On the Cover... Cliff Miller, DVM, Moberly, Mo. was honored at the Missouri Veterinary Medical Association’s 128th Annual Convention on January 25th as the recipient of the coveted Veterinarian of the Year Award. He was recognized for his lifelong dedication to his community, his clients and to the veterinary profession. Dr. Miller is past president of the MVMA and has served multiple terms in district leadership. He also serves as the chairman of the legislative committee for the association and has been very active in state legislative issues that impact Missouri’s veterinary profession and animals. He is owner/practitioner at Green Hills Veterinary Clinic in Moberly, Mo.

From the President I would like to thank each of you for entrusting me with the leadership of your association. We just finished another successful convention in Columbia and it was great to see colleagues David Gourley, DVM from across the state and across generations. I reflected as I saw the pillars of our association mentored so many of us by example. I saw the next generation excited and nervous to embark on this wonderful career. Many of us in the middle too often lose sight of the enthusiasm we had when we started and fail to reflect on the journey, and to appreciate the great profession of which we are part. I believe the next 10 years will see more change to the veterinary profession than the last 30 years combined. The humananimal bond, stronger than ever, brings many opportunities, and challenges, to the profession. The MVMA has always been important to the wellbeing of our profession,

but with changing views in society it will be even more crucial in coming years to ensure that the veterinarian continues to be the expert in advocacy issues involving pets and livestock. Social media creates stresses and challenges much different than those I faced at the outset of my career. However, the basics of professional ethics that I was taught by my mentors is unchanged. Treat others in our profession as colleagues, not as competitors. Do not be quick to judge, as the last veterinarian to look at a case has the best chance of being right. Do not badmouth colleagues and try to build yourself up by belittling others. Treat others as you would want to be treated if the roles were reversed. These basic principles are what sets us apart from other professions. And it is what needs to be reinforced through the generations. The older generations tend to think they had it much tougher, and younger generations are too soft. The younger generation tends to think the older generation is out of touch, and cannot relate to modern social pressures and challenges. In reality, as

much as things change, they stay the same. Older generations need to be objective and understand that things have changed, that fresh ideas and views are needed to advance. Younger generations need to understand that wisdom comes from experience, that even though times have changed, the lessons remain the same. Over the past several years the MVMA has identified young leaders and encouraged their participation in leadership. This assures that there is collaboration of generational leadership and assures the future of our association. It is each generations responsibility to ensure the future of our great profession. We will build on the foundation of those who have proceeded us, while embracing the future of an evolving profession and mentoring and empowering the leaders to come. David Gourley, DVM

From the Vice President The annual MVMA meeting is now behind us and I have been formally installed as your Vice-President. I have been active in the association my entire career but it is finally time to step up and Ed Migneco, DVM become an officer. I have been asked on numerous occasions to run for office, but always had a reason to say no. Well, I have recently sold my practice, and am working only part-time, so I have decided there is no better time than now to become even more active in our state veterinary association. I always enjoy attending the annual meeting. Not only has it provided top-notch continuing education, but the chance to catch up with classmates and colleagues is unsurpassed. Whenever I attend a national meeting the CE is of course very good, but I 3

am usually lost in the crowd and never make the connections I feel at the state level.

communication. It was only my first week on the job and I felt like I had contributed.

I have a lot to learn about being vicepresident and then obviously moving up the chain of command so to speak. I started at this meeting to attend as many committee meetings as possible to start to get an idea of what is involved. One of the first lessons I learned is about the importance of our legislative committee. It is very easy to sit back and allow our colleagues to do the hard work of monitoring the actions of our state leaders. It is another thing to get involved and learn firsthand what is going on and what needs to be done. One of the first things I did after our state meeting was to call the Mayor of St. Louis, my hometown. I wanted to try and speak to her about the declaw ban the city snuck through in December. I sent an email to the mayor’s office and she actually called me back the next day. We discussed the issue and at this time MVMA and the city are in ongoing

