The role of Motor Trader is to inform members of current issues and legislation affecting the industry. As such it can be regarded as the business magazine for the Queensland motor industry. The role of Motor Trader is not to be in competition with the technical magazines already on the market. It will advise of new vehicles being released and of the latest technology incorporated into them; it will advise of latest technology affecting members in each of the MTA Queensland Divisions; it will keep members abreast of the latest in motor industry training and industrial affairs; and it will keep members informed of the latest technical aids available through MTA Queensland Member Services, which will assist members in staying ahead of the technological revolution presently being encountered within the motor industry. MOTOR TRADER GOES DIGITAL AS AN E-MAGAZINE H ERE AT MTA Queensland, we have, for many months, been highlighting the inexorable change that is sweeping through the automotive industry. Autonomous driving technology, driverless cars, electric and hybrid vehicles, manufacturing techniques such as 3D printing, microfactories . . . these and many more innovative technologies are already affecting the industry as we know it and will change the face of the industry completely. It's a shift that MTA Queensland is meeting head on through concepts such as the Innovation Hub (see page 21), the Carmageddon symposiums and other developments such as new training courses - all of which are designed to help industry adapt and succeed in the new environment. Of course, automotive is not the only industry affected by new technologies. Innovations are disrupting all manner of traditional industries. A case in point is the publishing business. Think about it for a moment. Do you - when you're having a coffee during smoko - flick through the pages of a newspaper or do you grab your phone, iPad or laptop and Google what's happening in the world? For the vast majority of us it is the latter. Simply put, in the Information Age, it is the internet where most of us now get our daily dose of information. For traditional publishing businesses, this shift in reading habits has meant moving to grab the opportunities offered by new media channels. And MTA Queensland is no different to those businesses. The Association has always prided itself on recognising and embracing business innovations in the automotive and training worlds and, now, that willingness to embrace innovation goes a step further with Motor Trader. From the July 2017 edition onwards, Motor Trader will be made available to you as 2 | Motor Trader June 2017

While Motor Trader has been available in digital form for a while, it has been just a version of the printed magazine. Now, the time has come to fully embrace the features of an e-mag. So what are those features? Well, firstly, it's important to note that Motor Trader will look the same you'll just be flicking through its pages on the screen of your electronic device. And everything that has been available through the printed Motor Trader will still be there - news on advocacy and training, on government initiatives, on industrial relations, on the outstanding work of our apprentices, will remain. However, released from the constraints of being printed, Motor Trader will have more room to focus on these areas and others, including the amazing vehicles we see every month in our Members' Classic feature and the fantastic

A

SIGNIFICANT STRATEGIC OUTCOME from the 7 March Carmageddon symposium was that MTA Queensland would initiate the state’s first automotive innovation hub – a concept designed to assist startup businesses as well as help existing businesses transition to new business models. The team and I have been actively driving the innovation agenda to develop digital ideas and skills, and turn them into new businesses, by working closely with Australia’s only fully government-backed innovation hub, Fire Station 101 at Ipswich. The establishment of our Innovation Hub, announced at the beginning of May, is proudly an MTA Queensland initiative and has sparked some friendly ‘maroon v others’ rivalry. We are pleased to see other industry bodies see the value of the concept and focus their attention on supporting innovation and opportunity in the interests of their members. Since my last column, the main focus has involved preparing for and finalising the MTA Queensland Group’s financial and strategic plans for the Board’s 24 -25 May meeting. As indicated in April’s From the Desk of the CEO, these plans have been reviewed thoroughly to ensure the Association’s performance continues to improve in the best interest of the membership and the motor trades. The focus on planning and executing the strategic plan will result in consolidation of the work done this financial year. Importantly, the Strategic Plan establishes that ‘we will constantly challenge what we offer with the aim of exceeding the expectations of industry in

