Mon, SepteMber 28 (DIpr): Lao-ong Mo, also known as the post-harvest festival or the annual harvest festival was celebrated on September 28 with the Minister for Road & Bridges, Vikheho Swu as the chief guest and Parliamentary Secretary Art & Culture, EE Pangteang Konyak as the guest of honour, at the Local ground Mon town. Asserting that customs and cultures of the Nagas are closely associated with nature, the chief guest said, “When we look into our age old cultural practices, we find that our forefathers had befriended, adapted to nature and respected it.” Lamenting that with the progress of modernity, cultural and traditional practices are being neglected and forgotten, he urged the youth to learn and preserve the great artistic works and God given talents, inherited from their forefathers. He suggested that the festival needs to be celebrated not only to mark its occasion, but also to promote social and economic development of the people by way of displaying healthy products from the field. “Observing festivals also brings peace, unity and love in the community which would strengthen the Konyak society in particular and the Nagas in general,” he added. Meanwhile, referring to the financial position of the state, he said the changing policy of the central government has affected the funding pattern. Acknowledging that Mon district lacks interstate connectivity even after more than 50 years of statehood, he stated that the district would have been connected had the Foothill Road project successfully completed. But unfortunately, due to the change in the funding pattern from the central government, it has not been completed, the Minister said. Citing that Mon district is a land of opportunity blessed with suitable geographical locations to cultivate for commercial production, he urged the people to take it as a challenge and start utilizing the land for commer-
cial purpose. According to him, the district has prospective opportunity in business sector as the district shares border with two states viz Assam, Arunachal and Myanmar. The chief guest also inaugurated the exhibition stalls of traditional artistic products. The Minister was accompanied by YM Yollow, Parliamentary Secretary CAWD; E. Lao-ong mo is now officially a community fest, recognize by the Government of Nagaland.
The dense forest in Kohima district has been reduced to 0.63 per cent (8 sq km) out of its total area of 1290 sq.km, informed Dr. Kenei Miachieo, IFS during the final seminar of the Angami Youth Organisation held on September 28 at Kisama, Bamboo Hall on the topic ‘Environment’. The stark reality of the deteriorating ecosystem in Kohima was discussed and solutions suggested during the seminar, with Dr. Kethoser Kevichüsa, Trainer, RZIM and Dr. Kenei Miachieo, IFS as the resource persons and Kezhokhoto Savi, Advocate; Dr. Tolto Metha, Team leader, NBDA, and Zeu Tsikha, DPO, Land Resources as panelists. When you are not able to protect your land, you lose your identity and your culture, stated Dr. Kenei Miachieo who viewed that the Naga existence in economic and political fields would have been more turbulent had it not been for 371 A. Kohima has an area of 1290 sq.km out of which only 0.63% consists of dense forests (8 sq.km), 28 percent (370 sq.km) consists of moderately dense forest and open forest consists of 57% (733 sq km) in the district. Pointing out the decrease in the area of dense forests, Dr. Miachieo said targets should be made to convert moderate dense forest to dense forests, and open forests to moderately dense forests. “It is totally achievable. In fifty years, we can have rich dense forests if we start acting now. Ours is a responsible society. Our land is productive. We are endowed with naturally growing seasons which lasts for more than 8 months,” he said while citing examples of community reserved areas and wildlife sanctuaries like Khonoma, Jotsoma, and Sendenyu. Suggestions were given to APO and AYO to lead villages in preserving the forests. “Long term benefits must be preferred over short term benefits of the few,” said Dr. Miachieo specifically pointing to the issue of mining. He stated that natural regeneration should be preferred over artificial plantation by planting existing indigenous species, ban hunting during breeding season, and inter-village coordination in pre-

KohIMa, SepteMber 28 (Mexn): Neichute Doulo of Entrepreneurs Associate, Kohima has been shortlisted as one of the five finalists for the ‘Social Entrepreneur of the Year (SEOY) - India 2016 Award.’ The winner will be chosen by a distinguished jury and will be presented by Nitin Gadkari, Minister of Road, Transport, Highways and Shipping, at an event in New Delhi on October 6, 2016. The finalists were evaluated on key parameters of innovation, sustainability, scalability, reach and social impact. The India Social Entrepreneur of the Year Award is a joint initiative that has been introduced through a collaboration between Jubilant Bhartia Foundation and Schwab Foundation for Social Entrepreneurship (a sister organization of the World Economic Forum). The award is given with an objective of recognizing promising and successful social entrepreneurs, with excellence in large-scale, system change models.

Whatever has been borrowed and used must be taken great care of, said Dr. Kevichüsa, while stating that humans do not own the lands, rather they are “called upon by the Creator to be stewards of the land.” Nature is what God gives us and culture is what we make with what God has given us, he stated. Tolto Metha spoke on climate change and pointed to the landslides, flooding and incessant rainfall in the state as well. Metha pointed out that these are results of manmade actions, and said that in Nagaland forests are disappearing with timber being exported every day. “A natural tree can support two human lives, each time a tree is cut down, we are killing two human lives,” said Dr Metha, while suggesting efforts towards bamboo plantations, sustainable development and eco-tourism. The importance of bamboo plantation was emphasized because of its feasibility in Nagaland, as it takes only three years for a bamboo to mature. Dr Metha informed that Nagaland has the highest number of bamboo species in India (46). Kezhokhoto Savi spoke on the legal perspective of environmental protection. “Every citizen has a moral duty toward environment protection. We are failing on our part in replacing the trees that we have cut or cleared the thick forest/jungle around us either for development or construction of roads and in order to fight for the menace of global warming, vigorous efforts should be made such as to discourage activities or development or business such as stone quarry, stone crusher which causes damages to environment,” stated Savi. He further cited the Kohima Ao Baptist Arogo’s (KABA) community service project and said such activities are steps towards protecting, spreading awareness, and cleaning the environment.
KohIMa, SepteMber 28 (Mexn): The Nagaland Pradesh Congress Committee held its general session today at Congress Bhavan, Kohima with Dr K Jayakumar, Secretary, AICC, I/C Nagaland. A press note from the NPCC reported Dr Jayakumar as stating that removal of the Planning Commission will “negate the special provisions enshrined under Article 371 affecting Nagaland among others as the funding under such provisions was being met by allocations as decided by the Planning Commission.” He added that the Niti Ayog is a mere instrument of PM Modi’s “economic dictatorship...” Dr. Jayakumar said this was the reason Congress lost the Government in Arunachal Pradesh, and said other Chief Ministers would be facing the same difficulties and thus it is imperative that Congress returns to power at the centre to safeguard the special provisions of the Constitution for the North East and for minorities. “Without Congress, liberty, equality and fraternity will die”, he said. Dr. Jayakumar further stated that the Congress party in the state is streamlined and has been made a party with a realistic approach. He highlighted the need for the right strategy to fight the elections, and assured that he would appraise the AICC for all round support. NPCC President K. Therie meanwhile said that the NPCC stands stronger and united. He touched on the NPCC Road-
map and urged the rank and file of the party, particularly the DCCs to reach the vision of the Congress to the people. He said Congress would give the people the choice of peace, progress and development over ruin, corruption and bribe. Speaking on the topic, ‘Special provisions with respect to Nagaland’, Khriedi Theünuo, Vice President, NPCC said that while many talk of the provisions of Art 371A and the 16-Point Agreement, the clauses therein are often not addressed. Maintaining that many clauses within such special provisions have been fulfilled, Theünuo said that there are some clauses which have also not been fulfilled. On a similar note, he said that while NPCC enjoys functional autonomy as assured in the 10-Point Modalities signed with the INC, he urged the leaders of AICC to honour and respect the fulfilment of the other special provisions therein. He stated that the unfulfilled clauses needed to be taken up and urged the gathering to join hands in the endeavour. Also addressing the programme, Jarjum Ete, Gen Secy, AIMCC I/c NE said she joined the INC despite being a women activist as it was the Congress which had initiated the inclusion of all walks of society including women, through the 73rd and 74th Constitutional Amendments. Ete appealed to all rank and file of the party to gear up for the forthcoming elections by identifying women candidates and to ensure the optimal use of women reservation. Loitongbam Tilottama, President, Manipur Pradesh Mahila Congress Committee also appreciated the implementation of women reservation and challenged the womenfolk to participate positively in the electoral process.
Nagaland Chief Minister, TR Zeliang today said that he has noticed some people, who seem to spend all their time and energy on social media with negative comments against the NPF and the government. “Each and every one of you should make it a point to intervene, and point out the positive aspects of our party and government. As and when you log into the internet groups, and find issues worth commenting on, you should come out in support of our party and the government, and our leaders,” he urged the NPF party press secretaries during a workshop organized for them at NPF central office Kohima. The CM said those who use social
media should be responsible users and avoid “unwanted clips and images.” “We have to consider what effects such postings and uploads could have on the minds of those seeing it,” he said. Zeliang meanwhile stated that when he `took over as Chief Minister on May 24, 2014, the state had a deficit of Rs. 1500 crores. “Inability to pay salaries of employees appointed under centrally sponsored schemes is being made out by vested interests as failure on the part of the state government. But when the Centre does not release the funds, the state government is helpless,” he said. He however stated that despite this, the state government has, on many occasions, advanced precious resources to pay such salaries. Expressing optimistic that the NPF will again form the government
after the assembly elections in 2018, he urged everyone to remain steadfast, and continue to serve the people in their own capacity. Later NPF president Dr. Shurhozelie Liezietsu said “our party and our government are often attacked and criticized with unfounded allegations continuously by some organizations. Your job is to defend the party wherever you find the party is not wrong.” He cautioned that if wrong allegations are not refuted, those allegations may form negative public opinion. He urged the NPF press secretaries to defend the party when allegations are unfounded. “But in doing so, you should not do anything emotionally but do it cool headed. The three units which did not attend the assembly were the Ao Senden, Lotha Hoho and the Sumi Hoho. The three apex tribe bodies had recently disassociated themselves from the Naga Hoho with regard to the Rongmei tribe recognition issue. A press note from the Naga Hoho informed that the assembly termed the Nagaland State Government’s decision dated September 26, 2016 to constitute a Cabinet Sub-Committee to study all aspects

of the Rongmei recognition issue as “a welcome development.” The Naga Hoho stated that the State Government has arrived at this decision “fully recognising the recent discontentment expressed by certain Naga tribes on the decision of the State Government to grant Indigenous Naga Tribe status to Rongmei Community.” It appealed to the Cabinet Sub-Committee to take all stakeholders on board and make all out effort to arrive at a consensus
amongst the Naga society and also review the status of the other Indigenous inhabitants of the state. It also asked the Ao Senden, Sumi Hoho and Lotha Hoho to reconsider its decision to withdraw from Naga Hoho and urged them to instead “actively participate in all the activities of the Hoho in the larger interest of the Naga Society.” The Federal Assembly meanwhile resolved to set up an ‘Empowered Committee on Goodwill Mission’ to pursue the matter with the Ao Senden, Sumi
Hoho and Lotha Hoho. The committee will comprise of eleven members. Regarding the Municipal Act 2001, the Federal Assembly viewed that the act is “defective” and called for amendment at the earliest. The matter was endorsed to the Executive Council for further decision. The Federal Assembly also pledged to “commit and rededicate ourselves to strengthen the sanctity of Naga Hoho against all forms of internal and external elements.” Full text on Page 5

