Nagaland insurgency to be resolved in a time-bound manner: TR Zeliang Kohima, September 28 (iaNS): Prime Minister Narendra Modi’s government is “serious” and is looking at time-bound steps for an early resolution of the decades-old separatist problem in Nagaland, Chief Minister T.R. Zeliang said Saturday. “Prime Minister (Narendra Modi) and Home Minister (Rajnath Singh) have told us that the government has decided to adopt time-bound discussion to resolve the six-decade-old separatist Naga movement,” Zeliang told IANS in an exclusive interview here. The centre and the National Socialist Council of Nagaland (Isak-Muivah) entered into a ceasefire agreement in August 1997. More than 50 rounds of talks have been held to end the insurgency that is said to have claimed 25,000 lives since 1947. “I feel that the present government in New Delhi is serious and the new interlocutor R.N. Ravi is also serious about solution to the Naga political problem. The government has also invited the NSCN (IM) leader to New Delhi to resume talks and I am told they will be leaving soon. Therefore, we have high hopes that this problem can be addressed by the new government,” said Zeliang, who was once a Rajya Sabha member. However, Zeliang refused to reveal the formula for a lasting solution to the six-decade-old separatist movement in the state. “We (the Nagaland government) are not participating in the talks, we are only facilitators.... If the central government comes out with an offer, we will also play our role,” said Zeliang, who has been elected to the 60-member Nagaland assembly for five consecutive terms. “If that formula is acceptable to the

people, all the separatist rebel factions should also agree. If it is not acceptable to the people, we cannot say anything. But if the offer given by the Indian government is acceptable to the people, we will also be a good facilitator,” he said. Asked for his response to the feeling among many Naga intellectuals and others that talks with the NSCN (IM) will not ensure lasting peace since other groups like the Naga National Council (which started the Naga secessionist movement) are not part of peace process, Zeliang said: “If the outcome of the talks is acceptable to the people, everybody should

agree. But if the outcome is not acceptable to the people, nobody will agree.” “But the Central government has taken note of the unique history of the Nagas. So their offer will be also genuine, which should be acceptable to the people....If the people agree, other factions also should agree,” he said. The NSCN (IM) has been fighting for an independent Nagaland for over six decades. But since the peace talks began, it has scaled down the demand to a “Greater Nagaland,” including parts of three neighbouring States to unite areas inhabited by around 1.5 million Nagas.

Assam, Manipur and Arunachal Pradesh have opposed the demand. “Today, people think more about economic sovereignty. We should be self-sufficient. We should produce more than what we require, so that we can also export our products. So, that is the main focus of the people,” Zeliang stated. “The Nagaland assembly has passed four resolutions that all Naga inhabited areas should be integrated. But all depends on the talks, the outcome of the talks,” the chief minister added. Zeliang said his government would soon revive the assembly’s Joint Legis-

lators Forum to meet the negotiating parties in the peace talks, the Indian government and the rebel groups, as well as various political parties, to apprise them of the sense of the house and to urge upon them to expedite the peace process. On Manipur opposing the integration of the Naga inhabited areas in that state with Nagaland, Zeliang said, “If the central government thinks that this (integration of Naga inhabited areas) is workable, it should be accepted.” “If it is not within the Indian constitution, the constitution has to be amended. If it is within the constitution, they should work out the integration,” he added. “When Nagaland was created (carved out of Assam), the demarcation was done without the consent of the people....That is why the integration demand is a genuine demand. But it is up to the central government, whether they agree or not,” Zeliang said. But he hastened to add that Nagaland has no say in demanding the integration of ethnic Hemi Nagas inhabiting Myanmar’s Sagaing division as it is an “international issue”. On some sections of the Naga people opposing the appointment of R.N. Ravi, who retired as Intelligence Bureau special director, as the government interlocutor for the peace talks, Zeliang admitted that there are some sections of people who are apprehensive about his earlier statements on the issue. “I think he (Ravi) is prepared to work out a solution....I have discussed the issue with him. And he said: 17 years’ dialogue is too long. We should resolve this Naga problem. I think he is positive, so we expect that things would be ok”, the Nagaland chief minister concluded.

Nagaland govt’s ‘apathy’ questioned NEAN public 2 allegedly assaulted by Ar man

Kohima, September 28 (mexN): The Kohima Lotha Hoho along with the Lotha Gazetted Officers Association and the Lotha Youth Hoho, on September 27, convened a consultative meeting on the Ralan issue. A press note from the KLH informed that the meeting decried the “apathy and inaction of the state government towards the conflict except verbal and newspaper declaration on peace.” It further lamented that the Nagaland state government “had not taken any concrete step, both administrative and material, help to the innocent victims of the six affected villages who are still languishing in makeshift camps and nearby village.” The KLH informed that the affected villagers “can neither go back to their homes nor their fields due to forceful prevention by Assam police and the so called neutral forces under the cover of imposed 144 CrPc promulgated by Golaghat DC which is effective only on our side.” The meeting also “questioned the efficiency of the Kyong Hoho, Wokha in leading

the Lothas during crisis of such magnitude.” It urged the Kyong Hoho to either “exhibit their capability or resign honorably forthwith.” The house further called upon the Nagaland state government to give all logistic support in resettlement of displaced villagers and take immediate strict action against Assam Government, who it alleged “blatantly violates all mutual agreements like 1972 & 79 and in defiance continue to establish more and more police posts and sends in convoys of Assam police to Lotha villages in a warlike mood.” The meeting asserted that it will take its own course of action if the state government does not take up the matter at the earliest; “and for which the State Government shall be held responsible for any eventualities.” The House further constituted an Action Committee of 21 members with Z R.Yanthan as Convener, T Ovung as Coconvener, W Kithan as Advisor and Ejanthung Ngullie as member secretary to take up the issue with the Nagaland state government and the Government of India.

A truck driver and his handyman were allegedly assaulted by a Subedar of the 29 Assam Rifles at Piphema on Sunday at around 2:00am, causing serious injuries to the driver. The handyman was released after administering first-aid. Speaking to The Morung Express at Zion Hospital Dimapur, the truck driver, identified as S Abdul Kudus, informed that one Subedar Mishra assaulted him without any rhyme or reason while he was unveiling the covered mineral water in the

truck as demanded by the AR personnel while checking the vehicle. He informed that the Subedar continued to assault him even when his jawans tried to stop him. The driver alleged that Subedar Mishra, who was in an inebriated condition, also threatened to shoot him dead. Vehemently condemning the incident, the Dimapur District Truck Drivers’ Welfare Trade Union (DDTDWTU) has decided not to transport any army supply goods until the erring personnel is discharged from service. The union further stated that the Subedar instead of controlling his jawans had resorted to assaulting an innocent truck driver adding, “such irresponsible personnel must be discharged.” In this connection, the Union has filed an FIR at the Medziphema Police station.

It looks more like the Colosseum of Rome in its final stages of ruin; only the Colosseum was ruined after being built. The to-be-biggest stadium in Dimapur, the State Stadium, lies in the ruins of its preconstruction negligence— incomplete and desolate. For years people have been waiting for the completion of the State Stadium, or the Multi-Disciplinary Sports Complex in PWD, Dimapur. W Jamir is an aspiring footballer currently training with the State Sports Academy, which is basically a football ground adjacent to the incomplete stadium. He, or John, a regular runner on the mushy ground, do not appreciate the environment they are faced with but are pressed for choice. Professionals and aspiring sportspersons frequent the ground to hone their skills, both in the morning and evening hours— professionals in the mornings, and a young lot looking for some free air and fun in the evening.

The ground and the space around it serve as a grazing ground for cattle, the tracks for driving lessons and enthusiastic drunk drivers. Given the lack of open community spaces in Dimapur, it is a dating ground, a recreational park and the perfect spot for night parties—heaps of bottles and cans are collected by rag-pickers every morning. The indoor badminton stadium, also on the premise, serves as a multi-purpose building where different sports are played at different intervals. Gurung, a worker under the

District Sports Office, residing near the stadium has lost count of the years the stadium has been under construction. Moa has played at the ground near the stadium since his childhood—and has watched the stadium area go from bad to worse. It saddens him to think that many talents will be wasted and many won’t be able to play and utilize the new stadium for two more generations if it continues to be built at the current pace. Naga youth has a knack towards sports. There are talents set to reach

their finish lines if they are provided proper training on proper infrastructure. Many people talk about promoting and encouraging youth in the arena of sports but the negligence and inattention towards sports infrastructure deprives young players of their rights and growth in their respective fields. The unfinished and the ever-under-construction State Stadium in Dimapur is one such example. The Dimapur District Sports Complex in Golaghat Road is in no better condition. The maintenance of the ground, and its surroundings, is at level zero. The District Sports Office, which is attached to the DDSC, was isolated with just a gatekeeper who comes to work. The Morung Express visited the sports office but no office worker was available. The cobwebs and locked doors at the District Sports Office symbolizes the neglect that sports face in Nagaland State—for sportspersons, it is a shamble of dreams. It also shows the dedication of the Government’s officers towards their duties, and their lack of seriousness towards sports.

