Municipal Affairs Dept notifies on election for local urban bodies KOHIMA, OCTOBER 7 (DIPR): The Municipal Affairs Department in a notification stated that in exercise of the powers conferred under Section 25(1) of the Nagaland Municipal Act, 2001, the Government of Nagaland has directed that general elections to constitute the Municipal Councils and Town Councils in the State are held as per the Schedule to be notified by the State Election Commission, Nagaland. Further, reservation of seats for women, in accordance with Section 23 A (1) the Nagaland Municipal Act, 2001 (Amended), will be effected for the ensuing General Elections to the Municipalities. The details will be notified in due course.

OSLO, OCTOBER 7 (REUTERS): Colombian President Juan Manuel Santos won the 2016 Nobel Peace Prize on Friday for his efforts to end a 52-yearold war with Marxist rebels, a surprise choice and a show of support after Colombians rejected a peace accord last Sunday. The Norwegian Nobel Committee said Santos had brought one of the longest civil wars in modern history significantly closer to a peaceful solution, but there was still a danger the peace process could collapse. The award excluded FARC guerrilla leader Rodrigo Londono, better known by his nom de guerre Timochenko, who signed the peace accord with Santos in Cartagena on Sept. 26. Santos has promised to revive the plan even though Colombians narrowly rejected it in a referendum on Sunday. Many voters believed it was too lenient on the FARC guerrillas. “There is a real danger that the peace process will come to a halt and that civil war will flare up again. This makes it even more important that the parties, headed by President Santos and FARC guerrilla leader Rodrigo Londoño, continue to respect the ceasefire,” the Norwegian Nobel Committee said. “The fact that a majority of the voters said “No” to the

peace accord does not necessarily mean that the peace process is dead,” it said. More than 220,000 people have died on the battlefield or in massacres during the struggle between leftist guerrillas, right-wing paramilitaries and government troops. Millions have been displaced and many beg on the streets of the capital, while economic potential has been held up in the mostly rural nation. The committee quoted Santos as saying the award would help further the peace process. “He was overwhelmed. He was very

grateful. He said it was of invaluable importance to further the peace process in Colombia,” committee secretary Olav Njoelstad told Norwegian state broadcaster NRK after having spoken to him by phone. Asked why Londono was left out, committee leader Kaci Kullmann Five said Santos had been central to the process. “President Santos has been taking the very first and historic initiative. There have been other tries, but this time he went all-in as leader of the government with a strong will

to reach a result. That’s why we have put the emphasis on president.” She declined to elaborate on Londono’s role. The rebel leader’s initial reaction indicated no disappointment that he had been left out. “The only prize to which we aspire is that of peace with social justice for a Colombia without paramilitarism, without retaliation nor lies,” he wrote on his Twitter account. Santos is the first Latin American to receive the peace prize since indigenous rights campaigner Rigoberta Menchu of Guatemala won in 1992, and is the second Colombian laureate after writer Gabriel Garcia Marquez, who won the literature prize in 1982. The scion of one of Colombia’s most prosperous families, Santos was not thought likely to spearhead a peace process with FARC (the Revolutionary Armed Forces of Colombia). But though he had served as defence minister under hardline ex-president Alvaro Uribe, when the FARC were weakened by a U.S.backed offensive, Santos used his two terms in office to open negotiations with rebel leadership at fouryear-long talks. The Nobel Peace Prize, worth 8 million Swedish crowns ($930,000), will be presented in Oslo on December 10.

ENPO tells state govt to resolve NSEE reservation issue

DIMAPUR, OCTOBER 7 (MExN): Eastern Nagaland Peoples’ Organization (ENPO) on Friday said the student community of the six tribes of Eastern Nagaland namely, Chang, Khiamniungan, Konyak, Phom, Sangtam and Yimchunger be given their due share to participate as professionals in the governing system of the state and for the welfare of public. Taking serious note of the ongoing development between the Eastern Nagaland College Students’ Union (ENCSU) and the Technical Education department, the ENPO had sought the intervention of the State Government to resolve the matter without further

delay. A press note from ENPO president Khoiwang Konyak and general secretary Manlang Phom, maintained that the aggrieved students had the legitimate right in demanding a fair share of equation as their due and legitimate privilege. “Government policies in this regard appear to be flawed in denying, overlooking and abusing the rights of the students by the concerned department,” the ENPO stated. While pointing out that it is only fair to mention that the denial of the aspiring and rightful students must be redressed and availed thereof, the ENPO has cau-

tioned the establishment and the State Government “in good faith to avoid mishandling of the issue in the larger interest of all concerned.”

ENCSU suspends agitation

Meanwhile, the ENCSU has temporarily suspended its 3rd phase agitation after it held a consultative meeting with the apex organizations of Eastern Nagaland namely- ENPO, ENWO, ENSF and its federating units. According to a press statement from ENCSU, the agitation has been put on hold keeping in view of the closure of the government offices from October 8-11 on

account of government holiday. It however cautioned the government that the suspension of the agitation is “not a consideration, rather a time given for response to take action of deliverance.” The ENCSU also reminded the government and concerned department that it is demanding “nothing less” and the department should not shy away from admitting their mistakes. On Friday, the ENCSU shut down all government offices and restricted movement of government vehicles as part of their third phase 2nd agitation. The agitation was monitored by the ENPO, ENSF and ENWO, the release informed.

