PhD student from NE found dead in JNU NEW DELHI, OCTOBER 26 (IANS): A Manipuri student was found dead in his hostel room in Jawaharlal Nehru University (JNU) here, police confirmed on Wednesday. The deceased identified as J.R Philemon, 31, who was pursuing his Ph.D in West Asian studies, was found dead by students and security guards on Tuesday evening when some students noticed a foul smell coming from his room. “Philemon was residing in Room No-171 of Brahmaputra Hostel and was not seen from last three days. Police was informed by security control room about his death,” a senior police official told IANS on Wednesday. “There seems no foul play done, prima facie, and it seems like a natural death,” another police official added. The case is being investigating and postmortem report awaited, the officer added.

The public peace rally called by the Lotha Hoho and frontal organizations to protest against the ‘unprovoked violation’ of the peaceful atmosphere in Wokha district by the 28 Assam Rifles on October 23, 2016 was held on Wednesday. Thousands of public in traditional attires and students in uniform gathered at Police point, Wokha town with placards and banners to decry the action of the 28 Assam Rifles who had allegedly attacked the Naga Army of the GPRN/NSCN killing one cadre and injuring another. The paramilitary troops had walked 40 kilometers from its outpost to attack the party of the GRPN/NSCN at Pvurhikyo near Chubi River under Okotso village, Wokha, the Lotha Hoho reported. The Hoho said it had also ascertained through various sources and local witness that there was no spot provocation by the GPRN/ NSCN, as indicated by the “foodfilled mouth of the deceased cadre, testifying that the assaulted were totally caught unaware.” Representatives from a number of organizations including

Lotha Hoho, Lotha Students’ Union, Lotha Eloe Hoho, Lotha Youth Hoho and individuals spoke during the rally after which the protesters marched to the office of the Deputy Commissioner to hand over a memorandum addressed to the Governor of Nagaland. In the memorandum, a copy of which was made available to the media, the Lotha Hoho on behalf of the public of Wokha district sought the intervention of the Governor for delivery of justice by setting up of an ‘Enquiry Commission’ for detailed verification on the incident. It said the Ceasefire Monitoring Group must ensure that cadres of Naga Political Groups

(NPGs) do not stray from their designated camps, so that they do not provoke and do not disrupt the prevailing peaceful atmosphere. It also demanded that the culprits be awarded befitting punishment. NSCN (IM) resents ‘false allegations’ DIMAPUR, OCTOBER 26 (MExN): The NSCN (IM) today said it has taken serious note of the “false allegation” made by the Manipur Chief Minister and the Manipur Deputy Minister “that NSCN ambushed the Chief Minister’s Chopper on October 24 at Ukhrul.” A press note from the MIP of the NSCN (IM) stated that the Manipur CM was scheduled to inaugurate the “incomplete development projects” in Ukhrul on October 15. This, it stated was “aimed at boosting his dwindling government image as election is round the corner.” It further informed that security was beefed up “prior to October 15” expecting the CM’s arrival. Heeding to a call made by the Tanghkul Naga Long, the people of Ukhrul district had extended non co-operation to the Manipur CM, the NSCN (IM)

stated. It informed that the “entire area of the hospital to be inaugurated had been cordoned off thoroughly and sanitized prior to 15th October till the day of his arrival with tiers of security forces such as the Manipur Rifles, IRB, Manipur Commandoes, CRPF, Manipur Police and Assam Rifles...” The NSCN (IM) claimed that “there is no chance for other external force” to be responsible for the explosion “except within themselves resulting in injury to one IRB personnel.” It further stated that the Manipur CM, did not even “set foot” after his chopper landed at Bakshi ground, “and took off again after a few minutes.” “Right after he took off, the security commander shouted urgently to all the security forces positioned around the ground to immediately go inside the hall. The hall

was occupied by security personnel and no single civilian was inside,” the NSCN (IM) said. It further informed that then 6 shots were fired resulting in injury to one Manipur Rifles jawan. The NSCN (IM) alleged that the Manipur CM “instructed to fire some shots so that he may cover up his humiliation...and he conveniently blamed that his helicopter was ambushed.” The NSCN (IM) advised the Manipur CM to go through the video “showing his chopper taking off and how the shooting took place inside the hall.” It stated that the Manipur CM “should take responsibility for his failure and not blame the NSCN for all his failures.” It further affirmed that the “NSCN is completely clean in this issue and has nothing to do with Ibobi’s stage managed ambush.”

