Called Jade 808, the home design achieved an eight-star energy rating using the Nationwide House Energy Rating Scheme. In Perth, the eight-star rating means that it uses less than 34 megajoules of electricity annually for each square metre of the home to maintain a comfortable temperature.

Cameron Kusher, a research analyst at RP Data, agreed that rate cuts of more than 50 basis points were needed to spur price appreciation. “It will take four or five months but prices would begin to grow again,” he said. The Westpac-Melbourne Institute Survey of Consumer Sentiment covers consumers’ evaluations of their household financial situation and economic conditions over the past year, the coming year and the next five years, as well as a view on buying conditions for major household items, including homes and cars. By ANDREW GREGORY SUBIACO-based buying agency Property Wizards is holding a series of free seminars to explain the new rules for successful home purchases and real estate investments in Perth. Director Trevor Dunkley told Residential that the seminars will show people some proven property investment strategies of the city’s “silent millionaires” and, more importantly, show them how to find the right property on which to execute those strategies. “People have an idea that they want to ‘break away from the herd’ and do things differently than the masses. To do what wealthy people do and not what everyone else does,” he said. Falls in the median price of a suburb, and other general statistics, need to be taken with a grain of salt because they often failed to illustrate the big picture. “Sometimes it [falling median house prices] is properties being sold by older people who have lived in the area for decades and want to get out, or other such dynamics happening within an area which is changing,” Mr Dunkley said. “Within that market, there are often properties showing very good growth or holding their own very comfortably.” Often the falling median house price will overshadow the strong fundamentals of a specific area or suburb: the wider economy of the State, housing demand, rental yields and migration. The first Property Wizards seminar is tonight at the Joondalup Recreation Centre, to be followed by a second seminar at Floreat Forum tomorrow. The third seminar will be held at the South of Perth Yacht Club in Applecross on September 23. Registration is at 6pm for a 6.30pm start. ■

Former SAS soldier now chief of Satterley’s land sales division

SHANE Kempton has left the Harcourt Group to join Satterley Property Group as the company’s land sales director. The former Special Air Services Regiment soldier will be responsible for all aspects of Satterley’s residential land sales, as well as project marketing and community development programs. “I agreed to join the Satterley Property Group for a variety of reasons but principally because I support so many of Nigel Satterley’s personal philosophies,” Mr Kempton said. “I share Nigel’s passion for affordable housing in master-planned, environmentally sustainable communities and I want to play

an influential role in promoting that ideal.” Mr Kempton became Harcourt’s chief executive after it merged with the Roy Weston Group. His real estate business in Joondalup was Roy Weston’s top office in WA for five consecutive years. Feeling right at home A Jolimont home has been built to capitalise on nearby parkland to bring a touch of the owners’ home in England. By COURTNEY NOTTE RECREATING their home in England was one aim of owners Matt and Sue Mills, whose design vision for their home, together with architect Mick Rodic, has capitalised on proximity to parklands. In the style of London truss grounds, where multiple houses are built around a park, this home backs on to Mabel Talbot Park and is opposite a playground and a lake. Rather than lament the loss of ocean views since moving from City Beach to Jolimont, Mrs Mills said she loved the park view, which was “like a moving picture”. “There is always something happening, something to look at,” she said. With generous dimensions that maximise living space on the 232sqm block and many clever design features, this tri-level home easily accommodates a family as well as a home business. There is separate entry to a spacious study from the street-front entrance, allowing the business to be completely separate from the family areas. Art on the floor can add the defining touch Rugs are one of the most important pieces of soft furnishing your home can have – they are the invisible wall, reports TANYA MACNAUGHTON WHEN someone decides they need a rug for their home it is usually thought of to cover up an expanse of cold granite tiles or timber flooring to warm up the room. However, rugs are one of the most important accessories you can add to an interior because they bring balance. The soft furnishing has been used to secure a room down for centuries by bringing a defining line to an open space that lounge suites or paintings hanging on the wall are unable to achieve. This ability has almost become a fundamental home requirement in Australian architecture where many kitchens, lounge and dining rooms are open plan. Jenny Jones from Claremont’s Jenny Jones Rugs and Homes said that rugs had become the invisible wall. “For me, when I go to homes, you see the lounge without a rug and it’s got this void,” Ms Jones said. “But when you add a rug to the space it anchors the area and pulls the colour of the wall, the kitchen cabinets and the lounge suite together and then, suddenly, you realise that the lounge is finished and you don’t have to do anything else – it’s art on the floor.

