CITY HALL IS MOVING! Starting Nov. 13, our new address will be 1001 Schroeder Creek Blvd.

n Wednesday, Nov. 8 please join us at the new City Hall for a ribbon-cutting ceremony at 5 p.m., followed by an open house until 7:30 p.m.
On Thursday, Nov. 9 both City Hall and the Utility Service Center will be closed for moving. On this day only, payments will be processed and permits will be issued at Public Works (400 E. Fourth Street). • On Friday, Nov. 10, all City Offices will be closed in observance of the Veterans Day holiday. • As of Monday, Nov. 13, 2017, City Hall will occupy its new space at 1001 Schroeder Creek Blvd. (next door to the Law Enforcement Center at the intersection of Wentzville Parkway and Schroeder Creek Boulevard). • Beginning on Monday, Nov. 13, the City Hall on Pearce, the Utility Service Center (drive-thru) on Pearce and Public Works/ Community Development (on Fourth Street), will all be officially closed. A 24-hour drop box will be available at the new facility. The new facility includes staff from municipal court, finance, human resources, utility billing, administration, procurement, economic development, community development, parks and recreation administration, and more. By combining five different locations into one, the City will be able to better serve our residents. Please bear with us as we acclimate to our new facility, while maintaining the high-level of customer service you’ve come to expect. We are working hard to put new processes in place that will help us to more effectively and efficiently serve you. Thank you for your patience! •
Veterans Day Event and Memorial Rededication
A special Veterans Day event has been planned in conjunction with the VFW and American Legion. The event will kick off with a Meet and Greet at 10 a.m. on Saturday, Nov. 11 at the Wentzville American Legion Post 323 (located at 504 Luetkenhaus Blvd.). At 12:45 p.m., following the Meet and Greet, you are invited to participate in a walk from the American Legion, which will end at the nation's first Vietnam War Memorial, located at 207 W. Pearce Blvd. Beginning at 1:30 p.m. a special ceremony will take place that will feature guest speakers who will discuss the significance of this historic Wentzville landmark and its 50th Anniversary.
Holiday Night Lights Turkey Dash 5K & Fun Run
Be the first to enjoy Holiday Night Light display with a 5K or one-mile run on Saturday, Nov. 18! The Holiday Night Light Turkey Dash will take you through the light display at Rotary Park just in time to see the lights before the holiday season kicks off! This race is fun for the entire family. There is a costume contest for team, best male and best female (judging at 4:45 p.m. before the race begins at 5 p.m.). Registration starts at 4 p.m.; race starts at 5 p.m. The winners of the 5K run in each of the following age groups will receive awards: 10 and under; 11-14; 15-19; 20-29; 30-39; 40-49; 50-59; 60-69; 70 and older. The top three overall males and females will also receive awards, but they will not be awarded for winning their age group. The first 100, 5K entrants will also receive a custom race shirt! Sizes are not guaranteed. 5K: $30/Fun Run: $25.
HOA Trustees: We Want to Hear from You!
In most subdivisions, the Board of Trustees is comprised of subdivision homeowners who volunteer their time to maintain and improve their respective subdivisions for the betterment and enjoyment of all residents. Generally, the subdivision community elects trustees to their positions at an annual meeting. The duration of service is detailed in the association’s indentures and terms are usually staggered to ensure a continuing level of experience on the board. When your trustees change (or if you live in a newer subdivision) it's important to update your HOA contacts with the City. Providing the City with up-to-date contact information ensures that we are able to share important news, changes and event details (such as the annual HOA symposium) with you. Tree Lighting and Christmas Parade
The Annual Tree Lighting will start at 5:30 p.m. on Sunday, Dec. 3. The tree is located at the intersection of Pearce and Luetkenhaus boulevards. Gathering for the Tree Lighting will begin at 5:30 p.m., with holiday musical entertainment to kick off the festivities. Mayor Nick Guccione will officially light the tree, just prior to the start of the Annual Christmas Parade. The Parade will begin at 6 p.m. in Historic Downtown Wentzville, at the intersection of Linn Avenue and Pearce Boulevard; it will travel east on Pearce Boulevard and north on Luetkenhaus Boulevard, ending at the new Wentzville Fire Protection District Headquarters at 502 Luetkenhaus Blvd. At the fire station, following the parade, attendees can enjoy cookies, candy canes, hot chocolate and a visit with Santa and Mrs. Claus. Staging for the floats will take place at Pearce Hall at 317 W. Pearce Blvd. Parade participants should call Donna-Marie Pierre at (636) 332-8801.

