The Tourism sector is even less worried. “We are as prepared, or not prepared, as the Government of India,” quips Himato Zhimomi, Commissioner & Secretary to the Government of Nagaland’s Tourism department. Last year, according to the department, 1,86,038 tourists visited Kohima during the Hornbill Festival, of which 1,68,700 were local visitors from Nagaland and 17,338 from the rest of India and foreign tourists.

“This is not in the tourism department’s hands— tourists don’t land up in Nagaland directly, they come through Delhi, Mumbai or Kolkata. There are no international entry points in Nagaland either, so the Government of India should be asked if it is prepared—we are not ones to screen tourists,” maintains Zhimomi.

The Ebola virus has led to 10,114 outbreaks globally, resulting in 4,912 deaths, according to a World Health Organisation update on Saturday.

However, no case of Ebola has been reported in India so far.

“We need to be careful—if we get Ebola here, it will be a disaster,” asserts Dr. Sedevi Angami from the Christian Institute for Health Sciences and Research, Dimapur.

“They are facing problems dealing with the virus even in America with its superior infrastructure, so you can imagine preparedness in Nagaland!” There have been no alerts from the Centre yet,

and no training programs conducted in Nagaland.

“If a person comes in with a fever, there are no testing kits, precautions or protocols in place to figure out if this person has Ebola, or what next to do with them. In Manipur, they have two medical colleges so people are slightly more aware. That is not the case here,” he maintains. When the Severe Acute Respiratory Syndrome (SARS) virus broke out a few years back, India responded with crude measures at airports. Even now, “there is zero preparedness.”

For the Naga Hoho, the disease, if it spreads in the North East region, will be worse than other conflicts.

“The region will have to forget about insurgencies— such diseases could wipe out the Naga people. We should be prepared,” reiterates general secretary of Naga Hoho, Mutsikhoyo Yhobuh, who is aware of some independent research scholars who visited Nagaland to raise awareness on Ebola in some rural areas.

With the upcoming tourist season, especially the Hornbill Festival, the Naga Hoho has alerted the Government of Nagaland on the global spread of Ebola—it urged the Government to rigorously screen tourists during the season.

Kohima, october 27 (DiPr): Nagaland launched the Vigilance Awareness Week on October 27 at the Secretariat conference hall Kohima, where the Principal Secretary & Home Commissioner, Pankaj Kumar, conducted the declaration of the pledge to the government officers of all central and State departments. Upcoming Naga artist Throngkiuba Yimchungrü’s acrylic on canvas titled “Jesus! Jesus!” has made it to the “Halloween Art Exhibit” at the Yorktown Museum, 1977 Commerce Street Third Floor, Yorktown Heights, New York.

Throngkiuba’s painting is among the 17 pieces on display at the museum.

All of the Halloween pieces were donated to the museum via open call for works prepared by artists

from all walks of life.

The youngest to submit was 6 year old Derek Econimico of Mahopac. The pieces from the furthest away were from two artists in India, including Throngkiuba’s “Jesus! Jesus!”

Twenty-three year old Athrong has already made waves in the art circle with his unconventional style and abstract impressionism, transcending cultural and geographical barriers.

The young artist has shared space with world renowned India artists like VS Gaitonde, Jamini Roy, Ganesh Pyne, H A Gade, NS

Bendre, Akbar Padamsee, Subhaprasanna,Thota Vaikuntam, and his paintings have been exhibited as far as New York and Colombo.

He plans to do a solo exhibition next year.

Earlier this year, Athrong was awarded ‘Best Mixed Media on Canvas’ at the All India Art Contest, Mumbai. In 2011, he bagged the “Young Talented Artist Award” by North East Zone Cultural Centre, and in 2009, Athrong also received the Junior Award (Drawing) at the 24th Nagaland State Art Competition and Exhibition.

Kohima, october 27 (mexN): The Ultimate Hornbill Choir Competition for this year will be hosted at the Regional Center of Excellence For Music And Performing Arts (RCEMPA) Jotsoma, during the Hornbill Festival on December 4. Unlock Productions will be the event partner for the competition.

A press conference was held today at RCEMPA with regard to the event. According to a note from Nothutso Khamo, Co. Production Manager, Unlock Productions, the event is initiated and presented by the Music Task Force. It kicked off in December 2013 during the annual Hornbill Festival. The competition was the brainchild of Khriehu Liezietsu, Parliamentary Secretary, Youth Resources and Sports (YRS), NRE and Music Task Force. The main focus of MTF for the competition is to promote and uplift Chorale Music in Nagaland, the note added. The competition is open to all choir teams from churches, educational institutions, music schools and musical groups etc. There is no restriction in terms of genre or music type, and choirs are free to sing and present any songs of their choice. Residents carry out ‘Clean Duncan’ drive in Dimapur

DimaPur, october 27 (mexN): The residents of Duncan Bosti had a mass social work on October 17. Hundreds of public along with the Duncan Bosti Council members participated in the "Clean Duncan" drive, according to a press release from the council chairman, Er. Imti Longkumer.

The Duncan public, the release informed, undertook major works through generous voluntary donation, besides other normal social works done by every household. It informed that the main drainage, which was totally blocked at the junction near the Asian Institute of Theology (Old S.M. College) along the DC Court road, was repaired by replacing all the old 4 Hume Pipes and the stagnant water was drained out completely.

G u wa h at i , OctOber 27 (Deccan chrOnicle): After the recent Ladakh incursions, frequent intrusions by China’s People’s Liberation Army (PLA) in Arunachal Pradesh’s Taksing region have come to the notice of the security agencies.

The villagers of Taksing circle in Upper Subansiri district took photographs of the PLA crossing over the Asa-Pila-Maya Army camps, which were Indian territory till 1962, but now under Chinese occupation.

Security sources also confirmed this incursion had come to their notice about a month back, but the PLA had gone back after a brief stay.

While a border personnel meeting was held between Indian and Chinese armies at Kibithu in Anjaw district on Thursday, security sources said this particular incursion did not come up for discussion.

Hiwak Chader, a student from Kacha village of Taksing circle, told Deccan Chronicle that people there

had noticed the movement of Chinese troops in the Asa-Pila-Maya area around three months back, but the government was not aware about it. He said the villagers handed over photos to Army Intelligence and IB sleuths.

Security sources said that there was no initiative on the ground to discourage such incursion by the PLA. Pointing out that it was the indigenous Arunachalees who are not only keeping a close watch on Indian territory but also acting as intelligence officer for the Indian Army and IB. Asserting that indigenous villagers of Taksing area are guarding and defending Indian territory in Taksing circle, Mr Chader said that time has come that government should take a realistic approach to demarcate the landborder with China which was expanding its territory in many areas.

In Kurung Kamey district, in the central part of Arunachal Pradesh, prior to the 1962 conflict, there were nine Army base camps till the actual border.

Presently only two of those camps are under the control of Indian Army, while seven of them have been occupied by the Chinese Army.

In eastern part of the state in Dibang Valley district, the Athu-pupu range is under the Chinese occupation since 2006.

In Chaklagam range in the eastern part of Arunachal Pradesh three mountains frequented by Indian hunters have also been occupied by China.

A press release from UNC Election Commission informed that the election will be held for the posts of President, Vice-President, General Secretary, Assistant General Secretary, Finance Secretary, Information & Publicity Secretary, Social & Cultural Secretary, Speaker, Deputy Speaker, Secretary,

and Deputy Secretary. The Election Commission includes M. Dili – Chief Election Commissioner, Ng. Gilbert – Member Secretary Commissioner, Grace Shatsang – Member Commissioner.

According to the guidelines as stated in the release, all candidature for the notified posts will have to be endorsed by respective Tribe Councils. Manipur: Locals prefer alcohol made from rice over barley iMphal, OctOber 27 (the hinDu): Traditionally, all communities in Manipur have been offering liquor to their forefathers. The Meiteis, the valley dwellers, had abstained from drinking liquor, at least openly, once they embraced Vaishanavism in the 18th century. However, it is an open secret that today diverse sections of people in Manipur relish drinking.

Drinking joints serving country liquor have mushroomed. In some street liquor factories, some flavours are added to Manipuri country liquor to transmogrify it to costly Indian Made Foreign Liquor (IMFL) bottles.

Officials estimate that at least one third of rice production in Manipur is diverted for brewing liquor.

The low quality rice brought from other parts of the country by the Food Corporation of India has little demand since the quality of liquor produced is low. Against this backdrop, some officials of the state agriculture department have been extending help to farmers to undertake barley cultivation. It is relatively new in Manipur and is still not found in regular Manipuri households. Many farmers who have taken up barley cultivation supply the crop to villages where most of the houses have homemade distilleries.

Farmers and officials say that this will go a long way in saving high-nutrition Manipuri rice from the illegal distilleries found in many villages and shanty towns. However, regular drinkers say that they have already noticed the difference since the flavour of liquor brewed with barley is different. The main ingredients of Manipuri country liquor are mountain creek water and high-nutrition Manipuri rice. Country liquor brewed elsewhere in the country does not compare with Manipuri liquor in flavour and intoxication.

Considering the growing population and dwindling rice production, Manipuri rice is sold at Rs 35 a kg. If bootleggers switch to barley for brewing liquor, it is believed the price of rice would be slashed.

Despite the religious aspect, the government could not legalise liquor trade even though it has potential for high revenue. The liquor lobby has torpedoed government efforts to do so.

JOrhat, OctOber 27 (pti): 70 labourers were injured when an over-crowded bus carrying them fell into a ditch on NH-37 here during wee hours today. According to Jorhat district SP Amanjeet Kaur, the bus was carrying 70 passengers from Barpeta to Tinsukia against its capacity of 35 persons.

"The accident took place around 2:30 AM on NH-37 at Koliapani under Teok police station. Preliminary investigation suggests that it is a case of over speeding and over-loading, because of which the driver lost control," she said.

All the passengers have suffered injuries and they have been admitted to Jorhat Medical College and Hospital. The condition of 10 persons is stated to be critical, Kaur said. All the passengers were labourers and they were being transported for some construction work in Tinsukia. Yesterday, nine persons were killed and 28 others injured when a bus fell into a ditch at Uluani in Nagaon district.

First of all, I convey my sincere gratitude to our Honourable Chief Guest Shri. Temsuwati, Additional Development Commissioner for gracing this Closing Ceremony as the Chief Guest and also his esteemed entourage for witnessing the final match of the tournament. We are indeed very honoured to have your presence here.

Nowhere in the revolutionary history of the Nagas had there been naked collaboration with enemy forces to subjugate the Naga sovereign struggle than the recent desperate appeal made to the GOI by Khehoi gang to dismantle NSCN’s politically established camp. The history shall record this event as one of the treasonous move against Naga struggle.

