OCTOBER has certainly been an eventful month for the real estate industry. First, there was a big fall in interest rates, which helped lift consumer confidence in the rather sluggish property market. This was followed by the Federal Government’s boost in the First Home Owners Grant, which provided a much-needed catalyst to kick-start both new and existing home sales. In addition, last week, WA Treasurer Troy Buswell cut land tax by an average of 7 per cent. Mr Buswell said the tax cuts would benefit people in the rental market, as well as landowners.

One has to wonder whether lower interest rates and land tax cuts will entice more buyers to jump at an opportunity to secure a piece of this multi-million dollar venture. However, something tells me people are not going to need much convincing, given the first stage sold out in just 48 hours last December. When complete in 2011, Beachside Leighton will feature 150 residential apartments, a world-class 96-room boutique hotel and a vibrant village comprising 2000sqm of restaurants, cafes and retailers. 5 Leighton looks for encore Will the second stage release of Beachside Leighton meet with the same feverish response from buyers as the first stage, which sold out in just 48 hours? LAST December, the first stage in Mirvac’s multi-million dollar Beachside Leighton development on one of Perth’s iconic beaches sold like hot cakes. Will history repeat itself when the second stage is released next month? Construction is under way on the landmark $500 million Beachside Leighton mixed-use development, following the unprecedented success of the first release, which sold out in just 48 hours. Buyers bought up to $190 million worth of property when the first release of 48 premium residential apartments and 12 luxury penthouses was launched. With construction on stage one now under way, Mirvac WA chief executive
officer Evan Campbell said this was an exciting time in the evolution of Beachside Leighton. “The response to this project has been phenomenal and we are expecting interest will only heighten, in line with the increased level of activity on-site,’’ he said.” Mr Campbell said the majority of buyers were baby boomers and retirees looking to downsize to an apartment. Many were from surrounding exclusive suburbs like Peppermint Grove, Swanbourne and Mosman Park. “They are looking for the convenience of apartment living, but don’t want to compromise on quality or spaciousness, and they want the lifestyle benefits offered
by a beachside apartment in close proximity to a range of amenities,’’ he said. “We have already received expressions of interest for the second stage, and are expecting it to follow on from the success of stage one.” Seven terrace homes and a 270sqm commercial premise will also be developed as part of the first stage, which is due for completion in the second half of 2010. The second, and final, release of residential apartments is expected to come on to the market in late November. Grant increases prompt return to market for first home buyers RECENT initiatives from the Federal and State Governments have given Perth’s property market new hope. While Prime Minister Kevin Rudd’s First Home Owners Grant boost will give home buyers the kick-start they need, WA Treasurer Troy Buswell’s move to cut land tax is good news for landowners and renters. Mr Rudd has promised to triple the $7000 first home buyers grant for new homes and double it for existing house purchases until June 30 next year. REIWA president Rob Druitt said it might still be early days,
but there has already been an increase in the number of first home buyers looking at display homes on weekends. “Many have probably been holding off buying, hoping prices will come down further,” he said. “The huge cash incentive from the Government and the reduction and further falls predicted in interest rates are clear signals that the bottom end of the market is now likely to level out or have some upside from first home buyer demand. “Signals for first home buyers suggest now is the right time to buy.”
Scott Banister-Jones, from Perth Property People said he had noticed more first home buyers looking for inner-city apartments. “These are more affordable and can be used as a steppingstone to their future home,’’ he said. “I am confident that the market will improve gradually, but I don’t see a huge spike in sales any time soon. “I believe the First Home Owners Grant will tempt more buyers into the market, especially those waiting to see how the market reacts to the financial crisis. This may lead to an increase in sales in
properties in the under$500,000 mark.” While the increased grant money will have a positive impact on first home buyer activity, Mr Druitt said it was unlikely to have a significant impact on the middle and top end of the market. “This will need further substantial interest rate falls and a return in confidence from improvements in the world financial markets,” he said. Last week, Mr Buswell cut the State’s annual land tax by an average of seven per cent and said similar cuts would be made to the metropolitan region improvement tax.

STUDY YOUR CHOICES There are several hundred home loan options, and securing an interest rate reduction of just 0.25 per cent on an average home loan can result in thousands of dollars in savings over the life of the loan. Don’t always select the loan with the lowest advertised interest rate. Application and monthly management fees, for example, can considerably add to the overall cost of a home loan. Consider ‘surprise’ costs when applying for the home loan, such as mortgage insurance. GET QUALIFIED HELP Speak to a qualified broker of the Mortgage & Finance Association of Australia (MFAA). They have a large selection of home loans and will be able to select the most appropriate loan for your personal financial circumstances. CHECK THE FINE PRINT Low introductory home loans, for example, may have high breaking costs or might revert to a high interest rate, making this kind of home loan an expensive option. OWNERSHIP PERIOD Determine how long you plan to hold the property. If it is for a short period of time, then a home loan that offers very flexible conditions might be an attractive option. DEBT REDUCTION Select a home loan option that allows you the ability to quickly reduce your home loan debt commitments. For example, through the use of ‘offset’ accounts, a borrower may significantly reduce the term of the home loan.

Confusing codes under review The State’s R-Codes have been sent back to the drawing board to solve garage door frontage problems. By CARMELLE SANDER GOOD news for those wanting to build, extend or renovate in the western suburbs. The State Government has announced WA’s Residential Design Codes are again under review, meaning building restrictions on garages could be lifted. Since the new version of WA’s R-Codes was introduced in April, designers, builders, architects and homeowners have been confused over changes to the acceptable development provisions relating to garage doors. In the previous version of the R-Codes it stated a garage door facing the street must not occupy more than 50 per cent of the frontage at the setback line. However the new version, gazetted on April 29, also included supporting structures in the provision, making building a double garage on a narrow block almost impossible. WA Housing Industry Association executive director John Dastlik said the inclusion of supporting structures caught out a number of clients and meant the home they had envisaged for their block of land could no longer be built. “On many narrow-lot developments, or where big blocks are subdivided down the middle, this

Steven Gill, from the Housing Industry Association, said it was made aware of the frustration from its members, many of who were attempting to build on narrow blocks. “The R-Codes need to be reviewed because people are finding it extremely difficult to build with these restrictions,” he said. “Many people in the western suburbs, for instance, can’t build their dream home because they can’t fit a double lock-up garage on the site.” Mr Dastlik said for affordability reasons, the trend in Perth had been towards smaller, narrower lot developments in new estates, and in
established suburbs like Claremont, Fremantle and Mosman Park, the trend had been to divide big lots down the middle to create two narrow blocks. He said the changes to the R-Codes in April made this type of development more difficult and in many cases impossible if the house was to be functional and fit current lifestyles. “I hope this was an unintentional mistake by the government and that it will be rectified quickly, keeping in mind the last review took five years,” Mr Dastlik said. Planning Minister John Day told Residential the R-Codes were under review and he would examine this issue with a view to finding a solution. ■

The owners said they loved its oldworld features, like high ornate ceilings and said the character home was in lovely condition and surrounded by good neighbours. They said a highlight was the location – in walking distance of parks, including Kings Park, and the city. A long hallway with architraves sets the tone for the house, with decorative plaster ceilings, decorative cornices, high skirting boards and jarrah floorboards. A double bedroom at the front has a fireplace with turned timber mantelpiece and iron-and-tile inset.
