CM removes Mmhonlumo from post of Parly Secy DIMAPUR, OCTOBER 28 (MExN): Nagaland State Chief Minister, TR Zeliang today ordered the removal of Mmhonlumo Kikon from the post of Parliamentary Secretary with immediate effect. This was informed in a notification issued by the Cabinet Secretary, RB Thong. Kikon is an MLA from Bhandari under Wokha District and was Parliamentary Secretary for Labour, Employment, Skill Development & Entrepreneurship and Border Affairs.

Protestors gathered in Zunheboto to condemn the alleged rape and murder of an 11 year old girl on October 28.
Zunheboto was shaken on Friday after a minor was found dead in a suspected case of rape and murder. As per the police, the victim, an eleven year-old girl, went missing on October 26 and her dead body was found two days later on October 28. Subsequently, police detained one youth on suspicion on October 27, who according to the police confessed to have committed the crime. The suspect identified by the police as one Hoshepu, in his early 20s, was reported to have been last seen with the girl. The police said that he disclosed the loca-

With the news of the discovery, security was beefed up in Zunheboto as a shocked civil society assembled at the town centre in the afternoon. KOHIMA, OCTOBER 28 (MExN): Nagaland Chief Minister TR Zeliang today asked the contractors and departmental officials to provide good quality roads to the people. Holding a review meeting on the progress of the 4-laning of Dimapur-Kohima National Highway with the contractors, NHIDCL, Border Roads Organisation and officials of the departments of National Highways and Roads & Bridges this afternoon, he said the people not only want the project to be completed on time but also that the work should be of high quality. “This is the first 4-lane project in the State and all eyes are on you,” he told the representatives of the contractors, the ECI and the Gayatri-Maytas firms, according to a press note from the CMO. The firms meanwhile said their priority is to complete the works before the stipulated time and at the same time, not to adversely affect the smooth flow of the traffic while the works are in progress. However, they expressed apprehension that in the process of executing the works there may come a time when only one-lane road can be made available for traffic and sought cooperation from the government in regulating the flow of traffic. Also in rocky portions where blasting has to be carried out with dynamite, the firms said traffic might have to be stopped completely for more than thirty minutes or more at a time for safety reasons. DIMAPUR, OCTOBER 28 (MExN): More organizations have come forward condemning the October 23 firing incident in Wokha where one GPRN/NSCN cadre was killed and the alleged occupation of the Mekokla Baptist Church by the 28 Assam Rifles. The Nagaland State Unit of the BJP condemned the alleged occupation and asked the higher authority to look into this matter with seriousness “as the sanctity of a worship place of any religion, be it a Temple, a Mosque or a Church needs to be respected by all.” “Moreover, the action of the 28 Assam Rifles under whose command it strayed cannot afford to tarnish the good image of armed forces in general,” it added. The party in a press note appealed to the armed forces to maintain utmost restraint while performing their duties and also appealed to all Naga political groups to adhere to the cease fire ground rules in the interest of the public.
All India Congress Committee (AICC) member, KV Pusa meanwhile said that such acts would create communal tension and create more fear among the public. He said India being a secular state, all religions should be treated equally. The congress leader also asked security forces and the Naga political groups to show restraint so as not to derail the ongoing peace process. He reminded that people want peace and early solution, adding that when efforts are being made to take the peace process forward, all should maintain maximum restrain from action which would create abnormal situation. He asked all parties to work towards confidence building measures so as to give tempo to the peace process. The AICC Member also asked the centre to be sincere to the ongoing peace process rather than delivering only a lip service. The former PCC President also asked the centre to revoke the Disturb Areas Act (DAA) from the state as
there is a peace process. The Central Nagaland Students’ Association (CNSA) termed the October 23 firing as “violation of Ceasefire Agreement.” It further urged the Government of India to revoke the Armed Forces Special Power Acts (AFSPA). Organisation (ENPO) meanwhile termed the incident as “extremely unfortunate and regrettable.” It asked both the security forces and cadres of the Naga political groups to maintain peace. “Such needless assault by the security forces must be avoided at all cost and adhere to the norms of ground rules and realities in future,” it added. A press note from the ENPO said it was appalled by the alleged occupation of the church and termed this action as “unconstitutional.” “It is an assault on the democratic and secular fabric of the country, and those responsible must be made answerable before the law,” it added. It further condemned the assassination attempt on the life of a senior FGN functionary and stated that intolerance and violence will only lead the Naga family in the further chaos, misunderstanding and crises. All forms of violence and especially political violence must be honestly and prayerfully uprooted, it urged.

DIMAPUR, OCTOBER 28 (MExN): Students of the Jawahar Navodaya Vidyalaya (JNV) Mon are on strike, protesting the non-availability of PGT-Chemistry teacher whose post is lying vacant since August 4, 2016. The JNV Mon students launched an agitation today whereby the whole school was locked down and classes did not take place. “Teachers and students were not allowed to enter inside the academic block and we will continue this strike until the problem is solved,” informed a press statement on behalf of the JNV students, Mon.
They lamented that the authorities are “not paying attention to our demand…At this tip point we are forced to launch agitation which has led to strike.” “The students here have been told to expect the teacher to be arriving every now and then but, at the end of the day everything remains the same and still no teacher was posted. All the higher authorities are silent on this matter. But their silence is not going to cover the wound, instead we are requesting them to take all the necessary steps and action to avail us our teacher,” the statement demanded.

Tening, OcTOber 28 (DiPr): Parliamentary Secretary for Municipal Affairs, Economics & Statistics, R. Tohanba formally inaugurated the Tening Town Council from Ad Hoc Town Committee under Peren district on October 28. Addressing the gathering Tohanba highlighted the various central schemes for Town Council like affordable housing, beneficiaries and loans system etc. He called upon the people to live smartly and be civilised while maintaining hygienic living. He also hoped that a lot of developments would come in the years ahead. MLA Namri Nchang thanked the government for upgrading Tening to Town Council. Rev. Beilieü Shüya shared about her experiences in religion as well as politics. She said that Nagas are uniquely blessed by God and though we are a small nation we are standing up to the mighty nation of India. She spoke about the importance of wearing our own traditional costumes and speaking in our mother tongues. She encouraged the gathering from 2 Timothy 1:7. If we do not act on time then the future of our coming generation is bleak, if we love our chil-
dren then we should not pass on to them a gloomy future. Therefore, he urged the good people to act together and overcome that which hinders us to progress and prosper. GVC notifies on ‘fake govt registered societies’
Peren, OcTOber 28 (mexn): The Gaili Village Council (GVC) has notified that many “fake government registered societies” in the name of Gaili village are functioning without the “legal authority.” The council, therefore, appeal to all such societies to appear before the Gaili Village Council from the date of issue of this notice till December 31, 2016 “to avoid further action.” GVC chairman Hegapungbe Haikube in a press release said that the council during its executive meeting passed the resolution regarding the “fake government registered societies” and request all HoDs not to entertain anyone without proper scrutiny of the societies concerned. Moreover, the council appeals to the HoDs that any project of contract should not be issued to any society/organisatio/individual in the jurisdiction of Gaili Village without the proper recommendation of the village authority. “Many fake government registered societies in the name of Gaili village are functioning without the knowledge of the authority concerned,” added the GVC chairman Hegapungbe Haikube.

