SEOUL, SEptEmbEr 9 (rEUtErS): North Korea tested its most powerful nuclear device on Friday, but the more worrying aspect for its rivals was Pyongyang’s claim that it had advanced its ability to make a nuclear weapon, by miniaturising and mounting a warhead on a missile. Its KCNA news agency said the test had used a nuclear warhead that had been “standardised to be able to be mounted on strategic ballistic rockets”. “The standardisation of the nuclear warhead will enable the DPRK to produce at will and as many as it wants a variety of smaller, lighter and diversified nuclear warheads of high-

er strike power,” KCNA said. There is little scientific evidence to verify that North Korea has perfected the science of creating a nuclear bomb small enough to fit on a ballistic missile and withstand the physics of atmospheric re-entry. But it may be getting closer. In April, a South Korean official said the North had accomplished miniaturisation of a warhead, although the Pentagon said it did not necessarily share that assessment. In March, North Korean leader Kim Jong Un met nuclear scientists working on miniaturisation. He was photographed at the visit looking at a small,

ball-like device which KCNA said was a miniaturised nuclear warhead. “They called the A-bomb they displayed ‘small-type’ or ‘miniaturised’, but it might be better to say ‘compact’,” said Joshua Pollack, editor of the Nonproliferation Review. “It looked bigger than what we would call miniaturised, but they wanted to show us that it would fit into an ICBM (inter-continental ballistic missile) nosecone.” “If it fits that nosecone, it ought to fit on a Scud or Rodong as well,” said Pollack. The Rodong is a North Korean medium-range missile tested earlier this week that can fire a 1 tonne (1,100 lb) warhead up to 2,000 km (1,250 miles). That would bring all of South Korea and Japan within range. After Friday’s test, however, experts were more focused on the intensity of the blast. Earthquakes triggered by North Korean nuclear tests have gradually increased in magnitude since Pyongyang’s first test in 2006, indicating the isolated country is steadily improving the destructive power of its nuclear technology. After Friday’s test, the U.S. Geological Survey (USGS) measured a magnitude of 5.3. In terms of energy, the USGS estimation translates to a nuclear blast potentially 2.8 times stronger than the estimation given by the South, according to a USGS tool used to calculate earthquake strength. tOrONtO, SEptEmbEr 9 (IANS): An estimated 3.3 million square kilometres -- almost 10 per cent -- of wilderness area has been lost over the last 20 years, finds a study that shows catastrophic declines in wilderness areas around the world. The alarming losses comprise a tenth of global wilderness since the 1990s -- an area twice the size of Alaska and half the size of the Amazon basin. The losses have occurred primarily in South America, which has experienced a 30 per cent decline in wilderness, and Africa, which has experienced a 14 per cent loss, the study said. “The amount of wilderness loss in just two decades is staggering,” Oscar Venter from the University

of Northern British Colombia in Canada. “If we don’t act soon, there will only be tiny remnants of wilderness around the planet, and this is a disaster for conservation, for climate change, and for some of the most vulnerable human communities on the planet,” added James Watson from the University of Queensland in Australia. For the study, the researchers mapped wilderness areas around the globe, with “wilderness” being defined as biologically and ecologically intact landscapes free of any significant human disturbance. The findings underscore an immediate need for international policies to recognise the value of wilderness areas and to ad-

dress the unprecedented threats they face, the researchers noted. “Without proactive global interventions we could lose the last jewels in nature’s crown. You cannot restore wilderness, once it is gone, and the ecological process that underpin these ecosystems are gone, and it never comes back to the state it was. The only option is to proactively protect what is left,” Venter noted. The United Nations and other international policy mechanisms have ignored globally significant wilderness areas in key multilateral environmental agreements and this must change, the researchers concluded, in the paper published in the journal Current Biology.

Parliamentary Secretary for Municipal Affairs, Economics & Statistics, R Tohanba today said the department is targeting upto 1 lakh beneficiary coverage under the Pradhan Mantri Awas Yojana or Housing for All (Urban) Mission. The housing for all mission is being implemented in all the 23 Urban Local Bodies (ULBs) in Nagaland at present. With the declaration of more towns being notified as statutory towns, Tohanba hoped that the Ministry will agree to include those new towns too. Informing that a plan of action is under preparation and recently 7 more town councils have been recognized and notified, he said there are now 27 town councils and three municipal councils in Nagaland. The scheme will continue till the year 2022 covering all the recognized urban areas/towns. He said this during a state level consultative meeting with urban local bodies for implementation of Pradhan Mantri Awas Yojana- Housing for All (Urban) under Ministry of Housing and Urban Poverty Alleviation. Tohanba added that in recent years, there has been a paradigm shift in the trend of urbanization in Nagaland state, with the urban population growth rising, and rural population declining. He said that a decade ago the 12th Year Plan used to emphasize upon rural development, however with the increasing de-

DImApUr, SEptEmbEr 9 (mExN): The Konyak Union (KU) in an emergency meeting today resolved to stand by its support to the state cabinet’s decision on 33% reservation for women in urban local bodies. A press note from the KU informed that the meeting was attended by all the KU Units, advisory board members and prominent leaders from Naginimora, Tizit, Mon, Aboi and Tobu at Mon Town. The meeting, it said “resolved to endorse its support for the emancipation of the women folk/ women reservation based on gradual observation and perseverance amongst Naga society.”

