Potholes, water-logging and traffic snarls have become the norm on the national highways and other thoroughfares in Dimapur. The usual culprits – fund constraints and embezzlement, encroachment and resistance from land owners – come to the fore whenever debate ensues on the condition of roads. It is highly unlikely that the roads of Dimapur will see improvement during the ongoing financial year as the two main agencies responsible for road maintenance has cited fund constraints as preventing full scale and smoothening works. BRO officials told the media on September 20 that the agency is financially constrained to take up ‘metalling’ works on the Purana Bazaar stretch of NH 29 and other sections, which falls within its jurisdictional control. The most the BRO could do is fill up potholes with gravel and earth as temporary measures, the officials added. As stated by the officials, BRO labourers began filling up potholes on September 20 on the stretch between Purana Bazaar and 2 ½ Mile. This however was not a voluntary reaction as the BRO jumped to action following an ultimatum served by the Dimapur Naga Students Union (DNSU). The ultimatum with a 15-day deadline was submitted to the Executive Engineer, BRTF (SEWAK), Dimapur on September 19. Besides fund constraints, the BRO officials said that absence of drainage is the chief reason contributing to the early wearing of ‘metalling’ on this particular stretch. DIMAPUR, SEPTEMBER 20 (MExN): Nagaland State Chief Minister, TR Zeliang has informed that the Finance Committee of the Ministry of Road Transport and Highways on Tuesday approved the sanction of Rs 340 Crore for improvement of the Highway from Dimapur to Chumukedima and Kohima Check Gate to Lerie which passes through the State Capital. A press note from the CMO informed that today’s sanction is apart from the 4-Laning project of the National Highway between Kohima and Dimapur which had already been allotted to two mainland firms, and for which works are expected to commence once the monsoon ends. In another development, the Chief Minister along with Parliamentary Secretary for Law and Justice, Er Picto called on the Union Minister for Law and Justice Ravi Shankar this afternoon and apprised the latter about the need to have a separate High Court for Nagaland rather than remaining as a Bench of the Guwahati High Court. The Union Minister, the CMO stated, gave a patient hearing and appreciated the requirements, and assured the Chief Minister that he would take up the matter for consideration on a priority basis.

Part of this, the construction of capital road (Bypass road from Dimapur to Kohima of 34.171 Km length) under Inter State Connectivity Scheme in Nagaland during 2016-17 has also been approved at a total cost of Rs 325.81 crore.

DIMAPUR, SEPTEMBER 20 (MExN): The torrential rain, which lashed Dimapur on the evening of September 19 disrupted power supply to several localities. According to a Power department official, areas within the municipal limits and beyond experienced blackouts as trees were uprooted in several locations snapping power lines. It affected supply from the main load dispatch Centre at Nagarjan to the sub-stations while distribution lines from the substations were also affected. As a result, supply from the main distribution sub-stations - Burma Camp, Metha, Industrial Estate, Super Market and another at 4th Mile located at CIHSR, were disrupted. The official informed that the snapping of the Town feeder (power line) from Metha sub-station disrupted supply to the main town area, which could be restored only on the morning of September 20. Another line, Hospital feeder from Burma Camp sub-station was restored in the evening. Stating that a majority of the damaged feeders have been restored, the official added that restoration work was in progress in pockets, including Marwari Patti.

Having missed the bus twice, Nagaland State capital Kohima’s tryst for the ‘smart city’ tag came to fruition on Tuesday when it finally managed to find a place in a new list of smart cities. The state capital was among the list of 27 cities announced by the Minister for Urban Development, M Venkaiah Naidu in New Delhi on September 20. Kohima had missed the first round of the competition in January and also narrowly missed a Fast Track competition held in May, 2016. Consequently, the state government had submitted an upgraded proposal to the Ministry in June this year. In the second round of the competition, Kohima was selected in a competition among 63 cities. “Competition based selection has made the cities rediscover themselves as they are undertaking a thorough assessment of gaps in the present levels of infrastructure and service delivery and come out with comprehensive, credible and actionable plans for area based development and technology based Pancity solutions,” Naidu said announcing the list. According to a PIB release, the Minister informed that the new 27 smart cities have proposed an investment of Rs.66, 883 crore under smart city plans including Rs.42, 524 crore under Area Based Development and another Rs.11, 379 crore for technology based Pancity solutions that benefits all the citizens of respective cities. With this, the total investment proposed by the 60 cities selected so far has gone up to Rs.1, 44,742 crore, he said. In the order of merit, Amritsar

DIMAPUR, SEPTEMBER 20 (MExN): The Kohima Village Council (KVC) today reaffirmed its stand opposing the 33% reservation for women in Urban Local Bodies. A press note from the KVC Chairman and the Press & Publicity Secretary stated that despite “intense opposition” from several quarters against implementation on the policy of 33% women reservation in the Urban Local Bodies and municipal councils, the cabinet without any discussion with the concerned Naga societies have passed this bill in August 2016. “It has come to light that the State Government is all set to conduct local urban body elections in the near future following this controversial bill,” it added. The KVC reiterated its earlier resolution which was published in the media on March 1, 2012 that “33% women reservation to the urban local bodies is contrary to the Naga culture and alien to us.” Reaffirming its earlier resolution, the KVC conveyed its “total disagreement to this reservation policy, which, our State Government is trying to adopt and implement in the formation of urban local bodies.” The KVC however stated that it is of “utmost importance to urgently form the urban local bodies to fill up the voids, as our urban areas are at immense loss without them.” Men/women are equally welcome to participate in this process and hold the Municipal Council elections at the earliest without any reservation policy, it added.

The KVC viewed that “there is no discrimination between men folk and womenfolk and that our Naga women in general were never underprivileged in any form in the society.” “Men folk are never more privileged than the womenfolk. Men and women alike get their due importance in different segments and their status, identities, importance differ in different arena,” it said. “Whereas, in comparison with India, there is a lot of discrimination between men and women. Womenfolk are barred and isolated in many ways in the society, like family administration, social activities, educational sphere, society development planning, religious rites, rural or urban local bodies’ elections, community development programmes, marital programme planning etc. and moreover there is menace of caste system,” the KVC added. It further opined that “a leader must carry the mandate of the public, who should after being elected/ nominated, discharge his/her duty judiciously in accordance to the law and will of the people.” Voicing out against 33% (or any percentage) women reservation to urban local bodies, the KVC cautioned that “if an urban local body is established with 33% reservation principle, without the support and mandate of the people, and if by reservation a council is formed without public mandate and confidence of the general public, it is going to be a powerless council.” Therefore, the KVC asked the State Government “not to further encourage or enhance such a fatal exercise, but reconsider this issue in the interest of KVC and Naga’s as a whole; which, if left unattended may become explosive.”
Regretting that there is deficit of truth in Naga society, Minister for School Education & SCERT Yitachu today challenged the people to practice truth for positive grow of the society. To be on positive side, we have to practice truth, he said adding that “Truth should be our guiding principle.” He said this while addressing a book release function here today at Kohima College. He said that non practice of truth in the working system has hampered many activities. Yitachu termed as unfortunate that truth is lacking even in the organizations/institutions level, thereby creating problem in society today. He also lamented that in most of the leadership today

He further stated that research, innovative idea and inventive activities are lacking in Naga society. A Red Letter Day: CM Zeliang Meanwhile, welcoming the selection of Kohima in the 27 smart cities list, Nagaland Chief Minister, TR Zeliang today said September 20 was a ‘Red Letter Day’ for Nagaland. A release from the Chief Minister’s Office maintained that the Chief Minister TR Zeliang had taken up efforts to include Kohima as a Smart City, on a personal level and had “numerous rounds of meetings with the consultants, department officials and all stakeholders in the last few months.” Undaunted by the inability of Kohima to find mention in the first and second selection lists, he “renewed his vigor” and had been urging the department concerned to take up the matter on a war footing, and to rectify the short comings which prevented the state capital from getting the required points, it added. The Chief Minister who is presently in New Delhi had rung up the Department concerned and had personally conveyed the information and congratulated the officials for their hard work which has finally bore fruit, it said.
Naga Hoho appeals to Ao Senden and Sumi Hoho to attend Federal Assembly DIMAPUR, SEPTEMBER 20 (MExN): The Naga Hoho today appealed to the Ao Senden and the Sumi Hoho to attend the 3rd Federal Assembly of the Naga Hoho scheduled to be held on September 28 at Hotel De Oriental Grand, Kohima at 11:00am “in the greater interest of the Naga fraternity.” A press note from the Naga Hoho stated that it had notified about the General Assembly on August 27 through the media, “keeping in view the current misunderstanding between the office of the Naga Hoho and some affiliated units which had appeared in some local dailies particularly on the question of granting of status of indigenous Naga Tribe to Rongmei community and considering the nature of seriousness.” “We are of the view that the summoning of the federal assembly itself is directly or indirectly responding to the issues being raised through media by different individuals and forums. It may be mentioned here that the federal assembly has to be summoned at least one month ahead as per the conventional practice,” it added.

