The arrest occurred on September 15. According to the Mokokchung police, the three – identified as Imnawati Aier, Takusunep Longkumer and Lichemba Longkumer, all in their 20’s - were arrested from Longphayimsen village. While stating that the accused are in judicial custody, the police said that investigation was on to get to the bottom of the crime. The victim, identified as Tekachang was found dead on September 12 after he was reportedly called out of his home located at a paddy field near Longphayimsen by unidentified persons and taken away.

DImApuR, SeptembeR 18 (mexN): The Naga Christian Fellowship (NCF) Chennai today informed that the dead body of a Naga man in Chennai has been identified by the Naga Students Union Chennai and NCF Chennai after receiving the information from the Sriperumbudur police and the hospital authority. A press note from the NCF Chennai informed that the deceased was identified as one Yimto Yimchunger (34). “After all the necessary formalities his funeral was conducted and laid to rest on Sunday in Chennai,” it informed. On behalf of the Naga community in Chennai, the NCF Chennai thanked the police and hospital authorities as well as the well wishers for their cooperation and prayer support. It further urged Nagas in and around Chennai to register themselves in NSUC and NCF Chennai for better coordination during emergency situations. It further urged that “everyone should restrain from making any official and important statements about the Nagas in Chennai without their knowledge to avoid confusion in any situation.”

LoNDoN, SeptembeR 18 (IANS): Easy accessibility of political information through the internet medium has affected voter turnout, a study has found. The internet has allowed politicians to directly communicate their message to voters, circumventing the mainstream media which would traditionally filter information. The researchers have presented studies from a number of countries, comparing voter behaviour of municipalities with internet access to the ones without.It showed that municipalities with internet access faced a decrease in voter turnout, due to voters suddenly facing an overwhelmingly large pool of information and not knowing how to filter relevant knowledge efficiently.

“Similarly, the internet seemed to have reduced the importance of other media. However, the introduction of interactive social media helped voters to collect information more efficiently,” said Stephan Heblich, researcher at the University of Bristol. But the researcher stated there is a downside as voters can now be personally identified and strategically influenced by targeted information. The research showed that there is a thin line between desirable benefits of more efficient information dissemination and undesirable possibilities of voter manipulation. Therefore, policymakers need to consider introducing measures to educate voters to become more discriminating in their use of the internet.

He said this while inaugurating the new building of Government Middle School (GMS) Pfutsero town under Phek district on September 17. While maintaining that no society can progress and develop without human resource development, he lamented that it was unfortunate that somewhere something has gone wrong with the education system in Nagaland. He said in some place it serves the purpose but in some place nothing much happens. Kronu stated that the performance of government schools in the state cannot be compared with private players. However, he expressed happiness that GMS and GHS Pfutsero are doing well and lauded the concerned authority and the teaching staff for an excellent performance. Kronu further called for a joint effort on human resource development to build a progressive society.

New DeLhI, SeptembeR 18 (IANS): Rapidly growing multinational fast food chains in India are the largest contributors to hydrofluorocarbons (HFC) emissions and could add the equivalent of nearly one million tonnes of carbon emissions by 2020, says a new international study. US-based McDonald’s, Starbucks, Subway and Dunkin Donuts as well as India-based company Cafe Coffee Day and Britain-based Hindustan Unilever are among the eight fast food chains that could add the equivalent of nearly one million tonnes of carbon emissions by 2020, the Environmental Investigation Agency (EIA) said in its report “Transitioning HFCs in India: The opportunity for climate-friendly cooling in the fast food industry” released on Friday. “Developing countries like India are expected to join a global HFC phase down, and it

behoves multinational corporations to do their part for the climate,” an official statement quoting EIA Global Climate Campaign Director Avipsa Mahapatra said. “With climate friendly, cost effective technologies already available, these companies have no excuse to rely on super greenhouse gases.” “We call on these companies to recognise the enormous potential for emissions reductions in India by reducing their refrigeration footprint and publicly commit to not install HFC-based equipment in their new stores from 2019,” Mahapatra said. The Indian fast food industry is expected to grow from $15 billion in size to more than $50 billion over the next five years. McDonald’s, with more than 350 stores in India and growing, has not transitioned to climate friendly alternatives in India, but in its Europe facilities, has

installed over 13,500 pieces of HFC-free equipment since 2010 and has piloted an entirely HFCfree store, says the EIA. Subway, the largest fast food chain by store count in the world, uses hydrocarbons in back counter chillers in the Britain and Ireland, but has no stated intent of going HFC-free in India. The EIA calls on the Indian government to ban the use of HFCs with a global warming potential higher than 1,000 in new food and beverage refrigeration equipment beginning January 1, 2018 in multinational food and beverage retailers. The Parties to the Montreal Protocol will meet in October to reach an agreement on the global phase down of HFCs. According to the EIA, a successful agreement has the potential to mitigate 100 billion tonnes of carbon dioxide equivalent by 2050.

mokokchuNG, SeptembeR 18 (mexN): Parliamentary Secretary for Geology & Mining, Dr Imtiwapang Aier today made a fervent appeal to the Lotha Hoho to reconsider their ‘2nd PIL’ about the Nagaland Gas & Petroleum Act (NGPA) as it infringes on Article 371 (A) of the Indian Constitution. The Parliamentary Secretary, Dr Imtiwapang, while speaking with media persons on the sidelines of the inauguration of the designated coal depot at Tuli on last Friday, asserted that coal and oil are those blessed by God and that the Nagas must utilize it to the best of their abilities for their economic growth and sustainability. He also reminded, and reiterated about the ‘16 Point Agreement where it is stated that the land and its resources belongs to the people’. However, he regretted that the action of the Lotha Hoho in filing the PIL has threatened the ownership of the Naga people over its land and its resources by infringing on Article 371 (A) of the Indian Constitution. “There are other approaches,” said the Parliamentary Secretary for G&M. “Why not negotiate; the Nagaland state government is ever willing to listen. We are for the Naga people only.” The Parliamentary Secretary pointed that under the 16 Point agreement Nagaland was placed from being under ‘External Ministry’ to being under the Home Ministry. He further pointed out that the clause in Article 371 (A) where

it is stated that the development of Nagaland will be provided from the Consolidated Fund of India has also been has been taken away. In this connection, the Parliamentary Secretary cautioned that if the Naga people are not careful, the Government of India will surely dilute other provisions in Article 371 (A) especially, regarding the land and its resources. He said that if the Lotha Hoho takes the PIL to the Supreme Court, there is a very big chance that the Supreme Court may give the ruling in favor of the Indian Government, which will ultimately lead to the Naga people losing their ownership of the mineral resources in the land, especially petroleum and coal. He therefore earnestly urged the Naga people to seriously ponder upon the issue and take corrective steps. He maintained that coal and oil in Naga areas is a subject of the Naga people as empowered by Article 371 (A) and therefore the Naga people should instead discuss among themselves and do whatever is good for the people themselves. He therefore strongly urged the Lotha Hoho to negotiate with the state government instead of approaching the court. He said that the elected members of the Nagaland Legislative Assembly are there for the greater interest of the whole Naga people only and added that any problem can be solved through negotiations.

The subject of contention that women are treated at par with men in Naga society has been a farfetched concept in many aspects. Girls had to seek permission not only from their parents but also the concerned village youth society if they were to journey to another town. Boys however were exempted from doing so. This was rigidly imposed in a couple of villages for several years until it was revoked in recent times and replaced with a rule that equally applies to both genders. The functioning of several organizations is also reflective of the role that women are given to play. Pointing to the post of “women coordinator” or “girls’ welfare secretary” that many organisations have, Entrepreneur Rekha Rose Dukru, while speaking to The Morung Express, said these posts are just for the sake of accommodat-

ing women. “When you are appointed to this post, you are expected to look after the presentation during programmes, take care of the decorations, refreshments etc. but you are not part of the decision making”, she lamented. With the society unfamiliar with women in decision making roles over the last many years, Hekani Jakhalu, one of the founders of YouthNet asserted that “it is important that we start seeing women in position, and tomorrow, after 5-10 years, our younger generation (our younger men) will accept it because they have grown up seeing women in decision making bodies.” Director of YouthNet, Lezo Putsure is of the firm belief that women should be represented because “when there is no voice in decision making, the whole reason of existence is not there.” “I think women are important because they bring diversity to the table,” he said while indicating

that over the last fifty years, we have been talking about bad roads and electricity whereas for a guy who is disabled, the bad road is not a concern but the need for access to at least move around. He reiterated that women bring issues which men don’t talk about such as drinking water, toilets, etc while stressing that these are voices that need to be heard across society. In this regard, he opined that ‘in the last fifty years, the conversations have been based on the same pattern with legislators talking about the same issues, same ideas and same strategies. “And look where we have come,” he added. Further stating that “women bring a new aspect to look at things differently”, he emphasized that “we need to evolve and adapt and redesign the way we progress in society. We need a new thinking process and we need perspectives from voices that have never been heard. We need

to talk about larger issues that affect the whole generation.” Reiterating the importance of the 33% reservation for women, he however said: “what I fear is reservation can also be tokenism. I just hope that the system is not exploited when women get in because what also happens is a lot of men lose out. A lot of capable man who might have stronger voices but not as much as power because women have the power, men might also lose out. So, these are issues that we have to be careful about.” But clearly advocating the need for diversity on the table, he maintained that when there is a woman who understands issues related to women for instance, she would be representing a lot of women and would, as well change the total aspect. “We tend to justify saying that we treat our women equal, but equality comes from having the power to decide”, he emphasized.

