Municipal Affairs Dept notifies on election for local urban bodies KOHIMA, OCTOBER 7 (DIPR): The Municipal Affairs Department in a notification stated that in exercise of the powers conferred under Section 25(1) of the Nagaland Municipal Act, 2001, the Government of Nagaland has directed that general elections to constitute the Municipal Councils and Town Councils in the State are held as per the Schedule to be notified by the State Election Commission, Nagaland. Further, reservation of seats for women, in accordance with Section 23 A (1) the Nagaland Municipal Act, 2001 (Amended), will be effected for the ensuing General Elections to the Municipalities. The details will be notified in due course.

OSLO, OCTOBER 7 (REUTERS): Colombian President Juan Manuel Santos won the 2016 Nobel Peace Prize on Friday for his efforts to end a 52-yearold war with Marxist rebels, a surprise choice and a show of support after Colombians rejected a peace accord last Sunday. The Norwegian Nobel Committee said Santos had brought one of the longest civil wars in modern history significantly closer to a peaceful solution, but there was still a danger the peace process could collapse. The award excluded FARC guerrilla leader Rodrigo Londono, better known by his nom de guerre Timochenko, who signed the peace accord with Santos in Cartagena on Sept. 26. Santos has promised to revive the plan even though Colombians narrowly rejected it in a referendum on Sunday. Many voters believed it was too lenient on the FARC guerrillas. “There is a real danger that the peace process will come to a halt and that civil war will flare up again. This makes it even more important that the parties, headed by President Santos and FARC guerrilla leader Rodrigo Londoño, continue to respect the ceasefire,” the Norwegian Nobel Committee said. “The fact that a majority of the voters said “No” to the

More than 220,000 people have died on the battlefield or in massacres during the struggle between leftist guerrillas, right-wing paramilitaries and government troops. Millions have been displaced and many beg on the streets of the capital, while economic potential has been held up in the mostly rural nation. The committee quoted Santos as saying the award would help further the peace process. “He was overwhelmed. He was very

He said it was of invaluable importance to further the peace process in Colombia,” committee secretary Olav Njoelstad told Norwegian state broadcaster NRK after having spoken to him by phone. Asked why Londono was left out, committee leader Kaci Kullmann Five said Santos had been central to the process. “President Santos has been taking the very first and historic initiative. There have been other tries, but this time he went all-in as leader of the government with a strong will

The scion of one of Colombia’s most prosperous families, Santos was not thought likely to spearhead a peace process with FARC (the Revolutionary Armed Forces of Colombia). But though he had served as defence minister under hardline ex-president Alvaro Uribe, when the FARC were weakened by a U.S.backed offensive, Santos used his two terms in office to open negotiations with rebel leadership at fouryear-long talks. The Nobel Peace Prize, worth 8 million Swedish crowns ($930,000), will be presented in Oslo on December 10.
ENPO tells state govt to resolve NSEE reservation issue
DIMAPUR, OCTOBER 7 (MExN): Eastern Nagaland Peoples’ Organization (ENPO) on Friday said the student community of the six tribes of Eastern Nagaland namely, Chang, Khiamniungan, Konyak, Phom, Sangtam and Yimchunger be given their due share to participate as professionals in the governing system of the state and for the welfare of public. Taking serious note of the ongoing development between the Eastern Nagaland College Students’ Union (ENCSU) and the Technical Education department, the ENPO had sought the intervention of the State Government to resolve the matter without further
delay. A press note from ENPO president Khoiwang Konyak and general secretary Manlang Phom, maintained that the aggrieved students had the legitimate right in demanding a fair share of equation as their due and legitimate privilege. “Government policies in this regard appear to be flawed in denying, overlooking and abusing the rights of the students by the concerned department,” the ENPO stated. While pointing out that it is only fair to mention that the denial of the aspiring and rightful students must be redressed and availed thereof, the ENPO has cau-
tioned the establishment and the State Government “in good faith to avoid mishandling of the issue in the larger interest of all concerned.”
ENCSU suspends agitation
Meanwhile, the ENCSU has temporarily suspended its 3rd phase agitation after it held a consultative meeting with the apex organizations of Eastern Nagaland namely- ENPO, ENWO, ENSF and its federating units. According to a press statement from ENCSU, the agitation has been put on hold keeping in view of the closure of the government offices from October 8-11 on
account of government holiday. It however cautioned the government that the suspension of the agitation is “not a consideration, rather a time given for response to take action of deliverance.” The ENCSU also reminded the government and concerned department that it is demanding “nothing less” and the department should not shy away from admitting their mistakes. On Friday, the ENCSU shut down all government offices and restricted movement of government vehicles as part of their third phase 2nd agitation. The agitation was monitored by the ENPO, ENSF and ENWO, the release informed.

Nagaland can become educational hub
Gracing the inaugural function as the chief guest, Commissioner and Secretary for School Education & SCERT, FP Solo stressed on the need to encourage spelling bee events as well as debate and literary competitions in the educational institutions of the state. He also felt that phonetic spo-
ken English and communication skills should be introduced in schools. Apart from learning word and spelling, he encouraged the students to refer dictionaries often as it features proper usage of pronunciation. “We have built a strong foundation in English in the state,” he said adding that “our boys and girls speak English language much better than other states in the country and even other countries like China and South Korea.” With such advantage and strength, he said, Nagaland can become an educational hub for neighboring countries like, Myanmar, Thailand, China, Korea etc. He stated Nagaland can send English teachers in such countries.

DIMAPUR, OCTOBER 7 (MExN): The Nagaland Tribes Council (NTC) has resolved to extend all possible cooperation and support to the Co-ordination Committee on Fuel Adulteration (CCoFA) and said the demand for CBI inquiry in the alleged fuel adulteration racket was justified. Stating this, NTC, media cell, in a press statement on Friday observed that the CBI inquiry becomes a necessity for an impartial investigation and to bring the case to a logical conclusion on time in the absence of “any creditable investigating agency” in the state to conduct impartial and independent investigation on such case of great public importance. It alleged that the State Government, instead of protecting the interest of the public, has become the “major partner in exploiting the gullible public by depriving of its due share of benefits from Public Distribution System (PDS) and posing harm to public out of fuel adulteration.” The NTC also lamented that the one and the only investigating agency, the State Vigilance Commission, have been “disrobed of all its powers by a Cabinet resolution since June 2016.” “The State Government is therefore free to indulge in corruption of any magnitude without deterrent,” it alleged while questioning, “Therefore, what alternative is left to public for redress of its grievances if not demand justice from CBI’s involvement?” The NTC also called upon all right thinking citizens to extend cooperation to CCoFA.
ACAUT on meter tampering at fuel outlet
ACAUT Nagaland on Friday said the fuel filling station at Sungkomen Ward, Mokokchung, which was sealed for meter tampering by the district administration and police on October 6, is just the tip of the iceberg. It also suspected that if the police and the administration probed deeper, the fuel outlet in question might be selling adulterated fuel as well. According to Media Cell, ACAUT, the audacity to carry on with such illegal activities despite the recent exposure and awareness of fuel adulteration in Dimapur is an insult to the authorities and public of Nagaland. It has therefore requested the concerned authorities to ensure that the actual owner of the fuel outlet is booked and stringent action taken after observing all the formalities such as sending the fuel samples for laboratory testing. Also cautioning the authorities against sending the samples only to Guwahati, ACAUT said the same sample should also be send to other accredited labs in Hyderabad or elsewhere as a precautionary measure and the IOC officials summoned to the site for inspection and verification. It also suggested that the SIT on fuel adulteration may also “kindly expand its scope of investigation beyond Dimapur and probe the fuel outlets at Zunheboto and Tuensang where the worst quality fuel is openly sold to the more than aware district authorities and the hapless public as well.”
Hindi teachers warns class boycott DIMAPUR, OCTOBER 7 (MExN): Going eight months without salary, the All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) on Friday cautioned the State Government and concerned department that it would boycott classes if their pending salaries are not released. Reminding Nagaland Government and the concerned department that “our duties are to teach the students and not to pursue
with the department for release of our salaries,” the ANAHTA in a press statement has demanded that all their pending salaries be released on or before October 17, 2016. The Association also reminded that the Hindi teachers appointed under CSS are all regular State employees appointed through proper procedure of law. “Therefore, just because we are paid under the CSS does not mean that we can be de-
prived of our monthly salary,” the press release stated. Lamenting that the State Government had been giving step motherly treatment to Hindi teachers in the State, the Association has urged the concerned to stop this conduct immediately. It also stated that releasing of one or two-month salary will not be sufficient and demanded that all their pending salaries are paid within the given timeframe.

