SEOUL, SEptEmbEr 9 (rEUtErS): North Korea tested its most powerful nuclear device on Friday, but the more worrying aspect for its rivals was Pyongyang’s claim that it had advanced its ability to make a nuclear weapon, by miniaturising and mounting a warhead on a missile. Its KCNA news agency said the test had used a nuclear warhead that had been “standardised to be able to be mounted on strategic ballistic rockets”. “The standardisation of the nuclear warhead will enable the DPRK to produce at will and as many as it wants a variety of smaller, lighter and diversified nuclear warheads of high-

er strike power,” KCNA said. There is little scientific evidence to verify that North Korea has perfected the science of creating a nuclear bomb small enough to fit on a ballistic missile and withstand the physics of atmospheric re-entry. But it may be getting closer. In April, a South Korean official said the North had accomplished miniaturisation of a warhead, although the Pentagon said it did not necessarily share that assessment. In March, North Korean leader Kim Jong Un met nuclear scientists working on miniaturisation. He was photographed at the visit looking at a small,

ball-like device which KCNA said was a miniaturised nuclear warhead. “They called the A-bomb they displayed ‘small-type’ or ‘miniaturised’, but it might be better to say ‘compact’,” said Joshua Pollack, editor of the Nonproliferation Review. “It looked bigger than what we would call miniaturised, but they wanted to show us that it would fit into an ICBM (inter-continental ballistic missile) nosecone.” “If it fits that nosecone, it ought to fit on a Scud or Rodong as well,” said Pollack. The Rodong is a North Korean medium-range missile tested earlier this week that can fire a 1 tonne (1,100 lb) warhead up to 2,000 km (1,250 miles). That would bring all of South Korea and Japan within range. After Friday’s test, however, experts were more focused on the intensity of the blast. Earthquakes triggered by North Korean nuclear tests have gradually increased in magnitude since Pyongyang’s first test in 2006, indicating the isolated country is steadily improving the destructive power of its nuclear technology. After Friday’s test, the U.S. Geological Survey (USGS) measured a magnitude of 5.3. In terms of energy, the USGS estimation translates to a nuclear blast potentially 2.8 times stronger than the estimation given by the South, according to a USGS tool used to calculate earthquake strength. tOrONtO, SEptEmbEr 9 (IANS): An estimated 3.3 million square kilometres -- almost 10 per cent -- of wilderness area has been lost over the last 20 years, finds a study that shows catastrophic declines in wilderness areas around the world. The alarming losses comprise a tenth of global wilderness since the 1990s -- an area twice the size of Alaska and half the size of the Amazon basin. The losses have occurred primarily in South America, which has experienced a 30 per cent decline in wilderness, and Africa, which has experienced a 14 per cent loss, the study said. “The amount of wilderness loss in just two decades is staggering,” Oscar Venter from the University

of Northern British Colombia in Canada. “If we don’t act soon, there will only be tiny remnants of wilderness around the planet, and this is a disaster for conservation, for climate change, and for some of the most vulnerable human communities on the planet,” added James Watson from the University of Queensland in Australia. For the study, the researchers mapped wilderness areas around the globe, with “wilderness” being defined as biologically and ecologically intact landscapes free of any significant human disturbance. The findings underscore an immediate need for international policies to recognise the value of wilderness areas and to ad-

dress the unprecedented threats they face, the researchers noted. “Without proactive global interventions we could lose the last jewels in nature’s crown. You cannot restore wilderness, once it is gone, and the ecological process that underpin these ecosystems are gone, and it never comes back to the state it was. The only option is to proactively protect what is left,” Venter noted. The United Nations and other international policy mechanisms have ignored globally significant wilderness areas in key multilateral environmental agreements and this must change, the researchers concluded, in the paper published in the journal Current Biology.

Parliamentary Secretary for Municipal Affairs, Economics & Statistics, R Tohanba today said the department is targeting upto 1 lakh beneficiary coverage under the Pradhan Mantri Awas Yojana or Housing for All (Urban) Mission. The housing for all mission is being implemented in all the 23 Urban Local Bodies (ULBs) in Nagaland at present. With the declaration of more towns being notified as statutory towns, Tohanba hoped that the Ministry will agree to include those new towns too. Informing that a plan of action is under preparation and recently 7 more town councils have been recognized and notified, he said there are now 27 town councils and three municipal councils in Nagaland. The scheme will continue till the year 2022 covering all the recognized urban areas/towns. He said this during a state level consultative meeting with urban local bodies for implementation of Pradhan Mantri Awas Yojana- Housing for All (Urban) under Ministry of Housing and Urban Poverty Alleviation. Tohanba added that in recent years, there has been a paradigm shift in the trend of urbanization in Nagaland state, with the urban population growth rising, and rural population declining. He said that a decade ago the 12th Year Plan used to emphasize upon rural development, however with the increasing de-

KU stands by 33% women’s reservation

DImApUr, SEptEmbEr 9 (mExN): The Konyak Union (KU) in an emergency meeting today resolved to stand by its support to the state cabinet’s decision on 33% reservation for women in urban local bodies. A press note from the KU informed that the meeting was attended by all the KU Units, advisory board members and prominent leaders from Naginimora, Tizit, Mon, Aboi and Tobu at Mon Town. The meeting, it said “resolved to endorse its support for the emancipation of the women folk/ women reservation based on gradual observation and perseverance amongst Naga society.”

It welcomed the declaration of the State Government for conducting Municipal and Town Council election in the state of Nagaland, and “fully endorsed” its support to the State Government for conducting the election for municipal and town council as proposed or declared “so as to foster on in developing those long neglected and deprived urban towns in the state.” It was also resolved that in order to avoid confusion within Naga society, the Konyak Union (KU) “had agreed to propose for 25% reservation for the women folks in the nomination that guarantees equal voting rights and status as empowered to those elected members.”

He continued that women’s involvement as equal partners with men would be a great asset to Naga society. Commissioner & Secretary for Municipal Affairs, Menukhol John meanwhile stressed on the need to provide better housing facility to the people of the state. He said the department will formulate an action plan and submit it to the centre. Later, Municipal Affairs Assistant Director, Kevilenuo Solo gave a power point presentation on PMAYHFA(U) while Municipal Affairs Secretary, Kevekha Kevin Zehol wrapped up the programme.
