The steps to creating wealth The keys to being a successful property investor is arm yourself with as information as possible before you begin – Andrea Humberstone is a success and she did it by the numbers. By ANDREW GREGORY PROPERTY Wealth Solutions director Andrea Humberstone is proof that the keys to successful property investment are obtaining the right information and sticking to a sound strategy for wealth creation. The former advertising executive knows what she is talking about – she now owns more than 40 properties and is showing no signs of taking her foot off the investment accelerator pedal. Budding property investors needed to arm themselves with the best information they can afford in order to start creating wealth, according to Ms Humberstone. The task has been made much easier by the evolution of the digital age, she said. “Donald Trump said something like: ‘If you want to build wealth, then you have to build your knowledge of wealth.’ In other words, a lot of people say they want it but they don’t show any real signs of wanting to be wealthy,” she said. “The more knowledge you have, the less risk there is because you are informed.” Ms Humberstone did not have the use of the internet when she embarked on her successful career as a property investor more than two decades ago, but gathering the right information and knowledge was no less

important then than it is today. What helped her progress along the long road to success? Picking the brain of another successful West Australian. While working at Perth radio station Mix 94.5,, she met entrepreneur Jack Bendat, who owned the station at the time. “When he came in, he used to ask us questions [about the business] and he would write down the answers in his book. A year later he would ask: ‘What happened with this, what happened to that’,” she said. It was this chance meeting that contributed to Ms Humberstone’s good fortune, but as the old saying goes, you make your own luck. “The really good thing was that he was not trying to be different, or difficult to get along with. Writing things down was a system he had used to retain important information.” “There were people who always saw that as threatening. “I just saw that as a system he had made that I could use, and still use to this day. “What we all do is try to use the brain to store all of the information required and it’s just not possible. You need to have a system where you write things down and you know where to find it when you need it.” Ms Humberstone asked Mr Bendat for some one-on-one time and fired off some questions

about his successful business practices and he was happy to help. “I didn’t understand how completely lucky I was, or anyone would have been, to have that opportunity,” she said. “If you ask people, they will give you the time of day. But we perceive that we cannot ask. It takes courage to ask, but we are all just human beings like everybody else, and happy to share information,” she said. “Having a mentor was a fast-track to years and years of knowledge.” The other key to creating wealth was having a good plan and persisting with it. And like her mentor Jack Bendat, Ms Humberstone is prepared to share the knowledge that has made her a huge success story. This year, Property Wealth Solutions is running a 12-month mentoring program for aspiring property investors, who will receive one-on-one training and support from Ms Humberstone as they take the first steps towards creating wealth. Initially, the group will hear lecturers from specialists in several fields related to property – a chartered accountant, a builder and a property valuer. Chasing rainbow of get-rich schemes a magnet for the unwary, but they are fraught with danger REAL Estate Institute of WA president Rob Druitt has warned of get-rich-quick schemes, involving property, trying to grab the attention of potential investors before June 30. Even though the boom of the past few years was clearly over, the demand for homes, rental accommodation and commercial premises remained strong. But investors need to accept that property was generally a longterm investment proposition. “REIWA records show that the property market goes through a growth spurt every five to seven

years, and you might expect to enjoy the rewards of at least one boom if you plan with this in mind,” Mr Druitt said. “However, any promotion that projects high property gains over a short period should be studied carefully. It is advisable to obtain independent advice regarding property valuations and income projections.” He said people who were serious about investing interstate should inspect properties personally and obtain independent advice on a property’s value and the state of the market.

