PhD student from NE found dead in JNU NEW DELHI, OCTOBER 26 (IANS): A Manipuri student was found dead in his hostel room in Jawaharlal Nehru University (JNU) here, police confirmed on Wednesday. The deceased identified as J.R Philemon, 31, who was pursuing his Ph.D in West Asian studies, was found dead by students and security guards on Tuesday evening when some students noticed a foul smell coming from his room. “Philemon was residing in Room No-171 of Brahmaputra Hostel and was not seen from last three days. Police was informed by security control room about his death,” a senior police official told IANS on Wednesday. “There seems no foul play done, prima facie, and it seems like a natural death,” another police official added. The case is being investigating and postmortem report awaited, the officer added.

The public peace rally called by the Lotha Hoho and frontal organizations to protest against the ‘unprovoked violation’ of the peaceful atmosphere in Wokha district by the 28 Assam Rifles on October 23, 2016 was held on Wednesday. Thousands of public in traditional attires and students in uniform gathered at Police point, Wokha town with placards and banners to decry the action of the 28 Assam Rifles who had allegedly attacked the Naga Army of the GPRN/NSCN killing one cadre and injuring another. The paramilitary troops had walked 40 kilometers from its outpost to attack the party of the GRPN/NSCN at Pvurhikyo near Chubi River under Okotso village, Wokha, the Lotha Hoho reported. The Hoho said it had also ascertained through various sources and local witness that there was no spot provocation by the GPRN/ NSCN, as indicated by the “foodfilled mouth of the deceased cadre, testifying that the assaulted were totally caught unaware.” Representatives from a number of organizations including

NSCN (IM) resents ‘false allegations’ DIMAPUR, OCTOBER 26 (MExN): The NSCN (IM) today said it has taken serious note of the “false allegation” made by the Manipur Chief Minister and the Manipur Deputy Minister “that NSCN ambushed the Chief Minister’s Chopper on October 24 at Ukhrul.” A press note from the MIP of the NSCN (IM) stated that the Manipur CM was scheduled to inaugurate the “incomplete development projects” in Ukhrul on October 15. This, it stated was “aimed at boosting his dwindling government image as election is round the corner.” It further informed that security was beefed up “prior to October 15” expecting the CM’s arrival. Heeding to a call made by the Tanghkul Naga Long, the people of Ukhrul district had extended non co-operation to the Manipur CM, the NSCN (IM)

It informed that the “entire area of the hospital to be inaugurated had been cordoned off thoroughly and sanitized prior to 15th October till the day of his arrival with tiers of security forces such as the Manipur Rifles, IRB, Manipur Commandoes, CRPF, Manipur Police and Assam Rifles...” The NSCN (IM) claimed that “there is no chance for other external force” to be responsible for the explosion “except within themselves resulting in injury to one IRB personnel.” It further stated that the Manipur CM, did not even “set foot” after his chopper landed at Bakshi ground, “and took off again after a few minutes.” “Right after he took off, the security commander shouted urgently to all the security forces positioned around the ground to immediately go inside the hall. The hall

was occupied by security personnel and no single civilian was inside,” the NSCN (IM) said. It further informed that then 6 shots were fired resulting in injury to one Manipur Rifles jawan. The NSCN (IM) alleged that the Manipur CM “instructed to fire some shots so that he may cover up his humiliation...and he conveniently blamed that his helicopter was ambushed.” The NSCN (IM) advised the Manipur CM to go through the video “showing his chopper taking off and how the shooting took place inside the hall.” It stated that the Manipur CM “should take responsibility for his failure and not blame the NSCN for all his failures.” It further affirmed that the “NSCN is completely clean in this issue and has nothing to do with Ibobi’s stage managed ambush.”

Presently, the union has 946 members belonging to 60 groups from different colonies in Dimapur district. She also put forward the plight of domestic workers in and around Dimapur district and stated that since the Nagaland Domestic Workers Union is not yet registered, it is difficult to avail different schemes for the domestic workers. Grace Pamei, Programme Coordinator said there is a need to fix minimum wages within Nagaland and to include domestic workers under

the employment schedule. She further revealed that many domestic workers are often treated rudely, their wages withheld, working without holidays, and with false accusations levelled against them. Nsungbeni Ezung, President of the Nagaland Domestic Workers Union and Vice President, Muni Devi expressed their grievances and their working experience. They also submitted a memorandum for the Governor to act upon. The memo demanded inclusion of domestic workers in the state under the scheduled and fixed minimum wages under the Minimum Wages Act 1948, and under the Welfare and Social Security Act 2010.

It called for protection of the rights of domestic workers through a Comprehensive National Legislation for Domestic Workers. It also asked that the Government of India ratify the ILO Convention 189 on Decent Work for Domestic Workers. After hearing the grievances of the domestic workers, the Governor reportedly said he would pressurize the Parliamentary Secretary for Labour & Employment to put forward the issue in the assembly session. The Governor also informed that he would sponsor ten girl children under the Beti Padhao Beti Bachao scheme from among the domestic workers.

DIMAPUR, OCTOBER 26 (MExN): Nagaland Chief Minister, TR Zeliang today discussed possibilities of tie-ups with the Government of the United Kingdom in the fields of education, language development, music, culture and tourism. He was interacting with Alan Gemmel, OBE, Head of British Council in India who called on him this morning at his residence, informed a press note from the CMO. According to the CMO, Gemmel revealed that the British Council sponsors more than 200 scholarships every year from all over the country to pursue higher studies in Universities in the UK. He however lamented that not many are from the North Eastern region and expressed his desire to see more students from the region availing these scholarships. The Chief Minister suggested creating more awareness about this scholarship scheme among the student community of the region. The British Council also proposed training of teachers to impart further training to other teachers. The Council is involved in Teacher Development Programmes in 13 States in India and has shown interest in tying up with the Government of Nagaland. The Chief Minister suggested incorporating Skill Development in the curricula of schools so that by the time students matriculate, they would have some selected skills to rely on to earn their livelihoods. In consonance with the joint declaration of the Prime Ministers of the two countries to observe 2017 as Year of Euro Culture, the British Council expressed its keen desire to incorporate the Hornbill Festival of Nagaland into the scheme of things. It was also confirmed this morning that Alan Gemmel would grace the 3rd day of Hornbill Festival this year as the Chief Guest. Gemmel expressed his desire to promote the culture of the Nagas with the aim of promoting tourism in the State and called for proper networking amongst the stakeholders. The Chief Minister meanwhile proposed setting up a Music Academy in the State where the local youth can be trained. G Sema, Project Director of Music Task Force suggested training for local musicians to fine tune their talents and also to market them properly. Sema said Nagas, being Christians, are familiar with most of the hymns and also with the staff notations but that music literacy needs to be enhanced and made more professional.

Maneka Gandhi writes to DoNER Minister on dog meat trade in NE

NEW DELHI, OCTOBER 26 (PTI): Women and Child Development Minister Maneka Gandhi has written to DoNER Minister Jitendra Singh, requesting him to end illegal trade and consumption of dog meat in the north-east region and also sought the intervention of NIA in tracing traders indulging in drugs and arms trafficking. The letter cites Food Safety and Standards Regulation, 2011 which doesn’t allow dogs, cats and other animals to be slaughtered for food. The letter adds that dog meat consumption, therefore, is “illegal” and “cruel”. “I am writing to request you to please look into the

blatantly illegal dog meat trade in Nagaland and Mizoram,” starts the letter which was written earlier this month. The letter also describes the brutal treatment meted out to the dogs while they are being smuggled. “In Nagaland alone, more than 30,000 dogs are illegally smuggled from neighbouring states in jute sacks where they have their mouth either tied our stitched shut. These animals are starved with no food or water and brutally beaten to death before they are torched and sold as meat to consumers,” the letter said. The letter then talks about how the same set of smugglers also indulge in

drugs and arms trafficking. “There is not only illegal smuggling and slaughter of dogs but also smuggling of arms and ammunition along with narcotic drugs, blatantly carried out by the same gangs.” “This is a serious cause for concern for the security of the region and I suggest that agencies such as the NIA (National Investigation Agency) must be asked to establish the persons involved in this thoroughly organised racket,” Maneka wrote. Attached with the letter is a survey in Nagaland carried out by Humane Society International (HSI) which estimates that at least 40 dogs per day and 15,000 dogs per year are

sold each in Kohima and Dimapur. One kg of dog meat costs Rs 200 here and the consumption peaks during Christmas, according to HSI. No such estimates are cited for Mizoram. However, the letter mentions how Mizoram government had issued orders in 2007 to stop illegal trade of dogs but that has not been implemented. According to Section 428 and 429 of IPC killing or maiming of any animal is punishable with a fine or imprisonment of up to 5 years and under Prevention of Cruelty to Animals Act, 1960 killing an animal or offering it for sale can invite a jail term of 3 months.

GENEVA, OCTOBER 26 (REUTERS): Women members of parliament (MPs) in all regions face sexism, harassment and violence from male lawmakers and are increasingly targeted by online humiliation campaigns, a report said on Wednesday. The first study on the issue by the Inter-Parliamentary Union (IPU) follows scandals in France and other countries where women have denounced abuse in the corridors of power. Sexist violence and harassment against women lawmakers is “real and widespread”, the report said. The findings suggested “that the phenomenon knows no boundaries and exists to different degrees in every country, affecting a significant number of women parliamentarians”. The results were based on data provided by 55 women parliamentarians of all ages who were selected from 39 countries in five regions.

