DImApur, SEpTEmbEr 21 (mExN): The Lotha Hoho (LH) today stated that it is “astonished” at the recent statement of the Parliamentary Secretary for Geology & Mining regarding the former’s PIL on the Nagaland Petroleum & Natural Gas (NP&NG) Rules and Regulations 2012. The Parliamentary Secretary had stated that the PIL would amount to surrendering the provisions of Article 371 A of the Indian Constitution. A press note from the Lotha Hoho stated that the Parliamentary Secretary has rightly pointed out that “coal and oil are for the socio economic development of the people. Therefore it must be utilised to our utmost abilities.” This, it stated, is exactly why the LH filed the PIL. The Lotha Hoho said it is not against having the NP&NG Regulations & Rules 2012; but stated that the PIL seeks for review and amendment of some of the provisions of the Regulations and Rules 2012, “which are anti land owners, in spite of the provisions of Article 371 A, for ownership and transfer of land and its resources.” The Lotha Hoho said that Nagas are keen to up-

After intervention by the Reku public, villagers, Pfutsero Town Youth and OC Pfutsero, before the two vehicles returned from Mesulumi village bridge, the Major reportedly confessed that Wekupe was arrested based on mistaken identity. The Major, according to the organizations, had stated that a group of insurgents suspected to be from NSCN (K) had come to Pfutsero town, for which, he sent his Jawan and Wekupe was arrested based on wrong identification. The organizations, while condemning the incident, asserted that no one is above the law and asked the high authority to provide a clarification.

The modest but varied and unique Naga cuisine is travelling thousands of miles to tickle the taste buds of top chefs, farmers and diners from all over the world. And displaying the rich Naga culture and ethnic heritage through food is Chef Joel Basumatri, who will be representing Nagaland at the world famous slow food festival Terra Madre Salone del Gusto held in Turin, Italy. The festival to be held on September 22-26 is slated to bring thousands of farmers, food producers, chefs from 150 countries to create a world in which there is good, clean and fair food. This initiative is an outcome of Slow Food India, the North East Slow Food & Agrobiodiversity Society (NESFAS), Chef Joel and NEbuzz.com, who are making collaborative efforts towards Slow Food Movement in Nagaland and the North East. In an exclusive interaction with The Morung Express, Chef Joel revealed that he has chosen to cook popular dishes like Awoshi Kipiki Ngo Axone (smoked pork cooked in a sauce of fermented soy-bean), Rosup Aon (assorted vegetables dry cooked in bamboo vinegar), and served with Kouve chutney and Naga red rice. He will prepare these dishes on the September 23, the second day of the food festival, at a taste

workshop planned for 30 people. On the 24th, he is collaborating with Chef Sean Sherman, a Native American of the Sioux tribe wellknown for revitalizing indigenous food systems in a modern culinary context. Together, they will serve a hundred guests at a pop-up kitchen in a local restaurant. Here, Chef Joel will prepare dishes which take simple and local ingredients and elevate it to fine dining standards. He has chosen Amurso (chicken rice broth with herbs), Doh sniang nei-iong (fresh pork cooked in black sesame paste), and his own innovative sticky rice and rosella ice-cream. Taking these simple and honest grassroots dishes, he plans to represent the rich culture and history of the Nagas, food practices, indigenous lifestyle, and the mul-

tiple tribes of Nagaland. For Chef Joel, who is the proprietor of ‘Smokey Joe’s’ and also coowner of ‘Naga Bowl and Grill’ in Dimapur, ‘Food’ is more than a job. He is one of the first chefs in Nagaland to actively advocate the important message of slow food. The realization for this need, he said, was a result of meeting with the members of North East Slow Food & Agrobiodiversity Society (NESFAS), and also attending Terra Madre 2014 in Turin and the Indigenous Terra Madre 2015 in Shillong. “I began to be more aware of what I’m serving to my customers- I finally started to question on how food is produced, who produces it, and where it comes from,” he stated. Chef Joel believes in the philosophy that every individual has a story to tell in terms of food. He

added: “Over the recent years I’ve been cooking Naga food but I still feel that I have so much to learn and research more. Food is something which is very vast. And with all the tribes and sub-tribes in Nagaland, it is varied and interesting.” He leaves us with this delicious thought that, “If Chinese and Thai cuisine can become popular worldwide then why not Naga food?” With several major tribes and many more sub tribes, the food Nagas eat, source and the manner of preparation is a unifying ingredient. It is the guiding force which shapes Naga identity and life. Naga cuisine, which is all about local and organic ingredients, sourced from kitchen gardens at homes or farmers fields and prepared in the traditional way will be right at home at the Terra Madre. The true protagonists of every slow food event are the people that cultivate, produce and cook the food we eat. Terra Madre Salone del Gusto 2016 will dedicate an area in Turin’s Valentino Park to the Indigenous Terra Madre Network- a themed space dedicated to the stories, pressing issues and traditions of indigenous people. “Loving the Earth” is the main theme for this year’s festival. Together with producers, chefs, academicians, farmers, food producers, communities, there will be workshops, conferences, tasting sessions and educational courses to highlight the theme.

The commemoration programme also coincides with the 10th founding anniversary of Peace Channel. The programme began with a presentation on the history and background of the International Day of Peace by Akha Richa and Akumnaro Longchar, third semester students of NEISSR. Addressing the gathering, Dr. C.P. Anto, Director, Peace Channel and Principal NEISSR highlighted the increasing need for efforts to build peace and spread the message of peace. “Indifference is one of the fundamental causes for conflicts and the lack of peace. This indifference leads to individualism which in turn results in isolation, ignorance and selfishness,” he said. He called upon everyone present to unlearn and

HC notice to AR for occupying hospital

ImphAl, September 21 (IANS): The Manipur High Court on Wednesday issued a Notice of Motion to the state government, Assam Rifles and others over continued occupation of a village hospital by the Assam Rifles personnel, leading to denial of medical facilities to the people of 13 villages for the last 22 years. The notice is returnable within three weeks. A Public Interest Litigation (PIL) was filed by a villager in Senapati district,

contending that the personnel of 25 Assam Rifles had occupied the Public Health SubCentre at Thonglang Akutpa in Senapati to maintain law & order in the wake of ethnic clashes between the Naga and Kuki tribes 22 years ago. The PIL was filed with active support from the Human Rights Law Network (HRLN). The division bench, comprising Chief Justice Rakesh Ranjan Prasad and Justice S. Serto, took serious note of the

denial of medicare to the tribal villagers for the last 22 years and the failure of the government to provide an alternative site for setting up camp to the security personnel. The high court noted that the villagers had to go a long distance for basic medical amenities. There are some other government buildings in the state, which are also occupied by the security personnel, thereby depriving the people of various facilities.