Dimapur, September 28 (mexN): The NSCN (IM) observed 35th "Agony Day" on September 27 at GHQ “in painful remembrances of the past brutality committed by Shillong Accordant in connivance with the occupational forces," that happened 35 years ago on September 27, 1980, where "prominent Naga freedom fighters” were killed for their “decision to defy the Shillong Accord.” A press release from MIP-NSCN (IM) informed that Qhevihe Chishi Swu, Convener, Steering Committee and Lt. The Nagaland Tribes Council (NTC), one of the organizations taking part in the rally, today stated that the rally will be held to protest the Nagaland state government’s “attitude to adamantly proceed with their

Meghalaya flood toll rises to 52 Shillong, September 28 (iAnS): The death toll in the recent flash floods and landslides in Meghalaya has risen to 52, officials said Sunday. Meanwhile, the National Disaster Response Force has suspended its search and rescue operations in the flood-affected areas of the Garo Hills region in the western part of the state. The swollen Brahmaputra and Jingiram rivers inundated at least 1,172 villages across 27 blocks in the state, displacing more than two lakh people who have now been housed in 108 relief camps. Megalaya's North Garo Hills district bordering Assam's Goalpara district was the worst-hit with more than 20 people, including nine children, losing their lives. Deputy Chief Minister R.C. Laloo said the priority of the government is to provide relief to the affected people and restore road connectivity to enable transportation of essential commodities. "National Highways 51 and 62 have been restored, but most of the roads are not yet motorable as bridges have been washed away," he told IANS. He added: "Though the road communication on National Highways 51 and 62 has been restored for light vehicles, complete road connectivity with Assam will be restored only after the Krishnai Bridge on National Highway 37 is repaired." He said Public Health Engineering (PHE) officials have distributed chlorine tablets and bleaching powder to prevent any outbreak of water-borne diseases. Chief Minister Mukul Sangma has submitted a memorandum to Prime Minister Narendra Modi seeking Rs.2,000 crore to tide over the situation.

SenApAti, September 28 (mexn): Expressing deep concern over the “numerous potholes” along the National Highway in its area, Maram Students’ Union (MKS) today stated that “literally, smooth metalled road surfaces do not stretch even for few metres.” The worst, it stated, is in the main town market of Maram Centre & Don Bosco Institutions area “where muds filled into potholes have unevenly spread over the surface due to incessant rains thereby causing mess.” A press statement issued by MKS president, Pungdi Celestine. P further asserted that wider potholes and water logging has created havoc for commuters, especially vehicles with low ground clearance, heavy loaded trucks and oil tanker. “Besides, it has become potentially dangerous as vehicles trying to navigate towards the better portion of the road, not concerned that they are on the wrong side, end-up driving into another awaiting pit.” This, the president stated, “is believed to be one of the main causes of

As per the budget announcement, the railways is planning to connect New Delhi with Naharlagun, 15 km away from Itanagar, with a bi-weekly Rajdhani Express within this year after the necessary railway infrastructure is in place. However, powerful All Arunachal Pradesh Students Union (AAPSU) has opposed the plan maintaining that no traveller will be allowed to enter the state without the mandatory Inner Line Permit (ILP) which a nonArunachali has to obtain from the state government before visiting the state. "We are ready to run the train. The tracks are ready, stations are ready, the whole system is ready. The problem is of Inner Line Permit. Once the issue is resolved, we will run the train," General Manager of the North East Frontier Railway Ranjit Singh Virdi told PTI over phone from Guwahati. A senior Railway Ministry official said in New Delhi that efforts are on to resolve the ILP issue with the state government. Railways are hopeful of resolving the ILP issue and a train like Rajdhani is likely to be launched this year. "We will not allow anyone to enter Arunachal Pradesh unless he or she carries ILP. If we allow, the state will be flooded with influx which we cannot allow," President of AAPSU Kamta Lapung told PTI over phone from Itanagar. Lapung also made it clear that the proposal to allow passenger with a confirmed railway ticket to enter Arunachal Pradesh instead of the ILP will not be acceptable to the students organisation. "We will oppose 100 per cent if one says that a train ticket will allow a person's entry," he said. Threat from AAPSU had led to the suspension of Naharlagun-Kamkhya (Guwahati) Express train since April 2014 after running for just two weeks.

The agency claimed that these were created by Hojai after allegedly laundering the proceeds of terrorist activities perpetrated in the Northeast of India. After a series of exchanges of crime dossiers between the two countries, sources said, Kathmandu has helped a team of In-

dian officials in identifying the alleged assets of Hojai in that country which are essentially a house in the Sunsari area and a few bank accounts with some "substantial" funds in them. ED officials, the sources said, were able to satisfy their Nepali counterparts that its money laundering case (registered in 2010) against Hojai was water-tight and the attachment of these assets would help it crack down on a major terror financing network, especially at a time when India is looking at all avenues to curb and dismantle instances of black money and illegal

funds stashed abroad. Nepal, the sources added, was also sent Letters Rogatory (judicial request) sometime back in this case under the stringent criminal provisions of the Prevention of Money Laundering Act (PMLA). Indian investigation agencies see this case as a rare opportunity of nailing down crime money kept abroad and derived from the criminal proceeds of terror activities carried out in the country. Oil India investing Rs 1,200 crore to revamp pump stations in Assam gUwAhAti, September 28 (pti): Energy major Oil India on Saturday said it is investing Rs 1,200 crore to revamp the pump stations of pipelines for carrying crude to refineries in Assam. Addressing the shareholders during the 55th Annual General Body Meeting at the company's Fields' headquarters in Duliajan, OIL chairman and managing director S K Srivastava said: "The pumping stations of the trunk pipeline have been operating for over five decades and a revamping of these pump stations is being undertaken at a cost of Rs 1,200 crore." OIL operates a 1,157 km long crude oil trunk pipeline of 5.5 million tonnes per annum (MTPA) capacity for transporting crude oil produced at oilfields in Upper Assam to the public sector refineries at Numaligarh, Guwahati and Bongaigaon, the company said in a statement. Srivastava also mentioned about OIL's contribution to both state and central exchequer in terms of cess,

royalty, sales tax, etc. "The contribution to the state exchequer during the year (2013-14) was Rs 1,786 crore and that to the Central government was Rs 4,154 crore," he added. The turnover of the company stood at Rs 9,612.70 crore in FY'14 as against Rs 9,947.57 crore in the previous fiscal. The profit after tax was Rs 2,981.30 crore in last fiscal compared to Rs 3,589.34 crore during 2012-13. During 2013-14, the company declared a dividend of 215 per cent, the statement said. In 2013-14, OIL provided subsidy discounts to the tune of Rs 8,736.85 crore, which was an increase of 10.7 per cent compared to Rs 7,892.17 crore in 2012-13, to oil marketing companies to compensate their under recoveries in line with government policy. Srivastava also said crude oil production and condensate (including JV Share) was 3.502 MT in FY'14 as against 3.701 MT in 201213, while natural gas production was 2,626 MMSCM, which was

almost same as 2,639 MMSCM in FY'13. He also informed that during last fiscal, OIL made a total of seven hydrocarbon discoveries, of which six were in Upper Assam basin and one was in overseas in Gabon in West Africa. Speaking about OIL's natural gas production, Srivastava said the company achieved production of 2,626 MMSCM from Assam, Arunachal Pradesh and Rajasthan fields during the year. "The present gas production potential is about 7.35 MMSCMD from Assam and Arunachal Pradesh fields and about 0.70 MMSCMD from the Rajasthan fields," he added. Giving an overview of overseas activities of OIL, Srivastava said the portfolio comprises of 16 blocks and are spread over 10 countries — Libya, Gabon, Nigeria, Yemen, Venezuela, USA, Mozambique, Myanmar, Bangladesh and Russia. In addition, OIL has 10 per cent interest in a product pipeline in Sudan, he added.

Nagaland Consultative Meeting on NSDZ

fter being invited one of the Special Guests to express my views in the Nagaland Consultative Meeting on NSDZ, Prohibition of Alcohol, Nagaland Investment Board Bill on 26/9/2014; I was not offered TIME to speak, so lastly just before the Honorable Chief Minister took his Turn to deliver his Wrapup Remarks, I suddenly stretched my full 77 years old frame straight up and in a voice as loud as my modest vocal chord could allow, I requested the Chief Minister to please give me 4 Minutes of his Time. The Chief Minister graciously allowed and so loudly I said: Honorable Chairperson, Since the creation of Nagaland, the State Government of Nagaland has followed a POLICY of Industrialization without REALITY. From the very beginning, the Leaders talked of making Nagaland Switzerland of the East without considering the Reality on the Ground. 51 years after, -that is two generations of Nagas, Nagaland is still an industrially starved State. Our Industrial Policy has failed: i. The Sugar Mill failed. ii. The Paper Mill failed. iii. The Plywood Mill Tizit failed. iv. The Timber treating Plant Dimapur failed,

