The surge of tribalism in Nagaland has become a matter of serious concern. There are many negative effects of tribalism to the society, and even to the Church. Besides, tribalism promotes bad governance and lack of accountability and has become a major obstacle to socio-economic development. In this backdrop, the 6th Morung Lecture focusing on the ‘Role of Religion in promoting Inter-Tribe Harmony among Nagas’ was held at Jubilee Memorial Centre (JMC-KABA), Lerie Colony, Kohima on Tuesday. Speakers at the Lecture were Elias T Lotha, President, Catholic Association of Nagaland (CAN), Dr. Eyingbeni HümtsoeNienu, Senior Lecture, Clark Theological College and Rev. Dr. Zelhuo Keyho, General Secretary, Nagaland Baptist Church Council (NBCC). Respect pluralism not singularism for social harmony In his discourse, Elias T. Lotha, President, CAN, questioned the position of the Naga Christian churches in Nagaland, where there are numerous faith-based organizations that do not truly converge in the translation of Christian beliefs. “We have Church organizations of this tribe, that tribe but never a fellowship to believe and worship together without our tribe color. Lotha was of the view that the most evocative philosophy is victory and domination in the context of Naga tribal ethnicity, which therefore culminates in the form of tribalism and grouping systems alien to Christian values. Opining that the social front presents a gloomier picture with the Naga society fractured into tribal divides such as TPO, ENPO, CNTC, NTC, Naga Hoho, UNC etc, Lotha asserted, “All these, and more, inform us that we truly and urgently need to convert from a conformist milieu to transformative and rewarding mission for positively impacting the society through practice of Christian values.” To help transform Naga tribes in ushering harmony, Lotha shared the approach of the Catholic Church, which is -Dignity of the human person, promotion of the family, and working for the common good. The common good, Lotha emphasized, is not simply what people happen to want, but what would be authentically good for people, the social conditions that enable human flourishing. Further, Lotha pointed out that the journey of the Church does not end in establishing inter tribe harmony alone. “Harmony amongst tribes is the beginning of a new journey for much need to be pursued and accomplished as members of the Naga tribes and as members of the Christian community,” ended Elias T Lotha.

The need for one Christian body Participants comprising of intellectuals, church leaders, social and human rights activists, attending the lecture deliberated on different issues surrounding the topic. Questions relating to disharmony in the churches, the stance of church on women, or if there is a difference between tribal affinity and tribalism, among others, were raised. On disharmony in the churches, the participants and the panelists felt the need for the revival of the Naga Christian Forum, which was once functional as one Christian body and comprised of members cutting across denominations. On the stance of the church on women, Rev. Dr. Zelhou Keyho said when Christianity came, it took a deep root in our culture and unconsciously even that trend has been passed on, which, he added is very unfortunate. However, he strongly highlighted that the church must always continue to encourage leadership whether male or female based on their calling. Dr. Eyingbeni Hümtsoe-Ni-

enu, described tribal affinity as a natural thing but tribalism a nurtured thing, influenced by many factors. Supplementing this, Elias T. Lotha, said unlike tribal affinity, which comes naturally to us, tribalism is a voluntary act and is very negative in nature. Can our church become the face saving mechanism? In his concluding remarks, Editor of The Morung Express, Dr. Aküm Longchari highlighted assumptions drawn from the Lecture with queries- Are we mistaking harmony and unity for uniformity? Have Christian values failed or is it the frailty of humans that has failed us? Are we dwelling too much in the abstract and missing the point…? Longchari pointed out that the Naga understanding of Christianity is “very narrow but very concrete.” Stating that the aspects of “shame” and “humiliation” have become rooted in the Naga understanding of addressing problems, he asked “is it possible for our church to become the face saving mechanism?” He informed that the present forms of dialogues are actually a “dialogue between monologues” where the parties involved are posturing their positions rather than finding common ground. He therefore emphasized on the need to reclaim genuine democratic dialogue where people engage and challenge each other in an informed manner. He said, “We may not have all the answers but it’s important for us to own the problems so that in the process of dialoguing, we will find solutions.”

ENCSU to resume agitation today

DIMAPUR, OCTOBER 4 (MExN): The Eastern Nagaland College Students Union (ENCSU) has called for resumption of its agitation with effect from October 5, with regard to the NSEE results 2016. A press note from the ENCSU informed that the agitation will continue till their demand for allocation of 4 MBBS seats reserved for BTs to the BT candidates is fulfilled. The ENCSU had suspended its second phase of agitation at the request of the state government with the assurance that 4 MBBS seats would not be filled up till the Cabinet decided on it. “It was only after the protestors started shouting demanding the outcome of the meeting, the Department requested the ENCSU Officials to meet the Director. The Protestors opposed the request. However, at the request and in respect of our apex organization, the ENCSU Officials met the Director. In the course of the meeting and in the presence of District Administration and Police, the Department again allowed the Parents and some non ENCSU Student Leaders to the meet-

The ENCSU stated that the department officials campaigned to the Cabinet Ministers “visiting door to door to justify themselves before the Cabinet meeting.” “If the entrance test result and the selection process are fair, they needed no campaigning. Department therefore, has to come out openly and admit their mistakes instead of trying to cover up by unjustified reasons,” it said. It further expressed anger at the department for “failing to communicate officially with the ENCSU the outcome of the Cabinet meeting held on 26th September 2016 where the decision was taken to allocate 4 BDS seats in place of MBBS seats.” “The ENCSU has every right now to term the present Government as a failed Government for failing to rectify the misdeeds of the Department and also for failing to even communicate the decision,” it said. It also cautioned that “if any unwanted situations arise in the course of the ensuing phases of agitation, the government will be held solely responsible for it has failed so far to redress the genuine demand of the Union.” The agitation is set to begin on October 5, however emergency services, security forces, magistrates on duty and the students appearing end semester exam are exempted from the purview of the protest.

NUTA mass casual leave today

DIMAPUR, OCTOBER 4 (MExN): The Central Executive Council (CEC) of the Nagaland University Teachers’ Association (NUTA) for the three NU campuses have unanimously resolved to endorse the decision of the FEDCUTA and AIFUCTO to organise a joint action program on October 5 to observe International Teachers Day, by taking mass casual leave. A press statement from the CEC-NUTA said that the protest is against the service conditions in terms of denial of regular promotions, pension; lack of university autonomy, democratic structures of governance and democratic space for dissent, discussion and debate; quality of education by degradation and vandalisation of course structures and syllabi, examination systems and promotion of quantity rather than quality in research; and regarding public funding of education by increasing budget cuts and privatization and commercialization of education. The NUTA members from all the three campuses are set to take mass casual leave on October 5 and display banners in support of the FEDCUTA, the statement informed.

