GARDEN gnomes are a depreciable asset that rental property investors can use to claim a few dollars back from the taxman, according to tax depreciation specialist DEPPRO. Assessor Jennie Gorham said the diminutive garden sentinels were one of many items overlooked by Australia’s swelling ranks of property investors when claiming deductions. “Many investors in Australia totally underestimate the number of items that can be depreciated for tax purposes and this comprehensive list can even include garden gnomes. “Under taxation ruling TR 2000/6/15 garden gnomes are depreciable as plant over their

Little things, and something of value After gaining the heady heights of success representing Australia in international cricket, Mike Veletta sits comfortably after 25 years in the real estate industry as a director of residential valuations for a Perth company. By ANDREW GREGORY FORMER international cricketer Michael Veletta has always valued the little things. Like the camaraderie felt by the Australians and the pivotal innings he played in scoring 45 runs from 31 balls, to help propel the national team to its first World Cup win in 1987. Or a bail taken from the wicket after they claimed victory over England in the event, “which I’ve still got around somewhere”. But just as treasured is the chance meeting with prominent Perth real estate agent, the late Kevin Sullivan, at an end-of-season cricket function in the early 80s that launched him into a career in property. Mr Sullivan offered Veletta a job as an assistant valuer and he started the next day. Now, as he approaches his 25th anniversary in the industry, Veletta reflects on the much-changed Perth property scene. Now director of residential valuations at CB Richard Ellis, Veletta can recall the times in the early 1980s when most wage and salary earners could easily afford to buy a median-

priced house in the average Perth suburb. “You could buy an older house on a good sized block at a reasonable price, all within 10 kilometres of Perth. As a first home buyer now, there is just no way that you could entertain the thought of buying within that same locality.” Despite the high price of buying a home after a number of years of stellar price appreciation, Veletta still believes in bricks and mortar and now is as good time as ever to take the plunge into property ownership. However, he said buyers do need to adjust their expectations and attitudes to be more in line with those in Sydney and Melbourne, where buyers have become more attuned to medium density living. “I think we are in as good a cycle for buying, as long as you can service the debt,” he said. “[But] we need to take a cue from Sydney and Melbourne, where medium-tohigh-density living is firmly entrenched. “In Perth, there is still a low-density mentality. More people should be looking at two-bedroom apartments – look less at land

Like many businesses in the industry, the property market slowdown has had an impact on CB Richard Ellis. “A large part of our work is with mortgage lenders, who are grappling with the impact of the softening residential market,” Veletta said. “The increase in the cost of finance is impacting on their workflow and it’s having a significant effect.” But Veletta is a born optimist and said the market can quickly turn around, just like the fortunes of the Aussies in the 1987 World Cup. Veletta said he can recall the pinnacle of his cricket career as if it were yesterday. “We were in Calcutta and it was a really early start,” he said. “We left the hotel a bit after 7am and it took an hour to travel about half a kilometre from the hotel to the ground because of the masses of people. “It was just a really great team and a really great squad. We were all relatively new to the international game. “Australia was developing as a powerhouse in the sport but we were really a long way off where we are now. So there were no great expectations on the team like there are today. “I was thinking to myself: ‘If I am not going to do anything else in this sport, I might as well have a good day today’. “I think everyone looked at it the same way – let’s just go out and demonstrate what we can do.” Australia won the toss and elected to bat first. The top order had posted 168 runs when opening batsman David Boon was caught for 75. The Aussies had lost three wickets for 17 runs when Veletta came in to bat alongside captain Allan Border. Veletta’s ability to lift the run rate in the latter stages was squarely put to the test. “I had 10 or 12 overs to play, I had to force the run rate.” His 45 runs from 31 balls was enough to lift Australia to a triumphant victory by seven runs. England fought valiantly but were unable to sustain the required run rate, falling short in the closest final in World Cup history. Veletta was in the thick of things right to the end. “I actually fielded the last ball on the boundary,” he told Residential. “I should have held on to it because it would have been worth something by now.” Spoken like a true valuer. ■