‘Need to incorporate ‘quality education’ into education policy’

The training was conducted under the personal initiation & support of I. Bendangliba, Director of Industries & Commerce, Nagaland and organized by Care Support Centre (CSC) under Vihaan Project. The training was imparted by Lady Bug Toy Production Unit. Altogether, 15 participants attended the programme as trainees. The inaugural programme was chaired by B. Kohima, october 7 (DiPr): The Election department in collaboration with the AHoDs, HoDs and nodal officers of different departments had an elaborate discussion on the roles of SVEEP cell on October 6 at Zonal Council hall. Delivering the key note address, the CEO, Sanjay Kumar IAS said that the main objective of having SVEEP cell in every department was to collaborate all departments in the state since the election process involves not only the election department but also all the departments’ employees working under the state government. He urged all the stakeholders to be a responsible citizen in keeping the electoral rolls corrected, updated thereby ensuring free and fair election as per the directives of the election commission. He also said that it was the duties and responsibilities of the government employees particularly the AHoDs, HoDs and the Nodal officers to take care of the problems and grievances faced by the downtrodden and illiterate persons as far as election matters are concerned. Stressing on the importance of election pledge, he asked the concerned officers to make sure that no double entries or multiple registration has been done in the electoral rolls. Border trade resumes at Moreh Town as Myanmar opens gate ImPHAl, OCTOBER 7 (IANS): Legal border trade between India and Myanmar resumed on Friday at Moreh in Manipur, after it was stopped on Monday in the wake of some violent incidents. The international gate at the border was closed on Monday morning and the Myanmarese officials at Namphalong did not permit any Indian to enter the marketing complex there. The step was taken as a precautionary measure as one person, hailing from Manipur, was shot and seriously injured in Namphalong on October 2, while on the same night, a powerful bomb exploded near Muslim Nagar in Manipur. Myanmar protested against these acts and decided to seal the international border till the persons responsible for the attacks were arrested, official sources at Moreh told IANS. From Friday morning, dozens of trucks, buses and private vehicles have been coming to Moreh from different parts of the northeast for a shopping binge.
Hailakandi foreigners' issue discussed HAIlAkANdI, OCTOBER 7 (PTI): A gamut of issues relating to the foreigners' issue in Hailakandi district of Assam was reviewed at a meeting convened by Deputy Commissioner Moloy Bora here today as a sequel to DCs and SPs' conference in Guwahati recently. Deputy Commissioner Bora called upon all the officials to see to it that the foreigners' issue vis-a-vis detection and initiation of action, including deletion of names from electoral rolls, is taken to its logical conclusion in the light of the importance and significance accorded by the present dispensation since day one. Bora underscored the need for evolving a foolproof mechanism involving better monitoring, coordination and accountability to address effectively the vexed foreigners' problem. Minister of State for Railways Rajen Gohain, who is an MP from Assam, mooted the proposal for a ‘Kaziranga Express’ on the lines of ‘Tiger Express’ which was launched in June this year for Bandhavgarh and Kanha National Parks in Madhya Pradesh, a Ministry official said. The Kaziranga National Park is a World Heritage Site and is known to host 70 per cent of the world’s onehorned rhinoceroses. It is also home to a large number of tigers, elephants, wild water buffaloes and swamp deer. Anurag Singh, MD, Assam Tourism Development Corporation (ATDC), said, “At present, the project is at a very nascent stage. We are working on an itinerary. We need to work on a model which we can sustain for a long time. Our report is likely to be finalised within this month.” Besides Kaziranga Wildlife Sanctuary, Kamakhya temple, Manas National Park and tea gardens of Assam, a road trip to Shillong could be part of the itinerary, according to IRCTC, which will work along with ATDC to finalise the plan. AIZAWl, OCTOBER 7 (PTI): Bangladesh Minister of State for Water Resources Muhammad Nazrul Islam today said his country has a "zero tolerance" policy for dealing with militants and does not allow its territory to be used for insurgent camps. The Minister, who was here to attend a two-day international seminar, told PTI that the Sheikh Hasina government is taking serious steps against insurgents and terrorist groups that tried to use Bangladeshi territory as a "safe haven". "Our forces have removed a number of insurgent camps from Bangladesh and leaders of the terrorist groups, including Assam's ULFA, were arrested and handed over to India," he said. India and Bangladesh have agreed on issues like dealing with insurgents by signing an agreement for not allowing their territories for militant camps, he said. "Information sharing is extremely important for dealing with the insurgent outfits operating in the border areas," he said. NFR introduces DEMU train service in Assam districts
GUWAHATI, OCTOBER 7 (IANS): The Northeast Frontier Railway (NFR) is to introduce Diesel Electric Multiple Unit (DEMU) train services on the Dibrugarh-TinsukiaLedo-Dangri section from October 8. The DEMU is a special train and very beneficial for transportation of local passengers. It is being introduced for the first time in Assam and the whole of Northeast, said NFR Chief Public relation officer Pranav Jyoti Sharma on Friday. A multiple-unit train powered by on-board diesel engines, the DEMU requires no separate engine or locomotive, as they are incorporated into one of the carriages. "A diesel engine powers an alternator and subsequently feeds the electric moa complete package, which will include rail journey, food, hotel, local commute, jungle safari, among others. Like the ‘Tiger Express’ launched on World Environment Day, this train, too, will have semi-luxury coaches and a dining car. ATDC’s focus on a “sustainable model” is significant in the context of poor occupancy seen by ‘Tiger Express’ earlier this year, which had to ply with a little over 20 passengers, resulting in huge financial losses. With Bangladesh engaging in mega projects, the neighbouring country requires huge amount of construction materials, industrial chemicals and fuel like natural gas, which could be easily imported from the northeastern region following improvement of connectivity, he said. Similarly, the land-locked northeast region of India can have the shortest sea route through Chittagong port via the Brahmaputra, Barak and Karnaphuli after completion of the mega port projects being undertaken by Bangladesh, he said.
Little has changed for smaller states under Modi: Sikkim CM NEW dElHI, OCTOBER 7 (IANS): Despite SDF being an NDA government ally at the Centre, its leader and Sikkim Chief Minister Pawan Chamling said on Friday that not much has changed in terms of help to smaller states under the Modi government. "Actually, in the last 15-20 years, there hasn't been much change," the Sikkim Democratic Front (SDF) leader Chamling told reporters here, adding the state is yet to get air and rail links. "Roads are our only lifeline, but those are not good. In 2009, Mamata Banerjee as the Railway Minister laid a foundation stone for a rail link. We thought it was a big move. But not much has happened ever since. We are also awaiting an air link and the proposed airport is still under construction by the Airport Authority of India (AAI)," he said. "Perhaps, the fact that we are a small
state is making things move at that pace," he said. Asked whether he thought New Delhi's bureaucracy is creating hurdles in generous central help to Sikkim, he skirted a direct reply and said: "All are good, all Prime Ministers are good. I will say the present Prime Minister is better." Chamling has been the Chief Minister of Sikkim since December 12, 1994, and has so far seen all regimes in Delhi under different Prime Ministers -- starting from P.V. Narasimha Rao to the incumbent Narendra Modi. Chamling's SDF is now supporting National Democratic Alliance (NDA) government, as it did the same with the erstwhile Manmohan Singh government. Wokha, october 7 (Mexn): Krishi Vigyan Kendra (KVK) Wokha, ICAR Research Complex for NEH Region, Nagaland centre initiated an awareness programme on ‘Promotion of pulses in Wokha district’ under Tribal Sub Plan (TSP) at Lakhuti village under Baghty area on October 3 under the guidance of Dr. Santosh Kr. Baishya, Senior Scientist and Head, KVK Wokha. Dr. Baishya pointed out the importance of the programme for the farmers of Wokha district. He cited that the objective of the programme was to create awareness among the farmers about cultivation of pulses like lentil, Rajma (Kholar), pea, black gram and green gram. He also mentioned that farmers of the area can take up pulse cultivation immediately after maize and paddy harvesting to increase the cropping intensity. This intervention will not only increase the farm income but also enhance the nutritional level of farming community through consumption of pulses, he said. He further mentioned that for the first time KVK Wokha has initiated a series of programme for promotion of pulses in the district under TSP where KVK is providing quality seeds, fertilizer, and training on scientific package of practices for pulse cultivation. Bendangla Imsong, Subject Matter Specialist (Plant Breeding) spoke at length about the scientific cultivation practice of lentil, rajma, green gram and black gram. She also explained about the importance of soil testing and soil health card for the improvement of productivity of crops. A press release stated that altogether 52 farmers from Baghty area and 5 officials from KVK Wokha, Land Resource department and NGO attended the programme.

