New York, october 4 (IANS): In a finding that may lead to improved treatments for hypertension and heart failure, scientists have uncovered a new pathway through which the brain uses a little-known steroid to control blood pressure. “This research gives us an entirely new way of understanding how the brain and the cardio-vascular system work together,” said co-principal author John Hamlyn, a professor of physiology at the University of Maryland’ School of Medicine in the US. For decades, researchers have known that the brain controls the diameter of the arteries via the nervous system. The system is essential for daily life, but is often chronically over-active in patients with high blood pressure. In fact, many drugs that help with hypertension work by decreasing the activity of the nervous system. However, these drugs have serious side-effects, such as fatigue, dizziness, depression and erectile dysfunction. These drawbacks have led to the search for novel ways to inhibit the nervous system while causing fewer problems for patients. Working with an animal model of hyper-tension, a group of scientists found a new link between the brain and increased blood pressure, namely, a steroid called ouabain. This is the first such study to identify a particular pathway by which the brain regulates the diameter of the arteries via ouabain in the bloodstream and causes an increase in contractile proteins in the arteries. This new pathway works together with the nervous system pathway to control the function of arteries and thereby contributes to high blood pressure. So medications that block ouabain’s effects might improve the lives of people with hyper-tension and heart failure. “Now that we understand the role of ouabain, we can begin working on how to modify this new pathway to help people with cardio-vascular problems,” explained co-researcher Mordecai Blaustein, a professor of physiology and medicine at the University of Maryland’ School of Medicine. The study appeared in the journal PLOS One.

A religious group prays for peace in the pro-democracy protest site near the government compound, Saturday, October 4 in Hong Kong. Early Saturday, the Hong Kong Federation of Students, one of the groups leading the demonstrations that drew tens of thousands of people earlier this week, said they saw no choice but to cancel the dialogue they had agreed to after Hong Kong’s Chief Executive Leung Chun-ying’s proposed talks. They demanded the government hold someone responsible for the scuffles Friday, the worst disturbances since police used tear gas and pepper spray to try to disperse the protesters the weekend before. Government extends AFSPA in three districts of Arunachal

“Disturbed Areas” tag to continue in Tirap, Changlang and Longding districts GUwAhAtI, october 4 (AGeNcIeS): The ministry of home affairs, which was contemplating to review the utility of Armed Forces (Special Power) Act, 1958 (AFSPA), has extended disturbed area tag on three districts of Arunachal Pradesh for another six months. The MHA through a formal notification on September 20, 2014, stated that law and order situation of three districts Tirap, Changlang and Longding has remained unchanged. The notification, justifying the necessity of extending AFSPA, pointed out that the factions of National Socialist Council of Nagaland (NSCN) continue to indulge in inter-factional clashes. The NSCN also continue to interfere in the political matters by intimidating leaders for extortion. Apart from Naga rebel groups, United Liberation

Front of Assam (ULFA) and certain Manipur based underground outfits continue to use these districts for their movement to their camps in Myanmar. The three districts are also used as corridor for trafficking of arms and ammunitions to various insurgent groups of the northeast, the home ministry in its notification claimed. The declaration of Tirap, Changlang and Longding districts of Arunachal Pradesh as “disturbed areas” was last reviewed in March 2014, the notification pointed out, adding that the validity of declaration of these three districts of Arunachal Pradesh as “disturbed areas” was extended up to September 30, 2014. The remote frontier districts were first declared as disturbed areas on September 17, 1991 and AFSPA was promulgated to tackle the growing activities of separatist outfits. Longding district, which is carved out of Tirap was also declared as ‘disturbed area’ through a notification on July 30, 2012.

paratus went into a tizzy early Saturday after the suspicious object, initially presumed to be an explosive, was found by the cabin crew on the Mumbai-Hyderabad-Jeddah flight at its termination point. “We have already formed a committee to look into the matter of how such an object, though

harmless in nature, come on board. The aircraft was secured and cleared by the airport authorities in Jeddah,” a senior Air India official told IANS in New Delhi. The committee includes the AI Joint Managing Director and the Commissioner of Civil Aviation Security. “At no point of time was the safety of the passengers on the aircraft compromised,” AI said in a statement. The aircraft was on stand-by for use by Prime Minister Narendra Modi in case his regular aircraft developed any last-minute snags during his US visit. It was kept in complete readiness at Indira Gandhi International Airport, New Delhi, and released Friday for commercial operations after Modi’s return to India.

DIMAPUr, october 4 (MexN): A fact finding committee of the All Nagaland College Students Union (ANCSU) has found “serious irregularities and loopholes” in the functioning of the Nagaland State Technical Education department. A memorandum submitted to the Chief Minister of Nagaland by the committee has demanded a thorough probe to detect where the problem lies, check and plug the lacunae, take punitive action if necessary, and adopt solid steps to upgrade its delivery system with transparency and clarity. The ANCSU committee informed that it had undertaken a “meticulous research” following the recent inter-departmental imbroglio particularly in the department of Technical Education in regard to selection of students for study in various lines of technical courses. According to the findings, there has been “series of lapses and loopholes more so since 2010 in the Technical Education department.” The memo mentioned that handling of official documents, issue of notifications and official communication between departments of the State, including NEC and others are not being channelized properly. “This has created unwanted situations with unnecessary issues cropping up even in the past between Departments,” it stated. Further, the committee termed as “highly discouraging” that some conditions laid down in a recent official notification “even demeans the students of the competitive spirit while appearing for the Joint Entrance Exam (JEE) main and All India Pre- Medical Test (AIPMT).” Among the issues brought to the notice of the