A state level parliamentary quiz and youth parliament competition took place here today at ATI Imagine Hall with Minister for Social Welfare & Parliamentary Affairs Kiyanilie Peseyie as the chief guest. Addressing the inaugural function, Peseyie expressed happiness to the Education Department, other co-ordinating departments and the Department of Parliamentary Affairs for making this event a regular feature for the benefit of the youth in the state. Since then youth parliament competition for the schools of union territory of Delhi are being held and now the scheme has been extended to other parts of India as well, including Nagaland. “Democracy is not a new concept to India: It has a long tradition of tolerance of differing views and creeds, which is the hall-mark of any true democracy. There is also considerable evidence of widespread of existence of democratic institutions in ancient
India. It can be said with confidence that the Nagas too practiced democracy,” the Minister said. Peseyie mentioned that Youth Parliament Competition is a programme in which group discussion and role-playing techniques can effectively be used to promote democracy. He assured the students that the government would give support to them in their endeavor to inculcate ‘good habits’ of democracy. Parliamentary Affairs Secretary O.T. Chingmak Chang, IAS in his welcome address said the role of youth Parliament is to teach children democracy, equip them with debating skills, stimulate them to present their own thoughts and listen to those of others. He also said that the department, through the event, aims to channelize the energies of young students towards creativity rather than destruction and to help inculcate a sense of leadership. TNL reaffirms boycott on Ibobi Newmai News Network Imphal | October 28
The Tangkhul Naga Long (TNL), the apex body of the Tangkhuls, launched a tirade against Chief Minister Okram Ibobi Singh reaffirming its stand to boycott the latter in visiting Ukhrul district. TNL has been criticised and condemned by the state government, political parties, legislators and civil societies in the valley over the October 24 incident in Ukhrul. TNL president Weapon Zimik said, "The Ibobi government has chosen to remain a major hurdle to the Naga peace process and a mute spectator to the issue of nine "tribal martyrs."" He mentioned the incident wherein NSCN (IM) General Secretary Thuingaleng Muivah was barred by the state government from visiting his native village in Ukhrul and reiterated the declaration of "severance of ties" with the Manipur government by Naga social organisations. "The boycott on Ibobi will remain in force. He'll not be allowed to inaugurate any project in the district," Zimik maintained. The TNL President added that only concerned government officials would be allowed to attend the inauguration function, but not Ibobi. However, Deputy Chief Minister Gaikhangam has said that the CM would visit Ukhrul again to inaugurate projects. The newly constructed Ukhrul District Hospital, one of the projects, was found lacking adequate infrastructure as claimed by Zimik during an "inspection visit." He was visiting the hospital building accompanied by a media team on Thursday. The government was trying to mislead the people by organising the function to inaugurate the "yet to be finished" hospital, according to the TNL president. He said the 50-bedded hospital was having only 30 beds, besides proper infrastructure was not there. CM Ibobi contradicted the Naga social organisation's claim. As per his statement, all government projects scheduled to be inaugurated in Ukhrul were already completed.

Iboyaima, referred to as the Father of Social Work in Manipur, is survived by five sons and four daughters. He was also a follower of pioneer and eminent freedom fighter Hijam Irabot of Manipur. Iboyaima, one of the eminent figures of Manipur, spent his life for decades working for the Manipur society. Till he breathed his last, Iboyaima was the president of Irabot Foundation Manipur and also one of the important advisors of All Manipur United Clubs' Organisation (AMUCO). The last rites performed at his residence was attended by relatives, friends and hundreds of representatives from various civil societies.
Pregnant mother, five children electrocuted in Meghalaya Shillong, octobeR 28 (iAnS): A pregnant woman and her five children died of electrocution in Meghalaya's East Khasi Hills district on Thursday, an official said. Trisdolin Shangpliang, 35, and her children were electrocuted when electricity suspected to be leaking from a nearby transformer passed through their house in Nongthymmai Neng village in Mawphlang block, said the official who did not want to be named. The children killed were Kamulstar, 9, Sngewbhalang, 8, Bedingstar, 5, Shishalin, 2, and a seven-month-old baby. District Magistrate Peter S. Dkhar, however, said the cause of the deaths is yet to be ascertained. "I have ordered an inquiry by the Block Development Officer to ascertain the exact cause of the deaths," he said.
Railway to introduce more trains for north-east links AgARtAlA, octobeR 28 (iAnS): Three new trains will be introduced from November 12 to link important cities in the mountainous north-eastern region, a Northeast Frontier Railway (NFR) official said on Friday. Three weekly trains will run between Guwahati and Silchar (383 km), Guwahati and Agartala (577 km) and Dibrugarh and Agartala (721 km) in view of huge public demand," NFR Chief Public Relations Officer Pranav Jyoti Sharma said. The new trains will initially run for four months, and thereafter their frequency would depend on public response. Currently, train services are available in more than 25 cities in north-eastern region, including Guwahati, Silchar, Dibrugarh, Tezpur, Jorhat, Dhubri, Tinsukia, Shibsagar, New Bongaigaon, Hojai, Lumding, Maibang, New Haflong, Diphu, Badarpur, Karimganj (all in Assam), Agartala and Dharmanagar (Tripura), Itanagar (Arunachal Pradesh), Mendipathar (Meghalaya), Dimapur (Nagaland), Jiribam (Manipur) and Bhairabi (Mizoram). The NFR is now working to connect the remaining capital cities of the north-eastern states by 2020. Another NFR spokesman said a proposal to roll out 'Kaziranga Express' in Assam is also under consideration. Minister of State for Railways Rajen Gohain, a member of Lok Sabha from Assam's Nowgong, mooted the train proposal on the lines of 'Tiger Express' launched in June for Bandhavgarh and Kanha National Parks in Madhya Pradesh. The Kaziranga National Park is a World Heritage Site known to host 70 per cent of the world's onehorned rhinos, apart from a large number of tigers, elephants, wild water buffaloes and swamp deer.

This was pointed out as an immediate and “pressing concern” of the department at the annual conference of the Nagaland State Excise Field Staff Association (NSEFSA) held at the Excise Directorate in Dimapur on October 28. In a memorandum to the Parliamentary Secretary for Excise, BS Nganlang Phom, who was the chief guest of the conference, the NSEFSA stated the situation is such that vehicles assigned to the Superintendents of Excise have to double-up as “mobile pool/patrol vehicles.” While stating that the Excise department would like to depart from the “past paralysing antecedents and move to a new trajectory by creating an enabling

DIMAPUR, OCTOBER 28 (MExN): Governor of Nagaland, PB Acharya and other organizations today expressed shock and sadness over the demise of Hukato Naga, Chairman and Managing Director of HN Company, Dimapur in Nottingham, England on October 25. In a condolence message Acharya acknowledged that Hukato was a prominent businessman, social worker and a great human being. Hukato was an enterprising personality, a self made businessman and his life story inspired many young budding entrepreneurs of the State, he said. “Late Hukato was my friend and I had close interactions with
him.” His contributions for the development of the State will be remembered by all, Acharya added. Sumi Hoho in a condolence note stated that in Hukato’s demise, Nagas in general and Sumis in particular have lost a prominent figure. “He was a religious, hard working and efficient entrepreneur who was an icon to all the Naga youth,” added Sumi Hoho president, Toniho Yepthomi and general secretary, Vihuto Asumi. In a separate message, Dr. Nihoto P. Chishi, National Peace Prayer Centre (NPPC) chairman and Head GB of Nihoto village remembered Hukato as a man of fervent prayer. “He was a remarkable man for those of us who
had the privilege of calling him ‘prayer friend’. Even in his busy hour he was active in social work, and used to mingle with all, in simplicity. Currently, narcotics is under the state police jurisdiction. On transfers and postings, he said that it is practically impossible to entertain each and every request to be posted in Dimapur or Kohima. He further discouraged the culture of bringing “VIP notes” for transfer bids. While stating that the personnel should work in such a way that builds the image of the department, he added that as a revenue earning department, its personnel should be honest and sincere. Commissioner of Excise, Tarep Imchen, held that discipline is paramount in an enforcement agency. Modernising the department further calls for equipping the personnel with the requisite knowledge and skills, he added.

