Naga Hoho appeals against violating CFGR
DIMAPUR, SEPTEMBER 14 (MExN): The Naga Hoho has expressed concern over the “raiding of houses by Assam Rifles...” and lamented that “even the innocent public is not spared from such raids.” A press note from the Naga Hoho remindeded that such acts are being committed “under the guise of draconian laws of Armed Forces Special Powers Act (AFSPA) and thereby engaging to derail the hard earned ceasefire/ peace process between the GoI and different Naga political groups.” It appealed to the AR and the Chairman of the Ceasefire Monitoring Group to “uphold the mutually agreed Ceasefire and to restrain from violating Ceasefire Ground Rules (CFGR) till we achieve amicable settlement of the Indo-Naga political problem.”
ZPO (N) resolves to defend protective rights

DIMAPUR, SEPTEMBER 14 (MExN): The Zeliang People’s Organization (ZPO) Nagaland has resolved to “unstintingly protect, and even confront all ulterior motives that are designed to jeopardise the stand of native Zeliang people of Nagaland in particular and the Nagas of Nagaland in general, from within and outside.” A press note from the ZPO (N) informed that this was resolved in a consultative meeting of the “native Zeliang people of Nagaland” under the aegis of the ZPO (N) on September 13. The meeting also resolved to strengthen activities of the Nagaland Tribes Council (NTC) and to support the NTC public rallies in all district headquarters of Nagaland on the issues of NSDZ and Rongmei tribe recognition.”

High Court has not revoked disqualification order: NCP DIMAPUR, SEPTEMBER 14 (MExN): The Nagaland state unit of the NCP has today stated that the Kohima bench of the Guahati Hight Court has “neither revoked the disqualification order of the Speaker nor allowed the MLAs to join the BJP.” The NCP stated this, in reference to the recent interim stay granted on the disqualification order of three MLAs, which was is-
sued by the Nagaland Legislative Assembly Speaker. A press note from the NCP General Secretary, Miathou Krose recalled that at the hearing on September 12, “the single Judge at the Kohima Bench, Justice LS Jamir heard the Speaker’s counsel at length.” It stated that the judge “also heard the counsel for the NCP and counsel for the petitioner

NEw DElhI, SEPTEMBER 14 (IANS): Four months after the Election Commission announced that 694 confirmed cases of paid news have been detected in the general elections it is yet to send any formal intimation to the Press Council of India, the body mandated to take action against erring media organisations. A PCI official said they are unable to serve show cause notices to publications allegedly involved in paid news in the absence of an EC statement. “We’re aware that nearly 700 cases of paid news took place during the Lok Sabha polls, but we cannot act on the basis of media reports. We normally wait for a statement from the Election Commission, which we have not received yet,” Punam Sibbal, deputy secretary of PCI, told IANS. In fact, after a long wait of four months the PCI last week issued a reminder to the EC, contending that it is unable to take any action in the matter as a formal statement carrying details of the paid news incidents is yet to arrive. Sibbal said the EC is yet to respond to their reminder. By the time the 10 phases of polls ended to form the 16th parliament, thousands of cases of paid news
were reported, according to EC officials. On May 12, on the completion of the last leg of the polls, EC director general Akshay Rout told the media that in 3,053 cases notices were issued by the EC’s Media Certification and Monitoring Committee on suspicion of foul play. “We served 3,053 notices, 694 of which were found to be genuine cases of paid news by our committee,” Rout had said. When IANS contacted EC on the same, a senior official said that all cases of paid news are from the states, which are in the process of verifying the allegations. “The candidates (who were involved in giving money for publishing or broadcasting favourable news) have a right to appeal; so there is a delay,” another official told IANS requesting anonymity. He said that the final appeal lies with the EC, without giving any further information on whether the poll panel has received any plea for appeal from involved parties. Asked when the EC is likely to intimate the PCI about the paid news cases, he said “no tentative date can be given.”

Police bust ‘bank account racket’ Morung Express news Dimapur | September 14
Dimapur police arrested one man for opening multiple banks accounts using forged documents. The man identified as Vitoka (26), a resident of Boro-Lengri, Karbi-Anglong was arrested on September 4. According to the officer incharge of West Police Station, police received a complaint from the Dimapur branch of the ICICI Bank
about a savings account showing unusual transaction patterns involving huge sums in a short period of time. The complaint was lodged on August 25. Subsequent investigation led to the unearthing of a ‘bank account opening’ racket with strong links to the Nigerian SMS-online lottery scam. It was discovered that the man had opened as many as ten accounts at the Dimapur branches of the State bank of India, Union Bank and the Punjab Na-
tional Bank using forged papers. The pass books and confidential access codes to the accounts were delivered to a suspected Nigerian national, the OC said. The accounts were then used to route money to a ‘nostro account’ based in New York, USA. The holder of the destination account was said to be one Lyle Graham, whose real whereabouts could not be established. An amount of Rs. 4.57 lakhs was transferred to the ‘nostro account’ through the accounts
opened in Dimapur. The OC said that all the illicit accounts were frozen after the arrest of Vitoka. The OC further informed that one of the accounts had anomalous address entry, raising questions on the screening process employed by banks to open accounts. The address was entered as “Purana Bazar, Notun basti, Dimapur.” The arrested was charged and booked under various sections of the Indian Penal Code, including sections 403 and 420.

For villagers of Avankhung in Meluri sub-division bordering Myanmar, their prayers for electricity still remains on the wish list. The small Pochury village located some 300 kms from the state capital Kohima is the last village in Phek district to be brought under electrification. “We have petitioned the state government to give us power connection a couple of years back, but so far no action has been taken. Last time the Power department officials said that they have no fund to take up electrification in our village”, said Avankhung village chairman, Tsulenthong. While the village waits for the ray of development, Avankhung uses solar lamps bought from Layshi town from across the border to light up its nights. And it is not only solar lamps.

With the nearest town Meluri some 145 km away, villagers of Avankhung prefer to trek all the way to Layshi, some 20 kms from Avankhung, to conduct their trade and business. “If we start around 7 am from our village, we reach Layshi by 4 pm. After conducting our business, we stay overnight in Layshi and trek back to our village the next morning”, said

In Layshi, Avankhung villagers buy food stuffs like rice, household items and medicines and in return sell Indian goods like watches, pencils, salt and radios. “Philips radios are very popular in Layshi. They also ask for soaps and mustard oil saying Indian brands are better in
quality”, another villager said. And it makes business sense to trade in Layshi. “For Rs. 100 we get 1500 kyat Burmese currency. Whereas price of rice is around Rs. 35 in our nearest towns, in Layshi it comes to Rs. 27-30 per kg”, the villager said. Both Layshi and Meluri people belong to the Pochury Naga tribe divided by the International border.
The small village with about 30 households is also yet to get a dispensary or community health centre. The only sign of the Nagaland state government’s presence in the village is the Government Primary school with around 50 students and five teachers. Ironically, the remoteness of the area has come as a boon for the students. “All the teachers are also stationed here in the village itself. Due to the distance and transport problems, they also find it hard to go on frequent leaves”, the village chairman said. For the moment, the villagers are focused on the ongoing construction of the International Trade Route funded by DoNER, which will connect Avankhung International trade centre (ITC) with Layshi. “Once the road connectivity to Layshi is completed, then our village can hope to see brighter days”, a village elder said.