Good to Know Preferred Parking Guidance
City Municipal Code Section 355.050 states, “No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave less than 10 feet of the width of the roadway [available] for free movement of vehicular traffic.” Residential streets are somewhat narrow, measuring 26-feet wide from the back of curb to the back of curb. This design is arranged to permit eight-foot wide parking lanes on both sides of the street with a 10-foot single driving lane in the center. Compact and mid-size cars fit within the eight-foot wide parking lane if the driver parks with the tires very near to the curb. Full-size pickup trucks and full-size SUVs must park very close to the curb and may need to fold in the driver’s side mirror to remain within the eight-foot parking lane. When possible, fullsize vehicles should avoid parking across from another vehicle to ensure the street is passable for emergency vehicles, school buses and other large delivery trucks.
Challenge Kicks Off This November: Recycle More! Trash Less.
The City of Wentzville is passionate about encouraging our residents to be forward thinking and to care about the world we live in – specifically our corner of the world here in the Wentzville community. To that end, we have been awarded a grant by the St Louis-Jefferson Solid Waste Management District and the Missouri Department of Natural Resources, which will fund a recycling education campaign during 2017-2018. In November, we will launch a five-month Citywide recycling challenge – known as the “Recycle More! Trash Less. Challenge.” In addition to educating the public about what is and what isn’t recyclable, how contamination rates can be lowered, where to recycle odd items such as textiles and batteries, etc., we will also be encouraging residents to increase their recycling rates. Wentzville has recycling/trash pickup five days a week, each day trash/recycling from a different section of our community is collected. From Nov. 1, 2017, to March 31, 2018, we will be recording recycling rates for each day of the week, separately. This will help to determine which day of the week is the winner! Every household within that “day of the week” team will receive $3 off of three months’ worth of recycling bills in 2018. So what can you do? We need your help! Please tell your neighbors about the Recycle More! Trash Less. Challenge. And be sure to watch for challenge tips on the City's social media channels. Ever wonder what happens to your recyclables after they leave your recycling cart? This video from www.Re3.org, explains what happens to your recyclables when they get to the Material Recovery Facility. The video also provides a great reminder about why plastic bags AREN'T recyclable (unless you take them to a drop-off location). A Material Recovery Facility, or MRF, is where recyclables go after they leave your curbside cart. This video explains how a single-stream MRF operates and how recyclables get sorted. Mayor's Message New Playground Coming to Heartland Park
Jake’s Field of Dreams is the name of the new universally accessible playground planned for Heartland Park. This playground commemorates Jake Vollmer who passed away in 2012 after a lengthy battle with muscular dystrophy. Jake was like so many other little boys who dreamed of playing sports. Knowing he would never play like his heroes, Jake became the greatest sports fan, cheering for all who played the games he could not. This playground will help so many kids share Jake’s dream – no matter their ability – to enjoy the thrill of being on the field as a player side-by-side with their peers. His story embodies so many of the things that we Mayor value in Wentzville - family, togetherness, our sports teams Nickolas Guccione and coming together as a community to make great things happen. This playground is an exciting partnership between the City of Wentzville and Unlimited Play, an organization that helps facilitate themed playgrounds for communities all across the United States. The City’s Parks and Recreation Fund has budgeted $500,000 toward a very unique playground that has been designed to ensure that every piece of equipment can accommodate visitors with or without physical limitations. Unlimited Play has taken the lead to raise an additional $590,000 from individuals, corporate donors and granting agencies for whom this type of project would be eligible. Friends of the Wentzville Parks will host a Trivia Night fundraiser to support Jake's Field of Dreams. The event will be held on Nov. 18; learn more on pg. 6.

