‘Unite to solve problems in naga society’ Nuklutoshi says Church has a big role to play

MokokchUNG, SEPTEMBER 23 (MExN): Minister for Election, National Highway & Mechanical Engineering, Nuklutoshi Longkumer today asserted that the Naga society is being plagued by division and that the church has a big burden to take up for the wellbeing and future of the youth in society. The Minister was speaking at the inaugural programme of the Unger Baptist Church Centenary Memorial Complex at Unger village today. Nuklutoshi Longkumer, while addressing the church leaders, pointed out that though Naga people claim to be 100 percent Christians, yet 70-80 percent of the Nagas do not go to church. He pointed out that our forefathers, though they were nature worshippers, were upright and disciplined in their lives and dealings. However, today, Naga society is an ‘undisciplined society’ since the youth or the people do not go to church, and there is no discipline in their lives, said Nuklutoshi. In this connection, he asserted that the church has a big role and responsibility to correct society. He said that the time has come for the church to concen-

trate on the present Naga society. Instead of sending missionaries to other places like Arunachal or China etc, the time has come for the church to concentrate missionaries in the Naga society, he added. Also lamenting the divisions in Naga society, the Minister questioned how the Naga people can ask the Naga political groups to unite and bring about a solution when the Naga people themselves are divided today.

He pointed out that there is the Naga Hoho, the ENPO, CNTC and NTC, and also mentioned about the crisis in the Naga Hoho where three tribes have walked out of the Naga Hoho. ‘Under such circumstances, how can we envisage a developed and peaceful Naga society,’ the Minister asked. He predicted that if this present condition is allowed to prevail, say for ten years, then the Naga youths have a dark future at hand. He

predicted that the present trend of division in society will not bring solution, development or peace. He also predicted that given the chronic unemployment problem, Naga youth would be compelled to become anti-social elements. Therefore, he challenged the parents to ponder upon this very seriously and think about the future of their children. The Minister said that all the problems in Naga society can be solved if the people are united. He therefore called upon each individual, village, tribe and organization to come together, so that the Naga people as a whole can march together in peace and prosperity towards the future. Meanwhile, the Minister also inspected the massive landslide affected area at the National Highway – 2 while enroute to Unger village. A host of government officials, village leaders and NPF party leaders accompanied the Minister. The Unger Baptist Church celebrated its 100th year of Christianity in the year 2013. In commemoration of the centenary celebration, the Centenary Memorial Complex was built and was completed in July, 2016 at a cost of nearly 49 lakhs.

AGARTALA, SEPTEMBER 23 (ANI): Bangladesh, China, India and Myanmar should engage in proactive policies for engagement with neighbours by building connectivity and harnessing economic complementariness and improving people-to-people contact said a senior Minister of Bangladesh speaking on the second day of three-day long North East Connectivity Summit. “Bangladesh, China, India and Myanmar (BCIM) region is one of the richest in the world in terms of resources. This region covers 9 percent of the world’s total area, 7.3 percent of the global domestic product and involves 440 million people. I believe that the proposed economic corridor of BCIM has huge prospects in the arena of trade, investment, energy, transport and tourism,” said Bangladesh Minister of Industries, Amir Hossain Amu. He added, “I hope today’s initiative will deepen friendly cooperation among the four member nations and connect South Asia with South-East and East Asia by building multi-modal connectivity, harnessing economic complementariness and boosting people to people relations among BCIM.” Praising India for all help during the 1971 Liberation War of Bangladesh from Pakistan the Minister viewed that Bangladesh as a close door neighbour of India and especially the north-eastern states, presents immense opportunity to improve business for reciprocal economic development and it is high time that steps should be taken for utilization of those opportunities for economic development through smooth business environment and proactive policy of engagement with neighbours. Adding to the Bangladesh Minister, Tripura Chief Minister Manik Sarkar viewed that at present India has all time good relation with its South East Asia neighbours especially Bangladesh and should utilize it for improving connectivity, trade and other relations. He said, “At present the relation (of India) with Bangladesh is very good and outstanding, it has to be utilized in a positive manner. In this regard government of India has to come forward with all seriousness. Of course our relation with other South East Asian countries is also good and improving, this situation was not like

ten years back. Sarkar giving all credits to the present government in Delhi for improving the relation with it foreign neighbours in the South East Asia suggested that India’s foreign policy should have any ‘big brotherly’ attitude especially towards its neighbouring which are small nations.

Unlock the landlocked area & promote trade: Nagaland CM

Meanwhile, Nagaland Chief Minister TR Zeliang who also took part in the summit suggested that considering the unique land holding system among the Nagas, the government of India should consider an unfenced border in the India-Myanmar border and instead policy makers should think of construction of roads which will help in not only better connectivity and improved trade and relation but also in counter insurgency operations. He said, “I want the policy makers and planners to clearly understand the peculiar nature of Nagaland sector of IndoMyanmar border. The situation is more or less similar in Manipur and Mizoram of Indo-Myanmar border. In fact what we need is not barbed wire fencing but construction of road along and across the border. In fact we should have proper communication instead of keeping this as wildlife sanctuary.” He asked the centre to start dialogue with its counterpart in Myanmar and come to a common conclusion for starting construction of roads and other developmental activities on both sides of the border within the 25 km aerial restriction area on both sides of the Indo-Myanmar border. Zeliang said, “So as to unlock the landlocked area and promote trade and development in this state it is the absence of road and communication that makes this area perfect hiding ground for various underground groups. Restriction on various constructions on the border areas need to e relaxed for Indo-Myanmar bordering area. The Ministry of Defence and Ministry of Home Affairs have been imposing various restrictions on construction and other development activities in bordering areas due to security reasons. There is a restriction on construction of road within 25 km aerial distance from the international IndoMyanmar border and which means a lot.”

Young woman raped in train in Assam, one nabbed

guwAhAtI, September 23 (IANS): A youth was arrested in Assam's Tinsukia district on Friday on charge of raping a 20-year-old woman in a train while search is on for his two accomplices, police said. Police said the crime took place in the Tinsukiabound Bangalore-Tinsukia Express on Thursday night. "The young woman, who works as a domestic help in Bengaluru, was returning home in Tinsukia ahead of Durga Puja. Most passengers travelling in a particular compartment alighted at Dibrugarh station on Thursday night. The three youth travelling in the compartment

later took the woman to the train toilet and raped her," the police said. After the train reached New Tinsukia station on Friday morning, the woman narrated the incident to her brother who had come to the station to receive her. He informed the Government Railway Police at the station, after which one accused was held. The woman later lodged a formal complaint against the three youths. Police said the arrested youth, Prahlad Chhetri, confessed to his involvement in the crime but maintained that the other two were not involved.

Tripura assembly disrupted over CM's remarks, TMC members walk out

AgArtAlA, September 23 (IANS): The Tripura assembly's proceedings were disrupted on Friday as opposition Trinamool Congress (TMC) legislators accused Chief Minister Manik Sarkar of "humiliating" the country at a summit here and walked out of the house. A ruckus was witnessed in the assembly as treasury and opposition benches engaged in a heated exchange of words on the issue. The six TMC legislators, who recently quit the Congress and joined the

party, then walked out. Responding to the charge, Sarkar said he had just advised the Indian government "not to show bigbrother attitude with the neighbouring countries as we should help each other for mutual benefit". "As an Indian, I have the right to advice the Indian government about the country's foreign policy," Sarkar told the house. Earlier, raising the issue, the TMC lawmakers led by Sudip Roy Barman told the house that the Chief Minister, while addressing the

third 'North East Connectivity Summit' on Thursday, "humiliated the country" in the presence of foreign delegates by saying that "India has been acting as a big brother with the neighbouring countries". "Pakistan has been alleging that India has been acting as a big brother. Sarkar's comments are similar to Pakistan's allegation against India," said Barman, who was supported by other five TMC lawmakers. The three-day summit organised by the Federa-

tion of Indian Chambers of Commerce and Industry (Ficci) and supported by the Tripura government was attended by diplomats, officials and business representatives from Russia, Japan, Myanmar, Bangladesh, Nepal and Bhutan. Congress legislators led by their leader Gopal Roy too staged a walkout over the rejection of a motion by Speaker Ramendra Chandra Debnath on the August 23 ethnic violence in Agartala. The Congress demanded a judicial probe by a high

court judge into the ethnic violence in which 24 persons were injured and 17 vehicles damaged. Meanwhile, West Bengal assembly member Manas Bhunia, who quit the Congress to join the TMC, on Friday urged Tripura Governor Tathagata Roy to take action against Sarkar for his comments. "The TMC will come to power in Tripura in the 2018 elections, ending the 23-year rule of the Left Front," Bhunia said at a gathering organised by the TMC's youth wing here.

Make ALGs functional: Arunachal CM ‘Migrant workers’ pulled down from buses in Imphal, sent back by October 30. Seven ALGs in the state were handed over to the IAF for making them functional. Of these five have been completed, which are at Ziro, Aalo, Pasighat, Mechuka and Walong. The other two one at Tuting is scheduled to be completed by December and the other at Tawang by April 2017. However, certain issues like encroachment and constructions around few of these ALGs remain a security concern that have to be resolved before fully operationalizing them, the statement said. Khandu admitted these concerns raised by IAF that cannot be compromised and asked officials to create awareness among the people and convince them to abide by the pre-conditions that would come with the much needed air-connectivity. He sought special attention of the officials on the ALGs of Ziro and Aalo that have ma-

jor issues of air safety and airspace, especifically for use of fixed-wing aircrafts, as raised by IAF due to presence of civilian population in the vicinity of landing strips. Chief Secretary Shakuntala D Gamlin observed that confidence of the local populace, who have emotional and historical attachments with their habitations, has to be won and an amicable solution evolved in consensus with them. "We make it clear that we have no objection to a civilian terminus in these ALGs. It is upon the state government, the Airport Authority of India (AAI) and the Directorate General of Civil Aviation (DGCA) to decide how to go about it," Air Marshal C Hari Kumar said. Establishment and operationalisation of civilian terminus and passenger/commercial flights is at their sole discretion, the Air Marshal said.

Talks between HPC (D), Mizoram govt in October first week: reports Newmai News Network Aizawl | September 23

An Aizawl based daily newspaper reported today that the much hyped second round of peace talks between the Mizoram government and the Hmar People's Convention (Democratic) would be held in the first week of October in Aizawl. The Mizoram Post report quoted HPC (D) leader Lalthalien as saying that the Mizoram government proposed to hold the parleys in the first week of October. Earlier, during the first round of talks, both sides had agreed to hold the next round of talks in mid-September. The negotiations could not be resumed as agreed due to the government’s engagement with the Bru repatriation and tight schedule of the state government officials, the HPC (D) leader added. Lalbiakzama, Additional Secretary for Home, Government of Mizoram, had also told the media that the talk could not be held as agreed during midSeptember and had to be postponed as the govern-

ment officials were engaged in some other works. He added that both sides were unprepared for talks in mid- September. According to Mizoram Post, Lalthalien told the daily over telephone that the HPC (D) wanted to resolve the imbroglio most suited to the consent of the people of the HPC (D) demand area. He added that he expects something positive from the government. The HPC (D) leader also said that both sides would deliberate on making the Sinlung Hills Development Council (SHDC) better suited for the people of the area, "maybe even better than an autonomous district council" under the Sixth Schedule of the Constitution. It may be recalled here that during the peace talks held on August 10, 2016, the Hmar delegation had reiterated their demand for the creation of a separate Autonomous District Council in the Hmar inhabited area in north Mizoram adjoining Manipur. It is also worth noting here that in the first week of September, Mizoram Home Minister R Lalzir-

liana had asserted that the state government of Mizoram would not agree to the demand of the Hmar People's Convention (Democratic). The HPC (D) has been demanding a separate Autonomous District Council in the northeastern part of Mizoram under the Sixth Schedule to the Constitution of India and has been indulging in violent activities to press their demands from across the Manipur border. The Mizoram Home Minister however said that he wished the current peace talks between the state government and the HPC (D) would be successful in solving the insurgency problem and bringing lasting peace as desired by people. The peace talks between Mizoram government and HPC (D) was resumed on August 10, three years after a stalemate in 2013. On the eve of the talks, the Hmar People's Convention (Democratic) had expressed its hope of resolving the "Hmar political problem" in Mizoram through dialogue.