The Nagaland State Legal Services Authority (NSLSA), Kohima launched the Disability Aid & Services on September 20 at Gauhati High Court Complex, Kohima, making it the first in the North East. Justice N Chaudhury, Judge Gauhati High Court & Executive Chairman of NSLSA graced the occasion as the Chief Guest. Free artificial limbs and calipers were also distributed to 22 selected needy beneficiaries hailing from Kohima, Zunheboto, Longleng, and Peren. M. Patton, IAS Commissioner & Secretary, Department of Justice and Law, in his address mentioned that there are 29, 631 differently-abled persons in Nagaland which means they constitute 1.25 per cent of the total population of Nagaland. Chaudhury stated that the Supreme Court being the guardian of the Constitution has been looking after the enforcement of fundamental rights of the citizens with the main objective to serve equal justice to all. “Our friends who are differently abled have equal rights. What about their dignity? Do they have to be looked upon with mercy? They are also entitled to the same amenities, dignity and development benefits,”
said Justice Chaudhury while pointing out Article 21 (a) on the right to live with dignity. While lauding the service of the NSLSA and the efforts of the lawyers, Justice Chaudhury also urged every person committed to social good to work towards the dignity of the differently abled and especially to trace and bring every differently abled person in the interiors of Nagaland so that they benefit from such services.

Peren, SePtember 20 (mexn): Nagaland Alliance for Children and Women's Right (NACWR), Peren Chapter organized a legal awareness programme in collaboration with Peren District Legal Service Authority (PDLSA) on September 17 and 18, at Tepun Village, Tening Block, Peren District with its theme- ‘Children and Women’s Right: Our Responsibilities.’ The resource persons were Somet Chang, Judicial Magistrate 1st Class, Liangsi Niumai, Advocate, Coor-
dinator of NACWR, Peren Chapter, Asungbe N. Hau, Panel Lawyer and Asuni. The Judicial Magistrate, Somet Chang, explained in detailed the NALSA Scheme of 2015, for trafficking and exploitation. She encouraged the community particularly the women to know about their Rights and also assured her assistance to the deserved victims. She informed that every women victim has the right to compensation which is awarded by the court through proper pro-
ceedings. She cited section 46(4)2 of CrPC that women should be aware of their rights that no police can arrest any women after sunset and before sunrise without seeking special permission or order from the Magistrate. Liangsi Niumai apprised the community saying, “Even today the Liangmai Community, women and children are deprived from our basic needs, such as education, good roads, basic health facilities, etc which is the result of de-

kohIma, SePtember 20 (mexn): Peace Club Kohima Chapter organized one day peace meet at Don Bosco College Kohima on the theme ‘Building Block for Peace’ on September 17. “Today our society, Naga in particular needs to build blocks for peace and remove all the stumbling block that is hindering our paths,” said Victor Yhome a social activist while speaking as resource person. “The stumbling blocks like tribalism, unemployment, bad governance, corruptions, drug abuse, alcoholism, gender discriminations, egoism and lack of spirituality has to be wipe out of our society,” he added. He further lamented that technology addiction has become a major problem among the youths in our society which created negative impacts in the society and at the individual level and urged upon the youths to use wisely. In his concluding
remark he quoted “your attitude determines your altitude” and he encouraged the participants to be determined and listen to their heart. Exhorting the gathering, Dr. Fr. Suresh Sdb, Principal of Don Bosco College Kohima asserted that, happiness and peace comes from detachment and contentment. “If we are detached and contented then we become an agent of peace.” He ended his session encouraging the peace club members, to build bridges not walls or fences in our society. R.K John, Project Coordinator of Peace Channel presented the activities and mission of the organization in the state and the region. the students to secure a good mark but also enable them to acquire quality education. She also said a comprehensive guide book would also help lessen the drop-out rate. Child mortality rate falls; Assam leads the way
New Delhi, September 20 (pti): The underfive child mortality rate fell by an average of four points during 2014 with Uttar Pradesh and Assam among the best performing states registering a 7-point decline each, the government today said. It said the country is on track to bring the Under-5 Mortality Rate (U-5MR) further down and achieve the Millennium Development Goal (MDG). The RGI Sample Registration Survey (SRS) on U-5MR for 2014 found 15 states/UTs registering a decline of four points and 16
that of three. States like Bihar and Andhra Pradesh registered a decline of one point. The SRS also found that Kerela was the only state to register an increase in U5MR, by one point. He said there was an 8.16 per cent decline in underfive mortality during 20132014 as compared to 5.76

"We have been able to save lives of approximately 1.26 lakh children," Nadda said. Noting that achieving U-5MR of 42 (per 1000 live births) is the MDG goal, he expressed hopes that when the SRS report for 2015 are available, "we would have achieved (the goal)". "Lot of intensive programmes have been undertaken in 2014 so we believe we will cover the
three points (to reach the target)," Nadda said. According to the data, 15 states have achieved a decline of more than four points, with Uttar Pradesh and Assam registering the highest decline of seven points each followed by Rajasthan and Odisha which registered a decline of six points each. Other states in this category include Delhi, Haryana, Himachal Pradesh, Jammu and Kashmir, West Bengal (all recording a decline of 5 point); Gujarat, Chattisgarh, Jharkhand, Karnataka, Madhya Pradesh, Punjab
(all recording a decline of 4 point). Sixteen states/ UTs, however, registered a decline of three points. U-5MR declined by two points in Tamil Nadu. "The success has been possible due to dedicated efforts during the neonatal period through establishment of special new-born care units (SNCU), systematic home visits by ASHA workers and improvement in quality institutional delivery," Nadda said. The rural-urban differential in U5MR is reduced to 23 points in comparison to 26 points in 2013 indicating good progress in rural areas.

WhatsApp draws criticism for passing users’ information to FB New Delhi/loNDoN, September 20 (iANS): As the deadline to opt out of the new WhatsApp privacy policy which allows users’ information to be shared with its parent company Facebook expires on September 25, the move has come for criticism from all quarters. The Federation of German Consumer Organizations (vzbv)hasnowthreatenedlegal action against WhatsApp for passing on user information such as telephone numbers to Facebook. “When Facebook took over WhatsApp in 2014, it pledged that the WhatsApp service would remain independent. Consumers trusted that their information would remain with WhatsApp alone and that no information would be transferred to Facebook. Their trust was broken,” the consumer watchdog said in a statement on Tuesday. According to The Local. de, it has given WhatsApp until Wednesday to issue a declaration that it will not implement the changes to
user terms. If it fails to do so, the vzbv will begin legal proceedings against the firm. “We are extremely concerned about this insidious trend: consumers are losing step by step the ownership of their data. Their private sphere is in danger,” the consumer watchdog’s

from WhatsApp on a petition against the popular messaging app’s decision to share users’ data with Facebook. A division bench of Chief Justice G. Rohini and Sangita Dhingra Sehgal asked WhatsApp to file its response on the plea filed by Delhi-based users who raised concerns over
the security of their data shared using the app. The bench asked WhatsApp to explain the facts about the issue before September 21, the next date of hearing. On August 25, WhatsApp made extensive changes to its privacy policy. Vodafone Flex will allow customers to use internet, calls, roaming, SMS with no pre fixed quota, with recharge values at Rs 119 (325 Flex), Rs 199 (700Flex), Rs 299 (1200 Flex) and Rs 399 (1,750 Flex), while the company claimed the new offer will provide up to 25% saving. “The Flex plan helps users to have flexibility and convenience of using both data and voice on a single plan, without getting them separately and worrying about their validates,” Sandeep Kataria, Director commercial at Vodafone India, said Tuesday. So users will not need for bonus packs to get best rates or for roaming, he added. Each of the packs come with a fixed amount of ‘Flexs’ which will be deducted when a customer uses voice or data or messages. One ‘Flex’ is deducted for each MB of data, each minute of incoming call on roaming or each message. Two ‘Flexs’ are deducted for a minute of local outgoing or STD call or a minute of outgoing call on roaming. Vodafone said that the plans are aimed at bringing simplicity and convenience to user. The second largest telecom company in India will use Nawazuddin Siddiqui in northern India and Bobby Simha for Southern India, for communicating the new plans through advertisements.