It welcomed the declaration of the State Government for conducting Municipal and Town Council election in the state of Nagaland, and “fully endorsed” its support to the State Government for conducting the election for municipal and town council as proposed or declared “so as to foster on in developing those long neglected and deprived urban towns in the state.” It was also resolved that in order to avoid confusion within Naga society, the Konyak Union (KU) “had agreed to propose for 25% reservation for the women folks in the nomination that guarantees equal voting rights and status as empowered to those elected members.”

Villages gear up for sustainable ecotourism

Kiphire, September 9 (mexN): As a follow-up to what had already been planned, the District Administration of Pungro Sub-Division organized ‘training cum orientation programme on ecotourism and hospitality’ at Pungro on September 7. The programme was carried out in collaboration with the Department of Environment, Forest and Climate Change and Department of Rual Development, Kiphire. This initiative lays one of the formidable and crucial steps in aligning the villages of Pungro to seal their mark as some of the promising Ecotourism destinations in the country and around the world. To give this vision of Ecotourism an anchoring start, six viable villages namely Fakim, Thanamir, Salomi, Mimi, Moya and Khonjiri were selected, all

of which are known for their unique flair that has managed to woo their visitors in more ways than one. Wenyei Konyak, ADC Pungro in his welcome address, emphasized on the tourism potential that had largely remained untapped till now, thereby denying the locals of the economic benefit that comes along with it. tourism’ and demonstrated on how to set up camping equipments that were to be provided to the villages. On Sustainable Ecotourism, he advocated that it is all about conserving the natural resources and protecting our culture and tradition that forms the basis for a sustained economic benefit out of tourism. He also invoked the idea of how tourists can be attracted throughout the year by streamlining different activities for visitors in different seasons. Following this, equipments such as tents, sleeping bags, sleeping mats, trekking shoes, rain coats and head lamps were distributed to the six villages. Dr. Zelhou Keyho, General Secretary, NBCC, Sashila Ozukum, Administrator, Hope Academy Dimapur and Ravolü Tetseo, Administrator, Life Foundation School, Chümukedima. The topics dealt were ‘Church and Education: Meeting the Challenges,’ ‘Challenges and Prospects of School Administrator,’ and ‘Counseling Issues.’ The Conference started with a report and presentation of vision by Rev. This center becomes the 12th Health Sub Centre under Chumukedima Primary Health Centre. The village also observed ‘no tobacco free village’ during the function and the CMO Dimapur remarked that this would further enhance the health status of the villagers. Villagers fix 19km road stretch in Senapati District Senapati, September 9 (ani): Villagers in Senapati District of Manipur have shown a great example of perseverance and sends out a strong message to the policy makers by repairing the 19 kms long stretch dilapidated roads by pooling in fund and manpower by themselves. Located in Senapati district, the Maram-Purul-Phaibung road is a state highway which connects Ukhrul district. It is also an important lifeline for nearly 60 villages to connect to

the main town. As the state highway has been lying in a very deplorable condition for long enough despite numerous petitions to concerned authorities by the villagers, residents of the villages under the aegis of Purul Union and Khoide Union have started road improvement work more than ten days back within their respective areas after a directive was issued by to this effect by the Lupao Naga Union. Around 2000 men and women of Senapati district

have volunteered to repair the road as the condition has become unfit for travel. The stretch is dotted with hazardous potholes, while the black topping has decayed. Mudslide during rainy seasons has been one main cause for accidents. imphal, September 9 (ianS): Animal health experts in Manipur on Friday confirmed the outbreak of swine fever in Moreh on the India-Myanmar border. Disclosing this to reporters, officials said that preventive measures have been taken to ensure that the killer disease does not spread to other areas. However they dodged questions on the so-called preventive measures since veterinarians have been telling the tribal pig owners at Moreh that there is no vaccine and the only refrigerator has been out of order for more than 4 years. The officials said that there have been some deaths of pigs while many others are now ill. One official said,"This is a common disease among the pigs kept in various parts of Manipur. The pigs lose appetite, feel drowsy and then eventually die. If timely medicines are administered the pigs could be saved". Though there is no official announcement, the district administration is not permitting import of pork from the other side of the international border leading to a sharp decline in the sale and consumption of pork. Some bootleggers selling illicit country liquor told IANS that they have stopped serving fried and curried pork. The tribals of the area have no idea of how to cope with the losses they have suffered. The government has also not assisted them in any way. There are also increasing complaints from local residents against people keeping pigs in residential areas in view of the outbreak of the fever. Officials told IANS that the situation is not so dire as yet as to start culling the pigs.

