‘Minimize the vulnerability of SSA teachers’ DIMAPUR, SEPTEMBER 10 (MExN): The Nagaland SSA Teachers’ Association (NSSATA) today appealed to the Nagaland state government to make necessary arrangements for salary components in order to “minimize the vulnerability of the SSA teachers in terms of survival and discharge of their duties which affects the entire educational system.” A press release from NSSATA asst. general secretary, Rampaule Poireng and vice president, John Pihoshe Sema also acknowledged the State government and it’s implementing agencies for fulfilling all the official procedures and other requirements, which resulted in sanctioning of SSA funds by the Centre on September 3. “It is noteworthy that the SSA teachers have braved through all the hardships till date performing their duties as a teacher,” the release stated. “However, it has reached its zenith and the SSA teachers are no longer in a position to survive under such situations.” As such, NSSATA requested the authorities concerned to expedite the process and release the pending salaries once the sanctioned amount is credited to the State account.

DIMAPUR, SEPTEMBER 10 (MExN): The Dimapur Municipal Council (DMC) has informed all shopkeepers, business establishments and offices within the DMC’s jurisdiction to throw all waste/ garbage in the designated garbage bins/collection points after 6:00pm in the evening and before 6:00am in the morning. A notification from the DMC informed that once the garbage is lifted by DMC vehicles, no one is allowed to throw garbage in the said dustbin/collection point in any way. The DMC lamented that business establishments and offices are in the habit of throwing garbage on the roadside while closing their establishments and cautioned that this is against the norms, “especially from a sanitary point of view.” It further appealed to all denizens and residents not to throw any kind of tree trunks with leaves in the garbage bins. The DMC cautioned that violators of this order will be penalized as per the provision of the law, which may lead to imposition of fines.

Assam Rifles personnel caused harassment to a convoy, carrying a top Nagaland state government official and members of the media. The incident occurred on Tuesday night at around 9:15pm, a couple of kilometers away from Meluri town, when a top bureaucrat of the Nagaland state government and media persons were on their way
back to Kohima after attending a programme at some villages in Meluri. As the convoy neared Meluri town from Akhewgo, a white Gypsy appeared from the opposite direction and blocked the road. Some five to six AR personnel alighted from the Gypsy, with their weapons pointed at the occupants of the two vehicles. The AR personnel, without asking for identification from the occupants,
ordered them to alight from the vehicles and to open their belongings. After conducting a search, the jawans found only cameras and some clothing. The two media persons, who were in the first vehicle, identified themselves by displaying their ID cards, but the AR personnel did not pay heed. The AR jawans also gave scant regard to the designation plate and red beacon on the vehicle of the government official. A former
president of Naga Students’ Federation was also travelling along with the media persons. A couple of the jawans appeared to be in an inebriated condition, with music blaring from their vehicle. The bureaucrat expressed disgust over the behavior of the AR jawans and lamented the fate of civilians when even government officials and the media are subjected to such harassment.
EDINBURGH/LONDON, SEPTEMBER 10 (REUTERS): Prime Minister David Cameron begged Scots on Wednesday not to rip apart Britain’s “family of nations”, visiting Scotland in an attempt to stem a steep last minute rise in secessionist support ahead of a Sept. 18 referendum on independence. In a sign of new panic in the British ruling elite over the fate of the 307-yearold union, Cameron and opposition leader Ed Miliband scrapped their weekly question-and-answer session in parliament to speak at separate events in Scotland. “We do not want this family of nations to be ripped apart,” Cameron, 47, said in an opinion piece published in the Daily Mail newspaper. “The United Kingdom is a precious and special country.” The prime minister, whose job may be on the line if he loses Scotland, tempered the emotion with a clear warning: “If the UK breaks apart, it breaks apart forever.” Cameron has until now been largely absent from the debate after conceding that his privileged background and centre-right politics mean he is not the best person to win over Scots, who returned just one Conservative lawmak-
er out of 59 in 2010. Given the unpopularity of the Conservatives in Scotland, Cameron’s trip is fraught with danger: if Scots vote for independence, Cameron will be blamed just as Britain prepares for a national election planned for May 2015. Cameron, Miliband and third party Liberal Democrat leader Nick Clegg - all English born raced up to Scotland. They spoke at rallies in major cities surrounded by supporters bearing “No” posters. But nationalist leader Alex Salmond said the visits were a sign of panic that would only help the secessionist “Yes” cause. “If I thought they were coming by bus I’d send the bus fare,” Salmond said, describing Cameron as the most unpopular Conservative leader ever among Scots and Miliband as the most distrusted Labour leader. In Edinburgh, independence supporter James Curry, 33, said he found the visits by politicians from London “insulting and patronising”. “They should’ve been up here ages ago. Instead, they’re having a wee day trip, paid for by expenses,” he said. “There’s so much at stake, and it seems so real already, I just hope we make it.” Sterling hit a fresh 10-month low against the dollar and a
three-month low against the euro, with traders citing an unverified web poll conducted by an independent blogger which gave the “Yes” camp a strong lead. “DISUNITED KINGDOM” Several opinion poll surveys have shown a surge in support for independence over recent weeks, discomfiting investors and raising the biggest internal challenge to the United Kingdom since Irish independence almost a century ago. Following a vote for independence, Britain and Scotland would face 18 months of talks on how to carve up everything from North Sea oil and the pound to European Union membership and Britain’s main nuclear submarine base at Faslane. Other uncertainties include the course of the 2015 election, the structure of the United Kingdom, symbols of state such as the “Union Jack” flag and even the role of the monarchy. With the fate of the United Kingdom in the balance and polls showing a swing among Labour voters to the independence camp, the referendum has electrified Scotland. On streets, in pubs and in meeting halls from the Highlands to the windswept islands of the Atlantic, independence is being debated with passion.
ntc demands demarcation naga Hoho calls for ‘inclusive growth’ of border in ‘disputed’ area • Urges Nagaland DIMAPUR, SEPTEMBER 10 (MExN): The Nagaland Tribes Council (NTC) today termed Nagaland state Chief Minister, TR Zeliang’s proposal to introduce a Line of Control (LOC) in the disputed area along the Assam-Nagaland border as “surprising and a complete abandonment of the age old stand of the Nagas.” A press note from the NTC, while informing that the Nagaland CM’s proposal was deliberated by the council at an emergency meeting at rest house, Zunheboto, stated that “our age old demand has always been: return us our ancestral land.” The NTC lamented that the Nagaland CM “seems to be harping on a completely new idea not in conformity with our unwavering age-old stand.” It reminded that this proposal anticipates to “prevent new settlement in the disputed land” and to “place additional guards in the border areas to prevent disturbances in the area.” The NTC stated that “it was exactly in this aim that an agreement between the Chief Ministers of Assam and Nagaland was made in 1972.” However, it lamented that the agreement “could neither prevent further settlement nor turmoil in the area.” It further alleged that “Assam
used the status quo agreement to occupy more land and used the introduced so-called neutral force to its advantage.” The NTC recalled that in 1929, the Nagas had presented a petition to the Simon Commission for the return of the forest lands transferred to Sibsagar district of Assam for better administration and management of the forest, in addition to other political
Informing that the Supreme Court has appointed two retired Justices as mediators to suggest ways and means for an amicable solution between the two states, the NTC called upon the Nagaland state government to “insist on a mediated settlement in mutual consent by both the states.” The NTC informed that the Supreme Court mediators have held “numerous discussions with the two states officials, with various NGOs and concerned citizens.” It stated that Nagaland state has submitted its stand and that the NGOs have stated their view “in no uncertain terms.” Despite this, the NTC lamented that the Nagaland CM has come out with a new idea, which it said is “completely unfavorable to the state of Nagaland.” “The CM does not seem to have sufficiently done his home work on the subject,” the NTC said and advised him to “take the citizens of Nagaland into confidence on these vital issues.” It urged the Nagaland CM to “care more about what happens to land under jurisdiction of the Nagas of Nagaland,” and cautioned that this latest proposal to set up an LOC “may do more harm to Nagaland than good.”

