RENTS have risen sharply in Perth as would-be homebuyers – locked out of the market by high prices and interest rates – faced increased competition for tenancies. Perth rents rose 6 per cent for houses and 9 per cent for apartments in the June quarter, according to Australian Property Monitors, which noted that Perth was Australia’s least affordable capital city apart from Sydney. The figures also reflect an emerging class of younger, high-income people with property and shares who have chosen to rent instead of becoming an owner-occupier. The median weekly rent for a Perth apartment has caught up with the rent bill for the average house, with both

reaching $350 per week by June 30. House rents rose 17 per cent in financial year 2008 while apartment rents rose by 25 per cent, according to APM’s quarterly rental market report. APM general manager Michael McNamara said it was obvious that high interest rates on home loans were pushing up rents. “On one hand, landlords are trying to offset increased costs and on the other hand, high interest rates deter renters from making the shift into home ownership,” he said. A combination of other factors was intensifying demand for rental accommodation: Members of Generation Y leaving home, strong migration patterns and a weak building

sector. “The shortage of affordable accommodation will no doubt add to the growing number of displaced renters who cannot afford to live in well located areas,” Mr McNamara said. In a recent report on social trends, the Australian Bureau of Statistics noted that with an average age of 34, members of high-income rental households tended to be younger than the typical rental tenant, whose average age was 38. “Contributing to this wealth, onequarter of high income renters owned a residential property, compared with 7 per cent of all other renters,” the ABS social trends report said. High-income renters were wealthier than other renters, and less likely to have children.

Interest in WA ‘frightening’ says globe-trotting realtor Rory O’Rourke is mobbed by investors keen to hear about our boom whenever he talks overseas. By ANDREW GREGORY GLOBE-trotting Perth realtor and author Rory O’Rourke says the level of overseas interest in Western Australia is “frightening,” thanks to the booming mining and resource industries. Travelling the world in his roles as Australian vice-president of the Rory O’Rourke International Real Estate Federation and as a corporate speaker, Mr O’Rourke is mobbed by investors who are keen to learn more about Australia’s booming west. “The exposure we are getting from the mining and resources industries is putting us in the spotlight,” Mr O’Rourke told Residential. “It is especially people from India, China and Russia at the moment. They have heard about this phenomenon in Perth – the most isolated capital city in the world – and ask: ‘why is it happening?’ “It is frightening how hard they are looking at this place.” The overseas interest in Western Australia was having a big impact on the

These are people who can afford to buy, and the exposure we are getting from them is huge.” Mr O’Rourke said people could live in luxury for a fraction of the cost in WA, compared to places such as London or other major cities. “All of these people have families and they are bringing them here. “Rich or poor, which way would you want your kids to live?” As well as running the family real estate

business, Mr O’Rourke gives free seminars at the O’Rourke Realty Investment office in Scarborough once a fortnight. He has written two books – I Sold 22 Homes in One Day and Born Free Taxed to Death – with a third title currently in production. Mr O’Rourke has built a property investment portfolio worth more than $30 million, according to his company’s website – evidence that he walks the walk. “What chance do members of the public have if the real estate agents themselves don’t believe in real estate?” he said. ■

Lake Monger’s attractions run deep. By JANE EVANS

Reserve offers a refuge from the hustle and bustle DESPITE its proximity to the Mitchell Freeway there is a unique and perpetual stillness over Lake Monger, which is perhaps why, among other things, it is a significant wildlife refuge. More than 30 species of bird life – notably the majestic Black Swan – flock to the lake, which is also home to a large population of western longnecked tortoises and several frog species. However, Lake Monger is more than just a wildlife habitat. It has long been one of the western suburbs’ most popular outdoor tourist and recreational venues. The reserve covers a total area of 113 hectares, with the lake covering 70 hectares. There are picnic and playground facilities, a 3.5km recreational pedestrian path around the lake’s shoreline and a nature trail with lookouts through the rehabilitation areas to the east. Wembley resident Jasmine Green enjoys walking her dog and baby around the lake in the mornings and has been using the lake for leisure and exercise for the past six years. “I like that the lake is close to my house and there are always people

around – I feel safe. I also like all the different baby ducks in spring!” she said. Before European settlement, Lake Monger was an important camping and hunting ground for Aboriginals. The area was valued for its food resources and mythological significance. Aboriginal camps were still located to the south and west areas of the lake in the 1860s and a bush camp, although not in its original state, was still in use in 1923. During the early part of the century, the lake was a major aquatic venue with rowing, yachting and swimming facilities. These days, Lake Monger and its surrounding grass and rehabilitated area is highly valued for its aesthetic qualities, passive recreational pursuits and as a wildlife habitat – all just 5km north of Perth’s central business district. ■