Equally important, India Inc is investing an estimated $11 billion dollars in various ventures in the country," Indian High Commissioner to Bangladesh Harsh Vardhan Shringla told IANS. Prominent among these companies are Mukesh Ambani's Reliance Industries, the Tata Group, Ashok Leyland, Hero MotoCorp, Airtel, Marico, Godrej, VIP Industries, Ceat Tyres, Ambattur Clothing, Sahara, L&T and the Adani Group. Shringla was in Tripura as a part of his visit to five Indian states that border Bangladesh. He met Chief Minister Manik Sarkar, Chief Secretary Yashpal Singh and various other officials and dignitaries and discussed India-Bangladesh issues. The High Commissioner said

that a large number of important projects are being implemented jointly in Bangladesh or being executed under India's Line of Credit funding. "With the completion of these ongoing and proposed projects, the current India-Bangladesh annual trade volume of $6.5 billion would increase significantly. To boost trade and economy, India has already built two Integrated Check Posts (ICPs) on the India-Bangladesh borders at Agartala and Petrapole (in West Bengal)." India's Commerce Ministry constructed the multi-purpose ICPs for Rs 75 crore each to provide better facilities for effective and efficient discharge of functions like security, immigration, customs and quarantine, while also providing support facilities for smooth cross-border movement of people, goods and transport. "A third ICP would be constructed at Dawki (in Meghalaya) and the official process has begun for this," the envoy said.

In this context, the envoy noted that a pilot cargo truck from Bangladesh recently travelled more than 1,850 km and reached Delhi in three days, successfully demonstrating the benefits of the Motor Vehicle Agreement inked by Bangladesh, Bhutan, India and Nepal. "India-Bangladesh relations have improved extensively in last five years and are much better than in the last 30 years. We are working towards the re-integration of our economies. We have largest length of 4,096-km borders and this can be useful if its potential is realised. Realising this, both countries are developing their border infrastructure." He said that after increasing bus services between the cities of Bangladesh and India, two new rail links -- Agartala (India)Akhaura (Bangladesh) and Kolkata (India)-Khulna (Bangladesh) -- are being developed. "Work for constructing a bridge in southern Tripura over the river Feni to connect the

northeastern states with the Chittagong sea port and extension of Bangladeshi highways to link the northeastern states would start early next year." "Bangladesh has already offered India the use of the Chittagong, Mongla and Ashuganj ports. India is also helping develop the Ashuganj port. All these ports would be greatly beneficial for land-locked northeast India." The High Commissioner said that India has liberalised its visa procedures to a large extent and the Dhaka mission is issuing, on an average, 3,500 tourist visas per day. "There are several types of visa being issued and there is no maximum limit on their issuing. This is being done to further reinforce the India-Bangladesh people-to-people contacts," he added. Four of a family found dead in Guwahati hotel guwAhAtI, September 21 (IANS): The state police on Wednesday recovered four bodies, one of a four-year-old girl, from a hotel in Guwahati. The deceased have been identified as Prasanta Kalita (36), his wife Pompi Kalita (26), her cousin Anamika Kalita (21), and the couple's fouryear-old daughter. The bodies were recovered from Room No. 102 of Hotel Sun City in Guwahati. "The family came to the hotel on Tuesday evening and booked the room. However, no one came out until late morning today. A thorough search of the vehicle led to the recovery of two Improvised Explosive Devices (IEDs) weighing approximately 8.76 kgs, two detonators and other incriminating articles, it stated. Ending a 92-year-old tradition, the Union Cabinet on Wednesday decided to merge the Railway budget with the General budget and agreed in principle to advance the date of its presentation in Parliament.

The advance estimates for the GDP will now be made on January 7, instead of February 7, and mid-year review of expenditure by various ministries is proposed to be completed by November 15. The idea is to get the budget passed by Parliament, along with the Appropriation Bill and the Finance Bill, before March 24, so as to ensure the implementation of the budget proposals from April 1.

New Delhi, September 21 (pti): The state-run telecom firm has asked the government to provide Rs 2,000 crore to support rural wireline connections. The Cabinet on Wednesday cleared the long-pending compensation of Rs 1,250 crore for public sector telecom company BSNL to support rural landline connections installed before April 1, 2002. Frank Noronha, the government’s Principal Spokesperson announced the same on Twitter. The state-run telecom firm has asked the government to provide Rs 2,000 crore to support rural wireline connections. On the basis of the submission of BSNL and the detailed information in respect of working rural wire-line connections installed before April 1, 2002, the deficit per rural wireline connection was estimated at Rs 4,876 for 2011-12. Accordingly, the deficit from the rural wire-line connections installed before April 1, 2002 for 2011-12 and 2012-13 were estimated at Rs 1,593 crore and Rs 1,265 crore respectively. The Department of Telecom had paid subsidy for these connections to BSNL up to July 17, 2011. Based on the trend at that point, regulator TRAI estimated subsidy of Rs 1,500 crore for 2011-12 with effect from July 17, 2011 and Rs 1,250 crore for the subsequent year effective July 18, 2012.

Internet now has 334.6 mn domain name registrations New Delhi, September 21 (iANS): Nearly 7.9 million domain name registrations were added to the internet in the second quarter of 2016 globally -- a growth rate of 2.4% over the first quarter -- global domain and internet service provider VeriSign Inc. said on Wednesday. It brings the total number of domain name registrations to approximately 334.6 million across all top-level domains (TLDs) as of June 30 this year, according to the latest Domain Name Industry Brief. The .com and .net TLDs experienced aggregate growth in the second quarter of 2016, reaching a combined total of approximately 143.2 million domain name registrations in the domain name base. This represents a 7.3 percent increase year over year. New .com and .net domain name registrations totalled 8.6 million during the second quarter of 2016. In the second quarter of 2015, new .com and .net domain name registrations totalled 8.7 million. “During the second quarter of 2016, Verisign’s average daily Domain Name System (DNS) query load was approximately 130 billion queries per day across all TLDs operated by Verisign, with a peak of nearly 179 billion queries,” the company said in a statement.

RTI activist refutes SDEOs claim on MDM provision Three SDEOs claimed to have provided Mid Day Meals 220 days a year Dimapur, September 21 (mexN): Three Sub-Divisional Education Officers (SDEO) under Mokokchung district have reportedly claimed to have provided Mid Day Meals (MDM) on all working days, i.e., 220 days in a year for the period 2011-2012 and 2014-2015. The claims were made by SDEOs of Mokokchung, Changtongya, and Mangkolemba in response to an RTI (NO.ED/RTIB/2014-2015) filed by one

Yapang however refuted the claims and stated that he had “found out first hand” that none of the schools provided MDM to the students for the number of days mentioned in the RTI reply furnished by concerned SDEOs. The Midday Meal Scheme is a school meal programme of the Government of India designed to improve the nutritional status of school-age children nationwide. According to the Nagaland Directorate of School Education, “Every school going child in the primary sector on every school working day is to be provided MDM.” However, the positive vision set by the Central

Government seems to have lost its value in Nagaland. Mid Day Meals in the state are provided only once or at most, twice a week in effect, making the children go hungry for the rest of the working days, the RTI activist stated. Pointing out that the biggest problem faced by the schools in MDM scheme is the delay in receiving supplies, Yapang questioned whether it was the state government or the central government which was responsible for the delay. In addition to the delays, Yapang further pointed out that members of the VECs/WECs in most rural areas do not have much awareness on state or centrally sponsored schemes.