He said that NPF has entered into global map and the whole world will be now able to watch the party activities and its function in every level. Addressing the workshop, he said the role of press secretaries and me-

lso addressing the workshop, NPF president Dr. Shurhozelie Liezietsu said the country is giving importance to the press to the extent that mass communication has become a discipline in the university today. “Sense of social responsibility of journalism to bring facts to the public in impartial manner prevails,” he said. He said today, even in Nagaland “we find that some newspapers are not totally free from this bondage which may be due to some other obligations, but otherwise on the whole our papers have been doing well.” He was optimistic that journalism in Nagaland can do better in future, because Nagas are democratic by nature. “We have inherited it from our cultural system and, therefore, it is a nature’s gift and that gift should influence your profession towards a better world,” he said. NPF chief also stated that sometime he convinced that press has its right and freedom of choice either to publish an article if such article is likely to jeopardize peace and harmony in the society or if that writing goes against the interest of the public. He said we cannot deny that Naga people are divided in too many forms, adding that there are few divisive forces working hard to divide the people, to create enmity among the people. “Some of these forces have been working ceaselessly creating communal feeling,” he said. He urged upon the party men to always remember to play the role of the peace makers. Dr. Liezietsu also wanted to see that Nagaland newspapers to appear more positive with more good news hitting the headlines in the front page. “I want our papers to carry the positive news more to project the good image of Nagaland to the outside world,” he said adding that the younger generation have been doing very well now bringing laurels and good name to the state in different ways. “Yes, we cannot rule out wrongs in any given society, but those few wrongs should not overshadow the better side of the coin,” he said.

MNF to writes to Prez, PM demanding PR in Mizoram
AizAwl, September 28 (pti): Opposition Mizo National Front (MNF) will write to President Pranab Mukherjee and Prime Minister Narendra Modi highlighting the Congress government's "complete failure" in maintaining law and order in Mizoram and urging them to impose President's rule in the state. Former Chief Minister Zoramthanga told reporters yesterday that Chief Justice of the Gauhati High Court Ajit Singh had in a letter to Chief Minister Lal Thanhawla clearly pointed out that there was a "complete breakdown" of law and order in Lunglei district of Mizoram. "In a democracy, the three pillars should work together," Zoramthanga said, pointing out that "there is no judiciary in Lunglei
district as the Gauhati High Court withdrew the whole judiciary from the district due to security reasons". He said if one of the pillars of democracy could not function, the only alternative was to place the state under President's rule. If the same situation arose during the MNF rule, when the Congress was in power at the Centre, Mizoram would be placed under President's rule immediately, the MNF chief claimed. NoidA, September 28 (Ht): Miranda House student Kaayum Pegu on Wednesday succumbed to severe injuries sustained five days ago when her cab rammed into a truck in Noida. The 20-year-old was admitted to the intensive care unit of Kailash Hospital in Noida with fractures in head and ribs. “She was declared dead at 7.56 am. Her body was sent for post-mortem,” said a hospital spokesperson. Kaayum, a second-year student of BA English honours, was from Guwahati, Assam. Her father works with the transport department. Kaayum and three of her friends, Tanuz Kalita, 19, of SGBT college, Siddharth Pathak, 20, of Swami Shraddhanand College and Akshara Badola, 20, of Mata Sundari College were returning from Greater Noida on September 23 after celebrating a birthday party. They had booked an Uber, which hit a truck. The survivors alleged the driver was speeding and did not slow down despite repeated requests. “Kaayum is no longer with us. Man jailed for 10 years for rape in Meghalaya SHilloNg, September 28 (iANS): A Meghalaya court has sentenced a man convicted of raping a minor school girl to 10 years rigorous imprisonment after a Fast Track Court had acquitted him. On November 30, 2011, Small Phawa raped the 14-year-old in a forested area after abducting her. The minor was staying as a tenant along with her parents in Phawa's house at Riatsiatsim in West Jaintia Hills district. In a judgment pronounced on Tuesday, District and Sessions Court in West Jaintia Hills Judge B. Giri said: "Taking into consideration the nature of the offence, ends of justice will be met if the accused is sentenced to a period of 10 years rigorous imprisonment with a fine of Rs 5,000 and in default of payment of fine the accused is to serve another one year simple imprisonment." In 2015, the Fast Track Court in Jowai acquitted Phawa after the prosecution failed to establish or prove the case beyond reasonable doubt. However, the victim's mother approached the Meghalaya High Court, which transferred the case to the district session court of West Jaintia Hills and ordered retrial. The court said the victim should be given compensation under the Meghalaya Victim Compensation Scheme, 2014. "The victim in this case is to be given compensation of Rs one lakh to be paid by the District Legal Service Authority of West Jaintia hills district within 90 days," the court said.

Orientation on peace building activities for students held mokokchuNg, september 28 (mexN): Peace Channel organized an orientation programme for students on peace building activities at Queen Mary Higher Secondary School, Mokokchung Town on September 23 last. Rev. Fr Paul, Principal of the school, exhorted students to be aware of new initiatives of peace activities in order to enhance their growth through learning and meaningful living in the days to come. “Living in peace, and making peace as a way of life will make the youth and young adults aim high in life and be free from the clutches of violence and self bondage,” he stated, informed a press release from Peace Channel Desk. Meanwhile, Supongtula Aier, Programme Coordinator, Peace Channel, spoke about the origin, major activities and the crux of Peace Channel activities and various peace building initiatives. She enlightened the students with an exhaustive presentation, in which, she said building peace is possible through peace activities and through the collaborated efforts of many people of goodwill. “This can be achieved through youth peace movement, training the youth in peace building, conflict management and human rights through the methodology of information, formation, transformation and evaluation,” she stressed. Akumnaro Longchar, a post graduate social work student from NEISSR, presented a documentary on Conflict Management. Interacting with the participants, she threw a challenge to the students to live at peace in their own inner self and take initiatives to contribute and build the society into a better place. Nearly 250 students and good number of teachers attended the programme.

ATMA Peren, Jalukie block conducted training cum demonstration programme on winter vegetables at Lilen village on September 21 in collaboration with North East Rural livelihood project (NERLP). Organizations endorse ultimatum on fuel adulteration
Dimapur, September 28 (mexN): Various organizations have endorsed the ultimatum given to the Government of Nagaland by the Coordination Committee on Fuel Adulteration to bring in CBI to probe the fuel adulteration racket, which was busted on June 27.
CCCTA The Chumukedima Chamber of Commerce and Trade Association (CCCTA) expressed disappointment over the manner in which the follow up investigation is being carried out in the fuel adulteration racket. In a press release issued by its General Secretary, James Kin and President, Avi Chase, CCCTA questioned why even after three months, “justice is not delivered, though everything was caught red handed in presence of the public, ACAUT, administration and the police.” It maintained that the public is being denied
justice, adding “Justice delayed is justice denied”. Affirming its endorsement, CCCTA warned the authority concerned that it “will not remain as a mere silent spectator if the Govt. of Nagaland fails to meet the demand submitted on September 23, 2016 representing all frontal organizations in Dimapur.”

So it is our legal rights to fight against the people who are robbing the general public every day.” The organization also assured to give all its effort to fight
against corruption and at the same time appealed to the general public to come out voluntarily and support the fight against corruption.
Nagaland Hotel & Restaurant Association In a separate press release, Nagaland Hotel & Restaurant Association (NHRA) also reaffirmed to stand by the Coordination Committee on Fuel Adulteration (CCoFA) in its demand for CBI investigation in the fuel adulteration scam and to re-arrest all the alleged fuel adulteration kingpins. The NHRA stated that the “fuel adulteration scam is nothing, but a parasitic blood sucking networks to our nascent Nagas economy...” Should the State Government fail to implement the public resolution which was adopted on September 10, the NHRA asserted it will fully support the CCoFA in enforcing bandh on National Highways within the state.

