ONE of the biggest factors that will influence the property market in Western Australia this year will be unemployment. According to Propell National Valuers Valuations Manager Travis Coleman major long-term financial decisions such as buying a house were determined by consumer confidence and, in particular, security about employment. “Currently, Western Australia enjoys one of the lowest unemployment rates in Australia at 3 per cent,’’ he said. “There would have to be a very significant rise in unemployment for the property market to be negatively impacted. “This trend last occurred during the early 1990s when unemployment rose above 10 per cent and property values

of low interest rates in the confidence that they will have employment to pay the mortgage repayments,’’ he said. “In such circumstances, the WA property market has the potential to defy many economic forecasters and begin to stabilise, and even rebound, because the State has the highest full-time wages in Australia.’’ He added that investors and property buyer should take the current window of opportunity in the property market to purchase ‘prime’ property. “If you are confident about your employment prospects, then it may be time to consider upgrading, especially in the price range above $1 million. “Areas to consider include the Western suburbs, inner and near city river suburbs as well as the northern and southern costal suburbs.’’ ■

WA land sales buck downward trend Figures show lot sales are on the up and up, reports STEPHEN MILES WA’s top real estate developers sold 101 lots last week, according to latest figures from the Urban Development Institute of Australia (WA). “Sales are well up on the average 65 lot sales per week that our developers were recording in the period before the boost to the first home owners grant last October,” said UDIA chief executive Debra Goostrey. “The four months prior to that
boost were the worst four months in terms of sales numbers that we have ever recorded,” she said.

AUSTRALIANS are more confident investing in property than in shares during 2009, a survey says. Forty per cent of respondents said their priority in 2009 is to buy property, an online survey by mortgage broker Loan Market Group revealed. Loan Market Group executive director John Kolenda said measures from policymakers to boost the flagging economy and softer property prices have made the housing market more attractive for investors. Since September, the Reserve Bank of Australia has slashed the cash rate by three percentage points to a seven-year low 4.25 per cent. Many market economists are forecasting the central bank to cut the cash rate to at least 3 per cent by June. And the Federal Government's increase in the first home owner's grant is set to stimulate the property market. “It's [the cash rate] expected to go lower, and that is obviously encouraging to prospective property buyers,”' Mr Kolenda said. “The increase in the first home owners grant to $14,000 and to $21,000 for buying or building a new home will expire on June 30 this year. “That is also likely to have a significant impact on the property market.”' The housing sector is subdued, with average house prices across the capital cities falling 1.8 per cent in the September quarter after a 0.2 per cent decline the three months before. And new home sales fell 1.1 per cent in November, while building approvals dropped 12.8 per cent in the same month. Only 6 per cent of those surveyed said they would invest in shares, following the Australian All Ordinaries index falling 43 per cent in 2008.

Evolution Realty makes debut Grandmaster takes the bull by the horns, reports CARMELLE SANDER REIWA Grandmaster realtor Ian Barnes defied the odds by launching his own real estate business last week. Within two hours of opening, Evolution Realty in Applecross signed more than $20 million in listings. According to Mr Barnes, the million dollar listings showed confidence in the real estate market and starting a business in challenging times. “The property market is tougher and people may question my timing but when it comes down to it, if you focus on understanding what people want from a selling and buying perspective, it is all about matching their needs,’’ he said. “If you have a strong performance record of being open and honest and delivering results, any business will get through downtimes no matter what industry they are in.’’ Mr Barnes started his career in real estate six years ago, and after only two years achieved REIWA Grandmaster status, the highest recognition of sales achievement an individual agent can receive in industry. He said it was a hard decision to branch out on his own, but praised his loyal client

my own business was a logical and natural ‘evolution’ for me,’’ he said. “I really am blessed with wonderful clients that have supported me for many years now. “I am thrilled that once they heard I was starting up my own business, they said to me ‘We are with you’.” Mr Barnes said now was an exciting moment in his personal career but also for the WA real estate market. “I expect the market to continue to be tight in 2009, and it is not a time to be testing the market but to meet the market,’’ he said. “Seller expectations need to be realistic as buyers will buy what they perceive to be outstanding value. “Unless pricing is about right, and presentation and marketing are first class, properties will sit there on the market for a long time. “I think it is a great time to upscale, downsize or generally to buy.” Mr Barnes believes there will be plenty of people in Perth’s affluent suburbs that still want to buy in the next 12 months, so it is about meeting the market, finding the right buyer and helping the people move. “I am very optimistic that the market for 2009, whilst tougher, and tighter, will present good opportunities if we look for them,’’ he said. Apartments desirable as Perth rents begin to soar Investors are putting their faith in apartments as rents surge 13 per cent. By CARMELLE SANDER STRATA properties such as apartments are becoming more popular with property investors in Perth because of the rising rents they can deliver. During the year ending in the September 2008 quarter, the median weekly rent for an apartment in the central Perth area which includes the Western suburbs surged by over 13 per cent to $380. According to DEPPRO Tax Depreciation Specialists managing director Paul Bennion , property investors who are deciding to purchase an apartment can further boost their cash flow by claiming the tax depreciation benefits associated
with such a property purchase. “It is unfortunate that property investors who purchase new strata property in WA such as an apartment for investment purposes are the most common group of investors who fail to obtain the full tax depreciation entitlements,’’ he said. “It is estimated that only one in five residential investors make use of the tax depreciation entitlements which are available to all investors on all investment properties. “Most investors do not realise that tax benefits obtained through depreciation can
be equivalent to 60 per cent of the total purchase price of the property.” For a new apartment in Perth, this can equate to over $200,000 in possible tax benefits through depreciation. A large proportion of these tax benefits are never claimed which means that each year hundreds of millions of dollars in tax benefits are lost every year by investors not claiming their legitimate entitlements. Mr Bennion said older style apartments also qualified for substantial tax depreciation benefits if a depreciation schedule is undertaken. ■