• ANCSU fact finding committee undertakes ‘meticulous research’ • Submits memo to Chief Minister demanding ‘probe to detect the problem’ CM included contradictory orders and notifications leading to confusion and controversy in the minds of students besides “unnecessary harassment to the innocent students, and loss of precious classes in the respective colleges.” Also certain “unethical practice on the part of the Department” was brought to the notice of the CM. The memo cited the State government’s decision as issued in its notification dated December 11, 2013, to conduct exams for Under Graduate Engineering, MBBS, and other allied courses for all State Reserved seats through JEE (Mains) and AIPMT. The notification, the memo said, had stated there will be only one examination and no multiple examinations. However, the department issued another order on July 23 for conducting Nagaland State Pre-Medical Test (NSPMT), it added. The committee further called the decision of the department to select students for MBBS/BDS based on AIPMT and NSPMT on the ratio of 60:40 as “without merit and highly controversial” since “only selected students were allowed to sit for NSPMT…” The students’ major concern now, according to the memo, is, whether the government’s decision to follow JEE (Mains) and AIPMT system even for State Reserved seats is feasible and beneficial for the students. Therefore, in the light of the above facts, the ANCSU demanded that the State Government should constitute a High Level Com-

mittee to probe the entire episode of lapses and to further come up with recommendations for streamlining the system. Also, it asked whether the government notification of December 11, 2013 to conduct all technical exams including State Reserved seat through JEE (mains) and AIPMT under the aegis of CBSE, be followed in the following years or should the Department revert back to the old system of State JEE. Further, ANCSU urged to evaluate the factors which had led to Naga students, mostly from Nagaland Board of School Education (NBSE), not able to qualify in the AIPMT. The ANCSU committee also stated that the necessity of a separate Technical Education Department from that of Higher Education Department was found to be superfluous and that for better delivery of service to the students, both the Technical Education and Higher Education Department should be under an amalgamated institution with one distinct Department Principal Director. This is the practice in other states of the North East, stated the committee. The fact finding committee members, O Wati Jamir, Chairman, Vilhousielie, Member and Sekukho Tetseo, AGS & Member Secretary strongly urged upon the government to pursue the demands of the ANCSU immediately in the interest of the students community, and for which, the ANCSU will be “compelled to take its own course of steps to protect the interest of the students’ community.”

The Grassroots Entrepreneur

Kenneth Kath shares challenges and opportunities Vibi Yhokha Kohima | October 4

Hailing from a village called Kandi Station under Tseminyu, 30-year-old Kenneth Kath runs a weaving centre called the Kenlowa Handloom and Weaving Centre in his village—an initiative established in 2011. Currently employing five female workers, production includes mainly file covers, mekhalas, stoles, Eri shawl, bags and laptop cases, all with indigenous Naga designs. “As a social worker, I found this area one of the best activities to employ people in the rural area. There are lots of training for the educated unemployed provided by the government but is not applicable to people in the rural areas because such trainings or schemes cannot sustain their livelihood,” says Kenneth. Kenneth is one of the success stories of entrepreneurship from the

grassroots. After receiving the machineries from a scheme under the Industries and Commerce department, Government of Nagaland, Kenneth set up his own center. “Handloom has a lot of scope but needs a lot of investment in the initial stage,” says Kenneth, who is of the view that handloom can sustain the rural people and is one area where the government can solve the problem of unemployment under the schemes where government gives assistance for 4-5 years. If such schemes are implemented properly, Kenneth opines, one unit can employ 4-5 people. Every year, several schemes arrive under the department which could have 11 beneficiaries in each district at the least. Each beneficiary could employ five people. Five years on, these employees can start their own centers. Such schemes are not yet implemented, nor are their existence made known to the public. Further, he cites certain problems most entrepreneurs in Nagaland encounter. One such challenging

Kenneth Kath

factor is marketing. For entrepreneurs from low income backgrounds, it is difficult to market products where promotions are needed; products are sold at lower rates. Most run at a loss and are unable to pay the workers and, many times, entrepreneurs have to close down. Since raw material in Nagaland is expensive, making the cost of products higher, people would rather buy the products from Manipur or Assam which are available at a cheaper rate. Raw materials are not sufficient in Nagaland.

Another challenge is, the machinery provided in Nagaland is outdated compared to other states, which are more sophisticated machineries provided by the government and can enhance production. “Despite all avenues and scopes, our youth do not want to take up such opportunities where we have to put effort, time and energy. Such activities need dedication. It is very difficult working with our own people, we have no patience. They find it difficult to invest even 3 hours a day,” asserts Kenneth, who further views that taking up a profession is not just about learning skills but also about innovations and added value. Kenneth acknowledges YouthNet—under their project ‘Impact 5000 by 18’, 11 girls from Tseminyu and his village were trained, provided free yarn, finding market and also taught him about financial management, value addition with the products, team work etc. Despite being a risky career requiring extreme patience, profits are slowly showing which is not much, but is

enough to pay his employees, says Kenneth. Coming from a ‘Pakka Bostiwalla’ background, as he puts it, Kenneth grew up in his village K. Station. His father, Rev. James Kath, is a Pastor and his mother, Senle Kath, is a Homemaker. After his 12th standard from the village, he went on to complete his graduation from Patkai Christian College after which he got into social activism and is a former president of the Rengma Students’ Union. Yet, to be a social worker, activist and entrepreneur, he says, is a difficult challenge as there is high possibility that success is not assured. Like any youth growing up in Nagaland with the ‘Government job obsession’, Kenneth too faced much pressure on this obsession from relatives and family. But he says, “I personally chose to be an entrepreneur and activist because that’s my passion. Serving in whatever humble capacity one can even though most times it comes with no pay. There is satisfaction when people are contented with what we do for them.”