Deputy Chief Executive Office Kellie Dewar’s news to me that the Government had announced that Sunday trading would not apply to the motor vehicle or caravan retailers was greeted with a joyous jump. Prior to this, we had continued to engage with State Parliamentarians even though the Parliamentary Finance and Parliamentary Committee on the Trading (Allowable Hours) Amendment Bill 2017 had recommended that our existing motor dealer trading hours should be retained. To press our policy position, on 9 May Kellie and I met with the State Leader of the Opposition Tim Nicholls MP who indicated that the report’s recommendations would be supported. The policy position is now settled. It is a significant achievement for MTA Queensland and for the Australian Automobile Dealer Association Queensland membership for their solid contribution to the outcome. The Bill continues to work its way through the parliamentary process. I attended the 28 April national Australian Motor Body Repairers Association (AMBRA) meeting to thrash out the Repair Authority -Terms of Authority, bringing finality to this long running matter. This document sets out the terms applicable to repair work that Insurance Australia Limited, and its related bodies corporate, authorise under a Repair Authority. A national meeting of the Federated Chamber of Automobile Industries, the Australian Automobile Dealer Association, the Motor Trades Association Australia and the State entities discussed the ‘right to repair’ and ‘data access’ issues. Kellie’s Viewpoint provides further information on the Motor Vehicle Insurance and Repair Industry Code of Conduct. As a consequence of our submission to the Standing Committee on Industry,

Innovation, Science and Resources on the Social issues relating to land-based driverless vehicles, I was invited to provide evidence before the Committee. I did this on May 3, supporting and elaborating on our submission views and answering the Committee’s questions. Key points from my evidence were reported on that evening’s Australian Broadcasting Commission’s PM program. I was both surprised and pleased in the interest in our views by the academics and bureaucrats attending the hearing. The Federal and State Governments have held several scheduled events to impress the importance of the small business sector during the designated small business week. One of these events was the Cairns small business roundtable which I attended on 16 May. It was a significant meeting bringing together local, state and nation business, industry and government leaders to discuss the business regulatory environment to enable the sector to grow and employ. The roundtable was hosted by the Queensland Inaugural Small Business Champion with keynote speaker, the Australian Small Business and Family Enterprise Ombudsman (ASBFEO), Kate Carnell. One of the matters to which Kate Carnell drew attention was that from 12 November, 2016, the unfair contract terms legislation was extended to cover standard form small business contracts. In March 2017, the ASBFEO and the Australian Securities and Investments Commission (ASIC) completed a review of the small business standard form contracts and found that the big four banks loan agreements did not comply with the law. Following intervention by the ASBFEO and ASIC, the banks are taking action to protect small businesses from unfair terms in loan contracts. Kellie and I met with the Motor Accident Insurance Commissioner Neil Singleton to discuss the findings of the Review of Queensland’s Compulsory Third Party Insurance scheme. In May’s Viewpoint, Kellie indicated that the Review did not recommend significant changes. This aligned with the view submitted in our submission to the Review ‘that the current scheme is operating well, providing an effective level of risk cover for the motoring public in the State that


complies with the guiding principles’. I must mention that business confidence in the Queensland economy is now at its best since December 2014 and business conditions perceived to be the best since 2009. This is a key finding from the March quarter 2017 Suncorp Group CCIQ-Pulse survey. The indications are that the State’s economy is in an upswing mode evidenced by economic data indicating stronger levels of retail spending, improving residential construction and increased tourism arrivals. Recent Australian Labor Force data shows that each month commencing January 2017 jobs have been created.

CARMAGEDDON – LEADING THE WAY The program being finalised for the upcoming Carmageddon - Leading The Way symposium has come together very well. The focus is on business innovations solutions and, as indicated in May’s From the desk of the CEO, in attendance will be Queensland’s first Chief entrepreneur Mark Sowerby and keynote speaker Professor Marek Kowalkiewicz, Chair of the PwC

Digital Economy at the Queensland University of Technology. Included on the contributor’s list is Lex Van Cooten from Virtual Reality at Fire Station 101, Ipswich. MTA QUEENSLAND RACING TEAM Until now, I’ve not been a car racing aficionada. Seriously, I’m now an enthusiast after seeing the MTA Queensland Racing Team’s basic Hyundai Excel transformed into a racing machine resplendent in MTA Queensland livery. It was officially unveiled on 8th May at the Sir Jack Brabham Automotive Centre of Excellence with the appropriate pizzazz. Credit for the transformation is due to the steady stream of MTA Institute apprentices and trainers who worked long hours to ensure the car was ready. Among them were the Support Crew of Gerard Field, Elliott Lemmon and William Salmon who had been chosen from amongst the apprentices and

employees of MTA Queensland members to be part of the core team responsible for preparing the car. Additionally, they will be working pit lane at every Excel X3 Series event this year. You can follow our racing team’s adventures and the performance of the Hyundai Excel on Facebook and through Motor Trader.

