UNC to impose 10 day economic blockade

SENAPATI, OCTOBER 30 (MExN): The United Naga Council (UNC) has resolved to impose 10 days “Economic Blockade” along National Highways and ban construction of National and International projects including Trans Asian Railways from midnight of November 2 to 12 midnight. The ban is being called due to the passing of 3 “anti tribal” Bills and 2 Resolutions by the Manipur Legislative Assembly recently, and the consequent killing of 9 civilians including a minor on August 31 and September 1 by security forces. It further stated that the bandh is a protest against the government of India’s silence on the issue. Further, the UNC reaffirmed its previous resolution and banned the movement of 7 Naga MLAs of the Congress party in Naga territory with immediate effect till they resign from the membership of the Manipur Legislative Assembly. “ Tribes Hohos and Naga public are informed and directed not to give them any position and platform in Naga society including tribe, church, women, student, organisation/association, village level etc. Social sanction in any form will be imposed upon any one defying this directive,” informed a press note from the UNC.

Explaining on the objective of the walk, Dr Khekugha Muru said the whole idea is to exhibit that ACAUT mean business and will not be taken for granted. He said the physical pain that the volunteers will undergo during the walk is exactly indicative of how the Naga society is suffering. Dr Khekugha also denied certain reports that public support for the movement was waning and asserted that there are numerous indicators that the public are behind ACAUT. “As a peoples’ movement with so much expectation we don’t have answers to everything or change things overnight but we are doing our best and expects the public to support us in the

process,” he stated. On a comprehensive note, Dr Asangba Tzudir commented during the night halt at Piphima that the excruciating pain from the day’s walk is nothing compared to the pain of corruption which is becoming astounding by the day. “When it comes to corruption, we all carry not only social but also a moral responsibility and it was with this responsibility that I undertook this walk. It is hoped that those who are part of the walk today will stick to their moral principle and shoulder the responsibility in fighting against corruption even in the days to come for a better Naga society,” he expressed. Come Saturday, ACUAT Nagaland will continue its second leg of the journey from Piphima to Kohima where they will be joined by supporters and volunteers to submit a petition to the Governor of Nagaland with a specific demand to constitute a strong Lokayukta with all direct power to call CBI enquiry to investigate any misdemeanor. If we are going to actually endeavour for real unity, no Naga should be neutral and no one should play double roles or a master role like a wolf in sheep’s clothing,” stated Yirei Lungleng, Kilonser, Rali Wali, FGN. Naga unity has still not occurred, it lamented “due

They covered range of topics such as Multiple Disabilities and its impact on various developments, scenario of Disability in Nagaland, Christian response to Disability in Nagaland, Children and Disability, Children with Special Need and education, approach of Commu-

nity Based Rehabilitation, schemes, rights and benefits for Persons with Disability and role of Disabled People’s Organizations. He stated that truth emerges from the competition of ideas. The 4th All India Whip’s Conference held at Bombay in 1962 made the committee recommendation that government should encourage holding of mock parliaments (now youth parliament) in educational institutions and panchayats in rural areas with a view to develop a democratic ethos among the younger generations, the Minister said. He urged the respective institutions to organize such programmes along with the academic curricular activities by taking initiative in the State for the benefit of our students so that they become good citizens in the society. He also expressed his appreciation to the Education Department, other coordinating departments and the Parliamentary Affairs for making the programme a regular feature for the benefit of the youths. Parents and teachers should work together for betterment of their children, improve communication gap between adults and children. Government department to be more involved and sensitized on children’s issues was also voiced unanimously.

India to give 100 MW more electricity to Bangladesh AgArtAlA, OctOber 30 (IANS): India will start transmission of fresh 100 MW electricity from Tripura to Bangladesh by January and the governmentowned company is working round-the-clock to erect the transmission line by December, an official said. The decision was taken following a three-day (October 26-28) meet in New Delhi of the Indian and Bangladesh officials, Tripura State Electricity Corporation Limiited (TSECL) Deputy General Managar Mahananda Debbarma told IANS. "The Indian government-owned Power Grid Corporation of India (PGCIL) working roundthe-clock to erect the 47 km transmission line from western Tripura to southern Comilla (in eastern Bangladesh) by December this year. "The PGCIL initially would invest Rs.250 crore to set up the 400 kv (kilovolt) double circuit transmission line and subsequently the

Bangladesh government would reimburse the cost," the official added. Debbarma, who attended the meet, said though power tariff was not yet decided but was discussed. However, it would be decided soon. India's power ministry's director (Transmission) Ghanshyam Prasad led the Indian delegation while senior officials of Bangladesh power ministry and Power Grid Company of Bangladesh (PGCB) were present in the meeting. "Of the 47 km transmission line, 18 km line would be raised in the Indian (Tripura) territory and remaining in the Bangladesh portion. Altogether 143 transmission towers (67 in India and 76 in Bangladesh) would be set up," the official added. Electricitystarved Bangladesh will begin receiving 100 MW of power from Tripura to meet the energy crisis in the eastern part of the country.

The 100 MW power will be in addition to the 500 MW Bangladesh already receives from the West Bengal and a like amount that is on the cards from the state, as the two neighbours enter a new phase of bilateral cooperation for regional benefit. Prime Minister Narendra Modi discussed the power supply from Tripura with his Bangladeshi counterpart Sheikh Hasina during Dhaka-visit last June. He had declared that India would enhance the supply of power to Bangladesh from the existing 500 MW to 1,100 MW. Tripura Power Minister Manik Dey after holding meetings with PGCIL engineers and officials told IANS: "I have asked the PGCIL authorities to expedite the works to fulfil our commitment given to Bangladesh about supplying 100 MW of power." "While erecting new power transmission lines

from (western Tripura's) Surjyamaninagar power grid to Comilla power grid (in eastern Bangladesh) to supply the electricity, human habitations, forests and other vital installations would be avoided," Dey added. M.K.Chowdhury, the TSECL's director (Technical), said the Indian government has submitted a proposal to send power from the northeast region to others parts of India via Bangladesh. "No formal decision has been taken so far in this regard," he added. Tripura Chief Minister Manik Sarkar had earlier said that after completion of a new 101 MW gas-based power projects at Monarchak (10 km from the Bangladesh border) in western Tripura, at least 200 MW of power would be surplus in Tripura. The central governmentowned Oil and Natural Gas Corporation has commissioned its biggest ever 726 MW commercial power

project at Palatana, 60 km from Agartala, while the state-run North East Electric Power Corporation is setting up a 101 MW project at Monarchak in western Tripura, 70 km from Agartala. The gas based Palatana project, which supplies power in seven of the eight northeastern states, is a hallmark of the cooperation between India and Bangladesh, which ensured the smooth passage of heavy project equipment and turbines to Palatana through its territory by road and waterways from Haldia port in West Bengal. India had begun supplying 500 MW of power to Bangladesh in 2013 after the government-run Bangladesh Power Development Board and India's NTPC Vidyut Vyapar Nigam Ltd (NVVN), a subsidiary of NTPC, signed a deal Feb 28, 2012, following an agreement signed during Hasina's visit to New Delhi in January 2010.

The state law department informed that the district legal services authority secretary in Gomati judicial district, Prakash Chandra Biswas, was suspended recently after he was caught cheating in the

Another notification said that Jesthamani Murasingh, judge of family court of Udaipur of south Tripura judicial district, was punished by withholding two of his salary increments for the next two years.

"Murasingh was punished for appearing in the court premises at Kailashahar recently in a drunken condition and misbehaving with a civil and assistant sessions judge of a Tripura judicial district. He also shoved around some furniture. At that time he was improperly dressed," the notification said. Actions against the two judicial service officers were taken on the advice of the Tripura HC.