This, he maintained, adds to an advantage for higher officials to manipulate schemes meant for the benefit of the students. Towards this, Yapang advised the village councils to select those educated unemployed youths from their villages or areas to look after such schemes. This will have far more positive outcome, he maintained. He further appealed to all the Government schools under Mokokchung district to strictly follow the guidelines of the government in implementing the MDM scheme from October 1. He also encouraged the students and parents to keep a record of the MDM provided by the schools. “If the concerned

schools are not following the said guidelines then report to us at RTI Nagaland Social Media Group,” he urged (The group has a page on Facebook called RTI Nagaland). It was further informed that by the end of next year, a thorough investigation will be carried out through RTI to know the details of MDM scheme in schools of Mokokchung district w.e.f. October 1, 2016 to September 30, 2017. Therefore, the schools and management board have been asked to keep a clean record on what kind of meal they provide and to how many students they have provided. Failing to do so, “they will have to face the court of law.” According to the RTI replies, the sanction for

MDM in Mokokchung district for 2011-2012 was Rs 216.22 lakh and Rice-583.36 metric tons; Rs 236.65 lakh and Rice510.31 metric tons for 2012-2013; Rs 226.74 lakh and Rice- 563.21 metric tons for 2013-2014; and Rs 51.26 lakh and Rice 393.07 metric tons for 2014-2015. Meanwhile, regarding the pre-matric scholarship for the academic year 2015, the RTI activist reminded that students who have submitted their bank account number other than SBI are yet to receive their scholarship. If the issue is not resolved by the end of this month, the RTI Nagaland Social Media Group will take up the matter and necessary actions will be taken, it was stated.

One apprehended for burglary Kohima, September 21 (mexN): One person has been apprehended for burglary in the office of the Directorate of Economics & Statistics, Kohima on September 20 around 1:30 am. The accused identified as Sato Lohe (35) was apprehended by the police personnel deployed for security of the office premises, informed a press release from PRO, Kohima Police. The accused, according to the release, had sneaked into the office by removing the window grills. He further managed to gain access by damaging two of the doors. First shoulder joint replacement surgery in govt hospital Kohima, September 21 (mexN): The first shoulder joint replacement surgery in a government hospital in Nagaland was successfully done at Naga Hospital Authority Kohima (NHAK) on September 21 by a team of orthopaedic surgeons at the hospital. Dr. Gwalozu Thong informed that the operation was carried out on a 40-year-old policeman who had an accident last year and broke the head of his humerus (arm bone). Initial operation to retain the broken head of the bone failed, so this time the head was replaced by a prosthesis ordered from Delhi, according to a press release. The team of surgeons comprised of Dr. Rokoleibi Khate, Dr. Gwalozu Thong, Dr. Kehousetuo Koutsu, and Dr. Neilakuo Kire. Dr. Tiakala Walling was the anaesthetist for the operation.

He was identified as Rongsen Temjen Ao (38). “The cadre had infiltrated along with a group of armed NSCN (K) cadres into Nagaland and was tasked to carry out sabotage activities against Indian Security Forces,” alleged a press release from Assam

The New Normal

A

friend in Srinagar describes the situation in his land as The New Normal. While the Kashmir Valley has been no stranger to long bouts of curfews, 76 days of curfew is a new one even here. While curfew has now been lifted from most parts of Kashmir Valley, barring parts of Srinagar, Kashmiris shared snippets of how they adapted to this daily New Normal. Wedding season, for instance, descends upon Kashmir in the months from July to September. Like everyone else, Kashmiri people also plan their weddings in an advance of a year to six months. A sacred wedlock cannot always be stalled (though many were) due to a curfew so people in Srinagar were tip toeing their way through bylanes to weddings. The only difference is what would have been a lavish affair were tempered down to basic wedding rituals—big feasts (Kashmiri Wazwan) reduced to lean meals. A change in food patterns was witnessed across the valley. Much of the meat meant for consumption, for instance, is imported to the valley. Due to the curfew, an estimated Rs. 4 crore per day of meat trade was reduced to an estimated Rs. 50 lakh a day. One can only imagine its effect on the food plate, well being and health of the people. Even the small mid day snacks were cut short, often restricted to biscuits. The little grocery shops in small bylanes of Srinagar made the only little profits possible during this time (big business suffered). Their daily stocks are quickly cleared and replaced with fresh goods, mostly biscuits and noodles, smuggled through bylanes. People in the rural areas fared better with regards to food. Those who had not succumbed to the pressure of replacing food producing fields with cash crops could at least eat, and eat fresh. Pointing to the failure of such economic models in conflict areas, a friend said, “After all, you cannot eat apples and almonds if you’re hungry.” But you can eat rice. In many rural areas, farmers, also, used bylanes to reach their fields to make cultivation possible so they have food in the upcoming winter. Meanwhile, students were cut off from education. Communication lines were cut off apart from post paid BSNL numbers and broadband internet connections creating further cynicism. Ironically, while schools and colleges remained shut, government employees continued to be paid salaries, and water and electric lines remained connected though no government employee had attended work. In the face of curfew, cooperation between people in the urban colonies of Srinagar had increased manifold. People put together limited resources to make sure that debilitated sections of society, such as daily wage earners, had enough to make ends meet. Apart from the larger issues of violence, people in the Kashmir Valley feel that India and Pakistan have to cooperate. Instead of warring as a daily activity, peace talks should be a priority—if this can happen only with a “third party independent interlocutor,” then one should be brought in. As death and injury of civilians and soldiers persist, Kashmiris hope for all sides to give up on their condition to put conditions on political talks. Water innovation helps Bangladeshi women dodge snakes & shortages

ollecting drinking water from springs in this part of the Chittagong Hill Tracts, a forested area in southeast Bangladesh, is not for the faint-hearted. Not only must Changla Mro and other women of the Mro ethnic group trek for hours along steep paths slicing through trees and bamboo, they must also brave snakes, wild pigs and fishing cats that lurk in the thick undergrowth. But since a water collection and treatment system was installed a year ago, serving about 21 families living in Bandarban district, such dangers have faded into memory. "Two women were victims of snake bites last time they went to collect water at night time," Changla Mro told the Thomson Reuters Foundation. "Now we have no fear of snake bites or wild animals attacking since we collect our drinking and household water from the water plant." Around the world, deforestation, greater weather extremes linked to climate change and population growth are putting ever larger demands on the world's limited supply of fresh water. Finding innovative ways to capture and conserve it, to keep supplies steady throughout the year, is a growing priority. FEWER TREES, LESS WATER Water is a particularly precious commodity in the 5,500 sq mile (14,200 sq km) Hill Tract area of Bangladesh, home to roughly equal numbers of Bengali-speaking settlers and tribal people from 13 ethnic groups. Years of deforestation have stripped away the soil's ability to conserve water, leading to shortages in the dry season when most of the surface water evaporates. This is acutely felt in the districts of Bandarban, Rangamati and Khagrachhari where the Mro community live. Kangchag Mro, 50, said she used to spend hours in search of water in springs and streams, and was afraid of catching waterborne diseases such as diarrhoea and cholera. But now clean drinking water gushes from taps at the community's water treatment plant, a small, concrete building topped with a sheet of corrugated iron. "Collecting water in this hilly area is a really hard task. But the water plant makes our job easy," she told the Thomson Reuters Foundation with a smile. A hillside reservoir 500 metres away supplies the water plant, which was built with funding from the Arannayk Foundation, a joint forest conservation initiative of the Bangladesh and U.S. governments. The man-made reservoir collects water that flows down from the hills. The water then goes through a pipeline to the treatment facility below where it is purified for household use. The success of the gravity flow water system, which does not require expensive pumps, has prompted plans for a wider rollout. Chief engineer of the Department of Public Health Engineering, Md Wali Ullah, said the government was considering plans to supply water to more indigenous communities in the Hill Tract area. Ullah said his department had already sent a proposal to other related government ministries. STEPPING UP FOREST PROTECTION Mro leader Khamchang Mro said his community now realised the importance of forests, which act as a sponge to collect rainfall during the monsoon season and release it slowly into streams and rivers. Community members now have been trying to conserve forested areas to ensure a consistent flow of water to springs and canals all year round. "We reforested the degraded area of our village forests," Khamchang Mro said. "As a result, our village forest has now gained a healthy condition." Farid Ahmed Khan, the executive director of Arannayk Foundation, said local communities had no alternative but to protect their forests. "If forests are degraded, there will be a severe water crisis," Khan warned.

