Congress loses Arunachal again as CM, MLAs defect

ITANAgAR, SEPTEMBER 16 (IANS): In a dramatic development, the Congress lost its government in Arunachal Pradesh on Friday when Chief Minister Pema Khandu along with 42 MLAs defected to the Peoples’ Party of Arunachal (PPA), an ally of the Bharatiya Janata Party (BJP). Two independents, supporting the Khandu-led Congress government, also joined the PPA -- a member of the North East Democratic Alliance (NEDA), a recently formed anti-Congress alliance led by the BJP. Khandu told reporters that he had informed Speaker Wangki Lowang that “we are merging the Congress with the PPA”. The merger was decided at a Congress Legislature Party meeting held on Friday morning. PPA chairperson Kameng Ringu said the Congress MLAs joining his party was something waiting to happen. “It is a homecoming after a temporary exile,” Ringu told IANS after the dramatic political development. “Of the 46 MLAs supporting the government, 43 Congress MLAs including the Chief Minister and two Independents have joined the PPA,” he said. Pasang Dorjee Sona, a confidant of Chief Minister Khandu, told IANS: “There will be no swearing ceremony since it was only a change of party affiliation.” Asked if the PPA would also rope in the BJP in the new government, Sona said: “It is up to them (BJP) to decide whether to be part of the PPA government.” The Congress has 44 legislators in the house of 60. The only Congress MLA who has not defected is former Chief Minister Nabam Tuki.

green house gases and its effects and how this is disturbing the equilibrium, the delicate balance of nature and ecology. Evidences are already cropping up such as the complete submergence of islands in the Indian Ocean which in turn will have devastating consequences on coastal towns such as Kolkata, Chennai- the impacts of which are already seen during the flooding in recent years after heavy rainfall. In countries such as the US, communities in states like Alaska are relocating due to rising sea levels. In Kohima too, Dr. Gopal mentioned the roads that are heavily affected after rainfall. “When the

big cities are so vulnerable due to rainfall for a few days, imagine what will happen if the water level increases by one metre. If this is happening in advanced countries, imagine what will happen to the poorer countries?” questioned Dr Gopal. Flooding and submergence of land will also have a direct impact on the food security of the countries, he pointed out and termed this is a serious issue because the land used for agriculture will be buried under sea level. When you go from one equilibrium state to another equilibrium state, the transition leads to fluctuation, stated Dr. Gopal adding that in climate change too, the

NSCN (IM) ‘arrests’ 19 year old for making ‘defamatory comment’

Youth released on September 12 after ‘undertaking not to repeat such thoughtless act again’

DIMAPUR, SEPTEMBER 16 (MExN): The NSCN (IM) today informed that on July 7, it “arrested” a 19 year old youth from Tamenglong district, for allegedly making “defamatory comment” on social media regarding the passing away of the NSCN (IM) Chairman, Isak Chishi Swu. A press statement from the MIP of the NSCN (IM) reproduced the youth’s alleged posting on social media as stating: “ISAK SWU…..I’m so happy that you are death…. See you in hell…Sala Nagaland karne ki kuri dise??? You can’t use your power to reshape Nagaland….Sala chooor ISAK….” It said that the “defamatory comment from such a pervert and diseased mind frame makes manifest of those elements that are held accountable for the miseries, humiliation and tears.” This situation, the NSCN (IM) stated “could have flared up with very serious consequences.” Terming the comment as “intolerable and unpardonable when the

entire nation was grieving for our leader’s last journey,” it stated that “such kind of words is beyond human tolerance.” The NSCN (IM) went on to state that “he deserves the most severe punishment even to the extent of facing a firing squad.” It informed that “NSCN leaders immediately ordered for arrest of the culprit and with the intelligence inputs of Naga Army and under the supervision of Thungbo Brigade Commander he was arrested on 06.07.2016 and taken to custody for thorough interrogation.” The youth was released “on his confession and admittance of mistake committed and thus seeking forgiveness from the NSCN/GPRN in respect of our leader late Chairman Isak Chishi Swu and in honoring his final letter to the Naga people to usher in peace and reconciliation.” “This irresponsible young man’s life was spared and released safely on 12.08.2016 by undertaking not to repeat such thoughtless act again,” the NSCN (IM) added. It appealed to all social media users “to be cautious of what one posts so that irresponsible write ups may not create unwanted situation in the society.”

fluctuations are already evident such as extreme rainfall, flooding, no rainfall, drought, increase of cyclones and hurricanes are all examples of heavy fluctuations. “You have scientific evidences in terms of extreme events. These are precursor of terrible warnings of global warming,” he said. Population growth is a major factor in global warming; however the real problem is energy usage, where population growth has a direct impact on energy usage. Dr. Gopal cited simple problems such as the increased usage of vehicles. “If there is a problem, you can also bring the solution. But the problem is who will bell the cat?” questioned Dr, Gopal viewing that people and countries are not willing to take the responsibility to reduce their carbon footprints and instead blame each other for increase energy usage. And it’s easier said than done because everyone wants to have better standards of living and no one wants to reduce energy usage, he concluded. Dr. Gopal left the students with a set of recommendations for reducing their carbon footprints such as using LED lamps which are much more efficient and consumes less energy, and using public transportation. Towards this, he suggested improvising the public transportation system by following the European model of public transportation.

crore for NE entrepreneurs Our Correspondent Kohima | September 16

The North Eastern Development Finance Corporation Ltd (NEDFi) today announced that a new scheme ‘Venture Capital’ fund amounting to Rs. 100 crore will be launched by next month for the first generation entrepreneurs of the North East states. This was announced during the Business Meet 2016 here at de Oriental Grand hotel organized by NEDFi Kohima branch and Entrepreneurs Associates (EA) in the presence of DoNER Secretary, Naveen Verma. Addressing the Business Meet, Verma stressed on the need to focus marketing skill in the state of Nagaland. He expressed happiness that the trend of government jobs being the first choice for young people is going down and termed it as a good sign. Assuring to assist the entrepreneurs, he called upon them to decide the nature of business they desire to take up and the area in which they can focus. He also called upon them to know their strength and come forward to access the several schemes and projects that are available. He felt that handloom & handicraft, food processing, fashion designing, music, agriculture are some of areas the entrepreneurs from Nagaland can take up. In the tourism sector, one can also think of starting home stay for tourists, he said. NEDFi CMD, BP Muktieh urged the entrepreneurs from Nagaland to take advantage of “Venture Capital” fund and feel free to come for the scheme. In this, he called upon the entrepreneurs to start working on business plan/strategy. He, however, said

that “if your business plan is not strong, Venture Capital will not help you.” “Business plan has to be very clear” he said adding that the ceiling limit will be Rs. 25 lakh to Rs.5 crore. He informed that the duration of this Venture Capital will be 10 years. However, if required, this can be extended to another 2 years. Muktieh further suggested that a joint venture on food processing unit will be viable in Nagaland. Besides, healthcare is one important area, since most of the patients go outside the state for medical treatment. As industry is lacking in the state, aggregation of services can also be one area the entrepreneurs can take up, he added. Earlier, NEDFi DGM, RE Zeliang highlighted the NDEFi schemes. EA coordinator and CEO Neichute Doulo also addressed the gathering.

NPRAAF asks F&CS Dept to address anomalies in PDS

DIMAPUR, SEPTEMBER 16 (MExN): The Nagaland Public Rights Awareness and Action Forum (NPRAAF) today appealed to the Nagaland Food and Civil Supplies (F&CS) Department to address anomalies in the Public Distribution System. A press note from the NPRAAF said that “much is left to be addressed even after BPL and APL systems are done away.” It alleged that the main stockist of all items of essential commodities is a “non local” who obtains the Power of Attorney (POA) from a Naga and purchases the items from the FCI and stores in his Godown. “Thereafter a commission is paid to the higher ups, following the payment of commissions, the stockist gives away few quantities of rice to the fair price shop and the larger quantities including wheat are distributed to the market stockist at the price of Rs 850 to 950 per bag depending on the market demand,” it claimed. The NPRAAF stated that the department is not adhering to fairness in distribution of the commodities “which violates the rights of the ben-

eficiaries and therefore tantamount to denial of Constitutional Rights of the citizen.” Further the NPRAAF stated that distribution of wheat is “little or nonexistent as there is no beneficiaries of wheat.” “However the RTI response by the department to NPRAAF shows that the hostels/ institution are beneficiaries of the said item, this violation is a criminal offence committed by the concerned and is punishable under the law of the land,” it said. Expressing concern that the Power of Attorney is being misused in the department, the NPRAAF demanded that the POA holder “recompense the mis-utilized commodities,” and the department “initiate legal action against the POA holder.” It also demanded that open tender be floated and the contract of the stockist for AAY be awarded to a competent Naga contractor who is capable to execute the works. It asked that the “nexus of POA holder with some fair price shop and the higher ups in the department should be investigated and the culprit be booked as per the law.” The forum further proposed that

the terms and condition laid down by the department should ensure that the contract work should not be given to a local contractor who cannot execute the work. The NPRAAF expressed surprise that the contract work is “re-awarded or extended to the same contractor by the department intervally who is not competent to execute the work, simultaneously the contractor also keeps renewing the POA to the same person every 3 years and it illegally continues for over a decade now at the cost of the beneficiaries.” It cautioned that the NPRAAF will undertake democratic agitation any day without further notice as it has given enough time to the Department to rectify the same. Meanwhile the NPRAAF claimed that the Director F&CS had “made a phone call to NPRAAF official on May 20, 2016 saying that, he took the issue raised by NPRAAF ‘personally.’” It however expressed concern that the issue “is still unresolved since there was no clarification/apology from the director as demanded by NPRAAF till today.”

Nagaland govt seeks to streamline mining; opens designated coal depot

Morung Express News Tuli | September 16

In a bid to streamline coal mining activities in the state, Parliamentary Secretary for Geology & Mining, Dr Imtiwapang Aier today inaugurated the Designated Coal Depot, Tuli at ‘10th Mile, NH – 2 Tuli Railway Station’ here today. Parliamentary Secretary for Industries & Commerce, Amenba Yaden was the guest of honour; besides, a host of dignitaries from the Directorate of Geology & Mining, leaders from the neighboring villages of Tuli area and others attended the programme. The Chief Guest, Dr Imtiwapang Aier, while speaking at the programme, said that opening of coal stockyards or depots in the state was a long felt dream of the state government, which

could not be implemented for a long time. However, with the active encouragement of the State Chief Minister, TR Zeliang, who foresaw the economic potential for the people and also the building of congenial relationships with neighboring states and industrialists, the Government Designated Coal Depot, Tuli has been finally inaugurated, said Dr Imtiwapang. While maintaining that the state government has a clear cut coal mining policy which was enacted in 2006 and amended in 2014, the Parliamentary Secretary said that the policy is ‘aimed at mutual benefit’ for the coal miners, the state government and also the people as a whole. He pointed out that the state and the Naga coal miners and contractors

have been incurring huge losses due to haphazard mining and trading activity where ‘dhalal’ (middlemen) profited the most out of the Naga coal mining activities. In this regard, he expressed hope that with the establishing of the ‘des-

ignated coal depot, Tuli’ which will be run by a recognized company – Nagaland Emerald Enterprises – would benefit stakeholders – the coal mine owners, the villagers, the company etc - in the Tuli area. While saying that the state government is ac-

tively working towards the interest of the coal miners in the state, Dr Imtiwapang disclosed that Nagaland coal is in huge demand in neighboring countries like Nepal, Bhutan and Bangladesh. Therefore, he urged the people to be conscientious

towards mining of coal in the state and also work hand in hand with the government in exploring the coal market beyond the northeast region. He especially urged landowners, coal mine owners and the villagers to be united and extend their support to the state government so that the coal mining industry can become a sustainable industry in the state. He also disclosed that the state government will be opening similar coal depots at Shingpang (Mon district), Shingtak (Longleng district) and Tsutepela (Mokokchung), which will greatly help the coal mine owners, the villagers and the Naga people as whole in terms of revenue and sustainable mining of the ‘black gold’. Others who spoke at

the programme were parliamentary Secretary for Industry and commerce, Amenba Yaden, Secretary of G&M, Imjung M Panger IAS, representatives from the Nagaland Emerald Enterprises, the Wamaken Village council chairman, Tuli Area Coal Miners’ Association etc. The Designated Coal Depot, Tuli is licensed to Nagaland Emerald Enterprises; the depot is equipped with a ‘weigh bridge’ and abundant space for dumping of coal for transportation. Those who spoke at today’s inaugural programme expressed happiness at the state government for opening the designated coal depot and at the same time urged the government and the licensed company not to let the depot go defunct.

