Home prices and rentals mostly steady in Stirling But some areas have shown significant growth from March 2010-2011 DESPITE cautious buying, the real estate market has remained mostly steady in the Stirling area, with significant growth in Trigg, North Beach and Churchlands during the March 2010 to March 2011 year. “It is important to note that these figures in percentage growth are taken from house sales only and these have been compared to the sales figures of the previous full year,” REIWA President Alan Bourke said. “Compared to the preceding 12 months, there has been reasonable growth in the City of Stirling overall, with people still attracted to the area's coastal lifestyle and close proximity to the CBD. “However, not all suburbs in the Stirling region have performed as well as others.”

From March 2010 to March 2011, the median price for a house in Glendalough and Osborne Park actually dropped by 19 per cent and 8 per cent respectively. Mr Bourke said that this was due to each suburb having a larger selling market composed mostly of units, villas and apartments during the 2010 to 2011 period. “Although there has been some retraction in the investors and upgrade buyers market, and a significant dip in growth in the premium market as well, conditions have been positive for first homebuyers, with affordability improving over the past two years.” Mr Bourke said increased wages and lower house prices had seen first-home buyers make up roughly 23 per cent of purchases, with trends towards growth in other markets. “Conditions are now slowly improving for investors, as we are seeing signs of them coming back as prices go down and good stock

enters the market from sellers under pressure to sell,” he said. “Rentals have largely remained steady during the past year, with renters making up roughly 20 per cent of the market.” Principal from Davey Real Estate Scarborough Rob Mason said that despite a sluggish 12 months, confidence was returning to the market. “No doubt the economy is struggling in every sector except for resources, and this has seen an overall lack of confidence from buyers and sellers alike,” he said. “However, we have seen the number of listings explode over the past 12 months with 18,500 listings across Perth metro area, which is well up on previous averages of around 12,000 homes. “There is certainly light at the end of the tunnel, particularly for investors and those looking to upgrade, with prices dropping and interest rates and lenders becoming more competitive.” ■

Neighbours help create a safe haven Leafy cul-de-sac with friendly people features many spendid homes, writes KEREN BELLOS DUNROSSIL Place is one of Wembley Downs’ most desirable streets and is renowned for its charm. The leafy cul-de-sac is surrounded by big blocks that are at least 900sq m and homes on one side of the road back on to Joe Rice Reserve, giving owners direct access to one of the suburb’s three internal parks. Most of the residences are three or fourbedroom Californian bungalows that have been renovated and extended in the past 10 years. Other street changes include the subdivision of one block, with a further two underway. Wright Real Estate Principal Jeff Wright said families with children were traditionally attracted to Dunrossil Place, with Hale School, Newman College and Churchlands Senior High proving to be major drawcards for the area. Marielle Theberge, her husband and two

sons moved to the street 14 years ago for the sole reason of wanting to live near Hale. They bought their home within days of first seeing it. “The location was so perfect that we couldn’t miss out,” Mrs Theberge said. She described Dunrossil as a quiet, familyoriented street filled with friendly people who supported each other and socialised regularly. “It’s also a very safe street because we all look out for each other. “I know that when I go on holiday, my neighbours will keep an eye on the place. “And if I ever need something, I can knock on any door and know someone will help me.” As a Canadian expat, she said she valued the friendships she has formed with her neighbours. “For us, it’s very important to find a good place to live because we don’t have any family here and our neighbours become our family,” she said. Mrs Theberge told Residential that she liked to support the local community, with the Wembley Downs shopping and medical centres within walking distance. According to Mr Wright, the advantages of living in the suburb included its close proximity to the beach and amenities in Wembley Downs,Woodlands, Karrinyup, Innaloo and Floreat, as well as the choice of using the freeway or western suburbs to enter the city. Mrs Theberge’s youngest son Francis, a member of the Wembley Downs Tennis Club and Wembley Football Club, said Dunrossil’s short distance to Hale had made it easy for him to participate in after-school sporting activities when he was a student. Mr Wright said it was rare for Dunrossil Place homes to be listed on the market, but two were currently for sale – a duplex priced at $799,000, and a home on a duplex block in the $1.3 millions. New double-storey houses in the street could fetch from $1.4 million to $1.6 million, he said. Mrs Theberge said the family would only leave Dunrossil if the need for a lower-maintenance, lock-up-and-leave home arose. ■

Uncertain future keeps buyers conservative HOME buyers remain wary despite signs that property is becoming more affordable, say market analysts. The new Housing Affordability Sentiment Index report released by realestate.com.au confirms that confidence is low and that uncertainty about the future is causing financial conservatism. Survey participants said Perth and Brisbane were the least affordable property markets, with 28 per cent of WA householders saying their

director Christopher Joyce says he expects national confidence in housing affordability to grow. Analyst David Chalke says Generation Ys have the most positive outlook of any age group and are still clinging to the dream of owning their own home.“Although it may come as something of a surprise, it is the young Gen Ys that are the least pessimistic about housing affordability while the seniors are the most unsure,” Mr Chalke says. ■

Wariness persists even as prices slowly start to fall, say market analysts total income had decreased and 87 per cent indicating their bills and expenses had risen. The latest Rismark research reveals the valuation of Australia’s housing market has fallen to levels not seen since July 2003, with an average property price-to-disposable household income ratio of 4.2 times for March.