Nagaland Pig Breeding Policy – Part III Constraints and limitations Our Correspondent Kohima | September 20
Pork is the most favoured protein food source for the people of Nagaland. It is a traditional practice for most of the agricultural farmers in villages to rear one or two pigs in their backyard as a source of subsidiary income to meet exigency expenses. However, the state is yet to attain self-sufficiency in pork despite the fact that pig rearing has been a traditional practice for the people for its socio-economic association. Nagaland with a swine population of 5,03,688 as per 19th QQL livestock 2012 census, pork constitutes 60% of the total meat food requirement, and the state is still dependent on other states for the meat. Several reasons have been identified for the failure to produce enough meat. The existing pig population generally reared by most in Nagaland are no-descript animals. These animals have got themselves established over time through self-propagation resulting from exchange of genes among various swine breeds. The genetic potential of these animal are yet to be determined like that of a recognized breed of swine possessing
defined productive trait. Pig farmers of the state generally do not practice systematic system breeding. In general, 1-2 breeding boars are being reared in most of the villages and propagation is done through boars confined to that particular village only. There are many villages without breeding boars and the villagers source piglets from other places. Male piglets are castrated at an early age as most farmers prefer to rear fatteners rather than for breeding purpose. There is a high preference for male piglets and the sale for female piglets is a problem for the producer. The veterinary hospitals are reporting increased number of cases pertaining to congenital deformities such as, multiple Hernia, Atresia ani, Cryptorchidism etc which could be resulting from intensive inbreeding. Generally, the rearing period ranges from 12-14 months before slaughter. Flatted pigs weighing 100-120 kg are slaughtered within the villages by farmers to meet financial exigency and otherwise, most slaughter takes place during festivals, marriages, and other customary related occasions. Pork is sold at rates ranging from Rs. 160-200 per kg varying from place to place. The margin of profit has been estimated to be ranging from Rs. 2500 to Rs. 3500 per animal of one year age. DIMAPUR, SEPTEMBER 20 (MExN): The District Health Society (DHS) Dimapur observed the 31st National Eye Donation Fortnight under National Program for Control of Blindness (NPCB) at SD Jain Higher Secondary School. Chief Medical Officer (CMO), Dimapur, Dr. Vikato Kinimi spoke on eye donation. He encouraged the students and the faculty members to donate eyes stating it is the noblest way of helping blind people, informed a press release from District Nodal Officer, Dr. Imnapokim.
The CMO also gave away certificate of appreciation to the relatives of four eye donors, all from the Jain community. The program was followed by a free eye screening of the students and teaching staff, which was led by Dr. Imnapokim, District Nodal Officer, NPCB Dimapur and staff from District Hospital Dimapur. Out of the 609 students screened, 90 students were detected with refractive errors and other eye problems, the release added. Free medicine and free spectacles were also given to 50 students.

Pigs are sourced from outside the state to cater to the pork requirement in the markets located in the district headquarters. The Nagaland Pig Breeding Policy document brought out by the Department of Animal Husbandry and Veterinary Services stated that piggery in Nagaland is to become a profitable commercial enterprise particularly for the small holder farming community. All over the state, pigs are reared under completely confined housing system as a mandatory compliance to local authority on sanitary reasons. This necessitates stall feeding requiring a farmer to provide nutritionally balanced ration for optimal production and productivity. The traditional practice is to feed pigs mostly with forages such as wild leaves, shrubs, herbs collected from locally available areas combined with kitchen and garden wastes. Concentrate feed ingredients available in local markets are expensive to the common farmers. Cassava and Colocasia are generally grown in backyards whereby the tuber is harvested from human consumption and the leaves used for pig breeding. The practice of growing sweet potato as pig feed is getting popular among the farmers. Rice bran as rice milling by-
product are available in plenty and invariably used as pig feed. Maize is also grown locally and used as the single most cereal feed ingredient. Local varieties of soybean that are gown for human consumption has a scope for utilizing as pig feed. This however, will require creating awareness and technical support for processing and utilization with optimal mixing ratio, according to the report. The International Livestock Research Institute (ILRI) in collaboration with NEPED had carried out a field study called “Nutritional Gap Analysis” with support from the Tata Trusts to assess the magnitude of the nutritional gap in the diets of pigs reared by smallholders and to meet the gap. The study revealed that the feed stuff fed by the farmers did not contain appreciable amount of protein and energy. Moreover, cooking is labour intensive and involves additional expenses for using fire-wood as fuel. It also stated that the availability of Swine Fever Vaccine easily at farmers’ convenience is also an issue that discourages farmers to upscale their piggery holding as Swine Fever is endemic in Nagaland state. “While the traditional system of rearing and feeding system needs improvement at farmer level; one of the most important constraints is the non-availability of quality pigs with defined generic trait,” the
document stated. The local indigenous animals though in much smaller population (about 24.41%) exist maintaining their inherent characteristics naturally. It is understood that the indigenous pigs are not economically viable for commercial production. However, certain heritable traits such as the early sexual maturity and prolificacy; mothering ability and low Back Fat Thickness (BFT) would be worth considering for preservation and value production as organic pork. It also stated that the genetic potential of the available swine population is still questionable requiring up-gradation. The department had made several attempts to improve the available breed by introducing recognized breed of pigs such as the Hampshire, large black and Ghungroo sourced from available stock within the country and even by importing Landrance Breed from Australia. However, a positive impact could not be created due to the non-existence of breeding policy at that time. “A breeding policy therefore, is the need of the hour to harness the best out of the available swine population of the state. Identification of pigs with better genetic makeup of selective breeding is required in order to achieve optimal production and productivity,” the state pig breeding policy stated.
DIMAPUR, SEPTEMBER 20 (MExN): Dr. Susmita Dasgupta, economist at the Ministry of Steel has stated that India loses the opportunity to enrich itself by ignoring the regional history like that of the Nagas. She stated this on September 17 during a talk organized by the Naga Scholars’ Association (NSA) at the School of International Studies, JNU, New Delhi. Dr. Dasgupta stated that the idea of India needs to be widened, deepened, expanded and should be able to promote multiple nationalities within. Indian needs to appreciate and endorse every aspect of human race coming to India, and that is how India is created, she said. She further stated that the Constitution of India has given enough space for the promotion of diversity, and expressed belief that Indian nationalism is unique in the sense, unlike the European construct of nationalism based on oppressive uni-dimensional discourse. Dr. Dasgupta added that Indian nationalism is a product of confluence of civilizations.

These included that the law, which she said is an abstraction, second is the failure of education system, and the third is industrially led economy. “If my entire being is abstracted for the sake of law my being is depersonalized, thus, deprived of my beingness in public domain. Also, uniform education system and common syllabus failed to capture the situational relations and local needs,” she stated. She added that India is not growing because “our
idea of self is fragmented and that discourages ones’ true existence.” Dr. Dasgupta urged that identities, say, the Nagas, Punjabis, Tamils, Assamese etc. as Indian must be encouraged to grow. However, she lamented India as a nation has failed to make the citizens a productive agent through economic cycle which otherwise has the potentiality to help in shaping India. She expressed that the idea of Indian nationalism should give space and accommodate everyone to assert their identity.

DIMAPUR, SEPTEMBER 20 (MExN): Several civil society organisations from Dimapur have submitted a memorandum to the Prime Minister of India, Narendra Modi, opposing the move of the North Frontier Railways (NFR) to shift the administrative headquarters of Dimapur Railway Station from Lumding to Tinsukia. The memo was appended by the Naga Council Dimapur, Naga Women Hoho Dimapur, Naga Students’ Union Dimapur, Gaon Bura Union Dimapur, Dimapur Chamber of Commerce and Industries, and Urban Colony Council Federation. The memo stated that this move would have far reaching consequences on the social, educational and demographic structure of Dimapur in relation to other parts of the country. It reminded that Dimapur railway station is one of the most important railway stations in the entire region, and questioned why the NFR’s focus “is always on the state of Assam and why development and job opportunities are always done by NFR keeping in mind the benefit of Assam alone.” It further pointed out the Union Railway Minister had recently declared Dimapur railway station as a model railway station and flagged off the Dimapur-Zubza rail project. It meanwhile argued that Dimapur deserves to be upgraded to a full fledged divisional headquarter. Terming the NFR move as unfortunate, the memo further pointed out that Dimapur is centrally located between Dibrugarh and Guwahati. Alleging that there is no democratic handling of affairs in the NFR, it reiterated the demand that Dimapur be upgraded to a divisional headquarter and cautioned that the organisations would resort to democratic protests till the Railway Ministry “provides full justice and adequate representation of our case is taken up.”