Meghalaya ratifies GST Bill

Shillong, September 9 (ianS): Meghalaya on Friday became the 21st state to ratify the Constitution Amendment Bill on the Goods and Services Tax (GST) as the assembly unanimously gave its assent. It is the fifth Congressruled state after Himachal Pradesh, Puducherry, Mizoram and Arunachal Pradesh to ratify the GST Bill. Law Minister Roshan Warjri moved the resolution seeking approval of the House to ratify the Constitution (122nd Amendment) Bill, 2014, which was approved by a voice vote. Before putting the resolution for approval of the constitution amendment, Speaker Abu Taher Mondal asked if any of the members were interested in the discussion, but none came forward. However, Opposition Chief Whip James Sangma said that they could not participate in the discussion as the government did not supply the necessary papers before the session. "Time and again, we have been asking that MLAs should be supplied with necessary papers. When we were not given those papers, how you expect us that within half an hour after seeing the papers lying in-front of us today, we can discuss about this," Sangma told journalists. "A bill is not an ordinary document, it has a lot of nuances that need to be

understood, and then go ahead and debate," he further added. Chief Minister Mukul Sangma said that GST will bring in much needed transparency and higher investments in the coming years. State Taxation Minister Zenith Sangma said: "After GST is implemented, the state like Meghalaya will benefit a lot. There will be one rate fixed which is not yet been done, that is called revenue neutral Rate so all the state is looking at 18 percent to be the RNR which may be acceptable for the manufacturing as well as consuming state and when this is implemented, consuming state like Meghalaya will be benefitted a lot." On Thursday, President Pranab Mukherjee gave his assent to the landmark Bill. The government targets to implement the GST system, which envisages a single indirect tax that subsumes most central and state taxes like VAT, service tax, central sales tax, excise duty, etc, from April 1, 2017. The central government will have to pass the Central GST and Integrated GST Bills, while the states will need to approve their respective GST legislations. The states will, however, be able to adopt a GST structure that is different from that recommended by the GST Council, whose recommendations will not be binding on the states.

Abu Taher Mondal today admitted a resolution seeking his removal and posted the matter for discussion on September 16, the last day of the session. The resolution was moved by opposition National People's Party legislator James K Sangma who accused Mondal of curtailing the vibrancy of the legislature and delaying construction of the Assembly building. Sangma moved the resolution under Clause(c) of Article 179 of the Constitution and Rule 135 of the Rules and Procedure of Business in the Meghalaya Legislative Assembly on the first day of the autumn session. Now therefore, this House expresses its want of confidence in him and hereby resolves to remove him from the

Some of the injured students were rushed to hospital. The monsoon session which had just two sittings was adjourned sine die on Monday without passing the bill. On Friday the government announced that all schools, colleges, government offices, banks and other commercial institutes, law courts shall be closed on September 13 on the occasion of the Muslim religious festival. ‘Need to adopt paradigm shift to address issues of PWDs’ Morung Express News Dimapur | September 9

An awareness-cum-sensitization workshop on rehabilitation of persons with disabilities (PWDs), organized by Ali Yavar Jung National Institute for the Hearing Handicapped, Mumbai, DEPwD, Ministry of Social Justice & Empowerment, GoI in collaboration with Nagaland State Social Welfare Department and Prodigals’ Home, Dimapur, was held here at Town Hall on Friday. Deputy Commissioner, Dimapur, Kesonyu Yhome, who was the chief guest, stressed on the need to adopt a paradigm shift in addressing issues relating to PWDs, adding that the “bureaucratic approach” had not been able to deliver the desired results. The DC said the approach should be to shift from “just rehabilitation” of PWDs to their empowerment so that the PWDs can live normal lives and with dignity.

Drawing attention on the society’s approach towards such disability, the Ministry said that till the 1980s hearing impaired people were called “mad or crazy” and were the object of ridicule and even considered a curse from God. “Families hid them from the society and it took many years for society in Nagaland to accept the deaf people as contributing members of the society,” conveyed the Deaf Biblical Ministry. However, with the change of mindset, between the years 2010-2016 there has been immense development where the persons with HI after their education, have become independent and are involved in different professions. He sent me one of a cold, unsmiling villain with "DO I LOOK LIKE I CARE?" on his shirt. Women are much more likely to blame themselves for problems, and his collection includes a mugshot of an arrested female wearing a T-shirt saying: "I'm sorry, it's my fault". If she pleads not guilty in court, the shirt is going to be a problem. This can also be said about a man arrested with "I'M PROBABLY LYING" emblazoned across his chest. Apt slogans are seen less often where I live in Asia, since our goods tend to have random, surreal sentences on them, such as: "So happy is my cucumber wind." And, of course, there are the many unintentionally ironic people who comment "your stuped" (sic) on the web versions of my articles. Someone sent me a picture of a bumper sticker from a car in the US: "Your in America speak English." We need to pass a law now, before the climate change apocalypse, that allows us to legally eat anybody who writes "your" for "you're": Who's with me on that? Everybody. I thought so. A few days ago, my news feed reported that insurance agents told the pastor of a storm-damaged church in Pennsylvania that they would get no money as floods are classified as "acts of God". The pastor took it in good humour, which seems wise. You can't win so you might as well smile. Meanwhile, I need a judge who will listen when I explain that the movement of the Earth means it is scientifically impossible to move at less than 1,000 kilometres a second. And not double the penalty.