Whither Vine? Ending a vibrant web community Robinson Meyer The Atlantic
T
witter is shutting down Vine, the mirthful, hilarious, and often bizarre social network composed solely of six-second looping videos. In the next few months, the company will stop supporting the Vine mobile app, the primary venue of Vine production and consumption. Facing a stubborn lack of profits and a seemingly unending crisis of confidence, Twitter has chosen to shutter its weirdest and most distinctive product. In a post on Medium, Vine promises that its videos will stay online after the shut-down. “We’ll be keeping the website online because we think it’s important to still be able to watch all the incredible Vines that have been made,” says the release. “Thank you. To all the creators out there —thank you for taking a chance on this app back in the day. To the many team members over the years who made this what it was — thank you for your contributions. And of course, thank you to all of those who came to watch and laugh every day,” it continues. And how many people came. While Vine’s growth had slowed in the past year and a half, it was once one of the most vibrant and creative factories of culture on the internet. From 2012 to 2015, there was simply nowhere online like Vine. You could get lost in Vine like it was Wikipedia, and you could laugh on Vine like it was YouTube. It welded the old internet’s spontaneity and
“randomness” to the new social web’s scale and diversity. As the web continues to expand and corporatize, as more companies merge an Apple-like aesthetic with Walmart-like scale, it’s hard to imagine anything like Vine happening again. Few of the core features we think of as “Twitter” were invented by people employed by Twitter. None of the founders invented the 140-character message, the constraint that gives the service its verve; instead, they adopted it as a technical aspect of SMS texting. Nor did anyone at Twitter invent the @-reply. Not the hashtag or the retweet, either—all were first created by users, then borrowed by the company as an official feature.
The company didn’t quite invent the six-second looping video. It bought the startup that did—Vine—in October 2012, right before it was to launch. But it can get credit for introducing the world to a form unlike any other online: Vines were too weird a thing for users to generate themselves. When Vine debuted early in 2013, Twitter boasted that its brief videos were the visual equivalent of a tweet. How the student excelled the master. Twitter is where you joke about sports and whine about politics. It is always wordy—and thus inescapably political. Vine? Vine is art. Joyful, astonishing, frenetically blissful art. Like the 14-line sonnet or the 12-bar blues, the sixsecond loop accepted its
defining constraint and therefore transcended it. Those six seconds could show you anything—a tiny Japanese owl, two teenagers joking in Tulsa, a water bubble on the International Space Station—but they were always six seconds. The curtain always slammed down, and you were always sent back to the beginning again. This made every Vine an experiment in form. Some had a beginning, a middle, and an end. Some rebelled against any clear point: They started by showing you something crazy and the craziness persisted right through to the end. And the best ran along next to you as you tried to figure out what was happening: You began watching, you thought you saw the joke, then the premise of the whole Vine
would shift to reveal a new joke, and then—wham— you were back where you began. This weird formalism is one reason why Vine—the social network—could have only happened when it did. Only the flood of venture capital that followed from Facebook’s mass popularity, only the lack of good investment options after the global financial crisis, only the hundreds of investors looking to spot the next Google, could have produced a little app as strange as Vine. (Think about it: For a time, a whole planetary class of bankers and hedge-fund managers invested their money not in better ways to mine a rock or ship a box across the ocean, but in inventing new tools of expression. How worldhistorically weird.) And only a generation of teens and young adults newly empowered with smartphones—a wacko device with a web connection, a video camera, and a link to the whole staggering breadth of global pop culture—could have produced Vine, a medium that requires a willingness to show off to friends and strangers, a freedom to look a little silly or stupid, and hours and hours of waiting-around time to workshop ideas. No wonder then that, for many teens and some adults too, Vines became a factory of mass culture, an ever-churning storehouse of allusion and one-liners and humor and dance moves. What SNL or MTV or Anchorman or Chapelle’s Show or Gilmore Girls were for older generations, Vine was for a

ave you ever wondered why some people just cannot stick to a planned diet while others face no such issues? They may just not be wired for that, suggests a new study that found a link between ability to self-regulate a healthy body weight and individual brain structure. Dieting success may be easier for some people because they have an improved white matter mechanism connecting the ex-
ecutive control and reward systems in their brain, the study, published in the journal Cognitive Neuroscience, said. The research involved a group of thirty six chronic dieters, with mean body fat of 29.6%. Pin-Hao Andy Chen from Dartmouth College in Hanover, New Hampshire, US and colleagues asked them to make simple judgements on images in order to divert their attention from the real aim of the task. The activity carried out was
a food cue reactivity task designed to localise the executive control and reward areas in the brain, using functional magnetic resonance imaging (fMRI). After localising the executive control and reward areas, the researchers used diffusion tensor imaging (DTI) to identify the white matter track connecting these areas in order to quantify the integrity within this tract. The functional MRI results demonstrated that dieters showed greater reactivity to
food images than control images. The DTI results further showed that those with lower body fat percentages showed greater white matter integrity between executive control and reward areas of the brain. “Individuals with reduced integrity may have difficulty in overriding rewarding temptations, leading to a greater chance of becoming obese than those with higher structural integrity,” the researchers said.

