Dimapur, OctOber 2 (mexN): The Special Investigation Team (SIT) set up to look into the fuel adulteration issue brewing in Nagaland State has arrested a total of 16 persons so far in connection with the case, and is interrogating all individuals connected to the case. The SIT, formed in the wake of growing public demands for investigation into the matter, has collected a total of 73 samples from “sealed sites” and has dispatched them to Forensic Science Labs. Reports of few have been received. During investigation, the SIT has also been able to trace the SK Oil found in these sites to “certain agencies” located across the State; necessary investigation on the matter is still underway. The origins of the solvents used for the fuel adulteration have also, reportedly, been traced to various petro chemical firms within and outside Nagaland State. Investigation on this matter is also underway. These details were made known today through a detailed Press Note from the Additional Dy. Commissioner of Police/PRO, Dimapur, on behalf of the Office of the Commisioner of Police, Dimapur, Government of Nagaland. It reassured the public that the SIT has “pro-

gressed” with the case investigations “keeping the interest of the public sentiments at large and, with time, it is hopeful that justice will be done.” While noting that “considerable efforts and time has been dedicated for the case investigations and it continues to do so,” the Dimapur Police appealed to citizens to “cooperate and refrain from making unilateral conclusions while the matter is still under investigation.” The clarification was made in the light of “allegations” made by the ‘Coordination Committee of Civil Society Organization on Fuel Adulteration’. As the case unfurled The Dimapur Police stated that on June 27 this year, members of ACAUT Nagaland had reported fuel adulteration “operations” at six sites to the Dimapur district administration and police. Accordingly, informed their Press Note, the places were “raided” and “huge quantities of Hydro Carbons were seized from these sites which were found illegally stored and allegedly used for fuel adulteration.” The hydrocarbons and the premises were “sealed in the interest of the investigation.” Two cases were registered at the West Police Station and Diphupur Police Station respectively. lice, the investigating team visited the sites to “draw samples” of the hydrocarbons “when it was observed that in two of the sites, seals were found breached and some quantities of Hydro Carbons had been drawn discreetly in an effort to destroy evidences.” Subsequently, a third case was registered at the West Police Station and five persons were arrested in connection to the incident. While one official maintained the department is doing its best to restore normal supply, exasperated consumers of the affected areas have accused the department of irresponsibility and apathy. Repairing the damaged transformer, as per a department official, is likely to take another week. The official, while acknowledging the consumers’ plight, said that it is very difficult to find ready replacements in the 500kVA range. Stating that the stand-in 250kVA transformer was working, the official informed that load shedding will be imposed during the day and total shutdown during the night till the 500kVA transformed is restored.

The re-assessment was conducted with the permission of the

Court in the presence of a Magistrate observing “all due legal procedure.” The re-drawn seizure memo was submitted to the Court and the same was taken into cognizance. The release of the eight empty oil tankers has been done “in compliance of the Orders of the Court,” clarified the Police. It also informed that the SIT filed at least six petitions at different dates against different accused persons in the Court through the office of the Public Prosecutor for the cancellation of their anticipatory bails. However, “these matters are the discretion of the Court,” the Dimapur Police reminded. “The demands for the ‘re-arrest’ of the accused persons are not permissible unless the Court cancels the bails granted,” it reiterated.

Dimapur, OctOber 2 (mexN): Commercial vehicles in Dimapur have resolved to go off roads on October 4, 2016 to put pressure on the Nagaland State Government to bring in the Central Bureau of Investigation (CBI) for thorough investigation on the fuel adulteration racket as demanded by the Co-ordination Committee on Fuel Adulteration (CCoFA). In separate press statements issued to the media on Saturday, All Nagaland Taxi Association, (ANTA) Dimapur Unit; Dimapur District Truck Welfare Trade Union (DDTDWTU) and the Dimapur District Pick Up Van Owner and Drivers’ Union (DDPODU) stated that the decision to keep off roads was to show solidarity and support the CCoFA’s demand. The office of the DDTDWTU requested all its members to desist themselves from plying/driving on October 4 from 6AM to 6PM. It however said the appeal made is not mandatory and binding and purely voluntary. ANTA Dimapur Unit, on the other hand, directed all the taxi owners and drivers to go off road in the form of “Chaka Bandh.” DDPODU, while expressing solidarity simply stated that it backed the “bandh call.” The Dimapur District Auto Drivers Union (DDADU) has also reportedly convened a meeting on October 3 to decide on the same. The CCoFA, consisting of various civil society organizations, had served a 15-day ultimatum to the State Government, with effect from September 23, demanding that CBI be brought in for thorough investigation on the fuel adulteration racket and to re-arrest all the alleged fuel adulteration kingpins. In the event of failure by the State Government to fulfill the demand, the CCoFA had cautioned that the committee would enforce bandh on national highways within the State as it deemed fit. CCoFA said the committee, formed by

a public resolution on September 10, 2016, met the State Chief Secretary on September 23, and submitted a memorandum containingtheresolutionsadoptedonSeptember10. Since the ultimatum was served to the State Government, a number of civil organizations and student bodies have issued press statements, reiterating support and reminding the government of the demand. No response has been forthcoming from the government. The 15-day ultimatum will end on October 8, 2016. On the move behind the demand for CBI to investigate the fuel adulteration racket, a member of ACAUT Nagaland pointed out that the reason was because the “case was falling apart.” “It’s not that we have lost confidence on the SIT constituted to probe into the case, but there are several indications that the case is falling apart,” the member suggested. Further, there is also apprehension whether the SIT can probe into the angle of diversion of SK Oil without any interference, the ACAUT member stated.

DDCF backs CCoFA demand

Meanwhile, the Dimapur District Citizens Forum (DDCF) has demanded immediate “follow up action” to hand over the fuel adulteration case to the CBI as desired by CCoFA. “When such an important issue was highlighted by a non-governmental organization, the government should feel ashamed and take up the matter on top priority,” DDCF president, N Joseph Lemtur said in a press statement. The DDCF also maintained that the petrol pump owners should be held equally accountable, as they had “sublet/leased their outlets to be used for unlawful activities.” Reaffirming its support to the public resolution adopted on September 10, 2016, the Forum said it would fully support the CCoFA in its follow up actions of National Highway bandh call if the fuel adulteration case is not handed over to the CBI for “greater transparency and justice.”