eptember 6, 1964, the “first day of ceasefire and peace,” wrote journalist Harish Chandola in his 2013 book ‘The Naga Story,’ “seemed as if the radiance of the day had driven away the shadow of death cast by a decade of fighting.” He was referring to the first Indo-Naga ceasefire, which never ended in peace for the Naga people despite 50 years of its observance. The ceasefire, however, then and now, remains deeply significant. The first meeting for peace between the then vice-president of Naga National Council, Imkongmeren, and Nagaland Peace Mission member Reverend Michael Scott happened in the forests of Longmisa village in Mokokchung district on April 23, 1964. Later, on September 6, 1964 the chief minister of Assam and Peace Mission member Bimala Prasad Chaliha adventured all the way to Longmisa and declared the ceasefire. It was the first time in independent India that Naga people saw rest from violence. “There was hardly a single Naga village or family that was not affected by the punitive operation conducted by the Indian Security Forces. Seeing the suffering of their people the Church could no longer remain silent,” stated a note from the Nagaland Baptist Church Council (NBCC), while commemorating the 50th year of the ceasefire. According to Prof. Xavier Mao, the suggestion for an Indo-Naga ceasefire came also from Prof. Bertrand Russell after hearing of the gross human rights violations that the Indian army subjected the Naga people to. “The 1964 ceasefire was a breather to the suffering of the people—for a moment, the common people were relieved of fear, worry and anxiety. There was jubilation everywhere and worry of what tomorrow would bring did not bother anyone,” reflected Rev. Zhabu Terhuja. With that sort of external and internal support (the Church as a massbased organization), the ceasefire’s breakdown (abrogated unilaterally by the Government of India in 1972) is understood today by observers as an opportunity missed by the Naga people, as well as the Government of India (GoI). Peace talks The ceasefire first led to talks between the Naga leaders of the Federal Government of Nagaland (FGN) and representatives of the GoI, facilitated by the Peace Mission, itself facilitated by the Church. Harish Chandola, who reported from the region during the time, notes nine rounds of talks between the FGN leaders and the Indian External Affairs Ministry Secre-
tary, Y.D. Gundevia from September 1964 to April 1965. From February 1966 till October 1967, six rounds of political talks between Prime Minister of India, Indira Gandhi, and Prime Minister of FGN, Kughato Sukhai, took place. During this time, in 1966, the Peace Mission fell apart. Jayaprakash Narayan resigned. The GoI, allegedly ruffled by Rev. Michael Scott’s documentation of human rights abuse in the Naga areas, expelled him from India— the same day BP Chaliha resigned. Historians suggest that it was Scott who first introduced the Naga issue through a small gathering to the United Nations in the 1960s. Meanwhile, political level talks ended in a ‘deadlock’ in October 1967, as neither India nor the Nagas budged from each of their ‘sovereign’ position—India wanted the Nagas to embrace the Indian constitution, the Nagas remained steadfast on retaining ‘sovereignty.’ As HK Zhimo pointed out, “The 1964 ceasefire was situational, meant to control the violence at the time. No one was prepared for negotiations.” India’s failure “It was a historical opportunity for both the Indian State and the Nagas to negotiate a worthwhile settlement,” said Nandita Haksar of the first ceasefire between the Naga people and the GoI. But the opportunity was missed to tap into peace due to India’s own fears, among other factors. “The Cold War and the very real possibility of the influence of Communists in the Northeast, especially Naga lands—these factors would explain India's reaction to the Peace Mission, the reasons for not trusting the church leaders (while making use of them) and perhaps the Indian Government's hostility to Rev. Michael Scott,” explained Haksar. Harish Chandola, as well as some Naga observers, affirm India’s fear of China, and the Nagas moving between the lines both during and after the ceasefire—an attempt to begin talks between Indira Gandhi and AZ Phizo was lost in the layers of this fear in 1977. The Naga issue was consistently taken out of political hands, misunderstood by bureaucrats and dealt with poorly by politicians who were approached (for instance, later, Morarji Desai). During the peace talks following the 1964 ceasefire, while the Indian government, according to Chandola, made use of “clever tactics” to keep the “underground” delegitimized, “clear provocations” were made with an added complication of a Nagaland State Government which was “against the peace talks.” All through the bureaucratic-level talks, observed Chandola, India did not agree that the Naga people had the ‘right to self-determination,’ which was rec-

ognized by the Peace Mission. “Delhi wanted surrender first, before accepting Naga traditional rights.” Meanwhile, the military approach continued, and contribution of the Indian army and Indian State intelligence to the failure of peace in the region remains under cover. “India has opened up many new military posts after the cease-fire agreement and nobody knows how many Indian soldiers have moved into Nagaland after the Cease-fire..” wrote the Naga delegation to the talks in a letter to the FGN during the time, to which former member of the delegation, General Thinoselie Keyho (Retd) still accedes. The GoI had continued with its “military approach,” which, for him, was the “wrong approach.” Besides, when they could have been taking better advice, the GoI approached the illambitious Government of Nagaland (GoN) instead. While some believe that Jawaharlal Nehru was “badly misled,” others hold firm that the GoN was formulated to “divide the Nagas into two classes—those for political self determination, and those against it,” stated a commentator. The GoI could not keep the commitments made to the Nagas in earlier pacts. In 1972, following an ambush of then chief minister Hokishe Sema, Nagaland was shifted from the Ministry of External Affairs to the Ministry of Home Affairs after promulgating the Unlawful Activities (Prevention) Act, 1967, in Nagaland. “The Naga people were neither consulted when this switch was made, nor when the ceasefire unilaterally abrogated by the GoI in 1972,” said HK Zhimo, hinting at an “ulterior motive” on India’s part. “Naga people were united then and were willing to solve the problem—they wanted

‘Exploitation’ of sericulture farmers highlighted
kohima, September 14 (mexN): The District Sericulture Officer (DSO), Mokokchung has highlighted that “certain sections of individuals/ agencies etc are found exploiting the sericulture farmers by purchasing their products below the floor price fixed by the government.” In a press release, the DSO informed that the revised floor price for various sericulture products has been fixed vide Government Order No. Seri/Gen/2/7/2009 dated June 4, 2014.The officer also informed that any individual/agency etc. involved in
trading sericulture products within the district shall have to obtain “certification of trading of sericulture products” from the District Sericulture Office, Mokokchung, which will be issued after verification of trader’s genuineness and to maintain record of flow-out of silk products from the district. Therefore, DSO Alemkumzuk has requested the sericulture farmers to sell their products only to authorized individuals/ agencies (certified by the department) so they are not exploited through illegal trading of silk products.

Truckload of liquor seized in Dimapur
Dimapur, September 14 (mexN): 1184 cases of assorted liquor were seized from a truck in Dimapur on September 12. According to a press release received here, 29 Assam Rifles at around 3:30 pm conducted a search of the truck bearing registration number AS03A2783 parked at a gas filling station at 6th Mile. There was no occupant in the truck, the release said. CRPF personnel to be JCILPS relaxes ‘curfew’ on non-locals deployed at Manipur NIT imphAl, September 14 (NNN): The Joint Committee on Inner Line Permit System (JCILPS), Student Wing has relaxed the 'curfew' on the non-locals till September 19 after the State Government gave an assurance to release all the arrested members of JCILPS including its student wing convenor M Angamba by September 19. "In the event of the State Government failing to translate its assurance by September 19, we will reimpose the curfew on the non-locals immediately," asserted Oinam Nandababu, an executive member of JCILPS, Student Wing while addressing a hurriedly arranged press meet late last night in Imphal. Two NE youths attacked in Delhi, three held
New Delhi, September 14 (iANS): Two Manipuri students were attacked with a scissor, stones and iron rods by three people, two of them juveniles, when the northeastern youths objected to racist remarks against them, police said Sunday. The attackers have been apprehended. The incident took place around 9 p.m. Saturday at Babulal Chowk in Munirka area of south Delhi. Police said the Manipuri youths had gone to a nearby shop where the accused made racist comments at them. "When the victims objected to the racist remarks, the accused started using abusive language. A heated argument started, and the accused attacked the victims with a scissor, stones and iron rods from a nearby construction site," a police official said. The Manipuri youths were taken to the Safdarjung Hospital. One of them, 21-year-old Laith Golain, was discharged after first aid, while Boylen, also 21, was still under treatment following multiple stab injuries. The attackers fled the spot after the incident, but were nabbed later, police said. The two Manipuris, who are undergraduate students of Delhi University, stay in a rented accommodation in Munirka, south Delhi.

IIT-G student found dead behind hostel GuwAhAti, September 14 (iANS): An electronics and communication engineering student of IIT Guwahati, hailing from Haryana, was found dead behind his three-storeyed hostel building Sunday, police said. The body of Tushar Yadav (19) was found lying in a pool of blood around 7.30 a.m. Police investigators say that the student committed suicide Saturday night by jumping from the building rooftop. Police also found a note addressed to his parents which says he was suffering from depression for the past two months. "In the suicide note, the student has apologised to his parents," police said, adding they are waiting for the fingerprints report. The student was a resident of Gurgaon in Haryana. His father, Narender Singh rushed here after getting information. Post-mortem examination of the body was conducted at the Gauhati Medical College and Hospital. This is the second such incident in the IIT-G this year. Shoaib Ahmed, a second semester M.Sc. student from Bengal, hanged himself from the ceiling fan of his hostel room in March.