Perfect gift for your children Parents who become a guarantor on a home loan can help save their children thousands of dollars, with less financial risk than ever before, writes GAVIN COX WHEN mums and dads agreed to become the guarantors for the loans of their children in the 1980s and 1990s, there were two key problem scenarios. In both cases, the guarantor was left holding the bag. Scenario #1: A few months after getting a loan with mum and dad as guarantor, there is a family-splitting argument. The kids have decided that they want to live with some mates in far north Queensland, and because they had contributed nothing, they had nothing to lose so they just took off. That left the bank stuck between kids, who could not be contacted, and their parents, who were NOT going to be paying the loan for them. Scenario #2: After becoming their child’s guarantor, mum and dad decide to apply for a loan for a boat. Having only a personal loan and a small home loan, they thought it would not be a drama. Then the lender explains that they had guaranteed the full repayments for their child’s loan, should their child stop paying. That would have to be factored in as a financial commitment on their application. In many cases, the commitment as guarantor was enough to ensure their loan application was rejected. As you can see, some former guarantors have been left bitter by the experience. For many years afterwards, a mere request to become a guarantor for a loan would result in

the door being slammed in one’s face. ■ Back to Basics - The LVR and the LMI When people apply for a home loan, much of the lender’s focus is on the amount of money the borrower will be contributing to the purchase. The lender asks: how much of a risk will this customer be? A big part of the risk factor is the LVR – which stands for Loan-to-Value Ratio. Put simply, the LVR is the size of the loan, as a percentage of the property’s value. Nearly all lenders will offer 95 per cent LVR, with the borrower providing the other 5 per cent. In addition, the borrower must provide the money for other purchasing costs like stamp duty, settlement agent fees, house insurance and rates. A reasonable estimate for purchasing costs is 5 per cent of the cost of the home. So with the 5 per cent deposit and the 5 per cent for purchasing costs, an approved borrower only needs 10 per cent of the value of a home to cover the costs. Is it that easy? Not quite. One of the big drawbacks of borrowing for a home is a hefty fee called Lenders Mortgage Insurance (LMI). You are paying the lender to insure itself against the risk posed by lending money to you. It’s a point worth repeating – with LMI, you are paying to insure the lender against you, not to insure yourself against the

financial risk of the loan. While the lender will lend you 95 per cent of the value of the home, you are charged this LMI fee if your LVR is greater than 80 per cent. It’s a nasty insurance premium, which is only charged once. However, the bill for LMI can exceed $10,000. ■ Helping your kids without risking everything A new type of guarantee has recently been developed in response to popular demand. In most cases, it has been given a nice new name like “family pledge”. It offers much better protection for mum and dad. Under the “old” style of guarantor, a parent simply took a mortgage over their child’s house AND a mortgage over their own home. The “new” guarantor system acknowledges that the parent only needs to guarantee the deposit amount. Alternatively, they can go guarantor for the deposit and purchasing costs. For example, if a bank agrees to lend 95 per cent of the property’s value, then the child only needs a guarantor for 5 per cent (or 5 per cent plus purchasing costs, which roughly equals 10 per cent of the home’s price). Let’s use the example of a $700,000 home. Instead of guaranteeing the $700,000 purchase price plus fees (about $735,000)

