NEw DElhI, SEPTEMBER 20 (IANS): Prime Minister Narendra Modi Friday emphasised the need for creating a legal architecture to institutionalise “Mission Swachh Bharat” at all levels from the village upward. Modi said that the initiative should become the agenda of the entire country, in the form of a mass movement to be launched October 2, the birth anniversary of Mahatma Gandhi. He asked the ministry of rural development to explore the possibility of giving incentives to best performing villages. He also called for standards of cleanliness to be established for government offices. The Mission aims at creating a clean India by 2019, when the country celebrates 150th birth anniversary of Mahatma Gandhi, who laid great emphasis on cleanliness. Modi further said the activities on Oct 2 should not be limited to official functions in the national capital.

Nagaland state Minister for Health & Family Welfare, P Longon today disclosed that the North Eastern states of India have always recorded a high figure in terms of prevalence and incidence of diseases/infections like HIV, TB, cancer etc. Among the high HIV prevalent states of India, the minister said Nagaland and Manipur are one of them. He added that Nagaland and Mizoram reported the highest number of neck cancer and stomach cancer cases in the world cancer registry respectively. As such, the Minister appealed to all doctors in the North East to focus their attention into this area. Longon said this while gracing the 25th annual conference of the North East Regional Chapter of the Indian Association of Pathologists & Microbiologists (NERCIAPM) here today at Re-

gional Centre for Music & Performing Arts. “Though the facilities/ resources are less in our region, yet your knowledge and skill is never behind anyone. Microbiologists and Pathologists are the backbone to combat this issue,” Longon said. The Minister further felt that if this issue is tackled at the local level, patients would not have the need to travel to places like CMC Vel-

The Secretary-General asked combatants to lay down their arms “so all can breathe the air of peace” and called on people around the world to observe a minute of silence at noon and reflect on what peace means for the human family. “Our Organization is founded on the pledge to save succeeding generations from the scourge of war, we have made much progress. But much remains to be done,” quoted a report released by the United Nations on Saturday. This year’s theme is “Right of Peoples to Peace” in honour of the 30th anniversary of the General Assembly Declaration on the Right of Peoples to Peace. Throughout this coming year, the UN will also commemorate its 70th anniversary and reaffirm a commitment to a central message that humanity’s sustainable progress and the realization of fundamental rights and freedoms depend on peace and security. This year’s commemoration highlights the Human Rights up Front approach, which emphasizes the need for early action, the crucial role of responding early to human rights violations, and the importance of preventive efforts in the protection of civilians. “Armed conflict causes untold grief to families, communities and entire countries,” Ban said, and lamented that “Too many are suffering today at the brutal hands of warmongers and terrorists.” He

‘Inspiring Change Towards a Violence Free World’ might not be the easiest of goals or processes, yet for almost a decade, the Peace Channel has been promoting related values for peace in the North East neighbourhood. In its continued endeavour to transform the “culture of violence to the culture of peace,” the Peace Channel and the People’s Forum for Peace (PFP) brought in the 7th North East Youth Peace and Cultural Festival 2014 at the Holy Cross Hr. Sec School Campus here today. The main objectives of this inter-faith, inter-denominational and inter-cultural Festival are to commemorate the international day of peace (September 21) and the foundation day of the Peace Channel and PFP. Organized by young people, it seeks to empower the youth to spread the message of peace, and promote inter-faith harmony, informed Fr. CP Anto, Director, Peace Channel, in his keynote address. Being young, said Fr. Anto, is to be free— to dream, think and put practices into action—with respect, tolerance and humility. ZSUN opposes proposed ‘oil exploration’ in Peren NSF calls for peace in border areas

PEREN, SEPTEMBER 20 (MExN): The Zeliang Students’ Union Nagaland (ZSUN) has termed the proposed launching of oil exploration by the Metropolitan Oil & Gas Pvt. Ltd (MOGPL) in Peren District on September 22 at Old Jalukie village as “purely abominable and against the wishes of the Zeliang people.” A press note from the ZSUN media cell stated that this development would “go down the history as a total sell-out of rights at the cost of our future generation.” It further questioned as to how the landowners and the “native” Zeliang people of Peren district would benefit by “forcefully actualizing the oil and natural gas exploration…” The ZSUN further censured the Nagaland state government for what it termed as “ill-gotten benefits through an ill-timed pre-production permit issuance before signing an agreement and that only after a lapse of about four months chose to hand-pick some irrationally, naïve and acquisitive individuals who so gullibly

accomplished the most infamous agreement to delight their political master.” The ZSUN stated that the boycott called by the Peren District Petroleum and Natural Gas Bearing Belt Landowners’ Union (PDPNGBBLOU) in this context is “prudent and indispensable.” It urged all “sensible” people to voice out, “no matter how marginal the quantum in numbers and figures may be, against such superfluous policy of the government in order to be proudly answerable to our future generation.” It further asserted that the ZSUN is “committed in sustaining the unadulterated cause of the PDPNGBBLOU.”

Ltd (MOGPL) in Peren District on September 22 at Old Jalukie village.

A press note from the ZMM stated that the concern expressed by the PDPNGBBLOU is “genuine in as much as there are apparent lapses that overshadow the expected benefit of the majority landowners…” It further expressed concern at what it said was an “attempt of achieving temporal gain by few avaricious individuals in connivance with their political masters who are soundly greedier at the expense of the community in particular and the people of the district as well as Nagaland in general…” The ZMM termed this as “illogical and therefore non-tolerable.” It further said that voicing out against a wrong policy is “not to be misconstrued but appreciated with the intention of rectification for the welfare of our future generation.” Otherwise, it cautioned that “the way affairs are being managed by the present government implies governance devoid of good sense but blinded by greed, only focused to benefit a handful of stakeholders which totally is off the purview of

a welfare government.” The Ngwalwa Students Union (NSU) also extended its support to the PDPNGBBLOU and requested the Chairman of Old Jalukie and Old Beisumpui to “kindly withdraw their signatories from any agreement and work cohesively under the banner of PDPNGBBLOU and adhere to the deed of agreement signed on May 19, 2014, without being biased for the sake of the future generations in Peren District.” A press note from the NSU further questioned why the Nagaland government “granted the free production permit, vide no GN-5/N(P&G)-32/2008/ Dated 28th February 2014 to MOGPL without prior consultation with the landowners.” It urged the concerned authority to “stop the hasty launching programme of MOGPL on September 22 and first look into the genuine grievances put forwarded by PDPNGBBLOU.” It called for the formation of a systematic plan “that does not infringe the rights and privileges of the Nagas as a whole.”

The NSF stated that the agreements are “highly prejudiced towards Nagaland state.” The federation further urged the GoI to “take necessary action against the Chief Minister of Assam for misleading the central leaders and also for creating fear psychosis, border tension and unrest amongst the people living in the border areas. “ The NSF cited the Assam CM’s recent call for withdrawal of Nagaland Armed Police (NAP) from the border areas and termed it as “unfortunate.” The NSF informed that the Nagaland state government has “honorably withdrawn the Nagaland Armed Police (NAP) from all border areas as per the Interim Agreement signed between the two states in presence of the Common Governor on January 28, 1979 in Shillong and the Ground Rules made on April 11, 1979 in New Delhi in presence of the Home Minister, Government of India.” However, it lamented that “till date the Assam government has not withdrawn their forces from the border areas as agreed upon.” “Therefore the question of withdrawing Nagaland Police from

Agreement made in presence of the central leaders and withdraw their Armed Police Forces from the border areas.” Citing the 1979 Interim Agreement and the setting up of a ‘neutral force,’ the NSF lamented that “these neutral forces have always acted against the Nagas at the behest of Assam Government.” Further, 20 more CRPF posts were brought under Assam State command to further subjugate the Nagas living in the border areas, it added. “While Nagaland government has honored the agreements in letter and spirit, Assam Government has never honoured the agreements; rather they have taken undue advantage of these agreements and because of which this BorderAgreements has become a bond of contention for both Assam and Nagaland states,” stated the NSF. It further alleged that the Assam CM “has been misleading their own people by sheltering the non-indigenous people and pushing them further to the border areas to fight the Nagas in the name of Assam and under the patronage of their government at the cost of the aged-old brotherly relationship between the indigenous people of the two states.” However, the NSF said that the “people of both the states, particularly the younger generation and the intellectuals are well aware of Gogoi’s sinister plans and designs,” and asserted that “the age old relationship still persist strongly and it will be so even in the days to come.”

Longon as the chief guest. Speaking on the occasion, the minister said the explosion of knowledge during the 20th century especially in the field of medical sciences and the inventions of modern sophisticated medical instrument though made treatment more costly yet benefit mankind’s to an immeasurable removal of human pain and sufferings, and save many precious life. DIMAPUR, SEPTEMBER 20 (MExN): Parliamentary secretary for Irrigation & Flood Control and Election, Vikheho Swu, today said that despite the presence of myriad social organizations in Nagaland, Naga society has not achieved the desired change or progress. “We call Nagaland as land of festivals, but to me it also the land of organizations. If so many social organizations are willing to do something positive for the society, then why is Naga society not changing or progressing?” the parliamentary secretary asked. Vikheho also said that of the numerous non-governmental organizations (NGOs) in the state, only few of them are “credible” and adopt professional approach in their works. The parliamentary secretary was addressing the launching programme of ‘Save Environment Network” (SEN), a newly formed NGO dedicated to conservation of environment with its office at Hotel Theja Fort, Burma Camp, Dimapur. Instead of encouraging mushrooming of social organizations, he said there is a need for more NGOs, which are committed to work on various issues and problems facing the society. Vikheho also said that there is hardly any NGO in the state committed to create awareness on environ-

mental issues, lauding SEN for the initiative to spread environmental awareness, he advised SEN members to maintain strong work culture, accountability and transparency, if they want to succeed in their mission. He further said that Nagas are too casual in their approach and do not want to work under any system and added that Nagas must change these traits if they are to progress along with the rest of the world. On the occasion, the parliamentary secretary also released the first edition of the bi-monthly publication of SEN. Earlier, managing director SEN, Semto, in his keynote address said that SEN was formed keeping in view the imperative to create awareness on environment conservation to the populace. He said environmental problems in Nagaland are mounting up every day due to lack of awareness among the general public. Semto said SEN is committed to work in close co-ordination with the Forest department, Nagaland Pollution Control Board, municipal bodies and NGOs for effective conservation of environment.