When I think about all of the great veterinarians who have come before me as leaders of our state association, I have a hard time thinking of myself in that role. But I promise to jump right in and learn all I can, and to be the best leader that I can be. It may be a bumpy ride, but I promise to do a good job. Thanks for placing your trust in me. Keepin’ Up and Kickin’ Back

early 600 veterinarians, veterinary students, veterinary technicians, and their families attended the Missouri Veterinary Medical Association’s 128th Annual Convention on January 23-26 at the Holiday Inn Executive Center, Columbia, Mo. The convention offered over 90 continuing education lectures to participants. As last year, the convention offered flexible day-by-day registration which proved again to be a successful alternative for those who could not attend the full four-day event. The convention was sponsored by numerous companies and 60-plus exhibitors, and major support from the MVMA Partners For Progress members: Addison Biological Laboratory, Inc., Bayer Animal Health, Boehringer Ingelheim, Covetrus, Elanco Animal Health, Hill’s Pet Nutrition, Inc., MWI Animal Health, Patterson Veterinary, ProPartners Wealth/AVMA-LIFE, Simmons Veterinary Sales, Stopp & VanHoy CPAs, and Zoetis Animal Health. Also thanks to our Affinity Programs, Nxgen and TheSocialDVM. After two days of continuing education lectures, attendees enjoyed a fun Friday evening with hors d’oeuvres, Missouri wine, a silent auction, and friendly conversation while prize winners were drawn in the annual Missouri Veterinary Medical Foundation Drawing. Congratulations to Dr. Ryan Montgomery and Dr. Harland Sprouse, who decided to split the $10,000 prize, and to all of the other winners at this year’s drawing!

The round-robin event is always a hit with both students and doctors. The convention also offered a study hall room for students to “hit the books” without having to leave. Prior to the banquet, the Missouri Veterinary Technician Association held a reception for technicians and practice staff members attending the convention. In addition, the Recent Graduate and Collegiate Task Force hosted a forum where new veterinarians were able to sit down and share their post-graduation experiences and listen to guest speaker, Dr. Cari Wise. The highlight at Saturday evening’s Awards Ceremony, was the presentation of the 2020 MVMA Veterinarian of the Year award to Dr. Cliff Miller, Moberly, Mo.. Dr. Chuck Barry presented the award to Dr. Miller. Others who received honors during the evening included:

Dr. Cliff Miller Awarded 2020 Veterinarian of the Year Due to his lifelong dedication to the health and wellbeing of his patients and to veterinary medicine, Dr. Clifford Miller, Moberly, Mo., was honored at the Missouri Veterinary Medical Association’s (MVMA) 128th Annual Convention on January 25th as the recipient of the coveted Veterinarian of the Year Award. Dr. Chuck Barry, presented the award to Dr. Miller at the ceremony. Dr. Miller is owner/practitioner of Green Hills Veterinary Clinic, LLC, Moberly, Mo. He is a 2000 graduate of the University of Missouri - College of Veterinary Medicine. After practicing in Kansas City, he opened Green Hills Veterinary Clinic, a mixed animal practice in Moberly in 2003. He is a member of the AVMA, MVMA, AABP, and AETA. Dr. Miller has mentored many veterinary students through preceptorships and enjoys teaching tomorrow’s veterinarians. Dr. Abby Whiting Receives Inaugural Ortu Stella Award

Dr. Abby Whiting, St. Louis, Mo., received the MVMA’s inaugural Ortu Stella Award. The award was presented to Dr. Whiting by Dr. Sarah Meineka, chair of the MVMA Recent Graduate and Collegiate Task Force.

The MVMA’s annual President’s Award is given to individuals who were instrumental to the President’s efforts to advance the veterinary profession for the betterment of animal health in the state. Dr. Carol Ryan, MVMA past president, presented this year’s award to Dr. Joan Coates.