Four out of five of the women reported having been subjected to hostile behaviour causing psychological harm or fear. Some 44.4 percent said they had received threats of death, rape, beatings or abduction during their terms. “The respondents said that most of these acts were committed by their male colleagues - from opposing or their own parties,” it said. Being under 40, or belonging to the opposition or a minority group, are “aggravating factors” that put women at risk, according to the study by the Geneva-based body that links 171 national parliaments. The IPU called for male and female MPs to denounce such behaviour and for codes of conduct and complaint procedures to be put in place. Females account for 22.8 percent of some 46,000 parliamentarians worldwide. “The report ... is an eye-opener, it’s the first of its kind. We have gone

out to interview members of parliament, to have their own personal perspectives, from their own experience,” Martin Chungong, IPU secretary-general, told a news briefing. “We are looking at how we can help resolve some of these issues, because they are actually a stumbling block to political participation of women,” he said. Women lawmakers endure hostile behaviour and sexist violence in parliamentary offices and political meetings, as well as the newer arenas created by social media, the report said. Women MPs from sub-Saharan Africa, Asia, Europe and the Middle East “described photomontages showing them nude, photos of them accompanied by disparaging comments, obscene drawings of their person or information published in the social media suggesting that they had had marital problems and failed private lives,” the report said.

Other present during the inauguration are Liremo T. Lotha, IPS, Commissioner of Police, Vilhousie Peseyie, DCP Zone I, Dr. KPA Ilyas, IPS, DCP Zone II and host of other Police Officers. Wabang Jamir, IPS shared his thoughts with the police personnel about the need to live within one’s means and the importance of saving for the future. During a meeting held on September 15 under the chairmanship of NBS&G President, Khriehu Liezietsu, the house deliberated upon several agendas including documentation of the celebration, constituting the 12 sub-committees, jubilee logo, construction of jubilee building, itinerary of jubilee and fund for the jubilee celebration. The itinerary include construction of Jubilee building SHQ in the month of October, jubilee tour to 11 districts during October- November 2016, tour to New Delhi and Panchmari (MP) and National Jamboree, International Youth Meet at Arapuri (Haryana) in December 2016-January 2017. There was no report of any damage due to the tremor yet, officials said. "The 4.8-magnitude quake struck Mizoram and adjoining areas of Bangladesh and northeast India at 11.59 a.m. on Wednesday," a meteorological department official said here. "There is no report of major damage in Mizoram and adjoining areas of the northeast yet," an official of the disaster management control centre in Aizawl said, citing reports from District Magistrates across the state. A quake measuring 3.5 on the Richter scale, hit some areas of Mizoram on October 18. The depths of the two tremors were measured at 45 km and 147 km respectively. The Manipur government is expected to ink a memorandum of understanding (MoU) with the Civil Aviation Minister under UDAN scheme during the visit. The Centre recently launched the regional connectivity scheme UDAN (Ude Desh Ka Aam Naagrik) which seeks to get more people to fly in smaller towns of the country.

Lalzirliana protested against the Centre's order to the Mizoram government to allow representatives of Mizoram Bru Displaced People's Forum (MBDPF) - the apex body of Bru refugees living in six relief camps in Tripura - to inspect the villages in which the families will be resettled. GuRGaON, OctObER 26 (iaNs): Bharti Airtel Chairman Sunil Mittal on Wednesday took exception to free voice calls offered by Reliance Jio, saying nothing could be free forever. Speaking on the sidelines of an event here organised by GSMA, Mittal urged the Telecom Regulatory Authority of India (TRAI) to look into the issue. “TRAI needs to settle the issue of Reliance Jio free tariffs. Nothing can be free for a lifetime,” Mittal said. Recently, the regulator had said that it had found no faults with Jio’s tariff

plans. Mittal said his company would respond to the government and the regulator regarding the penalties slapped on it, along with two other service providers, for denying sufficient points of interconnections (PoI) to Reliance Jio. “TRAI (Telecom Regulatory Authority of India) must have some confusion regarding the PoIs offered to Reliance Jio,” Mittal said. The TRAI on Oct 21 slapped heavy penalties on three telecom players -- Bharti Airtel, Vodafone India and Idea Cellular

-- amounting to Rs 3,050 crore for not providing sufficient PoIs to Reliance Jio. It also said the action of the three operators showed “ulterior motive to stifle competition”. In similar letters to the three players, the watchdog said it has recommended a penal action of Rs 50 crore per licence service area (LSA) (except Jammu & Kashmir) where PoI congestion exceeded the allowable limit of 0.5 per cent as reported by Airtel/Vodafone/Idea Cellular through emails on September 23 this year. In the case of Airtel and Vodafone, the fines imposed were for 21 LSAs, amounting to Rs 1,050 crore each while in the case of Idea, the fine was Rs 950 crore for 19 LSAs. The regulator had received a letter from Reliance Jio on July 14, stating that the incumbent players were not providing it with sufficient E1s (interconnect points, with technical parameters).

‘Women and men won’t reach economic equality until 2186’ NEW YORK, OctObER 26 (thOmsON REutERs FOuNdatiON): Efforts to close gender gaps in pay and workforce participation slowed so dramatically in the past year that men and women may not reach economic equality for another 170 years, the World Economic Forum said on Tuesday. Statistics just a year ago predicted the economic gap between genders could close in 118 years, but progress has decelerated, stalled or reversed in nations around the world, the Swiss non-profit WEF said in its annual gender gap index. “These forecasts are not foregone conclusions. Instead, they reflect the current state of progress and serve as a call to action,” Saadia Zahidi, a member of the WEF executive committee, said in a statement.

Overall, Iceland and Finland ranked highest among 144 nations measured on progress in equality in education, health and survival, economic opportunity and political empowerment. Next were Norway and Sweden, followed by Rwanda, which has improved economic participation and income equality and has the highest share of female parliamentarians in the world, the WEF said. At the bottom was Yemen, then Syria, Saudi Arabia and Iran, with a wide array of progress in between, it said. The gap in political empowerment, it said, was particularly pronounced in the United States, which may soon elect its first female president. In most polls, Democrat Hillary Clinton leads Republican Donald Trump ahead of the Nov. 8 election.

The survey by Microsoft and marketing consultant Ipsos Public Affairs found that globally, two out of three people surveyed have experienced a tech support scam. “One out of five was tricked into continued engagement with scammers, often leading to victims losing hundreds of dollars to the fraudsters,” noted the survey which was conducted as part of Cybersecurity Awareness Month in 12 countries with nearly 1,000 people from each country. “Traditionally, scammers made unsolicited phone calls to potential victims but today, they are increasingly moving online, using emails, websites and pop-up windows to scare people into engaging,” the results highlighted. With new tactics, scammers are not only reaching a larger portion of the population but also targeting new consumers. The survey highlighted that adults older than 55 are no longer the most vulnerable and millennials (between ages 18-34) are outpacing them because of their inherent trust in, and use of, technology. “Since millennials are generally less suspicious of technology intrusions, they are more likely to accept and engage in the scam, not realising their mistake until it is too late and the cybercriminals have access to their devices and personal information,” the study pointed out. Recently, after a successful year-long pilot, Microsoft India launched a full-scale Cybersecurity Engagement Centre (CSEC) in India. Not only the Government of India, but every state is so actively engaged and wants to ease the situation. But for whatever reason, it has not been adequately captured in the ranking,” Commerce Minister Nirmala Sitharaman told reporters here. “Collectively, Team India has been doing quite a lot of work,” she said. India’s rank remained unchanged vis-a-vis last year’s original ranking of 130 among the 190 economies assessed on various parameters in the World Bank’s Doing Business 2017 report released on Tuesday. With last year’s ranking, however, being revised to 131, India has, effectively, improved its place by one spot for 2017. “It gives me the message that we have to be even more focused now and even speedier in doing ahead what we are doing,” Sitharaman added. Naga businessman dies in England

Kohima, october 26 (mexN): Hukato Naga, Chairman & Managing Director of HN Company, Dimapur and Executive Member of NRC1CU passed away following a heart failure in Nottingham, England on October 25. Hukato, who was also Chairman of New Life Bible College and Advisor of Business Association of Nagaland, is survived by his wife, one son and one daughter. Several organisations and individuals have expressed sadness and grief over the death. CM: Chief Minister TR Zeliang said Hukato was one of the most prominent businessmen and entrepreneurs among the Nagas who struggled very hard to become successful at a crucial period. “He was also a committed social worker…A self-made businessman, his was a rags-toriches story which has inspired many young entrepreneurs of the State making his name almost a household name,” he stated. “I have often been amazed at his

business ventures and used to comment whether he was not taking too much risks to which he would comment that life itself is a risk! A jovial person, he never failed to make those around him laugh and enjoy his company.” The CM further reminisced that Hukato was warm-hearted with a deep sense of trust and loyalty. He also dearly cared for the overall transformation of the society and would often express concern for development of our state whenever we met, Zeliang said, adding Nagas have lost one of the finest personalities in the business profession in his death. ANGPTA Mkg asks DoSE to resolve teachers' salary crisis moKoKchuNG, october 26 (mexN): The All Nagaland Government Primary Teachers Association (ANGPTA), Mokokchung District has written a letter to the Director for School Education drawing attention to the ongoing agitation in the form of boycotting of classes by the Nagaland SSA Teachers Association and the All Nagaland Aggrieved Hindi Teachers Association. The ANGPTA, Mokokchung pointed out that the agitation has been going on for nearly two weeks now due to non-payment of salaries for the past five to seven months. “We are all aware of the fact that salary is the only source of income particularly for the teachers. However, the monthly salary due for the teachers is not paid for months and is made to work emp-

ty stomach. This has thus caused untold hardships and is now virtually impossible to carry out their duties diligently. The teachers are working under different conditions, some of them even posted in the remotest region making it difficult even to manage their daily needs,” it said. This is a crucial time in the academic calendar when the student community has reached a point to give their best and appear their final examinations, it said. Learning from lilies