EMPIRE'S RELIGION: Arundhati Roy Confronts the Tyranny of the Free Market

P

erhaps the most revealing words on the topic of globalization in recent years came not from the pen of Thomas Piketty, nor were they written by Robert Reich or Joseph Stiglitz or Paul Krugman — rather, they can be found in the pages of The Lexus and the Olive Tree, written by the notorious New York Times columnist Thomas Friedman. "The hidden hand of the market," Friedman notes in a particularly telling fragment, "will never work without a hidden fist. McDonald's cannot flourish without McDonnell Douglass, the designer of the F-15. And the hidden fist that keeps the world safe for Silicon Valley's technologies to flourish is called the U.S. Army, Air Force, Navy, and Marine Corps." Friedman isn't known for his subtlety or sincerity, but the above passage strikes at a crucial truth. So much so, in fact, that Arundhati Roy christened it "the most succinct, accurate description of the project of corporate globalization that I have read." Roy first made waves internationally with her novel The God of Small Things, published in 1997 — it was an instant hit, selling millions of copies and propelling the relatively obscure writer into stardom. The fame, as she would later recount, was overwhelming; her picture appeared in prominent magazines and she was sought out by mainstream outlets as an established literary voice. Such acclaim among the upper classes and elite sectors of society both abroad and in India, her home country, would soon become less cheery, however. In the year following her debut novel's appearance, Roy wrote a scathing essay condemning the Indian government's nuclear test, the nation's second since 1974. The test featured, as CNN reported at the time, "two big explosions, including a thermonuclear 'hydrogen bomb' explosion, and three smaller blasts involving a nuclear yield of below one kiloton." Roy's essay, titled "The End of Imagination," made waves of an entirely different nature than those triggered by The God of Small Things. Fervent nationalism was on the rise in India in the 1990s, and Roy staked out a position against this trend, arguing that the mere existence of nuclear weapons is a sign not of national strength, but of "supreme folly." "The fact that they exist at all, their very presence in our lives, will wreak more havoc than we can begin to fathom," she wrote. "Nuclear weapons pervade our thinking. Control our behavior. Administer our societies. Inform our dreams. They bury themselves like meat hooks deep in the base of our brains. They are purveyors of madness." Thus began Roy's foray into national, and global, politics, a foray motivated, at least in part, by a sense of obligation. "If I had not said anything about the nuclear tests, it would have been as if I was celebrating it," Roy told the New York Times. "I was on the covers of all these magazines all the time. Not saying anything became as political as saying something." Over the next several years, Roy would become an established voice of dissent at home, as well as a fierce critic of the world's imperial powers — or, more accurately, power, the United States. And while it may seem as though these critiques occupy separate terrains, they always coalesce. Nowhere is this more obvious than in The End of Imagination, a collection of Roy's essays released earlier this month. Ever-present — whether stated outright or in narrative form — is an unblinking confrontation of the scourge of imperialism and of the devastation brought about by the forced imposition of so-called free market principles. And as Roy frequently urges us to remember, these two prominent features of the global political and economic landscape are deeply interconnected. Sometimes, the objectives of empire are expressed in terms as frank as Thomas Friedman's description of the project of global capitalism. "I don't see why we need to stand by and watch a country go Communist due to the irresponsibility of its own people," said Henry Kissinger, who was awarded the Nobel Peace Prize in 1973, the same year, incidentally, that the CIA participated in the violent sub-

The coup prompted a reign of terror; it also presented, in stark terms, a rebuke to those who insisted (and still insist) that capitalism is a guarantor of freedom. In fact, as Roy often notes, capitalism and its purveyors have frequently been explicit opponents of freedom. The core project of the disciples of the "free market" is to subordinate society to the needs of the investors. If civil liberties must be curtailed, if democracy must be crushed, if war must be waged, so be it. "The men in suits are in an unseemly hurry," Roy wrote in an essay adapted from a speech she gave in Santa Fe, New Mexico, one week after the first anniversary of the attacks of September 11. "While bombs rain down on us and cruise missiles skid across the skies, while nuclear weapons are stockpiled to make the world a safer place, contracts are being signed, patents are being registered, oil pipelines are being laid, natural resources are being plundered, water is being privatized, and democracies are being undermined." The "free market" is, to use Karl Polanyi's term, a "stark Utopia": It is a construct peddled by those who insist upon the belief that the accumulation of wealth and resources at the very top is a natural phenomenon, one dictated by the immutable laws of the universe. Furthermore, it is designed to provide a smokescreen for those who, in conjunction with their allies in government, write the rules of global trade and investment, tipping the scale in their favor. "Multinational corporations on the prowl for sweetheart deals that yield enormous profits cannot push through those deals and administer those projects in developing countries without the active connivance of state machinery — the police, the courts, sometimes even the army," Roy observes. Meanwhile, she continues, "the 'structural adjustment' end of the corporate globalization project is ripping through people's lives. 'Development' projects, massive privatization, and labor 'reforms' are pushing people off their lands and out of their jobs, resulting in a kind of barbaric dispossession that has few parallels in history." We are told the world is being made "safe for democracy," a trope that dates back to the days of the First World War. But "democracy," in elite-speak, is code for capitalism. "Across the world," Roy writes, "as the free market brazenly protects Western markets and forces developing countries to lift their trade barriers, the poor are getting poorer and the rich richer." A fist has, of course, always been behind the market's "invisible" hand. And whether in Iran in 1953 or Guatemala in 1954, whether in Vietnam or Iraq or the Dominican Republic, the fist often takes the lead role, smashing disobedient nations into submission, forcefully prying open previously closed markets, shaping the world in such a way that is amenable to the

needs of the profit-seekers and the already powerful. The resulting consolidation of wealth is astonishing to behold. Each year, the remarkable achievements of the global elite are celebrated in Davos, Switzerland. And each year, Oxfam publishes a report detailing these achievements. In 2013, Oxfam estimated that the income of the world's "richest 100 billionaires would be enough" to eradicate extreme poverty "four times over." A year later, little had changed: "Almost half of the world's wealth is now owned by just one percent of the population," the organization announced. A pattern is emerging. What about 2015? The world's billionaires have it all, Oxfam told us, and they still want more. Then there was the dutiful 2016 report, which featured many striking but unsurprising facts, like this one: "Runaway inequality has created a world where 62 people own as much wealth as the poorest half of the world’s population." The neoliberal period has been defined by these trends, and whatever critiques of the foundations of global capitalism that remained within mainstream political discourse have been decisively erased or confined to the margins. And, as Roy masterfully documents in her 2014 book Capitalism: A Ghost Story, massive corporations have taken to co-opting the heroes of progressive movements for their own purposes. "Martin Luther King Jr. made the forbidden connections between Capitalism, Imperialism, Racism, and the Vietnam War," Roy notes. "As a result, after he was assassinated even his memory became toxic, a threat to public order. Foundations and corporations worked hard to remodel his legacy to fit a market-friendly format." The Ford Motor Company — in partnership with Monsanto, General Motors, Procter and Gamble, and other corporate giants — helped set up and bankroll the Martin Luther King Jr. Center for Nonviolent Social Change, which has coordinated with the U.S. Department of Defense and has run events with such titles as "The Free Enterprise System: An Agent for Nonviolent Social Change." To call such a headline insulting to Dr. King's legacy would be to vastly understate the case. Similar examples of the corporatization of social justice abound. Thanks to tremendous reporting by Slate's Maria Hengeveld, we have learned of the brutality with which Nike exploits its female factory workers — who face very credible threats of violence if they dare to speak out against their conditions — while simultaneously leading a campaign ostensibly dedicated to the empowerment of women. As the interests of the state increasingly merge with the interests of business, the potential for change is further undercut; democratic institutions no longer function, as they are held hostage by various interest groups whose aims are fundamentally at odds with those of the public. All of this, Roy contends, is perfectly predictable, given the concentration