Dr. Whiting is a 2011 graduate of the University of Missouri College of Veterinary Medicine. She is currently employed at a busy multi-doctor small-animal clinic in St. Louis, Missouri. In addition to her work as a veterinarian she is also a moderator for Not One Dr. Abby Whiting (left), recipient of the 2020 More Vet (NOMV) which strives to prevent Ortu Stella Award. The recipient must in some way shine brightly, aid comrades in navigating the veterinary profession, assist in illumining the path for those around them, and/or demonstrate that they habitually strive to rise to the occasion.

The webinar is a presentation to bring help and awareness in the prevention of suicide among veterinarians.

Dr. Edward Migneco Installed as 2020 MVMA Vice President Dr. Edward Migneco, St. Louis, Mo. was installed as vice-president at the Missouri Veterinary Medical Association’s (MVMA) Annual Convention held January 23-26 at the Holiday Inn Executive Center, Columbia, Mo. As vice-president, Dr. Migneco will chair the MVMA’s Statewide Membership Committee, serve as a member of the Budget Committee, and fulfill the responsibilities of the president and Edward Migneco, DVM president-elect in their absence. Dr. Migneco graduated from the College of Veterinary Medicine at the University of Missouri-Columbia in 1986. He purchased Hillside Animal Hospital, in St. Louis, MO. Recently, he sold the practice but continues to practice on a part-time basis. He is a member of the MVMA Advisory Committee to MU-College of Veterinary Medicine and other association committees and is on the board of the Missouri Veterinary Medical Foundation. In 2002, Dr. Migneco was awarded Veterinarian of the Year by the MVMA, and this was followed in 2007 by the Hartz National Veterinarian of the Year award. Dr. Migneco has worked tirelessly with numerous rescue groups. These groups include, but are not limited to Gateway Pet Guardians, APA, Nooterville, OPSPOT, Guardian Angel Bassett Rescue, and Tenth Life Cat Rescue. 6

The museum houses over 3,000 artifacts in dozens of exhibits in which she played a major part in developing over the years.

The Distinguished Legislative Leadership Award was presented to Clark K. Fobian, DVM, Sedalia, Mo. by Dr. Clifford Miller. Dr. Thiele’s organizational abilities and leadership skills were certainly tested on May 22, 2019, when an F-3 tornado touched down in Jefferson City, causing significant damage to many homes and apartment buildings. Under her leadership, the Jefferson City Animal Shelter was receiving disaster-displaced pets on May 23, within one day of the tornado touchdown, with the shelter ultimately providing care for 39 pets.

Dr. Fobian is past owner/practitioner at Thompson Hills Animal Clinic, Sedalia, Mo. He is a 1977 graduate of the MU-College of Veterinary Medicine. He is a past-president of both the MVMA and the American Veterinary Medical Association (AVMA). He has served on numerous committees for both associations and received the 2006 MVMA Veterinarian of the Year Award.

Highlights and Actions of the MVMA Executive Board Meeting January 23, 2020 Columbia, Mo. The Missouri Veterinary Medical Association met January 23, 2020 at the Holiday Inn Executive Center in Columbia, Missouri. The following are highlights. All formal actions were moved and seconded by board members, and all motions carried, unless noted otherwise: • The MVMA Executive Board reviewed and approved the minutes and financial reports of the association. • Reviewed the Strategic Plan

• Heard a statement from AVMA Vice President candidate Sandra Faeh, DVM. • AVMA Immediate Past President John de Jong, DVM, and MVMA Delegates to AVMA Carol Ryan, DVM and Chuck Barry, DVM reported to the board. Items included AVMA’s Foundation donations to Australia in the midst of the wildfires there, and updates on AVMA’s declaw policy, opioids and cannabis issues, euthanasia guidelines, and AVMA’s work with airlines & government on regulations for service and emotional support animals.