The demonstration sponsored by the Shillong Manipuri Students' Union (SMSU) was held at the Don Bosco Square, Laitumkhrah in Shillong here. "The demonstration was to express our support and solidarity with the agitating groups in Manipur who
are demanding the implementation of the ILP, a system to control influx and illegal immigration," SMSU president Chongtham Thangmaba Meetei told reporters here. Series of agitations have been launched by several pro-ILP groups to pressurise the government of Manipur, the need to implement the ILP, a mechanism to curb the inflow of influx and illegal immigration into the state. Urging the Manipur government to have dialogue with the pro-ILP
groups, Meetei said, "Even if they (government) say ILP is an outdated act, but there should be some other mechanism to safeguard the indigenous people, their culture and identity." He also maintained that the Union is not against anybody but it is just concern about the possibility that outsiders can outnumber the local indigenous people. Meanwhile, the Adviser of SMSU Surjit S Thokchom said, "the demand for ILP is not a demand to isolate Manipur from the rest of India.

imphAl, September 14 (pti): The Manipur government has decided to reopen all educational institutions from Monday following an agreement with the Joint Committee on Inner Line Permit System (JCILPS). This decision was taken yesterday after the JCILPS agreed in a meeting with the government to lift the "indefinite public curfew", imposed since September 11 by student wing of the Committee to press implementation of inner line permit system in Manipur, an official release said. the meeting between Chief Minister O Ibobi Singh and representatives of JCILPS last night, the government also agreed to release all the arrested members of the JCILPS including women volunteers. A spokesperson of the JCILPS said if the government failed to release the arrested persons including top JCILPS members without any condition till September 19, the committee would reimpose "public curfew" which restricted movement of non-Manipuris particularly migrant labourers who do
not have valid documents. Educational institutions were closed in the state since September 11 following the "indefinite public curfew." JCILPS, supported by various social organisations and students bodies, launched the agitation for implementation of the ILP system in the state. AMWJU calls for saving medium & small newspapers imphAl, September 14 (mexN): All Manipur Working Journalist Union (AMWJU) in its State report tabled at the national executive committee meeting of the Indian Journalists Union, IJU, held in Tirupati, Andra Pradesh, argued that the ‘diverse voices’ of the country must be kept alive by saving the medium and small newspapers operating from the peripheries of the country. A press release received here stated, “This can be partly done by addressing the disparity in DAVP advertising rates in the country.” Citing the example of Manipur, Ratan Luwangcha, the Vice-President of AMWJU, highlighted that newspapers in Manipur enjoy a pathetically low advertising rate as compared to the rest of the country. “While newspapers in Meghalaya are given Rs 100 per column on DAVP advertisement, their Manipur
counterparts get a meagre Rs 10 per column,” the release stated. AMWJU urged the IJU to highlight the plight of Manipur’s newspaper at appropriate forums to bring relief. He argued that a revised DAVP rate for the medium and small newspapers can be offered to those publishers who adhere to the Majithia Wage Broad which in return can uplift the lifestyle of the journalist in line with the minimum wage of the working journalists passed by the verdict of the Supreme Court which makes the Majithia Wage Broad mandatory for all newspaper publishing Houses in the country, the release added. In the ensuing discussion on the implementation of the minimum wage proscribed in the Majithia Wage Broad, the national executive of the IJU, observed that around 70 newspaper publishing houses of the

However one of the disturbing trends that have developed is of opting for contractual journalist rather than regular ones to escape the mandatory minimum wage, the release stated and added, “The Committee condemned this conversion and termed it an illegal practice and resolved to take the matter to the apex court.” Significantly, some reputed newspapers have reviewed this practice and are making amends not to end up in the wrong side of the law. The Punjab unit informed that ‘Tribune’, a popular newspaper of Punjab re-converted 210 contractual journalists into regular and implemented the Majithia Wage Broad. The national executive body of the IJU also resolved to file a contempt

It informed that through persistent persuasion and backed up by keen interest shown by the Manipur Chief Minister, allotment of sites for the establishing a Press Housing Colony and the Manipur Press Acad-
emy in Imphal by the Manipur Govt were lauded by the national gathering. It added that the enhancement of Manipur Working Journalists’ Pension Scheme from Rs 2000/- to Rs 4000/- was also mentioned in AMWJU’s State report in the National Executive Committee Meeting at Tirupati held at Reddy Bhawanam in Andra Pradesh where more than 25 State units participated. Further the IJU national body accepted AMWJU’s proposal to hold its next national executive Committee meeting in Manipur in the month of November 2014. Villagers recount GNLA beating incident ShilloNG, September 14 (NNN): The sleepy hamlet of Pakregre in Garo Hills, Meghalaya was suddenly thrust into the national limelight after a video surfaced showing the inhuman beatings by Garo National Liberation Army (GNLA) cadres given to villagers in the presence of nearly the whole village. While the villagers themselves were shy and fearful of providing details of what exactly transpired on the September 4, a few came forward to give the real version of the events that occurred. While the police maintained that the civilians were beaten on the allegation of being police informers, the village differed, saying that most were involved in extortion in the name of GNLA and two were alleged informers. While most of them have recovered from the severe beatings, three of them are still bed ridden from the assault.
According to the villagers, 22 of the men from GNLA were staying in a house, 2 km from where a police security camp now stands. They were there before the police raid of August 29 and came back after the police left. A total of 9 people were severely beaten by the outfit with canes, some of which broke due to the severity of the thrashing. Three of the 9 are still bed ridden due to the beatings received. The police team had launched another operation in the village on September 9 in which a GNLA cadre Bestfield Marak was killed and police got a hold of the video. “They held a meeting in the school playground with almost the whole village present. 7 of the 9 had been into the extortion business and two others were suspected police informers. They even wanted to shoot five from the group but the villagers asked them not to and they acceded”,
said an elderly resident of the village. “They had demanded money from me and we were all aware of their activities. The 7 involved had asked me for Rs 2.5 lakhs and had even demanded Rs 50 lakhs from a well known contractor in Rongjeng. It was only on this information that they started beating these people up. It seems that someone set up the other two saying that they were police informers though they have never been such,” added another resident of the village, stating also that there had been misbehaviour from the outfit. A police camp comprising a full platoon is now in place to ensure security for the village besides preventing those militants who managed to escape from returning. The village still wears a coat of fear that will take time to heal after the horrific incidents that have transpired.

New Delhi, September 14 (pti): Cracking down on money laundering, the Reserve Bank of India (RBI) has closed down six Urban Cooperative Banks (UCBs) which were suspected of being used to route illegal money. The central bank has also asked state governments to take stern action against any other erring UCBs after reports emerged that such entities were being used as conduits for money laundering. The matter of misuse of UCBs, over which there is dual control by central and state governments, was discussed during a recent meeting of the Economic Intelligence Council (EIC) headed by Finance Minister. UCBs are inspected annually or once in two years depending on their ratings or classification. About 70 per cent of these urban

RBI has aggressively pursued the issue and around six UCBs were closed as they were found to be “unviable”, according to the minutes of the meeting. Sources who were present at the meeting said it was found that these banks were lax on regulatory issues and were used as conduits. “RBI had taken up the issue with the state governments and also advised stringent action against the erring UCBs,” it said, but did not disclose the names of the banks. On the issue of risk categorisation and compilation or updating of profiles of all their existing customers, the apex bank said their regional officers have been advised to seek compliance from UCBs and submit an update which would be reviewed and any necessary
action initiated. RBI has been directed by the Chairman, EIC, to block accounts of noncomplying customers while keeping the credit option open. The customers would be able to credit money into their accounts but the withdrawal facility would be activated only when the mandated information is furnished. The action comes after it came to be noticed that the UCBs, which hold deposits of over Rs 2 lakh crore, are being misused for money laundering, causing alarm to the government. It was observed that the problem of irregularities in the UCBs is of “grave nature” given their wide reach and penetration across the country with 8,100-plus branches which have huge deposits to the tune of Rs 2.09 lakh crore and advances worth
Rs 1.35 lakh crore. The government had earlier formed an interministerial group headed by the Director General of the Central Economic Intelligence Bureau (CEIB) and comprising members from CBI, Department of Revenue, Department of Financial Services, Financial Intelligence Unit, RBI and Central Board of Direct Taxes (CBDT). The report of the group has been shared with all member agencies for further action, it said. The EIC, while discussing the issue earlier, was informed about a case of a Gujarat-based cooperative bank in which 9,166 forged savings accounts were opened in the name of deceased persons to launder black money to the tune of Rs 161 crore which was deposited and withdrawn immediately, a senior CEIB official said.

That the immigrant population is supposedly increasing by the day is of concern because of its impact on the socio-political landscape of the states affected. This concern stems from questions of accommodation, citizenship, rights, ownership and so on. The lack of clarity on such issues by the government is perhaps the reason why the people continue to remain in oblivion. One must also note that the continuing growth of the urban middle class has been made possible in
part because of the presence of these immigrants and the cheap labour and services they make available. In other words, they have made it possible for many of us to live the fabulous modern Naga lifestyle! It is therefore amusing to know that the only solution to this problem that can be conceived of is an immediate ‘flush out’ of these immigrants, many of whom are unaware of their own illegitimacy. To think that the preservation of the Naga identity is possible only with the extinction of the other is appalling. Adding to this, some have conveniently decided to put the blame on them for all the ills that exist in the Naga society. It is true that members of this community have been involved in various instances of crime. But rape, murder and theft are committed by Nagas too. Are we suggesting that such crime if committed by a Naga is more acceptable than if committed by an IBI? Are we

DLYF demands SIT in school girl’s murder
DIMAPUR, SEPTEMBER 14 (MExN): The Dimapur Longsa Youth Forum (DLYF) has reiterated its demand to the Government of Nagaland to immediately set up a Special Investigation Team (SIT) to probe the murder of a school girl, whose body was found between Merapani and Bhandari in Wokha district on September 12. The forum in a press statement issued by its president, M Zachamo Ezung and publicity secretary, Sebastian also urged the district administration, the investigating authority to speed up the investigation process without further delay. It meanwhile expressed surprise over the delay of the post mortem report “which should have been completed on the same day.” Pointing out that the final post mortem report is yet to be out even after two days, the forum cautioned the medical team not to distort the findings of the post mortem and asked the authority to bring out the report by the first hour, Monday. Recounting the incident, the forum informed that on September 11, the victim, residing in Merapani, along with her
younger sister and some friends left home at 7:30 am for school which is about 3½ kms away. While on the way, she received an SMS from her class mate, informing her to come with full school uniform since it was an examination day. Thus, she went back home alone telling her sister to go ahead. According to the statement of the victim’s youngest sister, who was at home, the victim came to the house and left after changing her dress. However, she did not reach the school and mysteriously disappeared, while her cell phone was found switched off, DLYF stated. According to DLYF, the parents of the deceased reported that two elderly women from the locality who went to collect bamboo shoots at around 9.00 am saw traces of something being dragged and some foot prints where the body was found later by a search team. The forum also stated that there has been series of incidents that had occurred at the same locality where the young teenage girl was “brutally murdered”.