AND THE LAST THING My focus over the coming month will be on winding up the 2016-17 financial year and preparing the MTA Queensland Group for the responsibilities and obligations of the new financial period. These include membership growth, expanding the Association’s commercial interests, and interacting with stakeholders to enhance the standing of the Association. The third report card (January 1 – March 31) provides the platform to move forward with confidence. Until May, as Henry Ford, the industrialist and the founder of the Ford motor company said, ‘execute ideas with enthusiasm . . . as it is the bottom of all progress’.

UDGETS! TWO DOWN and one to go! The Federal and MTA Queensland budgets have been delivered and I await the State Budget on 13 June. Pleasingly, the Federal budget contained policies which we had identified in our pre-budget submission as priorities for the motor trades. It included the welcome extension of the Small Business Entities instant asset

write-off concession on assets costing less than $20,000 until 30 June 2018. For small business companies turning over less than $10 million, from 2016-17 the company tax rate of 27.5 per cent applies. For training, there is the new $60 million Industry Specialist Mentoring Program. Whilst it doesn’t align exactly with our pre-budget proposal it is one that the MTA Institute will apply to introduce into its curriculum. The State Budget comes down on Tuesday, 13th June. Chief Executive Officer Dr Brett Dale will be in the pre-budget delivery ‘lock up’ and will advise on initiatives that have impact on the motor trades. Already announced is an increase in vehicle registration by 3.5 per cent from 1 July, almost double the rate of inflation. Unlike the Federal and State Budgets, I’m fully across the MTA Queensland budget which was approved at the 24-25 May Board meeting. As would be expected, I had significant input into its formulation and can assure members that the quality services, the high standard of advocacy, and targeted programs delivered to you by corporate services will continue in the next financial

year. New initiatives will be introduced as we progress through the year.

ADVOCACY Advocacy for our long-held policy position that existing motor dealer trading hours should be retained has achieved the support of Government. The Minister for Employment and Industrial Relation Grace Grace announced this in a radio interview on trading hours. She said the Government agreed with the recommendations of the Parliamentary Finance and Administration Committee Report on the Trading (Allowable Hours) Amendment Bill 2017 that “the Bill be amended to exclude the application of the changes to motor vehicle or caravan retailers.” This is exactly the outcome sought in submissions and in extensive motor dealer consultations with Members of Parliament across the state. It is a sweet outcome for us all - particularly our members for their consultation effort. The Bill continues to work its way through the parliamentary process. Policy/Viewpoint (Fuel Price Board) Regulation 2017 has been signed off. In essence, it supports our long-held and advocated policy position that fuel retailers must not display a discounted fuel price on any price board. Parallel with this, price changes to a fuel type displayed on the price board must correlate with the price displayed on the fuel pump. The Service Station and Convenience Store Association Queensland Members agreed that the regulation was both practical and simple to understand. From the media, members will be aware of much public angst with the intimidatory practices of some tow-truck operators. On this matter, the Department of Transport and Main Roads (TMR) included us in their consultations. I advised we do have members engaged in the tow-truck industry but with different business structures and operations. Since then, the Queensland Cabinet has endorsed retired District Court Judge Michael Forde to lead an independent threemonth investigation into the towing industry. We support this inquiry although we have no evidence or information to contribute. The MTA Queensland’s industry divisions are essential to our structure to facilitate and progress their sectors within the automotive value chain and the Queensland economy. Across the years, each has secured sound policy results which benefit the entire trade or sector. It is by being a member of the MTA Queensland that individual trade issues can be raised and addressed. Currently, each of the Association’s industry divisions has policy issues requiring advocacy to Government. By way of example, we have an ongoing agenda with TMR on the review of the policy on the quality of repairs for written-off vehicles and we have had communications with the Office of Fair Trading (OFT) on some investigatory matters. Motor vehicle insurance and repair has been a vexed industry and policy issue for more years than I care to remember. Over several years - at least six - I’ve observed first-hand the ebb and flow of the discussions and heated debates on a Code of Conduct for the motor vehicle insurance and repair industry. Since the mid-1990s there has been a series of 6 | Motor Trader June 2017