With an effort to promote healthy organic food and reduce road congestion in Kohima, the Angamimiapfü Mechü Krotho (AMK) has welcomed its market doors for street vendors in Kohima. “Kohima town is very small. In addition, the sale of vegetables in the footpath makes the road narrower. Buyers have to stand in the street which often causes road congestion,” said AMK Adviser Salhuthunuo Kruse during a press conference held at AMK Ki on September 20. The AMK further stated that the food, vegetables, fishes, chickens are brought straight from the village and are fresh and organic with no pesticides. The AMK Ki, located opposite Congress Bhavan near NSF office, can accommodate 150 vendors which will be opened from Monday to Saturday from 6 am to 6 pm. AMK has also informed that the rent will

be paid on the basis of the sale. So far, AMK charges 20 Rs per day. With the maintenance of sanitation in mind, the trashes will be disposed off at the KMC garbage near NSF office. AMK also has a pay and use toilet with ample water supply. The organization further plans to accommodate not just locals but non-locals street vendors and informs that the vendors can come and approach the AMK office. AMK has appealed

Northeast Briefs TKS mourns DIMAPUR, SEPTEMBER 20 (MExN): The Tangkhul Katamnao Saklong (TKS) has expressed sadness over the “murder of late Ngamreishang Ningshen” of Alang village “by unknown persons.” A press note from the TKS condemned the “manner in which he was murdered and the manner in which his body was disposed off.” “It further stated that “such inhuman acts of barbarism by anti social elements is not acceptable in any society in today’s world as a means of resolving a difference.” The TKS informed that Ningshen was its vice president from 2009-2011 and stated that he had “immense maturity, responsibility” and that he was a “great leader.” While offering their condolences to the bereaved family, the TKS appealed to all “not to commit such acts of barbarism which tarnishes the image of the entire society.”

Mizoram court issues arrest warrant against Bru leader AIZAWL, SEPTEMBER 20 (PTI): An arrest warrant was issued against A Sawibunga, President of the Mizoram Bru Displaced People's Forum (MBDPF,) by a Mamit district court after the police failed to produce him before it. Senior Civil Judge of Mamit district court also directed the district police yesterday to produce the Bru leader before him on October 14. The judge had earlier issued an arrest arrest on August 28 and instructed the police to produce Sawibunga on September 19. The police had claimed that the MBDPF chief could not be arrrested as he is residing in a relief camp in Tripura. The court's orders came after Young Mizo Association filed a petition alleging that Sawibunga had, in a newspaper report in January this year, falsely accused Mizo people of assaulting Bru people and driving them out from their homes.

NE and Assam should also develop along with the rest of India," he added. GUWAHATI, SEPTEMBER 20 (PTI): Days after al-Qaeda issued a video threatening to carry out its campaign in India, Assam Chief Minister Tarun Gogoi today said the terror group is trying to set up base in the state and had "tacit understanding" with ULFA. "We have got some information that al-Qaeda is trying to gain access to Assam. We have taken steps to prevent any such development and asked all concerned to remain cautious," Gogoi told a press conference here. The global terrorist outfit had earlier too tried to set up links in the north east and Assam in association with insurgent groups here but failed to do so, he said. Asked specifically if al-Qaeda has any link with the banned ULFA, Gogoi said, "I think they have links. Even if there is no direct link as of now, they have tacit understanding ... They never criticise each other." The Chief Minister said security forces have received intelligence report that there are possibilities of some incidents east people reportedly being asked to stay away from the main venue during an event of Jinping at a luxury hotel in Ahmedabad, Gogoi said, "It is an insult to the north east. SHILLONG, SEPTEMBER 20 (THE HINDU): Pradip Kurbah’s Ri — Homeland Of Uncertainty looks at insurgency and reconciliation in NorthEast India and is built around the clashes between insurgents and the government. Set against the backdrop of ethnic conflicts in Meghalaya, it portrays how the young people of the state turn to militancy to show their anger against corruption and exploitation but, in turn, find themselves among a group of people fighting for an entirely different cause. Over time, their fight becomes about fear-mongering and killing rather than the initial questions that troubled them. Though the script takes a strong stand against using violence as a medium to seek change, it ignores the state violence that the government has used in the North-East for many years now. The movie captures the tension and the trauma of the times well, but it looks at notions of nationalism and insurgency from a clichéd stance of good versus evil. The movie starts off on a balanced note but falls apart when it tries to give definitive answers and solutions to questions solely through the lens of nationalism, offering the capi-

talist model of economic development as the only alternative. In the conversations between the insurgent Manbha (Merlvin Mukhim) and the lady (Elgiva Laloo) in whose house he hides after a police encounter, the lady explains how only trade, mining and large-scale business can bring development to the region. Most of us might baulk at the insurgents’ separatist view, but a capitalist development model is surely not the only way out. While some of the conversations in that climax scene made sense, and both Mukhim and Laloo acted convincingly, the movie would have been more intriguing had the script left some of those questions unanswered. Forcing a unidirectional solution to Manbha’s questions and using it as a pretext for Manbha’s surrender leads to an over-simplification of an otherwise complex narrative. It fails to convey the complex structure of other alternatives. The portrayal of the police department and the character of SP D. Kyndiah is also somewhat utopian. The turning point of the movie is reached when Manbha surrenders, following a melodramatic scene where he is sitting in a church and SP Kyndiah is waiting outside with his girlfriend to arrest Man-

bha. The use of Kyndiah’s girlfriend in this scene or for that matter in the movie itself is unnecessary. Having said that, the narrative flows well and the events unfold beautifully, backed by tight editing. From the choice of locations such as Sohra, Dawki and villages in Bangladesh, to the cinematography, cast and acting, Pradip Kurbah does a wonderful job of retelling the turbulent story that Meghalaya has endured over the years. Ri deserves the National Award for cinematography and direction, but a balanced script would have made it more powerful. Pradip Daimary, the cinematographer, has done a good job. A particular running shot where the actors go off the frame is interesting and reminiscent of Mrinal Sen’s experiments in the early 1970s. The depiction of loneliness is beautifully framed during a trek to Dawki from Bangladesh. The use of baul singer Lalon’s song in the shot of the four Khasi men on a boat in Bangladesh is powerful, especially because the director is questioning the anti-Bengali/Bangladeshi sentiments that run deep in the region. Ri’s success gives new hope and direction for Khasi cinema and can be an inspiration for the region’s artists.

40 gms heroin worth Rs 1.8 lakh seized AIZAWL, SEPTEMBER 20 (PTI): Mizoram Excise and Narcotics department's Anti Narcotic Squad seized 40 grams of heroin from two places in Aizawl, department officials said today. The officials said that 32.5 grams of heroin was seized from Lalrinzuali (40) of Falam, Myanmar while 7.5 grams of heroin was seized from Biaklala (20) of Zemabawk near Aizawl yesterday. The contraband was worth around Rs 1.8 lakh in the local market, the officials said, adding that the two accused were booked under relevant sections of the Narcotic Drugs and Psychotropic Substances Act, 1985.

JCO injured in ULFA attack on army convoy GUWAHATI, SEPTEMBER 20 (TNN): After a long hiatus, the Paresh Baruah-led Ulfa (Independent) on Friday attacked an Army convoy with a directional IED in Assam's Sivasagar district, injuring a JCO who was travelling with seven others in a truck. Owning up to the incident, outfit's publicity incharge Arunodoy 'Asom' claimed that six Army jawans were injured in the blast that was caused by three Claymore mines linked to cellphones. A security source said, "The IED was planted by Ulfa(I) cadre Ajay 'Asom' at the instruction of Ganesh Lahon, another cadre of the faction, who masterminded the attack." An Assam Police spokesman said at 7.30 am, the IED blast took place at Kanu Tea Estate in the Kherbari area of Sivasagar district bordering Arunachal and Nagaland. "The splin-

The village chief claimed that the Maring group was not the original settlers of Andro, but the Kabuis sheltered them as they were refugees in distant past. He claimed that the villagers of Sandang Senba hired some residents of neighbouring Uchol village and dishonestly fell trees at Salot hill on August 8 this year. The Uchol village was fined Rs 15,000 as compensation for the incident, Gandhar recounted, but insisted the authority of San-

dang Senba was still refusing to settle the conflict with his village. He said that notwithstanding his repeated appeal, the authority of the Maring village had declined to resolve the matter till date. Gandhar urged the village authority to stop causing communal tension in the future and rubbished the allegations made by the Northern Maring Elders Forum that the inhabitants of Andro have encroached upon 300 acres of land belonging to the Sandang Senba Maring village.