In a letter to the Prime Minister, the Governor said the greenfield airport at Hollongi would cost about Rs 1,150 crore of which land compensation would be about Rs 500 crore. Rajkhowa said in view of the "high cost", public leaders like Tamiyo Taga, leader of opposition in the Arunachal Pradesh Assembly, some students organisations and social activists met him recently and suggested that instead of a new airport at Hollongi, existing Lilabari airport, adjacent to Lakhimpur district in Assam, should be upgraded at a much lower cost as no land acquisition would be needed. "Besides, the general people want better roads as the existing PWD roads in the twin cities of Itanagar and Naharlagun as also the National Highways are in terrible and dangerous shape due to lack of any maintenance. Your urgent intervention is solicited in public interest," he wrote in

the letter. Taga said many of the people in Arunachal Pradesh think that the airport at Hollongi would not come up anytime soon due to the high cost. "How long the people of Arunachal Pradesh would suffer," Taga said. Sources said, as per the plan, the proposed greenfield airport project at Holongi in the Papum Pare district of Arunachal Pradesh, will be built by the Airports Authority of India (AAI) over an area of 320 hectares. When completed, the airport will be able to accommodate narrow-body jets like the Airbus A321 in the first phase. It will facilitate direct flights from Arunachal Pradesh to rest of the country. The project will also include a five-star hotel and convention centre. Arunachal Pradesh Chief Minister Nabam Tuki has recently urged the Centre to fast-track the process of setting up a greenfield airport near Itanagar to facilitate direct flights to the rest of the country. Tuki also had a detailed meeting with Civil Aviation Minister Ashok Gajapathi Raju in September and requested him to do the needful for getting all clearance for the project to construct the greenfield airport at Hollongi, near capital Itanagar.

SIKKIM, OctOber 30 (PtI): Tribal village chiefs in Meghalaya today threatened to storm the main secretariat early next month if the Mukul Sangma-led coalition government failed to fulfil their demands. The announcement was made at a public rally which was attended by over a lakh people here coming from at least six Khasi Jaintia hills districts. "We have resolved to demand from the government under leadership of Mukul Sangma and his ministers to fulfil our demands within November 4," Synjuk Ki Nongsynshar Shnong Ka Bri U Hynniewtrep (SNSBH) president Dr W Kharshiing said. "In case our demand is not

met, the SNSBH along with public and supporters will march again on November 5 to demonstrate in front of the main secretariat," he said. Among the demands include immediate assent of the village administration bills by the Governor, reconvening of a special session of the Assembly to do away with the recently amended Prevention of Disqualification (Members of Legislative Assembly of Meghalaya) preventing an elected representative to hold dual post. The tribal chiefs also demanded that the Meghalaya Urban Development Authority not extend its jurisdiction to scheduled areas except in municipal areas.

Once a month, Modi steps in to revive stalled projects NEW DELHI, OctObEr 30 (rEutErs): Prime Minister Narendra Modi is personally taking on India’s notorious red tape to clear tens of billions of dollars worth of stalled public projects, hoping that his hands-on intervention can bend a vast, dysfunctional bureaucracy. Once a month, Modi holds a meeting with top state and federal bureaucrats to check why projects have not got off the ground. Since March this year, his intervention has helped revive nearly $60 billion in federal and state projects, according to government data through September seen by Reuters. Modi has won plaudits for the initiative that has chipped away at a $150 billion backlog of planned roads, ports, railways, power stations and other projects. But equally, crit-

A senior official who has attended said that when a project comes up for discussion, Modi turns to the representative of the ministry where it is being held up. He simply asks, “Please tell me why it hasn’t happened,” the official said. Several months into Pragati, the official said, a majority of the projects are

The chief minister of Uttar Pradesh state, Akhilesh Yadav, a political rival of Modi, wrote to the prime minister’s office requesting the inclusion of a $1 billion metro rail project in the state capital at one Pragati meeting. It got the clearances, including a pledge of federal funding, at the September meeting. “This is a welcome move which would go a long way in doing away with avoidable delays,” said Alok Ranjan, the state’s top bureaucrat. SYSTEMIC PROBLEM Still, critics say that while Modi can quickly cut through red tape, his style centralizes decisionmaking and will not be sustainable in a country as large as India. The stock of stalled projects in the country has

come down, but remains high. In the July-September quarter, projects worth 7.6 percent of India’s GDP, or $152 billion, were stalled, down from a peak of 8.5 percent in the JanuaryMarch 2014 quarter, according to CMIE, a thinktank. The data includes private investment plans. “Running a country is far more challenging than managing a state,” said Maira, the consultant, referring to Modi’s reputation as an effective administrator when he was chief minister of Gujarat state from 2001 to 2014. During those years, he used a similar initiative to get projects off the ground. After taking over as prime minister last year, Modi vowed to fire up India’s notoriously slow bureaucracy. He has set an ambitious goal of making India one of 50 most business-friendly destinations

in the world by 2017. The World Bank ranked India 130th out of 189 economies, up from 134th last year, in its annual Doing Business report released this week. The previous government set up a cabinet task force to clear the backlog of projects but failed to make much of an impact because state governments were not involved. Modi’s initiative has tried to plug that loophole. I.Y.R. Krishna Rao, the top bureaucrat in Andhra Pradesh state, said projects are usually held up by a lack of coordination between different departments and governments. Rao said he was pushing to get clearances for a railway line in his state. After it was reviewed by Modi, the response from the railway ministry improved substantially. “This is a very good forum,” Rao said.

The primary aim of the policy is to ensure a tariff of no more than Rs.2,500 per ticket for each flying-hour with a host of incentives and other benefits to both airport developers and operators to make that happen. “A lot of consultation has taken place. We invite suggestions from stakeholders and public -- since it involves the people of India. After all those suggestions come in, we will look into it,” said Civil Aviation Minister Pusapati Ashok Gajapathi Raju. “The policy will also have a fixed period of existence, so that industry can plan in advance. That is the idea,” the minister told a press conference to unveil the new draft, along with his deputy Mahesh Sharma. “The basic behind of National Civil Aviation Policy is to take flying to the masses,” said Civil Aviation Secretary Rajiv Nayan Choubey, adding that operators will get some doles to fly to smaller towns with incentives linked to fuel prices and inflation. “We currently have some 430 airstrips and airports. But only around 90 in operation -- nearly 300-odd

are not being used. This is a huge unused asset. These airports will form the basis for enhancing our regional connectivity,” he added. Choubey said these will be upgraded into a no-frills airport at cost of Rs.50 crore each. Besides, to make operations in such airports feasible, the security will be aircraft-based -- so that the airport is sanitised just around an hour or two before the flight. The policy dwells on upgrade of airports, better regional connectivity, easing of norms for flying abroad, further liberalisation in open skies regime, development of cargo business, chopper services, attracting investments in maintenance sector, ground handling and security. For an open skies regime, the draft policy proposes total liberalisation in time-bound manner, but based on a reciprocal arrangement from the partner country. It has proposed three ways forward on allowing domestic airline operators to fly abroad: One, to continue with the existing norm of five-year operation with a 20-aircraft fleet. Two, to abolish this altogether. Three, airlines be allowed to fly to SAARC nations if they have earned 300 domestic flying credits and for other countries, 600 domestic flying credits. A final decision on the 5/20 rule will be taken by the cabinet, the secretary said. “Our aim is to create an ecosys-

Mokokchung, october 30 (DIPr): Health and family welfare minister, P. Longon has said that a morgue with embalming facility will be set up at Imkongliba Memorial District Hospital (IMDH), Mokokchung. He said it would not only help keep unclaimed/ unidentified dead bodies, but would facilitate in conducting post mortem. The minister said this while addressing the department officers and staff in the district during his tour of the district at IMDH conference hall on October 30. The assurance came after hearing of the urgent need of a morgue in the district from the district administration and the se-

nior departmental officers of the district. Interacting with the media persons after the meeting, the minister assured that “this needs to be done” with priority, indicating that it would be implemented during 201617 financial year. The minister further called upon the doctors and nurses to exhibit their professionalism in the service of the people. He reminded doctors and nurses of IMDH that they are not only rendering service to the people of Mokokchung district, but to the people from neighbouring districts, particularly patients coming from eastern part of Nagaland. The 11th Nagaland Police State Level Debate Competition was held on Friday, February 25 at the NAPTC, Chumukedima. Organised under the aegis of the National Human Rights Commission, New Delhi, this year’s topic of contention was ‘Awareness of Human Rights and Social Justice is lacking in Naga Society’. The AFSPA, the March 5 incident in Dimapur, the July 16 incident in Meluri, corruption, women’s right, job reservation and the shoddy Public Distribution System were some of the major points brought up by the debaters, who comprised the teams ‘For’ and ‘Against the Motion’. This year, the debating teams were made up of 29 personnel – 15 ‘For’ and 14 ‘Against’ – whose ranks ranged from UBSI to constables. “All of us have a right to equitable treatment yet a lack of awareness on the part of the public” is acting as a stumbling block, posited the team for the motion, while citing Nagaland state has yet to have a Human Rights Commission. “How can we say Naga society lacks awareness on human rights and social justice? These are concepts which are very much rooted in the Naga way of life,” was the stance of the team ‘Against the Motion’. “In a patriarchal society, when women are denied rights… it clearly shows that Nagas are not aware.” “We have rule of law, unfortunately there is widespread denial of rights,” were the contention of the team supporting the Motion.