v. the Fruit Factory, vi. Starch Factory. vii. Cement Factory and the viii. Stone cutting Factory at Wazeho are tottering, ix. Mechanized Brick Kiln failed. x. Prohibition failed miserably, and xi. Nagaland’s Purest Form of Democracy could Father only Cottage Industry of Extortion in the whole of the North East. Nagaland has not learned from its PAST MISTAKES, it has not learned From History. The State Policy of IDEALISM in Paper without REALITY in the ground failed. Nagaland Government followed IDEALS in Paper only, not in REALITY. Nagaland’s Industrial Policy failed because Nagaland does not first emphasize REALITY on the Ground. Nagaland has no infra-structure for Industrialization. The Naga Society does not have the ETHOS of an Industrial Society. Nagaland Ethos is still TRIBAL not freewill secular modern Democratic. This is REALITY of NAGALAND the Planners of Nagaland forget. Nagaland goes only by Paper Idealism and not Reality. The Government Employment Policy is Employment and Employ-

ment without REALITY of the Need. For 51 years, Nagaland followed IDEALISM in paper without REALITY. IDEALISM and REALISM are separated by the same distance of the Whiteman is from the Blackman. 10. American IDEALISM without Realism eliminated Saddam Hussein to usher in anticipated Democracy in IRAQ, but it produced threat to Democracy only. The Industrialized West eliminated Col. Gaddafi to replace Dictatorship with modern Democracy in LIBYA: in REALITY, it only produced CHAOS AND INSTABILITY not only to Libya alone but to the whole of the Middle East Region today. IDEALISM alone, WITHOUT REALISM, cannot produce Industrialization of Nagaland. REALITY needs to be emphasized in Nagaland’s Government Policy of Industrialization. NAGALAND GOVERNMENT NEEDS TO RESET Its Policy from ‘IDEALISM without REALITY’ to ‘REALITY WITH IDEALISM’: Reality first in its POLICY. 14. King Nebuchadnezzar was dreaming about a great Empire for Babylon when he went to sleep one night 2500 years ago. When he woke, he forgot his dream. His dream was a great Statue:

i. The Head was pure Gold, ii. The Chest and Arms of Silver, iii. The Belly was Bronze, iv. Legs were of Iron, v. But the Foot was Iron and Clay mixed together. vi. A small rock came and hit the feet of the awesome Statue; the whole Structure collapsed to the ground into Dust; vii. The wind came and blew away all the dust. viii. NAGALAND GOVERNMENT’S Industrial POLICY is like Nebuchadnezzar’s dream, but its Foot is made Clay and Iron only. Nagaland cannot dream of a great Prosperous Industrialized State until the majority of us, its people particularly the elected Representatives attain a higher Standard of Honesty, Self-sacrifice and a higher standard of Selflessness than they have today. SCRAP THE IDEA OF NSDZ FOR 10 YEARS: that will not make Nagaland industrially backward immediately; use the money to REPAIR THE ROADS. For the first time, a resolution adopted by the House unanimously without any MLA or a section of MLAs staging a walk out from the session in disagreement on such issue is brought back to public domain for scrutiny, and still open for further scrutiny according to CM has effectively divested the sanctity of the highest institution. The strategy of backtracking has dented the supremacy of Legislative authority. Another issue of concern is the intention of the CM to amend ILP Regulations by relaxing 15 days period to 6 months. We better be more cautious on such intention as paper tiger regulations will not protect us from influx. It is observed that the CM has reiterated that his Govt. will have ‘thorough and comprehensive relook at all land laws, rules and regulations’ indicates risky trend and speaks volumes of what this Govt. can do to the future of the Nagas of Nagaland. Does not this Govt. have other assignments except to erase protective laws? Be it anybody, but always trying to blame our existing laws for backwardness and retrogression in development is nothing but escapism. Even if we have more stringent laws than what we have, if there is leadership of God fearing, with honesty, probity and determination, and if we have efficient and honest bureaucracy, those laws would never pose roadblocks to developments. Not because of any or of the said laws that few industries in Nagaland failed but all those failed because of corruption. Better stop taking the laws as excuse for non-performance. My final observation is on the apex Naga Hoho which ‘neither oppose(s) nor support(s) the proposal(NSDZ) at this juncture”. What a wisdom of Naga Hoho! It reminds me of late Indian PM PV Narasimharao who was once asked of his indecision. His retort was ‘Indecision is a decision’. To Naga Hoho, NSDZ is neither good nor bad, neither harmful nor harmless and neither useful nor useless. The neutrality speaks the reasons louder as for what Naga Hoho, to which every Naga looks upon as the mentor and guide, has to always keep its tail tucked firmly in between two legs. In that position, Naga Hoho will neither go to hell nor to heaven but to purgatory.

he gist of the statements of participants in the Govt. sponsored Consultative meeting on 26.9.2014 was out in local papers. Leaving the less controversial agenda, I have the following observations solely based on the press report on NSDZ. Most of the speakers shared their apprehension of the influx of only Illegal Bangladeshi Immigrants (IBIs) and other Indians into Nagaland when NSDZ is implemented in the present form. Many of the speakers seemed to be neither aware nor serious about it or knowing fully and still preferred to remain sycophant of the powers that be in regard to land rights of the indigenous people of Nagaland State under the ‘Nagaland Land and Revenue Regulation (Amendment) Act 1978’. This Act does not talk about IBIs or other Indians, but all the land rights are exclusively, rpt. exclusively and comprehensively reserved for the Nagas of Nagaland, which means those of the only Nagas who have ancestral land in Nagaland will have property rights over land and its resources within the State of Nagaland. While the theoretical tussle is on, there has already been practical invasion and annexation within with highly sophisticated designs and also our borders are being encroached. Thus, when our limited area of lands are being rampantly encroached by outsiders it is ironic to observe that DAN is still insisting that sharing our land with others be legalized in the guise of NSDZ. Reportedly known that absolute majority of the invitees disagreed with the Assembly resolution on NSDZ, and yet such opposition in the Consultative meet failed to deter DAN Govt. from going ahead with it as the Chief Minister assured that a Committee would be constituted for the same. States are made to roam as beggars: Kaito Kiphire administration clears drains KOHIMA, SEPTEMBER 28 (NEPS): Nagaland Industries and Commerce Minister, G Kaito Aye today stated that states were made to roam as “beggars” and urged the Center to see states, particularly in the Northeast, from the realistic point of view. “Whether big or small, every state should be taken into account according to their needs,” he said. Talking to NEPS on Sunday, the senior DAN Minister, who was recently at a National Conference on Micro, Small and Medium Enterprises (MSME) at Kolkata, cautioned that if the Center treats the states according to the sizes and not on their needs, it would

never send a good message across the length and breadth of the nation. Kaito also said the Center should seriously review the present 90:10 funding pattern of all the centrallyfunded schemes granted to all NE states. Under this, 90 percent of the funds are provided by the Centre and 10 percent by the state. He explained that NE states, on many occasions, could not provide their 10 percent shares to get funds released against various centrally-funded schemes. “That is why I insisted during our Conference that the Center review this 90:10 funding pattern on all their schemes granted to northeastern states,” he

said adding that “many NE states failed to get funds mainly due to their inability to provide their shares.” The Center should do away this funding pattern and provide 100% funding pattern for all the centrallyfunded schemes to NE states so that they could at least carry out their developmental activities without hindrances. The Minister also expressed delight that many proposals were being sanctioned while many were on the pipeline. He informed that the Textile Park under MSME at Toluvi Village was for early sanction, while putting his best efforts to get clear of all the centrally sponsored schemes of the

NE states in general and Nagaland in particular. Kaito further urged the Ministry of the Heavy Industries to expedite the progress of the Tuli Paper Mill revival which was already in progress. He further disclosed that he would be visiting the Tuli Paper Mill soon to study on the ground and the final report would be submitted to the Ministry at the earliest. With regard to the International Trade Centers in Nagaland – Pangsha in Tuensang district, Longwa in Mon district and Avankhu in Phek district, the Minister disclosed that he was actively pursuing with the Ministries to provide early necessary standard infra-

structures. He also stated that a “Food Park” in the department’s land in Chumukedima would come up soon in 1 to 2 years. The Minister also informed that Indian Chamber of Commerce (ICC) would be invited to organize a grand Chamber of Commerce Meeting in Nagaland where the Union Minister for MSME, Kalraj Mishra would grace as Chief Guest. Once the time, date and venue were finalized, it would be made known to the people, he stated. Kaito expressed optimism that Nagaland state would eventually appear in the industrial map of India in few years’ time.

Clarifying the clause in the Nagaland Special Development Zones (NSDZs) resolution about the relaxation of ILP, Nagaland’s Chief Minister T.R. Zeliang said “We are not scrapping the ILP but only relaxing it.” “As per the latest order of the state government, the maximum validity of ILP for various categories of people have been extended as follows: (a) for businessmen/traders- 3 months, (b) for private employees/construction labours- 3 months, (c) for private school teachers/students- 1 year, (d) for tourist- 15 days,” the Chief Minister stated during the recent state level consultative meeting

on NSDZs, Nagaland Investment Board and Nagaland Liquor Total Prohibition (NLTP) Act. He opined that the same may be extended to investors and workers in investment destinations in Nagaland. “Therefore, we should not be too apprehensive of people from outside coming to our state for genuine business and investment purposes,” he maintained. He argued that, a slight in slight modification of the ILP Rules at “best suits our economic interests” and will facilitate the presence of investors and others connected with economic operations from outside in Nagaland. “The relaxation will not be blanket but conditional to creation of wealth in favour of the state,” he said.