of power and resources. The effects of such a state of affairs are global — and existential. The planet is faltering in the face of relentless corporate plunder; business is tightening its stranglehold on public policy; and violence, whether committed by state or non-state actors, is spreading. Sunday marked another anniversary of the horrific attacks of September 11. Combat missions continue in Afghanistan and Iraq, and, with little oversight, they have spilled over into Syria, Yemen, Somalia, and Libya — a cause for celebration for the world's weapons manufacturers. Global business is also coalescing in support of the next big "trade" agreement, the Trans-Pacific Partnership, which, if passed, will grant multinational corporations unprecedented power. Heads of state are happy to play along, even to present the agreement as a step in the right direction for the working class. The global poor are kept out of the negotiations, their needs apparently of little concern compared to those of the business class. So the plunder, the exploitation, the war, and the occupation continues. But whether she is writing of Kashmir or of the Palestinians, of American foreign policy or of terror in the Middle East, of environmental degradation or of the threat posed by nuclear proliferation, Roy maintains a sense of hope, one that jumps from the page even in the midst of her devastating polemics. Her hope, thankfully, is not contingent upon a leap of faith. There is supporting evidence, if one is willing to look closely enough. Globally, resistance to the tyranny imposed by free market capitalism and its evangelists is burgeoning. In India, millions of workers took to the streets to protest privatization and austerity and to call for higher wages. Anti-TPP protests are spreading; in the United States, opposition to big oil is intensifying. The public recognizes what is happening to them and their families, to their communities. They increasingly understand that "electoral democracy has become a process of cynical manipulation." "The crisis in modern democracy is a profound one," Roy notes. "Free elections, a free press, and an independent judiciary mean little when the free market has reduced them to commodities available on sale to the highest bidder." Nasty, violent, and fascist groups and individuals will surely emerge from such circumstances. But a movement valuing solidarity, mutual aid, peace, and democracy can also thrive, with enough time, effort, and imagination. Roy's own prediction is cautious, but it leans in the direction of optimism. "The urge for hegemony and preponderance by some will be matched with greater intensity by the longing for dignity and justice by others. Exactly what form that battle takes, whether it's beautiful or bloodthirsty, depends on us."

ANTI-POPULIST COUPS: Thaksin Shinawatra, How food dictatorship and Thailand’s new constitution defines identity F The “Red Shirts” Greg Barrow

F

or some years now Thailand has been undergoing a colossal political crisis, resulting in the 2014 coup d’état, the second military coup in the past 8 years. This was triggered by the rise of populist Thaksin Shinawatra within Thai politics. Fear of his powers mobilized the middle-class, elites and military against Thaksin. Specifically, two military coups were aimed at putting an end to “Thaksin’s party”, but both failed to achieve their goal. Thai society continues to be divided, and the pro-Thaksin movement (Red Shirts) retains its strength. Thailand’s dictatorial regime recently held a referendum on a new constitution, aimed at reasserting control over Thai politics. Thai people voted in favor of the new constitution believing that it might restore stability. However this seems far from likely while Thailand’s political processes continue to be controlled by the military. More likely, the junta’s voting system in the next elections will produce a weak coalition administration and a Senate appointed by the army. So why did the military decide to end the rule of Thaksin’s party? What was the impact of his populism on the nature of Thailand’s political system? And what is the ultimate purpose behind the junta’s ‘New Constitution’? Thaksin’s rise to power The Asian economic crisis in the late twentieth century prompted many powerful men of business to turn to the management of state policies. In 1998 one of Thailand’s most successful tycoons, Thaksin Shinawatra, founded the Thai Rak Thai Party (TRT) and three years later managed to win the elections. Thaksin was committed to overcoming Thailand’s economic problems by developing populist policies that gave some social protection to the lower classes. Hence, he introduced programs such as virtually free health care, fuel subsidies and low-cost loans for farmers. These populist policies (interventionist economic policies that became known as Thaksinomics) improved the conditions for the poor and led him to a comfortable win in the elections of 2005. Furthermore, his powerful populist rhetoric facilitated the inclusion of under-privileged people, encouraging them to pursue their interests through mainstream political processes. Thaksin’s populist rhetoric tended to divide society into two opposing groups: on the one side, “the grassroots, the non-priv-

Finally, the forcible removal of Thaksin from power created a mass movement instilled with democratic ideas, which fights against the undemocratic movement PAD and the military. The “Red Shirts” movement has caused large-scale political instability, but it has brought to the fore critical questions about the road to Thai democratization. Thai Junta’s new constitution The dictatorship that was established by General Prayut Chan-o-cha tried to stamp out Thaksin’s populist party. Nonetheless, the strong mass movement of “Red shirts” seems to retain its strength. This profoundly worries the military leaders and the monarchy. Thus, the military regime has decided to organize a referendum on a new constitution, which is guaranteed to create a new undemocratic political system. This political system will be directly steered by military rule to ensure that no chance is given to any populist political party hoping to emerge in the future. As we see it, the two recent coups were the first attempt to dissolve the populist forces and the new constitution is the second attempt. Will the military leaders achieve their goal? Is this the end of populism in Thailand?

Urra Uvie: The Question of Naga-Land in Assam

n 1988, the State of Assam filed a suit against the State of Nagaland, asking the Supreme Court to recognize the present demarcations drawn by the British, or the so-called “constitutional boundary” of Assam, based on: (1) the Notification No. 3102R dated November 25, 1925, (2) the Naga Hills-Tuensang Act, 1957, and (3) the State of Nagaland Act, 1962. Recently, Ram Prasad Sharman, a BJP’s Member of Parliament, went a lot further. He is reported to have encouraged the government of Assam to take steps to claim even Dimapur and Merapani from Nagaland---even by using force. But despite all the unreasonable claims or aggressive push by their counterparts in Assam, most of our Naga politicians and bureaucrats, past and present, aren’t bothered about the possibility of losing our ancestral land to others, either due to utter ignorance or sheer negligence. To fight for our rights, we must, first of all, know that some of our fellow Nagas have been residing in their ancestral homeland for hundreds, if not thousands of years in certain parts of Assam. Since ancient times, the Naga-Ahom boundaries were determined in accordance with the various traditions, customs, and rituals prevailing at that point of time. It was only in the year 1858 that the Naga traditional boundaries were disturbed again when the Naga Hills District was formed by the British by way of the transfer of power from the East India Company to the Crown ter-