Government reviews of the commercial relationship between motor insurers and smash repairers. At last, there is a general consensus for a three-step process involving an internal dispute resolution mechanism, an independent external dispute process and, if not resolved, mediation through the Small Business Commission. The Code is mandatory in NSW and is a voluntary Code in other jurisdictions across Australia and applies to all signatories. One of the constant criticisms of the 2006 Code of Conduct was that it had no effective dispute resolution process. A breakthrough development in 2016 was the Internal Dispute Resolution builder which simplified the internal dispute resolution process designed to deal with disputes that arose prior to commencement or completion of the repair. The 2017 Code of Conduct includes a new initiative of an external dispute process (EDR). In the instance of an issue not being resolved in the EDR process, it will be referred for mediation to the local small business commission where applicable or the Resolution Institute as will be the case here in Queensland. The purpose of the process is to minimise litigation resulting in lengthy and high cost resolutions through court action. Overall, the Code of Conduct is intended to promote transparent, informed, effective and co-operative relationships between smash repairers and insurance companies, based on mutual respect and open communication. It specifies the standards of fair-trading, process and transparency in the relationship between Insurers and Repairers and sets the obligations of insurers and repairers in the repair of a vehicle. The latest version of the code is effective 1 May 2017.

Take charge of your super Camilla Bird, a 27-year-old apprentice mechanic from Sydney, may be a long way off finishing work but she can already picture her retirement years. Camilla has her heart set on retiring to the country when the time comes and living her dream of establishing an organic food production operation. “Before I got my start as a motor apprentice, I took jobs in hospitality and administration to make ends meet,’’ she said. “I had multiple super accounts with small balances, slowly being eaten away by fees so I did some research and decided to open an account with MTAA super and roll everything in.” Camilla intends to carve out a long career in motoring. Further down the track, she’d like to return to her farmland roots where she learned the lessons of car care early. Camilla is one of a growing number of Aussies who have rolled over their super, to save themselves the cost of multiple sets of fees and increase their overall savings.

MTAA Super CEO Leeanne Turner said the Fund offered a Supermatch service which searched for and consolidated members’ multiple super accounts for free. “We received over 15,000 requests in 2016 to search for lost super.” “Most of the requests came through our revamped online portal, Member Super Site where members can elect to use their TFN to find their super.” “The service is also available to new MTAA Super members at the time of joining the fund. During the July 2015– June 2016 period, we helped 930 MTAA Super members to consolidate $8.8M worth of their super savings. This included super from their other accounts, unclaimed monies at AUSFund or undistributed government cocontributions at the ATO.” Ms Turner said MTAA Super had been working steadily over the years to

What products and services do your Ultra Tune stores provide?

SR: All general servicing, manufacturers’ servicing, wheel alignments, tyres, air conditioning . . . everything to do with general servicing. We’ve been offering the tyre service for a couple of years. It has worked out well and makes us a one-stop shop for customers. They can come in, leave their car for the day and get all the work done. It's a service customers do want and offering it is important. The days are gone when you can say, for example, that you are just going to service 4WDs. I just don’t think that will cut it anymore. There are certain specialties that will be alright but really you have to broaden your horizons to be successful.

SR: I started my apprenticeship 22 years ago at a business called Mach One Auto and Marine before moving to Ultra Tune Indooroopilly to finalise my training. Once qualified, I spent 15 years with Ultra Tune working on the floor and in management. I had been at Ultra Tune Wacol for 12 years when my brother came to see me at work one day. He was working in the fashion industry at the time but there were problems at the brand he was working with and he asked if I wanted to partner with him in a business. He said, ‘I want to buy a business. What do you reckon?’. I said, ‘What in?’ and he replied, ‘You tell me. What do you think will work?’. I said the only business I would go into was an Ultra Tune store. So we decided to give it a go and subsequently found this Beenleigh site. This store was our first and we will have been here 10 years on June 16. We then had a store at Marsden but had to close that one when the service station where

You are a qualified mechanic running a thriving multi-site business. Do you still get into the workshop and on the tools?