‘Enquiry into the status of women ‘JV Maytas-Gayatri did not abandon 2-lane project’ in Nagaland’ - NEN research report Our Correspondent Kohima | October 7
The North East Network (NEN) has completed an action research on ‘Enquiry into the status of women in Nagaland’ in three districts of Kohima, Phek and Kiphire and launched its report today here at East Gate Hotel. NEN carried out the research between January 2014–March 2016, to make an enquiry into the status of women in diverse sociocultural contexts in rural Nagaland, to create a valid evidence of the main issues of gender discrimination/ violence faced by women in the personal and public spheres, and to advocate for policy change and future interventions, so as to
improve the lives of women and community at large. ‘Enquiry into the status of Women in Nagaland’ is a study done by a young team from NEN, keeping in view the state’s diverse socio-cultural context, stated NEN Executive Director Monisha Behal in the Preface of the research report. Empirical work was done in the three districts of Nagaland, covering six villages. The study is divided into seven chapters, the first one being that of childbirth, nutrition, and health of children and women. This chapter indicates differential treatment between the birth of infant boys and girls, which translates into normative practices in the life cycle of girls, that are
discriminatory, into their adulthood. The remaining chapters depict the experiences of girls and women through their education, their work, their employment and, the barriers that they face in participating in the political process. “The absence of women in the political process, the inability to articulate their needs to authorities is of serious concern to us because they are the ones who are intricately involved in agriculture work, livestock care, rural economy and of course, taking care of their families,” stated Behal. Thus, it stated, denying their constitutional right to voice their opinion in the village and public matters is a wrong precedence
to the state like Nagaland, considered by many as ‘liberal’, even if couched by traditional norms. “But far more importantly is what Naga women themselves feel about their difficult situation, examples of which are represented in the last three chapters. The experience in their married lives, access to land ownership or the lack of assets, relationships with their families and incidences of violence, faced by women, are reflected in these chapters,” the Preface stated. It stated that NEN undertook the study to understand the gravity of the situation as NEN often experiences women sharing about the hard realities of their lives.

Western Fashion Is Turning the World's Offices Into Freezers

n the beginning, in offices, there were men in suits. And ties and calf-length dress socks and shirts buttoned all the way up top. In other words, men perfectly comfortable with having the air conditioning on full blast. And so, as anyone who has suffered in frigid offices can attest, that became the standard in office buildings. In the academic world of “thermal-comfort” research, men in suits became the standard, too. The mathematical models for thermal comfort assumed as much. As more women entered the workforce, researchers caught up to study women’s clothing. But in recent years, an even bigger change is afoot: Thermal comfort research is shifting to the developing world. And western clothing is no longer the only standard. The problem is obvious by the numbers. Buildings already consume 40% of the world’s energy, and half of that goes into keeping them warm or cool. And western countries eat up the vast majority of that. “If the developing world follows U.S. traditional practice, it’s going to be energy-intensive,” says Edward Arens, who studies thermal comfort at
the University of California, Berkeley. (The world will install 700 million more AC units by 2030, if current trends continue.) In other words, if the hundreds of millions of people who currently live without indoor heat or air conditioning follow the west’s wasteful standards, Earth is boned. So while “thermal comfort” sounds like a phrase you might find in a spa ad, the study of more energy-efficient ways to keep people cool in the summer and warm in the winter has huge implications for Earth’s future. And you could start by making thermal-comfort models reflect the world—the whole world—a little better. That’s how, a few years ago, George Havenith, an environmental ergonomist at Loughborough University in the United Kingdom, found himself figuring out how to order custom-made clothes from Indonesia. The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), which sets standards in the U.S. that influence the rest of the world, assigns articles of clothing an insulation value in units of “clo.” A bra is 0.01 clo; a doublebreasted jacket is 0.44 clo.
The original list is, unsurprisingly, western-centric. A few years ago, ASHRAE funded a project, led by Havenith, to assign insulation values to non-western clothing like saris, hijabs, and abayas. A better understanding of how non-western clothing keeps people warm or cool could translate to energy savings: If a loose-fitting Indian outfit is cooler than a western men’s suit, buildings don’t need to be cooled to the same (very cold) western standard. The first step was actually collecting all the clothes to study, so Havenith’s U.K. lab along with collaborators in Sweden and Hong Kong hit up all their contacts. The Swedish group found a shop in Sweden where they could order African clothing. A nearby city in the U.K. had a big Indian and Pakistani community, where the lab could shop for clothes from the subcontinent. And the Indonesian outfits they got get custom made in Indonesia; the western mannequins were too big to fit typical Indonesian sizes. For several months—in three labs in the U.K., Sweden, and Hong Kong—researchers dressed and undressed special ther-
mal mannequins to test the warmness of different outfits. The mannequins looked a lot like ones you’d see in a department store, but their bodies hid complicated electrical wiring. Just as the human body burns calories to keep us at 98.6ºF, the mannequins draw electricity to maintain a certain temperature. The less insulation the clothes provide, the more electricity they use. The mannequins also had to “sweat,” since that’s a major way humans lose heat. “We would wet the skin with a spray can and after an hour and a half, you have to undress it and rewet it,” says Havenith. Other models of
thermal mannequins have dozens of “sweat glands” controlled by a water pump. Studying how well sweat evaporates off with these outfits is actually pretty key: Non-western clothing tends to be looser-fitting and more breathable. In the end, the team came up with insulation values for 52 outfits in total, including ones that would be typical for a man in Ghana or a woman in Kuwait. The gallery of mannequin photos resembles a department store, if the department store were somehow awkwardly Epcot-themed. It’s not that every single outfit on the list necessarily represents typi-
cal office clothes in a given country-the qipao, a skintight silk gown, is not exactly the equivalent of business casual in China-but they do dramatically broaden the clothing models thermal comfort researchers can use. The developing world, long-neglected in thermal research, is finally gaining attention. Thermal comfort researchers in India and China have started to integrate thenew insulation values into their research. A man in a suit is no longer the default. And freezing offices will, hopefully, no longer be the default. For the Earth’s sake and ours.