It is also to be reminded that if NSCN/GPRN’s struggle for sovereignty is to be dubbed as “terrorism” what do three years

old infant Khehoi gang composing of political harlots, rootless vagrants and expelled, rejected and dejected lots from two NSCN’s call themselves.

If Khehoi gang so wish to talk about 1988 crisis, we still have living witnesses who bears testimony to the entire sequence of events and if narrated, Kitovi Zhimomi will be stripped naked and devoid of any moral right to lead any NPG under any capacity.

As for the serial bombings in and around Dimapur, it is for Kitovi Zhimomi to clarify before the Nagas since all the masterminds belongs to his gang. His brother in-law Mulatonu and Hokato Vusshe then Finance Kilonsers, Akato Aye and Akato Sema then Finance

Khaplang’s leadership, no matter how desperate the gansters of Khehoi camp tries to malign by implicating Myanmarese connection, it is without doubt that NSCN/GPRN is the only Naga’s political body so far that could have possibly internationalised the Naga struggle encompassing every ancestral Naga inhabited areas regardless of arbitrary imposed international border bisecting the Nagas. The NSCN/ GPRN is ever conscious of the

destiny of the Nagas and shall continue to resist any forces that attempts to trample our rights under any form.

The Khehoi gang may also be reminded that Naga struggle is not about the gang confined to forcefully occupied NSCN/ GPRN’s designated camp at Khehoi with the assistance of GOI or an issue limited to present Nagaland state alone as they tries to champion for mere survival sake. The issue concerns every Naga across the length and breadth of ancestrally inhabited territories.

It is for the Nagas to judge as to who shall steadfastly pursue the aspiration of the Nagas to the end.

ccording to dictionary, justice is rightness and impartiality. Where justice is done, there is peace and order and where there is injustice, there is disorder. Every human being needs justice to be done to him or her and every human being needs his or her right to be respected and protected.

The Creator is also a Person who needs justice to be done to him and his right is to be honoured.

Is the Creator honoured? Is justice done to him? Is his right honoured? There are many people who are atheists. How many imaginary superbeings are worshipped and given loyalty? How many human beings worship the creations including the sun, the moon, stones, rivers, lakes, animals, graven idols and handicrafts? How many different superstitious beliefs are there in the world?

Human beings have full of rebellions against God. The greatest injustice done to God is denial of him. businEss SRM University graduates placed at reputed companies Chennai, OCtOber 27 (Mexn): SRM University has an excellent placement record of graduating engineers with reputed companies. For the batch of 2015, campus recruitment has already started. A total of 3689 offers were made by three companies on the Day 1 sharing. The Day 1 was shared by three companies - Cognizant, Infosys and Wipro. While Cognizant offered 1502 job offers, Infosys offered 1105 and Wipro 1082. Salary range offered by most companies are 3.0 – 3.5 Lakhs per annum, ac-

he ramifications of the teaching of Jesus on sin are many and hence underscoring just one of its presumed minor aspect might sound trivial and not worth the time, ink and the paper. But since it is in itself such a felt ache in our Naga society and culture as well, it will not be wrong to dig a little deeper into the root system of this problem. As one who has spent some time beyond the geographical boundaries of the North-East in pursuit of education, I too know personally some of the anguish one feels amidst racial tension and intolerance. I think it is important to add that for some reason the West is often charged with being singularly guilty in this matter. This is very much a false notion.

Even in a democratic country like India, where tolerance is a key word, antipathy between the North and the South runs very deep, and color is a vital component in that prejudice.

And even more for the NorthEast who has to suffer the brunt of this prejudice from the whole of India if not much worse from the North. It is another story that many of us Naga youths and the NorthEasterners in general are usually passive at home but tends to become loud once out of home and thereby becoming vulnerable targets by default.

As we look across the globe today, there are few things that are as deeply troubling and volatile as this issue – the tragedy and the hell of racism. The pain of personal rejection by reason of birth alone is one of the deepest pain a human being can ever experience.

Now, for a little introspection what is the term that we can give to that prejudice which we Christian Nagas also do indulge from within ourselves in our culture and society, subtly if not in a more direct manner?

Arthur Ashe, the great tennis player was interviewed when it first became public knowledge that he had contracted AIDS from a blood transfusion during heart surgery. This greatly admired and mild-mannered gentleman looked into the eyes of the small army of reporters interviewing him and said, “As painful as it is to know that I have this dreaded disease, nothing could be more

painful as the rejection I have endured all my life by virtue of my color.” Think of the agony encased in those words.

Think about it. That a man so respected, so talented, so gentlemanly could express that the pain of the disintegration of his body was secondary to the deep, emotional suffering he had endured over a lifetime of personal rejection because of his color – is very sobering.

This however is not a distinctively modern dilemma.

We are all aware of that incident some two thousand years ago when Lord Jesus had that interaction with a Samaritian woman by Jacob’s well. The conversation of Jesus with this woman however was not atypical of the encounters He had. Jesus often talked with the rejects of His society. In this case, the woman was a Samaritan, a pejorative term in that culture for a mongrel tribe treated with contempt by the ethnically unadulterated. To add insult to her injury, she had been married, betrayed, and abandoned by five husbands.

Everything about her life spoke of personal rejection.

By virtue of her ethnicity, her gender, and her moral experience, she was one of society’s outcasts. We can easily understand why she was so shocked and dumbfounded that this man, a rabbi, would engage her in a gracious conversation. That very gesture

by Jesus implicitly restored dignity and respect to her. The range of emotions that swept through her mind prompted her to say, “Why are you even asking me to give you some water to drink?” The reason she was puzzled that He would talk to her is obvious; she was ethnically “unclean”, a victim of prejudice. Jesus brought about an incredible life transformation, and she was never again to see herself – or anyone else – in the same way. God has done a work in her heart. Her inward look and her outward look were changed by first changing her upward look. Maybe that sequence was and is the only way to bring about real change in human intercourse.

Today, in our own day and time we have tried and is trying to do away with prejudice apart from God, seeking

solutions by writing new laws and rewriting old ones, by reeducating ourselves and our young. Yet, who among us can say that we have succeeded in eliminating the victimization of people? If anything, our society constantly stands at the brink of conflagration as violence between rival groups erupts suddenly and ruthlessly if there is even a hint of a discriminatory judgment. There is a theory in India that still asserts that the Hindu who assassinated Mahatma Gandhi did so to remove the Gandhian ideal that sought to obliterate the caste system. Whether or not this theory is true, India’s discriminatory struggle continues. I am convinced that all attempts to change the letter of the law and to re-educate people have been, and are, merely band-aid solutions for a fatal hemorrhage. The secular view of man can neither give the grandeur that God alone can give, nor can it see the evil within the human heart that God alone can reveal and cure. Life becomes unlivable and our emotions unexplainable, if personhood is not given value beyond the material.

If the scourge of racism is ever to die, it will only do so on the Biblical basis of who we are as human beings as we learn to respect each person in his or her distinctive and essential splendor, because in rejecting any part of humanity we essentially reject ourselves. The scriptural teaching is that man is created in the image of God. This dignity has not been conjured up or legalized by decree. This is our essential splendor, the splendor of people of all races and colors. We all share that equal glory, but having God out of the picture we find that glory marred by sin, which engenders hate. That glory can only be restored by dealing with that sin. We are in need of a heart transplant, but the more we refuse to acknowledge our wretched condition, the more the solution evades us, and people continue to live undignified lives. Jesus went to the core of the problem when He said, “You refuse to come to me to have life”(John 5:40).

Our problem is not an inadequate education. It is a rebellious heart.

nagaland to protect the amur falcons KOHIMA, OCTOBER 27 (IANS): Nagaland is determined to provide sanctuary to Amur falcons, known to be one of the world's longest-distance migratory birds as they travel up to a staggering 22,000 km a year.

"NGOs and civil societies are wholeheartedly cooperating with the forest department and wildlife division to shelter the birds," Nagaland's Principal Chief Conservator of Forests M Lokeswara Rao told IANS, adding that adequate numbers of forest protection personnel were deployed in different lakes, water reservoirs and forest areas to protect the birds.

"Last year, around one million Amur falcons had came to Nagaland and subsequently gone to South Africa and other countries.

This year the number of migratory birds already crossed one million."

Like in previous years, the birds began arriving earlier this month from Mongolia, Siberia, Northern China and Japan. They will stay in Nagaland,

mostly in Wokha district and adjoining areas for about two months, and then head for South Africa and other countries, an amazing expedition including a three-and-ahalf-day non-stop journey across the Arabian Sea that was satellite-tracked and documented for the first time last year.

Mountainous Nagaland scripted a success story in safeguarding the migratory birds with the joint teamwork of locals, the state forest department and NGOs. The initiative won accolades from the United Nations Environment Programme this year.

Earlier, Amur falcons were killed indiscriminately in the Doyang reserve forest areas and other places of the state. Since last year, due to a massive campaign, the villagers at different places have refrained from killing these birds.

The Pangti Village Council of Nagaland, which led the conservation initiatives of the state forest, wildlife and other depart-

ments of the state government and local NGOs, has received national and international recognition for its amazing efforts.

The Amur falcon (Falco amurensis) is a small raptor of the falcon family. It breeds in southeastern Siberia and Northern China before migrating in large flocks across India and over the Arabian Sea to winter in South Africa.

"Tracking of the raptors began soon after the three birds were released in Nagaland last Nov 6 after satellite tags with an antenna and solar panel, weighing five grams, had been fitted on their back by a team of scientists.

After a few months all the three birds were located near a lake in South Africa," a Nagaland wildlife official said.

The Nagaland Wildlife and Biodiversity Conservation Trust (NWBCT) said its 'Friends of the Amur Falcon' programme is in its third year and would continue its drive and education programme through its eco-clubs.

According to the forest department officials, the Amur falcon is protected under the Wildlife (Protection) Act and trapping or killing of the birds is a criminal offence punishable with three years' rigorous imprisonment or a fine of Rs.25, 000 or both.

Nagaland Governor Padmanabha Balakrishna Acharya appealed to the people to ensure safe passage of the Amur falcons.

"Over a million of Amur falcons come to Nagaland from Siberia en route to their final destination to Somalia, Kenya and South Africa. These amazing birds have one of the longest migration routes of all birds, doing up to 22,000 km in a year," Achrarya told IANS. "The raptors are unusual because they travel a huge distance over the sea and carry on their journey at night too," said Acharya, who has the additional charge of Tripura governor.

"I was sad and shocked to learn the news of largescale killing of these wonderful raptors on the banks

of the Doyang reservoir in the past," he added.

He said India, as a signatory to the Convention of Migratory Species, is duty-bound to stop this indiscriminate killing and provide safe passage.

"Naga people are traditionally known for their love for meat and animal products. In 2012, around 140,000 birds were killed.

