Financial fallout stalls top end EUROPE may seem far way, but the effect of its property market is being felt right here along our coast. According to Propell National Valuers valuations manager Travis Coleman, in European countries like Ireland house prices have fallen by more than 30 per cent in recent years and, as a result, interest in Perth’s coastal suburbs among these overseas buyers has declined. “Overseas migrants coming to Perth are therefore conditioned to a more subdued international property market and are not in the same financial position as they were several years ago,’’ he said. “As a result of this trend, cashed-up overseas migrants are becoming scarce in the Perth property market, especially for homes priced above $1 million. “Propell National Valuers is finding that properties priced above $1 million which are cor-

rectly priced will sell, but properties which are over priced by even 1 per cent in this segment of the market are not finding a willing buyer.” The latest ABS population figures for the March 2010 quarter revealed that overall,WA’s population grew by 2.3 per cent, which was well above the national growth rate of 1.8 per cent. However, the number of migrants coming into the State had dropped. “Some 7662 overseas migrants moved to WA, which was a drop of nearly half compared to the March quarter 2009 when 13,448

overseas migrants came to the State,’’ Mr Coleman said. “The surge in overseas migration over recent years has had a very positive impact on WA property values by boosting demand for homes. It is also important to note that a large proportion of these overseas migrants were coming from countries such as the United Kingdom and Ireland, where property prices had risen very strongly over the past decade. “These migrants were selling their homes at a large profit and then taking advantage of a favourable exchange rate to buy

competitively priced properties in Perth.” Mr Coleman said new benchmark prices were being set in Perth coastal suburbs, in particular, over the past six years because overseas migrants were having a major influence on these sub-markets. “Economic circumstances have now significantly changed, with property values in many European countries declining and the exchange rate with the Australian dollar now less attractive,’’ he said. He advised sellers of more expensive properties to take a more pragmatic approach to pricing because they will increasingly have to focus on local buyers who have greater local knowledge of comparative property values. In the long term, Mr Coleman said overseas migration to WA was expected to rise as a result of the booming resources sector.

That is the pressing question on many home owners’ minds considering renovating an older home. New Home Building Brokers Tristan Kirkham managing director Tristan Kirkham told Residential that every week he was asked the question and every time his advice was the same – consider all the costs before making a decision. “Builders will charge $2500 per square metre minimum in a renovation, and up to $4500,’’ he said. “Remember this is a hard pill to swallow when you have to live in the home while the works are getting completed. “So if it’s a big renovation, building is always a better option long term, as the home is completely new with full warranty to the entire home. “If it’s a small renovation, then the costs can be very reasonable, depending on the work.” In comparison to renovating, Mr Kirkham said the cost to build a high-quality finish brand new single or double storey home was between $1100m2 and $2000m2, depending on total area and complexity of design. “These rates can increase significantly depending on the level of builder you choose,’’ he said. Your real estate questions answered by Niki Peinke, director of The Property Exchange in Subiaco Q: We recently put an offer in for a property subject to the sale of the property that we’re currently in. We are still waiting for it to be accepted or rejected, but our agent said he couldn’t give us a definite response until he knows whether he will be selling our current property. Is this right? We would prefer to use another agent, but we don’t want to compromise the purchase. A: Well, first of all, the two contracts are unrelated as far as the agent is concerned.You have the right to choose who you like to sell your property, and this should have no influence on the purchase of your new property. If your agent is coercing you into selling with him, I would be calling the Real Estate Business Advisory Board (REBA) and lodging a formal complaint. Q: I fell in love with this house a couple of weeks ago and put in an offer straight away which was very close to the asking price, so I expected it would be accepted. Then the agent rang me and said another offer was coming in and I should amend my offer upwards. I took his advice, and got my offer accepted, but I suspect there was never another offer. Can I ask to see evidence of the other offer? A: You can ask, but the agent is under no obligation to divulge details of any other offers that were made by other parties. It would be very unwise for an agent to “invent” another offer, as this contravenes the Act, so I’m sure he was probably acting in your best interests. Celebrate that you got the house you loved! After all, there is a very good chance someone else loved it, too. Q: Is it common practice for an agent to send his or her assistant to attend home opens and inspections? I

Personally, I prefer to do my own home opens, but sometimes you can get caught with a large number of listings and want to ensure all of your properties get a good time slot. Obviously one can only be in one place at any one time, so other agents within the company, or assistants, may help out. Rest assured they should be experienced, and completely capable in dealing with your prospective buyers. Ideally, all other inspections and followups should be conducted by your listing agent. We need to balance the personal touch with ongoing efficiency which can be tricky at times. Have faith!
