In line with ‘Tourism for all: Promoting universal accessibility,’ the theme of this year’s World Tourism Day, the Nagaland Tourism Department today distributed wheelchairs to some hotels and home stays in Kohima to be used for guests. It was handed over by Merentoshi R. Jamir, MLA and Advisor to the Chief Minister and Angau I. Thou, Secretary Tourism during the observance of World Tourism Day here today. Thou said that tourism is not only an opportunity for the locals to generate money, it is also an opportunity for people to experience newness in environment, culture and food. She said this is a right of every person and cannot be limited to only certain social classes. “The pleasure for travel should not be made exclusively for people who do not have any liabilities. This is inclusive of all people including those travelling with children in prams, people with disabilities and senior citizens,” she said. “We must work to make tourism for all and make tourism a universal accessibility. Tourism for all includes people with disabilities, senior citizens and families travelling with small children.”
Stating that everyone has the right to access leisure and tourism services on an equal basis, she however lamented that 1 billon people around the world living with disability, along with young children, seniors and persons with other access requirements, still face obstacles in accessing fundamentals of travels such as clear and reliable information, efficient transportation and public services, and a physical environment that is easy to navigate. She also said that even with modern technologies, those with visual, hearing, mobility or cognitive impairments are being left behind in many tourism destinations. Stating that all of the world’s citizens have the right to experience the incredible diversity this planet has to offer, she said “it is highly important that all countries and destinations, as well as the industries, promote accessibility for all in the physical environment, in transport systems, in public facilities and services and in information and communications channels.” She said the accessible tourism market is part of every tourism market and effort should be made to make Nagaland accessible to all the tourists. The needs of disabled visitors and others who require accessible services and facilities should be considered as part of all tourism of-

The All Nagaland Social Welfare Field Staff Employees Association (ANSWFSEA) has suspended its agitation regarding grievances of ICDS supervisors. This decision was taken following assurance received from the Chief Minister’s Office that its demand for amendment of the service rules would be
taken up for approval in the next cabinet sitting. The association had staged an agitation at the Directorate of Social Welfare, Kohima today but called it off after assurance from the CMO. ANSWFSEA president Benjamin told media persons that the agitation was not against anybody but to fight against nepotism, corruption and injustice.

KohIMA, SEPTEMBER 27 (MExN): Kohima Police manning Phesama police check gate seized 450 kg of ganja worth Rs. 22.5 lakh in the national market from a truck bearing registration number NL01L0476. The contraband was found concealed between the tarpaulin canopy of the vehicle, informed a press release from Atu Zumvü, SDPO (South)/PRO, Kohima Police. In this connection, three persons identified as Lole Rapei, Ashok Sonar, and Daniel Poumai were taken into police custody for possession and transportation of the contraband ganja and a regular case vide Kohima South P.S Case No. 0059/2016 U/S 20 (b) (ii) (C) NDPS Act was registered against them for conducting further investigation, the release added.

He also stressed on the need to build eco-friendly resorts in different parts of the state apart from permanent structures of tourist amenities.
DIMAPUR, SEPTEMBER 27 (MExN): The Zeliang People’s Organisation (ZPO) Nagaland today extended its support to the Lotha Hoho, the Sumi Hoho and the Ao Senden “for the bold step and coming forward openly opposing the recognition of the Rongmei tribe as one of the Naga indigenous tribes of Nagaland.” A press note from the ZPO Nagaland stated that earlier, “the Angami Public Organisation through their letter dated June 27, 2013 and addressed to the Chief Minister of Nagaland had also appealed the Government of Nagaland for derecognition of the Rongmei tribe as one of the Naga indigenous tribes of Nagaland that was effected by Notification No.HOME/SCTA-6/2007 (Pt.I) dated August 4,2012.” It was all this that created a “wellbuilt support” to “fight” against the “unacceptable blunder” of the Government of Nagaland that then “compelled” the
Zeliang People’s Organisation Nagaland to file a litigation at the Gauhati High Court vide W.P.(C) No.4519/2012 and “now being heard vide W.P.(C) No. 214(K)/2014 upon transfer to the Kohima Bench,” the Organisation informed. The ZPO Nagaland felt that “it is high time” the Government of Nagaland realised the “sentiment” of the people and acted “prudently” to resolve the issue instead of prolonging it by stating the matter to be “subjudice.” The question of the matter being subjudice, it stated, is “not at all unsolvable” provided the Government of Nagaland is “sincerely committed” to fulfilling the wish of the people. The ZPO Nagaland reiterated that it is “simple” to make a decision to “derecognise Rongmei tribe as one of the Naga indigenous tribes of Nagaland” and “nullify” Notification No.HOME/SCTA6/2007 (Pt.I) of August 4, 2012. The ball, it asserted, is now in the court of the “government of the day.”
DIMAPUR, SEPTEMBER 27 (MExN): The Naga Students’ Federation (NSF) has fervently appealed to the Ao Senden, Lotha Hoho and Sumi Hoho to reconsider the decision to disassociate from the Naga Hoho. “At this crucial hour, while the Nagas are anticipating for a solution from the Indo-Naga peace talk, the division within Naga community could become a stumbling block,” the NSF said in a press note today. The NSF further asked the Nagaland State Government to “study the Rongmei tribe recognition case diligently keeping in mind the larger Naga unity.” It also asked all sections of Naga society to “unceasingly work for unity among the Nagas and also to strengthen the frontal organisation in the larger interest of the Naga society.”

PFUTSERo, SEPTEMBER 27 (MExN): The Chakhesang Public Organisation (CPO) has reiterated its stance on Naga politics based on the principles of the Naga National Council and on the premise of the 1951 plebiscite—it affirmed that any negotiated settlement “differing with this principle” would render the outcome “futile,” and the consent of all stakeholders must be taken to make the talks “inclusive” in order for an “honorable and acceptable” outcome. This was stated by the CPO following its executive meeting held on September 26 in Pfutsero where several resolutions were made. Expressing concern at the present turn of events regarding the Naga Hoho, the CPO called upon all members for “shared understanding and dialogue to make the common Naga platform strong and vibrant.” As a founding member of the Naga Hoho, the CPO resolved to “uphold” the Naga Hoho. “No matter what shortcomings the Naga Hoho may have should
not deter our active participation and involvement. Rather remedial measures to fulfill any shortcomings of the Naga Hoho should be appropriated to make the Naga Hoho strong and vibrant,” it advised. Regarding the Rongmei ‘tribe recognition’ issue, a press statement from the CPO stated that “such a status does not befit the community as they are a recognized tribe in Manipur and they don’t have ancestral land in Nagaland.” However, the CPO is “not inimical to according Indigenous inhabitant to the Rongmeis fulfilling the notification dated 28/04/1977 by the Government of Nagaland.” It asked the State Cabinet to review its decisions of July 23, 2012 and thereafter in the greater interest of peaceful coexistence of Nagas. Further, the CPO urged the Government to review the “anomalies and loopholes” in the Nagaland Municipal Act 2003, which provides 33% reservation for women. The Cabinet decision to enforce the Act, it stated, is “against the interest voiced by various civil societies.”