The Nagaland Spelling Bee Championship with total prize money of Rs. 1.55 lakh, has since 2012 been making its mark and contributing towards the development of students in the state. This year, the 5th edition under the Fountain Club Kohima in partnership with State Council Educational Research & Training (SCERT), Nagaland got underway here today at Capital Convention Centre with 63 vibrant and enthusiastic competitors from Kohima, Dimapur and Peren districts. Out of 63 participants, 34 are boys while 29 are girls from 37 educational institutions. The grand finale is scheduled on October 8. C M Y K

across the state. The contest helps the individuals to improve the usage of spelling and pronunciation. It enables the individuals to learn new words, how to spell correctly and also how to fit into sentences. It enhances memory power, build competitive spirit and confidence.

Nagaland can become educational hub

Gracing the inaugural function as the chief guest, Commissioner and Secretary for School Education & SCERT, FP Solo stressed on the need to encourage spelling bee events as well as debate and literary competitions in the educational institutions of the state. He also felt that phonetic spo-

ken English and communication skills should be introduced in schools. Apart from learning word and spelling, he encouraged the students to refer dictionaries often as it features proper usage of pronunciation. “We have built a strong foundation in English in the state,” he said adding that “our boys and girls speak English language much better than other states in the country and even other countries like China and South Korea.” With such advantage and strength, he said, Nagaland can become an educational hub for neighboring countries like, Myanmar, Thailand, China, Korea etc. He stated Nagaland can send English teachers in such countries.

In this 5th edition, 63 competitors are vying for total prize money of Rs. 1.55 lakh along with trophy and citation. The champion will fetch a cash prize of Rs. 60,000 sponsored by Er. Krosii Rhetso, Chief Engineer, R&B Nagaland while the 2nd, 3rd and 4th place winners will get Rs. 40,000, Rs. 20,000 and Rs. 15, 000 sponsored by Beizo M. DIMAPUR, OCTOBER 7 (MExN): The Nagaland Tribes Council (NTC) has resolved to extend all possible cooperation and support to the Co-ordination Committee on Fuel Adulteration (CCoFA) and said the demand for CBI inquiry in the alleged fuel adulteration racket was justified. Stating this, NTC, media cell, in a press statement on Friday observed that the CBI inquiry becomes a necessity for an impartial investigation and to bring the case to a logical conclusion on time in the absence of “any creditable investigating agency” in the state to conduct impartial and independent investigation on such case of great public importance. It alleged that the State Government, instead of protecting the interest of the public, has become the “major partner in exploiting the gullible public by depriving of its due share of benefits from Public Distribution System (PDS) and posing harm to public out of fuel adulteration.” The NTC also lamented that the one and the only investigating agency, the State Vigilance Commission, have been “disrobed of all its powers by a Cabinet resolution since June 2016.” “The State Government is therefore free to indulge in corruption of any magnitude without deterrent,” it alleged while questioning, “Therefore, what alternative is left to public for redress of its grievances if not demand justice from CBI’s involvement?” The NTC also called upon all right thinking citizens to extend cooperation to CCoFA.

ACAUT on meter tampering at fuel outlet

ACAUT Nagaland on Friday said the fuel filling station at Sungkomen Ward, Mokokchung, which was sealed for meter tampering by the district administration and police on October 6, is just the tip of the iceberg. It also suspected that if the police and the administration probed deeper, the fuel outlet in question might be selling adulterated fuel as well. According to Media Cell, ACAUT, the audacity to carry on with such illegal activities despite the recent exposure and awareness of fuel adulteration in Dimapur is an insult to the authorities and public of Nagaland. It has therefore requested the concerned authorities to ensure that the actual owner of the fuel outlet is booked and stringent action taken after observing all the formalities such as sending the fuel samples for laboratory testing. Also cautioning the authorities against sending the samples only to Guwahati, ACAUT said the same sample should also be send to other accredited labs in Hyderabad or elsewhere as a precautionary measure and the IOC officials summoned to the site for inspection and verification. It also suggested that the SIT on fuel adulteration may also “kindly expand its scope of investigation beyond Dimapur and probe the fuel outlets at Zunheboto and Tuensang where the worst quality fuel is openly sold to the more than aware district authorities and the hapless public as well.”

Hindi teachers warns class boycott DIMAPUR, OCTOBER 7 (MExN): Going eight months without salary, the All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) on Friday cautioned the State Government and concerned department that it would boycott classes if their pending salaries are not released. Reminding Nagaland Government and the concerned department that “our duties are to teach the students and not to pursue

with the department for release of our salaries,” the ANAHTA in a press statement has demanded that all their pending salaries be released on or before October 17, 2016. The Association also reminded that the Hindi teachers appointed under CSS are all regular State employees appointed through proper procedure of law. “Therefore, just because we are paid under the CSS does not mean that we can be de-

prived of our monthly salary,” the press release stated. Lamenting that the State Government had been giving step motherly treatment to Hindi teachers in the State, the Association has urged the concerned to stop this conduct immediately. It also stated that releasing of one or two-month salary will not be sufficient and demanded that all their pending salaries are paid within the given timeframe.