The NTC reminded that this issue was raised again in 1963 in the Sixteen Point Agreement. “Since then, the state, from 1963 to date, for 51 years have been all along demanding the ‘Return of Our Land,’” it added. The NTC demanded that the border between Assam and Nagaland states in the disputed area should be demarcated “outside the court on mutual concord.” It asserted that there can be no stoppage to new settlement or turmoil in the area unless the border is demarcated.
KOHIMA, SEPTEMBER 10 (MExN): A consultative meeting called by Naga Hoho in Kohima today, concluded that the current set of resolution on the Nagaland Special Development Zone (NSDZ) passed by the Nagaland Legislative Assembly on March 24, 2014, needs further debate and modification. Naga Hoho held the meeting with various tribal Hohos based in Nagaland state to discuss on the issues relating to the NSDZ and the Nagaland Total Liquor Prohibition (NLTP) Act, 1989. A press release issued by Communication Cell of the Naga Hoho while welcoming the initiative of the Nagaland state government in bringing all round development to the State, however shared its reservations with certain clauses of the resolution. that the land and transfer of ownership contradicts the age old customary practise of the Nagas. The Inner line Permit (ILP), it asserted, should in no way be relaxed on the pretext of bringing in professional workers or investors. The participants further opined that the development zones should not be based only in foothill or plain areas, but should be
“inclusive growth of all the districts of the state and the same special development zones should take place even in hilly areas.” On the issue of NLTP Act, 1989, according to the release, the meeting expressed that the Act has brought more harm than good, and that there was a complete failure in its implementation. “The NLTP Act has become a mockery which has brought about the existence of syndicates, gangsters, drug addicts,” it underlined, and “acknowledged the fact that the prohibition Act has unreasonably escalated the prices of liquor while the quality of liquor which is circulating in the black market is of inferior quality bringing serious health concerns.” As such, the Naga Hoho has urged the Nagaland state government to review the NLTP Act at the earliest in the interest of the Naga people.

Kohima, September 10 (Dipr): The Labour department organised awareness programme on registration of beneficiaries under Building and Other Construction Workers (BOCW) on September 10 at Heritage (Old DC Bungalow). The main speakers were Chairman, NBOCW Welfare Board & Parliamentary Secretary, Vety & AH, Er. Vikho-o Yhoshu and Parliamentary Secretary, Labour & Employment, Dr. Longri. Delivering keynote address on NBOCW, Yhoshu said that the central government has already passed the Labour Act in 1996 and since then it has become a necessity for all the states to have rules and regulations in compliance with the Central Act. However, for Nagaland it took a long time considering the problems associated with workers as most of our construction works are carried out by migrant workers thereby prolonged the act to be passed. It was only in 2011 that Nagaland Building & Other Construction Workers (NBOCW) was established comprising

members from different departments like Finance, Works & Housing, prominent Contractors, representatives of workers etc. The welfare activities were to be funded from the collection of cess from all the construction workers at the rate of 1%. Skilled training to be imparted to all the registered workers was one of the most important aspects of NBOCW and schemes like AABY, RSBY, maternity benefit for women were incorporated for the promotion and welfare of workers, he added. In one hand, we have become modern in many aspects
but on the other hand, we are yet to pick up with the rest of the world, he said. Speaking on the occasion, Parliamentary Secretary, Labour & Employment, Dr. Longri acknowledged the Labour department for looking after the welfare of workers in the state. He stressed on the importance of registration with NBOCW and urged all the workers to get registered in order to avail various facilities meant for the workers. Highlighting the importance of NBOCW, the main objectives of the board were to resolve any issues crop up between the employers and
employees and also to address the grievances voiced by the workers while discharging duties or discriminated on the ground of various factors. Technical session was led by Project Officer, Directorate of Labour, T. Chubayanger. Invocation was proposed by Pastor Ministers’ Hill Baptist Church, Mego Chusi while special number was presented by Medo and Tanu. Assistant Labout Commissioner, Ekhahu Rosse chaired the programe and vote of thanks was proposed by Assistant Labour Commissioner, Avile Vitso.

community. “In 365 days, conducting 2 days of social work is not enough. Sanitation, hygienic practices should be our way of lives.” added the Parliamentary Secretary. Rio also emphasized on the preservation of one’s identity through language, where he asserted that women, particularly mothers, plays a huge role. IMPHAL, SePteMber 10 (NNN): The 24-hour general strike called by Joint Committee on Inner Line Permit System (JCILPS) affected normal life mostly in the four valley districts of Imphal East, Imphal West, Thoubal and Bishnupur. JCILPS, which is spearheading the movement in Manipur demanding the implementation of Inner Line Permit in the state, called the bandh demanding the termination of Additional Superintendent of Police Y. Victoria from her service and also for the release of all its members arrested by the police. No vehicular movements were seen on the roads except for a few private vehicles running on emergency cases and a few peddlers on the streets. Apart from a few instances of scuffle between the police and protestors, no reports of untoward incidents were received till the time of filing of this report. Most of the places in the state capital Imphal including the shops in the heart of Imphal remained closed with no business transactions. Even though the streets looked empty,

New DeLHI, SePteMber 10 (PtI): Two advocates, accused of abusing and manhandling some persons from the northeast including a woman advocate, were today asked by the Delhi High Court to file their responses by November 12 to the contempt notices issued against them in the case. The bench comprising Chief Justice G Rohini and Justice Rajiv Sahai Endlaw also allowed the plea of the victims that they be allowed to implead the Bar Council of Delhi (BCD), a statutory body which enemergency outlets such as pharmacies and clinics were opened. Meanwhile, protestors at Singjamei area blocked roads with huge water pipes and logs since the early morning in support of the general strike. The schools were apparently instructed to use funds from the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) scheme. Both BJP and Congress reacted sharply over the suspension of education department deputy director Ambalika Datta. The national parties said Datta is being made a scapegoat to shield the chief minister and sought a high-level probe into the allegations. BJP has taken up the matter with the Union HRD Ministry and the Prime Minister's Office (PMO). According to a report, Datta approved a procurement order as directed by her superiors in the education department. The order for purchasing the books was issued by additional director of the department D K Debbarma. While Datta has been suspended, Debbarma has been let off with just a warning. The issue drew attention after an FIR was lodged by joint director Manabendra Chakraborty against the RMSA cashier on Friday. The complaint accused the cashier of withdrawing Rs 11.72 lakh from Tripura State Cooperative Bank using forged signatures. Senior Congress leader Ratan Lal Nath said the order was issued under instructions from the Chief Minister's Office (CMO). He added that Debbarma had issued a show-cause notice to cashier Arnab Chakraborty on July 21 and sought action against him for irregularities. He said director P K Chakraborty suppressed the complaint and no action was taken. On August 5, joint director Manabendra Chakraborty again issued a notice to Arnab and sought departmental proceedings against him. This, too, was suppressed, Nath alleged. "Earlier, education minister Tapan Chakraborty had asked the director to take action against Arnab, but in vain. "Interestingly, all these controversial files were checked by the Chief Minister's Office," Nath said. When contacted, state CPM secretary Bijan Dhar refused to comment on the
issue. He said the government will take the final call. Meanwhile, BJP and its student wing accused the CMO of being involved in the deal. The publisher of the books allegedly used former chief secretary Panda to ensure that schools placed orders for the books. Can History Be Re Written?
A
lot of discussion is focused on North East India ranging from politics, the identity question, society and even literature. Seminars are held all over the country generating debate and polemics. The recent death of a young student from Arunachal Pradesh has raised the question of racist profiles. One view also challenges the singular view of North East India as one entity, considering factors of linguistic and religious divergence. Many of the seminars and conferences only result in producing books, which publishers from Delhi eyeing the academic market take advantage of. But what exactly is the problematic here is something which belies answer. Why do the people feel alienated? What is the periphery versus the ‘mainstream’ question? Isn’t the concept of mainstream disputatious, but for want of a better expression perhaps, it has gained currency. First let us look at the alienation question. That this exists is indubitable, but why: this is something which must be answered, or looked into critically. Is it the racial factor, or racial differences and dichotomies, something which was prevalent in certain parts of South India in the 50s and 60s. M.J.Akbar in his lucid book, ‘’ India: The Siege
Within ‘’ has pointed out with perspicuity how separatist tendencies, first began in South India, demolishing the myth that all talk of secessionist tendencies stated in North East India. Secondly, is the sensitive issue that the people of North East India, especially the youth are treated indifferently, or ‘ differently ‘ when they go to the ‘ mainland’, resulting in a lot of protests in the recent past. Thirdly is the predilection to treat the North East as a separate block and entity. This is tenable to a great extent because of border affinities and lack of development and connectivity. But a seminar in an air conditioned room in New Delhi is certainly no solution. I say it is true to a great extent, because at some social and political level the minds of the people meet, and they identify with one another out of empathy and look askance at New Delhi or the ‘ mainland ‘. This happens out of some experience or by negotiating with people outside their state, rude behavior or derogatory remarks. Fourthly the carrot and stick policies of governments has created social disparities and divides. The classes have not been a result of a natural evolution, but has been thrust upon societies by sops and lure of money. This has also lead to
corruptibility. Fifthly is the sensitive question of identity, in the face of a threat of being overwhelmed or outnumbered by other communities, especially the migrant. I have always been saying that close knit communities evince such a threat because of small numbers, where there is behavioral pattern akin to a family. This must be comprehended or understand. This is certainly not necessarily parochialism. Parochialism exists in all communities of India, and the rubric of ‘ unity ‘ is tested time and again. This happens with reference to community, caste and religion. That India has withstood such pressures historically, is a grand testimony to its powers of absorption. The solution if any, rests on subverting the mainland periphery myth. All regions are a part of the country, there is no mainstream or sub stream. In treating North East India as a singular identity we have to also comprehend its rich diversity and intra - tribal communities. Not many know that the official language of Nagaland is English, and also one of the official languages of Meghalaya. The sense of alienation must be perceived as a problem of isolation and not that of parochialism. The people who have lived here for generations must identify