T

here is little joy in writing about Manipur anymore unless you are writing about the delicate Shirui Lily. But even writing on the latter could border on the bizarre these days. The Shirui Lily blooms between May and June each year, bringing spring with it. Custodians of the land, the people of Shirui village, who have seen this flower bloom each year, host the Shirui Lily week every year to promote preservation of the ecosystem in which the flower thrives. This slight pink Lily was “discovered” by a botanist in 1948 and declared the ‘state flower’ of Manipur state in 1989—the flower is endemic, or native, to the hills north east of Imphal valley. Not very far from the hills that host the Shirui Lily, lie the hills that host its cousin, the Dzukou Lily. Each lives undisturbed by the other, sharing geographical lineage. In these hills, it is hard to demarcate where Manipur ends and where Nagaland begins. Borders in this part of the world are seldom marked by what the centre of each of these states believes but by how the people residing in these areas do. As a result, the elected head of government of the state into which the Shirui Lily was co-opted is denied entry into the lands while the elected head of government of another state that finds itself sharing nativity of the Dzukou Lily is welcomed time and again. This is an intentional choice made by the people living in Manipur State, not just north of the valley but also south of it. Manipur’s elected representatives have long been unwelcome in Lamka, or Churachandpur, for instance. For 400 days, nine people who were shot and killed by the Manipur police have been left unburied by their families, pending justice to them and the communities they belong to. Despite being known for seeking human rights accountability, neither state nor non state actors of Imphal have approached the issue. This has led to a natural, and inevitable, coalition of peoples under the geographical banner of ‘Outer Manipur’ where justice has been pending for much longer than 400 days. The reservation (wrongful allocation) issue at Manipur University has only fed the angst and heightened tension. Local and national press coverage of ‘Outer Manipur’ related issues have almost died down over the 400 days after its initial violent attraction has subsided. Non violent forms of protest are just not good enough for attracting readership. Thus, with elections in Manipur approaching in 2017, it is time for politicians to warm themselves by the fire they have fueled. This has been the approach of the ruling dispensation in Manipur for more than a decade now. It has encouraged inter communal disharmony by fueling injustice and used one peoples against the other. On the other hand, it has quelled all pockets of friendship and solidarity that has been expressed through peoples’ initiatives of both ‘inner’ and ‘outer’ Manipur thereby creating renewed terms of division. Entrapped in each of their combs that make up the honeycomb called Manipur, people now look to use their votes to bring a new government to power. But a few more imaginative steps may be necessary to transform the situation in a way that Manipur may proceed from its borderlines driven approach of mutual suspicion to a peoples centric approach of mutual coexistence to transform the stagnant status quo of political thought—learning more from its lilies than its lines. Climate change is shifting areas of skin disease concern

C

limate change is bringing certain skin diseases and other illnesses to regions where they were rarely seen before, according to a recent research review. Dermatologists should keep these changing patterns of skin diseases in mind when making diagnoses, say the authors, who analyzed specific disease shifts in North America. As the planet warms, many bacteria, viruses, fungi and parasites can survive in areas where they haven’t been found before, the review team writes. In the U.S., for example, the incidence of the tick-borne Lyme disease increased from an estimated 10,000 cases in 1995 to 30,000 in 2013, and the area where it occurs keeps expanding from New England north into Canada as the ticks find their preferred habitat expanding. “In places like Canada, now there are ticks that carry Lyme disease farther north than doctors would ever expect to see that,” Dr. Misha Rosenbach of the University of Pennsylvania in Philadelphia told Reuters Health said in a phone interview. The range of Valley Fever in the southwest U.S. is spreading in a similar way, he said. Viruses like dengue, chikungunya and Zika are transmitted by mosquitoes originally from Africa and Asia, which have now spread widely throughout North America as the mosquitoes can survive further and further north. “We are seeing a much wider spread northward for some of these formerly tropical diseases that are now in Texas and Florida,” Rosenbach said. Seventeen of the warmest years on record occurred within the last 18 years, largely due to combustion of fossil fuels and destruction of rainforests, the authors write in the Journal of the American Academy of Dermatology. Water warming and flooding can also give rise to skin threats not previously typical of certain areas, the authors note. Ocean warming increases jellyfish populations, and Portuguese man-of-war now swim along the southeast U.S. coastline where they once did not, for example. Parts of North America, particularly the Great Lakes, should expect substantially greater rainfall and therefore more outbreaks of waterborne disease as well. Increasing temperatures in the Gulf of Mexico contribute to the increased cases of illness from consuming raw oysters. Another skin-related consequence of climate change is skin cancer: as ozone is depleted, the risk of skin cancer goes up. A two-degree temperature increase could raise skin cancer incidences by 10 percent each year, the authors write. The dermatologic consequences of climate change may not all be negative – you could argue that if temperatures keep rising, some mosquito habitat will be dried out due to drought and some disease ranges may shrink, Rosenbach said. When doctors see patients with a fever and a rash, he added, "what you suspect" as the diagnosis "depends on where you are.” “It’s important to remember that what people learned 20 years ago or 10 years ago in medical school can be subject to rapid change,” he said. “The bottom line is it’s important to keep an open mind about possible diagnoses.”

Plan Colombia, Permanent War, and the NO Vote

T

he Colombian people voted NO to peace. Or to be exact, 50.2% of 37% of the eligible population voted no. In the referendum held Oct. 2, the majority of voters decided to scuttle four years of peace talks dedicated to ending 52 years of bloodshed. The vote came just days after the celebratory signing of the agreement, considered exemplary for achieving a bridge between historic enemies and dealing broadly with the root causes of the conflict. The rest of the world was stunned. Most pundits have begun the post-mortem analysis of the referendum saying something like “Colombians did not vote against peace.” They go on to discuss factors including people’s ignorance of the accords, or their mistaken belief that after four years it could simply be renegotiated. But the fact of the matter is that the NO voters voted clearly and unambiguously to continue the war. The words on the ballot read: “Do you accept the final agreement to terminate the conflict and build a stable and lasting peace?” It’s almost inconceivable that any population would vote no on this proposition, but they did. So why? Although even former president Alvaro Uribe, the nation’s lead warmonger, now makes the politically correct statement that the ultimate goal is peace, the macho sentiments of total domination and punishment (of one side), along with a strong dose of Cold War hysteria (yes, in the 21st century) won the day. The NO promoters knew what they were doing. They were not promoting an alternative peace. As a 32-year old NO voter quoted in the New York Times put it, “If ‘no’ wins, we won’t have peace, but at least we won’t give the country away to the guerrillas.” His statement reflects the patriarchal logic that has started and perpetuated wars since time immemorial–the only good enemy is a dead enemy, and if I don’t win, nobody wins. At least some NO voters and many of the leaders are betting on continuing war until they gain by force their entire military and political agenda–a prospect that, given the war’s longevity to date could easily be another half century. Or never.

The PeRKS of PeRmanenT waR For many NO promoters, including Uribe himself, “never” could be the best-case scenario. Basking in the limelight of a political career rebuilt on the ruins of one of the most complex and progressive peace agreements in history, Uribe released proposals for revamping the peace agreement designed to throw a monkey wrench into any process to salvage peace in Colombia. Analysts stated that Uribe’s wish list is aimed at “torpedoing the peace accords”. No one expects the FARC to accept Uribe’s terms, which include being banned from politics; serving 5-8 year sentences in confinement for crimes, including drug trafficking; pardoning Colombia’s security forces for serious crimes, and eliminating the meticulously negotiated Tribunal for Transitional Justice. Huge sectors of the population reject them as well, since the proposals also would wipe out the parts of the Peace Accord that regulate the return of stolen lands to peasant and indigenous communities and seriously hamper if not strike plans for reparations to victims. To pretend that everyone wants peace and the only issue is, how is to ignore the fact that the war benefits many powerful interests. Those interests will fight to keep fighting. On the political front, war assures military control over a population and justifies authoritarianism and repression through fear. In general, the most militarized parts of the country are areas where peasant, Afro-Colombian and indigenous peoples are defending their lands and resources from the incursions of transnational corporations and mega development projects. Fear and murder are powerful repressive tools. War is also a huge business. Thanks to U.S. Plan Colombia and policies that fanned the conflict, Colombia became the third largest recipient of US aid in the world during the war, behind Israel and Egypt. The budget for security forces skyrocketed; between 2001 and 2005, it grew more than 30% and by 2006 it was double 1990—some $4.48 billion for military and police. US InTeReSTS The U.S. government also has a vested interest in continuing the war. The conflict justified Plan Colombia, the $10 billion dollar counterinsurgency, counternarcotics plan that allowed the Pentagon to establish military presence in Colombia, both physically and by proxy. With the pretext of the internal conflict, the U.S. government built up a platform not only for control in Colombia, but also with regional strike capacity, as leaked in theproposed agreement to establish seven US military bases. Plan Colombia and its later incarnations kept U.S. contracts for weapons, espionage and intelligence equipment and military and police training flowing to the most powerful lobbying industries in the nation. Billions of dollars have been poured into Plan Colombia and national security investment that ended up in the pockets of political elite and defense companies. In the 2010-2017 budgets, the United States has allocated $2.13 billion in military and police aid–most of that during the peace talks. The country was converted into a testing ground for the latest in counterinsurgency and unconventional warfare techniques and equipment from the United States. The blood spilled on its soil feeds the global war machine, to such an extent that Colombia has been groomed as an exporter of counterinsurgency and “security” training, despite its reputation as a gross violator of human rights and the disastrous humanitarian impact of its prolonged war. So very powerful interests saw the peace agreement as