Altogether 21 ‘migrant workers’ were pushed back from the state on Friday after they were pulled down from passenger buses by volunteers of Joint Committee on Inner Line Permit System (JCILPS) that is launching a campaign for introduction of Inner Line Permit (ILP) or a similar law in Manipur. The move comes a day after the JCILPS announced to ban entry of non-locals into Manipur and boycott visit by Union ministers to the poll-bound state from today, September 23. The ban is in protest against the inability of the state government to pass an ILP related bill in the assembly by September 21, a deadline set by the Joint Committee. A group of members from the

Need to develop sustainable breeding plan to improve mithun population

‘Opportunities for Hindi professionals are increasing’ Nagaland Rashtrabhasha Prachar Samiti observes Hindi Week

The 23rd Institute Management Committee meeting was held at ICAR-NRC on Mithun, Medziphema on September 23.

Dimapur, September 23 (mexN): Dr. RS Gandhi, Assistant Director General (Animal Production & Breeding), ICAR, New Delhi has asserted that sustainable breeding plan needs to be developed for the improvement of mithun population of the country. He stated this during the 23rd Institute Management Committee (IMC) meeting held at ICARNRC on Mithun, Medziphema on September 23. The meeting chaired by Dr. Abhijit Mitra, Director,

ICAR-NRCM was held to discuss the important administrative and financial issues of the Institute, according to a press release received here. In the morning, the committee members visited the institute’s mithun farm and took the account of various farm activities. Dr. SM Deb, Director, ICAR-NRC on Yak, Dirang, Arunachal Pradesh suggested that initially the institute should target to improve the average daily weight gain to at least 500 g/day to make the mithun

husbandry suitable. Meanwhile, Dr. MK Tamuli, Principal Scientist (Animal Reproduction), ICAR-NRC on Pig, Guwahati had an interaction with the scientists of the institute and advised them for training of mithun bulls for collection of semen. The meeting was also attended by Dr. Nazrul Haque, Principal Scientist, ICAR-NRCM; PK Nayak, AFA&O, ICAR-NRC on Pig, Guwahati; Lachit Kachari, Non-official Member & Progressive Farmer, Dimapur.

Dimapur, September 23 (mexN): The opportunities for Hindi professionals in both private and public sectors are increasing nowadays and the people of North East India have advantage over other parts of the country as they are good in English, maintained a DoSE Hindi official. “If they excel in Hindi, they will have more advantage for being bilingual experts,” added Hindi Education Officer, Directorate of School Education, SN Dubey, according to a press release. He was speaking as a chief guest of the main celebration of Hindi Pakhwara (week) observed at Nagaland Rashtrabhasha Prachar Samiti (Hindi Uchchatar Vidyalaya) School,

Kohima on September 21. Hindi teachers and students of different schools attended the function. Along with the rest of the nation and abroad, the Samiti observed the Hindi Pakhwara (week) from September 14-21. Dubey highlighted the importance of Hindi at this present globalized world and said that people’s attitude towards Hindi is very positively changing. In the last 32 years of his work experience, he said, he has seen lots of changes in Hindi profession. Dubey, however, maintained that there are still rooms for changes in “our thinking towards the Official/National language and its development.” “Without a national language our country will remain dumb,” he stressed. All the languages are equally important, yet Hindi is the language of communication across the country among the common people and even in some

countries abroad, he further stated. Pointing out that many more steps are needed for the progress, propagation and development of Hindi, Dubey urged that students’ community should not study Hindi just to be a teacher but to go beyond that. In the chairman’s remark, DSE Hindi Coordinator, Dr. BP Philip pointed out that Hindi is nation’s pride and all the languages of India are jewels of the country. “Every step should be taken up for the development of Hindi with job opportunity in various sectors,” he added. The programme was moderated by AHM of the Institute, Kesaw Kumar Mahatto and welcome address was delivered by the former Principal, Dr. Abhijit Payeng. The programme also witnessed several performances from various quarters and concluded with vote of thanks by HM of the Institute, Omprakash Tiwari.

When investigative reporting competes with Brangelina P

h e Wa s h i n g ton Post’s David Fahrenthold broke the story today that Donald Trump used more than $250,000 from his charitable foundation to settle legal disputes for his for-profit businesses. In other news, Angelina Jolie filed for divorce from Brad Pitt. Can you guess which story got more attention? Frustrated by this dynamic, some journalists on Twitter have turned to a version of the baitand-switch affectionately known as Rick-rolling. Indeed, Emma Roller, a freelancer and contributing writer for the New York Times opinion page, tweeted out the Post story story using the line, “wow, so THIS is why Angelina left.” The tactic is part-joke, partly a means of capitalizing on readers’ outsized interest in celebrities, and partly an expression of exasperation about hard-reported, important journalism getting buried by stories about famous people. This problem has reached a new level during the recent election cycle, as so much impressive investigative work and relentless fact-checking seem not to be putting a dent

in Trump’s image, at least among his supporters. Journalists are competing not only with celebrity news and Trump himself, but with other journalists. In an email, Roller says her tweet was not meant to criticize celebrity gossip, but to comment on “the flightiness of the news cycle”: I was reading Twitter, and David Fahrenthold’s big scoop about Donald Trump’s shady spending of other people’s charitable donations broke. I follow a lot of political reporters on Twitter, and they all

started to share David’s story. But … the Brangelina news broke at the same time, and like moths to a bug zapper, all these political reporters stopped talking about David’s story and started sharing Jennifer Aniston GIFs. Roller didn’t expect her tweet to get so much attention (more than 4,000 retweets and likes as of Tuesday evening), but others soon followed, including Politico’s Hadas Gold, who retweeted Roller with an “OMG, read this.” In Gold’s tweets, unlike in Roller’s, the image

When neurotransmitters find their way into a cookbook Mayabhushan Nagvenkar

iting into a chocolate truffle tickles the neurotransmitters in the brain as much as it may tantalise your taste-buds, Bavaria-born author Korenelia Santoro believes. Her newly-released book, "Cooking for Happiness" is as much about cooking food as a meditative practice, as it is about letting comfort food trigger the right kind of bio-electrical impulses that can help you discover yourself better. "Of course you can also turn eating into meditation. One of my favourite things is letting a chocolate truffle melt in my mouth while savouring the moment. As I state, happiness is a moment of bliss because feelings never last. Feelings are produced in the brain by nerve cells connecting and transmitting bio-electrical impulses. This is a process, not a state of being. That's why we can never dwell in a happy state of mind for very long. Feelings come and go, they never last," she contended. "Depression is often caused by a lack or unbalanced levels of neurotransmitters in the brain. The only way to balance them is by proper nutrition. The blood-brain barrier, a membrane, protects the brain from big molecules. Unfortunately, it also keeps neurotransmitters out of the brain," Santoro told IANS after the launch of her book here last week. "You need to ingest all the necessary building blocks for neurotransmitters -- proteins, minerals and vitamins -- because only they can pass the blood-brain barrier. All neurotransmitters have to be synthesised in the brain itself. Only a well-nourished brain is a well-functioning brain; it is as simple as that," Santoro explained. Santoro has also pooled in the food experiences collected during her travels across the world in her book. Born in Germany, lived in Greece, travelled through Asia and biked across India on a Royal Enfield, the journalist-turned-food writer said: "My travels influenced my way of cooking -- and hence my way of writing recipes -since an early age. My kind of cooking has little to do with the traditional German cuisine that I grew up with. I have incorporated French and Italian influences from holidays during my childhood days." "I also love Greek dishes that I have come to know while living for two years in the country. Travels in Asia led me to appreciate Thai cuisine, that's why I mention coconut curry in my collection of comfort foods. Of course, I also love a good, traditional Goan prawn curry." Settled in Goa for the last several years, Santoro has some advice for those living in the coastal state. Think red, and not white, when it comes to choosing the rice in your diet. And seafood, she said, with all its Omega-3 fatty acids, is excellent for neurotransmitter levels. "Omega-3 fatty acids are vital for proper functioning of the brain. That means seafood is excellent for neurotransmitter levels. Goan people have a good reason why they cherish their prawn and fish curries. However, what is not so good is mountains of white rice. I would advise Goans to stick to the locally-grown red rice because it is delivering the B-vitamins that white rice is lacking in. A good supply of B-vitamins is important for synthesising neurotransmitters in the brain," she said. Cooking, said Santoro, is no less than meditation -- if one cultivates the right sense of awareness. "I do not attribute a zen-like quality to food. I state that cooking can be a kind of meditation, like everything else that you do with awareness. Cleaning and chopping vegetables can be done in a way that they turn into meditation -- it is enough to focus on the action and to let thoughts pass through your brain. I have a lot of experience in meditation, Shambhala, Vipassana and other

and headline of Trump are not visible—perpetuating the misconception that Roller’s tweet was actually about Angelina. One person responding on Twitter called it the “first documented case of responsible clickbait.” It is a journalist’s job to act responsibly in the public interest, but straight misrepresentation is not responsible. Tweeting out a link with misleading text—even as a joke—is the equivalent of changing a headline. The text of a tweet, from a trusted reporter, is the Twitter user’s

path into an article; a journalist has a responsibility to accurately describe the piece. I spoke briefly to the Society of Professional Journalists’s Head of Ethics Andrew Seaman this Sunday, before this latest Twitter eruption. He emphasized that the SPJ’s ethics code for journalists applies universally; journalists should not act differently on Twitter than they do in their writing. So does tweeting like this violate the SPJ’s code to “label advocacy and commentary,” and “never deliberately distort facts or context, including visual information”? Roller is an opinion writer, which gives her more leeway than others. The New York Times has repeatedly reminded reporters to remain unbiased; BuzzFeed sent a similar memo to staff last month. Most media organizations now have guidelines for their employees on Twitter, but even so, writes Tow fellow Svenja Ottovordemgentschenfelde, journalists feel there is a great deal of risk involved in tweeting. Referring to how “Twitter has a way of blowing things out of proportion,” one journalist admitted, “I definitely would not be surprised if, say a year from now, I tweet something just kind of candid-

ly and it ends up coming back to haunt me and getting me fired.” Much of this is uncharted territory. Even seasoned reporters who don’t misrepresent the content of the piece are trying to capitalize on Brad/Angelina readership. See The Washington Post’s Karen Tumulty, who jokingly calls it a #mediaconspiracy that the announcement coincided with the Post piece. But she uses the #brangelina hashtag, thereby driving traffic to Fahrenthold’s story. What are the ethics of misleading an audience that is trying to find content about something else? Twitter has given journalists space to show more personality, but this extra room also opens up risk. That the news cycle pays more attention to Brad and Angelina is a dilemma that goes beyond the purview of journalists alone— and it is not the job of a single journalist to solve it. Some stories are culturally engineered to attract attention, and Twitter is only the latest tool to reward playfulness over credibility and seriousness. Ultimately, newsrooms and journalists need to work together with platforms such as Twitter to slow the news cycle and bring more attention to stories that matter.

riyabrat Biswal lives in a small village in Odisha but this hasn't come in the way of his building up a veritable treasure trove of autographed images and letters from the Who's Who of the world -- 600 and counting. How did this 47-year-old, who lives in Olihan, some 60 km from state capital Bhubaneswar, do it? By writing simple, yet touching letters over the last three decades to celebrities from different walks of life. "Out of curiosity, I started writing letters to eminent personalities of the world, hardly realising that it is a hobby to collect autographs. It was like seeking an answer to the question: Do celebrities actually respond to the letters of common men? The answer has put me on the journey of autograph collection through letters," Biswal told IANS. Lady Diana, Michael Jackson, Bill Clinton, Jimmy Carter and Mohammad Ali are just some of the famous people who have replied to his letters. He also has signed photographs of sporting icons like Pele, Florence GriffithJoyner, Michael Jordan, Martina Navratilova, Chris Evert, Steffi Graff, Richard Hadlee, Michael Phelps and Usain Bolt, and their Indian counterparts like Ramanathan Krishnan, Ramesh Krishnan, Prakash Padukone, Sunil Gavaskar, Kapil Dev, Sachin Tendulkar, P.T. Usha, Vishwanathan Anand -- not to speak of Bollywood stars like Amitabh Bachchan, Nandita Das and many more. Celebrated writers like Manoj Das, Vikram Seth, Dominique Lappierre and Nobel laureates like Nelson Mandela, Mother Teresa, Neil Armstrong and Edmund Hillary also hold a special place in the albums. He's also received responses from US Presidents such as Ronald Reagan, George Bush (senior) and Bill Clinton -- as well as incumbent Barack Obama. Other notables include Kofi Annan, Margaret Thatcher and Tony Blair, as also almost all former Indian Presidents and Prime Ministers after 1986. The 1999 super cyclone dealt him a body blow and almost wiped out his collection but his never-say-die resolve saw him painstakingly re-build it to its present state. Biswal feels the public relations skills he has built up over the years have greately helped him in his endeavour. And, with life becoming more fast-track in an internet and social-networking age, he still prefers writing letters, justifying it as a more personal way of communication. "The probability of response (of late) is very low. I cannot help but keep writing," an optimistic Priyabrat said. He also aims at sensitising the public, especially the youth, on the dying art of writing letters and promoting autograph collection as a hobby.