Why there should be a backward quota and job reservation policy?

hy does the constitution of India provide equality to all its citizen irrespective of caste, creed, religion, or sex? Why does the central govt. give special attention to the people of North-East and particularly Nagaland? If we are so keen to stand on our own why do we ask for centrally sponsored schemes or subsidies? The “backward quota” & “job reservation” policy seems to be a stumbling block for some & I would like to share a few thoughts on it. Let us not ignore the facts and figures of the backward community at present scenario. There are some well known public figure or Gazetted Officer from the backward community but it doesn’t mean that suddenly the backward people shall do away with the said quota and reservation policy. Being born and brought up from a backward family and backward area it is hard to digest the very fact of accepting the Ananya S Guha tag. Leaving aside all this

Following the hound which was right behind the game, they crossed a mountain through a natural tunnel and came out to the other side of the mountain. Viewing the landscape from the top of a tree they saw that the land was very beautiful and fertile. They also plucked a few gooseberry fruits and ate them, after which they drank water from the brook and were surprised that the water tasted sweet. So they were convinced that this side of the world was so good that even the water was sweet. So, they went back to their people and brought them out to this side of the mountain. However, the oldest man among them named Rankhandamo, followed them from behind carrying a mithun’s head on his head. Unfortunately, the tunnel was too narrow for the mithun’s

with the major communities, and insist on their local identity as well. The identity question is one of allegiance and may not be racial in intent. In fact one person can have multiple identities in a clear headed manner. Also when people from outside the region come say on transfer, they must show a genuine interest in the cultures of the people rather than just waiting for their tenures to end. Cultural assimilation is the only solution to sectarian outbursts. Hurting people by making disparaging remarks about them or their communities can only hurt their feelings, and the sense of alienation festers. Wounds take a lot of time to heal... Community dispersion to other states of the country from this region, can also help not only in terms of economic sustenance, but that of cultural exposure. I am sure the process has begun, and will accentuate in years to come. The current interest in North East Indian literature is a welcome sign, and many authors of the region are winning plaudits for their literary talents, as well as in sports. The examples of Meghalaya and Manipur are sheer cases in point. History, let us hope will be re written.

All the matter concerned particularly to that of backward people are still in abeyance & its a well known fact. The Meaning of “LOTHA” head to be carried through. So, the people told him to leave the mithun’s head behind and follow them. But he refused to follow them without it. So, he stayed back in the tunnel telling his people to go ahead without him. He only told them to remember him when they reach and live in the new world. Unfortunately, everybody forgot him on reaching and living in the new world. Sometime later, dysentery broke out among the people in an epidemic form which killed many of them. Then, they realised that it was sent as a punishment by the spirit of Rankhandamo for not obeying him and forgetting him instead. So, they decided to appease the spirit of Rankhandamo through offerings and sacrifices. This is where they started practicing the different rituals of offerings and sacrifices to different kinds of spirits. In course of time, these rituals were practiced to cover many aspects of their normal lives. For example, every New Year, before they clear a jungle for cultivation, each family would go to a sorcerer or dreamer to find out what needs to be offered as a sacrifice to the spirit living that jungle so that it will not harm any member of the
family. The sorcerer or dreamer would accordingly find out and inform them in due time. The items to be offered as sacrifice to the spirits were usually any one of the following: - a chick, an egg, a cock or a dog. The dog was considered to be the highest item for sacrifice. According to the advice of the sorcerer or dreamer, the family would offer the sacrifice and only thereafter would they cultivate the field. Even after this, as they come across huge trees to be felled while clearing the jungle, they would offer an egg to the spirit which owns the tree. They used to give similar offerings when they have to work near or around massive rocks in the field. When a person falls sick, they would call an Elder of the village to accompany them and together they would proceed to the outskirts of the village carrying fire and egg and complete all the rituals of sacrifice to the concerned spirit. Thereafter, they would come home, kill a chick through strangulation, examine the intestines and hang it on a pole outside the village. Then, the Elder would pray that sickness, sufferings and misfortunes may not visit the family again. He would also pray that blessings in abundance may be showered upon the family.

In a press release, the NMA President, Abeiu Meru and Secretary, Lochumbeni Humtsoe stated that “unconscionable attempt” by the abusive husband is “beyond acceptable” and the NMA is deeply saddened by such treatment which is “hu-
miliating and unacceptable by any womanhood”. “Violent crimes against women have been repeating in the recent days and more attention is needed to seriously investigate and punished the culprit in its severest manner so that woman are protected from abusive husbands”, it added. The NMA further demanded for strong punitive action against the culprit in consonance with the Law to deter others from repeating such heinous treatment in future.

ur strides always seem to take us 'backward'. The whole world is relentlessly engaged in seeking better and deeper knowledge/ wisdom. We seem to have reached an unproductive level where the present seem to be choking and drowning and the thought about future seem nonchalant and futile. The publicthe aorta of our society's existence, seem to have taken a route that is interested only in creating tiny ripples and then shut up. No, we do not envisage a complete strip down of the government and its endless files and profiles, nor do we want to kill the deeply entrenched bureaucratic red-tapism. We also do not want to send the unholy alliance of Politics- bureaucracy- Church to the guillotine. However, a constant and persistent role of a sen-
try by the public can bring some phenomenal results. In recent past, we have seen some such movementsread Watinaro, ACAUT etc. What is required is similar events happening at regular intervals and to build a strong public voice-that a voice once sounded would send uncompromising message across various institutions and departments, and voluntarily they self-retrospect and repent (too idealistic I know, but we can always start counting on the iota(s) of actions, and perhaps one fine day it will usher in massive changes). The voice is not a “one time-one issue” voice, but it should resonate perpetually in the ears of our leaders and administrators. NPSC as an institution is spineless and venomous to any intellectual input for our State. It was