Bhandari, SeptemBer 27 (dipr): The long awaited Bhandari Town Council was launched by PB Acharya, Governor of Nagaland at the town hall, Bhandari on September 26. Speaking as the chief guest, the Governor said that as women are second to none they should be a part of policy and decision making in the society and encouraged them to freely avail the opportunities given to them in the changing times. “Women can make progressive steps and take decisions to usher in corruption less leadership, administration and development regardless of time and situation in our democratic and secular state, where developmental achievements will greatly define the maturity of any society,” he added. He also said that the fruit of independent India should be attainment of progress and develop-
ment for all. The Governor further observed that while many land owners obstruct developmental works by demanding more and more compensation from the government, it was commendable that the people of the sub-division have given their land at free of cost for road constructions in their areas for public purpose. “Peace is the most essential factor for all round growth and development for any society, and we need to respect our unity in diversity, engaging ourselves in hard work to bring out the best resources to eradicate corruption, poverty and diseases,” he said. The State Level Kala Utsav celebration and competition was held on September 27 at Government Higher Secondary School, Seikhazou under the theme ‘living traditions of arts’. Organised by the Nagaland Education Mission Society-RMSA, the event was graced by Sarah Ritse, Secretary to the Government of Nagaland, Department of School Education. “In our generation, we are losing quite a lot of our culture and traditions because of modernized lifestyles,” viewed Sarah Ritse however believing that ‘Not everything is lost’, Ritse urged the students to revive the lost cultures and traditions and to take advantage of modern technology to promote one’s culture. “We are all stakeholders to revive our culture in the State. Each of us is responsible,” affirmed Ritse while adding that the stakeholders must take advantage of the presence of Naga elders when they are alive. In conclusion, Ritse lauded the Kala Utsav programme which is a crucial programme in reviving and preserving the cultures of India and hoped that the programme will continue every year witness more participation of schools in all districts. A brief introduction to Kala Utsav was shared by Timothy Thong, DMD & Program Coordinator Kala Utsav, who informed that the Kala Utsav (Art Festival) was initiated in 2015 by Ministry of Human Resource Development to promote Arts in education by nurturing and showcasing the aesthetic and artistic talents of the students at the Secondary and Senior Secondary state in the country. “India is a very vast country with such
diversity in language, culture and way of life and the diversity in itself has proved to be the beauty of our great motherland. But as seen and felt, with the advent of 21st Century, most of India has transformed itself for the better or worse, to westernization and thereby, the Culture, unique to us has been threatened and was being pushed to the verge of extinction,” said Thong adding that the concern to revive the traditions and cultures led to the innovative experiment of Kala Utsav. Thong also stated that the programme is one of the greatest avenues for schools to develop the different dying art forms as the practice starts from the school level, which is organised at the District level, then to the State level. Thong also informed that the best teams in the four areas will participate in Delhi at the National level. In 2015, three schools from Nagaland –Rüzhükhrie Government Higher Secondary School, Kohima, GHSS Peren and GHSS Dimapur- participated in the National level competition in Visual Arts, Dance and Theatre. Eight schools from Nagaland participated in the competition namely GHSS Phek, GHSS Zunheboto, GHSS Chuchuyimlang, GHSS Wokha, GHSS Kiphire, GHSS Thangjam, Jubilee Memorial School and GHSS Pfutsero. Earlier the district level competitions were held in six districts of which the best teams were shelved to compete for the competition held on September 27. Kala Utsav covers four aspects of Art forms namely music, dance, theatre and visual arts. In the Dance category, GHSS Zunheboto won the first position followed by GHS Chuchuyimlang in the second position. GHSS Kiphire was adjudged the winner in the Music category, with GHSS Wokha in the second position. Jubilee Memorial Higher Secondary School won in the Theatre category while GHSS Pfutsero won in the Visual Arts Category. The winners will represent Nagaland in the National level to be held in Delhi.

Commandant 4th NAP Battalion, Thizama Kohima, Vekhosa Chakhesang, NPS highlighted some of the internal problems faced by the battalion personnel in terms of insufficient medical assistance, financial problems and other related family problems. Ibobi was speaking at the World Tourism Day 2016 celebration today at Mapao Zingsho, a Tangkhul village located under Saikul assembly constituency in Senapati district. The event was organised by Tourism Department, Government of Manipur. Ibobi said that tourism is one of the fast growing industries without much capital investment which can bring about economic growth and employment generation. Expressing his happiness over the natural beauty and pollution free environment of Mapao Zingsho village, the Chief Minister said that if conducive environment is provided along with development of infrastructures, the Mapao Zingsho village can be developed into a tourist destination for which he appealed to the villagers not to cut down trees in order to conserve the natural beauty and clean environment. Two elephants killed by train between Dimapur & Khatkhati
Guwahati, September 27 (iaNS): Two elephants were killed after hit by a train along the Assam-Nagaland border early on Tuesday, officials said. The Northeast Frontier Railway (NFR) has set up a committee to probe the incident, which took place shortly after midnight between Dimapur and Khatkhati railway stations of Lumding Division. While two elephants were killed, the rest of the herd blocked the railway tracks for several hours after the incident which delayed the schedule of many trains in the region on Tuesday. "Two female elephants, aged about 5 years and 15 years, dashed against the Dibrugarh-bound Rajdhani Express about four km from Dimapur railway station at around 12.25 a.m. while trying to cross the railway tracks," said NFR's Chief Public Relation Officer Pranavjyoti Sharma The NFR has set up a four-member
joint enquiry panel with the state Forest Department to probe the incident, he said He said that the inquiry committee will have Senior Divisional Mechanical Engineer, Senior Divisional Engineer, and Senior Divisional Safety Officer of the Lumding Division and a representative of the Assam Forest Department as its members. "Soon after the accident, the train was brought back to Dimapur and other trains in the section were stopped at different stations. The track was cleared at 4.25 a.m. after which normal train movement resumed," he said. He said that permissible speed in the section 100 kmph and the train was running well within the permissible speed. Sharma, however, noted that owing to the momentum of a moving train, it is not possible to stop a train even after sighting elephants on track. Sudden application of brakes may lead to derailment of the train which would endanger the lives of passengers, he added.

Assam Chief Minister Sarbananda Sonowal today met Union Home Minister Rajnath Singh and urged him to extend the term of the foreigners tribunals, which determines the identity of illegal immigrants, for five more years. Sonowal conveyed to the Home Minister that at present 100 foreigners tribunals are functioning in Assam out of which 64 were created in 2004 in compliance with a Supreme Court directive. As the validity of these tribunals has expired on February 9, 2016, the Chief Minister requested the Home Minister to extend their term for five more years for smooth settlement of foreigners issue, an official
'Civilian aircraft can use IAF airfields in northeast'
aGartala, September 27 (iaNS): In a bid to boost connectivity in the northeastern region, the airstrips, airfields and Advance Landing Grounds (ALGs) of the Indian Air Force (IAF) can now used by civilians commercial aircraft, an officer said on Tuesday. "The airstrips, airfields and ALGs of the IAF in northeastern region can be used by the civil and commercial aircraft to facilitate connectivity in the mountainous region," Shillong based Defence Ministry Spokesperson Group Captain Amit Mahajan told IANS on the phone. "In the northeastern region, IAF air-
fields at Bagdogra (West Bengal), Tezpur, Jorhat and Kumbhirgram (all in Assam) are already supporting commercial connectivity. At Kumbhirgram, facilities like runway, airfield lighting and all critical navigation aids such as ILS, VOR and DME, are controlled by Airport Authority of India (AAI)," he added. "The IAF is always willing to accommodate civil operations, even beyond its routine watch hours," Mahajan said. He said that many ALGs are either being revived or extended by the IAF in Arunachal Pradesh, which shares a 1,080 km border with China.
Ukhrul journalists to boycott village, NGO uKhrul, September 27 (mexN): The Ukhrul District Working Journalists Association (UDWJA) has resolved to boycott any events or news conferences of Ukhrul-based NGO 'FEELS' and 'Khangkhui Khunou' village over failure to settle issues of “disrespect and irrational threat” to Ukhrul-based journalists. The decision taken at its meeting, held on September 24, will be enforced with immediate effect until the two parties tender a formal and public apology, stated UDWJA in a press note from its President Thotshang Shaiza and Secretary R Lester Makang. UDWJA also urged the collective media fraternity of Manipur state to boycott all events and news conferences associated aforesaid parties until they publicly apologize to the journalist community. According to the association, the matter pertains to an incident on April 29 this year when the director of the NGO allegedly “abused” some journalist at UDWJA office. An emergency meeting of the association earlier on April 30 had unanimously resolved the matter amicably within May 10 with the concern parities. However, continued disrespect to journalists and failure to settle the matter in question within the stipulated deadline has compelled UDWJA to take recourse to boycott and refrain from covering any of their events indefinitely, the release stated.
Kaziranga national park set to open for tourists on Oct 1 Guwahati, September 27 (iaNS): The Assam government is going to open the Kaziranga national park for tourists from October 1 this year instead of November 1, it was announced on Monday. Assam Forest Minister Pramila Rani Brahma is expected to open the gates of the park for tourists on October 1, a park official said on Monday. The date for opening of the national park, famous for its one-horned rhino population, was advanced this year following the instruction from Assam Chief Minister Sarbananda Sonowal last month. Park authorities in Kaziranga national park are now working hard to make all the arrangements for opening the park for the tourists from October 1. Normally the park used to be opened for tourists on November 1 and it gets closed on April 30 every year. "On October 1, we are going to open only Western range, Bagori range, Central range and Kohora range for the tourists. We are working on to repair the roads inside the park. Once all the works are completed, the other ranges would also be opened for tourists," said a senior officer of the park on Monday. He said that the elephant rides as well as the jeep rides would be made available for tourists in the aforesaid ranges from October 1. "However, the total distance of the Jeep Safari circuit would be reduced due to ongoing repair works inside the park," he said. The park had witnessed severe floods in last two months, which have submerged more than 80 percent of the park. The devastating floods have washed away some small bridges inside the park and damaged the roads inside to a large extent. Although the main attraction of the park is the one-horned rhino population, tourists also frequent the park for tigers, elephants, water buffaloes, hog deer, bear and other wildlife species including reptiles and winged species.