A multipurpose hall in Pfutsero is also on the verge of completion, he said, adding that once it is completed it will host all kinds of events/activities. Kronu also expressed his ambitious plan to transform Pfutsero Town, pointing out that the town has

potential to become the next city of Nagaland. “We want to turn Pfutsero Town into a world tourist attraction centre,” he said and sought the cooperation and active participation of the public to make it a reality. He maintained that proper drainage and good sanitary system are required apart from good

roads, financial institutions, and healthcare etc. “Tourists will not come if there is no good road connectivity,” he stated. He also informed that the process for adventure tourism activities have already been worked out and likely to be operational by next year. Further, Kronu expressed deep concern over

the deplorable road condition of NH-29, especially Kohima- Pfutsero- Jessami. He said that he had pressured Director General of BRO on the issue and also recalled the memorandum submitted to Nagaland’s Governor PB Acharya by the public during his recent visit to Pfutsero. He called upon the people to join hands together and col-

lectively pursue the matter. Kronu also asserted that the public will not remain a silent spectator if the BRO continues to neglect the said road. Meanwhile, he said GMS Pfutsero Town was established in 1945 and is one of the oldest schools in the town with huge number of enrolment. He lauded the school authority and the teaching staff for their dedication and producing an excellent result over the years. “This school is one of the best performing schools in the state,” he acknowledged. Earlier, dedicatory prayer was proposed by Keduwepe Mero, pastor, Calvary Baptist Church, Pfutsero. The formal programme was chaired by Wemhie-ii Mero, while invocation was pronounced by Rev. Dr. N Chiero, pastor, Pfutsero Town Baptist Church. GMS head teacher Wepekha Wetsah delivered welcome address. Special numbers were presented by students of GMS Pfutsero Town and mothers' group.

NVCO questions outof-court settlement

Kohima, September 18 (mexN): Nagaland Voluntary Consumers’ Organisation (NVCO) has expressed shock over the out-of-court settlement of a case concerning sale of expired medicine to a patient by a pharmacy in Kohima. NVCO in a press release recollected that a salesperson of ‘Save A Life Pharmacy’ of Naga Hospital Authority Kohima (NHAK) was arrested for selling expired medicine to a patient on September 13. It was alleged that a victim, a minor outdoor patient had bought medicine for dysentery from the pharmacy and after consuming it, the victim suffered severe vomiting. The release issued by Press & Media Cell, NVCO accused that the district administration instead of checking pharmacies within its jurisdiction has gone ahead in settling the issue “which is already admitted and proved to be wrong.” It wondered how the case already registered in a criminal court could be settled in the presence of district administration, hospital authority, and Angami Youth Organisation. The NVCO further questioned whether this is a case to be settled by the district administration or the court. The NVCO also expressed displeasure at the manner in which NHAK apologized to the victim’s family and public stating that the “commission of the wrong act was unintentional.” NVCO pointed out that it had extended support and appreciation to the victim’s family for boldly initiating a criminal case by filing an FIR (First Information Report) upon realizing that the medicine was expired. The organisation had also extended its appreciation to the Police personnel and drug inspector for the prompt action in sealing the said pharmacy after inspection. “Selling expired goods is a serious violation of consumer rights under the Consumer Protection Act 1986 and selling expired medicine is more serious which is almost playing life where there are cases in the country that a consumer seriously fell ill or even die after consuming expired medicine,” NVCO asserted.

In this context, he lamented that there are more than one lakh teachers employed in Nagaland with no improvement in the education system. Dimapur, September 18 (mexN): Nagaland Bamboo Development Agency (NBDA) today observed World Bamboo Day with an objective of bringing the potential of bamboo to a more elevated exposure – to protect natural resources and the environment, to ensure sustainable utilization, to promote new cultivation of bamboo for new industries in regions around the world, as well as promote traditional uses locally for community economic development. This year’s celebration put special emphasis on acknowledging bamboo farmers, artisans, craftsmen and bamboo Self Help Groups in the State, according to a press release from Dr. Tolto Metha, Team Member, NBDA.

The main function of the celebration was chaired by T. Imkonglemba Ao, IAS, APC and Mission Director, NBDA. The programme saw a special performance by Moa and Aren of Abiogenesis with their ingeniously developed bamboo musical instruments ‘Bamhum’ and ‘Tikzik’. Various awards were given to the best VBDC, best performing SHG, most promising entrepreneur, artisan and progressive farmer of the year. New Delhi, September 18 (iANS): India has approved an ambitious $1.04-billion project for constructing and upgrading 558 km of roads to link it with Bangladesh, Bhutan and Nepal and ease the movement of passengers and cargo, as part of the larger effort to increase intra-regional trade by 60 per cent. The new project has been given an official nod by India's Department of Economic Affairs with 50 per cent funding from the Asian Development Bank (ADB), officials told IANS, adding that the road project will cover West Bengal and Manipur on the Indian side, as of now. "The mandate is for completing the project within the next two years," a senior official said. "The primary idea behind the Bangladesh-Bhutan-India-Nepal (BBIN) road initiative is to improve

ground connectivity in the region," said Leena Nandan, Joint Secretary, Ministry of Road Transport and Highways. "We have taken up five highway stretches in the country, which are very important for such a connectivity to succeed. This project is entirely different and new -and about to be rolled out," Nandan told IANS. The project -- as per a list accessed by IANS -- includes, among others, an upgrade of the 122-km Siliguri-Mirik-Darjeeling ($15 million) and the widening of the 60-km National Highway-35 (Kolkata-Bangaon) on the border with Bangladesh ($130 million). It also includes a new 123-km road to connect with Diamond harbour, on the outskirts of Kolkata, at a cost of $250 million. All these are in West Bengal and will be entrusted to the state's Public Works De-

AizAwl, September 18 (pti): A massive landslide triggered by heavy rains since Friday last has blocked roads in at least 20 spots, disrupted power supply and damaged cemeteries in the city, Aizawl District Disaster Management Authority officials said today. The landslides had blocked roads in at least 20 places within the state capital and work was on to unclog them, the officials said. A number of electric poles were damaged causing power supply disruption, telecommunication lines were snapped in some places while mobile network also was disrupted in the state capital, the officials said. The landslide also damaged two cemeteries and exposed more than 80 graves in Bungkawn and Khatla areas of the state capital. Ten houses in Aizawl district were completely destroyed, six houses had to be dismantled and 17 families evacuated, the officials said. Five persons, including a four-year-old girl, belonging to two families were killed when the landslide triggered by very heavy rains mowed down their houses in Tlungvel village yesterday.