Quality Education is one that nurtures life and facilitates ‘life skills’

gonizing condition of roads; ‘ghost houses’ called Govt. Offices; deplorable news related to schools; corruption of all sorts unimaginable beyond human comprehension abounds as ‘breaking news.’ The promise for development and a better life has not gone beyond lip service. Today, our society is crippled by various forms of crisis and the search for a solution out of the present crisis lies with education. This calls for a serious situational reflection that, for a revival of sorts, there is need for quality education that can fully develop and exploit the human resources in transforming lives into productive assets. Quality education demands a quality system that can sustain a lifelong process of self enlightenment which is foundational to comprehend the phenomena of things occurring in our everyday lives, more so, in charting a life encapsulated within value based meanings. The current system of education in Nagaland is generally perceived as the pursuit of good grades and a ‘pass’ to socially accepted careers. This definitely creates a disillusioned rivalry of scoring the highest marks. Towards this promotion, is a dull and rigid curriculum that seeks to impart basic knowledge in different subjects and areas of study. This lack of flexibility is a stumbling block that closes the door to creativity and innovation and thereby potential skills and talents endowed in the students are not allowed to develop. Quality education is one that seeks to inculcate students with abilities required to develop sustainable live skills and one that is directed at an all round development. This can never develop by rigidly sticking to the written texts which will only result in students accumulating spoon fed knowledge and may not find practical application. Imparting quality education requires the presence of an intellectually stimulating and interactive environment, resources and facilities so as to implant the desired content that are required for a productive transformation of an individual. Simply bringing in ‘varieties’ associated with learning does not make up for quality education. What is needed is a well researched curriculum that can open up their minds to imagination and broaden their creative and analytical faculties. If education system so designed is not able to communicate with the lived experiences, it will only result in producing mechanized students. A curriculum that is designed to produce quality education should be student-centric so that a student can relate it to oneself and the things happening around the world and beyond. Only an imaginative curriculum can create room for experimental and practical approaches making education and learning more interesting and engaging. Not only are the students affected by grading but also the schools, colleges and universities. The fulfillment of certain technical criteria’s to acquire the desired grades and accreditation should not be the only defining parameter that makes for a good school, college and university. But for ensuring quality education, it is the curriculum that needs to evolve beyond conventional system which is somehow not pragmatic. Besides, there is an inclination towards easy way learning which does not in any way augur well in preparing for the varied career opportunities in different sectors. The way out is to make every subject more practical, engaging and pleasurable, be it arts; science; commerce or any other allied subjects. A lot depends on how much the curious minds are disturbed. The present education system is trying to evolve through the incorporation of certain changes and innovative teaching and even in the ways of learning but much more is left wanting in terms of content, beginning with a well researched curriculum that is student centric, practical in its approach and a system of knowledge that is well-balanced, and one that opens the doors towards enlightenment and acquisition of life skills and most importantly, to inject moral values and values that addresses the principles of humanity. After all, what is education without a human face? Changing scenario around the globe and the level of competition within the question of survival calls for urgent attention in ensuring quality education towards human resource development which tantamount to the progressive growth and holistic development of a society. Human resource development is a huge concept besides its difficulty in reality. And at the heart of the process of human resource development is education. Thus, if our present education system fails to evolve, then the present, and for the times to come, Nagas will be confronted by an unrealized reality of slowly becoming ‘redundant’ beings in today’s fast evolving world. For the evolution of quality education and thereby, human resource development, there is a lot of learning, unlearning and relearning to do beginning with a holistic redefinition of what makes for quality education. Epileptics face higher risks of discrimination
R
esearchers, including one of Indian-origin, have found that people with epilepsy are at significantly higher risk of experiencing discrimination due to health problems than the general population. This risk is greater for them than those with other chronic health problems such as diabetes, asthma and migraines. People with epilepsy also had a greater likelihood of experiencing domestic violence and sexual abuse than the general population, according to the study published in the journal Epilepsia. The analysis also found that such psychosocial adversities could help explain why individuals with epilepsy are at an increased risk of developing depression and anxiety disorders. "We still don't know enough about why people with epilepsy develop depression and anxiety disorders much more often than the general population. Our findings suggest that adverse life events such as discrimination may be important," said senior author Dheeraj Rai from University of Bristol in Britain. For the study, the researchers used data from the the Adult Psychiatric Morbidity Survey 2007 that included comprehensive interviews with 7,403 individuals living in private residences in England. Doctor-diagnosed epilepsy and other chronic conditions were established by self-report. Discrimination, domestic violence, physical and sexual abuse, and other stressful life events were assessed using computerised self-completion and a faceto-face interview, respectively. The researchers found that people with epilepsy were sevenfold more likely to have reported experiencing discrimination due to health problems than the general population without epilepsy. "This paper demonstrates that despite all of the advances made over the last 100 years, the experience of discrimination continues to be a significant problem for people with epilepsy," first author of the study Victoria Nimmo-Smith from University of Bristol said.

Can FARC leave the weapons behind and turn to politics? After more than 50 yrs of war, the FARC have to learn to do politics with no weapons. This is the great challenge facing Colombia, where a plebiscite is to be held in October to validate the peace agreements
W
hatever happens in the October 2nd plebiscite in which Colombians will vote to approve or reject a peace deal with the FARC (Fuerzas Armadas Revolucionarias de Colombia), the longest insurgency in the Western Hemisphere is undergoing a major transition. It is not the first time the FARC end up at the negotiation table with the Colombian government. There have been three significant attempts. But the peace talks that concluded in Havana on 24 August 2016 are different to previous, failed attempts. Not only is it the first time both parties have sat down to negotiate a specific agenda and come to a final agreement, both sides have shown signs of deeper transformation. For the FARC, their acknowledgement of the Colombian state, the agreement to put away their weapons, break any links with drug trafficking and join the democratic process is unprecedented. After an armed conflict that has lasted over half a century, there are an estimated 7,000 FARC fighters and about 8,000 FARC militia members that will be leaving their weapons behind and reintegrating into Colombia’s social, political and economic life. Many have been isolated from Colombian society and living a life of war and survival in the Colombian jungle. So, now that a deal has been struck, how will the FARC be able to make the transition from a guerrilla movement in arms to a political and social movement? It is not clear which way the October plebiscite will go. A ‘No’ vote’ would deal a severe blow to the process and make the final agreement non-implementable. But the FARC have said that they would transition regardless, so it is important to understand what the final agreement says and what are some of the biggest challenges lying ahead for the FARC’s political transition. A polItIcAl future The essence of this peace agreement is that the FARC will cease to exist as such and will become a “political movement without arms”(link to agreement). This is an unprecedented and fundamental shift. The FARC’s trademark over the last fifty years has been the combination of ‘all forms of war’ (todas las formas de lucha). The group has always had military and political strategies running in parallel, often prioritizing one over the other. After the collapse of the previous peace negotiations in the Caguán (19992002), it focussed on armed warfare. But the FARC’s essential argument for taking up weapons has been the deep political exclusion entrenched by the National Front pact of the late 1950s. The agreement takes a number of measures to ensure broader political participation and the inclusion of the FARC in the political system. Specifically, the FARC would have a number of spokespersons in Congress with a voice but no vote to discuss issues related to the implementation of the peace agreement until 2018 (link to agreement). From 2018 onwards, the political party coming out of the FARC’s transition will participate in elections and will have five reserved seats in both Congress and the Senate for two electoral periods. This is a good time-bound and limited transition mechanism that gives space to the FARC to prove they are able to do politics and get elected on their own merits. The political party will also receive limited funding for a period of ten years. Alongside the specific support to the FARC, the peace agreement also proposes a special ‘Opposition Statute’ (link to agreement) that aims to ensure political parties and social movements in opposition are able to participate in democratic spaces. After more than fifty years of war, the FARC need to learn how to do politics without weapons and gain experience in the public arena. The guerrillas increased isolation, particularly during the last fifteen years with the escalation of the confrontation and their branding as a terrorist organisation, has meant that they have been interacting with people with a simi-

