Urgent call for stimulus measures to boost home building levels THE winter edition of the Western Australia State Outlook – the Housing Industry Association’s quarterly report card on the WA residential sector – signals further deterioration for the new home building market in 2011. “It is clear WA’s new home building levels in 2011 will be even more disappointing than we thought, and unfortunately WA is now running second only to Queensland as the weakest new home building market in Australia,” HIA’s WA executive director John Dastlik said. “The new home building sector has been hit
hard by interest rate increases, not to mention the persistent rhetoric suggesting the need for more hikes, the ongoing credit crunch and a range of ongoing supply side obstacles, the foremost being residential land supply. “Conversations with WA HIA members confirm what is being observed in the leading indicators for new home building; that is, the trajectory towards weaker building levels in WA is set to continue.” Mr Dastlik said the WA Government needed to consider stimulus measures to boost build-
ing levels in the State, as well as address the issue of inadequate land supply. “We now expect the volume of housing starts in 2010-11 and 2011-12 to just scrape in above the GFC-induced downturn in starts in 2008-09,” he said. “The post-GFC housing stimulus has gone and we are now looking at housing starts volumes returning to that same dangerously low level only two years on. “In calendar year terms, after a healthy 24,550 starts in 2010, HIA forecasts that WA’s
dwelling starts will fall by 24 per cent in 2011 to a level of 18,700 before an improvement of 8 per cent in 2012 to 20,160.” Mr Dastlik said the outlook for renovations investment in WA was healthier than the outlook for housing starts. “Total investment in renovations in WA is expected to grow by 4 per cent in 2010-11,off the back of a 16 per cent increase in 2009-10,” he said. “This would take the value of renovations investment in WA to $4.9 billion in annual terms – the largest result on record.” ■

Realmark managing director John Percudani said an influx of people to Perth had contributed to the demand for rental properties in these areas. “The current market has actually increased the demand for quality rental properties,” he said. “Scarborough and Floreat are always popular with professional couples who are looking for rental properties that offer a great lifestyle and are still only a short drive to the city.” Mr Percudani said the Realmark team was expanding, with the addition of new property managers for both the Scarborough and Floreat teams. This would allow Realmark to tap into
clients in surrounding suburbs. “The Scarborough office has acquired an additional rent roll which will enable us to reach out to more people beyond the immediate neighbourhood,” he said. A COLLECTION of data is compiled and recorded to provide lenders with a statistical profile – a credit score – that could make or break a loan application, Smartline Personal Mortgage Advisers State manager David Devenish says. “Credit scoring could best be described as a statistical judgement. “Over many years of collecting data from file records, lenders are able to clearly see the type of loans that go into default – these statistical references show patterns of account conduct that help the banks to avoid risky lending. “Credit scoring is one of the many policy innovations we have seen in the lending environment in recent times and the need for advice and guidance from a mortgage adviser comes to the fore.” Mr Devenish said every field on a loan or credit application is recorded, collated and scrutinised, so borrowers need to ensure they complete the loan application thoroughly and understand what they are
doing. “Only a very select few within a bank’s credit department know what goes into determining how that bank determines borrowers’ credit scores,” he said “Literally, it can be a case of ‘computer says no’ – for borrowers who have had their loan declined based on their credit score. However it can be difficult to identify the reason why. Mortgage advisers see this all the time, so they can look at patterns and make a call about why that might be the case.” Mr Devenish said that while the credit scoring formula was a tightly held secret, a benefit was that it was less exposed to manipulation. “However, borrowers who receive decline notices will want to know how they can improve their credit score. “Borrowers can consider a few fundamentals such as ... maintaining a good length of employment or continuous employment. “And, with every field of an application under such heavy scrutiny by the lenders’ systems, it’s important to seek the advice of an expert who is familiar with lenders’ requirements to ensure you have the best chance of securing finance.” ■

1. Formulate a strategy Many of the successful property investors have gotten away without a strategy, but a solid plan can help boost returns and reduce stress, particularly in a softer market. Essentially, you need to work out what you want, or need, to achieve and then work out how to get there. 2. Sort your finances out Start with what you want to do, but realise you may have to revise your plans as property investing generally requires some savings or usable equity in another property, the ability to service the
loan(s) and – a big trap many forget about – meeting the cost of any shortfall in maintaining the property. 3. Decide where to buy Look for areas where there are growth drivers such as strong population and employment growth, solid infrastructure investment, good amenities, lifestyle attractions and supply constraints. 4. Decide what to buy The key to minimising risk in the current market is to buy around or below the median price (for the city rather than a particular
suburb as that indicator can fluctuate wildly). For those with the time and inclination, superior profits can be derived by renovating and/or subdividing but higher income or time-poor investors may be best to buy new property with better depreciation benefits. 5. Decide when to buy If you’ve done your strategy and finances allow, go for it now as there are some fantastic opportunities. If the future follows the past, buying something for $375,000 now should net you a gain of $375,000 in 10 years and $1,125,000 in 20 years. ■
THE vast majority of homebuyers have no knowledge of their legal liabilities or the financial implications of purchasing a home with illegal building, Archicentre, the building advisory service of the Australia Institute of Architects has warned. According to Archicentre statistics, 29 per cent of Australian homes inspected by Archicentre Architects have some form of illegal building. Maureen Letter, Archicentre WA manager, said in extreme cases homebuyers could be forced to pull down or rectify illegal structures and become legally liable for any injuries caused to visitors or tradespeople. “Most dangerous situations are where people have undertaken illegal wiring, plumbing, structural changes or the construction of balconies and decks on the property,” she said. Ms Letter said that the harsh reality of the impact of illegal building hit home when people went to sell their homes and found purchasers were requesting the appropriate paperwork, including building permits, and documentation from licensed plumbers and electricians certifying work done. “Even if the home is sold to an unsuspecting buyer with illegal wiring or illegal plumbing, an accident caused as a result of the unregistered and illegal work could place the buyer in court facing huge legal damages,” she said. Ms Letter said the illegal building, which could cost the homeowner thousands of dollars, was a false economy because it could devalue the home and make it difficult to sell. "If there is an accident at the home, such as a balcony collapse or a death by electrocution, investigations by authorities will ultimately turn up if the building work does not have the appropriate certification.” Ms Letter said that, all homebuyers should ask to check the paperwork and permits before purchasing a home. ■