their “Guidebook Mentality”. Books with questions and answers prepared for students with the objective to guide them were considered standard questions for the current batch of NPSC examinees. Which is more insulting? Setting questions from ‘guidebooks’ or the condescending message of ‘your IQ is at this level’? In either case, most of youngsters who took the exam happen to be more educated and their level of awareness higher than what NPSC had (mis)perceived. For lesser shame, after handing over the question papers, they should also treat the candidates with sets of “Wikipedia” to all the answers. And shall it be known as “mockery exam”? The level of conducting examination has touched a new low with this incident. What can we expect from a department
which cannot frame its own questions and only found it necessary to cut and paste the queries??? We can now smell the pungent stench exuded out of the intellectual decomposition of the NPSC. They should resign at their own will owing to their brain not cooperating with them, and leave the office for the more capable ones with cooperative brains (we have in hundreds and thousands now.. trust me...young guns!), who could frame standard questions and could pick the best answers, not based on the candidate’s wealth! How much do we need to learn of the lapses and discrepancies involved within the walls of the NPSC, before we take tongs and drive cranes to demolish the office and start rebuilding it for our sake and for the future? n an animated short film made by Jeremy Clapin, a man is shifted from his original sense of perception. Skhizein (2008) presents the plight of Henry who is 91cm from himself after a 150-ton meteorite strikes him. He remains capable of all physical activity, operating 91cm away from the site. So he charts out, rather meticulously, exactly where in space he has to pick up the phone, work on his typewriter or walk away from a tree—91cm from himself. His shifted sense of perception is not seen or understood by anyone—“So there was no real damage, then?” asks his psycho-therapist. Fed up, he plans an escape from his skewed perception— he tries to get another meteorite to strike him, hoping it will get him back to his original state to fit the world around. As human beings, with our layers of genetic and experiential mutation, we probably face shifts in our sense of perception at all points of life. The meteorite is a metaphor for objects that have an impact. Politically, this impact is often brought by feudal systems or armed violence, promoted, packaged and sold by the State, along with its friend, the corporate. Having undergone years of such impact, could we say that the Naga and Indian people have a shifted sense of perception of each other? Almost every policy implemented here is certainly 91cm from itself. Those made are further away. There is a constant trial to fit into a world that has been modeled by unknown architects based on a context little empathized with. When Delhi looks at the Nagas, it does not see what does not meet the eye. Or it does, but mostly constructs a parallel perception of its own. “You know how they are,” intelligence unit reps of the State are often heard saying when asked why they have not bothered to make friends with the Naga people instead of spying on them. “How they are,” of course, has nothing to do with the Naga perception of reality, more with Indian speculation of it—people are made/forced to fit into created stereotypes and perceptions. These are then conjoined in Naga physical space in a way that creates a total mess that only totalitarianism, as per some Naga leaders, can resolve. Meanwhile, the show of Indian might never goes away—even while the Naga people celebrate indigenous festivals or at the Hornbill Festival, it demands a special status for itself on a dais and has its armed men on guard. The slippery pig should not make an escape—we still don’t know how it is oiled. That commonality of culture and polity exists, no doubt. But while trying to avoid that point or malign it with base arguments, both the Indian and the Naga—or the Naga and the Naga—is always beside the point ever since the meteorites of Independence and Sovereignty struck both; even while shaking hands, many inches away from each other. Africa’s Future is Lit by the Sun
E
very year, the world’s water experts meet in Stockholm for World Water Week. On September 4, Sweden’s King Carl Gustav presented the city’s prestigious Water Prize to John Briscoe, a former water manager at the World Bank. After many years spent in the international water bureaucracy, Briscoe says that he is “controversial and proud of it”. Indeed, the jury’s choice raises contentious questions about dams and their alternatives. Since the turn of the century, John Briscoe has been the world’s pre-eminent crusader for large dams in Africa and other continents. In the 20th century, Europe developed approximately 80 percent of its hydropower potential, while Africa has still only exploited 8 percent of its own. It would be hypocritical, Briscoe contends, to withhold funds for more dam building in Africa now. Africa has tried to follow Europe’s path to industrial development before. With funding and advice from the World Bank and other institutions, newly independent governments built large dams that were supposed to industrialise and modernise their countries in the 1960s and 1970s. The Kariba Dam on the Zambezi, the Akosombo Dam on the Volta and the Inga 1 and 2 dams on the Congo River are the most prominent examples of this approach. Mega-dams have not turned out to be a silver bullet, but a big albatross on Africa’s development. Their costs spiraled out of control creating massive debt burdens, while their performance did not live up to the expectations. Their benefits were concentrated on mining companies and urban middle classes, while the rural population has been left high and dry. Africa has become the world region that is most dependent on hydropower. As rainfalls are becoming ever less reliable, this has made the continent highly vulnerable to climate change. In 2008, mining companies consumed more electricity than the whole population in Sub-Saharan Africa. After tens of billions of dollars in foreign aid have been spent on energy projects, 69 percent of the continent’s population continues to live in the dark. Prioritising the needs of mining companies and big cities over the rural populations, the World Bank’s latest dam projects in Africa will further entrench this energy apartheid. Meanwhile, the communities which were displaced by the Kariba and Inga dams continue to struggle for just compensation decades after the projects were built. Because poor people pay the price but don’t reap the benefits of these investments, the independent World Commission on Dams has found that dams “can effectively take a resource from one group and allocate it to another”. The Tonga people, who were displaced by the Kariba Dam and suffered starvation as a consequence, have to this date remained without clean water or electricity despite the huge reservoir at their doorsteps. Luckily solutions that don’t sacrifice one group of people for the benefits of another are available today. Wind, solar and geothermal energy have become competitive with hydropower. Unlike large dams, these energy sources don’t depend on centralised electric grids, but can serve the needs of the rural populations wherever they live. This is why the International Energy Agency recommends that the bulk of foreign energy aid be devoted to decentralised renewable energy sources if the goal of sustainable energy for all by 2030 is to be met. A diverse, decentralised portfolio of renewable energy projects will also make African countries more resilient to climate change than putting all eggs into the basket of a few mega-dams. Just because Europe developed with large dams in the 20th century doesn’t mean Africa has to do the same today. In the telecom sector, Africa has successfully leapfrogged Europe’s landline model and relied on cell phone companies to provide access to the majority of the population. Like cell phone towers, wind, solar and micro-hydropower projects can be built quickly, close to where people them, and without major environmental impacts. Large dams may still make sense in specific situations, but Africa’s future is lit by the sun. We appreciate that John Briscoe has reinvigorated an important debate about large dams. But we hope that in the coming years, the Stockholm Water Prize will celebrate the solutions of the future rather than the past.
A charismatic environmentalist is now leading Brazil's presidential race. Can she win and create the new politics she promises?
T
he airplane crash on 13 August 2014 that killed the Brazilian presidential candidate Eduardo Campos transformed the context of the election to be held 5 October (with a second round run-off, if needed, on 18 October). The sense of tragedy was accentuated by the fact that Campos, whose grandfather was Miguel Arraes, a major left-wing politician from Brazil's northeast and a prominent opponent of the military regime (1964-85), was only 49 years old and seemed to have a bright political future ahead. Before the disaster, the incumbent Dilma Rousseff was showing 35% at the polls, well ahead of both her rivals: Aécio Neves in the 20s, and Eduardo Campos himself at 10%. A second round thus looked almost certain, and again one that - as in 1994, 2002, 2006, and 2010 - would pit a representative of the Workers' Party (PT) against one from the Brazilian Social Democratic Party (PSDB). Dilma's predecessor Luiz Inácio Lula da Silva (Lula) fought the first three of these election for the PT, winning in 2002 and then being re-elected in 2006, before Dilma herself - who had worked closely with Lula and was his favourite to succeed him - won against the PSDB's José Serra in 2010. The exception to this recent pattern was 1998, when the PSDB's Fernando Henrique Cardoso won outright in the first round, a success owed to the popularity of the dramatic currency reorganisation (Plano Real) which annihilated the hyperinflation that since the end of the 1980s had inflicted huge debt and social pain on the country. Campos's death left his running-mate in the vicepresidential spot, Marina Silva, to inherit his candidature. She is a charismatic environmentalist from the small state of Acre in the western Amazon forest, who is experienced in both politics and activism: she fought with the renowned campaigner for conservation of the forest and indigenous rights, Chico Mendes, became a senator of the Brazilian republic, stood as a presidential candidate in 2010, formed her own party (Rede Sustentável) which however failed to make a breakthrough, and then joined the Campos campaign under the banner of his Partido Socialista Brasileiro (PSB). The challenger The sadness over Campos thus soon mixed with the thrill over Marina Silva's candidacy. The ex-senator had produced a tremendous performance in 2010, winning 18% of the vote (almost 20 million in total) in the first round, against Dilma Rousseff's 46% and José Serra's 32% (Dilma went on to win in the second round with 56% to Serra's 43%). Indeed, one of Marina's most important mottoes is that Brazil should break the polarisation between the PSDB and PT, since she argues that this is blocking the country's progress. Marina's profile was further raised by the popular protests of June 2013, which targeted political and social problems - such as a discredited status quo and poor public services - that she had highlighted for years. The overall condition of economic crisis, national commotion and political disenchantment revealed by the protests has continued to weigh on Brazilians since the protests. In this situation, Marina's appearance at the head of a presidential ticket rocketed her up the poll ratings: in the first survey after her formal endorsement by

he killings of hundreds of civilians, including scores of children, in Gaza – whose only fault was to have been born on the wrong side of the wall – was a major point of contention at the United Nations Human Rights Council at the end of July. The high death toll caused by indiscriminate bombing of civilian areas by the Israeli military has resulted in what may very likely be war crimes. The United Nations has said that 70 percent of those killed in Gaza were civilians. Yet Western democracies, normally proactive on human rights issues at the Council, chose to withhold their vote when a resolution urging immediate cessation of Israeli military assaults throughout the Occupied Territories, including East Jerusalem, and an end to attacks against all civilians, including Israeli civilians, was brought forward. Notably, the resolution sought to create an independent international commission of inquiry to investigate all violations of international human rights and humanitarian law in the context of military operations conducted since June 13, 2014. When asked to vote on the above, Austria, France, Ireland, Italy, Germany and the United Kingdom chose to abstain. The United States, whose foreign policy mission is to “shape and sustain a peaceful, prosperous, just and democratic world and foster conditions for stability and progress for the benefit of the American people and people everywhere,” was ironically the only country in the 47 member U.N. Human Rights Council to have voted against the resolution. Essentially, each country standing