lar world-view. Their self-perception is that they represent the interests of peasant-farmers and that they play an important political role, but the truth is that they are out of touch with modern urban Colombian reality. Though the FARC have been learning fast and have shown skill and seriousness during the Havana negotiations, the negotiation itself has only involved a small proportion of the group. The issue is how the FARC ‘sells’ this transition to the rest of the organisation and how the fighters make the switch into social and political leadership. In terms of bringing the rest of the armed group along with them in this transition, the FARC have been somewhat constrained during the negotiations based in Cuba. Their attempts to divulge information about the negotiation and travel in Colombia to meet with their fighters and constituents have been understandably restricted by the government who feared a backlash from public opinion seeing the FARC do ‘politics’ while they still had their weapons. But this should no longer be the case; the FARC leadership need to be able to access their people and zones of influence if they want to be able to bring them along with them in this process. The FARC will hold its 10th conference in September to get buy-in from the rank and file, approve the accord and dissolve itself as an armed group. The fact that the FARC is a deeply hierarchical organisation will help bring the whole group along. But how much cohesion they can maintain during the transition is a different story. There have already been small signs of fracture. The First Front of the FARC for example announced back in July that it would not demobilise in defiance of the leadership. A key issue here appears to be the differentiated involvement of certain fronts in illicit economic activities such as drugs or mining. In the agreement, the FARC have committed to “breaking the link” (link to agreement) with drug trafficking and pilot crop substitution programmes have already started in areas under FARC control. While at the leadership level they have seen their involvement in the drugs trade as a pragmatic way of funding their war, the leaders know that this has harmed them politically. The risk of dissent is higher at the mid to lower ranking levels were there might be splits or certain groups or individuals who refuse to fall in line with the decisions made by the leadership. In the agreement the government committed to fund demobilized fighters for up to twenty-four months with a stipend of 620.000 pesos, equivalent to 90 per cent of the Colombian minimum wage. This should help reintegrate fighters in a social and productive life that is not related to illicit activities. But the biggest risk
actually comes from the vacuum that will be left by the FARC, with a number of other armed groups and criminal gangs vying for drug control. This is worrying in a context where coca production is on an upward trend, increasing by 39 per cent last year. Though the FARC have always made it a requirement for their heads of squadrons to be both militarily and politically equipped, over the years the ‘political’ element has been much less present. The younger FARC leaders have fewer links with local communities and struggled more to gain their respect. The leadership knows this and this is one of the reasons that a negotiated solution to the conflict became more appealing in the context of trying somehow to salvage their social and political capital. Though the leadership has attempted to prepare the troops through political and social training in its camps, particularly since the ceasefire began in July 2015, they will need to continue doing so in the normalization zones to help ease the transition. The FARC needs to use this transition time to redefine its political platform and persuade its troops, but also make a convincing pitch to the population in areas where they have a historical presence that the use or threat of force is well and truly no longer part of their arsenal. the SecurIty DIlemmA Hanging over all of this is the central question of whether the FARC’s transition into becoming a political actor will be tolerated. The strength of the ‘No’ faction in the upcoming plebiscite shows that there is an important sector of the political establishment that is much more afraid of confronting the FARC politically rather than on the battlefield. Former President Alvaro Uribe and like-minded politicians will only be content with the FARC’s capitulation. The last time the FARC tried entering politics following a cease-fire in the early 1980s, their political party, the Unión Patriótica, fell victim to a ferocious extermination campaign by right-wing paramilitaries and 2,5003,000 of their members were killed. The purpose was to prevent the political participation of FARC. This time round the FARC’s real and perceived security will be central to the success of the transition. Therefore, the central challenge to the FARC’s transition and reintegration in Colombian society is their ‘security dilemma’. They need to give up their weapons to join the democratic political process, but by giving them up they give up their only bargaining chip and put their lives at risk. This is the classic dilemma faced by non-state armed groups attempting to leave arms behind and the FARC is no exception. The 28 ‘normalisation zones’ have been thought out to allow
for the FARC fighters to lay down their arms gradually within 180 days as they prepare to reintegrate into Colombian society (link to agreement). The FARC will also need to be very clear about disassociating themselves fully from armed action, which was not the case previously. One difficulty in this process is that the FARC will be demobilising even as a number of other armed groups are still operating. In this context, the de-stigmatisation of the FARC by government officials is essential. Gestures like the one made by President Santos during the signature of the cease-fire agreement on 23 June can go a long way to humanise the FARC and signal that they should not be targeted. He said that all his life he had been the FARC's implacable enemy but that “now, as head of state, I will defend the FARC's right to express themselves”. But it is not only the FARC fighters and militias that need to be protected, it is also the human rights, peasant, indigenous and afro-Colombian leaders often coming from the same marginalised areas and have been targeted in particular by right-wing (ex) paramilitary groups. It is particularly worrying that 35 of these leaders and human rights defenders have been killed in the first six months of 2016. The FARC will also need clear judicial guarantees. Like with most transition processes, timing and sequencing are key. The Colombian government and the FARC negotiated a subtle balance between peace and justice setting the agreement squarely in the camp of restorative rather than punitive justice. But the law that would amnesty FARC members for political crimes (link to agreement) will only come into effect through the legislative act for peace after the plebiscite. If the plebiscite result is a victory for the ‘No’ camp, then the FARC will be left in a limbo of huge uncertainty having already started to concentrate in the ‘normalisation zones’. This is a worry for the FARC. The detention in June of Carlos Velandia, a former ELN leader who demobilised after spending ten years in jail, adds to this concern. Velandia was only released thanks to a direct Presidential intervention nominating him as ‘peace facilitator’. Security and judicial guarantees from the government are essential to allow the FARC to transition fully. At the same time, the FARC have to make their political case, be very clear about leaving weapons and the use of force behind, but also ask for forgiveness for past violence as they did on 11th of September with relatives of the 11 Valle congressmen they had assassinated. After all, the essence of politics entails that they make a convincing case to the population that their transition is real not just in words but in deeds as well.

Are naga Politicians "all talk and no action"?
uring good times (or say election), I get goosebumps every time I listen to speeches of politicians. I feel that the world will soon be changing – changing for the better. A change in which I am also somebody, not just the average complaining guy but a change in which my voice matters too. But look at what we have now. Words are immense, actions not. Every word they say is false or far from truth. They are like good dreams without ending which never come true. A step they say for change is like taking two steps back to wilderness. We fancy them so much that we invite them to every little occasion we have and listen to their wonderful honey coated words they say and murmur to ourselves that they are the one who can save us of our miseries – as if they are a gold pieces sent from heaven. Interestingly, they have even started reducing their talks. The NLA Session must have been such fun – having to talk so little, most of which must have been personal issues – besides getting to blare their sirens as they drive and waste public money. And after all the goosebumps from their speeches, I get a bumpy ride home, splashed by water in summer and dust in winter; stopped only by natural speed breakers – also called potholes, while enjoying the never changing view in traffic jams.

The Road To SucceSS MariyappanThangavelu, a resident of Salem, Tamil Nadu, was born in a family of five children. His father abandoned his family early on, and his mother had to shoulder the responsibility of raising the children all by herself. She did this by working as a labourer, and later selling vegetables, earning not more than `100 a day. When Mariyappan was five, he was run over by a bus being driven by a drunken driver. He suffered permanent disability in his right leg. He however continued to work hard and train for high jumping since the age of 14. Friends talked about him in a negative manner,saying he was too young to be giving exams, etc. Even his parents told him to stop giving exams. Nevertheless, he did notgive up and tried his very best to achieve his goals because he knew that success smells better than failure. 10 militants, soldier killed in Kashmir, sneak bids foiled
Uri (JammU and Kashmir), september 20 (ians): At least 10 militants and a soldier were killed on Tuesday as the army claimed to have foiled two major infiltration bids from Pakistan near the Line of Control (LoC), two days after a massive terror strike killed 18 army men in this garrison town of Uri in Jammu and Kashmir, officials said. The infiltration attempts came as India and Pakistan are locked in a diplomatic war of words over a deadly unrest in the Kashmir Valley and soon after the Sunday attack on military base close to the de facto border that divides the state between the two neighbours. The surface-to-air ballistic missile was successfully test fired from the Integrated Test Range (ITR) launch pad at Chandipur, said a defence official. It was launched from a mobile launcher at about 10.15 a.m. from ITR launching complex-III in Balasore district. The Defence Research and Development Organisation (DRDO) is planning some more rounds of tests shortly, the official said. The advanced missile is jointly designed and developed by DRDO and Israel Aerospace Industries (IAI) and Israel's Administration for the Development of Weapons and Technological Infrastructure. The missile has the ability to hit targets within 70 km to 90 km radius. It is designed to defend against any airborne threat, apart from aircraft and helicopters, and can also intercept supersonic aircraft and missiles. It is a nuclear-capable ballistic missile, weighing around 2.7 tonnes and is 4.5 metres in length. The district administration had temporarily shifted over 3,500 people living within a 2.5 km radius of the test facility.