The Other Nobel Prize Work on sex life of rats, life as a badger honoured Scott Malone

cientific research into how polyester pants affect the sex life of rats, what it's like for a human to live like a badger and how different the world looks when viewed through your legs was honoured at this year's Ig Nobel spoof awards. The group also took a dig at Volkswagen AG, lauding it in chemistry for engineering its vehicles to produce fewer emissions "whenever the cars are being tested." The prizes will be awarded for a 26th straight year at Harvard University in Cambridge, Massachusetts, on Thursday by a group of actual Nobel Prize winners, and are intended to honour accomplishments in science and humanities that make one laugh, then think. "The prizes are for something pretty unusual," said Marc Abrahams, editor of the Annals of Improbable Research, and host of the awards. "Almost any other kind of award is for the best or worst. Best or worst is irrelevant to us."

Timeliness is also of limited consideration: The Ig Nobel Reproduction Prize went to the late Ahmed Shafik of Egypt, who died in 2007, for a 1993 paper documenting that rats who wore polyester or polyester-cotton blend pants were less sexually active than those who wore cotton or wool pants or conformed to rat norms and wore no garments of any kind. The paper suggested that "electrostatic fields" created by polyester pants could play a role in impotence. "We have never heard of anybody else who carefully spent time examining what happens sexually to rats if you put pants on them," Abrahams said. Two Britons split this year's Biology Ig Nobel. Oxford University fellow Charles Foster, was honoured for his book "Being a Beast," chronicling his experiments in living as a badger, including digging a den to sleep in and eating worms. Countryman Thomas Thwaites' work was in a similar vein; he built a set of prosthetic leg extensions to try living like a goat in Switzerland. Japan's Atsuki Higashiyama and

Nobel Laurette Eric Maskin (R) presents the 2016 Ig Nobel Prize in Biology to Thomas Thwaites of the United Kingdom for "creating prosthetic extension of his limbs that allowed him to move in the manner of, and spend time roaming the hills in the company of, goats" during the 26th First Annual Ig Nobel Prize ceremony at Harvard University in Cambridge, Massachusetts on September 22. Kohei Adachi were granted the Perception Ig Nobel for a paper on how objects look different when one bends over and views them through one's legs. Volkswagen's award was more ignominious, going to the company for equipping its vehicles with a "defeat

device," which activated the emission controls of an engine undergoing government tests and deactivated them afterward. VW has already agreed to spend up to $16.5 billion to address U.S. environmental, state and owner claims.

Yahoo is blaming a statesponsored actor for this hacking and data breach, and says this is an ongoing investigation. According to Yahoo’s Chief Information Security Officer Bob Lord, they don’t think “the state-sponsored actor is currently in Yahoo’s network,” but in light of the data breach Yahoo is asking all users to change their passwords and secure their accounts. So what should you do as a Yahoo user in order to protect your account. We break it down for you below.

serious data breach. With 500 million accounts being targeted, this is possibly one of the biggest data breach in history. Yahoo says “account information may have included names, email addresses, telephone numbers, dates of birth, hashed passwords (the vast majority with bcrypt) and, in some cases, encrypted or unencrypted security questions and answers.” The last bit is particularly important because it means hackers have gotten their hands on security questions and it looks in some cases there are unencrypted leaving the accounts completely vulnerable. So a user will need to change their password and security questions as well in order to secure their Yahoo account. Yahoo say “stolen information did not include unprotected passwords, payment card data, or bank account information; payment card data and bank account information are not stored in the system that First up: What information the investigation has found to has been stolen from Yahoo? be affected.” Of course, this is Based on the statement put still an ongoing investigation, out by Yahoo’s CISO the extent and for those who have cred-

linked with Yahoo, it’s time to review that data and secure it as well. Yahoo says it working closely with law enforcement on this matter.

What should a Yahoo user do? First up “change your password and security questions and answers,” on Yahoo. If you use the same questions or passwords for any other account as you do on Yahoo, you need to go and fix those as well. Remember it is bad practice to use the same security questions, passwords for different accounts. Also Yahoo says a user should review their accounts for suspicious activity. Check if emails have been sent which you didn’t send, monitor your credit card activity as well. Also ignore mails that ask for your personal information or refer you to a web page asking for personal information. Just mark them as Spam. Also don’t download links or attachments from unknown senders or suspicious email ids. Yahoo is also asking users to consider using “Yahoo Account Key”, which is an authentication tool that eliminates the need to use a password altogether.

So what is Yahoo doing for users? Yahoo says it has begun notifying “potentially affected users.” The content of the email Yahoo is sending to those users will be available at this here (yahoo.com/security-notice-content). And users need to “promptly change their passwords and adopt alternate means of account verification.” Yahoo has also invalidated unencrypted security questions and answers so they cannot be used to access an account, so you’ll need to change these as well. Anyone who has not changed their password since 2014, needs to do this immediately. When you log in to your Yahoo account you should get the Security notice, which will ask you to change to your account security information. Yahoo adds, “We continue How will I know if my Yahoo to enhance our systems that de- account is compromised? tect and prevent unauthorized Yahoo is sending users an

Is my Tumblr account also going to be affected? Yahoo says the “systems from which the data was stolen contained no Tumblr user data at the time of the theft.” But if you’re worried about your Tumblr blog being compromised, go ahead and change the password, and the account information as well. Don’t keep the password or security questions similar to any other account for this Tumblr account. Is there a Yahoo helpline I can call? All the information on the account and data breach can be found on help.yahoo.com, and direct customer support is also present there. However, Yahoo warns users should not engage “with fraudulent online fee-based, toll-free-number services PRETENDING to be Yahoo support.” All support is via the official Yahoo help

THE MORUNG EXPRESS

More women are running the world, so why aren’t more men doing the dishes? Alice Evans The Conversation

G

lobally, women are triumphing in historically maledominated areas. 2017 may begin with women at the helm of Germany, Liberia, Norway, South Korea, the UK, the US, General Motors, the IMF, YouTube and possibly the United Nations. Slowly and incrementally, support is growing for women’s employment and public leadership. But social change seems curiously one-sided. While women have taken on more work outside the home, men’s share of cooking, cleaning and caring for elderly relatives has not increased commensurately. Since this is a global phenomenon, I have tried to understand it by engaging with research from around the world. This contrasts with a tendency within academia to focus on either rich or poor countries, which can blind us to both shared and country-specific drivers of change and continuity. I also draw on 16 months of ethnographic research in Kitwe, the largest city in the Zambian Copperbelt. Here’s what I found… Rising support for women’s employment Rising employment for women partly reflects macroeconomic changes. Processes such as deindustrialisation, demechanisation, deregulation and trade liberalisation have reduced the number of working class men’s jobs in rich countries – and their wages. In the US, women’s employment increased as young men’s median wages declined from $41,000 in 1973, to $23,000 in 2013. Similar changes have occurred in Zambia. From the mid-1980s, families’ economic security worsened due to trade liberalisation, resulting factory closures, as well as public sector contraction, user fees for health and education, and the devastating toll of HIV/AIDS. Families could no longer rely on a male breadwinner. Many

came to perceive women’s employment as advantageous. Globally, there has also been a growth in sectors demanding stereotypically “feminine” characteristics: health, education, public administration and financial services in Britain, and export-orientated manufacturing in Bangladesh. Both of these changes have increased the opportunity cost of women staying at home. Resulting exposure to a critical mass of women performing socially valued, masculine roles appears to – slowly and incrementally – undermine gender stereotypes. Increasingly, people see women as equally competent and deserving of status. Many also recognise that their colleagues and communities regard women as equally competent. This ideological change has fostered a positive feedback loop, with more women pursuing historically male-dominated domains. However, the initial trigger (the rising opportunity cost of women staying at home) has not occurred in all countries. In the oil-producing countries of the Middle East and North Africa, growth is concentrated in male-dominated sectors.

Returns to female employment remain low. The consequent paucity of women in sociallyvalued positions reinforces widely-shared beliefs that men are more competent and deserving of status. This impedes the kind of positive feedback loop that is occuring in Bangladesh, Britain, USA and Zambia. Globally, then, rising female employment and leadership seem contingent upon shifts in perceived interests and exposure to women demonstrating their equal competence. Sharing the caring Exposure to men sharing care work appears to undermine people’s internalised gender ideologies - their beliefs about what men and women can and should do. For instance, men who cooked and cleaned in their youth (or saw others doing so) did not regard it as ‘women’s work’. Instead, they took pride in their cooking, cleanliness, and capacity to wash white shirts. Seeing men sharing care work also seems to affect people’s norm perceptions – their beliefs about what others think and do. Women who had grown up sharing care work with

brothers were commonly more optimistic about social change. Besides wanting to share care work, they also anticipated social support for their behaviour. But exposure to men sharing care work remains limited. We rarely see men cooking, cleaning and caring for relatives. This is partly due to the low status of such work. It is also because care work is typically performed behind closed doors, in private spaces, leading many to assume that such practices are uncommon. These norm perceptions discourage others from sharing care work. This is exemplified by BanaCollins, a market trader supporting an unemployed husband: “Here in Zambia, a woman doesn’t have time to rest… We were born into this system. Every woman must be strong. It’s just tradition. We are all accustomed to it. We can’t change it.” Of course there are men who share housework, but they’re rarely seen by others. Egalitarian social change is slowest when it is not publicly visible. Yes, supportive work-family policies are important, but uptake is conditional on norm perceptions:

beliefs about what others think and do. Even if people become privately critical, this does not seem sufficient for behavioural change. Participants who had not seen men sharing care work (or speaking out in favour of it) remained discouraged. They were unconvinced of the possibility of social change. This was exemplified by Penelope, who is studying to become a social worker: “We learnt about gender in school. But still, it’s just the culture here in Zambia that a woman should do care work.” To amplify ongoing progress towards gender equality, we need to increase exposure to both women as professionals and men as carers. If EastEnders featured male caregivers, viewers might come to see it as common and widely accepted. Films can also play a role – Fundamentals of Caring, for example, features Paul Rudd as a male carer, never suggesting this is unusual. Likewise in employment, trade unions and political parties, gender quotas can increase exposure to women demonstrating their equal competence. This could cultivate a positive feedback loop, inspiring others to follow suit.

even physiology. The way how we think about sleep and its interaction with pain can influence the way how we cope with pain and manage sleeplessness," said Nicole Tang from the University of Warwick in Britain. While some of these beliefs are healthy and useful, others are rigid and misinformed. Such conditions can be effectively managed by cognitive-behavioural therapy (CBT), the study added. Based on these beliefs,

the team developed a scale -- pain-related beliefs and attitudes about sleep (PBAS) -to measure beliefs about sleep and pain. The scale, when tested on four groups of patients suffering from long-term pain and bad sleeping patterns, showed that people who believe they won't be able to sleep as a result of their pain are more likely to suffer from insomnia, thus causing worse pain. Further, the scale was vital in predicting patients' level of

insomnia and pain difficulties. Current psychological treatments for chronic pain have mostly focused on pain management and a lesser emphasis on sleep. However, the "PBAS scale provides a useful clinical tool to assess and monitor treatment progress during these therapies", noted Esther Afolalu from the University of Warwick. The study has provided therapists the means with

which to identify and monitor rigid thoughts about sleep and pain that are sleep-interfering, allowing the application of the proven effective CBT for insomnia in people with chronic pain. With better sleep, pain problems are significantly reduced, especially after receiving a short course of CBT for both pain and insomnia, the researchers concluded in the paper published in the Journal of Clinical Sleep Medicine. Beauty myths and blunders one must avoid