CHECK FINANCE If you have an existing loan and want to increase your borrowings to purchase a new home then check the large number of house finance options available. Since you first took out your existing home loan, you may have found that there are more appropriate home loan packages available to suit your changing financial situation. 2. TYPE OF LOAN If you are buying a second home, decide how long you are likely to live in the property. If you squander the equity in your first home, it could prevent you securing a home loan to upgrade to a better home loan. Duffel House retains Federation charm The bricks and slate used in its construction originate from France, reports COURTNEY NOTTE

The Heritage Council of Western Australian classes it as one of Subiaco’s most original and distinguished Federation homes – locally known as the Joseph Duffel Residence or Duffel House. It was built in 1906 by builders the Totterdell Brothers to the design of Hine and Selby, architects for Mr Joseph Duffel. Built in the Federation Queen Anne style, the single storey residence is an outstanding example of early Australian architecture. The main bedroom, formal lounge and bathroom lead from the entry foyer, which in turn connects to a large vestibule at the rear. The vestibule opens out to a family area and dining room, state-of-the-art kitchen with a cellar, second bathroom with

First home buyers in record market share THE first home buyer share of the mortgage market has risen to a seven-year high in response to big rate cuts and generous grants to new home owners. Some 11,665 first-time borrowers made up 23.6 per cent of the home borrowing market in November, the highest proportion since January 2002, a big jump from October's 19.5 per cent share, official data showed. The Australian Bureau of Statistics (ABS) data also showed that overall home loan approvals rose for the second straight month in November while the popularity of fixedrate loans dived to a record low. The number of housing finance commitments for owner-occupiers rose 1.3 per cent in November, seasonally adjusted. This followed October's 1.4 per cent gain, which reversed eight consecutive monthly falls. Commonwealth Bank senior economist Michael Workman said aggressive rate cuts and the Federal Government's boost to first-home buyer grants had restored housing sector confidence. “It is indicating that the interest rate cuts and also the first home buyers scheme have had quite a strong impact on lending,”' Mr Workman said. “The steep declines are over.” ■

AMANDA RANKIN NAMED after Sir Frederick Napier Broome, Western Australia's governor from 1883 to 1890, Broome Street in Cottesloe is a favourite street in a suburb that has more than its share of desirable locations. Steeped in history and lined with shady Norfolk pines, the street runs parallel to Marine Terrace and has many stunning, heritage listed buildings, including the Cottesloe Civic Centre. Originally the home of former Attorney General Richard William Pennefather, it was sold to Claude Albo de Bernales in 1911 and named Overton Lodge. De Bernales began extensive alterations and additions in Spanish and Italian classic style, including the jarrah panelling and extensive stone

walls and gardens that remain today. The Cottesloe Council acquired Overton Lodge in 1950 for £45,000 (about $95,000) and it is now Cottesloe's Civic Centre and War Memorial Town Hall, as well as a popular wedding location. Cottesloe Councillor John Utting and his wife Diana have lived in Broome Street for nearly 40 years and John has been a member of council for more than 20 of these. Their house was one of the first new homes to be built in the street post WWII and neither of them can imagine living anywhere else. “It's just a pleasant quiet street to live in that is close to the beach,” John said. “I used to walk down to the beach for a swim every day in my younger days but I don't do that anymore.” John and Diana met in 1950 at one of the regular dances held at the Cottesloe Surf Club and married in 1952. They decided that Cottesloe seemed like a nice place to settle down and

bought their block of land in Broome Street for around £20,000 ($42,000). Frank Torre from Mack Hall & Associates says Broome Street ticks all the boxes when it comes to beachside living. “Broome Street is the blue ribbon boulevard of Cottesloe,” he said. “Living there allows you to be a minute’s stroll from the beach yet you can still have a lovely garden and not get blown away be the sea breeze.” It is also a street where it’s possible to have an ocean view without being right on the oceanfront. Owner Ross Mignacca's obsession with beautiful tiles began in Italy. “When we speak tiles I’m talking natural
stone, and natural stone and travertine are at the heart of the Italian tile industry,” Ross said. Forezzi sells all-natural stone, which includes sandstone, marble, travertine and granite, but there is also a large selection of mosaics, ceramic and glass tiles including luxurious glass tiles layered with 18 carat gold. There are even genuine leather tiles that look fabulous, feel soft underfoot and are easy to maintain. They are also surprisingly cost effective, as are many of the tiles available at Forezzi.
“I think it's important to clarify that natural stone is not as expensive as some people think,” Ross said. “And it is a living, breathing product that in no way can be compared with a man-made tile.” The majority of Forezzi's tiles are from Italy or Spain and most are exclusive to Forezzi. As for trends, Ross said the natural sandstone tones were still popular and travertine was always a big seller. Ross is also a big advocate of
environmentally friendly tiles, and makes an effort to import tiles that are environmentally sound. Another trend is using tiles for feature walls and on the sides of buildings, and many of the tiles in Forezzi truly are works of art that look too good to be walked on. “At Forezzi we are more likely to set trends than follow them,” Ross said. “I'm constantly travelling, looking for new and exciting tiles because architects and interior designers working in the western suburbs are constantly after the latest look.” ■