Clashes in Kashmir, army to be deployed in valley

Srinagar, September 9 (ianS): Dozens of civilians were injured in clashes with security forces in continuing protests in the Kashmir Valley on Friday as the army was set to be deployed in the restive southern districts. Home Minister Rajnath Singh said in Panaji that the situation in the valley was "under better control than earlier" and "will be under complete control" in coming days. The comments came as government sources in Srinagar told IANS that more paramilitary troopers were being sent to the valley and the army was being deployed in south Kashmir, the hub of the ongoing unrest on the streets. However, the army, which is neither trained in nor equipped with nonlethal weapons, has been told not to get into mob control and react only in "self-defense" if their pickets and camps are attacked by stone-pelting protesters. The sources said the army would launch a major offensive against militants believed to have crossed over from Pakistan and are fanning trouble in the aftermath of the July 8 killing of Hizbul Mujahi-

The authorities also didn't allow congregational midday prayers at Srinagar's Jamia Masjid the largest mosque in Jammu and Kashmir - for the eighth Friday in a row. Police said curfew was imposed in the old city that houses the mosque to prevent post-Friday prayer stone-pelting protests in the volatile areas around Jamia Masjid. Police also foiled a scheduled press conference of hardline separatist Syed Ali Shah Geelani at his Hyderpora residence. Geelani later issued a nearly 2,000-word press statement to the media in which he thanked Pakistan and China for their support to Kashmiris "in their fight for the right to self-determination". The separatist leader vowed to carry on with the agitation as the "spirit of the struggle for freedom has been seamlessly passed on to the next generation. "No fight is possible without people willing to sacrifice their lives and livelihoods," he said, hinting that the shutdown won't be called off even as the Muslim festival of Eid is being celebrated on Tuesday.

aging the people of India to nominate achievers for the Padma Awards," sources said. It is a step towards transforming the national awards into a truly people's award which will no longer remain restricted to elite rulers, they said. Opening up of the nomination process to the general public will also help in identifying unsung or lesser known people of excellence, the sources said. to participate," the sources added. They said the changes in the nomination process is aimed at curbing the crony culture of influence and lobbying. 19 killed, 43 injured as bus falls off bridge bHubaneSwar, September 9 (pti): At least 19 people were killed and 43 injured, many of them critically, when the bus they were travelling in fell 40 feet off a bridge in Odisha's Angul district today. The mishap took place near Deulijhari when the bus from Boudh to Athamallik fell off the bridge at Puruna Manitri, DGP KB Singh said. "So far, 19 persons have lost their lives in the incident. While 16 persons died at Athamallik, including 14 on the spot, three others succumbed during treatment at the district headquarters hospital at Angul," Dr Bidyadhar Sahu, Chief District Medical Officer, Angul, told PTI. He said of the 43 injured admitted at the district headquarters hospital at Angul, three died while 23 others were shifted to SCB Medical College Hospital and four of the critically injured persons were airlifted to Cuttack. State Health Minister Atanu S Nayak

was camping at SCB Medical College to monitor the situation there. "We have formed special teams of doctors and a special ward for the treatment of those injured. They have been provided medical assistance for free as per the decision of the state government," Nayak said. Himachal Pradesh Power Corporation, a state enterprise, had appealed against an order by the National Green Tribunal (NGT) directing it to seek consent from four village councils for the hydroelectric project, in accordance with the Forest Rights Act. The case was due to be heard in the Supreme

Court on Friday. The petition had said that the order was not practical, as indigenous people were unskilled and incapable of taking informed decisions on technical matters. India's Forest Rights Act of 2006 gives indigenous people and forest dwellers the right to manage and govern their traditional forests and resources. Any infrastructure or development project that requires forest land to be cleared needs the consent of the gram sabha, or village council. "We have to move away from the idea of the gram sabha as illiterate people plotting to derail development," environment lawyer