KIPHIRE, SEPTEMBER 14 (MExN): The KiphireSeyochung road via Lukhami village is blocked since Monday due to the heavy landslide near Yangzitong Village under Seyochung sub-division of Kiphire district. The villages of Lukhami, Phisami, Shothumi “A” and “B” are also almost “sandwiched” in the middle for almost a week owing to the mudslide. According to the Kiphire District Sumi Students’ Union (KDSSU) officials, the department concerned is not giving any assistance to the villagers and as a result, they are facing untold hardship. TSEMINYU, SEPTEMBER 14 (MExN): The Rengma Students’ Union (RSU) during its surprise visits to some schools and offices under its jurisdiction had detected “rampant irregularities”. According to a press note issued by RSU vice president, Zapi Kath and finance secretary, Ahulo Bukh, the union conducted the surprise visits on August 22 and September 9. In the case of educational institution, the release said, the existence of “ghost teachers” was quite rampant while genuine employees were found to be highly irregular resulting in half day classes. In this context, the union has appealed to all the erring teachers to observe their duties sincerely and warned that, it will list out the names of slacking teacher(s) if their polite appeal does not elicit any posi-
tive responses. The union also discovered shortage of teachers in high schools, especially in mathematics and science subjects, and urged the higher authorities to take immediate corrective measures. Meanwhile, during their visit to government offices under Tseminyu sub-division, the union witnessed functioning of some offices without any norms despite their repeated request and warning and expressed shock at this. Thus, the union has appealed to all the employees to open the office on time and “continue to work” at least till 1 PM. Most of the infrastructures of the offices were in pathetic condition needing “urgent attention”, it added, and requested the higher authority to visit their respective department and take necessary and appropriate action.

AR recovers IMFL, ganja, arm Training on mushroom cultivation 'Professionalism and Empowerment
DIMAPUR, SEPTEMBER 14 (MExN): The mobile vehicle check posts set up by troops of 29 Assam Rifles and 18 Assam Rifles seized 177 cases of Indian made foreign liquor (IMFL) in four separate operations between August 14 and September 5. According to an AR press note, 114 cases of IMFL were seized in Dimapur on August 30 and 31 by the 29 AR and two persons were apprehended in this connection. In another such operation in Peren, the troops of 18 Assam Rifles seized 63 cases of IMFL and apprehended three persons on August 20 and September 5. All the arrested persons along with the seized goods were handed over to respective local police stations.
Ganja worth lakhs recovered Meanwhile, troops of 29 and 18 Assam Rifles recovered huge quantity of contraband ganja in two separate incidents on August 29 and September 3 during their routine Mobile Vehicle Check Post. According to a press note from Assam Rifles, around 94 kilos of ganja costing Rs.2.5 Lakhs approximately were recovered from three individuals on August 29 by the 29 AR between Patkai and Zubza. The arrested individual along with the recovered contraband were handed over to Excise department, Dimapur. In another operation, 103 kilos of Ganja, costing nearly 2.5 lakhs were recovered by troops of 18 Assam Rifles on Sep-
tember 3 from general area NTU, Peren district. The recovered ganja was later handed over to Tening Police station. One apprehended for possession of arm Troops of 29 Assam Rifles launched a search operation based on “specific information” about the presence of unauthorised weapons in a house in Lake View Colony, Dimapur on September 12. During the operation, one 7.65 mm pistol was recovered, a press release from AR informed. The house owner Awoto Achumi (35), who identified himself as SS Lt in NSCN (IM) was apprehended. The accused with the recovered weapon was handed over to West Police Station, Dimapur, it added.

LONGLENG, SEPTEMBER 14 (MExN): A traning-cumdemonstration on “Oyster Mushroom Cultivation” was conducted by Krishi Vigyan Kendra (KVK), ICAR, Longleng on August 29. The Subject Matter Specialist (SMS), Plant Protection, E Lireni Kikon presented a PowerPoint presentation on mushroom cultivation such as Oyster, Button and Paddy straw mushroom with special emphasis on disease management. According to her, the most common factors causing infection to such crops were excess humidity, temperature and poor ventilation and recommended a clean and tidy cropping room to avoid such infection. Excess water in the medium should also be removed to avoid growth of unwanted moulds, she added. Demonstration on cultivation of oyster mushroom using was also shown practically with the active participation of farmers. All together 20 women attended the day long programme. Spawns and polythene bags were later distributed to all the participants.

A POEM FOR PEACE Max Ediger
An exploding roar of power and might echoes through the air. It crushes and threatens, alerting the whole world to its presence its force, its desire to conquer. Guns, bombs, mines and tortures form its massive sound. But, within its power, within its might and within its fearful threats, peace is not to be found. The shout of a mighty voice, echoing vanity and arrogance rumbles across nations. It claims sovereignty over people's lives over resources, over justice. Its arrogance covers its own fears and insecurities by destroying others. And within its titanic voice, within its destructive vanity, peace is not to be found. And then, the quiet sound of compassion, like a temple bell stirred in an evening breeze, gently quietens the roar of power and the shout of arrogance. It holds in its tones the victims of this world's violence and gently soothes away their pain and their suffering. Within that gentle sound of compassion, peace is to be found. A light flickers from a small flame, illuminating hope and love. Its subdued halo, holds high human dignity, proclaims respect for the environment, and caresses the world's resources as though touching pure and precious gems. Within the light of that small flame, peace is to be found. A scarred and furrowed hand reaches out, palm facing forward ordering the violence to cease ordering the hatred to dissipate challenging fear to become hope. It is the hand of those who have already given their lives so that peace can become deeply rooted in the rich soil of sacrifice and commitment. It beckons us forward in courage, giving us the example of those who have already given all. But, while they have given their lives, they still live, and in their outstretched hands peace is to be found. Thich Nhat Hanh, Vietnamese Buddhist monk and poet, has said, The enemy is not a person. If we kill people, with whom will we live? The enemy is not a person, it lies within each of us. When the sound of compassion and the flame of love, and the hand of sacrifice effuses from each of us, the enemies called fear, defeat, over consumption, chauvinism, love of power, pride, lack of caring, busyness, blindness to truth, deafness to cries of pain, and muteness caused by fear, will fade away along with the roar of power and the shout of arrogance. Then peace will flow like a mighty and never ending stream of justice throughout our world Perhaps, just perhaps it takes only one more person to shake the temple bell of compassion to light a candle of love, and to hold up their hand in courageous refusal to the enemies lurking within each of us, to finally break the grip of violence over our world. Then, truly then, peace will be found.

Development as a world religion
S
emantically, development is to go through a process of natural growth, differentiation, or evolution by successive changes. But this is insufficient, as it is debatable how to grow in a “natural” manner and if growth is 'natural' at all. The resolution 41/128 adopted by the General Assembly of the United Nations in its 97th plenary meeting, as of the December 4th, 1986, states that the right to development is an inalienable human right, and defines development as “a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom”. The concept appears again in the United Nations Millennium Declaration, which states in Chapter 3, paragraph 1.1, “we are committed to making the right to development a reality for everyone and to freeing the entire human race from want.” Even though, as some commentators show, the aforementioned Declaration on the Right to Development “(...) takes the scope of duties a step further in seeking to provide a juridical framework for oft-repeated claims against the public international order, for the failure of our international economic arrangements to allow for an environment conducive to human-centered development for all”, it still does not conceptualises development. What kind of want shall be, then, fulfilled through the comprehensive economic, social, cultural and political process of development? According to the United Nations Development Program, there are currently eight goals which tackle the issues that prevent regions of the world from developing, i.e. extreme poverty and hunger, universal primary education, gender equality, child mortality, maternal health, diseases such as AIDS and malaria, environmental sustainability, and global partnership for development. As part of this approach, the United Nations Development Program uses the Human Development Index (HDI), which measures life expectancy, literacy, educational attainment, and GDP per capita for countries worldwide. As it is explained by the United Nations Development Program itself, the current understanding of what human development is arose in part as a result of growing criticism to the leading development approach of the 1980s, which presumed a close link between national economic growth and the expansion of individual choices. The target is, then, enlarging people’s choices and enhancing human capabilities and freedoms. However, this definition fails to capture the essence of the thing, as it provides a mere glimpse of our uses of the word rather than a real definition. According to Rist, in order for a definition to be operational “(...) it must first of all eliminate all preconceptions, the fallacious ideas that dominate the mind of the layman”. And mainstream development texts point out at the idea of qualitative transformation of a whole society, a shift to new ways of thinking, new relations and new methods of production, and improvement in the quality of life of people while empowering them with more control over their destinies. These are subjective thoughts, and “the principal defect of most pseudo-definitions of development is that they are based upon the way in which one person (or set of persons) pictures the ideal conditions of social existence”. It is difficult to build an idea of development based on concepts such as “well-being” or “new ways of thinking”, adjectives such as “meaningful”, and the aspiration of control over one's destiny. For authors like Preston, at the core of development is the idea of social change and the most familiar ethical term associated with it is progress, though he rejects that it is formulaic; rather, he insists that it is an ethic-political notion and what it is depends on circumstances and specific analysis since it must be locally determined. Sen, in concordance with the latter, opts to see development as a process of expanding the real freedoms that people enjoy through removal of sources of unfreedom, i.e. poverty, tyranny, lack of opportunities, social deprivation, and neglect of public

