of the surgical strike, terming it as a “hyped routine border clash”. On Saturday, Defence Minister Manohar Parrikar said the Pakistani denial is because it is “in a state of coma just like anyone is after a surgery”. “We do not want to capture any nation. Lord Rama won Lanka and gave it to Vibhishana. We did the same in Bangladesh. We do not want to harm anyone, but if someone harms us a befitting reply will be given.” The rising rift has led to thousands of residents being relocated from around border villages in India amid fears of further military clashes between the two nuclear-powered nations. This has also caused global worries with the US in a direct message to Pakistan urging it to exercise restraint when it comes to using atomic weapons.

Cleanest District in Nagaland (IHHL Coverage)

As India celebrates the 2nd anniversary of the “Swachh Bharat Mission” (SBM), the performance of Nagaland in the intervening period indicates that the state needs a major cleaning drive. SBM was launched by Prime Minister Narendra Modi on October 2, 2014 with the objective of universal sanitation coverage and to put focus on sanitation to achieve ‘Swachh Bharat’ by 2019. Consequently, the Ministry of Drinking Water and Sanitation (MDWS) was chosen as the implementing agency with two Sub-Missions - the Swachh Bharat Mission Gramin (SBM-G) to focus on rural area and the Swachh Bharat Mission Urban (SBM-U) on urban area. The Ministry had commissioned Quality Council of India (QCI) to carry out the assessment. Each district has been judged on four distinct parameters. Nagaland ranked 16, Dimapur cleanest district According to the state survey under Individual Household Latrines (IHHL), Nagaland position is at 16, however, its performance in district ranking is far from satisfactory. Nagaland is ranked at the lowest among the North Eastern states after Assam at 56.51%, as per the latest data provided in the mission dashboard. Out of 649 districts in India sur-

veyed and assessed by the Ministry, Dimapur stood at the highest in national ranking at 70th position, with 94.45% IHHL coverage. The data indicated that Dimapur is the cleanest district in Nagaland, followed by Kiphire at 95 in national ranking. Mon was ranked the lowest among the 11 districts of Nagaland at 415, with 49.53 IHHL coverage. Mizoram, Sikkim, and Meghalaya were best performers with each having 4, 2 and 1 district respectively having 100% coverage. However, none of the districts from the Nagaland feature among the 75 districts with households having access to safe toilets and using them (toilet usage, water accessibility, safe disposal of waste); Households having no litter around; Public places with no litter in the surrounding and House-

holds having no stagnant wastewater around. On the contrary, the National Sample Survey Office (NSSO) carried out in 2015 had listed Nagaland among the top 10 performing states in India standing at 5th position. The ranking were given on the basis of percentage of households having sanitary toilets and using them (either household or community toilets). Open Defecation Free (ODF) Mission While in September last year, the Chief Engineer of Public Health Engineering Department, Government of Nagaland had declared that all the villages in Nagaland would become Open Defecation Free (ODF) by March 2018. He also claimed that 246 villages out of 1128 villages have already

achieved the target. However, according to the latest SBM-G data accessed on October 1, 2016, only 11.10% of the villages in Nagaland were ODF, which is an indication that Nagaland still has a long way to achieve the 2018 target. When SBM was launched 2014, Nagaland had 57.06 % IHHL coverage, the progress is sluggish as the figure, as of now, still stands at 66.75 %, according to the data. There is only negligible addition since last year as the figure for 2015-16 and 2016-17 stands at 66.03% and 66.75% respectively. Urban Sector: Looking at the urban sector, the SBM-U, out of the targeted 24,350 IHHL to be built in Urban Local Bodies (ULBs), the state has so far built only 3675. ODF community toilets performed better at 70 out of targeted 73, but the concern for general public sanitation is sorely missing as out of 40 targeted, none were built. Only 19 wards out of 234 wards in Nagaland have 100% door-todoor waste collection. Waste management remains a problem, as the state has zero waste to energy conversion and waste to compost conversion. With the SBM stepping into its third year, Nagaland seriously needs to relook its strategy and commitment if it intends to achieve its target.

India-Pakistan: Fresh border firing widens rift as UN offers mediation New Delhi, OctOber 1 (iANS): India-Pakistan tension escalated afresh on Saturday as forces of the two countries exchanged fire along the border in Jammu and Kashmir, sparking international concerns with UN chief Ban-Ki Moon offering mediation to negotiate peace between the rival neighbours. The skirmish in the Akhnoor sector of the International Boundary that caused no casualties came days after India claimed to have conduced deadly surgical strikes at terror launch pads in Pakistan-administered Kashmir. Defence sources in Jammu said Pakistan Rangers targeted Indian posts and civilian areas with mortar bombs and heavy machine guns. Indian border forces retaliated but no damage was reported on the either side, they said. Both sides accused the other of resorting to unprovoked fire in the latest violation of the 2003 ceasefire agreement. It was the fifth breach of the truce in the past four days when military tension rose following the Indian covert anti-terror operation across the Line of Control (LoC) - the 740 km de facto border that divides Jammu and Kashmir between India and Pakistan. Indian Army Chief Gen. Dalbir Singh visited Jammu and some border posts and complimented soldiers who carried out the September 28 surgical strike that was said to have annihilated seven terror launch pads located in Tatta Pani, Leepa Valley, Bhimber and Kael in Pakistani-administered Kashmir. The army chief reviewed the operational preparedness of the army along the borders in the wake of heightened tension. Pakistan has denied the Indian claim

ment has not been able to address the issues in any manner.” It claimed that “people are left to fend for themselves and therefore all the tribes in districts have formed their own private militias,” while adding the “government has not been able to even uphold the Court’s order.” It said the attitude of the state government implies of their mentality to suppress rights and justice. On February 6, 2016, the murder of a Sangtam couple at Yayi River under Rurur village, ignited communal backlash at Kiphire town leading to destruction of public properties, displacement of over 1400 public, including government employees and students. The State government had constituted SIT and though the reports have been submit-

ted, government has not acted either to arrest the culprits or to compensate the loss of lives and properties, the NPCC pointed out. The NPCC has therefore advised the government to uphold the Court orders in the matters of land dispute. Furthermore, while recognizing that the “demand for recognition of Tikkhir tribe has been suppressed for over three decades,” it asserted that “the Government of the day delivers justice without delay.” It also recommended the government to act upon the SIT report, address the demands and compensate the next of kin of the couple murdered near Yayi River under Rurür Village jurisdiction. Further, it asked the government to compensate loss of public properties and “ban tribal militias immediately.”

tributary for hydro project

beijiNg, OctOber 1 (iANS): China has blocked an important tributary of the Yarlung Zangbo (Tibetan name for Brahmaputra River) to construct a mega dam, in a move that might impact water flow to India. According to Xinhua news agency, China “on Friday blocked a tributary of the Yarlung Zangbo river as part of its most expensive hydro project”. “The Lalho project on the Xiabuqu River in Xigaze, involves an investment of 4.95 billion yuan ($740 million),” Xinhua quoted Zhang Yunbao, head of the project’s administration bureau, as saying. Brahmaputra flows into Arunachal Pradesh from the Xigaze region which is also known as Shigatse. The blocking of the tributary could have an impact on lower riparian countries like India and

Bangladesh. The move also comes as India has decided to revisit the Indus Waters Treaty with Pakistan, by apportioning more water to itself. China and Pakistan are all-weather friends, and Beijing has openly backed Islamabad’s position on several issues that contradict India. The hydel project, launched in June, 2014 “was scheduled to be completed in 2019. Its reservoir was designed to store up to 295 million cubic metres of water and help irrigate 30,000 hectares of farmland”, it said. The project serves multiple purposes, including irrigation, flood control and power generation, said Zhang. The project will have two power stations with a combined generation capacity of 42 megawatts. They are designed to generate 85 million kilowatt-hours of electricity each year, it said.

The Order stated that, “the Respondent pleaded guilty with clean brace acknowledging his weakness is appreciable.” It went on to add that, since the respondent has recently established the new service centre and in view of the “facts and circumstances,” and “this being the first offence committed by him”, was shown “leniency.” The Order then directed the courier firm to pay Rs 30,000 (mental agony and inconveniences – 7000/+ Deficiency in Service – 13,000/- + Cost of Litigation – 10,000/-). Nagaland observes International Day of Older Persons

KOhiMA, OctOber 1 (DiPr): The Nagaland State Government under Social Welfare Department has already drafted the State Rules for the Maintenance & Welfare of Parents and Senior Citizens and is under the consideration of the government. Secretary to the Social Welfare Department, Dellirose M Sakrie, while addressing the International Day of Older Persons at Zonal Council Hall, Kohima on Saturday, revealed this. Dellirose also informed that the State Old Age Pension, which started in 1981, was merged with the Central schemeIndira Gandhi Old Age Pension and on State/Central share basis. The department is presently providing Old Age Pension to 51,750 senior citizens between the age of 60-79 and Old Age Pension to 3161 senior citizens above 80 years. Five NGOs running Old Age Homes in Kohima, Mokokchung, Zunheboto, Phek and Dimapur district receive State grant in aid from time to time while separate OPDs for senior citizens are also pro-

vided in Community Health Centers in most of the districts, she added. Dellirose said the United Nations’ International Day of Older Persons is celebrated every year on October 1 to examine issues that affect their lives and more importantly, to appreciate their contributions towards the society. Stressing on the theme ‘Take a Stand Against Ageism’, Dellirose explained that ‘ageism’ is a discrimination faced by a group of bracketed category of people who are in the age of 60 years and above. This sort of discrimination leads to marginalization of the older person in our social setup and have negative impact on their health and wellbeing, she said and called upon all to gain a deeper understanding of the various issues faced by the aged people, who are physically, emotionally and mentally fragile to minimize and eradicate ageism. “Life is meant to be celebrated in every stage, and the least we owe to the senior citizens is to give them the joy of living a comfortable contented life for all the years they have contributed to the society,” she exhorted. Nagaland Peace Centre (NPC) chairman, N. Theyo in his speech dwelt on the problems faced by senior citizens in the State. According to Theyo, old people

faced many problems while citing instances like payment of bills for electricity, water supply, telephone etc. He also highlighted the problems encountered in banks particularly the State Bank of India (SBI) where majority of the aged draw their pensions since there is no specific counter for older persons. In this context, the NPC chairman requested the media to approach elderly people and highlight their plight. He also suggested that youngsters ought to be taught through various forms of visuals on how to respect elders and offer helping hand when the situation demands. On the occasion, the State Award for Senior Citizens was awarded to Rev Dr L Noksangchila, aged 89 years and Dr C Thridongse, aged 86 years for their contribution to the society. District Awards were presented to Vichu-u Zashumo and Chatuo Paphino. All senior citizens present at the programme were also felicitated by the Department. Earlier, to mark the observance of International Day of Older Persons a walkathon was organized from Directorate of Social Welfare, Raj Bhavan Road up to Zonal Council Hall. The walkathon was flagged off by Dr Toshi Ao, President, Nagaland Senior Citizen Association. Related news on Page-2

Suspected brown sugar packets weighing 7gms along with some cash, three mobile phones, five sim cards and extortion notebook were recovered from their possession. The area has been in news recently due to rampant extortion and threats to businessmen, government servants and villagers by various insurgent groups. A case has been registered against the accused, police said, adding that operation is on to arrest other members of the outfit.

Take action against NSCN (IM): UCM Newmai News Network Imphal | October 1

The United Committee Manipur (UCM) today appealed to the Manipur government to take appropriate action against NSCN (IM) for indulging in ‘criminal activities’ by violating ceasefire ground rules in the state. “An intense public agitation is looming large if the government does not take appropriate action against the Naga outfit at the earliest,” UCM president Elangbam Jonson said. He was talking to the media while participating in “Heithaleitha”, an occasion honouring the 18 "martyrs" of June 18 Uprising at Kekrupat in Imphal. The event took place in 2001 following extension of the ceasefire signed between the NSCN (IM) and the Government of In-

dia to Manipur. Johnson expressed opposition to Assam Rifles for releasing three NSCN (IM) cadres on September 29 after they were arrested for committing "unlawful activities" in Senapati district. The security force had said the cadres were released on health ground. “It’s unacceptable that the NSCN (IM) militants were freed simply on health ground. Such a move has no any meaning,” the UCM leader insisted. A strong protest by Senapati town residents was registered against the arrest creating disturbances to normal life. The UCM leader said the state government has been a mere onlooker to "illegal activities" of the Naga outfit. The UCM and other valley based organisations have been saying that the "NSCN (IM) ceasefire"

does not cover Manipur, and so complaints have been made by social organisations time and again against the government on the presence of a number camps belonging to the outfit. “Naga peace talks interlocutor RN Ravi recently stated that the Manipur government should take its own measures to curb activities of NSCN (IM) in the state,” Johnson cited. He accused the outfit of "murdering" people who go to earn wages in the hills. Johnson was of the view that it could become a bigger potential threat to the life of the people if "NSCN (IM) militants" are not reined in on time. “I appeal to the state government to take action in this regard at the earliest. Failure on the part of the administration in handling the outfit may invite a mass protest,” Johnson warned.