T

here are some misconceptions and mistaken ideas about beauty care. Since wrong beauty habits and ideas are not clarified, people continue to make some common beauty mistakes. Here are some common beauty blunders that need to be clarified. Washing the face with soap and water is a good cleansing method: No. Actually, soap does not remove the make-up, dirt and pollutants efficiently. Moreover, most soaps are alkaline. They not only disrupt the normal acid-alkaline balance, but also make the skin dry. Washing the face with soap and water several times is good for greasy and problem skin: No, again. This is not true. The skin should not be washed with soap and water more than twice a day. Soaps make the skin too alkaline and this actually predisposes it to bacterial attack, leading to problems like acne. Salon facial massages are good for all skin types: These include massages with creams. Oily skins should

ndividual beliefs can play a potential role in worsening insomnia and pain experiences in patients with chronic pain conditions like back pain, fibromyalgia and arthritis, a team of researchers has found. "I won't be able to cope with my pain if I don't sleep well," is the common way patients with chronic pain conditions think, the researchers said. not be massaged with creams, as this stimulates the oil glands further. A facial for oily skins should comprise only of cleansing, exfoliation, toning, mask and protection. Cream should be applied on the skin and left on all night: The skin can only absorb that much and no more. In fact, the pores should be free of cream when we sleep. However, if the skin is very dry, a light liquid moisturiser can be applied after wiping off excess cream with moist cotton wool. Applying cream around the eyes at night and leaving it on helps to prevent wrinkles: This is a wrong practice. Actually, the area around the eyes is very delicate and thinner than most other areas. Cream should never be left on all night around the eyes. A special, under-the-eye cream should be applied and removed after ten minutes. A normal skin does not need routine skin care: This is another common misconception. All skins need daily care to remove pollutants and dirt that settle on on it, as

well as to protect and maintain its health and beauty. Blackheads are collections of dirt in the pores: This is not correct. Blackheads are caused by the collection of hardened sebum (skin’s natural oil). Since the pore is open, the tip is exposed to the air and gets oxidized, hence the black coloured tip and the name “blackhead.” Adolescents do not need to worry about acne as they will soon grow out of it: This is absolutely wrong advice. Actually, adolescents need protective and corrective care for acne, because it can spread and cause extensive scarring. Acne can be prevented and controlled with appropriate daily care. Stretch marks only form after pregnancy: Not true. Stretch marks can form even before pregnancy as they are caused due to loss of skin elasticity. This occurs when there is weight loss after weight gain. Sunscreens need not be applied in winter: Sunscreens need to be applied in winter too, especially

since we spend more time out in the sun. Sunscreens help to protect the skin from harmful UV rays. If there is hair loss, massage of the head with oil will promote hair growth: This is also not true. If there is hair loss, the roots are weak and massage can cause more hair to fall out. While massaging, avoid rubbing. Actually move the skin of the scalp with fingertips in small circular movements. One should apply heavy foundation on oily skin: Many think that foundation is a must during the hot and humid season, especially for oily skin. Actually, the foundation never seems to last and makes the face look streaky or blotchy. Foundation need not be applied, especially during the day. Compact powder may be used. Like foundation, it is available in different shades. It reduces the oily look and provides a smooth skin texture. Plenty of powder should be applied on the skin to reduce oiliness: Powders do help to reduce oiliness in summer, but less

should be applied. Dust off excess powder with cotton wool. Too much powder can make the face streaky or blotchy, due to perspiration. Powder also tends to settle where there are tiny lines, like around the eyes. So, it is necessary to dust off excess powder. Frequent washing of the hair is harmful: This is one of the most common myths. Washing does not harm the hair. It is the product you use that can. It can even be washed every day, provided one uses a mild shampoo and use very little of it. The more shampoo you use, the cleaner the hair: This wrong notion needs clarification too. It is not the amount of shampoo, but how well you rinse the hair afterwards with water which helps to remove all residues. Brushing the hair 100 times a day makes the hair healthy and shiny: Actually, this does the hair no good and can even damage the hair. If the hair is oily, it can make it more so, by stimulating the oil glands. (IANS)

Azo Vezokho Nyekha: What is more serious than that Naga Hospital Authority (NHA) is selling expired drug to patient? Is it not questionable how the whole affair had been managed by the state govt. The issue only popped out, when this alert individual after consuming the drug felt sick and vomiting and thereafter lodged complaint and the person selling the expiry drug was arrested on charges of negligence and dereliction of duty may be. Do you know how there are thousands of illiterate poor individual availing the service of NHA, which functions under the Department of HFW, Nagaland. So the public like me are drawn to certain query such as, is there proper coordination between staffs and managing authority in NHA? Are there proper and internationally recognised medicines available or source of available medicines properly examined and thoroughly analyzed? Whom should the Department of HFW hold accountable for selling expired medicines? Is it not surprising that the highest and only medical authority in the state was caught selling expired medicine? Was there any rules and regulations in place for managing authority in NHA issued by HFW? Are the Doctors/staffs appointed in various hospitals of Nagaland being appointed through proper recruitment policy as laid down or either done by extraneous influences? Are they being appointed based on honorarium or as regular govt. servant? On honorarium (fixed), they may practice privately, if on regular govt. servant (scale pay) basis, they are not bound to practice privately. Many genuine doctors, not fake doctors, are being found unemployed in our state too. It is observed that many rules and procedures are being flouted in many Government Departments in Nagaland for decades and as a consequence, public and poor people and less fortunate professionals (not so well to do families) are being made to suffer in silence. Now, it is also very much prevalent that there are many Doctors/physicians wrongly diagnosing even simple sickness and prescribing wrong medicines, which is equal to selling expired medicines.

Naga Nationalism: The Youth Dilemma Tali M Sashyie Jamir: The Naga people are very fond of saying 'since time immemorial' in almost everything that they talk about- especially when it comes to their socio-cultural and political aspects viz. their history and their identity as well as their 'land'. The 'discrepancy' of the use of such a 'vague phrase' shows when they face the situation of proving themselves and asserting their point of view. Putting it the other way, they fail to point to a certain point of time in history, for instance, why, when, from where and how they reached and settled themselves in their present land. Because of such failures, they are in a dilemma about even their own origin; unable to locate the base of their history. In such a circumstance, the need of the hour is to stop using such a phrase as vague and meaningless as 'since time immemorial' and instead try to dig deeper and at least find a 'rudimentary base' of origin: that being found, they can steady their feet upon that base and start their journey of their unique identity and nationality and hence, begin their Nationalism. That must be the foremost duty of every Naga who loves his nation. Fortunate enough, unlike their historical origin, the origin of Naga Nationalism can, perhaps, most accurately be traced back to the First World War and the formation of Naga Club by some like minded people who had first hand experience and hence the knowledge of imperialism, domination as well as 'slave-like-treatment' being meted out to the colonial people by the colonists; and, who (might) have foreseen the future of the Naga people under a foreign domination. These people's aspiration to maintain the identity of the Naga people was expressed through various means such as the Nine Points Agreement, memorandum to the Simon Commission (1927), etc. Their vision was farsighted, they dreamed of a united and integrated Naga populace vis-à-vis Naga-lands. However, this noble goal could not be achieved due to the indifferent developments both in the internal and external socio-political spheres. India unilaterally 'disposed off' the Nine Point Agreement; some internal leaders accepted the Sixteen Point Agreement and even signed the Shillong Accord. All these developments were never healthy for the Naga nationalists. This is where the base of Naga Factionalism can be found, and the consequent multi- governments. Now, the problems that most confront the present generation Naga youths are the problems of who is the right owner of Naga nationalism? Who has the authority (legitimate power) to lead? And, whom the Naga populace should lean on to and support? Which Political Group (rather Factional Group) can wholeheartedly, without any biasness, without any ism and with no hunger for power, devote themselves entirely to the National Aspirations? Who has the right to collect revenue and taxes (To whom should the people pay taxes)? To the popularly elected State Government of Nagaland or to one of the factions (these factions are by no means 'popularly elected' nor do they have prior assent of the people)? (Because, Naga people do not have that much economic capacity to feed all the 'political factions'). Having said that, one common question that arises is that, whether the 'torch bearers' of Naga nationalism had started something that is beyond their (Nagas') reach or that they overrated the scope of 'Naga unity' and their mentality of having one nation one identity (given the fact that there are at least sixteen major Naga tribes and many more minor and subtribes; with not only sociopolitical and cultural variations among the tribes but even within one tribe). The Naga youths, who are in a dilemma, and who are asking this question to their old leaders, should, instead, ask the question to themselves and find the answer, as well, by themselves. The youths should take this question as a challenge and seize the opportunity to lead the Naga Nationalism and the people to Ideal Nagaland that they dream of. Just a caution: while you lead, and while trying to change the system, do not let yourself, instead, be changed by the system!

Samsung phone emits smoke on IndiGo plane mid-air, no damage New Delhi, SepteMber 23 (reuterS): A Samsung Electronics smartphone sent smoke from an overhead baggage compartment on an Indian commercial plane during a flight on Friday, India's aviation regulator said, but there was no damage and the aircraft landed safely. Passengers on board an IndiGo flight spotted smoke filtering from the baggage bin and alerted the cabin crew which saw sparks and smoke coming from a Samsung Galaxy Note 2 phone, the airline, owned by InterGlobe Aviation, confirmed in an emailed statement. The IndiGo flight was on its way to Chennai from Singapore, the airline said. The incident comes after Samsung recalled its new Note 7 phones across the globe due to faulty batteries causing the devices to catch fire while charging or in normal use. The problems knocked billions of dollars off the market value of Samsung Electronics, which had tried to preempt rival Apple by launching the almost $900 Note 7 on Aug. 19, about a month ahead of the latest iPhone release. There have been no previous reports of similar problems with the Note 2 model, first released in 2012. A spokesperson for India's Directorate General of Civil Aviation (DGCA) said it will send out an advisory to airlines warning passengers to keep all Samsung Note smartphones switched off during the flight or avoid carrying the phones on commercial jets altogether. The DGCA has called Samsung representatives to its office in New Delhi on Monday. A Samsung spokesman in India had no immediate comment but said the company would issue a statement soon.

India and France ink deal for 36 Rafale fighter jets

New Delhi, SepteMber 23 (pti): India and France today signed the Euro 7.87-billion (Rs 59,000 crore approx) deal for Rafale fighter jets, equipped with latest missiles and weapon system besides multiple India-specific modifications that will give the IAF greater "potency" over arch rival Pakistan. The Inter Governmental Agreement was signed by Defence Minister Manohar Parrikar and his visiting French counterpart Jean Yves Le Drian 16-months after Prime Minister Narendra Modi announced India's plans to buy 36 Rafale fighter aircraft in fly away condition during his trip to France. The contracts for the deal was also signed earlier today. The 'vanila price' (just the aircraft alone) will cost about 91 million Euros each for a single seater and about 94 million Euros for a two seater trainer aircraft. "Pleased to inform that India has signed an agreement for procurement of 36 Rafale aircraft with weapon systems, five years complete spares and maintenance, performance based logistics, India specific special provisions. This is an achievement which will give the IAF the required potency in terms of penetration and capability," Parrikar

told reporters at the South Block. The deal, first fighter plane contract in 20 years, comes with a saving of nearly 750 million Euros, gained through hard negotiations by the Indian side, over the one struck during the previous UPA government, which was

scrapped by the Narendra Modi government, besides a 50 per cent offset clause. The 50 per cent offset clause means that Indian businesses, both big and small, will gain work to the tune of over three billion Euros.

These combat aircraft, delivery of which will start in 36 months and will be completed in 67 (rpt) 67 months from the date the contract is inked, comes equipped with state-of-the-art missiles weaponry that will give IAF a capability that had been

sorely missing in its arsenal. The features that make the Rafale a strategic weapon in the hands of IAF include its Beyond Visual Range (BVR) Meteor airto-air missile with a range in excess of 150 km. Its integration on the Rafale jets will mean IAF can hit targets inside both Pakistan and across the northern and eastern borders while staying within India's territorial boundary. Pakistan at present has only a BVR with 80 km range. During the Kargil war, India had used a BVR of 50 km range while Pakistan had none. However, Pakistan later acquired 80-km-range BVR, but now with 'Meteor', the balance of power in the air space has again tilted in India's favour. 'Scalp', a long-range air-toground cruise missile with a range in excess of 300 km, also gives IAF an edge over its adversaries. Both missiles have a 2 metres precision which means that a target can be hit with high precision. Defence Ministry sources said the Rafale, which has a range of 780 to 1055 km, depending on mission role, as compared to 400-450 of the Su30, will be better than what even the French uses as it will have numerous India specific additions. .