‘Polythene-free zone’ - creating awareness

JAlUKIE, SEPTEMBER 28 (MExN): The volunteers of National Service Scheme (NSS) of St. Xavier College, Jalukie, carried out a social work in Jalukie Town with the theme “Polythene-free Zone” on September 27. The team was led by the Programme Officer Adani Siba and accompanied by the Principal Fr. Jose Lukose. The volunteers were briefed on the dangers of polythene bags by the programme officer, after which they fixed sign boards at different locations in the town to create awareness among the public. A Review of NSDZ, NLTP Act

A

day long consultative meeting on Nagaland Special Development Zone (NSDZ), Nagaland Investment Board (NIB) and Nagaland Liquor Total Prohibition (NLTP) Act was held on September 26, 2014 where representatives of Naga civil society, political parties, top government officials and a few selected intellectuals deliberated on the aforementioned agenda. If consultations are the way to engage with the people and govern, then so be it, only that such a process must be transparent, trustworthy and inclusive of all shades and opinions. Hopefully the latest exercise by the State government was held in this spirit. The outcome of the latest consultation and the concerns raised will hopefully provide a point of reference or policy guide for the government. Coming back to the questions that were deliberated during the September 26 consultations, there are some clear facts that cannot be disproved whether one is for or against the NSDZ or the NLTP Act. Firstly while the concern over illegal immigrants or outsiders’ coming into our land is real and genuine we should realize that even without the NSDZ such a phenomenon has already been taking place in the last few decades. Dimapur in particular has become a hub for illegal immigrants and other foothill areas of Nagaland have become vulnerable where non-locals from across the border are more and more getting engaged in the socio-eco-political life of the Nagas. The point really is that whether or not we implement the NSDZ, the State government will still have to put in place stringent security measures. It is therefore suggested here that even with or without the NSDZ, the government should come out with a security blueprint detailing howpreventive steps can be taken to neutralize threats that may exist detrimental to our peace, economic progress, social harmony, cultural and political identity. A credible security policy should be framed first, which can be the precursor to the NSDZ. As this column sees it, no one is really against the concept and idea of having the NSDZ, only that wide apprehension and insecurity exists over diluting of our rights under Article 371 (A). For this the government must put in place clear safeguards besides taking other confidence building measures, of which a credible security arrangement along with corrupt free good governance can become the cornerstone for our present and future endeavours. Secondly as far as the debate on liquor prohibition goes, the truth is that despite having and enforcing the NLTP Act, the flow of liquor from outside continues unabated. So even if the NLTP Act stays or goes, consumption of liquor and its negative effects will continue in Nagaland albeit at the cost of the exchequer. All of us know that Nagaland is in dire need of finances to sustain people’s lives here, whether it is paying salaries, development needs or even some urgent projects like the foothill road etc. As per latest official records we are losing around Rs 110 crore yearly while in the last 25 years the loss to the exchequer is around Rs 2500 crores. Given the resource crunch we are faced with, is there any rationale to continue with the NLTP Act? Why not use this revenue to create durable assets or meet the development needs of our people? Also from a moral viewpoint, taking the State as a whole, have we become better Christians because of the NLTP Act? Perhaps not but rather we have become Christians having double-standards, living under the shadow of secrecy and deceitfulness. In a way, doing away with the NLTP Act will expose us and help in our own moral awakening leading us towards greater transparency, truthfulness and sincerity as a society. As such the moral arguments in favour of continuing with prohibition have become untenable. Whether there is a need for another Expert Committee to go into this issue, but a few years ago the Committee on Estimates (CE) of the Nagaland Legislative Assembly in its 79th Report has already recommended measures for the government to take towards the ‘effective implementation of partial prohibition’ in the State. We should leave the decision on liquor prohibition or its termination to the State government without wasting much time. Finally, the current discourse on NSDZ and NLTP Act, and whatever decision is finally taken by the government, should have has its rationale, the security and development of the Naga people. 'Do Fathers Matter?'

F

rom the tiniest microbe or fragment of DNA to the origins of the universe, it sometimes feels as if every subject generates a vast tide of scientific studies and that virtually nothing escapes detailed scrutiny. But veteran science writer Paul Raeburn noticed an oversight: the role of fathers in parenting. In "Do Fathers Matter?" Raeburn tells how until fairly recently, scholars, parenting experts and pop culture have overlooked the importance of fathers. A 2013 Clorox ad proclaimed that "Like dogs or other house pets, new dads are filled with good intentions but lacking in judgment and fine motor skills." (The ad was later withdrawn.) Raeburn, a father himself, discovered that good scientific studies told a different story: "When we bother to look for the father's impact, we find it — always," noted one researcher. Passages like that make "Do Fathers Matter?" a valuable, compelling book for fathers, mothers, grandparents and parents-to-be — and perhaps even for their children. "Do Fathers Matter?" uncovers a trove of good research about fathers and parenting. In the Aka tribe of Africa, fathers spend 47 percent of their days holding their infant children or keeping them within arm's reach. The Aka fathers sing to their children, play with them and do the equivalent of diaper duty. And while psychologists had known that a mother's depression during pregnancy can increase depression in children, it turns out that a depressed father can have the same negative impact, from genetic input or from his moods affecting the mother. Studies had also shown that the experience of motherhood actually changes mothers' brains in the first few months after giving birth, and Raeburn found that when researchers looked at fathers, they also found significant brain changes — but not exactly the same as those in mothers. Raeburn doesn't knock single parents or same-sex couples, noting that they can raise healthy, successful children, too (such as the current U.S. president). But he firmly points out that there is still far too much anti-father bias in society. For example, a 2012 family law newsletter from the National Organization for Women linked to a website that lists "myths" about family. "Myth" number one was that "a father's involvement is crucial for the well-being of a child." British researcher Michael Lamb notes that negative stereotypes about fathers can have consequences. "Fathers can hardly be expected to maintain a belief in their importance when they are continually being told of their irrelevance, other than as economic supporters." Raeburn, a former Associated Press science editor, concludes by noting that other companies are producing ads that portray fathers in a positive light. Raeburn also notes that reading all the research on fatherhood helped open his eyes to better ways to be a parent, and that's a priceless lesson that makes "Do Fathers Matter?" an important addition to parenting literature.

M

uch like the schizophrenic reality of the annual meeting of the United Nations General Assembly itself, this week's conclave of world leaders in New York has presented two contrasting narratives for the Syria-Iraq war and the current moment of upheaval in the Middle East. One, the polished speeches of leaders before the cameras, follows a script, presents its best face, and plays to the hopes of constituents back home. The other, like the snarling traffic jams, the curt, hurried back hall of conversations of the senior officials straining to do the diplomatic heavy lifting, and the late-night critiques offered up in hotel bars, is more ragged, grounded in the truth, and therefore unsettling. The first, more polished, view is the story you would get if you listened only to presidents and foreign ministers speaking of clear goals, coalitions knit together by common ideals, and, ultimately, a remade, safer, more stable world. While the other view, the story you only hear in conversations that take place on background or off the record, reveals that even behind well-intentioned initiatives there can be the kind of delusions, dubious motivations, divisions, and duplicity that seem likely to make bad situations worse. The question now is what factors will tip the balance so that the story told (and sold) in press releases and talking points comes to pass -- rather than the one that led a former cabinet official from U.S. President Barack Obama's own party to say to me this week with regard to the White House's recent conduct of foreign policy in the wartorn region, "Things are bad, very bad." The duality of this particular moment, the tension between the good and the terrible, is so stark it evokes the light-versus-darkness heart of the Zoroastrian philosophy of the Yazidi people who, once upon a time, so long ago it seems hard to remember, helped usher in this latest chapter of Mideast war. (Their crisis atop Mount Sinjar was only a month ago, in case you had forgotten.) This tension was reflected in Obama's remarks to the General Assembly when he said, "We come together at a crossroads between war and peace; between disorder and integration; between fear and hope." As one of my colleagues, Elias Groll, indicated during his live-blogging of the speech for Foreign Policy, it's a perspective that is far removed from Obama's assertion of just 12 months earlier when he said, "The world is more stable than it was five years ago." What shocks and spasms we have seen in this past year or so: a United States that is about to take action in Syria, then one that could not without congressional approval and then later said maybe it didn't need that approval after all; an administration arguing for the elimination of the standing authorization to use military force in Iraq and then just months later using it to justify an action it vowed it would never take; the United States hemming and hawing and disappointing allies from Eastern Europe to the Persian Gulf and then one acting boldly and celebrating the coalition with which it went to war. Who knew that the pivot the Obama administration would be remembered for was swiveling back to policies it opposed, rejected, and had turned away from just months or years before? But if you listened to Obama's passionate and well-delivered speech (and those of other leaders), you certainly could not help it if a bit of optimism brightened up your worldview. The president was powerful and clear about issues on which in the past he had been accused of hesitancy and vagueness. He was tough on IS and extremism, saying, "No God condones this terror. No grievance justifies these actions. There can be no reasoning, no negotiation, with this brand of evil." He took on Russian President Vladimir Putin, promised aid to combat Ebola, and to fight climate change. He was encouraging on the Iran nuclear talks and even took a moment to reflect on America's own flaws as manifest in the shooting and subsequent unrest in Ferguson, Missouri. In closing, he offered a resoluteness many have long hoped for from this administration: "At this crossroads, I can promise you that the United States of America will not be distracted or deterred from what must be done. We are heirs to a proud legacy of freedom, and we're prepared to do what is necessary to secure that legacy for generations to come." Obama was not the only one promising a more