Bru Repatriation from November 2 Newmai News Network Aizawl | October 1

The next round of Bru repatriation will begin from November 2. This decision was taken by the Mizoram Government after efforts on several occasions to repatriate displaced Bru, locally known as Reang, who are lodged in six relief camps in north Tripura failed. About 628 Bru families are expected to be repatriated in the next round of repatriation. According to Nodal officers, Assistant Nodal Officers and eight other Administrative officers in eight villages under Kolasib district and Mamit district of Mizoram where the repatriated Bru will be settled have been appointed to conduct the repatriation. According to Mizoram Post, about Rs 1.10 crore required for the construction of community kitchen and

temporary shelter and the amount required for vehicular expenditure prepared by Kolasib DTO has been sent to the Home Department for approval. The first effort to repatriate them from November 16, 2009, was not only scuttled by the murder of one Zarzokima of Bungthuam village three days earlier, but triggered another round of exodus. The effort to repatriate 3,500 Bru families during June to September in 2015 failed as not a single person came forward in their respective relief camps before the Mizoram officials, to be identified as bona fide residents of Mizoram. Though a number of Bru families returned to Mizoram during repeated repatriation process and some of them returned on their own, a sizeable number of families remained in the neighbouring State.

APPRECIATION

The Aoyimti Village Council are immensely grateful to the Food & Civil Supplies Department Dimapur, specially to the Superintendent and Inspector of Food & Civil Supplies Dimapur for humans service to benefit many poor families in the Village for issuing Rice under the PHH (Priority House Hold) Scheme. May the Almighty God bless your endeavour and be a channel of hope for the needy people. (T. LIMA PONGEN) Chairman, Aoyimti Village Council

It is worth mentioning here that the relationship between the Mizos and the Brus has not been going well in the past 15 years. Hundreds of Brus had left Mizoram in 1997 and in 2009. The first case was triggered when Bru militants murdered two Mizos who were forest guards on October 21, 1997. The second case happened after a 17-year-old Mizo boy was killed by the Brus near Bungthuam village on November 13, 2009. While leaving Mizoram, the Brus drove out some Mizos in villages of Sakhan Hill Range in Tripura like Sakhan Serhmun, Sakhan Tlangsang, Sakhan Tualsen and Upper Dosda which

kicked up much ruckus in Mizoram then. Meanwhile, four years ago, head count conducted by the MBDPF found that there had been 31,703 Brus in the relief camps belonging to 5,448 families who were bona fide residents of Mizoram. The repatriation of the 1997 batch of Bru refugees was underway until it was stalled by the November 13, 2009 killing. In the year 2011, a conglomeration of major NGOs in Mizoram had submitted a joint memorandum to the then Union Home minister P Chidambaram to rehabilitate displaced Mizos in Tripura and stall the ongoing repatriation of Brus

PATKAI CHRISTIAN COLLEGE (Autonomous) Chumukedima – Seithekema, Dimapur, Nagaland Affiliated to the Nagaland University

Dear members of all local churches under the Nagaland Baptist Church Council and Manipur Baptist Convention and all Well-wishers of Patkai Christian College, Greetings from the Management and Community members of Patkai Christian College in the matchless name of our Lord and Saviour Jesus Christ. This year 2016 Patkai Day of Prayer and Giving falls on the 2nd October, the first Sunday. So when you pray for the college, give thanks to God for all that have happened (developments) and pray for many things that must happen.

Highlights of the College: •

Established in the year 1974 starting with 10+2 programme with 20 students enrolled for Class XI Arts, Patkai now has become a multi-streams college with Arts, Science, Commerce, Computer Science & Information Technology and Music. • Graded B++ in 2004, reaccredited at ‘A’ with CGPA 3.06 in 2010 and again reaccredited at ‘A’ with CGPA 3.24 in 2016 by the NAAC. Patkai must become a College of Excellence. • Awarded Autonomous status in 2005 for a term and granted extension for another term till 2017 by the University Grants Commission. Improvements and upgradation are a must to facilitate another extension for the third term at the end of which, we want to see, if Patkai will deserve the Deemed University status. • Patkai now is managing Master’s Degree Education in 3 disciplines – English, Environmental Science and Geology. • Patkai is engaging itself in skilling higher education. Choice Based Credit System is being implemented. The new system is learners’ centric and specialization oriented. • Patkai was conferred ‘College with Potential for Excellence’ status by the UGC in 2010 which was extended for another term till March 2019. • Degree Education is important but in the age of scarcity of government jobs, employers will ask jobseekers one common question ‘what can you do’? Apart from Degree Education, Patkai is providing Diploma Courses and Certificate Courses - many of which are UGC funded, namely, Post Graduate Diploma in Computer Applications for Environmentalist (PGDCAE) and for Geologist (PGDCAG), Advance Diploma in IT (ADIT), Diploma in Computer Applications (DCA), Diploma in Hardware Maintenance and Networking (DHN), Diploma in Software Development (DSD), Diploma in Web Designing (DWD), Diploma in Retail Management (DRM), Diploma in Music (DM), Certificate Course in Applied Electronics and Computer Hardware (AECH), Certificate in Communication skills (CS). While doing a bachelor degree or Master’s Degree, a student can avail himself/herself of the opportunity to do one or two or three Diploma or Certificate Courses at a very nominal expenditure and goes from Patkai ready to be employed or start own undertaking. Patkai is skilling education. • During the last 42 years of management, Patkai has produced a total of 6062 graduates, 5082(BA), 754(B. Sc.), 63 (B. Com.), 20 (B.C.A.), 68 (M.A.) 32 (M.Sc. Esc.), and 7 (M.Sc. Geo). Thank God for most of the alumni are doing well in life. • Pray for employees and students. Pray for the needs of the college, most important among them, water problem and the worn-out road. Patkai continues to grow and along with the growth the needs are also increasing. Remember “it was Tuisem’s dream that Patkai Christian College will come a beacon of light leading men and women to the truth which is Jesus Christ” In Christ’s name HÜSAZÜ EPAO PRINCIPAL

from Tripura to Mizoram. The memorandum was signed by representatives of four large NGOs in the state--the Young Mizo Association (YMA), the MZP, the Mizoram Upa Pawl (MUP) or elders association and the Mizo Hmeichhe Insuihkhawm Pawl (MHIP) or the women's federation and four political parties. The memorandum had mentioned that more than 80 Mizo families displaced from Tripura's Sakhan Hill range in 1998 after being threatened by Bru militants should be adequately rehabilitated by the Centre, otherwise, the repatriation of Bru refugees from Tripura relief camps should not be allowed.

‘There is more to culture than traditional songs and dances’ Morung Express News Dimapur | October 1

Tenyimi Students’ Union Dimapur (TSUD) held its 5th general conference on October 1 at the IMC Hall under the theme – ‘Perspire and Achieve’. Vipopal Kintso, general secretary of the Tenyimi Public Organisation and former chairman of the Kohima Municipal Council, in his address as the chief guest called for upholding the inherent cultural values of the Tenyimi that has characterised the Tenyimi as a community. “We’re Tenyimi not by choice but by lineage,” said Kintso, while maintaining the culture of respect, dignity and responsibility have been the inherent characteristics of the Tenyimi. While culture, more often than not, has come to be associated with traditional songs and dances, he added that there is more to it than just the physical and visible aspects and rather it should revolve around values. The Tenyimi possesses a distinctive character that of respecting el-

ders, which further puts on greater responsibility on the elders to lead by example for the youngsters to look up to and emulate, he added. Stating that the Tenyimi has produced great leaders, who have served the Naga cause, he said that it is one particular area that needs introspection. According to

him, the Tenyimi as a responsible community should review, realise, identify and measure how far it can contribute to the society as leaders and as followers. Commenting on students and politics, he said that students should be politically conscious – a consciousness not necessarily

pertaining to electoral politics. He said that students should be mindful of the things around them and be able and enabled to mould their own future. At the juncture where the Naga issue is at present, which is directly or indirectly affecting all Nagas, and a government not living upto expectations, he said that the situation calls for a citizenry that is able to stand up and act as facilitators. And as responsible citizens, “We need to support a solution and not leave our future at stake.” Khalo Kapfo, president, Tenyimi Union Dimapur held that conferences are a great platform to know and understand one another. “We should enhance our level of understanding and cooperation,” he said, adding that in the absence of the two, it will not be possible to run and maintain a knowledgeable organisation. Stating “student life” as the best and happiest phase of life, he said that while it is important to take part in social activities, he added that it is also important not to lose touch of the academic side.

MBBS seat allocation demand ENCSU to begin 3rd phase of agitation

Dimapur, OctOber 1 (mexN): The Eastern Nagaland College Students’ Union (ENCSU) on Saturday announced its decision to resume agitation- the third phase - from October 5, 2016 onwards until the Nagaland State Government meets its demand for allocation of the four MBBS seat reserved under Backward Tribe (BT) category. A press release issued by ENCSU chairman Longre Chang and joint secretary Nokchem Angth informed that the agitation, which would be in phase wise manner, is to be held across the 4 (Four) districts of Tuensang, Mon, Kiphire and Longleng. In the first, movement of government vehicles across Eastern Nagaland would be restricted. If the demand is not met during the first phase, it would be followed by shutting down of all government offices across Eastern Nagaland. This would then be followed by total bandh across Eastern Nagaland till the demand is met, the ENCSU stated. However, all the emergency services, security forces, magistrates on duty and the students appearing end semester exam would be exempted, it stated. According to the ENCSU, the decision to resume the agitation was prompted after the State Government and the department concerned violated their assurance of September 6, 2016 not to fill up the 4 MBBS seat till the Cabinet

decide on the matter. Instead, the department internally filled up all the MBBS seats including 3 additional seats even before the Cabinet took its decision on the matter on September 26, 2016, it alleged. Further, the ENCSU also opposed the decision of the Cabinet to allocate four BDS seats as replacement against the four MBBS seats. “If there were no candidates among BTs qualified to study MBBS than how come the same candidates are found qualified for BDS since the same qualification is prescribed for both MBBS and BDS?” the ENCSU questioned while alleging that “there was deep rooted intention to deprive the BTs of MBBS seats.” The ENCSU also informed all the government employees posted in Eastern Nagaland “to be stationed in their respective place of duty” during the course of agitation. No leave of any kind be granted during this period unless on serious health ground, it added. The decision to resume the agitation was taken during an emergency meeting of the Eastern Nagaland Peoples' Organisation (ENPO), Eastern Nagaland Gazetted Officers' Association (ENGOA), Eastern Nagaland Women Organisation (ENWO), Eastern Naga Students' Federation (ENSF), Eastern Nagaland Peoples' Union, Kohima (ENPUK) and others on September 30 in Kohima.

dated 29-07-16.” As such, he stated, “the question of unanimous decision to re-affirm the validity of the election held on May 14, 2014 does not arise.” Therefore, he insisted that fresh election of LOU-DHEP should be called once again at the earliest by inviting all the effected villages with the prior approval of the District Administration. “Since, DHEP is an important project not only for Wokha district but for the entire Nagaland, a new team of LOU-DHEP is urgently required in order to assist the Head of Project (HOP) for smooth functioning of the project,” he added.