• Also heard report of Missouri VMA’s representatives’ visits to Congress in Washington last summer. • Heard a report of legislation and policy currently active in the Legislative Committee. • Reviewed the activities of an MVMA delegation of members who visited with legislators in mid-January regarding the need for funding of the University of Missouri Veterinary Diagnostic Laboratory. • Heard a report of the Rural Veterinary Task Force charged with reviewing information in the media regarding large animal veterinarians, recommending actions the MVMA should consider regarding the future of large animal veterinary medicine in Missouri. • Reviewed plans for the 2021 convention in Columbia, Missouri. • Set Policy for out-of-state residents applying for collegiate membership • Reviewed and approved previous board action approving to send to the General Membership meeting a proposal for a small dues increase beginning May of 2020. • Acknowledged the Social DVM as an Affinity Partner with MVMA • Recognized the Market Veterinary Forum as a replacement for the Health and Regulatory Committee meeting Sunday morning of the convention. • Took note of the MVMA Leadership Conference on Saturday, April 4 in Columbia, and the next Power of 10 Class beginning in June, 2020. • Heard a report of the MU College of Veterinary Medicine by Dean Carolyn Henry. • Hosted the Mo. Veterinary Medical Board for a question and answer session. • The Board also reviewed the minutes of all MVMA committees and other entities.

Braun, MVMA Deputy Executive Director MVMA staff attended the Missouri Department of Agriculture’s (MDA) after-action report and improvement plan on Friday, November 15, 2019 after the MDA attended the 14-state African Swine Fever exercise. There were several veterinarians in attendance at the after-action report and improvement plan. One of the ways MVMA offered to help was to inform our members of the Secure Pork Supply (SPS) Plan. Veterinarians can help prepare themselves and their producers for a Foreign Animal Disease (FAD) outbreak such as foot and mouth (FMD), classical swine fever (CSF), and African swine fever (ASF) by having a SPS Plan. Veterinarians may be called upon to assist their clients in creating/filling out the Secure Food supply plans, especially the biosecurity evaluation portion. Participation is voluntary. Having the SPS Plan implemented prior to a FAD outbreak enhances coordination and communication between all stakeholders. It is intended to speed up a successful FAD response, and eventually enable the issuance of animal movement permits after the extent of the outbreak is understood. This will support continuity of business (COB) for pork producers and allied industries who choose to participate.

Though this meeting was geared toward swine, there are plans in place that will help with a FAD across other food animal species. Go to: http://www.cfsph.iastate.edu/Secure-Food-Supply/ for more. Ultimately, the goal of each different plan is to encourage a farm to lay the groundwork for business continuity in the face of an outbreak. The plans require the farm to have knowledge (and readily accessible records) of deliveries and movement (food, supplies, animals, people) as well as other accesses to the farm (rodent control, service personnel, etc.) and diagnostic data. The plans also require a thorough knowledge of the on-farm biosecurity and an enhanced plan that can be enacted in the face of an outbreak. The plans will help with business continuity for a farm that is AFFECTED (within the control zone, within a control state, etc.) but not INFECTED with the disease. Because of the biosecurity protocols included in the plans, they are also less likely to be infected with the disease. 10

Over the years, everyone has celebrated National Pet Week. Veterinary clinics across America have hosted everything from fun runs, dog washes and most unusual pet contests during the first full week of May since National Pet Week launched in 1981. National Pet Week is a week of education, fun, and a focal point for celebration in the community. National Pet Week is scheduled for May 3-9, 2020, with the theme “Pets & Vets the Perfect Duet”. Missouri veterinarians, their hospitals and clinics, and communities are encouraged to celebrate National Pet Week.