SSA teachers serve ultimatum

DIMAPUR, OCTOBER 4 (MExN): An aggrieved Nagaland Sarva Shiksha Abiyan Teachers’ Association (NSSATA) has served a 7-day ultimatum to the Nagaland Government to fulfill their four-point demand, which includes payment of pending salaries of 5 months from May to September 2016. The ultimatum will come into effect from October 5 onwards and will exclude holidays. The NSSATA has also demanded inclusion of salaries of SSA teachers (2012-2013) in the non-plan revenue expenditure keeping in mind that the teachers were appointed as regular state government employees through proper channel. It asked that the State Government strictly adhere to the National Mission (SSA), Ministry of Human Resources Development (MHRD), GoI rules/guidelines, funding procedure to avoid installment lapses and delays in the payment of salaries. It also urged that arrangement is made to pay SSA teachers regularly from the state fund as has been done by the state at times and then retrieve the said amount on release of fund by the centre. While stating this, NSSATA President Aliba Sangtam and General Secretary Thungchamo Lotha, in the ultimatum addressed to the Commissioner & Secretary, Department of School Education, criticized the negligence and failure of the State Government in releasing the 10% state matching share and delay in clearing of the file from the planning department. It also questioned the nonadherence of the funding pattern/guidelines and rules by the State Government and the inability of the implementing agency to arrange utilization cer-

tificate, audit report and other necessary documents on time to MHRD. The Association lamented that despite repeated meetings with concerned officials, submitting appeal letters, representations since the inception of the association, the same trend has been continuing without any improvement and action. The Association also stated that the SSA teachers have been undergoing untold miseries to the “point of starvation” and was therefore in no position to attend duties anymore. “Our survival therefore is severely threatened and jeopardized and it has demoralized us in performing our duties sincerely,” it said. The Association has cautioned that it would be forced to take up phase wise agitation if their demands were not fulfilled within the given 7-day period.

NRMSATA Longleng demand release of salary

The Nagaland RMSA Teacher’s Association (NRMSATA) Longleng unit today stated that while 3 months (April, May & June) pending salary for RMSA teachers has been credited to all the DEO’ s account on September 20, the RMSA teachers in Longleng are yet to receive their pay. In a letter to the DEO Longleng, the association stated that “we have been waiting for long with great patience but with the march of time our patience is getting out of control and more dismayed when we learnt of our colleagues in other districts have received their salaries.” It served an ultimatum to the DEO Longleng to release the salaries to the teachers by October 10. It cautioned that failure to do so would compel the teachers to boycott their classes.

Indian officials told IANS that the halt in trade through the international gate connecting Manipur and Namphalong (Myanmar) at Moreh could be the result of an attack on a suspected Indian insurgent on the Myanmar side of the border on Sunday. A police officer confirmed that there was no official closure of business

Nagaraj told the media here. The peace talks will be held on tomorrow (October 5) at the Guest House in Aizawl from 10 am. Sources said the Hmar leaders, upon arrival in Aizawl, discussed "things" with HPC-D military leader Lalropuia Famhoite and other HPC-D "officials" lodged at the Central Jail in the Mizoram capital. The HPC (D) has been demanding a separate Autonomous District Council in the north eastern part of Mizoram under the Sixth Schedule to the Constitution of India and has been indulging in violent activities to press their demands from across the Manipur border. Currently, Sangma's son Conrad, who is Lok Sabha lawmaker from Tura in Meghalaya, is occupying the type-VIII Bungalow. The Urban Development Ministry has requested him to vacate the house since the first time lawmakers are not entitled to a type-VIII bungalow, the highest category of government accommodation, a source in the department said. These accommodations in the Lutyens Bungalow Zone are the most sought after. At the same time, the source said President's Secretariat had also requested the Urban Development Ministry to look for a suitable accommodation for President Mukherjee, whose term expires in July next year. The officials of the President's Secretariat were shown the bungalow on APJ Abdul Kalam Road and they are agreeable to it becoming President Mukherjee's new home after he demits office, the source said. The President had defeated Sangma, who passed away in March this year aged 68, to become the 13th President of India. Unless, the Assembly is democratized how any bill passed in the Assembly can be said to be ethical and can claimed to be democratic, the President questioned. Garg on his part accepted the deep divide between the hill and valley people. Country’s largest carmaker Maruti Suzuki India (MSI) said its premium hatchback Baleno has crossed one lakh cumulative sales milestone in the domestic market in less than one year of its launch. The auto major had launched Baleno in India on October 26 last year. Besides domestic sales, the company has shipped out 33,800 units of the car to various markets across the globe, including Japan and Europe. “Baleno is one of the big success stories of the Indian auto industry. DAN Govt has lost political accountability, says NPCC Dimapur, OctOber 4 (mexN): The Nagaland Pradesh Congress Committee (NPCC) has stated that the DAN Government in Nagaland state “has lost political accountability”. The NPCC at its General Session held on September 28 appealed all likeminded citizens to join hands and work together “for removal of corrupt NPF-BJP government”. A copy of a resolution submitted by the Executive Committee at the session, which was released to the media, outlined the NPCC’s resolve to deliver the commitments as enshrined in its roadmap

“both in letter and spirit to provide corruption free governance”. Lashing out at the DAN, the NPCC maintained that the State Assembly under the present dispensation has lost the freedom to question and discuss. “It assembles for 15 minutes to fulfill Constitutional requirements to enable them to withdraw public funds” and “We are experiencing an opposition-less government with absolute power to absolutely corrupt.” While terming the NPFBJP alliance as “inappropriate”, the NPCC stated that the NPF allying with a political party with “open

agenda of Hinduism” is “a challenge to Christian faith”. “They are sacrificing even their faith in favour of lust for money,” the NPCC maintained. On governance and law and order, it stated that the government in ruling has failed to respond to the distress call of the people. Referring to the conflicts in Tuensang and Kiphire districts, it stated that several lives have been lost, properties damaged and thousands displaced. “People have no protection and there is no safety and security under DAN government who have never been able to make

any decisions,” the NPCC stated adding that the government completely failed to anticipate the situation and take control of law and order situation. “The innocent victims are yet to be compensated and rehabilitated.” Further claiming that the state budget of Rs. 14,000 crores “vanishes in thin air”, the NPCC alleged that “all CSS funds are misappropriated without even trickling down”. In July 2016, MGNREGA funds to the tune of Rs. 470 crores were released, which should have enabled payment for about 70 day’s wages, NPCC stat-

ed. “However, these funds have been snatched from the hands of helpless villagers,” it claimed and cited allegations of MLAs pocketing Rs. 1 crore each. In this matter, the NPCC informed that it has submitted a memorandum to the Governor to appoint an impartial Commission headed by retired a High Court judge. The Governor has issued a statement against corruption but has not acted on our memorandum, the NPCC added. On the conditions of roads, power and water supply, the NPCC insisted that “development has come to halt”, while other

states are moving ahead. “Backdoor appointments” continue while the government cannot pay salaries. “Power has truly gone into the hands of opportunists, political turncoats and leaders without any concern for people’s welfare,” it maintained. Arguing that the DAN government has no vision, the NPCC concluded that the main obstacle to peace and development is the NPF led DAN government. “They have sweet tongues but have no vision,” the NPCC stated and predicted the fall of the DAN government before the 2018 elections.

jointly appended by Clan Chairman Kuveluta Soho and General Secretary Kuzhovesa Soho, alleged that the rapist had “on several occasions” repeatedly raped the minor. Terming the “ugly act” as “shameless” and “beyond human tolerance”, the Clan expressed its strong resentment and further urged the competent authority to

award befitting punishment as per the law of the land. Asserting that the rapist deserves “stringent punishment”, the Clan urged the concerned authority not to give bail to the rapist. It further warned that anybody intervening in bailing out the rapist shall be held responsible for any untoward consequence.