57% of Nagaland population consumes tobacco Dimapur, OctOber 1 (mexN): Nagaland ranks second in the list of highest tobacco users in India with a whopping 57% of its population consuming tobacco. This was highlighted by Dr. C. Tetseo, Nodal Officer, National Tobacco Control Program (NTCP) during a seminar organized by the Diphupar Naga Students' Union (DNSU) with the theme ‘Tobacco: An Agent of Mass Destruction’ on September 28 at Agri Expo. Dr. C. Tetseo stressed on the importance of spreading awareness about the destructive role of tobacco. He called upon the schools and colleges to implement the 'Tobacco Free Zone' in their respective institutions, while describing the alarming scenario of tobacco consumption as epidemic. Dr. Rohan Ramesh, MD, Commu-

nity Medicine (CIHSR) deliberated on the topic ‘Community Program for Anti- Tobacco.’ He attributed the increasing use of tobacco among the young people to the psychological factors such as stress and anxiety. Presenting a data collected during a survey conducted around Diphupar, he informed the gathering that there were 182 shops selling tobacco in Diphupar alone, which is a massive number in relation to the size of the area. He called upon the churches to play an active role in controlling the growing “menace” and also challenged the gathering to stop consuming tobacco because “unless we ourselves give up consuming, the laws or prohibition alone will not suffice and it will be very difficult to control this epidemic.” During the seminar, students of

Nursing College (CIHSR) performed a drama with a powerful message on ill effect of tobacco consumption. Poluto Swu, Branch Manager, Yes Bank Dimapur also gave a short speech. The winners of the essay writing competition that was held in various schools and colleges within Diphupar as a prelude to the seminar were awarded with a cash prize of Rs. 5000 (1st prize) and Rs. 3000 (2nd prize) . The competition was held in 2 different categories. DNSU President Kumlamo Patton stated in a press release that the seminar was hosted by Diphupar Naga Students' Union in collaboration with NTCP and the YES Bank Dimapur as the co-sponsors. Leaders of the various frontal organisations of Diphupar attended the seminar along with around 2000 students.

Special Summary Revision of Electoral Rolls Draft publication of Electoral Rolls launched KOhima, OctOber 1 (Dipr): The Nagaland State Election Department today launched the draft publication of Electoral Rolls for Special Summary Revision, 2017 at Hotel Japfü here. Chief Electoral Officer, Sanjay Kumar (IAS), who was the main speaker at the event, stated that the State has been embarking on the statutory process of drafting the publication of Electoral Rolls for Special Summary Revision, 2017, which will be important for the conduct of the forthcoming elections. He urged all the stakeholders to be proactive in bringing clean and accurate Electoral Rolls so that the State can have free and transparent elections. The main purpose of the massive exercise (Special Summary Revision) is to ensure that any voter who has attained the eligible age is not left out, he said. At the same time, it is to purge multiple entries and manipulation in the E-Roll. He also asked the people to access the National Voters’ Service Portal stating it is very useful for the political parties to keep abreast of the latest trends in order to sensitize the general public about the directives issued by the ECI. Asserting that E-Roll is the holy book for the politicians and political parties, the DC Mon, Honje Konyak urged the political parties to take keen interest during the Summary Revision to have clean E-Roll for clean elections. The DC lamented that voters, politicians and political parties give lesser importance during such revision conducted every year and show their seriousness only during elections. In this regard, the DC urged upon the political parties to take active participation and appoint Booth Level Agents (BLA) in all the villages to help the BLOs in verifying the genuine voters. Pointing out that wrong notion/ information was being spread that there will be delimitation of assembly

constituency if there were lesser voters, the DC clarified that delimitation is not determined by the Electoral Rolls. Any kind of delimitation, he said, depends on general population and not on voters’ population or ERoll; moreover, the delimitation has to be passed in the Legislative Assembly. Therefore, he urged all the political parties, churches, NGOs and civil societies to help spread awareness on maintaining actual voters’ record. The DC & DEO also informed the schedule for Special Summary Revision as follows: Filing of claims and objections – October 1 to 31; Reading of relevant part/section of Photo Electoral Rolls in Gram sabha/ local bodies and RWA meetings etc and verification of names – October 7 and 14; Special campaign dates with Booth Level Agents of political parties for receiving claims and objection – October 8 and 22; Final publication of Electoral Rolls – January 10, 2017. Pointing out that not a single NRI is registered in the Electoral-Roll though “many of our people stay abroad,” she requested the political parties to indentify how many NRIs are there in their respective constituencies for enrollment. Regarding submission of application forms, she said that the BLAs can submit the application forms

in bulk with a maximum number of 10 forms at a time. The forms can be submitted three times a month with a maximum of 30 forms during the entire period from October 1 to 31. Meanwhile, Assistant Election Officer, Mhathung Ngullie stressed that the involvement of political parties, NGOs, civil societies, individual is required to create awareness on the Special Summary Revision to clean the Electoral Roll and have peaceful election in the near future. n 1930, at age 16, George Nissen came up with an idea that would revolutionize acrobatics: the trampoline. After seeing trapeze artists finish their routines by dropping into a safety net below, Nissen thought it would be even more exciting if they could somehow keep bouncing around – so he turned his parents’ garage into a workshop and got cracking. His invention consisted of a metal frame with canvas stretched over it, which he christened the “bouncing rig.” While studying a business degree at the University of Iowa, Nissen continued to perfect his

contraption, replacing the canvas with nylon to increase the bounce. He changed the name to “trampoline”, adding an “e” to the Spanish word for “diving board”, and registered it as a trademark. “There was no market for it because nobody has ever seen one,” said Nissen. “I had to demonstrate its worth. And that was always my forte. I like to make new things and then market them.” The late inventor spent his life traveling the world doing trampoline demonstrations and promoting both his invention and the sport. At the age of 92, he could still do a headstand.

Busy A fter car drawings for kids, it is sure he is going to ask you a lot of questions. Below is a short story about Cars. Let’s name them Jack and Jill. The Stor y Name “WHY?” Jack: How do cars move? Jill: Cars have loads of different parts, but the most important part of all is the engine. Jack: Why? Jill: Because the engine makes the power to turn the wheels so that the car can move. Jack : How? Where does it get the Power? Jill: People put fuel into the engine, and there is power locked up inside the fuel. Jack: Where does the fuel come from? Jill: Fuel for cars comes from oil. The oil comes from well, deep inside the ground in many countries. Oil is derived from the sea in some parts of the world. Then it is poured into the filling stations.

Jack: What does the steering wheel do? Jill: The steering wheel connects to the front wheels, when you turn the steering wheels to the right the wheels turn to the right and same for the left side. Jack: So if we keep the

steering wheel straight, the car moves straight ahead. Jill: Right! Jack: How does a car go faster? Jill: To make the car go faster, you compress a special pedal or accelerator. Jack: What happens when you want to stop? Jill: Cars slow down and stop by using brakes. Just like your bicycle. Jack: How???? Jill: When you push the pedal with the foot, it causes the brake pads to push into the center of the wheel and thus stop the

car. Jack: Can I learn how to drive? Jill: Oh No! Not till your older. To learn how to drive, we need to go to a driving school. There you will learn all the rules of the road. Jack: Do kids need to know rules too? Jill: Oh ya! The most important rule is to look for a safe place when you want to cross the road. After this informative story, it is time for some car-themed activities for your adorable little mechanic.

How a cancer diagnosis changed Casting Crowns’ lead singer’s faith Source: Lifeway cancer diagnosis changed Mark Hall's faith and his family. A year later, we sat down with Casting Crowns' lead singer for a candid conversation on faith, fatherhood and what youth pastors need the most from parents. Husband, dad, youth pastor, lead singer—cancer diagnosis. Mark Hall of Casting Crowns was already wearing a lot of hats when a Wednesday afternoon phone call brought a new one that would change his family's life. Parenting Teens sat down with Casting Crowns' lead singer for a candid conversation on cancer, parenting on the road and what youth pastors really want to hear from their parents.

A

LW: After everything that happened, how will you look back on 2015? MH: I joked with my students and friends around here about it, and I said, you know I'm really glad 2015 is over. It was probably one of the toughest years of my life. It was a tough year in ministry, being in a local church. And then cancer happened, and that was sort of out of nowhere for me. I've been a pastor 20 years. I help other people through cancer. I don't have cancer. Yesterday I was walking through my front yard and it hit me. I don't know why. I mean it sounds so crazy to say this—that I'm a cancer survivor. It didn't even hit me that I'm one of those. We all know that God works all things together for good, and God keeps drawing me to Himself and turning me into Jesus from the inside out. But it still stunk. You've got to be real. I'm glad that year's over and I'd prefer not to relive it. LW: You dealt with parts of your illness publicly, seeking prayers and giving updates online. What was it like to have a large network of support? MH: When I found out that I had cancer it was on a Wednesday afternoon, right before our Wednesday night Bible study. And immediately I did not want anyone to know. And I don't know where any of that came from. I didn't want to talk about it. I didn't want a bunch of people coming around me and trying to make it better. And it totally made sense in my head at the time. And for several days I didn't want to talk about it to the world. And God started showing me what that really was—pride. I didn't want to hurt in front of people. And what God showed me was that this is what the church is for. We're here to love you and to walk with you through it. And so it was a Wednesday when I decided to tell the church and tell the world.

Up until then only my family knew. And God just sort of blew me away. I mean it just sort of took the world by storm online, as the hashtag #prayforMark sort of went wild. And God really showed me how big the church is and how much I need them. Paul wrote Philippians from prison, and in the first chapter he says, hey, it's turned out to be a really good thing that I'm here in prison. The guards here realize that I'm here for Jesus. The other prisoners here realize that I'm here because of the gospel. And the believers in the churches are encouraged and challenged. And what he's saying is that how you handle a storm in your life will preach louder than probably anything you'll ever say. God was showing me that everything in my life has been so transparent in the past. I talk about dyslexia. I talk about my failure. I talk about fear. I talk about everything—I'm a youth pastor. You can't be fake. You've got to be real. So all of my songs are basically saying, I'm a big dork and a train wreck and Mark Hall God loves me anyway. But when it came to cancer, I just shut down. I don't know. It was you struggle, too. My songs started out as just my rantweird. end, just in different cities. We hit the mall, parks, museums, whatever is around. If you're going to be in ministry and you're going to have kids, the kids need to be in the ministry with you. They need to be involved. My son, John Michael, plays bass and helps lead worship here at Eagle's Landing and he plays a song on the stage with us on the road, which is pretty cool. Reagan, my 15-year-old, works with Melanie and does a lot of the production assistant work and the lyrics on the screen on the stage. So it's not like they're just getting dragged around by my ministry. It's their ministry, too. They're seeing it as something they are a part of. Every family looks different. Every family can't sit at the table together every night. John Michael and I are walking through Galatians this year. We decided, live or die, this year, every day, we're in the Word. I don't care if we've been up all night and we get home and we are falling asleep, we are getting in the Word before we go to bed. That's been pretty cool so far. The important thing for me is just not to sound like a parent who has got it altogether. Everybody in interviews sounds like they're just killing it and giving all this great advice. But everything I'm saying, I need to do better. I'm fighting my schedule to be with my kids. It's a mess at our house, but Jesus lives in this mess. LW: How has the youth pastor's job changed in the last decade? MH: Well, media has changed everything. Everything is different. Bullies are different now. Friend drama is different now. The availability to fall into temptation has intensified. Everything we ever dealt with, the means of it getting to us is multiplied times 10 now. And most parents aren't educated enough to know what they just gave their kid when they handed him an iPhone for Christmas. We're finally in a place where a new generation of youth pastors, sadly, grew up in broken homes. I think a lot of times it's easy for us when we teach to say stuff that assumes everybody is going home to a mom and dad, when they're not even going home to either. They're living with their grandmother. There's not a standard family unit any more. We're trying to do parent ministry to non-parent families. So we've really got to broaden our scope of what families really look like. We know what they should look like, but we've got to think about what they do look like.