An abstract of the Naga Hoho Assembly Resolution I. Recognition of Indigenous Status of RongmeiTribe: Consequent upon the disassociation of three Naga Tribes, namely Ao Senden, Sumi Hoho and Lotha Hoho from Naga Hoho on the issue of granting of Indigenous Naga Tribe status to Rongmei Community by the Government of Nagaland, the Federal Assembly of Naga Hoho held on 28.09.2016 resolved to clarify its position as follows: (a) On being approached by the Government of Nagaland seeking the opinion of the Naga Hoho on the above matter vide its letter No.GAB-10/1/77 (Pt) dated-25th July, 2008 , the Naga Hoho vide its letter No. NH/Corr/2008-11, dated, 22.9.08 conveyed the unanimous and unambiguous views of its Presidential Council held on 05.09.2008 in favour of granting of Indigenous Inhabitant status to Rongmei Community as per Government Notification No. AR-8/76 Dated Kohima the 28th April1977. (b) The Naga Hoho also opined in the same letter that the State Government may exercise utmost care and deal with the matter with all seriousness so as to avoid any communal misgivings. (c) Subsequently, on the decision
of the State Government to grant Indigenous Tribe status to the Rongmei Community in 2012, complaints were raised from Zeliang Peoples’ Organization (ZPO), who eventually took the matter to the court and the matter remained sub-judice. (d) The Naga Hoho is of the view that the 26th Sept. 2016 decision of the State Government, which is the only competent authority to take decisions on the matter to constitute a Cabinet Sub-Committee to study all aspects of the issue, is a welcome development. The Naga Hoho believes that the State Government has arrived at this decision fully recognising the recent discontentment expressed by certain Naga tribes on the decision of the State Government to grant Indigenous Naga Tribe status to Rongmei Community. (e) The Naga Hoho appeals to the Cabinet Sub-Committee to take all stakeholders on board and make all out effort to arrive at a consensus amongst the Naga society and also review the status of the other Indigenous inhabitants of the state. (f) The Naga Hoho further appeals to the three Naga Tribes, namely Ao Senden, Sumi Hoho and Lotha Hoho to reconsider its decision to withdraw

World Rabies Day observed
Kohima, September 28 (Dipr): The State Animal Welfare Advisory Board (SAWAB), Nagaland Municipal Council (NMC), and Department of Animal Husbandry & Veterinary Services observed the 10th World Rabies Day on September 28 at Zonal Council Hall, Kohima with the theme ‘Educate, Vaccinate, Eliminate.’ Chairperson of SAWAB-N & Parliamentary Secretary for Animal Husbandry & Veterinary Services, S. Chuba Longkumer was the chief guest. In his keynote address, Member Secretary, SAWAB and Director, Animal Husbandry & Veterinary Services, Dr. IP Khala informed that Nagaland is yet to reach 70% of elimination of rabies virus. Lack of coordination among or-
ganizations, limited funding, inadequate planning, and lack of general awareness etc. have been major obstacles in solving rabies problem, he added. He also pointed out that more than 55,000 people around the world die every year due to rabies virus and India holds a record of 33,000 deaths per year. Nagaland state, with the help of SAWAB, Kohima Municipal Council, and Department of Animal Husbandry and Veterinary Services, is trying its level best to eliminate rabies, he stated. Senior Specialist, Naga Hospital Authority, Kohima, Dr. Pewezo Khalo gave a talk on the status of rabies in Nagaland, where he mentioned that rabies is a zoonotic disease that is always fatal. He said that
Nagaland still lacks proper documentation on deaths caused by rabies. Nagaland Rabies Control Programme (NRCP) was launched in 2016. Khalo further explained the strategies for control and eradication of rabies. He said that mandatory registration and vaccination of all domestic pets is necessary and that there should be legislation on control of trade of dogs. All villages and towns should have a formation of Animal Welfare Committee, he stated, adding establishment of common animal cemetery would also play a vital role in rabies issue. Maintaining that public awareness and health education is compulsory, he said if the State government could help in making
a proposal for developing a State Rabies Diagnostic Laboratory for proper documentation of rabies cases, it would be a vital strategy in maintaining the spread of the virus since rabies cannot be properly diagnosed without a lab. He also said that the State government should ask the Government of India for a human component of AntiRabies Vaccine (ARV) since most of the people who get bitten are usually poor and are unable to pay for such vaccines. Joint Director AH&VS, Dr. Simon Ao said that future collaboration between the organizations and the public is necessary and that they should introduce formation of a certain committee to create awareness programmes.

Dimapur – fixing the lines in ‘us’ and ‘them’
A
ll great cities have their boons and banes. So does Dimapur. In its making, Dimapur may have borrowed much from the neighbouring Sibsagar, a town where the Ahom Kings had accommodated a cosmopolitan population of varied ethnic representatives from the region. Dimapur developed since the 19th century with a peculiar sense of urbanism. Without fixed lines of indigeneity, Dimapur continued to welcome all shades of “outsiders” without prejudice of community, class, caste, creed or criminal background. It has its pouches of facelessness. It has its secluded pockets and villages (colonies) of ethnicities with their own set of customary or religious laws, while others mingle, held together by the modern State (legality) as well as by Trade (capital). Naga journalist Y Merina Chishi had once aptly termed Dimapur as “a city of villages.” It is here that the Naga people amalgamate, without becoming marginal objects, with the idea and people of India. It is here that the contemporary lingua franca of the Naga people, Nagamese, sounds right in its place—in its ease of the spoken word, it connects not just the various communities among the Nagas but also the Nagas with the non Nagas participating in Dimapur’s daily life. As one of the most militarised cities in the sub-continent, Dimapur becomes an odd site of militarisation—its experience felt by Naga and non Naga people alike. Dimapur is also a site for accumulation of money, power and status. Illegality here is just another word. This is where “modernity” truly drives the hammer home. Social life is not driven by moral ethics. Arbitrary lines of cosmopolitanism take the place of community ethics—clan, khel, village, community/tribe affiliations dilute as zones of loyalty. Individual choice rules. No contradiction is felt while walking into a bar to discuss a subject right after the evening prayer session. Decision making has shifted from Morungs and customary courts to these cosmopolitan spaces, rendering decisions and ways of moving forward completely arbitrary, leading to various problems of divisions, discord and disunity. Ashis Nandy, Indian social theorist and critic, explains this arbitrary attitude. Asian Cosmopolitanism, he notes, means that people living in diverse communities learn to accept "the otherness of others," instead of striving to become global citizens who shed all prejudices and perceived differences. Segregated colonies or even churches are apt examples of this maintained “otherness” in Dimapur. Naga polity is increasingly influenced by this lived discourse of Dimapur—its crumbling institutions exemplify how. Alasdair MacIntyre, Scottish moral and political philosopher, resolves the dilemma theoretically by offering that morals and virtues can only be comprehended through a relation to the community in which people come from. To go by MacIntyre’s words would mean giving power back to people who continue to remain loyal to their immediate communities as the Naga polity once imagined—those who are in the villages, cultivating land or weaving shawls, living in the context binding them to central Naga virtues. However, these people today consist of the most powerless, poor and downtrodden in Naga society, their voices nullified. Leszek Kolakowski, Polish philosopher and historian, underlined the role of religious commitment as participation in community to keep it together as an integrated whole. But has the church succeeded in doing this in the pan Naga context—escaping the divisive fallout of modernity? Modernity cannot be discarded in today’s world with its new founds freedoms closely tied to the trinity of money-power-status. Thus, given the unique ways in which communality interplays with modernity in Dimapur, it is here that we may find a method. This will need some radical change in our perception and interaction with not just ourselves but, particularly, with “others.” Ashis Nandy bats for a “cultural conversation of equals” by overthrowing the invisible eye of the West from which all such conversations have come to be conducted (X community is oppressive of its women, Y is a stingy race, Z is attracted to violence—all inferior as opposed to the superior W, that is ‘us’). A dialogue of equals, Nandy writes, brings new modes of “selfreflexivity and self-criticism.” Dimapur, today, provides this space to explore new dimensions of dialogue between different communities of the Naga people, but, more radically, with those other communities that continue near-hidden cultural existence. Perhaps in unlocking and understanding the potential in the ‘other’, each of us can begin to engage within, thereby guiding modernity to where we can comfortably engage with it. 'The otherness of others'

osmopolitanism exists in Asia, and may spread further as people living in diverse communities learn to accept "the otherness of others," instead of striving to become idealized global citizens who shed all prejudices and perceived differences. This was the main idea presented by Ashis Nandy about half a decade ago. He was Senior Fellow and Director of New Delhi's Center for the Study of Developing Societies, later Chairperson of the Committee for Cultural Choices and Global Futures, and Distinguished Fellow of the Institute of Postcolonial Studies, Melbourne, and a member of the Global Scientific Committee for Higher Education (UNESCO). Nandy explained that at the beginning of the 20th century, Asia was perceived by Westerners as a land of savages and that it was consequently the "white man's burden" to bring civilization through colonialism. That image of Asia was shaken partly because of Japan's success at Westernstyle development, which in turn started to seem more approachable to other Asian societies. As other countries followed suit, trying to climb "the inclined plane of history," less developed countries were seen as lying further behind on a linear trajectory of progress. However, acknowledging and debating the past, according to Nandy, is a way of criticizing a theory of progress that developed countries used to justify atrocities committed in more “backward” countries. Rather than following the same path of development as the West, Nandy argued for the possibility of "another Asia," where there is increasing room for people to exist within distinct communities while accepting mutual differences. The challenge Asia faces, then, is to have the capacity to host a range of populations — "radical diversities," in Nandy's words — who can also live and work together. As Nandy sees it, that presents a different concept of dissent, wherein borders must be crossed not only outside, but also within.