s the Narendra Modi government completes 100 days in office, the prime minister seems keen to implement far-reaching changes, phasing out the old and ushering in the new. One of the first things he did was to question the relevance of the Planning Commission - a question also asked by his predecessor Manmohan Singh in 2009. The commission's inability to keep up speed with change has stood in the way of its primary responsibility - to act as think tank of high standards and futuristic vision, linked to the research and innovation council. Its past may be glorious but the country has suffered. Though the commission has extra-territorial powers to deal with the states, it only created a vacuum. A few eminent members even implied that there is too much economics within the pane; and almost negligible future orientation and management. It is ironic that India was more competitive before independence as the first industrial policy (1948), which could have put the country on a fast track, vested powers with the government only, amplifying officialdom and reducing economic competitiveness. The panel's contribution is not denied but the approach was not visionary enough to create a great nation. The infection was inescapable. It changed the course of goals and responsibilities of the commission, reducing it to a time series regression planning and funding agency. The lack of vision is evident in the incongruity of resource planning, state of monopoly,
facilities, intolerance, and repression. It can be seen, then, that it is far simpler to determine which countries are wealthier than others and then analyse if economic growth is nourished by the results of human development. That is why the critical views on development are worth of consideration, because, unlike mainstream scholarship, they do offer a definition, e.g. Rist's “development consists of a set of practices, sometimes appearing to conflict with one another, which require -for the reproduction of society- the general transformation and destruction of the natural environment and of social relations. Its aim is to increase the production of commodities (goods and services) geared, by way of exchange, to effective demand.” The reasoning behind the elements of Rist's definition can be summarised as: (i) some practices tested as formulas for development contradict others, e.g. border liberalisation to foster international trade and import restrictions as part of a restructuring; (ii) the practices enable the world system to reproduce itself by expanding its area of influence; (iii) focuses on increased production of goods and production generally involves destruction; (iv) it destroys social relations since the market makes object of a contract matters which used to be within the private sphere; (v) it is geared towards production of the maximum rather than the optimum -hence it exists solely through spreading geographically or into new natural or social domains; and (vi) it is based on demand, regardless of the social, environmental, and cultural costs involved. The above view is gloomy, indeed. However, it forces the reader to ask if development may be an ideological concept. Authors like Preston take off from the idea that all the main, meaningful theories of development are imbued by Western ethics, and, as such, the two main versions of what is progress can be identified during the XVIII and XIX centuries as the liberal democratic idea, which sustains the idea of 'man as consumer', and the radical democratic position, which invokes a historical materialist approach and takes off from the idea of 'man as doer'. While the first idea is evolutionary, for it perceives mankind as acting selfishly, the second sees humankind as acting in the light of social goals which advance over time. These conceptions are the basis of the current theories of development: liberal market and social market and, still in the fringes of mainstream scholarship, radical democratic. The first one equates progress with economic growth and, as Preston affirms, “the ideological function of this scheme is quite clear: a relationship of super- and sub-ordination is legitimated whereby the development of the presently underdeveloped is ordered by the experts of the developed countries and their agents”. Since “aggregate trends (e.g. Gross Domestic Product) may correspond little or not at all to actual changes in people's living conditions”, the liberal market view is about how humans can accumulate and maximize their economic output while best satisfying their consumptive desires, hence it provides an “impoverished theory of human agency and implies a flatness of human life, attributing to the individual no capacity to reflect on the nature of the goods he or she will pursuit, and suggesting a passivity in making life choices”. As a consequence, progress is starting to be increasingly seen through the eyes of the second school, i.e. social market theory. Nevertheless, the latter still relies on income levels and economic growth as important factors, albeit in a less emphasised way. All in all, the current view of development is, indeed, importantly permeated by economic growth, with the exception of fringe positions which concentrate on the purely social. So, is it desirable to reach the state of the developed West? In view of the critical positions within development theory, the latter seems to be the appropriate question to ask, for the model used by the international and multijurisdictional institutions to illustrate what is considered developed is primarily the Western one. If such assertion holds true, then the obvious prior question is:
Does the Western culture hold the paternity of the current idea of development? Development as an idea can be traced back to Aristotle, who thought of 'nature' as the genesis of growing things, and translated as physis, which literally means 'development'. Moreover, for Aristotle every being has a physis, i.e. its own principle of development. Aristotle, then, considered every being in terms of a cycle where all that is born and grows finally declines and perpetually begins again. Saint Augustine's theology of history took from Aristotle the cycle of birth-growth-decay, though he had to reconcile it with God's intervention in history according to his plan, hence rejected the eternal return of Aristotle and replaced Aristotle's view of nature (development) as spontaneous with divine omnipotence; i.e. “the historical succession of cycles in Aristotle is replaced in Augustine by a history constructed as a single cycle. But this adjustment was not exactly unimportant, given that it opened the way to a linear view of history”. What occurred later on during the Enlightenment is a defining moment for what and how we consider development today. The Aristotelian and Augustinian idea of decay (for a cycle of birth, growth and fall imply a continuous decay) was contested by the mid and end of the XVII Century, while keeping the sense of development (growth) as something natural and positive no longer obstructed by the barrier of “a kind of optimum level after which the curve necessarily moved downward to comply with the laws of nature and God's plan”. Over the course of the next two centuries social evolutionism consolidates its triumph, one in which, according to authors like Rist, “there was general agreement on three essential points: that progress has the same substance (or nature) as history; that all nations travel the same road; and that all do not advance at the same speed as Western society, which therefore has an indisputable 'lead' because of the greater size of its production, the dominant role that reason plays within it, and the scale of its scientific and technological discoveries.” Under this logic, development necessarily (not optionally) has to be extended to the whole planet through endless growth. As a consequence, colonization, the League of Nations' mandate system, and Truman's Point Four took place, according to Rist's view, naturally. Same goes for the International Monetary Fund (IMF) and the International Bank for Reconstruction and Development (World Bank), which were created for different purposes though evolved into lenders and therefore definers of Third World countries' policy under the paradigm of development. At this point in history, then, there seems to be some consensus among scholars on the idea that development means that the Third World should follow the footsteps of the West in a linear Rostow-esque fashion. However, countries cannot achieve the same level of the developed countries or, if they can, then it is not through the same path and without some sacrifices from the part of the developed countries. This is due to the fact that the latter already had their chance of growing while destroying the environment and the former cannot go the same path due to environmental awareness. There seems to be consensus regarding how undesirable is for the environment for the Third World to replicate Western consumption patterns. Indeed, “it is clear that the development of the South cannot follow the same path of industrialization created by the North; it is essential that continuous growth is throughput, consumption and resource use in per-capita terms no longer be viewed as constituent elements of 'development'. Instead, the focus must on qualitative improvement in the first instance.” Development then, it seems, cannot be based any longer on a social evolutionist, individualist and economist logic, for “broad-based development on a global scale is economically and ecologically impossible within the world economy as currently constituted.” Faced with such a somber scenario, in which the evolutionist logic seems to be “little more than a celebration of the history of the West, and the USA in particular”, the question is: What, then, are the alternatives?