a threat. In addition to Uribe followers who viewed it as soft on the FARC, the war economy of the nation and its ally, the United States, was at stake. In this context, the US government reacted tepidly when peace was voted down. Bernard Aronson, the special envoy to the peace talks, expressed no regret in a press interview after the vote, stating, “We believe Colombians want peace, but clearly they are divided about terms of settlement…” The State Department limited its statement to support for Colombian democracy and further dialogue. After four years of ostensibly supporting the peace talks, neither mentioned the vote as a setback. An analysis published by the US Army War College, although it is not an official document, openly expresses relief at the continuation of indefinite war in Colombia. Through a mixture of hawkish arguments and lies, the analysis recognizes that the country now enters into a “period of uncertainty”, but notes that this “presents a strategic situation less grave and more manageable, than had the accords been approved.” It goes on to predict that the FARC will likely break the ceasefire, despite its explicit and public commitment to respect it even in the absence of the guarantees provided in the peace agreement. This position, coming from sources close to the US military, which has in many senses called the shots in Colombia’s war since Plan Colombia began in 2000, indicates that there is a dangerous possibility of a provocation to further undermine the peace process that has now been thrown into crisis by the NO vote. The writers also advise President Santos to retract his commitment to the ceasefire following the vote. They note that Santos promised to “not authorize military operations in the areas where FARC units are located in order to avoid an incident which breaks the fragile truce. Yet, not doing so will allow FARC dissidents to operate with almost complete impunity in these areas. Indeed, within the new background of uncertainty, such impunity will increase incentives for FARC units to continue illicit activity, such as drug trafficking, since doing so will pose relatively low risks.” waR engenDeRS moRe waR, noT Peace Before the NO vote, the U.S. press hailed Plan Colombia for making peace possible. President Obama, in his self-congratulatory last speech to the UN stated we “helped Colombia end Latin America’s longest war.” The logic of this bizarre argument went that were it not for the military debilitation of the guerrilla thanks to the US-Colombian military alliance, the FARC could never have been brought to the negotiating table. The NO vote is the classic example of the fallacy of that logic. The war fomented by Plan Colombia built up a mentality that made peace an unacceptable solution for many. It revealed the fundamental clash of perspectives between diplomacy and annihilation. The lesson couldn’t be clearer: War is a terrible preparation for peace. Peace depends on much more than a favorable correlation of forces. Peace, at its core, is a rejection of force as the way to confront differences, and a search for non-violent solutions to conflict and conflict prevention. With U.S. military theorists openly calling for reopening hostilities, it is a dangerous myth to assume that at this juncture everyone wants peace and the only open question is how to do it. Plan Colombia, the U.S.-sponsored war on drugs and Uribe’s Democratic Security posit continued militarization. Those who promote peace and reconciliation in the country must deal with that mentality head on. To second-guess or justify NO voters with “they-knownot-what-they-do” arguments reflects the kind of complacency and misreading of the public that created this dangerous debacle in the first place. There is no doubt that a massive campaign of misinformation and scaremongering played a role. Voters were bombarded with alarmist messages that spun out wild scenarios, from a legislative takeover by the former FARC to a “Chavez-Castro style dictatorship”. CNN’s footage of the NO celebration showed the crowd chanting “The NO won, now we won’t have a Cuban dictatorship”. It didn’t seem to matter that there was no logical relationship between voting for the peace agreement and the nation becoming a dictatorship. For followers of Uribe, who led the massive campaign against the negotiations and the acceptance of the agreement, the vote was ideological and personal. It represented the right against the left, and Uribe against Santos. For many people stuck in bitter partisan politics, to vote for peace was to vote in favor of the latter.

It is also likely that many people did not have a clear understanding of the accords or their implications, which is a failing of the negotiators and SI (yes) promoters that left a fatal opening for NO propaganda. Some voters also apparently believed that four years of arduous negotiations with the technical support of scores of international experts and mediators could simply be reopened and “fixed” to their liking, despite that the president made it clear there was “no Plan B”. Some NO voters quoted in the press even expressed dismay that they had won, believing they were merely casting a protest vote. Despite these factors, the NO vote reveals a major obstacle: Society has been trained over years of conflict—one of the longest-running internal conflicts in the world–to acquiesce to war as the only response, to dehumanize the enemy and overlook the obvious fact that it takes two sides to sustain hostilities. A society that believes that the only solution is to drive the enemy into the ground–even when they are men and women from your own country and a reflection of serious social problems, into the ground. This is the patriarchal mentality that the war industry thrives on. Plan Colombia has fomented this mentality since it began. It conflated a war on drugs with a counterinsurgency war to justify foreign intervention and broaden the war. The U.S. government knew that military funding was going directly to paramilitary groups. A 2010 empirical study demonstrated a measurable relationship between increases in US security funding and paramilitary homicides. War propaganda presented the FARC as the sole culprit, when terrible atrocities were being committed on both sides. With the exceptions of Arauca and Norte de Santander, the departments on Colombia’s borders that have suffered most in the war voted to end it. They know what it’s like to feel their houses shaken by bombs, to risk life and limb walking through minefields, to lose their loved ones in crossfire. They know that to stop the violence in their day-to-day lives is far more important than the political games of how punishment and power are dished out. War as a policy is almost always favored by those farthest from the battlefields. The RoaD To Peace Understanding the very real and perilous obstacles is not the same as being pessimistic or defeatist at this point in the Colombian peace—it’s a process. It’s important not to minimize the enormity of this setback–President Santos’ Nobel Peace Prize may be deserved but it’s a sorry consolation prize for having gotten so close only to be slapped down. But it’s also important to acknowledge that there is still room to move forward. The peace accords opened up a dialogue and allowed the nation to envision peace. Grassroots organizations are mobilizing in defense of this vision and the possibility of a new reality. This is the hope on the horizon. Since the NO vote, thousands have marched to support the peace process in Bogota and also in Cali and cities across the country. The marches have awakened and united groups of indigenous peoples, Afro-Colombians, victims, students, human rights defenders, peasants, women and the LGBT community in defense of peace. The international community should openly and actively support the call for a broad grassroots dialogue for peace. It must continue to be firm and vigilant, because there will bea serious attempt to force a return to the model of military annihilation of the left-wing guerrillas while leaving in tact rightwing paramilitaries and other militarist structures. International organizations committed millions of dollars to support peace implementation and it must be clear that those funds will only be released when the process is back on track. Part of creating adequate conditions is to deny any new funding to militarism– including the war on drugs, which acts as a thinly veiled excuse for militarization. The NO vote unexpectedly flipped the political situation back in favor of the rightwing hawks. This uprising could not only flip it back in favor of peace, but also create a social movement capable of going beyond the accords in terms of establishing social justice and human rights and addressing the enormous backlog of demands from below. Colombia’s peace requires the disarmament of gender-fear Leonardo Goi

B

y October 5, it was a truth publicly acknowledged that Colombia’s opposition had purposely distorted reality to sink the referendum on the peace treaty President Juan Manuel Santos had reached the leftist FARC guerrilla. Speaking to newspaper La Republica, former senator Juan Carlos Vélez admitted that the NO campaign he had managed deliberately avoided discussing the contents of the peace treaty, and forged a panoply of scaremongering narratives specifically tailored to foment indignation among distinct sectors of the electorate. The strategy crafted a poisonous discourse which posited the implementation of the peace deal as a threat to the integrity of Colombia’s society. A crucial element of the propaganda was the myth that the peace deal would have implied the imposition of a “gender ideology” that could have shattered the traditional heterosexual family unit. Earlier this August, several thousands Colombians took to the streets to protest against a handbook that Minister of Education Gina Parody was to issue to school teachers to help fighting discrimination against kids with non-heterosexual gender identities. Rumours had circulated that the booklet had an overly explicit sexual content, and social media began to share the images of a male couple enjoying some intimate moments which would have allegedly formed part of the publication. Of course, this was not the case. The pictures were taken from 2006 adult comic book In Bed with David & Jonathan, and Parody eventually clarified that the official guidebook the Ministry had commissioned only aimed at raising awareness on different sexual orientations inside schools, so to improve their acceptance amongst students and teachers. Nonetheless, the mass outcry did not stop after Parody’s clarification. A number of catholic and evangelic groups kept warning against the threat that the question of gender would represent for the traditional Christian principles underpinning Colombia’s society, and a member of President Santos’ own party went as far as to claim the Education Minister, herself openly gay, was guilty of promoting a homosexual colonisation of the country’s schools. That thousands of Co-

lombians genuinely thought a teaching handbook could be filled with pornographic images is – however baffling – besides the point. The indignation highlights the unresolved tensions of a fundamentally heteronormative society, in which the question of gender is still a taboo that is yet to find a proper place in public debate. During the weeks leading up to the referendum, the NO campaign skilfully exploited the latent anger against Parody claiming that the peace treaty would have jeopardised the traditional family unit in the same way the Minister’s handbook did. This time, NO supporters pointed their fingers at the way the question of gender seemingly ran through the deal’s six points, and fabricated an apocalyptic narrative whereby the ratification of the treaty would have entailed the imposition of a “gender ideology” at odds with Colombia’s traditional value system. To be sure, the issue of gender did feature throughout the points agreed by Santos’ government and the FARC guerrilla. But this was neither an ideology nor something that was going to be forced in a top-down fashion in order to dismantle the norms and conducts of the majority. Instead, gender had been carefully cashed out as a framework that sought to acknowledge the violence that women and members of the LGBTI community had suffered during five decades of armed conflict, and promote the conditions that would have ensured all victims,

including those who had been targeted for their gender and sexual orientation, could enjoy a more humane existence. Colombia’s 52-year-old conflict did not quite simply claim an estimated 250,000 lives – it also produced certain modes of being which were necessary for it to last. The armed groups who took part in the past five decades of violence contributed to generate a model of manhood and womanhood which turned personal prestige, physical prowess and violence into three dangerously

the collapse of Colombia’s society. It is difficult to understand just how much of the NO victory owed to the gender conspiracy the opposition had fabricated. But the way former president and staunch opponent of the peace deal Alvaro Uribe heralded the referendum’s defeat as evidence that families “had been respected” is telling. Parody resigned on October 5. A few days later, President Santos reassured Colombians that the treaty with the FARC did not contain a gender “ideology”, and sim-