Phek, october 30 (Mexn): The students of Government Higher Secondary School (GHSS), Phek have expressed shock at several organisations of Phek town demanding transfer of two “dedicated” senior Graduate Teachers from the school. A press release from the students’ union of GHSS Phek highlighted that there is acute shortage of teachers at GHSS Phek at present, especially in the secondary section, and opined that every responsible organisation should apprise the department of school education to address the teacher shortage issue. The two teachers in question - Neihite Akami, State teacher award holder and SP Raja Durai national teacher award holder

- were accused of disturbing the school atmosphere and ruining students’ career. “Such allegations to malign the respected and dedicated teachers by the so called frontal organisations is painful and unfortunate,” the students stated. “The two teachers are totally committed towards students’ welfare. The recognition of their contribution by the government at the state and National level is self explanatory of their commitment as teachers and their teaching credentials.” The release issued by President Kukhrunehu Sapu and General Secretary Divito Vese further pointed out that in the current academic year, there are 912 students enrolled at GHSS from class 7 to 12. As such, any move to transfer

dedicated teachers would adversely affect the school and the students will be the ultimate victims. “Such demand (of transfer) is totally against the wishes of the students of GHSS and the parents,” it asserted. The union further urged the “matured” organisations of Phek town to consider the future of GHSS students by playing positive role and not make such demand which will harm the students. The students also requested the department of school education to fill up the vacant posts of teachers in view of the high enrolment of students and not to consider such demand for transfer of sincere teachers. rotecting the environment can be deadly. At least two defenders fighting against environmental destruction around the world were killed each week last year. Many more people engaging in peaceful struggles to protect nature regularly face down serious threats or violence. Virunga National Park, in the Democratic Republic of Congo, has been the scene of one such struggle. Over the past 20 years, roughly 130 of its park rangers have been killed while protecting the park and its communities from rebel forces, poachers and other threats. Virunga is one of Africa’s most biologically diverse parks. More than218 species of mammals, 706 species of birds, 109 species of reptiles and 2,000 species of flora are spread over 3,000 square miles of lush tropical forest, semiarid savanna and snowcapped mountains. One quarter of the globe’s remaining mountain gorillas live there, as well as the endangered Zebra-like Okapi, which is found only in Congo. In addition to rebel groups and poachers, the park has been under threat for decades from the illegal charcoal trade. Now it faces grave danger because of the arrival of the oil industry. A coalition of community members and local groups, led by anti-corruption and environmental activists Alphonse Muhindo and Bantu Lukambo, has sought to prevent an oil company,

SOCO International, from drilling in the park. The activists say that oil exploitation could irreparably damage Virunga’s fragile ecosystem, increase instability throughout the region and ravage established park programs for sustainable development and tourism. SOCO International claims that its investments “can help alleviate the pervasive poverty that has for decades been the stimulus for much of the region’s instability and conservation’s primary threat.” Local activists, however, have argued that the park would better benefit local communities if hydropower, tourism and sustainable fishing projects were developed instead. These industries have major long-term economic potential. UNESCO has recognized Virunga as a World Heritage Site, which should protect it from industrial exploitation.

World Heritage sites– whether stark ancient cities or voluptuous parkland — make up just 1 percent of the earth’s surface. Yet according to a recent study, one in three sites is at risk of being exploited because of its natural resources. The list includes Australia’s Great Barrier Reef as well as Virunga. Muhindo and Lukambo, through their respective organizations Réseau Cref and IDPE, have spent most of their lives defending Virunga, and their efforts have led to threats against their safety. In 2012, the two men were forced to flee Congo in response to persistent anonymous death threats related to their campaign. Yet they returned a few months later, and continue speaking out against the oil project. The struggle to protect the park was chronicled in the 2014 Oscar-nominated documentary Virunga. DiCaprio, the movie follows the struggles of various individuals protecting the park, including an exchild soldier turned park ranger, a conservationist and a French investigative journalist. It features shocking undercover footage that shows SOCO employees, contractors and allies offering bribes to and discussing payoffs with armed rebels. After the documentary was released, SOCO commissioned an investigation into the activities shown on film. SOCO has said the review exonerated it, but critics and observers have raised concerns that the company’s investigation was partial and opaque. Days before the movie premiered at the Cannes Film Festival last April, one of its protagonists, the chief warden of Virunga, was shot in the stomach and legs in eastern Congo in what has been classified as an attempted as-

sassination. He was shot soon after he submitted a report on oil operations in Virunga to a Congolese public prosecutor. SOCO has denied any involvement in the shooting and also in the intimidation of activists. Since the documentary was released, SOCO has scaled back its Virunga operations and promised not to drill in the park. The battle is not over, however. Congo’s government has proposed redrawing the boundaries of Virunga to allow drilling in specific areas of the park. Sadly, the threats Muhindo, Lukambo and other environmentalists have faced are not unique. In 2014, documented killings of environmental defenders worldwide hit 116, according to Global Witness, a research nongovernmental organization. In October, the organization reported thatfour Peruvian activists were murdered after expressing their concerns about the environmental impact of the $7.5 billion Chinese-owned Las Bambas copper mine. Muhindo, Lukambo, the people featured in Virungaand countless other environmental defenders deserve the recognition and support of the international community — and need it. The international community must hold to account those who threaten, injure and kill environmental defenders. Governments must strengthen environmental safeguards and guarantee the rights of civil society to act to protect the places most precious to the planet — and to our future as a species.

ver seen the Taj Mahal from 3,000 feet above and from a distance of just 500 metres? Well, this could be your lifetime chance as the Uttar Pradesh Tourism Department is hosting a hot air balloon festival in the vicinity of the monument November 14-16. More than 15 hot air balloons from Australia, Belgium, Britain, France, Germany, Spain, Sri Lanka, Thailand, the UAE and the US, as also India, will fly tourists and adventure lovers, for a fee, at the festival that has been envisaged to promote tourism in and around the Taj Mahal, officials told IANS. The organizers SkyWaltz and the UP Tourism

Department promise that the three-day extravaganza will recreate the pageantry and elegance of the Mughal era, while setting new benchmarks in the realm of lifestyle tourism. "The festival's itinerary has been tastefully pre-packaged to offer a glimpse of the rich culture and heritage of Agra, spiced with adventure and unique insider experiences - all set against the awe-inspiring backdrop of the Taj," SkyWaltz business Manager Naveet Bali told IANS. The excursions will include visit to monuments as well as the renowned Kalakriti Cultural and Convention Centre, along with royal dining experiences in the regal city of Agra. All clearances from the minis-

try of defence and the Indian Air Force (IAF) - since the area around the Taj is a no-fly zone - have been taken and permissions for the event has also been granted by the Archaeological Survey of India (ASI), the Agra district administration and the Directorate General of Civil Aviation (DGCA). The gondollas of the baloons can accommodate the pilot and up to four passengers, each of whom would have to pay in the region of Rs.8,000 ($125) for the flight. Bali further informed that the company has a foolproof safety record of flying hot-air balloons and all measures are complete. Registrations would begin from November 1. The festival has been divided in

three parts - Taj Sky view, Agraban and Nightglow. In the first, the balloon rides will reveal the Taj in its hidden subtleties only when viewed from the unique vantage point offered by a hot air balloon reflecting in the surrounding waters, reaching unto the skies. In the second, the ride will be along the Red Fort and other important landmarks of the Mughal era. The third will be held in the evenings - a lively night glow concert that will showcase the spectacular sight of the balloons lighting up the dark night sky along with musical accompaniment. The evenings will also be capped off with performances and entertainment from local and na-

tionally recognized music and dance performers, officials of the tourism department informed. Director General (DG) and Secretary Tourism Amrit Abhijat told IANS that the festival was a first of its kind and was a very serious and innovative effort to promote lifestyle tourism in the state. "Based on the experience of the Taj Baloon Festival, we would replicate it in Varanasi and Dudhwa also," he said, while informing that Chief Minister Akhilesh Yadav was expected to inaugurate the extravaganza. "He has been the force behind the show and we all are looking forward to his participation in the event," the official said. Yadav is also likely to take a balloon ride.