LW: What do youth pastors need from parents in 2016? What can parents do to help you as a youth pastor? MH: There have been times when I think I know a kid pretty well, and I'm hanging out with him and trying to be a good witness to him, and his parent will say, "Just so you know, this is something that's going on at home right now..." And it just totally broadens what I'm going to say and how I'm going to say it. When you can let a youth pastor know what's happening in a teenager's life, it helps them love that kid better. Kids will tell the youth pastor everything, and that's great. But they tell the youth pastor everything—so now parents are like, "I don't want to be around that guy. He probably knows all the bad stuff I do. I'm slamming doors and kicking dogs and now the pastor knows about it." Parents need to see that the youth worker can be an asset to you. You can partner through this. You can do this together. And youth pastors need to understand the same thing. You're not fighting the parents as much as it feels sometimes. You're just more aware of some things than they are. LW: part of our mission is to equip parents to be the primary spiritual developers of their kids. What does that phrase mean to you? MH: Well, I'll tell you what it means to most dads. It means when we hear that, we hear "you're not qualified." Because most dads do not feel they know enough about the Bible. You don't have to know everything about the Bible, and you don't have to act like you do. John Michael and I read Galatians last night, and I got to a verse and was like, "I don't understand what he's really saying right here." And it'd be easy just to skip it and talk about something I do know. But I just told him, like, dude, I don't get this one. We've got to look this up. Being the primary spiritual leader in your home doesn't mean doing everything perfectly. It doesn't mean knowing everything. What it means is, I love Jesus. I love you. I'm doing my best. We're going to do life together. And we should pray more. We don't have to be doing everything right to pray. And even if you can't pull out the theological points from Scripture, your kid grows up knowing my dad sat me down and read the Bible with me. We weren't real sure what it meant, but it was a big deal to him and this is going to be a big deal to me now. And it's just—it's gold. Your kid doesn't really mind as much that you don't know all the answers as much as the fact that you sat down with him and looked for the answers.

Sexual immorality- a different category of sin Selie Visa BiBLE pAssAgE: "Flee sexual immorality! Every sin a person commits is outside of the body - but the immoral person sins against his own body. Or do you not know that your body is the temple of the Holy Spirit who is in you, whom you have from God, and you are not your own? For you were bought at a price. Therefore glorify God with your body." -- 1 Corinthians 6:18-20 1. sexual sin is different: People think all sins are the same, but this verse states something very different. Paul is making it very clear that sexual sin is uniquely in its own category. Every other sin is outside the body, but sexual sin is a sin against your own body. Paul is not necessarily saying that sexual sin is the worst sin. He is simply stating that it is very different from other sins. It is a sin that can destroy the person from the inside out - body and soul. Also, by partaking in sexual sin with another, we are guilty of destroying not only our own body, but that of the other person too. This uniquely destructive quality of sexual sin is why Paul says we must flee from it. 2. Our bodies belong to the Redeemer: As Christians, our bodies are no longer our own. In 1 Corinthians 6:19 and 20 we read, "Or do you not know that your body is the temple of the Holy Spirit who is in you, whom you have

from God, and you are not your own? For you were bought at a price. Therefore glorify God with your body." "You know that from your empty way of life inherited from your ancestors you were ransomed - not by perishable things like silver or gold, but by precious blood like that of an unblemished and spotless lamb, namely Christ." -1 Peter 1:18-19 Man is sold under sin as a slave; shut up under condemnation and the curse. But we have bought by the blood of Christ which is far more precious than gold and silver. The blood of Jesus is about breaking the barrier of hostility and making peace. The blood of Jesus that was shed on the cross have reconciled us with God. Since we have been redeemed by his blood we now belong to him. 3. The sexually immoral and homosexuals: "Do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived! The sexually immoral, idolaters, adulterers, passive homosexual partners, practicing homosexuals, thieves, the greedy, drunkards, the verbally abusive, and swindlers will not inherit the kingdom of God." -- 1 Corinthians 6:9-10 Leviticus 18 gives a comprehensive account of sexual behaviors or relations which are detestable to God. These includes adultery with another man's wife, sleeping with father's wife, sleeping with daughter-in-law, sex between the same gender, marrying both a woman and her mother,

sexual relations with an animal and marriage with own sister. In verse 13 it says, "If a man has sexual intercourse with a male as one has sexual intercourse with a woman, the two of them have committed an abomination. They must be put to death; their blood guilt is on themselves." There are similar stern warnings of abomination in Leviticus 20, which deals with family life and sexual prohibitions. "No man is to approach any close relative to have sexual intercourse with her. I am the Lord." -- Leviticus 18:6 "If a man has sexual intercourse with a male as one has sexual intercourse with a woman, the two of them have committed an abomination. They must be put to death; their blood guilt is on themselves." -- Leviticus 20:13 4. god's formula of marriage: God's formula of marriage is 1 male + 1 female = 1 flesh. This is the natural order of relationship between a husband and a wife. Any other manmade formula is unnatural and an abomination in the sight of God. Sex is a beautiful gift of God and is strictly meant for couples within wedlock. It is sacred. Marriage is ordained by God. Sex is designed for procreation, enjoyment and development of the bond of intimacy between a husband and a wife. Never misuse this special gift of God by indulging in pre-marital sex, extra-marital sex and sex between the same gender. Keep your bodies pure, free from defilement by sexual immorality and glorify him with your bodies.

ransformation is this mysterious process that results in a "thorough or dynamic change in form or appearance." Yep, I have transformed. There's no doubt about it. But to do it, I had to admit my weakness in order to access His strength. It was there all the time, but I had no access because I was trying to do it all! Changing Habits God is the author of change. If I am going to transform, I need Him. I must seek and deeply long for Him and for His strength, His power and His might. I must deeply long for His face and His presence continually (Ps. 105:4). Changing a habit is pretty easy. We do it all the time, but transformation is a process of surrender, obedience and commitment. Change is possible on willpower alone, for a short time. However, willpower runs out eventually even for those with the most determination. We need God's help in order for change to be lasting—in order for change to become transforming. Transformation is a complete lifestyle change. It's not possible on self-effort alone. Most of us have been raised to pull ourselves up by the bootstraps, to make it on our own, to

signed us to accomplish great and mighty things, but only if we recognize the Source of our ability to even breathe. God's power to transform is available to all believers. It's actually a simple process, but for some it's oh so hard to step into.

You ask me, what can be so extraordinary for a mother caring for her children, getting them ready for school, and spending time in the kitchen every single day? What so remarkable about going to work five days a week? Here’s my answer. Basking in God’s grace makes the normal, mundane and the usual – extra-ordinary, remarkable and unusual. Black Money scheme fetches India hiding casualties from cross-border fire: Pak Army Rs 65,250 crore in declarations All Indian channels banned in Pakistan

New Delhi, OctOber 1 (iANS): Unaccounted wealth amounting to Rs 65,250 crore has been declared by 64,275 people under the Income Tax Disclosure Scheme with scope for some upward revision once the full tabulation is completed, Finance Minister Arun Jaitley announced on Saturday. Given the tax rate, penalty and surcharge of 45 per cent, this can fetch the government a little under Rs 30,000 crore. Briefing reporters on the scheme, which was available from June 1 till the midnight of September 30, the Finance Minister said the tax authorities were still tabulating the declarations, both in physical and electronic form. "So this (declarations) could be revised upward once the full tabulation takes place," Jaitley said, adding that the money collected would go into the Consolidated Fund of India and will be used for social security purposes. "Roughly, the declarations work out to Rs 1 crore per declarant. Some will be higher, some will be lower," he said, but ruled out any revelation of the names of the people who have availed of the scheme. "We won't give any specific information on tax declarants." How has the latest black money scheme fared? New Delhi, OctOber 1 (iANS): The latest Income Declaration Scheme has drawn 64,275 people to declare black money amounting to Rs 65,250 crore. How does it compare with previous such schemes? Highlights compiled from various sources: • The Voluntary Disclosure Scheme of 1951 resulted in disclosure of Rs 70 crore and a collection of Rs 11 crore worth of taxes. • The Voluntary Disclosure Scheme of 1965 resulted in disclosure of Rs 52.11 crore and collection of Rs 29 crore worth of taxes. • The Voluntary Disclosure Scheme of 1975 resulted in disclosure of Rs 738 crore and collection of Rs 241 crore worth of taxes. • The Voluntary Disclosure Scheme of 1997 resulted in disclosure of Rs 33,000 crore and collection of Rs 9,760 crore worth of taxes. • The Income Declaration Scheme of 2016, thus far, has resulted in disclosure of Rs 65,250 crore and potential collection of a little under Rs 30,000 crore. ter said the latest scheme should be viewed along with the numerous other steps the government has taken to ensure unaccounted wealth is declared and more people become tax compliant. In this regard he mentioned the setting up of the

Special Investigation Team to probe such cases, the rehaul of the Benami Act to help the state take over such assets and the followup on expose by various agencies of wealth stashed abroad, along with a specific scheme in this regard. "In such large numbers

Indian scientists inch closer to treating deadly fatty liver disease

KOlKAtA, OctOber 1 (iANS): Advancing the hunt for elusive therapeutics against non-alcoholic fatty liver disease (NAFLD), the most common liver affliction across the globe, the Indian researchers have discovered a new mechanism through which the liver hoards up extra fat from sources other than alcohol. They have also identified a brand new drug target for potential therapy for the disease, that tends to develop in people who are overweight or obese or have type-2 diabetes. NAFLD affects more than 30 per cent adult Indians and occurs when more than 5 to 10 per cent of the liver's weight is fat. There is no definite therapy for the disease. Moreover, a significant number of NAFLD patients progress to the most extreme form of the disease called non-alcoholic steatohepatitis (NASH), an irreversible clinical condition that causes the liver to swell and become damaged and trigger cirrhosis in adults. The senior researcher Partha Chakrabarti's research group along with Saikat Chakrabarti's laboratory at Indian Institute of Chemical Biology, a unit of CSIR,

decided to take a shot at the silent, crippling disease that evolves over decades, its prevalence advantaged with low public awareness. They literally copped their eyes on to the cell's protein degradation machinery to zero-in on the target protein COP1. "Multiple molecular mechanisms believed to cause NAFLD have been put forward over the years. However, we identified a hitherto unknown mechanism for the control of liver fat," Chakrabarti, Cell Biology & Physiology Division at the institute told IANS. "We find that inhibition of COP1 can significantly reduce liver fat in NAFLD. However, it is still not clear whether COP1 can halt disease progression or can prevent NASH. We are currently working in this direction," Chakrabarti added. The study has been published in September in the journal Diabetes, from American Diabetes Association (ADA). According to CSIR-IICB Director Samit Chattopadhyay, the development will motivate the scientific community to come up with new solutions to this global problem and is "geared towards India's goal of delivering translational research outputs to the nation

people came to disclose income in eight figures. They have realised that they will benefit by tax compliance. Considering all the steps taken by government cumulatively, these are very significant amounts," the Finance Minister said. "The amount received

from other schemes, and from foreign black money scheme, is over and above this (the declaration scheme). This is an important step towards more and more people becoming tax-compliant. This I see as a positive development," Jaitley said. He had categorically said more than once that the latest scheme was not an amnesty. "This is not an immunity scheme. There is tax involved and there is penalty," he said, referring to the tax of 30 per cent, a penalty of 7.5 per cent and a surcharge of another 7.5 per cent, which was prescribed for the declarants. "In the 1997 scheme, the taxation figure was about Rs 9,760 crore. The average per declarant was Rs 97 lakh. Now, the effective rate of taxation is 45 per cent, but in 1997 the effective rate of taxation was in single digit. The two schemes are entirely different." He also made it clear that there will be no witch hunt by the authorities. "The department does not intend to be vindictive. Declarants will be treated under relevant tax laws, irrespective of filing under the Income Disclosure Scheme. Regarding the action henceforth, this is an issue of tax department. Individual taxmen will not take vindictive action."

iSlAmAbAD, OctO ber 1 (iANS): The Pakistani Army on Saturday said it was certain it had caused casualties on the Indian side of the border in response to cross-border firing by Indian troops that killed two Pakistani soldiers, an official said here. Briefing journalists in Pakistani side of Jammu and Kashmir, Director General of Inter-Services Public Relations (ISPR) Lt. Gen. Asim Bajwa said the Indian army was not accepting the loss of lives at their end. "We are certain they have suffered casualties. But why they are not admitting to this is a question which needs to be put to them," he said. Pakistan Army took journalists to the Line of Control (LoC) at Baghsir, 20 km from Bhimber, to show the situation on ground. According to DG ISPR, journalists had been invited for a press briefing so the "Indian lies could be revealed". DG ISPR stressed that while Pakistan has brought journalists to the LoC and is showing them the situation on ground, India is not allowing the same access to its own people which is suspicious. Bajwa said war was not in anyone's interest. He said that Pakistani troops had mounted a befitting response to Indian firing along the LoC early on Saturday. He once again rejected India's statement of having carried out surgical strikes in Pakistani territory