ritories in India. Thereafter, various notifications were issued at different times to draw some arbitrary demarcations for limited purposes of economic and administrative convenience. Among these notifications, the most critical one is the Notification No. 3102R dated November 25, 1925, wherein the boundary of the Naga Hills District was amended again and some forest areas within the Naga traditional territories were taken out to be included as part of the Sibsagar and Nagaon Districts, possibly with the intent of exploiting the forest wealth and the mineral resources of the Nagas for their own economic interest. Thus, the British illegally transferred some of our Naga traditional territories out of the then Naga Hills District for their “administrative convenience,” which was done without the consent of the actual land-owners. But from the perspective of the Nagas, they had never given up their land-ownership rights to anyone else at any point in history. They had always been in possession of their own land. They had only allowed a non-possessory use (easement rights) to the British for their “administrative convenience.” Technically, this means that the validity of the easement rights of the British to the Naga lands ended when their need to use our lands for their “administrative convenience” ended. In other words, the British’s action of taking out certain Naga territories has no legal force right after they left. Therefore, the claim of the Assam Government that the present boundary lines (about 512 kms. in length) between the State of Assam

and the State of Nagaland are the “constitutional boundaries” and are therefore legitimate must be questioned and challenged. The fact remains that even the demarcations of the Naga Hills Districts cannot be understood as final or absolute, because the Naga traditional areas are much beyond the purported Notification of 1925. As for the Naga Hills-Tuensang Area Act (NHTAA), all the areas under the Naga Hills District and the Tuensang Frontier Division (formerly called Naga Tribal Areas) were amalgamated through an act of the Indian Parliament on November 29, 1957, to provide for the formation of a new administrative unit within the State of Assam. In this case, the new independent India gladly took over the illegal demarcations drawn by the British and unilaterally made the decision to claim these Naga lands as part of the State of Assam. The question, however, is this: Is this action morally right or legally justifiable? From the perspective of the Nagas, this is certainly unacceptable as no Naga had ever agreed to be part of the new State of Assam, whether officially or unofficially, at that time. Now, what about the State of Nagaland Act, 1962, which was passed by the Indian Parliament and got the President’s assent on September 4, 1962? Section 3(1) of the said Act states, “There shall be formed a new State to be known as the State of Nagaland, comprising the territories which immediately before that day were comprised in the Naga Hills-Tuensang Area and thereupon the said territories shall cease to form part of the State of

Assam.” Admittedly, certain sections of the Naga people opted to accept a separate statehood under the Indian Constitution. But even in this case, the acceptance of Nagaland as the sixteenth State within the Indian Union was based on the 16-Point Agreement, in which the amalgamation of all Naga areas was clearly stated and agreed upon. For example, the return of all previous Naga traditional territories to the new State of Nagaland was clearly spelt out in Point Nos. 12 and 13 of the 16-Point Agreement, which is really a reaffirmation of Point No. 6 of the NinePoint Agreement of 1947. The reasons why the government of India agreed to this arrangement seem to be two-fold: (1) to set right what was wrongfully committed by the British Colonial Power which had arbitrarily taken portions of the Naga traditional territories out of the Naga Hills District, and (2) to use the promise of re-transferring these Naga traditional lands to the Naga people as a bargaining tool or concession on the condition that the Naga people would agree to be part of the Indian Union. After all, the Naga people did not ask for a separate statehood. Instead, it was India which only came up with this offer to the Naga people. Hence, the Assam-Nagaland border issue is much more than a border dispute between the two States. More accurately, it has a lot to do with a political agreement, which India has failed to fulfill so far. For that matter, the Government of Assam, under Sir Akbar Hydari, the Governor of Assam, was also a signatory of the Nine-Point Agreement in

1947, when it agreed: (1) “to bring back into the Naga Hills District all the forest transferred to Sibsagar and Nowong Districts in the past, and (2) to bring under one administrative unit as far as possible all Nagas …” (Point No. 6). This being the case, it is the Government of India (GoI) which should solve the Assam-Nagaland border issue rather than expecting the two state governments to resolve the problem between themselves. To be candidly self-critical, the Government of Nagaland (GoN) had erroneously opted for mutual settlement of the border dispute, although the Supreme Court had earlier directed the GoI to take the necessary steps to do so. But the resolution to the problem of the Naga traditional lands is something only the government of India, not even the Supreme Court, should undertake. Otherwise, the State of Nagaland will continue to be without a legally recognized and settled boundary. The GoN had, on various occasions, reminded the GoI that the ongoing Indo-Naga conflict today is due to the non-fulfilment of the commitment made by the GoI. Similarly, Dr. Hokishe Sema, a former Chief Minister of Nagaland and Governor of Himachal Pradesh, had confirmed that the GoI was well aware of this fact. As for the Nagas who have accepted the 16-Point Agreement, they have honored their word by physically and politically remaining with India for the last six decades. But what about the GoI? When will it honor all its commitments made to the Naga people as per the 16-Point Agreement?