DEA Implements Reporting System for Suspicious Orders Requirement applies to requests from one registrant to another All U.S. Drug Enforcement Administration (DEA) registrants, including veterinarians, are now required to design and operate a system to identify suspicious orders they receive from another registrant – such as another veterinarian – and to report those suspicious orders to the DEA. In this context, an order includes a request from another veterinarian to transfer a controlled substance from one practice/location to another – for example, the transfer of ketamine. The good news is that the impact on veterinarians who are DEA registrants and veterinary practices should be negligible, and compliance should be relatively straightforward. The AVMA has developed a template that can be used as a resource when developing a system. Why is this reporting necessary? The reporting requirements were established in a law passed last year by Congress: the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities Act, also known as the SUPPORT Act. The DEA recently launched the Suspicious Orders Report System (SORS), a centralized database required by the law, where DEA registrants who distribute controlled substances must report suspicious orders from other registrants. The reporting requirement applies anytime a registrant, including a veterinarian, is asked to provide a controlled substance to another registrant under circumstances identified as suspicious. ating substantially from a normal pattern, and orders of unusual frequency, as well as orders that seem suspicious to the receiving registrant for any other reason.

The DEA advises that the system to identify suspicious orders should be maintained in writing and could be requested during an inspection.

How to report suspicious requests The reporting requirement and SORS online database are solely for reporting requests for transfers of a controlled substance from one DEA registrant to another that seem suspicious. If a request to transfer a controlled substance to another registrant does not raise suspicion, there is no need to report it.

A veterinarian only needs to register for the database when they need to file a report of a suspicious order.

The system also is not for reporting any activity related to the administration, prescribing, or dispensing of controlled substances in the ordinary course of veterinary practice. Veterinarians should not use it to report suspicious or drug-seeking behavior by clients. If a veterinarian believes a request to transfer a controlled substance to another practitioner is suspicious, the veterinarian should take the following actions: • Do not supply the controlled substance. • Report the order to the online database (SORS). • Document the circumstances of the request that pre- cipitated the report to SORS, and retain that infor- mation with your system records.

It’s intended only as a resource. The template includes a fact sheet outlining the reporting requirements. The DEA also has developed an FAQ page to help registrants understand the reporting system and its requirements: DEA Suspicious Orders Report System (SORS) Q&As The DEA will develop rules that will be published in the Federal Register, and AVMA will review the rules and respond as appropriate. Because this is a new program, it’s very likely DEA guidance will change over time.

Our Committees@Work Animal Welfare Committee

Sunday will be Drs. Elizabeth Giuliano and Lynn Martin on the topic of Equine Ophthalmology. There will not be a fall equine dentistry seminar held in 2020.

Various issues relating to animal welfare were discussed.

The committee discussed the chiropractic bill that has been introduced in the Missouri legislature for 2020 (HB1313) that would allow licensed chiropractors to provide animal chiropractic services with no veterinary supervision. The most pressing issue involving equine veterinarians across the United States seems to be methods of euthanasia and carcass disposal. In many areas, carcasses that had been euthanized with pentobarbital are not accepted by renderers. Our goal is to get communication out to the members regarding accepted alternative methods of euthanasia and resources for carcass disposal.

The MVMA Animal Welfare Committee met at the MVMA Convention on January 25, 2020. • The proposed Declaw Ban in St. Louis was discussed. Questions regarding whether or not the mayor had signed the bill, when will it go into effect, details on what is and is not allowed and what are the proposed penalties were raised. Answers to those questions are being sought and will be reported to the membership. • Because of the increasing interest in shelter medicine, it was recommended that presentations and mini-topics on shelter medicine be presented at next year’s conference. It was also recommended that the 2020 Midwest Animal Sheltering Conference October 92020 be added to the MVMA events section. • Narcan kits were discussed and the suggestion made that perhaps there were other groups within the MVMA that would be interested in them and that a joint project could be undertaken. • A number of horse related topics and pending federal legislations were discussed including: • The Bureau of Land Management’s Wild Horse and Bureau issue where numbers on the range have reached the critical level of 106,000 horses and burros. Far above the 27,000 animals the government believes the land can support. An additional 50,000 horses are in short and long term holding after being removed from the range • The Horse Integrity Act of 2019 is a bill aimed at federal take over of drug testing for race horses in all race horse jurisdictions. The AVMA and AAEP oppose this legislation. • Santa Anita Race Track breakdown: Although there was not an increase in the annual number of horses suffering catastrophic injuries at Santa Anita in the last year, most occurred in a short period following severe rainfall. Investigations are ongoing but damage to track surface and predisposing issues such as undetected microfractures seem to be the issue. The California Horse Racing Board is making changes to mitigate the problem. • The Prevent all Soring Tactics Act of 2019 is a bill aimed at increasing oversight and penalties for the soring of Walking Horses. It has passed the U.S. House and on its way to the U.S. Senate. The AAEP and AVMA support it • The Safeguard American Foods Exports Act of 2019. This act is aimed at preventing the processing or export of horses for human consumption. Both AVMA and AAEP oppose the legislation on welfare grounds. • The goal of the committee is to make the membership aware of welfare issues in all species and provide suggestions on where the MVMA should take an active role or position on both state and national issues affecting animal welfare.