SR: The older and more experienced you are, the more knowledge you accumulate and I do get calls asking me to come and discuss a problem or issue that needs fixing. So, yes, I do still get on the tools, although that part of my work is more about fault-finding. The job takes me between all the stores making sure everyone is on their toes and going OK. I normally do two or three days here at our Beenleigh store, then a day at Southport and a day at Riverlinks. The Eagleby site is quite close to Beenleigh so I can shoot down there quite easily for a few hours if I need to. Richard is very hands-on and does the behind-the-scenes jobs – the BAS statements, paperwork and all that sort of stuff.

Have you seen many changes in the industry during your career? SR: Technology has taken over. The drivability of a car maybe much better today but their reliability is nowhere near as good today as it used to be. Think of the diesel vehicles of today: it used to be that if you couldn’t get 500,000 kilometres out of a diesel then you’d done something wrong. These days I don’t believe you’d get 500,000 kilometres out of any diesel. And the way vehicles are fixed now is completely different to how it used to be too. People say to me ‘Do you take tools with you when you go away?’ and the answer is ‘No’. You can’t fix cars on the side of the road anymore. Those days are gone. Before, you might be

SR: The name itself brings customers in, though you do, of course, then have to sell yourself to the customer and give them the quality service they are looking for. We deal only with quality suppliers - such as Repco and Burson - and Ultra Tune also offers training opportunities that are directly relevant to us. In fact, they look to us for feedback on training and ask us to let them know if there is a course we need. For instance, if we have a problem with diesels they will organise and run a course on that. And the company is always thinking ahead too. They say that Sean Buckley, the owner of Ultra Tune, is always thinking about the future - always thinking three to five years ahead. When changes do happen and he brings in new ideas, some people do wonder what is going on, but two or three years later they always say ‘Oh, that’s why he did that’. That forward-thinking philosophy is a way of thinking that my brother and I share. An example of us doing that is our move to future-proof the business. For example, we have found it is getting more difficult to recruit mechanics - an issue that we know we have to fix. Our solution is to look at bringing more apprentices through. We currently have four across our stores and while we used to put on an apprentice every two to three years, we are now thinking about doing so every year, just to make sure we are right in the future. Having said that, finding good apprentices can be hard too. Kids don’t seem to want to do the hard yards today - they want to go straight from school to a high-paying job. We used to joke about that sort of thing but it is true.

The truth is you must have a passion for the trade. As an apprentice, if you’re going home and reading books, looking on the internet and researching the job, then there is a good chance you'll be a CLICK FOR good mechanic. How many staff do you have and, apart from Richard, are any other family members involved in the business? SR: We have 14 staff across all our stores and our families aren’t really involved. Our wives have their own jobs but do help after hours with mailing and so on. Rick’s eldest son did come and work for us for a while as a mechanic but he has now gone elsewhere. Our other children haven’t worked for us.

To what do you attribute your business success, apart from the association with Ultra Tune? SR: I believe in the Ultra Tune product and what it delivers. And I believe that you must treat people the way you want to be treated. If you honestly care about what you are doing and the service you provide, then people will come back. We will make mistakes - we are not full-proof - but I will promise you that if I make a mistake, or the boys make a mistake, I will fix it.

What does the future hold? Will you be looking at opening more stores? SR: We are always looking. We never say no but it would have to be the right location and so on. I wouldn’t rule it out. There might be another one or two!

