NEw YoRk, SEPTEMBER 1 (IANS): Using the gene editing technology called CRISPR and other sophisticated scientific tools, researchers have identified a new culprit Type-2 diabetes gene. The researchers believe that because this gene, ACSL5, codes for a protein that regulates how the body recognises insulin, that protein may represent an important target for future treatments for the disease. “Type-2 diabetes is increasingly common, with an impact on millions of people,” said study leader Struan Grant from The Children’s Hospital of Philadelphia (CHOP) in the US. “But it has complex causes, involving multiple genes and environmental influences, and we are still learning the details of its complicated biology. Our goal in investigating these biological functions is to develop more effective therapies,” Grant said. The study published in the journal Diabetologia.

DIMAPUR, SEPTEMBER 1 (MExN): The Yimchungrü Akherü Arihako (YAA) has decided to shut down the GHS Chessore under DEO, Tuensang due to the failure of the School Education Department to deploy Math and Science teachers at the school. This was decided in a meeting on September 1. A press note from the YAA informed that it had submitted a representation to the Director of School Education for immediate posting of Science and Math Teachers at GHS Chessore. The government had forwarded the matter to the department to submit a proposal for posting of the said teachers to GHS Chessore before July, 2016. “Even after a month the demanded subject teachers were not posted in the school. Thus, the YAA served again another reminder to YAA Representation dated 22nd August 2016 addressed to the Commissioner & Secretary,” the YAA reminded. It however lamented that no action has been taken so far. Adopt own system to accommodate women in governance: Naga Council DIMAPUR, SEPTEMBER 1 (MExN): The Naga Council today reaffirmed its stand on implementation of 33% women reservation in municipal bodies and said that it stands by the public resolution No 3 adopted on October 6, 2010 which was submitted to the Government of Nagaland on October 8, 2010. “The issue of women reservation will remain a point of controversy for a long time to come for various reasons. However, the very fact that, it has caught public attention reflects the recognition of women folk and their special abilities to deliver the good,” the Naga Council said in a press note. “In whatever form we deem suitable to our context, Nagas must be ready to adopt their own system to accommodate women in governance till such time women reservation becomes an enforceable law with its own regulation. Pending such laws, women reservation in the
municipal and town council should be on the basis of nominating by certain percentage in all the administrative set up in Nagaland state,” it stated. The Naga Council further said that “accordingly, in recent time Chief Minister, TR Zeliang proposed 25% reservation with voting right should be implemented in true spirit, otherwise recent 33% reservation for women passed by state cabinet was pre-matured and not at the right time.” “As section 23A of municipal Act Contradict with the Naga customary law and practices, which supremacy has been granted by the article 371A of India constitution,” it added. NEw DElhI, SEPTEMBER 1 (MExN): The Naga Scholars’ Association (NSA) has adopted a ‘Communiqué’ on the ‘Naga-India Framework Agreement’ that maintained that the “ongoing initiative” for Naga-India political settlement between the National Socialist Council of Nagalim (NSCN-IM) and the Government of India (GoI) should “take cognizance of the political realities and aspiration of the Nagas for self-determination” and be within a “timeframe.” The NSA had organized a three-day ‘in-house’ workshop on the ‘Naga-India Framework Agreement’ at the University of Delhi from August 13 to 15, 2016. In the time that a comprehensive document of the workshop deliberations and findings is being developed, a ‘Communiqué’ was adopted by the 20 participants as an outcome of the workshop, informed a press release from NSA President Dr. Zuchamo Yanthan and General Secretary Dr. Gideon Shadang. While acknowledging the ‘Framework Agreement’ signed by the Naga Collective Leadership and the GoI, the participants noted that the Naga-India conflict is “quintessentially a geo-political issue between the two entities.” Therefore, settlement to the Naga-India issue must be “political, based on the rights and aspirations of the Nagas.” The ‘Communiqué’ reiterated that solution to the Naga-India political issue must be based on “the unique history and situation of the Nagas,” which, it acknowledged, has also been recognised by the Government of India. It reminded that the ideology of “modern sovereign Naga nation rooted in shared socio-cultural experience, political aspiration and self-determination” was first made known to the world through the Memorandum of the Naga Club to the Simon Commission in 1929. Further, in pursuance of the conviction for self-determination, the Nagas, under the aegis of Naga National Council de-
clared Independence on 14 August 1947, a day before the declaration of India’s Independence. The Naga declaration of independence was reaffirmed in the Naga Plebiscite of 1951 to dispel the manoeuvres and undermining elements of the Government of India and Government of Burma (Myanmar) on the legitimacy of the declaration of Naga independence in 1947. The ‘Communiqué’ also noted that the Nagas have never entered into a treaty for merger with or annexation to any state, be it India or Burma (Myanmar). “Nagas were divided through different divisive instruments - Treaty of Yandabo (1826) signed between British-India and the King of Burma; 16-Point Agreement (1960) and Shillong Accord (1975),” it maintained. In this context, it called for the two negotiating parties to take cognizance of the “political realities and aspiration of the Nagas for self-determination.” The document asserted that “territorial integration of the contiguous Naga areas should be part of the settlement,” as this is a political right. “Any agreement that would be signed should accord Nagalim with legislative, executive, judiciary and financial powers outside the purview of the Union of India,” it stated while affirming that the political structure of Nagalim should be “democratic and representative.” The ‘Communiqué’ maintained that the GoI should not “disrupt the unity” of Nagas in the process of negotiation, which will only “delay and derail” the political settlement of fulfilling Naga aspirations. In this regard, the participants remained concerned that the ongoing negotiation between Nagas and India for the last 19 years has “created space of suspicion on the sincerity and political will of the Government of India.” Therefore, solution to the Naga-India problem “must be sought within specific timeframe.” A strong point asserted that the solution to the Naga issue “should not be diluted and sabotaged on the pretext of protecting territorial integrity of neighbouring states.” “The Nagas have suffered and sacrificed too long in their conviction and struggle for self-determination. So the process of negotiation should be inclusive of the rights and aspirations of the Nagas,” it stated.
NPSC Aspirants tie up with ACAUT to fight backdoor appointments DIMAPUR, SEPTEMBER 1 (MExN): An organization called the NPSC Aspirants today informed that it will tie up with ACAUT Nagaland to fight against the State Government’s P&AR Office Memorandum (OM), dated August 11, 2016, which had moved to regularize all contract appointees on completion of three (3) years of continuous service.

executive meeting on August 30 to discuss the latest government policy on contract appointment. While it appreciated the earlier Office Memorandum, dated June 6, 2016 to ban all contract appointments with effect from; it however expressed concern at the latest OM. The NPSC Aspirants stated that the latest OM will “deprive many hard
working aspirants of job opportunities as many high posts have been filled through backdoor appointments instead of open recruitment by NPSC.” “It is really surprising that only three departments requisitioned posts for the NPSC (NCS,NPS,NSS and other allied services) Exam, 2016.This is because many posts which are meant to be recruited through NPSC are
all filled up by the candidates (mostly non-deserving and non-competent) of top government functionaries and politicians through back door appointment,” it said. The NPSC Aspirants further reiterated their earlier demand submitted to the Chief Secretary that all high posts in all government departments in Nagaland should be recruited through NPSC.

DIMAPUR, SEPTEMBER 1 (MExN): The Yimchungrü Akherü Arihako (YAA) has written to the Principal Director, Health and Family Welfare expressing concern at the negligence towards health facilities in remote areas. It demanded the revamping of several health centres and provision of equal medical facilities to the entire Yimchunger jurisdiction. The YAA asked that required medical facilities be given to the CHC Pungro in Pungro Sub- Division and other Health Sub- Centres that fall under its jurisdiction. Further, the YAA informed of the absence of Medical Officer (MO) at CHC Pungro and urged that the erring officer report to the posting place within 15 days. It also reminded the other doctors
and nursing staff to be stationed at their designated posting place. Regarding CHC Shamator, the YAA acknowledged the department’s approval of up- gradation for the centre and further urged for inauguration of the recently up- graded Community Health Centre (CHC) at the earliest so as to cater to the needs of Shamator area covering more than 30 villages. The YAA then informed that PHC Phuvkiu is running without a doctor and asked the department to post a doctor in the centre. Meanwhile, it expressed dismay that the department has “turned deaf ear” to its previous demand for posting of Medical Officer at PHC Chessore. The said Health Centre has been functioning without a doctor for the past 4 years,
it informed and reminded that PHC, Chessore is located in a remote place and does not have proper road connectivity to other districts hospitals and therefore posting of a doctor is urgently required for providing early treatment and medication. The YAA also informed that the Health Sub- Centre at Sangphur has been left abandoned by the department. It appealed that the department look into the matter and consider construction of a new building. It further revealed that the Health Sub- Centre at Sotokur EAC Hq is currently functioning only with one nursing staff causing “untold suffering to the people of these areas.” “We earnestly urge for posting of Pharmacist and other nursing staff at the earliest,” it asked.
Create more staff nurse posts: UTNA
DIMAPUR, SEPTEMBER 1 (MExN): The Unemployed Trained Nurses Association (UTNA) has written to the Principal Director, Health and Family Welfare Department expressing several of their grievances. These included the shortage of staff nurses, non creation of posts, upgrading of health units etc. The UTNA, in its letter also sought remedial measures through policy decision and implementation. It informed that the UTNA conducted a survey, wherein it found that the 151 health units require staff nurses. It informed that 335 staff nurses are working at the 151 Health units. According to the INC & IPHS, it said that units are shorthanded by 310 and 789 staff nurses respectively. The UTNA further said that the “sanctioned post of staffnurse is 253 only.” It also expressed shock that from 1989 till date “only 17 posts for staff-nurses have been created by the department whereas; the health units have increased/increasing and the strength of health units have been up-graded/upgrading.” The UTNA said that nurses training institutes are producing an increasing number of trained nurses, resulting in more than 1000 unemployed trained nurses. It asked that posts for the requisite number of staff nurses be created in all the new and up-graded health units and fill the shortfall in the old ones. It further suggested that “some of the present training institutes be closed down.”