Presently, the union has 946 members belonging to 60 groups from different colonies in Dimapur district. She also put forward the plight of domestic workers in and around Dimapur district and stated that since the Nagaland Domestic Workers Union is not yet registered, it is difficult to avail different schemes for the domestic workers. Grace Pamei, Programme Coordinator said there is a need to fix minimum wages within Nagaland and to include domestic workers under

the employment schedule. She further revealed that many domestic workers are often treated rudely, their wages withheld, working without holidays, and with false accusations levelled against them. Nsungbeni Ezung, President of the Nagaland Domestic Workers Union and Vice President, Muni Devi expressed their grievances and their working experience. They also submitted a memorandum for the Governor to act upon. The memo demanded inclusion of domestic workers in the state under the scheduled and fixed minimum wages under the Minimum Wages Act 1948, and under the Welfare and Social Security Act 2010.

It called for protection of the rights of domestic workers through a Comprehensive National Legislation for Domestic Workers. It also asked that the Government of India ratify the ILO Convention 189 on Decent Work for Domestic Workers. After hearing the grievances of the domestic workers, the Governor reportedly said he would pressurize the Parliamentary Secretary for Labour & Employment to put forward the issue in the assembly session. The Governor also informed that he would sponsor ten girl children under the Beti Padhao Beti Bachao scheme from among the domestic workers.

DIMAPUR, OCTOBER 26 (MExN): Nagaland Chief Minister, TR Zeliang today discussed possibilities of tie-ups with the Government of the United Kingdom in the fields of education, language development, music, culture and tourism. He was interacting with Alan Gemmel, OBE, Head of British Council in India who called on him this morning at his residence, informed a press note from the CMO. According to the CMO, Gemmel revealed that the British Council sponsors more than 200 scholarships every year from all over the country to pursue higher studies in Universities in the UK. He however lamented that not many are from the North Eastern region and expressed his desire to see more students from the region availing these scholarships. The Chief Minister suggested creating more awareness about this scholarship scheme among the student community of the region. The British Council also proposed training of teachers to impart further training to other teachers. The Council is involved in Teacher Development Programmes in 13 States in India and has shown interest in tying up with the Government of Nagaland. The Chief Minister suggested incorporating Skill Development in the curricula of schools so that by the time students matriculate, they would have some selected skills to rely on to earn their livelihoods. The Head of the British Council informed the Chief Minister that it is also into programmes such as imparting basic and proper English for tourist guides, adding that English is the universal language. In consonance with the joint declaration of the Prime Ministers of the two countries to observe 2017 as Year of Euro Culture, the British Council expressed its keen desire to incorporate the Hornbill Festival of Nagaland into the scheme of things. It was also confirmed this morning that Alan Gemmel would grace the 3rd day of Hornbill Festival this year as the Chief Guest. Gemmel expressed his desire to promote the culture of the Nagas with the aim of promoting tourism in the State and called for proper networking amongst the stakeholders. The Chief Minister meanwhile proposed setting up a Music Academy in the State where the local youth can be trained. G Sema, Project Director of Music Task Force suggested training for local musicians to fine tune their talents and also to market them properly. Sema said Nagas, being Christians, are familiar with most of the hymns and also with the staff notations but that music literacy needs to be enhanced and made more professional.