A modern-day Morung for each town
I
haven’t given up on this theme. Because we definitely need it. The modern morung can be a place in a central location in each town. Its use would be much more embracing keeping in mind the changing needs of today’s world. In fact, each big neighbourhood or colony could have its own morung. What would be the objective of the modern day morung? It would be multipurpose. That is not just obvious, but a necessity. The taboo of keeping women out of the traditional morung would no longer be in operation. As a matter of fact, it would become an active center for women and children and youth. These are the activities we could have in a modern-day morung: 1. Storytelling sessions by elders of each tribe with translations into English. 2. Year round workshops on basket-making, weaving and all kinds of traditional crafts. 3. Quarterly lectures on customary laws of the Naga tribes and their application. 4. Bi-annual or quarterly book festivals. 5. Film and documentary festivals. 6. Themed food festivals. 7. Tailoring courses. 8. Knitting courses.

Carpentry courses. Radio presentation courses. Television presenters’ courses. Language improvement courses. Basic gardening and basic cooking courses. 14. Folktale and folklore gathering courses. 15. Art and photography courses. 16. Entrepreneurship courses.
The list can go on and on because there is no end to what use the modern morung can be put to. I am looking at it as a center of inter-tribal communication where different tribe members can come and share their skills. For instance, one week could be assigned to the demonstration of Sumi cuisine by elderly Sumi women. Another week could be devoted to learning how to cook Khiamniungan food. The possibilities are endless. We are not too far away from the old way of life that a modern-day morung should seem such an alien concept. The most important aspect is using the morung to bond old and young, and to create a wholesome center which the members will be taught to respect and protect. It should not be seen as a government owned project, because our history shows us that the idea of ‘public
property’ has not gone down well with us Nagas. We have tended to abuse public property, and have had no qualms about stealing items that could be stolen, and vandalizing what is left. The attitude that was taught to members of the Angami thehou which is the equivalent of the morung was to treat it as their own, taking care of the physical building by renovating it when the time came. They competed to bring firewood for the thehou so that the fire would always be fed. And young boys could not wait for the day to come when they would be initiated into the morung. Each generation taught the next generation how to care for their foremost cultural institution, and in that way they kept their customs alive, and helped the village to survive. The modern morung could be a center where young people learn skills which they can use to earn a living. The healthy cultural practice of exchanges between different age-groups can be carried on for younger generations to emulate, while practical life lessons are imparted by native professionals. I can’t think of a better way for our society to use a beautiful cultural pattern and turn it to serve contemporary needs. Artistic expressions would be a prominent part of the morung, both the folk and the modern, especially since most young Nagas are so talented at the creative arts. Ideally it would be an institution (for want of a better word) requiring minimum financing, yet its contribution to the mental, social, emotional and spiritual health of the community would be immeasurable. The modern-day morung would make room to accommodate the elderly among us. We pride ourselves on a culture that does not need homes for the aged. But our elderly are confined to their homes when they are no longer seen as ‘useful.’ Our national treasures are not getting the opportunity to pass on their wealth to younger minds. I can think of no better place than the modernday morung where their presences could be put to the noblest use. This inspired thinking on a modern morung has come about due to the problem we regularly face when we want to plan an event. Getting a venue is so difficult, and the available halls are not only highly priced, they are quite hard to come by. I think it’s about time we make the modern-day morung a reality. Other cities have libraries or public spaces that the public can utilize. For Nagas a morung in the middle of a town should not be incongruous. So what about it? Let’s spread the word!