Election with 33% reservation: CM assures Naga women

Dimapur, OctOber 2 (mexN): Nagaland Chief Minister, TR Zeliang on Sunday assured Naga women that the election to the municipal bodies/town councils will go ahead with the 33% women reservation as decided by the State Cabinet. Media Cell, CMO in a press statement said members of Naga Mothers Association (NMA) and Joint Action Committee on Women Reservation (JACWR) had called on the Chief Minister at his official residence to extend appreciation for the bold step taken by

him and his cabinet colleagues on women reservation. The NMA and JACWR members also apprised the Chief Minister on the importance of women reservation to various municipal bodies in the state. In response, Zeliang told the women representatives that the State Government is firm on its decision and will go ahead as per the Cabinet resolution. He, however, informed that there may be delay on the election by a month or two since the election department has to com-

plete certain election modalities. As per the government plan, the election was scheduled to be held in November but due to various technical problems, it would have to be postponed to either December or January 2017, he said. The Chief Minister also suggested that that election could be held in phase manner- to conduct election in town where all the necessary formalities has been completed in the first phase, and gradually for other town where town council has been declared recently.

Meanwhile, Zeliang appealed to all concerned not to create misunderstanding out of the reservation issue, but to maintain cordial relationship and work together for the welfare of the state. “Maintain cordial relationship, don’t create misunderstanding between man and woman out of this issue,” Zeliang told the women representatives, according to the CMO statement. He also called upon the women folks to choose efficient and suitable candidate for the betterment of the society.

At 13 years of age, Supolepden (Supo) Kichu is a self taught figurative and fashion illustrator whose amazing talent of illustration, is hard to ignore. “I started drawing ever since I learnt how to hold a crayon in my hand!” says Kichu. Illustration is a decorative visual art form; an art form many in Nagaland are yet to delve into, which is perhaps the reason why talented illustrators like Kichu are yet to gain recognition. Kichu’s portfolio mostly focuses on Victoria’s Secret Fashion Show with all of his works sold out in days at a minimum rate. When asked about his obsession over Victoria’s Secret, Kichu mentions that his first impression of the show was quite the contrary. When he was in class 3, he saw the show for the first time and found it ‘the dumbest fashion show ever’ but after watching reruns of the show, he realized that the show was really creative, and slowly developed his

interest. Kichu’s images are mostly done with markers, color pencils, pastels and water colors. Some of his art works, especially his illustrations of the Victoria’s Secret Fashion Show, are digitized and edited for a fresh look through Photoshop. Although he has not undergone any training or classes on art, Kichu says the internet has helped him learn more about illustrations. He is of the view that his generation is fortunate to be born in the age of internet and social media which should be taken ad-

vantage for one’s own positive growth. What stands out in Kichu’s illustrations is the way he pays careful attention to detail, which he says is the best part of illustrating. His love for colors is clear in all his works entertaining drawings of varied hues. “I love giving details. I have the determination to do my best in what I love whether it is wrong or right and I love experimenting new things. I give so much effort to my works- it is a piece of my lifestyle,” says Supo who prefers using color pencils because color pencils were his first

tools for drawing, and he feels most experienced with them. When asked what inspires him the most, Kichu is quick to reply that his family, friends and Victoria’s Secret are what inspire him the most. His parents have been very supportive of his ambition, and his dreams of becoming an illustrator in New York. Kichu tries to balance his interest with his studies and still maintains good grades in school. Besides illustrations, Supo is interested in music and environmentalism. He takes violin classes

from the ‘School of Rock’ and does his bit as an environmentalist by reducing his carbon footprints in most of his daily chores. “My friends ask me what I am going to be. I tell them I am going to New York. I want to be an illustrator in New York City,” says Supo. Supo is currently studying in Class 7 in Fernwood School and lives with his parents and an elder brother at Upper Agri Colony, Kohima. Members of Initiative of Change (IoFC), Kiphire yesterday evening organized a dinner programme with older persons who have crossed 80 years of age in Kiphire Town. The event, which was organized under the theme ‘Glorious evening’, witnessed story sharing, prayer of blessings, prayer of thanksgiving, and a gift exchange. Narrating her love story of 1940s, Apanla, a grandmother of eight families, said she met her husband while she was in school and praised God for giving good life to both of them till today. In her days, she recollected her friends and she used to go to the field together, collect firewood together, and help each other happily and maintained “very clean” relationship like children of same parents. Meanwhile, Tsathrongo, former PA to DC Kiphire, Tsathrongo shared about old age experience and post retirement life. “Times are changing and we have witnessed many changes that have taken place in our land. During our days, we walked for hours and hours carrying our tiffins to perform our duty,” he reminisced. Stating that life is very easy today, he asked the young people present to thank God for comfortable life they are enjoying. The Department of Social Welfare celebrated International Day of Older Persons at Kiphire Village in collaboration with Initiative of Change (IoFC), Kiphire with Sedevekho Khro, Deputy Commissioner, Kiphire as the chief guest on October 1. Sedevekho Khro pointed out that younger generations have knowledge but lack wisdom, while older persons have knowledge as well as wisdom because they have lived and experienced life. In this, he asked the older persons present to teach the younger generations the expertise and wisdom for the better growth of the society. Sharing that no one can stop growing and that everybody will grow old with time, he asked the gathering to make good use of the time while we are alive so that the society remembers us for our positive contribution. He further thanked God for the life of the older persons. “Your life is a blessing to us and we look upon you for many things,” he stated and asked the older persons to take good care of their health so that they live longer and be guardians of the society.

Maintaining that change of lifestyle, especially the food habits from organic to inorganic, has invited lots of sicknesses, the chief guest appealed to the older persons to get regular check up to save from sickness. There are around 186 persons who have crossed 80 years of age in the district, he added. He also shared in detail on various schemes that are available under the department. Dr Holiba, member of IoFC, Kiphire touched on the theme of the day and said, “If you live a healthy life and are fit no one can discriminate you.” He added that healthy life is a key to fight against ageism. He further pointed out that sicknesses and diseases are common along with age, but taking care of oneself through regular check up (at least once a month), bathing daily and maintaining one’s oral hygiene will save from many sicknesses and also asked to maintain healthy diet so that one is free from sickness and diseases. The department also gave some cash to all the older persons who attended the event.

Nagaland Peace Centre (NPC) chairman and advisor of Nagaland Senior Citizens’ Forum (NSCF) N. Theyo on Saturday said that in Nagaland, the senior citizens face many problems due to their age when they have to go for payment of bills, namely electricity, water supply, telephone and in banks, especially SBI, where majority of the old people draw their pensions as there is no specific counter for older persons. “We cannot demand respect from the society unless we respect ourselves and make our-

selves respectable. The older we grow we need to be positive and look forward to live for another 30 to 40 years,” he said, while addressing International Day of Older Persons in Kohima on Saturday organized by Directorate of Social Welfare, Nagaland. Theyo, who is also former Transport Minister of Nagaland said that respect can be earned naturally. He also stressed on the need to take care of “our” physique. “We may have achieved great things in life but we will definitely leave all those behind. Let us prepare ourselves and look forward to meet our maker who is the beginning and the end,” he said.

