Swanbourne and Wembley were the frontrunners, followed closely my Mosman Park, Nedlands and Cottesloe. Hot items taken from building sites include glass panels, doors, lintels, door frames, door furniture and timber. Stay vigilant against thieves Reporting any suspicious behaviour is the key to getting the better of building site vandals, thieves and dumpers. By CARMELLE SANDER BUILDING sites in Swanbourne and Wembley are among the worst hit in the western suburbs for theft and vandalism. Whether you are building your dream home or renovating, offenders use this opportunity to damage and steal property. The Housing Industry Association’s Name and Shame campaign encourages neighbours and passers-by to report suspicious behaviour and crime at construction sites. Between October 1, 2007 and October 1, 2008 there were 24 reports in the western suburbs, leading to a damage bill of more than $12,000. The total value of stolen property at sites in Swanbourne and Wembley was in excess of $6000. Mosman Park reported four incidents of theft and vandalism in the past 12 months, costing over $1200. Nedlands and Cottesloe building sites were also attractive for thieves, with seven reported cases last year. Name and Shame campaign spokeswoman Nikki Tucker said the figures were derived only from HIA members’ reports and, in reality, could be much higher. “The hot items taken from building sites include glass panels, doors, lintels, door frames, door furniture and timber,’’ she said.
“Spa baths have also been known to be stolen.’’ While this might prove disturbing for those building or renovating, there are ways to keep your property safe. Community crime prevention tips include reporting suspicious behaviour in your neighbourhood and being aware of people loitering in the vicinity of building sites at night or outside normal working hours. Steven Gill from the HIA told Residential that while new housing estates were the worst for theft, people in the western suburbs should be aware that renovation sites and redevelopments were also a prime target. “New housing estates record the highest rate of theft and vandalism because there are often no neighbours around,’’ he said. “We cannot stress enough the importance of people reporting any suspicious behaviour at construction sites. If it leads to a successful prosecution, they could receive a reward of up to $3000.’’ In addition to building site theft, Mr Gill said dumping at building sites was an increasing problem. He urged people to “Dob in a Dumper”. “Building site dumping is a major issue and, with the cost of waste disposal, expensive,’’ he said.

Pink ribbon breakfast hopes to raise $250,000 WESTERN Australia’s biggest Pink Ribbon Breakfast to raise money for breast cancer research is on again. SUPPLY AND DEMAND The fundamental rule in free market economy is the law of supply and demand. There are 800 people settling permanently in WA each week. At present, the level of new housing construction is the lowest we have seen in years, subsequently creating a shortage in housing accommodation. As a result, the pressure on property prices will be significant in the next 12 months. 5. OTHER INVESTMENTS The latest trends in investments show us the stock market rollercoaster – underperforming managed funds and falling returns on bank deposits. You may ask yourself where to invest now. Has the property market suffered greatly in the last two weeks of the world’s economic turmoil? The answer is no. Property still remains the strongest and safest way of creating wealth.

Owner, builder combine for a winner 300sqm of living space plus a courtyard, pool and spa make for an outstanding home, reports ROMENA MANNING A COLLABORATIVE effort between owner and Webb and Brown Neaves has resulted in this modern construction with solar-passive design. A two-tone rendered exterior gives way to a neutral interior with bamboo flooring, where a dining and family area form an openplan living space next to a kitchen. Owner Annette Backshall said the lack of walls in the living area, paired with higher than average ceilings, gave a greater feeling of space. It was a deliberate move when designing the house, as was creating a floor plan to be as flexible as possible. In the family area, a recessed wall has stone mosaic tiling, which Annette said was one of her favourite features. “It adds another dimension and adds

Eligibility for First Start tightened Old criteria proved unsustainable, says Treasurer Buswell THE State Government has tightened eligibility criteria for its popular First Start homebuyers package. The changes, which come after the Government poured another $70 million into the scheme to allow it to continue until the end of the financial year, have slashed the amount of government equity in the homes from a maximum of 40 per cent for families to 25 per cent and from 30 per cent for singles to 20 per cent. Treasurer Troy Buswell told delegates at the REIWA conference that the Government was spending between $7 million and $8 million a week on the scheme, which was “clearly unsustainable”. Mr Buswell said the changes would ensure the most needy first-homebuyers could access the scheme. “Quite clearly, however,

the scheme was unsustainable and it was necessary to adjust the settings if we were to reinstitute it in a way that would help as many lowincome applicants as possible right through to June 30 next year,” Mr Buswell said. More than 2500 First Start homes had already been built, or were under construction, and there were another 400 applications, which were stalled when the scheme ran out of money, in the pipeline. Mr Buswell said the
applicants would be given priority and a chance to reapply under the new criteria. To qualify for First Start under the new eligibility rules, a family must have income of no more than $70,000 a year, down from $80,000 previously. Couples can earn $60,000 – down from $70,000 – and singles can have maximum income of $50,000. The maximum amount for a new home purchase was cut to $355,000, from $375,000. Mr Buswell said the decline reflected recent property price falls. “WA needs to build an additional 23,000 new homes a year to cater for pent-up demand, up from 18,000 a year now,” Mr Buswell said. “We believe this scheme will have a significant impact on both the new homes and established homes market.”

THE West Australian real estate industry has a tremendous opportunity to benefit from a rebounding property market, according to residential mortgage mogul John Symond. Mr Symond, founder and managing director of Aussie Home Loans, the nation’s biggest non-bank lender, told a packed house at the Real Estate Institute of WA annual conference last week that WA and Queensland were best placed to achieve strong growth after the global credit crunch had taken its full course. “You have all the fundamentals to prosper in a fantastic industry,” Mr Symond said. Interest rates are falling, the banks have been “made safe” by Federal Government guarantees and there is massive undersupply in the local housing market. “The fundamentals are too strong to see anything like the meltdown in property prices we have seen in the United States,” he said. Real estate in WA has a “head start on all other industry categories” in the rebound after the financial markets shake-out. Mr Symond said it was likely that there would still be some decline in Perth residential house prices. “The recent gains were unsustainable,” he said. “Prices will come off but we are inevitably heading into a healthier real estate market.” Strong employment growth in WA plus better affordability equates to a stronger housing market, he said. The key to an average homeowner surviving the credit and financial markets shake-out is the ability to service
mortgage debt, Mr Symond said. “Better affordability is paramount,” he said. Falling interest rates and a boost in the Federal Government’s first-home owners grant would help keep homeowners’ heads above water and fuel the recovery. However, he said the Federal Government’s first homeowners grant of $14,000 for purchasing an existing home and $21,000 for buying a new first home was not sustainable. “Like falling interest rates, they will not go on forever,” he said. Homeowners need to take advantage of these better conditions to quickly repay debt. “They need to act smarter and get rid of some of their mortgage debt,” he said. “When rates drop, they should attempt to maintain their existing mortgage payments. An extra $20 a week in payments can reduce the term of the loan by a decade.” Mr Symond said global financial markets had yet to fully come to grips with the new world order of tighter credit. He said the globe had been awash with capital for more than a decade, leading to irresponsible bank lending. “That trend has now been reversed,” he said. Lenders would now take a more responsible view with homebuyers and mortgages would be harder to obtain. “Asset values are being repriced (against risk) in all categories,” he said. The days of easy credit are behind us. “We’ve just got to deal with it,” he said.■