Dimapur, OctOber 4 (mexN): The Co-Ordination Committee on Fuel Adulteration (CCoFA) today appreciated the ANTA units, particularly ANTA (Dimapur), Dimapur District Truck Drivers’ Welfare Trade Union (DDTDWTU), Dimapur District Truck Owners’ Association (DDTOA), and the Pickup associations/unions for voicing solidarity with the 10th September public resolution demanding CBI

enquiry into the inter-state fuel adulteration mess. The CCoFA, in a press statement said all the ANTA units in the different districts co-operated thereby ensuring that no taxis plied in the state- virtually making it an All-Nagaland chakka bandh. “That the commercial vehicles chose to voluntarily stay off the road, incurring heavy losses in the process, was a sacrifice for a cause and an indication

that the common citizens had had enough of all the wanton corruption in the state,” it stated. The CCoFA informed that the state government has the authority and the power to institute a CBI enquiry into the adulteration issue. “And yet, if the CCoFA is forced to implement highway bandh in the state as per the 10th September public resolution, the government is to be squarely blamed,” it added.

ED at Kiphire study centre. “The earlier request to the Regional Director to approve the Pungro exam centre though his office had already given an assurance verbally yet

no such intimation letters receive so far,” stated the petition. The petition addressed to the Regional Director through the Coordinator Kiphire study centre urged the authority to “look into the matter and do the needful at the earliest.” The petition reminded that the application for the same has been delivered to the Regional Director’s office “in person” twice.

Alleging backdoor appointments in the LR&S department, the EDSSU had demanded that recruitment for the posts of Land Records and Survey Officers (LRSO) and Surveyors Grade-I be made through the NPSC. One arrested under NLTP KOhima, OctOber 4 (mexN): Kohima Police personnel from Tseminyu Police Station arrested one person for “possession and transportation of illicit liquor”. According to a press release from the PRO Kohima Police, 720 bottles of MC Rum were recovered from a vehicle parked alongside NH-2 during routine patrolling on Monday. The arrested individual was identified as Khiboto Assumi. During interrogation, the accused revealed that the consignment was being transported from Assam to be disposed off at Zunheboto, however his vehicle broke down on NH-2 under Tseminyu PS jurisdiction and was subsequently detected by the police on patrolling duty, the press release stated. In this connection, a regular case under the NLTP Act is registered against him at Tseminyu PS for further investigation.

Church and Intertribe Harmony

T

he whole of Christendom invoke God’s Kingdom in pronouncing the Lord’s Prayer and this is the melting point of the believers of Christ in the quest for building God’s kingdom. The challenging question in this strain is building God’s kingdom within His standard and of coming together of communities as believers without any ‘borders.’ Currently, Naga society is marred by division and fragmentation of all sorts on various sinister lines, which has more than threatened the harmony and well-being of the society. The situation today has become more compelling that the Church should take a more pro-active role beyond invoking God’s Kingdom through the Lord’s Prayer. Or else, the Church will become a meaningless entity and the believer’s merely illusory beings if it does not address the issue that are crippling the ‘religio-moral’ fabric of our society. That, the Church today need to become a morally responsible Church in forging unity and harmony among the Churches and in so doing translate it among the various Naga tribes. One is tempted to invoke the many Naga Churches today having its own tribe Churches and also the various denominational Churches besides other religious sects. The most critical aspect for the Naga Churches is to find ways for the Churches to come together. It is thereby desirous of the Church to work on building God’s kingdom within His standard keeping in mind that a reinterpretation and re-orientation of the whole notion of a Church especially based on the needs of the present situation where peace and harmony is left wanting. Looking at the functioning of the present Naga Churches, it finds itself scheduled within the local activities running through the calendar year. Being enmeshed in its routine activities makes it more of a statistical Church than one that is driven by purpose and vision within the folds of larger communitarian values. This has largely made things difficult for the Churches to come together. Often it is important to reflect on the Church as one that is built on the ideals of promoting peace and unity and thereby harmony but one question that finds reverberating back is whether the Church is really promoting peace and unity. The Churches today finds itself critiqued of being inclined towards material provincialism and subsequent loss of trust. This has happened because the Church has somehow failed to clearly envision the objectives and the need to evolve in tune with the pressing demands of the societal needs beyond petty Church politics. Religious teachings are precious resources, the content of which should be productively engaged so that these resources are employed to generate values of love, peace, unity, harmony and togetherness in building a cohesive society. On another level, a reinterpretation and reorientation of the objectives of the Church is a much needed spectrum. As a case in point, the understanding of ‘mission’ is in dire need of a paradigm shift, that ‘loving ones neighbour’ still holds much primacy and concern over mission fields outside of the Church. At this crucial juncture various missions based on ‘loving ones neighbour’ will definitely go a long way in bringing the Churches together and NBCC has a big role to play in bringing the Churches together albeit the ‘tribe’ fabric. Imagine NBCC organising a Nagaland Baptist Church Council Olympics and imagine a football match between youth directors XI and Pastors XI etc... and suddenly the notion of ‘tribes’ evaporates giving way to brothers and sisters in Christ. God would surely want to have His kingdom build upon brotherhood and sisterhood rather than on the lines of tribes. To this end, NBCC and the Churches in it need to collectively come up with innovative missions, which, with sustained efforts, will truly generate values that will bring peace and harmony among Nagas. An autopsy of India's messy democracy

t comes natural to India's elite to brag about the country's democratic system and its post-1991 economic status. In reality, Indian democracy is deeply flawed and heavily titled against the mass of the poor. Award winning journalist Josy Joseph wrote this book feeling anguished by the sheer scale of corruption in India, its dilapidated institutions and the deep immorality at the heart of its democracy. This is a fascinating study of an ugly India, a must read for those who care for the country and its future. Book Review: A Feast of Vultures: The Hidden Business of Democracy in India Joseph, who Author: Josy Joseph; Publisher: HarperCollins has often faced Publishers India the wrath of the Pages: 231; Price: Rs 599 mighty after exposing them in his stories, doesn't mince words. The rules of the game in modern India are simple: use fake promoters, accept bribes, commission murders, intimidate media, manipulate courts and grab power. There is only one rule: don't get caught, please. So how robust is Indian democracy? Are the periodic elections improving the lot of the poor, the country's overwhelming majority? Have its institutions matured over the decades? Why do other institutions not take on the duplicity of the political class often enough? Is there a grand conspiracy to subvert the republic? Joseph goes to answer the questions with cold-blooded facts that do not bring glory to the Indian political system. And he doesn't hesitate to come to the unfortunate conclusion that for a vast majority of Indians, their country is not much of a republic and even less of a democracy. Except for a small number of privileged residents in its cities, most Indians, those living in the country's 638,000 villages, have not really enjoyed the economic boom of the rising global power. This is a crisis privileged Indians love not to acknowledge. Joseph speaks about India's super rich who sustain many political parties by pumping them with black money but do not figure in the list of their donors. The most powerful middlemen sometimes decide the very fate of Indian democracy. One such character boasted to the author how he "managed the high priests of India's judiciary and politics". At the highest echelons of decision-making, "it is hard to figure out who is a mere middleman and who is a mere industrialist". Joseph doesn't spare Prime Minister Narendra Modi. There is no credible evidence thus far that Modi is working to bring back to India black money stashed abroad by the filthy rich Indians. And for all its anti-corruption rhetoric, the Modi government has been conspicuously silent about a CBI chief who was hugely controversial and now leads a peaceful retired life. Is the future looking bleak for India and Indians, then? No, there is a change coming, Joseph says, but only in the long-term -- by when all of us will be dead. "In the short term, too many Indians live without hope in a crony capitalist state. This monopoly of the few over the resources and will of the state must end."