Safe havens in declining Perth property market
WESTERN suburbs real estate agency The Property Exchange has broken an 11-year stretch as an all-female real estate agency by hiring two men. New general manager Graham Freeman joined the company from Jones Lang LaSalle, while Damian Clement has climbed on board as a sales agent. “I had no doubt I was entering a very professional agency,” Mr Freeman said. “At the end of the day, they are professionals, and the good thing is they are not new to the business, and get on with the day-to-day business.” The Property Exchange girls took a few minutes out of their busy schedule to ham it up for the cameras and celebrate the introduction of Y chromosomes to the team. Sales and marketing director Niki Peinke said that no men had previously asked for a job at the agency because they thought it would not happen in an all-female property firm. The company elected to market itself as an allfemale firm after positive feedback from new clients when it was founded in the early 1990s. “After we started the company with Janey (Sanderson) in a little office on Rokeby Road, we got alot of business really quickly. We asked people, and they said they really liked dealing with women,” Ms Peinke told Residential. “We kind of got known by the other agents as ‘the girls’. After it became obvious that being known as ‘the girls’ was our point of difference, we thought if that’s why we are getting business, then we should stick with it,” she said. But times had changed and it was time for the company to move on, she said. ■
INNER-city units and apartments appear to be a safe haven in a declining Perth property market, according to the latest release from RP Data. “Perth units values have decreased by 1.35 per cent over the first four months of 2008. However the inner areas of Perth have defied the slowdown,” the company said. The RP Data/Rismark International endof-month report confirmed that capital growth had “flattened considerably” in key national markets of Sydney and Melbourne. Rismark International’s head of research, Mathew Hardman, said the housing market was experiencing a higher level of volatility from quarter to quarter. “Overall, we are entering a period of higher volatility across all asset classes: stocks, properties, interest rates, metals,” Dr Hardman said. RP Data research director Tim Lawless said that while he was confident that property values would rise in the long-term, various factors were dampening short-term and medium-term prospects – constrained demand and low confidence among investors and buyers. “Most importantly, the current high inflationary environment is causing a high degree of uncertainty in the market which translates to low buyer and investor confidence,” he said. “Cashed up buyers now have a large amount of leverage as a result of current market conditions especially now that properties are taking longer to sell and there are fewer buyers,” Mr Lawless said. ■

Crawley THE land now known as Crawley was first acquired by Henry Charles Sutherland, one of the colony's first surveyors, in 1837. Sutherland named his property after his mother, Anna Crawley. By using materials recycled from the original house as well as an old house in Midland, the owners of this residence have created an environmentally-friendly home, without compromising style or sacrificing quality. The original two-bedroom, onebathroom home was virtually gutted before the renovation and extension processes were commenced. Meaghan and her town planner husband bought the circa 1900s cottage in West Leederville in 2002 with the intention of staying long term. Meaghan oversaw the project, even while pregnant, and the transformation of the heritage residence unfolded exactly as she desired. “We love this area. Originally, we planned to stay in this house for 10 years but we got the renovating bug and we’re moving onto another project,” serial renovator Meaghan said. “That’s why we paid so much attention to detail. When people move in here all they will need to bring is a couch and beds. Everything is already here.” This statement is no exaggeration. and services at heavily-reduced rates, including air-conditioning, kitchen fittings, carpeting and lighting, saving more than $50,000 for the completion of the new house. The Rotary WA Cord Blood Bank Project will receive $150,000 from the auction’s proceeds. While there has been a general slowdown of residential land sales across the metropolitan area, the variety of land available at Meve has enabled sales activity to remain relatively stable. Available land stock includes Meve Mews house and land packages, Lakeside Vista cottage lots and the Meve Gold traditional lots with outstanding views. By ANDREW GREGORY THE Federal Government has called for advice on how to spend more than $500 million to help make new homes more affordable in areas of high population growth. Housing Minister Tania Plibersek said the Housing Affordability Fund would tackle two crucial issues affecting the supply of new homes – the length of time taken to bring new homes to the market and the impact of infrastructure charges. Long waiting times for planning approvals create significant holding costs for property developers, which are passed on to new homebuyers through the purchase price.
Charges to developers for infrastructure such as water, sewerage, transport and public spaces are another factor pushing up prices on new homes. According the fund’s consultation paper, $30 million has been set aside to create electronic development assessment system and a national online tracking service that would streamline the process. The funds will be allocated to state and territory governments, local governments and local government associations through a competitive tender process. While private companies are ineligible for
a piece of the Housing Affordability Fund, a consortium with a state or local government can apply. WA had the fastest-growing population in the most recent financial year, according to the Australian Bureau of Statistics. While Perth is the state’s main area for high population growth, the Kimberley, Pilbara and southeastern regions have also recorded rapid growth due to expansion in the resources industry. “In each state and territory, the areas with the largest or fastest population growth tended to be outer suburbs, inner areas of
capital cities and some coastal areas,” the bureau said in its latest report on regional population growth. The population living with the city of Perth boundaries rose an estimated 9.1 per cent to reach 13,486. The population of the City of Wanneroo grew an estimated 8.1 per cent to 124,887 residents in 2006-07 financial year, while the Serpentine Jarrahdale Shire grew 6 per cent to an estimated 14,194 residents. The deadline for submissions on the Housing Affordability Fund consultation paper is July 17. ■