As a result, all the E's of nation's most essential systems - economy, education, environment and energy are suffering from the ad-hoc systems of future planning and accountability, for example, the case of the University Grants Commission and the All India Council for Technical Education in the education sector. It cannot run on hired talent and with no accountability of office-bearers. The question is - do we need such a commission for the government or for the country? Don't we need a body comprising all stakeholders of national development that accounts for the future needs of a country of a billion and plans strategically? India does not need a commission for planning; it needs a commission to ensure vision and flawless coordination for exceptional execution with integrity. We can learn from nations that have realized the need for development beyond minor political conflicts, despite facing a scarcity of talent. Economic growth of European nations like Finland, Poland and Hungary was slow and disturbing under the
communist model but they reinvented themselves with new systems. From a highly- depressed economy with hardly any resources, Finland became a highly-developed nation within 20 years by forming the "Committee for the Future" with specific tasks and responsibilities. Paula Tiihonen, its founding counsellor, told this author recently: "The Committee for the Future, where 17 parliamentarians themselves stake out policy lines for the future, is unique in the world as an institution. "Many parliaments globally have adapted our model to reorganize their futures-related work. It is independent by nature of functioning, this means that the committee must itself create its success and earn esteem for its work in each and every parliamentary term." Tiihonen added that the Committee for the Future is always serious and focused to the national agenda under political leadership but not to a political agenda. The Future Commission for India should structure itself on these lines and not try to accommodate all ministries, positions and party representatives (like Central Advisory Board of Education which is still colonial in nature).

The executive functions must go to ministries. There should be an efficient and effective team that takes care of education, economy, think tanks, and few ministries with a lean permanent team. In its new avatar, the commission shouldn't deal with issues related to states directly, for which the government should strengthen the Inter-State Council (ISC), Finance Commission and ministries for effective and efficient operations on national priorities and fiscal management. Motivating states to create "The Future State Commissions" aligned with the central think tanks can also reduce their dependence on the centre. This will also offer opportunity of inter-state cooperation as think tanks may always engage in higher discussions than governments with a political ideology. The relevance is only justified and sustainable if it focuses on the framework and capacity building of a development than the assistance model which conflicts the basic philosophy of development and subjects to incremental change only. This new thought demands a bigger role for science, technology and innovation. Such a committee or commission must reflect and opine on questions of execution, delivery and accountability more than planning of limited political aspirations. vesta enters the cramped room in a teachers' residence turned temporary military base, ready for a meeting with her fellow fighters. The six commandos rise to shake her hand. She greets each individually. "Hello, heval," she says, calling them by the Kurdish word for comrade. Then she lays down her Russian sniper rifle, and tea and coffee are served. The Islamic State's fearsome fighters are just around 10 miles away, but the Kurdish snipers, some still teenagers, are mostly relaxed. They debate the merits of drinking coffee versus tea, discuss the situation in the camp, and joke with each other. "You are very photogenic," one of the fighters tells Avesta cheerfully as she poses for a photo. She smiles shyly as others burst into laughter. Avesta is only 24, but she looks much older, with piercing gray eyes. Her long face is wrinkled and roughened; her hands are calloused. Her sniper rifle is at her side at all times; when it isn't hanging from her back, it's resting within arm's reach -- a constant companion to her uncertain life as a Kurdish guerrilla. Avesta, whose nom de guerre is the same as the holy book of Zoroastrianism, a religion that Kurds consider as their original creed, commands a group of 13 fighters, eight of them female, from the Kurdistan Workers' Party (PKK) -- a rebel group that has fought the Turkish state for three decades in pursuit of Kurdish rights. They wear olive and gray uniforms of baggy pants and a vest, with a wide cloth belt around their waists. Avesta's squad arrived in Makhmour, a dusty town in Iraqi Kurdistan, by bus on Aug. 6 from a PKK base in the Qandil Mountains, a range that spans the Iraqi, Turkish, and Iranian borders. They are among the hundreds of Kurdish volunteers from around the region who have descended on Iraqi Kurdistan to fend off the vicious jihadists of the Islamic State. Following a four-day battle that ended on Aug. 10, the Kurdish guerrillas retook control of their main target, a camp populated until early August by more than 10,000 Kurdish refugees from Turkey, many of whom are believed to be PKK supporters. During the battle, Avesta used her sniper rifle to shoot at Islamic State fighters, providing cover for her comrades as they advanced toward the jihadists' front lines. "They were not as capable fighters as their propaganda claimed," she said. "They mostly fought from afar with heavy weaponry like mortars and artillery." Avesta is no stranger to heavy combat. The PKK has fought for three decades against the Turkish military, NATO's second-largest. Avesta fought in major PKK
battles against Turkey in 2012, 2008, and 2005. The PKK fighters are up for the challenge of the jihadists, she says. "The Islamic State fought rigorously. But it was not as severe as our previous fights with the Turkish army," she said. "The Turks have warplanes and air power." Seeing the atrocities committed by the jihadists against Kurds in Sinjar and other areas, Avesta says she and others in her unit volunteered to be among the first group of PKK guerrillas sent to Makhmour. Her unit takes its orders from the PKK command in the Qandil Mountains. But on the ground in Makhmour, the unit also has some "limited" coordination with Iraqi Kurdish Peshmerga troops, Avesta says. Like many who joined the PKK's ranks, she was radicalized at a young age. The trigger came when she saw her brother's mutilated body. He was a PKK fighter, too, and died in a clash with Turkish security forces in 2005. Shortly afterward, she left her hometown, Van, in Turkey's southeast and headed to the mountains to take up arms. She was 15. Avesta attended an intense boot camp where she was immersed in the party's revolutionary leftist ideology and view of women's role in society, and trained to use weapons. In the mountains, PKK fighters live in isolation in bare-bones camps. The organization's rules prohibit romantic relationships, and the fighters have little access to their families.
It was as a young woman in the rugged mountains of southeast Turkey and northern Iraq that Avesta says she discovered herself. "It was in the mountains that I found out women can be also powerful," said Avesta. The ranks of the PKK, a Marxist organization, are filled with women, a rarity in the conservative cultures of the Muslim world. About half of the organization's leaders are women. And the Kurdish guerrilla group stands in especially stark contrast to the radical fundamentalism of the Islamic State, which confines women's role to mostly domestic tasks such as raising children, cooking, cleaning, and pleasing their husbands. "It gives us strength and motivation when a woman like Avesta is our commander," says Kendal, a 19-yearold male fighter in Avesta's unit. "She gave us orders during the fighting and instructed us on tactics." The PKK and its Syrian affiliate, the YPG, played a crucial role in securing an escape route from Mount Sinjar, in Iraq's western Nineveh province, all the way to Syria. Thousands of members of the Yazidi religious minority trapped on the mountain by the Islamic State fled to safety and returned to Iraqi Kurdistan through Syrian Kurdish territory. PKK fighters have also been deployed to Kirkuk, in northern Iraq, to boost Peshmerga lines. But even if the presence of Avesta and her comrades in Iraq has helped beat back the Islamic State, other challenges lie ahead. For one, there are tensions with the Iraqi Kurds. long been strained. The PKK and Iraqi Kurdish forces have fought each other on numerous occasions, from the late 1980s to the early 2000s. While Avesta said that the PKK liberated the refugee camp and played a major role in capturing the town of Makhmour from the Islamic State, Iraqi Kurdish officials insist that Iraqi Kurdish Peshmerga carried out the bulk of the fighting. The PKK's participation in the fight against the Islamic State has not yet stirred a strong reaction in neighboring Turkey. But given that Turkey considers the PKK a hostile organization and at the same time enjoys close political and economic ties with Iraqi Kurds, Ankara might not react favorably if the PKK decides to establish a long-term presence in Iraqi Kurdistan. A prolonged PKK presence in Iraqi Kurdistan -- especially if the Islamic State is defeated in northern Iraq -- could undermine the authority of the Kurdish government on its territory and give rise to tensions among Turkey, Iraqi Kurds, and the PKK. The PKK presence could also raise red flags for the West, a critical ally to the Kurds, as the war against the Islamic State moves forward. The PKK is designated a terrorist group by the United States and a host of European countries. Avesta shrugs off such designations. "We have been called terrorists for years," she said while walking through the camp, returning from a quick tour of inspecting a guard post to make sure it is fortified in case the Islamic State attacks. "But we say to those countries: Come and see this war and then judge for yourselves.… The [Islamic State] beheads civilians.… We have rescued civilians." With Islamic State jihadists pushed out of the Kurdish areas around Makhmour, the guerrillas at the refugee camp have no plans yet to go back to their bases in the Qandil Mountains. For the time being, they are busy training some of the few hundred camp residents who have returned on how to protect themselves. Experience has taught these fighters to take no chances. They have used their time since driving out the Islamic State to set up fortifications in and around the camp and at nearby Mount Qarachukh. The PKK fighters take turns manning the checkpoints and fortifications. After her meeting with her comrades ends, she picks up her sniper rifle and bids them farewell. She and a male comrade get into a dusty car and head off to stand guard at the checkpoint at the camp's entrance. From there, she can see the hazy horizon south of Makhmour, where the Islamic State still maintains a foothold. UPDATE September 13, 2014: 12:20pm: Avesta was killed on September 12. According to a spokesperson for the PKK guerillas in northern Iraq, she was leading a unit in a joint PKK-Peshmerga operation to re-take a village near Makhmour when a bullet fired by an Islamic State militant struck her in the neck. She was put in a Peshmerga Humvee headed for the hospital in Makhmour that was struck by an improvised explosive device. She died soon after, on the way to Erbil, the capital of Iraqi Kurdistan, for further treatment.