"Iss Indian ko nikalo (remove this Indian)," were the words directed at Namrata Brar, a journalist with NDTV, and she was asked to leave the room at the Roosevelt Hotel on Monday, where the Pakistan Foreign Secretary was to address the media on the sidelines of the UN General Assembly, NDTV reported. No Indian was allowed to attend the briefing, the news channel reported. Pakistan's Prime Minister Nawaz Sharif also avoided Indian journalists during his trip to New York to attend the UN meet. Bilateral tensions between the two countries has escalated over the Kashmir issue, especially with Pakistan seen to openly back the separatist-fuelled unrest in the valley and raising the issue of alleged human rights violations at the international fora. The incident also comes after Sunday's terror attack on the Uri army base camp in Jammu and Kashmir which claimed the lives of 18 soldiers.
new deLhi, september 20 (ians): The government's move to advance the Winter Session of Parliament to the second week of November and merger of the Railway Budget with the General Budget from next year may figure on the Cabinet agenda during its meeting on Wednesday, official sources said here. The sources said the Cabinet and its Committee on Political Affairs may make a formal recommendation on these lines. Certain quarters in the government also favour advancing the general budget session to
January-end. The moves are aimed at facilitating the rollout of the Goods and Services Tax (GST) system by April 1, 2017, and to ensure that the government gets adequate time for a parliamentary nod to supporting bills. The holding of the Winter Session of Parliament in the second week of November will help in the quick passage of the Central GST Bill and also the Integrated GST Bill. By the first week of December, the government wants to clear the legislative works, the source said.
Meanwhile, the sources confirmed that the Finance Ministry is revamping the budget-making exercise to facilitate merger of rail budget with the general one. According to new proposals, the integrated budget may be presented to both houses of Parliament on January 31. Parameshwara said the directive was a great injustice to the state. "The Supreme Court's latest directive is most disappointing. We don't know why Karnataka is at the receiving end when it comes to river waters. The court has not considered our sincerity but again directed (us) to release more water (6,000 cusecs) daily for another week, which is impossible," Parameshwara told reporters here. A division bench of the apex court ordered the state to release 6,000 cusecs per day from Wednesday for a week till September 27, doubling the quantum (3,000 cusecs) fixed by its appointed Cauvery Supervisory Committee on Monday for 10 days till September 30. As a result, Karnataka has to release 42,000 cusecs in seven days or 12,000 cusecs more than 30,000 cusecs the panel directed to release in 10 days. "The state cabinet will decide tomorrow (Wednesday) on the future course of action. The chief minister (Siddaramaiah) is consulting his cabinet colleagues, party's senior leaders and legal experts," said Parameshwara. Following the apex court's order, security has been intensified and vigil stepped up across the state, especially in the river basin to maintain law and order and prevent any untoward incident.
This 'rockstar monk' is crooning songs of gender equality Leh, september 20 (ians): There is a "rockstar monk" crooning the song of gender equality and harmony, of saving the Himalayas for the future -- cycling down the treacherous mountains and preaching another religion. Well, perhaps not crooning literally, but his interests, enthusiasm and activism are far removed from any religious personality that adorns the robe. This Buddhist leader and active environmentalist -- the 12th Gyalwang Drukpa -- has a huge fan following among youngsters, in spite of his position and lineage. And it is they who have dubbed him the "rockstar monk". The 17th century Hemis monastery which he heads is currently celebrating the fourth edition of the Naropa festival -- a once-in-12years carnival of Buddhist spirituality, culture and tradition -- marking the
1,000th birth anniversary of the great Indian saint Naropa. Sitting in a smaller monastery tucked away in the mountains, some 10 km from the Hemis monastery, the 54-year-old Gyalwang Drukpa told IANS why he is not averse to the popular tag: "If people say I am a 'rockstar monk' -- so be it, I am happy to agree." He said it's good, as people follow rock stars -- and it means they are also following him, what he's preaching, be it gender neutrality or saving the natural world. "If I am successful in promoting gender equality it will definitely help in transforming... refining the religion first," he said. "I have started initiating gender equality. This is my test and I am just testing the waters," he said. "I am driving this issue in many ways. The main goal is not only to fight against gender stereo-
types but promoting harmony among the people." Gyalwang Drukpa, the current spiritual head of the 1,000-year-old Drukpa Order based in the Himalayas, has just completed a two-month-long cycling expedition covering 2,500 km with 200 of the globally famed "Kung-fu nuns", all aged between 15 and 45 years. He said the aim of the expedition -- the fourth in a series, which started from the Druk Amitabha Mountain nunnery in Kathmandu on July 3 -- was to spread the message of peace, gender equality and create awareness about the environment. The spiritual leader believes religion is not a way of life, but a profession now. "I normally say I don't like religions -- because they have adapted themselves according to people's likes and dislikes. As such they are no longer a
way of life," said the Buddhist leader, also known as the "Guardian of the Himalayas". "Religion is like a profession now and this profession is not exactly going according to nature." So what is he practising? He replied with typical humour: "Cycling," and added, "Cycling is one of the important things we are promoting. We are also promoting (sapling) plantation and protecting the water in the Himalayas and elsewhere." Gyalwang Drukpa, recipient of the United Nations Millennium Development Goals Award, said: "Going around cycling, promoting plantations and gender equality -- these are greater religions and I'm practising it." The maroon-robed monk, now recognised as a prominent voice for modern issues facing the Himalayas, says all through history women in the
mountains have struggled to receive equal treatment. They were ostracised for practising spirituality. "Our religion says women are dirty. They can't touch... as they will cause contamination. This went on for many generations. I don't believe it. From a spiritual point of view, women are an integral part of society... I will try to end this. I will fight this discrimination till my last breath." Gyalwang Drukpa also founded the Druk Amitabha Mountain nunnery in Kathmandu which is an unique instance of gender reversal: the nuns run the administration. Syria: UN suspends all convoy after attack on aid trucks bEirUt, SEptEmbEr 20 (Ap): The UN humanitarian aid agency suspended all convoys in Syria on Tuesday following deadly airstrikes on aid trucks the previous night that activists said killed at least 12 people, mostly truck drivers and Red Crescent workers. The attack plunged Syria’s US-Russia-brokered ceasefire further into doubt. The Syrian military, just hours earlier, had declared the week-long truce had failed. The United States said it was prepared to extend the truce deal and Russia after blaming rebels for the violations suggested it could still be salvaged. It was not clear who was behind the attack late on Monday, which sent a red fireball into the sky in the dead of night over a rural area in Aleppo province. Both Syrian and Russian aircraft operate over the province, while the US-led coalition targets the Islamic State group in other parts of the country. Thai court finds British rights activist guilty of defamation bANGKOK, SEptEmbEr 20 (rEUtErS): A British rights activist was found guilty by a Thai court on Tuesday of criminal defamation and given a three-year suspended sentence, a move rights groups said sets a worrying precedent. The Bangkok South Criminal Court found Andy Hall of the Migrant Worker Rights Network guilty of defaming Natural Fruit Company, a large pineapple wholesaler that supplies the EU, over a report published in 2013 that he helped author for Finnwatch, a Finland-based watchdog group. The report alleged labour abuses detailed at a processing plant owned by the firm and led to several companies terminating their contracts with Natural Fruits. The court found Hall guilty of criminal defamation and computer crimes and sentenced Hall to four years in prison but it reduced the sentence by one year “due to his history of doing public good and his record as a rights defender”, a judge said. The court will suspend the sentence, the judge said, meaning Hall will be free unless he breaks the law during that period. Thailand’s harsh defamation and cyber-crime laws have drawn criticism from rights groups concerned about curbs on freedom of speech in the military-run country. The court said in its ruling that Hall in his report for Finnwatch did not interview a large enough sample size. It said the investigation by state auditors found no widespread abuses at Natural Fruit Company and that Hall did not give the company enough time to respond before submitting the report to Finnwatch. Hall was not immediately available to comment. “The verdict against Andy Hall sends a chilling effect to the human rights community in Thailand,” Sunai Phasuk, a Thailand researcher for Human Rights Watch told Reuters. Finnwatch said it would continue to stand by Hall. “Finnwatch was able to speak to Andy who despite this shock ruling was in relatively good spirits,” Finnwatch said in a statement following the verdict. Obama urges citizens not to succumb to fear NEW YOrK, SEptEmbEr 20 (iANS): US President Barack Obama urged citizens not to “succumb to fear” after the attacks over the past few days in New York, New Jersey and Minnesota, presumably perpetrated by jihadis. Obama made a brief statement to the press on Monday night from a hotel in New York where he is attending the 71st session of the UN General Assembly, EFE news reported. “At moments like this, I think it’s important to remember what terrorists and violent extremists are trying to do. They are trying to hurt innocent people, but they also want to inspire fear in all of us,” Obama said. “We all have a role to play as citizens in making sure that we don’t succumb to that fear,” he said. The President noted that “neither individuals nor organisations like IS (Islamic State) can ultimately undermine our way of life,” and this is exactly the “kind of strength that is going to be absolutely critical not just in the days to come but in the years to come.” “By showing those who want to do us harm that they will never beat us” will be “the most important ingredient in us defeating those who would carry our terrorist acts against us,” he said. While Obama was speaking, US authorities confirmed the detention of the suspect sought by police and the Federal Bureau of Investigation (FBI) for possibly detonating several explosive devices in New York and New Jersey. He was identified as Ahmad Khan Rahami, 28, an immigrant from Afghanistan with a US passport, who was captured by police after a shootout in the city of Linden, New Jersey. New York