exism is deeply ingrained in our patriarchal society, alive and well in our misogynistic culture—or so the rhetoric goes. Now we can blame “neuroscience,” too, thanks to a new study, which found that sexist views can be inferred from brain anatomy. Looking at the brain structure of 681 students (306 of whom were women; average age was 21), researchers in Japan found that the brains of those with sexist attitudes looked different than those who believed in gender equality. Published in the journal Scientific Reports, the

study also found correlations between sexist views and “a wide range of mental health problems” like depression, anxiety, and alcoholism. Participants in the study were asked to measure their “Sex Role Egalitarianism” (SRE)—defined by authors as “the belief that the sex of an individual should not influence the perception of his or her rights, abilities, obligations, and opportunities”—based on whether or not they agreed with statements like “household labor should be a collaborative work between sexes” and “women need not work unless they are economically inconvenienced. (Disagreeing

with the first statement and agreeing with the second would indicate a low SRE score.) R e s e a rc h e r s t h e n

scanned the students’ brains and found that their brain structure reflected their SRE score. Specifically, the scans re-

vealed that participants with low SRE scores had dense gray matter (high cell activity) in the posterior cingulate cortex,

n a large nonstick pan with sloped sides (even a wok shape works), melt the butter over medium-low heat, being careful to not brown the butter. If it begins to bubble, the heat is too high, so lower the heat to cook the eggs properly. (Slow and low like BBQ is the way to go with eggs.) Pour the eggs into the pan and let sit for a few seconds. When the eggs begin to lightly set on the

bottom, use the whisk to gently beat the eggs, then allow them to sit for just a few seconds between beating them again. Curds will begin to form and increase throughout the cooking time. Repeat this process of whisking then resting the eggs for a few seconds until about 50 percent of the eggs are set and the rest are still wet. At this point, sprinkle the eggs with a pinch of salt and pepper and continue to whisk and rest alternately. Once the eggs are 75 percent done, add the cheese and from this moment, continue to whisk the eggs until done. This entire process from pour-

ing in the eggs to them being finished should take 8 to 12 minutes; this isn't a race, only a journey to the best scrambled eggs ever. Remove from the heat and continue to scramble in the last seconds. Serve warm. Cook's Note: While scrambling, if a thin film of egg begins to set on the edges of the pan while you are whisking away, the heat is too high and you are whisking a bit too fast. Be gentle and take your time. If this happens, very quickly before it browns, incorporate those dry edges back into the eggs with a twist of the whisk and they'll disappear.

he advice, “Stop worrying! Stress is bad for you” is true, but as with a lot of health guidance, its vagueness makes it less effective. It’s like when people say that getting lots of sleep is important, or that you should eat more fiber—it’s the kind of thing people might like to do, but will probably keep forgetting to do, because it’s not immediately clear how it will make them healthier. This video from TED Ed, written by the Emory University professor of medicine Sharon Bergquist, clarifies how worrying actually affects the body, outlining what scientists know so far about the stress-sickness connection. As the video explains, when you’re stressed, the adrenal glands ramp up the release of the hormones cortisol, adrenaline, and norepinephrine. Adrenaline speeds up your heart rate and can raise blood pressure. Cortisol causes changes in the blood vessels that can, over time, increase the risk of heart attack or stroke.

Feeling overwhelmed affects everything from digestion to stroke risk

Meanwhile, the brain relays the stress signals to the gut, which changes up its routine to allow your body to focus on the stressor. This is what’s behind that “butterflies in the stomach” feeling, but it can also lead to digestive problems and affect the composition of your gut bacteria. Cortisol, meanwhile, can also increase appetite and prompt the body to put on deep-belly fat. That fat releases compounds called cytokines, which in turn raise the risk of developing chronic diseases. When stress is chronic, rather than temporary, it can also dampen the functioning of the immune sys-

tem, slowing healing times and making you more vulnerable to infection. Stress is most damaging for people who experience it all the time. Working long hours in a white-collar job to meet a deadline can be unhealthily stressful. But people who are constantly stressed about things like paying the rent or getting adequate childcare have the worst lot. To mitigate some of these health consequences, Bergquist recommends viewing your stressors “as challenges you can control and master.” Easier said than done, but given the stakes, it’s probably worth trying.

A new study says the brains of misogynists are also super-dense in regions that control fear and anger. But there’s a twist. a part of the brain associated with processing emotions like fear and anger. From there, they drew a correlation between espousing sexist beliefs and being prone to anger. Low SRE scores also correlated with less dense gray matter in the right amygdala, indicating that sexist people may be more likely to suffer from depression and anxiety. The study’s findings suggest that both men and women who espouse sexist beliefs have other psychological issues. But Jesse Rissman, a professor specializing in biobehavioral sciences at UCLA’s Brain Research In-

stitute, says the study has not yet identified a structural brain correlate of sex stereotypes. While the study found a correlation between sexist views and anger issues, depression, and anxiety, the correlation was very weak. Indeed, low gray matter density in the right amygdala accounted for less than 2 percent of a low SRE score. The correlation between dense gray matter in the posterior cingulate cortex and low SRE was similarly weak—less than 7 percent. “One needs to be cautious when searching for associations between brain structure and cognitive function or person-

ality traits,” Rissman told The Daily Beast. “When one finds relationships like this, even in a large sample size, it’s important to replicate the study in an independent sample before jumping to conclusions about the importance of these regions in the brain. “I would classify these results as intriguing, but more experimental work is needed to determine if they are consequential to our understanding of Sex Role Egalitarianism.” The researchers also referenced a previous study that suggests having a positive outlook on life can boost gray matter density in the right amygdala.

racking the Indian Institute of Technology (IIT) entrance test proves a point or two in India, the most important being the fact that the student is set for a bright future. As India’s elite engineering and technology school cluster, the IITs have come to be seen as the ticket to the good life, especially for a student from a middle-class family, and more so, a girl. Priyal Sharma, 20, is one of the fortunate few. She is now living her dream as a first-semester student at IIT Roorkee. “Nobody except my parents believed that I could crack IIT. Everybody told them that they are wasting their time, energy and resources on me,” says Sharma, who hails from Dorai, a small locality on the outskirts of Ajmer in Rajasthan. Many of her relatives and neighbours believed she would never make it to IIT. But things have

changed. They now want her to forget the jibes they made. “Now, the same people try to find a reason to associate with me,” says Sharma, who is the first person in her locality and larger family to make it to IIT. “I have broken the glass ceiling of gender discrimination in education. And when you crack the IIT entrance, you get a new identity.” Sharma’s parents have

struggled to support her education. Her father is physically challenged and cannot engage in any fulltime employment. Her mother did chores in the neighbourhood to support the family, which includes Sharma and her two siblings. Despite the family’s situation, Sharma, after Class X, decided to aim for IIT. “My parents struggled to buy me books and notes

for my preparation,” she says. Help came from a coaching centre in Ajmer that gave her a scholarship to take tuitions. “My father arranged for some second-hand books and notes from a person whose daughter had appeared for the IIT entrance exam earlier,” she says. “It was tough but I did not give up,” Sharma says. All the while, her relatives and people in the neigh-

bourhood prodded her parents to get her married her off instead of spending money on her education. “I kept quiet then. But my performance (cracking the joint entrance exam) was an answer to them all,” she says while waiting in the lobby of a five-star hotel in New Delhi to receive a scholarship from Japanese electronics equipment maker Panasonic. With Panasonic helping her financially, her focus is back on education. “When companies lend a helping hand, you feel relieved. The pressure of arranging finance goes,” Sharma says. Her face lights up when she talks about IIT. “IIT is much more than I imagined. In terms of education quality and job potential, coming here is a life-changing experience for me,” she says. “More girls must strive to succeed in the joint entrance exam.” Of the 1.3 million students who sat for the joint entrance examination in 2015, only 9,900 made it through. Of this, only 9% were female students, up

from 8% the previous year. The gender gap in India’s technical education remains high. According to a 2013 report by education assessment firm Aspiring Minds, the male-female ratio in IITs across India ranges from 10:1 to 14:1. In the National Institutes of Technology (NITs), the ratio is 8:1 in favour of male students. Contrast this with the 1.4:1 ratio at the prestigious Massachusetts Institute of Technology in the US and the gender gap becomes obvious. A reason for this gap could be family resistance, says Gautam Barua, a former director of IIT-Guwahati. Families are reluctant to send their daughters to far-off places to take IIT-JEE coaching, he says. “Maybe it’s a security issue. There may be a societal mindset that a girl will only do well in non-engineering jobs,” he says. Traditionally, female presence in IIT’s B.Tech courses is low, though it has improved in the past few years. Higher secondar y