North Korea conducts fifth and largest nuke test SEOUL, SEptEmbEr 9 (rEUtErS): North Korea conducted its fifth and biggest nuclear test on Friday and said it had mastered the ability to mount a warhead on a ballistic missile, ratcheting up a threat that its rivals and the United Nations have been powerless to contain. The blast, on the 68th anniversary of North Korea’s founding, was more powerful than the bomb dropped on Hiroshima, according to some estimates, and drew condemnation from the United States as well as China, Pyongyang’s main ally. Under 32-year-old dictator Kim Jong Un, North Korea has accelerated the development of its nuclear and missile programs despite U.N. sanctions that were tightened in March and have further isolated the impoverished country. South Korean President Park Geun-hye, in Laos after a summit of Asian leaders, said Kim was showing “maniacal recklessness” in completely ignoring the world’s call to abandon his pursuit of nuclear weapons. U.S. President Barack Obama, aboard Air Force One on his way home from Laos, said the test would be met with “serious consequences” and held talks with Park and with Japanese Prime Minister Shinzo Abe, the White House said. China said it was resolutely opposed to the test and urged Pyongyang to stop taking any actions that would worsen the situation. It said it would lodge a protest with the North Korean embassy in Beijing. North Korea, which labels the South and the United States as its main enemies, said its “scientists and technicians carried out a nuclear explosion test for the judgment of the power of a nuclear warhead,” according to its official KCNA news agency. ‘Scotland will not hold independence vote for 5 yrs’ EDINbUrGH, SEptEmbEr 9 (rEUtErS): Scotland will not hold another vote on independence in the next five years because there is no sign it can be won, but the risk of secession from the United Kingdom is growing, a former Scottish first minister predicts. Henry McLeish said Scotland’s future would depend on the deal struck by British Prime Minister Theresa May in divorce talks with the European Union and its impact on the overwhelming majority of Scots who had wanted to remain in the bloc. That carried more weight than any fresh independence offer from the Scottish National Party (SNP) which runs the country’s devolved government, he said. “The (Conservatives) are playing Russian roulette with Scotland and its role within the UK,” McLeish, a Labour Party first minister from 2000 to 2001, told Reuters in an interview. “The grave danger is not of another (Scottish) referendum in the short term, but that (May) continues to alienate Scots who are not born-again nationalists or even traditional nationalists, but are the people who the SNP is now trying to reach out to win 60-40 or even 65-35 in another referendum.” Scots rejected independence by a 10 point margin in 2014. But while Britain as a whole voted to leave the European Union in June, Scots backed remaining in the bloc by 62 to 38. Scotland’s First Minister Nicola Sturgeon has pledged to honour their vote by whatever means necessary, including via a possible new referendum on independence although she has also named a “Brexit” minister, Michael Russell, to ensure Scotland’s voice is heard during negotiations. Broadly speaking, polls show increased support for independence since 2014, but not enough to win. “There won’t be another referendum in the next five years because Nicola won’t win,” McLeish said. McLeish, a professional soccer player before becoming a politician, dismissed an SNP campaign launched last week to survey Scots’ desire for independence as a “delaying” ruse to win the SNP time while Britain’s new trading and political partnerships are worked out, a process that he calculates could take at least five years. Scotland seceding from the United Kingdom would end a three-centuries-old union. Sturgeon has indicated that maintaining EU single market access for Scottish goods and services is a red line for Scotland. On Wednesday she said that May did not have a mandate to take the United Kingdom out of the single market. McLeish said that gave his own Labour party, currently suffering internal disarray, an “open goal” to develop a federal or home-rule alternative for Scotland, in which power is shared with the national government in London. However, with the Labour split between members who supported leader Jeremy Corbyn and senior party lawmakers who did not, it meant the party had “yet to come out onto the pitch”, he said. “(Nevertheless) it will be the Labour party who decides whether we stay in the UK or become independent because the Labour party vote is still sizeable,” he said.

“The standardisation of the nuclear warhead will enable the DPRK to produce at will and as many as it wants a variety of smaller, lighter and diversified nuclear warheads of higher strike power,” KCNA said, referring to the country’s formal name, the Democratic People’s Republic of Korea. It was not clear whether Pyongyang had notified Beijing or Moscow of its planned nuclear test. Senior officials from Pyongyang were in both capitals this week. Chinese Foreign Ministry spokeswoman Hua Chunying said she had no information to provide when asked if China had advance warning of the test, and would not be drawn on whether China would support tougher sanctions against its neighbour. Although Beijing has criticised North Korea’s nuclear and missile tests, it has repeatedly expressed anger since the United States and South Korea decided in July to deploy the Terminal High Altitude Area Defence (THAAD) anti-missile system in the South. China calls THAAD a threat to

its own security and will do nothing to bring North Korea back to the negotiating table on its nuclear programme. Jeffrey Lewis of the Californiabased Middlebury Institute of International Studies said the highest estimates of seismic magnitude suggested this was the most powerful nuclear test conducted by North Korea so far. He said the seismic magnitude and surface level indicated a blast with a 20- to 30-kilotonne yield. Such a yield would make this test larger than the nuclear bomb dropped by the United States on the Japanese city of Hiroshima in World War Two. “That’s the largest DPRK test to date, 20-30kt, at least. Not a happy day,” Lewis told Reuters. South Korea’s military put the force of the blast at 10 kilotonnes, which would still be the North’s most powerful nuclear blast to date. “The important thing is that five tests in, they now have a lot of nuclear test experience. They aren’t a backwards state any more,” Lewis said.