Life is all about preparation. Life is not about where you are, how rich you are or how famous you are but life is all about being secure and that security comes from insurance,” concluded Nienu. The LIC today has 8 zonal offices, 113 divisional offices, 20148 branch offices, 1401 satellite offices, 1240 mini offices and foreign and international offices with a total employee strength of 1,14,773 and total agency force of 10, 61,560 and 30 crores policy holders with a total life fund of Rs. 20,57,625.38 crores set aside for policy holders payment.

The ‘Saakshar Bharat’ (Adult Education) training is organized by the State Resource Centre (SRC), NEHU, Shillong, in collaboration with State Literacy Mission Authority (SLMA) Nagaland. Director, SRC, NEHU, B Laltanpuia, in his keynote address said the programme on legal literacy under Adult Education has been incorporated in order to make the programme more useful and relevant to the learners. North east Briefs 2 bodies found, 2 others missing after landslide, flood Silchar, September 1 (pti): Bodies of two women were found while as many members of the same family were still missing after being washed away in landslide and floods in Assam’s Cachar district, police said today. Four members of the family of Dipesh Lemrong - his wife, a daughter and two sons - were last night washed away when their house was damaged in a landslide following heavy rains in Kashiyapunji area of Bhubanpahar, about 35 km from here, a police officer said. The bodies of Lemrong’s wife and daughter were later found while those of his sons were still missing, the officer said adding seven houses were also washed away by heavy rains in nearby Bhubangram village. The NDRF has launched a rescue operation for the affected people. Police and civil officials were involved in rescue and relief operation at the spot, police added.

One PLA cadre arrested In Manipur imphal, September 1 (pti): One militant belonging to outlawed People Liberation Army (PLA) was arrested in Manipur’s Thoubal district by a combined team of police commandos and AssamRifles jawans, a police official said. The militant who was arrested last evening from Khabakkhong near Wangjing, has been identified as Asem Lemba alias Indrajit (48) of Athokpam Mayai Leikai of Thoubal district, the offical said. Earlier he was arrested by police in 2010 while he was an active cadre of Kangleipak Communist Party(KCP) but was bailed out and he joined PLA recently. At present he is working under one Ibomcha of PLA and is involved in distributing demand letters to elected Pradhans of nearby areas in Thoubal district, the official source said. Some incriminating documents along with a mobile handset used by him were seized from his possession.

The condition was made worse by the blockage of culvert and side drains. The letter issued by P. arunachal records spurt in crime rates itanaGar, September 1 (pti): Arunachal Pradesh recorded a spurt in crime rate during 2015 with a total 2968 cases reported in the state under IPC cognizable crimes and 181 cognizable crime cases under Special & Local Laws (SLL). The rate of total cognizable crime recorded in the state during the year was 227.8 while that under Special & Local Laws was 13.9 per one lakh population, according to a recent report released by National Crime Records Bureau (NCRB) under union Home Ministry. The report with the title 'Crime in India' which was released by Union Home Minister Rajnath Singh on August 29 last revealed that crime against women was on the rise during the year in comparison to 2014. As per the report, crime against women in the state during the year was recorded at 14.3 per cent which amounted to 7.3 per cent of total IPC cognizable crime recorded in the

MNF demands CBI probe into controversial Mizoram Carbon Product scam aizawl, September 1 (nnn): The main Opposition Mizo National Front (MNF) has demanded that the state government initiates a CBI probe into the controversial Mizo Carbon Product scam in which it was alleged that the firm illegally received subsidies amounting to over Rs 3.41 crore. One year after its establishment, the Mizo Carbon Product, a firm which claimed to have processed charcoal at its unit in the Industrial Growth Centre at Luangmual in Aizawl as per its record has asked Central Transport Subsidy (CTS) and Central Capital Investment Subsidy (CCIS) claiming that it has purchased 3690 MT of coal from Meghalaya and transported to Mizoram. Coal was transported at the cost of Rs 116,84,250 by Zoram Tranport Company located at Zemabawk and 321.26 MT of carbon produced from the purchased coal was sold to Central Lime Industry, Lengpui at Rs 26,23,023. However, there are no companies by the name Zoram Transport Company and Central Lime Industry to be seen in real, MNF vice president R. Tlanghmingthanga told reporters during a press conference today. He alleged that the industry has illegal-

Rohluna in his replay during the fourth session of assembly held in November, 2014 told the house that the proprietor of Mizo Carbon Product are two persons and a private firm namely Dr. Margaret, Ravi Gulgulia and M/S Yash Infrastructural Engineers Pvt. Ltd. Tlanghmingthanga said that as per deed of agreement, Dr. Margaret has 1 per cent share in the industry and the rest 99 per cent percent goes to Ravi Gulgulia. “From the sharing pattern it appears that the industry was established with the help of non-tribal for allegedly making money,” R. TAJCF agitation temporarily suspended KU takes steps to ‘preserve and protect’ health, environment Bans plastics, bleaching powder, pesticides and non-iodized salt
moN, September 1 (mexN): Taking steps to ‘preserve and protect’ health and environment, the Konyak Union (KU) today banned/ restricted the use of four “harmful substances” affecting health and environment “within its traditional jurisdiction”. The four substances include: non bio-degradable polythene bags, bleaching powder, pesticides and non-iodized salt. The banning of the four substances was made during the “Declaration Day” event held at Mon Town on Thursday, September 1. “The date of Declaration shall henceforth be marked as historic where law of the Konyak Union (KU) in banning all those substances shall be made enforceable within its traditional jurisdiction,” a press release from the KU stated. The ‘Declaration’ event was attended by the District Administration headed by the Deputy Commissioner, District law enforcing authority headed by the Addl SP Mon, Konyak Students’ Union
(KSU), Konyak Nyupuh Sheko Ukhong (KNSK), Konyak Baptist Bumeinok Bangjum (KBBB), Chamber of Commerce Mon Town, Ward leaders, Konyak Public leaders and the public of Mon Town. During the event, DC Mon urged the KU “to seriously implement” the declarations right down to the grassroots. The Addl. SP Mon also expressed hope that the initiative would be successful. Chamber of Commerce Mon President assured to immediately stop the use of non-biodegradable polythene bags and informed that the chamber would opt for use of substances/products that are environmentally friendly. Presidents of the frontal organisations, KNSK and KSU committed to extend full cooperation towards the initiative. Ill-effects & Hazards Citing the “ill effect” of non-iodized salt, KU placed a complete ban of its import or sale within its jurisdiction. In this regard, KU directed all commercial establish-
ment/shops to comply with the order, failing which the union will take stern action “for noncompliance”, it warned. Also banning the use of pesticides, KU pointed out that over 98% of sprayed insecticides and 95% of herbicides reach a destination other than their intended target. Pesticides cause drastic change in the soil health which lowers the nutritional value of the food ultimately affecting human health, the KU highlighted and mentioned studies on nonHodgkin lymphoma and leukemia which showed positive association with pesticide exposure. Placing a “restriction” on Bleaching Powder, KU stated that the usage of bleaching powder or calcium hypochlorite causes “great hazard” not only to the aquatic species but even to those who consume the fishes killed by the bleaching powder. Informing that it had outright declared the use of bleaching powder as “illegal”, the KU asserted that the declaration needs to be adhered to by all.
The complete ban on plastic or polythene bags, the KU stated, was necessitated considering the excess waste materials “caused by ignorant and random usage” of plastic or polythene bags resulting in “immense environmental pollution”. Polythene bags being non-biodegradable substances adversely affect the soil and hence, the whole of food chain in the ecosystem directly or indirectly. In this regard, the KU has made an appeal to all the 11 units of the Union to strictly comply with its directives. The KU has also empowered all the Village Councils, Konyak Loung and Anghs to pursue its directive within its respective village jurisdiction by disciplining its citizens “with responsibility and understanding”. The Union also made a fervent appeal to all its citizens to “completely abstain/refrain” from indulging or resorting to the use of the restricted substances. “The Law of the Konyaks shall be final and binding,” the KU statement concluded.