schools in India also contribute to the gender gap in technical education. In 2014-15, only 41.67% of schools offered the science stream as an option for boys and girls, down from 42.54% in 2013-14, according to data from the human resource development ministry. In absolute numbers, 6.21 million students were pursuing science education in higher secondary schools in 2014-15 as compared with 5.4 million in the previous year. But at the same level of schooling, there were 10 million students in humanities as against 7.6 million in 2013-14. Anand Kumar, who runs Bihar’s Super 30, a coaching institute preparing students for the IIT entrance, says poor girls from rural India are equally talented. “What they need is proper hand-holding, some guidance and cooperation from their families,” says Kumar, whose institution is dominated by male students. Julakanti Sai Harika, a girl from Telangana who

qualified in 2015 for IIT, agrees. “Most of the time, students are unaware of ground realities. Since families are not very exposed to the changing education scenario, they are unable to give career counselling,” she says. A farmer’s daughter, Harika says it’s this ignorance that made her opt for IIT-Hyderabad instead of an older and “better” IIT for which she had qualified. “My ranking was 1,298, which could have given me a seat at any of the older IITs. But in my application form I had listed IIT-Hyderabad as my first preference, because it was close to home. This is the ignorance I was talking about,” she says. Like Sharma, Harika too believes that the gender barrier is slowly fading. “When families in my neighbourhood ask me to give tips to their sons or daughters on how to crack the IIT entrance test, I feel a sense of achievement.” “All barriers fall flat when a girl becomes the inspiration,” Sharma says.

High BP exerts pressure on the arteries causing them to burst and cause a stroke. Diabetes is again very harmful for the arteries. • Keep your weight and BMI in control and ensure your weight is not higher than 10% above the ideal weight. • Quitting Smoking goes a long way in preventing a second stroke. Cigarette smoking is one of the biggest contributing risk factor in stroke. • Limit Alcohol intake as excessive alcohol consumption can increase risk of stroke exponentially. Excessive drink can increase your blood pressure. • Relax and reduce stress as chronic stress may cause the blood pressure to rise and the body to release stress hormones, which are harmful to the blood vessels. • Get adequate sleep and take frequent breaks to recharge your body. • Eating a healthy diet that is rich in antioxidants and fibre goes a long way in preventing stroke. • Exercise regularly. t is nice to see smiling faces around you. Studies say it spreads positivity. Smiling not only makes you likeable, it also sends feel-good signals to your brain, which is good for your overall mental health. So if somebody dislikes a smiling face, is that person not normal? Not really. In the following situations, smiling can be really annoying and even harmful. 1) In a meeting, as it distracts: When a bunch of professionals have gathered to discuss something important with a definite timeline, smiling too much can be perceived as taking the matter too lightly. It can also affect your credibility. A serious, contemplative face is more suited in such situation and smiling can wait till the meeting is over. 2) When the smile is not genuine: People don’t just smile to express happiness, but also to feel better about themselves when they are not feeling happy. This smile according to experts is perceived by others as artificial, and rightly so, because it is not coming out naturally and is forced. Studies also suggest that trying to force a smile might not be very useful in getting over negative emotions. Being

friendly against one’s will causes stress. 3) When your loved one is going through a low phase: Smiling can be comforting if used in right doses. But if you smile too much to make your partner better, who is recovering from a loss or is depressed, the effort can backfire. Instead of feeling better, your partner might feel miserable and envy your happy state of mind. In such situations, try to display emotions in balance and most of all, do things that make your loved one smile. 4) When you are angry or nervous: Sometimes smiling is not in your control and might land you in an embarrassing situation. I know a person who grins when he’s really pissed off. Also, some people break into a smile, when they are in an unfamiliar territory or nervous. This kind of smile hardly evokes any warmth and can be really annoying. For instance, if one has to share a bad news and a smile inadvertently comes to the face, it is nothing to do with any positive feelings, it is in fact a nervous reaction. 5) When it is to please someone: Oversmiling while putting across your point can be perceived as an effort to please, and might not be appreciated. Try to convince with a logic and not with a smile.

n 2014, the National Green Tribunal banned rat-hole coal mining across Meghalaya. The extremely dangerous practice involves digging narrow pits in order to reach the black gold below. Apart from being hazardous to health and the environment, the multi-crore mining industry is notorious for hiring child labour. Chandrashekhar Reddy’s documentary Fireflies in the Abyss provides a vivid picture of how the industry worked before the ban. Reddy shot the film in Jaintia Hills in 2012 and returned many times since to follow up with his characters. One of them is Suraj, a boy wise beyond his years who wishes he could swap the grime of the mines for the chalk dust of the classroom. Reddy intertwines Suraj’s quest with stories of the adult miners, which were gleaned from unbridled access to their living and working spaces. Fireflies in the Abyss has been previously shown at the Busan International Film Festival, and will be screened at the market section of the Jio MAMI Mumbai Film Festival. The documentary first showed up in an unedited version at Good Pitch, a forum for funding, marketing and distribution that was held in Mumbai in 2014. The film evolved on the

ground, says Reddy, who divides his time between the United Kingdom and India. He spoke to Scroll.in about gaining the trust and permission of the miners and chasing Suraj’s dreams. "I have been doing work for television channels like National Geographic and Discovery, and I was working for a film for a production house in Bristol on sacred forests in Meghalaya in 2011. There was no sacred forest but instead, this rampant coal mining. The place has exploded like a frontier town. I also discovered that there were kids working here. After I finished the research into the other film, I stayed back and shot some material. I found three boys who were friends. The material led to a short film called Coalboy for the documentary series Why Poverty?" "I pitched a longer film at the DocEdge documentary pitching forum in Kolkata, and I had to decide between waiting for funds to start shooting or abandon the project. It was increasingly getting hard to go in with a camera, so I started shooting myself. When I went back, I could not find the young boys. A non-governmental organisation had released a report on kids in the mines, and the government had been forced to clamp down. This didn’t stop the families from working in the mines, but it only sent them into even more remote areas. I went to a village where a

school teacher was trying to get the kids out of the mines, but I wasn’t allowed to shoot there. I eventually found Suraj and started following him to his camp. The mine owner turned out to be quite alright, he was unsavvy and wasn’t aware of how a video camera worked – as far as he was concerned, I was taking pictures of the scenery. The miners were on my side, and had told him that I was staying with them. I did a lot of mine-crawling myself – the first time I went there, I shat my load and asked myself what I had gotten into. The first few times, I went in on a cart. Later, I didn’t realise that I had started hallucinating because of the lack of oxygen. I dozed off and when I woke up in a haze, I saw these lights flickering above me. That’s how the title of the film came to me." LIghT AND DArkNess

"I shot for six months in 2012. I stayed with the miners’ families in their shacks at their camp, and eventually, the mine owner gave me a room for three months. Some of the access is purely because of being in such proximity and observing them day in and day out. It was an eye-opening experience, and I began to question my own motives. I had wanted to explore different aspects of the children in the mines – the working conditions, the way the environment was being destroyed. But the human element and the intangible aspects came through as a result of being there. There is no emotional, spiritual or intellectual stimulation. At times, I felt my own mind going soft. You lose your basic drive and motivation to do more than daily living. As far as the men were concerned, they were living from one week to the next. When Suraj disappeared

for a period and went to the same village from where I had been kicked out, I used the time to contrast his story with the experiences of other people. I wanted to get a fuller context for what it takes for the kid to do what he did. After I presented the film at Good Pitch, one of the people there offered to help Suraj. He refused. Charity is not the answer – it is about the larger context of gaining independence and the agency to support your needs. Although mining has now been banned in Meghalaya, it is still happening in some fashion. Suraj is still in that area. As of two weeks ago, I spoke to his father and promised him that I would try and take forward the promises made by some of the people at Good Pitch. This film has really been a passion project. The time one has invested in making it has to now be immersed in trying to get it shown."

Nagas’ obsession with designation and other labels on vehicles Takum Mokholee: As we go around the market we can see many cars with designations above their number plate: example - President/ secretary of this and that union/pastor of this and that church etc and lots more. Personally it’s not much of a problem to me but here is the real deal: The Central Motor Vehicle Act does not permit labels or stickers on number plates to indicate that a vehicle belongs to the government. The transport department has clarified that there are no provisions either in the Act or notifications permitting vehicles plying in the state to carry stickers or labels on their number plates or above their number plates stating “On Government of India duty/Government vehicle” etc. Moreover, there is no notification from the transport department for pasting labels saying “High Court Judge”, “District Judge”, “Secretary to Government”, “Chief Commissioner of Income Tax”, “VIP”, “MLA”, “MLC” etc. It has been found that even vehicles of principals of primary government schools are now carrying such stickers. C.J. Karira, resident of Mahendra Hills and an RTI activist said, “Officials like to paste such stickers on number plates because it is a prestige issue for them. Also, this is done to avoid traffic fines and parking fees. It is okay if the officials are traveling in the vehicle carrying such stickers. But the stickers should not be used when the vehicle is being used by family members or when it is off duty. Many government organizations take taxis on contract basis and get the driver to stick the official designation on the number plate. But when the contract is over, no one checks if the sticker has been removed.” “A normal vehicle will have to clear several security checks while entering the Secretariat, but a taxi carrying such stickers gets a free way irrespective of whether the official is present in the car or not,” added another activist. An official said, “All government vehicles should carry at the rear and on the sides the inscription ‘Government Vehicle’ painted in white. No other sticker is required.”