Development as Human Right: An Unfulfilled Promise to Billions

A

s the United Nations commemorated the 30th anniversary of the “Right to Development”, the Group of 77 (G77) and the Non-Aligned Movement (NAM) expressed strong collective support for one of the basic human rights described as a key element in the implementation of the UN’s post-2015 development agenda. “Development as a human right is still an unfulfilled promise for billions of people,” said a joint statement issued September 22 by two of the largest economic and political groupings at the United Nations. The 133-member G77 (joined by China) and the 120-member NAM said 30 years ago, “we recognized the human person as the central subject of the development process and therefore development policy should make the human being the main participant and beneficiary of development.” And it placed people at the center of development while demanding equal opportunities and equitable distribution of economic resources. Since then, said the joint statement, the international community has embraced the concept of “peoplecentred” development. At the same time, it has recognized that, despite continuous efforts on the part of the international community, “the gap between developed and developing countries remains unacceptably wide, that most of the developing countries continue to face difficulties in participating in the globalization process and that many risk being marginalized and effectively excluded from its benefits.” The resolution on the ‘Declaration on the Right to Development’ was adopted at the 97th plenary meeting of the General Assembly back in December 1986. Addressing a high level meeting of the General Assembly commemorating the 30th anniversary of the Right to Development on September 22, Secretary-General Ban Ki-moon said despite great strides forward, developing countries still struggle with the diversification of their economies, international trade, macroeconomic and fiscal issues and ensuring equitable and sustainable frameworks for the use of natural resources. There are more least developed countries (LDCs) now than in 1986. Even among middle-income countries, few are on paths that can ensure sustained, sustainable and equitable growth and poverty eradication. Developed countries also face new challenges, such as rising inequality and financial crises, he said. “We have new prospects for realizing the right to development, thanks to the 2030 Agenda for Sustainable Development and SDG 17 on strengthening the means of implementation and revitalizing the global partnership, together with the Addis Ababa Action Agenda.” The 2030 Agenda explicitly recognizes the Declaration of the Right to Development and reflects its spirit. Its emphasis on equality, participation, empowerment and ensuring that no one is left behind, echoes the definition of the right to development as “an inalienable human right”.

It recognizes, like the Declaration, that each country has primary responsibility for its own economic and social development while affirming that international cooperation and partnership are essential to ensure implementation. The 2030 Agenda has unprecedented potential to fulfil the aspirations that motivated the Declaration on the Right to Development, and that remain critical to this day. “Let us celebrate the Declaration for its past – and more importantly for the promise it holds for the future,” Ban declared. The President of the General Assembly Peter Thomson told the high level meeting that many of the commitments on the UN’s post-2015 development agenda mirror duties arising from the Declaration on the Right to Development. It includes a duty on each government to put the well-being of the entire population, and of all individuals, at the heart of their policies and strategies. This includes by ensuring their free and meaningful participation in development efforts and decisionmaking process, and in the distribution of the resulting benefits. It includes the duty to remove structural obstacles and to address both historical and contemporary inequities that are holding back developing countries, he noted. And it includes the need for international cooperation in support of those countries that remain in vulnerable situations – whether they be the least developed countries; those affected by conflict and instability; or those struggling to adapt to the impacts of climate changes, Thomson told delegates. “As we mark this Anniversary, let us recognize that if we are to realize the Right to Development, we must do so together; working in responsible and ethical partnerships between governments, the UN system, civil society, the private sector and others.” Addressing the high level meeting, the European Union’s (EU) Special Representative for Human Rights Stavros Lambrindis, said: “We wish to reiterate our support for the right to development, as based on the indivisibility and interdependence of all human rights as outlined in the Vienna Declaration and Programme of Action,

the multidimensional nature of development strategies and the role of individuals as the central subjects of the development process.” He pointed out that the EU is fully committed to a rights-based approach to development, encompassing all human rights, including the right to development. The right to development requires the full realisation of civil and political rights, together with economic, social and cultural rights, and a mix of policies, creating an enabling environment for individuals, involving a wide range of actors, at all levels. “We emphasise that the primary responsibility for ensuring that the right to development is realised is one owed by States to their citizens. We must recognize that divergent views in the understanding of the right to development remain.” But he re-stated the EU position that it is not in favour of the elaboration of an international legal standard of a binding nature “as we do not believe that this is the appropriate mechanism to realise the right to development.” With its universal applicability and its importance in shaping development priorities, the 2030 Agenda for Sustainable Development will open up new avenues to integrate human rights into global and national policies in both developed and developing countries over the next 15 years, he added. Meanwhile, in its joint statement, the G77 and NAM said the Right to Development is crucial to the three agreements reached last year: the 2030 Agenda for Sustainable Development, the Addis Ababa Action Agenda on Financing for Development (FfD) and the Paris Climate Agreement under the United Nations Framework Convention on Climate Change which have vowed to “leave no one behind.” “There is no doubt that in order for us to reach that goal, the right to development must be central to the implementation of the 2030 Agenda for Sustainable Development taking into account countries and peoples who face specific challenges, in particular, African countries, least developed countries, landlocked developing countries and small island developing States as well as specific challenges

that many middle-income countries face, as well as countries facing conflict and post-conflict situations, humanitarian emergencies, the effects of climate change and global pandemics.” The statement also said “We must take resolute steps to eliminate the massive and flagrant violations of human rights of peoples and human beings affected by situations such as those resulting from apartheid, all forms of racism and racial discrimination, colonialism, foreign domination and occupation, aggression, foreign interference and threats against national sovereignty, national unity and territorial integrity, threats of war and refusal to recognize the fundamental right of peoples to self-determination.” According to the statement, the 30th Anniversary coincided with the first year of implementation of the 2030 Agenda for Sustainable Development. “So it is an opportune time to demonstrate and reiterate our unequivocal commitment to the right to development, in particular the need to strive for greater acceptance, operationalization and the realization of this right at the international level.” “We must continue our efforts also, to mainstream this right in our work at the national and regional level and in the United Nations, particularly in the Human Rights mechanisms, as well as international financial and multilateral trading systems in the context of the elaboration of their policies in line with the 2030 Agenda.” One of the recurring themes in recent conversations and panel discussions was the understanding that the realization of the right to development is a necessity now, more than ever. “The ambitious goals we have committed ourselves to, the massive challenges and violations of human rights caused by situations resulting from, among others, unilateral coercive measures and unfair sanctions, can only be reached and overcome if we embrace the tenets of the Declaration.” In this regard, the statement said: “We urge all States to expand and deepen mutually benefiting cooperation with each other in promotingdevelopment and eliminating obstacles to it, in the context of promoting an effective international co-operation for the realization of the right to development, bearing in mind that lasting progress towards the implementation of the right to development requires effective development policies at the national level as well as equitable economic relations and a favorable economic environment at the international level; and to work together towards the elaboration and adoption of a Convention on the Right to Development.” The G77 and NAM pointed out there are different approaches, visions, models and tools available to each country to achieve sustainable development, in accordance with its national circumstances and priorities as well as its own development context. “It is our collective hope that on this auspicious 30th Anniversary of this landmark Declaration, we are rightly reminded of the work that still needs to be done to realize this fundamental right.”