PDVCO demands immediate posting of Manager at SBI Phek

phek, october 2 (Mexn): The Phek District Voluntary Consumers’ Organization (PDVCO) has demanded immediate posting of a Branch Manager at State Bank of India (SBI), Phek branch. A press release from PDVCO informed that the bank branch has been functioning without a Manager since the first week of July. PDVCO President, Vekhoneyi Venuh said the last Manager who left Phek during the first week of July reportedly on transfer, was yet to be replaced till date. The PDVCO had issued a press statement on August 20 making the same demand, however, no action has been taken “leaving behind the public outcry with deaf attitude,” lamented Venuh. In view of the bank branch functioning without its Manager for more than 3

months, the people of the town and the entire neighbouring villages are suffering untold miseries, he added. “All official proceedings, both in transaction and other banking related matters, had to be halted, creating immense problems to the customers leaving with no option other than wait for more than 3 months.” The PDVCO on behalf of the entire denizens of Phek area has sincerely appealed to the authority concerned to “rescue” the people without any further delayed. The PDVCO warned that on ignoring the public demand, the PDVCO along with the frontal organizations, like-minded people and with the support of the public of Phek Town will initiate its own course of action. The PDVCO while appealing to the higher authorities to look into the genuine matter of the public further requested the public to lend unflinching support and fight for justice without further delay.

He pointed out that frequently, there is emergency need of blood during accidents, operation, delivery, etc; however, the blood supply cannot

meet the requirements. He therefore motivated the students to donate blood for the good cause of saving someone’s life. Free blood grouping and HIV screening were also carried out. 12-hour bandh in tribal areas of Manipur on Oct 7 Newmai News Network Imphal | October 2

The Outer Manipur Tribal Forum (OMTF) and Joint Action Committee Against Anti Tribal Bills (JAC-AATB) have decided to call a12-hour “tribal areas” bandh on October 7 from 6:00 am to show resentment and displeasure to the Government of Manipur for its “indifferent attitude” towards the tribal community of Manipur. This decision was taken during a joint meeting of the two organizations on September 30. The OMTF and JC-AATB said the joint meeting was held with the agenda of “prevailing situation” in Manipur especially on the “demand by valley people and proposed Non-Lo-

cal People of Manipur Bill.” The joint meeting stated that after minute and deliberate discussion on the new draft bill of the Government of Manipur, i.e., Non-Local People of Manipur, and Scheduled Tribe status demand by the Co-ordinating Body of Scheduled Tribe Demand Committee of Manipur, it resolved to call a 24-hour general strike in all the tribal areas of Manipur on October 7 from 6:00 am. Another resolution of the joint meeting is to organise a joint tour programme in all “tribal areas” of Manipur to mobilise and spread awareness with regard to tribal constitutional rights and duties, atrocities and prejudice faced by the tribal community of Manipur. The OMTF and JAC-AATB

will have their awareness programmes at Motbung and Kangpokpi in Sadar Hills on October 8, Senapati on October 10, Ukhrul on October 12, Chandel on October 15, and Tamenglong on October 21. It may be noted that on September 27, the OMTF and JAC-AATB had reiterated their stand to boycott all tribal MLAs and the lone MP from Manipur who allegedly failed to hear the cries of their people, besides banning Congress party in all tribal areas in Manipur. “These betrayers of the tribal peoples are banned from having any activity or movement in the tribal areas of Manipur, and that neither the forum nor the JAC shall be responsible for any untoward incident if they fail to

SSSC said it revealed through its RTI that NHRC had not visited Manipur to investigate any human rights violations or to meet Irom sharmila during 2000 to 2011. Later, SSSC delegation met with NHRC chairpersons two times and the cause of AFSPA was first time discussed before NHRC meeting with NGOs. Assam RTI and peasants’ activist Akhil Gogoi arrested for ‘inciting’ mob

GUWAHATI, OcTOber 2 (THe IndIAn express): RTI activist and peasants’ leader Akhil Gogoi was arrested by the Assam police on Sunday for allegedly inciting a mob during last month’s eviction of illegal settlers from the Kaziranga National Park. Two people were killed and several others were injured when the police had opened fire to quell the mob that went on the rampage and also clashed with the personnel. The eviction drive was carried out in deference to a directive of the Gauhati High Court. Gogoi was arrested from the office of Krishak Mukti Sangram Samiti (KMSS) in Guwahati and later, taken to Nagaon district where a case

against him was registered in connection with the violence. “He has been arrested under IPC Sections 147, 148, 149, 120-b, 333, 307 and 435. We are interrogating him,” Nagaon Additional Superintendent of Police, H Barman, told Express. The peasants’ leader had gone into hiding following the incident of violence. He was arrested at the end of a press conference which he had convened. Mizoram launches new policy to boost agri-based economy

AIzAWl, OcTOber 2 (IAns): The Mizoram government has launched a New Economic Development Policy (NEDP) to boost the state's agriculture-based economy, develop rural infrastructure and to raise livelihood of the people. The new policy would develop privatepublic partnerships for adding value to various agricultural, horticultural and other produce, Chief Minister Lal Thanhawla said here, aunching the NEDP on Saturday evening. "NEDP was born out of the state's flagship programme -- New Land Use Policy (NLUP), which was launched in 2010. Its main aim was to lead Mizoram

The Mizoram government launched the Rs 2,873 crore NLUP to give financial assistance to over 125,000 families and provide them training for settled farming instead of 'jhum' cultivation. Tribals, who constitute 27 per cent of 45.58 million people in the northeastern states, practice 'jhum' or slash-and-burn method of cultivation. Rice is grown along with vegetables, maize, cotton and mustard. Finance Minister Lalsawta said the state government was not averse in obtaining loans from banks and financial institutions to

An official release said that the core committee of NEDP accepted 27 proposals under the new policy which would be taken up during the current fiscal year (2016-17). Do not forsake Chessore, CAPF appeals Govt Dimapur, october 2 (mexN): The Chessore Area Public Forum (CAPF) has expressed outrage over the apathy of the Nagaland State Government towards Chessore town in Tuensang district. “Chessore, which is the oldest town in Nagaland, today can be termed as one of the most ignored town. It still exists in a primitive stage due to the lackadaisical attitude of the State Government,” CAPF president Akhum and general secretary Keyoungkhum K. said on Sunday. AR arrest ‘arms peddlers’ Dimapur, october 2 (mexN): Troops of 32 Assam Rifles along with police representatives apprehended two alleged “arms peddlers” in an operation carried out in Phuwoto on September 27. Dimapur, october 2 (mexN): An unidentified man, suspected to be a non-local, passed away at the District Hospital, Dimapur on October 1. According to the police, the deceased was found in a “semi-conscious” state on September 30 near ZHRC junction in Purana Bazaar. He was admitted to the District Hospital, where he passed away on October 1, the police informed, adding that the body was taken to the morgue for post-mortem and identification. Believed to be around 60 years of age, dark complexioned and around 5.5 feet in height, the police added that no claimant has so far appeared to claim the body.