A vote cast to purposely reject the gender framework of the peace treaty with the FARC is a vote premised on ignorance and fear interconnected notions. Those who did not fit with the hegemonic subjectivities were either subject to conversion or social cleansing. That the inclusion of a framework seeking to pay justice to the victims of systematic violence should be perceived as a threat by many is a sad testament of the embedded heteronormativity which has saturated Colombia’s public debate before and after the referendum. The question of gender was never an attack on the rights of the majority: it was and remains a question of human dignity. The NO campaign purposely glossed over the above and decided to cash out the treaty’s mention of gender as a Trojan horse that would have initiated

Not only does the argument problematically reduce the question of gender to the plight of women alone: it also shows the difficulty of forging an all-encompassing discourse which does not posit gender as a threat, but a struggle for equal opportunities everyone should take part in. The peace treaty with the FARC guerrilla was never quite simply a deal to put an end to an armed conflict. It was an opportunity for Colombians to open a new chapter of their country’s history, and embrace nonviolent modes of being among others. Even if all illegal armed groups currently operating in-

side the country will be eventually disarmed, how exactly will Colombia disarm the deepseated homophobia which the debate on gender has so shamelessly brought to light? Leading up to the referendum, the NO campaign argued at great length that a vote against the peace treaty was not a vote in favour of war. This much is correct. The referendum was never meant to be a fight between friends and enemies of peace. A huge number of NO voters expressed some legitimate fears on the fairness of the treaty to the conflict’s victims which the government did not convincingly answer. But it is one thing to respect the vote of those who rejected the peace treaty on the grounds that it might have granted excessive legal, economic or political benefits to former members of a terrorist organisation. It is quite another – and a much more difficult one – to respect the vote of those who rejected the peace deal fearing that the recognition of the rights of others would amount to a threat to their own. A vote cast to purposely reject the gender framework of the peace treaty with the FARC is a vote premised on ignorance and fear. If Colombia is to achieve a long-lasting peace, the future demobilisation of guerrilla fighters should go hand in hand with efforts to promote tolerance and acceptance, irrespectively of gender and sexual orientations. Sadly, overcoming a heteronormative value system might take much longer than ending a war.

isions of a great future have played a huge role in China’s past, particularly since the rise of the communists and their victory in 1949. Mao Zedong's thinking had a utopian strand from the very start, married as it was to progressive ideas about human, political and social perfectibility. Society was marching towards a future that was bold, bright, and wonderful. This was a fundamental article of faith in the early ideology and propaganda of the Chinese Communist Party (CCP), and saturated the party's art and messaging. This luminous future was at least mitigation against the often challenging present. In the 1950s, with a world to rebuild after international and domestic war, it fired the prevailing optimism. China was finally, in the words of its constitution, master of its own house. The country was able to rebuild its decimated infrastructure. Human-development indexes rose. Mortality rates increased from a horrifying 32 in 1949 to

the mid-50s fifteen years later. For Mao, at least in his poetry, the future was ten thousand years hence. But in the prosaic world of policy, it was a little nearer – if still decades away, up to a century. One of the popular stories his propagandists widely circulated told of the old man and the mountain. Sons, grandsons, greatgrandsons would all labour away trying to move a mountain. Their achievement would take generations. That didn’t matter. They were all working to invest in a happy time and place that they and their most immediate offspring would never see, but their forebears one day world. That made it worth doing. The future grew a little closer under Deng Xiaoping. His project – "reform and opening up" – after all did not posit some abstract, highly ideal, almost philosophical paradise awaiting the Chinese, as Mao Zedong's had. It was about pragmatically undertaking projects of enrichment and modernisation, whose results would come more clearly and nearly into view. Deng himself said that China would achieve moderate levels of wealth by the turn of the twenty-first century, and predicted full Chinese modernity by 2049. He was too pessimistic. Even by the early 1990s, the good times were falling due not in a century or more as under Mao, but in a few decades. Appealing to this better,

often idealised, future has remained one of the key political resources and mobilisers for Chinese leaders. Unlike in developed countries, where the good times have to happen soon, and preferably today, China's version posited the need for present hard work and sacrifice, material and political investment, in order to secure still relatively distant benefits. There was another difference too. With its legacy of socialist modernity, the CCP has never let go of a vision of human perfectibility and idealised social outcomes based on its fundamental belief in scientific modes of development. That is not the case in multiparty democracies, where politics and social evolution are seldom, if ever, regarded as operating under strict, predictable rules that can lead to perfect outcomes. China’s leaders today, however, have partially become the victims of their own success. Reforms have created a society which is prosperous for many, though a fall in raw GDP growth in recent years has made for a less compelling economic narrative. This is the context for Xi Jinping's effort to mobilise people with a new grand tale, a different kind of vision, embodied in the notion of a "China dream". His talk is less littered with endless economic statistics and technocratic utterances. He speaks instead of the new future being imminent, within grasp, just a few years down the line after

a tough transition to middleincome country status. In that sense, Xi is a politician not of promise but of delivery. China’s good future has never been closer. This is the time – a time no longer a century or several decades away – when it finally achieves a dream held throughout the often tragic history of its engagement with modernity in the last century and a half: of being a rich, strong country, and one able to look after its own people well. We can even put a date to it. 2021 is when the Communist Party celebrates its hundredth year in existence. It is also when the first of the centennial goals that Xi Jinping has talked about in the last couple of years occurs. This is the moment the future becomes now. That at least is the suggestion of much party messaging and elite discourse. There is a massive challenge here, however. The problem about fulfilling the hopes of the future dreamed about in the past is whether it will feel as worthwhile and satisfying as people expect when at last it becomes real. There is no evidence that Chinese are any less willing to be satisfied than other people. If the future when it happens proves disappointing, solemn lectures by political leaders on the need for even more sacrifice will no longer pay off. The wonderful resource the future once supplied to Chinese leaders will weaken, even disappear. Then

they will only be able to defend themselves on the basis of what is happening today. That will make them little different to their western counterparts – constantly ducking, diving and fleeing the current demands of restive populations. And for the party there is an even larger issue. Achieving successful modernisation, completing the grand project of a great future, raises questions about the very reason for the party's existence. Successful modernity surely means the party itself, according to Marxist theory, has to suddenly vanish – as Marx said, wither away. Chinese people are then able to look for a different sort of political future. Maybe Chinese leaders already carry in their heads this awareness of the transience of the entity they belong to. In that context, China's brutal presentday domestic politics can be interpreted in a new context – a tactical measure, to hasten the future that the party promised so often, of prosperity, idealism, strength. All the bitterness, struggle and hardship would then have been vindicated, all would be forgiven, and the party could then dissolve, morphing into something different. For if Xi Jinping specifically refers to a "China dream" as a vision for people and society, he has never said it is the party’s one. The party is the servant – and like all good servants, once the task is done, surely it too should wither away?