Legal protection for people affected/living with HIV AIDS Kohima, September 1 (mexN): A state consultation on legal protection for People Living with HIV (PLHIV), Children Affected by AIDS (CABA), and Most at Risk Populations (MARPs) was held on August 30 at the Conference Hall of Nagaland State Legal Services Authority (NSLSA), Kohima. In this context, a three day residential state level participatory workshop on developing district SBCC strategies on routine immunization has been organised from August 31 to September 2 at Hotel Vivor, Kohima. Addressing the participants from the District, Mission Director, National Health Mission, Nagaland, Dr. Yankho Lotha requested the participants to take full advantage of the workshop and identify the core problem in their respective Districts and seek for solution during the workshop. Drugs worth Rs 8 lacs seized Kohima, September 1 (mexN): Kohima Police personnel manning the Peducha check gate while conducting routine checking and frisking of vehicles on Thursday morning intercepted one Manipur bound passenger bus and recovered 72,440 capsules of banned Spasmo proxyvon drug and 8,000 tablets of Nitrosun from the possession of four individuals. According to a press release from the PRO Kohima Police, the seized drugs is believed to be worth Rs. 8,04,400. Police identified the four as Ibem (30 yrs), Md. Akthar Khan (24 yrs), Ziaor Rahman (33 yrs) and Md. Hashim Khan (29 yrs). The four have been taken into police custody for the possession and transportation of banned drugs. In this connection, a regular case vide Sechü(Zubza) P.S Case No. 0022/2016 U/S 13 (b) DC Act is registered against the four accused and remanded to judicial custody.

Journalism needs to grow with time
I
n an honest retrospection on journalism in Nagaland, it is not only illuminating and entertaining but also useful to find out where we stood in the 1990s. The situation created by the infancy of the profession and public ignorance, as was in other states of the Northeast then, was hilarious. But today, journalists in Nagaland have risen to meet the challenges of social intricacies even though the "crown still goes to those who get the scoops,” in the words of veteran journalist Kuldip Nayar. You can get the real state of yester-years’ journalism if you come to know that the dead body of a drug addict or two quarrelsome rickshaw wallas could find a secure spot on the front page of local newspapers. The extreme ignorance of the public was also indicated when an announcer in a programme expressed the gratitude of their village to the "Press Releases (the announcer meant press people) who have come all the way from Dimapur to our village to join us". The media card of the village programme printed in bold "PRESS RELEASES" confirmed that it was not just a case of slip of tongue of the programme announcer. Innocence also reared its head when a reader is said to have paid Rs 100 for a copy of a newspaper to a hawker. The reader was elated on seeing his write-up in the newspaper, according to the hawker, who later informed us about the incident. Amid the celebrations of innocence and ignorance, the situation was a living hell for journalists. For instance, the media remained silent when a politician threatened to bring a dozen bulldozers to bulldoze a media house for not front-paging the photograph of a shop inauguration where he did the ribbon cutting. Around the same time, a junior police officer on frisking duty examining press ID cards found it hard to differentiate the press/media from the printing press. Those were the days where a field reporter was also a subeditor and a receptionist dealing with advertisements and press releases. Events of sports and issues of environment were given the cold shoulder then. Today, things have changed tremendously. The raging pursuit of journalists in Nagaland, both in terms of specific and broad reach, deserves celebration and support. Journalists in the state have produced much admired impact on society. However, this is not to suggest that maturity of the profession in the state has reached its desired mark. Our slow growing society has also been one of the impediments to the growth of the profession. 10 years from now, we will relish looking back and find today's situation quite entertaining where press releases from various organisations govern newspaper pages. What would amuse us more after 10 years would be these usual group photos of programme organisers, shop inauguration, little known outfits/unions desperately in need of publicity making the most out of somebody's demise with condolence messages or condemnations. An important argument advanced here is whether our society will understand us if we do not wait for another 10 years for this foreseen entertainment. It is this plot and setting that British writer Jack Grimwood, a pen name adopted by literary and historical fiction writer Jon Courtenay Grimwood, for his first, but most atmospheric and grimly ominous, thriller. And he unforgettably portrays the Soviet Union, bleak, brutal, difficult to comprehend or deal with, even as it begins its long walk out of the cold. His protagonist is a British soldier, who has been posted to Moscow to prevent his appearance before a parliamentary committee in connection with a scandalous operation - hinted at being an assassination of terrorists in a friendly country. But Army Intelligence Officer Tom Fox, who is put on the trail of the missing girl, is himself battling his disintegrating marriage and his own demons, and barely trusted by the parents for giving the headstrong teenager practical instructions in committing suicide, after noticing the barely-healed cuts on her wrists. Taking up the mission, he soon picks up an eclectic collection of allies. Apart from Ivan Denisov, a crippled Afghan War veteran who now runs a bar and his surly sister who markedly disapproves of Fox, there is a top gangster, whose two young sons are missing - one of whom is the boy dead in the beginning, a mysterious old woman beggar, with a penchant for appearing at most trouble spots where Fox is, and the attractive but tough Major Svetlana Milova of the Vnutrenniye Voiska (the elite paramilitary unit of the Internal Affairs Ministry), who is more than what she seems. She also has a grandfather, who is a war hero and a Politburo member to boot, and like his country, most oblique. And playing an unknown role are two other politburo members - one with a son accustomed to power and privilege and supposedly chasing the missing girl while the other turns out to be the estranged father of Fox's bartender friend. Further complicating the matter is an unknown sadistic killer who announces his presence by visiting Fox's apartment and leaving an umistakable 'calling card'. What do her kidnappers want for the girl, how far can Fox trust his friends and what are their real motives are some of the questions he will grapple with for long as bodies keep popping up, a raid goes tragically wrong, he faces multiple threats to his life, which is anyway unravelling, and his own side have considerable misgivings about him and at one point, order him home. And the most puzzling issue of how the experiences of some of the characters, including the envoy, Milova's grandfather, the other Soviet leaders and the gangster, in the Second World War overshadow in the present day sequence of events is chillingly brought out as the story builds up to a tense climax in an abandoned abattoir in the Crimea. Grimwood, whose work is also a historical novel and a story of redemption and second chances - for a lot of characters, provides a remarkable picture of the Soviet Union moving from the depressing stagnation of the Brezhnev era and his two short-lived successors - Yuri Andropov and Konstantin Chernenko (who, unlike his predecessor, did not have a KGB background, as a character mistakenly tells Fox) to some hope under Gorbachev. But, his main but uncomfortable motif is the impact of the savage Russian-German conflict in World War II in imposing its own standards of brutality on some men who fought them and which can never be eradicated even when peace returned. It may upset the squeamish - or the jingoistic but that is what wars can do.