Important Information Community Development Block Grants
Maintaining our neighborhoods and helping our residents are top priorities for the City of Wentzville. Community Development Block Grants (CDBGs) are instrumental in helping us achieve these goals. CDBG funding comes from the U.S. Department of Housing and Urban Development for the purpose of helping low- and moderate-income households. CDBG funding covers several programs, from helping to maintain a home or buy a home, to receiving transportation. • Home Improvement Program – This program provides 0% interest, five-year forgivable $5,000 loans to income-qualifying households for home improvement project. • Emergency Repair Program – This program will provide 0% interest, five-year forgivable $5,000 loans to income-qualifying households for emergency repairs. • Property Maintenance Program – This program offers a one-time grant of up to $2,500 to qualified homeowners to use toward addressing existing cited violations by a Wentzville inspector. The grant must be used to bring existing housing, garages and/or fencing up to code. • Transportation Program – This program provides transportation to eligible residents for necessary medical, shopping and other essential services. A limited number of trips for each selected applicant will be made available. Various restrictions apply for each of these programs, including income verification. Round Up" to Make a Difference During the Holidays
By simply signing up to “round up” your monthly utility bill to the nearest dollar you can make a great, positive impact on our senior community. This is much needed, especially during the holiday season. So how does it work? If you sign up, your monthly bills will be rounded up to the next highest dollar. For example, if your bill is $44.25, your bill will be rounded up to $45.00. Making your contribution 75 cents. The funds raised from this program will be donated to our local Meals on Wheels program. Sleigh Hay Rides
Holiday Night Lights Walk-Thru
Book a wintertime tractor-pulled hayride through beautiful Rotary Park to tour the breath-taking Holiday Night Lights.
One special night a year, Wentzville Parks and Recreation presents the Holiday Night Lights Walk-Thru at Rotary Park.
This walk-thru event, which will be held on Monday, Dec. 4 from 5 to 8 p.m., allows participants to enjoy the lights at a slower, more intimate pace. On this night, attendees will stroll through the one-mile light display, experiencing enchanted scenes, twinkling lights and holiday-themed music. After walking the illuminated route, participants will enjoy refreshments and a photo with Santa. Cost is $3 in advance and $5 at the door, per person. Free for participants under the age of 2. Inclement weather date: Dec. 5.
Rides are available, beginning Nov. 27, on Mondays and Wednesdays at 6 p.m., 6:45 p.m., 7:30 p.m., 8:15 p.m. and 9 p.m. (Except for Monday, Dec. 4 or Monday, Dec. 25). Sleigh Hay Rides are perfect for scouts, church groups, company parties or family/neighborhood get-togethers. Sip hot chocolate, munch on cookies and listen to holiday music while sitting around the bonfire. The hayride will hold a maximum of 25 people, including lap children. Rides are scheduled on a first-come, first-served basis. You must register your group ahead of time. The resident rate for sleigh hay rides is $125 or $140 for nonresidents. Two-week’s notice is required; no refunds will be given, unless the display is closed. Pay ahead of time for another lap around the park with your group for an extra $25.
Holiday Night Lights Drive-Thru The annual Wentzville Holiday Night Lights display at Rotary Park opens on Friday, Nov. 24 for the holiday season.
Bingo with Santa
Come enjoy a one-mile light display that features large illuminated commercial scenes and tunnels of twinkling lights. This holiday display is a great way to experience the magic and joy of a winter wonderland close to home. Drive-thru admission is only $8 for vehicles holding up to six passengers; $1 per additional person after the sixth. SEE SCHEDULE BELOW.
All ages are invited to join Santa for lunch and bingo!
The event will be held on Saturday, Dec. 2 at 11 a.m. The cost is $12 for residents and $15 for nonresidents. Lunch will be pizza, salad, cookies and punch. Everyone is welcome to snap a photo of Santa after lunch, with bingo following immediately after. There will be gifts for every round won, and there will be several games of bingo played! Including four corners, diagonal, traditional and coverall! Everyone attending must register.
Buddy the Elf is Back!