Meanwhile, as part of Air Force Day celebrations, Eastern Air Command headquarters at Upper Shillong in Meghalaya has decided to hold a three-day 'AIR FEST 2016' from September 30.
"The festival would showcase the 'Spirit of Adventure' which epitomizes the IAF," he added. The festival would include an air display with a flypast by Sukhoi SU-30 combat jets and Mi-17 helicopters followed by a breathtaking display of the IAF's 'Air Devils' team which has carried out skydiving and free-fall para jumps all over the world. There will also be a demonstration of Garud commandos slithering down ropes from helicopters. Aero modeling, static display of aircraft and performance by an IAF band will be the other highlights of the festival.
Assam Govt revises minimum wages of domestic help
Guwahati, September 27 (pti): The Assam government today said it has proposed to revise minimum wages of domestic help. "The state government after consultation with the State Minimum Wages Advisory Board for the employment of domestic workers has recently made a draft proposal for revising minimum rates of wages," an official release said. As per the draft proposal, the minimum wage was proposed to be Rs 30 per hour for part-time employment for doing sweeping, swabbing, dusting (housekeeping), washing utensils and washing clothes. For cooking, baby care or old age care, the minimum wage for every hour has
been proposed at Rs 35. "Likewise, for full-time domestic work irrespective of their work (eight hours) and baby care or old age care, the rate of minimum wages have been proposed as Rs 7,200 and Rs 8,400 per month respectively," the statement said. In addition to the revised rates of minimum wages, the workers would be entitled to Variable Dearness Allowance (VDA) of 100 per cent over the rise and fall of index point in the All India Consumer Price Index for Industrial Workers, the release said. Any objections or suggestions would be placed before the State Minimum Wages Advisory Board for consideration on expiry of two months, it said.

National seminar held at Tetso College Dimapur, September 27 (mexN): The Department of History, Tetso College in collaboration with Heritage Publication House organised a UGC sponsored National seminar on the theme ‘Heritage discourse and the politics of identity: In the context of Nagaland and beyond’ on September 23 and 24 at Tetso College, Dimapur. A press release stated that this seminar was initiated having understood the need to hold seminars and workshops where scholars and thinkers from various fields can come together, to address; to identify and try to find solutions and measures on how to preserve our heritage and to ascertain that our original cultural identity is understood and carried forward by our next generations. The main objective of this seminar was to create a significant platform where the participants discoursed on various issues and challenges relating to our cultural heritage and identity. This seminar was designed to be practical with lectures, encourage participation and exchange information. The seminar had four academic sessions where academicians and research scholars from different universities viz. Denial Kaba presented his paper “Politics of Identity Construction: Insiders’ view of Pan-Naga past and Present in North East India” and Nivibo Y Sumi presented “Understanding the Institution of the Sumi Naga Marriage: An Analysis”. ENCSU appalled by DoTE notification DIMAPUR, SEPTEMBER 27 (MExN): The Eastern Nagaland College Students’ Union (ENCSU) today said it is “appalled” to see the notification issued by the Director, Department of Technical Education (DoTE) calling for Spot Counselling on September 28. A press note from the ENCSU questioned the department’s attitude towards the “backward tribes” of the state and said that “when the underprivileged people are appealing time and again in good faith, the Department calling for counselling violating the assurance given to the ENCSU by
the State Government on 6th September 2016 is uncalled for.” The ENCSU further expressed surprise to see the change of the department’s stand on this matter after receiving additional MBBS and BDS seats. “When the ENCSU first requested the Department to use 2014 method of filling the vacant seats by the BT candidates, the Department had stated that they could not do anything as the selection for the seats was done by the Common Selection Board (CSB),” it informed. It alleged that “violating the department’s own
stand, they are now trying to allot the additional seats by the NEET qualified candidates which is a direct challenge and insult to the union in particular and backward tribes in general.” The ENCSU further said that the department is “able to allot the vacant seats by using different forms of methods when it is in the interest of others, but when the BTs appealed the department to give us our due share, they brought up all the lame excuses just to deprive and discriminate the people from Backward Tribes.” “It is also a wonder to
see the notification from the Director even before the decision of the Cabinet is disseminated to anyone,” it added. The ENCSU cautioned that in the event of failing to fulfill their demands, the union would be compelled to take extreme steps deemed necessary to safeguard the interest of the ‘backward tribes.’ “The ENCSU will not compromise till the demands mentioned in the Union’s ultimatum submitted to the Chief Secretary on 26th July 2016 are addressed and justice is delivered,” it affirmed.
Governor appeals to promote tourism
KohIMA, SEPTEMBER 27 (MExN): On the occasion of World Tourism Day (September 27), Governor of Nagaland, PB Acharya appealed to all the stakeholders, NGOs, civil societies etc. to promote tourism and make Nagaland the first preferred State for tourism. He pointed out that Nagaland has rich natural and cultural heritage which can
be exploited to promote tourism in the State and create avenues for generating revenue and employment for the youths and the state. “We can promote tourism in the State by making use of available infrastructure, amenities, etc. in the State. We should encourage more interaction between people of Nagaland and other parts of India,” he
stated in a press release. Acharya stated that people coming from outside the State should be encouraged to avail Home Stay. “We should promote our tourism potential in a big way by dissemination of natural beauty of the state, flora and fauna and cultural richness of Nagaland through both print and electronic media so as to
attract more and more people from within the country and abroad,” he added. He also highlighted the need to have travel planners whose contact details should be made available online so that people can contact and plan their tour. “Tourism is the best way to promote emotional and national integration and also to boost economy,” he maintained.
ANUDEA demands 40% reservation for diploma holders in NPSC technical exam DIMAPUR, SEPTEMBER 27 (MExN): The All Nagaland Unemployed Diploma Engineers Association (ANUDEA) has written to the Nagaland State Chief Minister on grievances faced by diploma holders and appealed for 40% reservation for diploma holders in the upcoming NPSC technical exam. In its letter to the CM, the ANUDEA said that the
Nagaland Engineering Service Rule 2006 and 2012 is silent about the 40% reservation for diploma holders, “whereas the Nagaland Engineering Service Rule 1997 included in part III under the heading Direct Recruitment (iii) clearly states that 40% of the total vacancies being reserved for 3 years’ diploma certificate holders as indicated in schedule VI of this rule.”

Mex FiLe AR ‘unearth’ arms, ammunition from VDB office MoKoKchUNg, SEPTEMBER 27 (MExN): 44 Assam Rifles “unearthed a huge cache of arms and ammunitions” from the VDB office of Wamukan village in Mokokchung district in the wee hours of September 26, according to a press release from Assam Rifles. The arms consignment consisted of AK-56 assault rifle, 7.62 mm self loading rifle, Chinese and American made carbines along with 338 rounds of various caliber and “other war like stores,” the press release said. The Central Nagaland Tribes Council (CNTC) took the first move by dissociating itself from Naga Hoho citing failure to respond to the issue by Naga Hoho within a given stipulated time. This was followed by the Apex tribe bodies of Lotha, Sema and the Ao’s, and further rift within these Apex tribes only highlights the ongoing power struggle between ‘top-down’ and ‘bottom-up’ within the political undercurrents of peoples mandate. The crisis has now really gained momentum, and on the part of Naga Hoho, what could have been a possible though immediate measure, was to douse the fire by way of responding to CNTC within their given time frame. That didn’t happen, a crucial move left wanted. It was only when the situational crisis blew out of proportion that the Naga Hoho came up with their ‘not so diplomatic’ nor convincing response to CNTC and by which time it was late and the issue is now seemingly breeding like that of a BODMAS equation. Well, from the present crisis, certain positives can be drawn. That, there were groups who ‘disagreed’ to the dissociation somehow changes or halt the course of the political undercurrents. Nonetheless, we can only hope for the best to come out of the present crisis. We are once again reminded of what Mark Twain had said… “Whenever you find yourself on the side of the majority, it is time to pause, reflect ad reform.” The present crisis has served as a reminder about the importance of voices and mandate of the people and most pressingly, the need for debates and dialogue. That issues concerning peoples’ will not produce the desired result if it comes through the ‘political will’ of the selected few at the top. Now, the plea from the respective legislators having failed, the Nagaland State Legislative Assembly Cabinet has now formed a Cabinet Sub-Committee (CSC) to examine the tribe recognition issue in the state with the Cabinet Secretary Pankaj Kumar saying that the CSC will consist of nine Cabinet members who will look into the matter “in all its aspects.” As a recap, the CSC seems to have taken stock of the earlier developments by taking into consideration the fact about the “recognition of Rongmei Tribe as one of the tribes of Nagaland” previously made by the Cabinet on July 23, 2012 and further noting that the matter was under litigation in the Guwahati High Court (Zeliang People Organization Vs. State of Nagaland and Ors). Interestingly, the Cabinet Secretary informed that the report of the Cabinet Committee constituted on April 3, 2014, under the Chairmanship of the Chief Secretary to examine the issues relating to recognition of tribes was yet to submit its report. So, another committee is pressed into ‘action’ in order to ‘examine’ the issue related to tribe recognition. Firstly, forming a new committee may only, to an extent, withhold the crisis. Secondly, the committee has been formed to ‘examine’ the tribe recognition in the state. Considering the current situation, the word ‘examine’ sounds very politically incorrect in the context of ‘resolving’ the present crisis. Thirdly, and in response to the first and second, a possible way out of this crisis, so also the Rongmei tribe recognition should be based on ‘historical facts’ and not on, any ‘political propaganda’ or prejudices. George Orwell once said, “Political language is designed to make lies sound truthful…” Thus, the present crisis calls for one to ‘pause and reflect’ and think ahead within a broad rationale frame in charting a way forward. How do we cut poverty and emissions? Fund some clean energy