ouples can communicate anger in all kinds of nonverbal ways: giving each other dirty looks or the silent treatment, for example. And while it’s widely understood that heated arguments and shouting matches in front of the kids are a bad idea, research suggests that, for kids, nonverbal conflict can be just as upsetting as verbal conflict. “Children are like emotional geiger counters,” said E. Mark Cummings, a professor of psychology at the University of Notre Dame who has conducted extensive studies on the effects of marital discord on kids for more than 20 years. Children, he explained, are incredibly attuned to parents’ emotional communication with each other; they’re keenly aware that, for their parents, nonverbal expression is key to communicating feelings. For many couples, holding onto a grudge— smoldering but not letting a disagreement erupt into a fighting match—may seem like the best way to deal with a conflict. But research shows this kind of discord can significantly interfere with a child’s behavior and sense of emotional security. When exposed to prolonged unresolved conflict, kids are more likely to get into fights with their peers at school and show signs of distress, anger, and hostility. They may also have trouble sleeping at night, which can undermine their academic performance. In fact, according to various studies that measured children’s emotional responses to interparental hostility, disengagement and uncooperative discord between couples has shown to increase a child’s risk of psychological problems, including depression, anxiety, social withdrawal, and aggression. The findings also revealed that preschoolers coping with intense levels of family conflict struggled emotionally—so much so that they had physiological reactions such as elevated heart rate and blood pressure. Kids may also be forced to mediate and negotiate parental conflicts. To analyze some of these effects, researchers for one of the studies collected data from 232 families, using several methods to examine how parental conflict affected children. They brought parents into the laboratory and recorded videotapes of them discussing difficult topics, subsequently showing the recordings to their children and noting their emotional responses. The evidence indicated that nonverbal hostility—like dirty looks, sulking, or refusing to answer one’s partner—was just as upsetting to kids as watching their parents verbally fight or lash out at each other. “It’s not a simple matter of what they see visibly—I think people underestimate the sensitivity of kids to their environments,” Cummings said. In another experiment, parents were asked to maintain diaries at home in which they kept track of conflicts that happened both in front of their kids and behind closed doors. Children, the researchers concluded, understand when things are happening outside of their view. In other words, children are sophisticated analysts: They can tell whether parents are only pretending to resolve their problems as opposed to actually solving them. Private taxis or daylight robbers Renjamo Odyuo: The private taxis plying from Naga Hospital clearly does not know the value of money. If they did, they wouldn't try to rip us of off our hard earned money. I sat in this one taxi and asked if he would take me to PWD and the reply was 100 rupees. I tried to reason with him with the fare dictated by the concerned authorities. Everybody knows the town trip for a taxi in Kohima is 80 rupees. But he wouldn't take so I stepped out and asked the other drivers but they too wouldn't take me for 80 rupees. And the funny reason they gave was, they charge 80 till town and extra 20 from the town to PWD. I told them we are not going through town and would take the short cut which leads to the over bridge near Mezhur school but they still wouldn't take me so I went out of the hospital's compound, took a registered taxi and came home giving 80 rupees. So, basically the 20 rupees extra they charge is for the 100 something ft from the hospital to the main road. I don’t know how they charge for other colonies but this is clearly daylight robbery. And this one time, the driver charged me extra because we were stuck in traffic. How ridiculous is that! I argued with everything I got but from my experience, these private taxis drivers from Naga Hospital do not acknowledge reason and are blinded by money trying to rip us off every goddamn chance they get. I hope the concerned authorities look into it and stop these daylight robbers at the earliest. Viba Solo: We have time and again requested colonies, wards, youth orgs., and residents to curb this illegal activity of encouraging PAPATS(Private Automobiles Plying As Taxis). Most colonies and wards have come to cooperate with us in due time, but there are some colonies which have dared us and have turned a deaf ear on our appeals. But to these wards and colonies also, we at ANTA, request them once again to please discourage and dishearten such activities. In due time we will act, come "Hell or High Water"!!!Thank you. parenting assumptions. In their book Marital Conflict and Children, Cummings and the University of Rochester psychology professor Patrick T. Davies detail the many different kinds of harmful tactics couples use when they’re angry with one another which undermines the family’s stability. A partner who uses avoidance, for example, will walk away during an argument or “give in” while letting her anger simmer. These strategies can create a negative family environment that may end up having a cumulative effect on the child’s overall adjustment. The book makes a powerful case for rethinking parental tactics for managing anger: It’s not just about what parents say to each other verbally—it’s about how they react to one another on a daily basis. It’s understandable that parents would only associate “marital discord” with hostile language and openly fighting in front of the kids, but according to Ramani Durvasula, a licensed clinical psychologist in California, “marital resentment creates a greater likelihood for a child to blame herself for the problems.” She noted in an email that a child who witnesses this kind of behavior learns to repeat it in future relationships as she enters adolescence and adulthood. Durvasula’s observations echo another study from earlier this year, which found that when such conflicts occur in kindergarten, that child is also more likely to have coping difficulties into her teens. From the perspective of psychologists, there’s a whole cascade of psychological problems that can develop over time from ongoing exposure to unresolved discord, such as heightened emotional insecurity and maladjustment. Still, some researchers have also concluded that children actually benefit from seeing parents deal with conflict—at least when it’s handled well through problem solving and compromise. Although conflict is necessary for healthy marital functioning, when it comes to their chil-
dren, the critical distinction is whether it’s constructive or destructive. “People don’t handle things poorly on purpose,” Cummings said. “They think they’re doing the right thing, but there [are] actually ways to do it that can be good and not so good for their kids. ... The good news found over and over again in the research is that if partners work together toward a resolution and kids see that positive emotionality, it wipes away the negative impact.” Of course, resolution alone can’t salvage every marriage, but there are resources available that can help couples better navigate their relationship and set a good example for their children. In the book The Seven Principles for Making Marriage Work, for example, the authors, John F. Gottman and Nan Silver, note that couples who exercise emotional intelligence and embrace each other’s needs rather than constantly disagreeing with and resisting each other are far more likely to transmit this skill on to their kids. This factor, according to the book, also plays as an important predictor of a child’s success later in life: A child who is more in touch with feelings and is able to get along with others has a brighter future, whatever her academic IQ. Cummings and his team are currently developing an intervention program that can help teach parents how to handle discord better. In one of their more recent studies, published last year in the Journal of Abnormal Child Psychology, the researchers found a cyclical educational program comprised of four sessions to be effective in improving conflict-resolution. The focus of the program is teaching parents to distinguish between constructive and destructive conflict and emphasizing the use of communication tactics to resolve disagreements. “Resolution is like a wonder drug,” Cummings said. “Children don’t benefit from parents not saying what they feel when they clearly don’t feel good about something. Kids pick up on it, whether it’s in front of them or behind closed doors.”

Kuve Puro: The recognition of Rongmei tribe by NLA in 2012 was in pursuance of the cabinet decision only to recognize Rongmei as one of the Naga tribes. Moreover, the decision to recognize Rongmei Naga indigenous tribe of Nagaland was not made by proper consent from the Naga indigenous tribes of Nagaland. Therefore, Rongmei are already recognized as a tribe of Manipur besides not having any ancestral land in Nagaland. The recognition of Rongmei Naga indigenous tribe of Nagaland is not possible at this juncture without proper demarcation of boundary integration.

India to fully seal border with Pakistan: Rajnath Jaisalmer, OctO ber 7 (iaNs): Union Home Minister Rajnath Singh on Friday asserted that India will completely seal its border with Pakistan by December 2018. Talking to reporters here after a meeting to review the situation on the border in the wake of heightened tension with Pakistan, Rajnath Singh said the plan to seal the border will be implemented in a time-bound manner with the process being periodically monitored at multiple levels. "The Home Ministry has set a target of fully sealing the Indo-Pakistan border by December 2018. To achieve this target, the action plan prepared is fully time bound and the implementation will be fully monitored periodically -- monthly and quarterly," Singh said. He said monitoring will be done at the level of Home Ministry as also at the level of state governments and the Border Security Force (BSF). "We have given special emphasis on monitoring, because by December 2018, we want to achieve the target of fully sealing the Indo-Pakistan border," said Singh, adding that technological help will be taken to seal off the riverine sections of the border. Additional District and Sessions Judge Sukesh Kumar Jain sentenced Shahabuddin, Shakur Khan, Kalu Khan, Usman Khan and Rahim Baksh -- all residents of Indrikon ki Dani in Pali district -- to death, after finding them guilty of attacking Sharif Mohammad, Babu Khan, Lal Mohammad and Shabir Mohammad with sharp weapons and sticks and then, killing them by pouring acid on them over a land dispute on July 19, 2009. The accused were found guilty under IPC sections 302 (murder) and 149 (unlawful assembly). The judge also slapped a fine of Rs 20,000 on the accused.
Govt discontinues 7 interest free advances for employees NeW delhi, OctOber 7 (pti): Government has discontinued seven interest free advances, including those for purchase of bicycle and warm clothing, in pursuance of recommendations of the 7th Pay Commission. Finance Ministry said bicycle advance, festival advance and natural calamity advance have been abolished. Also, advance of pay on transfer, advance of leave salary, advance for law suits as well as for training in Hindi through correspondence course have been discontinued. All interest free advances stand discontinued with the exception of interest free advance for medical treatment, travelling allowance for family of deceased, travelling allowance on tour or transfer and leave travel concession (LTC), according to an office memorandum. "The interest bearing advances relating to motor car advance and motorcycle/scooter/moped advance will stand discontinued," the Expenditure department said. However, government staffers will be entitled for advance to buy personal computer for up to Rs 50,000. This advance can be availed five times during the entire service period. The government has implemented a 2.57-time hike in basic salary for 1 crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective January 1, 2016. The Pay Commission had recommended abolition of all interest free advances, except four -- advances for medical treatment, travel allowance on tour/ transfer, travel for family of deceased employees and LTC.
NeW delhi, OctOber 7 (pti): For the first time in India's constitutional history, the Centre today opposed in the Supreme Court the practice of triple talaq, 'nikah halala' and polygamy among Muslims and favoured a relook on grounds like gender equality and secularism. The Ministry of Law and Justice, in its affidavit, referred to constitutional principles like gender equality, secularism, international covenants etc to drive home the point that the practice of triple talaq and polygamy needed to be adjudicated upon afresh. "The issue of validity of triple talaq, nikah halala and polygamy needs to be considered in the light of principles of gender justice and
the overriding principle of non-discrimination, dignity and equality," the affidavit said. Responding to a batch of petitions including the one filed by Shayaro Bano challenging the validity of such practices among Muslims, the Centre first dealt with the right of gender equality under the Constitution. "The fundamental question for determination by this court is whether, in a secular democracy, religion can be a reason to deny equal status and dignity available to women under the Constitution of India," it said. "Any practice by which women are left 'socially, financially or emotionally vulnerable' or subject
to the whims and caprice of menfolk is incompatible with the letter and spirit of Article 14 and 15 (Right to Equality) of the Constitution". Linking the issue with the Right to Life and Personal Liberty, the Centre in its 29-page affidavit said "gender equality and the dignity of the women are non-negotiable, overarching constitutional value and can brook no compromise. "These Rights are necessary in letter and in spirit not only to realise the aspirations of every individual woman who is an equal citizen of this country but also for the larger well-being of the society and progress of the nation, one half of which is made up by women".

