A PLEASANT street appeal, practical floor plan and outdoor living areas are just some of the features a property valuer may initially notice when visiting a home. CB Richard Ellis Residential Valuations director Michael Veletta said a valuer will often try to put themselves in the shoes of a purchaser and consider the features they may find attractive in a property. CB Richard Ellis Residential Valuations conducted more than 90,000 full inspection valuations in 2009. Mr Veletta said the most common reasons a homeowner might require a property valuation were for finance requirements. Other purposes would be to determine a value or likely selling price for a sale or purchase, for capital gains tax, for GST, stamp duty, transfer of ownership, legal purposes or family law. “Most valuations occur in the mortgage belt market and generally around the median house price, which is where the bulk of values lie and the volumes of
properties sit,” he said. Mr Veletta said valuations must be conducted by registered and licensed valuers with a minimum of Associate of Australian Property Institute (AAPI) accreditation or equivalent licence. “Depending on the size and value of the residential property, a valuation inspection can take anything from 15 minutes to several hours,” he said. “Owners are often home when the inspection is being conducted and can help the valuer by having floor plans available, offering a brief history of the house, identifying approved structures and noting any issues with the house that the valuer may otherwise not identify in a one-off inspection or are concealed, like moisture/erosion/structural issues.” Mr Veletta said most residential valuations use the Comparison of Sales approach whereby the valuer will compare like property with like property as best possible, while making adjustments for
location, size and quality of improvements, age and so on, in order to determine a market value range. “The valuer should apply principles of ‘highest and best’ land use, taking into account the zoning or possible re-zoning which may transform the standard suburban home into a ‘unit development site’ or allow the site to be sub-divided,” he said. “In this scenario, the land value may be significantly higher but existing structures may have no or limited added value, even though they may be large and well maintained.” Mr Veletta said the standard mortgage security report for lenders might be about five pages, summarising the property and key points including value, rentals, insurance and risk, as well as information on the property, its sales history and sales evidence used in the assessment, generally accompanied by a set of photos identifying the property.” ■

Buyers spoilt for choice

Plenty of homes to choose from but do the research to ensure you get the maximum return out of your investment. PROPERTY has traditionally been one of the best performing assets and there are plenty of homes on the market, but potential buyers should do their research to ensure they get maximum return for the investment, according to LJ Hooker residential head Graeme Hyde. Mr Hyde said local real estate agents had a wealth of information for potential buyers. “They are best equipped to provide detailed feedback about the area, including median house/unit prices, vacancy rates for rental properties, demographics of residents, the proximity of nearby schools, shopping and health services, transport access and information about any new infrastructure planned,” he said. “Attend open homes and auctions in your target areas and keep written notes and comments on each property you see. “This will help you form a good understanding of what you like in a property and how much it will cost.” Mr Hyde said the internet was a great place to start the search for a property.

“Go browsing to narrow your search for the type of property features that you like,” he said. “An internet site like realestate.com.au is a great place to start. “Decide on the criteria your new home must have and incorporate that in your web search. “If you are not sure of what you want, look at a variety of properties, especially some that you may not have previously considered, and evaluate in terms of your criteria.” Mr Hyde said the Perth market had been volatile and he was often

In practice, it is simply a question of
interpretation and application. In Western Australia there is no difference in the work that can be done by a building designer to an architect. Building designer Douglas Paton operates multi-award winning Subiaco practice D4 Designs.