What do you do with your spare time, if you have any? SR: I have a jet ski and do enjoy using that. I spend time with the family, relax and I don’t mind a cold beer. June 2017 Motor Trader | 9

HE MTAQ RACING Team has made an impressive debut in the Queensland Hyundai Excel X3 Series, claiming 48 points, and 10th place overall in the championship standings, after the opening race meeting at Morgan Park Raceway. The team - driver David Wood and support crew of William Salmon, Gerard Field, Elliott Lemmon and Crew Chief John Zyzniewski - performed brilliantly across the four-race event, overcoming a number of technical hurdles to record a result that raised eyebrows in pit lane and bodes well for future meetings. Considering that just eight weeks earlier the Excel had been nothing more than the shell of 17-year-old clunker, everyone can be justifiably proud of the weekend’s result. With the brand-new car lacking a little bit of power compared to its competitors, David drove the Excel to its limits in every race, using every bit of his two decades of racing experience to both defend his on-track position and challenge those in front. It was a mighty effort, and one mirrored by the support crew who worked feverishly between races to tease every last ounce of performance from the car. “We performed very well and it was a pretty solid effort,” said David. “It was very tough racing and I had to pull a lot out of the trick bag to get the car up into that position. “We did have some issues with the car over the weekend and that did hamper us a bit but the team were absolute

superstars and I cannot speak highly enough of them. Will, Elliott and Gerard were outstanding and worked like an experienced crew. They were led superbly by John, our crew chief, and were dedicated, fun to be around, cool and calm in a very high-pressure environment and always thinking and coming up with ideas for solutions to our problems.” And there were problems. As anyone who has ever worked in motorsport would tell you, a race meeting just wouldn’t be the same without a bit of nail-biting drama. And for the MTAQ Racing Team, the very first day of its very first foray into the world of motorsport proved to be a pretty tough one. On the Friday practice day, the car developed a steering

that each are interested in working in at some point in their careers. “From a crew chief ’s point of view, I think we are exactly where we should be – in the top 10,” said John. “It is a fantastic result when you think about how new the car is and that we are competing against people who have been racing these cars for three or four years. I’m extremely proud of the team.” “It was a really good weekend,” added Gerard. “We had to do some wheelalignment after David hit a curb pretty hard and that was interesting - especially using a track set-up and doing it on the fly. And we were trying to develop the car too by adjusting pressures, changing shock settings and, on the Saturday, when David mentioned he was getting a bit of a miss at high RPMs, we installed a fuel pressure

regulator and were able to massage that out.” For Elliott, who has previous experience in motorsport, the race meeting proved that the fledgling team was more than capable of mixing it with more experienced outfits. “Other people in motorsport who I have worked with have been doing it for 10 to 15 years and they have routines worked out and practice regularly. We have basically jumped straight into it on a fresh car and we have done really well. “We worked to make sure the car was as perfect as we could get it. For instance, we were getting a misfire, so we pulled the fuel filter off and even though it didn’t look dirty, and it was basically a new filter, we changed it anyway. When you’re racing, you want to give yourself the best opportunity, so you don’t hesitate with those sorts of things.” “This is the first time I have been involved working in motorsport and it has been a great experience,” added Will. “A lot of it is about problem solving. If you break it down, what I did on the Friday was change the rack-end, work on

MTAQ RACING TEAM LAUNCH A THUNDEROUS SUCCESS T O A FANFARE of ear-splitting, roaring engines and gentle clinking of wine glasses, the MTAQ Racing Team was officially launched at the beginning of May at a party held at the MTA Queensland HQ - the Sir Jack Brabham Automotive Centre of Excellence. More than 50 guests - including Association members, industry stakeholders, MTA Institute trainers and apprentices, and many of the team’s sponsors - attended the event, as did members of Brisbane’s Supercar Club who brought along some truly astounding vehicles from Lamborghini, Audi, Mercedes and Porsche to add a milliondollar sheen to proceedings. The highlight of the evening was the unveiling of the MTAQ Racing Team car. The Hyundai Excel – that took to the track for the first round of the grassroots Hyundai Excel X3 Series on the weekend of May 20-21 - looked resplendent in its MTA Queensland livery