the PSB, on 14-15 August, she had 21% support against Dilma's 36% and Aécio's 20% (and in a putative second round, she would defeat Dilma by 47%-43%). Two weeks later, a Datafolha poll published in Folha de São Paulo gives her 34% - equal with Dilma, and far ahead of Aécio's 15% (this time, she was predicted to beat Dilma in the second round by 50%-40%). But Marina now has to face new challenges. She will be the main political target for the month until the first-round vote, and probably for more four weeks in the second-round. How she reacts to criticism (especially if something "dirty" comes up, which is always possible) will have an impact on her chances. Both the PSDB and (especially) the PT are strong and well established parties throughout the national territory, far more so than the small PSB; and the main TV channels and (again, especially) newspapers may also come out strongly against her. In her favour, though is strong social-media support such as on Twitter and Facebook. There are also worries over Marina's messianic character, her links to evangelicals, and her lack of formal political support in Brazil's congress, which could (some argue) make her a very weak president. In relation to the last argument in particular, Marina is saying or trying to show that she has changed: no longer the person who refused to make an alliance with Serra and the PSDB against Dilma in the 2010 second round, no longer radically opposed on environmental grounds to economic development and to Brazil's (very influential) agricultural sector. Several policy moves have followed. She has recruited respected figures to her economic staff, such as Eduardo Giannetti and André Lara Resende (a cocreator of the Plano Real), and promises to turn the central bank into an independent institution while keeping inflation close to the 4.5% target. She also proposes several reforms: on political institutions and taxation, two very ambitious projects whose importance is agreed but around which there is no consensus; introducing all-day public schools; assigning 10% of GDP to the public healthcare system and digital-democracy initiatives to enhance citizens' political participation and voice; and promoting alternative forms of generating energy rather than focusing on oil production and the Pré-sal. Marina Silva's rise poses questions to the other parties. The PSDB has been divided in recent elections, with great rivalries among leading figures such as Aécio Neves, Gerardo Alckmin and José Serra. Aécio Neves, representing Minas Gerais - electorally the second biggest state in Brazil after São Paulo - refused to back the efforts of Alckmin in 2006 and Serra in 2010 to become the party's presidential candidate; Serra and Alckmin are now retaliating by de-
nying Aécio the support of São Paulo (and Marina Silva's own vice-presidential candidate Beto Albuquerque has even been pictured wearing a shirt with the name of Geraldo Alckmin on the back). Alckmin, the governor of São Paulo, is running for re-election there; he is currently above 50% in the polls, so he could win in the first round; Aécio has around 20%25% support in the state as a presidential candidate. Aécio is young, and can wait. My judgment is that getting into a government under a Silva presidency would be a way for him to become president in the future. Marina once said that José Serra is someone she would want to work with in her government - a signal to the PSDB that she may need this party (as well as the PSB) to support her. Some Brazilian analysts say that the PT will definitely go into opposition and will not be part of a Marina government. The changemaker Marina Silva is now the favourite to win the Brazilian presidency. She is already a historic political figure, and she is attempting to break with a political status quo that has been dominant for twenty years. The latter is characterised by a dichotomy between the PT and PSDB, which in turn expresses the paulista class struggle (the PSDB was generated by São Paulo's elite, the PT by São Paulo's working class - São Paulo being Brazil's richest and most industrial state). Both parties have been very important to the country in the last decades; the PSDB brought economic stability to the Brazilian market, the PT the social programmes that lifted millions out of severe poverty. But two important items on Brazil's political agenda remain precarious: the extremely cynical and sometimes very corrupt Brazilian political dynamics, and the outrageously bad services offered to the Brazilian citizen by the public sector (including in education, healthcare, public security and justice). These were central themes present in the demonstrations of June 2013. In this light, a great test for a Marina government will be to build political support and a coalition without dirtying her hands, as she promises. Will that be possible in Brazil's current political context? Marina Silva has the potential to be another big name in Brazil's political history, after Fernando Henrique Cardoso and Lula (whom she served as environment minister). If she does win the election she will have huge political capital in her hands, including internationally. However, Marina is not Lula. Lula changed to win and govern; Marina is promising that she will change just to win, but will govern differently, denoting that she will not make alliances with the "old" corrupted politicians but instead promote a "new" politics. So the question is: will this messianic evangelical environmentalist woman change Brazilian politics forever?
Why Principle Matters at UN Human Rights Council Mandeep S. Tiwana Inter Press Service for election to the Human Rights Council is required to “uphold the highest standards in the promotion and protection of human rights.” By any yardstick, looking at the wanton death and destruction that has rained down on the people of Gaza, destroying the homes and livelihoods of tens of thousands as well as vital public infrastructure, is a blatant abdication of responsibility. In 2006, when the Human Rights Council was created, then U.N. Secretary General Kofi Annan poignantly remarked that the true test of its ability would be the use that member states make of it. Eight years down the line, sadly the Council remains a house divided on the great human rights matters of the day. Earlier this year in March, when the Human Rights Council passed a resolution aimed at addressing impunity for the widespread violations of international law committed during and after the Sri Lankan civil war, many of the countries strongly in favour of accountability for crimes committed in the Gaza conflict – such as Algeria, China, Cuba, Pakistan, Russia, Saudi Arabia, Venezuela and Viet Nam – voted against the Sri Lanka resolution. Conversely, Western democracies that abstained on the
Gaza vote robustly supported action to tackle impunity in Sri Lanka. This double standard represents perhaps the greatest challenge to the world’s premier human rights body. Notably, the Human Rights Council was established in response to wellfounded criticism of rampant politicisation of human rights issues by its predecessor, the Commission on Human Rights. At the Human Rights Council too, geopolitical interests of the more powerful states are driving selective blocking and support for human rights causes by elected member states, weakening respect for international standards. Notably, the formation of blocs presents a grave threat to the Council’s work. Its members have unfortunately slotted themselves into various informal groups such as the Western European and Others Group (WEOG), African Group, Organisation of Islamic Conference (OIC) countries, and even a motley ‘Like-Minded Group’ that shares little in political culture and world view except that it largely opposes whatever the Western group comes up with. These unfortunate political dynamics have weakened the ability of the Council to be a beacon for the advancement of hu-

man rights discourse. Tellingly, the issue of discrimination against and violations of the personal freedoms of sexual minorities including lesbian, gay, bisexual and transsexual (LGBT) individuals remains another hotly contested area. A regressively worded June 2014 resolution on the ‘protection of the family’ – which excludes LGBT individuals from the ambit of the family – witnessed en-masse voting in favour by the African, OIC and ‘Like-Minded Group’. Worryingly, far too many countries are caught up in the herd mentality of en-masse voting coupled with advancement of strategic interests at the Human Rights Council. Too often, principle is being abandoned at the altar of politics. Every time this happens, the legitimacy of the global governance institution suffers, further exacerbating conflict. A report by the global civil society alliance, CIVICUS, points out that in an ever more complex governance environment, where large problems are acknowledged to cross national borders, international level decision-making is starting to matter more. Institutions of global governance should be able to offer a source of protection and support for people who are being repressed, marginalised or excluded at the national level. Yet, too often, they are captured by state interests which override genuine human rights concerns. Civil society and the media have their work cut out to expose the hypocrisy and inconsistency that mars action on gross human rights violations in international forums like the Human Rights Council. States need to be held accountable and practice what they preach – on principle, and not only when it suits them.

n the early days of the US civil rights movement, Martin Luther King Jr used the phrase "beloved community" to describe the kind of change he was working towards. The beloved community expressed a way of organising that made non-violence and compassion both its means and its ends, and placed strong relationships at the core of wider social transformation. The phrase, initially coined by philosopher-theologian Josiah Royce, articulated the idea that organising based on love will create a culture of love in its wake. King said: “Love is creative and redemptive. Love builds up and unites; hate tears down and destroys. The aftermath of the 'fight with fire' method ... is bitterness and chaos, the aftermath of the love method is reconciliation and creation of the beloved community. Physical force can repress, restrain, coerce, destroy, but it cannot create and organise anything permanent; only love can do that.” The King Centre describes the beloved community as “an overall effort to achieve a reconciled world by raising the level of relationships among people to a height where justice prevails and persons attain their full human potential”. But what does the beloved community look like when we get past its romantic broad-brush prose? And how can we organise ourselves in ways that align our methods with the visions our social change organisations and movements are trying to create?

I’m in this place that looks on paper to be very structurally hierarchical, and it’s the healthiest place I’ve ever been, and it had consistently been like that for years and years. So it’s not just reliant on a charismatic leader or someone who’s really good at relationships, it seemed to really develop this really deep way of working, despite the structure. Who am I to say, ‘No! You should be a flat structure!’?” Many of us have experienced moments where particular organising relationships become so much more than how they are described on paper. Peroline Ainsworth of the Skills Network describes some of the relationships she has in the network as feeling more “like equals than most relationships I’ve had in my life”, and that while they have initially been shaped by formal process, they have become “something that is more than and exists beyond and between the formal structures”. This is further reflected in Hannah Emmon’s description of the day-to-day application of their consensus decisionmaking process, where a culture of ongoing dialogue has often come to supersede the formalities of consensus process: “The more important decisions which really need everyone, we do ensure there is everyone. However on smaller ones, I think we’ve got mini-versions of consensus, where you turn to the next person [and ask their perspective]. Nothing in Skills happens completely individually; before anything is finalised it always comes back to the group before the next step happens. We are always conferring with each other.” Among Argentina’s primarily indigenous-led defence of the land movements, formal rules were often eschewed in exchange for a culture of direct discussion, and when needed, confrontation. According to Marina Sitrin: "When faced with the challenge of different kinds of political parties trying to infiltrate [assemblies], they tend to not have rules that [those parties are] not allowed to participate, but a culture of calling them out. Which is a step forward.” While this hasn’t always been the case within these movements, Sitrin sees this type of constructive confrontation as an improvement on the culture of passivity that pre-dated it. Rules become less necessary if you have a culture that offers collective accountability. “Once you have good trusting relationships”, Wheatley adds, “you can sit on the ground or meet on a bus and it all works ... over time [structure] becomes less important.” What does it all mean?