KoLKata/BaNGaLorE, SEptEmBEr 14 (IaNS): The sweet and succulent chikoo or Sapota fruit, a popular ingredient for desserts, could well be the answer to halt cancer from spreading, according to a study by Indian scientists. Researchers have now shown methanolic (alcoholic) extracts of the whole fruit possess certain active phytochemicals (plant-derived compounds) that can trigger a sequence of orchestrated events in tumour cells leading to their death (a process called apoptosis). “There was a preliminary study which had used two of the phytochemicals isolated from Sapota fruit on cancer cell lines. Ours is the first study using whole fruit methanolic extracts which explores anticancer properties of the same on different cancer cell lines and on animal models. “Our results indicate that inclusion of Sapota fruit in our daily diet may protect from genesis and progression of cancer,” Sathees C. Raghavan, associate professor at the department of Biochemistry, IISc, told IANS in an email interaction. The collaborative study was conducted by scientists at the Indian Institute of Science (IISc), Bangalore, and the Institute of Bioinformatics and Applied Biotech-
nology, Bangalore. It was published in August in Nature Publishing Group’s journal Scientific Reports. One million new cancer cases are reported in India every year and the figure is set to double in 20 years, according to the International Agency for Research on Cancer. Out of the estimated eight million people globally who died of cancer in 2012, nearly 700,000 deaths were in India. As the disturbing figures rise on one hand, there is also, on the other end, mounting evidences of plant derived dietary substances as “suitable candidates for treating various types of cancers due to their broad chemical diversity”. Raghavan explained: “We have tested its effect on cancer cells derived from different cancers such as leukemia, breast, ovarian and lung carcinomas. We found that it induces apoptosis in all types of cancers with varying efficiencies. “We also found it slowed tumour progression in mice. Tumor containing mice that were treated with Sapota extracts lived three times longer than untreated mice.” In fact not only did the extract “significantly decrease” the tumour load in mice induced with breast cancer, in 50 percent of the
mice examined, Sapota extract also led to a “three-fold increase in the life span compared to untreated tumour mice”. “However, whether Sapota has cancer preventive effects needs to be tested. There are no side effects detected yet,” he said. Raghavan’s group included Mrinal Srivastava, Mahesh Hegde, Kishore K. Chiruvella and Souvari Bhattacharya. It worked jointly with Bibha Choudhary and Jinsha Koroth at the Institute of Bioinformatics and Applied Biotechnology. The next step, he said, is pinpointing the principal compound or compounds leading to Sapota’s anti-cancer effects. “The advantage lies in the fact that once the active compound or compounds are identified, they not only can be synthesized in bulk in laboratory but also can be modified further to increase the potency. Clinical trials may follow after identification and optimisation of the purified component(s),” said Srivastava, the first author of the paper. NEW DELHI, SEptEmBEr 14 (ptI): The CIC has issued showcause notices to BJP President Amit Shah and Congress chief Sonia Gandhi along with the heads of four other political parties asking why an inquiry should not be instituted in the matter of non-compliance of its order to implement the RTI Act. Last year, on a plea by activist Subhash Agrawal, the Central Information Commission (CIC) had declared six national parties -- Congress, BJP, NCP, CPI, CPI-M and BSP -- as public authorities, thereby bringing them under the ambit of the Right to Information Act. However, none of the parties either contested the decision in courts or followed the instructions of the panel. The Commission had issued notices on February 7 and March 25 to these political parties seeking their detailed comments on the complaint by Agrawal that they had not complied with the orders of the CIC. “Therefore, a notice is issued to show cause within four weeks as to why an inquiry should not be initiated in the matter of non-compliance of the Commission’s order dated June 3, 2013, under Section 18 of the RTI Act, 2005... Take further notice that if you fail to respond within pre-
scribed time, the matter will be processed on the strength of material on record, in accordance with law,” the notice said. The notice has been sent to the chiefs of Congress, BJP, BSP and NCP and to the general secretaries of CPI and CPI-M. The move comes close on the heels of a Delhi High Court order which directed the Commission to decide in six months on a complaint against Congress chief Sonia Gandhi regarding the issue of non-compliance with the transparency panel’s directions that the party was answerable under the RTI Act. Refusal to provide information or not furnishing complete information is deemed an offence under the RTI Act and attracts a penalty for the public information officer of the public authority of Rs 250 per day from the date the information became due to the day it was furnished. None of the political parties have so far obtained any stay order against the decision of the Commission declaring them to be public authorities, which implies that they must adopt the procedures for processing RTI applications as laid down in the transparency law.

India and China are expected to sign a pact that will open the way for Chinese participation in new rail tracks, automated signalling for faster trains and modern stations that India’s British-built rail system desperately needs, having barely added 11,000 km of track in the 67 years since independence. China, which added 14,000 km of track in the five years to 2011, is also pushing for a share of the lucrative high-speed train market in India, which it says would be cheaper than Japanese proposals. “India has a strong, real desire to increase its co-
operation with China and other countries to perfect and develop its rail system, and has concrete cooperation ideas,” Assistant Chinese Foreign Minister Liu Jianchao told reporters ahead of Xi’s trip. “India is considering building high-speed railways, and China has a positive attitude towards this.” China’s consul general in Mumbai, Liu Youfa, told the Times of India last week that Chinese investment in the modernisation of India’s railways could eventually touch $50 billion. Beijing is looking to invest another $50 billion in building India’s ports, roads and a project to link rivers, part of an infrastructure push that Modi has said is his top priority to crank up economic growth. Chinese investment will also help narrow a trade deficit with India that hit $31 billion in 2013.
From economic parity in 1980, China’s growth has outstripped India’s fourfold. Beijing is now seeking to recycle some of its vast export surpluses into foreign investment in resources and infrastructure in South Asia to feed its industrial machine. Fate of United Kingdom hangs in balance EDINBURGH, SEptEmBER 14 (RE UtERS): The fate of the United Kingdom remained unclear five days before a historic referendum on Scottish independence as three new polls on Saturday showed a slight lead for supporters of the union, but one saying the separatist campaign was pulling ahead. On the final weekend of campaigning, tens of thousands of supporters of both sides took to the streets of the capital Edinburgh and Scotland's largest city, Glasgow. Rival leaders worked across the country to convince undecided voters. At stake is not just the future of Scotland, but that of the United Kingdom, forged by the union with England 307 years ago. The battle also took a bitter turn on Saturday when a senior nationalist warned businesses such as oil major BP Plc that they could face punishment for voicing concern over the impact of a secession. "BP, in an independent Scotland, will need to learn the meaning of nationalisation, in part or in whole, as it has in other countries who have not been as soft as we have been forced to be," Sillars said. Banks such as Standard Life would face tougher employment laws after a vote for independence, he added. Gaza Education Ministry official Ziad Thabet said the opening is for 230,000 1st to 12th graders attending public schools, 200,000 going to United Nations-run schools and tens of thousands enrolled in private institutions. The opening was delayed for two weeks because of damage to schools and the diversion of U.N. school buildings for use as temporary centers to house tens of thousands of displaced people. Some 50,000 people are still being housed in the U.N. schools, the U.N. Palestinian refugee agency said. Early Sunday the Gaza City streets were crowded with children dressed in a broad array of school uniforms, many accompanied
by parents or older siblings. “I’m not as excited coming to school as I was in the past,” said student Tamar Toutah, 11. “I feel that something is missing. I asked about my fellow students, but some were killed or wounded.” Thabet said that unlike in previous years the first week of instruction in government schools will be given over to providing psychological counseling and recreational activities to help the war-weary children transition to learning. “We gave special training to more than 11,000 teachers and 3,000 principals and administrators about how to address students after the war,” he said. It is an act of pure evil," Cameron said, adding that "my heart goes out to the family of David Haines who have shown extraordinary courage and fortitude throughout this ordeal." ers and ensure they face justice, however long it takes," Cameron said. President Barack Obama issued a statement strongly condemning "the barbaric murder" of Haines by the Islamic State terrorist group. WASHINGtON, SEptEmBER 14 (IANS): Quasars are the brightest objects in the universe and display a mysterious diversity in their appearance that has puzzled astronomers for over two decades. Scientists believe that the mystery can now be solved. The mystery can be solved by looking at two simple features of quasars how quickly matter is being fed into the quasars and the direction from which they are being seen. Quasars are super-massive black holes, up to billions of times the mass of the sun, that live at the hearts of distant, massive galaxies. Though previous studies found that the physical properties of quasars follow definite, regular trends, for some puzzling reasons, they can vary greatly in appearance in visible and ultraviolet light. To help solve the mystery, scientists examined the largest sample of quasar observations yet - data
from over 20,000 quasars. "Our work solves a twodecade-long mystery in quasar research," said Yue Shen, lead author and astronomer at the Carnegie Observatories in Pasadena, California. The first factor is the so-called Eddington ratio the luminosity of a quasar compared with its mass. This ratio predicts how quickly matter is falling into a quasar and was long suspected to play a major role in why quasars often varied in appearance. The other factor is the direction from which astronomers look at a quasar. "These findings will help improve future measurements of black hole mass to help scientists better understand the cosmic growth of super-massive black holes and their place in galaxy formation," said Luis Ho from the Kavli Institute for Astronomy and Astrophysics at Peking University. The study appeared in the journal Nature.