How central schemes are being used to weaken Indian federalism
E
ven after a huge amount of pressure being applied to West Bengal by the Union government, West Bengal Chief Minister Mamata Banerjee has firmly stood up for the interests of her state and in defence of federalism and state rights by still refusing to join the UDAY scheme that is being strongly pushed by Piyush Goyal, Union Minister of State with Independent Charge for Power, Coal, New and Renewable Energy and Mines. And this issue assumed greater significance in the light of the series of steps that have been taken by the present BJP-led Union government to encroach into state rights by anti-federal policies and the initiatives by Mamata Banerjee to create a federal front to lead the political charge against such incursions. UDAY is a Union government idea called Ujwal Discom Assurance Yojana. On paper, it is a financial restructuring package for debt-ridden power distribution companies, most of which belong to state governments. While it sets out a series of measures of restructuring debt, the problem lies in the fact that it takes away independence of state government power companies and hence of the state governments themselves by preferential treatment of those states which agree to this scheme. And the states that don’t agree to join the UDAY scheme are pressurised and bullied through other tactics. Let us look at some of these aspects. When the scheme was launched by Piyush Goyal in November 2015, it was stated very clearly that joining by states is optional. This optional bit is not some great magnanimity by the Union government by a requirement of constitution since electricity is not (yet) in the Union list but in the concurrent list. Ever since the constitution was promulgated, electricity has a concurrent subject at Entry 38 in List III of the seventh Schedule of the Constitution of India. However, the proposals of the UDAY scheme clearly show that it plans to discriminate against states that don’t join the UDAY scheme. States accepting UDAY and performing as per operational milestones will be given additional / priority funding through Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Integrated Power Development Scheme (IPDS), Power Sector Development Fund (PSDF) or other such schemes of Ministry of Power and Ministry of New and Renewable Energy. Additionally, such States (that join the UDAY scheme) shall also be supported with additional coal at notified prices and, in case of availability through higher capacity utilization, low cost power from NTPC and other Central Public Sector Undertakings (CPSUs). Finally, states not meeting operational milestones (and hence, also the states that don’t join the UDAY scheme) will be liable to forfeit their claim on IPDS and DDUGJY grants. Let us unpack what this means. It means, the Union government will start a carrot and stick policy for disbursing funds. Money if you join and agree to go by our rules. No funds if you don’t. Given that Union government draws resources from states, the Union wielding its revenue power to discriminate between states due to its whims and schemes means that it discriminates between states and that it discriminates between independent political choices made by the people of the states in electing people who might not agree with UDAY. Are people of states of the Indian Union less citizens than others, that they are only useful for extracting revenue without pre-conditions while fund allocation is conditional upon the policy of their state governments political choice? If this is not a direct blow on the concept of federalism where Union government and State government, fundamentally equal and sovereign, differing just in distribution of tasks, what is? And Mamata Banerjee, by standing upto UDAY has championed federalism at a time when it is under threat from every scheme announced by the Union government. The UDAY scheme is not an ex-

he UN’s 17 Sustainable Development Goals (SDGs) don’t just define development in terms of economic growth, they also call for sustainable use of the world’s limited natural resources. For the government of Thailand, one way to achieve the balance between people, planet and prosperity embodied in the SDGs, is by following a development model based on the Sufficiency Economy Philosophy (SEP) of Thailand’s King Bhumibol Adulyadej. “The King’s notion of Sufficiency Economy is more a practice – a model for sustainable development that focuses on transforming the economics of exploitation into the economics of moderation and resilience,” Thailand’s Minister of Foreign Affairs Don Pramudwinai explained during a speech at UN headquarters in January 2016. The approach seeks to “harmonise the economic, social and environmental aspects of development,” he added. “In this way, our development will not be at the cost of future generations.” The philosophy is an approach which the government of Thailand has been keen to share with other developing countries, both through SouthSouth cooperation and through its current role as chair of the Group of 77 for the year 2016. In this role, Thailand represents 134 countries, including China, at UN meetings in New York and beyond. The philosophy recommends that “our decisions and action, at the individual, community and national levels,

For those who don’t but are still as much stakeholders in the Union of India, there is the stick. This is a grave threat to the idea of representative federal democracy which should have no place for punishing people for their political choices. But the threat contained in the UDAY scheme is even more dangerous. For states joining UDAY, the scheme provides for “additional coal at notified prices and, in case of availability through higher capacity utilization, low cost power from NTPC and other Central Public Sector Undertakings”. So, we can envisage this scenario. West Bengal doesn’t join UDAY. Coal from the coal fields of West Bengal will be preferentially given to other UDAY-compliant states and not the very land and the people from whose natural homeland that coal is being extracted. It is a matter of shame that centralization has driven the Indian Union to this end where the states themselves are being removed from the resources of their own land. It is a matter of rights and a matter of dignity and also a matter of independent economic and fiscal policy. Concomitant with such Union government schemes comes the elaborate ways by which decision making about economic policies, rates, and various other things are being taken away from state legislatures and hence from direct control of the people to unelected bodies of “experts” who are not unaccountable to the people. This is an old -trick to serve
the interests of the rich and the powerful, especially those groups whose interests are harmed by democratic decision-making. In short, those whose interests are opposed to the interests of the people. By turning decision making increasingly technocratic and taking them out of the influence of the people, it makes it more open to abuse by those with links to power and those who can buy power and influence by money. This specifically includes big corporates and those in the good books of the Union government. Such moves undermine federalism and democracy. It’s a shame. While Mamata Banerjee slowly tries to build consensus around the idea of a federal front, it is important that policy alternatives are also put forward that counter the present centralizing, anti-people policies of the Union government. Such policy alternatives have to include greater power to the states, putting an end to the Union government schemes that discriminate between states on the basis of compliance with Union government guidelines and reversal of policies of issuing guidelines and laws for subjects in the concurrent and state list. The division of power between the Union’s centre and states have to be fundamentally renegotiated in favour of the latter, given the nearly 70 years of constant usurpation of state government power by the Union centre. Certain Union list subjects need to move to the concurrent list. Most concurrent list subjects need to move to the state list. A politics of unity with dignity and diversity best captures the spirit behind a front united under the banner of federalism.

SDG 12 includes targets of substantially reducing waste and ensuring that people know how to live lifestyles in harmony with nature.
According to the 2030 Sustainable Development Agenda, “each year, an estimated one third of all food produced – equivalent to 1.3 billion tonnes worth around $1 trillion – ends up rotting in the bins of consumers and retailers, or spoiling due to poor transportation and harvesting practices.” The goal reflects a broader overall theme within the UN’s Post-2030 Sustainable Development Agenda of achieving “inclusive and sustainable economic growth” in “a world in which consumption and production patterns and use of all natural resources – from air to land, from r i v e r s, l a k e s and aquifers to oceans and seas – are sustainable.” By sharing it’s Sufficiency Economy Philosophy approach to achieving sustainable development Thailand can help contribute to the different types of cooperation needed to achieve the 17 SDGs, which all 193 UN member states have agreed to work towards achieving by the year 2030. For example by sharing Sufficiency Economy Philosophy with countries like Bhutan, Lesotho, Lao PDR, TimorLeste, Tonga, Cambodia and Myanmar, Thailand is participating in what is known as South-South cooperation

– where two or more countries of the Global South work together to achieve development. “Under South-South cooperation framework, Thailand, through our development arm, the Thailand International Cooperation Agency (TICA), has been working closely with other developing countries, near and far, to provide technical assistance and share know-how on the application of the Sufficiency Economy Philosophy (SEP),” said Plasai. This includes providing assistance in applying the philosophy in areas such as agriculture capacity building and community development, he added. The philosophy is also relevant to other areas of sustainable development, such as management of the world’s oceans. “The challenge before us is how to use the oceans and their resources without compromising the opportunities for future generations to rely on the same oceans for their development,” said Plasai. “In this regard, the SEP can come into play as a guiding approach for our action to ensure equitable benefits for all: reasonableness in policy-making, moderation in our ways to use the ocean and its resource, and prudence in balancing our different priorities and needs.” For example, he says, when it comes to managing the world’s limited fish stocks the precautionary approach of “exercising informed prudence in the context of uncertainty” reflected in the United Nations Fish Stocks Agreement is also similar to the SEP.