70k jobs lost in Q2 2015-16 on dip in exports: Report

New Delhi, September 18 (pti): Nearly70,000 workers were retrenched during the second quarter of 2015-16 due to sharp fall in merchandise exports, a report says. The joint study by Assocham and Thought Arbitrage noted that "sharp drop in merchandise exports mainly contributed to a loss of 70,000 jobs during the second quarter of 2015-16," reinforcing a crucialpointthattheemploymentgenerationhastobeled by the domestic demand. Decrease in livelihood opportunities in export units caused the retrenchment of around 70,000 workers during the said period, the report added. The textiles sector was most affected witnessing a massive drop in contractual employment as outward shipments shrank, it said. Besides, slowdown in global demand also com-

pelled some of the units to retrenchpeoplefrompayroll. The study propagates that Indian economy has to look internally at its domestic scene to restart the growth story, which is only possible if there is extra demand generation within the economy. India's exports declined for the second consecutive month in August by 0.3 per cent to $21.51 billion due to dip in shipments of products like petroleum and leather. The outward shipments stood at $21.58 billion in August 2015. Since December 2014, exports fell for the straight 18th month till May 2016 due to weak global demand and slide in oil prices. BJP Pughoboto questions 3rd IEM-NEI Women Convention concludes silence of nPF Youth Wing

Dimapur, September 18 (mexN): The BJP Mandal Pughoboto has stated that it is “disheartened and dejected” at the silence of NPF Central Youth Wing on the termination of appointments in the department of Health & Family Welfare (H&FW). The NPF Youth Wing had issued a statement clarifying their stand on the issue which was published in local dailies. “Unfortunately they failed to answer the questions raised by the BJP Mandal Pughoboto,” a press release from the Media Cell, BJP Mandal

Pughoboto, stated insisting that it was compelled to seek clarification from them. “But they chose to remain silent for the reason(s) best known to them,” the Pughoboto BJP added. Asserting that it will not remain silent, the BJP Mandal Pughoboto yet again sought answers and clarifications on the “numerous applicants” who made “various complaints” which compelled the NPF Youth Wing to issue termination of appointments made specifically during November 1, 2015 to April 30, 2016 only.

It cited the meeting with the NPF Central Youth Wing President on the termination of appointments, during which the President had mentioned that there was pressure from “high command”. “Who was/ were the high command(s) he was talking about?” the BJP Pughoboto asked. The BJP Pughoboto further demanded that the NPF Central Youth Wing specify at least one department, apart from H&FW, where it was taking measure(s) or have taken up this kind of issue, so as to curb the corruption of illegal appointments.

One referred to the “wrong or inadequate in our education system” and suggested that high literacy can “become a burden” while the other chose to bust the “myth” of unemployment by statistically implying that the people are “lazy.” The former, Chief Minister TR Zeliang, noted that “true education should equip the students with the right skill, relevant for the present situation, and with the right attitude or mindset towards work.” Over “50,000 non Nagas” in Nagaland – almost 3% of Nagaland’s population, had a total income of approximately Rs. 475 crore, informed the latter, Parliamentary Secretary PWD (H), Er. Levi Rengma, citing a 2013 survey report. “For the lazy, dishonest and in-disciplined, this world is going to be cruel and you will find your life very frustrating,” he sermonised. As a corollary, inadvertently or otherwise, the Parliamentary Secretary PWD (H) hinted at the issue of ‘migration,’ a subject that has elicited much bigotry and chauvinism in Nagaland State. Migration, in essence, can be considered as an opportunity and a challenge. An opportunity as it offers to make labour cheaper thereby enabling robust economic growth but also a challenge for societal governance. In their grand homilies, both conveniently forgot to introspect whether the policies and implementation of the incumbent government may be contributing to such crises. No doubt, provision of appropriate education and rising unemployment are big challenges for any government. But the bigger question is whether the government is undertaking any corrective measures to confront these challenges? Statistically, if we go according to The National Sample Survey Organisation (NSSO) 68th round of the Employment Unemployment Surveys (July 2011-June 2012), with reference to a period of 365 days, Nagaland had 700 out of every 1000 persons in the working age group, much higher than the AllIndia average of 613. This is a human resource that can be tapped into for future growth, Vyasan R IAS argued in a policy paper recently. “However, for such a high proportion of people in the working age to be meaningful, they should be engaged in economic activities,” he added. In absolute terms, Nagaland had a total labour force (which includes both employed and the unemployed) of over 8.83 lakhs, out of which 7.28 lakhs are in the workforce. It roughly translates to 1.55 lakhs unemployed employable persons. If the Chief Minister is able to see why this statistic remains so (lack of skill training in education), what is stopping his government from searching for a solution? A “silver bullet” policy or speech highlighting maladies without any groundwork once out of public gaze or stage would only aggravate the crises. Tackling the issues, particularly contentious ones like migration, requires comprehensive structural actions that go beyond vigilantism - a policy and legal framework that organizes economic migration flows in a controlled manner. Once mistakes are identified, the foremast task is to correct them. In this regard, the government needs to develop an integrated set of responses and pursue them with rigor instead of mere lip service. If the government does not have the tenacity to see this through, it will prove detrimental to the healthy progress of society. For any comment, drop a line to moajamir@live.com

Realising their potential: how women became leaders in China

L

iao Bin, from the Hunan province in China, was elected as the head of her Village Committee at 27. Her average day looks like this: hours spent in efforts to boost the economy of the village, caring for the left-behind children of migrant workers, and then whatever is left of the day she spends visiting village residents to hear about their concerns, and organising various skills training programmes for the villagers. “Chinese women are as capable to govern and lead as men, and must be given equal opportunities to do so,” she says. Three years ago, Bin decided to pursue a career in local governance after participating in trainings on leadership and political participation for women under the ‘Enhancing Chinese Women’s Political Participation’ programme, run by AllChina Women’s Federation, which is funded by UN Women’s Fund for Gender Equality. Although it was an early champion of adopting temporary special measures and electoral quotas, China ranked 54 in 2015 in terms women’s parliamentary representation, with only 23.6% parliamentarians being women. From 2011 to 2015, the All-China Women’s Federation programme aimed at improving laws and policies, increasing women’s influence in local government and strengthening the capacity of government, women’s groups and civil society to monitor women’s political participation and rights in the provinces of Shanxi, Heilongjiang and Hunan. It contributed towards the adoption of many progressive policies — in Hunan, the updated election guidelines stipulated 30% representation of women in the village committees; in Heilongjiang the proportion was set to be more than 25%; and in Shanxi, at least 15%. Through advocacy and leadership trainings, where women learned campaigning and management skills, and by working with both men and women in leadership positions, the programme led to a significant rise in the number of women active in politics and public life, exceeding the quotas. In Shanxi, women’s representation went up to 25.52% in 2014 from 8.61% in 2008; in Heilongjiang, it reached 25.35% in 2014, an increase of 4.05% from 2011. The programme engaged more than 1,800 policy-makers, 1,000 administrative and party school teachers and students, as well as 8,000 men and women at the village level. Chu Lijuan, 41, had some experience in running for local elections when she heard about the training workshops in 2013. “I joined the workshop to gain campaigning skills so that I could prepare a better campaign for the next election,” she says. In 2014, Lijuan’s efforts paid off, and she became the head of the party committee in her village in the Heilongjiang province. Along with setting up temporary special measures and quotas, the programme also engaged the media in advocacy for gender equality, highlighting positive role models and helping amend discriminatory village rules that hindered women’s political participation.

housands of Native Americans resurrected the fighting spirit of their forefathers as they stood in unprecedented unity to contest an oil company’s desecration of their sacred land in North Dakota. Considering its burdened historical context, this has been one of the most moving events in recent memory. The standoff, involving 5,000-strong Native American protesters, including representatives of 200 tribes and environmental groups, has been largely reduced in news reports as being a matter of technical detail – concerning issues of permits and legal proceedings. At best, both the tribes and the oil company are treated as if they are equal parties in a purportedly proportionate tussle. “'Dakota' means 'friendly' and yet, it seems, neither side has been too friendly to each other,” wrote Mark Albert in the website of the American broadcasting television network, CBS. The Dakota Nation is justifiably alarmed by the prospect that its water supplies will be polluted by the massive pipeline, which will extend across four states and stretching over 1,100 miles. The ‘other side’ is the company, Energy Transfer Partners, whose construction of the Dakota Access Pipeline at the cost of $3.7 billion is infringing upon the territorial rights of Native American tribes, destroying sacred burial grounds and threatening to pollute the main water sources of large communities of Native Americans. Fear over future spills under the Missouri River is hardly a hype. The US is struggling with ongoing water crises, partly because of dilapidating infrastructure, but also because of numerous oil spills and natural gas leaks. The recent water crisis in Flint, Michigan, and the BP oil spill earlier in the Gulf of Mexico – both resulting in massive humanitarian and environmental crises – are only two recent cases in point. But the problem is far deeper and constantly worsening. Data obtained by the news network, CNBC from the government’s Environmental Protection Agency showed that “only nine U.S. states are reporting safe levels of lead in their water supply. These include Alabama, Arkansas, Hawaii, Kentucky, Mississippi, Nevada, North Dakota, South Dakota and Tennessee.” As if that is not worrying enough, the massive crude oil pipeline will be going across several of these states, likely shortening the list of these states even further. Discussion about the potential risks of the construction of the pipeline has been rife for years. The issue, however, received national and international coverage when Native American tribes mobilized to protect their land and water resources. The mobilization of the tribes has been met with state violence. Instead of appreciating the serious grievances of the tribes, particularly those in the Standing Rock Reservation – which is located only one mile away, south of the pipeline - the state governor summoned all law enforcement agencies and activated the National Guard. Mace was used on protesters; they were beaten, arrested and chased out by armed men in uniform. In the United States, when the people stand up to corporations, it seems that, more often than not, state violence is galvanized against unarmed people to protect the big businesses. But missing from this story is an essential component: the mobilization and unity among Native American tribes has been the most awe-inspiring in many decades. As chiefs and representatives of tribes from all across the United States kept arriving at the encampment grounds, the collective spirit of Native American nations was being vigorously revived.