y recognising how closely connected the different aspects of sustainable development are, the Sustainable Development Goals (SDGs) create an important opportunity – and challenge – for a more coordinated approach to implementing development policies. The multi-faceted, interlinked nature of the 17 categories represented by the SDGs reflects our complicated world. We will need to work together to meet these goals while facing an increasingly complex set of challenges to human rights, equity, and security. The battle against terrorism and its horrors, for example, requires people working together across each and every one of the 17 categories. However, traditional policy responses to these challenges have been divided into distinct policy sectors. If we are to achieve these goals, build peace, and increase world security, we must recognise that past efforts that were confined to individual sectors have failed. We must use new but proven tools that move the integrated SDG framework from concept to action. If the implementation phase of the SDGs defaults to the same old methods, the new goals will be meaningless. One successful tool – what a World Bank expert called a “do-able miracle” in a speech at the Wilson Center — is the integrated Population, Health and Environment (PHE) approach, where many of the SDGs are addressed simultaneously in a coordinated, strategic manner. PHE projects work concurrently to improve access to health services (especially family planning and reproductive health), protect and manage natural resources, generate income from alternative livelihoods, and provide women and men with the skills

and tools to plan for a sustainable future. Key to its success is the strong buy-in from and engagement with local communities and their leaders, which is credited with its unusually rapid, widespread success in East Africa, Madagascar and the Philippines. For example, Pathfinder International’s “HoPELVB” (Health of People and Environment in Lake Victoria Basin) project, based in Kenya and Uganda, is an integrated, community engagement initiative providing primary health care (including sexual and reproductive health, and maternal and child health services), along with the supply of clean water, training on sanitation and hygiene practices, natural re-

wRiTE-wiNg source management, and sustainable income generation opportunities. Pathfinder and its partner organizations work to make the farms and fisheries that the communities depend on more sustainable, support environmentally friendly alternative livelihoods, and increase gender equality. Throughout the project, partners emphasize the inter-relatedness of people, their health, and their environment. The project is helping other organizations to replicate HoPE’s model and supporting local governments to plan integrated activities that meet the needs of their communities in a holistic way The rapid acceptance of the PHE approach from concept to scalability in just five years has now created strong regional momentum for its expansion in East Africa. In fact, at a recent meeting, the Lake Victoria Basin Commission included a recommendation to its members to “mainstream PHE programming into national and institutional plans and set

aside funds for PHE Integration and the implementation of the EAC PHE strategic plan.” The results from these projects offer strong evidence that the PHE approach is working, growing, and primed for scale-up across other regions. PHE programs provide compelling, real-world, grounded evidence that UNGA policymakers would do well to consider as they seek to achieve the SDGs. PHE can also be a powerful pathway to fight extremism and improve stability. By increasing communities’ resilience in a rapidly changing economic, environmental, and political landscape, integrated development can provide the foundation for increased security. For example, PHE programs focus on engaging youth in building their own sustainable futures, and thus building their resilience to recruitment by extremists. In this way PHE can also be considered a peacebuilding strategy in fragile and developing states. Research by Wilson Center experts has found that the PHE approach addresses challenges often missing from other resilience-building efforts, such as social dynamics, power structures, gender and reproductive health. As world leaders meet to decide how to shift from goals to action, they should look at what is already working. PHE increases environmental sustainability, economic opportunity, reproductive health, women’s empowerment, climate resilience, and regional stability—at the same time, for less investment, and with more success. A proven tool for implementing this ambitious agenda, PHE is a winwin-win for the sustainable development team. Perhaps that is why we have been able to develop as a race, by questioning age old norms and doing away with traditions that avert progress. However, is our Education system training young minds to question and reason? Are we producing thinking beings or another Flaubert’s Bouvard and Pecuchets?

t is exam time in Nagaland. Across the state, as colleges under the Nagaland University system embark on the end-of-the-term semester exams, it is also a time to ponder on what the ‘exams’ in our educational system signify. It is worth reflecting on this issue because one will soon realize the problems intrinsic in the existing arrangement. Any astute person who bothers to do so will soon realize that exam times are when students tirelessly memorize the received information shoved into them by their teachers in the past four months. What is also interesting about such culture of preparations is that students completely disgorge the memorized materials from their mind, body, and soul, that, after the exams, nothing of what they have learned remains with them. Now, is this learning? Is this education? Is this even sensible? Surely, it would be imprudent to blame the students for memorizing the materials, because such study-culture stems from the way in which the entire educational structure is organized in Nagaland. I believe that there is a threefold structural problem inherent in this arrangement: the syllabi, the state university system, and the quality of teachers. It is also essential to note that these three problems are in concatenation, and must not be viewed as factors independent of one another. The syllabi of Nagaland University is obsolete and unnecessarily vast. Indeed, I encourage concerned readers to check

-Dr. Salikyu Sangtam, assistant Professor, Department of Political Science curricula of our state’s most prevalent Honours such as Political Science, English, Sociology, History, Education, etc., one will soon realize not only the obsoleteness, but also the needless immensity of the curricula. Let me elaborate using some cases to illustrate the problem. English honours students in their first semester are required to study a paper titled ‘History of English Literature.’ Here, the teachers and students are obliged to complete, in the space of four months, 800 plus years of English literature. The problem is, there are too many unwarranted facts for the students to digest. This leaves them overwhelmed and, at the same time, bewildered in the labyrinth of facts that renders this course useless. Of what use are these facts, hastily transiting from one period to another, when the learners are given neither the time nor the space to retain and reflect on how these ‘facts’ are incorporated in the larger realm of their understanding of the English literature? Another case in point concerns two papers in the curriculum of Political Science. In the third and fourth semester, Political Science honours students take the prerequisite papers on ‘International Organization’ and ‘International Politics,’ respectively. The issue here is that the later should be taken in the third semester, and the former in the fourth semester. How can students understand international organization when they aren’t even aware of the basic fundamentals

underpinnings of international organizations? This is equivalent to putting the cart before the horse! Furthermore, even some of the topics within international organization are superfluous such as ‘the League of Nations.’ I do not know of any educational institutions anywhere in the world where so much weight (20/100) is given to an obsolete topic. I could certainly go on citing more examples but that would be needless. And mind you, these are not isolated cases. Cases such as these pervade Sociology, History, Education, and Anthropology. Additionally, each syllabus is permeated with the terms ‘nature, scope, meaning, and significance’ further solidifying the ‘learn-by-heart’ culture of education. What can be ascertained is that the curricula have been so structured that they, implicitly or explicitly, highlight the prominence of memorization stemming from the gratuitous enormity of the dated syllabi, where importance is given to quantity of facts shoved down the students’ throats rather than reasoning or understanding. What’s more, when the state government, assisted by inept faculties of the state university, decides on a top-down basis on how education should be structured, operated, and what curricula should be implemented, as is the case in Nagaland, then one must not expect such educational arrangement to be firstrated or even second-rated. Rather such is a breeding ground for mediocrity, for state government committees, with their

learners. And in most cases, learning and education altogether cease to exist. Lastly, because of the curricula and the structure of education, quality of teachers becomes ancillary. Certainly, there is no shortage of qualified teachers; however,‘qualified’ does not mean Quality. The issue here is, the present system in place to judge the ‘quality’ is faulty. Just because teachers have a Ph.D., M.Phil, NET, etc., it does not mean they have the ‘Quality.’ Rather they are products of a system where they’ve been trained to memorize and aver from reasoning. What’s more, this culture perpetuates itself unto the next generation and so on. Readers would have realized that each problem feeds off the other. They are in cyclical relationship perpetuating the noxious system of education that puts an end to the hopes and aspirations of countless students. No doubt, aforementioned problems can be remedied, yet they nevertheless require concrete efforts on the part of the teachers, students, colleges, and society. I hope readers will graciously forgive me if I have given any cause for offense, for that is not my intent. After all, this is just a pensive rumination of a concerned teacher on the future of his students. Modi dubs terror, radicalisation as grave challenges New Delhi, OctO ber 4 (iANS): With terror attacks continuing to emanate from Pakistan, Prime Minister Narendra Modi on Tuesday described cross-border terrorism and radicalisation as "grave challenges to our security" while visiting Singapore Premier Lee Hsien Loong condemned terrorism in all its forms. "Rising tide of terrorism, especially cross-border terrorism, and the rise of radicalisation are grave challenges to our security," Modi said in a joint press statement with Lee after delegation-level talks between the two sides here. "They threaten the very fabric of our societies," Modi said. "It is my firm belief that those who believe in peace and humanity need to stand and act together against this menace," Modi added. The Prime Minister's remarks came following the September 18 cross-border terror attack on an army unit at Uri in Jammu and Kashmir that claimed the lives of 19 Indian soldiers and the attack on an army camp at Baramulla on Sunday in which a BSF trooper was killed. Following the Uri attack, India pulled out of the South Asian Association for Regional Cooperation (Saarc) Summit that was