Slippery in a Dry State

O

n September 30, the Patna High Court effectively quashed the Bihar government’s Prohibition Act in force since April, as “unreasonable and draconian.” However, it became a ‘dry state’ once again on October 2 as the Bihar State Government enforced a new law circumventing the court’s order. In Kerala, the government is all set to tweak the liquor policy of the previous administration laying emphasis on abstinence and not total prohibition citing a surge in alcohol sales and consumption since its imposition. In Gujarat, a dry state since its statehood in 1960, booze gets delivered to the doorstep faster than pizza if you have the right contacts, reported Hindustan Times. In Bihar, tipplers were crossing over to bordering Nepal or neighboring Jharkhand, West Bengal and Uttar Pradesh to quench their thirst. When Mizoram lifted the 18-year-old ban on alcohol in 2014, its State Excise and Narcotics Minister said that the ban only resulted in sale of spurious liquor as well as increasing substance abuse. Revenues forgone due to liquor prohibition laws run over Rs. 1000 crore annually in most of these states. The failure of America’s “noble experiment” (1920-33) with prohibition is an often cited example too. On January 16, 1920, America went dry and for the next thirteen years it denied every citizen the right to buy or sell alcoholic drinks and change America forever, stated an account by Journalist and writer Edward Behr. But instead of regulating social behavior and eliminating the scourge of "the Devil's brew," it incited Americans to bend or break the law by any means possible. In a CATO Institute policy analysis, American Economist Mark Thornton wrote that while prohibition of alcohol was undertaken to reduce crime and corruption, solve social problems, reduce the tax burden, and improve health and hygiene, it was a miserable failure on all counts. Alcohol became more dangerous to access; consumption rose after initial decline; crime increased and became "organized"; the court and prison systems were stretched to the breaking point; and corruption of public officials became rampant. Besides, many switched to opium, marijuana, patent medicines etc leading to dangerous substance abuse. Consumption, and death rate from poisoned liquor, rose exponentially after the prohibition. In short, prohibition in United States backfired and created an era of organised crime, social corruption and illicit liquor shops or drinking dens known as ‘speakeasies.’ The scenario is similar in Nagaland. Prohibition here led to bootlegging and syndication; adulteration; rampant corrupt practices; and winsome illegal business opportunities. Besides, a polarising impact on the polity, religion and social life of the populace is conspicuous. In paper, the Nagaland Liquor Total Prohibition (NLTP) Act, 1989 looks comprehensive. It prohibits not only possession but also sale, manufacture as well as “consumption” of alcohol. Even using or keeping any material, utensil, implement or apparatus whatsoever for manufacturing liquor is banned. In other words, it elaborated that, “Nagaland shall be a dry State and there shall be total prohibition of liquor.” While Mess and Canteens of Armed Forces etc were spared from its ambit, the NLTP Act stated that no holder of a permit can “use or consume any part of the liquor to any other person” or in public. Local brew, “Zu” and “Rohi,” were exempted provided “it is used for domestic purpose only.” Nagaland since then is nothing but ‘dry,’ – figuratively and literally. Countless shops selling ‘only’ mineral water or pan, ubiquitous roadside hotels, high end lounges and eateries—all have become profitable industry in Nagaland through the sale of alcohol. It is usual to have an ‘awkward’ encounter with uniformed law enforcing personnel looking for the same ‘forbidden’ drink. When something ‘illegal’ is proliferating at this magnitude, it necessarily suggests that the law and its enforcement are farcical; they need review and appropriate change. The NLTP Act is hurting only the 'health' of the people and the economy. As cases all over the Indian sub-continent suggest, time is ripe for us to honestly review the NLTP Act. Point of No Return: Earth Reaches 400ppm Threshold Permanently

eptember's carbon dioxide output failed to drop below 400 parts per million (ppm) despite historically being the year's low point for CO2 emissions, which means the Earth has very likely passed that symbolic climate threshold forever. The Earth has hit 400ppm before, but seasonal cycles have always reduced carbon dioxide output back below that level. Now, climate scientists say it is "almost impossible" that will ever happen again.

According to Climate Central: September is usually the month when carbon dioxide is at its lowest after a summer of plants growing and sucking it up in the northern hemisphere. As fall wears on, those plants lose their leaves, which in turn decompose, releasing the stored carbon dioxide back into the atmosphere. At Mauna Loa Observatory, the world's marquee site for monitoring carbon dioxide, there are signs that the process has begun but levels have remained above 400 ppm. "Is it possible that October 2016 will yield a lower monthly value than September and dip below 400 ppm? Almost impossible," scientist Ralph Keeling, who runs the carbon dioxide monitoring program at the Scripps Institute for Oceanography, wrote in a blog post this week. "Brief excursions towards lower values are still possible but it already seems safe to conclude that we won't be seeing a monthly value below 400 ppm this year—or ever again for the indefinite future." Climate Central continues: We may get a day or two reprieve in the next month, similar to August when Tropical Storm Madeline blew by Hawaii and knocked carbon dioxide below 400 ppm for a day. But otherwise, we're living in a 400 ppm world. Even if the world stopped emitting carbon dioxide tomorrow, what has already put in the atmosphere will linger for many decades to come. "At best (in that scenario), one might expect a balance in the near term and so CO2 levels probably wouldn't change much—but would start to fall off in a decade or so," Gavin Schmidt, NASA's chief climate scientist, said in an email. "In my opinion, we won't ever see a month below 400 ppm." The confirmation comes soon after a report from the U.K. Met Office in June warned that the planet was well on its way toward that grim milestone as the impact from rising fossil fuel emissions was worsened by a turbulent El Niño event. Similar predictions came in May as climate scientists cautioned the limit could be hit at any time. Another recent report also found that the planet could pass another point of no return—the agreed-upon 1.5°C warming threshold—in a decade.