China, Pyongyang’s main diplomatic ally, is key in any effort to rein in North Korea’s nuclear programme. But it has been infuriated by the isolated nation’s nuclear and missile tests and has signed up to increasingly tough United Nations sanctions. Foreign ministry spokeswoman Hua Chunying said China would lodge a diplomatic protest with North Korea at its embassy in Beijing for conducting the test. Beijing has also repeatedly expressed anger since the United States and South Korea decided in July to deploy the Terminal High Altitude Area Defence (THAAD) anti-missile system in the South to counter missile and nuclear threats from North Korea. China says this is a threat to its own security and will do nothing to bring North Korea back to the negotiating table on its nuclear programme. China’s official Xinhua news agency, in a commentary after North Korea confirmed the test, said it was shocking and unwise and would only “add oil to the flames”. But it added that nobody benefited from chaos or war in Korea and all parties in the international community should exercise restraint and avoid doing anything that is “mutually irritating”. “Not long along, South Korea ignored the strong opposition of neighbouring countries and decided to deploy the THAAD system, which is diametrically opposed to efforts to maintain peace and stability on the peninsula, has seriously damaged regional strategic balance and caused a rise in tensions on the peninsula.” Previous recent comments from China following North Korean missile tests, including one on Monday when China was hosting the G20 summit, have pointedly not mentioned North Korea by name. World Vision lays off contractors in Gaza after Israel allegations GAZA, SEptEmbEr 9 (rEUtErS): Christian aid group World Vision has laid off about 120 contractors in the Gaza Strip following allegations by Israel that the agency’s operations manager in the territory had diverted funds to the Islamist group Hamas. In an Aug. 29 letter handed to contractors at a meeting in Gaza, the NGO said its bank accounts in Jerusalem had been frozen by Israeli authorities and it was no longer able to transfer money to Gaza, making it impossible to pay them. The letter said World Vision was living through a big crisis and its sources of funding had been affected. It was written in Arabic and a copy was sent to Reuters. “Because of the crisis, we have frozen all our activities in Gaza. Our bank accounts in Jerusalem were frozen by the (Israeli) authorities, which also prevented us from making any transfers to Gaza. “Because of these conditions that are beyond the control of World Vision, we will not be able to keep your job at the present stage because we will not be able to transfer any salaries or any other payments.” A spokesman for World Vision spokesman would not confirm that

the contractors had been laid off, saying only that the agency’s operations in Gaza had been suspended following the accusations against the operations manager, Mohammad El Halabi. “Due to the seriousnes of the allegations laid against Mohammad El Halabi, World Vision has suspended operations in Gaza,” the organisation said. “We are conducting a full review, including an externally conducted forensic audit.” Israel arrested El Halabi in June and last month accused him of funnelling tens of millions of dollars to Hamas, the Islamist militant group that has controlled the territory since 2007. Halabi has denied any wrongdoing via his lawyer. He has been charged and has appeared at a pre-trial hearing held in secret. World Vision and Amnesty International have called on Israel to ensure he receives a fair and transparent trial. Israeli officials accuse Halabi of siphoning off more than $7 million a year since 2010 to pay Hamas fighters, buy arms, pay for the group’s activities and build fortifications. World Vision has disputed the allegations, saying in a statement on

Aug. 8 that its total operating budget in Gaza over the past 10 years was around $22.5 million, making the alleged diversion of nearly $50 million “hard to reconcile”. Some foreign diplomats have expressed concern at Israel’s presentation of the case and sought clearer evidence for the numbers. Since the allegations emerged, however, Australia has suspended funding to the aid group. One of the contractors laid off told Reuters World Vision had emphasised the situation was out of its control. “They said it was about the freezing of transfers and nothing else, when we asked them if that had to do with Halabi’s case,” he said, asking not to be named because he did not want to jeopardise the payment of funds he is still awaiting. The termination letter informed contractors World Vision was looking at ways to pay all amounts owed to them through legal channels and “we hope this happens in the near future”. The statement asked signatories to hand over belongings that they had received from the aid group including mobile phones, work identity cards and computers.