he Third United Nations Conference on Housing and Sustainable Urban Development and the alternative forums held by social organisations ended in the Ecuadorean capital with opposing visions regarding the future of cities and the fulfillment of rights in urban areas. On October 20, the representatives of 195 countries taking part in the Habitat III conference adopted the Quito Declaration on Sustainable Cities and Human Settlements for All, after four days of deliberations. The basis of the declaration, also known as the New Urban Agenda, is the promotion of sustainable urban development, inclusive prosperity, and spatial development planning. In the 23-page declaration, the states commit themselves to fighting poverty, inequality and discrimination; improving urban planning; and building cities with resilience to climate change. At the same time, academics and social movements laid out their visions of social development of cities in two alternative social forums held parallel to the Oct. 17-20 summit, criticising Habitat III’s approach to urbanisation and questioning how effectively it can be applied. “If you see the New Urban Agenda as building international cooperation, agreed on by the countries and implemented by municipal governments, which did not take part in drawing it up, it’s heading for a crisis, because there will be clashes,” Fernando Carrión, the Ecuadorean activist who headed the Towards an Alternative Habitat 3 social forum, told IPS. During this parallel forum, held at the Latin American Faculty of Social Sciences (FLACSO), some 140 speakers from 32 nations and 40 organisations from around the region discussed urban rights; the dialogue with local governments and social movements; housing and spatial justice, a term similar to the right to the city. Habitat III, the cities summit organised by U.N.-Habitat, drew around 35,000 delegates of governments, non-governmental organisations, international bodies, universities, and companies, and gave rise to the New Urban Agenda, which is to chart the course of political action aimed at sustainable urban development over the next 20 years. After the United States and Europe, Latin America is the most urbanised part of the planet, as 80 percent of the region’s total population of 641 million people live in urban areas. At least 104 million Latin Americans live in slums; worldwide the number of slum dwellers amounts to 2.5 billion, according to U.N.-Habitat. This phenomenon poses the challenges of land title regularisation and the provision of basic services, while aggravating problems facing cities like pollution, increasing traffic, urban sprawl and inequality. “We need to rethink how to organise cities. We have to organise and mobilise ourselves. We’re going to assess compliance by national and local governments, which are key, because many things will depend on their compliance,” Alison Brown, a professor at the University of Cardiff in the UK, told IPS. The Quito Declaration drew criticism on some points. One of the main concerns that arose in the debates was about the “post-Quito” implementation of the commitments assumed by the states and social organisations. The Habitat III accords “cannot generate the urban reforms that we need, such as integral access to land with services. That can only be achieved through struggle. It is local political participation that makes it possible to press for urban reform,” Isabella Goncalves, an activist with the Brazilian NGO Brigadas Populares, told IPS. She attended the Oct. 14-20 Resistance to Habitat III social forum, which brought together delegates from about 100 social organisations from 35 nations to address issues such as opposition to evictions, the promotion of social housing, and defending the right to the city. In its final declaration, the social forum called for strengthening the movements defending the right to land and territory and respect for the universal right to housing, and questioned Habitat III for pushing for urbanisation to the detriment of rural areas and their inhabitants. The Habitat International Coalition criticised the New Urban Agenda’s “narrow vision”, and lamented that Habitat III had forgotten about protecting people from forced eviction and about the need to fight the shortage of housing and to achieve the right to universal housing. It also urged countries to “regulate global financial transactions; end or limit opaque speculative financial instruments; steeply tax real-estate speculation; regulate rents; enhance the social tenure, production and financing of housing and habitat; and prevent privatisation of the commons, which is subject to attack under the neoliberal development model.” Academics and social movements want to avoid a repeat of what happened post-Habitat II, which was held in 1996 in Istanbul, and whose implementation lacked follow-up and evaluation. For that reason, the organisers of Towards an Alternative Habitat 3 agreed on the creation of an observatory for monitoring the decisions reached, biannual meetings, wide publication of the results of research and follow-up on the progress made by cities. The Quito Declaration mentions periodic reviews, and urges the U.N. secretary general to assess the progress made and challenges faced in the implementation of the New Urban Agenda, in his quadrennial report in 2026. The decade between the summit in Istanbul and the one held this week in Quito serves as a demonstration of what could happen with the New Urban Agenda. The Global Urban Futures Project’s Habitat Commitment Index, presented during Habitat III, shows how little has been achieved since 1996. Between Habitat I, held in 1976 in Vancouver, and Habitat II, the global average score in terms of fulfillment of the commitments assumed was 68.68, according to the Project, a network of academics and activists based at the New School University in New York City, which created the Index based on infrastructure, poverty, employment, sustainability, institutional capacity, and gender indicators. But since the 1996 conference, the global average only increased by 1.49 points. Latin America and Southeast Asia increased their scores, while North and sub-Saharan Africa showed extremes in both directions, with large increases and decreases in HCI scores.” India made no progress, and China saw a “significant decline” in its score. With respect to the different dimensions taken into account by the Index, the greatest progress was seen in gender, modest progress was seen in poverty and sustainability, and minimal progress was seen in infrastructure. “We didn’t manage to get a citizen monitoring mechanism or advisory committee included in the New Urban Agenda,” Luis Bonilla of El Salvador, who is the chief operating officer for TECHO International, told IPS. “For that reason, we will create a follow-up mechanism. Concrete commitments are needed” within the agenda, he added. Carrión, a professor at FLACSO and a coordinator of working groups in the Latin American Council of Social Sciences (CLASCO), said “the attention of many organisations was drawn, and now we will see what can be done from here on out.” For social movements, then, Quito marked the start of a long road ahead.

In a shocking revelation, a news agency reported that noticing a steep rise in demand for work under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), the Rural Development Ministry used an off-record WhatsApp chat group to tell states not to generate more work under the programme. The “mad race” for generating work under MGNREGA should not continue, the Ministry reportedly instructed state officials in an encrypted WhatApp chat group called ‘ENCORE’ (Enabling Communication on Rural Employment). ENCORE has the membership of all senior ministry officials and state-level MGNREGA officials, besides others. According to the expose by Business Standard published on October 24, the instructions were in “violation of the provisions of the MNREG Act” which makes it mandatory for the government to provide as much funds as required and government cannot decrease work opportunities to fit its budgetary plans. the law in mind, it added. According to the Business Standard, on August 14, the rural development ministry’s joint secretary in-charge of MGNREGA told the states: “We ought to desist from campaigns for enlisting demand and indulging in the mad race of more and more personday generation (generating of wages)… [w]e have to “intelligently” communicate to the

district/block/GP authorities to learn to target.” On August 28, the rural development ministry official again told the states that: “There has to be a pragmatic handling of funds.” “It warned that more funds would not be made available soon and that states should ‘plan’ more ‘judiciously’ with the money they had already received,” the report claimed.

Faced with this informally imposed moratorium on funds, many states repeatedly pleaded with ministry on the WhatsApp group for immediate release of funds to pay hundreds of crores of arrears to the poor for the work that had been completed, it added. On August 19, Karnataka officials said that “wages of 288 crore pending needs urgent clearance” while official

‘Chilling effeCt’ on work allotment In a follow-up story on October 25, the national daily reported that the “off-record” instructions to states had a “chilling effect” on the work given under MNREGA after the roaring demand growth in the first few months. Explaining the chain of event it said that while a labour budget - the persondays of labour work estimated to be generated in a financial year- is prepared in consultation with the states at the beginning of the year, the Union government has the final say. It helps estimate the budgetary support required for the scheme in a particular year, but it is only an estimate and the Centre is required to provide additional funds, if demand for work exceeds projections, it added. In 2016, the government approved a labour budget of 2.17

billion person days -- 980 million person days less than what the states had asked for. It told states not to exceed the limit set without prior approval. After being criticised by the Supreme Court for not providing funds due to drought situation in the early part of the year, the Centre encouraged states to register demand from the poor and assured them of funding support, the report said adding that the government also announced an extra 50 days of work in drought-hit districts above the normal 100 days guarantee when it evident that the drought was widespread. As states took up the registration of demand in right earnest, the work provided to the rural poor surged, exceeding the central government projections and approved labour budget for April-July by a whopping 277.94 million persondays, it said. By July, the rural development ministry had consumed 76% of its original budgetary allocation of Rs 38,500 crore. Thus, the rural development ministry’s changed tone in August and the off-the-record instruction had an “immediate impact,” the report maintained. While states had generated

30.5 million persondays and 7.47 million days more than what was planned in July and August respectively, by September, the trend reversed dramatically. “The work provided was 54.8 million days less than what had been planned to be given to the people in rural India,” it said. Data also showed that in all previous years, of which data is available publicly, the actual work provided has always been less than what was approved by the Union government as labour budget at the beginning of the year, it added. In response to Business Standard’s queries, the rural development ministry said: “The ministry of rural development has not made any changes in its approach in the month of August, as is borne out by all formal communications to the states.” The rural development ministry explained the dip as part of the usual trend when the monsoon is normal in the country. Adding that it is committed to implementing MGNREGA in letter and spirit, the Ministry told the paper that ENCORE was “never intended as a substitute to official communication.” “All substantive issues are addressed through formal letters of the ministry and not through WhatsApp messages.”

beNgaluru, october 26 (IaNS): A Special CBI court here on Wednesday acquitted former Karnataka Chief Minister and BJP state unit President B.S. Yeddyurappa in a bribery case. Pronouncing the verdict in a packed courtroom, Judge R.B. Dharamaguder also exonerated Yeddyurappa's two sons B.Y. Raghavendra and B.Y. Vijayendra, his son-in-law R.N. Sohan Kumar and seven others in the Rs 40-crore graft case for lack of evidence. "Justice is done. I stand vindicated," a relieved Yeddyurappa tweeted after the verdict was pronounced. The Central Bureau of Investigation registered the case on May 15, 2012, under the Indian Penal Code and the Prevention of Corruption Act, 1988, regarding alleged grant of leases to mining firms as quid pro quo for donations made to Yeddyurappa's family-run Prerana Education Trust at Shimoga during his tenure from 2008-2011. The other accused included former Bharatiya Janata Party Minister S.N. Krishnaiah Shetty, South West Mining Company, Jindal Steel Works (JSW)), Real Technical Solutions Ltd. and Industrial Techno Manpower Supply and Services Ltd. Preventing coronary heart disease (CHD) is not just about what you eat but is also linked to the cooking style you adopt, according to a team of international researchers who say urbanised South Asian's susceptibility to the disease is partly due to high-heat cooking methods such as roasting or frying. High-heat food preparation is responsible for the increased risk of CHD in urbanised South Asians (Indian, Pakistani, Bangladeshi and Sri Lankan populations in South Asia and overseas), compared to other populations that

employ lower cooking temperatures, such as the Chinese, the experts say in a new study. Contending their hypothesis is contributory and needs further research, the experts highlight the fact that Chinese cuisine involves mostly braising, steaming and boiling rather than frying. "The vital message to take home from our hypothesis is that high cooking temperatures lead to the formation of neoformed-contaminants (NFCs) such as trans-fatty acids (TFAs) and advanced glycation-end-products (AGEs). These significantly increase the risk of CHD," the study's lead author Smitha Kakde told IANS in email interaction. The researchers hy-

pothesise that South Asians' susceptibility to CHD is partly attributable to high-heat treated foods producing high NFCs. "This is further influenced by the re-use of cooking oils which is common practice in India," said Kakde who is affiliated to Edinburgh Migration, Ethnicity and Health Research Group, Centre for Population Health Sciences, Usher Institute of Population Health Sciences and Informatics, University of Edinburgh. Since most Indian food is spice-based, cooked in a sauce and has high NFCs, Kakde advocated using lower cooking temperatures (lower than 150 degree Celsius), in addition to switching to healthier options like olive oil.

"There is considerable research to prove that lowering cooking temperatures reduces NFC formation, leading to reduced CHD risk. Some oils do not reach high cooking temperatures, for example, olive oil, and we would recommend using these healthier options," Kakde advised. In terms of deploying new gadgets such as air fryers, Kakde stressed on keeping temperatures from soaring beyond 150 degree Celsius. "Newer gadgets such as air fryers may have some positives like lower oil utilisation. However, if these gadgets use temperatures over 150 degree Celsius, NFCs are produced which inevitably increases the CHD risk," she explained.