new DelhI, September 16 (IanS): The Congress on Friday accused Prime Minister Narendra Modi and the BJP of "foul play" and committing a "fraud on democracy" after Arunachal Pradesh Chief Minister Pema Khandu alongwith 42 Congress MLAs quit the party and joined Peoples Party of Arunachal (PPA). "Modi's and BJP's (Bharatiya Janata Party) foul play and fraud on democracy has come to a full circle in Arunachal Pradesh today," Congress spokesperson Randeep Singh Surjewala told reporters here. "PPA is the illegitimate child of the BJP's diabolical design to decimate democracy," he alleged. "Mandate of the people of the border state of Arunachal has been robbed in broad day light," Surjewala said. The Congress leader's remarks came after Pema Khandu and 42 Congress MLAs defected to the PPA, an ally of the BJP in the state. "The gross and rampant misuse of money power finally delivered an immoral government of opportunists and turncoats," Surjewala alleged. He also said "Sadly the architects of extinguishing and murdering the very spirit of democracy and constitutionalism, are Prime Minister (Narendra) Modi and (BJP national president) Amit Shah who rode to power on the promise of cooperative federalism." "Having been thwarted twice, BJP began by engineering defections, in-

ducements, threats etc to subvert people's mandate," the Congress leader said, adding, "They sacrificed a former Chief Minister and Governor, who enjoyed their patronage." "BJP government has annihilated the soul of constitutional supremacy," he added. Surjewala also said that the "prodigal sons of Congress" who have jumped ship have made "massive ideological and political blunder and compromise". "They have also destroyed trust of people of Arunachal Pradesh, who voted for them as candidates of Congress. Such politics, as we are seeing in Arunachal Pradesh, is neither tenable nor credible," the Congress leader added. Addressing the media, Congress' northeast in-charge C.P. Joshi said there is no space for the BJP's ideology in the northeast region, and it was trying to impose it there. "There is no space for the BJP ideology in northeast India," Joshi told reporters, adding that BJP's attempt to try and impose its ideology will have "dangerous impact". "We have seen what has happened in Jammu and Kashmir. And we are concerned that similar situation will be seen in northeast India," Joshi said. The Congress leader also said that despite the Supreme Court's judgement, "the fraud that was committed today (Friday) is very ominous for democracy in India".

Khandu justifies decision to join PPA

Itanagar, September 16 (ptI): Arunachal Pradesh Chief Minister Pema Khandu today said that the decision of 43 Congress MLAs to join Peoples' Party of Arunachal, the lone regional party of the state, was in the interest of the state and the people. "It is an undeniable fact that for a resource-stressed state like Arunachal it has to depend on the Centre for all its needs. It is difficult to make things done at the Centre with political difference," he told reporters during a press conference here today. He said the decision to join the PPA was "conscious and unanimous" as most of the MLAs expressed their views in a meeting convened this morning that to get more development funds

(NEDA), a conglomeration of BJP and other regional political parties of the North East, we will develop a mechanism on how to get more development funds from the Centre," he said. When asked if the decision to join PPA was to get more developmental funds from the Centre then why the MLAs did not merge with the BJP, the major ally of the NDA, Khandu said that the aspirations of the people of the state were very high. He said that he had talked to former chief minister Nabam Tuki who is still with the Congress about the development. He said that Speaker Tenzing Norbu Thongdok had accepted the 43 MLAs' switch-over to the PPA and accordingly notified in the Bulletin Part-II of the Assembly.

If Congress MLAs want to defect, what can we do: Rijiju new DelhI, September 16 (IanS): The Bharatiya Janata Party (BJP) on Friday said it had no role in the dramatic political developments in Arunachal Pradesh where Chief Minister Pema Khandu and 42 Congress MLAs defected to the Peoples Party of Arunachal (PPA), an ally of the BJP. "If elected MLAs don't want to stay with Congress, what can the others do. The Supreme Court reinstated the Congress government but ultimately

the MLAs' decision is final. The Congress had tried to blame BJP unnecessarily," said Kiren Rijiju, Union Minister and MP from Arunachal West parliamentary constituency. He suggested that as a local leader from the state he understands the agony of Congress state leaders, including incumbent Chief Minister Khandu, as the central leadership of Congress party continues to adopt "lukewarm response" to leaders from the north east.

"Congress MLAs, including the Chief Minister of Arunachal, are angry with their own central leadership. They have to wait in Delhi for 4-5 days to meet their central leaders. This has eventually led to MLAs joining a regional party," he said. The Congress had a strength of 44 in the house of 60. Now former Chief Minister Nabam Tuki remains as the only Congress MLA. Tuki was replaced in July when the Congress made Khandu the Chief Minister.

By-elections unlikely in Manipur Imphal, September 16 (nnn): Following the resignations of four Naga People's Front (NPF) MLAs and one Congress MLA for various reasons, five assembly seats have been left vacant in the Manipur Legislative Assemby. However, the Election Commission may not conduct by-elections for these vacant seats as the state assembly polls are due in a few months. Sources said that it is unlikely that the ECI will conduct byelections for the five assembly constituencies at this fag end of the current tenure of Manipur Legislaive Assembly. The Speaker of Manipur Legislative Assembly had finally accepted resignation letters from the four NPF MLAs on September 14 which they had tendered almost a year back over the passing of the three anti-migrant bills in the state assembly. ST Nunglung Victor, Samuel Risom, Dr V Alexander Pao and Dikho, the NPF MLAs quit as they joined the voice of tribal people rejecting the three antimigrant bills terming them “anti-tribal”. Former minister and MLA of Wangkhei assembly constituency, Yumkham Erabot Singh also quit Congress and joined the joined the state BJP.

Minority status looms over Assam’s indigenous Dhruva Saikia

Guwahati | September 16

The indigenous population in Assam will dwindle to a minority status by the year 2040 and the ongoing NRC upgradation is no fullproof measure to thwart the impending danger, predicts Supreme Court lawyer from Guwahati Upamanyu Hazarika in his latest book published in August this

year. Hazarika, who was entrusted by the Supreme Court to file a report on the illegal migration problem in Assam, appreciates the stands taken by authorities in Arunachal Pradesh, Manipur and Nagaland to tackle the influx problem and castigates successive Assam governments for abetting influx from Bangladesh to foster vote bank.

"Keeping in view how to bring development to the state keeping the regional flavour and sentiments of the people and their aspirations, we have decided to join the PPA," Khandu said. He said the state as on date had inherited a cumulative deficit of about Rs 3,700 crore out of which liabilities of about Rs 1,200 crore had been cleared out of the resources meant for 2016-17. "The present circumstances do not give us any space to overcome the burden of finances we had inherited for which a decision in the larger interest of the state was compelling," he said. Hazarika, who has devoted his time and energy to study the influx issue for the last four years, has published another two books on the subject besides heading the commission constituted by the Supreme Court to study the problem. The tiny Assamese book titled “Assam’s journey from despair to hope”, contains 12 compact chapters, relevant photographs and graphics and spells out in no uncertain terms the measures ought to be adopted to mitigate the silent invasion of Bangladeshi Muslims. Hazarika declares in the preface to the book that he intends to explain the issue in the simplest terms with a slew of measures to prevent the Indigenous population of Assam from becoming a

minority in the homeland. Pointing out that each and every measure to counter the problem has been pathetic failures till date, the Supreme Court lawyer quotes Parliament data as to the existence of 65 lakh Bangladeshis in Assam, that is 20 per cent of Assam population, whereas the number of immigrants expelled since 1985 Assam Accord stands at a lowly 2,442. The eminent lawyer feels that the first and foremost task at hand to prevent infiltration is to turn Assam into a land which is unattractive and unhelpful for immigrants. It is the land which is luring the immigrants and in order to curb infiltration, protection of land is the most urgent step. At the same time, it is

to be ascertained that the immigrants are effectively denied the rights of a citizen, such as rights to vote, employment, contracts etc. Assam has been subjected to steady changes in its demography since 1901 and the number of Muslim majority districts has risen from 2 in 1901 to 9 in 2011. Increase in Muslim population during 1951-2001 was 6 percent while Hindus decreased by 7.2 per cent. Hazarika has referred to a study by Dr Bhupen Kumar Nath and Professor Dilip Nath which confirms the fact that Hindus and Christians together are set to be overcome by Muslims in terms of population by the year 2040 in Assam. Referring to Nagaland, Hazarika says the govern-

ment there, unlike Assam, does not look up to the immigrants as useful vote banks. Assam’s neighboring states, armed with Inner Line Permit regulations, are in better position to regulate handing over of land rights to outsiders. It is easier for non-tribals to acquire land in Assam and Manipur and to tackle this, the Manipur state legislature passed three Acts in 2015 – Protection of Manipur People Bill, Manipur Land Revenue and Land Reforms (7th Amendment) Bill and Manipur Shops and Establishment (2nd Amendment) Bill, which makes Cabinet approval for purchase of land mandatory and registration of personal data of employees in shops and establishments.

Banks’ profits down due to provisioning for bad loans: Jaitley New Delhi, September 16 (iANS): Indian state-run banks have collectively made an operating profit of nearly Rs 35,000 crore this fiscal, but the massive provisioning for bad debts has pared their net profit down to Rs 222 crore, Finance Minister Arun Jaitley said on Friday. “PSBs (public sector banks) have collectively made an operating profit of Rs 34,967 crore this year, but after allowing for the provisioning for bad loans, among others, net operating profit works out to Rs 222 crore,” Jaitley told reporters following a performance review meeting here with heads of staterun banks and financial institutions. Many state-run banks had reported huge losses

for the first quarter ended June 30, owing to a sharp rise in provisioning for NPAs (Non Performing Assets) on account of an asset quality review ordered by the Reserve Bank of India (RBI). In this connection, Jaitley pointed to the steel and infrastructure as the main sectors that provoked the asset quality review. “The major contributors to the banks’ situation have been the steel and the infrastructure sectors,” the minister said. “However, with the imposition of the MIP (minimum import price - to check cheap imports) the big steel companies’ balance sheets have started turning,” he added. Noting that many of these long-troubled com-

panies, have started paying the interest on their borrowings, Jaitley said: “Till the interest dues are paid, the asset (loan) is considered non-performing and deemed as such in the bank books.” Jaitley held a quarterly performance review meeting with the Chief Executive Officers and Managing Directors of PSBs and financial institutions here. “The Finance Minister will review the progress of credit and growth and asset quality especially with regard to priority sectors lending including credit flow to agriculture, insurance sector, micro and small enterprises (MSE), minorities, SC and ST, education and housing loan among others,” a ministry statement said on Thursday.

“The issues relating to financial inclusion and literacy as well as non performing assets, or banks’ bad loans, are also likely to be discussed at the meeting,” it added. The government last month announced infusion of Rs 22,915 crore capital for 13 PSBs, as part of the first tranche of capital infusion for the current fiscal. Noting that the highway sector had picked up, while recent measures announced for the construction sector will add liquidity to these stressed accounts, Jaitley said. Late last month, the government approved new norms for the construction sector to ensure quicker resolution of disputes, kick-start stalled projects and make access to financ-

ing easier. Among the measures approved are release of 75 per cent of money earmarked for infrastructure companies towards completion of existing projects and coverage of disputes between companies and civic bodies under a new arbitration law. The 75 per cent of the arbitral award amount owed by government agencies will be deposited into an escrow account, which can be used to repay bank loans or to meet commitments in ongoing projects. “The broad picture is that PSBs still face the challenge of high NPAs. Detailed discussions have taken place in this regard, while the new RBI norms and changes in legislation like the new Bankruptcy

Code and the DRT (Debt Recovery Tribunal) law have helped to empower the banks,” Jaitley said. He described the NPAs situation as being “not static or permanent”. “There has been a lot of provisioning on account of NPAs. With an uptick in the sectors a large part of these would become de-provisioned and the accounts themselves would get upgraded,” he added. The minister also said the Department of Financial Services and the RBI would prepare a policy on how to deal with those companies which have got a lot of stressed assets in the real estate sector. The review meeting would be continuing for the rest of the day, Jaitley said.