NPSC questions nullified

Had the NPSC known that these questions were taken from this book or other book for that matter, even if candidate’s complaint NPSC would not have entertained it for redressal. The NPSC is doing something illogical. If question setting is outsourced and exams conducted accordingly but NPSC is empowered to nullify questions what is the logic? And to me if NPSC outsource setting questions for our civil exams can they include relevant questions important for our state? What is the job of NPSC if it cannot find people (Educationalist, subject experts, professionals) to set questions for us? Being 100% outsourcing our questions for our state also reveals our total lack of integrity. Can NPSC not find people of integrity to set our questions? Will it not be wise of NPSC to be Aware of what quality, standard etc are to be followed? The way things are taken today the fate of educated Nagas are at jeopardy as any irrelevant questions can be set by companies entrusted and any complaint can filled against NPSC by any group, source even with such flimsy reasons like this present issue! Referring to one Mr. Toshi Longkumer allegation NPSC as spineless, if this is how NPSC function he is right. I stand with Mr. Toshi Longkumer. How can the fate of majority aspirants be put into jeopardy, uncertainty, confusions by some group just because the questions were from a particular book! Why have the complaints not value the book? Whose fault is it? It is the fault of your colleagues who studied that book and did well and you have no other reason to fight – and blame the book? I think we should come to our senses! How can a game played, ended with result, following all the rules and regulations be revoked, nullifying the winner and loser after the game? The same goes here, questions set, aspirants appeared and results to be declared soon and now suddenly NPSC nullifies 119 questions! How wonderful and shocking. Is this reality or a dream? If the fate of our aspiring young Naga educated boys and girls are to be decided not by the questions answered but by accepting and nullifying of questions after being answered, we Nagas will become the weirdest race on earth with the most foolish commission on planet. Wake up, candidates of 2014; you have all the reasons to reclaim your answered marks. However if you remain mute and accept the foolish verdict you are no better than an “idiot”. In conclusion I would like to challenge the Naga Students Federation (NSF) the apex body of Naga students to immediately intervene into this important issue – the ball is now in your court.

n 12th sep. 2014, the secretary NPSC from their website served a notification which have stirred my mind. It is notified as follows,” In view of written complaints received from various sources regarding NCS, NPS, NSS and Allied services exam 2014, this is to notify 119 questions in General studies (GS) paper – I. My contention is, why have NPSC nullified 119 questions out of 200 questions? What is the reason? Have the NPSC brought this issue for public debate? Is their action legal? What sources are the NPSC referring to? Are these sources the “super power” bodies to control NPSC? What are the reasons stated? I have read and seen only one individual express the opinion that this paper had majority of questions copy pasted from a single book. Besides this, I have not seen any complaint. In any public exam there can be instances where one/two questions may be irrelevant or printing mistakes be found where it may be found proper to nullify it, but to nullify 119 questions out of 200 questions is totally unfounded, bias and unjust. It is a total discrimination victimizing aspirant’s candidates of 2014. Regards this particular subject and the book in issue, “Tata McGraw and Hill (TML)” , this book is accepted to be one of the best reliable book even for UPSC exams! In our state, this particular book is even called and refered to as, ‘the bible of NPSC’, and I can bodly say most successful candidates have benefitted from this book. Or was this book TMH banned by NPSC in 2014 exams? Out of curiosity I have sat with some candidates and checked the questions and the book contents and found that there were some other questions that have not been nullified though it was from the TMH? If all questions from TMH were to be nullified why some questions were not? What are the reasons? Coming to the particular subject, General Studies (GS) is a very wide subject that needs to cover many areas to assess the knowledge of a candidate and it is apt and proper to assess him/her from 200 questions but what quality can it produce if h/she is only assessed only from 81 questions? It is incomplete! The secretary on 19/9/14 through a local paper have stated their handicap by informing the public that since the setting of questions are outsourced from professionals companies the commissions comes to know of errors if any, the same day with the candidates and corrective measures cannot be taken at that particular moment. To me this is an injustice to aspiring candidates. The NPSC must have decided on this to maintain transparency and reveal non – involvement of any leak of questions it still has far reaching consequences creating more problem than

Corruption in work places is sin. In fact, on this subject matter, there are

better preachers in the bars than on the pulpit! But we remain stubborn and love to indulge. Why? Because anything taboo is attractive - It is not science or theology; it is human nature. Stolen kisses are sweet. Nothing is more tempting or tastier than the forbidden fruit. And so many people are racing towards death with a confirmed ticket. The traffic is slow on the highway to destruction due to heavy jam! To disobey is inborn

This uncompromised national principle was mandated by all the Nagas as a whole and having had determined to have realized this sacrosanct national value sooner or later, we have been involved in struggle ad infinitum. Contrary to this, however, various political groups in the forms of factions have been cropped up and instead of fighting against the occupational forces, these groups are primarily being engaged in intra-petty conflicts whose by-product is fratricides and annihilative competition. ing affected by this, NNC/ FGN, from its inception till today, continues to wage war against deviation of political ideology and sincerely adheres to the path of national reconciliation. 2. NNC, for the sake of skeptics, is the political wing in itself whereas FGN is the government and whose application and nomenclature are thus slightly differed. The institution of NNC is composed of President, Vice President, General Secretary, Joint Secretary and Central Council Member. Also, there consists of Central, Region and Sub-Region and its members are directly appointed by the public for its smooth functioning. NNC is but without power on administration, finance and army, with an exception of realizing Re. 1 as membership fee from each

Naga individual. 3. FGN, on the other hand, is an established government. By virtue of this, FGN has the authority over Administration, Finance and Army, whilst Kilonsers, Tatars, Ministry Secretaries and Army’s rank and file are appointed for the aforementioned branches of administration and to work in close relationship with, and extending financial assistance to, its political body. 4. Some renegades, as sourced from verified data, who masqueraded themselves as “NNC workers” have been involved in varied forms of social evils by collecting unauthorized taxations through coercion and intimidation while completely desecrated by-laws, especially the Constitution (Yezahbo). As NNC is for all the

Nagas, we ought not to let the ‘wicked few’ to dispose off our national right on business terms. It is certain that those pseudo nationalists who claimed themselves as NNC assumed such big designations as Kilonsers, Tatars and army personnel of higher rank but whose authority is without a mandate. 5. The NNC stands clarified that the establishment of Transit Peace Camp was the direct result of Shillong Accord under the anonymous name “Underground Organisation”. It is, therefore, in the interest of our national cause, we resolutely warn these ‘few agents’ not to use the very name of NNC/FGN henceforth. If they would go on, the NNC opined, they should give their organisation their own name as “Transit Peace Campers”

or “Underground Organisation”. 6. On account of this, it is the responsibility of every intellectual Naga and each concerned to remain steadfast in our cause while rendering a concerted effort to root out this menace of financial greed that degrade our movement. Further, we extend our note to all who willingly donates for the cause of our nation not to entertain those masking individuals who work for money. Sooner than later, what had God’s words assured us will be accomplished. How good is Nagaland govt’s good sense?: A Response A humble proposal for consideration to the article captioned “How good is Nagaland Government’s good sense?” by a Naga gentleman Mr. Thepfulhouvi Solo in the local paper “Nagaland Post” Friday, September 19, 2014. He raised the question ‘How good is the Nagaland Government’s good sense?” to construct a Museum Cum Library in the Secretariat Area in memory of ‘Rani Gaidinliu.’ The Nagaland Government surely must have not only a good sense but have sympathy with human touch for a Naga woman who sacrificed so much for her Naga people and the country. In doing so the Nagaland Government without any prejudice but in justice irrespective of Nagas’ tribes division, sex, religion and territorial boundaries decided to construct the museum. Rani Gaidinliu and her Naga tribe Zeliangrong (Zeme, Liangmai (Zeliang), Rongmei and Puimei) live together as kindred brothers in their contiguous area. They live together in harmony sharing their land, water, air and all resources. They have come thus far through thick and thin as brothers and sisters walking together side by side. They sorted out all differences cropping up from among themselves or any kind of threat from outside. For instance, there were villages feuds even among their kindred tribes but it had been settled long back by their Zeliangrong Hoho and permanently established peace in the COVENANT “CHUKSU GOROUMEI” among themselves. They erected the Memorial Stones of Chuksu Goroumei (Peace Covanant) in their District HQs and other centres to remind themselves of the Peace Covenant. The most unfortunate situation for the Zeliangrong people is that the British divided their contiguous land into three parts and put each in Assam (N.C.Hills, now Dima Hasao District), Manipur (Tamenglong District and some contiguous areas in Senapati and Churachandpur Districts), and Nagaland (Peren District). But in the eyes of Rani Gaidinliu and most of the Zeliangrong people, they see their land as one in spite of the artificial states boundaries. Rani Gaidinliu was born in Luangkao village in Tamenglong District, Manipur but for the Zeliang and the Rongmei people in Nagaland Rani Gaidinliu belongs here in Peren District, Nagaland (except for some handful people), for the Zeme people in Dima Hasao District (former N.C.Hills) and the Rongmei people in Cachar District, Rani Gaidinliu belongs there in Assam and for the Zeme, Liangmai, Rongmei and Puimei living in Manipur, Rani Gaidinliu belongs there. The States of Assam and Manipur

want to own Rani Gaidinliu as their Freedom Fighter this day. But Rani Gaidinliu as a Naga woman belongs here in Nagaland. The Nagaland Government and its Naga people naturally as Nagas give more natural love to Rani Gaidinliu. In those days Assam and Manipur did not have high opinion about Rani Gaidinliu as she was a Naga woman. In this context, two incidents are quoted here below in the writings of Jawaharlal Nehru: 1. To Gopinath Bordoloi My dear Bordoloi, “I am very glad to learn from your Governor that the restriction on Rani Gaidinliu have at last been ended. I am quite convinced that it has been a monstrous thing for a woman to be kept in prison and restrictions for 18 long years. Nothing can justify it. I say so after having read all the papers and heard all the arguments not only today but for all these years. Sri. Prakasa is giving Rs.500/. It would have been a graceful thing for the Assam Government to have done so. But as this was not considered proper, I have sent a cheque of Rs.500/- to Sri.Prakasa. Sri.Prakasa has also suggested that her pension should be increased to Rs.75/- per month. I uunderstand that the Assam Government is not willing to give this even. I confess I am surprised. However it is for you to decide. If the Assam Government will not give it some of us will arrange to give it out of our private pockets. The sum is not a big one anyhow. But it would be a graceless thing if a Government which has kept a woman in prison 18 years object to paying her pension now.” Yours Sincerely, Jawaharlal Nehru