A whole book can be written on how Mahatma Gandhi's ideas are relevant today. He was a visionary and possessed a very powerful mind and hence thought deeply and wrote on basic human issues and problems facing India in those times. Those issues are as relevant today as they were in his time. I will touch on the area of intolerance which is dividing our society and tearing into our social fabric and show how Gandhi's teachings can help us. Gandhi was a compromiser par excellence. He would always consider other party's point of view and come up with solutions acceptable to all parties. Both in his legal and political work he brought in parties together for resolution of their problems. The ability to compromise comes only when we are very tolerant to the other's

as "false and concocted". Bajwa added "we will do whatever we can to protect our land. No one should be mistaken we are ready to respond anywhere." The DG further said that the area where the surgical strikes had taken place was such that infiltration by Indian forces was impossible and the area is monitored in such a way that even movement of wildlife does not go undetected. He denied Indian claims that paratroopers had entered Pakistan soil. "You have all heard that paratroopers landed in Pakistan. But where did they go then?" he said, adding that the Pakistan Army would not let anyone infiltrate and escape. He also explained that choppers create enough sound to be detected and any attempt to land in the valley would amplify the

sound further. The DG stressed that choppers were on standby and if journalists wished he would fly them to any of the five stations India claims it attacked and journalists could meet the troops and even meet the population so they can see the truth for themselves. Tensions have soared between the two nucleararmed adversaries over Jammu and Kashmir and an attack on Indian army's brigade headquarters in Uri. India on Thursday said it had carried out surgical strikes on terrorists launch pads across LoC in Jammu and Kashmir. Pakistan, however, has denied any such strike has taken place on its soil. The Indian army in a statement said, "one soldier from 37 Rashtriya Rifles has inadvertently crossed over to the Pakistan side of the Line of Control".

Bihar firm on implementing prohibition from Oct 2

PAtNA, OctOber 1 (iANS): A day after the Patna High Court struck down the liquor ban in Bihar, the state government is firm on going ahead with its plan to implement prohibition from Sunday, officials said on Saturday. Before the high court pronounced its order on Friday, Chief Minister Nitish Kumarled state government had already announced to implement the stringent new Bihar Excise & Prohibition Act, 2016 from Gandhi Jayanti on October 2. The state government is also set to file a special leave petition (SLP) in the Supreme Court challenging the high court order. "We are looking into the high court's 150-page judgement and will approach the apex court soon," Additional Advocate General Lalit

Kishore said. "The Bihar Excise & Prohibition Act, 2016 will come into force from October 2 and total liquor ban will continue in Bihar. The high court order was related to the old Act that came into force in April this year," he explained. He made it clear that the high court order would not impact the new Act, to be implemented from Sunday. According to him, both Houses of the Bihar legislature had passed the Act and it was formally approved by Governor Ram Nath Kovind. "There is no need for gazette notification. The state Cabinet has already taken a decision for its implementation from Oct 2." Legal experts pointed out that the new law has stringent provisions for ensuring a to-

tal ban on consumption of liquor in the state. If it is implemented, all adult members of the family would be arrested if liquor is found stored in any household. Kumar had said that the new legislation is required to plug gaping holes in the previous Act that facilitated the liquor ban in the state with effect from from April. The opposition BJP dubbed it a "black law" and a "draconian" measure. The party introduced a series of amendments but all were defeated by voice vote in the assembly during the discussion. An official of the excise department, however, said that the state government is yet to notify the Act. "It is likely that government notifies the new Act before it comes into force." The Chief Minister is likely

to chair a Cabinet meeting on Oct 2, in which a final decision would be taken in connection with the notification and implementation of the new Act in the state. "A Cabinet meeting has been convened on Sunday here. Usually, Cabinet meetings take place on Tuesdays, but next meeting on Sunday is going to be something special," an official in the Chief minister's office said. In fact the high court's order on Friday, quashing the April 5 notification of total liquor ban in the state, is a major setback for Nitish Kumar, who had slapped the ban. The Chief Minister, who has been championing prohibition, even suggested imposing a similar ban in other states during his campaigns outside Bihar. This year he has visited

Uttar Pradesh, Haryana, Madhya Pradesh and Jharkhand and addressed public meetings in which he appealed to the respective state governments to impose a liquor ban. In political circles, it is seen as his well-crafted design to project himself as the prime ministerial candidate to counter Prime Minister Narendra Modi in the 2019 general election. After the liquor ban was imposed in Bihar, Nitish Kumar had repeatedly cited the positive effects of it, saying that the crime graph in the state has come down and there is peace in rural areas. According to police records, more than 16,000 people have been arrested for violation of the liquor ban in the last six months and over 100,000 litres of illegal liquor has been seized.

CJI urges govt to relieve judiciary of "avoidable burden" Four killed in Jharkhand

New Delhi, OctOber 1 (Pti): Chief Justice of India T S Thakur today urged the Law Ministry to devise a mechanism to relieve the judicial system of the "avoidable burden" that arises out of "sheer apathy, indifference or incapacity" of the government and its departments to take certain decisions. The CJI also asked the government to set up a panel, comprising former judges, to decide on whether or not to fight a case against any citizen when the issue could be resolved outside court.

"I would request the Law Minister to devise some mechanism to relieve our judicial system of avoidable burden that comes on us, not because we are not ready to share that burden but because of the sheer apathy or indifference or the incapacity of the government to deal with a situation to take a decision," the CJI said. He was speaking at the launch of a theme song for National Legal Services Authority (NALSA) here. The CJI referred to certain "unnecessary" cases which could be screened before reaching the

court and could be solved at the administrative level itself. "We are doing justice, isn't that the government also supposed to do? Why should we force the citizen to go to the court at all. I would request the Government of India to device some mechanism to resolve these issues outside court. "You can have a panel of former judges with impeccable honesty. Let them decide. Let that panel decide whether the citizen is entitled to that relief. If he is right then why should we force the citizen to be brought to the court," the CJI said.

Follow the Gandhian path to overcome intolerance

October 2 is Gandhi Jayanti

iSlAmAbAD, OctOber 1 (iANS): No Indian TV channel can be viewed in the country after October 15, the Pakistan Electronic Media Regulatory Authority (PEMRA) has said, a media report said on Saturday. According to The Nation, Pakistani people have demanded action be taken against "all Indian channels". The step comes as tensions rise between the two neighbouring nations after India said that it conducted surgical strikes across the Line of Control at terror launch pads in Pakistan-administered Kashmir. According to the reports, crackdown will be held against all cable operators in the country in case the orders are not followed. It also alleged that Pakistani programmes have been banned in India and Indian artistes have given negative messages against Islamabad which resulted in provoking the public to demand closure of Indian channels.

point of view and do not impose unilaterally the majority's point of view. This ability comes to an individual when he is secure in the knowledge that the compromise solution leads towards general good for all the people. Gandhi, who was fearless and hence a very secure human being, always had the general good of all Indians in his mind whenever he offered solutions to knotty problems. Devoid of any personal ego and always looking for long-term solutions, he appealed to warring parties to keep in sight the higher purpose of life and achieved great success. Since he practised what he preached, his message had great effect and achieved the desired results. Today we see all around us intolerance and catering to special interest groups which is resulting in bans on various things and creating social tensions. This is an outcome of fear in the ruling politicians that if they do not do so they will not be elected -little realising that if they keep on working for the general good of their constituency they will be elected easily and with much

bigger margins. Fear comes from insecurity which is an outcome of a brain which cannot resolve the issues after taking into account all eventualities. This inability to evaluate all outcomes transcends caste, creed, or economic situations. Thus most of the people, no matter whether they are rich or poor, suffer from insecurities -- for the poor it is the insecurity of their future and for the rich it relates to increasing their wealth and keeping it safe. The removal of these insecurities by a powerful brain can rid us of fear. Yoga helps in developing such a brain through meditation and focus on a single thought for a long time -- called Sanyam by Patanjali. Another way to get rid of fear is to be thankful for whatever we have and count our blessings. If we do that continuously, it gives us a sense of contentment and happiness since our burdens and insecurities are reduced by the thought that somebody will be there to help us and everything will be okay. This also has the ability to sublimate the greed impulse.

I also feel that the fear of missing out and the insecurity of what will happen in future is what produces greed and, in turn, corruption and corrupt politicians. These corrupt politicians then become egotist and intolerant and hijack the agenda of India's democracy for their selfish reasons. Gandhi practised both these things in his life -- his regular and daily meditations and his deep belief in God and higher forces to whom he was grateful for everything that he achieved. This helped him become completely fearless. Devoid of fear he was able to chart new paths in tolerance, taking everybody's opinion and carrying all the people together to give us independence and make this nation better. So on this solemn Gandhi Jayanti day let us remember and put in practice the teachings of the Mahatma so that we become a tolerant and happy society. This will help in making a better India. during coal mine protest New Delhi, OctOber 1 (reuterS): Four people died in Jharkhand when police opened fire during clashes with villagers who allege state-run NTPC Ltd violate forestry rights and does not offer enough compensation when acquiring land for a coal mining site. Senior police officer M.S. Bhatia said the deaths occurred after "hundreds" of villagers attacked policemen in Hazaribag district of the Jharkhand state. At first police used tear gas and rubber bullets, but were forced to open fire when protests intensified, Bhatia added. Police said five villagers and seven policemen had also been injured during the clashes. Villagers have been protesting for several days against a mining site run by NTPC. They have been demanding better compensation and jobs in return for land that was acquired. NTPC could not immediately be reached for comment. Conflicts over land rights often erupt in India as the country seeks more land for industrial and development projects.

Rahul returns to attacking Modi AgrA, OctOber 1 (iANS): A day after praising him for the cross-LoC strikes, Congress Vice President Rahul Gandhi on Saturday again attacked Prime Minister Narendra Modi, accusing him of only working for capitalists. Interacting with people during his road show here, Gandhi said that the the NDA government was supported by the capitalists who benefited most from its policies. He promised loan waiver, electricity at half rates and policies targeted to boost agriculture. Addressing a crowd at the gate of St Peter's College on Wazirpura road, he said tax evaders were allowed to flee, and nothing was done for the farmers. Waving to people on the city's busy streets, Gandhi, who travelled in an open mini bus, along with state Congress chief Raj Babbar, reached Agra Fort crossing to garland a statue of Dr B.R. Ambedkar. On the way, he also garlanded a statue of Maharaj Agrasen at the fountain, where he reportedly received a slight electric shock, but this has been denied. Gandhi, who arrived here from Mathura, was also scheduled to hold a 'Khat Sabha' at Tundla.