After all, the atomic unit of teen culture is the movie quote—“tis but a flesh wound” or “if you can dodge a wrench, you can dodge a ball”—and a Vine was often nothing more than a free-floating movieless quote, attached to a comment thread and indexed by URL. Take “back at it again at the Krispy Kreme,” above. That Vine is an instantly memorable quote—but it’s also a complete story, almost. We meet a character. We see him do something crazy. And then (another formal twist) the climax isn’t even in the Vine. We’re left to imagine the sign shattering and the stunned Krispy Kreme Kustomers, and meanwhile the Vine has spun forward to set up his jump again. Without the smartphone, this is a ridiculous accident; with the smartphone, he’s a hero. Only a Vine this good could prompt a many-thousands word article at New York magazine about what actually happened at that mall in Matthews, North Carolina. Only a Vine this memorable could seed the tagline of a teen viral video two years later, “Damn Daniel.” Vine even gave Merriam-Webster its 2015 Word of The Year: On fleek, a phrase which was coined on Vine. And coined by a black teen girl, in particular. The genius devisers of Vine culture were not just young people, but young people of color, whose ideas dominated the service in a way akin to no other mass tech platform. Black Twitter is a vital vein of the larger social network, for instance, but it’s only one
part of the whole; teens of color, meanwhile, credibly created Vine’s mainstream. Black teens took Vine (and their friends and their fans) into their classrooms, school buses, and bedrooms, which turned Vine into one vanguard of a larger and ongoing shift of mass cultural attention to women and people of color. In that unresolved revolution, later historians might say Vine played as large a role as Tumblr and even Twitter itself. (But see unresolved: In Vine’s case, all that culture building partly served to enrich Twitter’s board, which remains overwhelmingly white and male.) Nothing gold can stay. Vine had been struggling against Instagram and Snapchat, the new kings of teen video. In May of this year, a third-party firm noted that Vine engagement was at an all-time low. And many Vine stars—those young adults who achieved larger notoriety off their stunts and good looks— had already taken Vine links out of their bios as they moved to larger, higher profile, and more lucrative platforms, including YouTube and Facebook. A different company might have saved Vine— or at least sold it off. But Twitter, no average tech firm, has lately been mired in its own dramas. Since going public in October 2013, it’s limped from one crisis to another, never achieving the Facebook or Google-like profit margins that investors dreamed of—or, for that matter, profit at all. It has tried out one new feature after another, each with the goal of expanding Twitter’s core user base; none have suc-
ceeded. Now, it is laying off 9 percent of its staff— presumably this includes almost all of the Vine employees—as it staggers toward financial health. Had Twitter chosen to listen to its users a few years ago, Vine might be alive today. As prominent women and people of color have been telling Twitter for at least two years, the service has a mass harassment problem. Twitter has never substantively tried to fix this issue. When it went looking for buyers earlier this month, some familyfriendly bidders—including Disney—wouldn’t touch it because of its reputation for out-of-control racist, misogynist, and anti-Semitic cyberbullying. Twitter now says it is working on tools to combat that problem and that some of the features targeting it should be released next month. It’s long made promises like this, though, so I’ll believe when I see it. And the change in approach wasn’t enough to save Vine—meaning that one of the most generative communities of people of color online was destroyed in part by Twitter Nazis, on Twitter Inc.’s watch. And with Vine’s death comes the larger passing of an era of the social internet. Instagram, Vine’s more corporate and more profitable older cousin, has never matched Vine’s ecstatic creativity, but it’s what we’re left with now. The sprawling and manic and often kind social web has been conquered by Facebook, and what lies immediately in front of us seems duller, more reactionary, and more clearly corporate than what we just passed through.
She is a Superhero!
The protagonists in these comics are singular women without any superpowers, interesting and fierce

he doesn’t rocket through the sky, or have luscious hair flying behind her, nor does her spandex outfit shape her breasts. Instead, this superhero has her hair tied in a rather unglamorous bun, with the pallu of her Navvari sari firmly tucked in. And she doesn’t rely on a superpower to fight evil; she terrorizes wrongdoers with her extreme rage and a vocabulary of Marathi swear words. Comic world, make way for Angry Maushi. She belongs to India’s latest brand of female superheroes — characters that are heroic in a very human way. Take for instance Widhwa Ma and Andhi Behen, a mother and daughter duo, who flick away their cigarettes in style as they go about solving mysteries. And then there is Priya of Priya’s Shakti, a rape survivor who rides a tiger and urges people to bring a change in the society. While these characters have been around for a couple of years, their consistent rise in popularity reflects a growing acceptance of female characters, who don’t belong to the spandex-sporting stereotype. It also points to the increase in female readership in an industry where women protagonists are rare. Abhijeet Kini, the author of Angry Maushi, wanted to create a character that was symbolic of Mumbai. You don’t argue with Angry Maushi, and heaven help you if you’re in her way on the train back home. She stalks the streets of Mumbai, beating up crooked politicians and other miscreants. Her biggest enemy is Mr Minister, who plans on taking over Mumbai, hell, and then the rest of the world — in that order. “Spandex-clad or mythological characters don’t strike a chord with today’s audience,” says Kini, and that “she’s angry about the same things everyone else is” what makes her relatable. Priya of Priya’s Shakti,
on the other hand, tries to anger people out of complacency. Producer and cocreator Ram Devineni was in Delhi when the horrific gang rape of 2012 took place. Propelled by the need to challenge deep-rooted patriarchal views, Devineni, in collaboration with illustrator Dan Goldman, conceived of Priya. After Priya is raped, she turns to goddess Parvati for help. “She gives Priya the strength to conquer her fears, and she goes on to motivate other people to challenge gender-based violence,” says Devineni. In the story, Priya confronts the tiger that has been stalking her, and turns her fear, the tiger, into her power, or shakti. Like Angry Maushi, Priya doesn’t have any real superpowers. “No bulky, god-like beings can ever solve society’s problems,” says Devineni. “There is nothing spectacular about catching a bullet between your teeth,” says Devineni. Priya’s strength is that she empowers other rape survivors and counters society’s attempts at victim shaming. Priya’s appeal lies in her universality. The series has had over 5,00,000 downloads, of which a twothird are from the US, the UK and Canada, followed by Brazil and Italy. On October 22, Ram Devineni and Dan Goldman, the comic’s illustrator, will be launching Priya’s Mirror, the latest book in the series, which focuses on acid attack survivors. In this ladies’ club, Widh-
wa Ma, Andhi Behen is an aberrance, for the series makes no social commentary. “I am obsessed with films from the ’70s, where the hero would do unscrupulous things to support his widhwa ma and andhi behen. I decided to flip things around so that they did the saving,” says creator Jatin Varma. Widhwa Ma, Andhi Behen is for people who love movies — and irreverence. What could be more shocking than a white sari-clad widow holding a gun, cruising alongside her blind daughter who loves a good swear word or two, in a bright red convertible? They’re detectives solving crimes for Bollywood and interact with characters like Dharmendra and Big Boss Salman. Their first case is to take down the ghost of AK Hangal, who is, in fact, quite alive. “It’s a fun, easy read,” Varma says. While these ladies may be gaining popularity among comic lovers, they also are a reminder that the comic industry remains male-centric — these series have all been authored by men. And, as Varma confesses, not many men are comfortable writing female characters. Kini intentionally does not give Angry Maushi a husband or children; he admits he didn’t want to be seen as putting women into one role or another. “I didn’t want people to say if she’s a superhero, why is she cooking? Once you introduce family and children, you’re in danger of making things stereotypical,” he says.

This reinforces the idea that such people work better under pressure. Being in the exam hall at school, college or university can help you recall information. The familiar environment can increase performance as the stimuli around you can prompt memory. For example, a science exam being taken in a science classroom can cue memories, these cues aren’t present in a strange environment such as taking an exam in a race course hall. This is known as the environmental reinstatement effect, which occurs because the location you are in can act as a prompt for past memories. Environmental cues can trigger memory recall, so something as simple as having your pencil case on your desk while studying and again during the exam could assist in prompting memories. Rap "music" was on my mind when a reader told me about blond Californian rapper Kreayshawn who tweeted that tax authorities had emptied her bank account but it was all her accountant's fault. No doubt she'll soon tell the story in a rap "song": "It ain't ma fault, I blame da accountant, he took ma moola as I said in ma announcement." And then actress Heather Dubrow told reporters that her accountant enticed her to invest in a dodgy deal which left her broke. I guess she
can reprise her desperate housewife role with real feeling now. And then a star from TV's Jersey Shore whose "name" is The Situation (presumably his close friends call him "The") also blamed his accountant for his financial problems. What gives? Are all entertainment accountants criminals? So it seemed, until your columnist did some factchecking. Kreayshawn later removed all her accusatory tweets about her moneyman. The small print in the desperate housewife case revealed that the advisor was not an accountant: she just thought he was. And the advisor to The Situation turned out to have "once been" an accountant. Accountants are a bit like police officers and teachers: they get unfairly blamed for everything.