Published in the journal ‘Nutrition', the study was the brainchild of Raj S. Bhopal from the University of Edinburgh and also involved Swati Bhardwaj and Anoop Misra from National Diabetes, Obesity and Cholesterol Diseases Foundation (N-DOC), New Delhi. The authors reviewed the actions of AGEs and TFAs on health, the relationship between these products and CHD, the effects of preparing food and reheating oils at high temperatures on NFCs, and the foods and mode of preparation in South Asian and Chinese cuisines. "We can't say it's totally healthy. Dark soy sauce is harmful so we mostly use light soy. But in Chinese (cooking), we use very little oil," Rai told IANS, also suggesting less use of spices. According to Suvro Banerjee, a consultant interventional cardiologist, some of the foods which are healthy, could be harmful if cooked in the wrong way. "If you take fish, it's

healthier to bake or grill it rather than fry or deep fry it. Duterte wants US troops out of the Philippines in 2 years tOkyO, OctOber 26 (IANs): The Philippines President on Wednesday expressed his desire to put an end to US military presence in the country in the next two years. Rodrigo Duterte said in order to do so, he will review or repeal existing bilateral agreements, Efe news reported. “I have declared that I will pursue an independent foreign policy. I want, maybe in the next two years, my country freed of the presence of foreign military troops,” Duterte declared at an economic forum in Tokyo during a three-day visit to Japan. “I want them out and if I have to revise or abrogate agreements, executive agreements, I will,” added Duterte, in an apparent reference to the Enhanced Defense Cooperation Agreement (EDCA). In his address to Japanese companies and financial institutions and senior Japanese government officials, Duterte acknowledged US support, saying “it’s a great country, it has helped us in so many ways in the past”, but added that the Philippines “will survive without the assistance of America. Maybe a lesser quality of life ...” Duterte also said he wanted to be a “friend” to China and “I do not want missiles established in my country” -a reference to the massive US military deployment in the Philippines to counter China’s rise in the region. The EDCA, signed between Manila and Washington in 2014 and negotiated by his predecessor, Benigno Aquino, allows the US to use Philippine bases for a 10year period and have greater military presence in the region, the scene of a territorial conflict in the South China Sea between China and the Philippines, Vietnam, Brunei, Malaysia and Taiwan. Duterte also met Japanese Prime Minister Shinzo Abe after the forum, where the latter urged him to repair relations with the US, according to Japanese government officials. WHO cancer agency asked experts to withhold weedkiller documents

LONDON, OctOber 26 (reuters): The World Health Organization’s cancer agency - which is facing criticism over how it classifies carcinogens - advised academic experts on one of its review panels not to disclose documents they were asked to release under United States freedom of information laws. In a letter and an email seen by Reuters, officials from the International Agency for Research on Cancer (IARC) cautioned scientists who worked on a review in 2015 of the weedkiller glyphosate against releasing requested material. The review, published in March 2015, concluded glyphosate is “probably carcinogenic,” putting IARC at odds with regulators around the world. Critics say they want the documents to find out more about how IARC reached its conclusion. “IARC is the sole owner of such materials,” IARC told the experts. “IARC requests you and your institute not to release any (such) documents.” Asked about its actions, the agency told Reuters on Tuesday it was seeking to protect its work from external interference and defending its panels’ freedom to debate evidence openly and critically. In recent years IARC, a semi-autonomous unit of the WHO based in Lyon, France, has caused controversy over whether such

Air pollution may cause damage in blood vessels NeW yOrk, OctOber 26 (IANs): Increased exposure to air pollution may cause damage and inflammation to blood vessels among young and healthy adults and thus raise the risk of cardiovascular disease and other related deaths, say researchers, including one of Indian-origin. The study revealed how air pollution actually affects the blood vessels to increase the risk of disease, which was previously unknown. The researchers found that periodic exposure to fine particulate matter was associated with several abnormal changes in the blood that are markers for cardiovascular disease. As air pollution rose, they found small, micro-particles indicating cell injury and death significantly increased in number, levels of proteins that inhibit blood vessel growth increased, and proteins that signify blood-vessel inflam-

mation also showed significant increases. “Although we have known for some time that air pollution can trigger heart attacks or strokes in susceptible, high-risk individuals, the finding that it could also affect even seemingly healthy individuals suggests that increased levels of air pollution are of concern to all of us, not just the sick or the elderly,” said Aruni Bhatnagar, Professor at the University of Louisville in Kentucky, US. “These findings suggest that living in a polluted environment could promote the development of high blood pressure, heart disease, and stroke more pervasively and at an earlier stage than previously thought,” Bhatnagar added. Healthcare providers should consider the cardiovascular effects of air pollution on all patients, not just those who are ill or elderly, the researchers suggested.

UEFA broke no rules in granting $4.4 million Slovenian loan

GeneVA, october 26 (AP): UEFA broke no rules when it sent a multimillion dollar loan for a betting company investment by the Slovenian soccer federation, according to a document seen by The Associated Press. The 4 million euro ($4.4 million) deal in June 2015 - which a UEFA report says was ''granted in real exception'' - has been scrutinized because it was signed off by then-UEFA general secretary Gianni Infantino and then-Slovenian soccer president Aleksander Ceferin. They have since won unexpected elections as presidents of FIFA and UEFA, respectively. A Norwegian magazine

reported that FIFA ethics prosecutors are investigating Infantino's part in the loan. It said UEFA flouted financial protocol to approve the money, and noted that FIFA's code of ethics prohibits individuals from investing in soccer gambling operators. The UEFA disciplinary committee then asked its investigations unit to report on claims initially made by Scandinavian media last month. The inquiry report concluded that UEFA and the Slovenian federation ''respected the relevant provisions and conditions'' of granting loans to members. The report notes that FIFA's ethical rules on bet-

ting and integrity of matches relate to ''persons,'' not institutions. The code, therefore, does ''neither apply to UEFA, nor to national associations,'' the document concludes. Despite UEFA's internal report, FIFA ethics prosecutors can independently seek evidence and demand witness statements. However, it is unclear if an early stage probe has begun. he Garos are the earliest human group that migrated into North East India from the Tibetan Plateau during the pre-historic period; the evidence of this being the Garo villages found across the Brahmaputra Valley, including many in and around the Guwahati metropolitan area and spread far and wide as far as the Chindwin valley in Myanmar. It is often put forward that the famous Kamakhya was a Garo shrine before it was stolen by the patriarchal Aryans during the reign of the Koch kings. Origin and Sub-Tribes of the Garos The origin of the term ‘Garo’ has been a subject of controversy. Different historians and writers have given diverse opinion about the meaning of this term. The tribe itself is known to outsiders as Garo but the Garos call themselves as ‘A.Chik’ or ‘Mande’. There are twelve sub-tribes of the Garos. They are: 1. The Chisak 2. The Matchi 3. The Matabeng or Matjangchi 4. The Ambeng 5. The Dual or Matchi-Dual 6. The Atong 7. The Gara-Ganching 8. The Chibok 9. The Ruga 10. The Me.gam 11. The A.wes or A.kawes 12. The Koch or Kotchu or Kochus. According to Major Playfair, the GaraGanching sub-tribe received their appellation of GARA and that the name was extended to all the other sub-tribes and in time it became corrupted from ‘Gara’ to ‘Garo’. Again, he says that ‘the Garos never use the term except in conversation with a foreigner and always refer to themselves as A.chik (hill man), Mande (the man) or A.chik Mande. Yet another explanation is that the term Garo is derived from the Bodo word ‘Gau’ which means to separate and migrate. In Bodo, Gaoro-Gaolang also means to become separated gradually. The Bodos and the Dimasas regard the Garo tribe as being separated

from them as ‘Gao’ or ‘Gaoro’. Migration and Settlement According to historians like Major Playfair, Rev. C.D. Baldwin, Fr. G. Costa and Dr. V. Venkata Rao, the Garos belong to the Bodo group who are also the members of the great Tibeto-Burman race and are said to have been cradled in the northeastern China between the upper rivers of Hwang-Ho and Yang-tse-Kiang. The history of the migration of the Garos is contained in the ‘Katta aganna’ or epic lore in verse as well as prose which has been handed down from generation to generation. It is quite remarkable that the tradition of their migration from Tibet to their present places of settlement is still current among the Garos. The tenacity of oral tradition amongst the unlettered tribe is interesting and unique. The place of their migration is known as A.song nonoini, Chiga Nengkuchotni or Timbori (Achik Lake or Inland Lake in Tibet). The Garos believe that they come from A.song Tibetgreni, Chiga A.pil jangsani. According to migrational records, there are eight ancestors who came along with their husbands. They are Himma, Dolma, Bisonma, Sikme, Donse, Ullongga and Ullonggi. The leaders of which are Jappa, Jalimpa, Sukapa, Bonggepa, Toginpa, Damjangpa, Ejingpa, Kusanpa, Dasingpa, Asanpa, Chupanpa, Kumapa, Rejapa, Kukrengpa, Nenggilpa, Nagongpa, Chongdapa, Panangpa, Rekinpa, Dopapa, Gisin Kalsin and Raji Dopa. The main reason for the Garos’ migration from Tibet was the lack of fertile land and water for irrigation. Thus, the Garos started migrating to their present settlements from Tibet under the leadership of the above mentioned chieftains. The Garos migrated towards the fertile valley of Assam and Burma from the uplands of the Himalayas during the early years of 1000 B.C. Among them the first group of migrating Garos settled down in the Brahmaputra Valley for a long time. They named the mighty river Brahmaputra as ‘Amawari’ or Mother River. Gradually they settled in the present day Garo Hills. The second group of Garos migrated towards the west from Burma, under the