o avoid the worst impacts of climate change – from worsening droughts, flooding and storms to sea level rise – countries around the world need to make big cuts in the carbon emissions they release, and make them fast. At the same time, the poorest countries in the world urgently need to bring people out of abject poverty. But richer people buy more and better food, more consumer goods, more homes and electricity and transport, all of which can boost emissions. What’s the answer? Henry Shue, a philosopher and public policy expert at the University of Oxford’s Centre for International Studies, thinks there’s one promising solution: Rich countries need to pay poor ones to adopt clean energy, such as wind and solar power. Why cough up the cash? It’s in our own self interest, he says. Many poor countries would like to invest in clean energy, Shue explains. But in a world where they are already spending their limited cash on reducing poverty, on development efforts and on the growing costs of recovering from extreme weather disasters, they don’t have much left over for the job. “Experience shows governments forced to choose (among their priorities) will rank the energy transition last. They will neglect that,” Shue said at a gathering of scientists this week looking into how to hold global temperature hikes to an ambitiously low 1.5ºC. The other priorities are all “indispensible” for governments, he said. Without the significant start-up cash to launch into clean power, the world’s poorest countries often end up doing what rich nations used to do – approving coal-fired power plants and other dirty energy in an effort to provide power to people who need it. In the short term, those options are cheaper for those on a tight budget. Even Bangladesh, the world leader in small solar panel systems for home use and one of the most vulnerable countries in the world to climate change impacts, is still trying to push ahead with a controversial coal-fired power plant on the fringes of the Sundarbans mangrove forest, a UNESCO World Heritage site. That kind of decision making puts at risk the global goal agreed in Paris last year – of holding climate change-related temperature increases to “well below 2ºC” – and it raises the threat of potentially catastrophic climate change for all nations, rich and poor. “If we are going to achieve a 1.5-degree long-term goal, these (poorer) countries are not going to be able to do it on their own,” warned Saleemul Huq, director of the Bangladeshbased International Centre for Climate Change and Development. But if richer countries help poorer ones put in place clean power systems, developing countries can grow and cut poverty without so many emissions. That produces more sustainable and secure economies in both places, Shue said. “They get development that’s more sustainable and we get more compliance” with climate change limits, he said – and that means a future without the “crushing burden” of climate

Israel Declares War on Gaza’s NGOs An ongoing crackdown on international organizations is paving the way for the next armed conflict with Hamas
S
ince the end of the 2014 Gaza war, top Israeli generals and politicians have stressed the need to boost Gaza’s economy and loosen the nine-year blockade on the strip. This summer, though, Israel quietly started doing the opposite — and many of the aid workers who help keep Gaza afloat fear another war is looming. The dozens of nongovernmental organizations (NGOs) operating in Gaza have come under close scrutiny since Aug. 4, when Israel accused World Vision, a U.S.-based Christian humanitarian organization, of funneling aid money to Hamas, the Islamist group that has controlled the strip since 2007. The charges were sensational: Mohammad elHalabi, the director of World Vision’s Gaza office, was arrested on accusations of diverting up to $50 million over the course of seven years. The Shin Bet, Israel’s internal security service, claimed that the money was used to dig cross-border attack tunnels and build bases. The agency also claimed that food parcels meant for needy families, and even bags of toiletries, were diverted to Hamas militants. Many aid workers express grave doubts about the charges against Halabi, who has been accused of embezzling more than double World Vision’s entire Gaza budget. They see the case as part of a broader policy shift in Israel aimed at stifling humanitarian work and economic life in Gaza. The new restrictions on NGOs are threatening Gaza’s already fragile economy and raising the odds of a fourth round of conflict between Israel and Hamas. Travel permits for aid workers and ordinary Gazans have been revoked on vague security grounds, and Israeli banks are increasingly reluctant to transfer salaries to workers in Gaza, something they have willingly done for years. “It’s instilling a lot of fear among Gazans, and maybe that’s the point,” said one humanitarian official. “But I think what the Israeli authorities are missing is that fear can quickly turn into violence.… I don’t think it’s their interest to have another conflict right now, but this is a good way to get one going.” Hamas is hardly above suspicion in the World Vision case. It has a well-documented history of diverting construction materials from civilian projects to build bunkers, tunnels, and other military installations. During the last war, it allegedly hid rockets in United Nations schools. It has also become more hostile to foreigners: It banned at least one American journalist from entering Gaza in May, and a new “office of general security” at the border has started to haul in other visiting reporters for lengthy questioning. Officials at World Vision, however, say they still have not received a full accounting of the evidence against Halabi. He was arraigned on Aug. 30, in a hearing that was closed to the public, and future sessions will be held under a similar veil of secrecy. Halabi’s lawyer, Lea Tsemel, says even she will not be allowed to review all of the evidence. Israel’s first statement about the case, relayed to journalists and foreign diplomats, accused Halabi of diverting roughly $7.2 million per year since he started working with World Vision in 2010 — close to $50 million over all. Those figures appeared widely in press coverage of the charges. The Shin Bet said the sum represented 60% of World Vision’s annual budget for Gaza. That claim does not appear on the official charge sheet, however, and World Vision staffers have argued that it is mathematically impossible. The charity budgeted just $22.5 million for Gaza over the past decade, less than half the amount Halabi allegedly stole. A large chunk of that money was already tied up in fixed costs like salaries, cars, and rent. “Someone would have noticed if all that money had gone missing,” said a World Vision employee. “The employees wouldn’t have been paid for years.” The charity’s accounting policies also would have flagged large discrepancies. Any contract over $15,000, for example, required approval from the head office in Jerusalem. And World Vision had already investigated Halabi in 2015, after one of its accountants, who had recently been fired, accused him of stealing money and working with Hamas. The charity brought in an outside investigator to review its books; the audit turned up nothing suspicious. But even before Halabi was indicted, other NGOs said they were feeling unexpected pressure from Israeli

ike many, I remember the warnings of parents and teachers to never count your chickens before they’ve hatched, and to never keep all your eggs in one basket. But moving beyond the clichés, have you ever stopped to wonder just how many chickens there are in Asia or the world? And how many eggs must hens lay each day to feed us all? These lighthearted questions in fact carry a serious message. If we didn’t know how many chickens we could produce or how many eggs they could lay, our food value chains would begin to fall apart. The same important facts must be known for all food produced. Supply must meet demand. We know counting is important for a myriad of reasons. We count the number of people on the planet and we mathematically project a rise in population — by 2050 the world’s population is expected to grow by another two billion, topping out at more than nine billion— and we are rightly worried about whether or not we will be able to produce enough food to feed everyone by then. So ensuring that we can accurately count our chickens or our sheep, while correctly predicting our supplies of rice, fruit, vegetables and crops is critical. Unfortunately, we don’t always get the count right and some countries are better than others when it comes to collecting agricultural statistics. That’s