police believed that Rahami is the man who appears in videos taken by security cameras on 23rd Street in the Chelsea neighbourhood of Lower Manhattan, where on Saturday a bomb exploded that injured almost 30 people on 27th Street, and where another device was found that did not detonate. New Jersey authorities also believe that he might be linked to the bomb explosion early Saturday in the town of Seaside Park, New Jersey. According to Obama, up to now the authorities have found no connection between what happened in New York and New Jersey and the attack at a shopping mall in Minnesota, perpetrated Saturday by a suspected jihad sympathiser who stabbed nine people. The president said the FBI is investigating the incident in Minnesota as a “potential act of terrorism”. For Clinton, the Democratic presidential nominee, it was a return to a role she knows well. Trump, the Republican nominee, is a newcomer to the global stage who is hurriedly trying to play catch-up. In rapid succession, Clinton met briefly with Japanese Prime Minister Shinzo Abe, Egyptian President Abdel Fattah al-Sisi, and then Ukrainian President Petro Poroshenko. Trump also met Sisi minutes after the Egyptian leader spoke with Clinton in the same Manhattan hotel. The meetings came on a day that started with Clinton suggesting Trump’s harsh rhetoric toward Muslims aids the Islamic State militant group’s recruiting efforts. NKorea’s Kim guides new rocket engine test & calls for satellite launch SEOUL, SEptEmbEr 20 (rEUtErS): North Korean leader Kim Jong Un supervised a ground test of a new rocket engine to launch satellites, the North’s state media reported on Tuesday, the latest in a rapid succession of missile-related tests this year by the isolated state. Kim asked the scientists and engineers to make “preparations for launching the satellite as soon as possible on the basis of the successful test,” the official KCNA news agency said, indicating the North may soon launch another long-range rocket. The test was conducted amid globalcondemnationoftheNorth’s fifth nuclear test earlier this month and a call by the United States, Japan and South Korea this week for greater pressure on Pyongyang over its disregard for United Nations resolutions banning missile and nuclear programmes. North Korea has been testing nuclear weapons and ballistic missiles at an unprecedented rate this year under Kim’s direction, including the launch of a satellite in February that was widely seen as a test of long-range ballistic missile technology. Is reviewing ‘Nagaland for Christ’ due? Response to Naga Hoho’s clarification
I
ndeed, I withheld myself from talking on this topic for quite some time as mine is just layman’s view. Whereas, I wonder whether this slogan of ‘Nagaland for Christ’ and its relevance in our land was ever debated particularly by the Church leaders and the Naga theologians though they may or may not be responsible for initially coining the slogan. No doubt I feel incompetent to rock the issue and yet I have the urge to question the relevance of the retention of the slogan vis-a-vis the contemporary Nagaland Christian world. John 15:16 says ‘You did not choose me, but I chose you... says the Lord Jesus Christ. This verse tells us that it was not the Nagas who firstly sought for Christ and chosen Him as the Lord and Saviour. While the Nagas had primitive life and headhunting was part of it, God, out of His grace, sent His Baptist missionary from America in the person of E.W. Clark and his wife Lucy along with their associate Godhula from Assam to inform the Nagas about the Good News and invite the Nagas saying that God has chosen us to be His followers 144 years ago. Thus, the people of Molungkimong converted into Christianity 75 years prior to India’s Independence. During 75 years, the Good News was spread to other Naga areas. Yet, it took some 23 years to reach the first few converts in Chakhesang region, just for instance. Had the advent of Christianity been later or as late as after India’s Independence, in my belief, by today, majority of the Nagas might have embraced Indian faiths as Hinduism or Islam. In such situation, the classless Naga society would have been religiously compartmented whereby the probable result is anybody’s guess. God Jehovah so loved the Nagas that He had chosen Nagas in His own time so that the Nagas serve Him alone and be saved by our faith in Jesus Christ under stress and strain. Now, in their enthusiasm those Nagas who initiated the evolvement of the slogan ‘Nagaland for Christ’ perhaps had the grand philosophy that Nagaland had to be a land of Christians. The slogan meant for Nagaland to be a substantial sourcing centre for missionaries for the Gospel. The slogan meant that maximum manpower of missionaries would be produced. The slogan meant that under any circumstances that the Nagas of Nagaland will not
worship any other god except the Living God Jehovah. Had we been committed, determined and humble in our promise made to God, we would have indeed become unique today. Had we fulfilled the promise as per the slogan, Nagaland would have become a model worth quoting in India. Unfortunately, it is the reverse. Meanwhile, without nitpick, it is imperative for us to very, very briefly introspect whether our existing ground realities are fulfilling the dream of those planners and our life styles commensurate the slogan fondly and regularly used by mostly some of the NNPGs. Firstly, no doubt the Nagas have certain unique features in respect of our political background and our culture and tradition. Yet, apart from political, other communities too have their own uniqueness. Whereas, the internal bickering, the ego clash, the unforgiving benchmark, the vehement justifications of wrong philosophies and the ferocious politics of segregation have overshadowed the uniqueness of the Nagas. In other words, the fragmentation of the Naga National political front has desecrated and defaced the foundation established by capable team of pioneers with great sacrifices under the original banner NNC. How many of our brothers were murdered in the name of ‘Nagaland for Christ’? How many were harassed, tortured and extorted in the name of ‘Nagaland for Christ’? Are all these detrimental and self-infringing characteristics glorifying Christ? Are these the investments made for propagation of the Gospel? Secondly, look at the performances of the present day State Government. The Governor of Nagaland Sri. B.P. Acharya has been very vocal on miss-governance. His unbridled vitriolic attack on the ‘greed’ of those who are at the helm of public welfare and branding Naga society being ‘plagued by corruption’ are indicative enough of how chaotic is the governance. The government is run by elected representatives and bureaucrats who are all Christians and mostly baptized members. Mizoram Govt. terminated the services of its employees on account of corruption. Is there any disciplinary rule in Nagaland? Are the disciplinary rules for protection of the crooks? Or none of the Govt. servants ever indulged in
corruption or when the rule is used, hardly few will be spared and there can be shortage of manpower for governance and hence the impediment. Does the kind of governance befit Christian ethics? Is the way the responsible team of politicians and bureaucrats managing the affairs of the people of Nagaland commensurate the slogan ‘Nagaland for Christ’? Thirdly, once again I admit that I am the most wretched sinner of all and I feel unfit to talk on the integrity of the Church. Also, what do I gain if the image of the Church is unjustly tarnished? Yet, I feel it is time to call a spade spade if we are for reformation. In favour of the given topic, it is pertinent to introspect the integrity of our Churches. I am sure all are not of same, but how many Churches are united and cohesive? Are syndicates in control of the Churches? Are the meek and humble but not moneyed who were the pioneers of the Church at its struggling nascent stage being forgotten, sidelined and replaced by the rich and status studded lot? It appears at times a Church undergoes high stake Church politics of typical standard. Typical in the sense of believers’ conflict of which the undercurrent is stronger than the smoke so produced by the conflict between two arch rival politicians. Are our Churches being decorated with factionalism, parochialism, regionalism, favouritism, nepotism and party-ism? One irritating activity is that there had been instances of the Church project foundation stones or the Church completed projects being laid or inaugurated by those rich and powerful whose active memberships were already terminated by their respective Churches or fit for such terminations if a Church honestly and rationally uses the given yardstick? In such events, can we call it dedication or desecration? What about Church policies? Are some of our Churches tussling between the principles of physical and material developments versus spiritual development? Will the Church remain mute when the Name of Christ Jesus is abused, usurped and misused in the name of the slogan? Fourthly, what about the common man including myself? The above three categories are below the mark. Are we better than others mentioned above? Are the common man in Nagaland innocent? No. The general public may be ignorant of
many vital issues but we are equally cunning, myopic and dishonest. By outward appearance we are looked simple but within is complex. Our total being and characteristics are made of elements of greed and glutton alone. We are gullible, malleable and too melt-able at the flick of currency note and we become breathless at the sight of wad of the same. Nagaland is just 15 months away from the next Assembly elections. Gossips have begun now about probable candidates. What dominates the interactions is ‘He is capable but has no money, he is not that capable but he has money’. Thus, in advance we have already decided to surrender our birthright and legal right to whoever, may be a contractor, a Govt. employee either in service or retiree having purchasing power. We do not talk about the integrity, the calibre and the dynamism of an aspirant candidate. Even on the spur of the moment, any aspirant who is financially poor is discarded in favour of the moneyed. What the restless movers have begun now in each Assembly constituency is frantically looking for a rich man of any category to be the candidate. Hence, corruption is ignited here. Not by anybody from anywhere else but here at the Ward of that town, at the colony of that Village, here in the tea stall, here inside the bus/Tata Sumo we casually initiate corruption. We, the common man, often than not speak against corruption in the governance without realizing that we are the ones who taught those in power how to be corrupt. Is this mentality suiting to the slogan ‘Nagaland for Christ’? Despite of the above, shall we still claim that all those activities are for Christ? We know that our way of life, I am the worst, our activities and our attitude are found unsuitable to the slogan. The total scenario in Nagaland is a complete negation to ‘Nagaland for Christ’; the Sodom-Gomorrah situation cannot be for Christ. In the light of above, in my opinion the slogan may have to be reversed so as to avert embarrassment and also to avoid committing one sin upon another. If the slogan is to be retained, we have to improve the situation which becomes befitting for it. How bad have we become, Christ Jesus is gracious enough to reform, transform and rescue us from such mess. So be it ‘Christ for Nagaland’. Z. Lohe