New Delhi, SepteMber 23 (reuterS): India's Supreme Court extended embattled Sahara conglomerate chief Subrata Roy's parole by a week on Friday, temporarily staying an order it had issued just hours before that he be taken back into custody. Roy was first arrested in March 2014 after Sahara, a household name in India, failed to comply with a court order to refund 360 billion rupees ($5.4 billion) raised from millions of small investors by selling them bonds later ruled to be illegal. Roy was released from prison on parole in May and the hearing on Friday was to determine whether it should be extended. The court initially rejected the parole application and ordered Roy return into custody until Oct. 3, the date for the next hearing. But later, after an appeal from his lawyers, the court granted him interim parole until Sept. 30. The Oct. 3 hearing has been brought forward to Sept. 28. Embattled Sahara has been trying to raise funds since Roy's arrest by selling real estate assets but has failed in several past bids. Sahara has also previously said it had repaid 95 percent of its liability, a claim which has not been accepted by the court. Sahara, the former main sponsor of India's national cricket team, has some prized assets, including New York's Plaza Hotel, the Grosvenor House in London, Sahara Star hotel in Mumbai and a stake in a Formula One racing team. In March, the court asked the national markets regulator, the Securities and Exchange Board of India (SEBI), to submit a plan for selling Sahara's 86 properties in the country excluding its overseas assets, Sahara Star hotel in Mumbai and Aamby Valley luxury resort in the hills of western India. The decision, earlier on Friday, to not grant a further extension was made after SEBI told the court it was unable to raise money from the Sahara properties as they had been requisitioned by the income tax department against unpaid dues. SEBI on Friday also made an application in court to appoint a receiver to handle Sahara's properties.

paNaji, SepteMber 23 (iaNS): Two beach shack workers, accused of raping and killing 15-yearold UK teenager Scarlett Keeling on a Goa beach in 2008, were acquitted by a trial court here on Friday. The victim's mother and her counsel claimed that incompetent investigation influenced by the drug mafia and an inordinate delay could have led to the acquittal. Samson D'Souza and Placido Carvalho were acquitted by Goa Children's Court President Vandana Tendulkar at the end of an investigation and trial that dragged on for eight years. Carvalho said that he was "happy" with the judgement and that all the charges against him were "false". Speaking to IANS after the verdict was delivered, advocate Vikram Varma, counsel of Fiona Mackeown, Scarlett's mother, said the criminal justice system has let them down. "The criminal justice goes into motion and those who are charged are acquitted, which essentially means that nobody killed her, nobody hurt her, nobody gave her cocaine," Varma said.

"So the issue is, if someone has been murdered, it is the job of the investigating agency to find out who has done it and present adequate evidence for the charges they have filed against these people. Now that particular system has failed," he said. Scarlett's half-naked body was found at Anjuna beach in February 2008. While the police initially tried to pass off the incident as a suicide, a second autopsy revealed 52 injury marks on her body as well as traces of a cocktail of drugs in her system. The case was subsequently handed over to the Central Bureau of Investigation by the then Congress-led coalition government, after a highprofile campaign for justice by Fiona, who during course of the trial accused then state Home Minister Ravi Naik as well as his son Roy, of trying a cover-up for the crime. The trial was also delayed due to the transfer of five judges from the Goa Children's Court, which is authorised to try criminal cases against minors in the coastal state. "The delay has been of a reluctant system, which

does not want to investigate a crime committed on a foreigner, if the crime has been committed by a local person," Varma said. A dejected Fiona said that medical evidence appeared to suggest that her daughter had been drugged, raped and murdered, but blamed the local police as well as the CBI for the acquittal of the two accused. She said that international tourists were not safe in Goa. Keeling's death turned the spotlight on the issue of safety of the coastal state's beaches which attract nearly four million tourists every year. "It is clear that the CBI are either incompetent or corrupt and I don't believe that they are incompetent. I can only say that if international tourists come to Goa and they are murdered, they cannot hope for justice," Fiona said. A mother of eight children and a resident of Devon in Britain, Fiona said that her resources and strengths had got sapped over the course of the prolonged investigation and trial, adding that she was feeling "deflated" after the acquittal. She also said that the refusal of a key witness in

the case, Michael Mannion from the UK, to depose before the Goa Children's Court even via video conference from the UK, could have punctured the prosecution's case. Mannion was a key witness who had seen Samson sexually assault Scarlett near the Luis beach shack, at Anjuna beach. "I hold him partially responsible for he let Scarlett down the first time when he drove off on that day, and he has let her down today. He is a despicable coward..." Fiona said. Fiona has expressed hope that the CBI would go in appeal against the order. CBI counsel Ejaz Khan said the decision on whether the agency would go in appeal would be taken only after perusal of the order, a copy of which is expected to be released on Monday. "We haven't seen the court order yet. We will get a copy of the order on Monday. We will be in a position to comment on the order only after going through the written order," Khan told IANS. Speaking to IANS, Goa Chief Minister Laxmikant Parsekar said "Personally, the outcome of the case is unfortunate".

New Delhi, SepteMber 23 (iaNS): Indicative of the growing importance of Saudi Arabia in India's foreign and strategic policies, National Security Advisor Ajit Doval was a surprise presence at the Saudi National Day at a five-star hotel here where he was seen having a long tete-a-tete with the Saudi envoy. The entry of Doval, considered one of India's most powerful officials with a strong say in foreign policy, at the gala event on Thursday evening was noted by all. Doval, who is a close aide of Prime Minister Narendra Modi, is not known to attend these gala events. But the camaraderie between the NSA and the Saudi envoy Saud Al-Sati, as they chatted for close to 20 minutes, with photographers clicking away, was perhaps a signal of India cementing its strategic relations with one of the Gulf's most important countries. The marked strengthening of ties with Saudi Arabia, known as a traditional ally and benefactor of Pakistan, also comes as Riyadh has joined the global chorus condemning the Uri terror attack in Jammu and Kashmir that left 18 soldiers dead. In a message on Thursday the Saudi envoy had mentioned the "robust security cooperation" between the two countries as "important not only for us but also for the entire region and beyond" and said the two countries were working together not only to eliminate the "menace of terrorism" but also in strengthening defence cooperation. Prime Minister Modi had received a warm welcome during his visit to Saudi Arabia in April this year and held talks with Saudi King Salman bin Abdul-Aziz Al Saud. King Salman had also bestowed the King Abdul Aziz Order of Merit medal on Modi, the Kingdom's highest honor. In early August, the Saudi King had personally intervened to provide succour to thousands of Indian workers who had lost their jobs and were stranded in the Kingdom after a major construction company shut down. From providing food and medicines and facilitating exit visas for the Indian workers, King Salman also earmarked Saudi Riyal 100 million ($26 million) to provide relief to the workers. Around three million Indians work in Saudi Arabia.

MNS asks Pakistani artistes to leave in 48 hrs, police assures protection MuMbai, SepteMber 23 (iaNS): The Maharashtra Navnirman Sena (MNS) on Friday gave a 48hour ultimatum to all Pakistani cine and television artistes here to quit India or face consequences. The Mumbai police promptly responded, saying foreign artistes holding valid documents need not worry. MNS Chitrapat Sena chief Ameya Khopkar told the media that there was "an anti-Pakistan" wave across India after the September 18 terror attack that left 18 Indian soldiers dead at Uri in Jammu and Kashmir. "The MNS calls upon all Pakistanis working in Indian tele-serials, films and other shows to leave the country within 48 hours. If they fail to do so, we shall deal with them in our own style," Khopkar warned. The party also warned it would not permit the release of any Bollywood films having Pakistani ac-

tors, including the upcoming "Aye Dil Hai Muskhil" and "Raees". The MNS order would also apply to sportspersons and singers, the party added. Among the Pakistani actors and singers known to be based in Mumbai or frequenting the city are Fawad Khan, Ali Zafar, Atif Aslam, Shafqat Amanat Ali Khan, Rahat Fateh Ali Khan, Salman Ahmad, Mahira Khan and Ali Azmat. MNS Vice-President Shalini Thackeray said that wherever shooting for films or teleserials with Pakistani actors was on after the deadline, MNS activists would go and stop them. "This is not a veiled threat. This is a direct challenge to producers like Karan Johar who promote Pakistani artistes. We are writing to all production houses, asking them not to give work to Pakistani artistes," Thackeray said. Another party Vice-

Artistes never in favour of violence: Fakhr-e-Alam on MNS ultimatum

Top actors such as Fawad Khan, Mahira Khan and Ali Zafar are among a host of Pakistani artistes who have made India their home away from home.

President, Vageesh Saraswat, said the party had issued similar warnings in the past and always stuck by them. "Now, we have given them a specific deadline. Their countdown has begun. If they don't pack up and leave in 48 hours, we shall chase them away," Saraswat declared. However, the Mum-

bai police on Friday said that all foreign nationals, including Pakistanis who are in Mumbai with valid documents provided by the government of India, need not worry. "We will provide adequate protection as and when required," Joint Police Commissioner (Law and Order) Deven Bharti said following the

MNS threat. In the past, the MNS and the Shiv Sena have adopted an aggressive stance against Pakistani personalities visiting Maharashtra. Pakistani ghazal singer Ghulam Ali's scheduled concerts were cancelled in Mumbai and Pune in October 2015 and a public engagement axed in January this year.

MuMbai, SepteMber 23 (iaNS): Fakhr-e-Alam, former chairperson of the Sindh censor board, has condemned the 48-hour ultimatum given by Maharashtra Navnirman Sena (MNS) to all Pakistani cine and tele-artistes to quit India or face consequences. He says artistes do not favour violence, and feels that war is not the solution to conflicts and disagreements between India and Pakistan. MNS Chitrapat Sena chief Ameya Khopkar told the media here on Friday that there was "an anti-Pakistan" wave across India after the September 18 terror attack that left 18 Indian soldiers dead at Uri in Jammu and Kashmir. Responding to the MNS ultimatum, Fakhr-e-Alam told IANS: "War is not a solution to conflicts and disagreements. War-mongering, aggressive posturing and jingoism, just to get electoral gains and sweeping the dirt underneath the carpet, is just not constructive or positive." Fakhr-e-Alam said that both India and Pakistan must show "responsibility and restraint and be careful on what narrative they want to build". He also urged media on both sides to be "careful and introspect on how they want to score ratings".

"Artistes are never in favour of violence. People on both sides of the border have far greater problems than by being consumed by this madness," Fakhr-e-Alam said. "We need to build bridges and not construct uncontrollable hatred on either side. We must seek common ground and engage in progressive dialogue," he added. Speaking at the press conference, MNS Vice President Shalini Thackeray said that wherever films or TV shows were being shot with Pakistani actors, MNS activists would go and stop them after the 48-hour deadline lapses. In the past, the MNS and Shiv Sena have often adopted an aggressive stance against Pakistani personalities visiting Maharashtra. Pakistani ghazal singer Ghulam Ali's scheduled concerts were cancelled in Mumbai and Pune in October 2015 and a public engagement was also axed in January this year.

Fierce air strikes on Aleppo after Syrian army declares offensive BEIRUT, SEpTEmBER 23 (REUTERS): Warplanes launched some of the heaviest air strikes yet on rebel-held areas of Aleppo on Friday after the Russian-backed Syrian army declared an offensive to fully capture Syria’s biggest city, killing off any hope of reviving a ceasefire. Residents said the streets were deserted as the 250,000 people still trapped in the besieged opposition-held sector of Aleppo sought shelter from jets. The army said the operation would include a ground attack, and could last “for some time”. The rebels and the Syrian Observatory for Human Rights monitoring body described raids by warplanes they said must belong to Russia. Residents also spoke of attacks by helicopters using bombs made from oil drums, a tactic usually attributed to the Syrian army. “Can you hear it? The neighbourhood is getting hit right now by missiles. We can hear the planes right now,” Mohammad Abu Rajab, a radiologist, told Reuters. “The planes are not leaving the sky, helicopters, barrel bombs, warplanes.” The intense bombard-

tional meetings on Syria in New York, the latest diplomatic efforts officially intended to revive the truce, which was brokered by the United States and Russia. Its collapse, the same fate as all previous efforts to halt a 5-1/2-yearold war that has killed hundreds of thousands of Syrians, has doomed what may be the final bid for a peace breakthrough before President Barack Obama leaves office.

ment left no doubt that the Syrian government of President Bashar al-Assad and its Russian allies had spurned a plea from U.S. Secretary of State John Kerry to halt flights to resurrect the ceasefire, which lasted a week before collapsing on Monday. A rebel commander said the blasts were the

fiercest the city had faced. “I woke up to a powerful earthquake though I was in a place far away from where the missile landed,” he said in a voice recording sent to Reuters. His group had “martyrs under the rubble” in three locations. In a late night announcement on Thursday, the Syrian military

announced “the start of its operations in the eastern districts of Aleppo”, and warned people to stay away from “the headquarters and positions of the armed terrorist gangs”. Elaborating on this on Friday, a military source said the offensive would be a “comprehensive one”, with a ground assault fol-

lowing air and artillery bombardment. “With respect to the air or artillery strikes, they may continue for some time,” it said. There was no immediate comment from the Russian or Syrian militaries detailing Friday’s air strikes. The Syrian army’s declaration of the offensive coincided with interna-