Hong Kong faced with the realities of China’s Rise
I
returned to my native Hong Kong in 1998 after more than two decades of working as a reporter in New York City. I was hired to start a journalism program at the University of Hong Kong, my alma mater, and train a new generation of reporters to tell the stories of Hong Kong, China and Asia. It was a big and timely beat. Hong Kong was handed over to China after 156 years of British rule 10 months before I returned. In an ingenious stroke designed to reassure the international community and Hong Kong people, China’s paramount leader, Deng Xiaoping, devised the “one country, two systems” arrangement: Beijing would assume sovereignty, but Hong Kong would keep its rule of law and capitalist ways for 50 years. The political rules were written to ensure that pro-Beijing forces would control the local legislature, known as LegCo, and Hong Kongers were willing to accept an imperfect system in the hope that a more accountable government would evolve. Many were heartened in 1998 when, in the first post-handover LegCo election, the Democratic Party won 13 of the 50 seats and became the dominant opposition. As I caught up with friends from my college days, I shared their excitement about the city’s future. Many veteran activists cherished the idea that cosmopolitan Hong Kong, where people enjoyed freedom of expression, could inspire democratic change in mainland China. Fast forward to 2016. Another LegCo election took place earlier this month, four days after I retired as director of the Journalism and Media Studies Center at the University of Hong Kong. In a rebuke of Beijing, voters elected six candidates who ran on platforms calling for self-determination. The new legislators, all under age 40, see “one country, two systems” as a sham. They are taunting Beijing, which regards such talk as treasonous. The election results portend greater political stasis and polarization in Hong Kong. The calls for independence, as unlikely and impractical as that is, reflect growing resentment for how Beijing and its

mong the Headhunters: An Extraordinary World War II Story of Survival in the Burmese Jungle” by Robert Lyman is a well written narrative and highlights two completely different worlds coming into contact with each other. It describes the encounter of the Nagas with the Westerners who survived a plane crash in the Eastern Naga Hills during World War II in 1943. The Nagas at that time were barely clothed, lived in a world of head-hunting and regarded an aeroplane as a big alien bird. It is this encounter between the Westerners and the Nagas that constitutes the basis of Lyman’s narrative. This flight, carrying mostly American personnel and a few Chinese Army officers, had taken off from the Allied air base at Chabua, Assam, in Northeastern India, and was intended to fly to China, over the Hump, when it crashed into the Naga Hills. The survivors were rescued by the Pangsha villagers who were hospitable, treated them well and helped them return to the British camp in Mokokchung. The Nagas were in awe of those who survived the ordeal as they believed they came from the sky and this probably was one of the reasons for their hospitality. Lyman brings to light the interaction that took place between the Nagas and the Americans and their experience of staying with the Panghsa villagers. This book does not view this airborne disaster in isolation but situates the epi-
local representatives have governed the city and intervened in its affairs. Discontent is especially high among the youth. People are also angry about skyrocketing rents, a sharp disparity between rich and poor, and naked cronyism. Hong Kong’s inequality rating is among the worst in the world. In 2014, The Economist put the city at the top of a global index of cronyism. The repression on the mainland, particularly since President Xi Jinping came to power in 2012, is another source of worry for Hong Kongers. Lawyers, journalists, activists and other dissidents have been arrested and paraded on state television to confess their “crimes.” And the long arm of Beijing seems to have extended to Hong Kong: Local booksellers were kidnapped and interrogated on the mainland about publications that Beijing found offensive. Beijing is also gaining more control over city institutions like the news media. To many Hong Kongers, the result of the Umbrella Movement two years ago was the last straw. For 79 days, thousands of people camped out in the streets asking for broader representation and genuine universal suffrage. They received no concessions from Beijing. But the LegCo insurgents and their supporters in the general public are increasingly fighting a lonely battle as powerful forces around the world are scrambling to appease Beijing. In recent decades, the fortunes of the mainland and Hong Kong have turned. China, once Hong Kong’s poor cousin, has become the world’s second largest economy. Multinationals bend over backward to please Beijing and gain access to the world’s largest consumer market. When China’s top internet regulator visited Mark Zuckerberg in Silicon Valley, the Facebook chief made sure to display on his desk a book of President Xi Jinping’s collected speeches. Bloomberg selfcensored an exposé of one of China’s richest men in order to protect its data terminal business in China. Harvard University later set up a research center in Shanghai with major funding from the same tycoon. China has become an indispensable player in
world politics, and sometimes throws its weight around, as in the South China Sea. It is also building an alternative world order: The Shanghai Cooperation Organization, the Asian Infrastructure Investment Bank and the One Belt, One Road plan to network more than 60 countries spanning vast stretches of Asia, the Middle East and Europe are China-led efforts to offer balance to the United States. Meanwhile, Hong Kong has lost some of its luster. Once the gateway to China, it now contends with Shanghai as the mainland’s top financial center. Its container port is losing ground to Shenzhen. Its economy is more dependent on the mainland. Although it’s the young rebels who caught international attention in recent years, many Hong Kongers believe the city needs to seek accommodation with Beijing. These include people who appreciate how China has lifted hundreds of millions from poverty, while modernizing the country. There are also many Hong Kongers who enjoy growing personal, professional and business ties with China. In a recent poll, more than half of Hong Kong residents felt somewhat or strongly against the calls for independence. The fact is that the fate of Hong Kong has always been linked to China, an integral part of its destiny because of history, culture and geography. Independence is not an option for Hong Kong. Like the rest of the world, Hong Kong people will have to cope with the reality of a rising and more powerful China. My students will have to be prepared to tell stories of Hong Kong that have become darker and more complicated. They will have to navigate the tangled relations among Hong Kong, mainland China and the rest of the world. As citizens, they will have to struggle with the fact that Hong Kong might just be a pawn in the big global game among corporate interests and the great powers. Among the Headhunters: An Extraordinary World War II Story of Survival in the Burmese Jungle, Boston: Da Capo Press, 2016. sode in space and time giving due attention to all the actors who either participated or evenly remotely contributed to its making – (i) the Americans, their role in the war and their relations with the Chinese in the period, (ii) the Japanese, their attack on Pearl Harbour, their invasion of Southeast Asia and their victory over the British in Hong Kong, Singapore, Malaya and Burma, (iii) British colonization of the Naga Hills. Lyman as a result builds a larger picture of the turbulent decade of the 1940s. When reflecting on the World War and events shortly preceding it, he highlights the impact of this phenomenon on the Naga Hills. He details the topography, climatic conditions
and the geography of the northeast India and emphasizes the challenges faced by airmen flying over this dangerous terrain. When Lyman deliberates on the nature of British colonization, he speaks of how they came into contact with the Nagas and eventually began to colonize their territories through a series of expeditions and battles in the late nineteenth and early twentieth centuries. According to Lyman, Naga perception of the white man and their interaction with the British changed over time. From being adversaries, they soon developed cordial and friendly relations with their colonizers. In detailing the history of the Pangsha village (Khiamniungan village

in Eastern Naga hills) where the American plane had crashed), Lyman notes that it was home to the fiercest warrior tribe which inflicted terror on neighbouring villages and was feared in the region. The British were forced to lead a punitive expedition against this village in 1936. The British in the venture had the support of other Naga villages. Pangsha villagers were defeated as their traditional weapons were no match for the modern firearms of the British and they were forced to sue for peace. To conclude, this book is an important contribution to the history of the Nagas, especially with regard to the history of British colonial rule in the Naga Hills. Lyman has made a commendable effort to include a glossary and a list of individuals and place names to help readers (especially those unfamiliar with the region or the period) to navigate through the book. The book also makes a significant observation about the practice of slavery by the Pangsha village which although brief might be interesting for many. “Among the Headhunters” also gives useful information about the involvement of the Panghsa villagers in World War II. This is significant because Pangsha’s role in the conflict is completely absent in history writing about Nagas in World War II. Apart from the apparent importance of the work for individuals studying Naga History, the book will also be useful for those interested in the history of encounter in the colonial period.

The Chinese Democratic Why Did Sanctions Fail Against North Korea? Experiment that Never Was