Reliance Jio JioFi 4G Hotspot launched at Rs. 1,999 RBI will keep low inflation in New Delhi, September 16 mind while deciding rates: FM (AgeNcieS): While Reliance Jio

SIM cards remain a difficult thing to obtain, many stores see to have at least replenished their stocks of the Reliance JioFi 4G wireless hotspot. In fact, Reliance Jio has quietly launched a new JioFi 4G wireless hotspot that sports an Oled display and an improved 2600mAh battery. It is currently being sold in few cities in India at a price of Rs. 1,999. Reliance Jio’s new JioFi is larger than its predecessor and sports a squarish shape with smooth edges. It has a sleek matte finish design, compared to the glossy egg-shaped original JioFi wireless hotspot. However the most notable difference is the Oled display housed on the top. The new Reliance Jio device shows whether the power is on/ off, the amount of battery life left, the 4G signal strength, and Wi-Fi signal strength. The large form can be credited to the 2600mAh battery integrated inside. To compare, the original JioFi had a 2300mAh battery. Twitter user Raghvendra shared pictures of the new Reliance Jio JioFi, and the images show a vague ‘Designed in India’ logo at the back of the device. One of the major downsides of the new JioFi 4G wireless hotspot

is that is has reduced support from 31 devices earlier, to only up to 10 devices, though it should still be plenty for most people. The new Reliance Jio JioFi continues to sport a microSD card (up to 32GB). As mentioned, the price remains the same as the old variant. Reliance Jio released the JioFi hotspot for Rs. 2,899, but then slashed the price to Rs. 1,999 later. Even on the Reliance JioFi, data is free to use till December 31 under the Jio Welcome Offer. As of now, Reliance Jio has made no statement about what the plans will be post that date, though they are likely

IBPS RRB (CWE – V) Notification 2016

to be similar, if not better, than what’s being offered to other Jio SIM card holders. Reliance Jio JioFi is useful if you want your entire house to go online, and is also portable, which means you can carry the network wherever you go. It comes with a rechargeable battery, and promises up to 5 hours of usage on a single charge. The Reliance JioFi 4G Wireless hotspot also allows you to use 4G LTE on your phone that doesn’t support 4G through the Jio Join app. The app allows you to place calls and send messages through the JioFi.

New Delhi, September 16 (pti): Finance Minister Arun Jaitley today expressed hope that the Reserve Bank will keep in mind the decline in retail inflation while deciding on interest rates at its policy review meeting on October 4. “I expect when the policy review takes place next month then RBI, and hopefully if MPC is constituted by then, they will collectively keep all these factors in mind,” he said when asked if declining inflation leaves room for rate cut. RBI is a responsible organisation, Jaitley said, adding, “we should wait for its judgement and we should trust its judgement”. In its monetary policy review last month, RBI maintained status quo on key rates citing upside risks to 5 per cent inflation target for March 2017. Retail inflation eased to a five-month low of 5.05 per cent in August. The cooling of retail inflation and 2.4 per cent contraction of factory output in July has revived hopes for a rate cut by RBI in its next policy meet on October 4 to boost growth. Moving towards the new regime, the government had in July notified 4 per cent inflation target for the next five years, based on which the monetary policy committee (MPC) would take its decisions going forward. It also provides for a margin of plus or minus 2 per cent in this target, thus fixing the upper tolerance level at 6 per cent till 2021. MPC will set interest rates by majority, with a casting vote for the central bank governor in the event of a tie. Out of six members of MPC, three will be from RBI - the Governor, who will be the ex-officio Chairperson, a deputy governor and an executive director. The other three members will be appointed by the central government on the recommendations of a search-cum-selection committee, headed by the Cabinet Secretary. Government is yet to name its nominees on MPC.

The design and security features are similar to the Rs 20 banknotes in Mahatma Gandhi Series-2005 issued earlier, except that on obverse, the numerals on both number panels will be in ascending size from left to right while the first three alpha-numeric characters (prefix) will remain constant in size. “The numeral 20, RBI seal, Mahatma Gandhi’s portrait, RBI legend, guarantee and promise clause, the governor’s signature and Ashoka Pillar emblem which were hitherto printed in intaglio (raised printing) are now being printed in offset (without any raised printing),” the central bank said. Further, the rectangular identification mark on the left side of the banknote has been removed. All the banknotes in the denomination of Rs 20 issued by RBI in the past will continue to be legal tender.

Rev. Dr. Anto, Director Peace Channel, while wel-

coming the participants said, “Conflict is natural and inevitable”. In this regard, he called for responding to conflicts “by coming together in one platform to prevent, intervene and resolve through purposeful dialogue”. Taku Longkumer, President PFP, while sharing about the Forum for Peace - which is a concerted effort of peace lovers to bring peace in the state and region, said peace makers should rise above ‘isms’. The programme began with an invocation from Rev. Dr. Shiwoto Assumi and culminated with a vote of thanks and action plan by the staffs of Peace Channel.

O

zone layer depletion is one of the most serious problems faced by our planet. Therefore to create awareness, the United Nations General Assembly has designated September 16 as International Day for the Preservation of the Ozone Layer. September 16 was mark the day back in 1987 when the Montreal Protocol was signed. Montreal protocol is an inter-government treaty to phase out the release of Ozone depleting substance. World Ozone Day has been celebrated since 1994.The day is celebrated all around the world mainly intended to spread awareness of the depletion of the Ozone Layer and search for solutions to preserve it. The theme for World Ozone day for the year 2015 to 2030 is “Healing our ozone together “. Ozone is a colorless gas which is found in the stratosphere of our upper atmosphere. The layer of Ozone gas is what which protects

us from the harmful Ultraviolet radiation of the sun. The ozone layer absorbs these harmful radiations and thus prevents these rays from entering the earth’s atmosphere. Ultraviolet radiation are high energy electromagnetic waves emitted by the sun which if enters the earth’s atmosphere can lead to various environmental issues including global warming and also a number of health related issues for all living organisms. The most important reason for ozone layer depletion is the production and emission of Chlorofluorocarbon (CFCs). Apart from CFCs, other causes include increase in the level of chlorine and bromine gases in the upper stratosphere. This is what which leads to almost 80% of the total Ozone layer depletion. Hydrofluorocarbons (HCFCs), which are being made to replace CFCs for use as vehicle AC, are much less harmful to stratospheric ozone, but they are potent greenhouse gases. Most ozone deplet-

ing substances have a lifetime of about 100 years. The main sources of chlorofluorocarbons are refrigerators and air conditioners. Scientists have observed a hole in ozone layer which is alarming for the world. So to create awareness and to acquire environmental friendly techniques to reduce the use of chlorofluorocarbons is a must. As Ozone plays a vital role in shielding life from harmful ultraviolet light on earth, its depletion can have major effects on human’s health and the surrounding as well by releasing harmful UV rays from the sun. One of the most harmful effects of Ozone depletion on human’s health is the cause skin cancer. More than 13,000 new cases of melanoma are reported around the world are reported around the world and some 66,000 people die from skin cancer every year. Apart from cancer, a shrink in Ozone layer raises the rates of malaria, cataracts and other infectious

disease. It also leads to damage of immune system, aging of skin, difficulty in breathing, chest pain and throat irritation, hampering lung function. On plant, it affects the growth by altering the physiological and developmental processes and also the time of flowering in some plant species, and also reduces survival rates for these organisms on marine ecosystem. Ozone layer depletion is not something that affects any specific country or region. The whole world is vulnerable to its affects that makes it important for each and every one of us to take actions to reduce ozone layer depletion. International agreements such as Montreal protocol in 1987 have helped in reducing and controlling industrial emission of CFCs. More and more of such international agreements between countries is necessary to bring down ozone layer depletion. At individual level, everyone can also contribute towards

reducing ozone layer depletion. Reduce/avoid using products which has CFCs like fresheners, aerosol hair sprays and cosmetics in plastic containers, Perform regular maintenance of your vehicle to prevent excessive smoke emission which causes air pollution, and save gasoline and crude oil, avoid burning of plastics and rubber tires. Buying and using recycled products, saving of energy, using of public transport can do a lot in combating ozone layer depletion. The most important thing that we can do is spreading awareness. Our individual efforts will go a long way in saving the earth’s blanket and keep our planet earth liveable for us and future generations. The ozone layer is what saves the earth and the living organisms from the harmful radiations of the sun. It is necessary to understand its importance and work to control the depletion of this layer. Musicians Are Wired to Steal Each Other's Work

The rules of Western music limit originality in songs—and the human brain doesn’t want it, anyway Philip Ball The Atlantic

I

"

t don’t matter what you do, / Hey, hey it’s all up to you.” You have to be of a certain age to appreciate the irony in this permissive paean, sung in 1977 by Randy California (né Wolfe), the guitarist of the rock band Spirit. Earlier this year, a trustee for the late Wolfe’s estate implied that it matters very much what you do, attempting to sue the rock legends Led Zeppelin for stealing Randy’s music. The lawsuit, heard in June, alleged that Zeppelin’s Jimmy Page lifted the famous fingerpicked acoustic opening of “Stairway to Heaven” (1971) from Spirit’s 1968 instrumental “Taurus.” Led Zeppelin are no strangers to such accusations. Their iconic “Whole Lotta Love,” from their 1969 album Led Zeppelin II, brought a whole lotta trouble when the blues artist Willie Dixon realized that it used some of the lyrics from his 1962 song “You Need Love.” On the same album, “Bring It On Home” borrowed from another of Dixon’s songs (this time with an identical title), while “The Lemon Song” was partly derived from Howlin’ Wolf’s “Killing Floor.” This doesn’t exhaust the accusations of musical theft that Page and songwriting partner Robert Plant have faced. Part of the problem, says the music psychologist Richard Hass, of Philadelphia University, was that, particularly in their early days, Led Zeppelin had the habit, time-honored in blues music, of jamming around a known tune to construct new songs. Maybe they just got a bit lazy about hiding the origins, Hass says. Their main problem, though, was probably making enough money that a plagiarism lawsuit becomes worthwhile: “Stairway to Heaven” is estimated to have earned Page and Plant almost $60 million. It looks all the worse to see a bunch of white guys getting rich by drawing on the works of lesser known and sometimes impoverished black artists— unfortunately another timehonored tradition in popular

music. Led Zeppelin reached an out-of-court settlement for the borrowings from Dixon in “Whole Lotta Love,” as well as lucrative settlements with a branch of Chess Records for the other legal suits brought in response to Led Zeppelin II. But the latest case concerning “Stairway” was dismissed by the court. While Page testified that the band used to jam to another of Spirit’s songs from their eponymous 1968 debut album, he denied ever having heard “Taurus” until suggestions of the similarities began to appear online. You can judge for yourself from several juxtapositions on Youtube. To my ear, there’s certainly a similarity to the musical fragments. But is similarity enough to qualify as plagiarism? The question is more complicated than it might seem. You might imagine the issues aren’t so different from those in other artistic fields, especially literature. Charges of stealing someone’s ideas, as the historians Michael Baigent and Richard Leigh claimed of Dan Brown’s The Da Vinci Code, are murky. But if you can put the words side by side and show the overlap, as happened for allegations against How Opal Mehta Got Kissed, Got Wild, and Got a Life, Kaavya Viswanathan’s much-hyped 2006 debut novel, the case is pretty clear. So surely you can

do the same comparison with notes and chords, right? But in music it’s not that simple. The stringing together of notes and chords is bound by rules far more constraining than those that govern linguistic grammar and semantics. In pretty much all of Western music outside of the 20th-century avant-garde, only a limited number of sequences of tones and chords sound “right,” while others seem “wrong.” So it’s very likely that, if you come up with a sequence of chords that sounds good, someone else will have already used it. Crudely speaking, two chords fit together well if they— or the scales on which they’re based—share many notes in common. Countless songs use a shift from C major to A minor, for instance (think of the first lines of Leonard Cohen’s “Hallelujah”), because the respective scales are closely related. The relationships between chords can be represented as a kind of spatial map of “harmonic space,” showing which are close together and which are far apart. Typically, Western tonal music uses chord sequences that make only small steps in this space from one chord to the next. The paths are very limited, especially in the strongly formulaic and melodic forms of pop and rock. So expecting songwriters to avoid all echoes of other songs is a little

like putting someone inside a maze and telling them to find an original way out. One of the key defenses in the “Stairway to Heaven” case was that Page’s opening chord structure—a “descending minor chromatic progression”—is very old, dating back at least to the baroque era. (It also appears, Page attested, in “Chim Chim Cher-ee,” from the movie Mary Poppins.) And the chord progression in the song’s raucous finale, A minor to F major via G major, is a textbook example of harmonic proximity that has appeared in countless other rock and pop songs, including Bob Dylan’s “All Along the Watchtower.” This “harmonic map” of chord relationships becomes so mentally ingrained as we listen to music that, at least for musically experienced listeners, it gets literally imprinted in the neurons of the part of the brain (within the prefrontal cortex) that processes harmony. No wonder we stick so closely to its pathways. Melodies, too—the tune of a song—are highly rule-bound. Melodies in pop, classical, and non-Western music all tend to use predominantly small steps between the pitches of successive notes. They also tend to rise and then descend again, in a kind of arc. At the simplest level, this gives us the rather banal melodic trajectories of nurs-

ery rhymes. Pop musicians are often scarcely much more inventive: It always seemed to me that the tunes crooned by Morrissey, of the Smiths, do not dare to venture beyond about a three-note range. But the truth is that, if you want to pen a hummable melody, there aren’t many options in any case. Purely in statistical terms, then, you’d expect that the rules of “pleasant” harmony and melody will end up generating rather homogeneous bodies of music. Pop and rock mostly juggle with an extremely small range of artistic choices, and often genius and innovation is a matter of putting old wine in new bottles. Now add to this the possibility of unconscious influence. As a musician you’re listening all the time to others, absorbing, imitating, and reconstituting what they’ve done. Is it so surprising that occasionally you find you’ve more or less just recycled someone else’s song? That’s what George Harrison was deemed guilty of doing in the notoriously protracted 1971 court case that found his “My Sweet Lord” (1970) to be unacceptably close to the Chiffons’ 1963 song “He’s So Fine.” Even the judge decided that this particular case of plagiarism was unconscious, but Harrison still had to pay up. It’s precisely for this reason that many examples of popmusic plagiarism are merely testaments to our litigious society. The cases are brought because there’s money to be made (especially by lawyers), not because anyone has done anything beyond the pale. Sure, artists deserve property rights like the rest of us, and if your song is blatantly stolen for profit then you deserve compensation. But given the narrow constraints of harmonic and melodic composition, “stolen” in the context of music plagiarism ought to mean more than “sounds like.” What's more, such charges may also neglect basic truths about what it takes to write a popular piece of music. In short, no one gets famous purely because of their musi-

Can Morality Be Taught?