Tempers flare as mass flood evacuations begin New Delhi, September 10 (reuterS): Floods that have killed 450 people in India and Pakistan began to recede on Wednesday giving rescue teams a chance to evacuate thousands of villagers stranded by the heaviest rainfall in 50 years in the heavily militarised and disputed region of Kashmir. On the Indian side of the divided region, floods and landslides have cut off more than 1 million people from basic services, triggering a massive military rescue operation that has so far evacuated 80,000 from villages and city rooftops. Tempers rose on Wednesday with some angry that relief efforts were only reaching them six days after the floods began. Others complained about living conditions in temporary camps. Villagers heckled some soldiers and beat a rescue official who was airlifted for emergency treatment. The flooding is the first major humanitarian emergency under Prime Minister Narendra Modi, and also comes at a difficult time for Pakistani Prime Minister Nawaz Sharif, who has faced weeks of street protests aimed at forcing him out. “There are some villages where everything has been swept away. People are extremely angry, frustrated and exhausted,” Indian police official R.K. Khan said. Many phone lines in the region have been down since the weekend. Environmentalists in New Delhi said the death toll and devastation in Kashmir was alarming and the government should recognise that floods were getting worse because of climate change. “The Kashmir floods are a grim reminder that climate change is now hitting India harder,” said Chandra Bhusan, head of climate change team at the Centre for Science and Environment. The International Federation of Red Cross and Red Crescent Societies said this year’s monsoon rains had killed more than 1,000 people in India alone.

Omar also dismissed criticism of his government in the handling of the flood crisis, saying joint efforts involving various agencies including his administration are being made to help people tide over the crisis. Asked about the criticism of the state government over the handling of the situation, Omar said if there was heckling, “People are alive to shout slogans, I have no problems.” “It means that these people have been rescued, they have been accommodated somewhere. Where they have been accommodated is not my concern,” he said. “I understand the anger (of people). I don’t grudge them. They have gone through difficult times.”

We hope that the WTO member countries understand the position India has taken. We would like WTO to address them and I am hopeful,” Sitharaman said while addressing the media here on the initiatives her ministry has taken in the first 100 days of the National Democratic Alliance government.
“Negotiations will have to continue. It is not just for India, but in the interest of many countries which have public stock of food grain. These are issues of sovereign right of a country,” she added. The WTO has resumed meetings at Geneva from Sep 1 after a month long vacation. India has clarified that its decision not to ratify WTO’s Trade Facilitation Agreement (TFA) in end-July is aimed at ensuring that the country’s efforts to ensure food security remain consistent with its international obligations. India’s stand is that without such a permanent solution, public stockholding measures in developing countries will be hampered by the current ceiling on domestic support at 10 percent of the value of produc-
tion. Such support is considered as a trade-distorting subsidy to farmers under existing WTO rules. Informing media persons that over September-October there will be more meetings of WTO’s Agricultural Committee, Sitharaman said India has proposed several options, including one supported by the G-33 nations, and hoped the WTO members would discuss these and come to a conclusion. “We had given a lot of alternatives. Probably there wasn’t enough time for the WTO to sit over these proposals and come back with the response then (end-July). But I would certainly hope that those proposals and even the new ones that India is offering, all will be taken on board and WTO will engage with us,” the minister said.

Suicides in India up 400 percent in 50 years: Study New Delhi, September 10 (iANS): The number of suicides in India in a year has risen 400 percent in 50 years and the suicide rate per 100,000 population exceeds 11 percent, a study said Wednesday. “The number of suicides has increased from 33,625 in 1964 to 134,799 in 2013, which is a 400 percent increase in 50 years,” Mumbai-based NGO Vaastav Foundation said in a statement. Sep 10 is observed as World Suicide Prevention Day every year to highlight the alarming increase in suicides. Its paper “Explorative study showing Indian suicide rates reported over 50 years” said the rate of suicide per 100,000 population has increased from 7.1 percent to 11 percent during this period and the highest of 11.4 percent was in 2010. Quoting the National Crime Record Bureau reports, the NGO said suicide
in India is treated as a crime rather than as a mental illness, which creates hurdles in getting emergency relief for victims. It said the total number of suicides has decreased overall from 135,585 in 2011 to 134,799 in 2013 but at the same time, there has been an increase of suicides by males from 87,839 to 90,543 during this period. The total number of women committing suicides was 47,746 in 2011 and 44,256 in 2013 with a significant 9.5 percent decrease in the married women category from 32,582 to 29,491. The gender ratio within the married category points that more than twice the number of married men (64,098 in 2013) committed suicide against women (29,491 in 2013), the study said. It attributed family problems and illness as the main reasons for committing suicides, with the two
accounting for 25 percent and 20 percent of total suicides. “India should have a national strategy for suicide prevention in line with 28 other countries that have successfully implemented it,” Vaastav Foundation president Amit Deshpande said. Bangalore-based Child Rights Initiative for Shared Parenting (CRISP) president Kumar V. Jahgirdar told IANS: “It’s a shame that maximum suicides of the world occur in India. It’s also more unfortunate that married men are committing suicides due to domestic violence. It’s mainly due to gender-biased family laws.” He said the government should take immediate steps to prevent suicides by setting up a national commission for men on the lines of the National Commission of Women to look into the problems faced by married men.

cision,” added Chandy. According to the new policy, all the 710 bars will have to close down by Sep 12. Of these, 418 have not opened since the beginning of this fiscal and hence the remaining will have to down their shutters. Nearly 600 owners of these 710 bars have approached the Supreme Court and when the case came up for hearing Wednesday, the court asked why is that the five-star hotels are allowed to function when the other bars are closed. The court has posted the case for Thursday and has asked the state government to maintain status quo till then.
Meanwhile, the Gtech Group of companies representing all the IT companies in the state have written to Chandy that the new liquor policy will be detrimental to the IT industry here. Its chairman V.K. Mathews has told Chandy that no IT company of consequence will plan to set up their facilities in a state which has such archaic regulations. While Sudheeran and Chandy have made it clear that there is no question of going back, a few allies of the United Democratic Front (UDF) have said that such a tough policy should not have been taken. India furious about UK MPs’ plan to debate Kashmir crisis
loNDoN, September 10 (iANS): The Indian government is furious about British MPs’ plan to hold a debate on the “political and humanitarian situation in Kashmir” on Thursday. India interprets the move as an attempt to criticise India’s role in Kashmir, even question its sovereignty over the region. Ironically, the debate is scheduled when Jammu & Kashmir is reeling under the worst floods in its experience for over 100 years, Raymedia reported. David Ward, a Liberal Democrat MP, sought the debate in which government as well as opposition spokesmen will participate. Ward represents Bradford East in the House of Commons. Bradford city has the biggest Pakistani-origin population in Britain. In the past, such constituents have been known to pressurise their MPs to censure India on Kashmir. The debate will not take place in the main chamber of the House of Commons, but in a committee room in Britain’s Houses of Parliament. At the same time, its contents will be officially recorded. Speaking at an event to mark the 125th birth anniversary of the Indian freedom fighter Sarat Bose over the weekend, the
Deputy High Commissioner for India in the UK, Dr Virander Paul, surprised his audience by stating: “From time to time, we find that there are certain tendencies in certain sections of the society, which are not in the interest of our strong relations.” Indeed, he cautioned: “We need to watch out and be mindful of any such efforts.” While Paul made no reference to the upcoming debate, his remarks were apparently aimed at the senior cabinet minister who was present at the function, Dr Vince Cable, who is a long-standing Liberal Democrat leader. In other words, it was a suggestion to Cable to rein in Ward, his party colleague. India has always considered any debate on Kashmir by British parliamentarians as an interference in India’s internal affairs. The last time this occurred - in 2011 - there were several more pro-Pakistan speakers than pro-India speakers. According to Raymedia, Kashmir being topmost on Pakistan’s diplomatic agenda, its missions exploit the local Pakistani community to persuade MPs to reflect their point of view in such debates. There was an undisguised message to the UK government in Paul’s speech that, unlike its
Pakistani counterpart, the Indian community in the UK does not act as an agent of the Indian High Commission. “Indians are born with the traditions and values of tolerance, mutual respect, mutual accommodation and peaceful co-existence,” he said. The Indian High Commission has, however, launched a diplomatic offensive by highlighting to British MPs: “It is a widely recognised fact and clearly recorded internationally that infiltration of terrorists into Jammu & Kashmir is aided and abetted by Pakistan, including use of cover fire and other military actions on the border.” And the mission asserted: “It is necessary that no encouragement should be given to the proponents of terrorism and jihadi elements which are being sent into India to create mayhem.” Pointing out that diplomats and the International Red Cross have free access to J&K and that human rights bodies in India take cognizance of and punitive action against any human rights violations by security forces, it further told such lawmakers: “The peaceful democratic process in the state of Jammu & Kashmir is in contrast to the situation across the border in Pakistan occupied Kashmir.”