Gang of contract killers busted in Delhi, one held New Delhi, OctOber 4 (iANS): The Delhi Police has busted an inter-state gang of contract killers, who were involved in the sale and supply of illegal firearms, police said on Tuesday. They said one of its members identified as Guddu Singh, 39, a native of Bulandshahr in Uttar Pradesh, was arrested on Monday from Khajoori Khas area of Northeast district. Eight improvised semi-automatic pistols with as many magazines were recovered from his possession. According to police, the gang had recently got a Rs 1-crore contract to kill a person in Baghpat and had taken half the amount in advance. The planning for the contract killing was being done by Suresh and Mohit, the key members of the gang. "Guddu arranged weapons, which were to be used for the killing, from his old contact Shamshed in Kolkata, while Mohit was tasked to arrange one more person, who could provide them a car to use in the crime," a senior police officer said. Police arrested Guddu after a tip-off that he would be coming to Khajoori Khas area to supply firearms to one of his aides. During the interrogation, he revealed that he was previously involved in over half-a-dozen cases of murder and other serious crimes.

State govts should play greater role in water conservation: Ansari PuNe, OctOber 4 (iANS): Given the increasing scarcity of water, the planning and management of water resource and its optimal use has become a matter of the utmost urgency, and the state governments are expected to play a greater role in this, Vice President Hamid Ansari said here on Tuesday. "India is facing an acute water crisis due to large population leading to a stress on available water resources, poor water quality and dwindling groundwater supplies due to over-extraction," Ansari said while speaking at the centenary celebrations of Central Water and Power Research Station. He said that since water is a state subject under our Constitution, the state governments are expected to play a large role in these efforts, he added. "Water stress has a bearing on various sectors of Indian economy including the agricultural, industrial, domestic and household, power, environment, fisheries and transportation sectors. The interplay of various factors that govern access and utilisation of water resources need to be considered and it becomes incumbent that we look for holistic and people-centred approaches for water management," Ansari said. "The biggest concern for our water-based resources in the future is the sustainability of the current, and future, water resource allocation as water becomes more scarce," he added.

Sarnath will be developed as Buddhist tourism hub, Union minister says cheNNAi, OctOber 4 (tNN): Union tourism minister Mahesh Sharma on Tuesday said Sarnath in Uttar Pradesh would be developed as a hub of Buddhist tourism in the country. Addressing a session in Sarnath organised as part of the International Buddhist Conclave-2016, the minister said, "India is the seat of spiritual tourism, and the government of India and government of Uttar Pradesh are committed to developing Buddhist circuits." The International Buddhist Conclave-2016 was inaugurated in New Delhi on October 2. The minister stated that efforts would be made to link Sarnath with other Buddhist sites through air, rail and road, an official statement said. The minister said the ministry of tourism was on the verge of sanctioning Rs 99.97 crore for infrastructure development of the Buddhist circuit covering Saravasti, Kapilvastu and Kushinagar.

Aadhaar must for LPG subsidy after November New Delhi, OctOber 4 (Pti): The government has made Aadhaar mandatory for availing cooking gas (LPG) subsidies but has given two months grace period for citizens to get the unique identification number. Government currently gives 12 cylinders of 14.2-kg each at subsidised rates per household in a year. The subsidy on every cylinder is transfered in advance directly into bank accounts of individuals, who then buy the cooking fuel at market rates. “Individual desirous of availing LPG subsidies are hereby required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication,” an Oil Ministry order said. For those not yet having Aadhaar, it gave time till November 30, 2016 to

make application for enrolment for the unique identification number. Oil marketing companies have been asked to faciliate enrolments. Till the time Aadhaar is assigned, LPG subsidy would be transfered based on bank photo passbook and Aadhaar enrolment ID slip or his voter ID card or ration card or kisan photo passbook or passport of driver license along with copy of request for Aadhaar enrolment. Also, an undertaking in a set format has to be given that the individual is not availing LPG subsidy under some other consumer number of an oil marketing company, the order said. “This notification shall take effect immediately in all states except As-

sam, Meghalaya and Jammu & Kashmir,” the order said. The Ministry said use of Aadhaar as identifier for delivery of services/benefits/subsidies simplifies the Government delivery processes, bring in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them. “Aadhaar obviates the need for producing multiple documents to prove one’s identity,” it said, adding the provisions of the Aadhaar Act and Regulations under the Act came into effect from September 14, 2016. As LPG subsidy is an expenditure incurred from Consolidated Fund of India, the Ministry said it is notifying use of Aadhaar as mandatory requirement for availing of the benefit.

Misconduct against women staff must be dealt with sternly: HC mumbAi, OctOber 4 (Pti): Any misconduct against women employees must be dealt with most sternly, the Bombay High Court today said and asked organisations to draw up a list of "dos and dont's" for male employees over conduct towards female staff. A division bench headed by Justice V M Kanade referred to a judgement of the US Supreme Court and cited that "sexual misconduct cannot be viewed in a vacuum" and that employers and organisations must identify the "underlying threat of violence" in such conduct against women. The observations were made by the high court while hearing a petition filed by a central government employee seeking action against her superior over allegations of sexual harassment. The bench today noted that organisations must treat all complaints of sexual harassment seriously and without bias and that it was also necessary to provide safeguards and assistance to female employees. "In the past, such behaviour would be ignored and terms as part of the work culture. It was even said that men had said or done things inadvertently. But now all organisations must change with the changing times. Any misconduct against women employees must be dealt with most sternly," the court said. The woman approached the high court after the internal committee at her workplace ruled that while the incidents she had reported against her superior did show that she had been inconvenienced and harassed, the same did not amount to sexual harassment. The internal committee had penalised and demoted the superior. However, the woman sought harsher punishment for her superior. The court today denied to increase the punishment and said it need not interfere with the committee's decision. According to the woman, between 2011 and 2013, her superior made several sexual advances at her and when she began to openly spurn his advances, he resorted to threatening her professional growth and career, insulting and humiliating her in front of other employees, and isolating her by asking others not to talk to her.

India to see 'big conflicts' over forest land despite law: activist mumbAi, OctOber 4 (thOmSON reuterS FOuNDAtiON): Indian officials have been slow to implement a landmark law giving rights to forests to indigenous people because they view it as a handicap to development projects spurring expansion in the fast-growing economy, a land rights campaigner said. The 2006 Forest Rights Act aims to improve the lives of impoverished tribes by recognising their right to inhabit and live off forests where their forefathers settled. Under the law, at least 150 million people could have their rights recognised to a minimum of 40 million hectares (154,400 sq miles) of forest land, the Rights and Resources Initiative (RRI) estimated. But the group, which promotes access to land and natural resources, says barely 1.2 percent of the area has been recorded in the last decade.