A

fter watching with my 3-year-old the scene in Peter Pan when Wendy, her brothers, and the Lost Boys encounter the Native American tribe in Neverland, my daughter asked, “Are they bad guys?” She told us she thought they had “mean faces” and “just looked like bad guys.” My husband tried to explain that they weren’t bad, just misunderstood, but something about this moment flipped my gut. Under no circumstances would my child judge the quality of a person based solely upon external features. And deeper still, I worried, “Am I unintentionally raising a racist?” I worried that even at her young age, she has been programmed to believe in the false image of the mean man with dark skin. She is constantly asking me, “Who is the bad guy here?” as if she has some instinctive need to pinpoint his location exactly so she can keep a watchful eye. It’s not an uncommon desire, really. I see it in my students during debate or in their argumentative essays. It seems that, for a typical 16-yearold, a person is either pro-choice or pro-life, pro-death penalty or anti, Team Kimye or Team Taylor. There is only black and white. In 11 years of teaching, I’ve seen near riots and actual riots break out based on which side of town students live, who said what on Twitter the night before, or which students have the right to use which bathroom. Teenagers, and toddlers apparently, are constantly in search of the other. I am especially disheartened, as are many Americans, when I consider the events of this past summer alone—bombings, riots, shootings—every bit of which derive from a need to identify and destroy the other, or, at the very least, a refusal to understand each other’s perspec-

campaign with Donald Trump proclaiming “the other” as the source of many societal ills. Arguments abound regarding laws to pass and policies to implement as solutions to these issues. And while passing bills might feel like a solution—and in some ways it would be—policy can only go so far in changing habits and perception. The only surefire solution to developing tolerance and openness to the perspectives of others is through educating young people. I believe that the problem is not what is taught in schools, but how it is taught. It is not enough to simply offer curriculum about the ills of racism, homophobia, or bullying, and then expect lasting results from students who are entrenched in cultural beliefs that are reinforced by society. How can it be a surprise that a number of Americans lean toward authoritarian ideals when, according to Marzano Learning Sciences Center, an educational consulting and research group located in West Palm Beach, Florida, 58 percent of class time in K-12 schools is used for lecture with the teacher delivering content? Or that a number of Americans choose to ignore facts and reason when only 6 percent of class time is used for cognitively complex tasks? In a 2012 Center for American Progress student survey, one third of American 12th-graders said they engaged in class discussions only two times a month or less, suggesting that the majority of 17and 18-year-old American publicschool students (young adults coming upon voting age) rarely spend time engaging in dialogue during the school day. The current state of American politics is not surprising when the country’s youngest citizens are given few opportunities to engage in critical thinking and discussion. In order to counteract these trends, it is essential for educators to provide exploratory opportunities

the experiences of other people, but to also challenge their own inherent belief systems through experiential learning. A couple of years ago, I taught a freshman English course in a suburban-rural school district with 32 students, 30 of whom were 15-year-old boys. I tried passionately to teach the need to “walk a mile in another man’s shoes,” as extolled by Atticus Finch, yet I continued to overhear racist and homophobic comments. One student even said, “That’s what guns are for” when I asked the class how they dealt with people who held different beliefs than they did. As brilliant as Atticus Finch may have been (pre-Go Set a Watchman), my students could not relate to a lawyer in 1930s Alabama. These young men loved to hunt and fish. They loved guns and a survivalist mentality. I realized that if I wanted to get them to think about another person’s perspective, I first had to relate to theirs. So I began by teaching Elizabeth Bishop’s poem, “The Fish,” from the voice of a speaker who catches an old beat-up fish, respects the fish’s fight for its life, and lets it go. Next, I called the local Ca-

and asked for a fisherman to come discuss the poem with my students and to fillet a fish he had caught so my students could have a memorable experience to connect to the process of analyzing a poem. The fisherman took his role seriously; we spoke several times over the phone about the poem and his own process for analyzing it before he arrived. After his visit, my class read the poem again. On the surface, it might seem ridiculous that an English teacher could possibly attack prejudice by teaching about fishing, but hear me out. The fisherman happened to be a poet. Not an actual poet, but he approached his work as a poet would. He explained an undying respect for nature and an appreciation for the right to life for all beings. He told stories about letting fish and deer go because of a look in their eye. He talked about the need for everyone, especially everyone with a gun, to respect the life and needs of other creatures. And the same student who insinuated that guns were meant to rid the earth of “the other” said this about the poem during the second reading: “Just because the

cal originality, and often fame depends on the relative lack of it. In the 1980s, the psychologist Dean Keith Simonton, of the University of California, Davis, measured the “originality” of the melodic themes of several famous classical composers. He analyzed the pitch steps between successive pairs of notes for just the first six notes of their melodies, and compared these against the statistical averages for all such themes in the corresponding era. The greater the departure from the average, the more original the fragment of tune was deemed to be. Simonton found that the popularity of a composition— judged from how often the works have been performed— initially increased with this measure of originality, but then did the opposite. People like a touch of freshness, but are less keen on melodies that depart too much from what they’ve heard before. Simonton’s work has recently been extended by Richard Hass, who used more sophisticated methods for measuring melodic originality, which take into account factors such as shifting overall trends in compositional style over time (the influence of the “Zeitgeist,” you might say). Applying these to 553 American songs written between 1900 and 1960—the era often said to have produced the Great American Songbook—he found that the relationship between fame and originality is rather complicated and genre-dependent. All the same, the data confirmed the notion that if you’re too original, you’ll probably be writing for a rather small audience. “In some ways,” Hass says, “to be successful as a songwriter, you have to utilize elements of existing music.” Experimentation is essential; music would ossify without it. But commercial success inevitably rides on the back of others’ ideas. And there’s no shame in that. It’s not to deny any of the genius of the Beatles to say that they could never have written their songs without hundreds of years of musical tradition from which to draw. Which makes it all the more ironic that their

estates guard the copyrights to these songs so jealously. The lawyers wouldn’t even sanction the use of “Here Comes the Sun,” written by George Harrison, on the golden record of humankind’s musical oeuvre sent by NASA into the cosmos aboard the Voyager spacecraft in the 1970s. It was partly in recognition of the necessarily formulabound character of tonal music that the notion of plagiarism— or at least condemnation of it—once would have seemed absurd to composers. In the 17th and 18th centuries, such borrowing was called “parody” (without the derogatory connotation it has today). Johann Sebastian Bach, for example, helped himself promiscuously and un-self-consciously from both his own earlier works and those of others. According to the 19th-century German music historian Philipp Spitta, Bach felt his appropriation of secular music in his sacred cantata was not only justified but proper: These borrowings, Spitta wrote in Johann Sebastian Bach, “were made with a perfect feeling that the compositions in question would not be seen in their right place till they were set for Church use.” If Bach used reused familiar hymns, meanwhile, that just helped the music resonate with the congregation. This kind of recycling acknowledged implicitly that it’s not just about where you get your ideas from. Music is inherently referential: Much of what it says to us relies on quotation, whether that’s Béla Bartók giving voice to his native Hungary by rearranging folk songs or the Jam nicking a bassline from the Beatles’ “Taxman” for their 1980 song “Start!” The problem, then, is how to respect this character in an age when music has also become a big business, with all the issues of ownership and property rights that entails. The more proprietorial music gets, the further it recedes from what it is about in the first place: a communal human enterprise, arguably the finest one we’ve ever invented. It’s a magpie tradition, and that’s a big part of why it matters.

The key to molding well-adjusted students: experiential learning live, he still did.” I’ve also seen how experiential learning can change the way students view the perspectives of others. For the past three years, I have taken my mostly white, upper-middle-class sophomore English students from a suburban-rural school district to the local ESL Newcomer Academy in the neighboring urban district. I am required by my curriculum to teach these students how to argue about global issues, and it seemed nearly impossible for them to do so without having a conversation with a human being who had firsthand experience with some of those issues. Each year we spend a day at a school with refugees and immigrants from around the world. Inevitably the students bond with one another, and my students often tell me that it is the best educational experience they have ever had. This past year, it was my students, not me, who invited the Newcomer kids to share their stories at my school. So what began as a field trip has turned into an ongoing exchange of students who would not otherwise ever encounter each other in a real-life setting. But getting to this point has been rocky at times. I have had parents and students express concern for their safety because they could encounter “Muslims” and “Africans” during the trip. Occasionally, a student will refuse to go. But more often than not, the experience is overwhelmingly positive for all the students involved. Even if the students do not create lasting friendships, they still create lasting memories of positive interactions with other human beings and learn that they often have more in common with the “other” than they might have believed. For years I have taught texts by non-Western authors, and I sometimes have students hang around after class to tell me that these books spoke to them, but the positive re-

the students who engage in this exchange—a real life experience— is overwhelming. Reading a book about the experiences of someone from another culture can be powerful, but interacting with a human being from another culture is even more so. And yet, many schools make less and less time for field trips and other authentic learning experiences such as these. I’ve had similar success in the past when asking guests to come speak to students. During my first year of teaching in the midst of a Holocaust unit, I hosted a local Holocaust survivor who came to share her story. Prior to our guest’s arrival, one student with Nazi-sympathizing leanings made a veiled threat of hurting or attacking the survivor when she came to speak. After much deliberation, the student was allowed by the school administration to attend the presentation. The survivor told her story in such excruciating detail that all the students in the room were on the edge of their seats by the time she finished. I was surprised and deeply moved when the student who made the threat walked up to her after she told her story, shook her hand, and thanked her for coming. He changed his behavior, proving that the power of a real experience can change a person’s mindset, no matter how entrenched his beliefs may be. So how can educators and parents retaliate against black and white thinking and the need to create enemies in the other? For my classroom and me, I will focus on cultivating a culture of learning and respect that is focused on human beings and not just content. I will provide authentic opportunities for my students to grow as people, and I will challenge them to do so, even when they are reluctant. And as for my 3-year-old daughter, I will demand the same for her at home and from her school. The future may be

The The Third Third season season N

o it is not clichéd to write about Autumn repeatedly. Not when it bursts into your consciousness like it has this week. After weeks of rain, the weather forecast predicted sunshine and was right this time. The sun is bringing out all the wonderful colours of the season. Trees like Siberian Hawthorn and Maple have turned yellow, light orange, peachy pink, and a funny sort of undecided red. Give it two more weeks and they will turn ochre and russet and warm brown before leaving the safety of branch for the permanence of earth. And mulch henceforth to the new year. But let us stay here in the now, for now. A friend from Ghana says she loves autumn in Europe. With gleaming eyes she looks

on all the colours bursting forth in the forests and hills and declares, “We never get to see God’s handiwork like this in Africa. Everything stays the same colour all year round – green in Winter, green in Summer, green

in Autumn and green in Spring. I love autumn in the Northern hemisphere. It shows how creative God is!” What a refreshingly positive way to look at this season which actually sends many people into deep depres-

sion. Why depression because for them, Autumn, in spite of all its beauty, signals that the year is coming to an end. It signals death in a way, the death of the year, and the coming of the dark and cold months. It is

so acute for those who give in to depression that even in the middle of the glowing beauty of nature in all its mellow fruitfulness, they let the mantle of gloom descend over them, and continue to wear it until Winter

arrives. There are numbers of unreported suicides in winter or the beginning of the dark season. Okay enough of that too. The other fact is that some suicidal people easily find a reason to end it all at the end of

autumn, and it sends researchers into a spin thinking it might be something to do with the season releasing some sort of death inducing vapours. Just speculation, no conclusion there. If we get back on track,

there is the wide expanse of clear, blue sky to be enjoyed. There is sun, and because it is not a constant, we must go out and enjoy the sunshine while it lasts. Half the population is heading for the hills to pick berries; blueberries that are more sour than sweet because there has been too much rain this summer, incredibly sour and bright redcurrant berries that sets your teeth on edge, and wild edible mushrooms. The mountains hold food for those who are not too lazy to gather them. It’s a good thing that the life of the natural world is transitory: it demands attention from us, it insists we come out of our routines and enjoy it while it lasts. If it were not so fleeting, we would take beauty for granted. How tragic that would be.

roposed Fourth Law of Robotics: All robots must have dog memories implanted in them so if they mutiny we can control them with vacuum cleaners and bacon treats. Essential, right? So how come people aren't working on it? People focus totally on the wrong things these days. Media reports are screaming that idiot celebrity X is feuding with idiot celebrity Y; chocolate is good for you/ bad for you; a dangerous lunatic is likely to be elected president of one country or another; and so on, and I say: tell me something NEW. Our values have changed. Here's the sort of typical scenario that would get a modern person excited: 1) Can't find phone, races home from work. 2) Discovers entire street destroyed by alien

attack. 3) Finds phone at bottom of briefcase. 4) *screams* THANK YOU GOD. The scary thing is this distorted value system controls our spending. Hipster: You want the equivalent of eight US dollars for this book? This is an outrage. Barista: Here's your latte; that will be $10.75. Hipster: Thanks. The biggest worry for me as a journalist is manufactured outrage. Many of my buddies are furious several times a day about "news reports" on the internet which are entirely untrue, some of which they made up themselves. A few days ago, famous Cuban activist Coco Farinas ended his two-month hunger strike after reading that the European parliament was taking up his campaign. It turned out to be fake news -- but he only found out after dinner.