rotesters in southern China are up in arms. They feel that Beijing’s promises that they’d be able to vote for their own local leaders have been honored in the breach. They’re outraged at the show of force in the face of peaceful protest, and confronted with superior government might, they are using the power of numbers and the reach of social media to make their voices heard. Readers would be forgiven for thinking the above to be a description of Hong Kong, where pro-democracy protests in October 2014 and a subsequent independence movement have captured global attention. But it also depicts Wukan, a small mainland Chinese village about a three anda-half-hour drive east of the former British colony. In December 2011, it became a global symbol for a new style of Chinese governance when a citizen uprising against illegal land seizures and a brief exercise in self-rule during a police blockade elicited promises of village-level democratization from Beijing. Now citizen unrest is making headlines once again. The latest round of unrest began after erstwhile protest leader Lin Zulian, who had governed as popularly elected village secretary since 2012, was detained on a June evening. Shortly before, Lin had pledged renewed demonstrations calling for restitution for improper land grabs. Western media described “tensions” growing thereafter; on June 18, public security in Lufeng, the municipality that contains Wukan, issued an official or-
der calling on villagers not to let “illegal elements” imperil the village’s “hard-won stability.” On Sept. 8, the verdict came down: Lin was sentenced to 37 months in prison and a fine of about $30,000 for bribery and kickbacks totaling about $88,000; he has pledged not to appeal. (Although Lin confessed to receiving kickbacks, many Wukan residents told NPR they thought it was staged.) On Sept. 13, after what appear to have been days of street-level protests in Wukan, riot police descended on the village of about 13,000, arresting 13 on suspicions of disturbing public order, a charge commonly used against protesters in China. Photos circulated on social media also claim to show villagers injured by police; one widelyshared video depicts armored forces retreating under a hail of debris from angry citizens. Wukan’s villagers may be heartened to know their concerns have become international news, but their likely aim is China’s domestic audience, which is far better positioned to put lasting pressure on Beijing. Predictably, China’s government has reacted with an information blockade. State media mentions of the septuagenarian Lin have been brief; stripped of context that might help viewers understood what he originally stood for, they sound like just another news item about a corrupt local cadre. Social media dispatches from the village have been censored for months. And police have threatened to investigate and punish internet users who spread “false information” about Wukan. That means that most mainland Chinese have likely not heard much, or any, recent scuttlebutt about Wukan, leaving it to social media users to hunt for anything they can find. “The watermelon seed-eating masses probably really don’t know” the full story, quipped one user on Weibo. “Not many people understand what’s really going on,” wrote another, “but everyone can feel what the authorities are doing in the pit of their stomachs.” Weibo commenters on Wukan have been largely unsparing toward their central government. “Truly, the wisdom of the leaders isn’t something the grassroots can understand. It’s easier and more efficient to arrest the person who
pointed out the problem than to solve the problem,” wrote one. Another fumed that “the biggest landlords are the Chinese Communist Party and corrupt businesspeople like Wang Jianlin,” a billionaire developer who has been an outspoken advocate for Beijing’s policies. Others took issue with the legal process itself. One Weibo user wrote, “When I read those words, ‘according to law,’ it makes me want to laugh.” Another noted the absurdity of sending Lin to prison for 37 months for $88,000 in bribes and kickbacks when high officials have been caught with millions or even hundreds of millions in ill-gotten gains. The volume of Wukan chatter on Chinese media is surely lower than what its residents might want. Yet they may currently rank among some of the most prominent activists in the country. Erstwhile opinion leaders on social media have gone silent; rights lawyers who blogged to raise awareness for their clients have been punished harshly. And while Hong Kong’s youth-driven pro-democracy protests in late 2014 won widespread admiration in the west, mainland netizens have been far less sympathetic. Many mainlanders resent Hong Kong activists’ call for independence from the mainland, and think Hong Kongers, who live better than most mainlanders, to be spoiled. For their part, Hong Kongers decry both Beijing’s meddling and the large influx of mainland tourists. Some city residents have even taken to calling mainlanders “locusts.” None of these long-simmering issues afflict the image of Wukan, a modest fishing village of about 20,000. Its citizen complaints are easier for mainland Chinese to understand. The core of Hong Kongers’ complaint is Beijing’s increasing meddling in an (admittedly imperfect) democratic process that Hong Kong already enjoyed; in Wukan, the bugbear is uncompensated land grabs by the local government, a widespread revenue-raising tactic that has become a neuralgic complaint among villagers across China. Unlike Hong Kong demonstrators, Wukan activists from the start stressed their loyalty to the Communist Party, insisting their protest was patriotic. Those bullish on the prospects for Chinese democratic reform have long viewed its villagelevel experiments as a hopeful harbinger — in 1997, the non-profit Carter Center called them a “serious and positive development in empowering China’s 900 million villagers.” (Many have since moved to cities.) Wukan’s own democratic experiment was initially hailed as an exciting “new start” by many Chinese observers. The 2012 vote proceeded smoothly (one happy participant is pictured above). But Wukan villagers never got back the land, or the cash equivalents, that they’d sought. More generally, because the ruling Communist party prescreens village candidates, their change-making potential is limited, and “corrupt incumbents representing entrenched interests often stay in office,” according to an Oct. 2015 article in Foreign Affairs. Chinese authorities’ evident deployment of riot police looks both brutal and clumsy, especially when wielded against villagers who showed in 2011 that they know how to use social media to court national and international attention. But the messy and visible failure of Wukan’s truncated democratic experiment may be something China’s leadership can countenance, squaring as it does with Beijing’s insistence that democracy foments chaos and disorder. This latest strike may also deter uprisings in villages elsewhere. On June 20, the reliably nationalist Global Times ran an editorial in its digital and print editions opining that “unfortunately, the Wukan question may ultimately require a solution in accordance with law.” Netizens noted the curious phrasing; it sounded like a legal solution was being held out as a threat. Now Wukan’s villagers are seeing what that means. Perhaps, some mused, the crackdown was inevitable. “When [Wukan’s protests] happened a few years ago,” wrote one Weibo’er, “we knew this day would come.”

hey were hailed as the most “comprehensive,” “robust” and “unyielding” sanctions to date against North Korea’s pariah government. Yet just six months after the U.N. Security Council voted unanimously to impose tougher penalties on Pyongyang for testing ballistic and nuclear weapons, the isolated regime has carried out its fifth and possibly most powerful nuclear test to date, creating a 5.3 magnitude tremor at the Punggye-ri test site. In response to North Korea’s illicit blast, President Barack Obama vowed Friday to work with his Japanese and South Korean counterparts to impose “new sanctions” to show Pyongyang that there are “consequences to its unlawful and dangerous actions.” But because the previous round of sanctions failed to curb North Korea’s drive to advance its nuclear weapons program, doubts remain about the effectiveness of punitive economic measures on the world’s most isolated regime. Other critics agree that sanctions are largely useless, but for different reasons. William Brown, a Korea expert at Georgetown University, said the regime has long understood how to maintain control of an isolated and blacklisted economy. “Sanctions don’t have much impact on an economy that has been essentially bankrupt for a generation and which long ago lost its most important benefactors,” he said. “Sanctions may even help Kim control the flow of money to individuals that increasingly are seen as rivals to the state’s authoritarian controls, and even to Kim’s rule.” But others are still holding out hope for sanctions to work — and say the reason the measures have yet to produce the desired effect has to do with time and enforcement. “Expectations were that it would take about six months for sanctions impact to kick in — and that’s if China aggressively implemented them,” said Scott Snyder, a Korea expert at the Council on Foreign Relations. Beijing was long thought to be a potential check on Pyongyang’s nuclear ambitions. But since Kim Jong Un took power, relations between the two capitals have soured. The North Korean dictator has never visited China as leader, nor has he met President Xi Jinping. Since taking power, Kim has purged many government officials with strong ties to China. This includes his uncle, Jang Song Thaek, whom he had executed. Some experts accuse China of failing to enforce the March sanctions and point to the relative stability of North Korea’s economy as evidence. Troy Stangarone, senior director for congressional affairs and trade at the Korea Economic Institute of America, said North Korea’s exports to China last spring dropped only 4 percent compared to the winter, and 14 percent from a year ago. “This likely reflects a decline in the export price of coal rather than the effect of sanctions,” Stangarone said. On Friday, Beijing and its state controlled media condemned the latest nuclear test, with China’s Xinhua news agency calling the detonation “unwise.” “All parties, including North Korea, should recognize that tumult on the peninsular, war, and instability in Northeast Asia will benefit nobody,” the commentary said. At the same time, China suggested that South Korea’s decision to move forward on its plans to host the Thermal High Altitude Area Defense (THAAD) system played a role in North Korea’s decision to conduct the test. Stangarone dismissed Beijing’s claim, saying “the most significant driving factor” for Pyongyang was likely that it “reached a point where its technical research required a test to determine if a real breakthrough had been made in its weapons development process.” He added that the reclusive regime appears to have made the “strategic decision that the cost of sanctions does not outweigh the strategic benefits of a verifiably workable nuclear weapon.”
India must Honor Her Word to the Naga People Mazie Nakhro

ndia would claim that the Naga lands--as part of the Lieutenant Governorship of Bengal, and thereafter, of the Chief Commissionership of Assam, and finally, of the province of Assam---was part and parcel of British India, and therefore became part of the Dominion of India by virtue of the Indian Independence Act of 1947 (Y.D. Gundevia, War and Peace in Nagaland, 1975, p. 50). This above argument or claim by India is grossly misleading. Historically, the Naga people had never given up the ownership rights of their homeland to the British (refer to my previous three articles on Urra Uvie). In this sense, the British had no legal right to hand over the Naga homeland to India. Also, to argue that the Naga Hills District became a part of British India as any other state in India is to ignore some very important historical facts: First, the British’s introduction of the Inner Line Permit (ILP) in Naga Hills on November 1, 1873 is a testament to the fact that the Naga country was treated very differently from mainland India. That small travel-pass was more or less like a visa, which everyone from mainland India was required to obtain if he or she wanted to enter the Naga country. Second, the Naga Club submitted a memorandum to the Indian Statutory Commission led by Sir John Simon on October 10, 1929 at Kohima, asking the British government to continue safeguarding the rights of the Nagas “against all encroachment from other people.” Consequently, the British Parliament recognized the Naga Hills District on March 3, 1935 as “Ex-
cluded Area” from the British India administrative jurisdiction. Third, the Naga Hills District was administered directly by the Governor of Assam instead of the Assam Legislature. Prior to granting independence to India, the British proposed to turn most of NorthEast India into a Crown colony. But this proposal was met with opposition from the Nagas. (Had the Nagas accepted it, India would have lost most of North-East India.) In connection with this proposed British colony, Mr. Jawaharlal Nehru also acknowledged that the Naga-inhabited areas did not belong to any anyone else. On August 19, 1946, he said: “The Tribal Areas are defined as being those long Frontiers of India which are neither part of India nor Burma, nor of Indian States nor of any foreign power.” Interestingly, this was what he said as a freedom-fighter a year before India became independent. As for the position of Mahatma Gandhi, the Father of the Nation, on the rights of the Naga people, he made it crystal clear when he met with the leaders of the Naga National Council (NNC) at his Bhangi Colony, New Delhi, on July 19, 1947. Among other things, Gandhi said: “If you say that you are not Indians and your country does not belong to India, then the matter ends there. Nobody will force you to join the Indian Union.” Also, he added: “The Nagas have every right to be independent. We do not want to live under the domination of the British and now they are leaving us.” Obviously, Mr. Gandhi’s statements were not his own personal opinion but a reiteration of the Constituent Assembly’s resolution no. 2, out of
the 8 resolutions adopted on 22nd January, 1947, which states: “Wherein the territories that now comprise British India, the territories that now form the Indian States, and such other parts of India as are outside British India and the states as well as such other territories as are willing to be constituted into the Independent Sovereign India shall be a Union of them all”. Put it another way, Gandhi’s position was that the Nagas have every right to be on their own if they are unwilling to join the Indian Union. On the basis of a very different Naga political history, the pre-independence attitude of the Indian leaders towards the Nagas was very clear: that the Nagas’ political right was unique. That was why the NinePoint Agreement was reached between the Government of India (GoI) and the NNC on 28th June, 1947. Under this Agreement, the GoI agreed: “(1) to bring back into the Naga Hills District all the forests transferred to Sibsagar and Nowgong Districts in the past, and (2) to bring under one administrative unit as far as possible all Nagas …” (No. 6). In other words, the early Indian leaders had already offered an honorable settlement to the NNC by promising to return all the Naga ancestral territories and to amalgamate all the Naga-inhabited areas under one administrative unit. This Agreement was signed by Sir Akbar Hydari, the then Governor of Assam as the central agent and Mr. Gopinath Bordoloi, the then Prime Minister of undivided Assam, on behalf of his people. When the NNC leaders of that time wanted a further official confirmation of
India’s sincerity, both the previously mentioned Indian emissaries reassured the Nagas in no uncertain terms “that the agreement reached between His Excellency and the Naga leaders in June, 1947, will be implemented” (Memo No. 88-C/47-570-72, the 22nd June, 1948; also Memo No. 490/C, the 11th June, 1948). This was certainly the position of both the parties at that point of time, although they later interpreted Point No. 9 in the Agreement differently. But as far as the other 8 points in the Agreement were concerned, there was no disagreement. Unfortunately, both Sir Hydari and Mr. Bordoloi died shortly after the Agreement was signed. Now, the question is this: Is this Agreement to be regarded as already dead? From the perspective of some later Indian leaders, the Nine-Point Agreement was never ratified and therefore not valid. At least, the first Prime Minister of India, Mr. Nehru, did acknowledge that there was an agreement with NNC, “but for obvious reasons it could not be implemented.” This raises the question, what could be behind the “obvious reasons”? Was it the fear that this Agreement could jeopardize the national security of the Indian State? What has been missing from the NinePoint Agreement is only the implementation part. Contrary to some opinions, the document as such must still be considered legally binding for the following reasons: First, it has never been officially abrogated, so no one can just wish it away by simply ignoring it. Nor can it be said that it has been superseded by the granting of the Statehood in 1963, which was an arrangement done
with a different group. Second, this was a pre-independence Agreement between the Indian representatives and the Naga national leaders at the highest level, which happened even before Mr. Nehru became the first Prime Minister and Dr. Rajendra Prasad became the first President of India. In other words, this was a pre-independence treaty duly signed between two emerging nations. Because of this reason, the need for ratification does not arise. Third, the fact that this Agreement is still legally valid can be supported by the Indian Constitution which was adopted by the Constituent Assembly on 26th November, 1949. For example, Article 363 of the Constitution of India clearly states: “Notwithstanding anything in this Constitution but subject to the provisions of article 143, neither the Supreme Court nor any other court shall have jurisdiction in any dispute arising out of any provision of a treaty, agreement, covenant, engagement, sanad or other similar instrument which was entered into and executed before the commencement of this Constitution by any ruler of an Indian State and to which the Governor of the Dominion of India or any of his predecessor Governments was a party and which has or has been continued in operation after such commencement …” (see also Article 131). In short, India is, in my opinion, still constitutionally boundto fulfill her commitment made to the Naga people in the Nine-Point Agreement of 1947, as much as the Naga people are also under obligation to live by the same Agreement made to the Indian people.