Gwelup Crossroads Garden a labour of love for many locals and volunteers
Celebrating a garden of togetherness Friendships grow with plants at this remarkable community effort, writes KEREN BELLOS AT the intersection of Karrinyup and Huntriss roads, City of Stirling residents are sowing the seeds of community spirit and reaping the rewards. The Gwelup Crossroads Community Garden is a labour of love for the many locals and volunteers who have forged friendships while working tirelessly to transform Scarborough Church of Christ’s land into a vibrant community food garden. Their dedication, co-operation and passion have ensured its success, with the garden’s recent expansion from 11 plots to 64 allotments celebrated during a festival. Assistance from the City of Stirling, Health Department, Now Green and Outcare also enabled the addition of a community meeting area, pizza oven, fruit trees and art work, adding even more life and colour to the 1400sq m organic garden.

The project is the brainchild of Senior Pastor Paul Sanders’ wife Dianne, who’s proven on more than one occasion that she’s not afraid to get her hands dirty. “I’d been involved with establishing a ‘gardento-kitchen’ vegie garden when I was the Parent and Children’s Liaison Officer at Newborough Primary School and I loved the idea of people joining together with a common purpose,” she told Residential. “I wanted to become more involved with the local community around Scarborough Church of Christ, so I left my job and volunteered at the church.” Mrs Sanders, who heads the garden’s committee of community and church members, said the project united people of all backgrounds and abilities, with the garden beds raised high to cater for people who use wheelchairs. “The aim of the garden is to bring people together and provide a place where they can share their love of gardening and community,” she said. “It is also a place of education, where we learn about our environment and our impact on it. “We believe it is important to acknowledge the land’s indigenous history and we will soon be

planting bush tucker plants.” While the new allotments have yet to yield produce, some of the corn, silverbeet, carrots, potatoes and other vegetables grown in the original plots have been donated to the church’s community cafe, which provides residents with a free meal every Thursday night during the school term. Mrs Sanders said many locals preferred to grow fruit and vegetables in a Crossroads Community Garden allotment than their own back yard. “Some people have little room on their property for a vegie patch, while others like to share the experience and meet people who enjoy gardening,” she said. “For someone who’s not sure how to grow vegetables, they may like to be where they can access the advice and experience of others. “Some retirees like to socialise while enjoying their hobby, and people from playgroups and schools like to teach children about the joys of growing vegies and what they look like.” Mrs Sanders said future garden plans included a compost system and food forest of bush tucker plants and edible fruits. Blossoming with community spirit, there’s little doubt the Gwelup garden is one of the most valuable pieces of land in the City of Stirling. ■

Mr Callanan said Doubleview was a very popular suburb that had proved to be one of Perth’s best performers over 30 years. Renters vent their frustrations in website survey Most rate open-house viewing system as ‘hard to very hard’. By EMMA YOUNG RENTERS want more for their money than traditional rental arrangements provide, a new survey has revealed. The website Rent.com.au, a national database of rental properties and related services, completed the Renters Unite and Have Your Say survey of 878 renters last month. It showed renters felt frustrated with hous-
ing viewing, application, approval and renting processes and their inability to personalise properties for longer-term tenancies. Sixty per cent rated the open-house viewing system as “hard to very hard”, with more than 68 per cent of respondents taking 9-12 weeks or longer to find accommodation. Reasons included weekday inspections that working applicants or their partners could not attend, or that were too short and overcrowded, preventing proper examination and consideration of the housing. Renters also felt penalised by application fees, which they forfeit if their applications are
inspections after approvals but doubted the system would change. “It’s always been that way,” she said. She said discourtesy could work both ways; her agents often made individual viewing appointments for people who never turned up or phoned to apologise. The survey also highlighted the importance of homeliness to renters, with 85.4 per cent of respondents saying they wanted more information on how to make their house into a “home” without involving the landlord or agent. This included being able to display art and photos, have a pet, and create or modify a garden.■