But, with the community's positive response to the intensive joint initiative of the forest department and NGOs, we successfully saved most of the birds last year," said Bano Haralu, a writer who is also managing trustee of NWBCT. "Carrying out a statewide massive awareness campaign involving teachers and school children, during the past few years with the community's all out help yielded success in protecting the birds," Haralu told IANS. She said that Nagaland is already known as the "falcon capital of the world" because of focussed and relentless awareness in the last few

years to shelter the birds and to protect its milieu.

"The Amur falcons are also seen in Dima Hasao district for a few weeks during October and November. During this period, the falcons are hunted and traded in Dima Hasao. Keeping the success of last year's awareness programmes, in Nagaland, a Rapid Action Project has also been started in the area to encourage locals to help conserve these birds," an Assam forest department official said.

Nearly 100 Amur falcons have been reportedly slaughtered in the last couple of days in Umrangsu village in Dima Hasao district in southern Assam.

In Nagaland, a welcome programme was recently organised by the forest department in Pangti village (in western Nagaland) as part of the campaign to protest the birds. The Nagaland forest department and Nagaland Bamboo Mission had constructed two watch towers to observe the mass migration phenomenon.

In a press release issued by its Media Cell, the BAN maintained that the historic movement of ACAUT has been an “answered prayers” of the people of Nagaland and an opportunity for Nagas to unite and work towards a “shared vision” with a renewed spirit of brotherhood.

In 1998 Nagaland became the first state in India to have achieved the 'Elimination Target' according to WHO's criteria with a prevalence rate (PR) of below 1 in 10,000 population. Respect the People

T

he public sentiments on oil exploration and Nagaland Special Development Zone on one hand, and the Nagaland State government’s attitude on issues of resources and economics on the other, underlines the tension between People’s struggle for justice and the State pursuit for power and control.

The Nagaland State government has sought to legitimize its standing policy and to ‘manufacture consent’ through ‘public consultation,’ which in recent experiences has been limited to organizations and individuals stating their positions and interests. Rarely have the consultations evolved into a dialogue to identify and create common ground that is in the best interest of the people. For all convenient purposes, the ‘public consultation’ in such cases is nothing more than statecraft.

Indeed, the struggle for justice is contested on whether it should be determined in a top-down manner through State mechanisms and geopolitics or by a bottom-up approach that reflects democratic practices and strengthens human rights.

While both these approaches may at times complement each other if applied using principles of transparency, inclusiveness and accountability, in the Naga context a heavy handed top-down approach has only caused more distrust, badgovernance, poverty, instability and militarization. Decision makers have not quite realized that the continued top-down approach will only yield the same results.

Hence, there is a pressing need to explore and strengthen a bottom-up approach where governance is a process which embodies a decision making process that includes the active participation of people. For instance, it is for the people to identify their requirement and to prioritize them according to their own needs. This implies freedom to build a new life, a better society and to coexist harmoniously. Bottom-up approaches are based on a long-term process that involves the bureaucratic, cultural and psychological ‘divestiture of bureaucratic power.’

The Nagaland State government, if guided by democratic principles, cannot, strictly speaking act for itself, but must always perform as the agent of the people. Therefore, it is required to initiate bottom-up approaches that are inclusive and to ensure representative participation that has the capacity to encourage and enable people to exercise ownership of decision making processes that concerns their lives. The bottomup approaches should reflect a praxis which entails a universe of human rights, necessary for the people to become fully human through their participation.

The ongoing challenge is for the Nagaland State government to honor, respect and value the people’s inherent rights through integrating just bottom-up approaches into all processes.

Helping to bridge the education gap

A

staggering 100 million children making up about half of India's school-going children cannot read a grade-appropriate text or solve a grade appropriate math question.

Trying to bridge that gap through "low-cost, scalable methods" is Pratham, an NGO dedicated to educating underprivileged children and youth in India that last year raised $11.5 million in contributions in the US. "Rather than build schools, we partner with local schools and community stakeholders, including government, to multiply our impact," Bala Venkatachalam, executive director of Pratham USA who leads its fundraising activities in the US, told IANS. In a recent success story, Pratham piloted learning camps in Jehanabad, a rural district in Bihar in 2012. The programme identified students in Grades 3-5 who were struggling to read and perform basic math operations.

"Through our intensive coaching in partnership with district education administration, we helped these students improve their reading and math skills in just three months," Venkatachalam said. Government officials were delighted and are now working with Pratham to roll out the programme across the entire state, he said.

To "deliver quality education to underprivileged children and youth across India," Pratham designs and implements large-scale programmes to teach basic reading and arithmetic at the primary school level.

These reach an estimated two million children in over 700,000 villages each year. To address gaps in the education system, Pratham has since 2008 expanded its focus to include young adults, training them in vocational skills so that they can join the work force.

In collaboration with industry, Pratham has piloted training programmes in soft skills like communication, hospitality and construction. And in 2011, Pratham piloted its Second Chance programme dedicated to lending support to girls and women who were forced to drop out of school so they may complete their secondary schooling.

Pratham USA chapters in 14 US cities host their own events, which normally includes an annual gala. They also fundraise through online and in-person appeal campaigns to individuals, corporate sponsors and institutional funders.

Pratham USA raised $11.5 million in contributions in 2013 and less than 10 percent of its revenue went to fundraising and administrative expenses, according to Venkatachalam.

"We are proud to have been rated a four-star charity by Charity Navigator for four consecutive years for our sound fiscal responsibility and commitment to transparency," he said.

To raise awareness about the educational needs in India and to mobilise resources, Pratham USA embarks on several activities throughout the year, including an annual Readathon for younger children and teenagers. "Over the course of the summer and fall, children, encouraged by parents and grandparents as mentors, read books in order to help raise money for Pratham literacy programmes," he said.

The NGO also hosts conferences and sponsors outreach activities related to Pratham's mission of "every child in school and learning well." Looking to take a sabbatical, Venkatachalam who earlier worked as a senior consultant for KPMG in India joined Pratham in their Gujarat programme as their Operations Head after researching several organizations.

"To me, what stood out about Pratham was their growth in less than a decade and, more importantly, their approach to solving some of the basic challenges in primary education," he said. "My time with Pratham in India (initially in Gujarat and subsequently in Delhi) was a transformational experience," Venkatachalam recalled.

"The majority of kids raised in urban India are blissfully unaware of the disparities that exist in Indian society, as was I at the time," he said. "Pratham provided me a perspective on the lives and challenges that over 75 percent of India faces on a daily basis," as he travelled across "urban and rural India and experienced first-hand Pratham's phenomenal education movement."

China-India Border Disputes Crossing the Line At Odd Times

L

ast month yet another standoff at the disputed China-India border reached yet another peaceful conclusion, though not before spoiling the atmosphere of Chinese President Xi Jinping’s inaugural visit to India. In mid-September, as many as 1,000 Chinese soldiers crossed the Line of Actual Control (LAC) in Ladakh, Kashmir and were met in a prolonged face-off by an equal number of Indian troops. While violations of the de facto border are a common affair, the conspicuous timing and motives of the latest intrusion, and its broader implications for Sino-Indian relations, merit greater scrutiny.

Last year India reported over 400 Chinese incursions across their desolate Himalayan border, mostly in the dozen volatile stretches where there is no mutual agreement on where the LAC belongs. By and large, the incursions are petty, harmless exercises with patrols temporarily crossing the un-demarcated border before returning to their forward base. Unlike the unruly Indo-Pakistan border, there has not been a fatal confrontation at the LAC in decades.

When opposing patrols do meet, they generally disperse amicably after a ceremonial unfurling of flags and verbal exchange of warnings. Occasionally, however, Chinese patrols have crossed several miles over the LAC and established camp, prompting prolonged face-offs with escalation risk.

What is most peculiar about these extended “intrusions” is their inopportune timing. The latest intrusion coincided almost perfectly with Chinese President Xi Jinping’s arrival in India, the first visit by a Chinese leader in eight years. The episode immediately evoked a sense of déjà vu: last spring, just before Indian Foreign Minister Salman Khurshid was to visit Beijing in India’s first exchange with the Xi administration, the Peoples Liberation Army (PLA) launched an eerily similar intrusion into Ladakh.

Then too, it took more than three weeks and several rounds of talks to dislodge the encampment, though not before tainting the optics of Khurshid’s visit.

Indian and Western strategists are puzzled. What is the logic behind intrusions that yield no apparent strategic or material value but provoke rampant antiChina sentiment in India? And why are they timed to coincide with high-level exchanges at a time when China is diplomatically courting India? After all, the two latest intrusions happened at a time of relative harmony in China-India relations. Yet, in earlier years like 2009, when Sino-Indian relations were mired in acrimony, the border was devoid of these prolonged standoffs.

One theory is that the PLA has gone “rogue,” operating independently from the political leadership in Beijing. The controversial theory seemed to gain some credibility during the Hu Jintao administration (2003-2013), when PLA actions and statements often appeared at odds with, or unaware to, the political leadership. Gordon Chang argues that in this case, “someone in the Chinese army… wanted to derail relations with India by timing the incursions to coincide with Xi’s visit.”

President Xi only fed this rumor mill when he seemed ignorant of the intrusion during discussions with India’s popular new prime minister, Narendra Modi. Even more conspicuous, after returning from India Xi appeared to dress down the PLA brass, exhorting them to “have a better understanding of international and domestic security situations” and insisting on “absolute loyalty and firm faith in the Communist Party of China.”

However, there is good reason to cast doubt on this theory. While Xi’s address to the PLA was unusually direct, it was by no means out of line with frequent invocations stressing absolute loyalty to the party. More important, Xi has amassed more power and authority over the various organs of the Chinese state, including the PLA, than any of his recent predecessors. He also has not shied away from targeting disloyal or corrupt officials in arguably the most robust purge of senior party figures in decades.

Yet, as far as observers know, no officer has been reprimanded or replaced, and no brass re-

here’s been a lot of tut-tutting about the people who are overreacting to the Ebola virus. There was the lady who showed up at the airport in a homemade hazmat suit.

There were the hundreds of parents in Mississippi who pulled their kids from school because the principal had traveled to Zambia, a country in southern Africa untouched by the Ebola outbreak in the western region of the continent. There was the school district in Ohio that closed a middle school and an elementary school because an employee might have flown on the same plane (not even the same flight) as an Ebola-infected health care worker.

The critics point out that these people are behaving hysterically, all out of proportion to the scientific risks, which, of course, is true. But the critics misunderstand what’s going on here.

Fear isn’t only a function of risk; it’s a function of isolation. We live in a society almost perfectly suited for contagions of hysteria and overreaction.

In the first place, we’re living in a segmented society. Over the past few decades we’ve seen a pervasive increase in the gaps between different social classes. People are much less likely to marry across social class, or to join a club and befriend people across social class.