Maneka Gandhi writes to DoNER Minister on dog meat trade in NE

NEW DELHI, OCTOBER 26 (PTI): Women and Child Development Minister Maneka Gandhi has written to DoNER Minister Jitendra Singh, requesting him to end illegal trade and consumption of dog meat in the north-east region and also sought the intervention of NIA in tracing traders indulging in drugs and arms trafficking. The letter cites Food Safety and Standards Regulation, 2011 which doesn’t allow dogs, cats and other animals to be slaughtered for food. The letter adds that dog meat consumption, therefore, is “illegal” and “cruel”. “I am writing to request you to please look into the

blatantly illegal dog meat trade in Nagaland and Mizoram,” starts the letter which was written earlier this month. The letter also describes the brutal treatment meted out to the dogs while they are being smuggled. “In Nagaland alone, more than 30,000 dogs are illegally smuggled from neighbouring states in jute sacks where they have their mouth either tied our stitched shut. These animals are starved with no food or water and brutally beaten to death before they are torched and sold as meat to consumers,” the letter said. The letter then talks about how the same set of smugglers also indulge in

drugs and arms trafficking. “There is not only illegal smuggling and slaughter of dogs but also smuggling of arms and ammunition along with narcotic drugs, blatantly carried out by the same gangs.” “This is a serious cause for concern for the security of the region and I suggest that agencies such as the NIA (National Investigation Agency) must be asked to establish the persons involved in this thoroughly organised racket,” Maneka wrote. Attached with the letter is a survey in Nagaland carried out by Humane Society International (HSI) which estimates that at least 40 dogs per day and 15,000 dogs per year are

sold each in Kohima and Dimapur. One kg of dog meat costs Rs 200 here and the consumption peaks during Christmas, according to HSI. No such estimates are cited for Mizoram. However, the letter mentions how Mizoram government had issued orders in 2007 to stop illegal trade of dogs but that has not been implemented. According to Section 428 and 429 of IPC killing or maiming of any animal is punishable with a fine or imprisonment of up to 5 years and under Prevention of Cruelty to Animals Act, 1960 killing an animal or offering it for sale can invite a jail term of 3 months.

A press note from the ACID and NDWM informed that during the meeting, the Governor was urged to initiate action towards the welfare of domestic workers in the state. GENEVA, OCTOBER 26 (REUTERS): Women members of parliament (MPs) in all regions face sexism, harassment and violence from male lawmakers and are increasingly targeted by online humiliation campaigns, a report said on Wednesday. The first study on the issue by the Inter-Parliamentary Union (IPU) follows scandals in France and other countries where women have denounced abuse in the corridors of power. Sexist violence and harassment against women lawmakers is “real and widespread”, the report said. The findings suggested “that the phenomenon knows no boundaries and exists to different degrees in every country, affecting a significant number of women parliamentarians”. The results were based on data provided by 55 women parliamentarians of all ages who were selected from 39 countries in five regions.

Four out of five of the women reported having been subjected to hostile behaviour causing psychological harm or fear. Some 44.4 percent said they had received threats of death, rape, beatings or abduction during their terms. “The respondents said that most of these acts were committed by their male colleagues - from opposing or their own parties,” it said. Being under 40, or belonging to the opposition or a minority group, are “aggravating factors” that put women at risk, according to the study by the Geneva-based body that links 171 national parliaments. The IPU called for male and female MPs to denounce such behaviour and for codes of conduct and complaint procedures to be put in place. Females account for 22.8 percent of some 46,000 parliamentarians worldwide. “The report ... is an eye-opener, it’s the first of its kind. We have gone

out to interview members of parliament, to have their own personal perspectives, from their own experience,” Martin Chungong, IPU secretary-general, told a news briefing. “We are looking at how we can help resolve some of these issues, because they are actually a stumbling block to political participation of women,” he said. Women lawmakers endure hostile behaviour and sexist violence in parliamentary offices and political meetings, as well as the newer arenas created by social media, the report said. Women MPs from sub-Saharan Africa, Asia, Europe and the Middle East “described photomontages showing them nude, photos of them accompanied by disparaging comments, obscene drawings of their person or information published in the social media suggesting that they had had marital problems and failed private lives,” the report said.