Between Nov. 27 and Dec. 18, be on the lookout for Buddy, the life-sized elf, at one of Wentzville’s parks and/or City buildings. Buddy will move to a new location every few days. Buddy will post pictures and/or clues about his location on Wentzville’s Parks and Recreation Facebook page (www.facebook.com/wentzvilleparks). Simply find Buddy, take creative pictures and send them to fun@wentzvillemo.org. First-, second- and third-place prizes will be awarded for the most creative photos with Buddy, on Dec. 21. This contest is open to both residents and nonresidents; enter as often as you like. Buddy is one-of-a-kind, so remember to be nice to him or Santa will know. Every family that enters will receive a prize. All photos must be submitted by Dec. 20. Photos become property of the City of Wentzville.

Filing Opens for Municipal Offices
Beginning Tuesday, Dec. 12, at 8 a.m., candidates may begin filing for the elected municipal offices that will appear on the April 2018 ballot. Candidates will need to file at City Hall, at 1001 Schroeder Creek Blvd. The filing period will remain open until 5 p.m. on Tuesday, Jan. 16, 2017. Friends of the Wentzville Parks is hosting an 80s Trivia Night on Saturday, Nov. 18 at 7 p.m. The event will be held at the Wentzville Community Club (500 W. Main St.). Come test your 80s knowledge and compete for prizes for best costume and best table decorations. The cost is $160 for a table of eight or $25 for an individual. The single-digit temperatures that will make their way into Wentzville this winter, will inevitability bring with them freezing ponds, lakes and other frozen bodies of water. However, while the ice may be beautiful, it poses some chilling dangers. At most, the ice on our ponds and lakes is only about a half to three-quarters of an inch thick. In order to support even the smallest child, it needs to be upwards of two to three inches thick. It's also important to remember that ice is dangerous for our pets, too. Though they generally weigh less than humans, they also have the potential to fall through the ice. If you see your pet venture out on the ice, do not follow them ― especially if they fall through! Even with precautions and safety plans in place, ice emergencies can happen. Although hypothermia is the greatest danger, getting out of the water is critical. Never try and enter the water to rescue a person or an animal. If possible, try to throw a flotation device or rope to help, but never go on the ice yourself. Call 911 immediately and get help on the way. The City reminds you to be safe and aware as you enjoy winter in Wentzville!
From the Board Transportation for Wentzville Senior Citizens
Wentzville’s Mayor and Board of Aldermen have approved a new partnership with ITNGateway, which offers transportation for senior citizens (ages 60 and older), adults with visual impairments and adult with disabilities. The service is available 24 hours a day, seven days a week for any transportation needs within St. Charles County. Rides are available to any destination within the service area, with no limits on ride purpose. Rides are provided in private vehicles by trained drivers. There is an annual fee of $50 to sign up, but after just three rides (which must be taken within a year of registering), the City of Wentzville will reimburse eligible residents for the entire $50 fee. The resident is responsible for the cost of the rides, which is comparable to other ride service options. To be eligible for the annual fee reimbursement, you must be a Wentzville resident. After eligible residents have completed three separate days of rides (within one year of registering), ITNGateway invoices can be submitted to City Hall for reimbursement of the $50 annual fee. Protecting Our Residents
The Board of Alderman recently adopted a “Constructive Invasion of Privacy" ordinance. The ordinance was adopted to protect residents from being photographed or videotaped when they are in an area where there is a reasonable expectation of privacy. The Federal Aviation Administration regulates the use of drones (unmanned aircraft systems) by realtors, inspectors, biologists and preservationists, farmers and other agricultural researchers, photographers and other members of the general public. This City ordinance protects residents from an invasion of privacy by a drone operator within the City of Wentzville. If you live with in Wentzville city limits and are concerned about an invasion of your privacy in relation to a drone or drone operator, please contact the Wentzville Police Department at (636) 327-5105.

Need a way to properly dispose of old computers, modems, printers, cell phones, VCRs or other electronic items? We've got a solution for you! Mark your calendar for Saturday, Jan. 6. On this day from 8 a.m. to 1 p.m. at Heartland Park (100 William Dierberg Dr.), the City will host an electronics recycling event. This "drive-thru and drop-off "event will be for Wentzville utility customers only (water/sewer/trash). Residents must present a utility bill and a valid driver's license in order to participate. On Thursday, Nov. 24, and Friday, Nov. 25, trash collection will run a day late. Thursday’s collection will move to Friday and Friday’s collection will take place on Saturday, Nov. 26.
