Verde lives up to its name

Titles need security review

Properties valued through eyes of a purchaser Valuers rely as much on home owners’ disclosures as their observations of the obvious A PLEASANT street appeal, practical floor plan and outdoor living areas are just some of the features a property valuer may initially notice when visiting a home. CB Richard Ellis’s Michael Veletta said valuers often try to put themselves in the shoes of a purchaser and consider the features they may find attractive. CB Richard Ellis Residential Valuations conducted over 90,000 full inspection valuations in 2009. Mr Veletta said the most common reasons a homeowner may require a property valuation would be to determine a likely selling price for a sale or purchase, for capital gains tax, for GST, stamp duty, transfer of ownership, legal purposes or

for family law. “Most valuations occur in the mortgage belt market, and generally around the median house price, which is where the bulk of values lie and the volumes of properties sit,” he said. Valuations must be conducted by registered and licensed valuers with a minimum of Associate of Australian Property Institute (AAPI) accreditation or equivalent licence. “Depending on the size and value of the residential property, a valuation inspection can take anything from 15 minutes to several hours,” Mr Veletta said. “Owners should be present at the valuation and can help the valuer by having floor plans available, offering a brief

history of the house, identifying approved structures and noting any issues the valuer may otherwise not identify in a one-off inspection or are concealed like moisture/erosion/structural issues and so on. “The valuer should apply principles of ‘highest and best’ land use, taking into account the zoning or possible rezoning which may transform the standard suburban home into a ‘unit development site’ or allow the site to be subdivided,” he said. “In this scenario, the land value may be significantly higher – but existing structures may have no or limited added value, even though they may be large and well maintained.” ■

REIWA has called for improved security in the title system after a Perth man’s home was sold in a sophisticated scam without his consent. He was abroad at the time. The real estate body has called for more secure documentation methods, overseen by the State Government, to avoid this “perfect storm” recurring. REIWA chief executive Anne Arnold said this unusual scam had conned several people and organisations including the owner, the real estate agency, the settlement agent and Landgate which ultimately registered the title transfer to the new owner. Mrs Arnold said she understood that once the certificate of title had been registered by Landgate, the transaction was complete and the property had changed hands. “The certificate of title is a tradable commodity, just like cash, so it’s probably time for Landgate to look at more sophisticated security measures on the actual document, such as a microchip as we have on our passports,’’ she said. “This scam was very slick, but the key point at which it could have been detected was during the settlement process. “The fact that the scammers were able to either forge a certificate of title or trick Landgate into issuing a new certificate of title, means we really need to look at much greater levels of security around the actual document itself.” Under the current Act, agents are required to search the title at the time of listing a property, but the bona fides of the seller are not required to be checked. Mrs Arnold said REIWA would be working closely with the Real Estate and Business Agents Supervisory Board to review current protocols. ■
