Record City Beach sale a positive sign NEWS

A STUNNING property in Perina Way, City Beach, set a new sales record for the suburb when it changed hands for $4.9 million last week. The three-level luxury property has stunning ocean views to Rottnest Island. Acton group director Gary Dye, who handled the sale, said it was “a very positive result� in a challenging market. “The western suburbs have not taken as big a price hit as some other areas and this shows that buyers are still there for properties at the prestige end of the market,� he said. The previous record for a property in City Beach was $4.4 million. Mr Dye said the sale should give

Why the big banks will prolong our mortgage pain

Land sales forecast to blossom PERTH land sales are tipped to rebound strongly next year, with strong population growth and lower interest rates fuelling the recovery, according to a new report. Economic forecaster BIS Shrapnel said a limited supply of new land had led to land prices outstripping the growth in house prices in recent years. Homebuyers had discovered that it was cheaper to buy an existing house than to build one from scratch. The report’s author, senior residential property analyst Angie Zigomanis, said the high cost of land and burgeoning interest rates had dampened residential construction activity. The number of Perth lots available for sale dipped 22 per cent in the past two years, with a further fall of six per cent expected in 2008-09 before the situation improves. “A 143 per cent increase in the median house price and a 205 per cent increase in the median land price from 2002 to 2007 caused a major deterioration in affordability,” Mr Zigomanis said. He expected more residential lots to be made available from July next year. Lower land prices and falling interest rates would result in improved affordability and rising demand. About 10,300 residential lots are expected to become available this financial year. The supply would be ramped up to a peak of 13,200 by 2011-12, he predicted. “As interest rates continue to ease and the economic situation stabilises and people gain more confidence, we expect the new housing market to pick up again,” he said. A Housing Industry Association report released this week showed WA’s top 20 builders started 13,548 new homes in 2007-08 – a 5 per cent decline on the previous financial year. BGC (Australia) – the State’s biggest builder – started work on just over 2500 houses and 700 units during the period. The second biggest builder, the Alcock/Brown-Neaves Group, began work on almost 3000 new homes, while third biggest firm, JWH group, had just over 1400 housing starts. ■

Don’t expect Aussie financial institutions to pass on all of official rate cuts, says STEPHEN MILES THE Reserve Bank of Australia will cut official lending rates again this week. The only question is by how much? A month ago, economists were betting on a 25-basis-point cut. Now, in the wake of recent stock market turmoil and a global credit crunch, chances are that rates will be slashed by 50 basis points. But don’t expect the full amount to be passed on by Australia’s major banks. They are looking to boost apparent flagging profit margins by holding back a good portion of the cut. Why, you may ask? Because the banks say they are being squeezed. The cost of obtaining funds overseas has risen dramatically and the differential between the cost of borrowing and what they charge for loans has shrunk. Generally speaking, banks source their funds from deposits (50 per cent) and through wholesale funding – short-term (25 per cent) and long-term (25 per cent) – in both the domestic and global markets. The banks argue that the increased cost of overseas funding outstripped the Reserve Bank’s 12 successive interest rate rises from December 2001 until last month. The Commonwealth, the National Australia Bank, the ANZ and Westpac all lifted their mortgage rates by more than the Reserve Bank over that period. Still they claim they are carrying

part of the increased costs. Where 10 years ago, the banks operated with interest-rate margins on loans of almost 4 per cent, it has almost been cut in half (see accompanying table). However, this is not solely because of the rising cost of funds. Increased market competition and deregulation have also played a big part. One financial analyst, who asked not to be named, believes the big banks are turning a serious profit with the amount they have hiked rates above the official Reserve Bank rate – to the tune of several hundred million dollars. In other words, the 0.5 percentage point premium many of the banks are charging is more than enough to cover

additional funding costs. The banks conducted a campaign a few weeks ago to not pass on the full September official interest rate cut, in an attempt to inflate that premium. They were embarrassed by the Federal Government into passing on all of the cut. However, don’t expect that to happen this time. When the central bank cuts rates this week, expect many of the big banks to take the opportunity to “claw back” a little of their “lost” margins. Not that the banks really need it. Among the most profitable financial institutions in the world, they are enjoying record profit margins already. Official Australian Prudential Regulatory Authority figures show the profit margin for the major banks was 54.8 per cent in the March quarter, resulting in $1 profit for each $2 in interest and fee income they charged. That is more than double the long-term average return of 26.9 per cent. Yet still they will prolong our mortgage pain for shareholders’ gain. ■

FROM leisure boats and homemade vessels, handcrafted sailing boats to commercial pearl luggers, the Western Australian Maritime Museum inspires visitors to discover more about WA’s affinity with the ocean. The commanding building on Victoria Quay in Fremantle was designed by Cox Howlett & Bailey Woodland and was opened to the public in 2002. The architectural imagery of the museum draws on the simple association of a boat stranded on a sandy promontory, an image widely

held across different periods, regions and endeavours. The building also draws inspiration from Western Australia's rich maritime heritage and from its unique setting on a site of historic significance within a working port. The construction of the Victoria Quay building formed part of the existing museum precinct, encompassing the original museum facilities in Cliff Street and other important historic and heritage sites around the West End of Fremantle. The original Maritime Museum in

Cliff Street was renamed the Western Australian Maritime Museum Shipwreck Galleries and is now recognised as the foremost maritime archaeology museum in the southern hemisphere. The displays in the restored convict-built Commissariat building feature early exploration and shipwrecks along the treacherous coastline as early as the 17th Century, including original timbers from the Dutch VOC ship the Batavia, wrecked in 1629. The new Museum at Victoria Quay houses six unique galleries, each focusing on a different aspect of

Western Australia’s relationship with the sea; the Indian Ocean, Tin Canoe to Australia II, Fremantle and the Swan River, Hooked on Fishing, Cargoes and Naval Defence. Another major iconic object and attraction at the Maritime Museum is the HMAS Ovens, a former Royal Australian Navy Oberon Class submarine through which the Museum offers a special guided tour. Journeys of Enlightenment is a new exhibition at the Maritime Museum, which follows the journeys of French explorers to WA. It runs from October 17, 2008 to October 30, 2009. ■