Being a wannabe 'Patriotic Naga' lol and in my bid to contribute towards the problem of illegal migrants taking over our economic market, I took mom to some shops owned by my fellow Nagas. Shop number 2: Took mom to a big shop owned by a Naga sister to buy a cardigan for my sister. This time mom took charge. Mom: 'Bhuni' etu sweater toh kiman ase? Bhuni: (Mentioned the price. Mom bargained with her for sometime and finally bhuni agreed to slash off Rs 100) Mom: Aya olob komti kuridibina apni bi Bhuni: Nabaribo aunty etu saman toh etu daam bara komti kote bee nababo de. Aji kali laga fashion ase, lobo manu toh bishi ase.( I didn't want to loiter anywhere anymore in search of just a piece of sweater so I convinced mom to buy it anyway from our not so friendly 'bhuni' ) After walking a few distance my eyes fell upon the same exact sweater in a shop owned by a non local. Went and asked the price and there was around Rs. 900 difference from what we paid. Thus, we do find 'etu bara komti' price after all. I am not generalising everyone but you may notice that many of our own parents prefer to throng non local stores because some of our Naga shop owners do not have courtesy for their customers and their prices are too farfetched. Majority of the shops in and around towns are owned by non locals and it’s growing. They are taking over our business so let’s not make our ego and pride lose what's even ours. AsaThong Woch: Our local business men/women really need to change the attitude in dealing with the customers. We all know how the non-locals pull the customers by saying, hai boss, sir, uncle, aunty, dada, which one and what style do you want come and check out. After these many years, I do not come across any local trying to humble down that much. They would only stare with zip mouth with an attitude of "if come then come." I don't mean or demand that they (the local) should do or show the same attitude to me or to the other customers but what I mean is that is how the non local make money while we are busy showing attitude and faces to others. What we need to do is, try to win the heart of your customers by your attitude and we the buyers will always remain proud of you and come searching your shop. Another thing is, one will enter in those shops run by non local and if we don't get the colour or size we are searching they will tell us to wait for a seconds/minute, they will go and bring the one we are searching for from their friend’s shop and I am not sure whether we the Nagas are really doing the same or still fear and worry that if his or her local friends next to him or her sell more than him or her (sorry to say if such things don't happen anymore these day). Anyway still not giving up to go searching for our local business brothers and sisters. Thanks to post master for reminding all of us. Sharon Chang: Just for the sake of "eat local" and "buy local" theory none of the customers would like to be exploited economically. Why would anyone pay extra for something when you can get it in lesser price? Entrepreneurs should be encouraged provided the deal is fair. More than half of the customers might fall into poorer section to whom even a difference of a rupee will matter but talking about our present scenario the difference is no where less than hundreds or thousands. Of course I am not generalizing all the local business people here and the view is from the experience. Colo Mero: SOME FACTS about us as customers and business owners: 1. It is true that we have arrogant Naga Business Owners and Salespersons in our markets/shops. They better learn to respect and treat their customers as the most important people otherwise their businesses will die natural deaths sooner or later. But there are also good ones, and so let us not generalise for our own sake. I'm proud to know some of the most polite and professional business people and salespersons who are very much fellow locals. I trust them more and will buy from them any day. 2. It is also true that there are many arrogant and unreasonable local customers around. They want the best products in the cheapest price and if possible even get them for free. Some will even force the shopkeepers or owners to give away their goods at throw away kind of rates. Some facts as to why locals prefer buying from non-local shops may be as follows: Self imposed price or forceful bargains are possible. Some will even take away goods without payments or take a taxi ride and not pay. Make false bills of all kinds for Government Departments, Clubs or Organizations they belong which they will feel uncomfortable to do with fellow locals. Such customers cannot do likewise with fellow Nagas. This category of customers must change their ways and stop spoiling our collective image. POINT IS there are good and bad ones in both the groups. Let us choose to nurture and show our true Naga hospitality, integrity and respect to one another and to the world as business owners and customers alike. Struggling Indian savers threaten PM Modi's growth ambition
New Delhi/MUMbAi, OctOber 28 (reUterS): For India's dream of taking the baton of global growth from China, its savings rate is flashing a warning sign. Gross national savings as a percent of the South Asian nation's gross domestic product will slip this year to 30.2%, the lowest since 2003, and fall further over the next two years, the International Monetary Fund forecasts. Since companies use domestic savings to fund their capital spending, the fall would increase their vulnerability to external risks - such as uncertainty over the U.S. presidential election or the prospect of monetary tightening there - that could staunch the flow of cheap investment dollars to emerging markets such as India. It's a worry for Prime Minister Narendra Modi who aspires to achieve economic growth rates of 8-9%t - much higher than the current 7.1% - not only to replicate China's growth miracle but also to create jobs for the one million people who join India's workforce every month. Nearly two-thirds of India's 1.3 billion people are under 35 years old. But to fully harness the biggest youth bulge the world has