On managed investment schemes involving property, he said it was best to get professional legal help to explain the various fees and income flows. It was also important to consider the re-sale process for shares in managed investment schemes. Those considering this type of investment should check if there is a time limit on resale and if it requires a prospectus to be issued. He said those buying “off-theplan” need to check previous projects by the developer, including the quality of

construction, and scrutinise the contract for “sunset clauses” which allow the seller to pull out of the deal if settlement cannot be reached with a specified time frame. Significant tax deductions were one reason why property remained such a popular investment. “However, tax considerations should not be the overriding objective of any investment. The property investor should be guided primarily by growth in values over the long run with regular rental income,” he said. ■

House prices forecast flat for next 12 months, then upward trend will resume

Interest rates ‘have peaked’ INTEREST rates have more than likely peaked, WA’s most successful developer Nigel Satterley told more than 300 industry people at an Urban Development Industry Association lunch at Burswood last week. Mr Satterley said a big turnout to free property affordability seminars in May was proof that there was still a healthy market for new houses, especially at the lower end of the

scale. However, developers needed to work harder to sell to a new type of buyer who was better-informed and more aware of their increased bargaining power. Buyers of new houses were in a strong position, with developers offering great deals to win business in a competitive market. “[New home buyers] are the ones who underpin the whole

market. We need to work really hard to keep first home buyers interested,” Mr Satterley said. Keystart chief executive Ivor Byrde explained the shared equity scheme in which the Department of Housing and Works will co-own up to 40 per cent of a new home to reduce the cost of houses up to $375,000. ■

INDUSTRY forecaster BIS Shrapnel has predicted that Perth house prices will remain flat for the next 12 months and only grow marginally in the 2009-2010 financial year. After the middle of 2010, affordability will begin to improve, helped by predicted strong wage growth in Western Australia. “This will provide some upward pressure on prices in 2010-11, with the median forecast to increase by six per cent,” the company said in a new research report. “The average cost of renting is set to rise much more than the cost of buying in 2008-09 and 2009-10, due to the undersupply of new housing.” BIS Shrapnel found the number of single-person households across nation is rising, despite escalating rents. Poor housing affordability and higher interest rates have failed to stop the number of single-person dwellings hitting almost one-quarter of all households, it said. The report’s author, BIS Shrapnel senior project manager Angie Zigomanis said rising rents and improving credit conditions would be the keys to the next upturn in capital city property values. “As credit conditions recover over the course of 2009, we expect banks will pass on lower borrowing rates to customers. This easing will

enable house price growth to pickup in many centres during 2009/10 and 2010/11,” he said. Based on census data, the report said the number of single-person households is growing significantly in the first home occupiers in their 20s and 30s, and among empty nesters. Paxton Hoad residential and commercial sales consultant Stephen Harrison said developers should wake up to a trend towards single-person dwellings when planning new residential estates. “This is a trend I believe that developers are only just waking up to now,” he told Residential. Mr Harrison said an entire block of studio and one-bedroom apartments on Glendalough’s Rawson Street sold off the plan to individual buyers for about $400,000 each. “In an incredibly difficult market, these apartments sold like hotcakes. Most of the buyers were singles or couples in their 20s or 30s,” he said. Unlike other capital cities, people who wanted to buy a one-bedroom home in Perth were forced to buy a small unit in an unattractive building that was 30 years old, he said. “There was nothing to step up to from that. Their next option was a three-bed, two-bath townhouse for about $600,000. And they don’t want the three-by-two.” ■

practice training and raising awareness. “Offenders typically assess a potential crime target or location before committing a crime,” Mr Coe said. “The design and management of space can create the perception that offending is more risky and discourage the offence. “Designing Out Crime can reduce the incidence of crime and the fear of crime through the use of several approaches, including surveillance, having clearlydefined boundaries, controlling access and space maintenance.” Mr Coe said although many of the policies of the unit were more tailored to the corporate level, homeowners should consider implementing them when designing their own homes. “We encourage homeowners to integrate design elements that allow clear sight lines and natural surveillance through appropriate landscaping, low walls or ‘seethrough’ fencing, effective lighting and in some circumstances, the use of mirrors,” he said. “We recommend good sensor lighting and removing ‘hiding spots’ around the property to ensure safe access. “Clearly defined boundaries between public space and private property, with distinguishable entrances, also act as a crime deterrent.” Mr Coe said the inter-agency approach to the Designing Out Crime strategy enabled better safety and security for residents. “Urban developments are now incorporating neighbourhoods with a