During a correspondence for release of Rani Gaidinliu - one Mr. Sharp, a British Agent in Manipur once remarked “a surly girl” referring to Gaidinliu. Jawaharlal was so unhappy and remarked, “Manipur a tiny state which is not known by outside world but only for Rani Gaidinliu and Manipur Raj Lila dance. In the 2011 Independence Day, Kohima speech delivered by Mr. Neiphiu Rio, the then Chief Minister, he announced “The Government is

also giving due emphasis to development of rural tourism infrastructure. As tourism and culture go hand in hand, the Art and Culture Department is planning to set up Rani Gaidinliu Library-cum-Memorial Museum in the State.” A memorandum was submitted to Mr. Neiphiu Rio, the then Chief Minister of Nagaland on the occasion of his August visit to Tening Small Town by Rani Gaidinliu Integrated Foundation (RGIF) on 12th October, 2009. In his magnanimous gesture, he declared in the public gathering that he would recommend to the Centre (GOI) for Rani Gaidinliu Library-cum-Memorial Museum at Kohima. True to his promise, he recommended to the centre and it is actualising now. It is possible first because of the statesmanship and grace of Mr. Nephiu Rio, the patronage of the present Chief Minister Mr. T. R. Zeliang and Mr. C. M. Chang the former M.P (Nagaland) and Mr. Bijoy Krishna Handique, the then Union Minister, DoNER. Ultimately, the project is put under the Directorate of Art & Culture, Government of Nagaland. Jadonang and Gaidinliu had been fighting for the Naga Raj but the movement was confined in the Zeliang areas of Nagaland; Zeme and Rongmei areas of Assam (N. C. Hills and Cachar District); Rongmei, Zeme, Liangmai and Puimei areas of Tamenglong District, Manipur. The Independence Movement of India and the Congress Party which spearheaded the Movement considered all Movements against the then British Rule – the Freedom Movement and the persons involved are the Freedom Fighters. After Jadonang, Gaidinliu opted for the Integration of her Zeliangrong people under Indian Constitution. The Naga Independence Movement in the long run sharply divided into two groups of opinion for the best interest of the Nagas. One group opted for the Nagaland State under the Indian Constitution, and the present Nagaland State was created. The other group tenaciously cling for the Nagas’ Sovereignty. In the mean time, the Zeliangrong people were also sharply divided into two groups – the Nagas sovereignty and ‘under’ Indian Constitution. Rani Gaidinliu opted for the integration of her people under the Indian Constitution while the other group carried on for the Naga Sovereignty. The Zeliangrong representatives of Manipur who wanted to join the Nagaland State were way laid and forced to go back by the Naga National workers of Zeliangrong region (Naga Crucible by Namthiubuiyang Pamei). Fellow Naga brethrens are enjoying in the Nagaland State of Nagaland as a result of the collective sacrifice of

life, toil, sweat, and sufferings of all the Nagas whether they be of Nagaland State, and other Naga areas such as Assam, Manipur, Arunachal, and Myanmar. The majority of the Naga brethrens who live and enjoy in the hard earned Nagaland State are so understanding, and they collectively see the Nagas as a whole with love. The other Nagas who have been fighting for the Naga cause are still not getting their due share. They are not begging for sympathy from their brethrens of Nagaland state nor do they indulge in envy and jealousy. But they deserve your understanding and sincere hearts of love. Rani Gaidinliu is most slandered and misunderstood. When she was in Yimrup, now Tuensang District, she was once converted into Christianity and she had been quite happy with her new faith. But she gave up Christian faith (MANIPUR: Maid of the Mountains by R. Constantine). I am a Christian. From 1975 – 1977, I was the Personal Secretary to Rani Gaidinliu and I never compromised my faith. The repentant Christian who accepts Jesus Christ as a personal Saviour and who yields to the guidance of the Holy Spirit is always guided by the Holy Spirit. But Salvation is personal between an individual and God alone. We Christians are commanded not to judge. However, during my short experience with her, I learnt that Rani Gaidinliu was surprised by the Christians attitude of judging and slandering. Our Christian faith was very fragile those days. Singing traditional songs, dances and cultural activities were tabooed. The approach of propagating the gospel was sometimes forceful and slanderous. Gaidinliu was also one of the victims. In our place, even listening to the radio, watching cinemas, reading the newspapers were forbidden once. In the eyes of a Christian in those days, Gaidinliu was a devil possessed woman. We know that being a nominal Christian has no assurance of salvation, and may be living in the influence of the devil. I do not have authority to say about her salvation from Christian perspective but she was a great woman who inculcated and practised religious tolerance. She loved her Naga people and she loved them to the end. She lived in Kohima from 1966-1993. Within this period, she spent two years with Zeme Nagas at Hangruma village, then N. C. Hills, Assam in the last part of her life. The last short phase of her life was spent in her native village Luankao, Tamenglong District. She died in her birthplace. The British arrested Gaidinliu and her kid brother, who was a little boy of about 11 years in Pulomy village on 17th October, 1932. Her kid

brother was exiled to Yimrup village, now Tuensang District while she was imprisoned for 01 year in Guwahati jail (1933), 06 years in Shillong jail (1934-1939), 03 years in Aizwal jail (1940 to 1942) and 04 years in Tura Jail (1934-1947). Her kid brother grew up in Yimrup and married a Chang lady of Yimrup. He became a Chang and he died a Chang. He is a freedom Fighter awarded by GOI. His name is Mr. Khiusinang Marang Chang. His mortal remains lay buried at Upper Forest Colony, Kohima while his sister Rani Gaidinlu is buried in a far away place. Not only in death were they separated, but even in life, she and her kid brother were separated to the extent of becoming other Naga tribe. They are proud to become one of the Naga Tribes. For Rani Gaidinliu the artificial boundaries do not separate her Naga people. In her words, “development is very thin” when her people are living in separate states as minority. In 1966, Rani Gaidinliu surrendered and was received by the Honourable Minister, Nagaland (Father of Mr. Himato Zhimomi, Commissioner & Secretary, for Tourism, Art and Culture). Since then the Nagaland State Government took care of her till her death. Mr. S. C. Jamir, the then Chief Minister of Nagaland allotted the Government V Type Quarter in the name of Rani Gaidinliu (posthumous). She was conferred a number of awards and honoured in recognition for her selfless service: 1. Recipient of Freedom Fighter award, the Tamra Patra Award 1972 by Prime Minister Indira Gandhi. 2. The Padma Bhushan in 1981 by President of India Neelam Shanjiva Reddy. 3. The Vivekananda Sewa Samman in 1983 by Bada Bazar Kumarsabha Pustakalaya, Kolkata. 4. The Birasha Munda Award 1996 (Posthumous) 5. One Rupee Indian Postal Stamp in her name, released in 1996. 6. The Government of India instituted an award called Stree Shakti Puruskar in honour of six eminent women in the Indian history. They are Devi Ahillya Bai Holkar, Rani Lakshmi Bai, Mata Jijabai, Rani Gaidinliu, Kunnagi and Rani Rudramma Devi. These awards of Rs.3 lakhs and a citation are given away every year on the 8th March (International Women Day) to veteran women social workers in recognition of their outstanding services for the society. The recipients are recommended by the state Governments and

screened by the Screening Committee, GOI. 7. The Union Ministry of Defence launched on November 6, 2010 “IPV RANI GAIDINLIU” (Inshore Petrol Vessel) 51.15 metres of length and 8.36 meters breadth. The vessels are fitted with an advanced Global Maritime and Safety System (GMDSS). The armament consists of one CRN 91 Naval Gun along with its fire control system. They also carried one rigid inflatable boat. The ship crew consists of 5 officers and 34 men. It is needless to say that the monarchy system had been long abolished when India after her independence became a Republic India. Jawaharlal Nehru was not a fool to address ‘Rani’ on a very strict term but in his magnanimity out of love and high respect of a woman who dared to challenge an Empire addressed her ‘Rani.’ From then on, the title ‘Rani’ is attached to her name. Gaidinliu was not a fool either to use the title ‘Rani’ but she accepted it out of respect and gratitude for a great man in the person of Jawaharlal Nehru who had shown justice and kindness for her and her Naga people. Nelson Mandela, Martin Luther King Jr, Aung San Suu Kyi - they all have found their places in the hearts of their people for their sacrifices and love but some of our Naga leaders hardly find their places as they deserve in the hearts of their Naga people. Rather they often find slander, gossip and at times are branded as murderers arising out of fabricated rumours. Rani Gaidinliu is widely known and respected not only amongst our Naga people but in the National and International levels. She is a lone woman Freedom Fighter from the Northeast, and the Northeast people respect and love her. Volumes of Rani Gaidinliu’s good and selfless sacrifices has been said and written by people in the Northeast, National and International levels but there is no space to accommodate in this paper. Nagaland Government in perfect senses under the magnanimous leaderships of Mr. Neiphiu Rio, the then Chief Minister, Nagaland, Mr. T. R. Zeliang, the present Chief Minister of Nagaland, Mr. C. M. Chang, the then MP of Nagaland, and Mr. Bijoy Krishna Handique, the then Union Minister, GOI, have established this Rani Gaidinliu Library-cum-Memorial Museum, Kohima, in the interest of the Nagaland State in particular, and the Nagas as a whole. DIMAPUR, SEPTEMBER 20 (MExN): Based on a specific information, the Anti-Extortion Team of DEF Dimapur raided the residence of L Thoyba Rongmei(55) of Rangailong colony under East PS Dimapur & chairman of Ragailong colony, on September 20 and seized an amount of Rs. 13,200/- and one booklet of “labour registration 2014” issued by Government of the People’s Republic of Nagaland Union Territory from his possession. According to a press note from Addl. Superintendent of Police/PRO, Dimapur, 43 labour registration slips were found already detached from the booklet and only 7 forms were found intact. It further added that, the arrested chairman admitted that the booklet was handed over to him today by Vikheho Yeptho, a member of GPRN/NSCN who was later arrested collecting labour tax @ Rs.300/-per head from the non-locals at his residence.