Brutalism architecture has its place The architects responsible for this three-storey residence brought out the absolute best in it. By LUCY RICKARD SO ugly it’s beautiful – a concept based around the use of off-form concrete, sharp angles and unpretentious slabs of blank grey walls, brutalism architecture was conceived in Britain in the 1950s. Architects Colin Moore and Bob Gare took on these three basic elements of brutalism architecture when they designed this Shenton Park home in the 1970s. Making the most of the north-south positioning of the home, they managed to create this three-storey residence and bring out its best characteristics. Owners Sandra and Ian Hocking have lived in the home for 20 years, and are the first to point out the best that the home has to offer. “All of the light is the best quality of the house,” said Sandra. “The house is north-south facing, so in summer when the sun is high, the house is nice and cool,” she said.
“In winter when the sun is low, like it is now, the house is warm and comfortable.” Four bedrooms and two bathrooms sit on the top level of the home, enjoying the impressive outlook over the park to Lake Jualbup. Balconies on both the north and south sides ensure no view is missed, and allows the doors to be opened up to let the breeze run straight through. Sandra said she loved that she could open up all the sliding doors on both ends of the home and the cool breezes would air the place out instantly. “It’s like a meat-safe in the old days – with the fresh air just running through the middle,” she laughed. Charming Cheriton full of character A Gingin landmark with a collection of picturesque buildings is waiting for the right owner. The township of Gingin has a population of 500, with summer attractions including Moore River nearby at Guilderton and the Observatory and Gravity Centre. Not according to Will Scates, from Alfresco Lifestyles in Wangara. “More of our clients are opting for blinds or bi-fold doors, or bricking in areas of their alfresco rooms, so as to achieve a room that can be used for year-round entertaining,” he said. “Patio blinds are great at stopping the full force of the wind, allowing just a little of the breeze through, while glass bi-fold doors can be closed completely in the winter months.” Alfresco Lifestyles is a family-owned company with many years experience in designing and incorporating alfresco areas throughout Perth, many of which can be found in the western suburbs. “There is an entire range of gas heater that can be used in the alfresco area, but there are certain regulations to adhere to,” Mr Scates said.
“When installing gas heaters in an alfresco area, you need to be aware of the ventilation requirements and the necessary head clearance. “While you can get fake wood heaters, which are integrated into the room, these are more common on the east coast of Australia,” he said. The market for outdoor heaters has grown rapidly alongside lifestyles changes – namely the growing prevalence of outdoor entertaining during the winter months. People enjoy dining outdoors without the winter chill, so outdoor heaters are an obvious solution. There are many alternative products, but a gas-fired patio heater is a popular choice because the heat is instantaneous and effective. These units are sleek and effective, emitting a radiant heat up to 5m. Although they can be connected to the household gas supply, they generally run on liquefied petroleum gas. A
full 9kg cylinder lasts for about 10 hours. The smallest version is a tabletop heater that will take the chill off a small group sharing a drink or a meal. Another form of heating that is becoming more popular is the chiminea, or Mexican outdoor fireplace. They can be made from clay or cast iron. Either way, it is advisable to keep the unit sheltered or covered when not in use. Australian Taxation Office second commissioner Jennie Granger fired a warning shot in a speech to accountants in Sydney last week, identifying rental properties as one of three key areas of risk, alongside profit from the stock market and capital gains. â&#x20AC;&#x153;Rental income and expenses has been a strong focus for a few years, because of the large number of new entrants and the wide range of common mistakes being made in claims,â&#x20AC;? she told an audience at a National Institute of Accountants event. Last year, more than 1.5 million people claimed in excess of $24 billion in deductions relating to rental properties, according to Ms Granger. Almost 170,000 claimed rental deductions for the first time and the tax office would write to last yearâ&#x20AC;&#x2122;s new claimants of rental-related tax deductions with a special â&#x20AC;&#x2DC;to-doâ&#x20AC;&#x2122; list. The office also intends to contact some of the better-established investors who have appeared on its radar, for the following reasons: â&#x2013; Unusually high claims for rental deductions â&#x2013; Low rental income in relation to rental deductions â&#x2013; High claims for interest expenses â&#x2013; High claims for borrowing expenses Ms Granger said the tax office had reviewed or audited more than 6800 rental property claims so far this year, which resulted in more than $8.6 million in unpaid tax being recovered. â&#x20AC;&#x153;If your client receives a letter from us in relation to rental property deductions, please encourage them to check carefully all the information they provide, as weâ&#x20AC;&#x2122;ll be checking carefully, too,â&#x20AC;? she warned the accountants. Among the common mistakes were claims for deductions on properties that were not genuinely available for rent.
Many people were exposed because they failed to apportion holiday homes that were only available for rent for part of the year. Others made the mistake of claiming the full cost of a visit to inspect their property, when the trip was combined with a holiday or another private purpose. Some home borrowers overstated their claims for interest payments on loans used to buy property, to renovate or for maintenance. The tax officeâ&#x20AC;&#x2122;s fact sheet on rental property deductions states that claims for renovation costs and damage repair made upon purchasing a property cannot be claimed as an immediate deduction. â&#x20AC;&#x153;These costs are capital expenditure and generally must be claimed as either a decline in value deductions over the assetâ&#x20AC;&#x2122;s effective life, or as capital works deductions over 25 or 40 years,â&#x20AC;? it said. Capital gains tax has proved to be rich pickings for tax auditors, according to Ms Granger, who said the ATO had completed almost 6400 capital gains reviews that resulted in more than $50.6 million being clawed back by the end of April. This was partly the result of better compliance monitoring by the office, through the use of data matching, a technique used to identify unreported capital gains events.
Data matching compares a tax return with external data sources â&#x20AC;&#x201C; Centrelink, banks and other lenders, employers and companies â&#x20AC;&#x201C; to identify any discrepancies that could signal possible breaches of tax obligations. Data matching techniques have improved and the ATO now has access to more data, according to Ms Granger. â&#x20AC;&#x153;We have access to all state and territory property registers and we have recently secured share trading information from the three primary share registries,â&#x20AC;? she said. â&#x20AC;&#x153;We heavily publicise these risks and the tools available to us to check, as we really do prefer to alert people rather than catch them out.â&#x20AC;? Low-doc loans have been a significant area of concern for the ATO, which in 2005 selected 350 taxpayers randomly from eight low-doc lenders to better understand the broader population of low-doc borrowers. Through this exercise, it found that about half of them had not lodged a tax return for some time â&#x20AC;&#x201C; about three years on average. The ATO said it secured eight convictions and recovered $1.3 million in unpaid tax. However, many low-doc borrowers fully complied with their tax obligations, funding their mortgage repayments with legitimate sources such as an inheritance, or capital gains from another property investment. â&#x2013;