authorities. Foreign Policy spoke with a dozen senior employees from NGOs and U.N. agencies for this article, most of whom were reluctant to talk on the record lest they cause more problems. Three-fourths of them said it had recently become more difficult to work in Gaza. The director of one charity said that 30 to 40 percent of its Palestinian employees — from Gaza, the West Bank, and East Jerusalem — were now being refused travel permits. “These are people who have been getting permits regularly, as recently as last year,” the director said. “It’s become very complex. [The Shin Bet] is even looking into social media of the people who are asking for permits, checking on their friends,” said another official, from a Scandinavian charity. But not all NGOs have been affected, either. “We’ve been operating in Gaza for a long time … and we’re not having any new problems there,” said Mathilde Berthelot, a program manager at Médecins Sans Frontières, the medical charity also known as Doctors Without Borders. The United Nations, however, is one of the international organizations that has found its work in Gaza increasingly challenged by Israeli restrictions. In 2015 and early 2016, only about 3 percent of U.N. employees were denied permits. Over the past few months, that number has increased to nearly 30 percent, a tenfold increase. At least eight staffers from the U.N. and foreign NGOs had their permits revoked at the border for unclear “security reasons” this year, something that happened only twice in all of 2015, according to U.N. statistics. The Israeli army denies that it has imposed any new restrictions. “You’ll have to ask the Shin Bet about that. Our policy hasn’t changed,” said Hadar Horn, a spokeswoman for the unit that oversees the occupied territories. The Shin Bet, which rarely talks to the press, did not offer any comment. Ordinary Palestinians, particularly the merchants who provide a vital lifeline for the strip, have also been affected by the shift. After the 2014 war, the Israeli army decided to drastically increase the number of travel permits issued to entrepreneurs, hoping to provide a boost to the local economy. By the summer of 2015, more than 10,000 merchants were traveling through the Erez crossing into Israel each month, a fivefold increase from the prewar average. In June, though, the numbers took a sudden dive. Last month, 7,786 merchants were able to exit the strip, a 20 percent drop from the previous August. The figures in June and July were even lower, down 33 percent and 45 percent respectively from last year. Some of the businesspeople had already been approved for travel before their permits were revoked. Dozens of merchants have been turned back at Erez in recent months, having been told that “security blocks” have suddenly been attached to their names. “These are individuals whose permit has already been scrutinized and approved and ostensibly have been cleared for travel,” said Shai Grunberg, a spokeswoman for Gisha, an Israeli group that monitors access to Gaza. “They arrive at Erez only to be asked to surrender their permit and return to Gaza.”
The World Bank’s latest report on the Palestinian economy provided a window into the dire economic situation in Gaza. About 40 percent of the population lives below the poverty line, and roughly the same percentage of Gazans are unemployed. Among young people, the unemployment rate is 58 percent — providing militant groups like Hamas with a seemingly endless reservoir of recruits. The Persian Gulf donors who promised large sums to rebuild the strip have not followed through. Qatar pledged $1 billion, but only 19 percent of that has actually been dispersed. Three other Gulf countries collectively offered $900 million, but only $171 million of that has actually arrived. Norway has contributed more money at this point than Saudi Arabia. The United States, by contrast, has fulfilled its $277 million pledge. Maj. Gen. Herzl Halevi, the Israeli army intelligence chief, told the Knesset in February that economic development in Gaza would be the “most important restraining factor” that prevents a fourth war. His comments have been echoed across the political spectrum — not only from the left, but also from hawkish voices on the right. Education Minister Naftali Bennett, the head of the settler-backed Jewish Home party, said last year that it was “time to change the policy” in Gaza by striking a deal with Hamas to rebuild the strip. Transportation Minister Yisrael Katz has even tried to advance plans for an offshore Gaza seaport, showing journalists a mockup of the proposed complex. The one notable exception to this consensus is Avigdor Lieberman, the nationalist lawmaker who became defense minister in May. Lieberman, who served as foreign minister in the previous Netanyahu government, was one of the most belligerent voices during the previous war, repeatedly calling for a ground offensive to topple the Hamas government. He kept up the hawkish tone after Netanyahu’s latest cabinet took office in 2015. At a cultural event this May, Lieberman offered a stern promise: If named defense minister, he would give Hamas 48 hours to return the bodies of two Israeli soldiers killed during the war, or he would assassinate its political chief in Gaza, Ismail Haniyeh. One of his first acts upon entering the Defense Ministry was to ask his generals to draw up a plan for defeating Hamas. Haniyeh, needless to say, is still walking around, and the war plan is gathering dust. Lieberman did take advantage of his one opportunity to hit Hamas: On Aug. 22, after a small militant group in Gaza fired a rocket at Israel, the air force carried out 50 airstrikes in Gaza, by far the heaviest barrage since the end of the 2014 war. In a press conference the next day, Lieberman argued that Hamas had become too comfortable and that Israel should only let reconstruction go forward if the Islamist movement relinquished its arms. “My attitude is — reconstruction in exchange for demilitarization,” Lieberman told reporters. “That is the formula.” That formula, many aid workers fear, means that another war is not far off the horizon. “If the stream of humanitarian aid is blocked, or limited to a very few [NGOs], then I don’t see how we’re going to avoid another conflict,” said a U.N. official.

why it is time to work together to improve the way we gather these statistics worldwide. It is time to improve the way countries gather agricultural stats. The UN’s Food and Agriculture Organisation (FAO) is working with our member countries and partners to improve these agricultural counts. Since 1950, FAO has been a leader in agricultural censuses by providing technical guidance to countries that conduct their national censuses every 10 years. More recently, our member countries have asked us to find ways to improve the methods of gathering statistics and to provide guidance on sustainable production, livestock, forestry, fisheries and how to analyse the impact of climate change. To implement better practices on statistical gathering, and to share best practices on agricultural and rural statistics between countries, FAO and our partners are supporting two major initiatives. One is called the Global Strategy to Improve Agricultural and Rural Statistics and the other is the World Programme for the Census of Agriculture 2020 (WCA 2020). The Global
Strategy, provides the vision for national and international statistical systems to meet 21st-century challenges, which include poverty, food insecurity, global warming and the sustainable use of land and water resources. The WCA 2020 is providing governments with a new approach to comprehensive data collection on the structure of agriculture and it facilitates international comparisons. A new global census round is getting under way this year and, for the first time, it will include aquaculture as well as capture fisheries. In order for national policymakers to intervene in agricultural production, at the right time and in the right place, they need reliable statistics. The data provided by these national censuses will form the foundation for building better systems that collect more recent and periodic information. For the first time, this new round of censuses will look at the impacts that greenhouse gases and ammonia emissions are having on agricultural activities. This month professional statisticians and census leaders, who are likely to play a role in the planning and ex-
ecution of the next agricultural census in their respective countries, are meeting in Bangkok to discuss WCA 2020. A total of 21 countries from Asia are participating, including Pakistan. But all this attention is about more than just numbers and ways to count. As mentioned, statistics are the foundation of world agriculture. They underpin all agricultural decisions and work, and provide valuable information to meet challenges such as food insecurity, poverty and climate change. Let us not forget that agriculture provides the primary source of food for humans, feed for animals, fibres for clothes, and material for fuel and housing — all things that are needed by a growing world population. As we work together and with others to meet the world’s Sustainable Development Goals by 2030, the WCA 2020, implemented during 2016-25, has the potential to help provide valuable data to ensure many SDG targets will have been accurately met. We need to be sure that when shepherds bless and count their sheep they will have arrived at an accurate tally. To feed the world of our children and their children, we shouldn’t count our chickens before they hatch. ecently the Konyak Union has declared September 28 and 29 as the dates for official celebration of ‘Lao-ong Mo’ festival for the Konyak Nagas. Accordingly, the Konyaks, led by its apex organisation, are gearing up for the first official celebration of the festival on September 28 in Mon town. Likewise, its constituents units will be celebrating the same in accordance with the norms. The state government has also declared September 28 as a restricted holiday for Konyaks. Festivals occupy an importance place in the lives of the Konyaks. The three most significant festivals were Aoling-Monyu, Aonyimo and Lao-ong Mo (Laoun-ongmo). Aolingmonyu is celebrated in the first week of April, celebrated after sowing of seeds and marks the beginning of a new year. Its religious significance is to appease (Kahwang/ Yongwan) God for a prosperous harvest. Aonyimo is celebrated after the harvest of the first crops like
— maize and vegetable. Lao-ong Mo, a post-festival of thanksgiving and is celebrated after the completion of all agricultural activities. Lao-ong meaning post harvest and Mo meaning festival, has traditionally been observed and adhered by every Konyak household after the completion of the harvest and marks the end of all activities, rituals and norms that were in progress/process since the completion of “Aoleang Monyu” celebration. The celebration is preceded by various rituals and norms that are being observed in the paddy field. Apart from its focus on the harvest, the festival also seeks to unify the souls and minds of every individual. It is the state of time when all its granaries are confidently stored from the harvest and hence a celebration on the bountiful harvest with utmost sense of goodliness and thanksgiving, according to KU. The main objective in celebrating the post harvest festival is to revive and preserve the glorious age old cultural and traditional heritage of the Konyak society.