The resolution, tabled by Advisor on Foreign Affairs Sartaj Aziz passed on the third day of the joint session of parliament, also termed as condemnable allegations by India regarding involvement of Pakistan in the September 18 attack on an Indian Army camp at Uri, in Kashmir. It condemned "false Indian claims of carrying out a surgical strike" in Pakistan and added that Indian spy Kulbhushan Jhadav was involved in spreading terrorism in Balochistan. The resolution also urged the international community to carry out an independent investigation into "gross human rights violations" in Pakistan-administered Kashmir. It condemned the use of force by the Indian Army and called for the world community to take notice of the "plight of innocent Kashmiris", Geo News reported. It said that Pakistan is ready for talks with India over the Kashmir issue provided that it be solved according to the United Nations resolution and plebiscite be held in the state. After passing the resolution, the opposition Pakistan People's Party leaders asked the government some tough question about its handling of the Kashmir issue. PPP Senator Sherry Rehman slammed Pakistan's foreign policy, asking: "Why are we not able to mount a serious, sustained, protracted defence of the federation of Pakistan?" "Kashmir is one of the most important issues for us regarding our foreign policy... You cannot build your foreign policy through one speech," Rehman said, referring to Prime Minister Nawaz Sharif's UNGA speech. Senior PPP leader Khursheed Shah said that it would have been better if the Prime Minister was also present during the session. PPP leader Aitezaz Ahsan said that the day the Prime Minister utters Indian spy Khulbhushan Yadav's name from his mouth, he will donate Rs 50,000 to a trust for blind persons. SC order on liquor ban big relief for Bihar govt patNa, OctOber 7 (iaNs): As the Supreme Court on Friday stayed the Patna High Court order quashing the Bihar government's ban on liquor, the ruling JD-U, RJD and Congress alliance welcomed the "positive development". They said it is a major move towards ensuring prohibition in the state. The order comes as a huge relief to the state government, particularly CM Nitish Kumar, who has repeatedly said that he would not compromise over the liquor ban. JD-U Spokesperson Neeraj Kumar said: "The apex court order is a big setback for the liquor lobby and all those against the total liquor ban in Bihar. It has vindicated our stand of total liquor ban in the state." The allies RJD and Congress also supported the Supreme Court order. However, opposition BJP and its allies said they support the liquor ban, but are against the stringent Bihar Prohibition and Excise Act, 2016 that came into force from October 2.

"Bangladesh does not want Indian cattle to be smuggled into our country," Major General Aziz Ahmed, the Director General of Border Guard Bangladesh (BGB), said in an interview here. "We want to get rid of cattle smuggling as most of the border killings take place because of this menace. Both the BGB and BSF (Border Security Force) want to stop it," Ahmed told IANS. Ahmed was here to take part in the 43rd Director General-level
border dialogue between India and Bangladesh from September 30 to October 4. The BGB chief said the cattle smuggling was masterminded by individuals who lured poor people to commit the crime for monetary considerations. In the process, 92-95% of all killings on the winding India-Bangladesh border took place during clashes between the smugglers and the BSF, he said. According to Indian government data, three BSF troops were killed between January 2015 and October 4 this year while trying to stop cattle smuggling from India to Bangladesh. This year alone, 25 smugglers -- all Bangladeshis -- were killed.
Ahmed explained the problems on the ground that allowed the smuggling to go on and on. "Only 79% of our border with India is covered by barbed fencing. The remaining is in the riverine belt where there is no fencing. So, it is very difficult to stop cattle smuggling," Ahmed told IANS. India and Bangladesh share a 4,096 km often porous border. Official data show that some 1,000 km of the border is a riverine belt while 148 villages lie in a narrow strip between the border fence and the international border. Another 137 villages are partially in Bangladesh. Asked how the cattle is smuggled despite the fencing and deployment of border
guards, Ahmed said: "The smuggling is done in groups of several animals through the many rivers Bangladesh shares with India where there is no fencing. It is very difficult to stop it. "Both BGB and BSF do regular patrolling in such areas but it is still our weak point. Violence occurs when the smugglers take on the BSF."Ahmed added: "Cattle smuggling is a big issue but the killing of our people is more serious. Despite good relations between BSF and BGB, such incidents create differences." The Bangladesh border guards chief said the killings had come down in recent years but the numbers were still very high. Asked whether terrorist groups like Ja-
maat-ul-Mujahideen Bangladesh (JMB) could take advantage of the border disguised as cattle smugglers, the BGB chief said: "No such incidents have been seen." He added that both the BSF and BGB were working with mutual understanding, trust and confidence to solve border issues. "All the complexities on the border possibly may not be resolved but we have all the good intention to sort out all these things and help each other." Citing the Mexico-US border, Ahmed said: "It is the most protected border in the world, but there is still an infiltration problem. We (BSF and BGB) are making sincere efforts to stop infiltration and trans-border crime."