And in times of trouble, it is one of the first things to come under threat. People on the move, fleeing natural or man-made crises will inevitably struggle to find the food that they and their families need – and without outside assistance this can become a struggle for life itself. As the United Nations agency responsible for meeting the food needs of those on the frontlines of hunger, the World Food Programme is in a unique position, engaging with millions across the world – whether refugees or the displaced – on a regular basis. While providing them with food, or the means to buy food in shops and markets, we hear their stories, their hopes and their dreams and this year in Syria and neighbouring countries, we tried to give some of them a platform to speak about their lives through the #IamSyrian campaign. The result has been a series of stories that are authentic, unedited and from the heart. Some things have surprised us and some have not. Many refugees feel bored and isolated in the camps and communities that are sheltering refugees in Jordan and Lebanon. Most are frustrated that they cannot work, and while some have taken the decision to seek new lives far away in European countries, almost all hope that one day they will be able to return to their homes in Syria. Ahmed, who managed a furniture showroom in Homs before the war started, told us of the shock he experienced when the fighting became too much and he had to flee to Jordan: “We had gone from living a normal life to living in a tent in the desert.” The stress and strain of his circumstances may have contributed to the heart attack Ahmed suffered and the panic attacks that his daughter, Zeina experienced. But life for Ahmed has settled into more of a routine now. The cash the family receives on a WFP e-card allows them to buy and cook food with familiar ingredients, and Zeina gets free WFP meals at school. “I tell my daughter that her weapon is her study,” Ahmed says, “That must be her focus now.” Ahmed’s experience finds echoes in the upturned lives of others. Many, like Jamal, carried tokens of their former life when they fled Syria. For Jamal, it was the hammer he used in his work as a carpenter, while Ziad brought his “rababa,” a Syrian string instrument that he plays while composing poems. But alongside these tangible objects it was also the untangible memories, and most inevitably, those associated food that connected people back to Syria. The conversations we had with refugees about the food they missed most, almost always opened a door to deeper memories built around the ingredients, flavours and smells of meals they once ate with family and friends at a time when their country was still at peace. Syrians like Badreya, who fled the town of Ar-Raqqa in northern Syria after it became – as she describes it – “a hell on earth,” cherished memories of a particular meal that represented life before war. For her, the enduring memory of the life she left behind is the family meals that she cooked with her mother-in law, and a particular dish called “Asheh,” a Syrian sausage made with rice and spiced meat, which is eaten on special occasions. Those days with a strong religious significance like Eid, or Fridays, when she would make Asheh with her motherin-law are now long-gone and Badreya is left to contemplate a new, bleak life in a makeshift refugee camp in the Bekaa Valley in Lebanon where winter will soon be drawing in. News reports over the summer told the story of the Syrian family that was brought to Italy by the Pope after his visit to the Greek island of Lesbos where refugees were arriving by boat. Amongst the belongings they salvaged from their shattered life in Syria was a falafel mould, carried with them on their journey from Syria to Italy “to remember.” Not photos, not jewellery, not anything of any real, intrinsic value, but simply a falafel mould that would allow the family to continue to make the food that is most familiar to them from the life they left behind. The conversations captured through the #IamSyrian campaign underline the importance of food at the centre of life and its value beyond its nutritional and calorific inputs in the lives of those we assist all over the world. What is true for Syrians, is also true for South Sudanese, Somalis, Afghans and millions of others all over the world, and this should be recognised when the issues around refugees take centre stage at the United Nations General Assembly in New York this week. Two days after 18 Indian soldiers were killed, in the biggest blow to security forces in the disputed Himalayan region for 14 years, some officials called for a measured response and plotted a diplomatic offensive to increase pressure on Pakistan. Military action was limited to skirmishes near the Line of Control separating the countries in Kashmir, with Indian troops killing eight people they said were trying to cross the de facto border and separately fighting four or five suspected militants. Union Law Minister Ravi Shankar Prasad said there was a deep sense of outrage about the attack in the border town of Uri, and that patience with Pakistan was wearing thin. But he added: "Whatever decisions the government takes in this regard will be done with full diplomatic and strategic maturity." NEW DELHI, SEptEmbER 21 (ptI): The monthly pension of freedom fighters, including those who were incarcerated in Cellular jail in Andaman Islands or suffered outside British India, was today hiked by around Rs 5,000 each. The decision to give 20% enhanced pension to all categories of freedom fighters, their spouses and dependents was taken at a meeting of the Union Cabinet headed by Prime Minister Narendra Modi. The revised scale of pension has taken effect from August 15, 2016 and the revised total amount of pension will be taken as basic pension for the respective categories of freedom fighter pensioners for calculating Dearness Relief, an official statement said. The existing Dearness Relief system based on All India Consumer Price Index for Industrial workers, which was so far applicable to freedom fighter pensioners on annual basis, is being discontinued and replaced by the Dearness Allowance system applicable to central government employees twice a year. This will be termed as "Dearness Relief", it said. Pension for freedom fighters in the category of ex-Andaman political prisoners and their spouses has been enhanced from Rs 24,775 to Rs 30,000 per month. Pension of freedom fighters, who suffered outside British India, has been raised from Rs 23,085 to Rs 28,000 per month. Pension of other freedom fighters, including those who were members of Indian National Army (INA), has been raised from Rs 21,395 to Rs 26,000 per month. Central freedom fighter pensioners and eligible dependents under 'Swatantrata Sainik Samman Pension' will get enhanced pension with effect from August 15, 2016. All freedom fighters and spouses and dependent parents, eligible daughter pensioners of deceased freedom fighters drawing pension under the Swatantrata Sainik Samman Pension Scheme, 1980 would be benefited by the decision. So far, 1,71,605 freedom fighters and their eligible dependents have been sanctioned pension under the scheme. At present 37,981 freedom fighters and their eligible dependent pensioners are covered under the scheme. Of these, 11,690 are freedom fighters themselves, 24,792 are spouses (widows/widowers) and 1,490 are daughter pensioners.

Migrant boat capsizes off Egypt, at least 29 dead CAIrO, SEpTEmbEr 21 (rEUTErS): A boat carrying around 600 people capsized off Egypt’s coast, killing at least 29, officials said on Wednesday, in the latest disaster to befall migrants attempting to make the crossing to Europe. The boat sank in the Mediterranean Sea off Burg Rashid, a village in the northern Beheira province. Of the 29 bodies found so far, 18 were men, 10 were women and one was a child, local officials said. “Initial information indicates that the boat sank because it was carrying more people than its limit. The boat tilted and the migrants fell into the water,” a senior security official in Beheira told Reuters. Rescue workers have so far saved 150 people, officials said. The boat was carrying Egyptian, Syrian, and African migrants, they added. It was not immediately clear where the boat was headed, though officials said they believed it was going to Italy. More and more people have been trying to cross to Italy from the African coastline over the summer months, particularly from Libya, where people-traffickers operate with relative impunity, but also from Egypt.

Sino-Europe Sports Investment Management Changxing Co, led by businessman Li Yonghong, has already paid 100m euros to Fininvest, the holding company of AC Milan owner and president Silvio Berlusconi, who is expected to sign off on the 740m euro deal by the end of the year. But a report by the Bloomberg financial news site, which cites a statement from the Chinese lender whose name appears on the documents, alleges that false documents were used in the initial negotiations. The report claims SinoEurope Sports provided documents on "what appears to be Bank of Jiangsu Co. stationery, purporting

Prasad was appointed the new chairman of selectors while Ajay Shirke was retained unopposed as the Board of Control for Cricket in India (BCCI) secretary at its 87th Annual General Meeting (AGM) here on Wednesday. No other nominations were received for the BCCI's secretary's post. The AGM was chaired by BCCI President Anurag Thakur. ood means any substance whether processed, partially processed or unprocessed. It includes packaged drinking water, vegetables, infant food products, meat, even the water used for food during its manufacture were all included. Food safety refers to the condition and practices that preserve the quality of food to prevent contamination of food borne illness. The Food Safety & Standards Act 2006 aim to consolidate the laws relating to food and to establish the Food Safety and Standards Authority of India (FSSAI) for laying down science based standards for articles of food and to regulate their manufacture, storage, distribution, sale and import, to ensure availability of sale and wholesome food for human consumption in the country. In terms of discharge if its function stipulated under Section 16 of the Food Safety and Standards Act, 2006, the Authority shall, inter alia, conduct surveys of enforcement and administration of the Act in various parts of the country, search, collect and analyse relevant information relating to food consumption and exposure of individuals risks, incidence and prevalence of biological risk, contaminants in food, residues of various contaminants etc. The Authority is also obliged to promote general awareness as to food safety and food standards. The Food Authority has been undertaking activities and programmes for dissemination of Information, Education and Awareness in this behalf through Media as also through association of different organisations and institutions in this behalf. However, recognizing that effective enforcement of the provisions of the Act and the rules and regulations there under primarily rest with States and Union Territories and that there is need for greater focus on these activities. The Food Safety and Standards Act 2006 repealed all the other food related laws such as Prevention of Food Adulteration Act 1954, Fruit Products Order 1955, Meat & Food Prod-

ucts Order 1973, Vegetables Oil Products (Control) Order 1947, Edible Oils Packaging (Regulation) 1988 which were in operation prior to the enforcement of Food Safety & Standards Act, 2006. The most important and critical stakeholder in food safety is the consumer who is directly impacted by the safety of food in the country. It is necessary for the Authority to keep engaged with the consumers and apprise them of the emerging trends in food safety so that the concerns of the consumers are appropriately reflected in the food safety system in the country. Therefore Food Safety and Standards Authority of India (FS&SAI) has regulated Food safety and standards act 2006 for every state of India to ensure food safety and standards for human consumption and to check the sub standard of any article of foods in every state by Food Safety Officer. Under Section 63 of FSSA 2006, if any person or food business operator carrying out a business without license is punishable with imprisonment for a term which may extend to six months and also with a fine which may extend to five Lakh rupees. A person is also punishable with a fine of 10 lakhs rupees for misleading advertisement, falsely describing quality of food or give false guarantee to the consumers. Slaughterhouse should have proper hygiene and maintenance instruments and to be regularly checked by the medical concern doctor and thereafter it should be given to the slaughter house for human consumption. Under the Consumer Protection Act 1986, the consumers have the right to safety, they are protected against marketing of goods and services which are hazardous to life, and therefore, the goods which are hazardous to health are illegal and punishable. The Ministry of Health and Family Welfare governs the FS&SAI. FS&SAI governs all food business operators in the country and has entrusted the powers at various levels to other designated authorities. In Nagaland, the Food Safety and Standards