That means there are many more people who feel completely alienated from the leadership class of this country, whether it’s the political, cultural or scientific leadership. They don’t know people in authority. They perceive a vast status gap between themselves and people in authority. They may

shuffled. Given that the number of incursions has grown exponentially in recent years (from 140 in 2006 to 411 in 2013), and given the 2014 intrusion followed the same template as the 2013 intrusion suggests a coordinated strategy, not a rogue operation. The most plausible explanation is that Beijing has given local commanders some degree of autonomy at the border, both in responding to Indian moves and in employing probes and petty adventurism of their own.

Another explanation is that India bears responsibility for the border intrusions. Because China largely avoids commenting on border issues, and because it conflicts with the conventional narrative of China as the aggressor, this explanation gets less media attention.

However, Prime Minister Modi signaled a tougher line on border issues, warning on the campaign trail that “No power on earth can snatch away” the Chinese-claimed state of Arunachal Pradesh.

“Times have changed,” he said. “China will also have to leave behind its mindset of expansion.” And Modi shrewdly appointed a Member of Parliament from Arunachal Pradesh, Kiren Rijiju, as the Minister of State for Home Affairs, a position which carries responsibility for border issues.

More important, Modi has accelerated a drive to improve military and civilian infrastructure along the LAC. Only days before Xi arrived in India, Delhi announced it was relaxing environmental rules and clearances for new infrastructure projects within 62 miles of the LAC. After decades of intentionally neglecting development in border areas for fear it could aid an advancing Chinese army, Delhi has of late been working to narrow the substantial infrastructure advantage China enjoys along the LAC. During the spring 2013 intrusion, there were credible reports that the PLA was simply responding to India erecting new border infrastructure provocatively close to the LAC. The PLA, observers learned later, only withdraw after India agreed to dismantle one or more of those structures. According to Reuters, the current standoff followed a similar pattern.

On September 8, India reportedly erected an observation hut in Chumar close to the LAC, to which Beijing responded by building a two-kilometer road supported by 500 PLA soldiers before the situation devolved into a prolonged standoff.

In the latest intrusion the PLA may well have

been parrying an Indian move to improve its wildly disadvantaged position at the LAC. Yet Beijing also bears responsibility for its apparent commitment to keeping the border dispute alive. In recent years, Beijing has slow-walked the border negotiations, reinvigorated claims on the border town of Tawang, resisted an exchange of maps outlining each side’s perception of the LAC, and issued “stapled visas” to Indian citizens from Arunachal Pradesh.

This is at least in part because China’s leaders have made a strategic connection between the border dispute and Tibet, and seem unwilling to resolve the former until their position in the latter is more secure. During the latest crisis, China’s hardline Global Times argued: “It is not a border dispute alone. It is intertwined with the Tibet question.”

Beijing has long been incensed over the hospitality Delhi has shown the Dalai Lama and the Dharamsala-based Tibetan Government in Exile, periodically implicating India in support for “splittist activities” from the “Dalai Lama clique.” Dating back to the 1962 Sino-Indian border war, Beijing has a history of using the border dispute to signal discomfort with developments in Tibet.

It is not clear whether that was the case last month. In a largely unnoticed but unprecedented move, Modi invited the Tibetan Prime Minister in Exile, Lobsang Sangay, to his inauguration ceremony where he was prominently seated. And Modi’s government recently affirmed that, like its predecessor, it would refuse recognition of China’s “One China” principle unless Beijing accepts Indian sovereignty over Arunachal Pradesh and Kashmir. Hopes for a breakthrough in long-stalled talks between Beijing and the Dalai Lama also seem to have been dashed recently, after Beijing nixed a proposal from His Holiness to make an unprecedented visit to Tibet.

What does seem certain is that the border dispute and Tibet are likely to remain both linked and core friction points in the China-India relationship for the foreseeable future. I have argued that for China and India, the window for both greater cooperation and greater competition have expanded simultaneously in the Xi-Modi era. Thus far, at least, the allure of the latter appears to be greater.

What the Ebola Crisis Reveals About Culture harbor feelings of intellectual inferiority toward people in authority. It becomes easy to wave away the whole lot of them, and that distrust isolates them further. “What loneliness is more lonely than distrust,” George Eliot writes in “Middlemarch.”

So you get the rise of the anti-vaccine parents, who simply distrust the cloud of experts telling them that vaccines are safe for their children. You get the rise of the anti-science folks, who distrust the realm of faroff studies and prefer anecdotes from friends to data about populations. You get more and more people who simply do not believe what the establishment is telling them about the Ebola virus, especially since the establishment doesn’t seem particularly competent anyway.

Second, you’ve got a large group of people who are bone-deep suspicious of globalization, what it does to their jobs and their communities. Along comes Ebola, which is the perfect bio-

logical embodiment of what many fear about globalization. It is a dark insidious force from a mysterious place far away that seems to be able to spread uncontrollably and get into the intimate spheres of life back home.

Third, you’ve got the culture of instant news. It’s a weird phenomenon of the media age that, except in extreme circumstances, it is a lot scarier to follow an event on TV than it is to actually be there covering it. When you’re watching on TV, you only see the death and mayhem.

But when you’re actually there, you see the broader context of everyday life going on alongside. Studies of the Boston Marathon bombing found that people who consumed a lot of news media during the first week suffered more stress than people who were actually there.

Fourth, you’ve got our culture’s tendency to distance itself from death.

Philip Roth once wrote: “In every calm and reasonable person there is a hidden second person scared witless

about death.” In cultures where death is more present, or at least dealt with more commonly, people are more familiar with that second person, and people can think a bit more clearly about risks of death in any given moment.

In cultures where people deal with death by simply getting it out of their minds, the prospect of sudden savage death, even if extremely unlikely, can arouse a mental fog of fear, and an unmoored and utopian desire to want to reduce the risk of early death to zero, all other considerations be damned.

Given all these conditions, you wind up with an emotional spiral that develops its own momentum.

The Ebola crisis has aroused its own flavor of fear. It’s not the heart-pounding fear you might feel if you were running away from a bear or some distinct threat. It’s a sour, existential fear. It’s a fear you feel when the whole environment seems hostile, when the things that are supposed to keep you safe, like national borders and national authorities, seem porous and ineffective, when some menace is hard to understand.

In these circumstances, skepticism about authority turns into corrosive cynicism. People seek to build walls, to pull in the circle of trust. They become afraid. Fear, of course, breeds fear. Fear is a fog that alters perception and clouds thought. Fear is, in the novelist Yann Martel’s words, “a wordless darkness.”

Ebola is a treacherous adversary.

It’s found a weakness in our bodies.

Worse, it exploits the weakness in the fabric of our culture.

ivil society and governments seeking to reduce the world’s obscene levels of armed violence should make firearms, as the main vector of death and injury, their principal focus. This is no “silver bullet” but, particularly in the Americas, it can enhance public safety through more control of the tools of violence.

Only 10% of armed-violence deaths worldwide between 2004 and 2009 occurred in an armed conflict or terrorist attack. The gruesome Syrian imbroglio may be shifting this fraction but the vast majority of people today who die, are injured or otherwise suffer from armed violence still do so in countries “at peace”—which questions the conceptual dichotomy widespread in the international community separating “war” and “peace”.

In numbers, some 526,000 people perished from armed violence in 2011, the estimated 55,000 direct conflict deaths dwarfed by 396,000 intentional homicides. Recognising that many of the 21,000 “legal intervention killings” were also actually “intentional homicides” by police would augment the latter number and most of the 54,000 “unintentional homicides” also took place in nominally peaceful countries.

The wider context is “a long term decline in both the number of wars and of battle deaths in those wars”. Another clear trend is that “war” itself is less often a military contest between nation-states but rather an internal conflict—that is, civil war. Indeed, civil conflict “has been the most prevalent form of warfare since the end of the 1950s”, responsible for the overwhelming majority of direct casualties of war from the 1980s and accounting for over 90% of battle deaths between 1990 and 2002.

The reducing incidence of even internal wars is expected to continue and possibly intensify, with one forecast predicting a halving of the proportion of the world’s countries experiencing them from about 15% in 2009 to 7% in 2050: “The decline is particularly strong in the Western Asia and North Africa region and less clear in Africa south of Sahara.” Some go further, noting a “long-term worldwide reduction in all forms of violence”, as argued by Steven Pinker in The Better Angels of Our Nature: Why Violence Has Declined—though such generalisations may be overly ambitious and demand caveats.

Wreak havoc Although the patterns and prospects are encouraging, explosive weapons and other conventional arms do wreak havoc in internal conflicts and terrorist attacks—particularly in Syria, Iraq, Afghanistan and Pakistan. Small arms are also heavily responsible for deaths in those hotspots, as well as in Africa, where the AK-47 has probably accounted for more loss of life than any other type of weapon in history.

The exact proportion of small-arms deaths in conflicts vis-à-vis other weapons is not known. But Kreutz and Marsh found that firearms caused 20-55% of deaths and injuries in most cases they examined—

hundred years ago this week, in the early morning hours of Thursday, Oct. 29, 1914, the near-death of a frontline German soldier almost changed the course of 20th century history. That morning, Adolf Hitler, along with 3,000 other recruits of the 16th Bavarian Reserve Infantry Regiment, was rousted from his bivouac and hardmarched through beet fields and larch forests toward the British lines near the Ypres salient in southern Belgium.

The 16th RIR took casualties as it advanced. When two flanking German regiments, one Saxon and one Württemberg, mistook the Bavarians’ gray-green caps for British uniforms, the 16th RIR was butchered by friendly fire.

“From our entire company only one other was left besides me,” the 26-yearold recruit wrote to a friend in Munich afterward. “Finally he fell as well. A bullet tore off my entire coat sleeve but miraculously I remained healthy and whole.” It was Hitler’s first taste of battle.

Hitler barely escaped death again three weeks later when he and three other soldiers were ordered to leave a crowded tent where Iron Crosses were being awarded.

“We were outside for barely five minutes when a shell struck the tent,” Hitler wrote, “It was the most horrifying moment of my life.” He spent the next four years at the front dodging death, once taking shrapnel in the leg, once blinded by gas. It was one death too few in a war that claimed far too many.

But what if Hitler had fallen on that Thursday morning a century ago this week, or on any other day during those next four years of frontline fighting?

How different might the 20th century have looked? How different might the course of German history have been?

What utility is there in such “counterfactual history,” which the eminent British historian Richard Evans recently decried as misguided and futile?

Given the perilous political circumstances in some regions of our world today, understanding what could have been, may in fact help us better understand what might be.

In 1919, Hitler found himself in a country transitioning from an oppressive but stable monarchy to a fledgling constitutional democracy, a dynamic not unfamiliar to our post-Arab Spring

albeit with outliers like the Democratic Republic of Congo, where firearms accounted for 93% of casualties. Each conflict has its peculiarities.