• Filling and bottling In all cases, the products should be hot-filled into clean, sterilised bottles. After filling hot, the bottles are capped and laid on their sides to cool prior to labelling. III. Quality control The freshness and quality of the expressed fruit juice is central to the quality of the final product. As soon as the juice is expressed from the fruit it starts to deteriorate, both as a result of chemical activity (enzyme action) and bacterial spoilage. It is important to move from the juice extraction stage to pasteurisation as quickly as possible to minimise any spoilage. Extracted fruit juice that is left to stand for long periods in the heat will start to ferment and may start to discolour due to enzyme activity. The juice should be stored in a refrigerator (if one is available) or in a cool place and away from the direct sunlight. It should be collected into a clean, sterile container (food grade plastic buckets is the best option) and covered to keep out dirt, dust and insects. For the best quality product, it is essential to work quickly between the extraction of the juice and the bottling stage. The longer the juice is out of the bottles, the more chance there is of contamination. As in all food processing units it is necessary to ensure that the fruit products are correctly formulated and priced to meet the customer's requirements, and that production costs are minimised to ensure that a profit is made. oly house or plastic house is a greenhouse covered with polythene sheet. Being light in weight, easy to handle, resistant to hail and cheaper in cost, the polythene is now most preferred material for covering a greenhouse. Poly house cultivation is possibly the most intensive method of crop production. It is highly productive and protective of environment. Since vegetables are treated as high value crops and their regular supply in the market in fresh condition is an essentiality, the utility of poly house has been found to be maximum with respect to these crops. Depending upon the surface area to be covered, prevalent weather conditions, availability of the construction material, flexibility required, cost and the aesthetic appearance, shape and style of a poly house may be chosen. For small farmers’ single span greenhouse are good, but for a large-scale commercial production of a single crop or more crops requiring similar growing environment, gutter connected multispan greenhouses are economical. Woods, bamboo, GI pipe, angle iron, and aluminum are common materials used for the frame work of a poly house. Durability of the structure depends on the type of materials used. The use of chemical preservatives in fruit juices and fruit drinks As the name suggests, pure fruit juice is solely the extracted juice of fruit and should not have any preservative, or any other ingredients (such as sugar) added. Fruit drinks that are not consumed in one go can have preservatives added to help prolong the shelf life once they have been opened. Will return land within stipulated time: Mamata KolKAtA, September 1 (iANS): The West Bengal government will start land survey from Friday and complete within the Supreme Court stipulated time the process of returning land taken from the peasants of Singur for the Tata Motors Nano project, Chief Minister Mamata Banerjee said here on Thursday. A day after the Supreme Court quashed the land acquisition, Banerjee chaired a high level emergency meeting at the state secretariat Nabanna to decide on follow-up actions for implementing the judicial order. Briefing mediapersons later, she said all land-losers will get the same plot of land which they owned before the acquisition in 2006. Banerjee said the state government has already given instruction for a survey of the land which would begin from Friday. vBanerjee said those who have not taken the compensation for the land acquired by the erstwhile Left Front government, will now get both the compensation and their land. "The compensation amount is deposited either with the Land Acquisition Collector or the Court." Those who had accepted compensation cheques, will now get their land back. "The agricultural labourers will also be benefitted. The sharecroppers will get the benefits exactly as per the position recorded before the acquisition". "Whatever and whichever land one had before the acquisition, exactly that will be returned as per record. There will be no discrimination," she said. The survey is to be completed within ten weeks.
PM Modi leaves for tour of Vietnam, China today New Delhi September 1 (pti): Prime Minister Narendra Modi sets off on Friday on a bilateral visit to Vietnam and to attend the annual summit of powerful G-20 grouping in China’s Hangzhou where India is likely to seek concrete measures to check terror financing and crackdown on tax evasion. Modi’s first destination will be Vietnam from where he will leave for Hangzhou on August 3 to attend the G-20 summit on September 4 and 5. The Prime Minister will return to India on September 5 and will again leave for Laos on a two-day visit to attend the annual IndiaASEAN and East Asia Summits. In Vietnam, Modi will hold wide-ranging talks with top leadership of the resource-rich country to deepen ties in key areas of defence, security and trade, and ramping up India’s engagement in oil exploration. At the G-20 Summit, India is likely to raise a host of issues ranging from choking terror funding and checking tax evasion to cutting cost of remittances and market access for key drugs. On the sidelines of the Summit, Modi will have bilateral meeting with Chinese President Xi Jinping and attend a BRICS leaders’ meet. Raghuram Rajan says was willing to stay as RBI governor mUmbAi, September 1 (reUterS): Outgoing Reserve Bank of India Governor Raghuram Rajan said on Thursday he would have been willing to remain at the central bank to finish pending tasks, but was unable to reach a deal with the government. Rajan, in an interview with TV channel India Today, said among the remaining tasks had been a clean-up of soured loans at state-owned banks and the establishment of a monetary policy committee to set interest rates, which has yet to be formed. "Because of these unfinished tasks, I was willing to stay, provided we could reach the right kind of agreement," said Rajan."He declined to specify which type of agreement he had sought.
PAHAL scheme saved Rs 21,000 crore in India: Pradhan bhUbANeSwAr, September 1 (iANS): Petroleum and Natural Gas Minister Dharmendra Pradhan on Thursday said successful implementation of PAHAL, effecting elimination of duplicate and ghost consumers, has resulted in estimated savings of more than Rs 21,000 crore. "Today, we are having more than 160 million consumers registered under PAHAL, who are getting subsidy directly into their bank account. Successful implementation of PAHAL has resulted in estimated savings of more than Rs 21,000 crore through the elimination of duplicate/fake/ghost consumers," said Pradhan. He disclosed this while addressing the International Conference on LPG cooking gas here. Pradhan said more than 10 million consumers have voluntarily given up LPG subsidy and 17.4 crore households, out of total 28 crore households in the country, have access to LPG.
Rahul says RSS people killed Mahatma, ready to face trial New Delhi, September 1 (iANS): Congress Vice-President Rahul Gandhi on Thursday told the Supreme Court that he stood by his remarks blaming the RSS people for the assassination of Mahatma Gandhi and said he was ready to face trial for alleged criminal defamation of the outfit. Gandhi's lawyer Kapil Sibal told the Supreme Court that the Congress Vice-President stood by what he had said about the people associated with RSS. While allowing Gandhi to withdraw his petition, the bench of Justice Dipak Misra and Justice Rohinton Fali Nariman declined his plea for exemption from appearing before the trial court in defamation case. The Congress VicePresident had moved the Supreme Court challenging the Bombay High Court order refusing to interfere with the criminal defamation case instituted by an RSS activist Rajesh Mahadev Kunte before a Bhiwandi court in Thane district of Maharashtra. Kunte is the secretary of the Bhiwandi unit of RSS. During the last hearing the apex court bench took note of Gandhi's statement before the Bombay High Court that he had not blamed the RSS as an insti-

It was also clearly suggested that the assassins were associated or affiliated with RSS. He never accused RSSA as an institu-
tion of the crime." The senior counsel said what Rahul Gandhi has said is the statement made by Gopal Godse -- the younger brother of Nathu Ram Godse who killed Mahatma Gandhi. Lalit said that if "He (Rahul Gandhi) makes a statement that he did not intend to say that RSS as an organisation was responsible for the assassination of Mahatma Gandhi then the matter could rest." At this Justice Nariman asked: "What is the problem if the page (of the Rahul Gandhi's affidavit before the High Court) exists as it is?"
"It is a statement made for the convenience of litigation," said Lalit. Pointing to the sequence, Lalit said: "He (Rahul Gandhi) intended to involve RSS. No body is interested in Nathu Ram Godse. The target was RSS. You have done repeatedly (blamed the RSS) in Assam and even after the last hearing of the matter." Congress had in the last 60 years blamed RSS for the assassination of Mahatma Gandhi, Lalit told the Supreme Court bench. In every election, in the areas where people from minority community are present, they have repeated their charge against the RSS, Lalit added. To that extent, we did ignore the role of the military power to maintain conducive environment," Raha said at an aerospace seminar here. He said India as a country was "reluctant" to use military power, especially air power, in deterring ad-
versaries, in deterring a conflict and when involved in conflict the country has been drawn into several times in the past. "And when a military solution was in sight, taking moral high ground, I think we went to UN for a peaceful solution to this problem. The problem still continues. PoK remains a thorn in our flesh today," he said. The IAF chief said the only time when air power was fully utilised was in 1971 war and the three forces blended completely resulting in the creation of Bangladesh. "But the situation has changed. We are ready to use air power to defend ourselves and deter a conflict," he said.

Unveiling healthcare initiatives worth over Rs 1,400 crore, Jayalalithaa recalled that she had increased the maternity leave to six months after she assumed office as Chief Minister in 2011 from the then previous three months. From 1980 to 2011, women employees were entitled for only 90 days maternity leave, she said in the Assembly. “Fulfilling our (AIADMK) electoral promise of increasing maternity leave
to nine months for women government employees, I would like to announce that the maternity leave will be increased to nine months,” she told the House in a suo motu statement. She unveiled a slew of healthcare initiatives which include extension of ongoing schemes, procurement of diagnostic devices like PET Scan, dialysis equipment, setting up of additional infrastructure like Cathlab and construction of buildings, all together worth over Rs 1,400 crore. She said ongoing healthcare schemes of “Amma Arogya Plan,” “Amma Master Health CheckUp,” and “Amma Master Health CheckUp Plan for Women,” will be extended to Coimbatore, Tirunelveli and Madu-
rai Government Medical College hospitals at a cost of Rs 30 crore. She announced Integrated Primary Healthcare Services on a pilot basis in three districts at a cost of Rs 5.93 crore. Jayalalithaa said cathlab facility would be set up in 6 hospitals at a cost of Rs 42.20 crore and dialysis equipment for 51 hospitals at a cost of Rs.5.76 crore. New Delhi, September 1 (iANS): Millions of workers in industrial units, banks, transport, power, and government services across India will take part in a day's strike on Friday to oppose the NDA government's "antilabour" policies and demand better wages, central trade unions said. They said the strike will also flag price rise and growing unemployment, and underline workers' opposition to disinvestment in the public sector and FDI in Railways, Defence and Insurance sectors. The trade unions are demanding that price rise be checked through a pan-India public distribution system, labour laws be enforced, and all workers get universal social security. Also on their charter of demands is revocation of ceilings on payment of bonus and provident fund and increase in the quantum of gratuity. The agitation has been announced despite Finance Minister Arun Jaitley announcing on Tuesday that the government would release state employees' bonuses for the last two years, and increase minimum wages for unskilled workers. The unions that will participate in the strike are INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, UTUC, and LPF. However, the Bharatiya Mazdoor Sangh (BMS), affiliated to the ruling BJP and the Rashtriya Sawemsewak Sangh (RSS), has decided to stay away from the agitation. According to trade union sources, banking and insurance sector will be affected the most besides public sector undertakings (PSUs). Banking operations are likely to be hit across the country as six major unions of bank employees including All India Bank Employees Association and All India Bank Officers' Association have given the call for the strike. Bank unions are opposing privatisation of banks and merger of the State Bank of India (SBI) with its associate banks.