National Farmers Union president Roger Johnson testified in Congress last week that the proposed mergers would enable just three corporations to control 80 percent of the U.S. seed supply (and 70 percent of the global pesticide market). The result is that farmers have fewer and fewer choices about the kinds of seeds they want to plant. The concentration of processing and distribution also limits options and further squeezes farmers at a time when prices are tumbling around the globe. This expansion of corporate control is also happening in three international treaties that establish the global rights of various stakeholders to seeds, germplasm, and plant varieties. Each of these treaties strikes a certain balance among those interests. And recently, like the agribusiness mergers, the balance has been tilting away from the interests of smallerscale farmers and diversified agriculture. Unsurprisingly, corporations interested in accessing seeds and other genetic resources are pushing hard on all fronts. This is most evident in the push to compel countries to adhere to the most corporate-friendly of the three: the International Union for the Protection of New Varieties of Plants (UPOV). Although earlier versions of the treaty included some flexibility for family farmers to save and share seeds, the 1991 version eliminated those rights. According to analysis by Public Citizen and Third World Network (TWN), UPOV91 requires protection to be provided for all plant varieties for 20 to 25 years, and it stops farmers and breeders from exchanging protected seeds— a traditional practice common among farmers in many countries around the world. The Trans Pacific Partnership (TPP) includes provisions requiring countries in the trade deal to ratify UPOV91. Of the TPP countries, Brunei, Chile, Malaysia, Mexico and New Zealand are not yet members of the UPOV91. Those countries would be pushed to make major changes to domestic laws and rules that protect farmers’ rights when it comes to plant breeding and seed saving. Any other countries that join the TPP would also be compelled to become members of UPOV91. Countries currently considering joining the TPP include South Korea, Indonesia, the Philippines, and Taiwan—none of which is a member of UPOV91. That process is already generating considerable controversy in TPP countries, as well as countries involved in prior trade agreements like the U.S. Central America Free Trade Agreement [see this blog by Ben Lilliston for more on UPOV91 and the TPP]. The United Nations Convention on Biodiversity (CBD) struck a different balance in its Nagoya Protocol, which was completed in 2010 and entered into force in October 2014. It has been ratified by 86 countries (but not the United States). It establishes a consultation process for prior and informed consent over decisions to share seeds and other genetic resources, as well as a process for benefit sharing. It’s a step forward in terms of ensuring developing country interests, but still generates controversy. Adelita San Vicente—from the Mexican NGO Semillas de Vida (Seeds of Life) and the Without Corn No Country campaign (which has so far successfully sued to block planting of GMO corn in Mexico)—explains that the Nagoya Protocol, while an improvement over UPOV91, fails to consider the context of the seeds, reducing them to commodities rather than essential elements of people’s cultural heritage. In June, a provisional Constitutional Court ruling suspended the Protocol’s implementation in Guatemala, in large part as a result of campaigns by indigenous and farm organizations led by the Red

They argued that the goal should be to protect biodiversity, not to commercialize it. Companies eager to access genetic resources in other countries are finding the Nagoya Protocol too difficult to navigate, so some are turning to a third body, one actually seen as a model for protecting farmers’ rights. The International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA, also known as FAO Seed Treaty) was completed in 2001. The Seed Treaty governs access to seeds and germplasm included in its seedbank and establishes rules on fair and equitable sharing of the benefits. When the treaty was completed, many organizations including IATP praised the FAO Seed Treaty as “a major step forward for farmers around the world by improving their access to seeds.” The most contentious provision states that farmers, researchers and others using the system “shall not claim any intellectual property or other rights that limit the facilitated access to the plant genetic resources for food and agriculture, or their genetic parts or components, in the form received from the Multilateral System.” Ratified by 139 countries, the treaty also includes a provision on farmers’ rights to save, use, exchange, and sell farm-saved seed. The U.S. refused to endorse the treaty in 2001 but eventually signed (but did not ratify) in 2002. This May, the Senate Foreign Relations Committee held a hearing on the treaty, and in June it urged the full Senate to consider ratification of the bill. The timing of the new hearing seems to coincide with renewed efforts by multinational seed companies to influence its implementation. A report published by Third World Network on a July meeting of parties to the ITPGRFA described strong positions by African governments for a mandatory “subscription system,” with payments based on a percentage of seed sales and license income. According to the report, while the U.S. is not a party, a U.S. delegate participated as part of the Canadian delegation, arguing for limits on the new proposals. A Monsanto representative participating as a stakeholder criticized the postponement of a proposal for a termination clause, which would eliminate any requirement for benefit-sharing payments after a fixed number of years. Developing countries argued against a termi-

nation clause, since companies could simply hold onto germplasm until they wouldn’t need to make payments. Negotiations are also underway over genetic sequence data (“dematerialization”), an issue that is also being debated more broadly (beyond plants and seeds) at the CBD and the World Intellectual Property Organization. At the Senate hearing, John Schoeneker, testifying on behalf of the American Seed Trade Association (ASTA, whose leadership includes representatives of Bayer, Dupont and Syngenta) and the State Department urged ratification of the Seed Treaty, which would require no changes to U.S. laws but would enable access to the seedbank. An ASTA letter to the Foreign Relations Committee signed by 80 farm and seed business groups urged ratification, saying, “Currently, public and private sector breeders are vulnerable to the Nagoya Protocol, which was established under the auspices of the Convention on Biological Diversity and goes beyond the agriculture sector. The Nagoya Protocol is a far less favorable option [than the ITPGRFA] for germplasm exchange for U.S. agriculture researchers and the entire U.S. seed sector.” The UN Special Rapporteur on the Right to Food, the South Centre, Berne Declaration, and Third World Network, among others, have pointed out the contradictions among the rules established in these various treaties. The point now is not so much whether or not the Senate should ratify this treaty, but who decides on the rules about sharing these resources, and how those decisions are implemented. The ITPGRFA broke new ground on farmers’ rights over seeds and genetic resources, an advance that is effectively eroding under the TPP language and the proposed mergers. The balance needs to tilt back the other way, starting with enforceable new policy to establish that the right to food, biodiversity, and farmers’ rights take precedence over agribusiness profits, whether in these treaties or in trade deals. Ensuring that farmers around the world have access to seeds and seed breeding will be critical to climate change adaptation. Leaving agribusiness firms to set the rules on access to seeds and other genetic materials is a recipe for further corporate concentration and fewer good options for family farmers, local communities, and biodiversity. he planet could pass a key target on world temperature rise in about a decade, prompting accelerating loss of glaciers, steep declines in water availability, worsening land conflicts and deepening poverty, scientists said this week. Last December, 195 nations agreed to try to hold world temperature rise to "well below" 2 degrees Celsius, with an aim of 1.5 degrees Celsius. But the planet is already two-thirds of the way to that lower and safer goal, and could begin to pass it in about a decade, according to Richard Betts, head of climate impacts research at the UK Met Office's Hadley Centre. With world emissions unlikely to slow quickly enough to hit that target, it will probably be necessary to remove some carbon pollution from the atmosphere to stabilise the planet, scientists said at a University of Oxford conference on how to achieve the 1.5 degree goal. That could happen by planting forests or by capturing and then pumping underground emissions from power plants. Or countries could turn to controversial "geoengineering" techniques, such as blocking some of the

sunlight arriving on the planet, to hold down temperatures, they said. "Negative emission technologies are likely to be needed, whether we like them or not," said Pete Smith, a plant and soil scientist at the University of Aberdeen. But other changes - such as reducing food waste and creating more sustainable diets, with less beef and fewer imported greenhouse vegetables could also play a big role in meeting the goal, without so many risks, he said. "There are lots of behavioral changes required, not just by the government ... but by us," Smith said. The scientists said building resilience to deal with climate change impacts was likely to prove tricky, not least because their scale and timing remains hard to predict with precision. "We need to get ready to deal with surprise," said Jim Hall, director of the Environmental Change Institute at the University of Oxford.