Equine Committee

The Equine Committee met at the MVMA Convention on January 23, 2020. The dates for the summer equine meeting had not been set at that time but have since been scheduled for the weekend of July 18-19, 2020. Drs. Kent Allen and Abigail Velting will be presenting a lecture and wet lab on Saturday. The speakers for 18

The MVMA membership committee met on Saturday, January 25, at the 2020 MVMA convention in Columbia, Mo. Members present included: Drs. Gourley, Hammerlee, Stohs, Stroupe, Wilson, Migneco, and Falk. Richard Antweiler and Julie Braun from the MVMA office were also present. Our committee discussed the ever-changing demographics of the veterinary profession and the need for detailed data to track our members, so we as an organization can better serve and meet the various need of the membership. We are developing a new registration application that gives us this necessary information. Please answer all requested data. This data we collect will help us meet our strategic goals of the MVMA by helping us understand the views and needs of the members and initiate action to address those needs. (Goal # 1 of Strategic Plan), and to encourage an engaged, broad -based membership. (Goal # 3), which we hope will increase our membership numbers and the value our members receive from their MVMA membership.

Missouri Stocker/Feeder Quality Assurance Program Committee

The Missouri Stocker Feeder Quality Assurance Program (MSFQAP) Committee met at the MVMA Convention to discuss the future of the program. Topics discussed included things we are doing well, but also how to move the program forward to address the evolving needs of the cattle producers, cattle buyers, and veterinarians. Looking to the future we hope to keep the program on the forefront of the industry. Some ideas suggested were only allowing double vaccinated, weaned and preconditioned calves, requiring producers and veterinarians to be certified in Beef Quality Assurance, and more effective ways of communicating when MSFQAP certified calves will sell to potential buyers. Prior to making any changes to the program, the MSFQAP committee intends to survey those currently participating for input as to how they are utilizing the program currently and how they feel the program can be improved for the future. We anticipate this survey will be available in the coming months and would appreciate as much input as possible to help us shape the future of this program.

AVMA Annual Convention

Delegate Report

In August 2019, Dr. Carol Ryan (AVMA Delegate) and myself, Dr. Chuck Barry (Alternate Delegate), attended the AVMA Convention in Washington DC. During this meeting the House of Delegates focused on issues regarding telemedicine, cannabis use in pets, student debt, improving veterinary access to FDA approved drugs and many more pressing issues. The meeting also provided the opportunity for the AVMA’s largest ever lobbying effort. Small groups representing each State had a chance to meet with our US Senators and Representatives or their staff. In these one-on-one conversations, we explained the rationale behind the AVMA support for Association Health Care Plans and the Veterinary Medical Loan Repayment Plan. We likewise took the opportunity to explain why the so called “Fairness to Pet Owners Act” is misleading and unnecessary.

AVMA Veterinary Leadership Conference

Dr. Ryan and I recently attended the Veterinary Leadership Conference in Chicago on January 9th – 11th, 2020. Members of the AVMA House of Delegates met to discuss many of the on-going pertinent issues in our profession and our Association.