Or is it just because she loves this place as much as I do- the ambience, the cookies...the coffee? He doesn't seem to notice her anxiousness, though. He orders cafe mocha, one iced tea, and two servings of vanilla mousse cakes, pointing to a table cramped beside a sturdy-looking bookshelf. His company sits there, his mother. The excruciating look on the Amazonian wood mask drooping beside her doesn't seem to intrigue her at all. She's too occupied to notice, checking her phone continuously and flipping through multiple newspapers. It’s not that she doesn't care. She's just too busy: a 21st Century Working Mom. She resigns from her aloofness and reassures her son, "I'll be there, don't you worry. Now drink that up before it gets

Back then the Naga society didn't take too well to working ladies, let alone mothers. ‘She’ seemed more valuable at home, doing chores, completely confined to the domestic world. Our society adapts pretty fast, sometimes too recklessly, though, as it skips stages, leaving loopholes. It’s too risky, for the world doesn't take kindly to the feeble rooted. Perhaps ‘she’ would have come much farther if it wasn’t out of necessity or subjective interests, but genuine thirst for equality. Of all establishments, coffeehouses are the most admirable. As much as it is about the pastries and beverages, it has a lot more to do with socialising and spending some quality ‘me-time’. Unlike restaurants of course, where people are too occupied with their food that they can barely think straight! Coffeehouses ooze positivity, they are places where you could do a lot of productive stuff or simply de-stress. There’s no discrimination when you walk in alone because it understands just how important individuality is; selected literature, artwork, music, a one seat table near a massive glass window, it helps us think, understand, retrospect and reassess. A hundred and ten...a hundred and eleven...they float in. Yes, they do not walk much like Della of O’Henry’s story The Gift of the Magi . They're in love.
She receives a phone call looking a bit flushed. She tries to compose herself while her boyfriend places an order. I'm guessing it was her parents. The call…she didn't tell them where she was. Maybe her parents are still not comfortable with the whole idea of ‘dating’ we postmodern Naga kids are so into. For the sake of love she lives a double life. Do I call her a coward? Or is she a braveheart? I wish there could be more transparency in such matters. A hundred and fourteen, a hundred and fifteen...they come and they go, the people. I feel like the cafe and I are close acquaintances now, sitting somewhere in the corner, observing. He tells me how T.S. Eliot walked in one day, looking a bit heavy and timid as always. He couldn’t help but smile a little after taking in a sip of sweetened coffee. Apparently, he wrote a poem mentioning "coffee spoons". He told me how 'Café Procope' was a major meeting place of the French Enlightenment, frequently visited by thinkers like Voltaire, Rousseau, and Denis Diderot. He then mentioned the Green Dragon in Boston where John Adams, James Otis, and Paul Revere planned rebellion. Maybe someone like them would one day walk into this cafe; a Naga Voltaire or Paul Revere, and entice change, bring clarity to our foggy society. The young man walks back to the counter and converses with the barista. I think he liked the vanilla mousse cake a lot. Or maybe he didn’t notice her al-
most-hazel eyes earlier when he was busy scanning the menu. They're smiling at each other. It’s like a scene right out of the movies, except they're not exchanging numbers. Maybe he'll ask for it the next time he visits, maybe he won't. I plug in my earphones, and ‘Ride’ by 21 Pilots makes more sense to me than ever before. I rest my eyes for a while. All this is like a mini-version of a Western cafe: the food, the music, the people, except for the decor maybe, which is a crazy mash-up of multiple cultures. I am happy that the coffeehouse made its way to Nagaland. The ideal that it embodies, and its ability to infuse itself into any culture is what are most admirable. It embraces change. Our society keeps reinventing itself too; social norms, activities, and responsibilities; this cafe stands as evidence. In a world where change is the only constant, perhaps coffee and the cafe culture could be the other constanta pivot of social life. Oh! It’s already seven thirty and I need to head home. But wait, all this reading, observing, and thinking has left me a little dizzy. Yes, another cup of coffee, a doughnut, and maybe a slice of cheesecake too. Arrested Pakistani guides helped Uri attackers: India New Delhi, September 27 (iANS): India on Tuesday handed over to Pakistan "proof of crossborder origin" of the September 18 Uri terror attack and offered it consular access to the two Muzaffarabad guides arrested for helping with the infiltration of the four slain militants. Consular access was also offered for a third Pakistani -- a militant held at the international border in Jammu on September 23. Foreign Secretary S. Jaishankar summoned Pakistan's High Commissioner Abdul Basit for the second time since the Uri attack and handed over the evidence to him. Basit dismissed the proof as an attempt by India to divert world attention from alleged violation of rights in Jammu and Kashmir. Jaishankar gave Basit a diplomatic note, stating that three days after the killing of 18 soldiers, villagers in Uri caught two residents of Pakistan-administered Kashmir who had acted as guides for the four attackers who sneaked into the army camp near the Line of Control (LoC). The two -- Faizal Hussain Awan, 20, and Yasin Khursheed, 19, both residents of Muzaffarabad -were handed over to Indian security forces and are now in Indian custody. Blocking Indus waters will be act of war: Pak iSlAmAbAD, September 27 (iANS): Pakistan on Tuesday said India cannot unilaterally revoke the 56-year-old Indus Waters Treaty and that any attempt by New Delhi to block Islamabad's share of water could be seen as an act of war. Prime Minister's Advisor on Foreign Affairs Sartaj Aziz on Tuesday told the National Assembly that Pakistan would approach the International Court of Justice if India violates the treaty. Pakistan will not accept "aggression by India in any form" and China would get justification to block Indian water if New Delhi did the same to Islamabad, he said. Aziz said that India is "feeling pressure" due to Pakistan's diplomatic onslaught against "human rights violation" in Jammu and Kashmir and supporting their right to self determination in accordance with the UN Security Council resolutions. He said Pakistan will "expose India" before the international community, and added that the government is preparing a comprehensive dossier on alleged Indian spy Kulbhushan Jadhav and "Indian interference in Balochistan". Aziz said the Indus Waters Treaty offers no unilateral exit provision or revocation, and its role is defined in the treaty in case of violation by any party.

Haryana to impose 5-yr-ban on tree felling ChANDigArh, September 27 (iANS): Felling of trees will be banned in Haryana for five years to increase the forest cover in the state, a senior officer said on Tuesday. Haryana Additional Chief Secretary (Forests) R.R. Jowel said the move was aimed at increasing the forest cover in the state. The state's notified forest area is less than 4% of its total geographical area. Haryana is an agrarian state with nearly 80% of the total area of 44,212 square km being under cultivation. Jowel directed the forest department officials that trees be planted along all national and state highways, district and village roads without delay. Directions have also been issued to identify and purchase land under the Compensatory Afforestation Management and Planning Authority (CAMPA) head to increase green cover in the state. The emphasis is on the need to develop dense linear forest patches.

Search operation in Pathankot after 'suspicious' men sighted Security agencies carried out an extensive search operation in Pathankot district of north Punjab on Tuesday following reports that some local residents
had spotted 2-3 "suspicious men" in Army fatigues. The Punjab Police and other security agencies carried out the search operation in and around Pathankot town, around 240 km from here. However, no arrests were made till Tuesday evening. Search operations have been carried out by security forces in Pathankot and Gudaspur districts virtually every month since January this year. Terrorists, suspected to be from Pakistan, had attacked the frontier Indian Air Force (IAF) base in Pathankot on January 2 this year, leaving seven people dead. The Pathankot attack was preceded by a terror attack by Pakistani terrorists on Dinanagar town in neighbouring Gurdaspur district on July 27 last year.