During war, other forms of violence however continue—and are often exacerbated—all the while heavily dependent on small arms. For example, in Colombia in 2002 there were reportedly almost seven times as many homicides committed with firearms as civil-war deaths.

The role of armed conflict certainly should not be minimised, often displaying the worst of humanity, with mass atrocities and the utter destruction of communities or even entire countries. And the instruments developed to address it are relatively robust and mature.

So with the UN’s institutional, military and conceptual involvement in issues of “international security”—think Security Council mandates, blue helmets and the “responsibility to protect”—and the associated media coverage the primacy of attention to conflict violence over the criminal and interpersonal is not surprising.

Moreover, the development and operationalisation of international humanitarian law (IHL) has for decades provided the conceptual and legal framework for most important efforts to curtail armed violence in situations of conflict. In controlling the atrocious human effects of weaponry, the lens of “war”—and civil society’s adroit use of it—has been essential in informing many of the most important efforts in arms control over the last two decades. The notion of “indiscriminate effects” underpinned efforts to ban anti-personnel landmines (1997) and cluster bombs (2008), as has

the concept of “unnecessary suffering”.

“Humanitarian disarmament” This tradition is set to continue with the crystallisation of a “tentative community” around the notion of “humanitarian disarmament”. Defined as “the prevention of human suffering through the prohibition or regulation of weapons that are indiscriminate in their effects or cause unacceptable harm”, this concept “covers a range of weapons and technologies that inflict civilian harm and particular risk to civilian populations”.

Banning weapons that cause unacceptable harm in conflict is essential to protect not only civilians caught up in war but all of us from those weapons under other circumstances (such as unintentional use or their diversion into the hands of terrorists). Perhaps most urgent and transcendent, given its game-changing nature, is the campaign to ban nuclear weapons—bizarrely the only weapons of mass destruction not outlawed.

A robust legal tradition, a strong conceptual framework and an energised civil society frame the current scenario for the “rules of war” and those conventional weapons and WMD (biological, chemical and, hopefully soon, nuclear) which unequivocally violate them. But what of the weapons that cannot realistically be banned, even if they account for most of the world’s armed violence?

The international campaign on the use of explosive weapons seeks to constrain practice by drawing the line (even if not legally-binding) against their use in populated areas. Bombs, unacceptable in virtually any country against its civilian population, are nonetheless a main tool of all armed forces. Given relative complacency with the notion that these are just part of the “ways of war”, it is arguably unrealistic to seek an outright ban. Likewise, in the case of small arms—the “real weapons of mass destruction”, a cliché reportedly initiated by the former UN secretary general Kofi Annan in 2000—the aspects of “distinction” and “rules of proportionality” cannot be ascribed to the arms themselves but rather to their misuse.

So what can we do about weapons mostly used not in war between belligerents (and thus covered by IHL) but by and against civilian populations “at peace”?

How can we attempt to minimise their misuse, to best reduce armed violence around the globe? If indeed a renewed focus on firearms is needed, what are the best conceptual frameworks and advocacy demands to achieve results? Where should the lines be drawn?

Much easier posed than answered, these are the “what next?” questions civil society and governments need to tackle with a sense of purpose and urgency. Whether through better integrating gun violence into human-rights and development frameworks and fora, conceptually extending IHL to cover urban violence, refocusing on national gun-control public policies and laws, attempting to reduce levels of firearms production and stockpiles or tackling cultural issues of demand, the time has come for getting back to the basics of armed violence across the globe: guns, guns, guns. The question is how.

History Without Hitler?

world where countries like Tunisia, Egypt and Syria have edged toward Western-style democracy with dramatically uneven experiences and occasionally horrifying results.

The first German experiment with democracy, the Weimar Republic, tottered similarly between promise and peril, undergirded by a well-crafted Constitution, but savaged by political extremists on the left and the right. In Munich, Bolsheviks established the short-lived and chaotic Soviet Republic of Bavaria. Right-wing putschists briefly seized power in Berlin. Local militia called Freikorps, or Free Corps, roamed the countryside, killing with impunity. Germans slaughtered Germans in the streets.

“How are such things possible in a country that was once so orderly, that belonged to the leading cultural nations of our era, and that according to its Constitution is a free and democratic republic?” Emil Gumbel, a statistician and former colleague of Albert Einstein wondered in his 1922 study

“Four Years of Political Murder.”

Gumbel blamed the surge in violence on the “psychological brutalization” of the recent war, as well as on a news media that glorified political killings, and a legal system that turned a blind eye to the public slaughter.

Paul von Hindenburg, a former field marshal and irredentist monarchist who was elected president in 1925, identified a more fundamental problem. A year into his second term, he decided that democratic rule did not really correspond to “the true needs of our people.” Hindenburg appointed Hitler chancellor in January 1933, with the expectation that the Nazi leader would crush the Communist threat, which Hitler did, that he would dismantle the democratic multiparty system, which he did, and that he would place Germany back on the road to monarchy.

For Hindenburg, the Nazis represented little more than a fascist means to a monarchical end. The aging president died in August 1934, leaving Germany in the hands of a fascist dictator.

“The Führer was a man who was possible in Germany only at that very moment,” Hans Frank observed shortly before he was hanged at Nuremberg for complicity in Nazi crimes. “Had he come, let us say, 10 years later, when the republic was firmly established, it would have been impossible for him. And if he had come 10 years previously, or at any time when there was still the monarchy, he would have gotten nowhere. He came at exactly this terrible transitory period when the monarchy had gone and the republic was not yet secure.”

This was history’s perfect storm.

Hitler seized the moment and plunged Germany and all of Europe full steam into catastrophe.

We can never know how different history may have looked had Hitler been felled by bullets that early morning a hundred years — whether the Weimar Republic could have survived the postwar political and economic turmoil, whether President Hindenburg would have successfully navigated his country back into monarchy, or whether Europe would have been spared a sequel to the Great War. Some Germans were already speaking of a “second world war” within a year of the armistice that was to have ended “the war to end all wars.” We can say with certainty that no other political leader of the era would have harnessed national passions or driven an anti-Semitic, pure-race agenda with such ferocity or tragic consequence, resulting in the deaths of millions of European Jews as well as gypsies, homosexuals, the weak and disabled.

So what is the lesson of this particular counterfactual moment for us today? Beyond the fact that the Weimar Republic might well be celebrating the 95th anniversary of its Constitution this autumn, a history without Hitler underscores both the potential and pitfalls of transitioning societies. It shows us that these processes require time, sometimes generations, and how different German history may have been had Hitler fallen with his regiment in Flanders fields 100 years ago this week.

very teacher, undeniably, have several diverse class room experiences or incidents, which are worth sharing to others, and thus, leads to regenerating useful ideas and creative approaches,viz. practical tools or techniques, that can be used or applied in similar situations. Teaching is a tough job and one of the major challenges is to understand the unpredictable human behavior, perhaps, differs from one student to another.

Despite the teachers’ effort in formulating and implementing a set of class room etiquettes that are expected of a student, there exist a gap between students’ behavior and the established standards. So, understanding beyond the students’ expectations and their actual classroom behavior becomes essential and requires a deep study, in order to extract alternatives to resolve expected and unexpected behavior of students.

Each teacher may be devising different approaches or sets of techniques to apply in various situations inside the class room. But, its effectiveness depends on the user’s ability and the readiness of the student as well as the situation in which it is applied.

Following are the few challenging behavior of students and suggested measures: 1. Attention seekers: These students want to be heard often and tries to divert others attention on them. They give unusual comments or do unusual actions in order to attract maximum attention from others. They are selfish, and never wanted others to be their equal.

Ways to manage this behavior: Rectify their indecent behavior instantly, if you identify that his behavior exceeds the limitation. Talk to them privately and frankly share the ill effect of it, and request them to change it.

One best way of overcoming such kind of student is to avoid their actions and reactions, so that it will lead to extinction of their indecent behavior.

2. Use of modern gadgets: Almost all the students carry modern devices such as mobile phone, laptop, tablet, etc., inside the class room, which not only diverts their attention but also interrupts other attention. For instance, there are students who use mobile phone to chat, or to browse internet, etc., during class lectures that exasperate the teacher.

Ways to manage this behavior: Give clear instructions to the students to avoid using any electronic gadgets during class lectures, advise them to keep their mobile phones in either switched off or silent mode (without activating vibration alert ). Frequent offenders can be awarded reasonable penalty. Consistently link their offences with penalty in order to weaken their repetition.

3. Dominant attitude: There are students in class room who always try to dominate others, want to take the lead and control the entire class. For instance, there are students in a class who always takes the chance in answering questions asked by the teacher, whether they know or don’t know the answer. This type of students try to show that they are better than their mates in terms of their knowledge,talents, skills, etc., and never intent to give chance to others, which affects the social relationship.

Ways to manage this behavior: For instance, when you ask questions to the students, invite the less-responsive students. The purpose is to mitigate the impact of indecent dominant behavior. This will foster community in the class-room, where by the reticent students are encouraged and motivated to speak-up. If the dominant students still continue their old habits then the best way is to talk to them privately. Tell the dominant student that you appreciate and acknowledge his/her enthusiasm and willingness to participate, but you would like to hear the answers or opinions or ideas of all the students in the class, and you intent to give opportunity to all his/her mates. Request him/her if he/she could wait to respond to some questions until others have had their chance.

4. Uncivil and Disrespectful: The civility of the students lays the foundation for respectful and productive class sessions. There are some students in a class who never try to understand and acknowledge the feelings, thoughts, etc., of their fellow class mates as well as the teacher, and their rude behavior has negative impact on the entire class.

Ways to manage this behavior: Undeniably, all schools/ institutions have well formulated policies that serve as guidelines in order to control the behavior of its students. The policies should also outline the consequences of breaking such norms. In the absence of such policies, a teacher can develop certain guidelines and implement them in the class/ course. Convey your expectations to them and clarify why you intent to have such norms in your class. To act as a reminder to the students, provide them hard copy of the rules and regulations and also paste it inside their class room.

5. Inattentive students: Some students are physically present but mentally absent in the class. They are carried away by their own thoughts, or focusing their attention on other works, for instance,writing assignments, reading unrelated books, magazines, etc., or chatting with their own friends during class lecture, which affects the student’s learning opportunities.

Ways to manage this behavior: The major strategy should include effective way of delivering your lectures. Use humor from time to time to bring back the lost students into the lecture, give them one or two minute rest whenever you feel necessary for the students to relax. Involve the students in class discussion so that students who are deviating will be fitted into the right track. Allow students to rotate their seats on a regular basis, for instance, moving those easily distracted back-row students to the front row.If a particular student’s inattentive behavior persists, talk to him/her personally and enquire about the reasons behind his lack of attention in the class. Provide suggestions based on the student’s response.