Heartland Veterinary Conference New Format

The Heartland Veterinary Conference is an informal gathering of 13 Midwestern states that make up AVMA Districts 5,6 and 7. Missouri is part of District 7. The Heartland Districts get together to discuss current topics, trends and concerns regarding their state associations and the profession. This year the Heartland Conference met in conjunction with the AVMA VLC. Having the Heartland Conference at the same time as the VLC meeting provided improved efficiency and cost savings while preserving the opportunity for networking and sharing of ideas between our state associations.

Membership News

As part of the HOD’s Plenary Session, delegates heard good news about AVMA membership and other developments that will benefit members. With the association’s official membership setting a record at more than 95,000 individuals, your AVMA membership is stronger than ever. The AVMA advocacy and support literally seems to grow each year spanning every age bracket and facet of a veterinarian’s career. You can check this out for yourself by logging in as a member on the AVMA website, AVMA. org.

Both the AVMA’s $25,000 donation and the AVMF’s matching donations will be made to the Australian Veterinary Association’s (AVA) Benevolent Fund. This fund provides financial assistance to veterinarians who have lost their own property due to the fires, or who have provided charitable care for impacted animals.

AVMA Health Insurance Expands

The AVMA Trust announced it is continuing efforts to expand the association’s health plan program to provide affordable, competitive health insurance to AVMA members and their employees. They are hopeful that the plan will be offered in Missouri soon.

Cannabis, Connected Care, and Student Debt The House of Delegates also explored other timely topics, such as use of cannabis in animals, connected care telemedicine, sexual harassment, student liability issues and the student debt crisis. As we all know, these are complex and complicated issues that are impacted by the changing business and legal environments which continue to evolve and develop around them. There are no easy answers for these ongoing concerns.

Finally, the HOD session was completed by voting on AVMA policy matters involving cribbing, declawing, microchips, and the use of technology in veterinary medicine. Although sometimes discussed at length, and with some minor wordsmith revisions, all of these resolutions were passed with majority support. Dr. Ryan and I will meet at the AVMA 2020 convention in San Diego CA this summer. I’m sure we will continue to focus on these and other issues. Remember we are representing you. If you have thoughts or opinions on these or other pertinent topics, we would love to hear from you. This truly is “Our Profession...Our Passion!”

AVMA PAC Reports Success

AVMA PAC reported their new monthly giving program has been a big success amongst members. Just as with our own state Association efforts, AVMA PAC dollars help open the door to provide a chance for the AVMA to have a seat at the table and speak for its members as they share scientific knowledge and real world perspectives with the political decision makers who impact animal welfare and the legal practice of our profession. In order to continue this effort, the PAC announced a goal of $250,000 in donations for the critical 2020 election year. It encourages each member to consider making some kind of AVMA PAC donation each year.

AVMA/AVMF Work to Assist Australia

In disaster relief news, the AVMA Board of Directors announced the approval of $25,000 to aid Australian veterinarians impacted by the bush fires ravaging their country. As of December 31, 2019, the MVMA reported $291,119.37 in bank accounts and Certificates of Deposit, plus $194,557.85 in receivables, fixed and other assets for total assets of $485,677.22. It was moved and seconded to approve the financial statement as prepared and presented. Motion carried. III. Dues Increase Dr. Carol Ryan reported that the MVMA Executive Board, after careful deliberation of needs and resources of the association, proposed an $11 increase to regular active dues, with a prorated increase to the dues of other member types. It was moved and seconded to approve the dues increase as presented. Motion carried. IV. Executive Board Report Executive Board Chairman, Dr. Cindy Penrod presented the Executive Board Report from the Thursday, January 23, 2020 board meeting. MVMF Veterinary Honor Roll Inducts Dean Carolyn Henry On Saturday, January 25, the Missouri Veterinary Medical Foundation (MVMF) formally inducted Dr. Carolyn Henry into the Veterinary Honor Roll. In 2018, Dr. Henry was named dean of the University of Missouri- Dr. Carolyn Henry (left) with MVMA president-elect, Dr. Marcy Hammerle. College of Veterinary Medicine. Henry, an oncology researcher, earned a doctor of veterinary medicine degree at Auburn University. She joined the faculty of the University of Missouri in 1997 as an assistant professor of oncology. She has served as the associate director of research at the Ellis Fischel Cancer Center since 2011. Congratulations, Dr. Henry!