The provocation for the attacks comes from a cartoon published in the Saamana on Sunday, poking fun at the ongoing statewide stir by Marathas seeking reservation and other issues, according to officials. Navi Mumbai Police Commissioner Hemant Nagrale said some persons attacked the Marathi publication's offices in Saanpada suburb with stgones, shattering two or three glass windows on the outer wall. Inter-Dominion Accord of May 5, 1948 between India and Pakistan which required India to release sufficient waters to the Pakistani regions of the basin in return for annual payments from Pakistan. The accord was, however, meant to fulfil Pakistan's immediate requirements and was to be followed by negotiations for a more permanent solution. Thereafter, though there was a stalemate In December 1954, the two sides returned to the negotiating table and continued their meetings for the next six years. The Treaty led to the setting up of an Indus Water Commission to adjudicate any future dispute over the allocation of water. The commission, which has survived two wars, is required to meet regularly to discuss potential disputes and provide an ongoing machinery for consultation and conflict resolution through inspection, exchange of data and visits. Can IWT be revised or modified? There is a provision for mediation and arbitration by a neutral umpire in case of any disagreement. The IWT has, so far, been implemented by both the countries faithfully. According to the neighbours, Bansal and his son were upset over the ongoing graft case and the recent deaths in the family. Bansal's wife Satyabala, 57, and daughter Neha, 27, also committed suicide on July 19 following interrogation by the Central Bureau of Investigation (CBI). Two suicide notes were found at that time. Bansal, Director General of the Ministry of Corporate Affairs, was arrested on July 16 on charges of receiving a bribe of Rs 9 lakh for extending favours to a
corporate firm. He was dealing with matters related to alleged violations by a Mumbai-based pharmaceutical company. A Delhi court had granted bail to Bansal on August 30. According to sources, the CBI had summoned him for further questioning on Wednesday. Meanwhile, after the death of the Bansal, the CBI issued a statement: "We are deeply saddened to know the unfortunate demise of B.K. Bansal and his son today (Tuesday). The matter is being looked into by the local police."

The Indus Water Treaty (IWT) is a water sharing arrangement, signed in Karachi on September 19, 1960, by then Prime Minster Jawaharlal Nehru and Pakistan's President General Ayub Khan. The World Bank (the erstwhile international bank for reconstruction and development) brokered the treaty and is also a party to it. The Indus system of rivers comprises three western rivers which includes the Indus, Jhelum and Chenab and three eastern rivers — the Sutlej, Beas and Ravi. What does the treaty grant? Under the treaty, India has exclusive rights on the eastern rivers and their tributaries while Pakistan has exclusive rights on the western rivers. Pakistan also received a one-time financial compensation for the loss of water from the eastern rivers and to build a new canal system. The waters of the Indus basin begin in the Himalayan mountains in the region under China. The river flows from the hills through the arid and dry states of Punjab and Sindh, converging in Pakistan, and empties out in the Arabian Sea, south of Karachi. India ready to ratify ILO convention on child labour New Delhi, September 27 (pti): Labour Minister Bandaru Dattatreya on Tuesday said India is ready to ratify ILO conventions 138 and 182 related to child labour. "India is now in a position to ratify the ILO conventions 138 and 182 concerning child labour and has started the process in this direction," the labour ministry said quoting Dattatreya. The minister made the comments at the two-day BRICS labour and employment ministerial meeting, which began in the national capital on Tuesday. India has put a complete ban on employing children below 14 years of age and employment in hazardous occupations below 18 years, the ministry said. In another significant step, the government has presented amendment to the Maternity Benefit Act, raising the paid maternity benefit to 26 weeks from 12 weeks. The Bill has been passed by the Rajya Sabha and will be introduced in the Lok Sabha in the Winter Session of 2016, it added. India assumed the presidency of BRICS in February and is hosting the 8th BRICS Summit 2016, which is scheduled to be held on October 15-16 in Goa. Clinton puts Trump on defensive in blistering debate HEMPSTEAD, N.Y., SEPTEMbEr 27 (rEuTErS): Democrat Hillary Clinton accused Republican Donald Trump of racism, sexism and tax avoidance on Monday, putting him on the defensive during a debate that a snap poll said boosted her White House chances. Trump, a real estate tycoon making his first run for public office, said Clinton’s long years of service represented “bad experience” with few results and said she lacked the stamina to serve as commander-inchief. Clinton was under pressure to perform well after a bout with pneumonia and a drop in opinion polls, but her long days of preparation appeared to pay off in her highly anticipated first 90-minute standoff with Trump. Trump, a former reality TV star who eschewed a lot of debate practice, was strong early on but appeared to become repetitive and more undisciplined as the night wore on in front of a televised audience that could have reached upwards of a record 100 million people. A CNN/ORC snap poll said 62 percent of respondents felt Clinton won and 27 percent believed Trump was the winner. The 43 students from Ayotzinapa were listed ‘missing’ in 2014 after police from Iguala detained them while travelling on buses. The government’s hypothesis is that the students were abducted by the police and handed over to members of organised crime gang Guerreros Unidos (United Warriors), who suspected the students of being from a rival organisation. According to statements made by alleged criminals arrested later and an expert survey, members of Guerreros Unidos had killed and cremated the students in a rubbish dump in Cocula. The students’ parents have since rejected the version because two forensic studies carried out by experts from the Inter-American Commission on Human Rights and the Argentine Forensic Anthropology Team ruled out this possibility. They said that it would be impossible to light a fire capable of completely burning 43 bodies in the dump.
SL police exhume journalist’s body in murder he predicted CoLoMbo, SEPTEMbEr 27 (rEuTErS): Sri Lankan police on Tuesday exhumed the body of a senior journalist who had predicted just days before his murder in 2009 that he would be killed by the government, marking the latest development in a series of probes into former President Mahinda Rajapaksa’s administration. Lasantha Wickrematunga, an outspoken editor of The Sunday Leader newspaper, often clashed with politicians. Rajapaksa’s brother, then defence secretary Gotabaya Rajapaksa, had sued it for defamation over stories criticizing the country’s civil war and alleging procurement graft. In his last editorial just before the murder, Wickrematunga had written that he had reason to believe that attacks against the media at the time were inspired by the government. “When finally I am killed, it will be the government that kills me,” he wrote before three days he was killed. Wickrematunga was killed while sitting in a car stuck in rush hour traffic in a high security zone near the capital, Colombo. Human rights groups said the Rajapaksa regime failed to probe his murder. Wickrematunga’s death was one of several high-profile killings under the Rajapaksa government and is one of the many investigations re-opened by President Maithripala Sirisena into his predecessor’s administration. TAIPEI, SEPTEMbEr 27 (rEuTErS): The third typhoon to hit Taiwan this month killed at least four people and injured hundreds on Tuesday, knocking down trees and cutting power to millions. Most schools and offices were shut and the north-south bullet train suspended services as Typhoon Megi, packing winds of well over 160 kph (100 mph), roared in from the Pacific. At least 167 people were injured and more than 11,500 evacuated, the government’s Central Emergency Operation Centre said. Authorities also estimated more than two million households had lost
power, while over 45,000 were without water. Taiwan’s financial markets were closed because of the storm. Television footage showed people scurrying along city streets clutching umbrellas to try to fend off the rain. Bus and subway services were mostly suspended in the capital, Taipei, while hundreds of international flights were canceled. The typhoon was moving across Taiwan and expected to head into the Taiwan Strait and on towards China on Wednesday where it will make landfall in the southeastern province of Fujian.
NEw York, SEPTEMbEr 27 (IANS): US researchers have identified a new biomarker which revealed that known and unknown exposure to second-hand smoke may lead to an increased risk of mortality in non-smokers. Serum cotinine -- a metabolite of nicotine -- when used as a biological marker of exposure to second-hand smoke was found to have associations to overall and cause-specific mortality in non-smokers. Increased levels of serum cotinine in blood were significantly also associated with all types of cancers, and heart disease, the researchers said. “The study found that nonsmokers are exposed to secondhand smoke without even realising it,” said Raja Flores, Professor at the Icahn School of Medicine at Mount Sinai in New York, US. Non-smoking individuals’ cotinine blood levels accurately determined their exposure and subsequent risk of lung cancer and other smoking-related dis-
ease, Flores said. “Using cotinine level to measure exposure to second-hand smoke has important public health implications, because increasing the scope of smoke-free environments would likely decrease cotinine levels in the general population and ultimately death,” added Emanuela Taioli, Director at Mount Sinai. Further, exposure to secondhand smoke is unequally distributed in the population, the researchers said, adding that children, people living in poverty, and those who rent their housing are disproportionately affected and most vulnerable. The study, published in the journal Carcinogenesis, provides a more accurate way to gauge second-hand smoke exposure. It also presents a strong case for more stringent limits on smoking and increased preventive screenings for those more likely to have been exposed to second-hand smoke.
Colombia and FARC rebels sign peace accord ending 52-yr war CArTAGENA, SEPTEMbEr 27 (rEuTErS): Colombia’s center-right government and the Marxist FARC rebel group signed a peace deal on Monday to end a half-century war that killed a quarter of a million people and once took the Andean country to the brink of collapse. After four years of peace talks in Cuba, President Juan Manuel Santos, 65, and rebel leader Timochenko - the nom de guerre for 57-year-old Rodrigo Londono - warmly shook hands on Colombian soil for the first time and signed the accord with a pen made from a bullet casing. A crowd of dignitaries chanted: “Long live Colombia, long live peace” as Santos handed Timochenko a white dove pin. One man waved a large Colombian flag that had an extra white stripe in homage to the peace deal. “The horrible night of violence that has covered us with its shadow for more than half a century is over,” Santos said through tears. “We open our hearts to a new dawn, to a brilliant sun full of possibilities that has appeared in the Colombian sky.” Colombians will vote on Sunday on whether to ratify the agreement, but opinion
polls show it should pass easily. Attendees at the event, many of whom also wept, observed a minute of silence in memory of those killed, maimed, raped, kidnapped and displaced during the war. Colombians are nervous over how the rebels will integrate into society, but most are optimistic peace will bring more benefits than problems. “This is the moment, it’s now or never,” said 50-yearold lawyer Melquis Pulecio, as he watched the ceremony with thousands of others on a big screen in central Bogota. “We are tired of this war - we were born to war.” Colombia has performed better economically than its neighbors in recent years, and peace should reduce the government’s security spending and open new areas of the country for mining and oil companies. But criminal gangs may try to fill the void in rebel-held areas, landmines hinder development and rural poverty remains a huge challenge. With peace achieved, Santos, a member of a wealthy Bogota family, will likely use his political capital to push for tax reforms and other measures to compensate for a drop in oil income caused by a fall in energy prices.

