Turnaround coming in social structures THE social structures of some of Australia’s wealthiest suburbs could deteriorate as quickly as their house prices, while “underdog” locales become increasingly gentrified. Dozens of traditionally wealthy suburbs – including Subiaco and Floreat in Perth’s Western Suburbs – have all seen average house prices topple in the past 12 months, according to sales data compiled from property information service RP Data. Demographer Bernard Salt, a partner at KPMG, said the financial crisis was taking a toll on posher suburbs – and a new breed of wealthy residents would surface. “The ‘oomph’… has been taken out of the top 20 per cent of income earners,” Mr Salt said. “People just don’t have the means to maintain those expensive lifestyles any more.” Mr Salt said he expected prices to continue to fall in affluent suburbs over the next 12 months. Louis Christopher, managing director of SQM Research, said the upper end of the market was always more volatile when the economy was suffering. “I think we can directly attribute the falls to the economic downturn,” said Mr Christopher, who also heads property research at Advisor Edge. “When you see a recession, the upper end of the market tends to be more affected. “Finance executives have been hit hard.” Many homes in posh suburbs were being rented out because owners were having trouble selling, he said. “They’ve ended up becoming reluctant landlords.” Mr Salt said people such as banking executives, who have traditionally populated prestigious suburbs, would be forced to move out and workers in high-growth sectors would most likely replace them. ■ Mark Schliebs

WHILE owning your first home is more attainable now than it was five years ago, buying your dream home near the river or along the coast may is still no easy task. The median house price in Perth dropped $50,000 to $420,000 in the year ended December 31. Housing Industry Association chief executive Chris Lamont said lower mortgage rates and the boost of the first homeowners’ scheme had made it more affordable for first-home buyers to own their own home. “For would-be first-home buyers, conditions have improved significantly and clearly many Australians are taking up the opportunity to get into home ownership,”
Mr Lamont said. “Previously, a household would have to be earning in the order of $85,000 to afford a modestly-priced home without going into severe mortgage stress,” Mr Lamont said. According to a federal government report, this figure is now $70,000. Mr Lamont said the improvement in housing affordability means that even those on a more modest income can now contemplate a home of their own. Prices in Perth’s affluent suburbs may have fallen up to 20 per cent over the past year, but this represented a fall in current selling prices and not real values. According to veteran Western Suburbs agent David Airey, buyers and sellers needed to distinguish between paper prices and real prices to get a proper understanding of the blue-chip market wedged between the river and the sea. “A better way to measure value trends is by looking at the resale price of a property,’’ he said. “In other words, did the house increase in price or go backwards between sales?” Recent analysis by REIWA found that of
the 1266 sales in the Western Suburbs last year, only 29 - or about two per cent recorded a negative resale value. “This REIWA data also shows that the average fall of those which went backwards was 7 per cent, while the average gain in those which had positive growth between sales was a healthy 133 per cent,” Mr Airey said. Wembley recorded the greatest number of negative resales, with five properties selling for less than they were purchased for. This was followed by Claremont and Mosman Park with four negative resales each. Cottesloe had three and City Beach, Floreat, Nedlands and Subiaco had two apiece. REIWA president Rob Druitt said while house prices in the Western Suburbs had dropped slightly, the demand to live there remained high. “If sellers are in no hurry to sell then prices will remain strong,’’ he said. “However, if unemployment fallout from the resources downturn ripples through the Western Suburbs then we may see more people having to downsize.’’ ■

By AMANDA RANKIN THIS chic North Perth home was a labour of love for its owners. “My husband is a builder and he built it, so there’s a lot of love in it,” owner, Mrs Black said. “We also had a lot of input in the design of the house.” Everything from waterwise plants to the kitchen sink has been carefully thought out, resulting in a beautiful home with clean lines, high quality finishes and practical living spaces. Little touches like retractable awnings, tinted windows, shadow-line cornices and custom made square kitchen sinks have made a big difference to its style and comfort. THE Federal Government plans to provide free insulation in about 2.7 million homes, with its $4 billion Energy Efficient Homes Package. The package aims to cut their energy waste, making homes more comfortable and helping home owners save up to 40 per cent on their electricity bills. From July 1, 2009, owner-occupiers without ceiling insulation will be eligible for free product and installation (capped at $1600). As an interim arrangement, from February 3 until June 30, 2009, eligible owner-occupiers who install ceiling insulation in their homes will be able to seek reimbursement (up to $1600) after the program commences. The Government estimates 2.2 million owneroccupied homes will benefit from this program. To help renters lower their emissions and save money on energy bills, the Government will also double the rebate available under the Low Emissions Plan for Renters for landlords to install insulation in their rental properties – from $500 up to $1000 – from February 3, 2009, until June 30, 2011. The Government estimates 500,000 rented homes will benefit from this program. The Energy Efficient Homes investment also increases the Government’s Solar Hot Water Rebate from $1000 to $1600 and will not be means tested. Under the Energy Efficient Homes package, homeowners will be able to access either the insulation program or the solar hot water rebate. ■

Garage doors key element of new and renovated homes Specialist design company makes sure these crucial fixtures complement the architecture and are not a clunky eyesore, reports CARMELLE SANDER THE garage used to be an insignificant part of the home, somewhere down the end of the driveway and more often than not, for one car only. Fast forward a few decades and the number of cars per household has more than doubled, and then there is room for the boat, the canoe and surf skis. Double and even triple garages are now almost mandatory and on a small house block, this can mean a significant portion of the house is occupied by garage. They particularly stand out on narrow blocks where the garage can literally account for the whole front of the home. Therefore, it makes sense to have a nice garage door. Enter Designer Garage Doors, a WA company which custom-builds garage doors to complement the architecture of a home, ensuring the garage is not a clunky eyesore. DGD sales and marketing manager Tim Anscombe said garage doors had definitely become an important consideration in the minds of homeowners, particularly for those building new homes but also people renovating older homes. “The garage door takes up at least 30 per cent of the front of a house, so it is of importance to people,” Mr Anscombe said. “But it does come down to the individual, and some take it more seriously than others. Some people do the garage door as an afterthought, while others work their fences and other external finishes around the garage door.” DGD works directly with the architects, builders and homeowners to design doors for newly designed homes and can also
match historic residences. There is even a design that looks like an old-fashioned swing carriage door but conveniently operates by remote control. On the modern front, Mr Anscombe said aluminium frames and cedar doors were the most popular, and if you’re a neat and tidy type, the latest look is a garage door you can see through.
To take the guesswork out of choosing the right garage door, the design team at DGD will demonstrate on computer exactly how it will look. After taking a photo of the home, different garage doors are then superimposed onto the house so the client can experiment with hundreds of designs, colours and styles. “The trend is moving towards aluminium