An Australian reader told me about a woman named Sally in Fremantle who recently revealed on the internet that she had been hit with a hefty fine for bad parking when one wheel of her car was just fractionally over the edge of the white line, as she proved with a photo she uploaded. The internet greeted this as an atrocity on a Hitler-invades-Poland scale. But then the traffic officer who wrote the ticket revealed that he'd found her car badly parked across two spaces and ALSO provided photographic proof proving this. Both individuals came across as truthful, but that could only be the case if some incredibly strong mystery people had physically picked up the car and moved it when neither Sally nor the traffic cop were looking. The mystery was solved when

a security video revealed she had parked really badly and then some incredibly strong mystery people had physically picked up the car and moved it while neither Sally nor the traffic cop were looking. I like this story because a) it shows that life is weird, and b) goofy folk who do random acts of kindness really exist. I wish I could meet more of them. There was a video on the internet the other day that I think was real. It showed a guy trying to give away cash in the street. Modern trendy hipster people refused to take it, while ordinary humble folk took it gratefully. If you are reading this, cashdispensing-guy, you can repeat the experiment in my front yard. It will be over in seconds. I have a sack ready. I'll use the money to buy a book. Or a latte.

Do people need small talk to be happy?

S

ecurity guard, truck driver, salesperson—year after year, these jobs appear on lists of the unhappiest careers. Although many factors can make a job dismal— unusual hours, low pay, no chance for advancement—these three gigs stand out for another reason: They’re characterized either by a lack of conversation or by obligatory but meaningless small talk. Psychologists have long said that connecting with others is central to well-being, but just how much conversation we require is under investigation. In one study, researchers eavesdropped on undergraduates for four days, then cataloged each overheard conversation as either “small talk” (“What do you have there? Popcorn? Yummy!”) or “substantive” (“So did they get divorced soon after?”). They found that the second type correlated with happiness—the happiest students had roughly twice as many substantive talks as the unhappiest ones. Small talk, meanwhile, made up only 10 percent of their conver-

sation, versus almost 30 percent of conversation among the least content students. But don’t write off chitchat just yet. Scientists believe that small talk (which linguists describe as a form of “phatic communication”) could promote bonding. Late last year, Princeton researchers reported that ring-tailed lemurs reserve their calland-response conversations, akin to human chitchat, for the animals they groom the most—suggest-

ing that small talk maintains closeness with loved ones, and isn’t merely the stuff of awkward exchanges with strangers. Still, bantering with strangers could brighten your morning. In a series of experiments, psychologists gave Chicago commuters varying directions about whether to talk with fellow train passengers—something they typically avoided. Those told to chat with others reported a more pleasant journey than those told to

“enjoy your solitude” or to do whatever they normally would. None of the chatters reported being rebuffed. And the results held for introverts and extroverts alike—which makes sense, since acting extroverted has a positive effect on introverts. Small talk can also help us feel connected to our surroundings. People who smiled at, made eye contact with, and briefly spoke with their Starbucks baristas reported a greater sense of belonging than

those who rushed through the transaction. Similarly, one not yet published paper found that when volunteers broke the silence of the Tate Modern to chat with gallerygoers, the visitors felt happier and more connected to the exhibit than those who were not approached. Of course, some of us are better than others at turning small talk into something bigger. In one study, people who were rated “less curious” by researchers had trouble getting a conversation rolling on their own, and had greater luck building closeness with others when they were supplied with questions that encouraged personal disclosure (“When did you last cry in front of someone?”). But people who were deemed “curious” needed no help transforming conversations about mundane things like favorite holidays into intimate exchanges. A “curious mindset,” the authors concluded, can lead to “positive social interactions.” So go ahead, pry. Chitchat needn’t be idle. And nosiness isn’t all bad. (Source: The Atlantic)

aking smiling selfies with your smartphone and sharing them with your friends can help make you a happier person, say computer scientists at the University of California, Irvine. “This study shows that sometimes our gadgets can offer benefits to users,” said senior author Gloria Mark, Professor of Informatics. “Our research showed that practicing exercises that can promote happiness via smartphone picture taking and sharing can lead to increased positive feelings for those who engage in it,” lead author Yu Chen, a post-doctoral scholar, added. By conducting exercises via smartphone photo technology and gauging users’ psychological and emotional states, the researchers found that the daily taking and sharing of certain types of images can positively affect people. Chen and her colleagues designed and conducted a four-week study involving 41 college students.

The participants — 28 female and 13 male — were instructed to continue their normal dayto-day activities (going to class, doing schoolwork, meeting with friends, etc.) while taking part in the research. Each was invited to the informatics lab for an informal interview and to fill out a general questionnaire and consent form. The scientists helped students load a survey app onto their phones to document their moods during the first “control” week of the study. Participants used a different app to take photos and record their emotional states over the following three-week “intervention” phase. The project involved three types of photos to help the researchers determine how smiling, reflecting and giving to others might impact users’ moods. The first was a selfie to be taken daily while smiling. The second was an image of something that

made the photo taker happy. The third was a picture of something the photographer believed would bring happiness to another person (which was then sent to that person). Participants were randomly assigned to take photos of one type. Researchers collected nearly 2,900 mood measurements during the study and found that subjects in all three groups experienced increased positive moods. Some participants in the selfie group reported becoming more confident and comfortable with their smiling photos over time, said the study published in the journal Psychology of Well-Being. The students taking photos of objects that made them happy became more reflective and appreciative. And those who took photos to make others happy became calmer and said that the connection to their friends and family helped relieve stress. (Source: IANS)

Accusing Community or an Understanding Community? Sentinaro Longkumer, CTC

You go down the woods and you feel the wave The wave of struggles, of fear, of pessimism, of storm You feel the harsh wind shaking the strong trees, You see the birds hiding beneath the branches And you feel the rain in your hair. Then the woods, as a community, withstand the storms in mutual cooperation. The trees try to stand still against the storm, The leaves do not accuse its branches for shaking Nor do the birds accuse the trees for shaking, But they all brave the storm together. In them you see an understanding community. Now, I travel a similar path with nature As I walk down the road and face the storms…. Do I accuse my co-travellers for the storm? For not being strong, for letting the rain wet them!! If I do, I am an accuser, and when you do, we become an accusing community. But if I walk down the road helping the feeble against the storm, Then, I understand, and when you do, we become an understanding community.

Water protests expose urban India's growing pains

BENGALURU, SEptEmBER 16 (REUtERS): Oracle employees were at work on Monday when protesters entered their nine-storey building in India's technology hub, Bengaluru, and asked them to leave in support of demonstrations that had erupted across the city over a water dispute. By early afternoon, one of the U.S. software giant's biggest overseas offices had been evacuated, two employees there told Reuters, as had the Bengaluru premises of dozens of multinationals and Indian firms that stayed shut on Tuesday to ensure staff safety. A spokeswoman for Oracle in India said no one was available to comment on the incident. Two days of violence, in which protesters torched buses and clashed with riot police after a court ordered Karnataka to share water from the Cauvery river with Tamil Nadu, have exposed the growing pains of the dynamic technology hub's chaotic boom. "They come and live here, which means our resources are being used by them. Tomorrow, if there is no water in the city, will they have an office here?" said 30-year-old local activist Keerthi Shankaraghatta, who led a group that staged peace-

ful calls to shut down several offices during the protests. Videos posted on his Facebook page show employees from companies including Accenture and ICICI Bank being escorted out of their offices. ICICI declined to comment. Accenture did not respond to a request for comment. Bengaluru businesses have faced four days of disruption this month after the water pro-

tests and an unrelated strike, hitting operations in a city that accounts for a significant chunk of India's $97 billion in information technology exports. The head of Indian drugmaker Biocon jokingly referred to Bengaluru as "Bandhaluru", using the Hindi word "Bandh" for closed. Employees of two large Indian companies told Reuters their buses were stopped and rocked

by protesters, who asked them to join the demonstrations. Cars and trucks registered in Tamil Nadu were smashed and set on fire. A 22-year-old IT worker, who declined to be identified, said she saw a police van in flames. "For the first time, I felt unsafe in a city I love so much," said Prejin Joe, who runs a tech startup in Bengaluru and is originally from Kerala.

"NEVER GIVE UP" Despite such experiences, and images of burning buses and trucks broadcast by Indian TV news channels, employers said the spasm of violence, in which two people were killed, had done no major damage to the appeal of the southern city. Several big employers contacted by Reuters said the violence had not changed their view of the city as an attractive place to be based. None was prepared to be quoted. Yet major infrastructure problems like congestion and poor water management, if not adequately addressed, may over time blunt Bengaluru's edge over other dynamic commercial centres in India and beyond. From a sleepy retirement centre known as "Garden City" in the 1990s, Bengaluru, or Bangalore, has grown to become a sprawling metropolis of 10 million that is home to major offices of firms such as Amazon. com, Dell and local giant Wipro. To some, Bengaluru's rise mirrors India's economic progress over the past two decades, with business parks staffed with thousands of young, Englishspeaking graduates lured by the city's cosmopolitan feel and well-paid office jobs. But the growth has come at a cost. Streets are gridlocked,

property prices have jumped and lakes and open spaces concreted over. Many locals like Shankaraghatta are angry at the pressure new inhabitants put on resources. "Bangalore definitely has its challenges in terms of traffic, water and infrastructure. The government has got a lot to do in terms of urban planning, but this city has a never-give-up attitude," said Ryan Fernando, head of a Bengaluru-based chain of nutrition clinics. 400 MILLION MORE CITY DWELLERS Prime Minister Narendra Modi has grand designs to build 100 futuristic 'smart' cities that promise a hygienic, networked life for residents, but India's existing urban spaces lack efficient public transport and sanitation. In Chennai, poor urban planning and rampant "encroachment" by property developers were blamed for exacerbating deadly floods last December. With India's cities forecast to absorb 400 million more people within a generation, experts worry the hassles of doing business could eventually outweigh the cost advantages that brought so many companies to Bengaluru. Cities like Hyderabad, are rushing to offer tax incentives

and tout newer infrastructure to lure big employers away from crowded Bengaluru. Facebook, Uber and Google have large offices in Hyderabad. But for now the advantages Bengaluru enjoys, with its unrivalled pool of skilled software engineers and swanky business parks, make it the city of choice for most large firms. Companies leased out top grade office space of more than 7 million square feet in Bengaluru in the first nine months of 2015, double 2013 levels and more than any other Indian city, according to property consultancy Cushman and Wakefield data. Hyderabad also leased out double the amount of prime commercial space in 2015 from two years earlier, but at the lower level of over 2 million square feet, the data showed. "What has happened has been blown out of proportion. Bengaluru's mojo has not gone," said Shailesh Pathak, executive director at Bhartiya Group, which runs an integrated residential, business and commercial township in Bengaluru. "People will certainly diversify to Hyderabad, Chennai, the Delhi National Capital Region and Pune - as they are already doing. But Bengaluru remains head and shoulders above all other megacities."