Russian jets pound Aleppo as US clings to diplomacy AMMAN, OctOber 1 (reuters): Russian war planes struck rebel held areas north of Aleppo on Saturday as the army shelled the besieged old quarter in a major offensive, rebels and a monitoring group said. Russia was reported on Friday to be sending more warplanes to Syria to ramp up its air campaign as the United States said it had not yet given up on finding a diplomatic resolution. The latest strikes come 10 days into a Russianbacked Syrian government offensive to capture rebelheld eastern Aleppo and crush the last urban stronghold of a revolt against Syrian President Bashar alAssad that began in 2011. Saturday's air strikes focused on major supply lines into rebel-held areas - the Castello Road and Malah district - while fighting raged in the Suleiman al Halabi neighbourhood, the front line to the north of Aleppo's Old City. U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov spoke by telephone for a third day on Friday, with Russia's top diplomat saying Moscow was ready to consider more ways to normalise the situation in Aleppo. But Lavrov criticised Washington's failure to separate moderate rebel groups from those the Russians call terrorists, which had allowed forces led by the group formerly known as the Nusra front to violate the U.S.-Russian truce agreed on Sept. 9. The United States made clear it would not, at least for now, carry through a threat made on Wednesday to halt the diplomacy

‘Unite to stop carnage, save lives in Syria’

GeNeVA, OctOber 1 (reuters): Major powers must unite to stop the carnage in Syria as the collapse of U.S.-Russian peace efforts would be a setback for United Nations operations aimed at saving lives, the top U.N. aid official told Reuters on Friday. Stephen O'Brien, the U.N. emergency relief coordinator, said at a minimum, a 48-hour humanitarian pause each week was needed to reach rebel-held eastern Aleppo with food and medical supplies and to evacuate the many wounded. The United States is close to suspending talks with Russia on a ceasefire in Syria, U.S. Secretary of State John Kerry said on Thursday, as the Kremlin vowed to press on with an assault on the city of Aleppo. "Any breakdown is going to set us back," O'Brien said. "We need to get in (to Aleppo) and we need to find that common will, but in the end, unless the Security Council is united then nothing happens," he said. "It behoves all of the parties to put the saving of life and the protection of civilians before everything else." Russia and the United States, both veto-wielding members of the U.N. Security Council, back opposing sides in the Syrian civil war. Moscow and Damascus launched a campaign to recapture the rebel-held sector of Syria's biggest city this month, abandoning a ceasefire a week after it took effect to embark on what could be the biggest battle of a nearly six-year war. "We consider at the very minimum to People walk on the rubble of damaged buildings at a site hit overnight by an air strike in the rebel-held area of Seif get humanitarian supplies in and in sufficient quantities we need a weekly 48-hour al-Dawla neighborhood of Aleppo. (Reuters Photo/Abdalrhman Ismail) was denied by rebels who say they had repelled a new assault. A news commentary by the state-run Ikhbariyah said "high level coordination from the air and ground by Syrian and Russian warplanes" had allowed the two allies to "successful hit locations where terrorist groups had BACK AND FORTH An army source quoted dug in." But rebels say Syrian in state media said its forces had made advances, which troops backed by fresh reif Russia did not take immediate steps to end the violence. Moscow and Assad spurned the ceasefire to launch the new offensive, potentially the biggest and most decisive battle of the civil war, which is now in its sixth year.

inforcements from Iranianbacked militias were struggling to make any gains in a ground offensive in a key frontline in the old city. "They are shelling the old city heavily after another failed attempt to gain ground. They have lost several fighters and we are steadfast," said Abu Hamam, a rebel from the Failaq al-Sham group. The Syrian Observatory for Human Rights, a

British-based group that monitors the war, reported heavy bombardment by government forces and "back and forth" fighting in the Suleiman al-Halabi neighbourhood. The monitor said warplanes struck a field hospital in the heavily bombed rebel-held al Sakhour district in the second such strike on one of four such medical facilities targeted in the last few days.

The strike caused at least one death and several injuries and put the hospital out of service, the monitor said. Hundreds of people have been killed in the bombing and many hundreds more wounded, with little access to treatment in hospitals that lack basic supplies. Residents say the air strikes are unprecedented in their ferocity, deploying

humanitarian pause," O'Brien said. "But on the terms I set out as the U.N." The Russian proposal this week for a 48-hour pause would have to comply with U.N. humanitarian principles, he said. Security guarantees are needed from all sides to use the Castello Road or another route into eastern Aleppo, a besieged area of some 275,000 people, and time given to ensure snipers have left their posts, he said. The World Health Organization said on Friday 338 people had been killed in the past few weeks in eastern Aleppo, including 106 children, and 846 had been wounded, including 261 children. U.N. Secretary-General Ban Ki-moon is to announce plans soon for an independent inquiry into an attack on an aid convoy in western Aleppo on Sept. 19 that killed 20 people, O'Brien said. The United States has blamed Russian aircraft for the attack. Moscow denies involvement. "We have to have an urgent, swift investigation to make sure we have verified the facts... In terms of who perpetrated it, it must be subjected to evidence and properly investigated," O'Brien said. He conceded that it was "extraordinarily difficult" to carry out an investigation in a conflict zone. "Any investigation which doesn't give us access on the ground is clearly not going to be in a strong position to establish verified evidence," he said. O'Brien said he expected the Syrian government to respond on Friday to the U.N. proposed plan to deliver food and other goods to 960,000 people in besieged and hard-to-reach areas across Syria during October.

heavier bombs that flatten buildings on top of the people huddled inside. Russia joined the war exactly a year ago, tipping the balance of power in favour of Assad, who is also supported by Iranian ground forces and Shi'ite militia from Lebanon and Iraq. The army said it would press its advantage after retaking last Thursday the strategic Handarat camp

north of Aleppo that had already changed hands once since the start of the attack. The Observatory said at least 20 were killed by sustained Russian and Syrian army strikes and artillery shelling on Friday and into the early hours of Saturday, while state media said rebel mortar attacks on government-held Midan, al Ithaa and other areas in the city had killed at least 20 people.

Orthodox shun pope’s Mass in Tbilisi Independence banners hung at Hong tbILIsI, OctOber 1 (reuters): Pope Francis on Saturday said Mass for unusually small crowd of just a few thousand Catholics in Georgia, a celebration that was further dampened when a delegation from the Orthodox Church stayed away. Ex-Soviet Georgia is overwhelmingly Orthodox Christian and less than 1 percent of the population is Catholic, according to government figures. Still, organisers were hoping for a much bigger turnout than the some 3,000 people who came to the Mass at a stadium in the capital that has a capacity of 25,000. It was one of the smallest crowds ever seen at an outdoor papal Mass on Francis' 16 foreign trips so far. In another setback, a delegation representing the Patriarch of the Georgian Orthodox Church, Ilia II, that the Vatican had expected to come to the worship service, did not show

up.

Two days before the pope arrived, Ilia issued a statement saying Orthodox could not attend Catholic Masses because of doctrinal differences dating back to the 1054 schism that divided Christianity into eastern and western branches. The Vatican, however, had been hoping the Orthodox would still attend. In fact, the pope's prepared

words for the end of the Mass had him thanking the representatives. After the Orthodox stayed away, Francis changed his text when he read it to thank "Orthodox faithful" who were there. Georgian President Georgy Margvelashvili, who is Orthodox, attended the Mass. "We accept their decision (not to come)," said Vatican spokesman Greg Burke.

Under Francis, who was elected in 2013, the Vatican has made a concerted effort to improve relations with Orthodox Christians, who number around 250,000 worldwide, in the hopes of an eventual reunion. Earlier this year, he held a historic meeting with Kirill, the patriarch of the Russian Orthodox Church. The Georgian Orthodox Church is one of the more conservative in the Orthodox world. Some of members have followed the pope since he arrived on Friday to protest against the visit. A small group held up signs outside the stadium reading: "Vatican is a spiritual aggressor" and "Pope, archheretic, you are not welcome in Orthodox Georgia." The pope met Patriarch Ilia after his arrival on Friday and was due to have another meeting with him on Saturday night. Francis leaves on Sunday for overwhelmingly Muslim Azerbaijan. He returns to Rome on Sunday night.

Kong universities in defiance of China

HONG KONG, OctOber 1 (reuters): Around a dozen Hong Kong universities draped large banners calling for the city's independence on China's National Day, defying authorities with demands for the Chinese controlled territory to split with mainland China. Large banners reading "Hong Kong independence" were strung up across the financial city on Saturday, local broadcaster RTHK reported. The statement said it was not clear who put up the large red and white banners but before lunchtime, the banners at Baptist University and City University in Kowloon Tong had already been removed. Schools in the special administrative region are becoming a new battleground in a nascent campaign for the city's independence. The free-wheeling business hub has been on

edge over the past couple of years over a campaign by some residents to preserve and promote their city's freedoms in the face of what they see as a bid by Beijing to curb them. The former British territory returned to Chinese rule in 1997 under a "one country, two systems" pact meant to safeguard its ways

but the refusal of Beijing to give ground on a demand for full democracy has sapped many people's faith in the formula. Debate on independence was once unheard of in Hong Kong and for most residents it remains a youthful dream rather than a serious proposal that Beijing will ever consider.

But the fact that it is being debated illustrates what many in the city consider a sea change brought about by 79 days of student-led prodemocracy protests in 2014. Since then, many city residents have decried what they see as increasing Beijing interference in various sectors to stifle dissent, including in schools.

Threat from extremist groups Philippine prez rejects Hitler label, says it did not originate from him to South East Asia is growing KO OLINA, OctOber 1 (reuters): The threat that violent extremist groups pose to Southeast Asia is growing each year as they become more organized and focused in their aims, Singapore Defense Minister Ng Eng Hen said on Friday. Ng was speaking to reporters following a meeting of Southeast Asia defense ministers with U.S. Defense Secretary Ash Carter in Hawaii, where the defense chiefs devoted a major chunk of time to discussing the threat from Islamic State and similar groups. Over 1,000 Southeast Asians have flocked to join Islamic State's self-declared "caliphate" in Iraq and Syria, Ng said. "Every year we meet, the situation and threat from extremist terrorism rises," Ng said. "Compared to, say, a year or even two years ago, they're more organized...they're more networked, they're more clear in their articulation of what they want to achieve." Security officials said in June that Southeast Asian militants who claim to be fighting for Islamic State said they had chosen one of the most wanted men in the Philippines to head a regional faction of the group. Authorities in the region have been

on heightened alert since Islamic State claimed an attack in the Indonesian capital Jakarta in January in which eight people were killed, including four of the attackers. Ng cited a recent plot in which an Indonesian cell coordinated by an Islamic State member in Syria had planned to shoot up hotels in Singapore's Marina Bay area. The plot was foiled by Indonesian authorities, he said. "They have gone beyond networks to push the flow of funds, weapons. They are already plotting," Ng said. U.S. defense officials believe that hundreds of citizens from Southeast Asia have returned to their home countries after joining Islamic State in Iraq and Syria, raising concerns that they may try to launch a wave of attacks. Ng said Southeast Asian defense chiefs believe that if Islamic State were destroyed in its base in Iraq and Syria, that would actually increase the risk to their region in the short-term, because seasoned Islamic State fighters would likely return home. The United States is leading an air campaign to dislodge Islamic State from Iraq and Syria.

MANILA, OctOber 1 (reuters): Philippine President Rodrigo Duterte should not be compared to Adolf Hitler, and his reference to the Holocaust was an "oblique deflection" of claims he is a mass murderer, his spokesman said on Saturday, as anger smouldered over his incendiary remarks. Duterte's comments on Friday that he wished to kill millions of drug dealers as part of his anti-narcotics war, and those he made about the deaths of millions of Jews, were "two entirely different things", Ernesto Abella said in one of two statements, which stopped short of an apology. "The president's reference to the slaughter was an oblique deflection of the way he has been pictured as a mass murderer, a Hitler, a label he rejects,"

Abella said. "He likewise draws an oblique conclusion, that while the Holocaust was an attempt to exterminate the future generations of Jews, the so-called 'extra-judicial killings', wrongly attributed to him, will nevertheless result in the salvation of the

next generation of Filipinos." The maverick 71-yearold president appeared to liken himself on Friday to the Nazi leader, and said he would "be happy to slaughter" three million Filipino drug users and peddlers, adding that he had been

portrayed by critics as "a cousin of Hitler". "If Germany had Hitler, the Philippines would have ...," he said, pausing and pointing to himself. More than 3,100 people have been killed since "Duterte Harry", as he has been dubbed, took office on June 30 and kicked off a drugs war that was the bedrock of his election campaign. Most of those killed were drug users and dealers, with some deaths during shootouts in police operations and others the work of vigilantes, police say. SHOCK AND ANGER The near-daily tide of astonishing remarks from Duterte has caused outrage in the West, although he is popular among Filipinos for delivering on promises as president and as mayor

of the city of Davao for 22 years before that. The Hitler comments triggered shock and anger among Jewish groups in the United States, which pressured Washington to take a tougher line with the unpredictable leader of a country that has long been a dependable U.S. ally. Abella said Duterte recognised the deep significance of the Holocaust and said that the initial comparison to Hitler "did not originate from the president". "The (presidential) palace deplores the Hitler allusion of President Duterte's anti-drug war as another crude attempt to vilify the president in the eyes of the world." Duterte was elected in May on the back of a vow to end endemic problems of drugs and corruption in the country of 100 million people.