India, the report noted, has more medical colleges than any country, and 49,930 admissions were available in 2014. The Brazilian Senate voted 61-20 to convict the country’s first female president, Dilma Rousseff, of illegally using money from state banks to bankroll public spending. Mistaken for dengue, Zika cases may be underestimated NEW yORk, SEptEmbER 1 (IANS): Official statistics may underestimate the size of the epidemic caused by Zika virus as some Zika cases may be misreported as dengue, say Brazilian researchers. The methodologies currently available to the public health system and private labs and hospitals may also produce false positives for dengue in patients with Zika because the two viruses are so similar, said lead researcher Mauricio Lacerda Nogueira from Sao Jose do Rio Preto Medical School (FAMERP) in Sao
Paulo, Brazil. The team performed molecular tests on blood samples from 800 people treated as suspected dengue patients at the emergency facility of Hospital de Base, Sao Jose do Rio Preto’s reference hospital, between January and August 2016. The initial diagnosis, based on clinical symptoms and serological tests, was confirmed in only 400 samples. More than 100 of the cases analysed were positive for Zika virus, and the virus that causes chikungunya fever was identified in one of the samples.
“These results suggest the classic division usually made between symptoms -- associating conjunctivitis with Zika and joint pain with chikungunya, for example -- is only for classroom use. In practice, the symptoms can’t be separated like that,” Nogueira said. “It’s also practically impossible to distinguish between the three arboviruses with the serological tests currently used on a routine basis by laboratories and emergency services,” Nogueira noted. Although new serological methods capable
of distinguishing accurately between Zika and dengue antibodies have been developed, so far they are used only in academic research, he added in the study published in the Journal of Clinical Virology. Thai government to resume peace talks with insurgents bANgkOk, SEptEmbER 1 (REutERS): Thailand’s military government said on Thursday peace talks with Muslim separatists operating in the far south of the country would resume in Malaysia, but no agreement would be signed unless the insurgents observed a ceasefire. The separatists from the farsouth Muslim-majority provinces of Yala, Pattani and Narathiwat have been blamed for an unprecedented string of bombings last month in several tourist towns that killed four people and wounded dozens. A decades-old insurgency in the deep south of predominately Buddhist Thailand flared in 2004 and more than 6,500 people have been killed since then, according to the independent monitoring group Deep South Watch. Talks between the government and insurgents began in 2013 under the civilian government of Prime Minister Yingluck Shinawatra but have stalled
since the military overthrew her government in 2014. Defense Minister Prawit Wongsuwan said negotiations would restart on Friday in Kuala Lumpur, the capital of Malaysia which has been trying to broker negotiations. General Aksara Kerdphol, the Thai government’s lead negotiator, told Reuters the rebels had to show good faith by ending violence. “I have been instructed to tell the groups that there must be a peaceful situation on the ground before we are willing to sign any document,” he said. Malaysia’s Bernama state news agency said Thai officials would meet representatives of the MARA Pattani “separatist umbrella group”. Bangkok-based analyst Anthony Davis, at security consulting firm IHS-Jane’s, told Reuters a ceasefire was unlikely as the main group behind the violence, Barisan Revolusi Nasional (BRN), had been left out of the talks.

NAypyIDAW, SEptEmbER 1 (AFp): Delegates from one of Myanmar’s most heavily armed ethnic groups stormed out of peace talks on Thursday in an early blow to a landmark gathering aimed at ushering in a new era of peace. The five-day conference in the capital Naypyidaw has been hailed as the best chance in a generation for Myanmar to end wars that have raged for up to 70-years, claiming thousands of lives and keeping the country mired in poverty. Among the militias attending is the powerful 20,000-strong United Wa State Army. They stopped fighting the government years back in exchange for control of a remote portion of territory bordering China which is now a notorious drug manufacturing hub. They had originally refused to make this week’s talks, arguing they signed their own ceasefire with the previous military government back in 1989. But they eventually agreed to attend following discussions last month
with de facto leader Aung San Suu Kyi and after pressure was applied by China, which retains significant influence over the group. Yet on day two of the talks four USWA delegates walked out, officials said, reportedly after being told they could not address the gathering. Government peace negotiator Khin Zaw Oo told reporters the Wa had been given observer badges, instead of ones allowing them to speak, angering their delegation. But he played down their departure, saying it was a “misunderstanding” that could be solved. “This is a misunderstanding,” he said. “Our committee will go and meet them if they are here (in Naypyidaw). Complete polls by December 30: Lodha panel directs BCCI New Delhi, September 1 (iANS): The Supreme Court-appointed Justice Lodha Committee has directed the Board of Control for Cricket in India (BCCI) to hold its elections for the apex council and the Annual General Meeting (AGM) by December 15. The decision was taken during a Lodha Committee meeting on Sunday. The panel also set a second set of timeframes for the cricket board to form a fresh Indian Premier League (IPL) governing council by December 30 while asking the various state associations to wrap up their own elections by November 15. The board had already decided to convene its AGM on September 21. "It was decided to direct the BCCI that the AGM to be called on 21.9.2016 be limited only to routine business concerning the past year (2015-16), and deal with any business or matters relating to the next year (2016-17) only after the adoption of the MoA and Rules as per the recommendations of the Committee in accordance with the same," the Lodha Committee said according to the minutes of its Sunday meeting. The committee also released minutes of all its meetings in the last month from which it was learnt that on August 25, BCCI Secretary Ajay Shirke had submitted a "First Compliance Report", detailing the extent to which the board and the state associations have implemented the reforms recommended by the Lodha Committee.