Behind the scenes at the U.N., a more unsettling story emerges of Syria, Iraq, and fighting the Islamic State positive view and hinting at a different shape of things to come. At a small breakfast for journalists, Iranian President Hassan Rouhani openly and deftly fielded questions on a wide range of subjects. While reports of the meeting emphasized his critique of the U.S. attacks on Syria as illegal, the real headline of the meeting was how little he mentioned those attacks. He commented on them pro forma, for a split second, then moved on to describe his hopes for U.S.-Iran nuclear talks. He said this week would be pivotal in those talks and that he hoped for a final deal before the current round's deadline, which is approaching in just two months. He mentioned that a year ago in his phone conversation with Obama the two discussed how such a deal could usher in new communication and cooperation between the United States and Iran. He talked of rapprochement with regional neighbors despite enduring differences. He refused to be baited into focusing on U.S.-Iranian tensions on key issues. On Syria, Rouhani said the focus should be on "time-management skills," meaning first defeating terrorists and then addressing a political solution -- and when he mentioned the political solution he didn't mention Syria's president and erstwhile ally Bashar al-Assad by name. The vibe he gave off was that Iran might be open to a deal that saw Assad depart, provided all the people of Syria had a say (meaning that non-Sunni minorities might be able to form a coalition to keep the government out of Sunni hands). He even said that even if the deal he hoped for did not materialize there would be other ways to carry the dialogue forward. And this, too, was a far cry from a year earlier, when the big story was whether or not there would be the possibility of a handshake or a photo op between U.S. and Iranian leaders. Now there was an emphasis on a possible sea change, on the common goal of fighting terror. Taken with Obama's remarks and those of other regional leaders, Rouhani's comments seemed to suggest that a materially different Middle East was a possibility. No longer would the United States be acting alone trying to solve problems far from home. Burdens of combatting threats would be shared among local nations. The U.S.-Iran enmity that had been a defining factor in regional relations for decades might be ebbing. A nuclear deal might be in the offing. If there was not a complete transformation around the corner, perhaps pockets of material progress could lead to other areas of thaw -- Rouhani mentioned economics, trade, combatting terror, and promoting regional stability. Groups like IS would not stand a chance against such resolve. Pluralism, instead of institutionalized sectarian bullying, would be promoted in places like Iraq. The Mideast would be safer, more secure, and more self-sufficient. America would be able to better address problems at home while leading with a lighter touch. Obama even suggested that the status quo would have to change for Gaza and the West Bank. But offstage, the discussions about all these issues had a dramatically different tone. It was doubtful and largely pessimistic. When Obama spoke of dismantling IS's "network of death," regional diplomats worried anew that he was overly focused on one terrorist group when they saw the problem as rapidly spreading violent extremism, a threat not just in Iraq and Syria but stretching from Mali to Nigeria to the Horn of Africa, from Libya to Egypt to Gaza to Syria and Iraq, from the Gulf to Afghanistan, Pakistan to China. They worried the U.S. president who was touting his own progress combatting al Qaeda had failed to realize that in overly focusing on one group he opened the door to a spread and proliferation of terror threats that made extremism far more prevalent and dangerous today

than at any time in history. Obama spoke of tackling extremism but described it as a generational threat that the people of the region or "the civilized peoples of this world" must combat over time. To one listener from a country burdened by refugees from the war in Syria, this was "a sign that he thought this was too big a problem to deal with, that he was pushing it off into the future." Another Arab diplomat said to me, "The president is trying to win by defining the problem as narrowly as possible. It makes it more manageable." His point: IS is a big threat. We should be trying to destroy them, but to do that without addressing the bigger problem would be to repeat the mistake of overly focusing on core al Qaeda. Another concern buzzed about by senior diplomats is that the focus is on military action and on cutting off funds to the militants -- which are essential -- but there is very little confidence that what needs to be done to create a viable political solution in Iraq is going to happen. The new government is too much like the old. There is still no defense or interior minister. There is no confidence that anyone senior in the U.S. government will create the kind of real, quid pro quo, pay-as-you-go pressure on the Iraqis that the United States will help beat back the IS threat but only will keep doing it if real material progress in giving the Sunnis the voice they deserve happens. "Military victory creates a void," I was told. "It has to be filled by something. If it is not a new political reality for Sunnis, we'll solve nothing." Another area of worry is the fragility of the coalition. The number of coalition planes in the first Syria attack was relatively small -- about a dozen and a half. Some members of the coalition snickered at the Qatari failure to actually deliver any ordinance during the attack. The joke was that they were afraid to blow up anything they might have previously paid for. In the longer term, there is a concern that if the United States is too narrowly focused on IS and won't help with other perceived threats or won't get tough enough with coalition members that are funding extremists, that this could fragment the coalition. So, too, could an Iran nuclear deal that appeared too soft or too much rapprochement between the United States and the Iranians at the seeming expense of relations with Gulf states. Further concerns centered on the viability of the coalition efforts. Weeks of bombing in Iraq had a relatively limited impact on IS. And the absence of a commitment to ground troops from any members of the coalition is seen as a huge weakness. Not only are ground troops required to hold land taken and keep it secure, but if the only ground troops are Iraqis taking advice from Iran, there is no certainty as to what they will do with the gains or whether local Sunnis will even see that as a victory. Similarly in Syria, bombing IS only opens the way for the Assad regime, the rightly reviled killers of 200,000, to grow ever stronger. (Among the regional diplomats with whom I spoke, this was seen as almost inevitable, as was Assad's remaining in power for quite some time to come.) Other issues -- possible Saudi succession issues, the vulnerability of Jordan, how Israel might react to an Iran deal, what might happen with Iran if the U.S. Congress scuttles a possible deal or seeks additional sanctions and how that might impact the tacit collaboration between the two countries in fighting IS, the potential of coming problems in Afghanistan or a further meltdown in Libya to add to the distractions, and the perceived untrustworthiness of coalition partners like Turkey and Qatar -- also were mentioned in four days of conversations here about this. In short, if well-turned phrases defined history's outcomes, we might be heading to a much better, safer Middle East. But if the men and women who are working behind the scenes to make that happen are to be believed, it is even more likely that further unrest and danger are on the horizon. We may enjoy early victories in the war against IS, we may even turn them back in the months ahead, but absent a commitment to address the broader, strategic issues with the same sense of urgency we are bringing to that fight -- to battle for political gains as intently as we do those on the battlefield, or for leaders like Obama and Rouhani to devote as much of their attention to the work of the back room as they do to that at the podium -- it looks like in the current Middle East there may be, in the famous words of the old song by Creedence Clearwater Revival, a bad moon rising.

Colonial Lines Drawn Again for Ebola Aid Syria’s White Helmets — The most dangerous job in the world Siobhán o'Grady

W

hen Ebola first hit rural Guinea last April, panicked villagers spread conspiracy theories that the virus was nothing more than a neocolonial ploy to weaken already marginalized ethnic groups. That kind of denial and paranoid thinking is common in most major epidemics, but a United Nations Office for the Coordination of Humanitarian Affairs report released Monday sheds light on a different kind of neocolonialism taking form in the region's Ebola crisis: Rather than coordinating an effort to combat the massive outbreak, the United States, the United Kingdom, and France are instead sending disproportionate amounts of aid to the territories they once controlled. This lack of coordination among the three largest donors to the fight against Ebola ignores the reality of borders between Liberia, Sierra Leone, and Guinea, where political lines are more a trace of colonialism than an accurate representation of modern-day relationships between the border communities of the three developing nations. Trade routes running through those border towns helped the virus spread quickly through the three countries, and the divided response from the United States, the U.K., and France only complicated the possibility of containing the outbreak. Margaret Chan, the directorgeneral of the World Health Organization, said at the U.N. Security Council meeting on Friday that the continued escalation of the virus could turn into a "potentially catastrophic blow" to these countries' already weak economies. Disproportionate allocation of resources threatens the possibility of controlling the disease's spread and could lead to greater divides between African countries' ruling elites and untrusting factions in their populations. Recent attacks on health workers and journalists in all three countries are indicative of this distrust, which is only exacerbated by an equal distrust of former colonial powers. Financial responses to the epidemic have mainly been negotiated privately through institutional aid relationships between the United States and Liberia, the U.K. and Sierra Leone, and France and Guinea. Other negotiations have gone through the U.N., which still requires aid to go directly from governments or their agencies to other governments and their