A search for higher yields by India's small savers has reduced growth in bank deposits to its lowest level in 53 years. Cash held by households has, meanwhile, surged 40% from last year to $266 billion. Low returns on bank deposits are also goading some like Madhav Narayan to resort to riskier ways to augment their incomes. The 45-year-old school teacher in New Delhi lends a part of his $745 monthly salary in unsecured shortterm loans. The return he makes is twice the rates on bank deposits, but he also runs a greater risk of losing money.
Pak spy was trying to get info for a possible terror strike: official New Delhi, OctOber 28 (Pti): Mehmood Akhtar, the Pakistan High Commission official who was caught for espionage, was trying to gather classified information on deployment of Indian security forces along the western coast, possibly to carry out a strike similar to the 2008 Mumbai terror attack. Akhtar was trying to gather information pertaining to deployment of security forces along the western coast, Sir Creek and Kutch areas and also about military installations in Gujarat, Maharashtra and Goa, a Home Ministry official said. "There have been intelligence inputs that Pakistan's ISI was planning to send terrorists through the sea route to carry out a Mumbai-type terror attack in India. Akhtar's activities and his interests to gather information about the western coast buttress the intelligence inputs," the official said. 166 people lost their lives when 10 terrorists, who came through the Arabian sea from Karachi, carried out mayhem for three days in Mumbai in November 2008. Maulana Ramzan and Subhash Jangir were handing over information to Akhtar about security forces deployment in the Sir Creek area and Kutch region when they were arrested yesterday. The Pakistani official was to hand over the duo Rs 50,000 for getting information, the official said. Before being let off because of diplomatic immunity, Akhtar confessed to police about his role in the spy ring. Delhi Police has also done video-recording of his statement. In his statement to police, Akhtar admitted that he was part of the spy ring for more than a year. He has named a few officers of the Pakistani High Commission whom he was reporting to with all the information but police were yet to take action against them as there was no direct evidence as of now. Acting on a tip-off, Delhi Police yesterday nabbed Akhtar, along with Ramzan and Jangir, at Delhi Zoo while a visa agent from Rajasthan, Shoaib, had managed to escape. Shoaib was detained near Jodhpur last evening and after being brought here, he was arrested. While Akhtar was yesterday declared persona non grata, Subhash and Maulana have been arrested on charges of passing on sensitive information and defence documents and deployment details of BSF along the Indo-Pak border. New Delhi, OctOber 28 (iANS): The Supreme Court on Friday slammed the Centre for sitting over the top court collegium's recommendations on the appointment of high court judges, saying the action amounted to paralysing and locking out the judiciary. Telling the government that no attempt to paralyse the judicial institution will be tolerated, a bench of Chief Justice T.S. Thakur, Justice D.Y. Chandrachud and Justice L. Nageswara Rao said all courtrooms on the ground floor of the Karnataka High Court building were locked for want of judges. The Chief Justice pointed out that the recommendations for appointment of judges to the Allahabad High Court were pending with the government for the past nine months. The Chief Justice said the collegium recommended 18 names, but the central government pruned the list to eight and now the court is being told that two names have been cleared. He said if the government had any problems with any name, it could send the same back, but it cannot sit over it, pointing out that the high courts were functioning at 50 per cent of their sanctioned strength. "We had a situation when there were judges but
no courtrooms; today, we have courtrooms but no judges. Half of the courtrooms in the Karnataka High Court are locked. You can as well have the whole courts locked and close down justice," the Chief Justice said. "It is not anybody's ego. It is the institution that suffers," the Chief Justice told Attorney General Mukul Rohatgi, reminding him that he was the leader of the Bar and will have to play a constructive role. "You want to lock out justice," the Chief Justice asked Rohatgi, who said that nonfinalisation of the Memorandum of Procedure was coming in the way of the government in clearing the recommendations. At this, Chief Justice Thakur asked how then had the government cleared other names, pointing out that in the absence of a new Memorandum of Procedure the appointments could be made on the basis of the old MoP. As Rohatgi said that the old MoP was contrary to the Supreme Court judgement that struck down the National Judicial Appointments Commission (NJAC) and that the object of the new MoP was to bring the appointment procedure under light, the Chief Justice said: "If you (government) insist that the MoP must be finalised before the
appointment (of judges) then we will sit in a Constitution Bench and say the government will not be allowed to scuttle judicial appointments till it frames a new MoP." Reminding the Attorney General of the Union Law Minister's statement that non-finalisation of the MoP would not come in the way of appointment of judges, Chief Justice Thakur said: "The MoP is your red herring. The Law Minister and the government has repeatedly told us that the process of finalisation of the MoP will not stall judicial appointments process. Now, are you saying there is a deadlock on the MoP and you want it cleared first before appointing judges? "We don't want to clash with you. But if you go on like this, we will form a five-judge Bench and say you are scuttling appointments," Chief Justice Thsakur told the Attorney General as the later said that the "idea is not to scuttle the appointments". "If everything can be done without an MoP, why do you need the MoP in the first place?" The Chief Justice said: "They (appointments) are languishing. When the collegium has cleared, why are you sitting on them?" The court directed further hearing in the matter on November 11.

A former senior armyman has moved the National Green Tribunal alleging dumping of human waste by aircraft over residential areas near the IGI airport here, which led the green panel to order an inspection of his South Delhi house. Lt Gen (Retd) Satwant Singh Dahiya has sought criminal proceedings against commercial airlines and levy of hefty fines on them for endangering the health of residents, terming the act as violation of the Swachh Bharat Abhiyan. Noting the submis-
sions of the petitioner, the green panel directed Central Pollution Control Board (CPCB) to depute a senior environmental engineer to inspect his house and check the existence of human excreta on the walls. It also asked CPCB that if excreta was found, samples should be collected for analysis and the report placed before the tribunal. A bench headed by NGT Chairperson Justice Swatanter Kumar also issued notices to the Ministries of Environment and Forests and Civil Aviation and CPCB, seeking their replies within two weeks. Plane toilets store human waste in special tanks. These are
normally disposed of by ground crew once the plane lands, but aviation officials acknowledge that lavatory leaks can occur in the air at times. There have been instances, including in India, when people have been injured. Birth control pills may increase the risk of stroke: Experts New Delhi, OctOber 28 (iANS): Apart from obesity, birth control pills and additional factors such as smoking, high blood pressure or diabetes may put women at increased risk for the most common type of stroke, health experts suggest. Oral contraceptives increase the risk of ischemic strokes, caused by a blood clot that blocks or plugs a blood vessel in the brain. "Women who take birth control pills are slightly at higher risk of stroke as a result of the high estradiol content in these contraceptive pills, which also increases the risk of blood clots," Vipul Gupta, Additional Director, Neurointervention Surgery, and Co-Director, Stroke Unit, Artemis Hospital, Gurgaon, told IANS. "The risk also increases for a woman during pregnancy as the increased blood pressure puts stress on the heart. Also migraine can cause chances of stroke three times up in women," Satnam Singh Chhabra, Head Neuro and Spine Surgeon, Sir Ganga Ram Hospital, added. Women who smoke are also advised against taking birth con-

After a stroke, successful recovery will often involve specific rehabilitative activities such as speech therapy, physical therapy to help a person re-learn movements and coordination along with occupational therapy to help people improve their ability to carry out routine daily activities.
A third of strokes caused by air pollution, lifestyle diseases in India
New Delhi, OctOber 28 (iANS): As India continue to report 16 lakh cases of stroke every year, health experts have said that at least one third of these cases are caused by mere modifiable lifestyle factors and deteriorating air quality. A study concluded by the city-based Fortis Escorts Heart Institute reveals that lifestyle problems such as depression, chronic anxiety and job stress trigger the brain and heart strokes among people, including youth. It was found that among the challenges faced by the patients who survive stroke are short-term memory loss, difficulty in thinking and depression. "Pollution in the air thickens the blood and hardens arteries, known as atherosclerosis. Once this process starts, the plaque is built up in the arteries, narrowing them down and causing strokes," said P.N. Renjen, Senior Consultant Neurologist at Indraprastha Apollo, and added this also raises the blood pressure, boosting the risk of clot formation in the brain. Renjen said that as conditions in India are severe, job stress, anxiety and depres-

Rohingya women say Myanmar soldiers raped them amid crackdown on militants YANGON, OctOber 28 (reuters): Rohingya Muslims say Myanmar soldiers raped or sexually assaulted dozens of women in a remote village in the northwest of the country during the biggest upsurge in violence against the persecuted minority in four years. Eight Rohingya women, all from U Shey Kya village in Rakhine State, described in detail how soldiers last week raided their homes, looted property and raped them at gun point. Reuters interviewed three of the women in person and five by telephone, and spoke to human rights groups and community leaders. Not all the claims could be independently verified, including the total number of women assaulted. Soldiers have poured into the Maungdaw area since Oct. 9, after an insurgent group of Rohingyas that the government believes has links to Islamists overseas launched coordinated attacks on several border guard posts. Citing evidence garnered by interrogating suspected militants, the government blamed the attacks on an armed group it says is made up of some 400 Rohingya fighters. The militants, who have identified themselves as the previously unknown Al-Yakin Mujahidin in videos posted online, are accused of killing nine police officers and five soldiers, and of stealing a cache of weapons. We will not allow you to live in this country,’” she said. The women said soldiers took gold, money and other property, and spoiled rice stores with sand. “We can’t move to another village to find medical care,” said a 32-year-old survivor. “I don’t have clothes now or food to eat. It was all destroyed. I’m feeling ashamed and scared.”