networks of streets, providing pedestrians and cyclists with a variety of routes – thus reducing the high proportion of cul-de-sacs. “Parks are being made safer, with the provision of appropriate vandal proof and well-maintained landscaping and more streets and houses now look onto parks and open spaces.” Construction designs have also been considered in the Designing Out Crime strategy and recommendations include integrating buildings into public places and ensuring they are safe and accessible for all users, with more doors and windows and fewer windowless walls.” Mr Coe said another strategy introduced by the Office of Crime Prevention in response to a rising number of residential burglaries is Burglar Beware. “Burglar Beware is underpinned by an assumption that crime prevention and reduction should not be the sole responsibility of police,” Mr Coe said. “All levels of government and the community have a stake in the safety and well-being of residents.” The Burglar Beware program addresses a range of issues that impact on burglary, including home security, community awareness and involvement, coordination between government agencies, and offender diversion and intervention. The State-wide awareness-raising campaigns are government-funded and will add value to any initiatives undertaken at the local level. ■

From backwater to boomtown A pioneer of Margaret River when it was little more than farmland by the sea looks at the changes that will be necessary for the region to fulfil the promise of the future. By ANDREW GREGORY AFTER almost 30 years as a real estate agent in Margaret River, it is fair to say that Ray Stocker (left) knows a great deal about the community and property market in Western Australia’s most beloved tourism destination. He founded the business now known as Stocker Preston in 1979 after “dropping out” of Perth, a practice now more sympathetically known as a sea change. Mr Stocker is now serving his final few more months as an employee of the company after selling his share of the business last year. He intends to remain in the area and work in the industry as a private consultant. “Basically, this area was pretty much a declining rural area of sheep and beef farmers when I started,” he recalls. “The whole wine industry was relatively unknown. The average block of land in town was $4,000 and you would pay about $17,000

for an old house,” Mr Stocker said. “It’s quite interesting because back then, people were a lot more welcoming because they knew they needed population growth to survive - they needed people.” Margaret River was still a sleepy town in the 1980s, with so-called “drop-outs” enjoying the surfing conditions but starting to open their own businesses. Significantly, many small, rural holdings were released in that decade. Quotas were introduced to the dairy industry, which bolstered business conditions for local farmers, and the vineyards began developing their wine brands. Winemaker Cape Mentelle won the coveted Jimmy Watson award for its dry red claret two years in a row. Even the football team was enjoying success. “It was pretty buoyant, without being over the top,” Mr Stocker recalls of the heady 1980s. “That’s when much of the tourist accommodation was constructed. A lot of accommodation was

developed either in town or on farm properties out of town.” In 1985, Dennis Horgon hosted a performance by the London Philharmonic Orchestra at his vineyard, the first in a series of concerts that featured some of the biggest names in modern music. Tom Jones, KD Lang, Ray Charles and Simply Red were some of the stars featured. Then came the 1990s – the boom era. Visitors filling the new tourist accommodation and big liquor companies began buying into the vineyards in order to get a Margaret River brand on their stock lists. Mr Stocker said it was important to remember the humble beginnings of the renowned wine and tourism region in light of the nature of Margaret River today. With a controversial planning strategy now being considered for the area, he said decision makers needed to take into account both the region’s past and likely future when mapping out a strategy. “You have to look forward to

the next 20 or 30 years, but people don’t want to do that because they know that things will change, and it won’t be the same place that drew them here.” “But the reality is that you have got to think about that, about what it is going to be like, what the population is going to be and where they are going to live. And to preserve things we are going to need to preserve,” he said. “This is not about opening up the area to developers. If we are going to have an increased population, then let’s make sure we put policies in place and a town planning scheme which enables us to manage that properly and develop the right areas, and preserve the stuff we need to preserve.” “What has happened at different times in the past 20 years is that in the absence of a strong town strategy, council has had to respond to ambit claims by developers. “With a strong town planning scheme you can say ‘sorry, that doesn’t fit the strategy’,” he said. ■