hen Joyce Banda became the first female president of Malawi and the second woman to ever lead an African country (after Ellen Johnson-Sirleaf of Liberia) many commentators — including Banda herself — saw her appointment as a tipping point for women in the region. In an interview Banda said: “You ask how I feel to be the first female president in southern Africa? It's heavy for me. I feel that I'm carrying this heavy load on behalf of all women.” Banda, a recognised women’s rights champion, was justified to feel under pressure. According to the Gender Index, “women in Malawi generally fare worse than their male counterparts on most social and economic indicators including wage equality, political participation, secondary and tertiary education enrolment and literacy.” The veteran politician was aware that her leadership was expected to change the lives of women. Of that expectation, she said: “If I fail, I will have failed all the women of the region.” But the logic that just having women in politics will itself serve to challenge patriarchy and negative social norms is flawed. Firstly, being a woman doesn’t make you a feminist. In fact, as women are in most societies the custodians of culture, it is usually them who seek to protect the norms that are detrimental to women. Secondly, as Dr Aisha Abdullahi, AU Commissioner for Political Affairs, puts it: “Women’s participation is not simply about a certain number of female representatives, but about the ability of this participation to affect meaningful policy change and improve the lives of all women and

In fact, the ongoing mobilization of Native American tribes is far greater than the struggle against a money-hungry Corporation, backed by an aggressive state apparatus. It is about the spirit of the Native people of this land, who have suffered a prolonged genocide aimed at their complete eradication. To see them standing once more, along with their families, riding their feather-draped horses and fighting for their very identity is a cause for celebration. It brings hope to oppressed people all across the world that the human spirit will never be destroyed. The genocide of the Native Americans, similar to the ongoing destruction of the Palestinian Nation, is one of the lowest points of human morality. It is particularly disheartening that there are yet to be serious attempts at addressing that grave injustice. For 500 years, Native Americans witnessed every attempt at erasing them from the face of the planet. Their numbers dwindled from ten million prior to the arrival of Europeans to North America to less than three hundred thousand at the turn of the 20th century. They were exterminated by colonial wars and ravaged by foreign diseases. Calls to destroy Native Americans were hardly implicit but, rather, clearly-articulated. For example, Spencer Phips, Lieutenant Governor of the Massachusetts Bay Province issued this statement in 1755 on behalf of King George II: "His Majesty's subjects to embrace all opportunities of pursuing, captivating, killing and destroying all and every of the aforesaid Indians." The price list for the scalp of murdered Natives were as follows: “50 pounds for adult male scalps; 25 for adult female scalps; and 20 for scalps of boys and girls under age 12.” The genocidal approach to Native Americans continued, unabated. A century later, in 1851, California Governor Peter H. Burnett made this declaration: “A war of extermination will continue to be waged between the two races until the Indian race becomes extinct.” Methods of extermination differed, from outright murder to disease-infected blankets, to, as of today’s

standoff, threatening their most viable resource: water. Yet, somehow, the spirit of Sitting Bull and Crazy Horse and numerous brave chiefs and warriors still roam the plains, urging their people to stand up and carry on with an overdue fight for justice and rights. Palestinians have always felt that the legacy of the Native Americans is similar to their own. “Our names: branching leaves of divine speech; birds that soar higher than a gun. You who come from beyond the sea, bent on war; don't cut down the tree of our names; don't gallop your flaming horses across the open plains.” These were a few of the verses in Palestinian poet’s Mahmoud Darwish’s seminal poem “Speech of the Red Indian.” I recall the day that magnificent piece of Arabic literature was first published in full in Palestine’s ‘AlQuds’ newspaper. At the time, I was a teenager in a refugee camp in Gaza. I read it with much trepidation and giddiness - carefully, slowly, and repeatedly. Those who could read, recited it out loud to those who could not. Many tears were shed on that day, mostly because we all knew too well that we, in fact, were the ‘Red Indians.’ They were us. Long before feminist critical theory coined the term ‘intersectionality’ – which contends that oppression is interconnected and one oppressive institution cannot be examined in isolation from others, Palestinians – as other victims of genocidal colonization – fully comprehended and held such a belief. Palestinians are losing their lives, land and olive trees as they stand up to Israeli tanks and bulldozers. Their reality is a replay of similar experiences faced - and still being confronted - by Native Americans. Well into the 21st century, the Native American-Palestinian struggle remains one and the same. “Our pastures are sacred, our spirits inspired, The stars are luminous words where our fable is legible from beginning to end..”

Women have been trailblazers in Africa, but who knows about it? We must recognise that storytelling is just as important a weapon in the fight for gender parity as political representation girls around the continent.” Today there are three African women heads of state — small but still impressive if you consider that the United States, which prides itself on being one of the oldest democracies in the world, has yet to elect a female leader. Added to that, of the top ten countries with the highest percentage of female representatives in parliament, four are in Africa. The number of women in politics is growing, slowly but steadily, but precious little headway has been made in terms of women’s economic, social and cultural parity. A girl born most anywhere on the African continent is likely to be considered less ‘valuable’ than a son. As a result, she will be less educated than her brother. If part of the labour force, she is far less likely to reach a senior managerial position than her male counterpart (1 in 26 for women compared to 1 in 6 men according to the World Bank’s 2010 enterprise survey). She will be exposed to high levels of violence (be it ritual harm like FGM, domestic abuse or cor-

rective rape), and be expected to marry and maintain the household — African women and girls spend 40 billion hours a year collecting water. Faced with such challenges, women’s political engagement is an insufficient change agent, and there’s evidence to prove it. Research conducted by the Overseas Development Institute in Malawi found that “in a patronagebased political and electoral system women are at a distinct disadvantage, with fewer economic resources and less access to maledominated clientelist networks. Together, electoral rules (firstpast-the-post, no quota), party systems (weakly institutionalised and fragmented) and prejudice against women’s leadership significantly influence whether parties nominated women and do so in seats they are able to win.” Efforts to increase representation through quotas (as has been achieved in all the African countries that feature on the list put together by the Inter-Parliamentary Union) needs to be matched with context-specific training

and financial support. As Banda put it in her keynote address during the Sheroes Forum in May: “When you don't have the money, you can't stand for elective power, not in Africa." Training and financing will only go so far if public perceptions of the role of women do not also begin to change — this is the work of deconstructing narratives and building new ones. It is work that organisations like the Graca Machel Trust have taken up with the introduction of their new initiative, Women Advancing Africa, but it is also work that a new generation, including myself, has taken on. This year I left my job at the Guardian to set up a digital publication and event called The Nzinga Effect. Named after the formidable Nzinga Mbandi, the 17th-century queen of the Ndongo and Matamba Kingdoms (in modernday Angola), our ambition is to change the narrative about Africa by changing the narrative about African women. It is about recognising that storytelling is just as important a weapon in the fight for gender parity as political representation is. When the site launches this month it will plug the gap in the stories of Africa’s many female innovators, thinkers, doers and leaders, past and present. The point is obvious, but one that bears repeating. As UN Women’s representative to Ethiopia, the African Union and the Economic Commission for Africa, Letty Chiwara, put it: “The women have been trailblazers in Africa but who knows about it? Who’s talking about it? Not many people. Now is the time that we take centre stage as women and we make the world know our contribution to Africa and to development.”

Who will speak for indigenous peoples at the uNga?