Sony Corp-owned SPN holds broadcast rights for the annual cashrich Indian Premier League Twenty20 cricket tournament while also having the rights for the domestic leagues in South Africa and the West Indies. TEN sports will now add all three formats of international cricket to the network with the broadcast rights of boards in South Africa, Pakistan, Sri Lanka, West Indies and Zimbabwe. SPN's biggest competitor Star Sports, a unit of Rupert Murdoch's 21st Century Fox, owns rights to cricket giants India's home matches, Australia, England and also the International Cricket Council-organised World Cups. "We have IPL which is the biggest cricket property. That will now be complemented by the rights of five cricket boards that TEN Sports has rights to," SPN Chief Executive N.P.
Singh told Reuters in an interview. "We are already the home of international football. We will now get the UEFA Champions League and the Europa League." "They have a strong footprint outside India as well. All this put together, it made perfect sense for us to make the acquisition." his article is not intended to teach anybody, but I am prompted by the way an anonymous NPF MLA who lodged complaint in the public domain that his party used to whip and muzzle therefore not free from putting questions pertaining to developments as though either he is imprisoned or as there are no facilities for him within his sphere. No doubt good governance much depends on the leadership of the government. Much can be achieved under a leader who is God fearing, and much more can be achieved if that leader is proactive in promoting the genuine Gospel missions in cooperation with the Churches for we are Christians. However, to have a delivering, transparent and effective government in our democracy, the ability, the integrity and the sense of accountability of the treasury bench to public will still be found wanting and it cannot fetch the desired result. Indeed, a robust and hardworking Opposition bench plays vital and indispensable role in good governance. To always keep the government alert and on tender hoof for any issue concerning the interest of Nagaland is the primary duty of the Opposition. The absence of opposition has indeed impaired a government. It can therefore be compared to that of a man having only one eye or partially deaf or to a man who has a single arm or leg. Yet, he is also a man as good as any other person who has no deformity. The sole difference will be the performances between the two. In order to let a government perform, the parliamentary democratic rights and opportunities are provided to elected members in the Rules of Procedure and Conduct of Business in Nagaland Legislative Assembly which was adopted on 17th August, 1964 and edited from time to time. Under the Rules, an MLA has the following opportunities to participate and seek for answers both verbal and written, raise issues and submit suggestions. 1. An MLA can put up any question to any department in written to Secretary, Assembly with 10 days in advance to the date of commencement of Assembly session either as Starred or Un-starred as per Rule 31 read with Rule 37. The first one hour of every sitting from 9:30 a.m. to 10:30 a.m. is exclusively reserved for Question and Answer. It begins with starred Questions and answers with instant supplementary questions. This one hour is the gruelling session particularly for the corrupt and non-performing ministers. When all the set questions for the day are covered within less than one hour, the UnStarred questions to which written replies are laid can be covered with supplementary questions, if any, for the remaining minutes. 2. Zero Hour: When the House resumes after tea break or lunch break, an MLA can raise an issue which is of urgent public importance without prior notice to Speaker under Zero Hour. When Speaker allows, the Leader of the House or any concerned Minister may be required to respond. 3. The Governor’s address and the Motion of Thanks: In the first Session of every year, it is mandatory for the Governor to address the House. Following which the government moves for thanks to Governor for having addressed the House. This is the opportunity for the Opposition to move for amendments in written to any point or issue so raised by Governor in his address as per Rules 15. Lengthy debates are elicited as MLAs are free to speak anything under heaven though the Speaker has the power to expunge the words in the speeches when found un-parliamentary. 4. The Budget Presentation: The second major debate is on the Budget Speech by Finance Minister. This is the opportunity for MLAs to question, point out the anomalies, expose the corrupt activities and add suggestions to government. The nature of debate is same with the debate on Governor’s address. 5. Cut Motions: When the Demands for Grants are placed, the Opposition is given the opportunity to move for Cut Motions as Policy Cut, Economy Cut or Token Cut in written against each grant as per Rules 151. While voting for each Demand, the MLAs have the liberty to question specific issues to which the Minister concerned is required to reply instantly to satisfy the questioner before voting. 6. A matter of Public Importance: An MLA can move for discussion on a matter of public interest with the approval of the Speaker. Normally brief debate takes place when admitted by the
Speaker. Besides, there are other opportunities as Calling Attention to Matters of Urgent Public Interest under Rules 54, Motion for adjournment on a matter of Public Importance under Rules 56, etc. are the opportunities for the MLAs to give wakeup call to government. Meanwhile, in the 53rd year of Nagaland Statehood, a new legislative procedure is found practiced as exposed by the recent disclosure of an anonymous NPF MLA that he is not free to put questions in the Assembly sessions and the subsequent denial by Parliamentary Minister the next day. Both the assertions are contentious and therefore one may be right, the other may be wrong. The Nagaland Legislative Assembly had created parliamentary history in the second last Session when the Speaker adjourned the House after 15 minutes sitting. I can imagine those members who came late and failed to take seat immediately after hearing the calling bell ringing had to leave the house when just took seat. Few individuals instantly reacted to the incident of the degree of concern the present day members have for the people of Nagaland. This episode may not die easily, rather it may become one of the talking points in 2018. The result of silence of MLAs in the Assembly is the pin drop silence of developmental activities in their constituencies. The MLAs are not elected to be dragged around by their nose ring by their bosses or to waste time sitting like owl in Assembly while their constituency people are reeling under erratic power supply, lack of medical facilities, namesake running schools, vehicles without roads, non-payment of salaries, non-release of funds against Village developments, and so on. The MLAs are not elected to remain mute, and remain as helpless as prisoner in the name of party discipline for 5 years. To question any Minister/Parliamentary Secretary on any issue pertaining to the interest of a constituency or the State either in the form of written question as Starred or Un-starred or putting question to anyone of those manning departments during the said debates is the constitutional right of any MLA irrespective of being in ruling party or in opposition. An MLA wanting to hear reply from anyone holding a portfolio either on the floor of the House or in legislature meeting is never anti-party. Rather, if an MLA fails to inquire about what the government is doing for his constituency and his State, he becomes a misfit and a betrayal to his voters. In the contemporary Nagaland politics, it is reportedly known that MLAs do business with Assembly questions. For instance, when an MLA puts up a question on sensitive issue, he is approached for withdrawal. In order to get the question in question withdrawn, change of hands used to take place between the questioner and the questioned. The other failure of the MLAs is the lack of gut and determination to put questions on the matters of public importance and sensitive issues. Today, the timidity syndrome seems to be the guideline for MLAs and due to which the anonymous NPF MLA failed to react to Parliamentary Minister or the MLA in question was caught wrong. Perhaps he thinks that it is too risky for him to have street fight for the sake of his electorate. This is one of the major factors whereby corruption is encouraged by nobody else but by elected representatives. This is how the honest lobby is weakened and disappointed. This is how transparency in governance is overshadowed by nonsensical and shoddy governance. With regards to the complaint of the anonymous NPF MLA, in case what clarification given by Parliamentary Minister is correct, the complainant may be feeling sandwiched between his electorate and the unavoidable witch hunt during the storm of anti-incumbency monsoon. Secondly, despite of the clarification and denial of Parliamentary Minister of NPF and that the democratic practices are in operation, there is a room for doubt as I read between the lines of his press statement. The Minister gave much importance to pre-Assembly session exclusive party legislature meetings. In such meetings MLAs are given chance to question anyone on any issue, and it should be enough. Therefore, there is possibility that NPF MLAs are sternly warned not to embarrass the government on the floor of the House. A ruling MLA being bullied and deprived of his freedom of speech by his party’ Whip and an NPF MLA reeling under phobia can be the benchmark of Neo-democracy in the contemporary Nagaland politics. ome practices in Nagaland are quite evil. There are some areas inwhich the government over does somethings unhealthy for the people and undoes somethings that may promote overall development of all the people of the state. We call ourselves Christians and invented the slogan, “Nagaland for Christ”which signifies that Nagas have committed to live as per the words of God and the teaching of Jesus Christ in the Bible. We became Christians due to the unceasing effort of the western missionaries who taught us english alphabets and the Bible and baptised us decades ago. Thus the Nagas acquired education and transited from ancient and medieval eras of animism and head hunting to modern period of christianity and democracy. There is an adage that Nagas were known for their honesty.Corruption was unknown in the government during the initial stage of Nagaland statehood and it is said that even 10 paise of the government fund was accounted for in the legislative assembly and all the unused money was refunded to the central government. However, disproportionate peoples representation in the legislative assembly and government sector among variousNaga tribes is ironic. Assembly constituency is a division of state on the basis of proportionate population butit is grossly disproportionate in Nagaland.It would be delightful for beneficiaries to enjoy extra facilities and privileges but for victims it is unfortunate to miss the due share of avenues to progress alongside.The 33 % reservation quota for backward tribes is a mockery in Nagaland and it is reserved for governmentrunners to dispose off through the backdoor. As a resultgenuinely deserving people are deprived of the opportunities to rise in life and compelled to suffer economic inequality.Even the head of department fills up all the vacancies without taking prior approval from the government on the eve of retirement. The more astonishing is that each successive state government would never bother to implement its decision in toto and spirit. There is no binding for the government to break its decision any time. There is no systematic price control in Nagaland and it is a nonissue for the
government. So the price of commodities, goods and itemsare exorbitant and imbalanced. But it is a serious issue as it affects the income of every individual low or high and the most negatively affected are the cultivators and low wage earners. Government has ever allowed business units to charge maximum price without assessing and verifying the quality and quantity of items being sold, served, the toilets and cleanliness.Uncontrolled tax collection at check posts has been under practice. Many private companies have duped our people on the pretext of providing multiple returns but the government has not bothered to create solution to prevent deception. How can a welfare government be silent when some are easily taking away the hard earned money on the pretext of business. Government talks big of industrialising the state as part of agenda but how can industries be established when there is maximum load shedding of electricity. Nagaland can not runeven a cold storage due to irregular electricity and sometimes even for a number of days. Who will run industries or factory on fuel /batteries using generators/inverters. Many small units are incurring loss and closing down due to electricity failure. Old electrical transformers are always burnt and under reparation. Say it is because the government has no fund to purchase new machines for replacement and due to electricity theft. But the power consumers are payingmaximum and not minimum fees and so is it not true that the theft amount is recovered from the genuine subscribers. Looking around the miserable road condition, don’t we feel that people and costly vehicles deserve to ply on black topped roads. Lots of expenditure is incurred on vehicle repairing due to bumpy jumpy roads. Does not it reflect the wisdom of government? Is it not ashame when tourists visit the so called switzerland of the east and a land of festivals to view the mirror of Nagaland? Where is the sense of reaponsibility gone to.This is how we are intending to transform Nagaland into smart cities. Corruption coupled with tribalism has negatively affected the Nagas. The richer are becoming richer and the poor poorer. Christianity has contributed a lot to the
Naga society but corruption and tribalism have demoralised and degraded our society. Backdoor appointment is the easiest way to get white collared jobs for people who lack the courage and confidence for competition. Backdoor appointment leads to incompetence, irresponsibility, demoralization, dishonesty and gross corruption which are signs of weak government and so is the government of Nagaland.There are backdoor contracts/ schemes/funds allocations which are less talked about but are equally disadvantageous to the Naga society. It shows that the state government does not hesitate to promote mediocrity in the highest level of service or provide quality service.Naga society has become stagnant due to moral degradation. People just want to occupy high position without earning it with big sacrifice and high intelligence.All theseunfair practices are the indication that corruption in Nagaland is at its zenith. Will it be called achievement of an individual or society when jobs, white collared jobs, money, wealth, and status are obtained by losing competitive spirit. Can there be any real development and progress in absence of competition? It is commendable that the church bodies have succeeded in declaring Nagaland as dry state and now it is turning attention towards electoral reform to remove evils of purchasing and selling votes, bogus electorates and riggings. But, who will preach the people and elected representatives to give others what is theirs and not to cheat and snatch others and why christian churches are silent. Naga people badly need good and talented leaders but they prefer financially more powerful candidates because they have become so weak. Are our churches strong enough to be not politicised and to bring about true social and spiritual transformation in Nagaland? Taking huge step to remove a big evil without taking care of every little evil will never lead to a fruitful social and spiritual transformation. Because every uncared little evil thing can grow up and become a big evil and destroy the society. Thus every little evil needs to be refined indeed is a task of bigger sacrifice of a local church in order to eradicatethe evils in the Naga society. K.Thong (Achilo)
33% woman reservation in Nagaland

