DMC informs DIMAPUR, SEPTEMBER 20 (MExN): The Dimapur Municipal Council (DMC) has informed that, in view of facilitating customers for the forthcoming Durga Puja and Diwali festival, all shopkeepers other than workshops and industries may keep their respective shops open on all Sundays. NEw DElhI, SEPTEMBER 20 (IANS): Prime Minister Narendra Modi Friday emphasised the need for creating a legal architecture to institutionalise “Mission Swachh Bharat” at all levels from the village upward. Modi said that the initiative should become the agenda of the entire country, in the form of a mass movement to be launched October 2, the birth anniversary of Mahatma Gandhi. He asked the ministry of rural development to explore the possibility of giving incentives to best performing villages. He also called for standards of cleanliness to be established for government offices. The Mission aims at creating a clean India by 2019, when the country celebrates 150th birth anniversary of Mahatma Gandhi, who laid great emphasis on cleanliness. Modi further said the activities on Oct 2 should not be limited to official functions in the national capital.

Nagaland state Minister for Health & Family Welfare, P Longon today disclosed that the North Eastern states of India have always recorded a high figure in terms of prevalence and incidence of diseases/infections like HIV, TB, cancer etc. Among the high HIV prevalent states of India, the minister said Nagaland and Manipur are one of them. He added that Nagaland and Mizoram reported the highest number of neck cancer and stomach cancer cases in the world cancer registry respectively. As such, the Minister appealed to all doctors in the North East to focus their attention into this area. Longon said this while gracing the 25th annual conference of the North East Regional Chapter of the Indian Association of Pathologists & Microbiologists (NERCIAPM) here today at Re-

gional Centre for Music & Performing Arts. “Though the facilities/ resources are less in our region, yet your knowledge and skill is never behind anyone. Microbiologists and Pathologists are the backbone to combat this issue,” Longon said. The Minister further felt that if this issue is tackled at the local level, patients would not have the need to travel to places like CMC Vel-

NEw, YORK, SEPTEMBER 20 (MExN): “We must douse the fires of extremism and tackle the root causes of conflict,” said United Nations Secretary-General Ban Ki-moon ahead of the official observance of the International Day of Peace. The Secretary-General asked combatants to lay down their arms “so all can breathe the air of peace” and called on people around the world to observe a minute of silence at noon and reflect on what peace means for the human family. “Our Organization is founded on the pledge to save succeeding generations from the scourge of war, we have made much progress. But much remains to be done,” quoted a report released by the United Nations on Saturday. This year’s theme is “Right of Peoples to Peace” in honour of the 30th anniversary of the General Assembly Declaration on the Right of Peoples to Peace. Throughout this coming year, the UN will also commemorate its 70th anniversary and reaffirm a commitment to a central message that humanity’s sustainable progress and the realization of fundamental rights and freedoms depend on peace and security. This year’s commemoration highlights the Human Rights up Front approach, which emphasizes the need for early action, the crucial role of responding early to human rights violations, and the importance of preventive efforts in the protection of civilians. “Armed conflict causes untold grief to families, communities and entire countries,” Ban said, and lamented that “Too many are suffering today at the brutal hands of warmongers and terrorists.” He

‘Inspiring Change Towards a Violence Free World’ might not be the easiest of goals or processes, yet for almost a decade, the Peace Channel has been promoting related values for peace in the North East neighbourhood. In its continued endeavour to transform the “culture of violence to the culture of peace,” the Peace Channel and the People’s Forum for Peace (PFP) brought in the 7th North East Youth Peace and Cultural Festival 2014 at the Holy Cross Hr. Sec School Campus here today. The main objectives of this inter-faith, inter-denominational and inter-cultural Festival are to commemorate the international day of peace (September 21) and the foundation day of the Peace Channel and PFP. Organized by young people, it seeks to empower the youth to spread the message of peace, and promote inter-faith harmony, informed Fr. CP Anto, Director, Peace Channel, in his keynote address. Being young, said Fr. Anto, is to be free— to dream, think and put practices into action—with respect, tolerance and humility. But why does violence happen, was the question put forth by chief guest for today, Kevilenuo Angami OSD, Planning & Coordination, Government of Nagaland. “When there is a conflict of interest and ideas—when my self interest is held foremost,” she said, stressing how “we are all different” and belong to different groups, but “we can live together” with sensitivity towards each other, discipline, tolerance and a positive attitude. “Ending violence is not impossible but the change has to begin with me, with my family,” she asserted, and encouraged every community and religion to respect the peace of people living around them. Special guest to the event, MA Shihab, IAS, SDO (Civil) Sechu Zubza, Kohima, maintained that peace is the “fundamental criteria” for any endeavour. In order for this,

ZSUN opposes proposed ‘oil exploration’ in Peren NSF calls for peace in border areas