O

ver the next two weeks, these three concerns will be discussed as agenda items at the United Nations’ annual gathering. And yet, indigenous peoples, who suffer at disproportionately high rates from these issue, will not be invited to participate in the meetings, nor any other general assembly sessions. There are more than 400 million indigenous peoples globally, belonging to 5,000 distinct tribes. This accounts for five percent of the world’s population, and unjustifiably 15 percent of the world’s poorest. Despite this, indigenous peoples do not have a seat at General Assembly sessions, and are therefore unable to participate in meetings that have a massive impact on their lives. As John B. Henriksen, international representative of the indigenous Sami parliament of Norway explained to me, only representatives from member states, like Canada, the United States, or Australia, can participate in General Assembly discussions. Indigenous peoples may only speak vicariously by arranging for member states to bring forth agenda items on their behalf. “Currently, this is the only way for indigenous peoples to participate,” said Henriksen, “there are no specific or permanent participatory arrangements for indigenous peoples in the UN General Assembly.” This may not be the case for long. Last year, President of the General Assembly Mogens Lykketoft appointed four advisers to resolve the exclusion of indigenous peoples from the UN. Unpaid, they spent the last seven months compiling 16 pages of recommendations to be presented at the upcoming session. And yet, as an flood of diplomats arrives in preparation for this threemonth event, the indigenous advisers remain in their homes, halfway across the world. “The work is finished in regards to the compilation of recommendations,” one of the four advisers, Claire Winfield Ngamihi Charters, told me. Charters belongs to Māori indigenous groups of New Zealand and is an Associate Professor at the University of Auckland. She explained: “We can’t really do anything until we are reappointed by the new president of the general assembly.” She does not expect to receive an invitation to the session until at least December. The advisers collected a list of recommendations during the spring of 2016, through both electronic and face-to-face consultations. At a bare minimum, they suggest enhanced participation in UN bodies that affect these populations. This includes a suggestion to create a separate category for indigenous peoples in the assembly, which would allow these groups to participate without defining themselves as member-states. The final draft of the recommendations was published in July, and includes the stipulation that this report will form the basis for a text to be adopted by the General Assembly in the fall. Despite this, the calendar of the 71st session is noticeably void of any meetings regarding indigenous participation, or any uniquely indigenous items at all. The advisers are not permitted to present their findings without formal invitation from the next president of

the General Assembly, who is yet to be appointed. “We certainly hope that the new president will reappoint the previous’ team of advisers, in order to secure a smooth continuation of the process,” Henriksen told me. The reappointment is not guaranteed. I spoke to Dalee Sambo Dorough, Alaska native and the previous Chairperson for the UN Permanent Forum on Indigenous Issues, who said of the advisers: “You know, they might not be invited at all.” If the advisers are re-appointed, Henriksen predicts the recommendations will resurface in a few months. “I would expect that the president’s office will organise a number of informal consultation meetings in New York during the 71st session,” he said, “but nothing much will happen in this process until mid-December 2016, at the earliest.” While indigenous leaders like Henriksen await

the potential presentation of the report in December, Dorough stresses great concern over the content of the recommendations. She said, “the report requires more time, more careful consideration. Especially to ensure that whatever is done is fair and inclusive, and representative of indigenous views and perspectives, universally.” Charters voiced a similar sentiment. “It was all done very quickly, and I think it’s flawed as a result,” she told me. Appointed in February, Charters and the other advisers published their final draft only five months later. The report contains a varying range of recommendations, and refrains from using any definitive language. For example, it states “there was considerable (but not uniform) support expressed for a separate category of participation in the United Nations, including the General Assembly, for indigenous peoples.”

Other recommendations in the report read similarly; proposing an idea but also affirming that said idea does not generate a consensus among those consulted. The report does not provide a final answer to the question of indigenous participation. Dorough said: “I think the four advisers to the President of the General Assembly really had a difficult time trying to balance state interests and indigenous peoples; rights and interests.” Dorough is apprehensive of the potential creation of a separate category of indigenous participation in the General Assembly. Defining which indigenous groups can participate means defining which indigenous groups can not. Given that indigenous peoples worldwide belong to more than 5,000 distinct tribes, each tribe could not feasibly have their own presentation in the General Assembly, which currently consists of 193 member states. Representation would therefore need to be narrowed down. Defining who gets to have this representation, according to Dorough, could be a dangerous undertaking. A possible option, would be to select one delegate to represent all indigenous peoples across a given geopolitical area, for example, North America. In the United States alone, however, there are more than 2.9 million Native Americans, belonging to 562 federally recognised tribes. “For indigenous peoples in all of their diversity to distill themselves down to seven geopolitical regions and one representative from each, it’s a bit unfair,” Dorough told me. Another potential solution, then, would be to give representation to those groups who fulfil certain requirements, for example those who inhabit a given amount of land, or those who have a clearly defined governance structure. But to do so, according to Dorough, would benefit only a select few. “To make some distinctions between those who have parliaments or governments that are recognised by other memberstates, this could get onto thin ice,” she explained, “it threatens to create different classes of indigenous peoples. And I think that’s abhorrent.” Although Dorough has reservations against the implications of the report, she still states that the question of indigenous participation needs to be resolved. “Frankly, I don’t know what the answer is, as far as a place for indigenous peoples within the General Assembly. But I really do fear a creation of different classes of indigenous peoples,” she said. The short timeline given to create the report, combined with the varying concerns about what indigenous participation would look like, lends to a report that does not come to any firm conclusions. Whether the recommendations are given any light at the upcoming session, remains to be seen. What is clear however, is that there is plea to increase indigenous peoples’ voices in UN mechanisms, especially given the overwhelming number of agenda items that intersect with indigenous issues. The case for how to enhance indigenous participation, however, is far from closed.

Take out its unfit leaders, then its legitimacy can be restored. • Yes. Unholy nexus do exist between the civil society and the government. Most civil society orgs appears to have given up their real agenda of public service for greed and power. They are no longer the mouthpiece of the masses but an (un)official extension of the government's corrupted long arm. They actively and shamelessly participate in perpetrating large-scale corruption. Lobbying for contract works, job-shopping for their near and dear ones, or receiving bribes to hush up government's malpractices are some examples. Instead of ensuring social accountability and proscribing corrupt practices by the government, our civil society orgs are more concerned about pushing through their short sighted agenda that seek to benefit them instead of the people they represent. • Yes. Whether it is Naga Hoho, NTC, CNTC or any of the tribe organisations, they have all been co-opted by the government. Like the black pot, they keep accusing each other. But they all have their own affiliation or understanding with one group or the other. Our land needs revival and that revival is not going to come through anyone of these bodies. These organisations will only keep dividing the people more and more because they have their own agenda. • Yes Naga Hoho and NSF. Its time we need to support NTC for the survival of Nagaland and its indigenous People. Maybe its time to disband, re-organise and revamp if it is to continue as an apex organization. However I wish to opt for NTC and UNC of Manipur system and not the system of one Pan People's Organization for two, three different State's. • Yes. No doubt about it. Where are the voices to challenge the govt? forget about the so called opposition party . Where are the people who talk about bringing equality during election season? Where are the church leaders who talk about clean election? where are the ordinary citizens who fights for corruption? It seems like every one wait for the 5 years to end so that they can voice these issues rather than checking the govt on keeping their promises. We become a boot kissers of the govt. The voice become a whimper which fades away. Too many society, too many so call leaders that they fight among themselves to gain the favour of the govt. Does the so call civil society really knows/understand what the people really wants from the govt?? • Yes. In the present scenario every organization seems to be affiliated to one or the other. Even organizations like NTC and CNTC which are the most new ones seem to have vested political agenda. • Yes. They look for nexus with political parties in order to

serve their own self-interests. • Yes. after all the government gives the money to run, so what else can they do but to obey their masters Some of those who voted NO had this to say: • No. There seem to be a BIG CONFUSION about the role of the elected legislators and Pressure Groups. For instance, the tribal councils, the Naga Hoho, Naga Mothers' Association, NSF, NPMHR are Pressure Groups. They are not the decision making bodies of the State Government. The Pressure Groups, though they may be from influential civil societies representing women, youth, tribe or a region only give proposals and suggestions to the Government. Unless this is clearly understood, there will be outburst of emotions, sentiments and undesirable tensions. Many

tribal and public leaders today are college and university educated, so they should at least try to recollect what they studied in their text books (when they were younger) to ensure proper conduct in a democratic set up! • Oh almost all civil society are affiliated to political parties, so no. • It’s a complicated question because one cannot generalize it. There are some genuine organizations and so I opt for no. Those organizations that have strong foundation have not been copted by the government. • No. Its not the civil society organizations that have fallen prey to the government. It’s the people leading the civil society organizations that have failed. Whether it is tribal hohos or student organizations, it is the leaders of these