Higher Education in India: Critical issues and challenges Dr. Xavier Mao

wish to begin my article with a definition like a statement about education. Education is a unitary concept. In other words, education is an organic and holistic concept. Unfortunately, holistic nature of education has not been emphasized in modern India. Further, this may not be an exaggeration to say that even in the western world that is, the so called developed industrialized countries for some reason or other had miserably failed to emphasize this point. Therefore, this may not be wrong and inappropriate to say that today in the world, the basic objectives of education have not only been wrongly set but there is mismatch. In other words, there is nothing in modern education that aims at creating, fostering and nurturing the basic objectives of education. From time to time survey reports purportedly placing educational institutions in terms of advancement and excellence. In India, the so called reports are causing headache among the educationists including statesmen and politicians. The cause of this worry and lament is that no Indian educational institution finds a place in 200 top universities in the world. I wish to point out in this connection that the first and foremost objective of education shall be to create good human being. Today in the modern world this point is carelessly ignored. There are top ranking universities in the world like the MIT, Harvard, Standford, etc in US, Oxford, Cambridge, London University in UK, Heidelberg University in Germany and Tokyo University in Japan. However, in their curriculum there is nothing which aims at creating good human being. Civilization can grow, sustain and develop only when there are good human beings. Most of the crimes today in the world like rape, theft, murder, embezzlement of public funds and killing of innocent human being are done by the so called highly educated people. What could be the reason? Less educated or non-educated ones very rarely commit such offences. Even as per the statement made by Dr. B. R. Ambedkar that educated man without moral values and character is dangerous than beast testify to the above. I wish to submit in this connection that there is something basically and primarily wrong with our educational system. The second objective of education shall be to create and develop the cognitive faculty and also to inspire and encourage questioning spirit in the students. The mushrooming of coaching centers and tutorial homes in length and breadth of the country not only in humanities and social sciences but also in hard sciences like physics, chemistry and mathematics and applied subjects like medicine, engineering and technology have created havoc. To realize this fact one has to simply come to metropolis like Delhi, Mumbai, Madras, Bangalore, etc. and look at the houses of advertisement for coaching for various entrance exams. The disease is so rampant that the day we give to small children of primary school studying in class 1, they are sent to coaching centers. I call them teaching shops. In due course of time, in attending such coaching centers the child loses interest in study and home work. Private coaching and tuition are like disease like a government doctor doing private practice. To realize this point one has to simply to come to West Bengal, Orissa, Andhra Pradesh, Kerala etc. to see government doctors indulging in rampant private practice. Willy-Nilly private tuition rendered by government employees of school and colleges and private practice of government medical professionals affects not only teaching and learning but the health care of common people in whose name democratic government is supposed to be run. The last but not the least objective of education shall be to empower and equip the students to earn a decent living. But unfortunately this thing is not being done in India. As a result unemployment keeps on rising at an alarming rate. Without realizing this important fact and without taking necessary steps to ameliorate this precarious condition the so called education planners in India wish to increase the number of universities and colleges. The other day the ministry of human resource development of the government of India declared that she wants to multiply the number of post graduate students in India. I will point out in course of my article the minister is without proper thought and planning. I wish to maintain that education is a unitary concept; therefore, the division of education into primary, secondary, colleges and universities, education has created havoc and lopsided development. he issue of Retirement Act 2009 re-surfaced few weeks back in local daily papers before it could live even five years, apparently equating the service life of the employees with that of the floating price of potatoes in the markets. And obviously it is already in the scanner of the state government too. However, barring deplorable few, no frontal employees’ bodies, students’ bodies, intellectuals and NGOs etc. so expected to make a clear stand have maintained silence, so far, so un expectedly. Highly expected by the commoners to be a ‘thinking group of people’, are perhaps on in a second thought, taking its time. If its consequential impact to be felt would be restricted to fraction of employees only, it may well be left to their liberty alone. However, its social widespread ramification will be far and wide beyond the confines of their walls festering all employees, students, unemployed youths and all walks of general public. Hence, a second thought is imperative to budge on with. The two numbers (35 and 60) have stunningly proved beyond doubt to be the two sides of the same coin, the head and the tail on the other side. Primary education constitutes the very basis and foundation of all education including university education, teaching and research. It is unfortunate that primary education in India is not properly organized and planned. Ideally speaking up to 10+2 level education should be compulsory and free for certain weaker sections of the society. But regrettably, this is not done. Further medium of instruction up to class 6 level should be in mother tongue of the students. Unfortunately, the English medium school through private enterprise is multiplying like anything. It is sad to note even in certain states in rural areas private English medium schools are being setup. On the one hand, central government has started giving classical status in certain Indian languages. Recently, oriya language has been accorded classical status by government of India. Previously Sanskrit, Tamil, Marathi and certain other languages have been accorded classical status. Giving classical status has monetary implications to such languages. Government of India gives one time grant of 500 crores of Rupees and annual grant of Rs. 100 crores to encourage research in these languages. But it is a travesty of fact and irony that no parents are willing to send their small children to mother tongue school. Not only is this an established fact that small children spent their time and energy in learning foreign language at primary stage. Ideally the child must be taught in the languages that s/he speaks at home, otherwise, it leads to stunted intellectual growth. The situation in the North-East is very precarious. Many sub tribes of Nagas have no literature in their respective languages. If one visits Shillong, one will invariably notice that Khasi medium schools are languishing day by day. This shows the language policy in India is faulty and defective. Every Indian must learn Hindi, English compulsorily besides mother tongue. The three language formula Hindi, English and mother tongue if encouraged will be meaningful remedy for India. Though initially there was strong reaction in Tamilnadu against Hindi, yet the politicians and statesmen of Tamilnadu have grown judicious and they have allowed students to learn and pickup Hindi. It may be mentioned in this connection that Hindi related speaking language, Hindi should be compulsorily taught. After six decades of Independent Indians do not have a clear cut language policy in India. Willy-Nilly the Indians have accepted Hindi as the Lingua Franca as necessary. Further, total man power planning is necessary in India today. That is to say after completion of 10+2 level 50% should go for college education. The rest 50% should be given meaningful and effective technical and professional education depending on their temperament so that they can compete in the world mar-

ket. To achieve this, available and arable agricultural land should be nationalized. I wish to point out in this connection that instead of nationalizing bank, the great prime minister of India (Indira Gandhi) should have taken steps to nationalize arable land and this land should be given to young people on lease basis with provision for irrigation and other facilities so that migration of landless laborers from one state to another state can be discouraged. By now we know the plight and miseries of such migrant laborers. I wish to point out that this is the result of our defective agricultural policy. Further, technical students should be given the arable land for scientific farming and cultivation so that they can meaningfully go for self employment. The ex-president, Dr. Abdul Kalam, is emphasizing world class technicians and technology. But one is yet to say no state has taken in this direction and no plan is in the offing, without total man power planning and creating centers and institutes for education and training, for such people the proposal becomes meaningless. The Government of India in the MHRD is planning to create more colleges and universities and their stated objective is to create more and more graduates and post graduates. They lament the less number of the post graduates compared to other countries. I wish to point out in this connection that the Government of India does not know and realize the effect of multiplying graduates and post graduates. They forget that effective and meaningful graduate and post graduate should be created. 15% top students should go for master’s courses and 5% out of 15% should go for research reserving only for those students who have the real aptitude and genuine interest. At this stage, students interested in agriculture, medicine and engineering should be allowed to compete. I wish to point out in this connection that the coaching centre in preparing in medical and engineering should be banned forthwith. Marks secured in exams and interview performance should be the sole criterion for choosing medical and engineering courses. The student capitation fee based on admission is an evil. And as far as possible it should be done away with. In fact a graduation should be treated as the final degree for any entrance to other exams like civil services etc. A new and very alarming situation is emerging in this connection in India. It may be noted in this connection that good students from various parts of the country take admission in Delhi University and JNU in post graduate and PhD and prepare for Civil Services exams thereby PhD becomes secondary. The sole motive for preparing civil services exams, one can just go round Delhi and find out bright students go for IAS exam. Our graduation program is such that they find difficult without further study of M.Phil or PhD etc. Now the question is why should the bright students choose civil services? The answer is very simple. As a matter

of fact, the civil servants along with politicians rule the country and they get maximum benefits both the prescribed and not prescribed benefits. The late Education Minister, Mr.Pranab Sen, wanted to give pay parity to university and college teachers with the so called civil servants, but the situation did not improve. The best and bright students till date prefer to join civil services. Some highly dedicated and committed individuals still come to the academic profession but this number is more of an exception rather than the rule today. What could be the reason? The answer is the elevated socioeconomic status. The salaries of top executives in the private sector are very high and there is no justification at all. As a result of such huge gap salary disparity hardly any person of talent feels attracted to the domain of higher education which pays a small amount in comparison. It is high time that perk and position are not given to a sector employee in lieu of others and overall socio-economic condition must change in India. During these years, the salary and promotion avenue of college and universities have increased multi fold but in spite of all these the standard of teaching and research have not improved visibly. Many teachers joined coaching centers to give coaching classes to aspirants for various entrance exams. It is a vicious circle that certain jobs are highly lucrative for example in certain parts of the country doctors from government openly indulge in private practices. In certain cases professors of medicines and surgery of government run institutions is not free from this malady. How do we expect excellence and teaching if we allow for private practice? It is late professor Triguna Sen the former vice chancellor of Jadhavpur and BHU who became the Minister of Education suggested and saw to it that teachers of the universities and colleges get pay and salary more or less on par with civil servants. Today, the situation is different. The salary and the service conditions of university and college teachers are almost on par with their counterpart of civil servant. What could be the reason? The reason lies not in the pay scale but somewhere else perhaps. Only salary of university and college teachers was very small compared to those of their counterpart in the past yet teaching was properly done in some universities and colleges. Private tuition was almost not existent and unknown. It appears a contradiction firstly the greed of so called higher echelons society at all levels and stages are increasing multifold and teachers are no exception to it. They see in their own eyes how semieducated politicians having criminal background are accumulating wealth by leaps and bounds. And the so called leaders of government keep quiet. Rampant corruption and malpractice almost in all walks of life has given rise to such degenerate condition. Therefore, the idea of increasing the number of colleges and universities will not solve the problem. Rather, it will multiply problems. There are instances where unqualified persons appointed were cancelled and yet appointed by vice-chancellor through the backdoor such instances are not few and far between. This is in a way going to be a regular feature of university system. Of late some state universities are advertising for the post of vice chancellor and for one post of vice chancellor there are more than hundred applications and governor of the state as the Ex-officio chancellor of the university is required to conduct the interview. Gone are the days where Sir Ashutosh Mukherjee, Radha Krishnan, D. S. Kothari were invited as vice-chancellors not on advertisement, but on invitation. In nutshell 1. Total man power planning is a must for India. 2. Education up to 10+2 should be free and compulsory. After 10+2, 50% students should go for technical and meaningful agricultural and industrial sectors. 3. Total arable land in the country should be nationalized and should be given to trained personnel with provision of irrigation and other necessary facilities. 50% of the rest, 25% should go for medical and engineering. Out of the 25%, 20% should go for BA, BSc and other collegiate education, post graduate education MA, MSc, MCom including research only 10% should be allowed to go. As far as possible graduation degree should be treated as the terminal degree for any kind of public examinations. In other words, Students should go for civil services and other jobs after graduation. In due course of time five year graduation program should be introduced. This proposal is bound to remain as wish fulfillment if drastic change in the social-economic order does not take place. Perhaps partyless democracy as envisaged by Jay Prakash Narayan is the alternative to cure some of the ills and maladies of Indian democracy today. Last but not the least changes in education should be treated as comprehensive and holistic.