“ANNIHILATION” The Syrian government, strengthened by Russian air power and Iranianbacked Shi’ite militias, has been tightening its grip on rebel-held districts of Aleppo this year, and this summer achieved a long-held goal of fully encircling the area. The government already controls the city’s western half, where fewer people have fled. Before the war, the city held nearly 3 million people and was Syria’s economic hub. Recovering full control of Aleppo would be the most important victory of the war so far for Assad, who has sought to consolidate his grip over the western cities where the overwhelming majority of

Syrians lived before fighting drove half of the nation from their homes. The Observatory said there were at least 40 air strikes since midnight. Ammar al Selmo, the head of civil defence rescue service in oppositionheld Aleppo, said three of its four centres in Aleppo had been hit. “What’s happening now is annihilation in every sense of the word,” he told Reuters. “Today the bombardment is more violent, with a larger number of planes.” The U.S.-Russian agreement marked their second attempt this year to halt the war. It was supposed to bring about a nationwide ceasefire, improved humanitarian aid access, and a joint U.S.-Russian effort against jihadist groups including Islamic State and the Nusra Front, long al Qaeda’s Syrian wing. “LONG, PAINFUL, DIFFICULT” But the ceasefire collapsed into renewed bombardments on Monday, including an attack on an aid convoy that Washington has blamed on Moscow, which denies involvement. Assad remains defiant, saying on Thursday he expected the conflict to “drag

on” as long as it is part of a global conflict in which the groups fighting him are backed by Saudi Arabia, Qatar, Turkey and the United States. On Thursday at the United Nations, the United States and Russia failed to agree on how to revive the ceasefire during what U.N. Syria mediator Staffan de Mistura called a “long, painful, difficult and disappointing” meeting. The International Syria Support Group, including Moscow, Washington and other major powers, met on the sidelines of the annual United Nations gathering of world leaders in New York. “We have exchanged ideas with the Russians and we plan to consult tomorrow with respect to those ideas,” Kerry said, expressing concern at the reports of the planned new Syrian offensive. “I am no less determined today than I was yesterday but I am even more frustrated.” Western states have backed Kerry’s call to ground warplanes to create the right conditions for the truce. French Foreign Minister Jean-Marc Ayrault described Russian Foreign Minister Sergei Lavrov’s response to that proposal as “not satisfying.”

Guatemala denounces corruption at UN Thailand: Bomb kills 3 police officers in ambush UNITED NATIONS, SEpTEmBER 23 (REUTERS): Guatemalan President Jimmy Morales gave a fiery speech against corruption at the United Nations General Assembly on Thursday, a week after a judge barred his son and brother from leaving the country due to a pending fraud investigation. Morales, who rose to fame as a TV comedian, won office last year on a platform of fighting the corruption that has battered confidence in Guatemala and its Central American neighbors Honduras and El Salvador. But Samuel “Sammy” Morales, an older brother and a close adviser to the president, and Jose Manuel Morales, one of the president’s four sons, have

been questioned in a case over suspicious business dealings. “The rule of law is now unmistakably more vigorous than it was a year ago,” said the president, whose 2015 campaign slogan was “Neither Corrupt, nor a Thief”. The scandal may dent Morales’ image, which is based on setting himself apart from previous leader Otto Perez, who is in jail for fraud. “2015 changed the course of history in Guatemala,” Morales told the assembly. “There was a rejection of the perverse system of corruption that had undermined our development potential.” The current case involves payments linked to the mother of Jose Manuel’s then-girlfriend in 2013. The mother, who has not been identified,

agreed to supply Christmas hampers to the national property registry, which is being investigated for suspected corruption, according to testimony given during a public hearing about the registry. She instead sent the registry a $12,000 bill made out in the name of a local restaurant for 564 breakfasts, according to the attorney general. The breakfasts were never delivered, according to statements given by a witness in a public hearing. Sammy Morales told local newspaper Prensa Libre last week that he got involved in the transaction as “a favor” to his nephew, but he denied it was part of a fraud scheme. No formal charges have been filed against Sammy Morales or Jose Manuel.

New hope for patients with deadly brain tumour LONDON, SEpTEmBER 23 (IANS): Researchers have found a potential new way of stopping one of the most aggressive types of brain tumour from spreading, which could also lead the way to better patient survival. Glioblastoma, which is one of the most common types of malignant brain tumours in adults, grow fast as well as spread easily. The

tumour has threadlike tendrils that extend into other parts of the brain making it difficult to remove it all, the study from the University of Southampton in Britain said. The findings suggest that by blocking specific enzymes called ADAM10 and ADAM17, the tumour can be stopped from growing and spreading. It also moves the cancer

cells away from the place where they were growing which could allow them to be removed through traditional cancer treatments such as radiotherapy, chemotherapy or surgery, the researchers noted. “Glioblastoma is a devastating disease which is often untreatable. We have found that blocking ADAMs may lead to reduced tumour growth and less recurrence

following conventional treatments, improving the chance of complete surgical removal and improving survival rates,” said Sandrine Willaime-Morawek, Lecturer at the University of Southampton in Britain. The current treatment regimens are ineffective against the small population of cancer stem cells residing in the tumourigenic niche.

BANGKOK, SEpTEmBER 23 (REUTERS): Three Thai policemen were killed and two wounded on Friday in a bomb and gun attack in the southern province of Yala where Muslim separatists have been waging a simmering insurgency against the state. The attack came just over a month after a series of bombs in three of Thailand’s main tourist towns killed four people and wounding dozens and raised fears the insurgents were expanding their fight to tourist targets. Police were traveling in two pick-up trucks when the first vehicle was blown up by a road-side bomb, police Lieutenant Colonel Chamnan Bhutpakdee told Reuters. “The assailants detonated the bomb when the truck was passing over, instantly killing the three officers,” he said. Insurgents then opened fire on the second vehicle, wounding two officers, Chamnan said. One of them was in

Taiwan asks Google to blur images showing new South China Sea facilities

TAIpEI, SEpTEmBER 23 (REUTERS): Taiwan’s Defence Ministry said it was asking Google to blur satellite images showing what experts say appear to be new military installations on Itu Aba, Taipei’s sole holding in the hotly disputed South China Sea. The disclosure of new military-related construction could raise tensions in the contested waterway, where China’s building of airstrips and other facilities has worried other claim-

ants and the United States. The images seen on Google Earth show four three-pronged structures sitting in a semi-circle just off the northwestern shoreline of Itu Aba, across from an upgraded airstrip and recently constructed port that can dock 3,000-ton frigates. “Under the pre-condition of protecting military secrets and security, we have requested Google blur images of important military facilities,” Taiwan

Defence Ministry spokesman Chen Chung-chi said on Wednesday, after local media published the images on Itu Aba. The United States has urged against the militarisation of the South China Sea, following the rapid land reclamation by China on several disputed reefs through dredging and building airfields and port facilities. A spokesman for the U.S. Defense Department, Commander Gary Ross,

said the Pentagon was aware of the reports of the military-related construction and encouraged all claimants to take steps to lower tensions. “We believe a reciprocal halt among all claimants, including Taiwan, on any further land reclamation, construction, and militarization of land features would lower tensions,” he said. Taiwan’s Defence Ministry and coast guard, which directly oversees Itu Aba, said details about the structures were confidential and have not commented on their nature. Google, a unit of Alphabet Inc, said it was reviewing the request from Taiwan, but that such requests to date had not resulted in Google blurring imagery. Satellite images used on Google Earth and Google Maps come from third-party providers, which Google purchases for use in its mapping system, according to the search giant. “We take security con-

cerns very seriously, and are always willing to discuss them with public agencies and officials,” Google spokesman Taj Meadows said in an emailed response. Defence experts in Taiwan said that based on the imagery of the structures and their semi-circular layout, the structures were likely related to defence and could be part of an artillery foundation. “I think definitely it will be for military purposes, but I cannot tell if it is for defending, attacking or monitoring,” said Dustin Wang, a scholar and a former government adviser who has regularly visited Itu Aba. Wang said given the structures’ location, which faces the main seaborne traffic, they may relate to surveillance. China, Taiwan, the Philippines, Vietnam, Malaysia and Brunei claim parts or all of the South China Sea, through which trillions of dollars in trade passes.

critical condition. Yala, along with Pattani and Narathiwat, are Muslim-majority provinces in mostly Buddhist Thailand’s deep south. Insurgency has plagued the ethnic Malay region for decades but it intensified in 2004. Since then, more than 6,500 people have been killed, according to the Deep South

Watch monitoring group. The International Crisis Group (ICG) think-tank warned in a report this week that the August attacks showed “a clear shift, and apparent decision to expand the conflict” that has been largely confined to the three southern-most provinces. Talks with the insur-

gents began in 2013 under then Prime Minister Yingluck Shinawatra but stalled after the military overthrew her government in 2014. But early this month, another round was held in Malaysia between a separatist umbrella group and the Thai government but achieved no breakthrough.

‘Time to reconsider North Korea’s UN membership’ UNITED NATIONS, SEpTEmBER 23 (REUTERS): South Korean Foreign Minister Yun Byung-se accused North Korea on Thursday of “totally ridiculing” the authority of the United Nations through its nuclear and missile tests and said it was time to reconsider whether it was qualified for U.N. membership. In an address to the annual United Nations General Assembly, Yun said the U.N. security Council should adopt “stronger, comprehensive” sanctions on North Korea after its fifth nuclear test on Sept. 9 and close loopholes in existing measures. “North Korea’s repeated violations and noncompliance of Security Council resolutions and international norms is unprecedented and has no parallel in the history of the U.N.,” Yun said. “North Korea is totally ridiculing the authority of the General Assembly and the Security Council,” he said.

“Therefore, I believe it is high time to seriously reconsider whether North Korea is qualified as a peace-loving U.N. member, as many countries are already questioning.” Yun said North Korea had not only advanced its nuclear and missile capacity, but publicly threatened to use those weapons preemptively. He said it was the “last chance” to put a brake on its nuclear ambitions. Yun also called for action against North Korea’s violations of the rights of its own people, and said there should be greater focus on North Korean workers abroad and the possible diversion of their wages to weapons programs. Discussions are already under way on a possible new U.N. sanctions resolution on North Korea after its latest nuclear test. Analysts and diplomats say much depends on China’s attitude. China is North Korea’s main ally, but has been an-

gered by its repeated missile and nuclear tests and backed tough U.N. sanctions on Pyongyang in March. At the same time, it has repeatedly called for a return to international talks to resolve the issue, in spite of the skepticism of other world powers. Chinese Premier Li Keqiang told the General Assembly on Wednesday countries must remain committed to denuclearization of the Korean peninsula, while seeking a solution to the North Korean nuclear issue through dialogue. The United States said Li and U.S. President Barack Obama agreed in New York on Monday to step up cooperation in the U.N. Security Council and in law enforcement channels Japanese Prime Minister Shinzo Abe said on Wednesday the threat posed by North Korea was “substantially more serious” than in the past and demanded an “entirely distinct” response.

Mourinho feels heat as Wenger marks anniversary

London, September 23 (AFp): Jose Mourinho has vowed to silence the critics when Manchester United face champions Leicester, while his old rival Arsene Wenger hopes to celebrate a memorable milestone with a rare success against Chelsea on Saturday. Mourinho finds himself under fire less than two months into his United reign after three successive defeats and an unconvincing League Cup win at third tier Northampton. United are already trailing six points behind Premier League leaders Manchester City and another setback at Old Trafford this weekend would be a huge blow to Mourinho's bid to stamp his authority on an team that has underachieved in recent years. After winning their first three league matches under Mourinho, as well as beating Leicester in the Community Shield, United lost to City and Watford, either side of a Europa League defeat at Feyenoord. Mourinho's tactics and team selections have been called into question, while there have been suggestions the manager's public criticism of individual players, including injuryplagued defender Luke Shaw, has not gone down well in the dressing room. Seeing off minnows Northampton did little to quell the rising tide of discontent but, in typically bullish fashion, Mourinho has come out fighting.

Jose Mourinho

Arsene Wenger

"We had a bad week. I know the world is full of Einsteins. I know they tried to delete 16 years of my career," Mourinho moaned. "They tried to delete an unbelievable history of Manchester United and to focus on a bad week with three bad results. But that's the new football, it's full of Einsteins." That Mourinho is at a low ebb on the same weekend that Wenger celebrates his 20th anniversary as Arsenal manager won't have been lost on the Frenchman. Wenger, who has endured many barbs from Mourinho in the past, faces Chelsea looking to improve on a woeful record of five wins in his last 31 meetings against the Blues. His last major milestone -- his 1,000th match as Arsenal manager -was spoilt by a 6-0 thrashing at Stamford Bridge.