PEREN, SEPTEMBER 20 (MExN): The Zeliang Students’ Union Nagaland (ZSUN) has termed the proposed launching of oil exploration by the Metropolitan Oil & Gas Pvt. Ltd (MOGPL) in Peren District on September 22 at Old Jalukie village as “purely abominable and against the wishes of the Zeliang people.” A press note from the ZSUN media cell stated that this development would “go down the history as a total sell-out of rights at the cost of our future generation.” It further questioned as to how the landowners and the “native” Zeliang people of Peren district would benefit by “forcefully actualizing the oil and natural gas exploration…” The ZSUN further censured the Nagaland state government for what it termed as “ill-gotten benefits through an ill-timed pre-production permit issuance before signing an agreement and that only after a lapse of about four months chose to hand-pick some irrationally, naïve and acquisitive individuals who so gullibly

accomplished the most infamous agreement to delight their political master.” The ZSUN stated that the boycott called by the Peren District Petroleum and Natural Gas Bearing Belt Landowners’ Union (PDPNGBBLOU) in this context is “prudent and indispensable.” It urged all “sensible” people to voice out, “no matter how marginal the quantum in numbers and figures may be, against such superfluous policy of the government in order to be proudly answerable to our future generation.” It further asserted that the ZSUN is “committed in sustaining the unadulterated cause of the PDPNGBBLOU.”

ZMM, NSU affirms support Meanwhile, the Zeliang Mipui Maadi (Women Organization) Nagaland has also extended its “full support and cooperation” to the decision and stand of the PDPNGBBLOU against the proposed launching of exploration by Metropolitan Oil & Gas Pvt. Ltd (MOGPL) in Peren District on September 22 at Old Jalukie village.

A press note from the ZMM stated that the concern expressed by the PDPNGBBLOU is “genuine in as much as there are apparent lapses that overshadow the expected benefit of the majority landowners…” It further expressed concern at what it said was an “attempt of achieving temporal gain by few avaricious individuals in connivance with their political masters who are soundly greedier at the expense of the community in particular and the people of the district as well as Nagaland in general…” The ZMM termed this as “illogical and therefore non-tolerable.” It further said that voicing out against a wrong policy is “not to be misconstrued but appreciated with the intention of rectification for the welfare of our future generation.” Otherwise, it cautioned that “the way affairs are being managed by the present government implies governance devoid of good sense but blinded by greed, only focused to benefit a handful of stakeholders which totally is off the purview of

a welfare government.” The Ngwalwa Students Union (NSU) also extended its support to the PDPNGBBLOU and requested the Chairman of Old Jalukie and Old Beisumpui to “kindly withdraw their signatories from any agreement and work cohesively under the banner of PDPNGBBLOU and adhere to the deed of agreement signed on May 19, 2014, without being biased for the sake of the future generations in Peren District.” A press note from the NSU further questioned why the Nagaland government “granted the free production permit, vide no GN-5/N(P&G)-32/2008/ Dated 28th February 2014 to MOGPL without prior consultation with the landowners.” It urged the concerned authority to “stop the hasty launching programme of MOGPL on September 22 and first look into the genuine grievances put forwarded by PDPNGBBLOU.” It called for the formation of a systematic plan “that does not infringe the rights and privileges of the Nagas as a whole.”

The letter called upon the Government of India to either “revoke or review” the standing interim agreements on the border issue. The NSF stated that the agreements are “highly prejudiced towards Nagaland state.” The federation further urged the GoI to “take necessary action against the Chief Minister of Assam for misleading the central leaders and also for creating fear psychosis, border tension and unrest amongst the people living in the border areas. “ The NSF cited the Assam CM’s recent call for withdrawal of Nagaland Armed Police (NAP) from the border areas and termed it as “unfortunate.” The NSF informed that the Nagaland state government has “honorably withdrawn the Nagaland Armed Police (NAP) from all border areas as per the Interim Agreement signed between the two states in presence of the Common Governor on January 28, 1979 in Shillong and the Ground Rules made on April 11, 1979 in New Delhi in presence of the Home Minister, Government of India.” However, it lamented that “till date the Assam government has not withdrawn their forces from the border areas as agreed upon.” “Therefore the question of withdrawing Nagaland Police from

Agreement made in presence of the central leaders and withdraw their Armed Police Forces from the border areas.” Citing the 1979 Interim Agreement and the setting up of a ‘neutral force,’ the NSF lamented that “these neutral forces have always acted against the Nagas at the behest of Assam Government.” Further, 20 more CRPF posts were brought under Assam State command to further subjugate the Nagas living in the border areas, it added. “While Nagaland government has honored the agreements in letter and spirit, Assam Government has never honoured the agreements; rather they have taken undue advantage of these agreements and because of which this BorderAgreements has become a bond of contention for both Assam and Nagaland states,” stated the NSF. It further alleged that the Assam CM “has been misleading their own people by sheltering the non-indigenous people and pushing them further to the border areas to fight the Nagas in the name of Assam and under the patronage of their government at the cost of the aged-old brotherly relationship between the indigenous people of the two states.” However, the NSF said that the “people of both the states, particularly the younger generation and the intellectuals are well aware of Gogoi’s sinister plans and designs,” and asserted that “the age old relationship still persist strongly and it will be so even in the days to come.”