political justice is not enough to rebuild sri lanka T Timothy Ryan

he civil war that raged for 26 years in Sri Lanka was always about more than political grievances. The politics were rooted in economic and social disenfranchisement of the Tamil minority by the Sinhala majority. A government policy adopted in the mid-1950s that declared Sinhala to be the country’s only official language may have been the spark that started the fire, but the impact over decades was a systemic marginalization in all sectors of politics and the economy that fueled Tamil grievances and a quest for a separate state. With the end of the war in 2009, many commentators pointed out that the war was over but the conflict was not. While this has become a cliché, the reality is no less true, seven years on. Rebuilding Sri Lanka's economy, especially in the war-torn Northern and Eastern provinces, is paramount for the country not only to thrive politically but also economically. The language policy, long since rescinded, institutionalized both economic and political discrimination. A healthy, more equitable economy is key to any society emerging from a war as bitter as Sri Lanka experienced, and is crucial to mitigating future conflict. A critical element to address discord is equal treatment under the law. Yet there is rising concern that, across a broad range of issues, this equality has yet to be realized. Women in any society are intrinsic to a vibrant economy and important stakeholders in post-conflict transitions. For Sri Lanka, gender equity will be fundamental to a stable, peaceful and equitable future. A recent study by the Solidarity Center titled, "Workers in Post-Civil War Jaffna: A Snapshot of Working Conditions, Opportunities and Inequalities in Northern Sri Lanka," points out the challenge not only to providing opportunities to grow the economy but also to promoting the basic labor rights that are essential to a well-functioning industrial relations atmosphere and a sense of equitable development. For instance, here are some telling findings: In Jaffna, 81 percent of workers across a range of professions have no written contract spelling out their working conditions, much less have an opportunity to engage in collective bargaining. Even more workers, 85 percent, were not aware there was a legally stipulated minimum wage, which in Jaffna is now 10,000 Sri Lanka rupees, or only about $69 a month. Not surprisingly, widespread wage discrimination

is disadvantaging women in the region. Survey results demonstrate that the region’s female workforce experiences gender-specific consequences born of poor working conditions, weak enforcement of legal provisions and non-conformity with international labor standards. Nisha Thellipalai, a volunteer at the Center for Human Rights and Development, a Sri Lankan nongovernmental organization, recounted one survey interviewee’s report that she “responded to a job advertisement which exclusively solicited female respondents. The tasks in the advertisement were not for traditionally gendered work, but the employer replied matter-of-factly that they would only hire women because women don’t have to be paid as much as men.” The survey also found that 81 percent of workers work more than five days a week, in violation of national law, and the majority of people working extra hours

were women. Sri Lanka is one of the rare developing countries in the region that has had in place, by law, a pension and social safety net for workers. These two funds are called the Employee Provident Fund (EPF) and the Employee Trust Fund (ETF), and employers are statutorily obligated to contribute to both. The study in Jaffna revealed that for more than two-thirds of workers, their employers are simply not paying into the funds. This set of conditions in Jaffna, and by extension the Northern Province, creates an incredibly precarious situation for workers who are hoping to earn a livelihood that can sustain them and support their future. It also points to the distinction between enforcement and equal treatment under the law for the north and other parts of the country. While implementation of the labor code is problematic countrywide, unions outside

of the north and east have a tradition of challenging employers and the government in court to ensure the law is fairly applied and provides some measure of remedy. But despite having island-wide unions in the public sector—for the postal service, telecommunications and health sectors—workers in the north and east still seem to lose. Union activists point to unequal distribution of funding for the public sector, effectively disadvantaging government services for the population. The remedies are not difficult to identify, as outlined by the report. First, trade unions, NGOs and international development partners can play a pivotal role in sensitizing the government and business community to their obligations under national and international labor standards, while also raising awareness among workers about their rights. Second, support for unions to conduct worker outreach, which had been severely curtailed during the war, will improve the effectiveness of dialogue among workers, employers and government. Third, the Sri Lankan government should fully adopt and promulgate the International Labor Organization's (ILO) Decent Work Agenda to promote inclusive growth, poverty alleviation, shared prosperity and basic minimum standards of living. The Decent Work agenda is obligatory for ILO member countries such as Sri Lanka. And that is no accident: The ILO was founded, following World War I, “to pursue a vision based on the premise that universal, lasting peace can be established only if it is based on social justice." The agenda is all the more important because its elements are fundamental to lasting peace and stability in the country. Finally, given the wage and hour disparities between male and female workers, trade unions, NGOs, and international partners should pay particular attention to raising rights awareness among women workers and support targeted outreach to women who can become leaders in gender equality and non-discrimination against all workers. “After the survey I learned a lot that I did not know before,” said Sritharan Easwari, president of the Northern Women Society, who helped conduct the survey. “We all hear about injustice and exploitation at the workplace, but it is deeper than that. Myself and other women believe that these women’s issues in the workplace can be tackled effectively by forming a union. Border tension pushes back Night raids by security forces politics in poll-bound Punjab send Kashmir youth into hiding Srinagar, OctOber 2 (ianS): By day, the Kashmir Valley is in the grip of an uneasy calm. But at night, raids by security forces looking for youths supporting the militant cause are causing widespread fear. Even as the valley remains shut for the 86th day, a semblance of normality has returned, barring some parts of south Kashmir, the epicentre of a seemingly unending unrest. More people and vehicles are seen during the day and no major incident of violence has been reported from south Kashmir for over a week. The outward calm, however, seems to melt away after sunset. Residents here and in south Kashmir say that night-time raids by security forces have forced scores of youths to go into hiding. The night raids are being conducted jointly by the police and paramilitary forces, almost daily, in the south, central and north Kashmir areas. "Night-time raids do

not take place in Kashmir alone. They take place across the country when police has to catch any criminal," Deputy Inspector General of Police Nitish Kumar told IANS over telephone, adding: "We raid in the morning, afternoon, evening and similarly during night." The forces are looking for youths involved in stone-throwing and other street protests since antiIndia protests gripped the valley after the July 8 killing of Hizbul commander Burhan Wani. Police have reportedly arrested thousands from different parts of Kashmir, but no official figures were available. Residents in south Kashmir's Achabal area said police personnel in civilian dress come to the town at night and enter houses. A resident said they are very rough with anyone who opposes them. Kumar denied charges of police brutality. "The Jammu and Kashmir Police is a professional force. Such allegations are baseless."