SRiNAGAR, SEptEmBER 16 (iANS): A prominent Kashmiri rights activist, earlier barred from travelling to Geneva to address a UN session, was detained on Friday after a police raid at his Srinagar house, sparking outrage amid calls for his immediate release. A police spokesman told IANS that Khurram Parvez is "under preventive custody and that he was being interrogated". Parvez, 39, is the programme coordinator with the Jammu Kashmir Coalition of Civil Society (JKCCS). He has been an active rights activist for nearly 15 years. He is also the chairperson of the Asian Federation Against Involuntary Disappearances (AFAD) -- a Manila based conglomerate of rights groups. Parvez's family alleged that he was picked up from his home in the upscale Gupkar neighbourhood after a midnight raid. They alleged that policemen who took him carried no warrant and gave no reason for his detention. His detention comes two days after he was stopped at the Delhi airport from boarding a flight to Geneva where he was to the attend a session of the United Nations Human Rights Council (UNHRC). Parvez had planned to submit a report to the rights council on the situation in the Kashmir Valley, which has seen some 88 deaths in over two months of civilian unrest, triggered by the July 8 killing of Hizbul Mujahideen commander Burhan Wani. The alleged unlawful detention of the activist sparked off widespread condemnation. Global rights group Amnes-

ty International's India chapter called for his "immediate release unless he is charged with recognizable criminal offences". "Preventing a well known activist from travelling abroad for human rights advocacy, and then locking him up on spurious grounds, is a shameful attempt to suppress a peaceful dissenting voice from Kashmir," Aakar Patel, Executive Director at Amnesty International India, said in a statement. An AFAD statement said the "procedures followed for Parvez's arrest clearly violate" international laws on civil and political rights. "Such blatant violation is aggravated by the fact that he has not yet been granted access to a lawyer. The arrest is part of the government's strategy to repress and silence human rights defenders in Jammu and Kashmir." JKCCS in a statement said the "detention of Parvez and denial of his right to lawyers represent a real and imminent security threat that requires urgent attention and action".

Narendra Modi on Friday said India and Nepal have a "time tested" and unique friendship and their security interests are inter-linked. "Our friendship is timetested and unique. We share our burden during difficult times, just as we celebrate each other's achievements. As immediate neighbours and close friendly nations, peace, stability and economic prosperity of Nepal is our shared objective," Prime Minister Modi said, in his media statement after holding talks with visiting Nepalese Prime Minister Pushpa Kamal Dahal "Prachanda" here. Modi also commended Prachanda's role in "strengthening democratic institutions in Nepal". "Our security interests are inter-linked. We agreed that securing our societies is es-

growth. India stands ready and prepared to strengthen development partnership with Nepal. We will do so as per the priorities of the people and government of Nepal," he said. Modi also said that continued cooperation between the defence and security agencies is important to guard the open borders between the two countries that provide opportunities for interaction to their people. Prachanda meanwhile said Nepal is eager to learn from India's "success story", and his government is focused on the agenda of development. The two leaders earlier held bilateral talks and signed a series of agreements at Hyderabad House. Prachanda arrived here on Thursday on a four-day visit to India.

When he visited a tribal hamlet in Khoch village in the worst-hit Mokhada sub-district on Thursday evening, angry locals confronted the minister and

demanded answers. Some infuriated tribals asked him: "600 children have died here (in 2016) what have you done for us?" "So what? The government is doing its work, implementing schemes.....," Savra retorted, as some of the enraged villagers virtually asked him to 'get out'. One grieving young tribal

Savra's comments were dubbed "insensitive" by the Congress, Nationalist Congress Party and even ruling alliance partner Shiv Sena, with several leaders including Leader of Opposition (Congrss) Radhakrishna Vikhe-Patil, demanding his resignation or dismissal from the cabinet. Later, Savra alleged that some activists of Shramjeevi Sanghatana, a local organisation, were instigating the tribals and that his comments were being "twisted out of context," even

as videos of the encounter went viral on the social media. The locals expressed their anger that though claims are made of huge funds being allocated for their welfare, they received no funds and had to even 'beg' for money to treat the child of the young tribal woman. The child's condition suddenly worsened last month and he was rushed to a Nashik government hospital, but succumbed due to suspected malnutrition symptoms. Stung by the villagers' aggressive attitude, the BJP leader who is also Guardian Minister for the district, beat a hasty retreat along with his motorcade from the village. Governor C. V. Rao had directed three ministers -- Minister for Women and Child Development Pankaja Munde, Tribal Welfare Minister Vishnu Savra and Minister for Public Health Deepak Sawant -- to take urgent remedial steps to tackle malnutrition not only in Palghar but in other parts of the state also.

LUckNow, SEptEmBER 16 (iANS): Four persons were shot dead on Friday in Bijnore in Uttar Pradesh in communal clashes after some boys allegedly teased a group of school girls, police said. Some people opened fire during the violence, leaving four persons from the minority community dead and at least five others injured, the police said. The injured were rushed to nearby medical facilities, a Home Department official told IANS. The deceased were identified as Ehsaan, Sartaaz, Anees and Rizwan. The injured were identified as Furkan, Ansar, Saleem, Aladdin, Shahnawaz and Sarfaraz. Their furious family members and relatives went on a rampage, pelting stones and setting several shops and vehicles on fire. They also jammed a highway with the bodies. Two policemen - a sub-inspector and a constable -- were suspended following the violence. Five persons have been arrested for inciting the mobs and are being interrogated, a police officer said. Angry locals complained that some school girls were being routinely teased by some people but the police did not act despite many complaints.

Indigenous people in Jharkhand protest law changes that threaten their land BhUBANESwAR, SEptEmBER 16 (thomSoN REUtERS FoUNDAtioN): Thousands of indigenous people rallied in Jharkhand, protesting against the government's proposal to amend decades-old land laws, saying it would deprive them of their rights. The state government, keen to lure investment to one of the country's poorest states, has proposed amendments to two pieces of legislation to allow it to buy up protected tribal land to lease to investors for non-agricultural purposes. "The Jharkhand government is attempting to dilute the rights of tribals guaranteed by the Constitution," said Premchand Murmu, a protest leader and member of the rights group Adivasi Buddhijeevi Manch, which organised Thursday's rally. "We plan to continue our agitation until we achieve our goals," he told the Thomson Reuters Foundation. The rally held up traffic and blocked roads in the state capital Ranchi, as people marched in traditional costumes, carrying bows and arrows, as well as placards with anti-government slogans. The National Commission for Scheduled Tribes had earlier submitted a report to the

federal government advising against the state's plans to amend the two colonial-era laws - the Chotanagpur Tenancy Act and the Santhal Pargana Tenancy Act. State government officials say the move will help provide land to build much-needed infrastructure, and that the interests of indigenous people will be protected. "The amendment has been proposed after wide consultations and in the interest of the people," said Revenue Minister Amar Kumar Bauri. "We have done this to ensure that the construction of critical infrastructure such as hospitals, roads, supply of electricity do not face trouble," he said. Conflicts over land in India have increased as the economy expands and more land is sought for industrial use and development projects. While several laws have been introduced in the past decade to protect the rights of farmers and indigenous people, some laws have been diluted in their implementation and not always helped the most vulnerable, activists say. In Jharkhand, two people were killed and more than 30 injured last month, when villagers protesting the loss of their homes to a power plant clashed with police in Gola.

Swedish court upholds Assange warrant, clears way for questioning in Oct STOCKHOLM, SepTeMber 16 (re uTerS): A Swedish appeals court decided to uphold the arrest warrant for Wikileaks founder Julian Assange on Friday, prolonging the six year long legal stand off with prosecutors and clearing the way for the Wikileaks founder to be questioned in London next month. Assange, 45, is wanted by Swedish authorities for questioning over allegations, which he denies, that he committed rape in 2010. “The Court of Appeal shares the assessment of the District Court that Julian Assange is still suspected on probable cause of rape,” the court said. Assange avoided possible extradition to Sweden by taking refuge in Ecuador’s London embassy in 2012. He says he fears further extradition to the United States, where a criminal investigation into the activities of Wikileaks is ongoing. Per Samuelson, a Swedish lawyer representing Assange, said he had not yet talked to his client. “I assume we will appeal, it would be strange if we did not,” he said. The court said the lengthy deadlock and the previous passivity of Swedish prosecutors in pursuing the investigation were arguments for setting aside the warrant, but there remained a strong public interest argument for it remaining in place. “At present, continued detention therefore appears to be both effective and necessary so as to be able to move the investigation forward,” the court said. Ecuador has set an October 17 date for questioning Assange at its London embassy. Swedish prosecutors have said the questioning will be conducted by an Ecuadorian prosecutor. The latest request by Assange to have the warrant for his arrest overturned came after a U.N. panel in February said his stay at the Ecuadorian embassy equalled arbitrary detention, that he should be let go and be awarded compensation.

Myanmar soldiers jailed with hard labour for village killings YANGON, SepTeMber 16 (reuTerS): A Myanmar military court has jailed seven soldiers for five years each with hard labour for murdering five ethnic minority villagers in June, state media said on Friday, in a rare prosecution of military personnel. The seven, including four officers, will serve their time in civilian prisons, said a report from a court martial in northeastern Myanmar. Soldiers have often been accused of serious human rights abuses in Myanmar’s long-running wars with ethnic armed groups, but the allegations are rarely acknowledged. Sai Kaung Kham, an activist who helped residents of northern Shan state’s Mong Yaw village demand justice for the June killing of their family members, said he was surprised the military had taken action at all. “The fact they have been sentenced to imprisonment is better than nothing,” he said. Myanmar’s army ran the country for almost five decades before initiating a transition to civilian rule that saw Nobel laureate Aung San Suu Kyi take power in April. Military leaders, keen to build military-to-military ties with Western armies, have made efforts to present the still-powerful army as a responsible partner in country’s transition. After the killings in Mong Yaw, one of the military’s highest-ranking officers held an unprecedented news conference in July to say that soldiers were responsible for the deaths of five residents.

Former Italian president, prime minister Ciampi dies

rOMe, SepTeMber 16 (reuTerS): Former Italian president, prime minister and central bank governor Carlo Azeglio Ciampi, who played a key role in guiding the country into the European single currency, has died at the age of 95, the government said on Friday. Prime Minister Matteo Renzi praised Ciampi as a man who had worked tirelessly for Italy and served the country with passion. Ciampi, who had been ill for some time, helped steer Italy through the dark days of corruption scandals in the 1990s and was considered one of the founders of the euro currency. “One of our fathers has left us. If Italy is (still) a great country then we owe an enormous debt of gratitude to Ciampi,” former prime minister Enrico Letta wrote on Twitter. Ciampi spent most of his working life at the Bank of Italy, which he joined in 1946 after World War Two and headed for 14 years. He wrestled the bank free of political control, winning leeway to set interest rates and exchange rate policy. He was prime minister from 1993 to 1994 and president from 1999 to 2006. While Ciampi held the country’s top two jobs, it was as treasury minister between 1996 and 1999 that he will probably be best remembered abroad. Overcoming massive doubts about the financial fitness of heavily indebted Italy, the calm, confident Ciampi went on a charm offensive amongst Italy’s EU partners to get good terms for Rome to join the euro project.

Suu Kyi calls for investment after Obama pledges sanctions relief WASHINGTON, SepTeMber 16 (reuTerS): Myanmar leader Aung San Suu Kyi urged businesses to invest in the Southeast Asian country on Thursday as a way to advance its democratic transition, a day after U.S. President Barack Obama pledged to lift long-standing sanctions on the country. Suu Kyi, speaking in Washington, said that economic development spurred by foreign investment was needed to show the impoverished nation of more than 50 million people that democracy could improve their livelihoods and promote further change. “Economic success is one of the ways that we can persuade everyone in our country, including the military, that democracy is the best way forward for our union,” Suu Kyi told a dinner of business officials, diplomats

and government officials hosted by the U.S. ASEAN Business Council. “In order to make the political transition work, we have to have the economic expectations of our people fulfilled as well,” she added. Sanctions were imposed on the country, formerly known as Burma, in 1997 after decades under a military dictatorship that stifled dissent and showed little regard for human rights. Suu Kyi’s National League for Democracy swept to power in November elections, the first free national vote in 25 years. But the Nobel Peace laureate has been criticized by the private sector for not focusing on business reforms and failing to put forth comprehensive economic policies. Obama said on Wednesday that he would lift remaining sanctions on Myanmar, a move supported by Suu Kyi,

who said she recognized that some believed the move came too soon. Obama’s announcement drew swift condemnation from rights groups, which said it forfeited leverage on Myanmar’s military. “In some ways it is a risk, it as much a political risk as an economic risk, because there are those who believe it is not yet time for us to remove

the sanctions, but we think that it is time now for our people to depend on themselves, to go forward with the help of our friends,” Suu Kyi said of the decision. When sanctions are lifted, it will clear U.S. businesses to work with companies and individuals that were previous off limits, including some of Myanmar’s most prominent businessmen.