agencies, which excludes existing NGOs and other aid organizations from receiving funding to combat the virus on the ground. On Sept. 13, Liberian President Ellen Johnson Sirleaf even made a public plea to President Barack Obama for American support, saying, "Only governments like yours have the resources and assets to deploy at the pace required to arrest the spread." And it worked. In Liberia, a nation founded by former American slaves, the largest donor has been the American government, which just last week announced it would deploy 3,000 American troops to the country to help stop the spread of the disease. The Pentagon also announced it will send engineers to build 17 new treatment facilities, each with 100 beds, and train up to 500 medical personnel to staff them. Those operations alone could top $750 million dollars, the Obama administration said, in addition to the $17 million the United States has already sent to Liberia as a response to the outbreak. The United States also contributed an additional $56 million to be divided among the three most heavily affected countries, plus some funding for preventative measures in Nigeria, but no single country has received even close to as much funding from the United States as Liberia. In fact, the only other country to receive direct funding at all is Sierra Leone, which received $3.5 million in a grant through USAID -- small potatoes in comparison to the aid Liberia has raked in over the past five months. That's because Sierra Leone has its own Western bank account: Great Britain. Founded by black loyalists and former British slaves from the Caribbean, Sierra Leone has long depended on the U.K. for foreign aid. Since the virus first hit Sierra Leone in late April, the U.K. has sent the country's government more than $12 million, in addition to medical staff and a more recent pledge to build a 68-bed hospital there. Despite a larger Ebola breakout in Liberia, the U.K. sent its government only less than $1 million -- a fraction of what they contributed to Sierra Leone. And last week, French President François Hollande renewed France's commitment to addressing the outbreak in Guinea, a former French colony, when he announced the upcoming opening of a military hospital there. Thus far, more than

$12 million has been sent to Guinea alone, as well as an additional $15.5 million for preventative aid to Senegal and the Ivory Coast, two other former French colonies. Aid from the French government is harder to track because it goes through a joint account with the European Commission. But even the E.C. has given more to Guinea than to any other Ebolastricken country. In 2014, the executive body of the European Union sent $13 million to help combat Ebola regionally, but an additional $2.6 million was sent specifically to Guinea, the only country to receive a direct donation. Guinea has also benefited from donations from other francophone countries, including Canada and Luxembourg. While Canada donated $63,000 to Liberia and $50,000 to Sierra Leone, Guinea received $633,000 from them in emergency response support. Luxembourg's donation of just over $269,000 to Guinea seems insignificant in comparison to other Western countries, but according to the UNOCHA report, it's the only donation the tiny nation has made to fight Ebola at all. China, a longtime friend to Sierra Leone, has already sent $1.6 million this year. Last week, Cuba sent Sierra Leone 165 medical professionals and China sent two airplanes worth of Chinese medical staff and equipment to open a CDC laboratory and treatment center there. If all of these Western nations had conferred before making political decisions as to where to send their aid, there would have been a better chance of containing the virus early on. But Laurie Garrett, senior fellow for global health at the Council on Foreign Relations and columnist at Foreign Policy, said what's happened instead is a dangerous neocolonial organization of aid -and going down that path could get donors into sticky situations if the virus can't be controlled. "We're really taking on the Liberia crisis as our own and there could be blowback from that if things go really south," she said. "If we have really seriously difficult times either the epidemic continues to expand long after we continue this increase of personnel, or American personnel are put under physical attack, we're taking responsibility ... for Liberia, and that's going to include what people will think if we're not successful in putting it under control in a timely fashion."

Delirious, he ventured back into the building’s rubble, despite his colleagues claiming that everyone had been accounted for, and there, behind a slab of concrete, was a baby — alive, despite being covered in dust from the concrete building. Khaled is one of 750 members of the Syrian Civil Defense, also known as the White Helmets, a group of volunteer rescue workers that emerged in the liberated areas of Syria after basic infrastructure began crumbling in the chaos of the civil war. The Syria Civil Defense began as a collective of ordinary civilians — once tailors, teachers and construction workers before the uprising began — responding to local bombings, attempting to help in any way that they could. In its early stages, many medical professionals criticized the civil defense teams, pointing out that without medical expertise many of their well-intentioned acts could be causing more harm than good with bombing survivors in critical condition. However, after a preliminary medical and rescue training — and the uniform, including the white helmets that gave

them their name — the Syrian Civil Defense returned to their respective neighborhoods equipped to save the first lives. “I asked an international team how many had responded to a bomb attack, and maybe one hand went up,” said James Le Mesurier, Syrian Civil Defense program manager at Analysis Research and Knowledge and founder of the not-for-profit organization May Day Rescue. “With the Syrian Civil Defense, every hand in the room goes up.” Now, the Syrian Civil Defense has saved more than 2,500 lives with 60 teams across the liberated areas of Syria. Although many of the residents of liberated areas like Aleppo and Idlib have fled, those that remain — often either the poorest and most vulnerable or most dedicated residents — experience daily indiscriminate shelling and aerial bombardments from the Assad regime, destroying neighborhoods and brutally killing and maiming civilians in the process. Despite the risk of a secondary bombing, a common regime tactic, the White Helmets immediately rush to the site of the bombing, moving aside concrete to pick out bodies and rush anyone who might still be alive to the hospital. “There used to be an uncertainty that a bomb could be dropped at any moments, and — if it happened to be dropped on your house — you

would die,”Le Mesurier said. “Now there is hope amongst people that even if their building does collapse, they can be rescued.” Political impartiality is central to the White Helmet’s operation. While Syria is riddled with strife between those who support the regime and those who support the opposition in fighting for a free Syria — not to mention the encroaching Islamic State — the White Helmets are blind to these loyalties as they perform their work. Although most of their work comes in the aftermath of Assad’s barrel bombs — which pummel some neighborhoods more than 50 times per day — the rescue workers have also been known to risk sniper fire to help those loyal to the regime. Twenty-six Syrian Civil Defense members have died while working, making it one of the most dangerous jobs in the world with a 5 percent casualty rate. Despite being heralded as heroes by many, the Syrian Civil Defense is vastly underfunded — something that could be easily rectified with international aid from donor countries such as the United States, United Kingdom and the United Arab Emirates. The Syria Campaign is currently gathering signatures to petition these governments to fund the White Helmets in order to purchase supplies and facilitate trainings for new members.

Panneerselvam becomes Tamil Nadu CM

Chennai/bangalore, September 28 (ianS): Tamil Nadu’s ruling AIADMK Sunday elected Finance Minister O. Panneerselvam as chief minister to succeed the jailed J. Jayalalithaa, who Saturday began serving a four-year prison sentence for corruption. Panneerselvam, 63, who once ran a tea stall which is still with his family, once become the chief minister in similar circumstances in 2001 and held the post until Jayalalithaa bounced back. The unanimous decision on Panneerselvam came hours after he and a few AIADMK leaders met Jayalalithaa at the Bangalore Central Jail and she told them to elect a new leader quickly to “assuage the hurt feelings” of the thousands of party cadres in Tamil Nadu following her jailing. Panneerselvam, 63, representing the Bodinayakanur constituency, is a farmer from Theni district. OPS, as he is known in the party, maintains a low profile and is a staunch loyalist of Jayalalithaa. He entered politics in 1996 and became the head of a local body. In 2001, he was elected to the assembly from Periakulam and became the minister for public works department. Panneerselvam was the first person from the Thevar community to become the chief minister of Tamil Nadu in 2001. He was also leader of opposition when AIADMK lost power in 2006. The decision to elevate Panneerselvam was made known after a meeting of the legislators at the party headquarters in the heart of Chennai. A party leader told IANS that Panneerselvam would call on Governor K. Rosiah later. He said some people washed idols of deities after he performed prayers and rituals in Madhubani district. “I was specially invited by some people to participate in prayers and offer rituals at a function but a senior leader Ram Lakhan Ram informed me after my return that they washed the idols of the god and goddess and their home as I was an untouchable,” he narrated in anguish. Manjhi, successor to Nitish Kumar who resigned after the Janata Dal-United’s lacklustre performance in the Lok Sabha polls, wondered if it was his fault to have been born in a poor scheduled caste family. “People still treat us as if it was a curse to be born in a Mahadalit family,” Manjhi said. He said many people touch his feet to get their work done or take benefit from him but when it comes to social level, they still treat him as an untouchable. “It is an insult to Mahadalits. It is an example of where we are now and what our mindset is all about,” he said. Manjhi belong to the Musahar community that derives its name from the practice of eating rats after usually hunting for them in paddy fields. An estimated 2.3 million Musahars live across Bihar in extremely poor condition. Less than five percent of them are literate and most of them make a living as labourers. They are still considered social untouchables despite a law against it. The Mushahar community was upbeat after 68-yearold Manjhi, who began his life working as a shepherd for an upper caste farmer, became the new chief minister. Manjhi earned his own livelihood and funded his own education. His father Ramjeet Ram Manjhi was a landless labourer. He is the third Dalit to become chief minister after Bhola Paswan Shastri and Ram Sundar Das.