WuhAn, OcTOber 1 (AFP): Two-time Wimbledon champion Petra Kvitova ended her 13-month title drought with a straight set win over Dominika Cibulkova at the Wuhan Open on Saturday. After that wait, the former world number two appeared to be in a hurry to secure the crown -- her second in Wuhan -- taking just over an hour to defeat Cibulkova 6-1, 6-1. The first point of the match went to Cibulkova but Kvitova then dominated

forthenextthreegamesuntiltheCzech double faulted to concede the fourth. The Olympic bronze medallist bagged the first set on an ace -- her seventh of the match. Kvitova was two points up in the second when Cibulkova held her service game to take the score to 2-1. But the six-foot Czech towered over her 5'3" opponent for the rest of the match, breaking her serve to snatch the title on the first match point.

Kumar takes 5 as New Zealand toil

KOLKATA, OcTOber 1 (reuTers): Bhuvneshwar Kumar picked up five wickets in a fine display of seam bowling to floor New Zealand after Wriddhiman Saha's battling half-century helped India reach 316 on the second day of the second test at Eden Gardens on Saturday. After India were dismissed shortly before lunch, their seamers did most of the damage as New Zealand staggered to 128 for seven at the close on a rain-interrupted day. BJ Watling (12) and Jeetan Patel (five) were at the crease for the touring side. It was the fourth five-wicket haul for the 26-year-old Kumar, who replaced Umesh Yadav in the side. "In India you rarely get this kind of wicket, so I wanted to make full use of it," Kumar told the host broadcaster. "It was one of my dreams to take five wickets in India." Mohammed Shami struck first, trapping opener Tom Latham (one) lbw, before outof-sorts Martin Guptill (13)

departed when the ball ricocheted off of his elbow and on to his stumps after he lifted his arms to avoid a sharply-rising Kumar delivery. Henry Nicholls (one) was out soon after play resumed in the second session when the left-handed batsman chopped Kumar on to his stumps to reduce the Kiwis to 23-3. Stand-in captain Ross Taylor (36) and Luke Ronchi (35), who made 38 and 80 in the first test in Kanpur, took the fight to the hosts with a 62-run fourthwicket stand before the latter was trapped in front by leftarm spinner Jadeja. New Zealand's hopes rested heavily on Taylor's shoulders with regular captain Kane Williamson absent due to illness but after a two-andhalf hour rain delay the righthander pushed hard at a Kumar outswinger to be caught at first slip. Kumar completed his fivewicket haul by sending back Mitchell Santner (11) and Matt Henry (nought) in successive deliveries.

Earlier, resuming on 2397, India, who lead the threetest series 1-0, added valuable runs through their lower-order batsmen, with Saha (54 not out) completing his third test fifty. The 31-year-old Saha, who has cemented his place in India's test side after the retirement of long-standing captain and wicketkeeper Mahendra Singh Dhoni, was struck on the elbow and the ribcage by some hostile New Zealand bowling. But the right-hander did not flinch and brought up his fifty with a four and a six in successive deliveries off left-arm spinner Santner, much to the delight of the crowd, who applauded at length for the local player. Saha added 41 for the eighth wicket with Jadeja (14) and another 35 for the final one with fellow home favourite Shami. New Zealand's Martin Guptill is bowled out by India's Bhuvneshwar Kumar. T

he recent break away of three giants Tribal bodies of Nagaland the Ao Senden, Sema and Lotha Hoho from Naga Hoho proves that desperate time calls for desperate measures. What these three giants did will give a new meaning and shape to the future of Nagaland. I hope this is a start of a fresh new perspective for Nagas. No power on the earth can stop an idea whose time has come. Looking at the present breakaway many may say a house divided cannot stand, however one must understand that there is no division, it is only a separation. And as for the house divided…. a house divided for a righteous cause will ever stand. There is a difference between separation and division. Division is bad but separation is ok. We have different tribes in Nagaland with separate customs but ever united and un-divided. Separation is also Biblical. Not all breakaway are evil. Companies have separated over business policies, churches have separated over doctrine issues, countries have separated over political issues and political parties in Nagaland have separated over issues best known to them, but none of them are actually divided. All these companies, churches, countries, political parties despite their separation work together and in times of need would extend help to one another. They are only separated by ideology but united and undivided in the spirit of humanism. India and Pakistan are arguing tooth and nail but should there be a disastrous natural calamity in India, Pakistan will extend its help and so will India to Pakistan. Therefore it must be understood and understood well that three Tribal bodies i.e Ao Senden, Sema and Lotha Hoho’s decision to exit form Naga Hoho does not mean they are the bad guys. There are no good guy or bad guy in the current situation. There are only those who can and those who cannot. And if those who “can” want to separate from those who “cannot”, common sense says it’s ok.

THE EXIT OF THREE GIANTS

The three apex Tribal bodies i.e Ao, Sema, Lotha have tried their best to negotiate the Rongemei issue. Despite the negative outcome the three Tribal Bodies stayed with Naga Hoho, which is a clear demonstration of humbleness. After much dialogue the three Tribal bodies decided to act on their ultimatum and finally leave Naga Hoho. This shows that they abundantly upheld the spirit of negotiation till the end and by walking out of Naga Hoho the tree Tribal Hohos proved to us all that they are not just talkers but doers as well. Thus the three major principle of conflict resolving through negotiation was fulfilled by the three Triba Hoho’s in spirit and action. Therefore there is no room to raise our eyebrows at them. The three giants Tribal Hoho’s of Nagaland are separated from Naga Hoho yet undivided in cause for the Naga political cause. Therefore to use the matter of Naga political solution as bonding agent to re-join the three Hohos once again with the unstable Naga Hoho in relation to the Rongmei issue is misuse of the Naga political issue. Is Naga political solution so cheap that for any matter we can throw the issue of Naga Political solution on the face of those who don’t see eye to eye with us? Is Naga political solution greater than its Naga citizens? Is Nagaland for Naga? Or Is Nagaland for Christ? It is reasons like this that has reduced the Naga National Movement from International affairs to tribal affairs. To say that the “Rongmei” issue had become a matter of contention among the Naga Hoho, the State government and the Ao, Sema, Lotha Hoho is an excuse with a heart but no soul. It could have been any Naga Tribe. The yard stick which is applied to the Rongmei Tribe applies to any Naga Tribe be it the X-Tribe ,Y- Tribe or Z- Tribe. If a Tribe does not have the required qualification to be given the Indigenous Naga Tribe Status within Nagaland it cannot be bought with

intellectual or political means. I do not in any way underestimate the other Naga Tribal bodies, but It is true that to pass certain decision regarding Naga customary laws in Nagaland the Ao Senden, Sema and Lotha Hohos play a very crucial role. Naga Hoho understands this and wants the three giants back in Naga Hoho fold because without the Ao, Sema and Lotha Naga Hoho is unstable. At present there is no safety mechanism in Naga Hoho. There should be a safety mechanism in place; a safety mechanism to stop individuals (working as a mole from the inside or outside) to push certain ideas/laws which many not be in line with our Naga customary law using Naga Hoho. This safety mechanism can save a lot of misunderstanding and inconvenience which could prove to be very dangerous. Thus disassociating from Naga Hoho the Ao, Sema and Lotha Hoho have done a great favour to the people of Nagaland. The Ao, Sema and Lotha Hoho will now act as a safety mechanism against such assaults for all Nagas. Which is number one priority for the Nagas at this moment. A single stick (a single Naga Hoho) can be easy broken but a bunch of sticks (Bunch of Tribal bodies) like the CNTC,ENPO,NTC etc working together “independently” would be impossible to be broken. The present scenario looks like some highly qualified intellectuals have come up with a Clever mathematical formula that is, a political party in Nagaland with no opposition plus A Naga Hoho where Nagaland Tribal bodies are outnumbered by Naga Tribal bodies from outside of Nagaland equals to passing any decision in Nagaland as “they” wish. This formula sounds intelligent but lakes WISDOM and is certainly not working. One can only imagine how much time, money and effort must have gone into this mathematical formula. This proves that inelegance, education, wealth, position, age,

es,Iamnotmarried.No,IamnotagainstMarriage. In fact, the idea of ‘two become one’ is a mesmerizing phenomenon amidst this hate-filled world. Although I admit that the conventional metaphor ‘12 o’clock time’ to tie the knot, has swiftly come and gone, barely making a ripple and without shuddering my manhood.Ididnotswallowanybitterpillsnormypride. You see, I am a poor man. Of course, you can argue that being poor is relative. Ironically, my relatives are all poor. And I need to think more than the others to jump into the marriage bandwagon because of resources constrain. Also, my parents want grandchildren because I am the first male offspring of their intense love. The seed of the first-born son being much sought after since the days of Adam and Eve, my seed has to be planted for regeneration somewhere somehow. Alas! I cannot do the seeding randomly as the church, society, morality, respect, loose character etc., all strictly monitor to raise an impenetrable chastity belt. My surname cannot marry your surname; I hate your small eyes you hate my flat nose; your folks are all liars because they are politicians and since lying is their profession I cannot marry you; and many more differences not to marry, copulate and produce the desired offspring for multiplication! In the mean time, many of my friends are experiencing their child(ren)’s first day at school. An event that further triggers my parents’ green button and leaves me in a fix. Trust me, it is highly desirable that I should go to their homes during their family prayer time and give some lectures on why their choice in life has brought ineffable indignation on my otherwise happy-merry life. However, this far, life is tolerably simple. I can survive despite constant taunts and peer pressure. I have faced worse and have built up a strong defense mechanism against unwanted mockery, and in a way have become extremely thick skinned and ‘shyless’. With ‘tactical ignoring’ I fly the banner of being single and still not ready to get ‘coupled’ despite age and all. If at any time my nuptial ceremony should happen, there is a need to fulfill everlasting ordeals before anything else. In the beginning, the fairest damsel is chosen from the land for the “Labour and fruit,” after much deliberation and selection. Thus, commences the rites and rituals to pronounce “I Do” and the over the top Naga wedding ritual, which has become bigger than the big fat Indian wedding, which the whole-wide world mocks. What is it with this Naga marriage thing they are harping about? All across the land, it is as if marriages have become a public affair and not something intimate. One also gets the feeling that only the lavish

material demonstration completes the ceremony of wedding. It sure looks like the institution of marriage, just as any other institutions in Nagaland, has hit the wrong note. Lately, the kind of weddings in Nagaland being patronized and raved about appears like only Village Chiefs are getting hitched. The expenses are highly extravagant, the ceremony too superficial, and the mob just too many in number. Along with the taxing, exhausting and laborious celebration, the story of who gives what and who gets what, begin to travel far and wide, into the ears of strangers whose jaw drops and remain suspended mid-air for a while. Apparently, gifts received (monetary and materials) surpasses common humankind’s comprehension. True, who do not appreciate gifts- the more and dearer the better! However, the kinds of gift should be proportionate to what you can, and not how much you can. Remember, the government cannot even pay the basic salary on time and poor people are getting poorer! We should not help the government by impoverishing ourselves. Wedding planners! What? Just like the bartenders in our ‘dry state’? Well, till some years back close friendsandrelativestogetherplannedforthewedding. Decorations and the rest of the planning were done by our friends and relatives out of sheer goodwill expecting nothing in return. Now it has become a service to be paid for. The fellowship of the rings was a love affair not only for the bride and groom but a memorable affair for all the near and dear ones. It was a time to show and know how much you are loved and respected. For somemysteriousreasons, wehavestartedtooutsource all our major activities relating to marriage. Hence, we have discovered more ways to spend our resources given to us in kind by the central government. Wedding dress for the bride was generally our rich and beautiful traditional wrap-around. But, perhaps the level of chastity is too high that the whitest and the most expensive wedding gown can be the only symbolic implication that can proportionately compliment the modesty of a woman. Since we do not wish to display any lesser, there are cases of loans taken from the bank or other “loaners” to trade the marital vows. The competitive spirit in us wants to out-do the other brides and grooms. Only if we are so much competitive to up-root the evils in our society that lead to such grand weddings! The wedding, thus, becomes a battleground to unleash and display wealth, power, and how many cars were received as gifts. We shall now talk about our eminent leaders marrying their sons and daughters off! Please bear with me. I might rant like a lunatic out of frustration but my ideas and argument will still be intact. Here is how it is… Mr. A, who is/was an officer/Minister/bureaucrat/or any thief, decided to get his son Mr. A- married. Now, Mr. A- throughout his lifetime has not earned a