I welcome this opportunity for fair and honest deliberation of the issue to promote better unity, harmony and understanding in our big Naga family. The NH has clarified two points as published in the local dailies on 17.9.16 from my article. 1. In its first clarification dt. 17.9.16, NH has stated that “affiliated units of Naga Hoho within the state of Nagaland is 8 (eight) and not 10 (ten) as claimed by the writer” I have never claimed that the NH has ten affiliated tribal units from the state of Nagaland. What I actually stated in my article was that the Nagas of Nagaland State had 16 official representatives but today there are only 10 in the NH fallowing the latest development. 2. The second clarification by NH on 17.9.16 appears to be in sharp contradiction with its earlier statement titled “NAGA HOHO RESPONDS TO ‘CNTC DISASSOCIATES WITH NAGA HOHO’” published in the local dailies on 4.9.16. I hereby quote its statement dt 4.9.16 as follows: “Ao Senden was represented by its General Secretary Temjen Paul, Sumi Hoho President Hokishe Yeptho and Yansathung Jami, President of Kyong Hoho and host of Representatives from APO, CPO, Zeliangrong Baudi and UNC. In the said Naga Hoho Presidential Council Meeting held on 5-9-08 at Hotel Japfu Kohima, it was collectively viewed that Rongmei community is eligible to be recognized as desired by the State Government…” In reference to the above statement, I wrote, it is difficult to understand as to why the NH brought a host of Representatives from UNC from Manipur State to Hotel Japfü Kohima on 5.9.08 to decide their views and opinion on Rongmei’s recognition issue and concluded as it was collectively viewed that Rongmei community is eligible to be recognised as desired by the Govt. We can understand that a “host of representatives” as stated by the NH, means a large number of representatives. However, the NH’s clarification mentioned below says something different. Its statement dt
17.9.16 is quoted as under: “The author had also alleged the Naga Hoho of bringing “host of representatives from… UNC (United Naga Council) from Manipur state to Hotel Japfu Kohima on 05.09.2008 to decide their views and opinion on Rongmei’s Recognition issue”. It is to clarify that on the 5th September 2015 Presidential Council meeting held at Hotel Japfu, Kohima, 12 members attended the meeting. Out of which 4 members does not have the voting right as they represent the subordinate units of Naga Hoho. However, 6 tribal Hohos from Nagaland and 2 tribal hohos from the south represented in the meeting. Therefore, the question of bringing hosts of representatives and manipulating the decision of the Naga Hoho decision does not arise.” The NH in its clarification stated that 2 tribal hohos from the south represented in the meeting, changing its earlier report that a host of representatives from UNC were present at the meeting. It also stated that the said meeting was held on 5.9.15. However, the Rongmeis’ Tribal recognition was approved by a divided house of the Nagaland State Cabinet on 23.7.12 at Kohima wherein four respectable Cabinet Ministers – Shri G. Kaito, Shri Doshehe Y Sema, Shri P. Longon and Shri MC Konyak, attended the meeting but refused to sign the same. So, the NH Presidential Council meeting for Rongmeis’ Recognition issue held on 5.9.15 at Hotel Japfü, Kohima as clarified by NH on 17.9.16 is not true. I have never stated that bringing hosts of representatives manipulated the decision of the NH. Therefore, if the NH for whatever reason wants to change its statement made on 4.9.16 that is their business. My sincere humble position on the issues under discussion is that established facts and realities must not be distorted or played with by any one for short term advantages. The ultimate outcome is always costly and dangerous for our society. Our emerging Naga society cannot survive if we will not pay and promote for unity by sacrificing our selfishness. Rebirth of unity in truth, purity, love and honesty should be our common concern to be a people with self- respect and dignity for the sake of the coming generations. TMZ reports that the actress filed papers on Monday citing irreconcilable differences as the reason for the split and asking for physical custody of the couple's six children. The pair began dating in 2004 and were married in August 2014. Jolie, who is being repped by Laura Wasser, is not asking for spousal support in the divorce. Wasser most recently represented Johnny Depp in his divorce from Amber Heard. Jolie has listed the separation date as September 15, 2016, just last Thursday. Sania, Bopanna slam Paes for Olympic comments new DeLhi, septeMber 20 (ians): The infighting among Indian tennis has flared up again with Sania Mirza and Rohan Bopanna lashing out at veteran Leander Paes for his remarks on the country's doubles teams at the last two Olympics. Talking to the media forllowing India's 0-5 loss to Spain in their Davis Cup World Group Play-off tie here, Paes had said: "I can very, very clearly say that at the past two Olympics, we didn't put the best teams forward. This Olympics, the mixed doubles was a huge
opportunity." The reference to the mixed doubles combination was a direct criticism of Sania and Bopanna's performance at the Rio Olympics. They had lost in the semifinals before going down in the bronze medal play-off as well. Paes had said that the All India Tennis Association (AITA) had selected the wrong mixed doubles team, insisting that it should have been him and Sania instead. India's men's doubles team at the 2016 Olympics comprised Paes and a re-
luctant Bopanna, whose original choice of partner was Saketh Myneni. His views, however, evoked stinging responses from Sania and Bopanna. "The ONLY way to win with a toxic person, is not to play!!! #karmaiswatching #zenmode," Sania wrote on her Twitter handle. Sania's message was retweeted by Bopanna who also tweeted his displeasure later. "At it again!! ...the usual ploy to stay in the news by slanging fellow players in media. #Patriotism," the doubles specialist wrote on Twitter.