An ambitious $23-million (Rs 153.5 crore), awardwinning five-year-old programme funded by the Bill and Melinda Gates Foundation to arrest childhood diarrhoea and pneumonia in Bihar -- a state with Indias sixth highest mortality rate of children under five -- has had little impact on disease prevalence or treatment, according to an evaluation by researchers from Duke and Stanford universities in the US and the University College of London. The evaluation -- which the global advocacy running the programme says was incomplete -- indicates that parents in rural Bihar, a state with some of India's worst general health indicators, as IndiaSpend report-

Less than 3% of children with diarrhoea and pneumonia visited medical professionals from the World Health Partners (WHP) Sky Programme, which trains thousands of informal health providers and connects them to patients by telemedicine to create a network of franchisees to more effectively treat diarrhoea and pneumonia, the leading killers of children under five in Bihar. "There are a number of likely reasons why the programme failed to have an impact," said Manoj Mohanan, assistant pro-
fessor of public policy and economics at Duke University's Sanford School of Public Policy and co-author of the evaluation published in the October 2016 issue of Health Affairs, a global health-policy journal. "Most importantly, the business model was based on untested assumptions about demand -- not only practitioners' willingness to pay to join the network, but also the level of demand for care provided by members in the network." WHP, an international health advocacy, responded that the evaluation was completed in December 2014, when the programme had completed only two of its five years. WHP Country Director Prachi Shukla said similar projects addressing tuberculosis, ante-natal care and family planning in
Rajasthan and Bihar were working successfully. "The larger conclusion for us and for persons looking at ways of using technologies and management systems to deliver care to rural community is this: For curative services that are considered simple such as diarrhoea and pneumonia, the rural community is quite happy with what they get locally and are not willing to access from city doctors at higher prices. But for some other services which the rural providers don't offer, the community is willing to pay more," Shukla told IndiaSpend over email. Childhood diarrhoea and pneumonia are preventable and treatable, but they killed about 300,000 children under five in India in 2015, the world's
highest such death toll, according to this John Hopkins Bloomberg School of Public Health report. Up to 10.7% of children in Bihar suffered from diarrhoea and 6.8% suffered from acute respiratory illnesses two weeks before the survey, according to data from the National Family Health Survey, 2015-16. On its website, WHP said it had engaged 10,000 rural medical practitioners in the Sky programme and had treated 2.7 million children with diarrhoea and 4.1 million with pneumonia. The programme got global recognition at the 2013 World Economic Forum and was given the Schwab Foundation Award, 2013, Skoll Award 2013, and 2015 Asian Award. Less than one in four parents visited a medical
doctor The Health Affairs evaluation found that no more than 2.9 per cent of children with diarrhoea and 2.7 per cent of children with symptoms of pneumonia went to WHP Sky providers. About 40 per cent parents took children to informal providers; 37.7 per cent of children with diarrhoea and 42.7 per cent children with pneumonia were taken to MBBS doctors. Others sought medical help from pharmacists (12.2 per cent for diarrhoea, eight per cent for pneumonia), government providers (3.6 per cent for diarrhoea, 4.4 per cent for pneumonia), AYUSH (Ayurveda, Yoga, Naturopathy, Unani, Siddha and Homeopathy) practitioners (3.3 per cent for diarrhoea, 1.9 per cent for
pneumonia) and auxiliary nurse midwifes (ANM)/ accredited social health activists (ASHA)/Anganwadi workers (AWW) (0.2 percent for diarrhoea, 0.2 per cent for pneumonia). They also found there was "overall no significant" improvement in the children receiving care for either diarrhoea or pneumonia through the programme. "Future efforts in social franchising that aim to deliver higher quality health care services might want to first rigorously test their assumptions about demand among potential franchisees, and the patients' willingness to pay for improvements in quality of services provided," Mohanan noted. The Duke, Stanford and University College researchers collected data on
36,315 randomly selected children aged under five in 2011 and 31,635 children in 2014, before and after the programme was implemented. Researchers compared changes between 2011 and 2014 in 153 areas where the programme was implemented with changes in 207 similar areas where the programme was not implemented. These findings are also relevant to the telemedicine market, expected to reach Rs 200 crore by 2020, according to a 2016 report by the Associated Chambers of Commerce of India. The government also launched the National Telemedicine Network in 2016 to provide healthcare to remote locations by upgrading government healthcare facilities nationwide.

Myanmar court jails Dutchman for 3 months for disrupting Buddhist sermon YANgON, OctObeR 3 (ReuteRs): A Myanmar court on Thursday sentenced a Dutch tourist to three months in prison and a fine after he unplugged a public address system that was relaying a Buddhist sermon, his lawyer said. Klaas Haytema, 30, was arrested after he entered a community hall in the central city of Mandalay on Sept. 23 and disrupted a recitation by Buddhist laymen. Haytema told a court hearing on Tuesday he was unaware a religious ceremony was in progress, but disconnected the hall’s loudspeakers because they were disturbing his sleep, said Hla Ko, a Myanmar lawyer who volunteered to represent the Dutchman. Sermons broadcast through the night using loudspeakers are a common practice in the Southeast Asian country, where the vast majority of people are Buddhists. A judge convicted Haytema of “causing disturbance to an assembly lawfully engaged in the performance of religious worship,” Hla Ko told Reuters. “He was found guilty under Section 296 of the Penal Code and sentenced to three months in prison,” the lawyer said, adding that a fine of about $80 was also paid on Haytema’s behalf for breaching Myanmar’s rules on respecting its culture. “I plan to lodge an appeal for him against the verdict,” Hla Ko added.
US watchdog questions money spent on Afghan ‘ghost’ soldiers KAbuL, OctObeR 7 (ReuteRs): A U.S. government watchdog is pressing the Pentagon to explain reports of tens of thousands of “ghost” soldiers and police on the payrolls of the Afghan security forces, which are heavily funded by international donors. The U.S. government has allocated more than $68 billion since 2002 to help support Afghan security forces battling Taliban insurgents and other militants. The United States and its NATO allies pledged earlier this year to provide around $5 billion per year until at least 2020 for the army and police. Some of that money could be fraudulently wasted by funding non-existent positions in the security forces, John Sopko, the Special Inspector General for Afghanistan Reconstruction, wrote in a letter to the U.S. Defense Department. The letter was sent in August but released publicly on Friday. “Persistent reports indicating discrepancies between the assigned force strength of the (Afghan security forces) and the actual number of personnel serving raise questions regarding whether the U.S. government is taking adequate steps to prevent taxpayer funds from being spent on so-called ‘ghost’ soldiers,” Sopko wrote. Afghan forces are struggling to defend against Taliban militants seeking to reimpose a fundamentalist Islamist government in Afghanistan, as well as other militant groups. In northern Afghanistan, government troops have been battling since Monday to try to clear Taliban fighters from positions they seized in key city of Kunduz. Nationally, the Afghan army and police have an approved strength of about 320,000, but officials say the real number is much lower than that. Heavy casualties and soldiers and police deserting or not reporting for duty mean security forces lose thousands of personnel every month, which they struggle to replace. The shortage of personnel has been most acutely felt in hot spots like Helmand province in southwest Afghanistan, where a lack of troops has undermined efforts to blunt Taliban gains. Officials in Helmand have said as many as half the security forces on the rolls did not exist, with much of the salaries for the non-existent troops going to corrupt leaders, Sopko said, citing media reports. A group of lecturers and students began campaigning for the Indian nationalist leader’s statue to be removed shortly after it was installed at the university in June as a symbol of friendship between Ghana and India. They argue that Gandhi made comments that were racist about Africans and that statues on the Accra campus should be of African heroes. New YORK, OctObeR 7 (IANs): A protein responsible for the development of neurological diseases like Alzheimer’s disease also plays a role in the progression of cancer, a study has found. Scientists have found that dormant or inactive cancer cells have Alzheimer’s disease. The abnormal protein that helps tumours to grow are stored as amyloid bodies -- responsible for dementia -- in inactive cancer cells. Once the amyloid bodies disaggregate, the cancer cells become active again. Amyloid bodies are known to play a role in the development of neurological diseases like Alzheimer’s and Parkinson’s disease but their association to cancer progression have been largely unknown. “If we can stop the amyloid bodies from disaggregating in cancer cells, the hope is that they will remain dormant indefinitely,” said Stephen Lee, Professor at the University of Miami, in Florida. In addition, the researchers found that we may also be able to turn active cancer cells into dormant ones by encouraging them to store the proteins as amyloid bodies. “Following this approach, we wouldn’t necessarily rid the body of cancer cells, but we would keep them inactive - shut off, and not allow them to become active again,” Lee added.
Security Council nominates Guterres as UN chief uNIteD NAtIONs, OctObeR 7 (ReuteRs): The United Nations Security Council on Thursday unanimously nominated former Portuguese Prime Minister Antonio Guterres to be the next SecretaryGeneral, recommending that the 193-member General Assembly appoint him for five years from Jan. 1, 2017. The General Assembly is likely to meet next week to approve the appointment of Guterres, 67, who would replace Ban Kimoon, 72, of South Korea. Ban will step down at the end of 2016 after serving two terms. “Humility (is what I feel) about the huge challenges ahead of us, the terrible complexity of the modern world,” Guterres said in a short statement in
Lisbon, which he repeated in various languages. “But it is also humility that is required to serve the most vulnerable, victims of conflicts, of terrorism, rights violations, poverty and injustices of this world,” he said. Ban, speaking during a visit to Rome, described Guterres as a “super choice” as his successor. “I am sure he will carry the torch on the full range of key challenges, from strengthening peace operations to achieving sustainable development, upholding human rights and easing humanitarian suffering,” Ban told reporters. Guterres was prime minister of Portugal from 1995 to 2002 and served as United Nations High Commissioner for Refugees from 2005 to 2015.