Interested wrestlers are advised not to avail forms or register at the outlets notified earlier since registration is nearing last date and the organisers will not be responsible for delayed submission if registered at the outlets. We are awfully pained when we remember our departed comrades who were faithful to the cause they fought for and loyal to the nation they belonged. They obeyed the command of the leadership without question and faithful to the Lord they worshipped. They were Nazirites of the Nagas. The Nagas without exception participated the national movement with full revolutionary zeal. Every one of them felt the tremendous joy of walking together with his brothers and sisters in the journey for freedom, peace and prosperity. But in course of time, they realized that revolution is not smooth sailing. Enemies divided the Nagas into two camps through the 16 point agreement. Again they were further divided through the Shillong Accord. However, the Naga people know that the 16-point agreement and the Shillong Accord are roadblocks, not solutions. Which is why the people have condemned both as a sell out. They are, as a matter of fact, the dividing points of the Nagas where killing among the Nagas began. After the condemnation of the Shillong
Accord by the national assembly on 16th August 1976 under the leadership of lsak Chishi Swu and Th. Muivah, the enemies penetrated into the camp of the revolutionary patriots. A few Naga Army led by Lt. Col. Visacho ran away from GHQ with hundreds of arms and hundreds of thousands of ammunitions. He went even to the extent of saying, "Whoever wants to join AZ. Phizo he can come and join us, but whoever wants to join lsak and Muivah let him join them, but arms should be submitted to us because all arms belong to Phizo." Despite this, our leaders sent Maj. lhoshe for mutual understanding through dialogue, but Maj. Ihoshe and party were sent back to lsak and Muivah disarmed. Again, Capt. Kumzuk was sent, however quite contrary to the expectation, he joined forces with Lt. Col Visacho and party. They hatched a plot for military coup d'état. The day Capt. Kumzuk return to the Battalion Headquarters at Shikba, military coup was staged by Lt. Col. Subong where Mr. lsak, the then vice president NNC, the General Secretary Th. Muivah, the Chaplee Kilonser Lorho, the Education Kilonser Khasui Longvah, Brig. Vedai Com-
mander of Naga Army and Maj. Pruning were arrested and put in military custody to be executed. They were arrested on account of condemning the Shillong Accord, the charge sheet said among others. Heavy confrontations broke out between the forces of Shillong Accord-NNC and revolutionary patriots. But revolutionary patriots could subdue the traitors and take control of the situation resulting to emancipation of the two incarcerated leaders from the custody of the military junta. Soon after their release the two leaders convened a national workers meeting at Nokba in January 1980. Information was served to all concern in all units and Regions. On 26th February 1980, the pro-Shillong Accord party laid an ambush against the Naga Army command party under Maj. lhoshe at Chukia village, where there was a fierce encounter between the two parties. Many of our dear comrades, who were sent to Khiamnungan area with the information for a meeting were all executed summarily by Lt. Col. Singya and party. It was later learnt that they had already joined forces with the Shillong Accord camp.
In order to take control of the explosive situation, a team of center authority along with Naga army under Brig. Thungbo, C-inC, was again sent to the Khiamnungan Region. But they were also given negative response. Our leaders tried their best to settle misunderstanding, misinformation and disinformation created by the enemies, but to no avail. Finally, the traitorous NNC in coalition with the Indian and Burmese armies attacked on Naga army makeshift camp at Langnok, where about a hundred of Naga national workers including Chaplee Kilonser Mr. Khasui Longvah, Commander-in-Chief Brig. Thungbo, Col. Newin CSO, Maj. Shongshen, Capt. Shangam and many other national workers from the army and civil set-up were killed in action at the battle of Langnok on 27th September 1980. Mr. Wuime Tatar and 2/Lt. Johnny along with their family members were mercilessly butchered on ground of their opposition to the treason of Shillong Accord. Many innocent public young and old, man and woman who supported lsak and Muivah were also
not spared. Heaven and earth were the silent witnesses of the most tragic events that had taken place in the history of Naga national movement for independence. Thus, the 27th September 1980 was declared as the Agony Day by the Tatar Hoho that was held at Tonu. Those heroes who have fallen in the hands of the enemies within and without are martyred, not killed. Martyrs are the seeds of freedom. All nation-states today were built with the blood of martyrs and the tears and sweat of revolutionaries also called Nazirites. Nazirites are those people, who are born or chosen for the Lord and his people. Building a state without Nazirites is a wishful thinking. The Naga people must have Nazirites; their organizations must have Nazirites; their Churches must have Nazirites; their institutions must have Nazirites. They must be able to produce Nazirites at all time, in all fields and in all generations so that the Nagas grow and shine among nations materially, spiritually, mentally and socially. Kuknalim! "I have a kid of 5 years. I also have to face internet addiction among kids," Kiran said. "As a parent, as a mom we have a responsibility of how much screen time you should give them (on internet) and how much you should restrict them. As kids (they) need to go outside to play and interact with each other," she said in a statement here. he Brihanmumbai Municipal Corporation (BMC) has on Monday served a notice to Bollywood actor Sushmita Sen after its insecticide team found mosquito breeding spots in her house at Khar (west). As part of its drive to locate the possible breeding grounds of Aedes Aegypti – the mosquito that breeds in fresh water and is a known carrier for dengue the BMC has been checking various high rises in the city. Upon inspection of the premises, the civic insecticide control officer found three mosquito breeding spots on the terrace and galleries of the actor’s apartment Satguru Sundari. “The actor was given a notice under section 381-B of Mumbai Municipal Corporation Act, 1888, for not taking measures to prevent mosquito breeding,” said Rajan Naringerekar, BMC’s insecticide control officer. Earlier this month, actor Shahid Kapoor was issued
a notice by BMC officials after a mosquito breeding ground was found inside his swimming pool at Praneta apartments in Juhu. The civic body also inspected, Yashodhan, the building that houses bureaucrats in Colaba, last week. The officials had checked 42 apartments and 42 servant quarters in the building and found mosquito breeding spots at the residence of five bureaucrats. The bureaucrats were, however, exempted from being served any notice. The intermittent showers have left pools of stagnant water in several areas of the city. This, coupled with rise in temperature, has led to increase in the cases of dengue.
Last year, the BMC had served notices to the Bollywood actors Anil Kapoor, Juhi Chawla and singer Amit Kishore Ganguli for not taking steps to prevent mosquito breeding within their premises. When HT contacted Sen’s manager, she refused to comment on the issue and said that the actor is travelling and is not available for comment.