Mystical Nos. 35 and 60, two sides of the same coin mystical numbers 35 and 60, absolutely suitable for changing and transforming a unique state like Nagaland of this day and age. So herein, I congratulate all ’Naga intelligentsia’ including the NSF, CANSSEA, NCSA and the others who led the pursuit few years ago successfully. In all honesty, (with due apology to the few but respectable and intellectual Nagas for this laud and elaborate article and also debatable topic) I con not help but to raise a whimper so as not to make this issue‘consulting the doctor only after the ailing patient has already passed away.’ It may not be wrong to say that this is one of the most conspicuous of all Naga habits. The Retirement Act 2009, in force at present is a ‘residue’ of a wide range of public debate and study over a long period of time (years). The ’residue’ has also passed ‘smoke and fire’ test of the Supreme Court of India. This being a delicate and highly sensitive issue and in view of widespread bearing on general public life, one may aptly conclude that it is not that kind of kitchenware to be touched then and now. A notion that, retiring immediately after 35 years of service curtails contribution at their best stage, early retirement lengthens pension paying periods or adverse affects of block retirement at one go etc. seems just an inclined paradox. If only one has the commitment and ability to contribute, one could have given her/his everything and anything during 35

Not only the retired or ex-servicemen but also for handicaps, destitute and all aged citizens welfare schemes like, the ‘Jan Dhan Yojana’, being the latest, pensions of various foams, insurance, housing etc. for a decent sun-set life with dignity is an endeavor of a welfare state like ours. So such things need not be underscored as a threat or a burden by any ‘thinking people’. National average life expectancy of India as of now is 68.5 years, so half of it is say, 34.3 (Male-67.3 and Female-69.6). So the 35 years of limit appears to be quite reasonable and acceptable if not maximum. If one can remain in office for longer than half of his/her whole life span, what more? or how long is enough? Those who enter services at the age of 18 stays in office for 42 years but who enters at 35 stays for only 25 years, so the variation in the length of service is 17 years. So if someone can enjoys 17 years longer than the other colleague working under the same government then where is the

‘equality’ the basic and a constitutional right.? Limit in the length of service (35) ensures ‘equality’ to an acceptable/ practical extent, it reduced the variation from 17 years to 10 years. Because, those who enter services between 26 to 35 years (those who are more educated/skilled, executives or creamy layer of employees) will retire only by the superannuation age of 60. However, the 35 (limit) affects only those who enters between 18 to 25 years of age, who are also the less educated/skilled employees, but if 35 ( limit) years is removed, the government will be utilizing the services of those less educated/skilled employees much longer than those more educated/ skilled employees to the total disadvantage of the govt. and the general public. It seems there are hardly few who cares to pause for a while, to think why there should be a limited term (five years) to remain in ’public offices’ vested with high powers and authorities. It will certainly do more harm than good if the term of offices like, President, PM, MPs, Gov, CMs, Ministers or Heads of other constitutional bodies are without limit or even for 35 years. Its purpose need not be explained further, I suppose. Likewise, offices of govt. employees and staff are ‘public offices’ vested with categories of powers and authorities. Question is, why some few who are expected to be a ’think tanks’ of the govt. could not comprehend and welcome at least a certain/little limit (say, for few

years) It appears that those who speaks few words against the limit (35) are speaking volumes and volumes of their inner mind, rather than social-centric whimper. Rationally speaking it will be cross injustice doing to the senior employees who had already left their chairs. Yesterday, seniors were shown the exit door of the office, then after, when all were gone one by one, but of course unwillingly, their chairs were merely taken over and having seated comfortably, now shouts at someone who has the key to lock the exit door, so much so that his/her over-stay (more than 35 yrs) in office may appear legal on the pretext that exit door of the office is being closed, or in other words, it is, to stay on with ‘legally forged’ extension order. Then comes the 7th ROP/Central Pay Commission which has already been appointed and to table its report by mid-2015, speculating with enhanced superannuation age from 60 to 62. And if so, in our case, it will come by and large binding. So now, is it really imperative to make haste on this? My honest intend is to book-mark as much ingredients as possible to enable intellectuals and Naga leaders to offer a blended food to the delight and nourishment of the mass employees and the Nagas in general, to make sure not one grumbles. As such, a particular point of interest need not be underscored as a threat to be reacted with. Let the perfect coin be continued to be a perfect coin, in the hands of the Nagas, with its Head and Tail, for as surely as a defaced coin (one sided coin) will be of no use a coin. I wish tomorrow, Nagas will not be compelled to travel to Nasik.

he Sudanese mother who was sentenced to hang for refusing to give up her Christian faith has spoken about her ordeal for the first time, saying she never once considered giving in and that she made her stand on behalf of all those facing persecution around the world because of their religious beliefs. Nearly two months after finally being allowed to flee her native country and taking refuge in the United States, Meriam Yahya Ibrahim, 27, said she had been subjected to intense daily pressure while in prison to accept conversion to Islam but that she consistently refused to give in to her captors’ demands. “If I did that that would mean that I gave up,” she said in a first interview given to the Fox News Channel in the US. “It’s my right to follow the religion of my choice. I am not the only one suffering from this problem. “I put my life at risk for the women of Sudan and for Christians live under difficult circumstances, persecuted and treated harshly. There are many Meriams in Sudan and throughout the world.” Ms Ibrahim, a Christian, revealed that following her arrest on charges of apostasy last year – abandoning Islam – she had been given three days by the authorities in Khartoum to succumb and reconvert and that she had refused. “I would never leave my faith. If you don’t have your faith, then you are not alive.” There was an international outcry when a court in Khartoum subsequently

In the past when our land was invaded by foreigners, the invaders got the better of us as they conquered most of our territories. The secret behind their success was that they followed certain strategies which were initiated by their able leaders. The manner in which they started controlling almost the whole world portrayed their ambitious nature. But their dominion over us did not last long because of the emergence of powerful world leaders and nations. The pressure had been on them to give up the territories which they held. They finally had to relent to the dictates of the world leaders. The purpose of this write up is not to criticize them for what they had been, rather it is to acknowledge the changes and the difference they made in our society.

A question All the people of Sychar knew the disgraceful character of this Samaritan woman. So why did they takeher message seriously and came out to meet Jesus?There is good reason,the people saw the astonishing change which had come over her. Jesus transforms lives. “Therefore, if anyone is in Christ, he is a new creation; old things have passed away, behold, all things have become new!” (2 Corinthians 5:17) Jesus stayed with the Samaritans for two days. Many Samaritans of Sychar confessed their personal faith in Jesus. Why do we condemn others? Jesus met a Samaritan woman who had relationships with five men. Jesus did not condemn (mejo) her immoral past lifestyle. He was not nauseated by her. He was not ashamed to talk to her. He even asked a drink of water from her.Jesus did not say a word of condemnation to the people of Sychar for the sins they had committed. Jesus never carries a rod to hit people as soon as they commit a sin. Our past life is not important to Jesus. All He wants is for us to repent and come to Him today. "For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life. For God did not send his Son into the world to condemn the world, but to save the world through him” (John 3:16 & 17). We are commanded to love God and to love one another. So why do we condemnother people? Why cannot we love one another with agape love?If our vertical relationship, to love God is wrong, then our horizontal relationship, to love one another too will go wrong. Conclusion: We go to church.We sing hymns.We read the Bible.We tithe.We pray.We have fellowships.Sometimes we fast.Is that all? Do we stop from there?There are many Samarias around us, some not even far away.  Those who have not heard the gospel of salvation-our Samaria.  People dying of hunger and poverty-- our Samaria.  Those suffering from HIV AIDS or terminal diseases-our Samaria.  Orphans and those ignored by society-- our Samaria.  There is too much corruption-- our Samaria.  People living in drunkenness-- our Samaria.  The scorned widows-- our Samaria.  Victims of road mishaps and accidents-- our Samaria.  Women in the flesh trade due to compelling circumstances-- our Samaria.  The old and aged people who don’t have anyone to care for them-- our Samaria.  The sick who cannot afford to pay the doctor’s fee or buy medicines-- our Samaria.  We have no peace; people are killing each other-- our Samaria.  Those fending for themselves during natural disasters and calamities-- our Samaria. Jesus went to Samaria. As His beloved people we ought to follow His footsteps by going to any specificSamaria or SamariasHe has called us to go. By going we glorify His name.

quest as well,” she said. “When it was time to give birth, they refused to remove the chains from my ankles. So I had to give birth with chains on my ankles.” Meanwhile, the attempts to force her to convert were relentless, she revealed. “While I was in prison, some people came to visit me from the Muslim Scholars Association,” she said. “These were imams that

created an intervention by reciting parts of the Koran for me. I faced a tremendous amount of pressure.” Under Sudan’s strict Islamic penal code women are forbidden from switching faiths. It also states that a woman’s faith is determined by that of their father. Ms Ibrahim, a graduate of Sudan University’s school of medicine, was indeed born to a Muslim father. However, her mother was Christian and she insisted at her trial that she had been raised from birth as a Christian. In 2011, meanwhile, she had married her husband, Daniel Wani, a Christian from southern Sudan who also had American citizenship. He had taken up residence in Manchester, New Hampshire, where the couple and their two children – one born before her ordeal – are living today. Ms Ibrahim was released in June after Sudan’s highest court overturned her death penalty. But she and her family were forced to seek refuge in the US embassy in Khartoum after the Sudanese government refused to allow her to leave the country. When finally she was given permission to leave in late July, she made a stop in Rome and was granted an audience with Pope Francis before continuing on to New Hampshire. Living in Manchester, a city with many Sudanese refugees, seemingly has challenges of its own, however. “I still don’t have a stable life but it’s better than prison,” Ms Ibrahim said.