NATION Briefs 'Possession or sale of imported fireworks illegal' NEW dElHI, SEptEMBER 28 (IANS): In view of Chinese fireworks flooding the markets during the festive season, the government on Wednesday said that the possession or sale of firecrackers of foreign origin was illegal and punishable by law. "Possession and sale of fireworks of foreign origin in India is illegal and punishable under the law. Information about possession or sale of such fireworks may be reported to the nearest police station for suitable action," the Ministry of Commerce and Industry said in a statement. The fireworks market size in India has crossed Rs 6,000 crore mark. Till date, no license for import of fireworks has been granted under the Explosives Rules, 2008. Fireworks in India have been declared a restricted item in respect of import by the Director General of Foreign Trade. The manufacture, possession, use, sale, etc., of any explosive containing sulphur or sulphurate in admixture with any chlorate is banned in the country. The Department of Industrial Policy and Promotion (DIPP) receives a number of complaints regarding clandestine import of fireworks of foreign origin under false declarations. Various fireworks associations have time and again raised the issue and informed the authorities these smuggled items include the chemical "Potassium Chlorate" which is a dangerous and hazardous chemical and can ignite or explode spontaneously.
Tropper killed in Maoist blast NARAyANpUR, SEptEMBER 28 (IANS): A District Reserve Guard (DRG) trooper was killed and two others were injured on Wednesday in an IED blast triggered by Maoists in Narayanpur district of Chhattisgarh, a police official said. The blast triggered by Maoists occurred in Karel valley in Narayanpur where security personnel were deployed to supervise a public grievances redressal camp and a road survey, a police official told IANS. Following the blast, an intense combing operation has been launched in the region to trace the Maoists.
CBDT extends working hrs for IT Declaration Scheme counters NEW dElHI, SEptEMBER 28 (IANS): With two more days left for the Income Declaration Scheme (IDS) to come to a close on September 30, the government has extended the working hours for receiving such declarations, an official said. "In order to further facilitate the filing of declarations under the Income Declaration Scheme, 2016, the Central Board of Direct Taxes (CBDT) has extended working hours for receiving such declarations till 8 p.m. on Thursday," the Finance Ministry said in a statement here on Wednesday. The IDS counters also remained open till 8 p.m. on Wednesday. Besides, the CBDT earlier issued instructions to all Principal Chief Commissioners of the Income Tax Department across India to ensure that arrangements are made for receiving such declarations till midnight of September 30. Declarations can be made online as well as in printed copies of the prescribed form up to midnight on September 30. The statement, however, advised the declarants to avoid last-minute inconvenience and to file their applications in good time. The Income Declaration Scheme, 2016, came into effect from June 1, 2016. It provides an opportunity to persons who have not paid full taxes in the past to come forward and declare their undisclosed income and assets.
Union Cabinet decides to ratify Paris Agreement NEW dElHI, SEptEMBER 28 (IANS): The Union Cabinet on Wednesday decided to ratify the Paris Agreement on climate change. The decision was taken at a Cabinet meeting here presided over by Prime Minister Narendra Modi. "Today the Cabinet decided to ratify the Paris Agreement," Human Resource Development Minister Prakash Javadekar later told reporters. Modi had announced during the BJP National Council meeting on Sunday that India would ratify the 21st Conference of Parties (CoP) protocol on combating climate change on the occasion of Mahatma Gandhi's birth anniversary on October 2. The Paris Agreement was adopted by 185 nations on December 12 last year and India signed it in New York on April 22 this year. A total of 191 countries have signed the Paris Agreement so far.

In a similar message to Nepal, Bangladesh on Tuesday said: "The growing interference in the internal affairs of Bangladesh by one country has created an environment which is not conducive to the successful hosting of the 19th SAARC (South Asian Association of Regional Cooperation) Summit in Islamabad in November 2016." "Bangladesh, as the initiator of the SAARC process, remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in a more congenial

JNU videos doctored: Forensic report; Irani’s aide under lens NEW dElHI, SEptEMBER 28 (Et): The role of Shilpi Tewari, who is said to be a close aide of HRD Minister Smriti Irani, has come under sharp focus in the JNU video controversy after a Delhi governmentcommissioned forensic report found that her twitter account hosted one of the allegedly 'doctored' JNU videos. The report, which found at least three videos suspect, has labeled the one linked to Tewari as Q 2. The report, accessed by ET, states: "Discrepancies in the lip sync seen in the recordings Q1 and Q2 indicate that the audio stream is not a part of the originally recorded video and hence the conversations heard are not authentic and do not represent true speech by the speakers."
Elsewhere, the report states: "The recording Q2 was found to be associated with the user account 'Shilpi Tewari' in the social media www. twitter.com." It eventually concludes with the opinion: "Hence, it is concluded that the recordings Q1and Q2 are not authentic as the audio and video streams are from different sources, merged with an intention to make these recordings appear as representation of true events." CBI probes officers after Bureaucrat’s family suicide NEW dElHI, SEptEMBER 28 (IANS): The CBI on Wednesday said it had launched an inquiry against its officers who probed corruption charges hurled against former Corporate Affairs Ministry officer B.K. Bansal who, along with his 31-year-old son, was found hanging at his apartment here on Tuesday. The agency took the step after Bansal and son Yogesh left behind hand written suicide notes alleging that some CBI officials had tortured them. Bansal's wife and daughter had earlier killed themselves. "We have today received communication from Delhi Police enclosing therewith the purported hand written notes of B.K. Bansal... and Yogesh. It contains allegations against certain CBI officials in connection with the ongoing bribery investigation against Bansal and others," a Central Bureau of Investigation statement said. Bansal was arrested on July 16 on charges of taking a bribe of Rs 9 lakh for extending favours to a corporate firm. He was dealing with matters related to alleged violations by a Mumbai-based pharmaceutical company. A Delhi court had granted bail to Bansal on August 30. The CBI statement said: "We have examined the matter and decided to probe the allegations. "CBI is fully committed to conduct investigation in a fair and professional manner without harassment to anyone and strictly within the parameters of law. "If any violation is established during the probe, strict action will be taken against the CBI officials concerned. Bansal and his son were found hanging from ceiling fans by their maid when she entered their flat on the first floor of Neelkanth Apartments in east Delhi's Patparganj area around 8.30 a.m. on Tuesday. Bansal's body was found in the drawing room and his son's body in one of the bedrooms. The twin suicides came two months after Bansal's wife and daughter ended their lives in a similar manner. Bansal's wife Satyabala, 57, and daughter Neha, 27, committed suicide by hanging themselves on July 19 after Bansal was questioned by the CBI.

But India's drive to overhaul its cities to accommodate a growing population of migrants will force tens of thousands of people from their slum homes as city planners spruce up central business districts and build metro train lines, activists say.