Greens, shire at loggerheads over controversial plan AUGUSTA-MARGARET RIVER shire president Steve Harrison has clashed with the Greens party over controversial future plans for the celebrated tourism region. Cr Harrison rejected an invitation by Greens South West MLC Paul Llewellyn to a round table meeting on Margaret River’s future this month, claiming it was made up of a “small, unrepresentative group” of people. “This Council will continue to stand firm against any attempts to hijack the democratic processes, irrespective of the origin or nature of such pressures,” he said. Greens MLC Giz Watson tabled a petition in Parliament, signed by 32 people, calling on the Legislative Council to enquire into the activities of the Shire in relation to the draft district planning scheme for the area. “In respect of townsite planning for Margaret River they are ignoring the submissions of their community and have confused the community over population growth and supply of land within the townsite of Margaret River,” she said. “The Shire is engaged in closed-door negotiations with landowners to trade development opportunity for contributions to a road that has been found by consultants to serve no useful purpose.” Cr Harrison bristled at the petition’s claims, saying that the Shire was following proper process.

ASTUTE, high net-worth investors often ask their financial planner what they should do with any surplus cash? Should they pay off their home loan (if they still have one), make extra contributions toward their superannuation, or opt to purchase a negatively-geared investment? The question has particular relevance for imminent retirees or empty-nesters who have their last big bundle of cash to invest after downsizing from a family home to a smaller dwelling. Interest-rate rises and inflation concerns, combined with volatile share and property markets, have further raised the bar on the importance of any decision you may make. Over the past 15 years there have been massive changes in Federal legislation and opportunities in superannuation and its tax regime. Share, bond, property and regional markets have had marked ups and downs. There have been major changes in lifestyles and household situations. The volatility in economic conditions, careers, legislation, taxation and Government retirement policies is set to continue. Long-term saving and investment falls mainly into two categories: superannuation (which is subject to special tax arrangements and preservation conditions) and nonsuperannuation investments that are covered by normal tax provisions. An appropriate investment balance between the two categories at any stage of your career is crucial but is not easy to define. Given rules limiting access to superannuation, it will be important to build sizeable liquid assets outside super, especially for those in their twenties to forties. However, this will be less tax effective than investing in super and could encourage higher lifestyle spending and postponement of super contributions. Macquarie Bank has designed an information leaflet to help investors make an informed choice between investing extra cash in your home, super or property. The banks stresses that your choice should directly reflect your particular financial circumstances, your attitude to risk or aversion to debt. home loans and for investment loans; and the expected returns on these investments, need to be weighed up carefully. The bank has plotted two key factors in making these key investment decisions – the cost of borrowing and the return on investments – in a series of graphs. The graphs were produced so that investors can form their own opinions on what interest rates they will pay and their expected investment returns. The biggest big factor affecting these projections is the amount of income tax that an individual pays. Three graphs based on different marginal tax rates have been produced. The bank uses a 10-year investment period as a baseline and assumes that the individual would be able to access the superannuation benefits at the end of the 10-year period, tax-free, once they reach age 60. A biggest variable is the anticipated rate of return on investment, shown in the graphs in percentage terms rather than a dollar amount. Bullish investors, or seasoned share traders who anticipate a return of 10 per cent or a year more on their investments, can look at one area of the graph. So-called “mum and dad”

investors, many who have built far more defensive investment portfolios, can look at another. The shaded areas of the graph indicate the preferred place to put your money – depending on your tax rate – between paying off your home loan; making extra contributions to superannuation; and a negative-geared investment. The most crucial element in any financial planning is a regular review of performance. Success or failure can be judged by the perfect science of hindsight. If you have achieved success, it could be by setting realistic goals, by implementing sound strategies, through hard work in identifying specific options and products, by harnessing the skills of others and by disciplined saving. Rarely, is it achieved by mere good fortune. The process of financial planning is never finished. Good strategies can drive investment action for a number of years. Even the best designed strategies must be revisited or redesigned if your circumstances and those of the world of personal finance change. The best plans are always those that provide built-in flexibility. ■