The ultra-hardline Sunni militants, known as ISIL, killed at least 232 people on Wednesday, including 190 former Iraqi security forces (ISF) and 42 civilians who refused to obey their orders, U.N. human rights spokeswoman Ravina Shamdasani said.
“Credible reports suggest that ISIL has been forcing tens of thousands of people from their homes in sub-districts around Mosul and have forcibly relocated numbers of civilians inside the city itself since the operation began on the 17th of October to restore Iraqi government control over Mosul,” Shamdasani told a briefing. Jesus Christ’s burial slab uncovered for first time JerusAlem, OctOber 28 (IANs): Researchers have uncovered a stone slab in Jerusalem’s Church of the Holy Sepulchre venerated as the resting place of Jesus Christ, a media report said. The slab, which has been covered by marble cladding since at least 1555 A.D., has been exposed as part of a major restoration project at the church, according to the National Geographic magazine. “The marble covering of the tomb has been pulled back, and we were surprised by the amount of fill material beneath it,” Fredrik Hiebert, archaeologist-in-residence at the National Geographic Society and a partner in the restoration project, told the magazine. “It will be a long scientific analysis, but we will finally be able to see the original rock surface on which, according to tradition, the body of Christ was laid.” The rock surface, or “burial bed” was hewn from the side of a limestone cave following Christ’s crucifixion, according to Christian tradition.
Christ’s resurrection from the dead is a core tenet of Christian belief - the gospels say that the tomb was found to be empty by those who visited it a few days after the crucifixion, Fox News reported. The “burial bed” is now part of a small structure called the Edicule in the Church of the Holy Sepulchre, the National Geographic said. The Edicule, rebuilt between 1808 and 1810 following its destruction by fire, is being restored by scientists from the National Technical University of Athens. The restoration, which includes the Edicule’s interior tomb, is being overseen by the National Technical University’s Chief Scientific Supervisor Antonia Moropoulu. “We are at the critical moment for rehabilitating the Edicule,” Moropoulou told National Geographic, adding “The techniques we’re using to document this unique monument will enable the world to study our findings as if they themselves were in the tomb of Christ.”

Chinese welcome Xi as the “core”

beIJING, OctOber 28 (reuters): Hailing “mighty Uncle Xi”, Chinese people have taken to social media using an old imperial term to welcome President Xi Jinping’s naming by the Communist Party as its “core”, despite party efforts to limit his cult of personality. Following a four-day plenum, the party late on Thursday gave Xi the title “core”, putting him on par with past strongmen like Mao Zedong and Deng Xiaoping, though it also signalled his power would not be absolute by underscoring the importance of collective leadership. While a cult of personality had begun to form around Xi, he has moved to stop practices including adoring songs on the internet and references to him in state media as “Uncle Xi”, sources with ties to the leadership say. Indeed, the party’s lengthy communique after the plenum said “boasting” about leaders should be banned and all publicity about them based on fact. That message has seemingly been lost on enthusiastic users of the Weibo social media service, where posts about Xi praising him as “mighty Uncle Xi” - echoing an expression used to greet an emperor - have appeared despite online censorship blocking searches for the expression. “With Uncle Xi as the party’s core, our Chinese dream will definitely be realised,” wrote one user, referring to a broad, vaguely defined policy of Xi’s to build a strong and prosperous country. The Global Times tabloid, published by the party’s official People’s Daily, said Xi’s role as the core “in fact has long been in the minds of the Chinese people”. “All Chinese know clearly that the Xi’s leadership has played a critical role in the changes in China in the past four years,” it said in an editorial, pointing to the success of his corruption fight and in tackling issues like terrorism. “It was beyond anybody’s belief that corruption could be tamed and officialdom would progress toward less corruption a few years ago. But it is happening in China.” Dozens of senior officials have been jailed in the campaign against graft. Xi has warned the problem is so severe it could affect the party’s grip on power. That has made him immensely popular with ordinary Chinese, even if people who spoke to Reuters on Friday in a traditional hutong alleyway not far from the Zhongnanhai leadership compound were not entirely sure what the term “core” meant. “He’s done things the other leaders could not do, and that’s really fight corruption,” said deliveryman Wang Hui, 40, who said he had not seen any news about the plenum the night before. For housewife Cui Huiping, Xi is simply a charmer. “He’s so handsome. Such manly charm. It’s very attractive,” she said, before hurrying off to do some laundry.

MontreaL, october 28 (aP): The World Anti-Doping Agency has detailed serious failings of doping control management at the Rio de Janeiro Olympics, saying the system was only saved from collapsing by the “enormous resourcefulness and goodwill” of some key staff. In a 55-page report from its independent observer team led by British lawyer Jonathan Taylor, WADA said the logistical issues which put a strain on the testing process were “foreseeable and entirely avoidable” during the games in August. The report blamed a lack of coordination, budget cutbacks, tension between the local organizing committee and Brazil's anti-doping agency, and inadequate training for the problems that included days when only half of the out-of-competition samples could be collected in the athletes village. “Ultimately, many athletes targeted for testing in the athletes village simply could not be found and the mission had to be aborted,” the report said. “On some days, up to 50 per cent of planned target tests were aborted in this way.” The report, which was released by the Montreal-based agency on Thursday, said the sample collection process in the village was so strained
that it came “close to breaking point.” “Ultimately, it was only due to the enormous resourcefulness and goodwill of some key doping control personnel working at the games that the process did not break down entirely,” the report said. “Due to their initiative, tenacity and professionalism in the face of great difficulties, the many problems identified above were patched over and sample collection was conducted in a manner that ensured the identity and integrity of the samples.” In another key failure, the report said no out-of-competition testing was conducted in soccer and “little or no in-competition blood testing” in some high risk-sports, including weightlifting. Doping was heavily in the spotlight in the months leading up to the Rio Games, with allegations of statesponsored doping in Russia leading to sanctions against some Russian athletes and the retesting of 840 samples from the 2008 and 2012 Olympics barring dozens of other athletes from competing in Brazil. WADA said the role of its observer team is to help instill confidence in the quality, effectiveness and reliability of the anti-doping program for the Olympics, and to make recommendations for improvements.
Richard Budgett, the International Olympic Committee's medical director, said the report showed “the integrity of the program was ensured despite some challenges the organizing committee had to overcome. ... such as a lack of resources and trained volunteers and staff.” He said the report's recommendations would be studied by the IOC and passed on to a new independent testing body that is being set up ahead of the 2018 Winter Olympics in Pyeongchang, South Korea. Many of the recommendations related to training and treatment of volunteers, proper attention to rosters and protocol, more lead-time for doping control officers in the venues and better logistics and equipment to locate athletes for out-of-competition testing. Poor planning, transport issues and a lack of catering for chaperones resulted in a higher-than-expected rates of absences, adding to the burden on doping control officers and other delegates. A total of 3,237 athletes from 137 countries were tested during the games, representing 28.6 percent of the 11,303 athletes who participated. Of those, 2,611 - or 23.1 percent - were tested once, 527 were tested twice, 81 were tested three times and one was tested six times.