The India-Pakistan tensions have for now deviated the political course in the border state. In the past few months, all the talk in Punjab was political - on whether or not the Aam Aadmi Party (AAP), the newest challenger to the ruling Shiromani Akali Dal-Bharatiya Janata Party (BJP) alliance and the opposition Congress, would pose a challenge to the traditional parties in assembly elections early next year. However, with war-like tensions with Islamabad staring Punjab in the face, especially in the districts bordering Pakistan, politics has taken a backseat. The increasing attacks on AAP by the Akali DalBJP and Congress, the talk of the launch of a fourth front, the future of former Rajya Sabha MP and ex-BJP leader Navjot Singh Sidhu and other breakaway leaders as well as other political issues were pushed to the background as the warmongering with Pakistan gained momentum.

Thanks to Twitter, the largest police force in the world has not only been able to work out many crimes and prevent others from taking place, but has also earned bouquets for its prompt intervention. Almost three weeks after it launched the Twitter Seva grievance redressal service, a first by any state police force in the country, the bulk of the problems posted have been disposed off and the remaining ones are in process. Of the over 10,000 tweets that were received on the @ Uppolice Twitter handle, around 70 per cent were found to have been "actionable" and were sorted out within hours, a police officer told IANS on condition of anonymity as he was not authorised to speak to the media on the issue. The Twitter handle is being monitored 24x7 by a team of well-trained police personnel at the DGP HQ, which has since become the "repository of all tweets".

As Syria’s armed conflict escalates, so does the death of innocent lives

New Delhi, OctOber 2 (the iNDiaN express): As Syria’s armed conflict continues for the last five years, the death toll has escalated beyond count. As the horrors unfold, everyday the situation gets worse in Aleppo, the capital city of Syria. The number of people trapped in Aleppo’s rebel-held eastern districts includes nearly 300,000 people – a 100,000 of them children. Aleppo is a pocket of resistance, some eight miles long and three miles wide that civil defense workers said has been hit by 1,900 bombs in the past week. The campaign has wreaked destruction on hospitals, clinics, residential buildings, water stations and electric generators. At least 96 children are among the 320 people killed in Aleppo since a cease-fire collapsed on September 19, according to UNICEF. This results as Syrian and Russian warplanes barrage the city’s eastern opposition neighborhoods, trying to crush more than five years of resistance there. According to the World Health Organization, almost a third of the 840 people wounded over the same period are children. “Aleppo is one of the most dangerous places in the world, and in the last week it has become perhaps the most dangerous place in the world for children,” Juliette Touma, regional chief of communications for the UN children’s agency told The Associated Press. But it said "lives were lost" and that several were injured. Britain’s May says to trigger EU divorce by end of March

birMiNGhaM, OctOber 2 (reuters): Prime Minister Theresa May said on Sunday she would trigger the process to leave the EU by the end of March, offering the first glimpse of a timetable for a divorce that will redefine Britain's ties with it biggest trading partner. Britain's shock vote to leave the European Union in June propelled May to power and the former interior minister has since been under pressure to offer more details on her plan for Britain's departure, beyond her often-repeated catchphrase that "Brexit means Brexit". In a move to ease fears among her ruling Conservatives that she may delay the divorce, May will tell the party's annual conference in Birmingham, central England, that she is determined to move on with the process and win the "right deal". Using Article 50 of the EU's Lisbon Treaty will give Britain a two-year period to clinch one of the most complex deals in Europe since World War Two. "We will trigger before the end of March next year," May told the BBC's Andrew Marr show. "Now that they know what our timing is going to be ... he Flood story (Genesis 6-9) reminded us thathumanwickednessescalatedtoapoint of no return. The possibility of repentance and forgiveness of wickedness became remote. God felt regret and became frustrated with God’s own creation. This frustration (and not human sin alone) led to the destruction of life by flood. Immediately after the flood, God seems to realize that evil is part of human nature. This realization made God to make a covenant of life, “I will never again curse the ground because of man’s heart is evil from his youth; neither will I ever again destroy every living creature as I have done…. When the bow is in the clouds, I will look upon it and remembers the everlasting covenant between God and every living creature of all flesh that is upon the earth (Genesis 8: 21; 9:16). Noah’s story describes the possibility of a thin thread of continuity, the continuity between life and death. Flood brought death. But the rainbow brings life. Rainbow is a sign of Reconciliation: Sin destroys our relationship with fellow human beings and nature. Sin destroys peace, harmony and life. This displeases God- the Creator. It compelled God to impose corrective action leading to the total destruction of life by Flood. After the flood, Noah offered sacrifices to God as a sign of human repentance. God accepted Noah’s action and promised never to destroy the earth again. Rainbow is a sign of reconciliation between God and humankind and even with all creation. Naga people must look to rainbow and reconcile among themselves. It is high time to forgive one another. It is high time to accept one another. It is high time for us to repent. Till the Nagas repent and reconcile with each other, flood will continue to take place and create havoc in our society.

he entire Khiamniungan Naga community observes Tsokum Festival in the first week of October every year since time immemorial where ritual takes place both at village and jhum fields. This is the last ritual and mainly observed to pray to the almighty deity at the field for bountiful harvest and it is mandatory for every family of the village to perform ritual. On the occasion of the festival, Animals like mithuns, cows or pigs are slaughtered to appease their god where rice beer is used in abundance and share with everyone. There is a traditional belief that if a person drinks enough rice beer and perform the ritual, nothing will harm even if there are lapse while performing the ritual. The Tsokum festival is spread over eight days. Each day has separate names and different significance. The first day is called woalim-yi. Which means preparation day of the festival. On this day the mother or elders female member of the family draws water and grind rice into flour (Mass of line particles) and put into brew vessels mixing with hot water for the purpose of rice beer for the entire period of the festival. The second day is called woa-siy. On this day the arrangements like collection of firewood, banana leaves and vegetables are kept ready specially rice beer by mixing water and store full of brew vessels. Besides this, Domesticated animals like Mithun and cows have to be tethered to a post to be butchered the day after. The third day is called yo-lo-a-hie. Actually the main festival starts on this day with the butcher of pig where for an elderly man to first slight cut upon the butcher pig and test the rice beer that has been prepared for the festival. Normally the well-do-to families within the village butcher their pigs and offer blood and liver of the pigs in exchange

