJP,” it added. The recent bye election, it stated, “is an indication of this fact as the margin of victory was much below the expectation of the NPF.” Calling for appropriate measures to be taken the Nagaland BJP cautioned that it would undertake a “serious course of action” and intimate the issue to the BJP Central Parliamentary Board.

To start off their activities, ‘Native Station’ has proposed to organize the Kohima Downhill Race on December 6, coinciding with the Hornbilll Festival. The proposed track for the Mountain Bike Race will start from Kisama Heritage Village viewpoint down a trail and end at the Japfu Christian College Junction. The event will be a time

trail downhill mountain bike race covering an approximate distance of 1.5 kilometers. There are two categories for the event: the men’s open downhill race (age group: 19 years and above) and the junior downhill race (age group: 17 to 18 years). Race directors for the event will include Yanpvuo Kikon, Mhonjan Lotha, Tenyebinlo Himb and Hukupa Thu-Lo. Firefox Bikes is the official biking partner for the event and Red Bull India has committed to support the event with their tools, tents and energy drinks. Prizes include Firefox bikes, cash prizes worth Rs 70,000, merchandizes etc.

Online registrations forms for the event are scheduled to go live by November 1. Explaining the rationale behind holding the race, ‘Native Station’ states that tourism in Nagaland has started to “boom” in recent years along with the interest of youngsters towards initiatives which will help in taking Nagaland to the tourism map of the world. It further informed that recently, there has been an increase in the number of mountain bikers in Nagaland state, thereby “highlighting a trend in the change of lifestyle of people.” ‘Native Station’ envisions leveraging this mountain biking initiative

with existing programmes in the state to provide “new exciting experiences” to both tourists and citizens of the state. It further asserted that a collaborative effort from all sections of the government and society will define the success of this initiative. Kikon further informed that the event is being held without any support from the government, thereby making it “one of the few corporate sponsored events in our state.” The organizers feel that Nagaland can prove to be ideal place for holding such events “where one can be in sync with nature.” The group initially started riding mountain bikes more than a year back in Kohima as the TNB Cycling Club and received several requests, especially from school and college students to join the club. It was then that the group registered their venture ‘Native Station.’ Kikon informs that downhill mountain biking is a “big thing.” However in India, he adds that “this is very new with only Himachal Pradesh becoming a popular destination for mountain bikers in the country.” Nagaland, with its terrain and natural tracks, is an ideal place to promote the sport. He expresses optimism that the event will encourage Nagas to compete in professional mountain biking events. The group further hopes to promote cycling as an alternative means of transport.