groups that have been co-opted in the name of the organization. We need morally strong leaders to lead the organizations. • No. Its not Naga civil society that has been co-opted. Rather the Government of India and its puppet, Nagaland government have been all out to destroy the Nagas. Unfortunately the tribal organisations have allowed their weaknesses to be exploited and with some political parties and groups patronising some recently formed tribal bodies this has allowed the center to divide us further. NGOs and civil societies do not dictate terms. They can only punish the legislators by not voting for them in the next elections if their opinions are not heeded. Whether the issue is reservation of women, tribal affiliation or Naga integration, the different roles of the elected government and the civil societies should be understood crystal clear to avoid misunderstanding. The law of the land is supreme, not raw tribal emotions. Everyone knows that the Naga Hoho has not been strong, it has succumbed to political pressures and this has made it vulnerable. At the same time this situation is also being exploited by vested individuals. The recent formation of new tribal bodies goes back to how a political party is cropping up one of these tribal bodies. The division within tribal bodies is creating lot of havoc among the public. • Many have succumbed to lucre and boleros and lost credibility, including some well meaning orgs. In Tenyidie we say tied or restrained by Bole – Ro (ro means rope). • Depends on the organisations' relationship with government...Its obvious that org like NH and NSF are closely linked with government while others like NTC is working independently without government support at the moment. I think...ACAUT, NPMHR and Survival Nagaland is doing great so far. • Not all but leaders from some organisation have become blind in your their core principle and duty. Their visions are blurry which confused the masses. There is no harm working and strategizing things along with government to Archive the common goal but the tie up should clean and healthy. But today our future is bleak. • There is no black or white answer. Everything is very murky now because the water is not clear anymore.

The army chief, Gen Dalbir Singh Suhag, who reached here earlier on Sunday and other top army officers briefed him on the terror attack. Gen Singh earlier visited the site of the militant strike and interacted with the field commanders there. Parrikar later visited the 92 Base Hospital at the Badami Bagh cantonment here and interacted with the injured soldiers. All the four heavily armed terrorists who mounted the suicide attack were killed in the ensuing gunfight inside the army camp, but the mopping operation is still going on. Defence sources said the four 'fidayeen' were foreigners belonging to the Jaish-e-Muhammad (JeM) outfit. They also said 13 to 14 soldiers among the 17 killed had died because of fire in the tents where the soldiers were asleep when the attack took place. Singur men happy to get back lands, uncertain about future SiNgur, September 18 (iaNS): After the initial euphoria over the Supreme Court judgment, Singur residents now seem uncertain about what the future holds for them after the land acquired earlier for Tata Motors' Nano project is returned to them. Dwellers of this rural hamlet in Hooghly district of West Bengal are experiencing both jubilation and despondency over the judicial verdict that struck down the acquisition of land effected by the erstwhile Left Front government for the project and ordered its return to the cultivators. At the same time there is hectic activity centred on the return of land records to farmers. A little over eight years back too, the area had seen hectic activities, but of a different kind. Then, as the auto major geared up to roll out the world's lowest priced car Nano from its blue-andwhite factory shed here, the stretch buzzed with anticipation and bustled with enthusiasm. Engineers were flown in from Pune to groom profes-

sionals at the plant, while the company also brought around four-five model cars for demonstration and training of local technicians. The engine and paint shops, assembly unit and press shop were nearing completion, as the company eyed an October 2008 Nano rollout. But ironically, the same month signalled the 'death' of the plant, as the then Tata Sons chairman Ratan Tata announced shifting of the project out of Singur following an intense and often violent peasant movement led by the Trinamool Congress of Mamata Banerjee. Months later, Nano got its home in Gujarat's Sanand. But the factory here has since stood forlorn, enveloped in darkness, and the epicentre of political and legal battles over the years that changed the course of Bengal's history. On September 14, as Banerjee -- now the state Chief Minister -- presided over the 'Singur Divas' celebrations attended by over eight lakh people, the factory colours were surrounded by a long stretch of green paddy dotted with 'kash' flowers, a grass species that heralds the au-

tumnal Durga Puja festival. But the prim periphery of the plant, as seen in early 2008, has now given way to an unwieldy growth of shrubs, slush and filth, inhabited by venomous snakes. In fact, a snake catcher was kept at the site to tackle any exigency. The mood, however, is sanguine in villages like Beraberi, Bajemelia, Khaserberi, Ghaserberi and Gopalnagar, from where the anti-land acquisition movement had started. Durga Puja is set to return to Singur after 10 years, with some villagers having earlier declared they would take part in the festival only after getting back their land. "It was a hard-fought victory and the judgment is a vindication. Now, we are gearing up for the pujas," Mahadeb Das, a local Trinamool activist whose 1.3 acres were acquired despite his unwillingness, told IANS, proudly showing his land record and compensation cheque. Interestingly, many of the songs sung at the programme were those which one would associate with the leftists. A major gainer on the issue is Banerjee, her popularity now seemingly at an all-time high.

She had staked her all during the Singur movement, spearheading the protests from 2006-08 as the main opposition leader in Bengal. Banerjee had undertaken a 26-day hunger strike and a 16-day sit-in to demand return of 400 of the 997.11 acres acquired for the project. Interestingly, the September 14 celebrations were held at the same spot on the Durgapur Expressway where she held the sit-in eight years ago. The Chief Minister was, however, careful not to sound anti-industry in a state that is high on unemployment and short on investment. Reiterating her government's hands-off policy on land acquisition, Banerjee reached out to the Tatas and invited them to set up an auto hub in Goaltore in West Midnapore district on a 1,000 acre plot owned by the state. In villages, there are still many of those who feel the Tatas' exit has badly hit Singur. Small businessmen are hoping against hope that industries in some form would eventually be set up here and, in turn, improve their fortunes. "Cultivation will neither be profitable nor fea-

sible. Had there been industries, people's purchasing power would have increased. With the return of Singur land, we'll have to cater to a market where these farmers will come with a paltry budget," said jewellery shop owner Sukumar Bhar. Grocery shop owner Tarapada Hazra -- whose family had accepted compensation cheques earlier -- echoed Bhar. Tapan Das of Bajemelia village agreed. "Many youths who joined the training programme under the Tatas in 2006 have moved to nearby cities like Kolkata and Durgapur for jobs and some are working in showrooms and authorised car service centres." Similarly, many farmers are uncertain about the land yield, as agricultural scientists have voiced concerns over economic and ecological viability of restoring the Singur land, that Banerjee has promised. "We are happy for getting back our land, but we do not know how much we can earn from small holdings even though the administration has promised to make the land cultivable," farmer Dwijen Kharar of Gopalnagar area told IANS.

US-led forces strike Syrian troops, prompting emergency UN meeting B E I R U T / M O S C O W, SEpTEMBER 18 (REUTERS): U.S.-led coalition air strikes reportedly killed dozens of Syrian soldiers on Saturday, endangering a U.S.-Russian brokered ceasefire and prompting an emergency U.N. Security Council meeting as tensions between Moscow and Washington escalated. The United States military said the coalition stopped the attacks against what it had believed to be Islamic State positions in northeast Syria after Russia informed it that Syrian military personnel and vehicles may have been hit. The United States relayed its "regret" through the Russian government for what it described as the unintentional loss of life of Syrian forces in the strike, a senior Obama administration official said in an emailed statement. Pentagon press secretary Peter Cook said in an emailed statement that Russian officials did not voice concerns earlier on Saturday when informed that coalition aircraft would be operating in the strike area. The 15-member Security Council met on Saturday night after Russia demanded an emergency session to discuss the incident and accused the United States of jeopardizing the Syria deal. The U.S. ambassador to the United Nations, Samantha Power, chastised Russia for the move. "Russia really needs to stop the cheap point scoring and the grandstanding and the stunts and focus on what matters, which is implementation of something we negotiated in good faith with them," Power told reporters.

She said the United States was investigating the air strikes and "if we determine that we did indeed strike Syrian military personnel, that was not our intention and we of course regret the loss of life." When asked if the incident spelled the end of the Syria deal between Moscow and Washington, Russia's U.N. Ambassador Vitaly Churkin said: "This is a very big question mark." "I would be very interested to see how Washington is going to react. If what Ambassador Power has done today is any indication of their possible reaction then we are in serious trouble," Churkin told reporters. At least 12 dead in Thailand as boat capsizes

BANGkOk, SEpTEMBER 18 (REUTERS): At least 12 people have died and dozens are missing in Thailand after a boat carrying 150 Thai Muslims capsized in the ancient tourist city of Ayutthaya, officials said on Sunday. The accident took place on the Chao Phraya river in Ayutthaya, a UNESCO World Heritage site locat-

ed some 80 kms (43 miles) north of the Thai capital Bangkok. At least 37 were injured and many are still missing as rescue workers continue to search for survivors into the night. The dead include seven women, four men and one boy, Rewat Prasong, deputy governor of Ayutthaya province, told Reuters.