Act 2006, rules and regulations 2011 is being implemented in the State from 2012. However, to strictly enforce the Act, every State must have the separate Commissioner of Food Safety Commissioner whereas the Commissioner & Secretary to the Government of Nagaland, department of Health & Family Welfare is yet to take the charge and supervise his designate officials for effective implementation and to ensure food safety to the consumer. The Food Safety Officer must be appointed as an independent charge as per the Act and should checked all the Food Business Operators which includes Hotels, restaurants, canteens, tea stall, bakeries, street food vendors etc in all the respective district. With the enforcement of this Act in Nagaland, any person in practice of selling of food products are required to have a license to sell such goods and the license is to be given by the Chief medical Officer. There are times where the FS&SAI has asked the Food Commissioner in the state to inspect and evaluate in the market and had suggested that the state food safety commissioners should prepare their line for action and collect samples of all the packaged products, even those which are not registered with FS&SAI and also told to take action if required. The Chief Medical Officer and designated officers Kohima have informed all hotels, restaurants, provisions, groceries, home based canteens of schools, colleges, office, etc to obtain food safety license/ registration from the Chief Medical Officer office, Kohima and has also inform to the food business operators that whose license/registration were valid upto 31st march 2016 to renew before stated date in order to avoid penalisation as per the food safety and standards act rules and regulations and newly established food business operators have also been directed to obtain the license/registration. It is here that the male population will approach the office dominate by women with a women boss with their applications saying, “Good morning Miss, May I come in”? Very soon there will be lady legislatures in the State Assembly and there will be lady Pastors in the Baptist Churches with high secular and theology academic qualification prefixing their names with Dr and Rev. In the house-hold it is the mother who holds more than 50% control much to his disliking but he lives with it because he knows she is one of the best and most beautiful women. It was in those past days the customary shyness kept herself closed in the family cocoon but now liberated to the open. The trait of her subservience can be traced long back to the days of his holding spears for her protection to the field and back. There is the advantage in women reservation like the backward tribes, which is availing the merit list and the quota; the women member from reservation seat plus the women member from the open contest seats (since no restriction is in the open) raising women in the council will invite the question whether it is desirable to have more men or women? 4. Conjecturing the situational difference from district to district there is the likelihood of surfacing reluctance which may not be a soft landing pad for the authorities while sorting out the wards for women and the open contest seats; here it is best to watch how well the seat arrangement will be made away from High Court and Supreme Court and it is hope that there is no street mob but the right thing under the right circumstances. Meet Bishesh Huirem, 27, who is now all set to take her fame far beyond Manipur and the Manipuri-speaking areas of neighbouring Assam, Bangladesh and Myanmar when she sashays down the ramp at the Miss International Queen beauty contest in Thailand on November 9. Huirem is one of the 30 shortlisted candidates from among the thousands who applied for the global contest to be held at Chonburi, Thailand. The beauty pageant is exclusively for transgender women and has been held annually since 2004. It aims to create awareness about transgenders and encourage equal treatment for them. A graduate in Fashion and Apparel Designing from Bangalore University and one of the highest-paid artistes in Manipuri films and its active mobile theatre fraternity, Bishesh clearly has it in her to make an impression on the judges.

Bishesh's mother Khomdonbi admitted to caning her effeminate son when he first showed signs of a special attraction for girl's dresses and girlish mannerisms. But in retrospect, Khomdonbi told IANS that she should have just accepted her son's sexuality. Ever since her school days, Bishesh has been a much sought-after artiste in the mobile theatres, her parents recalled. But being a transgender, she had critics galore, who said she would never be able to do films. Bishesh, however, took that as a challenge and

eventually ended up dominating the world of Manipuri cinema. As she finally materialised, wearing Bermuda shorts and a Madras jacket, Bishesh, who also runs a beauty parlour for women, specialising in bridal makeup, said she is looking forward to the pageant -- especially as she missed out last year as "her passport was not ready and visa process incomplete". Bishesh said she has not been able to find a sponsor, so will have to fund the contest fee, travel and other expenses all by herself. She also spoke about the experience of undergoing hormone therapy, in order to change into a woman, and the personality development courses she has taken with experts. As a prominent transgender, Bishesh is often caught up in unnecessary controversies, though not of her making. But she has the support of other transgenders in the state who are confident that, come November, she will bring laurels to India -- and be crowned by Trixie Maristela, the current Miss International Queen of the Philippines.

The Icelandic Football Association (KSI) has accused EA of showing them a lack of respect in their monetary offer to the European minnows. "We don't accept bad treatment. They offered under two million Icelandic crowns (15,500 euros, $17,300). We made them a counter offer, which they did not accept," KSI president Geir Thorsteinsson told AFP. The FIFA series of football video games are hugely popular with the latest version -- FIFA 17 -- due for release on September 27 in North America and two days later throughout the rest of the world. Iceland's decision was criticised by marketing consultant Andres Jonsson, who said the Nordic nation missed out on a golden opportunity after its Euro success earlier this year. Jonsson told Icelandic broadcaster RUV he believed Iceland may ultimately have a change of heart. "I think hundreds of millions play this game. Iceland is a cult team so it would get even more attention. It is often the smaller teams with interesting players that get popular in this game," Jonsson said. Iceland provided one of the biggest shocks in European Championship history in France in June when they beat England 2-1 to reach the tournament quarter-finals, before going down 5-2 to the hosts. The team's distinctive clapping celebration with their fans earned cult status during the Euros and was even adopted by France on their journey to the final.

The Nagaland Football Coaches’ Association (NFCA) was formally launched here today at a function held Hotel Ura. This body was formed right after the felicitation programme of All India Football Federation (AIFF) ‘D’ License Course 2016. The idea behind the formation of this body is to work for the welfare of the football license coaches and to carry forward the game of football in the right perspective. Among the targeted activities included: refresher course to upgrade the skills of license coaches, coaching clinic, referee clinic etc. The NFCA team for the tenure 2016-19 was also announced at the function. Presently, there are 68 ‘D’ license coaches, 12 ‘C’ license coaches and 2 ‘B’ Licence coaches in the

LAhore, September 21 (pti): Pakistan captain Misbah-ul-Haq today received the ICC Test Championship mace for leading the side to the top of the ICC Test Team Rankings for the first time since the current rankings system was introduced in 2003. ICC Chief Executive David Richardson presented the mace to Misbah at the Gaddafi Stadium here and the Pakistan Test skipper said it was befitting that the mace presentation was taking place there. "There can't be a better location to receive the ICC Test Championship mace than this ground where we last played a home Test seven years ago," said Misbah. "It is ironic for both the players as well as the fans that the journey to the number-one position has been outside Pakistan. The players have missed on the crowd support, while the spectators have been unable to watch live some magnificent team and individual performances. But

I am confident that things will change and international cricket will soon return to Pakistan," he added.