The aforementioned challenges are daily encounters of every teacher, but many teachers fail to understand the indecent students’ behavior and never bother to find solutions to resolve it. Various techniques or approaches are outlined to ease the burden of many teachers in managing indecent students’ behavior.

Dabur’s Pradip Burman among 3 named for holding black money accounts abroad

NEW DELHI, OctObEr 27 (agENcIEs): In an important revelation, the Centre on Monday released eight names against whom it has started prosecution for allegedly stashing black money in foreign banks.

Pradip Burman (former director, Dabur India Limited) and Pankaj Chimanlal Lodhiya (chief promoter of Rajkot-based Shreeji Trading Company) are the Indians named in an affidavit filed by the government in the Supreme Court.

Goa-based mining company Timblo Private Limited and its five directors were also among the names that figured in the list. The affidavit, filed days after the government came under attack from political rivals that it was chary of revealing names, said that these names have been received from French authorities and other countries.

Promising to disclose more names of black money holders who have come under its scanner, the government said that all foreign bank accounts cannot be termed as “illegal”.

The additional affidavit on the black money issue was filed today in furtherance of its affidavit recently when it had said that names of account holders in foreign banks cannot be disclosed till there is evidence of tax evasion against them and prosecution is launched in India.

While Burman’s name was received from French authorities, the names of Lodhiya and others have been received from “other countries”. The list names Timblo Private Limited and its directors Mrs Radha Satish Timblo, Chetan S Timblo, Rohan S Timblo, Mrs Anna C Timblo and Mrs Mallika R Timblo. It was not clear whether the

Shortly after the disclosure in the Supreme Court, Dabur India promoter family, Burmans said the account complied with all legal requirements.

“We wish to state that this account was opened when he (Pradip) was an NRI, and was legally allowed to open this account,” a Dabur spokesperson said in a statement.

“We have followed all the laws and the complete details regarding the account have been voluntarily, and as per law, filed with the Income Tax Department, and appropriate taxes paid, wherever applicable,” he added.

Lodhiya denied having a Swiss bank account. “We have already declared in the income tax and there is nothing...We don’t have any Swiss account that is the only thing which I can say,” he said.

Transform traditional methods of audit: Pranab

NEW DELHI, OctObEr 27 (IaNs): President Pranab Mukherjee on Monday said as “Digital India” has become the backbone of government functioning, it calls for a transformation of traditional methods of audit, a Rashtrapati Bhavan statement said.

Speaking at the inauguration of the 27th Conference of Accountants General on the theme “Promoting Good Governance and Accountability through Public Audit” here, Mukherjee said platforms used for delivery of public service influence the conduct of audit.

The president said: “As ‘Digital India’ becomes the backbone of government functioning, it calls for transformation in the traditional methods of audit.

The leverage that e-governance can provide for improving efficiency, cost and coverage of audit has to be utilised well by revisiting

your standard operating procedures.”

He added: “We must remember that as watchdogs of national public finances, the institution of CAG (Comptroller and Auditor General) has a positive and pre-eminent role in accelerating national development.” Mukherjee said that audit “is a means to an end rather than an end in itself” and should be considered a tool for improvement.

He said: “Audit findings are a barometer of good governance, their utility is manifested only when all the stakeholders, particularly the executive, legislature and citizens believe in the credibility of these findings and use them for enhancing the quality of governance.” The president said: “This casts a great responsibility on the public auditor to conduct audit professionally with utmost diligence and independence, and to report in a fair and balanced manner...

The government in its 10-page affidavit submitted that it cannot disclose all the information and names of account holders in overseas banks, received from foreign countries, unless there is a “prima facie” evidence of wrongdoing for launching prosecution for tax evasion.

“The government is committed to disclose names of persons holding illegal money abroad. However, every account held by an Indian in a foreign country may not be illegal and the fundamental right of citizens to privacy under Article 21 of the Constitution cannot be ignored and has been recognised by this court,” it said, adding the names and information/ documents cannot be disclosed even even under a proceedings under Article 32(1) of the Constitution.

It submitted the apex court to clarify its earlier order directing it to reveal

even the names of foreign bank account holders against whom no evidence was found for stashing black money saying the government would have a problem entering into tax agreements with other countries.

“There is absolutely no intention on the part of the government to withhold information, including names of persons who have stashed black money abroad, but only to seek certain clarification that will enable the government to enter into agreements with other countries under which information relating to unaccounted money lying abroad can be obtained,” it said.

“The information received under these tax treaties and agreements will be disclosed after following the due process of law, in all cases where evasion of tax is established. The intention of the present government is clear and unambiguous.”

“The government is keen to

unearth black money held abroad and for that purpose it will use all diplomatic and legal means and also all investigating agencies to obtain information that can assist in such unearthing,” the affidavit said.

The government said various tax agreements authorise disclosure of information in public court proceedings that are consequent to establishing of tax evasion and thus in all cases of tax evasion where a complaint/prosecution is filed, the names/information/documents will be made public.

“Several more cases are under process and the names of persons prosecuted will become public in due course. The SIT will also be kept informed about the outcome of the investigations,” it said.

The Narendra Modi government, which promised to bring back black money stashed by Indians in foreign banks, expressed its commitment to bring

back unaccounted money and submitted that one of its first act after it was formed on May 26 was to constitute the SIT as per the apex court’s direction.

It said right to privacy is an integral part of right of life and accordingly information received under a tax treaty cannot be disclosed unless there is prima facie case of tax evasion. The Centre submitted that the apex court should clarify that it is not prohibited to enter into a treaty wherein a commitment may be made by the government to maintain the confidentiality of information received as per international standards.

It said that as per the international standards, the information received under the tax treaties can be used only for tax purposes and such other purposes as permitted in the treaty.

Invisible India at global food fair

ParIs, OctObEr 27 (IaNs): If India prides itself on being one of the largest producers of foods, vegetables and meat, there was nothing to be proud about the Indian pavilion at one of the world’s largest food processing shows held in Paris this week.

The Salon Internationale de l’Agroalimentaire (SIAL) or the International Food Show is touted as the world’s largest food exhibition, with over 130 countries converging to meet and do business with their suppliers as well as discover novelties, in foods, packaging, technology, etc.

India has been a regular participant at SIAL for decades. However, the country remains quasi-invisible and its participation is rather shabbily organised.

For starters, there are two organisations - both part of the Ministry of Commerce and Industry - that take the lead in setting up the Indian pavilion. One agency, the India Trade Promotion Organisation (ITPO), takes the space for most of the Indian participants at the event, for the so-called India Pavillion and the other, the Agriculture Products Export Development Authority (APEDA), then leases a significant part of this space to place

its members or Indian food exporters.

The coordination between the agencies seems minimal, leading to a dispersal of Indian participants, making Indian Pavilion look minuscule, when compared with practically all other nations, including Spain, Greece, Turkey, Morocco, Brazil and the US, whose pavilions were not only several times bigger but also better organised and decorated, making them visible from a distance, a very important factor in a crowded exhibition area.

“This location is perhaps the worst possible. Any further away, we would have been out of the exhibition area.

Of course, our committed and regular buyers will find us and come here, but we don’t invest so much time and money in these exhibitions to only meet our regular buyers. Instead, we come here for market development and reach out to new clientele. That, unfortunately, is not possible due to the bad visibility and positioning here,” complained a tea exporter from Kolkata.

Another sore point about India’s participation in the food show was the near total absence of food, Visitors to other pavilions were spoilt for choice to sample foods of all kinds.

Government trade bodies from these

countries, notably Greece, Italy, Spain and Thailand were keen to invite buyers to sample their food.

In sharp contrast, the Indian pavilion was bereft of any kind of food as even the cashew export promotion council stand did not have any cashews for free sampling.

The only exceptions that saved the day was an Ahmedabad-based company serving hot, steaming idlis, a stand of the food processing industries ministry offering sampling of Indian wines to visitors and the Tea Board offering Indian teas. This excludes some small portions of biryani which was made and served mainly to the Indian exhibitors and officials!

Most visitors were bemused by the deserted look of the Indian Pavilion as far as even basic treats were concerned.“This is a food fair and if here I cannot get to sample or see for myself what a particular product looks or tastes like, I would have a hard time buying it,” Sandisegaran, an importer and distributor of Asian food in Paris said. Officials of the nodal agencies present at the pavilion blamed lack of adequate budget besides lack of coordination between the various departments for the poor presentation of India.

Vietnam Pm on India visit; signs of growing closeness NEW DELHI, OctObEr 27 (IaNs): Highlighting the growing closeness in their ties and the strategic nature of their relationship, Vietnam Prime Minister Nguyen Tan Dung begins his two-day state visit to India Monday, the third high-level exchange between the two countries in two months.

The Vietnamese visit comes even as both countries are set to launch daily direct flights, with Jet Airways to start flights on Nov 5 between Mumbai, Delhi and Ho Chi Minh city,

while Vietnam Airlines will start flights between Hanoi and New Delhi in 2015 under a code share agreement with Jet Airways. The direct flights are expected to give a fillip to economic and tourism ties besides boost people-to-people relations between the two countries.

During 2013-14, trade between the two countries stood at $8 billion, registering a growth of over 30 percent over the previous year.

Earlier, the UPA government on April 29 this year revealed names of 18 persons in the apex court who had allegedly stashed black money with LST bank and against whom prosecution has been launched by the IT department.

The names included that of Mohan Manoj Dhupelia, Ambrish Manoj Dhupelia, Bhavya Manoj Dhupelia, Manoj Dhupelia and Rupal Dhupelia from Ambrunova Trust and Marline Management.

Centre had said that IT department also found evidence against four members of Manichi Trust-Hasmuk Ishwarlal Gandhi, Chintan Hasmukh Gandhi, Madhu Hasmukh Gandhi and Late Mirav Hasmukh Gandhi.

It said that prosecution has been initiated against Chandrakant Ishwarlal Gandhi, Rajesh Chandrakant Gandhi, Viraj Chandrakant Gandhi and Dhanalaxmi Chandrakant Gandhi from Ruvisha Trust.

Names of Arunkumar Ramniklal Mehta and Harshad Ramnikal Mehta from Dainese Stiftung and Dryade Satiftunf trust was also mentioned in the list.

KM Mammen from Webster Foundation, Arun Kochhar from Urvashi Foundation and Ashok Jaipuria from Raj Foundation were also named.

centre to link mobile SIm with Aadhaar: Official NEW DELHI, OctObEr 27 (IaNs): The central government is working hard to link mobile SIM with the Unique Identification (UID) number or Aadhaar, a senior official said here on Monday.

“The Prime Minister has directed us to link the SIM of the mobiles with the Unique ID. We are working on that issue and I am sure we will be able to resolve issues,” said R S Sharma, secretary of the Department of Electronics and Information Technology. “The idea is the mobile should become a very very strong factor in authentication and also a factor for getting information and transaction. If that happens, then it will an enable and empowering tool for the people of India,” he said.