Most cities that have submitted development proposals in order to be picked as a Smart City, plan on spending more than 70 percent of funds on developing an area for the bene-
fit of only about 4 percent of the city's population, said Bhanu Joshi, a researcher at the Centre for Policy Research in Delhi. "It's a very exclusionary plan that doesn't take into account everyone who makes up an urban space," Joshi said. "Simply monetising the land and building fancy enclaves does not make a city inclusive or sustainable or smart." Government officials, who have unveiled 60 Smart Cities so far, say the project will boost investment and create millions of jobs. In Bhubaneswar, campaigners say about 50,000 slum dwellers will be evicted, many of whom will also lose their livelihoods. There have also been demolitions and evictions in slums in the cities of Indore and Bhopal in Madhya Pradesh, which were named as Smart Cities.
About 1,200 families were evicted in Indore, according to NAPM. City officials in Bhubaneswar defended the plan. Israel’s elder statesman, Peres dies JERUSALEM, SEptEMbER 28 (REUtERS): Former Israeli president and elder statesman Shimon Peres, a joint winner of the 1994 Nobel Peace Prize, died in hospital on Wednesday at 93, two weeks after suffering a massive stroke. A campaigner for Middle East peace who played a seminal role in Israeli politics for nearly 70 years, Peres was mourned by world leaders and praised for his tireless engagement. U.S. President Barack Obama said: “A light has gone out”. “There are few people who we share this world with who change the course of human history, not just through their role in human events, but because they expand our moral imagination and force us to expect more of ourselves, Obama said in a statement. “My friend Shimon was one of those people.” Despite many decades of rivalry with Peres, Israeli Prime Minister Benjamin Netanyahu, a right-winger who defeated the then-Labour Party leader in a 1996 election, praised him as a stalwart of the centre-left and a visionary. “There were many things we agreed upon, and the number grew as the years passed. But we had disagreements, a natural part of democratic life,” Netanyahu said after holding a minute’s silence at a specially convened cabinet meeting. “Shimon won international recognition that spanned the globe. World leaders wanted to be in his proximity and respected him. Along with us, many of them will accompany him on his last journey to eternal rest in the soil of Jerusalem.” Palestinian President Mahmoud Abbas issued a statement calling Peres’s death “a great loss to humanity and peace in the region”. It was not clear if he would attend the funeral, which will take place on
Friday at Jerusalem’s Mount Herzl cemetery, in a section dedicated to “Great Leaders of the Nation”. World’s first baby born using DNA of three people London, SEptEMbER 28 (IAnS): In a first, a baby was born using a new “three person” fertility technique in Mexico, the media reported. Using the new and controversial technology, called mitochondrial donation, which incorporates DNA from three persons, the baby was born on April 6, 2016, newscientist.com reported in a statement on Tuesday. The five-month-old boy, born to a Jordanian couple, has the usual DNA from his parents, and a small amount of genetic code from a donor. The boy’s mother carried genes for the fatal Leigh syndrome -- which harms the developing nervous system. The Leigh syndrome affect the
DNA in mitochondria, the tiny battery-like structures that provide cells with energy, and are passed down from mother to child, and thus were responsible for the death of two of her children. Assisting the couple were a team of doctors led by John Zhang, medical director at the New Hope Fertility Center in New York, US, who used a method called spindle nuclear transfer, and removed the nucleus from one of the eggs of the mother and inserted it into a donor egg that had its own nucleus removed. The resulting egg -- with nuclear DNA from the mother and mitochondrial DNA from a donor -- was then fertilised with the father’s sperm. Using this approach,
they created five embryos, out of which one developed normally. This embryo was then implanted in the mother and the child was born nine months later. As the method has not been approved in the US, Zhang went to Mexico instead, where he says “there are no rules” and insisted that doing so was right. “To save lives is the ethical thing to do,” Zhang said. The method, which was legally approved in Britain in February 2015, ensures that the baby boy would be free of a genetic disease his mother carries. “This study heralds a new era in pre-implantation genetics and represents a novel means for the treatment of fami-

Thai junta allows ‘culture of torture’ to flourish bAngkok, SEptEMbER 28 (REUtERS): International human rights group Amnesty International on Wednesday accused Thailand’s military government of allowing a “culture of torture” to flourish since the army seized power in a 2014 coup. The military took power in Southeast Asia’s second-biggest economy after months of street protests against a populist government, saying it had to step in to prevent violence and restore order. It rejects accusations of rights violations and a government spokesman said on Wednesday investigations into allegations of torture had found no evidence of any such abuse. Since the coup, dozens of government critics have
been held in military detention, although the exact number has not been released. Amnesty International said in a report it had documented 74 cases of alleged torture at the hands of soldiers and police, and post-coup decrees had allowed authorities to detain people incommunicado. The group cited allegations of beatings, smothering with plastic bags, waterboarding and electric shocks on detainees by authorities. “Empowered by laws of their own making, Thailand’s military rulers have allowed a culture of torture to flourish, where there is no accountability for the perpetrators and no justice for the victims,” said Rafendi Djamin, Amnesty International’s director for South-
east Asia and the Pacific. Officials hope the highest club in China, which was established last year, can break down barriers in the mountainous region, where relations with Beijing have sometimes been strained since its "peaceful liberation" in 1951. "In the club today, there's no discrimination. The atmosphere is great," said Tibetan player Luosang, a former gym teacher who has emerged as one of the team's leading lights. One problem: at 3,700 metres (12,140 feet) above sea-level, altitude sickness is a constant hazard for
non-Tibetans -- and is deterring Han Chinese players. "Recruiting them is difficult," admitted club president Cidan Duoji, an ethnic Tibetan. Their results have been mixed, with losses to Greenland (1-4), Provence (0-22), and Gibraltar (0-5), but a win over Western Sahara (12-2). Just like China's top clubs, such as Guangzhou Evergrande and Jiangsu Suning, Lhasa FC has a corporate founder: the Tibet-based state-owned enterprise Pureland, which sells local specialities including traditional medicines and mineral water. "But running a club in Tibet is economically risky," notes Jin Shan, a sports columnist. "The region has few developed cities, and the football market is still small." berLin, september 28 (aFp): After his world title rematch with Tyson Fury was again postponed, ex-champion Wladimir Klitschko is on the verge of sealing a new heavyweight bout against IBF belt-holder, Britain's Anthony Joshua. "Joshua's promoter Eddie Hearn and I have actually agreed things financially," Klitschko manager Bernd Boente told SID, an AFP subsidiary. "It now depends a bit on the world organisations, but we would like to see the fight go ahead." The pairs' broadcast partners, Britain's Sky Sports (Joshua) and RTL in Germany (Klitschko), are said to be "very interested" in the fight, which would most likely take place in Manchester. Joshua's camp has already booked the Manchester Arena for November 26 with the British fighter's International Boxing Federation (IBF) belt on the line. Last Friday, Fury pulled out of a planned bout against Klitschko for the second time.
Fury's camp says he is medically unfit to fight Klitschko on October 29 -which was also due to be held in Manchester -- having pulled out of their July 9 bout with an ankle injury. The British fighter is reportedly seeking professional help. Boxing's respective governing bodies could strip Fury of the WBA and WBO belts he won when he beat Hamburg-based Klitschko on points in Duesseldorf last November. Earlier, the people of Assam threw away most corrupt Congress rule under Tarun Gogoi in May 2016 with thumping majority of 85 seats to BJP alliance in the house of 120. This time, it is Arunachal Pradesh where Congress has been ditched. Next time it will be Manipur where Congress under O.Ibobi Singh will be wiped out and BJP will come in March 2017 to rule this tiny state bordering Myanmar and close to Bangladesh. Manipur famous for its rich culture and unflinching devotion to the country is suffocating under corrupt Congress rule. Earlier, on March 3 last, Pul had joined PPA along with 29 Congress MLAs which had ruled the state for a brief period from March 3 to July 13 this year under Late Pul. Earlier,the PPA had formed the Government in 1979 when Tomo Riba was the Chief Minister. Tomo Riba took the oath on September 18, 1979, ruled the state for 46 days before being deposed on November 3 the same year. State BJP President Tapir Gao, meanwhile stated that the decision should have been taken earlier. “We are happy that Prime Minister Modi’s dream of ‘Congress Mukt Bharat’ is becoming a reality now” said Tapir Gao. He had joined the Congress in 2000 and became Secretary of Arunachal Pradesh Congress Committee in 2010. On September 18, Pema Khandu appointed 26 MLAs as Parliamentary Secretary to assist in smooth functioning of his government. He administered the oath of office and secrecy to them including two women in a simple function in the presence of North East Democratic Alliance (NEDA) convenor Himant Biswa Sarma. Of newly appointed Parliamentary Secretaries, six are former ministers -1. Phosum Khimhun 2. Gojen Gadi 3. Jarkar Gamlin 4. Phurpa Tsering 5. Thangwang Wangham and 6. Thirong Aboh. The portfolios of Parliamentary Secretaries would be allocated soon. “The BJP will support the PPA government in Arunachal Pradesh from outside as of now and the decision on joining the government will be taken in near future.” Said Himant Biswa Sarma – the convenor of NEDA and an Assam Minister. “The PPA is a constituent of NEDA and so, the government in AP will be known as NEDA government.” said Sarma. NEDA was formed on May 24 this year immediately after Congress faced a debacle in electoral fight in Assam and Himanta Biswa Sarma was made its convenor. It was formed for providing a common platform for genuine regional parties of NE region. Kalikho Pul: Hailing from Walla Mishmi village in Anjaw district of East Arunachal Pradesh, Kalikho Pul was a Mishmi by community and the follower of Sanatan Hindu Dharm of Mishmi Janjati known as Amik Matai – an Integral part of greater Vedic Hindu Dharm. Nabam Tuki government of Congress collapsed in January 2016 and the state was placed under President’s rule till February 18, 2016. Kalikho Pul took over as Congress Chief Minister on February 19 and he ruled upto July 13until Supreme Court passed the judgement. Pul had formed the government with the support of 11 BJP MLAs But Kalikho Pul had to resign due to Apex Court’s order on July 13. This
time Pema Khandu formed the Congress government pushing back Kalikho Pul. The dethroning of Pul from place of power caused an unbearable shock to him. It is said that he had borrowed crores of money from his moneyed men for topple Nabam Tuki government thinking that it would be returned silently during his term as Chief Minister. But Supreme Court spoiled the game and Pul could not complete even 5 months as Chief Minister. Because of this he was in immense anxiety and mental agony. He remained confined in his room refusing to meet even his well-wishers and sympathisers. And thus, the fateful day of August 9 came when his anxiety (chinta) turned into funeral pyre (chita). He committed suicide by hanging himself with ceiling fan. Kalikho Pul had gone through many ups and downs in his life. He was orphaned at the age of 6. He earned his expenditure for study by way of working as carpenter, night watchman and paan –bidi sales hawker. During college life he became the general secretary of students’ union. He entered into active politics from here onwards. In the year 1995, he became the first time Congress MLA and thereafter he rose from step to step on political ladder. But he never forgot his past that made him humble, compassionate and ever ready to help poor, students, sick persons and olds. He sometimes narrated his past. During 1980s he developed acute stomach problem but there was no money for treatment. He then decided to commit suicide. He narrated in an interview-“I had decided to end my life and had gone to bridge over Lohit River. I stood there for 36 minutes but due to continuous movement of passers-by and presence of some people over bridge I could not take that extreme step”. Kalikho Pul was an over ambitious politician who wanted to become Chief Minister at the earliest by any means. That aspiration led Pul to clash with Nabam Tuki. Because of dissent, Nabam Tuki has expelled him from cabinet in 2014. When he got opportunity Pul pushed out Nabam Tuki and occupied the throne – the place of Chief Minister. But the fate had reserved something else for him that led him to end his life. However, he is remembered for what he could do in short span of less than 5 months for elimination of poverty in the rural areas of the state. After Geogang Apang till 1999, what political game of musical chairs started, that continues till now. With the ascent of Kalikho Pul on the place of Chief Minister, a high hope emerged that he would provide a lasting government in one of the most backward states of the country. But all hopes of people were belied with the death of him. He had left an 80 page note – “My thought” before committing suicide. But nothing about the content is known because it is under government custody. Kalikho Pul will remain in the memory of people for what he did for them but he will be remembered
more for what he could do for the state and the country if he could live longer.
Governor J. P. Rajkhowa: The fall from Grace of committed Governor The outgoing governor will go down in history for over stepping his power to such an extent that he even directed assembly sessions be held in a community hall and a hotel. Now that the Arunachal Pradesh governor has lost “the pleasure of the president” the Northeastern state is all set to get its 21st Governor in its 29th years of statehood. On December 16, 2015, with Rajkhowa’s consent, 22 rebel Congress MLAs and 11 BJP members met at community hall in Naharlagun, 10kms from Itanagar since the Nabam Tuki, the Chief Minister had locked the assembly premises. For the first time in the legislative history of the country a set of elected members officially met outside the assembly premises for a session and passed a no confidence motion against speaker Nabam Rebia. A day later they met at a hotel to pass yet another no confidence motion this time against the state government and to elect Kalikho Pul, a rebel Congress MLA then, as the new Chief Minister. Nabam Tuki blamed Rajkhowa of bypassing the constitutional provisions. Rajkhowa asserted that he took every decision based on the constitution. He pointed to Article -174 to argue that it empowers a governor to summon and also to pro-rogue the assembly including cancelling a session or re-scheduling it. On July 13, Supreme Court ruled that Rajkhowa’s decisions were “Illegal and Un-constitutional.” Just a few days before the Supreme Court was to deliver judgement re-instating the Congress government in the state, Rajkhowa went on sick leave. Tripura governor Tathagata Roy was brought in as the acting governor. Roy conducted the oath of office of the current Chief Minister Pema Khandu on July 17. Rajkhowa returned to Raj Bhawan on August 13. However, because of embarrassment faced by BJP government at Centre due to Apex Court’s order, he was adviced to step down voluntarily on “health ground”. He, however, refused to do so. Rajkhowa was angry that he was being given all the blame for the fiasco. He asked what wrong he had done. He said further-“I do not have a single blot in my long career. The government must have appointed me as governor on the basis of my spotless track record.” Many in Assam agree until Arunachal episode, Rajkhowa had the reputation of a clean, most punctual and discipline senior IAS officer who retired as the Chief Secretary of Assam. During his long service, Rajkhowa has also faced humiliations and insults by the way of a number of undue postings and transfer and postings at difficult places and marginalised departments because he has always been honest and committed to his work. He has never succumbed to any pressure either from his seniors or Ministers.

