THE chief executive of mortgage broker Mortgage Choice wants the Federal and State Governments to work together to remedy the linked problems of housing undersupply and affordability outlined in the second annual report issued by the National Housing Supply Council. Michael Russell said the Labor Government increased investment in social and subsidised housing through the Social Housing Initiative, the Nation Building and Jobs Plan, and the National Rental Affordability Scheme. But two critical areas outlined in the second State of Supply Report 2010 needed to be addressed urgently. “Australia has serious blockages in its land and dwellings supply pipeline,” Mr Russell said. “This must be cleared if we are to start to get on top of the undersupply problem that continues to stress housing affordability. “Firstly, an immediate and significant improvement is required in the planning approval and development assessment

process. This is fundamental to delivering the required supply of dwellings and land to satisfy present and future demand. “These processes currently result in far too much time wastage, frustration and costs for developers and builders. “Secondly, the government must review, with a desire to reduce, propertyrelated taxes and charges. “The gap between underlying housing demand and total supply increased to a shortfall of 178,400 dwellings throughout 2009 and has been estimated to increase further to 308,000 by 2014. “Given that housing supply has a direct impact on housing affordability for homebuyers and renters, both issues

should be addressed in conjunction with the initiatives already undertaken.” Mr Russell said first-homebuyers would encounter growing affordability issues. “Continued assessment needs to take place to develop a more attractive savings option for first homebuyers, seeing as the First-Home Saver Account has failed to reach anywhere near its target (the total number of accounts opened is only 15,500, against the budget of 750,000). And index the FirstHome Owner Grant to median housing price growth and backdate it to its first anniversary, July 2001. Homebuyers, renters and all those gainfully employed in the building and finance industry continue to watch and wait for any election promises specifically made to address the above.” ■

System to help value a view

Right time for the riverside A CHILL might be in the air, but there has never been a hotter time to buy a riverside property. Shaun Yeo from Jones Ballard Property Group is urging people who are considering buying a home near the river to do so now as many buyers tend to be absent from this niche market during winter. “Buying real estate is about timing and now is the time to purchase a lifestyle riverside property before the market begins to gain momentum during the spring months,’’ he said. “Jones Ballard, for example, generally sells about half the number of riverside properties during the winter months, compared to the peak selling time over the summer period. “Perth riverside suburbs have been amongst the top performing areas in the real estate market in recent decades. “REIWA figures show, for example, that the median price of a home in riverside suburbs such as Como and South Perth have increased on

average by more than 11 per cent annually over the last decade due to an increasing focus on lifestyle in the Perth property market.” Mr Yeo said while many people perceive riverside suburbs to be relatively expensive, there were a number of opportunities for homebuyers to gain an entry into these high growth suburbs. “Astute homebuyers should target affordable riverside suburbs, which are still relatively undervalued and have the potential for strong capital growth during the coming decade,’’ he said. “These affordable riverside suburbs include Ferndale, which has a median house price of less than $400,000, and Wilson, where the median house price is still under $500,000. “A number of these riverside suburbs are undergoing major changes in demographics which will have a positive impact on property prices during the coming years.” One example of this trend is the riverside suburb of Manning. ■

IN what could be the first of its kind in WA, a real estate agent has created a scaling system to determine the price of a view. The value of a view has always been one of those nebulous things, much like beauty being in the eye of the beholder, and while some people do not care about it many would see panoramic ocean or river views as being priceless. Now, Paxton Hoad director Chris Ehlers thinks he has a solution to paying the right price for your view. He has recently developed a view scale whereby each increment of a view represents a percentage increase in the value of a property. The scale could be used on any view and the value of a view was a factor of both distance and size. “The further away from the object, the less the value,’’ he explained. “However, even the most distant view still manages a value. The size of the view is determined by what proportion of the full view is accessible. If the full view is an arc of 145 degrees in all directions, then every lesser view is a proportion of this.” A 19-year veteran in the property

industry, Mr Ehlers has been asked numerous times how much a view is worth. “I decided to put some thought into what is obviously a very sought-after question and used City Beach as a testing ground because it is very hilly with great ocean views,’’ he said. “I started with homes that had no views and then searched for sales of similar homes with the best views. That gave me my two parameters. The rest was simple maths.” It took three months of checking property records to determine the difference in prices of one view to another, and another two months to work out the value of the views based on distance and size. “The maximum value adds 20 per cent to the value of the property, and as the view size diminishes and the distance increases the value factor drops correspondingly,’’ he said. Asked what the best views in Perth were, Mr Ehlers said the river because it is central, highly sought-after and does not disappear when the sun goes down. If anything, it looks better at night, with the twinkling lights of the city providing the perfect backdrop. ■