Currency question at heart of Scottish debate LONDON, September 10 (Ap): In for a penny, in for a pound. There’ll be no going back if Scotland votes for independence from the United Kingdom on Sept. 18. Opinion polls showing that may happen have prompted investors to sell off the British pound. If a knockout blow is dealt to Scotland’s 307-year union with England, that selling could accelerate as the U.K. plunges into a constitutional crisis. The fate of the pound, which is also known as sterling and is one of the most tangible links of the union, will be front and center in any separation proceedings, as it has been during the campaign. The nationalists, led by Scotland’s First Minister Alex Salmond, hope Scotland will still use the pound through a currency union with what’s left of Britain — Wales, Northern Ireland and England. The main British political parties, notably the Conservatives and Labour, say that’s not going to happen. Enmeshed are other complexities, such as the division of Britain’s 1.2 trillion pounds ($1.9 trillion) debt and whether Scotland would be part of the European Union. Uncertainty reigns — a toxic backdrop for the world’s fourth-most traded currency. In just two days since a poll last weekend put the Yes camp

Al Qaeda’s shadowy new “emir” in South Asia handed tough job mULtAN pAkiStAN/iSLAmAbAD, September 10 (reUterS): Pakistani militant Asim Umar has been handed a very tough job. Thrust into the limelight after being named leader of al Qaeda’s newly created South Asian wing, he has been entrusted with reviving the network’s fortunes at a time when Islamic State is generating grisly headlines and luring recruits. Little is known about the man whose thinking was shaped in radicalised seminaries and madrassas of Pakistan and who will now spearhead al Qaeda’s activities from Afghanistan to Myanmar. In a video address aired last week, the group’s chief, Ayman al-Zawahri, named him as the “emir” of a new branch of the network that masterminded the 2001 attacks on the United States. Interviews with militant and intelligence sources reveal that Umar, thought to be in his mid-forties, has a reputation as an Islamist ideologue rather than a fighter, and is known in South and Central Asian Islamist circles as an intellectual and excellent orator. One jihadist source in Pakistan’s lawless tribal areas on the Afghan border who knew Umar personally said that Zawahri first caught sight of his talents around the time of the death of Osama bin Laden in a secret U.S. raid in 2011. “After the killing of Osama bin Laden, al Qaeda’s new chief al-Zawahri started the reorganisation of al Qaeda, with its main focus on South Asia,” the source said. “Al Qaeda started recruiting and training fighters in
Afghanistan and now Maulana Asim Umar has been appointed as South Asia chief. ... He has strong connections with Islamic seminaries in Pakistan, Iraq and Afghanistan.” Illustrating Umar’s close ties to the top al Qaeda command, the source said it was Umar who facilitated bin Laden’s move to a safehouse in the Pakistani city of Abbottabad, where he lived undetected for years before U.S. forces finally detected him. COMPETING MOVEMENTS Zawahri’s announcement was widely interpreted as an attempt to seize back the initiative from militant group Islamic State, which has swept across swathes of Syria and Iraq. That movement has galvanised young followers around the world, using brutal methods including crucifixions and beheadings, some of which have been filmed in propaganda videos. In contrast, Zawahri delivered his latest message via a lengthy speech directed at the camera. Al Qaeda does have close ties to the Afghan and Pakistani Taliban, meaning it has a deep presence in South Asia. Observers say it may seek to broaden that reach as most of the U.S.-led foreign forces in Afghanistan prepare to leave at the end of the year, freeing up fighters to move elsewhere. But until now there has been no evidence that the group has a presence in India, home to around 175 million Muslims. Al Qaeda’s announcement last week prompted India to put several provinces on high alert and rattled nerves in a region already destabilised by a persistent Taliban insur-
gency and sectarian strife. DEEP CONVICTIONS, “CAN DELIVER” Sources familiar with Umar speak of a man with deep Islamist convictions who has written at least four books promoting jihad. One of the books, about U.S. private security firm Blackwater, is titled “The Army of Anti-Christ”. He has had his eyes on the Indian subcontinent for many years, issuing a number of video appeals to Kashmiri Muslims to join militant battlefields and fight “infidels”. In one video released in June last year, Umar reminded his viewers of India’s past glories under the Islamic Mughal empire, which ruled parts of India for centuries. “From the land of Afghanistan, a caravan is heading toward India,” said Umar, who spent at least 16 years in Afghanistan, according to Pakistani sources. “Not on someone’s directive. Not on the basis of some governmental policy. But simply on the basis of abiding by God’s command.” Umar first appeared on the global jihadist radar when he studied at Jamia Uloom-e-Islamia, a Pakistani seminary in the teeming port city of Karachi. Umar also studied at Darul Aloom Haqqania, a huge Islamist madrassa in northwest Pakistan run by Maulana Sami-ul Haq, known as the “father of the Taliban” as many top Taliban commanders studied under his wing, according to militant sources. Celebrated for his exceptional language skills, Umar translated his books into several languages including Pashto, Uzbek and Arabic. “He is said to be a good writer and orator,” said one source.
The nationalists argue an agreement is possible. With the two economies so closely tied, a currency union would reduce transactions costs and uncertainty for both and Scotland would gain financial stability. But a currency union would require Scotland to share political powers with Britain, meaning it would immediately hand back a

EMBRACING THE EURO Despite its problems, the euro could be the longterm alternative. By the time Scotland opts to join, the eurozone may have solved its many financial problems. The nationalists used to back the idea of joining the euro before it was in crisis. Since that crisis, however, euro countries have been pooling many of their financial and political powers under strict rules. It’s unclear whether Scotland would like to leave one union with Britain to join another. One problem with the euro option is that Scotland would likely have to reapply to join the EU if it decides to become independent. It’s uncertain how easy that will be. Spain, for example, may balk at the idea of early readmission for Scotland for fear it may encourage other nationalist movements in Europe, notably in the Spanish region of Catalonia.
THE PANAMA PRECEDENT No, it’s not a Robert Ludlum thriller. Even without agreement, Scotland could use the pound. “It’s our pound and we’re keeping it,” Salmond said. It’s not an outlandish idea. Panama uses the dollar though it’s not part of the United States, while Montenegro pays its way with euros despite not being in the EU. Because Scotland’s economy is well synchronized with the U.K., socalled “sterlingisation” is an option, but it’s fraught with problems. Interest rates would be set by the Bank of England without any regard to what’s going on north of the border. Scotland would also need to run up reserves to support its financial system, which means spending cuts and siphoning off money from the North Sea energy re- GOING IT ALONE sources. Analysts at BNP An independent ScotParibas say the idea may be land may be tempted to go

Other similar-sized European economies such as Norway and Denmark manage just fine. “Having its own currency would provide the Scottish economy with the flexibility to make the necessary competitive adjustments and having its own central bank means that the appropriate level of interest rates can be set to suit the needs of the Scottish economy,” said Neil MacKinnon, global macro strategist at VTB Capital. It’s not straightforward. A new Scottish currency would likely require higher interest rates than those in the U.K., even if it were pegged to the pound. There would be transaction costs in financial deals with the U.K. and Scotland would become vulnerable to shocks in currency markets. Businesses and savers may decide it’s not worth the risks and move. Precedent suggests a new Scottish currency would take time to establish itself. When Ireland won independence from the U.K. in 1922, it took six years for its new currency to be launched and decades for it to trade openly. As recently as the 1990s, Ireland needed to have high interest rates to support the Irish pound. Still, for all its problems, it is “the only truly independent option of the four,” said Deutsche Bank’s Buckley.
SAsians face increasingly hostile climate in US WASHiNGtON, September 10 (iANS): South Asian, Muslim, Sikh, Hindu, Middle Eastern, and Arab communities face an increasingly hostile climate in the US, according to a new report by an umbrella community organisation. The report “Under Suspicion, Under Attack” by South Asian Americans Leading Together (SAALT) was released at a briefing on Capitol Hill, seat of the US Congress, here Tuesday. It documents over 150 incidents of hate violence and xenophobic rhetoric by political figures and government officials that occurred nationwide from January 2011 through April 2014. The analysis found a 40 percent annual average increase in xenophobic political comments since SAALT’s last analysis, released in 2010. While numerous hate violence incidents frequently go unreported, Under Suspicion, Under Attack tracked nearly 80 incidents in communities nationwide, with an overwhelming share animated by anti-Muslim sentiment. Hate violence ‘hot spots’ included the New York City/New Jersey metropolitan area; Chicago and its outlying suburbs; and Southern and Northern California. “Thirteen years after the tragic events of 9/11, we saw
consistently high numbers of hate violence incidents and a surge in xenophobic political rhetoric aimed at our communities, portraying them as un-American, unwelcome, and disloyal,” said Suman Raghunathan, Executive Director of SAALT. “Disturbingly, over 80 percent of documented hate violence incidents were motivated by anti-Muslim sentiment,” she said. “Similarly, an overwhelming majority---over 90 percent----of xenophobic political comments were characterized by anti-Muslim bias.”
“As a result, many in our communities are living in escalating fear,” Raghunathan said. “Community members are being sent a message that we are unwelcome even in our most sacred spaces-a message that stands contrary to our nation’s core values.” “Our communities have endured a sustained and even escalating backlash after 9/11, crystallised by hate violence,” said Linda Sarsour, Senior Strategist for the Take on Hate Campaign and Executive Director of the Arab American