LAS VEGAS, SEPtEmbER 14 (AP): Floyd Mayweather worked far too hard against Marcos Maidana their last time out to have to do it again in the rematch Saturday night. Mayweather dominated Maidana from the opening bell, using his boxing skills to keep the Argentine off balance and pile up points on his way to a unanimous 12-round decision to retain his welterweight and super welterweight titles before a crowd at the MGM Grand that sometimes booed the lack of action. It almost came at a cost, though, in a bizarre scene in the eighth round when Mayweather claimed that Maidana bit him on his wrist while they were in a clinch near the center of the ring. "He bit me!" Mayweath-
er yelled to the Showtime announcers working ringside. Mayweather remained unbeaten in his remarkable 18-year pro career, winning for the 47th time and doing it with such dominance that about the only one complaining about the decision was Maidana. "I was pressuring him and I was the aggressor," Maidana said. "I won the fight." Mayweather earned at least $32 million for the rematch, bringing his total purses to more than $100 million in the last year. Though he wasn't marked up, he was upset over the bite. "We were tangled in the center of the ring and I didn't realize what it was. Then I saw that he bit me," Mayweather said. "After the eighth round my fingers were numb, I couldn't use
my left hand." Maidana denied he bit Mayweather. "How can he say I bit the glove with my mouthpiece?" Maidana asked. "I'm not a dog." The fight was a marked contrast to their first bout in May, when Maidana roughed Mayweather up in a close fight. Mayweather won that bout, but it was close enough for Mayweather to offer an opponent only the second rematch of his career. Maidana won't get a third fight after failing to land any big punches. Two ringside judges scored it 116-111 for Mayweather, while the third had it 115-112. The Associated Press had it 117-110. "I felt sharper in the first fight, my rhythm was off," Mayweather said. "I got hit with some shots tonight I shouldn't have gotten hit with. But that comes with the sport." Mayweather complained long after the first fight that Maidana was a dirty fighter, and complained even more when Maidana seemed to try to hit him below the belt in a clinch in the eighth round, then apparently tried to bite him. Mayweather immediately jumped back and gestured to referee Kenny Bayless that Maidana bit him on the wrist. He went to his corner and showed Bayless where the bite was, then went over to the Showtime announcers table to complain. Maidana would later be penalized a point for tackling Mayweather as he tried desperately to find something that would work. By the end of the ninth round, Maidana was so out of sorts he went to the wrong corner when the bell rang. Maidana spent many of the early rounds trying to figure out a way to get inside like he did in May. Mayweather kept him at a distance, circling around and landing left jabs and hooks, then scampering out of the way before Maidana could respond.

LIVERPOOL, SEPtEmbER 14 (AP): Liverpool received a reminder of how tough life will be without last season's two leading goalscorers in a 1-0 loss to Aston Villa in the Premier League on Saturday. Gabriel Agbonlahor put Villa in front after 11 minutes at Anfield and the second-placed visitors clung on to preserve their unbeaten start to the season. "We came here with tactics to frustrate Liverpool and try and nick a goal, and they came off perfectly for us," Agbonlahor told British broadcaster Sky Sports. With Daniel Sturridge sidelined for up to three weeks with a thigh injury, it meant Liverpool started a game without the England striker or Luis Suarez, who
was sold in the offseason to Barcelona, for the first time since December 2012. Last season the pair scored more than 50 league goals between them so it was immediately apparent where the Reds were most likely to be under the greatest strain. Mario Balotelli was brought in by Liverpool last month from AC Milan to provide additional firepower but he appeared to spend much of the first half either being kicked or trying to avoid being kicked on his home debut by Philippe Senderos. The Swiss defender got away with at least one hack at the former Manchester City striker off the ball which would have likely resulted in a red card had referee Lee Mason or either of his assistants seen it.
Whether or not such treatment knocked Balotelli off his stride, it was the latter stages of the first half before he started to show signs of life with one dipping shot dropping just wide of the post. Balotelli also created a good chance for Adam Lallana, making his debut after injury in preseason delayed his first appearance since an offseason move. But the former Southampton midfielder drilled a half-volley just wide from Balotelli's layoff on the edge of the area. By that time Liverpool were already behind after mistakes by their two center backs. GENEVA, SEPTEMBER 14 (AP): Roger Federer has taken Switzerland to its first Davis Cup final in 22 years, beating Fabio Fognini of Italy in the opening reverse singles Sunday for a winning 3-1 lead in their semifinal. Federer celebrated with skipping jumps across the court on completing a 6-2, 6-3, 7-6 (4) win against the 17th-ranked Fognini. "It's fabulous to share in this moment," Federer said in an on-court interview after being hoisted

BANGAloRE, SEPTEMBER 14 (IANS): Playing the match of his life that his captain wanted him to, tennis star Somdev Devvarman pulled off a brilliant five-set win over higher ranked Serb Dusan Lajovic to put India level at 2-2 in the Davis Cup World Group Play-off tie here Sunday. The 29-yearold Devvarman, ranked 144, picked himself up after a sluggish start to prevail 1-6, 6-4, 4-6, 6-3, 6-2 over No.62 Lajovic whose game and especially the serve, deserted him when he needed it most in this three hours and 40-minute epic encounter here. The victory put India and Serbia, the 2010 champions and runners-up last year, on par at 2-2 with the outcome of the tie hinging on the second reverse singles between Yuki Bhambri and Filip Krajinojvic later. On Saturday night, after India’s doubles win, captain Anand Amritraj had stated that Devvarman needed to play the “match of his life” to beat Lajovic and the player obliged by winning the toeto-toe slugfest under lights and in front of a partisan full house. INCHEoN, SEPTEMBER 14 (PTI): The Indian women's football team shrugged off some unsavoury incidents in the runup to the Asian Games as they mauled Maldives 15-0 to open their campaign in style on Sunday. Winger Sasmita Malik and midfielder Kamala Devi struck five times while striker Bala Devi scored twice. Captain Bembem Devi, striker Prameshwori Devi and defender Ashalata Devi also scored a goal each in a completely lopsided Group A match. With Sunday's win, India are virtually through to
quarterfinals in the women's football competition which began a week before the opening ceremony of the Asian Games. India next play hosts South Korea on September 17 before taking on Thailand on September 19 in their last group match. Three teams from the fourteam Group A will qualify for the quarterfinals. The Maldives side is yet to register even a single shot on Indian goal. The Indian women, who led 9-0 at the interval, seized the initiative right from the kickoff and they dominated the proceedings all through
the match. The flurry of passes, the slowing down of the game at will, the sudden bursts of speed and the quick interchanging proved too much for the Maldives women as they surrendered meekly. It was as early as the fifth minute when India opened their account through Sasmita off a pass from Bembem, who by the end of the match was the architect of almost all the goals. HYDERABAD, SEPTEMBER 14 (TNN): Not too long back, images of a teary-eyed Sania Mirza flashed through all TV channels. The tennis ace had broken down after her nationality was questioned by a minister post her appointment as the brand ambassador of Telangana. Today, she has put all that behind her and is ready to head for the Asian Games. The decision actually came as a surprise as Sania had earlier said that she would not be playing in the Asian Games. "Yes, it was my decision to not play in the Asian Games. But I wasn't happy about it. So, I thought over it and decided that I should
play. I know I am sacrificing 900 points, but sometimes you have to take a decision. Also, people wanted me to play," explains the tennis ace. Sania only recently returned home with a Grand Slam title, and is in great form, but ask her if she is prepared for the Asian Games, and she says, "We have to give our best. And that's what I will do." While Sania has had a change of plans, Leander Paes, Rohan Bopanna and Somdev Devvarman have pulled out of the Games. "To each his own. Every person has the right to take decisions and it's only fair. Mine is an individual choice and so is theirs," she says.
But does being the only consistent female tennis player in the international circuit put pressure on her, we ask. "No, not at all. There was no pressure on me to play. If you want to know about pressure of being the only female tennis player from India, well, I can only say that I don't remember the last time I played under pressure. I play for the love of tennis and if I am the only female player from India, well, I got to perform." As conversation veers to other topics, we ask Sania about her meeting with President Pranab Mukherjee and Prime Minister Narendra Modi on Friday. "I received a letter of invitation and was honoured
to meet them. I was glad when they congratulated me on my US Open win on Twitter. It was a nice gesture. This is the first time I met them and they were very welcoming and supportive. They told me that I make India proud and that they are extremely proud of me." But despite all the laurels she brings home, Sania's 'Indianness' is still questioned, because she is married to a Pakistani cricketer. "Honestly, I have put all that behind. It happened, it hurt me, I spoke about it, and said I am an Indian and will always remain one. Beyond that, I don't keep things in heart. I don't see a point in doing that."