WASHINGTON, SepTeMber 16 (reuTerS): A key U.S. senator said on Wednesday he was “somewhat appalled” by Aung San Suu Kyi’s reaction to her country’s record on human trafficking, underscoring concerns about human rights that are shadowing the Myanmar leader’s visit to Washington. “While we certainly appreciate the work Aung San Suu Kyi has done to ensure a democratic transition in Burma, I am somewhat appalled by her dismissive reaction to concerns I raised this morning about the problem of human trafficking in her country,” Senator Bob Corker said in a statement released to Reuters after a breakfast meeting with Suu Kyi and Vice President Joe Biden. “After witnessing her lack of regard for Burma’s dismal track record on this issue, I plan to pay very close attention to her government’s efforts to prevent innocent human beings from being trafficked and sold into forced labor and sex slavery,” said Corker, the chairman of the influential Senate Foreign Relations Committee.

CAS lifts Real ban on signing foreign minors on appeal b aRCeLona, SeptembeR 16 (ReuteRS): Real Madrid have won a small victory in their dispute with FIFA over the illegal signing of under-age foreigners after the Court of Arbitration for Sport (CAS) temporarily lifted its ban on appeal. The decision means eight players, including French coach Zinedine Zidane's sons Theo and Elyaz, can play for their respective youth teams until the appeal decision is made. "The Court of Arbitration for Sport has granted the precautionary measures that Real Madrid appealed for following the sanction issued by FIFA," said a statement issued by the European champions on Friday. The CAS, sport's highest tribunal, has never overturned a transfer ban from soccer's ruling body FIFA on the signing of minors. FIFA has not disclosed the names of the 39 players originally investigated but Real director general Jose Angel Sanchez said they included Zidane's four sons. Theo, 14, and Elyaz, 11, represent Real's youth teams while Enzo, 21, and Luca, 18, play for the club's reserve side Castilla in Spanish football's third tier. FIFA has reduced the number of players investigated to eight, leaving out Enzo and Luca among others and Morocco international Achraf Hakimi who had been prohibited from playing for Castilla. Earlier this month Real and Atletico Madrid lost their appeals against transfer bans imposed for breaching rules on signing non-Spanish under-18 players. Real are still banned from registering new signings in any age group until January 2018.

Faster, closer, more exciting -- Paralympic fencers: lethal F1 drivers' plea to new owners

wheelchair 'warriors'

SingapoRe, SeptembeR 16 (aFp): Sebastian Vettel led a chorus of drivers Thursday urging Formula One's new owners to make racing closer, faster and more exciting as the sport enters a new era in Singapore this weekend. Drivers were asked what changes they would like to see brought in by US billionaire John Malone's Liberty Media, which is buying out F1's parent company in a deal which values the sport at $8 billion. "As a driver you want to go faster, you want to drive the most exciting cars," fourtime world champion Vettel told reporters. Force India's Sergio Perez said fans wanted tighter battles on the track. Mercedes have dominated the past three seasons, and before that Vettel won four straight drivers' championships with Red Bull. "I would love to see Formula One a lot closer, giving the midfield teams the opportunity to be capable of winning a race, fighting for titles," said Perez. "I think that would be just something great for the fans to see -- one race Williams on top, another race another team." The drivers may get a chance to voice their opinions to the sport's new owners in person as early as Friday, if paddock rumours are to be believed. F1 supremo Bernie Ecclestone originally said he would not attend the Singapore race, but the word around the circuit on Thursday was that he had changed his mind. German paper Bild reported the CEO would arrive at the Marina Bay track Friday accompanying the sport's new chairman Chase Carey. - Screaming V12s Red Bull's Daniel Ricciardo said he

might just tell them Saturday races would be a good idea, as they could organise a better party afterwards. "I'd like a Saturday race as opposed to Sunday, just so we can plan a bigger night on Saturday. That would be good fun," he said, smiling. Veteran English driver and former world champion Jenson Button said the new owners should concentrate on appealing to a younger audience. "From what I've read, they're (Liberty Media) very interested in getting a younger fanbase, which I think needs to happen,"said Button "We've got an 18-year-old racing on the grid and I think the fanbase is mostly 30s and 40s. We've got very limited teenage fans and people in their 20s. "I think once young people get their teeth into the sport and see how technically advanced it is, and exciting, they're going to stick around because it's an awesome sport." Vettel said he would also like a return to the old screaming V12 engines instead of today's quiet, V6 hybrid units. "If you ask me what I would like to drive, I would like double the amount of cylinders in the car and take off a lot of the complicated electric equipment," the Ferrari driver said. Renault's British driver Jolyon Palmer believed there was no fun in knowing the result of the race before the cars had even arrived at the track. "We turn up for a weekend and we pretty much know maybe it’s two, four, maximum six drivers can win the race," he said."

Rio de JaneiRo, SeptembeR 16 (aFp): The Paralympic wheelchair fencers enter the arena to the strains of the James Bond theme tune, but even 007 probably couldn't duel while stuck in a chair. Many skillful athletes are overcoming a lot of disabilities at the Rio Games. However, fencers have a unique edge. "It's one of the only combat sports you can do in a wheelchair," 43-yearold Pierre Mainville, who reached the quarter-finals with the sabre, said on Thursday. The Canadian took up wheelchair fencing 15 years ago after a policeman bent on killing an exgirlfriend fired repeatedly into the car carrying her and three others, including Mainville. He was hit six times and left a paraplegic. If a modern weapon almost took his life, the ancient sword helped him win it back. "When you put on that mask, you become a warrior," he said. Combatants must remain seated in wheelchairs attached to the floor, largely immobilizing their lower bodies, whether the athletes' legs are paralyzed or not. Free from the waist up, the fencers engage in furious duels, lunging, parrying and leaning back to escape. The clink and scraping of steel blade against blade fills the air, interrupted by occasional cries of victory or disappointment. "It's like chess," Mainville says. "Only very fast."

- First blood The fighters resemble something between aliens, ninjas and Medieval knights. They wear dark masked helmets and white suits wired to register an opponent's hit. Blankets closing off the area from the waist to the feet are worn like flowing skirts. The white clothing dates from the days of aristocrats in duels, Mainville says. "They made rules where the first one to bleed loses. Then people tried to cheat by wearing dark clothes, so they said from now on everyone must wear white." Like Mainville, Brazilian swordsman Fabio Luiz Damasceno, 33, was paralyzed from the waist down in a shooting. He described the incident as occurring "in a street fight." And he's not the only

other shooting victim turned fencer in Rio. Damasceno's teammate Jovane Guissone was shot during a robbery in 2004 and lost control of his legs. He took up wheelchair fencing four years later and won gold in the 2012 London Paralympics. Damasceno says he discovered wheelchair fencing -- a sport that has been in the Paralympics since 1960 but only recently arrived in Brazil -by "pure chance." And it wasn't easy to learn the skills needed to wield his weapons of choice, the epee and foil. "You're working at very close range, so you have to attack quickly and get out of the way quickly," he says. "There's a lot of training. You have to repeat things 10,000 times to do them well." Damasceno points out an important complica-

tion that onlookers might not even notice. Although all the competitors are all strapped into their chairs and divided into one of three groups of disability, the variations in physical condition, and therefore mobility, can still be huge. Damasceno has legs but they won't respond, while a double-amputee opponent may retain use of his thighs, giving him an extra bit of agility and strength in his upper body. Ultimately, the contest is just an old fashioned sword fight. "With fencing, your goal is to touch the opponent -- and touch first," Damasceno says. Or as Greece's Panagiotis Triantafyllou, 30 -- who ended up winning silver in the sabre on Thursday -- said: "It helps to have long arms and be smart."

Fresh revision of Electoral Roll for KMC required for a Clean Election

O

f late Clean Election Campaign has been in the daily news and is now becomes the talk of the day. As appeared in the Local Dailies many Organizations viz as Church Bodies and NGO’s have raised many issues to be tackled in order to curb unclean election practices. Some points to be noted by various Organisations are, proposing the concept of educating the voters, to pledge voters not to sell their votes, refrain from proxy voting and violence. It also mentioned some significant points, that a candidate should not be alcoholic, immoral, uncultured, self-seeking, violent, and haughty but to be well-informed, devoted, and unselfish in nature and effectively represent the people for constructive development, which is a very commendable initiative. It will not be an easy challenge, nevertheless is not impracticable task and the achievement can be a great inspiration to many who are longing for a Clean Election. Clean or Free and Fair Election should also include a clean electoral roll and right to vote by individuals to exercise their democratic rights and not a family head and community leaders’ votes on behalf of the family and the whole community in understanding with the polling officials on the pre-

text of avoiding conflict and violence. Obviously the Municipal Councils and Town Councils Election will be held sooner or later; with or without 33% reservation for Women and therefore whether General Election / M.P. Election / Municipal Election/ Town Council should be treated at par, as far as Clean Election Campaign is concerned. The first Municipality of Kohima was constituted in the year 2005 as per the provisions of the Nagaland Municipal Act, 2001 with 19 elected Councillors which later ended in the year 2010. The Electoral Roll of the Kohima Municipal Council election was revised in the year 2009 and the Total enrolment of New Market, Ward No.8 Polling Station 1 (One) is 1107 (One Thousand One Hundred and Seven ), whereas the total enrolment of the Assembly Election for New Market Ward No. 8 for Polling Station I (One) and II (Two) is 1083 (One Thousand Eighty three only) as on 1.1.2016 and this figure of 24 votes difference after a gap of five years seems to be abnormal and erroneous. During the last Assembly Election, with a clean electoral roll containing genuine voters only in Ward No. 8 is the factor for 80% voting completed by 1.P.M peacefully and hence, it is desirable that this system of fair

election consisting genuine voters only may also apply in the Municipal Election in future. However, it was found that many bogus voters were included in the revised electoral list published in the year 2009 and many genuine voters have shifted to other places and at the same time the names of many voters in the list are not alive. Moreover, for the past 5 years no new inclusions are made and therefore lots of genuine electors presently resided will be deprived of their rights to vote and they may involve in unfair means for proxy voting creating confusion and conflict and lead to violent activities that might affect law and order situation. This problem may not be only in New Market Ward No.8 but all other Wards are to be affected. I therefore feel that the right platform to address the issue for revision of fresh electoral roll for upcoming Kohima Municipal Council Election is the” Association of Ward Panchayat, Kohima Municipal Council” and “Ward Panchayat Bodies” of all the 19 Wards and hence request them to approach the concern Department for preparation of a Fresh Electoral Revision at the earliest in the interest of the public and for a Free, Fair and Clean Election. Zerüüzo Norbert, Kohima

Issues with online submission of scholarship applications

W

ith the Govt. of India making it mandatory to apply online for all types of central scholarships many parents, students and school authorities have tough time with the process of online submissions. It is strange that the highest level officials of the Govt. of India have taken such a decision without realizing the ground realities existing in many remote areas in the North Eastern states. Even at many District head quarters the net connectivity is very weak and sometimes it takes hours to submit one online application. One can imagine the plight of students from sub divisions and villages who have to depend on one or two net cafés that too use only 2G connectivity. Above all the national scholarships portal develops technical snags time to time and no one knows whom to contact for report-

ing such issues and seeking help. For example, from the first week of September, class XII students are unable to submit their applications as the option under the drop down menu ‘Present Course of Study’ does not show class XII. The Help Desk contact number given at the portal never responds except auto playing a welcoming message and immediately saying ‘bye’. Another issue is the making of Aadhaar mandatory for applying all types of scholarships. Recently the condition of having Aadhaar number is relaxed and those having the Aadhaar enrolment number are now permitted to apply. Last week a West Bengal-based educational and charitable trust challenged the constitutional validity of the need for Aadhaar card and applying online for the scholarships at the High Court of Delhi

and the Court has issued notice to the Centre asking it to file a reply by September 23. The bench of Chief Justice G. Rohini and Justice Sangita Dhingra Sehgal asked, “Why is this kind of instruction being issued? How can you (Centre) say that Aadhaar is mandatory? ” It is worth mentioning here that on October 15, 2015, the Supreme Court ruled that Aadhaar could only be linked to six government schemes (Public Distribution Scheme, L.P.G Distribution Scheme, Mahatma Gandhi National Rural Employement Guarantee Scheme, the National Social Assistance Programme, Prime Minister's Jan Dhan Yojana and Employees' Provident Fund Organization) on a "voluntary" basis. The Aadhaar Bill, which allows the government to ask any citizen for Aadhaar to avail of government subsidies or schemes,

was recently passed by Parliament, but the Aadhaar Act, 2016, is yet to come into force. And until that happens, the Supreme Court order reigns supreme. Disregarding the Supreme Court order, which limited linking the Aadhaar card to six government schemes, the University Grants Commission has made Aadhaar mandatory for disbursement of all government subsidies, scholarships and fellowships" for the financial year 2016-2017 and now the same has been extended throughout the country. With litigations in this regard pending at the Delhi High Court and also at the Supreme Court of India, we are left with no option other than developing patience with the help of the available 2G networks. Much needed reforms for Nagas

W

e know that Nagaland is going through an ideological revolution and the talk between the NSCN (IM) and the GOI would hopefully bring about a reformation in our political stand, economy and development in various aspects no matter what the outcome would be. But the important thing at hand now is, before any kind of solution takes place, does the condition of Nagaland have to be same? Is the general public so powerless to reform the pathetic conditions of Nagaland? Or is everyone satisfied with the way things are now in Nagaland. Well I don’t think anything is “OK” in Nagaland. My concern is, every year thousands of Naga students who graduate college are dumped in the sea of unemployment. It’s a shame to admit that the whole life of a Naga student is but geared up for NPSC or other such govt. job sources as there are not much source for earning a livelihood for an educated Naga in Nagaland.