they only have to guarantee up to $70,000. ■ Saving money by avoiding LMI As the “new” guarantor loans are limited to a specific amount, the parents can choose what amount they offer. If the kids have no savings, the parents may guarantee the deposit of 5 per cent and purchasing costs of 5 per cent. That will get the kids into the home, but they will have to pay for the LMI. So, if the parents are receptive to guaranteeing part of their child’s loan, I strongly suggest they guarantee enough so as not to pay LMI. In other words, they would have to guarantee 25 per cent of the home’s value to save their children a big LMI bill. ■ For the children If you’re not sure why you would ask mum and dad to become your guarantor, here’s something for you to consider. Even if you do have the 5 per cent in fees and the 5 per cent for the deposit, you would still have to give the bank over $20,000 in LMI on a $700,000 house. $20,000! By DONNA COLEMAN ALTHOUGH the magnificence of some western suburbs homes is apparent simply by viewing them from the outside, some can also now lay claim the best bathrooms and kitchens in the state following the Housing Industry Association’s annual kitchen and bathroom awards. Projects in the western suburbs won almost half the major awards, including the prestigious New Kitchen Project of the Year title. Steven Gill, the HIA’s WA director of media and government relations, said the awards attracted a record number of entries this year and was a spectacular showcase of the best-of-the-best in kitchen and bathroom design. “The HIA Kitchen and Bathroom Awards recognise excellence in the design, construction and installation of kitchens and bathrooms in Australia,” he said. “These awards have a significant influence on trends in kitchen and bathroom design and construction. The use of alternative types of material in the bathroom and kitchen designs was outstanding.” “The entries were very personal – it was evident that there had been a great deal of collaboration between the designers and clients to achieve what they were looking for,” Mr Gill said.

Renovation projects in both the kitchen and bathroom categories were very strong – more so than in previous years. “I think the reason for this is that residents, instead of moving, now prefer to spend capital and renovate what they already have,” Mr Gill said. “The continuing theme of this year’s entries was that the designs matched in with the Perth climate and lifestyle – none more so than the spectacular winner of the Alfresco Cooking Project, which was won by International Cabinets and Zorzi Builders for their Dalkeith entry.” The judges described the winning entry as “a graceful balance between timber, metal and stone – very practical and elegant”. The same home in Watkins Road collected another two titles – an award for the most innovative use of laminate as well the new bathroom project $20,001 to $30,001. “The eclectic mix of hand-laminated, sandblasted timber veneer in a horizontal application, white and chocolate stone vanity tops and bronze-beveled mirror strips create a contemporary and dynamic look to this practical and well-designed bathroom area,” the judges noted. “This non-symmetrical layout had excellent balance – it showed a good quality finish with very good cabinetry.”

Agean Kitchens, which incorporated an oversize aquarium into the design of a kitchen in Ozone Parade, Cottesloe, was awarded with two prizes on the evening accepting the new kitchen project of the year award as well as being named the best new kitchen project $40,001 to $60,001. The judges were impressed with the way the kitchen blended with the overall design and ambience of the open living space: “The materials and design give it an ageless feel. It judged very well in all areas,” they said. A western suburbs kitchen won the renovated kitchen project of the year award, as well as the prize for the best renovated kitchen project $40,001 and over. Judges described this Peppermint Grove kitchen designed by Western Cabinets as “Quality! Quality! Quality!”. “From the client’s requirements to the completed renovation, this was a challenging task. Taken from an older style kitchen to an ultra modern design, this was a work of art – the kitchen was given a new lease of life and is now the owners’ entertainment dream. “A complete renovation that allows the owners to mix entertaining and preparation with a wonderful view over the tennis courts and garden,” was how the judges viewed it. Buildwise won awards for both the best bathroom and best kitchen in a display home $400,001 and over for a Mosman Park house project. “Innovation and style are the hallmark of this bathroom. The high standard of architectural finish pulls together classic visual lines with a fully appointed and thoughtful layout,” the judges said.

“Function has not been forgotten; individual personal storage space is abundant and cleverly hidden. “The grey tint of the glass separates the spaces but does not disconnect while the luxurious spa is the central element separating the overall spaces. “The large mirror connects the two personal vanities whilst extending and lightening the space, giving depth and pulling this classic bathroom together.” The judges were equally as complimentary about the kitchen commenting that a warm and elegant space was created by well-chosen natural timber in this contemporary, wellappointed kitchen. “As you explore this kitchen you start to uncover the strong collaboration between the designer and the client in the exacting layout of the spaces with attention to detail with practical flowing spaces – this is truly a cook’s kitchen! “Quality and innovation in this kitchen also stand out with the smart use of glass sliding doors to the spacious and functional pantry. “The well thought out design allows general access to the kitchen without interfering with the cook’s space.” The winner of the renovated bathroom project $30,001 and over was also awarded with the overall renovated bathroom project home of the year for All Style Bathrooms’ City Beach entry. “This was a quality renovation from initial design to completion.” “Quality fitting and tiles were a feature of this bathroom along with the high quality workmanship.” ■
