North star on the rise in Subiaco High-quality development will inject a mix of residential and commercial space, reports CARMELLE SANDER A NEW $100 million development in Subiaco will give rise to 130 new dwellings, cafes and commercial space in the Western Suburbs. Centro North will be built on the corner of Station Street and Salvado Road, and is proposed to have a five green-star rating. Two leading Western Australian companies, Pindan and Qube Property Group, have been named as the successful developers to realise the vision for Centro North. Jones Lang La Salle capital markets national director John Williams said the demand for Centro North was highly competitive in a relatively subdued market, which showed that developers would step up for a high-quality product. “We originally received eight bids, which were narrowed down to four short-listed proponents. The outcome

was outstanding design concepts and land values, representative of the exceptional location,” Mr Williams said. Subiaco Redevelopment Authority chief executive Tony Morgan said all developers demonstrated a commitment to delivering SRA’s vision for Centro North – to create a vibrant residential and commercial precinct with active public spaces that will integrate seamlessly with the surrounding area and complement the existing Subi Centro community. “Centro North will create new living and working opportunities for people in Subiaco, attracting approximately 230 new residents and 200 employees to the area,” Mr Morgan said. Subdivision works for Centro North will be completed this month and the building developments will be fully completed by 2014. ■

Concern at copping new rules REAL estate agents will be required to act as "policemen" under new rules clamping down on foreigners buying residential property, the industry has warned. Real Estate Institute of Australia president David Airey has requested a meeting with Assistant Treasurer Nick Sherry to clarify the role of Australia's 100,000 real estate agents under the new rules, which prevent non-residents buying established Australian homes. The restrictions, announced by Senator Sherry a week ago, reinstate foreign investment rules dumped in 2008. They include requiring temporary residents – such as students – to sell their houses or apartments when leaving the country. The Government will establish new penalties under civil law that also apply to real estate agents.

Mr Airey said real estate agents who broke the law should be prosecuted. However, he said it was not appropriate for agents to “police” foreign investment guidelines. “Are we supposed to ask people for their passport or residency visa?” he asked. The Government plans to produce a guide for real estate agents, but details were not yet available, Mr Airey said. While there were no figures available, Mr Airey said the REIA estimated that about 5 per cent of residential purchases were made by foreign buyers. There have been several reports this year of offshore buyers – mainly centred on Asian investors – outbidding locals at auctions, fuelling already hot housing markets. The median price of Perth housing has climbed 15 per cent in the past year. ■

Centro North will give rise to 130 new dwellings.

Time to get building IF you have bought a block of land in Perth with the view of building a home during the coming year then get moving. With building costs anticipated to increase before the start of the new financial year, managing director of Wilson & Hart builders Anthony Kinder is urging owners to move forward their plans. Mr Kinder said that building costs were driven by the supply of skilled labour and the price of materials. “Improving economic conditions have already resulted in major manufacturers of products for the building industry increasing prices during early 2010,’’ he said. “However, based on growing strength of the economy, manufacturers are expected to significantly increase prices when they traditionally review them at the start of the new financial year. “These manufacturers have held costs down during the world financial crisis and will seek to recoup lost profits by passing on higher prices to new home builders during the 2010/2011 financial year.” Latest ABS figures for project home prices show that they are now beginning to rise after a period of stagnant and even falling prices. During the second half of 2009 project home prices rose by 0.6 per cent compared to a fall of 0.3 per cent for the first six months of 2009. Mr Kinder said rising material costs during early 2010 have added at least $10,000 to the cost of a modest two-storey home. “At the same time labour costs are set to

rise during 2010/2011 due to falling unemployment rates in WA flowing from the major new investment in the resources sector,’’ he said. “The WA economy is now on the cusp of a major recovery, with major new developments including the $50 billion Gorgon project and the $4 billion world-class deep-sea port at Oakajee, Geraldton. “All of these new projects will place pressure on the supply of construction personnel as well as materials. “The WA economy has demonstrated in the past that an upswing can occur very rapidly and this can have a major impact on the new home construction market in just a matter of months.” Mr Kinder said if the WA economy gained major traction during the next financial year, then it is very likely that new home construction prices could rise quite sharply. “Rising building costs will have a major impact on more expensive homes, which have a much larger component of materials and labour input,’’ he said. “It therefore makes sense that anyone considering building for instance a two-storey home should make a decision to build now rather than later and therefore avoid rising building costs. “Any cost increases in labour or materials are amplified in more expensive and twostorey homes due to the complexity, quality of finish and timeframes taken.’’ ■

The Ultim ate Lifestyle Your real estate questions answered by Niki Peinke, director of The Property Exchange in Subiaco Q: Is there a standard way of finding out how much your home is worth, or do you have to just rely on what real estate agents think it’s worth? A: You can always get a sworn valuation on your property from a licensed valuer. However, this tends to be conservative and does not include “emotional” aspects of the home which can affect its value in the marketplace. It is an inexact science at the best of times as each person will have a different idea of its “worth”. Some people would pay hundreds of dollars for a collector stamp, others wouldn’t take it for free! Generally it is best to get three different market estimates from three local agents, as this should give you a pretty accurate idea of the range you are looking in. Q: My settlement agent has told me I must do a final inspection of the home I am buying just before I settle on it. What am I supposed to be looking for in this inspection? A: A final inspection is really to ensure that the property is in the same condition as when you bought it, and to check that any conditions on the contract have been satisfied. For example, if the property had a lush garden when you put your offer in but the garden has now died, the seller must ensure it is returned to its former lush state. Also, if the contract states that all gas, plumbing and electrical items must be in good working order at settlement, you should check all the lights, power points, taps, stove etc. If you find something is not working, the seller must rectify the problem before settlement.

Q: I have had my property on the market for two months and have it listed with my current agent for another two months. However, I am not happy with what they are doing and wish to cancel the listing agreement. Can I do this? A: The best thing to do here is to have a meeting with your agent to discuss your concerns. The Sales Manager and/or licensee may also attend. If you cannot come to some agreement you can ask the agent to release you from the contract. Most agents will do this in order to retain goodwill. However if they refuse, unfortunately you can always withdraw the property from the market completely until the Listing Authority has expired, then list with another agent.