Experience with government schools in Nagaland Torie Merry: I went to a Govt School today for a pre-internship observation! I will not mention the name of the school. I was saddened by the condition of the school. The school barely had enough space for all the children to stand for the morning assembly. The toilets were in a pathetic condition. Even though the teachers were good in teaching, the students lacked proper attention and care! I am not putting down anyone here nor am I pointing out the faults in our educational system. I am just a voice on behalf of all the students out there!! I want my case to be heard, understood and acted upon!! Someone said to be a good teacher is not enough, you have to have love for the children! This is so true. The children studying in these schools need love, guidance and encouragement. After all, they are our future generation isn't it??

Mukherjee made the remarks on Thursday night at a banquet he hosted for leaders of the 54 African nations who arrived in New Delhi for the Third IndiaAfrica Forum Summit. The president hailed the drive of Prime Minister Narendra Modi for the summit. India and Africa understand each other and for both "diversity is our lifeblood" as it "enriches us and makes us even stronger. Wear salwar-suit or saree in Rajasthan civil service exam jAiPur, OctOber 30 (iANS): Women candidates set to take the Rajasthan Administrative Services (RAS) exam can appear only if they are wearing a salwar suit or saree, a directive issued by the Rajasthan Public Service Commission (RPSC) has said. The RPSC has issued the manadatory dress code for men as well, saying: "The boys appearing in the competitive examination would only be allowed to appear in half sleeve shirts and slippers (chappals) or sandals without socks," an RPSC official said. "The full sleeve shirts are not allowed, so are the shoes," he added. Similarly, girls appearing in exam can only be dressed in a salwar suit or saree and "for them too only slippers or sandals are allowed" he said. The move is intended to curb possibilities to cheat in exams, the official added. Besides, at least 17,000 invigilators have been deputed to keep a close watch on the candidates appearing in exam in 1,232 centres spread all over the state. Over 4.07 lakh are appearing in the exam and at least 7,000 police personnels have been deployed to conduct the exam in a peaceful manner. A total of 200 flying squads would be pressed into service to conduct surprise checks.

beNgAluru, OctOber 30 (iANS): Pakistan wants India to formalise the understanding the heads of the two states reached in 2003 as an agreement to end ceasefire violations at the Line of Control, High Commissioner Abdul Basit said on Friday. "As reiterated recently by Prime Minister Nawaz Sharif in the United Nations General Assembly, we need to formalize the 2003 understanding our (then) president General Pervez Musharraf and (then) Indian prime minister Atal Behari Vajpayee had on a ceasefire on the Line of Control," Basit told reporters here. The agreement proposal was part of the four-point formula Sharif had flagged in his UN address on September 30 to revive talks between the two countries and resume bilateral ties. "We are waiting for the Indian government's response to the four-point formula so as to stabilize the tense situation on the border and implement the ceasefire in letter and spirit to prevent violations from both sides," said Basit, who is on a four-day visit to Karnataka, a first by a Pakistan envoy. In view of the trust deficit between the two countries on many issues, especially on border firing, he urged posting a third party like the United Nations as an observer at the LoC to check who was violating the ceasefire and ensure peace. Reiterating that Pakistan was keen to have good relations with India at all levels, especially between the people and promote cultural, trade and economic levels, he said both the countries should move from the past, stop blame-games and resolve all issues, including terrorism and Kashmir peacefully. "As the people in both countries want peace and strong cultural, trade and economic ties, both the governments should work together to resolve all outstanding issues on the basis of agreements and understandings reached in the past since the Shimla agreement in 1972," he urged. Hoping that both the countries would soon resume dialogue and give shape to what was agreed upon by Sharif and Prime Minister Narendra Modi at Russia's Ufa on July 10, Basit said he discovered that people even in this city want both the countries get together soon and strive for peace and development.

"The picture of Delhi's pollution problem is complicated and is aggravated by some factors that are out of human control," said Prashant Kumar, reader at the University of Surrey in England. The researchers assessed how Delhi's landscape, weather, energy consumption culture, and growing urban population combines to elevate concentrations of air pollutants, including ultrafine particles, the most harmful to human health. Mumbai man to hang for raping, killing Andhra techie MuMbAi, OctOber 30 (iANS): A women's court here on Friday sentenced to death a 29-year-old man found guilty of robbing, raping, burning and killing Esther Anuhya, a techie from Andhra Pradesh, on January 5, 2014. Terming it as the 'rarest of rare cases', Special Judge Vrushali Joshi pronounced the verdict against Chandrabhan Sudam Sanap, who was found guilty of multiple crimes on October 27. Judge Joshi observed: "This is the rarest of rare cases... For the murder charge, the accused shall be hanged by the neck till death." The women's court also sentenced Sanap to life imprisonment under the Indian Penal Code Section 376A (rape), and awarded 10 years' imprisonment under Section 376(2) (M) for persistent sexual assault. The 23-year-old victim's father, Jonathan Prasad and brother Thomas Noble - welcomed the verdict. "Justice has been done and

we are grateful to the police, courts and media for taking up the cause so diligently...It will serve as a deterrent to others," Prasad told media persons outside the court. The woman had arrived from Vijayawada in Andhra Pradesh at the Lokmanya Tilak Railway Terminus after a Christmas break to rejoin work at the Tata Consultancy Services in Goregaon here. The incident happened after the train arrived early that morning around 5 a.m. at Lokmanya Tilak Terminus and Sanap, posing as a cabbie, offered to drop her at her hostel in south Mumbai. They negotiated an amount of Rs.300 for the commute. However, when she walked out of the terminus with her luggage, she found Sanap had neither a taxi nor an autorickshaw but a motorcycle. When Esther refused to sit on the motorcycle pillion, he asked her to make a call and inform her family about his de-

tails and the vehicle registration number. As there was no other form of commute availale at that hour and though she did not have balance in her mobile, she pretended to make a call to her family before accepting the motorbike ride. En route, he stopped the bike on the service road near Kanjurmarg suburb, on the pretext that petrol in the motorcycle was exhausted. In the foggy wintry morning on the deserted highway, he dragged Esther into the bushes and attempted to rape her. As she strongly resisted, an enraged Sanap banged her head repeatedly with a stone and strangled her with her dupatta. Later, he took some petrol from his motorbike and attempted to burn her in the thick bushes beside the Eastern Express Highway near Kanjurmarg. He fled the scene after grabbing her bag and a strolley which contained her laptop and

other belongings. Sanap was arrested from Nashik on March 3 and charged with the crime. Meanwhile, unable to communicate with Esther, her anxious father, Jonathan Prasad lodged a missing person complaint with Vijayawada Railway Police before coming to Mumbai and lodging another complaint with the Kurla Railway Police. Mumbai Police recovered a charred and decomposed body in Kanjurmarg on January 16. Esther's identity was established on the basis of a ring she was wearing. Later, Sanap was arrested and the Special Public Prosecutor Raja Thakare examined 39 witnesses, including two who said they had seen the accused and the victim together. This clinched the case against Sanap. Mumbai Police spokesperson Dhananjay Kulkarni said on Friday that the prosecution successfully secured the conviction under all sections of the law under which the accused was tried.