Hua, the Chinese spokeswoman, said she had no information to provide on whether Beijing received advance warning. She would also not be drawn on whether China would support further sanctions, saying only that it has fulfilled previous U.N. resolutions and would continue to take a responsible and constructive attitude towards talks at the Security Council. Another Beijing-based diplomatic source said the level of Beijing’s anger with South Korea could be seen with what he termed as the unusually strong public comments about THAAD by President Xi Jinping when he met South Korea’s president this week on the sidelines of the G20 summit. “Mishandling the issue is not conducive to strategic stability in the region and could intensify disputes,” Xi was quoted by China’s Foreign Ministry as saying.

FIFA's ethics committee said that its investigators had opened formal proceedings against both men, along with former finance director Markus Kattner, for possible ethics violations which included "bribery and corruption." It said the suspected violations were "in the context of salaries and bonuses paid to Mr Blatter, Mr Valcke and Mr Kattner as well as other provisions included in the contracts of these three individuals." They were also suspected of having breached rules concerning general conduct, loyalty, conflicts of interest and "offering and accepting gifts and other ben-

efits." Blatter, Valcke and Kattner could not immediately be reached for comment, although the three have in the past denied wrongdoing. FIFA said in June that an internal investigation revealed that the three officials had received 79 million Swiss francs ($81 million) in compensation over five years, calling them "massive payouts". Real Madrid manager Zinedine Zidane said the ban was "absurd" and "unfair" at a Madrid press conference on Friday focused on the aftermath of the FIFA sanction, reports Efe. "I don't understand anything. It's unfair, absurd. We're going to wait and hope the issue gets resolved," the French manager said. Zidane's sons Enzo and Luca, both players in Real Madrid's youth teams, were involved in the FIFA investigation due to alleged irregularities in their registration. The football authority had argued that Zidane's children had been officially registered as already living in Madrid when they entered the club, but their actual place of residence at the time was outside Spain. Real Madrid disputes these claims. FIFA maintains a strict control over transferring minors across international borders. Acid attack survivor redefines beauty at NY Fashion Week

eshma Qureshi, an Indian model who was scarred in an acid attack, challenged perceptions of beauty as she strutted down the runway at New York Fashion Week to promote a ban on the sale of corrosive substances used to maim thousands of women and children each year. A smiling Quereshi, 19, opened the FTL Moda show on Thursday to applause in a long-sleeve, white gown with embroidered appliques by Indian designer Archana Kochhar during her first trip to the United States. The buzz and glamour of the event was a world away from Allahbad, India, where she suffered severe facial burns and lost an eye two years ago after being attacked with sulfuric acid by her estranged brother-in-law and two men. Quereshi never thought she would be going abroad, much less modeling in New York. After enduring numerous skin graft surgeries and contemplating suicide, she met the founder of Make

Love Not Scars, a group that helps survivors of the gender-based crimes. Quereshi is the face of the group’s online video campaign, which has been viewed by 1.3 million people and led to her appearance in New York. “I couldn’t believe it was happening to me,” Quereshi said about the trip through a translator. “In that moment I felt extremely happy.” She said she hopes her turn on the catwalk will

inspire hope and confidence in other acid attack survivors and spur countries to regulate the sale of cheap and easily available acids. “No one else understands what an acid attack is except the survivors themselves,” she said. “I do not want this to happen to anyone else.” About 1,500 acid attacks are reported each year, but Jaf Shah, the executive director of the London-based charity Acid Survivors Trust Inter-

national (ASTI), said the real number is many times higher. “There are whole swathes of regions across the globe where acid attacks are occurring but are not being recorded,” he said in an telephone interview. “It is not reported for fear there might be reprisals from the perpetrators due to the fact that survivors and their immediate family have no confidence in the police or the judi-

ciary to take action.” India has the highest number of recorded attacks, which are often a form of revenge by jilted husbands or rejected suitors. ASTI describes it as a global phenomenon that occurs in countries ranging from Afghanistan and Iran to Nigeria and Colombia. Shah said limiting the sale of acid, punishments for attackers, and compensation and care for survivors, are needed. Increasing diversity on the catwalk has been an aim of FTL Moda. The production company has featured models with disabilities, in wheelchairs, on crutches and amputees. 7. Cost to Company (CTC). The CTC for a sub Lieutenant would be approximately Rs. 87,600 to 90000/-. This includes Basic Pay, DA, Grade Pay, Military Service Pay, Flying Allowance, House Rent Allowance and Transport allowance. These rates are not statutory and are subject to change. There rates are likely to revise post implementation of 7th CPC. 8. Privileges. In addition to the CTC mentioned above, Navy provides Free Medical Facilities for Self & dependents, Canteen Facilities, Entitled Ration, Mess/Club/Sports Facilities, Furnished Govt. 9. Group Insurance & Gratuity. Insurance cover of Rs. 57 lakhs for pilot and Rs 50 lakhs for NAIC (on contribution) and gratuity will be granted to the officer as per the latest rules in force. 10. Leave Entitlements. On Commission, officers are entitled to 60 days annual and 20 days casual leave every year (subject to service exigencies). They are also entitled for 40% rail concession to any place and free travel (as per extant rules) for self and dependents. They are entitled to encashment of leave up to 300 days. Leave during training period will be as per the extant policy in force. 11. Sports & Adventure. The Navy provides facilities to pursue any sport of your liking. In addition, one can learn and participate in adventure sports, such as river rafting, mountaineering, hot air ballooning, hand gliding, wind surfing etc.