here has already been a lot of talk on Woman Reservation in Nagaland. I also have something to tell, and if anyone has any Time he or she could discard, this is what I want to say: It is Human to fill happy when someone gives us Special Treatments. Understandably all Women will feel glad to have the special Woman Reservation. Any Special Treatment given out of love is divine but favorable Treatment given outside of a gracious heart is Partiality and Partiality in the Human Society is Evil. Any Special public Rights given to any section of the Public is Inequity and devoid of Justice and any Public Right given to Woman in general to compensate her mistreatment in the Society is fundamentally unethical. Any special grant outside of a gracious heart is Partiality. Instead of granting of subsequent compensatory Reservation Right, the initial fundamental malady of mistreatment in the Society should better first be removed; then, the need for granting of the special compensation would not arise. The worst curse of Caste System and its mentality in the Hindu Society is the malaise of the discriminatory treatment the Untouchables and the woman is subjected in the Hindu Social norms. Once this fundamental discrimination is removed, the need for compensatory special Reservation of Public Rights to be given to the Woman would not arise. The removal of
the fundamental initial malady first would remove the subsequent need of compensation. To illustrate the case: There is Church in Nagaland often organizes Church Sales, of the Free Gifts received from its Members. On such Occasions, the Articles are sold at reasonably low Price so that the Common uncommon-Members could also have a chance to buy the Goods. But before the Opening of the Sales, some Members of the Church Committee select and separately keep aside as ‘Reserved’ the choicest Articles for themselves; this is anathema to the Gospel of Christ, the Doctrine the Church preaches with zeal. Similarly, to keep 33 % Seats of all elective public Posts of the Society as ‘RESERVED’ for one specific section of the People alone would be unethical partiality in an open evenhanded practice of the Society. To give the Way in the Traffic to an emergency Ambulance, Siren ringing its way to the hospital with the injured; to give way to Fire fighting Truck rushing to put down a Fire somewhere in the City, to vacate a Seat to an Old man or an elderly Women on a running Bus, are all acts of good sense of a civilized Society. These Acts are not Partiality to some specific Individuals in the Public. It is very true; the woman is very often ‘sidelined, neglected and even discriminated in life’ by an uncaring Society and
husbands bashing their wife are more in number than there are wives who bash their husbands. Each specific Case needs specific treatment equally according to the Law. It is also true in very many cases, women are no less Intelligent than Men; in fact some Posts in the society are more suited to the woman than man, but all Public Posts in the Land must be open equally to every male or female. Even the Post of the President a Nation is open to Male and Female equally. Keeping 33 % of all elective Posts in the Land Reserved for Woman alone by Law is, fundamentally Inequity. Public Distribution of Public Rights must be open to everybody Female and Male equally. Every elective Seats need to be open to every Citizen of the land male or female above 18 years and above Age, rich or poor, great or small, degree holders or not, even the Blind or the Deaf, except Liars or Criminals must be equally treated. Some Nagas say ancestral Land is never given to the Woman; this is not true. It depends on the Giver; Landed Property when in abundance is given to the daughters also. The Christian Naga will adjust to the Ethical values and good conscience of every Generation. berLin, September 1 (AFp): Bastian Schweinsteiger let the tears flow on Wednesday as Germany's captain made his final appearance for die Mannschaft in their 2-0 friendly win at home to Finland. Schalke's Max Meyer and Arsenal's Mesut Ozil scored Germany's second-half goals, but the night belonged to Schweinsteiger, who played the first 66 minutes in Moenchengladbach on his 121st -- and final -- international appearance. "I think you all saw how it effected me. I had just wanted to enjoy every moment, but I hadn't expected it to be so lovely," admitted Schweinsteiger who was carried off after the final whistle by his team mates. Alfaro had represented Uruguay at the Under-17, U-20 and senior national team. He has had resounding success at the club level having played in leagues in Uruguay, Argentina, Italy and the UAE. Living up his passion for the game, Hotovi Ayemi, an 18-year-old right-footed striker from Kohima, has made his debut along with his club, DSK Shivajians Football Club, a Pune-based I-League Club at the ongoing Durand Cup this year. Standing just 5.6 foot tall, Ayemi joins the likes of Lorinthung Jami Lotha of Merapani Foothill village, who played for Mohun Bagan I- League U-19 last year and more recently Khwetelhi Thopi, a 25-year-old winger from Chizami village under Phek district, who moved to newly promoted ILeague side Aizawl FC for the 2015–16 seasons. Ayemi was playing junior I-league for his club but made it to the senior team at Durand Cup which started in New Delhi on August 28 and concludes on September 11. Twelve teams are competing at the 128th edition of the oldest football tournament in Asia and the third oldest tournament in the world. Durand Cup started way back in 1888. Hailing from the State capital Kohima, the proud son of Er Hotovi Ayemi had represented his school, Assam Valley School, in various football tournaments across the country during his school days. After his 10th standard,
he was invited by Lajong Football Club, Shillong and after a short stint went to South Korea where he trained for 2 months. On his return, Ayemi was selected by the DSK Shiviajians Football Academy when the club came to Shillong scouting for young players. The Pune-based academy was set up in collaboration with Liverpool Football Club. The academy players are trained under the guidance of coaches from English club. Kosovo, who play their first competitive international on Monday when they visit Finland in a World Cup qualifier, were accepted as members of FIFA and European football's governing body UEFA in May despite fierce opposition from Serbia. FIFA told Reuters that it had received a "series of requests for change of associations from the Football Federation of Kosovo. "The various applications are currently pending and being investigated. As a result we are not in a position to further comment on them, nor to give an estimation of the time line." The Swiss federation (SFV) said its players with Kosovar roots had been put in "a very difficult situation" and criticised FIFA for failing to clarify the situation. Albania also have players with Kosovar roots. The Swiss federation complained in a statement that "the current situation suffers from the lack of clarity in regulations. "The SFV wants this situation to end as soon as possible. Unfortunately UEFA and FIFA have not responded to these approaches. "The SFV regrets the priority of the Kosovar directors has been in trying to recruit players for the next World Cup qualifiers instead of consolidating the foundations of their federation."

When queried about his favourite player or team, Ayemi diplomatically maintained that he admires the play of all teams. “They all have a unique play. But I have a soft spot for Liverpool,” he admits.
Future of Italian F1 race set to be settled
monzA, September 1 (AFp): After months of doubt, the future of the Italian Grand Prix is expected to be resolved this weekend with Formula One's commercial ring-master Bernie Ecclestone signing a deal to keep the event at its long-time home Monza. The head of the Italian motorsport federation (ACI), Angelo Sticchi Damiani, told reporters at Monza that a 68 million euros ($75.7m) agreement has been provisionally agreed keeping the race at Monza for three more years from 2017 to 2019. He said that he hoped final details will be agreed during this weekend's Italian Grand Prix with a formal announcement confirming the deal. Sticchi Damiani said that the local Lombardy Region had agreed to contribute around 15 million euros ($16.7m) to ensure the deal went through.

In late deals, Brazil defender Luiz returned after two years at Paris Saint-Germain, while France midfielder Moussa Sissoko left Newcastle United for Tottenham Hotspur. The two moves took spending for England's top flight to about £1.17 billion ($1.54 billion, 1.38 billion euros) -- smashing the record of £870 million for a single transfer window set last year. Enriched by a new £5.14 billion domestic TV rights deal, 13 of the 20 Premier League clubs broke their transfer records during the two-month window, in a spree that put Europe's other top divisions in the shade.