Admiral Wu Shengli made the comments to U.S. chief of naval operations Admiral John Richardson during a video teleconference on Thursday, according to a Chinese naval statement. The two officers held talks after a U.S. warship sailed within 12 nautical miles of one of Beijing’s man-made islands in the contested Spratly archipelago on Tuesday. China has rebuked Wash-

The findings challenge the common claim that a disproportionately larger hippocampus explains females’ tendency toward greater emotional expressiveness, stronger interpersonal skills, and better verbal memory. “Many people believe there is such a thing as a ‘male brain’ and a ‘female brain,’” said lead researcher Lise Eliot, associate professor of neuroscience at Rosalind Franklin University of Medicine and Science in North Chicago, Illinois, US. “But when you look beyond the popularised studies -- at collections of all the data -- you often find that the differences are minimal,” Eliot explained. The team examined findings from 76 published papers, involving more than 6,000 healthy individuals. “Sex differences in the brain are irresistible to those looking to explain stereotypic differences between men and women,” Eliot said. “They often make a big splash, in spite of being based on small samples. To put the record straight the NGHSSEA is in favour of proper streamlining of the school Education Department between the three main stake holders of the department- Primary Teachers, Graduate Teachers and Post Graduate Teachers. The government can make proper study and initiate bifurcation of the department to bring efficiency and better management of government schools. However, the NGHSSEA strongly feels that government should reconsider the contemplated notification to create two independent heads in 41 GHSS in NagalandPrincipal as head of class 11 & 12 and Headmaster as the head of classes up to 10th standard in the same school. It is the stand of NGHSSEA that two independent heads under one and the same School would be disastrous for educational process as two separate parallel schedule of school morning assembly, daily academic activities, exams, sports and management of limited ministerial staff would create conflict between the two heads. Even when the Directorate of school education itself function with one head of the department, where is the logic of creating two parallel independent heads under one GHSS which is a small government establishment comes from. It will result in total chaos in the conduct of academic activities. Taking into consideration the academic career of students NGHSSEA requested the government to first make proper study of the implementation aspect at school level before issuing such contemplated notification. The NGHSSEA strongly feels that educational process and the academic career of students should never be compromised while trying to pacify certain situation. The NGHSSEA is shocked at the statement of the NSEAOA which is supposed to be matured and unbiased organisation, but have instead issued divisive and exclusive statement, propagating and advocating creation of two administrative heads under one School. Whereas in the real sense as a Nagaland School Education Administrative Officers Association we expect such matured association which is composed of all the high ranking officials in the Department to be upholding the interest of Students, Primary Teachers, Graduate Teachers, Post Graduate Teachers, Ministerial staff in all the Schools, Officers and staff from all the Inspectorate Offices from all the districts and all the Establishment staff and Officers working at the Directorate of School Education.

There are different types of government schools in Nagaland- primary, middle, high school and higher secondary school. NGHSSEA is deeply perturbed at the intention of the NSEAOA to divide the government schools. The Association feels that much cannot be expected from such sectarian officer. All responsible officers should make effort to take the department forward at par with the rest of the states. Nagaland is a resource scare state as such, we must all work to strengthen our education system to provide compatible quality education to the upcoming generations. NGHSSEA feels that it should be made known to the Government that NSEAOA does not include other Administrative officers such as Higher secondary officers, Officers from Planning Section, Officers from Language section, and Ex-cadres Officers working under the same School Education department. Further, NSEAOA should stop issuing warning to NGHSSEA, for such warning cannot silence an association which is comprise of Teachers. NGHSSEA feel that, as the only recognised registered service association in the department of school education, it is our responsibility to contribute our idea in matter of policies which directly affects the students. NSEAOA nomenclature is misleading as it is not inclusive of all the officers of school education department. It is the sincere opinion of the NGHSSEA that NSEAOA makes proper verification of the work load and syllabus standard of the higher secondary section and stop making unnecessary statement in the public domain which is unbecoming of the so called ‘educators’ and ‘teachers’. On the issue of school education department, NGHSSEA feels that we need to move ahead along with the rest of the country. The New National Education Policy is expected by this year end. NGHSSEA strongly feels that government may consider streamlining the education department keeping in mind the three section i.e, Primary Teachers comprising of about 60% of the total strength, Graduate Teachers and Post Graduate teachers. The conflict between these three sections can harm the education process. The department may also consider setting up a “High Power Committee” to consider total bifurcation of these three sections with the existing man power and infrastructure in a time-bound approach. he annals of recent Naga history manifest the indisputable revelation that the unity and solidarity of the Naga tribes as an ethnic group of people came about because of their subordination to the British as their common authority and the onset of Christianity. The British protected the Nagas from exploitation by outsiders by barricading the Naga Hills District with the passage of the Bengal Eastern Frontier Regulation of 1873, commonly known as ILP (Inner Line Permit) Regulation. Though the British adopted the policy of establishing rule of law for the security of their colonial interests, the predominant native institutions of the Nagas were mostly left intact. The Naga Hills District was excluded from the operation of the British codes of law and the Nagas continued to administer themselves under their chiefs and headmen according to native customs and traditions without official interference. All these consolidated the unique identity of the Nagas as an exclusive entity. The British policy of non-interference in the internal affairs of the Nagas had the effect of the government recognising the traditional system of land ownership of the Nagas. The Memorandum submitted by the Naga Club to the Simon Commission during its visit to Kohima in January 1929 contains inter alia the following statements: “Though our land at present is within the British territory, government has always recognised our private rights in it; but if we are forced to enter the Council all these rights may be extinguished by the unsympathetic council,... We also much fear the introduction of foreign laws and customs to supersede our own customary laws which we now enjoy. For all the above reasons, we pray that the British government will continue to safeguard our rights against all encroachments from other people”.

The Simon Commission’s Report on the tribal people inter alia stated that “They do not ask for self-determination, but for security of land tenure, freedom in the pursuit of their traditional methods of livelihood and the reasonable exercise of their ancestral customs”. Accordingly, the Provincial Governor under the Government of India Act, 1935, was vested with discretionary powers in the administration of excluded areas inhabited by tribal people including the Naga Hills. In 1937, the Governor of Assam prescribed revised rules for the administration of justice and police in the Naga Hills District, presently operational as “Rules for the Administration of Justice and Police in Nagaland, 1937”. The Advisory Committee of the Constituent Assembly on tribal areas failed to arrive at any agreement with the Nagas on the future constitutional arrangements in independent India. However, the Nine-Points Agreement was worked out between the Naga National Council and the Governor of Assam, Sir Akbar Hydari, in June 1947. The preamble to the Agreement read as “That the right of the Nagas to develop themselves according to their freely expressed wishes is recognised.” Point No. 4 stated “That land with all its resources in the Naga Hills should not be alienated to a non-Naga without the consent of the Naga National Council.” The agreement was emphatic in Point No. 3 “That no laws passed by the Provincial or Central Legislature which would materially affect the terms of this agreement or the religious practices of the Nagas, shall have legal force in the Naga Hills without the consent of the Naga National Council”. The Reforming Committee of the Naga National Council wanted a separate administrative unit to be set up for the Nagas in keeping with their traditions and customs intact within the Constitution of India. ly, the first Naga People’s Convention represented by different Naga tribes from the Naga Hills and Tuensang area of NEFA assembled in Kohima in August 1957, and resolved to demand the integration of the Naga Hills of Assam and Tuensang Division of NEFA into a single administrative unit; which materialised when Parliament passed The Naga Hills-Tuensang Area Act, 1957, coming into effect from 1 December 1957. As a result of the second and third Naga Peoples’ Conventions of May 1958 and October 1959 respectively, the 16 Points Agreement was reached on 30 July 1960 between the Naga Peoples’ Convention and the Govt. of India for the establishment of a separate Naga State within the Indian Union. The Lok Sabha Debates which took place in August 1960 reveal inter alia the following far-sighted statements made by the then Prime Minister, Shri Jawaharlal Nehru: “Our policy has always been to give the fullest autonomy and opportunity of self-development to the Naga people, without interfering in any way in their internal affairs or way of life....It is hoped, therefore, that there will be no room for misunderstanding in future about the Govt. of India’s intention and what they propose to do to implement the understanding reached during the recent discussion....I take this opportunity to express our satisfaction at the agreement reached with the Naga leaders.... the agreement arrived at is an agreement between the Government of India and the representatives of the Naga Peoples’ Convention.” The State of Nagaland Act, 1962, created Nagaland as the 16th State of the Indian Union, and the Constitution (Thirteenth Amendment) Act, 1962, inserted Article 371A making special provision with respect to the State of Nagaland; both the Acts of Parliament coming into effect from 1st December 1963. Point No.7 of the 16 Points Agreement in re-

spect of “ownership and transfer of land and its resources” finds its enacted expression in Article 371A (1)(a)(iv) as follows: “(1) Notwithstanding anything in this Constitution, (a) no Act of Parliament in respect of(iv) ownership and transfer of land and resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decide;”. The Parliamentary Debates in August 1962 on the abovementioned Bills/Acts reveal the following statements of Shri Jawaharlal Nehru: “We had to incorporate in it an agreement arrived at with the representatives of the Naga Peoples’ Convention, ...We were not writing a full Constitution for the State, but rather putting in this agreement that we had, and that introduced some special features which otherwise would not have been there. .... Their charter is the Constitution of India plus this Bill.....reference have been made even here that land in Nagaland will only vest in the new State.... Anyhow, it is for the people of Nagaland to make their rules about their land.” “Notwithstanding anything in this Constitution” is a non-obstante clause which Parliament adopted as a legislative device to give overriding powers to Article 371A over contrary provisions that may be found in the Constitution of India in respect of ownership and transfer of land and its resources in the State of Nagaland. Article 371G makes special provision with respect to the State of Mizoram on the subject of “ownership and transfer of land” as follows: “Notwithstanding anything in this Constitution, (a) No Act of Parliament in respect of(iv) ownership and transfer of land, shall apply to the State of Mizoram unless the Legislative Assembly of the State of