single paise because Mr. A was busy thieving and accumulating on behalf of him and his entire family. Mr. A- and his other siblings A-1, A-2, A-3, and A-4 have studied in the best schools and colleges, not only in Nagaland and India but abroad, because of the theft. They live in posh localities in the metropolitans- their monthly rent and bills being more than the annual income of an officer in Nagaland. And oh! We will not talk about their love for shopping, driving fancy cars and narrating tales like Nagaland is their private farmland. Oh! To be a “Blue-blooded” Naga! When they finish their studies Mr. A- and his beloved brothers and sisters are given the post of officers, other bureaucratic and political jobs because Mr. A has looted the state’s wealth meant for development and to assist needy people, and can pay for the vacant posts. Now, the time has come for Mr. A- to get married, and the bride Ms. B- (Mr & Mrs. B’s Daughter) apparently has to be from some thieving family like Mr. A’s. We do not know what happens inside the Jericho wall-like fortification built around the mansions of Mr. A’s and Mr. B’s, but the D-Day unfurls the pomposity of the event which will even make a prideful and ostentatious bird like peacock hide their head inside the earth in shame. We are a poor state at the bottom of the economic rung but we have very affluent individuals. Thereafter, Mr & Mrs. A-, Mr & Mrs. A, and Mr & Mrs. B walk around the streets with their heads held high in high-heels and coats praising the Lord. Like they have earned their dues and the objective of them coming to this earth fulfilled! Such, apparently, is happily ever after in the Naga fairy tale. This is a grave issue and is happening frequently. Such scrupulous wedding ceremony and unending ceremonies with public funds should end ASAP, lest these shameless thieves will one day trade Nagaland for dowry. Somehow, it is always around December. The weather gets colder and the expenses even more because of the countless celebrations and jubilations. For some, it also means to go without receiving their dues. Students’ scholarship, teachers salary, nurses and other employees wages have run short, and there have been major protests to rectify the endemic thieving practices of our already dishonorable government (this is not attacking the government. Just merely saying what was and what is). To talk about thievery and corruption in Nagaland is like talking about the number of times Elizabeth Taylor married and re-married. We have sadly, seemed to internalize corruption and dishonesty, taking it as the usual run-off things. Andwhilewearestillinthepageofmarriage,Ihave started receiving wedding cards. Not mine. Theirs! P.S. No tadpoles have turned into frogs as I write and share this mighty thought on “coupling” in Nagaland.

and even “Super majority” do not guarantee wisdom anymore. Looks like the intellectuals at the negotiation tables are not gathering data to make a better decision but are gathering data to justify their decision, which Is wrong. It makes one wonder what will be their “Plan B”? Is “plan B” already being executed under the disguise of appealing the three Ao, Sema, Lotha to come back to the Naga Hoho fold? People are watching and if the Ao, Sema and Lotha Hoho just run back to the Naga Hoho, it risk losing its dignity and respect in the hearts of many Nagas who stand with the three Hohos decision to disassociate with Naga Hoho for the greater Interests of Nagas. The Nagaland legislators asking the Ao, sema and Lotha Hoho to reconsider the withdrawal from Naga Hoho is a job well done. I am sure tomorrow our Nagaland legislators would ask their fellow legislators to reconsider the dangerous level of corruption in our State, to reconsider their commitment to serve our fellow Naga citizens, to reconsider cases like unpaid salaries to many Hindi teachers, the pathetic road conditions, the recent fuel adulterations case and those hundreds of matters which are left unconsidered. This world has witnessed two world wars. Many precious lives were lost, but In the middle of all the bloodshed and horror, the jet engine, Radio navigation, penicillin, the Radar etc were invented. It is an example that best can come out of the worst. The present scenario in Nagaland about the Rongemi issue is like a war in itself. Many Rongmeis have been hurt and more may be confused by the current issue, it is a sad situation. However I believe the present war like situation will give rise to more refined humans among the Nagas. We have a lot to learn and a long road ahead. Years from now when we look back, we will thank God for the present situation. Many of us have experienced it in our lives that a little discomfort is a good thing, but a lot usually proves to be even better. May or Good Lord grand wisdom to all our Naga Tribal bodies to make the best out of every worst situation. God bless Nagaland.

Recognition of Rongmei tribe

D

uring my tenure (2003 to 2007) as the President of Zeliangrong Baudi, I, on behalf of my people have recommended for recognition of Rongmei tribe. Our motive was to bring back all our land and people which were divided by the Britishers. We acknowledge the fact that speaking alone for Rongmei tribe recognition issue has led to misunderstanding among our fellow Naga brothers. But we cannot afford to misunderstand one another in this matter as it is for the benefits of all Nagas. Wish to clarify to all that we want all the Naga tribes wherever they are to be amalgamated under one administration for this is what has been honorably agreed by the GOI in the 9 Points Agreement of 1947. Therefore, it is our prayer that we should all join hands and ask the GOI to fulfill the honorable agreement. So that, all Naga tribes will come under one administrative unit, that is Nagaland. I also humbly appeal to the state Govt to lead us the way. Ex-President Zeliangrong Baudi Dennis Elunglung

"Nagaland for Christ" or "Christ for Nagaland"?

I

do not know when and who coined the phrase "Nagaland for Christ"; and what were the underlying objectives or agenda. However, looking at the present scenario in Nagaland, I do believe that we are living in contrast with the declaration "Nagaland for Christ". Looking at the slogan, we do believe that since Christ gave up His life as an atonement for the sins of humankind, we declare Christ is for us. Likewise, Christ gave up His life for the Nagas; hence, Christ for Nagaland may be more correct. Nevertheless, whatever the slogan, the questions we need to ask are; 1. Are we really living up to our declaration of "Nagaland for Christ"? 2. Are we sacrificing our lives for Christ? 3. Are we going to places where Christians are prosecuted and spreading the Gospel at the cost of our lives? 4. Are the Nagas risking their lives in spreading the gospel to unbelievers? Since our state has openly declared Nagaland for Christ, the state government itself should be the mechanism and the driving force behind the spreading of the gospel. The whole state should be living for Christ and strive towards spreading the gospel. Pardon me if I am wrong, but, I am yet to hear of any Naga who has been killed while spreading the Gospel.

Christ died for us. He gave His life for us. We are living by His love and grace. How can we, then, say that we are for Christ; if we have not done anything for Christ; and is just simply using the slogan "Nagaland for Christ"? Forget about living for Christ and being messengers of Christ. At present, I would say that there are no Christians in Nagaland. Dressing up and going to devotional service only on Sunday morning does not make one a Christian. But, we Nagas are doing just that -- we go to church on Sunday morning; and for the rest of the week, from Monday through Saturday, we live as we please -- actively involved in treachery, corruption, bribery, embezzlement, etc etc. Why am I blabbering? It is simply to point out that since we are not living in accordance to our declaration -- "Nagaland for Christ", we should be ashamed; but instead of hanging our heads in shame, we should seek God's forgiveness; for God has been kind and merciful to us and He has spared us from all natural calamities, destruction and diseases. He has chosen us inspite of all our shortcomings. Therefore, I believe we should change our slogan to "CHRIST FOR NAGALAND" or any other slogan and start living as Christ taught us -but please, not "Nagaland for Christ". Teaching people how to become true cooks! Akangchila Longchar Morung Express News

A

Louis S. Zhimomi

young chef by the name of Louis S. Zhimomi is successfully running a cooking school in Dimapur. At 25, she’s not only giving private cooking classes but training college students and people from the Village Development Board (VDB). Her students are as young as 8 year olds to grandmothers who travel from other towns to learn cooking from her. Louis herself learned to cook at a young age from her mother, and has been passionate about food ever since. After graduation from University of Calcutta, she took a one year diploma course in culinary arts and later interned at the Westin Hotels & Resort, Gurgaon. Initially, after her return to Nagaland she had planned to open a restaurant but when her father suggested that she open a cooking school instead, she agreed to the idea. Her hands were already full with catering orders so she decided that she’ll put the restaurant dream on hold and instead impart her knowledge and teach people how to become true cooks. She gives lessons in Thai, Continental, Korean, Japanese cuisines and also baking lessons. A year later, she launched the “Apron Strings Cooking Class &

Cafe”. A very important fact which she wants to stress on is, she managed to open the café and school without any financial help from her parents. “They had the means to help me, but I refused because otherwise there would be no pride in my work. However, my siblings, cousins and friends helped me with the interior and setting up of the place which I am very proud of,” she stated. She cautions that it is not easy to be a chef or cooking instructor in Nagaland, especially one trained in foreign cuisines. She opined that people here are very hesitant to try new food. She explains, “I’ve changed my menu so many times, and have to substitute ingredients to suit not only the palate but because many ingredients are not easily available here. It’s also difficult to introduce new cuisines because people here generally like spicy food.” A dish close to her heart is pan seared chicken with orange ginger sauce. Because she says, “It was one of the first dishes that got everyone complimenting me during my culinary training!”. Now, she makes sure to teach this recipe to her students. Running Apron Strings Café, Louis says that she still cooks every order that comes in unless she is occupied with her cooking class. When

she starts speaking about her love for cooking, you can immediately see ither whole face lights up! And this joy of cooking she wants to share with the people around her. She said. “It gives so much joy not only to me but I’m able to share it with others. It builds relationships and also connects people. It makes me happy when my students do well. I’m more than happy when somebody who took classes from me shares their pictures, or tells me what went wrong or right etc. When my baking students say they baked something and sold it, I always wish the best for them. I really want them to learn and don’t want to teach just for the sake of it but to make sure they leave with good experience.” This young and passionate chef says that Cooking is not just about following a recipe but cooking with a lot of love. She leaves us with this food for thought: “I never get bored when cooking, and no matter how tired I am- physically or mentally, the moment I start cooking, all my focus goes in and it makes me feel so much better. In fact, Cooking has made me a responsible person. It is everything to me and I thank God!” Apron Strings Cooking Class & Cafe is located opposite Dimapur Club, Midland, Dimapur.

Blasters FC at the Indira Gandhi Stadium in Guwahati. The match began with Kerala looking happy to soak up the pressure during the first 15 minutes as North East kept most of the possession. The hosts tried to make inroads into the box through new star signing Katsumi Yusa aided by long balls from Mailson Alves and Gustavo Lazzaretti. Kerala started the second half brightly as Jhingan's overlap down the right had Antonio German with a shot on the goal, but the North East's defenders were quick to close him down. But North East quickly regained their control over the ball as some

good work from Rowlin Borges found Holicharan down the right, but the 22year old flashed the ball across the face of the goal missing both Velez and Katsumi. Soon in the 55th minute, Velez took out Jhingan down the left and played a perfect ball towards the far post where Katsumi was lurking, and with centre back Ishfaq and goalie Stack nowhere near him, the Japanese rolled the ball into an open net to score the first goal of the 2016 ISL. Subrata Paul then nearly gifted a goal back to Kerala in the 62nd minute when his poor clearance landed for German, with his back to the goal, to curl the ball into an empty net.

Hamilton scorches to record Malaysia GP pole

KuaLa Lumpur, OctOber 1 (aFp): Lewis Hamilton blitzed his rivals in qualifying Saturday to secure pole position for the Malaysian Grand Prix. The reigning world champion clocked the fastest lap ever recorded at the 5.543km circuit in 1min 32.850sec. His amazing drive eclipsed the pole position lap record for Sepang set by Juan-Pablo Montoya way back in 2004. But Hamilton still reckoned it wasn't perfect despite being more

than four-tenths faster than Mercedes rival and championship leader Nico Rosberg. "I really enjoyed the lap. But it could have been faster," said Hamilton, who has been consistently quicker all week than Rosberg. Rosberg's best lap was hampered by a slide at the remodelled final hairpin bend. Third on the grid will be birthday boy Max Verstappen, who celebrated turning 19 on Friday before clocking 1:33.420 a day later, less than 0.2sec

off the pace of Rosberg. Red Bull teammate Daniel Ricciardo completes the second row of the grid for Sunday's race. Next comes the Ferrari of fourtime Malaysia victor Sebastian Vettel and his teammate Kimi Raikkonen. Just two-tenths of a second separated the best lap times of the Red Bulls and Ferraris making for an intriguing battle in Sunday's race on a high-speed circuit that provides ample opportunities for overtaking.
