Rising sea levels a factor now New developments along coast to be pushed back a further 50 metres to avoid future problems NEW developments along our coast will be pushed back a further 50m to accommodate seal level changes, erosion and severe storms. A predicted increase in vertical sea levels from 0.38m to 0.9m will result in an increase to the horizontal setback for the general guide from 100m to 150m. While the State Government in WA is confident the revised policy will accommodate coastal processes across a 100-year planning time frame, the Urban Development Institute of Australia (UDIA) is concerned the State Government’s revision to the coastal planning policy was too rigid. UDIA CEO Debra Goostrey said while she didn’t disagree that sea level rises needed to be addressed, she did think that there are bestpractice solutions that could be considered other than just a blanket set back. “UDIA believes that more flexibility for developers is required to ensure that land is not unnecessarily sterilised for any form of development,” she said. “Alternatives such as sea walls could be implemented in some cases to protect development from a potential (sea level) rise. “Worldwide new technologies and engineering solutions are popping up all the time and it is important to acknowledge that there could be other ways of protecting new development.” Planning Minister John Day said the WA

Planning Commission found it necessary to amend the policy in recognition of nationally accepted and adopted increases in sea level rise projections. “The practice of requiring development setbacks and foreshore reserves has been in place in WA since the 1930s, which means WA is somewhat better placed than other states to deal with the impacts of rising sea level and storm events,’’ he said. “The decision has followed careful consideration and reflects the latest information from the International Panel on Climate Change (IPCC) (2007) and the

Australian Commonwealth Scientific and Industrial Research Organisation (CSIRO) (2008), and is consistent with other state jurisdictions’ policy positions,” the minister said. “The position statement places the State in a sound position to avoid negative and costly impacts of sea level rise on coastal development. “It will ensure our state’s coastal planning guidelines are based on the most up-to-date information, common sense and a precautionary approach.” Ms Goostrey said there should be greater flexibility and freedom for developers and builders. “If a developer chooses to use the land for recreation facilities or restaurants, and they are aware there is a risk that in 50 or 100 years that area may be affected by sea level rise, it should be up to them to take that risk,’’ she said. A full review of the State Coastal Planning Policy has begun, with proposed changes expected to be released for public consultation by the end of the year. ■

Auction of two old Blencowe Street homes a success One sells under the hammer for $1.855m, the other by offer soon after auction ABEL McGrath Property Group has reason to celebrate after a successful auction day on the September 18 weekend. A lady in her 70s was in attendance, and approached the team at Abel McGrath telling them her family, the Wardells, had owned number 88 for many years and she was even born in the house. The current R30 zoning created the unusual opportunity for developers, as the two blocks combined would allow for five new homes. Abel McGrath said nearby neighbours would be pleased to know the new owners plan to renovate and update the homes to modern standards. ■

Network backs worthy cause LJ HOOKER are taking it in their stride, assisting Cystic Fibrosis WA with a walkathon and carnival fun day to raise much-needed funds for people living with the condition. To be held at Lake Monger Reserve in Wembley this Sunday, registration is at 10am with the walk starting at 11am. Participants can either walk or run the 3.8km course and all money raised goes to Cystic Fibrosis WA. “We have been involved in this event for a number of years, but want this year to be the biggest and best ever,” LJ Hooker Network Performance Co-ordinator Craig Abbott said. “Several of our metropolitan offices are participating and are encouraging their local communities to take part. “We urge everyone to come along and help support this very worthy cause.” Cystic Fibrosis is one of the most common life-threatening recessive genetic disease conditions for which there is no known cure. It mainly affects the lungs and digestive system, and there is a 1 in 25 chance of carrying the gene. WITH building approvals for higher density homes such as apartments and units skyrocketing, a growing number of WA investors are missing out on hundreds of dollars in tax benefits. According to tax depreciation experts DEPPRO, first-time investors fail to understand that tax benefits are just as important as rental income. New ABS figures show residential building approvals in WA for higher density homes totalled $1.17 billion last financial year, indicating a rise of more than $320 million. The central Perth area, which includes the western suburbs, accounted for about 23 per cent of all building approvals in the metro area during this period. DEPPRO said higher density living had become increasing popular in Perth, particularly along the northern coastal strip with the Stirling coastal area accounting for over $50 million in building approvals in the past year. “It is unfortunate that many first-time property investors who purchase apartments and

units for investment purposes are still the most common group of investors who fail to obtain the full tax depreciation entitlements,’’ she said. “While there are many issues concerning the depreciation entitlements on properties, in most cases, strata style homes such as apartments provide a higher rate of depreciation than houses.” Ms Tucker said when you consider that the purchase price of these new apartments/townhouses can start from over $450,000, an investor could achieve significant tax benefits through depreciation. “Most investors do not realize that tax benefits obtained through depreciation can be equivalent to 60 per cent of the total purchase price of the property,’’ she said. “For a new apartment in Perth this can equate to over $250,000 in possible tax benefits through depreciation.A large proportion of these tax benefits are never claimed which means that each year hundreds of millions of dollars in tax benefits are lost every year by investors not claiming their entitlements.” ■

Luis determned to share the flair even more Luis La Pegna’s design showroom Dlux Interiors has achieved all it set out to do, writes JANE EVANS LUIS La Pegna is proof that when it comes to design flair, either you have it or you don’t. Nine years ago, the then 30-yearold decided to move away from a career in hospitality and into interior design. Without any formal qualifications, he established boutique design consultancy Dlux Interiors, which he later expanded into a retail showroom. Earlier this month, Mr La Pegna opened his second store, a larger, more upmarket showroom, in Nedlands. “I’ve always had a passion for furniture and interiors, and my flair was nurtured by family and friends,” he said. “It has remained a constant part of my life.” When he established Dlux Interiors in 2001, the West Perth resident said that Perth people were still Luis La Pegna shy in their interiors, afraid to try anything too bold or new. “I’m drawn to French deco and Hollywood Glamour,” he said. “And I love black and white, the combination is so timeless. “I also have a penchant for armchairs. I just think they add so much to a room. “They can change a whole space

and so much can be expressed through them.” Mr La Pegna said he wanted to create a store that was both unique and overwhelming. And the Nedlands showroom is just that. Hollywood-esque black and white striped awnings hover above the glamorous window displays – a combination of striking pieces, both imported and from interstate, but all as opulent as one another. Having a presence on Stirling Highway has long been a dream of Mr La Pegna’s who says that approximately 50 per cent of his clientele are from the western suburbs. “Customers have been overwhelming with support; it’s been a long time coming,” he said. With two sisters and two other designers on board, Dlux Interiors has gone from strength to strength. What next? The anticipated opening of Beluga, a new restaurant in Claremont Quarter, for which Mr La Pegna styled the interior. Due to open in February next year, the wait almost seems unbearable for Dlux enthusiasts. ■
