The Tourism sector is even less worried. “We are as prepared, or not prepared, as the Government of India,” quips Himato Zhimomi, Commissioner & Secretary to the Government of Nagaland’s Tourism department. Last year, according to the department, 1,86,038 tourists visited Kohima during the Hornbill Festival, of which 1,68,700 were local visitors from Nagaland and 17,338 from the rest of India and foreign tourists. “This is not in the tourism department’s hands— tourists don’t land up in Nagaland directly, they come through Delhi, Mumbai or Kolkata. There are no international entry points in Nagaland either, so the Government of India should be asked if it is prepared—we are not ones to screen tourists,” maintains Zhimomi. What of the Hornbill crowd? He points towards the 24 hours medical, and related emergency, services at the Hornbill site. Doctors in Nagaland State, however, are clear
about the ambiguity. “We have not decided any specific program towards that direction yet but we will handle the problem when it comes up,” says Dr. G Kemp, Principal Director to Nagaland’s Health and Family Welfare Services. “There have been no meetings, discussions or directives from the Government yet for Ebola preparedness when the tourists come in,” he notes. The Ebola virus has led to 10,114 outbreaks globally, resulting in 4,912 deaths, according to a World Health Organisation update on Saturday. However, no case of Ebola has been reported in India so far. “We need to be careful—if we get Ebola here, it will be a disaster,” asserts Dr. Sedevi Angami from the Christian Institute for Health Sciences and Research, Dimapur. “They are facing problems dealing with the virus even in America with its superior infrastructure, so you can imagine preparedness in Nagaland!” There have been no alerts from the Centre yet,
and no training programs conducted in Nagaland. Hornbill Festival will be testing times. “If a person comes in with a fever, there are no testing kits, precautions or protocols in place to figure out if this person has Ebola, or what next to do with them. In Manipur, they have two medical colleges so people are slightly more aware. That is not the case here,” he maintains. When the Severe Acute Respiratory Syndrome (SARS) virus broke out a few years back, India responded with crude measures at airports. Even now, “there is zero preparedness.” For the Naga Hoho, the disease, if it spreads in the North East region, will be worse than other conflicts. “The region will have to forget about insurgencies— such diseases could wipe out the Naga people. We should be prepared,” reiterates general secretary of Naga Hoho, Mutsikhoyo Yhobuh, who is aware of some independent research scholars who visited Nagaland to raise awareness on Ebola in some rural areas.