The passengers were on their way back from a religious activity when the double-decker boat hit the bank of the river before sinking, district chief Suchon Phaitirat told Reuters. The accident on Sunday comes as Thailand expects to welcome some 33 million visitors this year, a record.

"The body's immune system is capable of intercepting pre-malignancies and preventing cancer. It does so countless times every day in all of us. That natural ability is what we want to leverage," said Elizabeth M. Jaffee from the Johns Hopkins University in the US. "Building upon our innate defenses against cancer is the foundation of new immunotherapies, which have shown great promise

in a very short time," Jaffee added. New research tools and other developments now make it possible to decipher in detail how different cancers begin, how benign or precancerous tissues turn malignant and deadly, the researchers said. However, "if we are ever to eradicate this scourge, we must work to prevent it from occurring altogether," noted Scott M. Lippman, Director of Moores Cancer Center at the University of California - San Diego. Prevention research has made strides, but progress has been anecdotal and isolated.

"If the goal is eradication of cancer, we need a radically new focus, investment and approach to premalignant diseases and cancer prevention, one that is supported and sustained by broad, deep efforts like the Cancer Moonshot and Human Vaccines Project," Lippman added. Continued and new development of cancer vaccines like the human papilloma virus (HPV) vaccine which provides almost 100 per cent protection against strains linked to several types of cancer, will be critical he said, in the paper published in the journal PNAS.

"There is no change," Zakariya Malahifji, an official for a rebel group in Aleppo, said on Saturday when asked whether there had been any move by the army to withdraw from positions along the road. "All the permissions the Syrian government was supposed to give have been given for humanitarian supplies to reach people in need in various parts of Syria and that the humanitarian convoy to eastern Aleppo is supposed to leave tomorrow morning," Churkin said. Two convoys of aid for Aleppo have been waiting at the Turkish border for days. The U.N. has said both sides in the war are to blame for the delay of aid to Aleppo, where neither has yet withdrawn from the Castello Road. The government said the road was being fired on by rebels, so it could not give convoys a guarantee of safety. The rebels deny the accusation. Senior U.N. officials have accused the government of failing to provide letters to allow convoys to reach other besieged areas in Syria.

New York City shaken by ‘intentional’ explosion NEW YORk, SEpTEMBER 18 (REUTERS): An explosion rocked the bustling Chelsea district of Manhattan on Saturday night, injuring at least 29 people in what authorities described as a deliberate, criminal act, while saying investigators had turned up no evidence of a "terror connection." New York City Mayor Bill de Blasio and other city officials said investigators had ruled out a gas leak as the cause of the blast, but they stopped short of calling it a bombing and declined to specify precisely what they believed may have triggered the explosion. Neha Jain, 24, who lives in the neighborhood, said she was sitting at home watching a movie when she heard a huge boom and everything shook. "Pictures on my wall fell, the window curtain came flying as if there was a big gush of wind," she told Reuters. "Then we could smell smoke. We went downstairs to see what happened, and firemen immediately told us to go back." Police said a sweep of the neighborhood following the blast had turned up a possible "secondary device" four blocks away consisting of a pressure cooker with wires attached to it and connected to a cell phone. oday, the Nagas are standing at a very volatile crossroad mired in an extremely complex political confusion. Instead of taking a clear headed honourable decision, the Apex Organizations are being influenced and swayed by self-perpetuating priorities and inclination rather than common interest. We need to pause awhile and honestly revaluate our circumstance for the good of all with malice towards none. Since the time of the formation of NTC this author had been advocating the revival of Naga Hoho for the Nagas of Nagaland rather than form a new entity which can only lead to multiplying our problems than solving them. The Naga Hoho was originally constituted with the affiliation of all the 16 Tribal Hohos of Nagaland to effectively address various internal issues involving the Nagas of Nagaland. Diluting this original objective and expanding beyond that geographical boundary to include Nagas belonging to other States was an unwise departure. At the face value it may sound uncharitable when sentiment of exclusivity is expressed...but it is incumbent

upon the Nagas of Nagaland to make a logical distinction between the need to tackle our own internal kitchen problems by our own federated Tribal apex body rather than pass that responsibility to an 'out of place' ineffective Pan Naga infrastructure wrongly referred to as Naga Hoho. By circumstantial destiny the Nagas are presently dispersed widely in various States. Be that as it may, there is no denying the need for a common platform for nurturing cultural and emotional integration and where our common interest such as 'integration of all the Naga inhabited areas under one administrative umbrella' can effectively be expressed and collective momentum generated. However, the present Naga Hoho must necessarily be renamed more appropriately as a "Pan Naga Hoho" rather than usurp the nomenclature of 'Naga Hoho', resulting in silencing the much needed distinctive voice of the Nagas of Nagaland to the advantage of vested interests. This simple change of correctly defined nomenclature (Pan Naga Hoho) does not destabilise the existing organisation in any way.

Everything will remain the same in terms of representation and defined responsibility within the Pan Naga Hoho. Take the example of our brothers in the South: they rightly have a strong apex organization known as the UNC which independently voices and addresses their common interests ferociously even as an affiliate of the present 'Naga Hoho'. One fails to understand the lack of honourable pride or wisdom within the Nagas of Nagaland in not being able to perceive the simple logic of salvaging "Naga Hoho", which originally belonged to us anyway and in the like manner of UNC in the South be empowered to address our own internal issues independently. The present existing status of the Nagas of Nagaland within Naga Hoho is that of a 'minority subject' reduced to the will of the Tribal majority from other States...needing their endorsement even for a mundane matter of how much salt, axone and chilli can be put into our cooking pot within our own kitchen. It only generates a counterproductive purpose when it comes to local issues and should therefore be overhauled. Take the

events that transpired in the unfortunate Mukalimi incident. The Naga Hoho in its present form was a helpless spectator devoid of any practical influence over the highly agitated Sumis community. The Sumis took this event strictly as a local matter concerning their collective Tribal honour. The constituent majority of Nagas Hoho from Manipur, Arunachal or Assam, no matter how well-meaning their intent, would have commanded no respect from the Sumi community in a high voltage atmosphere and would have been shown the door if they had interfered it the proceeding. On the other hand, the outcome might have been entirely different had the Naga Hoho been an exclusive Apex body of the Nagas of Nagaland. The Sumi community would have respected and listened to the reconciliatory words of wisdom from our own home grown Naga Hoho, no matter how charged the emotion, for a simple reason that the Sumis knows that they have to continue to live side by side with their counterpart brothers from Nagaland long after the incident blows over. That is the gigantic difference between the present

NPF may not do well this time in coming Manipur’s most complicated electoral war

s I fairly analyze the ongoing electioneering scenario in Manipur’s most unpredictable political games, the regional Naga People’s Front (NPF) may likely to suffer this time. The complication of the NPF is their allying with the BJP, which is fighting with whatever available means to dethrone the strong Congress Government headed by O Ibobi Singh in Manipur. One should know the political dynamics that for Narendra Modi, the ousting of O Ibobi Singh Government is more important than solving the longstanding Naga political issue. In doing this, Modi or for that matter any BJP leaders from the Center including their Union Ministers will do anything to please the Valley people. O Ibobi Singh, who has been running Manipur for 15 years by exploiting the sentiments of the people particularly the valley people, has come to know that he can no longer play with the “Manipur territorial integrity card” to win the elections for the fourth term. He has been waiting to hit the political jackpot as and when any Central BJP leaders start opening the “sensitive Naga political issue.” But the Central BJP leaders and even Naga political leaders in Manipur and Nagaland have come to realize that by opening the

sensitive Naga issue will be giving only “political oxygen” to the Manipuri strongman. The recent acceptance of four NPF MLAs' resignation by the Speaker of Manipur Legislative Assembly has made a great disadvantage to four of them and also their party as well. Had the Speaker accepted their resignation within a month or two, the political fortune of the four would have been different. But now, due to the fast changing political scenario in Manipur, the BJP started playing critical role in the Hill areas holding crucial meetings. The four Manipur NPF lawmakers had tendered their resignation from the Memberships of the Manipur Assembly with effect from September 4 last year and the Assembly Speaker has accepted their resignation after one year. They tendered their resignation in protest against the three Bills - the Protection of Manipur People Bill, 2015, the Manipur Land Revenue and Land Reforms (7th Amendment) Bill, 2015, and the Manipur Shops and Establishments (2nd Amendment) Bill, 2015. Saying that their tendering resignation "as a supreme sacrifice for the protection of the short and long term interests of all the tribal people including Nagas inhabiting the hill districts of Manipur," they asserted that the resignation from the Assembly was a