DUTIES OF PILOT OFFICER

12. On completion of basic flying training and on award of ‘wings’ after commission, you would have an opportunity to fly Fixed Wing Aircraft or helicopters. You would be flying machines at the cutting edge of technology. You would actively participate in all facets of Naval operations, i.e. Air, Surface and sub-surface operation. An honourable exciting and adventurous life awaits you as a pilot in the Indian Navy.

DUTIES OF AN NAIC OFFICER 13. As a Naval Armament Inspection officer, you will be responsible for inspection of the armament supplied to the Navy by various agencies. You will also be responsible for in house Research & Development, leading to indigenisation, and will have to ensure the quality, safety and reliability of Naval Armament and Stores procured by the Navy. In no other career, an officer gets exposed to such a wide spectrum of opportunities to keep abreast of modern and latest technological development in the field of armament. To enable you to perform your duties diligently, The Navy will provide you with some of the finest training facilities which will turn you in to a skilled professional, mentally agile and a physically fit officer.

SELECTION PROCEDURE

14. (a) Candidates will be issued call up for Service Selection Board (SSB) interviews based on their performance in educational qualification. Integrated Headquarters, Ministry of Defence (Navy) reserves the right to shortlist applications and to fix cut off percentage. No communication will be entertained on this account. (b) SSB interviews for short-listed candidates will be scheduled from Dec 16 to Mar 17 at Bangalore for pilot entry, SSB interviews for NAIC will be scheduled at Bangalore/Bhopal/Coimbatore/Visakhapatnam. Shortlisted candidates will be informed about their selection for SSB interview on their e-mail or through SMS (provided by candidates in their application form). (c) The total duration of SSB interviews is five days consisting of stage I (Day one) and stage II (Four days). Stage I Tests, consist of Intelligence Tests, Picture Perception and Group Discussion Tests. Candidates who fail to qualify in Stage I will be sent back on the same day from SSB Centre. Stage II Tests consists of Psychological Tests, Group Task Tests and Interview. Successful candidates will undergo medicals examination (approx 3-5 days). Candidates of Pilot entry are also required to undergo PABT (Pilot Aptitude Battery Test) followed by Aviation medical examination. (d) Candidates recommended by the SSBs, cleared PABT (for Pilot Entry) and declared medically fit will be appointed for training based on merit list and depending on the number of vacancies available. (e) Any correspondence regarding change of SSB dates be addressed to the President of the SSB on receipt of call up letter. (f) No compensation will be paid in respect of any injury sustained to a candidate during SSB tests. (g) Return First Class (AC III Tier/AC Chair Car) rail fare is admissible for the SSB interview, if appearing for the first time for this Commission on production of railway ticket.

SHORT SERVICE COMMISSION 15. (i) For Pilot. Short Service Commission is granted for a term of 14 years.

No extension will be given beyond 14 years. (ii) For NAIC. Short Service Commission is granted initially for 12 years extendable by 2 years. No extension will be given beyond 14 years. (iii) Officers inducted under these schemes will not be given extension beyond fourteen years and will not be eligible for Permanent Commission. The Officers will be on probation for a period of two years or till completion of their initial training (whichever is later), during which they are liable to be discharged if their performance is unsatisfactory on professional/medical/disciplinary grounds.

Training. 16. The training is tentatively scheduled to commence in the month of Jun 2017 at Indian Naval Academy (INA), Ezhimala. Full pay and allowances are admissible to the officers whilst under training. Only unmarried candidates are eligible to undergo training. If an officer voluntarily withdraws from initial training, or resigns during the probationary period, he/she shall be required to refund the cost of training in whole or in part, as may be determined by the Govt, and all money received by him/her as pay and allowances from the Govt. together with the interests on the said money calculated at the rate enforced for Govt. loans. 17. Pilot Entry. Pilot candidates will undergo 22 weeks of Naval orientation course (NOC) at INA, Ezhimala followed by Stage I and Stage II flying training at the Air Force Academy/Naval Establishment/Indira Gandhi Rashtriya Udaan Academy (IGRUA). On successful completion of training, the candidates will be awarded ‘wings’. The candidates will be entitled for flying pay and allowances only after award of ‘wings’.

18. NAIC Entry. Candidates will undergo Naval Orientation Course at the Indian Naval Academy, Ezhimala, Kerala followed by professional training at various Naval Training Establishments/Units/Ships. Full pay and allowances are admissible to officers whilst under training.