leadership of Raja Sirampa, Kotta Nangrepa, Basanpa, Dingat Dajepa through the Patkai Hills of present day Nagaland along Disang, Dike (Dikhaw or Dikhu), Zanji, Bokdai (present day Bhogdoi), Desai and Kadang (Kadang Korong River in East Siang District of Arunachal Pradesh) Rivers. This migration from the Arakan and Yoma Valley and Mandalaya (present day Mandalay) in Myanmar (erstwhile Burma) took place during the 11th Century. The Garos presently settled in Nagaland are part of the second group of Garos who had migrated from Tibet via Myanmar (erstwhile Burma) in Mandalaya. It is believed that the Garos living in Myanmar constantly came under attack by hordes of barbaric enemies. Due to these constant attacks, they were compelled to shift their settlement to safer places. So, after a long journey across mountains and rivers, they came through Manipur to present day Nagaland in Dimapur. The group of Garos who came and settled in the present day Nagaland State like the other Naga Tribes was led by Nokma Muga Dingsepa, Sirampa and Ajimpa to whom the Garos of Nagaland owe their present generation. This ethnic migration of the Garos from Mandalay to present day Nagaland took place even before the advent of the Mughals in India. A majority of the Garos who had migrated from Burma settled in and around the foothills of Samaguting (present day Chumukedima) though some groups scattered and settled in some Angami villages like Khonoma, Medziphema and Kohima Village. In those days, there was a village by the name Panbari near Samaguting (present day Chumukedima) where the early Garos initially settled after migrating from Burma. This Panbari village is no more in existence. The Garos shifted their settlements from the foothills of Chumukedima (Samaguting) to the present day Darogapathar in the year 1811. The Garo villages which are still in existence in Dimapur District under Nagaland are Darogapathar (1811), Dubagaon(1910), Ekranipathar(1942), Eralibill(1910) and Samaguri(1951). The

Garos of Nagaland also strictly follow the traditional Garo matrilineal norms and practices of Chras and Maharis. Though a minority tribe in Nagaland, they have not lost their identity and unique culture along with the Kacharis with whom they have historically maintained a close affinity by virtue of belonging to the same Bodo Race. The Garos of Nagaland also celebrate the Wangala Festival every year during which cultural programmes are conducted by various cultural troupes from within and outside the state of Nagaland. The Nagaland Garo Tribal Council (NGTC), Garo Students’ Union Nagaland Zone (GSUNZ) and the Garo Mothers’ Association Nagaland are some of the organizations that have been spearheading the preservation of the Garo culture, language and identity in the State. Barring a few families, most of the Garos in Nagaland are Christians like their brothers in Garo Hills but they have definitely not lost their touch with the common past of a culturally rich tradition of the Garo Tribe. Because of all the above mentioned historical facts the Garos of Nagaland are an integral part of the Naga society. This is also to clear the air of doubt for once and for all that the Garos of Nagaland have not migrated from Assam or Meghalaya as is often misconstrued by many. This unique history of the Garos of Nagaland has been recognized since the statehood and therefore they are recognized as an integral indigenous tribe of the state by the Government based on facts rather than myths. ¬Bibiography: 1. To use such a place of worship as a military base for military operations is the height of insult against the believers of any faith. The recent occupation of the Mekokla Baptist Church by the 28 Assam Rifles on October 22, 2016 for military operations is an open challenge to every Naga Christian in particular and the whole of Christendom in general. We Nagas will remember your challenge and insult against our faith, our culture and our God. We also still remember how three of our young girls were raped on the Church pulpit of Yanklei Baptist Church in August 1971. Yes, we also remember how our sister Mayangkokla and our brother Kikamongba were stripped naked and forced to perform the act of intercourse on the floors of the Church at Ungma village on February 24, 1957. Yes, we will remember because- Forever etched into our national memories and consciousness are all these heinous and insulting acts that you have inflicted on our deepest national feelings and psyche. And after committing all these insulting acts on us, dare you ever call yourselves: “Friends of the hill people?” Do not add salt into injury by calling us your friends.

View on DMC’s initiative to lease out toll tax

n the spate of objection raised by various NGOs of Dimapur over the initiative of the Municipal Affairs department to lease out collection of DMC toll tax to private individuals, firms etc. in Dimapur from the month of October 2016, I as a concerned citizen would like to share my views on the issue. Various NGOs have urged the department to reconsider its decision in the interest and welfare of its members as well as general consumers and public. NGOs have even threatened the department to enforce bandh. However, are they (NGOs) aware of how much of the revenue collected by the DMC staff (toll collectors) are being duly submitted to the office? Why do the NGOs not reacting to the unauthorised collection carried out by various unions and associations? Is it always necessary for the NGOs to raise objection over the decisions made by the government or departments concerned? Are NGOs more important than the popular government elected by the people? Are the NGOs parallel to the state government? Whatever decision taken by the Municipal Affairs department must have been arrived in the interest of the department and the general public at large. ‘The Simpsons’ writer Kevin Curran dies at 59

Dimapur, october 26 (mexN): In the ongoing 3rd Chekiye Memorial Football Trophy organized by the Highway Area Sumi Sports Association (HASSA), host Khushiabill Village were held to a 1-1 draw by Unity Village on Wednesday at the Khushiabill Village Local Ground. Defending champions Chekiye village had little trouble as they defeated Toluvi 3-1 while Thilixu eased past K. Hollohon with a 2-0 win. Padumpukhri and Diphupar played out an eventful match with six goals being scored between them. But it was Diphupar who emerged victorious as they beat a spirited Padumpukhri side 2-4. ‘Games for Disabled’ held in Kohima

Kohima, october 26 (mexN): The Special Olympics Nagaland (SON) conducted the Kohima District Games for Disabled 2016 on October 26 at the Badminton Stadium here. According to a press release from the Special Olympics Nagaland (SON), special athletes from from G. Rio School, Cherry Blossom School, and Spastic Society, enthusiastically took part in Table Tennis, Standing Jumps, Soft ball throw, Bocce and Badminton competitions. Chief Guest on the occasion, Kenue K. Inakhe, Additional Director of Social Welfare, gave away prizes and certificates to the winners. Meanwhile, SON has informed that it will conduct Games for Disabled in Wokha District on October 28 at Don Bosco Hr. Secondary School. In this regard, SON requested all differently-abled persons with parents and families in Wokha district to reach the venue by 8:30 am on the said day.

Super Slammers overcame Brotherhood Kohima on Wednesday to emerge as champions of the Sovima T20 Gold Cup. Slammers won by 17 runs here at the Nagaland Cricket Stadium, Sovima, Dimapur, as Brotherhood Kohima ran out of overs despite a flying start in the run chase.

Electing to bat, Slammers riding on Hokaito Zhimomi’s 42-ball 45 and M. Ali’s run-a-ball 29 had put up a modest score of 154 runs losing 8 wickets in the stipulated 20 overs. Abhinav Dixit with 4/29 was the pick of the Brotherhood bowlers while Akash Kumar also returned with decent figures of 2/23 from the four overs. In the run chase, the Kohima-side were off to a fly-

Naga Wrestle Mania 5 kicks off today

Kohima, october 26 (mexN): The Naga Wrestle Mania 5 (King of the Ring Series 2016) will kick off on Thursday at the Kohima Local Ground (Khuochiezie). Organised by 3E Nagaland under the aegis of NWA, the three day event will have wrestlers competing in three categories – Lightweight (74KG & below), Heavyweight (above 74 KG), and Junior category (14 years & below). The final series, the “King of the Ring Championship”, on October 29 will witness the “Best 48” wrestlers selected from the Lightweight and Heavyweight categories. Valencia fined for throwing bottles at Barca players

may close its Mestalla Stadium if similar incidents happen again. The federation says it condemned the attitude of the Barcelona players who turned to the stands to celebrate after Lionel Messi's late winner on Saturday, but said ''nothing justifies

a violent reaction by fans.'' It also criticized the ''exaggerated reaction'' of some Barcelona players after a bottle hit Neymar and Luis Suarez. The federation praised Valencia for quickly identifying the fan who threw the bottle.

New Zealand beat India by 19 runs to square series

raNchi, october 26 (reuterS): New Zealand beat India by 19 runs in the fourth one-day international to level the five-match series at 2-2 as the hosts suffered a midinnings collapse at Ranchi on Wednesday. Chasing 261 for a series clinching win, India were all out for 241 with eight balls to spare. Opener Ajinkya Rahane's fluent 57 put India on course for the chase and the right-handed batsman added 79 for the second wicket with the in-form Virat Kohli (45). India looked firmly in the driver's seat when Rahane and captain Mahendra Singh Dhoni (11) were batting but then they lost five wickets for just 39 runs which put paid to their hopes of bagging the series with a match to spare. Earlier, openers Martin Guptill (72) and Tom Latham (39) gave New Zealand a brisk start after the visiting captain Kane Williamson won the toss and opted to bat on a slow surface. The duo added 80 in the first 10 overs of fielding restrictions but Dhoni then brought on his spinners to restrict the flow of runs. The two teams will now travel to Visakhapatnam for the series decider on Saturday.

India, Ashwin retain No.1 ICC Test spots

Dubai, october 26 (iaNS): India retained its numero uno spot in the International Cricket Council (ICC) Test team rankings with premier off-spinner Ravichandran Ashwin also continuing to top the bowlers' list. The Virat Kohliled side with 115 points clinched the No.1 spot from arch foes Pakistan who are four points behind. Australia with 108 points occupy the third spot followed by England, South Africa, Sri Lanka, New Zealand and the West Indies with Bangladesh and Zimbabwe completing the list.