"serious and severe protest against the consistent, cruel, crude and unpardonable antitribal and anti-Naga attitude, approach and actions of the Ibobi Singh Government” as evident from its three Bills and the Resolution on the Indo-Naga Peace Accord. Although NPF President Dr. Shurhozelie, while talking to press in May this year at Kohima, said his NPF Party would win around 14 seats in the Hills of Manipur and the BJP would also win a sizeable number of seats from the Valley areas in the coming Manipur General elections due early next year, there appears to be a tacit political understanding between the BJP at the Center and the NPF not to open up the sensitive “Naga political issue” in the run up of the Manipur Assembly elections this time. The President, however, said his NPF Party did not have any alliance with the BJP in Manipur, though it (BJP) was an ally in Nagaland under the Democratic Alliance of Nagaland (DAN) banner. “I think the BJP alliance with NPF in Nagaland will have some impact on Manipur too in the coming elections,” he said. “But as of now, we do not have such an alliance with the BJP in Manipur.” As seen from the strange political development that has been going on for quite some

time in Manipur, it appears that the priority of the Central BJP and the NPF is to defeat O Ibobi Singh’s 15-year Congress regime in Manipur, and not talking about the solution of the “longstanding Naga political issue” at least this time. There is possibility of BJP requesting the NPF to see that the BJP candidates are set up in almost all the Naga areas with the assurance that they will be forming the next non-Congress Government headed by the BJP in Manipur. It is yet to be seen as to how NPF will face the coming Assembly elections in Manipur, though Dr Shurhozelie said his party with the BJP would be forming the next Government in Manipur. “Okram Ibobi Singh Government will not come back in Manipur,” he said. If NPF refuses for seat adjustment, then there is likely to be friendly contests in Naga areas in Manipur. In that case, there is possibility of BJP eating into NPF votes in Naga areas in Manipur and the greatest loser is likely to be NPF this time. Yet, O Ibobi Singh, the Chief Minister of Manipur, cannot be written off as of now. There is still six months to go to the Manipur Assembly elections. Let us watch the greatest political drama and games of the 21st Century.

The Sumi Hoho has rightly taken a bolder step to officially announce its dissociation with the Naga Hoho in its present form. This is an opportune time for APO, Lotha Hoho, Ao Senden and Sumi Hoho to collectively initiate a brainstorming session with all the other Tribal Hohos of Nagaland including all the constituent members of ENPO and see how each Tribal Hoho react to the proposition of initiating a change of nomenclature of the present Naga Hoho to that of "Pan Naga Hoho" and reclaiming Naga Hoho that rightly belongs to the Nagas of Nagaland to re-establish the much needed voice of our own...that we do not have at this critical time of History. NTC may also not be too averse to such an exercise being had and should perhaps be coordinated with seriously if the above suggested initiative finds favour. Khekiye K. This year being a new online scholarship system in our state, there has been lots of technical problems. The Department should have given some technical training on how to handle such situation. The registration and submission process is not smooth at all, especially with regard to the choice for present course of study for class-12 course has created lots of confusion as it is still not working and the question is who is going to take the responsibility if the applicants are rejected due to the website problem, when the last date of submission is on 30th September. As many institutions in remote areas with poor network connectivity have to bear all those hardship without having sound technical knowledge and proper information on time, it is our humble request that verification process should be open to all case for corrective measure with the last date of submission be extended on account of website failure.

ick Gordon has been declared legally responsible for the death of singer Whitney Houston’s daughter Bobbi Kristina Brown after he failed to show up at two hearings. Bobbi Kristina Brown passed away in July last year, six months after she was found unresponsive in a bath tub. Her father Bobby Brown is glad to have some answers after a judge found her former fiancé legally responsible for her death on Friday, reports people. com. “I am pleased with the outcome of today’s court proceedings. Bollywood actor Vidya Balan is down with dengue and is taking rest at her house. Now, the BMC has served notice to neighbours, actor Shahid Kapoor and Meera Patel for failing to prevent breeding of mosquito inside their apartments in Juhu.

here are more than 1500 suspected cases of dengue this month in Mumbai and one such dengue patient is Bollywood actor Vidya Balan, who has been diagnosed with dengue and advised bed rest. The actor is not in a serious condition but doctors are monitoring her health at home. Praneta Apartments, the ground plus four building cut a lonely picture even as the waves hit its walls during high tide. As soon as the news of Balan being infected with dengue broke, BMC officials swooped down and checked not just Balan’s apartment but also her neighbours. The officials did not find any mosquito larvae in Balan’s residence but found more than a couple of spots in her neighbour’s residence. One of Balan’s neighbour who was infected is none other than Bollywood star Shahid Kapoor. Balan has worked with Shahid Kapoor in Kismat Konnection. Kapoor, who lives on the ground floor, has a swimming pool which was not used much. During the heavy monsoon, the pool had collected rain water which became the breeding ground for the larvae. BMC also noticed flower pots in Meera

Patel’s residence, who is another neighbour of Balan and the BMC officials prosecuted Meera Patel for the same. BMC’s insecticide inspector, Rajan Naringrekar, said, “We are surprised that in spite of repeated awareness programmes, people are negligent about the breeding spots for mosquitoes.” BMC has conducted searches inside the residences of Bollywood stars like Salman Khan, Waheeda Rehman and Amitabh Bachchan but nothing was found. According to Naringrekar, Shahid Kapoor and Meera Patel have been prosecuted under section 381 (B) of the Mumbai Municipal Corporation Act. As per Section 381 (B) of the Mumbai Municipal Corporation Act, a person can be prosecuted for creating a situation that will create trouble for others by not taking preventive measures. A person can be prosecuted before a metropolitan magistrate, who can be imposed with a penalty of Rs2,000-Rs 5,000. Meanwhile, Shahid Kapoor whose wife recently delivered a baby has expressed concern over dengue larvae being found at his house. Kapoor’s spokesperson said, “Shahid is concerned about the findings of BMC in his building and the locality. Especially so with the presence of a newborn baby in the house. He is also thankful to BMC for the check up that they conducted in the locality which is vulnerable during the rainy season and due to its proximity to the beach.” It was only in 2012 that ace filmmaker Yash Chopra died due to dengue and it was only when he was hospitalised that BMC had done similar checks to find out that dengue larvae were found breeding inside chopra’s own office.

Watford condemns United to 3rd successive loss

Watford's 3-1 victory exposed the brittleness of Mourinho's expensively assembled team as it tasted success over the record 20time English champions for the first time in 30 years. The United job was a chance for Mourinho to rehabilitate his career after being fired last year for a second time by Chelsea. But after a bright start to the campaign in August, Mourinho's United has lost to Manchester City, the Europa League opener at Feyenoord and now Watford within nine days. Although 18-year-old Marcus Rashford marked his first start of the season for Mourinho by canceling out Etienne Capoue's opener, Watford surged back in front in the final seven minutes at Vicarage Road. Bremen fires coach after losing start

SINGApORe, SepTembeR 18 (ReuTeRS): Germany's Nico Rosberg celebrated his 200th Formula One race by retaking the championship lead from Mercedes team mate Lewis Hamilton after a pole to flag win in Singapore on Sunday. After a chaotic start that brought out a safety car on the opening lap, Rosberg stayed clear of Red Bull's late charging Australian Daniel Ricciardo at the floodlit Marina Bay Street Circuit. Triple world champion Hamilton completed the podium in third place. The German's third victory in a row, and 22nd of his career, lifted Rosberg on to 273 points, eight clear of Hamilton, with six rounds remaining and Ricciardo a distant third on 179 in the title race. Rosberg's win was his eighth of the season and first in Singapore, a grand prix that has only been won by world champions until now. The German had started two points behind Hamilton and, despite leading comfortably halfway though the race, crossed the line just 0.488 seconds ahead of Ricciardo after having to complete the last 28 laps on the same soft tyres. Red Bull opted for a bold tyre strategy to put pressure on Rosberg late on and Ricciardo was closing at roughly three seconds a lap in the closing stages but ran out of road before the chequered flag.