Thus there is a must need for the public to contribute in social reformation to save our future generation. This can be done by starting from the simplest workforces like employing at least two Naga out of three masons and labours while constructing a Naga owned building. In chains of shop, restaurants, hotels or whatever businesses owned by a Naga, should employ at least two third of Naga staffs if not all. Fellow Nagas, forget about the concept that non locals are more reliant than Nagas as they don’t cheat and are obedient. I say this because when the time comes, the non locals won’t be standing by you for you, but when crucial times call, Nagas will always stand for each other so don’t let the mistake of one or two dishonest Naga cloud your judgment over the brotherhood of Naga. The little change you make will determine the outcome in the greater run so the question is what kind of change will you make? K.K. Chishi, Dimapur

Naga Hoho clarifies

T

he attention of the Naga Hoho has been drawn by an Article “Mere Population Integration: Not Acceptable” written by Mr. Kuolachalie Seyie which appeared in some of the local dailies on 16th September 2016. The Naga hoho is constraint to clarify the matter in the interest of the general public so as to clear the doubts and confusion once and for all. 1. The writer has alleged the Naga Hoho that “15 Tribes of Manipur state comprising a population of approximately about 5.65 Lakhs, have 30 official representatives in the Naga Hoho whereas, 20 lakhs population of Nagas of Nagaland have 16 official representatives but as of now is 10 in Naga Hoho”. It is to clarify that, affiliated units of Naga Hoho within the state of Nagaland is 8 (eight) tribes and not 10 (ten) as claimed by the writer excluding the eastern bloc. And since the inception of Naga Hoho, the representation was 2 (two) representatives from each tribe. However, with the growing demand for more representation in the Naga Hoho Assembly according to population, the Naga Hoho constituted a committee to review the Yezhabo (Constitution). Accordingly, the Constitution was reviewed and amended on 10th October 2013. Article -6 (2) read “ The Federal Assembly shall have representation based on tribe population and jurisdiction as follows; - Less than

50,000 population – 2 members, - Above 50,000 and less than 100,000 population – 3 members, - Above 100,000 population – 4 members”. Nevertheless, we are not concern about the number of representatives from different region but the fact is that the Representatives from Nagaland state will have more on the basis of amended constitution. 2. The author had also alleged the Naga Hoho of bringing “host of representatives from... UNC (United Naga Council) from Manipur state to Hotel Japfu Kohima on 05.09.2008 to decide their views and opinion on Rongmei’s Recognition issue”. It is to clarify that on the 5th September 2015 Presidential Council meeting held at Hotel Japfu, Kohima, 12 members attended the meeting. Out of which 4 members does not have the voting right as they represent the subordinate units of Naga Hoho. However, 6 tribal Hohos from Nagaland and 2 tribal hohos from the south represented in the meeting. Therefore, the question of bringing hosts of representatives and manipulating the decision of the Naga Hoho decision does not arise. The Naga hoho appeal to the concern writer to clarify the matter from the office of the Naga Hoho for any confusion instead of rushing to the Press/Media which does more harm than good. Paul, 74 and Ringo, 76, were joined at the screening by a number of high-profile guests but it was Yoko, 83, and Olivia, 68, the wives of their late bandmates, who were the most significant. And of course, Ringo's wife Barbara Bach, 69,

better fleshed out. I really miss the fact, and so do Paul and Ringo, that George and John were not here to participate in it." However, he added: "Paul and Ringo seem very happy with the project, the way people are responding to it. If it had gone wrong, who wants to be despised by a Beatle? I mean, not me! But I like to think we made a little bit of a connection." Paul's fashion designer daughter Stella McCartney was accompanied by her husband Alasdhair Willis, while other stars who attended the premiere included Madonna, Michael Keaton, Terry Gilliam, Michael Palin, Eric Clapton, Simon Pegg and Liam Gallagher.

90 Years of Style from The Queens Wardrobe'. Until January 8, visitors can take a rare glimpse into the Queen's Windsor Castle Wardrobe, EFE news reported on Friday. Her family wedding outfits, ceremonial robes, rid-

ing clothes and childhood pantomime costumes -worn by the Queen -- are parts of the collection going on exhibit for the first time. According to the senior curator of decorative arts at the Royal Collection, Caroline de Guitaut, this

industry is undeniable. This entrepreneur is also well-recognized for her active participation at the Rotaract Nagaland chapter. It’s her 19th year being a part of the Rotaract Club. No small feat! In fact, she joined in the year 1997 as an Interactor when she was still in School. Since then, she has served in various positions, and also elected as District Rotaract Representative in the year 2007-2008 comprising of Bengal and the entire North East states. Afterwards, the parent body Rotary invited her to join as Rotarian in 2011. Later, she also got the opportunity to serve as the president in 2015-2016. She has been part of numerous charity,

exhibition shows both "the formal side and the glamorous side" of the Queen, as well as the private side of her life, including the outfit she wore "when she was a child in the Girl Guides". The curator described the exhibition as "a little autobiographical" because it represents the various aspects of Queen Elizabeth II's life at Windsor, such as the Queen's passion for riding her ponies in Windsor Great Park and her family life. Amongst the many items, the 'Aladdin' costumes -- with cream silk pantaloons and blue, pink and white embroidered silk top, will be exhibited. The teenage Princess Elizabeth wore the Aladdin costumes when she and her sister Princess Margaret performed in a royal production of the Christmas pantomime Aladdin at Windsor Castle in 1943. Also on display is the pale yellow and white boucle wool dress and coat with a matching hat, the queen wore on the wedding of Prince Charles, Prince of Wales with Camilla, Duchess of Cornwall. Ballon d'Or deal between France Football and FIFA ends

pariS, September 16 (aFp): The Ballon d'Or deal between France Football and FIFA has ended, the French publication and football's governing body announced on Friday. The coveted award will from now on return to its original home after France Football's agreement with FIFA finished. The next recipient will be determined by a vote of journalists - players (national team captains) and managers will no longer have a say. "The contractual agreement between FIFA and

France Football expired in January. We told France Football in early August that the contract would not be renewed," the game's governing body declared. Argentina and Barcelona star Lionel Messi won the award for a record fifth time in 2015. FIFA plans to continue its annual best player award to male and female players. FIFA and France Football teamed up in 2010 since when only two players have been nominated for the title known as the FIFA Ballon d'Or - Messi and Cristiano Ronaldo.

The first Ballon d'Or was won by Stanley Matthews, at the time with Blackpool, who beat Alfredo Di Stefano for the inaugural title in 1956. Up to 1994 only European players were eligible. The first non-European to win it was the following year, AC Milan's Liberian star George Weah. From 2007 it honoured the world's best player, with FIFA under former president Sepp Blatter entering into a deal with France Football in 2010 to merge the Ballon d'Or with FIFA's best world player honour.

Inter stunned by Beer-Sheva, United beaten by Feyenoord

LONDON, September 16 (reuterS): Three times European champions Inter Milan were stunned 2-0 at home by Israeli side Hapoel Beer-Sheva and Manchester United were floored by a late goal from Feyenoord as the Europa League group stage got underway on Thursday. The Israeli champions scored twice through Miguel Vitor and Maor Buzaglo in the second half to silence a sparsely populated San Siro and inflict a painful defeat on Inter manager Frank de Boer in his first European game at the club. Competition favourites United's trip to Rotterdam turned sour when Feyenoord's Tonny Trindade applied a slide-rule finish late in the second half to secure a 1-0 win in Group A following a poor display from Jose Mourinho's starstudded side. Zenit St Petersburg pulled off one of the most impressive fightbacks in European competition history when they came back from 3-0 down against Maccabi Tel Aviv to win 4-3 with all the Russian side's goals coming from the 77th minute onwards. AS Roma were held to a 1-1 draw at Viktoria Plzen, while fellow Italians Sassuolo, who are making their European debut, enjoyed a superb 3-0 win over Athletic Bilbao. EUROPEAN ROYALTY Beer-Sheva, playing in the Europa League after falling into Europe's second-tier competition following a Champions League playoff defeat by Celtic last month, largely dominated a sluggish Inter side. royalty and boss De Boer has European pedigree, as a player at least, having won the UEFA Cup and Champions League with Ajax Amsterdam in the 1990s, but his team were picked apart and fell behind nine minutes after the break. Portuguese defender Vitor tapped in the opener from a cross by Lucio Maranhao and Buzaglo curled home a free kick after 69 minutes to wrap up the win, leaving their players celebrating a remarkable result with a small group of ecstatic fans. For Manchester United it was a second defeat in six days after they lost to rivals Manchester City in the Premier League, and it ended Mourinho's honeymoon period after he began the season with four straight wins including the Community Shield. United, playing in the Europa League group stage

for the first time, never really looked like scoring even after striker Zlatan Ibrahimovic was introduced in the second half and they were picked off on the counter in the 79th minute. Nicolai Jorgensen looked offside when he burst clear on the right flank but he crossed low for Trindade to slide the ball past David De Gea with a precise sidefooted finish. Thursday's action featured the quickest goal in the competition's history when Slovan Liberec's Jan Sykora scored after 10.69 seconds in a 2-2 draw with Qarabag but late goals were the order of the day as Zenit fought back in Israel. ZENIT RALLY Zenit looked beaten when they fell 3-0 behind in the 70th minute against Maccabi but Aleksandr Kokorin headed home to begin the comeback before Eli Dasa was sent off for the

Israelis in the 81st. Further Zenit goals soon after from Brazilians Mauricio and Giuliano drew the Russians level and Luka Djordjevic remarkably grabbed the winner two minutes into stoppage time. Roma, who have made a bright start in Serie A with seven points from their opening three games, took the lead against Plzen in Group E when Diego Perotti calmly stroked home a fourth-minute penalty after Stephan El Shaarawy was felled. The lead lasted just seven minutes, however, as Martin Zeman's whipped cross found Marek Bakos to head the hosts level. Along with Konyaspor, Sassuolo are one of two sides in the group stage making their European bow and they produced a stunning result to get off to the best possible start.

After a goalless first half, the Italians took the lead on the hour mark when Pol Lirola skipped past one challenge and bent the ball home. They doubled their advantage 15 minutes later when Gregoire Defrel raced clear to finish calmly. Sassuolo rounded off a stunning performance with Matteo Politano's clinical finish in the 82nd minute. Italian striker Mario Balotelli was making his European debut for Nice but his new side lost 1-0 at home to Schalke 04 with Baba Rahman scoring a 75th-minute winner. Premier League side Southampton won 3-0 against visiting Sparta Prague with a Charlie Austin double, while last season's beaten semi-finalists Villarreal won 2-1 at home to Zurich with ex-AC Milan and Chelsea striker Pato among the scorers.

30 stitches for Australia's Starc after training mishap SyDNey, September 16 (aFp): Australia's leading fast bowler Mitchell Starc was in hospital Friday following surgery on a leg wound which required 30 stitches. Starc, 26, suffered deep lacerations after colliding with training equipment on Thursday, Cricket Australia said. Leftarmer Starc, who was rested from Australia's tour of South Africa later this month, is expected to have his left shin in a brace for up to three weeks to aid his recovery. "There were no bone fractures or tendon damage to his leg and he underwent surgery to clean the wound and received approximately 30 stitches," Cricket Australia Chief Medical Officer John Orchard said. "He will remain in hospital for the next few days to minimise movement to his leg and will use an extension brace for the next two to three weeks until his stitches are removed. "At this stage, barring any complications, we are hopeful he is on track to play at the start of the Australian summer." Australia will play South Africa in the first of a three-Test series, starting in Perth on November 3. Starc, who had ankle surgery earlier this year, was Australia's top performer with 24 wickets at 15.16 in the losing three-Test series in Sri Lanka last month.