There are just four basic strategies to legitimately minimise tax. â&#x2013; Reducing assessable income. â&#x2013; Increasing allowable deductions. â&#x2013; Lowering tax rate. â&#x2013; Increasing tax rebates. Tax planning in recent times has moved from predominantly yearend transactions to year-round activities. However, it is often not until June that people turn their minds to tax. Keeping records all year round is crucial. There can also be big financial losses if you donâ&#x20AC;&#x2122;t have the paperwork to support your deductions. We asked the financial experts to share some of their top tax-time strategies. ANZ financial planner Jacquie McCarthy suggests a three-step process: â&#x2013; Identify â&#x2013; Assess â&#x2013; Deduct First, people should know their tax rate. Tax rates will change on July 1 and people moved into a lower tax bracket will get less bang from their tax deductions. Step two is to identify tax strategies that will suit you. Often, people incorrectly assess their financial situation, which can lead to end-of-year tax strategies that may not be suited to their particular life stage. Identifying deductions is the final step. Check everything from self-education to work-related subscriptions, car travel to work-at-home expenses to see if they qualify as a deduction. They may help you to reduce your tax bill. â&#x20AC;&#x153;On their own they may not seem like much but they all add up,â&#x20AC;&#x2122;â&#x20AC;&#x2122; she said. â&#x2013;
