Wise up before you buy IT is important to learn as much about a property as possible before signing the contract to purchase, according to Real Estate Institute of WA Peel spokesman Kent Murphy. “Homebuyers Kent Murphy who can proceed with the purchase of a new property without having to sell their existing home will usually allow around five weeks between signing a contract and the settlement date,” he said. “Settlement is the real estate term for the time needed for a property title to transfer from the seller to the buyer. “A licensed settlement agent will usually attend to this as part of the sale process.” Mr Murphy said there was plenty to do during this period, such as arranging home-loan finance and attending to any conditions on the contract. “Home-loan finance approval is a common condition and most lenders now require at least four weeks to process a loan application,” he said. “Termite clearances and building inspections are also quite common as general conditions on a contract to secure settlement. “You may want to do some prepurchase checks before signing the contract, or ensure that some certain conditions form part of the conditions of a sale. “This might include checks of the property title and that building approvals were obtained for any renovations and extensions. “You should also ensure that new homes and recently renovated homes have valid building insurance.” Mr Murphy said when checking a property title home buyers should look for any restrictions that may allow the use of the property for other purposes, such as Water Authority sewer lines. “This may affect future renovations,” he said. “One of the benefits of dealing with a licensed real estate agent is that they must do an official search of title details when they are contracted to sell a property. “If you are buying a property with renovations or other work that include major structural additions such as a patio, check if building approvals were required and properly completed.”. ■

REIWA president Alan Bourke said the institute’s reiwa.com data is showing that property sales had increased during October and November, while the median price had remained steady at around $485,000. “The high number of listings had peaked at 17,600, but is now trending down following a 14 per cent jump in sales over the last couple of months,” he said. “We saw a decline in sales for the start of December, but this was a seasonal occurrence and was to be expected.” Mr Bourke said around 10 per cent of sellers took properties off the market over the summer holiday period with the intention of re-listing them in the new year.

Median rents remained steady, despite preliminary figures from the rental vacancy survey suggesting that Perth’s vacancy rate was trending down from 3.4 per cent from the September quarter to 3.1 per cent in the three months to November. Mr Bourke said overall market signals were encouraging with a lift in sales turnover, the median price stabilising and properties on the market declining. ■

FIGURES released late last year provide a sobering update on the residential sector early in the 2010/11 financial year, according to Housing Industry Association chief economist Harley Dale. “Updates on housing conditions continue to paint a picture of underperformance as the industry grapples with rising borrowing costs and slow or no progress in reducing supply side barriers, including very restrictive credit conditions,” he said. “New residential building work done fell by 7.1 per cent in the September 2010 quarter in reflection of declines across almost all regions. “Work done on major alterations and additions turned in a flat quarterly result. “It has been clear for some time that a first stage, stimulus driven housing recovery will not transform into a more sustained upturn, but rather will be replaced by renewed weakness. “That situation portends a worsening of Australia’s housing shortage and further pressure on already very tight rental markets.” Mr Dale said there was considerable pressure evident in housing and many other industries not directly benefiting from the resources boom. “There is certainly no justification for contemplating further rate hikes,” he said. “We’ve already moved too far, too quickly. “Furthermore, action needs to be taken to end the debilitating effect that a lack of available credit is having on residential development. “Concrete measures to ensure greater competition in our banking system need to take into account the obstacle that a lack of credit presents to boosting Australia’s housing supply.”