Encouragement for weary spiritual warriors

magine living within a walled city that's under siege from a foreign army. Soldiers milling and marching on all four sides, siege ramparts under construction and the terror of flying firebrands from outside. Add to that the lack of food, the prospect of death or slavery, ravaged families, and loss of communication with the outside world. Your focus is impending doom. You have lost the offensive posture in life. All you can do is sit and wait. You are forced, by circumstances, to be on the defensive. Your fate really lies outside your control. Can you outlast the enemy? The siege wears on and on. Depressive circumstances never quit coming. Forced to maintain a defensive, survivalist posture, you are not cheerful or optimistic. Dominant moods are despair, depression and fright. Safety within the city walls appears very tenuous and temporary. Though the circumstances surrounding Psalm 46 are unknown, the encouragement given applies to anyone under siege—in a wartorn part of this world, from disastrous personal circumstances, or an emotional nightmare that gives no hint of going away. God with us Verse 1 knifes through our personal blackness as a great shaft of light: "God is our refuge and strength, an ever present help in trouble." These same words inspired Martin Luther, after the lifting of the siege of Vienna in 1529, to write his immortal Reformation hymn, "A Mighty Fortress Is Our God." We find ourselves in Him. We may be "in" trouble—but we are not outside of God's care, protection, and love. Our resources won't last— but His strength will. In your hour of need, the enemy will tell you the Lord is never present, seldom present, or sometimes present; but, Jesus is ever present. (See Matt. 28:20; Heb. 13:5.) The psalmist leaps to a prospect even more foreboding than the siege: a horrific earthquake in which the mountains collapse into the sea, tidal waves roar in, and mountains tremble. In such a time, he declares, "Therefore, we will not fear" (v. 2). You have a choice: Trust God and do not fear, or mistrust Him and fail. You will get no emotional benefit or comfort from His presence unless you realize He is there: your refuge, strength and help. God above us The message in verses 4–7 parallels with John's vision of heaven while exiled on the island of Patmos. Above the tumult of Earth's desperate conflicts, a city pristine and pure hovers in the heavens. (See Rev. 21:2.) Our world may be chaotic, but not His. Likewise, this psalm lifts our hearts and minds out of the city of siege to the eternal city of God. Our earthly night will end for "God will help her at break of day" (v. 5). God loves the breaking of day. Daybreak ended Israel's bondage and slavery when the waters of the Red Sea engulfed the enemies of God's people. (See Ex. 14:17.) Our Lord rose from the dead "early on the first day of the week" (Mark 16:9). When Jesus comes again, the long darkness will end in the golden daybreak of His eternal dawn—no night there. (See Rev. 22:5.) All is well in the Jerusalem above. God is in residence. Nations below may be in uproar, but when God lifts His voice kingdoms fall and the earth melts. No wonder the Psalmist declares, "The Lord Almighty is with us" (v. 7). But why does he also say, "The God of Jacob is our fortress" (v. 7)? Why mention Jacob? Jacob struggled and prevailed. He knew the insecurity of not being the favored child, of being a fugitive from his brother's anger, of being cheated and tricked. He knew loss: his beloved wife and the presumed death of his adorable son. Without those struggles, God would have remained to him as "the God of my father Isaac and grandfather Abraham." But through his struggles the Lord became very real to him. God over the Earth From the vantage point of the eternal city, the psalmist now looks down on the besieged earthly city. From there he sees from God's line of sight, not just the one spot where hell is breaking loose. The larger perspective helps you understand that God has triumphed in many humanly desperate situations. The invitation to "come and see" results in a tour of His conquered battlefields. (See vv. 8,9.) Such a visit produces a great calm within. (See v. 10.) I must make the connection: If He won victories elsewhere, He can do it here and with me.

Enemy of our Nation Though they did make a mess of our political rights by being insensitive to the needs of our people. When our freedom was declared, our adversary pounced on us when we were least aware of it. The present political situation which we are now facing is the result of the mistakes of the former. When the war between the Nagas and the Indians emerged, our national security was threatened and our physical existence was also threatened. The then government of India even went to the extend of annihilating us. The proofs of all these instances and accusations are in the book of history. The war was so brutal that rapes, torture and murder were initiated against

us. When the Indian army was at its wits when, they resorted to killing innocent villagers, and raping the women of our land. They even went to the extend of forcing sexual relations between brothers and sisters. Some may find this offensive but those were the whole truths of the sins committed against us. It takes time for the wounds to be healed but the severe the wounds are, the more the scars are likely to remain. In view of God’s doctrine of forgiveness, many had chosen to forgive them for what they did. The helpless nagas had no one to turn to excepting God. During the period of crisis, God did wonders and miracles on our behalf through the power of the spirit. The

people witnessed the signs of wonders and miracles when revival broke out in our land. Many unexpected and unbelievable things happened during those periods. If I were to describe this in my own words I would describe it as the period of supernatural spiritual manifestations. Our chances of survival was limited but God kept us protected and secured that the power of His glory may be revealed. This is an issue which only the spiritually discerned will understand. Those who are of the world may view our oppressors as our enemies. But those who are of God know hat our struggles are not against the physical forces of the world but against the spiritual forces of wickedness in the spiri-

tual realms. There are spirits which are at work against us. It is written in the scripture that the purposes of Satan are to steal, kill and destroy. And that is exactly what he still desires of us. To annihilate us to to deprive us of our nationhood is the desire of the evil one. We as believers should not be ignorant of the spiritual tactics needed to overcome our powerful foes. The nations that are against us are not our enemies but the accursed spirits are. Satan works through men to fulfill his evil desires but with God on our side no nations of the world can overpower us. Fight not against your oppressors with physical brutality but against the spirits that are at work through them. The Church of Christ is with us as we are with Christ. NEW DELHI, SEptEmbEr 20 (Ap): At first glance, it looks like a diplomatic love-fest. There was Chinese President Xi Jinping, toasting the birthday of Indian Prime Minister Narendra Modi in a quiet dinner earlier this week in Modi’s home state. There were the two leaders, deep in conversation as they walked along the Sabarmati River, Xi dressed in a Nehru jacket. The men are full of praise for one another, and one another’s countries. Xi gushes over India as “an enchanting and beautiful land.” Modi declares that their pledges to work together “will open big gates for progress and development in the world.” Just a few hours into the Xi’s three-day visit, Indian newspapers were awash with accomplishments: a joint industrial park, a sister-city pact, ramped up cultural ties, business deals and investment promises from China worth well more than $20 billion. Left largely unspoken, though, are the deep worries in India over Chinese maneuvering in the Indian Ocean, where New Delhi’s years of dominance is being chipped away by billions of dollars in aid from Beijing and gargantuan

Chinese construction projects. And while China’s recent push for dominance in the South China and East China seas get more attention, the quiet contest for influence in the Indian Ocean is being watched carefully from Tokyo to Washington, D.C. More than anything else, the worries are over energy. The tankers that move through Indian Ocean carry 80 percent of China’s oil, 65 percent of India’s and 60 percent of Japan’s, making those waters crucially important to three of Asia’s great powers. A significant slowdown in tanker traffic — whether from diplomatic standoff, piracy or war — could cripple those countries and send shockwaves around the world. So for years Beijing has been working to ensure it is not left out of the regional equation, building ports and forging alliances in coastal nations from Myanmar to Pakistan. “China wants to be a major player in the Indian Ocean, alongside India and the U.S.” said Kanwal Sibal, a former Indian foreign secretary who also held a series of ambassadorships. Xi’s latest initiative is the maritime Silk Road, a series of agreements that

But if China heralds the Silk Road as a vision of international cooperation, many in the Indian government worry it is a Trojan horse to hide Beijing’s expanding influence, said Sibal, who is well-connected in New Delhi’s foreign policy circles. “It is a precursor to eventually positioning themselves more permanently in the Indian

Ocean,” he said. Xi, notably, made two stops before arriving in India, both in Indian Ocean nations. First came the Maldives, the isolated archipelago and high-end tourist destination where Beijing’s influence has been growing steadily. Next was Sri Lanka, a warbattered island nation where China has become the largest investor, and where it has built a colossal

port in the once-quiet town of Hambantota. “They are building pockets of influence,” Sibal said. Beijing, for its part, firmly denies it is on a quest for Indian Ocean influence. In a signing ceremony for the Silk Road plan in Sri Lanka, Xi called it a chance to “strengthen our cooperation” in everything from port development to maritime security.

Modi too shrewd to be derailed by nationalist symbolism: Zakaria

WASHINgtoN, SEptEmbEr 20 (IANS): Indian Prime Minister Narendra Modi is “far too shrewd” to be distracted by nationalist symbolism which would derail his growth agenda and embroil him in unwanted controversies, well known Indian-American journalist Fareed Zakaria suggests. But Zakaria, who interviewed him for CNN last weekend, also wonders in an opinion piece in the Washington Post if the problem with the new prime minister “turns out to be not that he is too bold but rather that he is not

bold enough.” Modi “radiates confidence”, writes Zakaria. “The public lauds him, world leaders court him and the Bombay Stock Exchange continues to soar.” “But will this moment of euphoria translate into lasting gains? Can India become the world’s next economic powerhouse?” he asks. “Modi is extremely intelligent and focused but is different from most leaders,” Zakaria writes noting that the Indian leader’s “worldview has been shaped almost entirely from experience rather than formal schooling.”

Noting that “Modi is passionate about hygiene” and during the election campaign stressed that “India needed toilets first and temples later” Zakaria called it “a significant statement because Modi is seen as an ardent Hindu nationalist.” His Bharatiya Janata Party “platform still contains plans to build a temple in Ayodhya on the grounds of a destroyed mosque, an issue that has been extremely divisive in the country,” he wrote. “My sense, based on our conversation, is that Modi is far too shrewd to be distracted by nationalist symbolism, which would derail his

growth agenda and embroil him in a series of controversies that he does not seek,” Zakaria wrote. Modi has also handled the international stage deftly, the internationally regarded journalist suggests. “He is straightforwardly pro-American and seems to harbour little ill will toward Washington for having refused to give him a visa for almost a decade,” “Where Modi has underperformed, surprisingly, has been in his core competence - economics,” Zakaria wrote suggesting “he has been slow to announce major reforms.” “The stalled reform

agenda might actually be an outgrowth of Modi’s great strength, his pragmatism,” he wrote suggesting “India has many bottlenecks, and delaying major and needed reforms may come back to haunt Modi.” “Already, Modi’s honeymoon is coming to an end at home,” Zakaria writes citing BJP’s “surprisingly poor” performance in a series of by-elections. “It would be a strange irony if the problem with Narendra Modi turns out to be not that he is too bold but rather that he is not bold enough,” Zakaria concludes.