But having seen a second-string team win 4-0 at Nottingham Forest in the League Cup in midweek, following a 4-1 success at Hull last weekend, Wenger is confident the depth of his squad will help restore order after a sluggish start to the season. "We have four days to prepare for the (Chelsea) game, let's focus on that now," Wenger said. "The performance shows that the players who played at Hull need to be on their toes and that's what we want -- competition for places." - New situation Chelsea go into the London derby buoyed by a 4-2 League Cup win at Leicester in which they came from 2-0 down. One player desperate to feature at the Emirates is Cesc Fabregas, who made his name as a player under Wenger at Arsenal.

The Spain midfielder is yet to start in the league this season, but having scored twice in extra time at Leicester, he is hopeful of forcing his way into Antonio Conte's line-up at the Emirates. "It's a new situation for me in my career after 13 years of basically playing all the time for my club and national team," Fabregas said. "And it's been tough, I'm not going to deny it. But the last thing I will do is complain or put my hands up and give in." Table-topping City head to Swansea for the second time this week after winning 2-1 at the Liberty Stadium in the League Cup. City have won all nine matches under boss Pepe Guardiola, including five in the league, and the Spaniard kept his team in south Wales to aid their recovery time during a busy period. Even so, changes are certain as Sergio Aguero is back from suspension and captain Vincent Kompany is struggling with an injury suffered in midweek. "I want us to recover well, and train well, prepare as well as possible for our game in Swansea, for our game in the Champions League and for Tottenham away," Guardiola said. Second placed Everton travel to Bournemouth aiming to bounce back from their first defeat, a midweek League Cup loss to Norwich, since Dutch coach Ronald Koeman took charge.

Wenger implores Gunners to avoid seeing red against Blues

London, September 23 (reuterS): Arsenal manager Arsene Wenger has urged his players to avoid being drawn into needless confrontations with their Chelsea opponents when the London rivals meet at the Emirates Stadium on Saturday. Arsenal were beaten home and away by Chelsea in the Premier League last season, and had three players sent off over the two games, with Chelsea's combative striker Diego Costa involved in two of the three incidents. "In the last two games we played with 10 men so for the result tomorrow it's important the way we play football but also the way we behave," Wenger told a news conference on Friday. "We have to be cold blooded and respect the rules of the game." When the teams met last September, Arsenal centre back Gabriel was dismissed for scuffling with Costa and although the red card was later rescinded, the defender was given a one-match ban for failing to immediately leave the pitch. Costa, who has scored twice in three games against Arsenal, was retrospectively banned for his involvement in the incident, and Arsenal

ended the 2-0 defeat with nine men after midfielder Santi Cazorla picked up a second yellow card late on. Arsenal then lost 1-0 to Chelsea when the teams met in January, a game in which defender Per Mertesacker was shown a red card for a foul on Costa. Wenger, whose side have not beaten Chelsea in nine league encounters, urged his team to channel their emotions in the right way. "Discipline and results are strongly linked -- and the regrets we have from the last two games are that we couldn't play 11 v 11," said the Frenchman, who will complete 20 years in charge of Arsenal on Oct. 1." Wenger confirmed that striker Olivier Giroud was back in training after a toe injury but had less positive news on Wales midfielder Aaron Ramsey, who is out with a hamstring injury. "Aaron Ramsey is still struggling with his hamstring," Wenger said, while ruling the midfielder out until after the international break which ends on Oct. 14. "He has a small grade one (tear) hamstring but he is not completely free to push at the moment and he has a little bit of pain. He is in the last days of his rehabilitation."

The Formal Fallacy of Women Reservation

T

Michael Yhome

he concept of Women Reservation misses out the very institutional structure of our society. A compromise of conscience that fails to understand and address the greatest perpetual injustice committed by humanity – “The Inequality of Men and Women”. A palliative approach of insincere redressal which is a blasphemy of the Ideals it seeks to realise. Wolfgang Pauli’s, “It is not even wrong” aptly describes the issue of Women Reservation. The proponents of this cause have championed Reservation for the effect of development, empowerment and equality of women vis-à-vis men. However, before it premises itself on the realization of lofty ideals, Reservation as an entity must justify its existence. Practiced since the dawn of civilization, reservation in subtle ways is given as an act of kindness. In the present, Reservation is a form of affirmative action through positive discrimination – on the grounds

of Inequality or Differences which warrant representation- Justifiably. To reason women reservation on the former is to give tacit acceptance to women’s inferiority. To give reason to the later will invalidate the union of Men and Women. An unnecessary division in an already divided society. The purpose of Reservation is to bring about equality, a level playing field between Men and Women. If that be – Is Non-Reservation the cause of such Inequality? Reservation is akin to massaging the head, putting ointment and having an aspirin with the audacious hope of curing headache caused by brain cancer. What of the number 33 and its percent? Does it mean 1 men = 3 women. If equality is really a desire for the giver and the receiver, wouldn’t it be ideal to have 50 percent. A historical wrong of this magnitude surely needs a better answer. Women’s Right, not Women Reservation. A Right that is inherent, inalienable to the very soul of Women as much as it is Men’s. The issue that needs to be addressed is – Identity and Property. A

woman becomes a man’s wife and by default her identity is defined to the Man’s surname, Village, Tribe, Race, Nationality till Faith and God. Identity is a man-made construct, subservient to the truth of Justice. Whatever may be the chaos of identity, it cannot be traded for Equality, which is God’s own. Of property – according to patriarchy – everything pales in irrationality before it. The love of parents for daughter and son dictated by customs and tradition, unequal and unjust. The world has justified many wrongs practices- slavery, religious persecution, caste system, Sati et al. Yet the undying spirit of human goodness has prevailed over each wrong, for fate conspires with the Right for Eternity. Women’s Right is absolute over Identity and Property. There is nothing to be given or taken, least of all, a convenience of Reservation. A great Revolution is due. And such will begin by removing the Learned Helplessness of Women. international rabbit day September 24, 2016 in the World Extension Wing

I

nternational Rabbit Day is observed on September 24, 2016. It promotes the protection and care of rabbits both domestic and wild. International Rabbit Day is held each year on the fourth Saturday in September. Rabbit habitats include meadows, woods, forests, grasslands, deserts and wetlands. Rabbits live in groups, and the best known species, the European rabbit, lives in underground burrows, or rabbit holes. More than half the world's rabbit population resides in North America. Domestic rabbits can be kept as pets in a back yard hutch or indoors in a cage or house trained to have free roam. Rabbits kept indoors are often referred to as house rabbits. House rabbits typically have an indoor pen or cage and a rabbit-safe place to run and exercise, such as an exercise pen, living room or family room.

Rabbits can be trained to use a litter box and some can learn to come when called. Domestic rabbits that do not live indoors can also serve as companions for their owners, typically living in a protected hutch outdoors. Rabbits are often used as a symbol of fertility or rebirth, and have long been associated with spring and Easter as the Easter Bunny. The species' role as a prey animal also lends itself as a symbol of innocence, another Easter connotation. Additionally, rabbits are often used as symbols of playful sexuality, which also relates to the human perception of innocence, as well as its reputation as a prolific breeder. (With material from: Wikipedia) In Nagaland, we do have a small population. And on this day of “WORLD RABBIT DAY” let us also learn to do Rabbit Farming too. Importance of Disclosure, Partner & Spouse Testing of HIV

D

Shanpanthung Ezung

isclosure of HIV Status means telling someone that you are HIV+, while you may receive love and support from some of the people you disclosed, others may not be accepting. Try to find someone who can support you through this difficult situation. If you have not told any family yet, turn to your health care provider, social worker, counsellor at Care Support Centre or at ART Centre. Disclosing your HIV status will also have an effect on the people you tell. Your friends and family may immediately embrace you and accept your diagnosis. Others may react negatively or need some time to process what you have told them. You do not have to tell everyone that you are HIV+. However, it is important that you tell your current and past sexual partners and anyone you have shared needles with to inject drugs. In this way they can be tested and seek medical attention if required. If you are

afraid to tell them, health service provider in your area can notify your sexual or needlesharing partners without even using your name. You also need to tell your health care providers to ensure that you receive appropriate care. Your health care provider may ask how you were infected to determine if you are at risk from other diseases, such as hepatitis C for injection drug users and other sexually transmitted diseases (STDs) for women infected through sex. If you are in a serious relationship, telling your partner is one of the first things you will probably think about. Many turn to their partners for comfort and support. However, some people may worry that they will lose their partner’s love when they disclose. It’s normal to feel nervous, uncomfortable, or even fearful of your partner’s reaction. Disclosing your HIV status can put a strain on the best relationships. It’s important for you to think about when and how to disclose, but keeping the information to

yourself for too long is probably not a good, find professional counsellor and get support. Be aware that women are at risk for violence when disclosing their HIV status. If you are worried that your partner may become violent, think about having the discussion with another person you trust such as a therapist, an HIV advocate, or a health care professional. In most cases, sharing your HIV status is a personal choice, but in the case of sexual relationships, it can be a legal requirement. It is best if you disclose your status prior to have sexual relation with anyone. Non- disclosure of HIV status in a sexual relationship can lead to a criminal, the law requires that you disclose your HIV status before knowingly exposing or transmitting HIV to someone else. You can be found guilty of an offence for not telling a sexual partner that you are HIV+ before having intimate contact. Women often choose to disclose their status to their close friends and family mem-

bers whom they trust and thus they received both emotional and practical support. There are many reasons to tell people that you have HIV by getting support from family and friends, at the time of diagnosis and in the future, fostering a sense of closeness with friends and loved ones, reducing the risk of HIV transmission to others, not having to live with the stress of keeping HIV a secret, ensuring that you get the most appropriate care and treatment from your health care providers. Disclosing can feel empowering. Disclosure is a process, so it may take several conversations. To make the disclosure process as open as possible in a safe and secure place that provides privacy, yet offers comfort and familiarity. Tell your spouse or partner that you have some important news to share. Be prepared to talk about your diagnosis in a clear way and provide basic information about what it means to live with HIV, explain that HIV can be contracted during unprotected sex and provide your partner with information about HIV testing and

where he or she can get tested. Disclosure is necessary to protect the health of the spouse or sexual partner; also it will prevent the spread of HIV. The Partner Counselling and Referral Service can help you with notifying your partner. Living with a secret, such as HIV, can be more emotionally harmful than the rejection that could result from disclosure. Many people who have kept a secret for a long time feel a sense of relief after disclosing their status. However, disclosing your HIV status can also have downsides. Think carefully whom to disclose. Remember that once you disclose, you cannot take it back. Visit to your nearest Vihaan Care & Support Centre & Help Desk at Kohima, Dimapur, Kiphire, Tuensang Mokokchung , Peren, Wokha, Phek & Zunheboto and get support and guide from Counsellor, Peer Counsellor and Outreach Workers through the disclosure & partner testing. Brad Pitt is not being probed for alleged child abuse, says police

T

he Los Angeles Police Department denied reports that Brad Pitt was under investigation for child abuse and said authorities had received no such allegations against the actor on Thursday. "We have no report in our record for any filings for Brad Pitt, we are not having any investigations regarding Brad Pitt," police spokesman Lorenzo Quezada told AFP. The LA County Department of Children and Family Services also denied that it had confirmed to any media outlets the allegations against Brad. "Contrary to what's been published in several places, this office has not told anyone or confirmed that we are involved with any specific client as reported elsewhere," spokesman Neil Zanville said. He said his office was legally prohibited from discussing any ongoing inves-

tigations regarding any clients, celebrity or otherwise. Several media outlets on Tuesday reported that Brad had been verbally and physically abusive to at least one of his six children during an angry outburst that contributed to Angelina Jolie seeking a divorce.

According to the celebrity website TMZ , Los Angeles police began probing Brad based on an anonymous tip received by the Department of Children and Family Services, as is systematic following any report of child abuse. The source reportedly

told authorities that Brad began screaming and "getting physical" with his children on a private jet, possibly under the influence, and then continued ranting after the plane landed. The report came days after Angelina, 41, filed for divorce from Brad, 52, citing irreconcilable differences and seeking custody of their kids with visitation rights to Brad. "This decision was made for the health of the family. She will not be commenting, and asks that the family be given its privacy at this time," said Angelina's attorney Robert Offer in a statement carried by Reuters. Meanwhile, Brad gave an interview to People magazine and said: "I am very saddened by this but what matters most now is the well-being of our kids. I kindly ask the press to give them the space they deserve during this challenging time."