MH17 likely downed by outside impacts
tHe HAGUe, September 10 (Ap): Malaysia Airlines Flight 17 was likely struck by multiple “highenergy objects from outside the aircraft,” causing it to break up over eastern Ukraine, a preliminary report into the deadly aviation disaster concluded Tuesday. The report by the Dutch Safety Board stopped short of saying the Boeing 777 was shot down by a missile but its findings point to that conclusion. It also did not say who might have been responsible. The Boeing 777 suddenly plunged out of the sky July 17 over territory held by pro-Russian rebels in Ukraine, killing all 298 passengers and crew on board. “The damage observed in the forward section of the aircraft appears to indicate that the aircraft was
penetrated by a large number of high-energy objects from outside the aircraft,” the report said. “It is likely that this damage resulted in a loss of structural integrity of the aircraft, leading to an in-flight break up.” The board is leading the international investigation into the cause of the disaster. Its full report is expected within a year. “The initial results of the investigation point toward an external cause of the MH17 crash,” the board’s chairman, Tjibbe Joustra, said in a statement. “More research will be necessary to determine the cause with greater precision. The Safety Board believes that additional evidence will become available for investigation in the period ahead.” Christopher Yates, an
aviation safety specialist at Yates Consulting, told The Associated Press the report “is extremely consistent with damage from a missile for the simple reason there are penetration marks. “It must have been moving at very high velocity to create the damage,” he said. “It could only be a missile of the type that would reach the altitude that would have struck the aircraft” — potentially a Buk missile. He said the report gave no indication whether the missile had been fired from the ground or from another aircraft, but it likely came from the ground as there were no military aircraft known to have been flying at the time. The missile could not have been shoulder-fired because it would not have reached the necessary altitude, Yates add-

Malaysian Prime Minister Najib Razak welcomed the report, saying in a statement that its key conclusion “leads to the strong suspicion that a surface-toair missile brought MH17 down, but further investigative work is needed before we can be certain.” Because of fighting between the Russian-backed rebels and Ukrainian forces, investigators from the board have not visited the fields in eastern Ukraine where the wreckage of Flight 17 plunged to the ground. That likely contributed to the board’s cautious assessment of what happened. “Detailed examination of the structural damage is ongoing,” the report said. “Forensic examination will be performed if the wreckage can be removed.”
Razak said Malaysian investigators were sent to Ukraine on Monday. “It is of the utmost importance that the investigation teams gain full and unfettered access to the crash site, in order to recover all human remains, complete their investigation and establish the truth,” he said. “We owe it to the families, who are in our thoughts today.” Australian Prime Minister Tony Abbott also said the findings “are consistent with the government’s statement that MH17 was shot down by a large surface-to-air missile.” He added “the international community must remain focused on finding, prosecuting and punishing the perpetrators of this cowardly attack. We owe this to the innocent victims of the MH17 downing and their
families.” Dutch Prime Minister Mark Rutte said the leader of a Dutch team aiming to recover bodies and belongings was heading to Ukraine on Wednesday and other investigators were ready to return to the crash scene whenever it is safe enough for them to work. “There is still a long way to go,” Rutte said. “We owe it to the next of kin to do our utmost to recover human remains and personal belongings, to give clarity about what happened and to bring to justice those responsible.” Investigators so far have studied photos of the crash site, radar data and information gleaned from the downed jet’s “black boxes” — its cockpit voice recorder and flight data recorder. They all indicated that there was no technical fault that
may have caused the plane to disintegrate. The cockpit voice recorder “revealed no signs of any technical faults or an emergency situation,” the Safety Board said. “Neither were any warning tones heard in the cockpit that might have pointed to technical problems.” The separatists officially deny having shot down the plane. They maintained that stance Tuesday, with Alexander Zakharchenko, a top rebel commander in Donetsk, quoted by Russia’s Kommersant newspaper as saying “we simply don’t have the technology that would have allowed us to shoot down the Malaysian plane.” However, just three hours before the plane was shot down above rebelheld territory in eastern Ukraine, the Associated
Press reported on the passage of a Buk M-1 missile system — a machine the size of a tank bearing four ground-to-air missiles — driving through the rebelheld town of Snizhne near the crash site. A highly placed rebel officer told the AP in an interview after the disaster that the plane was shot down by a mixed team of rebels and Russian military personnel who believed they were targeting a Ukrainian military plane. Intercepted phone conversations between the rebels released by the Ukrainian government support that version of events. In those tapes, the first rebels to reach the scene can be heard swearing when they see the number of bodies and the insignia of Malaysia Airlines.

All together, 61church leaders of NCRC Sumi from across the state attended the seminar. Resource persons during the seminar were Dr. Vinito L. Chishi (State Consultant LFA-Nagaland), Dr. Hotoka (ART Centre –Dima-
pur), Dr. Joyce and Hukatoli Choppy (LFA-Nagaland). The aim of the seminar was to build the capacity of church leaders in responding to the issues HIV/AIDS and thereby generate community support and response in reducing stigma and discrimination and to promote care and support. ability), HIV/AIDS and Hepatitis-C Transmission, Risk, Treatment and Care, Stigma and Discrimination and role of the Church to reduce the barrier and Sex and Sexuality (Gender Perspectives and Risk Factor). Figures are also expected to include £25m in profit, aided by worldwide sales of two million replica shirts. The results should also include details of the pay-off to former manager David Moyes, sacked less than one season after succeeding long-serving and multiple trophy-winning boss Alex Ferguson at Old Trafford. However, this set of accounts is not expected to include the scale of losses incurred as a result by the club’s failure to qualify for lucrative European tournaments as a result of finishing an unusually lowly seventh in the English Premier League last season. Forecasts for the headline figures have already been published in a prospectus published in August for a new release of shares on the New York

Meanwhile, the Delhi High Court has been asked by a petitioner to ban the film on the grounds that the word 'Fanny' in the title is 'vulgar'. Last year, Deepika's film Goliyon ki Rasleela Ram-Leela faced no end of trouble over its name - which was changed three times from its
original Ram Leela - from religious groups who alleged that it implied the film was a depiction of the life of Lord Ram. Earlier in 2013, Deepika's Tamil accent in the blockbuster Chennai Express was heavily criticised as sounding more Malayalee than Tamil. Schumacher leaves hospital for home
GENEVA, SEptEmbEr 10 (rEutErS): Michael Schumacher has left hospital to continue his recovery at home but the former Formula One champion faces "a long and difficult road ahead" after his skiing accident last year, a statement said on Tuesday. "Henceforth, Michael's rehabilitation will take place at his home. Considering the severe injuries he suffered, progress has been made in the past weeks and months," said the brief statement issued by manager Sabine Kehm. "There is still, however, a long and difficult road ahead. "We ask that the privacy of Michael's family continue to be respected, and that speculations about his state of health are avoided." A spokesman for the university
hospital in Lausanne, confirmed that the 45-year-old German, a seven-times world champion, had been discharged earlier in the day. No details were given on Schumacher's condition. Schumacher suffered severe head injuries in a ski accident in Meribel in the French Alps on December 29 last year and was transferred by ambulance to Lausanne in June after emerging from a coma. He underwent nearly three months of treatment in an outdoor section of the hospital known as "Jardin des Sens" or Garden of the Senses, shielded from view. It specialises in the recovery of severely traumatised neurological patients by exposing them to water, scents and other elements.

The Naga People’s Front (NPF) Kohima Division Sports Meet hosted by 15th Southern Angami II A/C got underway here today at John High School, Viswema with Minister for forest, Environment, Ecology & Wildlife, Dr. Neikiesalie Kire, inaugurating the sports meet.