Wang Shaopu, director of the Center for PanPacific Studies at Shanghai Jiaotong University, noted that competition was natural given the importance of the region. But, he added, that doesn’t make conflict inevitable. “China and India should make a high priority of cooperation and avoid letting competition become cutthroat,” he said. “I think both countries al-

ready have realized this.” Publicly, that is definitely the case. The neighbors might have plenty of room for disagreement, from an immense Indian trade deficit to an Indian state that China claims as its own territory. But they have also become highly adept at avoiding the most sensitive issues, playing down disagreements to focus on economic growth. Even in India, where China’s emergence as a world power stings national pride deeply, plenty of people say that’s not automatically a bad thing. China “has the opportunity to build massive infrastructure,” across the Indian Ocean as part of the Silk Road initiative, said Vijay Sakhuja, a former Indian naval officer and head of the New Delhi-based National Maritime Foundation. “They make worldclass ports ... So can we emulate them or partake” of what they build? India, however, is also being careful not to put too much trust in China, forging diplomatic agreements in an attempt to balance Beijing’s growing strength. Just weeks ago, for instance, Modi returned from a highly successful trip to Japan, China’s fiercest rival, bringing home pledges

of billions of dollars in aid and investment along with agreements to strengthen security and economic ties. Then, just days ago, the Indian and Vietnamese presidents issued a joint statement calling for freedom of navigation in the South China and East China seas — a clear jab at Beijing’s aggressiveness in the region. And the underlying tensions between India and China never go completely away. Indian officials said a few days ago that Chinese soldiers had again entered Indian territory in the isolated Himalayan border region of Ladakh. The soldiers were said to be building a road. While Modi made a brief mention Thursday of border disagreements during a joint appearance with Xi — saying he had raised the issue of the “repeated incursions” with the Chinese leader — his statement was overwhelmingly positive, concluding by saying their relationship was “filled with vast opportunities.” That didn’t surprise Sibal. “We rarely speak frankly to China,” said Sibal, the former diplomat said. “We have preferred to speak about areas where we have common interests.”

Cong cautions CPI-M on ‘politics of murder’

KozHIKoDE, SEptEmbEr 20 (IANS): The Congress Saturday told the opposition CPI-M it would meet the same fate it has in West Bengal if it party does not desist from the “politics of murder” in the state. “If they fail to change their approach and stop the politics of murder, then the party will end up the way it has ended up in West Bengal now,” said State Congress president V.M. Sudheeran. The top Congress leaders were all here to take part in a meeting of grassroot-level leaders meant to rejuvenate the party ahead of the next year’s local body election. The CPI-M in Kerala is known for its “aggressive dealing” with political adversaries, especially in the

districts of Kozhikode and Kannur. Early this month, RSS leader K.T.Manoj, one of the people accused of making an unsuccessful bid on the life of Kannur CPI-M district secretary P. Jayarajan in 1999, was hacked to death by a seven-member gang Sep 1 in the district. “By now a few arrests in this case has taken place and from what one can make out from these arrests is that, the needle of suspicion again points towards the CPI-M,” said Ramesh Chennithala. “The politics of murder will not happen, the moment the CPI-M and BJP decide to end this,” he added. Sudheeran also found it surprising to hear from the CPI-M that the party

is against paying the taxes (water tariff, land tax, registrations duty and stamp duty) which were hiked early this week. “In order to shift the attention from the recent murder that took place at Kannur, the CPI-M is purposely trying to create unrest by organising the people against the recent tax hike. This is, however, not going to work,” said Sudheeran. Chennithala added that the Left government under V.S. Achuthanandan (2006-11) had hiked the water tariff by 100 percent. The Left Democratic Front is meeting in the state capital Sunday to discuss and announce the details of the protest that they are going to launch against the hike in taxes.

NEW DELHI, SEptEmbEr 20 (Ap): The Dalai Lama praised Chinese President Xi Jinping on Saturday for being “more realistic” and principled than his predecessors, a day after Xi’s three-day visit to India ended. The Tibetan Buddhist spiritual leader has lived in exile for decades in India’s Himalayan foothill city of Dharamsala, after fleeing China following a failed 1959 uprising. The arrangement has irritated Beijing, which has long accused the Dalai Lama of fomenting unrest and encouraging

The issue at stake - the defense of his homeland within the United Kingdom - brought back the passion that his years of government struggle in London had seemed to sap. His speech to the final anti-independence rally on the eve of Thursday’s referendum set social media ablaze with comments that Brown was the man who should have led the prounion case all along. Brown “galvanized the campaign. He spoke with authority. He spoke from the heart,” said Victoria Honeyman, a politics lecturer at University of Leeds in England. Their work, performed on a melanoma mouse model, found that combining exercise with chemotherapy shrunk tumours more than chemotherapy alone. “The immediate concern for patients is the cancer but then when you get over that hump, you have to deal with the long-term elevated risk of cardio-vascular disease,” said Joseph Libonati, an associate professor with University of Pennsylvania. Exercise has long been recommended to cancer patients for its physical and psychological benefits. Libonati and colleagues were interested in testing whether exercise could protect against the negative cardiac-related side effects of the common cancer drug Doxorubicin. Though effective at

treating a variety of types of cancer, Doxorubicin has is known to damage heart cells which could lead to heart failure in the longterm. In lab settings, mice were given an injection of melanoma cells in the scruffs of their necks. During the next two weeks, two of the groups received Doxorubicin in two doses while the other two groups received placebo injections. Mice in one of the treated groups and one of the placebo groups were put on exercise regimens while the rest of the mice remained sedentary. The results found that the mice that both received chemotherapy and exercised had significantly smaller tumours after two weeks than mice that only received Doxorubicin. “If exercise helps in this way, you could potentially use a smaller dose of the drug and get fewer side effects,” Libonati noted. The paper appeared in the American Journal of Physiology.

People in England forget that. He’d be a fine first minister.” Political experts have their doubts. WASHINGtON, SeptembeR 20 (Ap): Stung by the backlash over a German caught selling secrets to the U.S. and the revelations of surveillance by the National Security Agency, the CIA has stopped spying on friendly governments in Western Europe, according to current and former U.S. officials. The pause in decades of espionage was designed to give CIA officers time to examine whether they were being careful enough and to evaluate whether spying on allies is worth running the risk of discovery, said a U.S. official who has been briefed on the situation. Under the stand-down order, case officers in Europe largely have been forbidden from undertaking “unilateral operations” such as meeting with sources they have recruited within allied governments. Such clandestine meetings are the bedrock of spying. CIA officers are still allowed to meet with their counterparts in the host country’s intelligence service and conduct joint operations with host country services. Recently, unilateral operations targeting third country nationals — Russians in France, for example — were restarted. But meetings with independent sources in the host country remain on hold, as do new recruitments. The CIA declined to comment. James Clapper, the director of national intelligence, said during a public event Thursday that the U.S. is assuming more risk because it has stopped spying on “specific targets,” though he didn’t spell out details. Spying stand-downs are common after an operation is compromised,

but “never this long or this deep,” said a former CIA official, who, like others interviewed for this article, spoke on condition of anonymity because it’s illegal to discuss classified material or activities. The pause, which has been in effect for about two months, was ordered by senior CIA officials through secret cables. The pullback comes at an inopportune time, with the U.S. worried about monitoring European extremists who have fought in Syria, Europe’s response to Russian aggression and European hostility to American technology companies following revelations the companies turned over data to the NSA. While the U.S. cooperates closely with Europe against terrorism, spying can help American officials understand what their allies are planning and thinking, whether about counterterrorism or trade talks. The current standdown was part of the fallout from the July 2 arrest of a 31-year-old employee of the German intelligence service. Suspected of spying for Russia, he told authorities he passed 218 German intelligence documents to the CIA. In a second case, authorities searched the home and office of a German defense official suspected of spying for the U.S., but he denied doing so, and no charges have been filed against him. A few days later, Germany asked the CIA station chief in Berlin to leave the country, an unprecedented demand from a U.S. ally. The move demonstrated how seriously the Germans were taking the situation, having already been stung by revelations made

UN recruits men to fight for women’s equality

UN Women said the campaign, spurred by the unfulfilled U.N. goal of achieving gender equality by 2015, will begin Saturday when Secretary-General Ban Ki-moon activates an online map to track the progress of countries in promoting equality of the sexes. The National Disaster Risk Reduction and Management Council reported that more than 700,000 people were affected by Tropical Storm Fung-Wong in metropolitan Manila and in northern and central Philippine provinces, forcing more than 205,000 to evacuate. At least five people died. Gov. Imee Marcos of Ilocos Norte on the northwest section of the main island of Luzon said fierce winds and heavy rains battered her province for more than 12 hours, blowing away roofs, toppling trees and flooding highways. “I am basically holed up in my bedroom with a generator and several computers and telephones

Kapfo spoke on the importance of being aware of HIV/AIDS and preventing it. He highlighted the basics of what HIV is, by pointing out that HIV is a virus that causes AIDS. Tracing South Africa as the first place where the virus was exposed in 1981, he stated it has touched Nagaland, which now has over 16% people living with HIV/AIDS. He said that the youth must not be susceptible to peer-pressure and get misdirected, but stay vigilant and always abstain from practicing unsafe sex. Dr. Kapfo advised students to show compassion as fellow Christians and never to discriminate people living with HIV/ AIDS. He also stressed on abstaining from

drugs and alcohol. “HIV virus does not discriminate anyone so we are all vulnerable; therefore, only through prevention we can save ourselves,” he stated. Meanwhile, Küduvo Kezo gave an elaborate overview of the Red Ribbon Club, its origin and highlighted its objective. He stressed that RRC came into existence to sensitize the youth between the ages of 1529 yrs about the HIV virus and its deadly consequences. RRC has been getting positive response in educational institutions, villages and military settings by conducting awareness programs, blood donation camps, leadership skills, and other such activities, he said. Dr. Watijungshi Jamir, Principal, PGC exhorted that “we” all need to be aware of the dreadful disease and “we should all be aware that AIDS is not inherited from our parents, but acquired through our character, actions and ill habits.” Therefore, he stated, “we need to have an awareness in order to live a healthy youthful life.” After the session, a free blood test camp was also conducted in the college campus.
