Population will drive WA property prices ONE of the key factors that will influence the performance of the Western Australia property market over the coming year is the State's population growth rate. Propell National Valuers’ Travis Coleman said this was one issue often overlooked when industry commentators make predictions about future price growth in WA compared to other areas in Australia.
The fastest growth rate in all Australia will have a positive impact with the oversupply of homes already largely soaked up “WA currently has the fastest population growth rate in Australia,’’ he said. “Even during the world financial crisis, the latest ABS figures (the year to March 2009), the population of the State grew by 3.1 per
Buyers, investors stirring THE warmer weather has put a spring back in investors’ and buyers’ steps with an unexpectedly high level of enquiries and activity in the upper price brackets. According to CEO of Harcourts WA Andrew Moore, the $800,000 plus bracket is being driven by local families taking advantage of what was a lull in activity and a reasonable level of supply. “Activity levels from buyers has dramatically increased over the past few weeks, and our sales consultants report escorting extremely large numbers of groups through open homes,” he said. Mr Moore noted that properties were occasionally selling for less than comparative 2007 prices, but on the whole Perth prices had remained firm. “The entry level up to the $550,000
bracket is noticeably very buoyant, with many properties receiving multiple offers and some selling over the asking price. “And investors are now starting to outnumber first home buyers, facing low levels of stock and a highly competitive environment.” Another bracket experiencing a shortage of listings and good levels of activity, according to Mr Moore, is the mid to higher level price range, between $550,000 and $950,000, due to vendors selling to first home buyers and upgrading to a bigger home or better location. “This price range has been quite stagnant for the last 12 months,” he said. In addition, Mr Moore said there were also a high number of buyers in the $1m+ range, but not a great deal on offer.

Currently, WA has only half the population of Australia's other major resource State, Queensland, which has a population of nearly 4.4 million people. “There is therefore the capacity for the population of WA to grow very strongly during the coming years, and this will have a major impact on the property market.” Mr Coleman said the overall outlook for the local property market remained mostly positive and had the potential to surprise many commentators through a future upswing resulting from expected strong population growth levels. ■
Get that smoke alarm installed NEW legislation introduced on October 1 now requires all rental properties to have mains powered smoke alarms installed. If you are entering a new rental agreement and the property was built before 1997, the owner must install mains powered smoke alarms before a new agreement is signed. If your agreement does not expire in the next two years, then mains powered smoke alarms must be installed by October 1, 2011. If this does not occur contact your local lovernment authority who can inspect the property and issue a rectification notice, infringement notice or prosecute for any breaches with a fine of up to $5000. Alternatively, if you are selling a house built before 1997, you too must install smoke alarms before settlement. The responsibility for having smoke alarms fitted to the property rests with the seller.

The seller should be aware of this new requirement, however check they are installed or you could foot the bill if they are not installed before settlement. A mains powered photo electric smoke alarm is best with a fixed rechargeable battery that does not need to be changed for the life of the smoke alarm.
