Borrowers lose as banks tighten loans SOME major home loan providers are winding back their lending policies in order to cut their risk of bad debts. Among the major banks, the ANZ has tightened its lending standards to safeguard itself from the deteriorating economic conditions. For homes valued at more $2 million or more, ANZ's maximum loan-to-valuation ratio has been reduced from 80% to 75%. An ANZ spokeswoman said it was a prudent and measured response to the emerging economic environment and was in both the bank and its customers’ interests. First homeowners Roxanne Webb and David Lloyd, of Subiaco, said the new policies made it almost impossible for them to build their own home. “After three years of renting, we've decided to take advantage of the First Home Owners Grant (FHOG) and build a house. However, we were told we didn’t qualify,’’ David said. “We're both on a decent wage, never exceed our credit limit and own our two

It is just a joke.’’ Twenty Corp Financial Services principal Casey Stein said first homeowners were feeling the pinch, with many missing out on the $21,000 Federal government FHOG. “Many banks have altered their LVR, meaning you need to come up with additional funds yourself,’’ he said. “On a $400,000 loan, for example, it is expected that you have at least $20,000 in genuine savings on top of the FHOG. “For a couple renting, it is understandable that they may have a problem saving the money, especially if you throw into the mix
credit expenses and car loans.” ANZ will now lend only 90 per cent of a property's value, compared with 95 per cent previously. The bank has also called a halt to low-doc loans with a deposit less than 40 per cent of the property's value. And if you thought it might be easier switching to another bank, think again. The Commonwealth Bank has also implemented new borrowing requirements for first time homebuyers. It is now compulsory that borrowers contribute at least 3 per cent of the purchase price of the property using their own funds, over and above any government grants.
The bank will not recognise the first homebuyers grant of $14,000 for an existing home and $21,000 for a new home as proof of savings, and gifts and other forms of financial assistance from parents or relatives as proof of savings will not be accepted either. “This creates a fair bit of havoc at the end of the day,” Mr Stein said. “The government is trying to stimulate the economy, yet major banks are trying to protect their balance books and its counteracting the work being done. It’s a real heartache for many prospective homebuyers.’’ In addition to changes to the maximum LVR, the time taken to process loan applications has blown out to more than eight weeks because of extra checking required on credit histories and staff shortages. Banks are making staff redundant, despite not having enough staff in place to keep up with demand, Mr Stein said. “It’s taking about 21 days to get just conditional approval and from here it can take up to five weeks to obtain credit approval.’’
Housing undersupply ensures boom around the corner says business manager Focus on the long-term, not short-term forecasts FORGET short-term economic forecasts and start paying attention to the inevitable boom lurking just around the corner. That’s the word of advice from Master Builders’ business development manager Geoff Cooper. Mr Cooper believes demographics are the main driver of property and in the end long-term trends will win out over economic cycles. Figures from the Australian Bureau of Statistics how that between 2007 and 2056 the population of WA will more than double, to 4.3 million. “Even in their low case scenario, our population is projected to grow to 3.5 million,’’ he said. To combat our increasing population, Mr Cooper predicts about 20,000 dwellings will be needed every year. “It seems that we are in the midst of an underbuild that is laying strong
foundations for another boom,’’ he said. “Unfortunately, for those who don’t pick this long-term trend, they will end up paying more in a boom environment where skills and shortages are likely to be even worse.’’ Australian Property Alliance managing director Paul Bitdorf agreed, saying strong demand and ongoing short supply would create another property boom. “There is no doubt we are not building enough houses to sustain future demand by our growing WA population,’’ he said. “A very buoyant economy can exaggerate demand and sluggish economy may inflate oversupply, but the basic free market laws of supply and demand prevail in every economic situation.’’ REIWA president Rob Druitt said while population growth was inevitable, it strongly depended on
employment, so predictions about growth needed to be made cautiously. “We need to factor in the significant number of baby boomers moving into retirement villages and nursing homes over the next 30 years,’’ he said. “We also need to be mindful that in around 15 years, the biggest demographic in the nation will be single people. “This means strong pressure on
our community for more grouped dwellings, such as flats, units, apartments and townhouses. “Currently, Perth has the least number of grouped dwellings per head of population of any other capital in Australia.” Mr Druitt said the reason we were in “underbuild” was because there was currently an oversupply. He said the building industry went into hyper drive in 2006-2007, producing an excess of stock.
Now those investors have left the market because the capital growth is no longer there. “The Perth property market is unlikely to return to a nice balance between supply and demand until the backlog of dwellings currently on the market clears away,’’ he said. “We don’t need new dwellings right now, we need buyers.’’ Mr Cooper, however, remains convinced that it is not a matter of if there is a boom, but when.