"There is a genuine misunderstanding among the political class that if you grant rights, it will be against development," said Arvind Khare, an executive director at RRI in New Delhi. "There is fierce competition among the states for investment in infrastructure and mining. The law is seen as an impediment to this," he told the Thomson Reuters Foundation. Indigenous people hold legal titles to only about 5 percent of the land they have lived on. By recognising community forest rights and resource rights, the Forest Rights Act could transform forest governance and rural livelihoods, paving the way for the "largest land reform ever" in India, RRI said last year. Yet few states have implemented the law fully, and more than half of all claims for titles have been rejected, according to recent data from the Ministry of Tribal Affairs. Elev-

Thanks largely to the efforts of a handful of states including Odisha, Chattisgarh, Gujarat and Maharashtra, more than 0.5 million hectares of forest land could be recognised this year, Khare estimates. "But by and large, there is little pressure on the states to recognise forest rights. So we will continue to see big struggles, big conflicts over our forest lands," he said.

Hurricane Matthew slams into western Haiti

LES CAYES, OCTOBER 4 (REUTERS): The fiercest Caribbean storm in almost a decade ripped into Haiti’s southwestern peninsula early on Tuesday, packing 145 mile-per-hour (230 kph) winds and storm surges that killed at least one person and damaged homes. Assange signals release of documents before US election BERLIN, OCTOBER 4 (REUTERS): WikiLeaks founder Julian Assange said on Tuesday the organisation would publish around one million documents related to the U.S. election and three governments, but denied the release was aimed at damaging Hillary Clinton. He said the documents would be released before the end of the year, starting with an initial batch in the coming week. He criticised Clinton, the Democratic presidential candidate, for demonising the group’s work after a spate of releases related to the Democratic National Committee before the Democratic convention this summer. Assange said her campaign had falsely suggested that accessing WikiLeaks data would make users vulnerable to malicious software. But he denied the release of documents related to the U.S. election was specifically geared to damage Clinton, saying he had been misquoted. Assange also signalled changes in the way WikiLeaks is organised and funded, saying the group would soon open itself to membership. He said the group was looking to expand its work beyond the 100 media outlets it works with. Assange, 45, spoke via a video link at an event marking the 10th anniversary of the group’s founding. He remains in the Eucador Embassy in London where he sought refuge in 2012 to avoid possible extradition to Sweden, where he is wanted for questioning over allegations that he committed rape in 2010. Assange denies the allegations and says he fears extradition to the United States, where a criminal investigation into the activities of WikiLeaks is underway. David Thouless, Duncan Haldane and Michael Kosterlitz, who all now work at U.S. universities, share the prize for their discoveries on abrupt changes in the properties, or phases, of ultra-

thin materials. Their research centers on topology, a branch of mathematics involving step-wise changes like making a series of holes in an object. The difficult-to-grasp concept was illustrated by Nobel Committee member Thors Hans Hansson at a news conference using a cinnamon bun, a bagel and a pretzel. Phases are obvious when matter goes from solid to liquid to gas, but materials can also undergo topological step changes that affect their electrical properties. One ex-

MANILA, OCTOBER 4 (REUTERS): Philippine leader Rodrigo Duterte on Tuesday told U.S. President Barack Obama to “go to hell” and said the United States had refused to sell some weapons to his country but he did not care because Russia and China were willing suppliers. In his latest salvo, Duterte said he had lost respect for the United States and railed at its concerns about his bloody war on drugs, calling his critics “fools” who could not stop him carrying out a campaign that has killed more than 3,400 people in just over three months. In a tangential, at times profane speech in Manila, Duterte said the United States did not want to sell missiles and other weapons, but Russia and China had told him they could provide them easily. “Although it may sound shit to you, it is my sacred duty to keep the integrity of this republic and the people healthy,” Duterte said in his second of two televised speeches on Tuesday. “If you don’t want to sell arms, I’ll go to Russia. I sent the generals to Russia and Russia said ‘do not worry we have everything you need, we’ll give it to you’. “And as for China, they said ‘just come over and sign and everything will be delivered’.” His comments were the latest in a near-daily avalanche of hostility towards the United States, during which Duterte has started to contrast the former colonial

power with its geopolitical rivals Russia and China. On Sunday, he said he had got support from Russia and China when he complained to them about the United States. He also said he would review a U.S.-Philippines Enhanced Defence Cooperation Agreement. The deal, signed in 2014, grants U.S. troops some access to Philippine bases, and allows them to set up storage facilities for maritime security and humanitarian and disaster response operations. He said the United States should have supported the Philippines in tackling its chronic drugs problems but instead criticised him for the high death toll, as did the European Union. “Instead of helping us, the first to hit was the State Department. So you can go to hell, Mr Obama, you can go to hell,” he said. “EU, better choose purgatory. Hell is full already. In new blow to campaign, Trump’s foundation ordered to halt fundraising WASHINGTON, OCTOBER 4 (REUTERS): New York’s attorney general ordered Republican presidential candidate Donald Trump’s charitable foundation to immediately stop fundraising in the state, warning that a failure to do so would be a “continuing fraud.” For Trump, the cease-anddesist order was the latest in a series of blows that has sent his campaign reeling. The New York businessman and his aides spent much of the weekend pushing back against suggestions that he may not have paid U.S. federal income taxes for almost 20 years. New York Attorney General Eric Schneiderman’s office said the Donald J. Trump Foundation was violating a state law requiring charitable organizations that solicit outside donations to register with the office’s Charities Bureau. The order followed a series of reports in The Washington Post that suggested improprieties by the foundation, including using its funds to settle legal disputes involving Trump businesses. “The failure immediately to discontinue solicitation and to file information and reports required under Article 7-A with

the Charities Bureau shall be deemed to be a continuing fraud upon the people of the state of New York,” according to a letter dated on Friday that the office posted online on Monday. Trump’s campaign has suggested that the probe launched by Schneiderman, a Democrat, was politically motivated. The newspaper also said that Trump may have improperly used the foundation to settle legal disputes, including one at the his Palm Beach, Florida estate; diverted income from his business to the charity to avoid paying income tax; and donated foundation money to support Florida Attorney General Pam Bondi, a Republican, who was considering launching an investigation into Trump University, Trump’s for-profit education venture. The foundation ended up paying a $2,500 fine to the IRS for that donation. In response to the Post’s reporting, Schneiderman’s office began a probe into the Trump Foundation. he idea of collecting toll taxes and other revenues directly by the Dimapur Municipal Council is the outcome of the anomalies and misappropriations in the past. orld Animal Day is an international day of action for animal rights and welfare celebrated annually on October 4, the feast day of Francis, the patron saint of animals. The mission of World Animal Day, according to the official World Animal Day website is "To raise the status of animals in order to improve welfare standards around the globe. Building the celebration of World Animal Day unites the animal welfare movement, mobilising it into a global force to make the world a better place for all animals. It's celebrated in different ways in every country, irrespective of nationality, religion, faith or political ideology. Through increased awareness and education we can create a world where animals are always recognised as sentient beings and full regard is always paid to their welfare. World Animal Day was originated by Heinrich Zimmermann, the German writer and publisher of the magazine Mensch und Hund/ Man and Dog. He organized the first World Animal Day on 24 March 1925 at the Sport Palace in Berlin, Germany. Over 5,000 people attended this first event. The event was originally scheduled for 4 October, to align