weetheart of Nagaland, Imlibenla Wati, was at her former school this morning to pay respects to the institution that gave her ‘some of the best years’ of her life. She visited Model Higher Secondary School, where she was a student from 2009 till 2014, when she passed out her HSSLC examination. It was in 2012, when she was in her 11th standard that some friends convinced her to enter a local beauty pageant contest where she emerged as the runner up to Miss Mokokchung. She eventually went on to win the title of Miss Source: IANS Nagaland the same year.
The rest, like they say, is history. Much to the delight of everyone present, especially the students, Imlibenla Wati was smartly dressed in her old school uniform outfit when she addressed the gathering. Quite befittingly, she challenged the students to consider it a magnanimous blessing to be able to put on a uniform and attend an educational institution, as there are so many children out there who can’t afford to be in a school and many who aren’t even allowed to. She urged the students to understand that the uniform gives them identity and as such to respect it and value
its worth. She also highlighted her belief that one need not necessarily be a student of the best or the premier institutions to be successful in life but that it is one’s will and determination that eventually leads one to his/her destiny. She encouraged the students to dream big. She also implored upon the attendees to continue to support her as she go on to represent the country in an international platform. It may be noted that Imlibenla Wati will soon be participating in the Miss Asia Pacific Super Talent to be held in South Korea in November this year. She
was scouted by Big Break Entertainment India from various contenders from all over the country to represent India at the mega event. She mentioned her gratitude to the CEO of Big Break Entertainment, Anil Sharma for putting his trust in her and giving her the opportunity. Headmaster of the school, Yutsung Imchen, acknowledged her visit and expressed hope that she would visit the school in the future too while also wishing her success in her profession. “She was an asset for this school,” he said, and added that she will be always remembered by the school.

days at London's British Grove Studios, all cover songs by classic bluesmen, including Howlin' Wolf ('Commit a Crime'), Little Walter ('I Gotta Go') and Jimmy Reed ('Little Rain'). Mick Jagger, Keith Richards, Charlie Watts and Ronnie Wood were joined
by their longtime touring musicians Darryl Jones, Chuck Leavell and Matt Clifford as well as Clapton for the recording. The album will take the band "back to their roots and the passion for blues music which has always been at the heart and soul of The Rolling Stones."
"This album is a manifest testament to the purity of their love for making music, and the blues is, for the Stones, the fountainhead of everything they do," said Don Was, who has co-produced the album alongside the Glimmer Twins (a pseudonym for Jagger and Richards). Pierce Brosnan endorses Indian pan masala brand, virtual world abuzz

ierce Brosnan is back in his Bond avatar -- this time, for an advertisement of an Indian pan masala brand. The first visuals of the campaign, out on Friday, have sent the virtual world in India into a tizzy, with many calling him 'Pan Singh Tumor' in humour. The Hollywood actor, best known for his stint as the legendary British spy James Bond in the popular film franchise, features in the print ad holding a box of the
pan masala, Pan Bahar, with the text below reading "Class never goes out of style". The actor's signature also found space in the ad, which is splashed across the front page of a few national dailies. The video ad features a luxury car, a few women and action, but there is a catch. Instead of guns and ammunition which he used in the Bond films, Brosnan is fighting with a box of the pan masala. Twitter users have tak-

NE United had lots of chances throughout the game but they just could not find the back of the net. The penalty by Forlan in the end settled the game for the home side and handed the visitors their first loss of the game. NorthEast United were on a high after registering two victories from their first two matches. They defeated Kerala Blasters 1-0 in the opening game and then put it across FC Goa 2-0 in the second game to pocket the maximum of six points. Mumbai City FC won a penalty in the 54th minute of the game and Forlan stepped up. North East United had played a suicide pass in defense which caught Reagan Singh in possession. Pronay Halder stole the ball from the defender inside the box before being fouled. The referee immediately pointed to the spot. Diego Forlán made no mistake

In the end, the new venue proved to be lucky for Mumbai City FC as they registered a victory at home in the first game itself. Both teams are level on points at the top of the table but the Highlanders have played an extra match. They will be disappointed with the outcome of the match as they lost a chance to register a hattrick of wins for the first time.

SC bars BCCI from releasing funds to state associations
New DelhI, OctOber 7 (IaNS): The Supreme Court on Friday barred the Board of Control for Cricket in India (BCCI) from releasing any funds to its state affiliates until they give an unconditional undertaking that they wil comply with the organisational reforms as recommended by the Justice R.M. Lodha Committee. A bench headed by Chief Justice Tirath Singh Thakur also said that the state associations of the BCCI will not disburse the funds already given to them by the country's apex cricketing body till they file an unconditional undertaking that they will implement the Lodha Committee recommendations. The court has asked BCCI President Anurag Thakur to file a personal afidavit stating whether he has written to International Cricket Council (ICC) Chairman David Richardson, asking the game's world governing body to take a stand that the Supreme Court judgement and the Lodha Committee recommendations would amount to government interference in the afairs of the BCCI. The BCCI has already disbursed funds to 17 state units. Around 13 state units are yet to receive any funds from the BCCI and the apex court has stated that the board must not disburse any money to them until they give an undertaking that they will abide by the directives of the Lodha panel. The Supreme Court had lashed out at the BCCI last week, warning that the board will be forced to comply with the Lodha panel verdict if they did not implement the suggested changes by October 6. On Thursday, senior counsel Kapil Sibal, appearing on behalf of the BCCI, has pleaded before the court that it would be difficult for the BCCI to give an unconditional undertaking by Friday that it will hold back the funding of its state affiliates who would resist organisational reforms.
