Reserve Bank chief delivers property bubble warning NEWS

PERTH is at risk of another property bubble, with prices inflated by the low cost of finance and a reduced supply of new housing, the Reserve Bank of Australia has warned. In a speech in Sydney, Reserve Bank governor Glenn Stevens said at a time of rising unemployment it would be “disturbing” for policymakers if there was not more housing supply coming on to the Australian market that would ensure prices remained under control. He also warned that “challenges abound”, especially the

Rents tipped to rise throughout financial year WA PROPERTY investors can look forward to rising rents this financial year because of a continued decline in the number of new homes being built, according to Rory O’Rourke, principal of O’Rourke Realty Investments. Mr O’Rourke said the latest ABS figures for new residential building commencements fell by 5.2 per cent in the State during the March 2009 quarter. “The ABS figures also show that this was the fourth successive quarter that new residential housing commencements had fallen in WA,” he said. The figures showed that during the March quarter 2009, there were 4402 new residential building commencements in WA, which was a fall of over 600 compared to the March 2008 quarter. “These falling new residential commencements are occurring at a time when

WA is recording the fastest population growth rates in Australia,” Mr O’Rourke said. “During 2008, the population of WA grew by 3.1 per cent, which was the highest growth rate recorded by any State or Territory Rory O’Rourke. in Australia. A large proportion of this population growth rate is being driven by overseas migrants, who generally rent before buying a home. “With fewer homes being built in WA, many of these migrants will pay higher rents to secure a home during the coming year.” ■

Awareness campaign is needed for RCD changes: REIWA REIWA has expressed concern that many property owners are unaware of important new State Government safety regulations that came into effect this month. From August 9, all residential properties in WA which are leased to a new tenant or sold must have two residual current devices (RCDs) installed. RCDs monitor the flow of electricity from the main switchboard and prevent electrocution by cutting the electricity supply if an imbalance in the current is detected. By installing two RCDs, the property’s circuits can be divided evenly between the two. This ensures some light and power remain if one RCD operates and also minimises faulty operation from appliances which have low-level leakage current. All properties constructed after 2000 should already have two RCDs fitted. Two RCDs must now be fitted to protect all power point and lighting circuits in all homes before the land title is transferred after a sale. If you are planning to sell your home and it does not already have two RCDs

protecting all power point and lighting circuits, you will need to engage a licensed electrical contractor to fit RCDs to the main switchboard. As a guide, it should cost no more than $500 to supply and fit two singlephase RCDs in an average-size 4x2 home. REIWA president Rob Druitt said while the safety initiative was to be applauded, the Government had failed to clearly get the message across to property owners. “We call on the Government to properly fund a community awareness and education campaign around this change so owners are not unaware, confused or vulnerable to fines,” Mr Druitt said. Mr Druitt said he was concerned that the poor levels of awareness over RCDs did not bode well for new laws on smoke alarms expected to be introduced in October. “From October, the Government has said it will mandate that all residential properties for sale or rent must have hard-wired smoke alarms fitted. The common battery types will no longer be acceptable.” ■