‘The Magnificent Seven’ review

What's hot We all love movies where good men take on the bad to protect the downtrodden. Bollywood specialises in such kind of themes every year. So the plot of The Magnificent Seven is appealing to many. The biggest attraction of the film is the starcast the makers have roped in. Good looking people who add to the visual appeal of the movie. While everyone gets their moment to shine, it's Chris Pratt who walks away

Movie: The Magnificent Seven Cast: Denzel Washington, Chris Pratt, Ethan Hawke, Haley Bennett, Vincent D'Onofrio and Peter Sarsgaard Director: Antoine Fuqua What's it about Set in the late 19th century, the town of Rose Creek is terrorised by a ruthless businessman Bogue (Peter Saarsgard). Emma Cullen (Haley Bennett), the widow of a man Bogue killed, hires a bounty hunter Sam Chisolm (Denzel Washington) to take Bogue down. He in turn hires six other men - a charismatic gambler Faraday (Chris Pratt), a PTSD suffering sharpshooter Goodnight (Ethan Hawke), his assassin friend Billy Rocks (Byung-hun Lee), a bear-sized tracker Jack Horne (Vincent D'onofrio), a 'Texican' outlaw Vasquez (Manuel Garcia-Rulfo) and a Comanche warrior Red Harvest (Martin Seinsmeir). Once assembled, The Magnificent Seven ride off to Rose Creek to save the town from evil guys.

spine-tingling good! The music video– directed by Grammy Awardwinning director Joseph Kahn– was highly anticipated for fans and even for the artists themselves! with the claps and the best lines. The man is on a roll ever since Guardians of the Galaxy hit the screens couple of years ago. Ethan Hawke is also brilliant as the man suffering from PTSD, though his change of heart in the end is so predictable and Bollywoodish. Haley Bennett, whose character reminded me of Mamta Kulkarni in China Gate (minus the romantic subplot), is also a confident performer. She is the emotional anchor of the film, and she holds well against the Magnificent Seven, considering that this was a new character written for the remake. The action sequences are choreographed with finesse, especially the long climax that had a surprising casualty I didn't see coming. Technically, the frames created by Mauro Fiore is gorgeous to

look at, while the BG score, partly composed by late Academy award winner James Horner, is apt. What's not Now the original The Magnificent Seven was a decent entertainer, but it was no patch to the original film, Akira Kurosawa's classic Seven Samurai. The 1960 film lacked the depth and emotional turmoil the Japanese film had. The 2016 remake, while an improvement on technical grounds, has the same flaws as the movie it remade. The character development is ignored and the scenes that should have shown us the bonding of the Seven feels underwritten and dragging. Except for Chisolm, Faraday and to some extent, Goodnight, the rest of the characters are vastly un-

derdeveloped, a fault with the original as well. So we don't feel much when a couple of heroes go down in the bloody climax (though one death, like I said before, was out of the blue for me). The villain, despite a terrifying performance by Peter Sarsgaard, is just one note. Blame that on the lack of scenes given to the actor. Denzel Washington, who is the leader of the pack, plays it too straight faced. This isn't the kind of performance we expected from him, especially as he had won his second Oscar for Training Day, that too was directed by Antoine Fuqua. Moreover, they could have had some more fun with his character, on the lines of Django Unchained, since the film was set in postCivil War era, and the coloured men were still

looked upon with contempt. We have seen such themes of unlikely heroes assembling together to take on a megalomaniac in recent films in a much better way, the biggest example being that little superhero film The Avengers. So yeah, Antoine Fuqua should have upped his game here. What to do If I had to chose favourites, I would actually go for Rajkumar Santoshi's underrated China Gate, over both The Magnificent Seven films. Purely because the former scores over the latter with a far more terrifying villain and a better written team bonding scenes. Watch The Magnificent Seven if you are a Chris Pratt fan or a sucker for the genre.

Williamson leads NZ reply on rain-hit India Test

Kanpur, September 23 (aFp): Skipper Kane Williamson led from the front Friday as New Zealand replied strongly with 152 for one against India on a rainhit second day of the first Test in Kanpur. Williamson, who came to the crease after the early wicket of Martin Guptill, put on a 117-run second wicket partnership with Tom Latham to make major inroads into India's first innings total of 318. At stumps, New Zealand had reduced the deficit to 166 runs, with Williamson unbeaten on 65 and Latham also well set on 56 when rain stopped play after tea to wash out the final session of play. The batting duo tackled the Indian spinners Ravichandran Ashwin and Ravindra Jadeja with aplomb as they used their feet and the sweep shot to great effect at Kanpur's Green Park Stadium. "We are confronted by two very good spinners who know the conditions well and are going to challenge you at different times," New Zealand's batting coach Craig McMillan told reporters. "Both guys soaked that (constant appealing) up really nicely throughout that partnership and whenever they got a scoring opportunity they made the most of it. "That is one of the keys, you don't allow Ashwin or Jadeja to bowl 12 or 15 balls at one person. You have to find a way a way to get down

the other end and both those guys did that really nicely today." Williamson survived a scare when a Ashwin ball hit the back of his helmet. The back flaps which provide extra support to the skull fell onto his stumps, but didn't dislodge the bails. Latham also rode his luck after Jadeja got the left-handed batsman caught at short leg, but replays showed the ball hitting the helmet grille of fielder Lokesh Rahul. The decision was referred to the third umpire who gave Latham not out as according to the rules, external protec-

tive gear cannot come into play while taking a catch. The duo got to their respective fifties soon after, although off-spinner Ashwin and left-arm spinner Jadeja continued to trouble the batsmen. "They stuck to their game plans and when the Indian bowlers missed we jumped all over it," said McMillan. "I thought the way the rotated the strike with that left and right-hand combination throughout the partnership was crucial." - Guptill falls Umesh Yadav was India's sole wicket-taker after he

trapped Guptill lbw for 21 in the first session of play. Guptill started with positive intent as he struck three boundaries in his 31-ball stay before being undone by Yadav's pacy, in-swinging delivery. Despite New Zealand's strong position, India's batting coach Sanjay Bangar said the hosts could claw their way back into the game if they can break the partnership early on when play resumes on Saturday. "It's a matter of a wicket. We have to be patient. We will have to wait for that one breakthrough," said Bangar.

"There were a few close calls in second session. It's a matter of putting pressure back on them." Earlier overnight batsman Jadeja played a useful 42-run cameo for the hosts, who started the day on 291 for nine. Jadeja struck seven fours and a six during his unbeaten knock as he entertained the crowd at Kanpur's Green Park. Medium-pacer Neil Wagner got Yadav caught behind for nine to end up with two wickets in the innings. Mitchell Santner and Trent Boult claimed three apiece.

mumbaI, September 23 (ptI): The BCCI made a surplus of Rs 111.83 crore in the last fiscal, a dip of over Rs 55 crore as compared to the previous one, said its Treasurer Anirudh Chaudhry. "In the year under consideration, the surplus of income over expenditure was Rs 111.83 crore as against Rs 166.87 crore in the earlier year," stated Chaudhry in his annual report for 2015-16. "The drop in surplus was mainly due to distribution of additional amount due to associations, additional payments to players and absence of income from Champions League T20 Tournament (that has been scrapped) and in spite of increase in total income as compared to previous year," he stated. In the current fiscal (2016-17), the budgeted surplus was estimated at Rs 509.13 crore, according to the BCCI treasurer. He has also cited that the expenses on cricketing operations (excluding Champions League T20) had increased from Rs 311.21 crore to Rs 370.04 crore and the provision for gross revenue share payable to the players had gone up from Rs 10.47 crore to Rs 56.35 crore due to corresponding increase in gross revenue income. The annual gross receipts at the end of the previous fiscal from men's senior international tours/tournaments had increased to Rs 149.44 crore as against Rs 120.78 crore in the previous year due to increase in international fixtures on Indian soil during 2015-16. Gross media rights and franchisee consideration receipts from IPL 2015 were Rs 1069.75 crore as against Rs 999.6 crore last year and Chaudhry attributed the increase to the increase in media rights income. The Cricket Board received a compensation of Rs 1607.58 crore (net of payment made to foreign boards) on account of termination of rights agreement following the discontinuation of CLT20. Gross media rights income from BCCI's international fixtures had also gone up from Rs 388.80 crore last year to Rs 648 crore, due to increase in number of matches held in India, according to Chaudhry.

Srikanth loses, Indian challenge Lakhuni Sporting Club (B) wins NSF Martyrs' Trophy over in Japan Super Series 11th Imchaba Volleyball trophy kicks off today

tOKYO, September 23 (ptI): K Srikanth fought hard before going down in a gruelling three-game men's singles quarterfinal against experienced German Marc Zweibler competition to draw curtains on the Indian challenge at the Japan Super Series badminton tournament here today. The eighth seed, playing his first tournament

after the Rio Olympics, suffered a narrow 21-18 14-21 19-21 loss to World No. 15 Marc in a 58-minute battle here. Srikanth came into the match with a 2-1 headto-head record, having beaten Marc the last time at the China Open but there was hardly anything to differentiate the two players as both fought tooth and nail. Srikanth had to push himself hard right in

the middle of the opening game when after an initial neck and neck battle he found himself five points adrift of Marc at 10-15. But the Indian changed gears and reeled off eight straight points from 12-16 to surpass the German. Marc saved two game points before Srikanth grabbed the opening game to be 1-0 up. In the second game, Marc broke off at 6-6 and kept his nose ahead despite some spirited fight from Srikanth to level the score at 1-1. In the decider, it was another gruelling battle but Srikanth managed to keep himself ahead for most part after opening up a 6-2 lead. However, Marc produced a rearguard action to not only catch up with the Indian at 16-16 but turn the tables at 18-16. Marc managed to grab two match points at 20-18. Srikanth saved one but the German sealed it at the next opportunity.

(AP Photo) t O KYO, S e p t e m ber 23 (ap): Defending champion Agnieszka Radwanska defeated Olympic gold medalist Monica Puig easily to set up a semifinal showdown with Caroline Wozniacki at the Pan Pacific Open on Friday. Meanwhile, top-seeded Garbine Muguruza crashed out, meaning Saturday's second semi will be between Japanese wild card Naomi Osaka and the Ukraine's Elina Svitolina.

Second-seeded Radwanska, of Poland, hit eight aces in overpowering the Puerto Rican 6-2, 6-3. “At this level, you have to play well to win by that kind of score,” said Radwanska, who also won here in 2011. “I knew Monica was in great form, winning the gold, but you just have to go on court and play your game. I was serving great and that helped me a lot.” Over nine years, Wozniacki has an 8-4 record against

Radwanska, and won their last three matchups. “We've played so many matches everywhere on every surface, it's always a great challenge against her.,” Radwanska said. “For me, she's still a top-10 player, even though her ranking dropped a bit. Hopefully, I can serve just as well against her.” Wozniacki, worldranked 28, appears back near her best after ankle, knee, and bicep injuries;

she reached the U.S. Open semifinals and continued that form. She beat Polish qualifier Magda Linette 6-4, 6-3. Wozniacki won 79 percent of points on her first serve, including 90 percent in the first set. “I enjoyed the rallies, being able to get into a rhythm, and having a good time - it's obviously more fun when you're winning,” Wozniacki said. Osaka came from 5-0 down in the second set against Belarussian quali-

feated Raquel Atawo and Abigail Spears from the United States 4-6, 6-2, 10-5. It will be the first meeting between the two pairs. Sania and her new partner Strycova, following the world number one doubles player's split from Swiss Martina Hingis, won the Cincinnati Open last month. They were then beaten in the quarterfinals of the US Open. The Tokyo event is their third tournament together as a pair. In the women's singles category, Agnieszka Radwanska kept her title defence on track with an emphatic win over Olympic gold medallist Monica Puig, defeating her 6-2, 6-3 to claim her fifth semi-final berth at the tournament. Radwanska awaits Caroline Wozniacki in the semis who beat Magda Linette 6-4-63.

fier Aliaksandra Sasnovich to seal a 6-3, 7-6 (6) win and reach a first WTA semifinal. Osaka overcame a bout of teen tantrums, twice smashing her racket down, and ease off her big serve, to retrieve the second set. “It was fun to play, I've just got to work on my attitude a little bit,” she said. “I was focusing more on playing the shots instead of the result, at 0-5. I felt she had a great backhand return, so I thought I would mix it up