It has realized that some existing ambulances in India are more like transport vehicles taking any vehicle only suitable to lay patient is used as ambulance without consideration to overall norms laid by transport ministry. Therefore, government has set new norms for ambulances that normal taxis merely fitted with flashers, sirens and hardly equipped with gadgets to carry patients safely to hospitals would not be allowed to operate as ambulances and this will abide by all ambulances to hit Indian roads from April 2018. The ambulance Code specified that there would be four categories of road ambulances ranging from properly equipped two and three-wheelers as first responders to advanced life support ambulances. First responders would reach out to patients and injured persons and the other three categories of ambulance are patient transport, basic life support and advanced life support—which should have stretchers, traction device, stationary oxygen, cardiac monitor, and diagnostic equipment such as BP monitor and other equipments with life saving medical facilities. If these norms are strictly followed the rate of charge for services would also increase which will be more difficult to poor to access healthcare if they are not availed government supported ambulance. The government alone may not able to procure/arrange to meet everyone during the times of every emergency, it is privates or NGOs that should bridge with at least having fulfilled minimum norms set for ambulances and offering to poor with affordable and concessional rates. A concept, that, the government may then compensate to those privates and societies for incurring losses due to the rates being charged with concession. Or, the government may pay 50% cash back to those BPL or PHH families who spent on private ambulance in the event of unavailability of government supported ambulance in transporting any critical patients, trauma, accident victims and pregnant women and children to healthcare facilities. There are many unfortunate, deprived rural populaces outside of or hardly get any medical facilities, the government must ensure these people access ambulance in times of need.

ccording to the articles of the Robert A. Silverstein, every one of the Nagas who is defending the sovereignty of Nagaland will have no doubt to think A. Silvertsein is bribed by India to write against the Naga nationalism, because he said: “A separate Naga nation will never happen, but fight for only a prosperous state” which appeared in Morung Express on October 28, 2016. In contrary, he also stated that the Nagas under the so-called Indian state are not become prosperous but corrupted. That is true. When the India was under the bondage of the Colonialists one after another in its history, the Nagas had never fallen into any foreign domination and never part of India. The Nagas have no common history, Culture, Religion, Language, geography and even complexion with Indians. The Nagas are separate people and separate nation from that of India since time immemorial. How then Robert A. Silverstein dare to say that a separate Naga nation will never happen? The Nagas had been a separate nation and will be a separate nation from that of India. Can he deny that the Nagas never had been a separate nation? India came into Nagaland only yesterday to colonize the Nagas after she came out of the bondage of the British Colony. That was the only history the Nagas now have with India, if not the Nagas know nothing about India. Not only the Nagas, but also other six States ofthe mongoloid people in Northeast India were separated nations from India. Some of them had their own Kingdoms before the advent of the British. And one day, these can also be separate nations from that of India. No one, including A. Selverstein, can reject it implicitly.

t seems to me that when I am fighting a foreign invasion of my country, where the enemy is using its military and economic power to subjugate me, you are suggesting that I should utilize all the economic prospects that the enemy is offering me and even go to war with my own people who are misusing those economic gifts. I for one will not do such a stupid thing. I am therefore saying that I am not interested in my enemy’s gifts of even the whole state with its entire infrastructure which has lulled most Nagas to sleep for over six decades. For me, this state is just a farce and a shadow of the real image of a truly independent country. Now, why do I call it a farce? As a visitor of the Nagaland state of India, you must have seen the conditions of our roads in Nagaland. If you had come at the beginning of the first month of road repairs, or during the Hornbill Festival, you might be fooled. But if you come at the end of the third month after repair works, you will see the real condition of our roads- which are repaired to last for only three months. (The corruption on repair works being mostly pocketed by many Nagas contractors, Indian companies and Indian Central leaders- I am told). Also, don’t be too impressed by the many school buildings and Primary Health Centres –especially in the rural areas- because any Kungfu Master or Boxer can smash them into smithereens in a few hours. The root cause of all these mess, they say, is because of the corruption in the state. But to fight this gigantic monster that is tearing Nagas apart would be to waste one’s energy in one’s short lifespan. And even if we succeed to some degree in fighting this corruption, we would still be left to fight with even greater monsters like the Disturbed Area Act 1955, the Armed Forces Special Powers Act 1958 etc which has been our constant companions
from 1954 to the present. And do you know the powers of the Governor of Nagaland who alone can promulgate these heinous acts? Under Article 371 (A) section 1, (b), it is stated thus: “The Governor of Nagaland shall have special responsibility with respect to law and order in the State of Nagaland… Provided that if any question arises whether any matter is or is not a matter as respects which the Governor is under this sub-clause required to act in the exercise of his individual judgment, the decision of the Governor in his discretion shall be final, and the validity of anything done by the Governor shall not be called in question on the ground that he ought or ought not to have acted in the exercise of his individual judgment.” You will note that, as far as law and order is concerned for Nagaland, The Governor of Nagaland is even higher than the President of India or even the Constitution of India. (For more details. see “The Naga Saga,” p.345-352) Yes, at the surface level, the Indian Government has given us Billions of Rupees for our development which has been greatly misused. But please note that this disease has come through the invasion or our country by India. And if a disease is being caused by some other factors, to fight the disease rather than the factors that are causing the disease- would be wastage of time and energy. Political suppression with economic gifts by India is what is destroying Nagaland today. Here, I will fight the political suppression rather than fight to have a lion’s share of the economic gifts. As far as I am concerned, only a totally unpatriotic man with no sense for the dignity for his national and geographical identity would wallow in the enemy’s gifts of seductions to subjugate him. I will not collaborate with the enemy, when the enemy has nullified my very right to life, freedom and liberty even within the territories of my own country.

24-year old Mhasilhusie Nagi from Jotsoma village on Friday emerged as champion in the Heavyweight category of the Naga Wrestle Mania 5 (King of the Ring Series 2016) at the Kohima Local Ground. Nagi, who was the champion in the Angami Sports Association (ASA) Wrestling Meet 2016, defeated 30-year old Keduovilie Zumu from Tuophema village. Nagi was awarded cash prize of Rs. 50,000 while Zumu pocketed Rs. 30,000. Nagi entered the final after defeating Menuosetuo Yiese of Kohima village in the semifinals while in the other semifinals, Zumu managed to down Pfusato Tetseo of Phuyoba village in Phek District. The two losing semifinalists received Rs. 10,000 each. In Junior Category, Mhasinyiizo Peseyie of Jotsoma village emerged as the champion after he defeated Abizo Nakhro, also of Jotsoma, in the final. The winner and runner-up received Rs. 10,000 and Rs. 5000 respectively. Losing semifinalists Pusing H. Lungalam of New Sanglao, under Tuensang district, and Kuthovezo Medeo, of Yoruba, under Phek district, each received Rs. 2000.
Meanwhile, the grand finale – the King of the Ring Championship – will take place on October 29 from 10: 00 am onwards.