Mizoram by a resolution so decides: Interpretation of Articles 371A and 371G makes it very evident and explicit that no Act of Parliament on the subject of ownership and transfer of resources arising out of land applies to the State of Nagaland, but the same Act would apply to the State of Mizoram. According to Black’s Law Dictionary: Ownership is “collection of rights to use and enjoy property; the complete dominion, title, or proprietary right in a thing or claim” Land is “the material of the earth, whatever may be the ingredients of which it is composed, whether soil, rock, or other substance” Natural resources are “any material in its native state which when extracted has economic value; timberland, oil and gas wells, ore deposits, and other products of nature that have economic value. The term includes not only timber, gas, oil, coal, minerals, lakes and submerged lands, but also, features which supply a human need and contribute to the health, welfare and benefit of a community, and are essential to the well-being thereof...” According the Halsbury’s Laws of England, “Land includes any ground, soil or earth,... and all mines and minerals beneath it.” In the light of the above historical events and facts, constitutional developments, and legal concepts and interpretations, Article 371A de facto and de jure recognises the State of Nagaland in respect of its land and its resources as a separate legal entity outside the federal structure of the Indian Union. The essence of Article 371A in the context of “land and its resources” is the vesting of the right of eminent domain on the State of Nagaland. Jewellery Nzano L. Odyuo is well known in the Nagaland music circuit. She is a brilliant pianist and a music teacher by profession. What most people don’t know, however, is that she is the creator of the vibrant Lorenzas Jewellery. So sit back, and read all about her passion and find out what turned this incredibly gifted musician into a jewellery designer.

As a classical pianist, she taught music in schools, in Maharashtra, for three years and returned home in 2012. She is presently teaching at the Symphony School of Music, Kohima. Nzano is not formally trained in jewellery design but her passion for jewellery led her to establish Lorenzas Jewellery, adding another profession to her already busy schedule as a music teacher. Looking at her work, it is quite an astonishing fact that she started making jewellery only about a year ago. The moniker “Loren-

“One desire of “Lorenzas” is to enhance the beauty of every woman” zas” is a combination of four names - Nzano, her mother, and her two sisters. Inspired by her mother, she dedicates “Lorenzas” to her beloved mother, late Loshumlo, who she describes as “a woman so beautiful in and out, with a loving soul”. As a child, Nzano was interested in collecting jewellery. Her first memory is of her school teacher who used to wear big long earrings. The sight of the shimmery crystals dangling on

her teacher’s ears fascinated and distracted Nzano to no end. Sharing how she started creating jewellery, Nzano recollects how, while browsing through the World Wide Web one fine day, she came across a website that sells jewellery making supplies. Within a week, she had the items on her table. What began as a plan to make a couple of earrings for herself, ended up as around 60 pairs, in just one week! This

significant achievement, in turn, encouraged her to take the work more seriously. Nzano’s abilities as a designer are both impressive and inspiring. She describes her style of jewellery as versatile, claiming that one can wear it comfortably on any occasion. Every piece of jewellery she makes inspires her to create and craft the next one. She calls it ‘an unending process of modification’. For this designer, the

only difficulty in her line of works is ‘time’, and every now and then, she struggles to balance the two professions. Nevertheless, her passion for mastery and creativity – as an artiste - keeps her moving forward, and she enjoys the balancing act. Nzano is a true visionary. She believes that jewellery making is a viable profession in Nagaland, with a lucrative market; provided that one is not lazy. Also, for someone who is interested

or just getting started, in jewellery design, the best advice the designer offers is to keep the price affordable. No wonder, Lorenzas jewelleries are available at an affordable bracket of Rs 150 to Rs. 550. She adds that nothing comes easy if you want to be successful, “it demands a lot of hard work and dedication since we live in a competitive world". This tireless perfectionist even feels the need to work harder, saying “I have to be

one step ahead of others to reach a decent level.” Even after her accomplishment as a musician, she does not make the mistake of considering herself as the best. She explains, “I am not the best, because if I am, there won’t be people for me to compete with and there won’t be any room for improvement.” Being very new in the jewellery designing market, Lorenzas Jewellery does not have an exclusive outlet yet,

unjab Police have arrested four bouncers who allegedly manhandled media persons covering the wedding events of Indian cricketer Harbhajan Singh and his actress bride Geeta Basra, an official said on Friday. The case was registered after the upset media persons staged a sit-in outside the reception venue in Jalandhar city, 150 km from Chandigarh, demanding immediate arrest of the four bouncers. The mandhandling allegedly took place late on Thursday evening. "We have arrested four bouncers. These include Kuldip, Gurpreet, Navjot and Bawan," a police official told IANS here. After the alleged incident, Harbhajan came out of the house and apologised on behalf of the bouncers. He pleaded with media, mostly camera persons of TV channels and photographers of media publications, not to pursue the matter further. The media persons alleged that the bouncers manhandled them, and took away and broke their cameras and equipment while they were filming events at the high-profile

We are investigating the matter," a Punjab Police officer told the media here. SINGAPORE, OCTOBER 30 (IANS): Reigning Wimbledon champions Sania Mirza and Martina Hingis earned their third consecutive win to top the red group and enter the semifinals of the year-ending $7 million WTA Finals being played at the Singapore Indoor Stadium here on Friday. Following their victories in the opening two round robin matches earlier this week, the Indo-Swiss tennis combine came up with another top-class performance to beat Hungarian-French fourth seeds Tímea Babos and Kristina Mladenovic 6-4, 7-5 in one and a half hours. Playing on hard courts, Sania, who won the prestigious tournament last year with Zimbabwe's Cara Black, and Martina earned five breakpoint opportunities in the first set. They converted one which was enough to seal the set and take the lead in the contest. Timea and Kristina came back stron-

Muguruza outlasts Kvitova at WTA finals SINGAPORE, OCTOBER 30 (REUTERS): Garbine Muguruza continued her dream debut at the WTA Finals by completing round robin play with a perfect 3-0 record to advance to the semi-finals after a hard fought 6-4 4-6 7-5 victory over Petra Kvitova on Friday. By topping the White Group, the Spaniard set up a showdown against Poland's Agnieszka Radwanska while Kvitova (1-2) will be banking on her already eliminated Czech Fed Cup team mate Lucie Safarova (0-2) to beat Angelique Kerber to help her advance. NEW DELHI, OCTOBER 30 (IANS): The 2015 Indian Premier League (IPL) contributed Rs 11.5 billion ($182 million) to India's Gross Domestic Product (GDP), the Board of Control for Cricket in India (BCCI) said on Friday. The BCCI appointed KPMG Sports Advisory Group to undertake a survey on the economic impact generated by the IPL on the economy of India, which brought forward the figures. IPL 2015 consisted of eight franchises that played 60 matches over 44 days in 13 host venues of 12 cities across the country. As many as 193 cricketers took part in the tournament that attracted 1.71 million spectators at the venues, the BCCI statement added. "The total economic output associated with IPL matches in India for 2015 is estimated at INR 26.5 billion ($418 million). This is the aggregate value of all transactions that took place as a direct, indirect or induced effect of the economic activity of the 2015 matches. Hosting an IPL match also adds value and revenue to the econo-

my of the state," BCCI said. "The 2015 season, saw around 20 percent of attendees visiting from cities other than the host city. Also notable were international visitors primarily from the United Kingdom, Australia and South Africa." IPL matches directly affected the economy of India in a variety of ways, according to the survey. The key benefits and opportunities that arose were employment generation across sectors, tourism development, support of tier two cities providing key media exposure and development of cricket and sport participation across the country. Lewis Hamilton sees no reason to help Rosberg