“If someone is starting to decorate their room afresh, I’ll tell them to start with the rug and then go about choosing a lounge suite, bowls and lamps in colours that go with it. “Colour sings to people and if you are able to go with the initial rug colour, you’re always going to be comfortable with it. “Whereas, the other way to go about it is when you’ve already got everything in the room and the rug has to be able to connect everything.” Ms Jones said sizing was one of the most important elements to consider when choosing a rug, which needed to be large enough to fit most of the lounge room’s furniture on, instead of placing it in the middle, as this cut the space up even more. She said no matter what someone’s budget was for choice of material, sizing was like an accessory joining the outfit together and adding that final touch. “Size, then colour and design are the most important aspects to decide on but the most crucial factor in handmade rugs is the actual wool,” she said. “The producer can have a great design but you need to make sure they’re using the right type of wool to guarantee that the rug will still look just as beautiful in 10 or 20 years as the day you received it.

“And when they use good wool, they usually use quality materials for the rest of the rug making process. “Places that don’t have a great sheep industry, such as India, need to import from places that do and the best would have to be New Zealand, Turkey, Tibet, Afghanistan and more recently, Argentina.” Ms Jones said the other advantage of quality wool was its natural coating of lanolin that acted as its own scotch guard. She said with all these decisions also came the responsibility from the buyer to demand they buy from someone who belonged to a foundation like Rugmark which made sure the rug was authentic and had been made without forced or child labour. “I love beautiful things and it starts with the wool so I go to producers who have respect for the women who weave so hard, to at least put the right product in,” she said. “It’s like comparing a print to an artist’s beautiful original painting. You can’t tell me it’s the same and that’s exactly what it’s like with a rug.” ■

DOLLARS SENSE What you should do as rates fall The cut in mortgage repayments, while offering much-needed relief, also gives homeowners a few decisions to make. By NICK GARDNER THE first Reserve Bank interest-rate cut in seven years was greeted with relief by borrowers last week. All the big banks and non-bank lenders agreed to pass on the 0.25 per cent cut in full – and in record time. The cut will mean a homeowner with a $300,000 mortgage will save around $55 a month in repayments, based on a 30-year term. But the cut has also presented househunters – and those looking to re-mortgage -– with a bit of a quandary. Should

they stick with their variable-rate loan, or take some of the cheaper fixed-rate deals now on the market? The typical bank variable rate will now be around 8.36 per cent, compared to the best fixed deals, which start from around 7.99 per cent – an immediate saving for those who fix. But economists say that the cash rate may well fall by as much as 1.5 percentage points during the next year or two – and that means variable mortgage rates could fall to about 7.11 per cent. That lower rate, however, assumes that the banks will pass on all of the cash rate cuts – and that is unlikely. Last week, Commonwealth Bank boss Ralph Norris said the rising cost of funds on

international wholesale markets, where banks raise around one-third of their mortgage funds, means that the banks may not be able to pass on many more cash-rate reductions. It all makes the decision, for those in the market for a mortgage, much more complex even than usual. Jennifer Nielsen, CEO of mortgage broker The Loan Market Group, says: “The cheapest fixes at the moment are around 8 per cent and you wouldn’t want to fix yet. Variable rates are the way to go. “The trick is to fix when you can see we are nearing the bottom of the cutting cycle – and we are a long way from that at the moment. “We are almost certainly looking at a

downwards or, at worst, flat period in mortgage rates, so you shouldn’t lock yourself into a fixed rate at current levels, unless you really need that peace of mind.’’ Frank Lopez, of financial data firm Cannex, says borrowers can get the cheapest variable rate, if they go for a deal with no bells or whistles – just a clean repayment mortgage. Wizard is offering a rate-breaker loan at 7.88 per cent, with a fee of $760. One Direct Home Loans is offering a rate of 8.61 per cent, but with a fee of just $60. These deals have minimal features but also competitive rates. “Many people who take mortgages with lots of additional features, such as redraw or payment holidays never actually use them – or don’t use them enough to justify the higher rate they pay for the privilege,’’ Mr Lopez said. While borrowers may be celebrating the rate cuts, the future looks less rosy for those banking their pennies. Savings accounts rates have already been falling and may fall rapidly as further cuts kick in. But there were some good deals available. Many financial planners advised those who depended on savings accounts to boost their income to lock into a term deposit account before rates fell any lower. Paul Bilson, of Woodward Nhill Financial Planning, said he favoured a mixture of term deposits and income funds. “Sure, put part of your money into term deposits, but remember there will be penalties if you need to access your cash,” he said. Mr Bilson said most income funds, which primarily invest in mortgage debt, were returning 7-8 per cent. He said companies including Mariner, Axa and Colonial First State all ran good funds invested in quality loans, fixedinterest securities and cash. ■