Rismark predicts the downward trend of the ratio, which peaked at 4.7 times in December 2009, will continue. “With the exception of the global financial crisis, this is the longest correction in Australia’s housing market valuation since Rismark’s analysis began in 1993,” the report says. “Rismark expects the national

dwelling price-to-income ratio to continue to trend down over the next year or so as wages and disposable household incomes outpace capital growth.” In contrast to popular belief, disposable incomes have risen 7.5 per cent more than capital city house prices over the past eight years. Lengthy delays in finalising finance leads to frustration INCREASING amounts of home loan applicants were experiencing lengthy delays in finalising their loan agreements, Fruit Property Rockingham sales manager Steve Fletcher said. “In the early ’90s, we wrote offers conditional upon finance being approved for a buyer within seven days and two weeks for settlement date thereafter,” he said. “Some years later these timeframes increased to 14 days for finance and three weeks for settlement. “Banks now insist on 28 to 30 days for

finance approval and invariably, they advise us that their clients (buyers) will require an extension for a further seven, 14 or 21 days even after the first initial 30-day finance approval period.” Mr Fletcher said that it was often the real estate agents who received criticism for financing delays. “As real estate agents we have to face our clients personally and must face the music from irate vendors,” he said. “We are forever making excuses for the banks’ poor efforts to provide finance by

the due date on the contract. The banks show contempt and a lack of concern for both buyers and sellers who are massively inconvenienced by these process delays.” However, Steven Münchenberg, Chief Executive of the Australian Bankers’ Association (ABA), said the delays were a result of more responsible lending on the behalf of banks. “It is important to note that banks are now subject to responsible lending obligations which impose stringent penalties,” he said. ■

Tuart Hill suburb firmly on the way up TUART HILL

STEP BACK IN TIME: Tuart Hill’s first European land owner was TRC Walters, according to City of Stirling records. In 1840, the Crown granted him 2436 hectares north of Perth that included an area renowned for its large stands of tuart trees. The land was farmed until improved transport caused building construction to accelerate in the 1950s, with Tuart Hill fully developed by the 60s.

Popular family area now home to almost 6000 people who enjoy benefits of a good location near the CBD, writes KEREN BELLOS WITH affordable housing, a range of schooling options and plenty of open spaces, it’s little wonder that many families call Tuart Hill home. Just six kilometres from the CBD, the area is bordered by Perth’s major arterial roads – Morley Drive in the north, Wanneroo Road in the east, McDonald Street in the south and Main Street in the west. Its almost 6000 residents live in single residential dwellings, townhouses and units, with post-war homes alongside modern developments creating a diverse suburban landscape. They have the option of taking advantage of

the bus service that links the locality to the city and surrounding suburbs. Tuart Hill’s most significant landmark is Robinson Reserve, which has been the site of the Osborne Park Show since 1914. Grenville Reserve is another recreational area where local sports teams can often be seen training. St Kieran and Tuart Hill primary schools and Servite College help make the area reputable as a family suburb, while Tuart College offers adult education. The suburb’s other major feature is Wanneroo Road, which is lined with restaurants, cafes and shops.

KEY residential director Mike Dodemaide, who specialises in the Tuart Hill/Osborne Park area, said infill development was ongoing in Tuart Hill. “Many of the older properties on big blocks are being subdivided to build new villas and townhouses – a trend that is set to continue,” he told Residential. “Although still very much a popular family area due to the availability of several public and private schools, as well as Tuart College, there are increasing numbers of first-home buyers attracted by the affordability of units and villas. “Renters are also drawn to the suburb due

to its close proximity to the CBD and freeway, as well as the plentiful supply of rental properties.” Mr Dodemaide said one and two-bedroom units in Tuart Hill were priced from the low $200,000s to $300,000, two to three-bedroom villas attracted between $300,000 and $700,000, and free-standing houses and townhouses could command up to $1 million. Despite the property market downturn, Tuart Hill would likely continue experiencing solid demand from first-home buyers and investors, he said. ■

Residents enjoy living a sweet lifestyle OPERATING a Tuart Hill business is a piece of cake for Paul and Sharon Skinner. As the owners of Ruby’s Patisserie, they have built a reputation for producing premium desserts for any occasion and have helped put the suburb on the map since 1997. Mr Skinner, who is a pastry chef with almost 30 years experience, said he had always dreamt of owning a shop and chose to operate from Tuart Hill for many reasons. “My familiarity with the area, its central location, the ideal demographics for a business like ours, as well as competitive leasing rates on our premises make Tuart Hill a great place to run Ruby’s,” he told Residential. “Wanneroo Road is an arterial route to the city, so our exposure to the thousands of cars a day can only be a good thing.”

Mr Skinner said most customers were locals who were friendly, down to earth and realised the meaning of shopping local. “The Tuart Hill community has been very important to our continuing success,” he said. “We see a lot of return business due to the fact that a lot of its residents are families with children and that, for us, means lots of birthday cakes. “I believe that roughly 60 per cent of our sales come from the local community and based on our general success, I can only assume that Tuart Hill loves its cakes and pastries a lot.” With Ruby’s large range of individual desserts to choose from, including $2 chocolate and toffee eclairs that “walk out the door,” Tuart Hill residents are undoubtedly living the sweet life. ■