He also said that there is a “crying need” for a “well defined legislation” governing expenditure of political parties during elections as its absence was allowing them and their candidates to circumvent the rules. Sampath, who was speaking at a session organised by the Law Com-

mission, said that when the Election Commission looked into whether it had the powers to deal with paid news it found the “answer was negative.” He said that ‘paid news’ in whatever form or nomenclature is presently not even an electoral offence. “If it is an electoral offence, it can eventually lead to the disqualification of the candidate. Whatever the difficulties of implementation, the very fact that if it is listed as electoral offence, it would act as a deterrent against people using it in the elections,” he said. The CEC said that a recommendation in this regard has been made to the Law Ministry. He even

wondered why the government advertisements during elections should not be considered as paid news. Paid news not being an electoral offence, he said, EC now tries to check this menace by invoking its powers related to candidates’ spending. He said that if a candidate is caught, the amount is added to the candidate’s expenditure. He, however, claimed that when caught, the candidates have found their own way to wriggle out of it. “When they (candidates) file their expenditure returns, they always build a cushion for this kind of things. If Rs 40 lakh those days was the limit, invariably no candidate would file a return for more

President Pranab Mukherjee signed the proclamation for imposition of central rule in Maharashtra, a day after the Union Cabinet recommended clamping of President’s rule in the state, a Home Ministry spokesperson said. The brief Cabinet meeting on Saturday was chaired by Home Minister Rajnath Singh in the absence of Prime Minister Narendra Modi, who is away in the US. With NCP withdrawing support to the government, Chavan had resigned on Friday. His resignation was accepted by Governor Ch Vidyasagar Rao on Saturday. Since assembly elections in Maharashtra are scheduled on October 15, the Governor, in his report to the Centre, had recommended imposition of President’s rule in the state. NCP had on Thursday called off its alliance with Congress accusing Chavan of neglecting it and stalling talks over seat-sharing. NCP’s insistence on the two parties contesting an equal number of the state’s 288 assembly seats and the demand for rotational chief ministership for half of the government’s five-year term if the alliance retained power were the sticking points during the seat-sharing talks which eventually led to the collapse of the alliance.

HONG KONG, September 28 (re uterS): Hong Kong police fired repeated volleys of tear gas to disperse pro-democracy protests on Sunday and baton-charged the crowd blocking a key road in the government district after official warnings against illegal demonstrations. The city’s Admiralty district had descended into chaos as chanting protesters converged on police barricades surrounding colleagues who had earlier launched a “new era” of civil disobedience to pressure Beijing into granting full democracy to Hong Kong. Police, in lines five deep in places and wearing helmets and gas masks, staged repeated pepper spray and shot tear gas into the air. The crowds fled several hundred yards, scattering their umbrellas and hurling abuse at police “cowards”. Crowds returned however and by early evening tens of thousands of pro-

testers were thronging streets, including outside the prominent Pacific Place shopping mall that leads towards the Central financial district. Catalonia defies Spain by calling secession vote

bArCeLONA, September 28 (Ap): The president of Spain’s powerful northeastern region of Catalonia on Saturday formally called an independence referendum, the latest secession push in Europe and one of the most serious challenges to the Spanish state in recent years. Catalan leader Artur Mas signed the decree to call the referendum in a solemn ceremony in the regional government headquarters in Barcelona, flanked by most of the region’s political leaders who support the vote. “Like all the nations of the world, Catalonia has the right to

decide its political future,” said Mas. Two hours after Mas spoke, Deputy Prime Minister Soraya Saenz de Santamaria said the Spanish government will hold an emergency cabinet meeting within days so the referendum can be challenged before Spain’s Constitutional Court. “This referendum will not be held because it is unconstitutional,” she told reporters during a rare Saturday press conference. Pro-independence sentiment in the economically strong region, where the Catalan language is spoken side-by-side with Spanish,

has surged in recent years, fueled by a sense that the region deserves better fiscal and political treatment from Madrid. The announcement came a week after Scotland voted against breaking away from Britain. Prime Minister Mariano Rajoy was flying back from a state visit to China when Mas made his declaration. He has repeatedly said Spain’s constitution doesn’t allow referendums on sovereignty that don’t include all Spaniards, and experts say the Constitutional Court is almost certain to declare the vote illegal. In the referendum, Mas wants to ask Catalans two questions; first, if they think Catalonia should be a state, and, if so, should it be independent. If the referendum is not held, Mas could call early regional elections that would essentially serve as a Yes or No vote on independence.

Polls indicate most Catalans favor holding the referendum but are roughly evenly split on independence. Pro-independence fervor fades when people are asked if they favor an independent Catalonia outside the European Union, as the region has been warned would happen. The referendum has stirred debate about whether the 1978 Spanish Constitution should be updated to accommodate Catalonia’s demands for more power while maintaining the 17-region country unified. Separatist sentiment is also very strong in the northern Basque region.

Japan volcano eruption takes its toll

tOKYO, September 28 (reuterS): Thirty-one people were presumed dead on Sunday near the peak of a Japanese volcano that erupted unexpectedly a day earlier while it was packed with hikers out to admire autumn foliage, sending a huge cloud of ash and rock tumbling down its slopes. Police said the 31 people were found in “cardiopulmonary” arrest but declined to confirm their deaths pending a formal examination, as per Japanese custom. An official in the area said rescue efforts had been called off due to rising levels of toxic gas near the peak, as well as approaching nightfall. Hundreds of people, including children, were stranded on the mountain, a popular hiking site, after it erupted without warning on Saturday, sending ash pouring down the slope for more

than 3 km (2 miles.) Most made their way down later on Saturday but about 40 spent the night near the 3,067 metre (10,062 feet) peak. Some wrapped themselves in blankets and huddled in the basement of buildings. “The roof on the mountain lodge was destroyed by falling rock, so we had to take refuge below the building,” one told NHK national television. “That’s how bad it was.” More than 40 people were injured, several with broken bones. Earlier, the Fire and Disaster Management Agency had said authorities were trying to confirm the whereabouts of 45 people. It was not clear whether those 45 included the 31 people found in cardiopulmonary arrest. The volcano was still erupting on Sunday, pouring smoke and ash hundreds of metres into the sky. Human sleep patterns evolved first in ocean?

LONdON, September 28 (IANS): The cells that control our rhythms of sleep and wakefulness may have first evolved in the ocean - hundreds of millions of years ago - in response to pressure to move away from the sun, shows a new study. The researchers derived this conclusion from their findings that a hormone that governs sleep and jet lag in humans may also drive the mass migration of plankton in the ocean. “The fascinating picture emerges that human biology finds its roots in some deeply conserved, fundamental aspects of ocean ecology that dominated life on the Earth since ancient evolutionary times,” said lead researcher Detlev Arendt from the European Molecular Biology Laboratory (EMBL) in Heidelberg, Germany. The molecule in question, melatonin, is essential to maintaining our daily rhythm and the scientists have discovered that it governs the nightly migration of a plankton species from the surface to deeper waters. “We found that a group of multitasking cells in the brains of these larvae that sense light also run an internal clock and make melatonin at night,” Arendt explained. “So we think that melatonin is the message these cells produce at night to regulate the activity of other neurons that ultimately drive day-night rhythmic behaviour,” Arendt noted. The findings indicate that melatonin’s role in controlling daily rhythms probably evolved early in the history of animals, and hold hints to how our sleep patterns may have evolved. To find out the role of melatonin in other species and how it evolved to promote the task of sleep, the researchers turned to the marine ragworm Platynereis dumerilii. The researchers discovered a group of specialised motor neurons that respond to melatonin. Using modern molecular sensors, they were able to visualise the activity of these neurons in the larva’s brain and found that it changes radically from day to night. The findings were published online in the journal Cell.

WASHINGtON, September 28 (Ap): Hillary Rodham Clinton is the one figure uniting U.S. religious conservatives frustrated by a leaderless Republican Party that’s divided over foreign policy, immigration and social issues. The prospect of another Clinton White House stirred anguish at the Values Voter Summit this weekend where hundreds of conservative activists debated the Republican Party’s future and warned that the acknowledged but unannounced 2016 Democratic front-runner would cement what they see as President Barack Obama’s attack on religious freedom. “Never forget she will be Barack Obama’s third and fourth term as president of the United States,” Minnesota Rep. Michele Bachmann, an unsuccessful Republican presidential candidate in 2012, said Friday night. She was among the high-profile Republicans, including past and prospective White House contenders, at the annual conference attended by some of the most prominent social conservatives and hosted by the Family Research Council, well known for its opposition to abortion and same-sex marriage. This year’s gathering expanded its focus to religious freedom — or the persecution of Christians and their values at home and abroad. It was a message that Republican officials hope will help unify a fractured party and appeal to new voters ahead of November’s elections and the next presidential contest. But it was Clinton’s name that was as much a rallying cry as the theme of religious liberty. Texas Sen. Ted Cruz, a prospective presidential candidate, challenged Clinton to “spend a day debating” the Denver nuns who run nursing homes for the poor, called the Little Sisters of the Poor Home for the Aged, and have challenged the Obama health law’s requirement that some religiousaffiliated organizations provide insurance that includes birth control. Former Arkansas Gov. Mike Huckabee, a once and perhaps future contender, described Clinton as “tenacious.” “She’s got all the skills and would be an incredibly formidable candidate,” Huckabee told reporters, suggesting that Clinton is politically vulnerable. “She’s got to go out and defend Barack Obama and her record in the first four years she was secretary of state.” Clinton would be the overwhelming favorite to win the Democratic presidential nomination, while the Republican’s field is large and lacks a clear front-runner. A CNN poll this summer found that four different would-be Republican candidates earned between 10 percent and 15 percent of support from self-identified conservatives: Texas Gov. It was after learning about the theme only that I made my final decision to participate because I got the desire to not just win the title but to learn more about the purpose of women’s beauty.