with the feast day of Saint Francis of Assisi, patron saint of ecology, however the venue was not available on that day. The event was moved to 4 October for the first time in 1929. Initially he found a following only in Germany, Austria, Switzerland and Czechoslovakia. Every year Zimmermann worked tirelessly on the promotion of World Animal Day. Finally, in May 1931 at a congress of the International Animal Protection Congress in Florence Italy, his proposal to make 4 October World Animal Day universal, was unanimously accepted and adopted as a resolution.[2] It is sometimes cited that World Animal Day started in 1931 at the convention of ecologists in Florence, Italy who wished to highlight the plight of endangered species.[3][4] Today, World Animal Day is a global event uniting the animal protection movement, led and sponsored by UK-based animal welfare charity, Nature watch Foundation since 2003 Each year 4 October is World Animal Day! These 24 hours are the chance to give back and celebrate animal life in all its shapes and sizes, from mice to elephants, and recognise the positive influence they have

on our lives. This special day was established in 1931 by ecologists in Florence in Italy and has now spread around the world, celebrating not just endangered and rare species, but all kinds of animal life. And the date 4 October is no coincidence - it is the same day as the Feast Day of St Francis of Assisi, the patron saint of animals. There are lots of ways to get involved on World Animal Day, like donating tins of cat and dog food to local shelters or adopt an animal. Schools can organise trips to shelters and farms, and in the workplace, why not try a Bring Your Dog to Work Day? 8th Music Awards Nagaland Bendang Walling selected as Film Fellow by DIFF

he Native Trax Society (NTS) has announced the beginning of preliminaries for the annual state music awards – 8th Music Awards of Nagaland (MAN) 2016. Making the announcement at a press conference on October 4, NTS informed that original compositions recorded and released in Nagaland anytime after November 1, 2015 are eligible for submission. The awards slated to be held in December during the Hornbill Festival at Kisama will honour the original works of recording artistes of different genres

from the state. “Over the last eight years, the Music Awards of Nagaland has put the spotlight on some truly remarkable homegrown talent. It has showcased musicians and others involved in the local music industry,” stated NTS. It was informed that a few significant format changes have been introduced this year. The voting card system for the ‘Song of the Year’ award has been done away with and will be based on online ‘hits’ and ‘likes’. “The award of ‘Song of the Year’ will go to the nomination which secures the highest points based on ‘Likes’

and ‘Shares’ on the MAN Facebook page and number of views on the MAN Youtube channel.” Artistes will also not be required to pay entry fees. Further, a new award category - Best Songwriter/Lyricist has also been introduced. Any local recording artistes, recording studios, producers or their respective representatives can submit original material (Nagamese, Hindi, English and Naga vernaculars) produced during the aforesaid period for consideration and eventual nomination. Bendang Walling’s submission film for the fellowship is his very first short film ‘Blissful.’ The Dharamshala International Film Festival (DIFF) is a non-profit undertaking presented by White Crane Arts & Media Trust. The DIFF Film Fellowship is for budding young filmmakers across the Himalayan belt of India which will be held during the festival in November 2016. The fellowship was started in 2014 with the aim of encouraging filmmaking talent by bringing five selected filmmakers to attend DIFF and providing them with the opportunity to receive mentorship from established filmmakers. This year’s mentors are filmmakers Anupama Srinivasan and Umesh Kulkarni. Bendang Walling is a freelance theatre and film

MUMBAI, OctOBer 4 (reUters): The reputation of the Indian cricket board (BCCI) has been ruined by the freezing of its bank accounts, its president Anurag Thakur said on Tuesday, after a Supreme Court-appointed panel blocked it from making two payments to its state units. The panel asked two banks to halt the disbursements after the board ignored some of the panel recommendations for reforming the world's richest cricket board, which has been criticised for a perceived lack of transparency. Thakur said the board would take a decision by the evening on the fate of the ongoing home series against New Zealand, which still has a test and five one-dayers left. "Without the funds how do we play? How can we function, how can we make payments to the players and the various stakeholders?" Thakur told Reuters on Tuesday. "We don't even take money from the government and it's our own funds. Our accounts have been frozen without even communicating with us. "Is this how you treat the world's richest cricket body which has run the sport so efficiently? It has completely destroyed our

gUwAhAtI, OctOBer 4 (AgencIes): NorthEast United FC registered their maiden win against FC Goa in front of almost 28,000 passionate supporters at the Indira Gandhi Athletic Stadium in Guwahati on Tuesday evening. Goals in either half by Emiliano Alfaro was enough for Nelo Vingada’s men to make it two wins out of two. The visitors started the game brightly and forced NorthEast United FC’s keeper Subrata Paul into a save in the seventh minute after Raju Gaikwad got ahead of his marker and headed an FC Goa corner by Trindade Goncalves goal-wards. NorthEast responded with an attempt of their own four minutes later after a cross from the left found Katsumi Yusa unmarked at the far post. The Japanese midfielder composed himself before getting his shot away, however, Laxmikanth Kattimani was quick off his line to make the save. The opening goal of the game came in the 20th minute after Kattimani made heavy weather of a back-pass from his skipper Lucio. FC Goa’s shot-stopper hesitated after receiving the ball and kicked it straight into Alfaro, who gleefully bundled the ball into goal to make it 1-0 for the Highlanders. MADrID, OctOBer 4 (IAns): The world's apex football body FIFA on Tuesday imposed a series of sanctions against 11 national federations for unsporting and discriminatory conduct by their fans during the 2018 World Cup qualifiers. The 11 national federations are Honduras, El Salvador, Mexico, Canada, Chile, Brazil, Argentina, Paraguay, Peru, Italy and Albania. "Following match reports and additional evidence generated by the AntiDiscrimination Monitoring System, FIFA opened disciplinary proceedings against associations of Honduras, El Salvador, Mexico, Canada, Chile, Brazil, Argentina, Paraguay, Peru, Italy and Albania," FIFA said in a statement.

Since Chile had committed another infringement during the probation period imposed in May 2016, a ban on playing at the Estadio Nacional Julio Martinez Pradanos in Santiago for a further match will be applied, the world body added. The stadium ban will be served at the 2018 FIFA World Cup qualifying match between Chile and Venezuela on March 28 next year, reports Efe. Additionally, the Chilean FA was fined a total of almost 60,000 euros ($66,000) for the two cases. Moreover, Honduras, Albania, El Salvador, Italy, Mexico, Peru, Paraguay, Argentina, Canada and Brazil were also fined for individual cases.

Maria Sharapova's doping ban reduced to 15 months by CAS

LAUsAnne, OctOBer 4 (IAns): The Court of Arbitration for Sport (CAS) on Tuesday reduced Russian tennis star Maria Sharapova's two-year suspension over doping to 15 months. She can return to the sport starting April 26 next year, President of the Russian Tennis Federation (RTF) Shamil Tarpishchev said, reports Tass. "It is good that the suspension term has been reduced," Tarpishchev said. "They (CAS) decided to uphold our appeal since Sharapova is a clean athlete." "It will depend completely on her whether she will be able to return to her previous level of playing," the RTF chief said. "However, we want her to play for the national team and win the next Olympic Games." Sharapova filed an appeal with the CAS on June 9 against the two-year suspension, which was imposed on June 8 by the International Tennis Federation's (ITF) tribunal over anti-doping violations. Due to the imposed ban, the former No.1 had to miss the 2016 Rio Olympics. In early March, Sharapova announced that her doping tests revealed the presence of performance enhancing drug Meldonium in the body system. Following the announcement, she was provisionally suspended from all tennis-related activities. Sharapova hoped ITF would draw conclusions following her suspension. "I have taken responsi-