He said the secretary of the department of telecom is having deliberations with various departments to facilitate the work of linking mobile SIM with Aadhaar cards.

This project is a part of the Digital India programme.

“The programme that has been envisaged by Digital India will boost more ecommerce in India. We are standing in the cusp of digital revolution,” Sharma said.

Speaking about his recent visit to South Korea, Sharma said: “We went to South Korea to promote domestic manufacturing of electronics in the country.”

“So, we had gone to South Korea to meet with the industry leaders there,” Sharma said. “Specifically, we met LG and Samsung and number of other industrial leaders and we emphasised to them that it will make sense to produce in India not only for domestic market, which is so huge, but also to export from India to other neighbouring countries,” he said. D

rugmakers are racing to develop vaccines and drugs to address the worst outbreak of Ebola in history. It's unclear who will pay for their products, but companies are betting that governments and aid groups will foot the bill.

There are no proven drugs or vaccines for Ebola, in large part that's because the disease is so rare that up until now it's been hard to attract research funding. And the West African nations hardest hit by the outbreak are unlikely to be able to afford new Ebola vaccines and drugs.

But governments and corporations now are shifting millions of dollars to fight Ebola in the wake of the outbreak that has infected more than 10,000 people and killed over 4,900. Experts say drugmakers are wagering that international groups and wealthier governments like the U.S. will buy Ebola vaccines and drugs in mass quantities to stockpile them for future use once they're deemed safe.

"The political bet is that the U.S. and World Health Organization have been so embarrassed and burned by this event that they will

be willing to change the way they do business," said Professor Lawrence Gostin of the Georgetown University Law School, who studies global health issues.

Drugmakers have benefited from stockpiling before. During the bird flu pandemic of 2009, Western governments spent billions to stock up on drugs and vaccines that mostly went unused. Shelf-life varies by product, but can be as little as a year.

Still, it's unclear who will pay for the Ebola vaccines that are in development, even after a WHO meeting on Thursday that included government officials, drugmakers and philanthropic groups.

"Something concrete needs to be developed soon," said Dr. Manica Balasegaram of Doctors Without Borders, who attended the meeting. "This needs to done in tandem for us to prepare for when these vaccines are deployed in the larger scale beyond clinical trials."

Even with the uncertainty, drug companies are rushing to begin testing in patients.

The New Brunswick, New Jersey, company is spending up to $200 million to speed up production of the vaccine, which it licensed in part from a Danish company last month. If safety tests are successful, the company hopes to begin large clinical trials in May 2015.

The two leading Ebola vaccines in the pipeline have largely been funded by government efforts, but their testing is being completed by a combination of corporate and

public financing.

Human trials of a vaccine co-developed by the U.S. National Institutes of Health and GlaxoSmithKline are being funded by the company, its charitable trust and funds from the U.S. and British governments. It is being tested for safety in the U.S., Britain and Mali. GSK said it might be able to make about 1 million doses of its vaccine per month by the end of 2015, assuming that some logistical and regulatory hurdles can be overcome.

er, NewLink Genetics, holds the license on the second front-runner vaccine, which was initially developed by the Public Health Agency of Canada and has been sent to the U.S. Walter Reed Army Institute of Research in Maryland for testing on healthy volunteers, with preliminary safety results expected by December.

Dr. Marie-Paule Kieny from the U.N. health agency told reporters last week that millions of doses could be available in 2015 in West Africa if early tests proved

that the two leading experimental vaccines are safe and provoke enough of an immune response to protect people from being infected with Ebola. Kieny also said five other possible Ebola vaccines should start being tested in March, but she gave no details about who is making them, or where those five vaccines would be tested.

Virologist Ben Neuman said the unprecedented focus on Ebola also will benefit smaller companies that are developing drugs that can slow the diseases, such as MAPP Pharmaceuticals of San Diego and Tekmira Pharmaceuticals of Canada.

"There are lots of very promising options out there," said Neuman, a professor at the University of Reading in Britain. "One of the treatments or vaccines that they are trying now is going to work. But we don't know which one."

While there are no reliable estimates of the potential market size for an Ebola drug or vaccine, some drugmakers have already seen their stocks rise on the potential of the therapies in their pipelines.

Neuman noted that while Ebola was only confirmed at the end of March, there were reports of suspected Ebola in January. Tekmira's stock price tripled between January and April of this year.

"For small pharma, the fate of the company can turn on one drug like these," he said.

In 2009, Roche saw sales of its Tamiflu antiviral medication jump by $1.74 billion as governments around the world snapped up drugs in anticipation of a bird flu outbreak that never materialized. The U.S. has provided billions of dollars of incentives to reinvigorate flu vaccine production by companies like Glaxo and Novartis.

Because of complex testing and manufacturing procedures, vaccines are expensive to produce and only a handful of companies compete in the space.

The U.S. government's Biomedical Advanced Research and Development Authority also awards federal contracts to keep drugmakers producing other emergency countermeasures, including antibiotics, anthrax vaccines and treatments for botulism. But since September, the agency has allocated more than $32 million toward companies working on vaccines and drugs for Ebola.

"To me, Ebola is a game changer," Gostin said.

"All the things we thought about in terms of research priorities and development of drugs and vaccines need to be rethought."

Cocoa may reverse memory decline

NEw YORk, OctObER 27 (IANS): Age-related memory decline can be reversed with a little alteration in your diet, specifically the inclusion of cocoa flavanols, showed a research. Flavanols are naturally occurring antioxidants and are also found in tea leaves and in certain fruits and vegetables.

The study provides the first direct evidence that one component of age-related memory decline in humans is caused by changes in a specific region of the brain - the dentate gyrusa - and that this form of memory decline can be improved by

a dietary intervention.

“When we imaged our research subjects’ brains, we found noticeable improvements in the function of the dentate gyrus in those who consumed the high-cocoa flavanol drink,” said lead author, Adam Brickman, associate professor at the Columbia University Medical Center (CUMC) in the US. In the study, 37 healthy volunteers, ages 50 to 69, were randomised to receive either a high-flavanol diet (900 mg of flavanols a day) or a low-flavanol diet (10 mg of flavanols a day) for three

months. The high-flavanol group performed significantly better on the memory test.

“If a participant had the memory of a typical 60-yearold at the beginning of the study, after three months that person on average had the memory of a typical 30or 40-year-old,” senior author (CUMC), Scott A. Small added. The researchers noted that the product used in the study is not the same as chocolate, and they caution against an increase in chocolate consumption in an attempt to gain this effect. The study appeared online in the journal Nature Neuroscience.

SEOUL, OctObER 27 (AP): South Korean prosecutors on Monday demanded the death penalty for the captain of a ferry that sank in April, killing more than 300 people, and life sentences to three key crew members, news reports said.

Prosecutors also requested that a district court sentence 11 other crew members up to 30 years in prison on charges that they were negligent and failed to protect passengers when the ferry was sinking April 16, South Korean media reported. Most of those who died in the disaster were high school students on a school trip.

Capt. Lee Joon-seok and three other crew members from the ferry Sewol were indicted on homicide charges, alleging they were negligent and failed to protect passengers when the ferry sank. Eleven other crew members were indicted on less serious charges.

The 15 crew on trial were among the first group of people to leave when the ship began badly listing.

Rousseff took 51.6 percent of the votes and center-right challenger Aecio Neves had 48.4 percent, with almost all ballots counted. But the globe's seventhlargest economy has underperformed since 2011, with some fearing it could put the social gains at risk.

"Dilma has social inclusion on her side, but the macroeconomic policies during her first four years in office have been very weak," said Carlos Pereira, a political analyst at the Getulio Vargas Foundation, Brazil's leading think tank.

"Inflation has returned, the country is in a technical recession and public spending is out of control. It is less likely she will be able to offer social inclusion and macroeconomic stability at the same time."

The choice between Rousseff and Neves split Brazilians into two camps — those who thought only the president would continue to protect the poor and advance social inclusion versus those who were certain that only the contender's market-friendly

economic policies could see Brazil return to solid growth.

Rousseff and Neves fought bitterly to convince voters that they can deliver on both growth and social advances. This year's campaign is widely considered the most acrimonious since Brazil's return to democracy in 1985, a battle between the only two parties to have held the presidency since 1995.

Neves had hammered at Rousseff over a widening kickback scandal Petrobras, with an informant telling investigators that the Workers' Party directly benefited from the scheme.

Rousseff rejected those allegations and told Brazilians that a vote for Neves would be support for returning Brazil to times of intense economic turbulence, hyperinflation and high unemployment, which the nation encountered when the Social Democrats last held power.

"We've worked so hard to better the lives of the people, and we won't let anything in this world, not even in this crisis or all the pessimism, take away what they've conquered," Rousseff said before voting in

southern Brazil.

In Brazil's biggest city of Sao Paulo, thousands of Workers' Party supporters gathered on a main avenue, waving banners as a truck with giant speakers blasted Rousseff's campaign jingles.

"I'm very happy because I think the construction of Brazil has barely begun and now we will have continuity," said Liliane Viana, a 56-year-old retired federal government worker. "I was afraid we were going to move backward. Now I am extremely excited."

Neves was a two-term governor in Minas Gerais state who left office in 2010 with a 92 percent approval rating. He surged at the end of the presidential race to score a surprise secondplace position and force a runoff vote against Rousseff.

Speaking from his hometown of Belo Horizonte, he thanked the "more than 50 million Brazilians" who voted for him.

"I will be eternally grateful to each and every one of you who allowed me to dream again of the construction of a new project," he said. "I fought the good fight. I fulfilled my mission and I kept the faith."

tORONtO, OctObER 27 (IANS): Committing mistakes while learning can benefit the memory and lead one to come up with the correct answer, but only if the guess is a near miss, a research revealed. “ Ma k i n g ra n d o m guesses does not appear to benefit later memory for the right answer but near-miss guesses act as stepping stones for retrieval of the correct information - and this benefit is seen in younger and older adults,” said lead investigator Andree-Ann Cyr from the Baycrest Health Sciences’ Rotman Research Institute and the University of Toronto.

In the latest study, 65 healthy younger adults (average age 22) and 64 healthy older adults (average age 72) learned target words like rose, based either on the semantic category it belongs to (a flower) or its word stem (a word that begins with the letters ‘ro’).

For half of the words, participants were given the answer right away (‘the answer is rose’) and for the other half, they were asked to guess before seeing the answer (a flower: ‘is it tulip? or ro___ : is it rope?’).

The researchers wanted to know if participants would be better at remembering rose if they had made wrong guesses prior to studying it rather than seeing it right away.

They found that remembering improved if participants’ learnt on the basis of categories (a flower).

