Population growth outstrips new housing Perth now needs 17,000 a year and isn’t coming close, says a specially commissioned report, Australia On The Move

MORE than 17,000 new dwellings will need to be built in Perth each year for the next five years to cope with its swelling population. A recent report, Australia On The Move, compiled by Matusik Property Insights for the Residential Development Council of Australia, reveals Perth needs 9068 houses and 8108 attached dwellings (apartments/flats or townhouses) each year by 2014 or Perth’s newcomers will overrun the marketplace. Perth’s current resident population of 1,623,829 people is expected to increase by 680,137 to 2,303,966 by 2027 – an increase of 42 per cent.
“Australia’s housing stock has long been under-supplied,” Caryn Kakas, executive director of the Residential Development Council said. “As Australia On The Move reveals, our population is expected to explode, which will only add stress to the housing supplydemand mismatch. “Limited supply and rising demand can only lead to one thing: rising prices. “And rising prices means less affordable housing,” Ms Kakas said. The latest study says with population growth tipped to average about 37,000 annually, the city needs to build about 17,000 homes a year in the next five years. However, just 13,556 homes are predicted to be built this year, which, if repeated, would leave Perth about 17,000 houses short in 2014. The situation is little better elsewhere in WA, with Mandurah 500 homes short of its annual target of 1326 and Bunbury 60

short of the 900 needed there. In total, about 19,000 houses are predicted to be built in WA this year, short of the 22,463 required. The Property Council of Australia says that the groundbreaking report, prepared by Bernard Salt of KPMG, should ring loud alarm bells for Australia’s system of land use and population policy making. “For generations, the growth and development of our nation has been subject to a form of ‘policy on
the run’ – growth has typically been allowed to happen without the appropriate frameworks of infrastructure and land use provision,” said Peter Verwer, chief executive of the Property Council of Australia. “Accidental cities, and regions in need of rescue: these are the legacies of a mismanaged approach to housing growth and development in this country since the post-war period.” The Property Council had
commissioned Australia on the Move to identify the extent of housing growth needed by 2031 to accommodate a growing Australia, taking into account factors such as death rates in the baby-boomer category, shrinking household size and immigration. The council wants planning restrictions loosened, increased land supply, and greater participation by the private sector in affordable housing projects in order to overcome the shortfall. ■
Climb a 20-year ladder to suburb of your dreams Long haul ’stepping stone’ approach can achieve surprising results, says agent Richard Young HOME buyers have been urged to take a “stepping stone” approach to real estate based on a 20-year plan, according to Richard Young, principal of Caporn Young real estate agents. Mr Young said that by using this stepping stone approach, astute home buyers could achieve a prime home in western suburbs such as Cottesloe where the median house price was around $1.8 million. “For most home buyers the belief that you could live in a suburb such as Cottesloe is a dream – yet it is an achievable dream. “The fact is that there are now a significant proportion of people living in the western suburbs who 20 years ago were living in more modestly-priced suburbs. “They have managed to get there by following a stepping stone approach to
buying real estate which, for many people, has taken around 20 years.” Now was an excellent time to consider implementing a stepping stone approach to the real estate market because current market conditions favoured buyers who wanted to upgrade into the western suburbs.
“This stepping stone approach can also be used more generally throughout the metropolitan area,’’ he said. “Most people tend to move home every five years. It therefore makes sense to have a plan to ensure that when you move to a new home, it is part of an overall plan towards

By CARMELLE SANDER WHEN attempting to build wealth, many disregard the financial riches a good art collection can deliver, according to director of Interactive Arts, Fleur Allen. “A good art collection has fantastic investment potential and over time, it can really pay dividends to its owner,” she said. A feature by US News reported that the economic slowdown has had minimal negative effect on artwork and antiques, due to the volatile financial market encouraging investors to seek out alternatives. Ms Allen said that while investment potential can be significant, it is important for the artwork to be appealing to its owner, and to complement its surrounds, whether that is within an office space or home environment. Perth-based Interactive Arts delivers an online art gallery and hosts regular exhibitions throughout the metropolitan area and south-west region. The company has recently launched Art Check-up, a consultancy service providing clients with access to an expert, to enhance current art collections, or to establish a collection.
While many are content with admiring the same artwork each day, a new phenomenon has emerged in the art world with many opting to rent their works to offer a changing face to their home or office. “Art rental takes some of the pressure off when purchasing art,’’ Ms Allen said. “It is also a great way to ensure the painting you choose works with your surrounds before you do make your final investment.” An art rental service is available through Interactive Arts, with consultants on hand to assist with selection and the appropriate placement of the artworks within your home or office environment.
