Signs point to market recovery Predictions of falling rates and a strong economy bode well. By SCOTT WOODSIDE CAPORN Young Estate Agents is predicting a major recovery in the western suburbs real estate market during the current financial year if interest rates fall and the state economy continues to record strong economic growth, principal Richard Young says. “There is now an increasing expectation that interest rates in Australia could begin to fall during the second half of 2011 by both the financial market and leading banks,” Caporn Young principal he said. “During 2010, the Reserve Bank of Richard Young. Australia ramped up interest rates to prevent the economy from over-heating due to the impact of major new investment in the resources sector. “Apart from the mining sector, the remainder of the economy is now struggling, as seen in significant falls in profits by major retailers, tourism being hit hard by the high Australian dollar as well as a decline in new housing starts.”
Mr Young said these factors were putting pressure on the RBA to lower interest rates, which was underlined by the prediction by Westpac that interest rates could drop by 0.25 per cent by the end of the year. “Sentiment in the property market was severely undermined by the successive interest rate rises during last year,” he said. “This resulted in a jump of more than 50 per cent in the number of properties listed for sale in a number of Perth suburbs. “We have noticed this trend in the western suburbs, with properties now taking longer to sell, with the need to be correctly priced to achieve a sale.” Mr Young said the western suburbs property market had underperformed in recent years compared with the long-term historic trend for the area due to uncertainty over interest rates. “It is only a question of time before sentiment in the real estate market begins to mirror sentiment in the wider WA economy, which overall is relatively strong compared to the rest of Australia,” he said. “Caporn Young believes that once confidence is restored to the real estate market through falling interest rates and a booming state economy, the western suburbs market will recover very quickly. “Already we are now beginning to register a rising level of interest from buyers, which is the first sign of a recovery in the property market – there is rising interest in properties priced between $1 million to $2 million which are now very competitively priced.” ■

WA wary about national licensing WA real estate agents have expressed reservations about a federal push to create a national licensing system for the profession. “The proposal to have a national licence for real estate personnel made good sense, but the devil is in the details,” Real Estate Institute of WA president Alan Bourke said. “The plan from Canberra is broadly to ensure that when workers move interstate their licences are uniform and recognised across state borders,” he said. “However, the proposal has the effect of watering down our existing high standards and lowering the benchmark for training and for ongoing professional development.” Mr Bourke said REIWA believed the key to providing a low-risk professional service to homebuyers was by mandating a high level of qualifications and ongoing professional development. “While it is important to have a high level of initial training, it is equally important that agents are kept up to date with changes in the industry, including government requirements and the regulatory environment agents operate within,” he said. “This requirement is not contained within the current federal proposal.” The board of the Real Estate Institute of Australia, which met in Perth in June, has called for the Federal Government, states and territories to agree to a national licensing system, which requires agents to achieve a diploma level for licensing, compulsory continuing professional development and licensing for commercial agency work. The national licensing scheme is due to start in July 2012. ■

It’s supposed to be a “buyers’ market” at the moment, but nobody seems to be buying. So as a buyer, when should I buy? A: A good question. Sometimes it appears people would rather buy in a frenzy of inflated prices, than calmly in a sedate and reasonable market. It’s because we’re all a bit “sheepish” – we do whatever everyone else is doing, when really the smart ones are doing the opposite. Right now is an excellent time to buy, but a lot of punters are holding back waiting to see when everyone else is going to make a move (which, by the way, is about now) and when everyone else does, they will, too. But by then the prices will have gone up and they’ll have to pay more. Then all other buyers will panic that they’ll miss out and will jump in quick, thereby pushing prices even higher, turning it into a sellers’ market again. So to answer your question, buy now. You should absolutely buy in a “buyers’ market”.
Q: I believe there are a number of internet scams going around in the real estate industry at the moment and am wondering what I should be looking out for? A: Yes, true, there are some very innovative ways of parting you from your money going around, targeting both the general public looking at property and real estate agents themselves. There are a number of very dodgy people trying to get bank account details and your signature in ways that appear unrelated but are very much connected. Be very careful of any overseas contacts, especially from Africa, the UK or Canada. One trick scammers are using is to advertise a property for rent very cheaply on a website such as Gumtree and asking you to send money in return for the keys being delivered. You may get the key, but it won’t open anything.

Owner Hans Ilse, who is an engineer by trade, told Residential that he knew what he wanted in his products and the factory processes it took to create quality pieces. “I have visited every single factory and with my background, I can guarantee that the furniture has been made using the correct processes,” he said. “You can‘t see it, but there’s an aluminium frame underneath here,” he continued, referring to the all-weather wicker range. “The frame has been powdercoated and it has been done in a certain way for corrosion protection.” UV-resistant polyethylene fibres which look just like natural wicker are then woven on to the strong, lightweight frame, resulting in a beautifully-crafted piece that can withstand the elements.