Guessing made memory worse when words were learned based on word stems (ro___).

This was the case for both younger and older adults.

“This is because our memory organises information based on how it is conceptually rather than lexically related to other information,” Cyr added.

For example, when you think of the word pear, your mind is more likely to jump to another fruit, such as apple, than to a word that looks similar, such as peer.

The latest research provides evidence that trialand-error learning can benefit memory in both young and old, when errors are meaningfully related to the right answer. And can harm memory when they are not.

The paper appeared in the Journal of Experimental Psychology: Learning, Memory, and Cognition.

A tool to monitor adverse effects of the cancer drug tORONtO, OctObER 27 (IANS): A new portable device can correctly measure a patient's blood for the effects of methotrexate, a commonly used but potentially toxic cancer drug, in less than a minute.

The standard tools currently used to measure the toxicity level of methotrexate takes around half an hour.

"Testing was conclusive: not only were the measurements as accurate, but our device took less than 60 seconds to produce results, compared to 30 minutes for current devices," said lead researcher Jean-Francois Masson from the University of Montreal in Canada.

The new tool is also ten times less expensive than the equipment currently used in hospitals, the researchers claimed. This nanoscale device has an optical system that can rapidly gauge the optimal dose of methotrexate a patient needs, while minimising the drug's adverse effects. The device works by a technique called surface plasmon resonance.

Roughly, it measures the concentration of serum (or blood) methotrexate through gold nanoparticles on the surface of a receptacle. The gold nanoparticles change the colour of the light detected by the instrument. And the colour of the light detected reflects the exact concentration of the drug in the blood sample.

Methotrexate has been used for many years to treat certain cancers, among other diseases, because of its ability to block the enzyme dihydrofolate reductase (DHFR). "While effective, methotrexate is also highly toxic and can damage the healthy cells of patients, hence the importance of closely monitoring the drug's concentration in the serum of treated individuals to adjust the dosage," Masson concluded.

MANCHESTER, OCTObER 27 (AP): Premier League leader Chelsea dropped points for only the second time this season by conceding a last-gasp equalizer at Manchester United that will also have been celebrated in the blue half of the city on Sunday.

Chelsea was on the verge of moving eight points clear of Manchester City — arguably its biggest rival for the title — when Robin van Persie rammed home a loose ball in the fourth minute of injury time in a 1-1 draw at Old Trafford. Didier Drogba put Chelsea ahead in the 53rd minute with a glancing header from a corner, for the 36-year-old striker's first league goal since joining the club for a second spell.

Surprisingly, Southampton is Chelsea's nearest challenger after nine games, four points behind Jose Mourinho's unbeaten side.

City is two points further adrift in third after losing 2-1 at West Ham on Saturday and United remained 10 points off the pace.

Tottenham's disappointing start to the season continued with a 2-1 loss at home to Newcastle, which further eased the pressure on visiting manager Alan Pardew.

Samuel Eto'o scored twice in Everton's 3-1 win at Burnley, which is second from bottom and the only team in England's top four leagues without a victory this season.

ollowing the successful ministry of the Dimapur Ao Baptist Church (DABA) youth ministry through the album “Takumtzu Ayong” in 2013, the praise and worship team is now bringing praise-and-worship songs to greater heights of recognition and popularity.

The album was a made popular particularly among the Ao churches due to the reason that all the songs were originally composed and sang in Ao dialect by the praise and worship team of all the eight fellowships and the general

team under DABA Youth Ministry. Some of the stand out songs of the album includes the title song “Takumtzu Ayong”, “Tematiba San Chanu” and “Pa sangang.”

The album music stands out for its straightforward simplicity that exalts God, and which contributes in making worship songs catchy.

With the mission to promote singing in Ao dialect, the team organized a “Praise and worship Concert” from October 24 to 26, 2014. The concert was successfully held at Chuchuyimlang Village on October 24 and at Mokokchung

Town Baptist Church (MTBA) on October 26. The team also conducted worship service at Yisemyong and Marepkong.

During the concert, along with ministering through songs, the youth director Imnatoshi Longkumer delivered the word of God. The team comprising of 37 members were lead by two associate pastors - Rev Maong Lemtur and Rev Kika Jamir along with Mufutiba, deacon, S Sanen, advisor cum treasurer, youth director Imnatoshi and associate youth director Jongshimanen Jamir.

"Weirdly it felt a lot more like my day job than it did like modeling," she said, adding "eww!" with a grimace as she spit out the M-word. Along with the ads, Kendrick teamed with the brand for its 2015 "The Year of Adventure" campaign where she will collaborate on film and social media projects.

In a recent interview, Kendrick discussed her foray into fashion, having a Cinderella moment in "Into the Woods" (due out at Christmas) and her next big adventure.

AP: You have three upcoming musicals: "Into the Woods," ''The Last 5 Years" and "Pitch Perfect 2." Coming from a musical theater background, is this your dream come true?

Kendrick: I was so excited when it started to feel like people are going to make movie musicals again. So I mean it wasn't my master plan, but I'm really happy that that is a trend that is happening and I hope it stays.

Mokokchung’s biggest sporting event came to a close today with Fusion Sporting Club from Chuchuyimlang lifting the coveted MDFA Trophy after registering a comprehensive victory over Sports Society Soyim in the final match of the 20th Mokokchung District Football Association Trophy 2014, played at Imkongmeren Sports Complex, Mokokchung. This is Fusion’s second MDFA title and the Chuchuyimlang side with today’s result has edged themselves in the history of the MDFA Trophy as one of the most consistent teams.

In their five appearances at the MDFA Trophy, they have always made it to the semi-finals, making it to the final on three occasions and winning twice.

Sports Society Soyim, one of the oldest foot-

balling clubs in Mokokchung, had been participating in the MDFA Trophy since its inception but is yet to lift the trophy and this was their maiden appearance at the MDFA Trophy.

SSS are attaining 25 years next year and a win today would have ensured them the silverware to glitter at their Silver Jubilee celebrations but Fusion had other things in mind. SSS has the largest fan base at MDFA and the galleries are always alive when this team from Ungma plays a game, and after missing out at this year’s edition, this side is expected to come back even stronger next year.

Despite what the score line says, the final match played today was an epic football match that entertained the more than 4000 spectators that turned up today worth their money.

NEW DELHI, OctOBER 27 (PtI): A remorseful L Sarita Devi has pleaded with the International Boxing Association (AIBA) to lift the provisional suspension imposed on her for refusing to accept her bronze medal in the Asiad, saying that she deeply regrets her outburst on the podium and would never repeat it.

Sarita's participation in the World Championships next month has been jeopardised due to the suspension imposed on her for refusing to accept the medal after a controversial semifinal loss in the Asian Games at Incheon.

"I do accept that the incidents should not have happened and I deeply regret the incidents with a pledge that this will never happen again," the former world and Asian champion has written in her reply to AIBA's notice.

"Realising my mistakes, I had immediately tendered an apology letter to Olympic Council of Asia (OCA) and the Organising Committee of the Asian Games 2014 and accepted the bronze medal," she said. Sarita said her impeccable disciplinary record before the Asiad furore should be taken into account when her fate is decided by the AIBA's disciplinary committee.

NEW DELHI, OctOBER 27 (AP): The president of Boxing India wants AIBA to revoke a provisional suspension on female boxer L. Sarita Devi for protesting at the Asian Games. Devi protested against the decision in the 60-kilogram bout by refusing to bend down to let the medal be placed over her neck. She then took the medal and slipped it onto the neck of Park Ji-na, who had been declared the winner of the semifinal bout. The South Korean boxer tried to give it back, then left it on the podium.

"It was purely an emotional reaction and not preplanned," Sandeep Jajodia said Monday after a meeting with sports ministry and Indian Olympic Association officials to discuss the course of action. "We don't deny that it was disrespectful toward the code of conduct for athletes but she tendered an unconditional apology."

The protest prompted AIBA technical delegate David Francis to say it "looked like a well-planned scenario by her and her team." South Africa soccer captain Meyiwa killed by intruders JOHANNESBURG, OctOBER 27 (AP): The captain of South Africa's national soccer team was fatally shot when armed men broke into the house where he was staying, police said. Goalkeeper Senzo Meyiwa was killed around 8 p.m. Sunday after two gunmen entered a house in Vosloorus township near Johannesburg while an accomplice waited outside, the national police force said on its Twitter account.

The three assailants then fled on foot, according to the police service, which offered a reward of nearly $14,000 for information leading to arrests in the case.

Police said there were seven people in the house during the attack, and that the shooting followed an "altercation." Authorities said they would do everything possible to find the killers.

South Africa has a high rate of violent crime, but it was not immediately clear whether the house where Meyiwa was staying was targeted by thieves or gunmen with another motive.

Solomon Makgale, a South African police spokesman, declined to comment, referring The Associated Press to updates on the police Twitter account.

Prosecution to appeal Pistorius conviction, sentence

JOHANNESBURG, OctOBER 27 (AP): South African prosecutors will appeal the verdict and sentencing of Oscar Pistorius, who was handed a 5-year prison term after being convicted of culpable homicide, the country's National Prosecuting Authority said Monday. "We are appealing it," said Nathi Mncube Mncube, a prosecution spokesman. "Both conviction and sentence."

Prosecutors will file papers in court, and more details about their appeal arguments will be available at that time, Mncube said.

Pistorius started serving his prison sentence on Oct. 21 after he was acquitted of murder by a judge and found guilty of a lesser charge of culpable homicide, or manslaughter, for shooting girlfriend Reeva Steenkamp through a toilet

door in his home last year.

Under the current terms, the Olympic runner is eligible for release after 10 months and would then complete his sentence under house arrest.

At the time of the sentencing, Mncube said prosecutors were disappointed with the culpable homicide conviction and that prosecutors believed they had a strong murder case against the double-amputee athlete.

The decision to go ahead with further court action means Pistorius could still face a murder conviction and a much longer prison term for killing Steenkamp.

Chief prosecutor Gerrie Nel laid the groundwork for the decision to appeal, speaking with Prof. James Grant, a criminal law specialist at Johannesburg's University of the Witwatersrand, Mncube said.

Judge Thokozile Masipa's decision to acquit Pistorius of the culpable homicide charge had been questioned by some legal analysts. Grant, a television analyst during Pistorius' trial, was among them and wrote on Twitter that he had advised prosecutor Nel to appeal. He said he agreed to assist. Experts say there are grounds for an appeal, partly because the judge may have misapplied a part of South

African law called "dolus eventualis" — which says someone should be found guilty of murder if they foresaw the possibility of killing someone and went ahead anyway. The experts questioned how Masipa ruled that Pistorius did not predict that someone might die when he decided to shoot four times from close range into a small toilet cubicle in his home, hitting Steenkamp in the hip, arm and head.