“Rural Missouri ” Magazine Highlights Veterinary Museum In January, Barbara Baird and Jim McCarty from “Rural Missouri Magazine stopped by for a visit to the Veterinary Museum of Missouri and it resulted in a very nice article in the magazine’s February 2020 issue. It’s entitled, “Just What the Doctor Ordered” and gives a great overview of the museum’s history, mission and collection of veterinary instruments and oddities.

The Museum has over 3,500 artifacts dating from the 16th century to the present, including: • manuscripts instructing Missouri’s first settlers how to care for their horses; • a steamer trunk filled with instruments used by a late 19th century horse doctor; • an 1870s wooden operating table for small animals • 19th century instruments, such as a wooden balling gun, a hog catcher, a Swiss trocar and farrier tools • a variety of strange and curious objects (horse pills, huge hairballs, kidney stones) Visitors touch and explore bones, animal skins, hairballs, veterinarian tools, etc., and view specimens showing the stages of a calf embryo and animal diseases. MVMA’s Quality Assurance Program What Is the Missouri Stocker/Feeder Quality Assurance Program? The Missouri Stocker Feeder Quality Assurance Program is designed to meet the quality improvement and pre-conditioning needs of producers, feeders, and consumers. This program educates participants in immunology, animal well-being and the economics of disease. Participation in the program increases producer accountability for quality and safety of the product they sell.

How Does the Program Work? Veterinarians and producers must be certified. Veterinarians are certified by MVMA MSFQAP Committee members. Producers are certified by their veterinarian. Veterinarians and producers learn how they can influence carcass quality and consumer confidence by monitoring where and when injections are administered. Once certified, the producer may participate in the program at one of three levels (white, red or blue tag). The three-level approach allows all producers the opportunity to match their level of management and facilities to the level of participation.

Level 1: Show-Me Select (White Tag) • Participating veterinarians and producers must be certified. • Calves must be properly identified with an approved ear tag. Tag numbers will be listed on an approved certificate. • External and internal parasite control is adminis- tered. • Calves will be dehorned and healed. Calves will also be castrated with a knife and healed or verified to be steers. • Vaccinations: 7-way clostridial, IBR, BVD, PI3,

BRSV, Mannheimia haemolytica with leukotoxoid, (Histophilus is optional.) • Cattle must be born on the producer’s farm. A range of birthdates or the birthdate of the oldest calf in the group must be recorded. • Bull in and out dates will be provided. • Individual calf treatments will be recorded to include date, product, dosage, route of administra- tion and injection site. • Vaccinations must be given no younger than four months of age and at least 21 days before sale.

Level 2: Show-Me Superior (Red Tag) • Weaned 45 days before offering for sale. • Meet Level 1 requirements - NOTE: Initial vac- cinations may be given at an age determined by an attending veterinarian. • In addition, a second round of vaccinations must be given using the following guidelines: • A 7-way clostridial as well as a modified live vaccine containing IBR, PI3, BVD and BRSV must be administer- ed; • Histophilus somni is optional; • Only one dose of Manheimia heamolytica is required if that dose is administered to calves 5 months of age or older; • The time frame between initial and second vaccinations must be a minimum of 21 days and all vaccinations must be completed at least seven days prior to sale; • If a veterinarian determines initial vaccinations should be given to calves less than 4 months of age then second vaccinations must not occur until calves are 5 months of age or older.

Level 3: Show-Me Supreme (Blue Tag) • Meet Level 1 and Level 2 requirements. • All cattle must be tested and be negative for persistent BVD infection. • Genetic information is optional.