Although her massive world tour is heading into its final run, nothing seems to be stopping Adele’s current album 25 from continuing to smash chart milestones to smithereens, with the news that her third album has already been certified diamond in the United States in under 12 months. The 27 year old megastar released the album on November 20th last year, but Entertainment Weekly reported on Tuesday that it has already shifted more than 10 million copies in the States, enough to award it a diamond certification from the RIAA (Recording Industry Association of

Impressively, this achievement has been reached even faster than her previous album 21, the record that made the British singer into a worldwide household name. 21 passed the ten-million mark in November 2012, 22 months after its release in January of 2011. Premier League managers accused of taking kick-backs loNDoN, sePtember 28 (aFP): Eight current or former Premier League football managers were on Tuesday accused of taking kick-backs for player transfers, as part of a broader newspaper sting which led to England manager Sam Allardyce being axed. Three agents were filmed discussing corruption in football and the use of illegal "bung" payments to sign players, which the Daily Telegraph said involved eight current or former Premier League managers and two second-tier Championship bosses. Italian agent Giuseppe Pagliara said he opened Swiss bank accounts for managers and worked through intermediaries to cover the illegal payments. "There's one thing that I've always been able to rely on, and that is the greed of general managers," he told an undercover reporter. The journalist met Pagliara over lunch at Manchester's San Carlo restaurant, the newspaper said. The Italian claimed one manager who had worked in the Premier League would use a code to ask if he would receive a cash injection: "Is there a little coffee for me, Pino?" Football agent Dax Price claimed one manager would increase players' wages and arrange for each of them to pay him a 4,000-pound ($5,200, 4,640 euros) monthly

maNChester, sePtember 28 (aP): Sam Allardyce flew out of England on Wednesday after expressing regret over “silly” unguarded comments to undercover journalists that cost him the England manager's job. While apologizing for his indiscretions, Allardyce complained about “entrapment” by the Daily Telegraph that made his England job untenable after only 67 days and one match in charge. A covert video showed Allardyce appearing to offer advice to fictitious businessmen on how to sidestep an outlawed player transfer practice and also to negotiate a 400,000-pound ($519,000) public-speaking contract to top up an annual England salary of 3 million pounds ($4 million). A further video showed Allardyce mocking predecessor Roy Hodgson, who was fired after England's
Lodha panel moves SC against BCCI over non-compliance
New Delhi, sePtember 28 (iaNs): The Justice Lodha Committee on Wednesday sought the removal of Board of Control for Cricket in India (BCCI) office-bearers, telling the Supreme Court that the country's apex cricketing body was not complying with its recommendations on organisational reforms. As the Lodha Committee's counsel Gopal Shankarnarayan handed over the panel's report to the apex court, the bench headed by Chief Justice Tirath Singh Thakur observed, "If the BCCI thinks that they can defy the court's order and take the law into their own hands, they are mistaken." Having observed this, the bench said it will hold a hearing on October 6 regarding the Lodha panel's report and the suggestion that the BCCI office-bearers should be removed en bloc. The report by the Lodha panel had accused the BCCI of stalling
reforms at every stage and violating the directions issued by the apex court. Complaining that the BCCI had ignored orders of the court and its recommendations on several issues, the Lodha panel sought action against the board's top brass, including BCCI President Anurag Thakur, for violating the apex court's orders. "The BCCI thinks it is law unto itself. We know how to get our orders implemented. BCCI thinks it is the lord. You (BCCI) better fall in line or we will make you fall in line. The conduct of the BCCI is in poor taste," Chief Justice Thakur asserted. The Lodha Committee, which was appointed by the Supreme Court to clean up cricket administration in India following corruption and match-fixing scandals, had earlier submitted its report advising far-reaching changes in the way the game is run in the country. The recommendations by the
panel sought to define stringent eligibility criteria for BCCI officebearers and set limits to their tenure. Ministers and bureaucrats currently holding office will not to be allowed to hold BCCI positions, neither would those officials holding office in their state associations or those above 70 years of age. The Lodha Committee also advised that there should be five elected office-bearers -- president, secretary and one vice-president instead of the current five, treasurer and joint-secretary. The panel also proposed that these officials should serve no more than three three-year terms and that there must be a "cooling-off" period between terms. The Lodha panel's report had also recommended that the BCCI Working Committee should be replaced with a nine-member apex council which will include representatives from the players' community, including one wom-
an. There was also a proposal that a nominee of the Comptroller and Auditor General should be included in the apex council to keep an eye on how the BCCI was utilising its financial resources. The Supreme Court had accepted all these recommendations and had asked the BCCI to implement them. In its jugement on July 18, the apex court stated that no minister or government official can be an office-bearer of the national cricketing body. The Supreme Court also accepted the Lodha Committee recommendation of one state-one vote for representation at the BCCI. In its 79-page staus report submitted before the Supreme Court on Wednesday, the Lodha panel alleged that the BCCI has tried to stall the implementation of the its recommendations. The panel also alleged that the minutes of the BCCI's Annual General Meeting (AGM) held in Mumbai on September 21 was

Gambhir recalled as Rahul ruled out of NZ series
New Delhi, sePtember 28 (aFP): Veteran opener Gautam Gambhir was Tuesday recalled to the Indian Test squad after two years in place of the injured Lokesh Rahul for the remainder of the Test series against New Zealand. The 34-year-old Gambhir, who last played a Test in 2014 against England, has been picked in the 15-member squad after a good showing on India's domestic circuit. Rahul suffered a hamstring strain in the first Test and will not be available for the next two matches, said a statement from the Board of Control for Cricket in India (BCCI). "The All-India Senior Selection Committee has
named Gautam Gambhir as Rahul's replacement for the next two Test matches," the BCCI said. The left-handed Gambhir, who recorded 356 runs in the recent Duleep Trophy domestic championship, has played 56 Test matches for India since making his debut in 2004 against Australia. Meanwhile pacer Ishant Sharma, who missed the first game due to the mosquito-borne disease chikungunya, was also ruled out of the second Test starting Friday in Kolkata. Off-spinner Jayant Yadav has been named as Sharma's replacement. India lead the threematch series 1-0 after a 197run triumph against New Zealand in Kanpur.