MeX: How do you feel on winning Miss Phek title? Since everything was new experience I got so much thrilled. Usually whenever I get paid for something I obviously deserve I do not feel much grateful for such pay. But now I tell you my heart is overflowing with gratefulness to God for honouring me by making me win the prestigious title of Miss Phek 2014 which I do not deserve. Therefore, I give all credit, honour, praise and glory to Jesus who is in me because it was he who earned and yet makes me enjoy the pleasure of winning the title in the sight of everyone. DIMAPUR, SEPTEMBER 28 (MExN): The 3-day ‘Harmonic Surge – a choral fiesta,’ which started on Thursday at Covenant Hall Dimapur culminated Sunday evening with choral competition as the main highlight. Altogether five choral groups participated in the competition singing two songs each. Kuda Village Baptist Church Choir (KVBCC) bagged the first position walking away with a cash prize of Rs 50, 000, trophy

and a citation. The award for Best Costume also went to KVBCC. The second position was bagged by Lotha Baptist Church Choir and walked away with a cash of Rs 30, 000 and a citation while the third place went to Coronation Choir which walked away with a cash of Rs 20, 000 and a citation. Conductor of Coronation Choir, Avoni Odyuo was awarded the Best Conductor. All the five participating groups were given certificates of

appreciation for their participation. Choral competition is a running trophy organized by the Nagaland Chamber Choir (TNBCC) every two years. During the three days, various musical personalities conducted workshops on choral music, voice clinic, choral conducting, composition, indigenous music, art of accompaniment, rehearsal techniques, beating techniques and interpretation of music.

Taking on the cause, Barfi! star Ileana D’Cruz has decided to bare her back to get a message across in the latest campaign by People for the Ethical Treatment of Animals (PeTA), India, in association with the Lakmé Fashion Week (LFW). While designers across the world make use of fur in bags and jackets, the black-andwhite campaign shoot urges fashionistas to ‘Give cruelty the cold shoulder’ and ‘Say NO to Angora fur and wool’. The bride was nowhere to be seen. Clooney’s long-time representative Stan Rosenfield announced in one sentence some 2 ½ hours later that the wedding had taken place. It is expected to be the only communication on the much-anticipated marriage of the actor who long reigned as Hollywood’s most-eligible bachelor. Yogeshwar Dutt ends India's Venus, Sharapova advance at China Open 28-year wait for wrestling gold INCHEON, SEPTEMBER 28 (IANS): Yogeshwar Dutt ended India's 28-year-old wait for an Asian Games wrestling gold medal but his compatriots Babita Kumari and Satywart Kadian missed out on the bronze at the Dowon Gymnasium here Sunday. Yogeshwar, Olympic bronze medallist, put on a stupendous show in winning 3-0 in the title-clash against Zalimkhan Yusupov of Tajikistan. Yogeshwar's gold in men's 65kg freestyle was India's first since 1986, when Kartar Singh had won the yellow metal in the Seoul Games. Displaying his neversay-die attitude, Yogeshwar was stupendous in all his three bouts in the day. He started the day beating Jinhyok Kang of North Korea 3-1, in his quarterfinal bout to set-up a clash with China's Katai Yeerlanbieke in the semi-finals. Against the Chinese, Yogeshwar looked in all sort of problems in an energy-sapping bout. Yeerlanbieke led throughout the game and with only a few seconds remaining he was ahead 9-7. But Yogeshwar made a stunning comeback in the dying moments of the game to pin down the Chinese and won the match 5-0 in a 'victory by fall' verdict. In the gruelling final against Yusupov, Yogeshwar was very watchful. Yusupov tried all the tricks to pin down Yogehswar but the Indian was too quick. Yogeshwar opened his account at the end of the opening period. In the second period, a series of quick moves helped Yogeshwar earn two more points to get a 3-0 verdict. Other Indian grapplers in the fray for medals, Babita and Satywart, were beaten comprehensively by their opponents in the bronze medal matches. Another wrestler Jyoti, however, lost to Burmaa Ochirbat of Mongolia 4-0 in the quarterfinals of the women's 75kg freestyle event. Commonwealth Games gold medallist Babita was outplayed by China's Xuechun Zhong, who won the women's 55kg freestyle bronze medal 2-10. Babita was not aggressive at the start and was also cautioned by the referee. She was completely taken by surprise with quick moves and strong counter-attack from Zhong. Satywart went down 0-3 in the bronze medal match of the freestyle 87 kg to Mamed Ibragimov of Kazakhstan. He lost his quarterfinal bout to Magomed Musaev of Kyrgyzstan 1-3 in a 'decision by points' verdict, but made it to the repechage round after Musaev qualified for the final, where he lost 1-3 to Iranian Reza Yazdani. In the repechage, Satywart was too strong for Pakistan's Bilal Hussain Awan. The Indian won 12-0 on great technical superiority to make it to the bronze medal play-off.

Khushbir wins silver; bronzes from Rajiv, Povamma and Manju

INCHEON, SEPTEMBER 28 (IANS): It was a good day for India at the track and field events Sunday as race walker Khushbir Kaur clinched the silver medal while three more bronze medals came from quartermilers Arokia Rajiv and M. Povamma Raju and hammer thrower Manju Bala in the 17th Asian Games at the Incheon Asiad Main Stadium here. Khushbir set the day for India by winning the silver medal in an hour and 33 minutes, 2.01 minutes behind China's Xiuzhi Lu, who took the gold in the women's 20km race walk event. South Korea's Yeongeun Jeon won bronze with a timing of 1:33:18 secs. But there was disappointment in store for the men, as Irfan Thodi (1:23:18 secs) finished fifth while K. Ganapathi was disqualified. The gold went to China's Zhen Wang (1:19:45 secs) while Japan's Yusuke Suzuki (1:20:44 secs) and South Korea's Hyunsub Kim (1:21:37 secs) took the silver and bronze, respectively. The quartermilers also put up a fine

show as Rajiv and Povamma clinched the bronze medals in the men and women's 400 metre events, respectively. Rajiv clocked a personal best of 45.92 secs to win the bronze while the gold medal went to Saudi Arabia's Yousef Ahmed Masrahim, who set a Games Record of 44.46 secs. The silver was clinched by 18-year-old Abbas Abubakar of Bahrain with a timing of 45.62 secs. Masrahim had also set the Asian record of 44.43 secs in the Diamond League in Lausanne in July. In the women's event, Bahrain's Oluwakemi Mujidat Adekoya clinched the gold medal with a timing of 51.59 secs. Vietnam's Thi Lan Quach got the silver with a personal best effort of 52.06 secs and Povamma got the bronze with a timing of 52.36 secs. Manju won the bronze medal in the women's hammer throw. Manju threw the hammer to a distance of 60.47 metres in her first attempt to win the bronze. The gold and silver went to China's Wenxiu Zhang (77.33m) and Zheng Wang (74.16m), respectively.

Indian pair of Sania-Prarthana settles for bronze

INCHEON, SEPTEMBER 28 (PTI): Indian pair of Sania Mirza and Prarthana Thombare settled for a bronze after losing their women's doubles semifinal to Chinese Taipei's Chin Wei Chan and Su Wei Hsiehin in the Asian Games on Sunday. The fifth seeded Indian combo put up a brave fight before going down 6-7 (1-7), 6-2, 10-4 to the Chinese Taipei duo, seeded second, at the Yeorumul Tennis Courts here. Sania and Prarthana took the courts and toiled hard for an hour and 35 minutes but at the end failed to make it to the finals. Both the pairs fought hard in the opening frame to take the set to a tiebreaker. The Taipei duo finally managed to win the set after nearly an hour's play. The Indians, however, came back strongly in the second set and managed to prevail over their higher ranked opponents in just 32 minutes. But the deciding set turned out to be a cakewalk for the Taipei combination as they took barely 10 minutes to seal it 10-4 and draw the curtains on the tie. Earlier, Yuki Bhambri had clinched India's lone singles' medal in tennis after settling for a bronze in the men's event following a 6-3, 2-6, 1-6 loss to Japan's Yoshihito Nishioka in the semifinal.

BEIJING, SEPTEMBER 28 (AP): Maria Sharapova and Venus Williams moved into the second round at the China Open on Sunday with straight-set victories. The fourth-seeded Sharapova overcame six double-faults to defeat Estonian Kaia Kanepi 6-4, 6-1, while the 16th-seeded Williams came back from a 3-0 deficit in the opening set to defeat Britain's Heather Watson 6-3, 6-1. Sharapova, the reigning French Open champion, said despite the double-faults she thought she served well against the 46th-ranked Kanepi, a five-time Grand Slam quarterfinalist. "I thought I played a difficult opponent, someone that I've had trouble against in the past," she said. "I'm usually somebody that goes for my serve. Murray saved five match points as he ended a 15-month title drought while improving his chances of qualifying for the ATP Finals in London in November.