of one-day wage or equivalent to that, to relatives and neighbours. On this day, the priest of the village called Tsokoiyu performs ritual before sunrise at the field and come back to village before the other villagers started going to their field for the same ritual. The main ritual takes place at altar called vioying, which is set up just above field-hut by folding the leaves of the food grain and by fastening together the edges of the leaves. Whereby, the leaves of the food grain are kept beneath the ground at the altar and thereby the father or the eldest male member of the family will slice out a little portion of the liver and place it at altar by invoking to the almighty to overcome all hurdles and barriers. And further invoke the blessing of the almighty for the harvest by saying, cultivating this field would be like clean water, Clean leaf without any epidemic disease over human being. On their returning, Rice beer will be shared with everyone and gathered at appointed location on the road, which is called Liamkam and partake of the food and breweries, on reaching home, little rice beer should be brought to sprinkle on the main pillar of the house. The fourth day of the festival is called jianglao which means the day for slaughter of mithuns or cows. Usually, a good-looking othsapai called dyoi or memeipai is erected nearby the corner of the house for ritual. During this festival a separate ritual of this (i.e. slaughter of Mithun) will performed by few, preferably the warriors and the status of fame and honour not only in their lifetime, but also even death. A leaf-mug containing esculent root, ginger and grains called Buhick lay upon the slaughtered Mithun by invoking "if we cultivate ginger" let it be like your ear, if we cultivate corn let it

be like your plume, In addition to this, they will reveal their origin and ancestors and count their hunted trophies and sprinkle rice beer three times over the erected tree and Mithun by praying. The fifth day is called Dyio-shio-uh, which means rest for the erected tree. This day is observed by honouring of each other and every house prepares the best feast and shares it with friends and relatives. Male folks are together in the morung sipping rice beer whereas young boys and girls are grouped in machang sharing food items. Telling folktales and chatting etc. The sixth day is called Dyio-va, means removing of the erected tree. The day is spent in cleaning the Village and house. Which were made dirty during the Tsokum days. The seventh day is called Liam-Liam. On this day all the male folks of the village except babies undertake community works like construction and repairing of roads and bridges between villages and also the roads leading to their fields. The eight day is called Yo-ou-Hie or the final day of the Tsokum. This is the starting day for every family to go to their field with meat after performing ritual on the third day of this celebration.

IT Kharagpur is conducting Nationwide Prelims for four of its flagship events- Nukkad, SF Idol, Shake a Leg and Shuffle, in October in 7 cities all over India. Solange Knowles’ new album tribute to her parents

inger Solange Knowles has dedicated her new album “A Seat at the Table” to her mother and father. The 30-year-old sister of Beyonce said she wanted to express the intricate layers of family history, Black culture, and womanhood through her songs, reported Entertainment Weekly. Knowles said her music tackles her search for peace and growth “in the face of condescension, lies, aggression, violence and murder.” “I’m a strong believer that in order to know where you’re going, you have to know where you came from. I think that I chose (to record in) New Iberia based on that area being the start of everything within our family’s lineage,” she added. Her mother Tina Lawson interviewed her about the album and asked if she was afraid of being labeled an “angry Black woman”. “We grew up in a household with two parents who constantly celebrated Blackness and created forums and spaces to empower Black communities. MOKOKchuNG, OcTOber 2 (MexN): The Mokokchung District Boxing Association (MDBA) which was started on September 5 held its first formal official meeting at the residence of Senior Advisor, Subong Longkumer in Arkong Ward, Mokokchung on October 1. The Association is headed by Imkummeren Jamir as the president and Rongsentoshi Jamir as the Vice President. The Mokokchung District Boxing Association (MDBA) was formed by likeminded sports personalities in Mokokchung, especially those in the field of Martial Arts and senior boxers. The aims and objectives of the MDBA is to train the youngsters in the field of sports, to look beyond the confines of the district and the state, and to excel in the national and international levels. The MDBA also envisages to inculcate in youngsters the essence of self-discipline, the art of wellbeing, the importance of healthy living and most of all, the importance of maintaining a healthy lifestyle as a responsible citizen through a balanced life of body, mind and soul. According to a press release, the need for starting the MDBA was brought up after much deliberation and discussions. The sports personalities of Mokokchung strongly stressed the need for a boxing association, the need for bringing up the youngsters through sports and also to promote the art of boxing in the society. The MDBA has recognized the un-

tapped talents among the youths – both boys and girls – in Mokokchung society, and the need for providing a platform to hone their talents through the disciplined art of boxing. The ultimate aim of the MDBA is to train up the youngsters and make them professional boxers in the hope that one day they would represent the nation in the Olympic boxing competition. The MDBA will be organizing free boxing clinics within the next few months where all the boxing enthusiasts irrespective of age, sex or community can take part and avail the training from certified trainers. In this connection, the MDBA has invited all aspiring boxers and boxing enthusiasts to contact the association for registration and coaching. The MDBA has already roped in renowned sports personalities in the core team; prominent among them are senior citizen and bodybuilder Subong Longkumer, veteran sportsperson & former bureaucrat, Meren Paul ,and conservationist and martial artist, C Tia Longkumer as the senior advisor of the Association, and also entrepreneur & boxing enthusiast, Merang Longkumer as the treasurer.

KOLKATA, OcTOber 2 (reuTers): Rohit Sharma's masterful 82 and a seventh-wicket stand of 103 runs with Wriddhiman Saha put India firmly in the driver's seat against New Zealand in the second test on Sunday after the hosts' second innings had got off to a wobbly start. BCCI rejects several key reform recommendations MuMbAi, OcTOber 2 (reuTers): The Indian cricket board (BCCI) has rejected some of the Supreme Court's key recommendations aimed at administrative reform, a move that could bring sanctions from the country's highest judicial body. The Court accepted in July most of the recommendations of the Lodha Committee, a three-member panel it set up to look into the operations of the world's richest cricket board, which is run by politicians and businessmen and has been criticized for a perceived lack of transparency. In their report, former chief justice of India RM Lodha and two of his colleagues recommended age and tenure restrictions for top officials, as well as banning them from serving successive terms. The BCCI, after a marathon special general meeting on Saturday, said in a statement it had adopted "important recommendations" made by the committee but made no mention of the age and tenure recommendations nor a "one state/ one vote" policy. "Wherever they (members) find legal challenges and practical difficulties, they have given their viewpoints and have not accepted those recommendations," BCCI President Anurag Thakur told reporters. The BCCI said it would not be able to provide a 15-day gap between the India team's matches and the Indian Premier League Twenty20 tournament in 2017, as per the recommendations, as the Champions Trophy in England is scheduled around the same time. Thakur said a detailed report would be sent to the Lodha Committee and submitted to the Supreme Court, which has scheduled the next hearing in the case for Thursday.