and a round of applause rang out as the car’s engine was fired up for the very first time. It has been a long journey for the Excel which, over the past few months since the MTAQ Race Team was established, has been transformed from a tired, battered and wornout clunker to a gleaming racing gem, ready to tackle the track. The journey was equally long for those who worked on that transformation – a steady stream of MTA Institute apprentices and trainers who worked long hours to ensure the car was ready. Among them were the Support Crew of Gerard Field, Elliott Lemmon and William Salmon who had been chosen from amongst the apprentices and employees of MTA Queensland members to be part of the core team responsible for preparing the car and who will be working pit lane at every Excel X3 Series event this year. During his address to guests, he said that the motorsport sector employed more than 1000 people in Queensland and, at a local level such as the Excel X3 Series, was backed by hundreds of small businesses – the very types of businesses that MTA Queensland represents and supports. “People get involved with motorsport at a local level because they are passionate and enthusiastic about it,” he said. “And they turn up to the track on any given weekend thanks to the support of their local mechanic, local tyre shop, local exhaust and brake guy and so on. “Through the MTAQ Racing Team initiative, MTA Queensland will be able to engage with businesses that support local motorsport, and that’s really the essence of what the Association is about – supporting those members and those businesses.” David also focused on other Racing Team project benefits, not least in it being an avenue for apprentices wishing to establish a career in motorsport. “Most training programs are tailored to providing apprentices and technicians the skills they can use in their workshop or dealership,” he said. “Part of what this project achieves is to develop a pathway that gives them experience and a set of skills with which they can apply for a job with a

motor racing team. It has been a tremendous project.” The launch event marked the end of the first stage of MTA Queensland’s debut into the world of motorsport. With a respectable first hit-out in the X3 Series opening meeting at the end of May, the rest of the year looks like being a challenging but rewarding one for the fledgling team.

AC COBRA A CAR WITH BITE

T

HE NAME CARROLL Shelby is instantly recognisable to anyone in the auto industry, particularly those with an interest in high-performance vehicles. The Shelby name is one that is synonymous with power and speed, and when stuck next to the word Mustang – the vehicle with which it is most closely associated - it immediately brings to mind the image of the brutally powerful Ford monsters that have torn up and down highways across the world for decades. But it is not with the Mustang that the Shelby legend begins. In fact, it goes back a few years before the first Shelby Mustang GT350 appeared in 1965. Back in 1959, a 36-year-old Shelby, by then a seasoned racing competitor, reached the pinnacle of his on-track career by co-driving an Aston Martin DB1 to victory at the 24 Hours of Le Mans. The story goes that Shelby was very impressed with the performance of another car on the track – a six-cylinder roadster called the AC Ace, a car that had been around since 1953 and was a product of AC Cars, a small English manufacturer. He never forgot the little car and in 1961, following his retirement from racing, Shelby’s genius for modification came to the fore when he began shipping the Ace to his workshop in California and cramming Ford V8’s into the engine bay. What resulted was a stunningly powerful vehicle known as the AC Cobra. Originally fitted with a 3.6-litre V8, the Cobra would get more and more powerful and, in its most famous incarnation, be known as the 427 Cobra thanks to an enormous 7-litre V8 providing the grunt. At the time, the Cobra was the world’s fastest production car, capable of 265km/h and 0-100km/h in 4.2 seconds.

Not bad for 1965! The original Cobra had a short lifespan and when production finished in 1967, less than 1000 had been made. Not surprisingly, the legendary car is now in high demand and you’d have to pay a pretty penny to get one. How much? Last year, the very first Shelby Cobra sold for $AU18 million . . . yep, $AU18 million! So, how do you get your hands on one if you don’t have a wallet the size of Bill Gates’ bank vault? The answer: build a replica. And that is just what Iain Kippen did. The UK-born entrepreneur, and owner of Bissell’s Paint & Panel in Noosaville, loved the Cobra as a kid, and getting one was always likely for a man for whom classic cars are something of a passion. Iain ordered his Cobra from renowned Gold Coast-based manufacturer DRB Sportscars, and DRB supplied Iain with the body and chassis while he sourced all the components and parts required to make something as close to the real thing as possible. “I think there are only three or four original 427 Cobras left, so you have to go to these continuation or remake models,” says Iain. “There are a few companies out there doing them but DRB are about the best and this car is about the closest to the original that you can get. “Every part of the vehicle has been fabricated,” he adds. “When I put in the order, it was basically a pile of steel and from that they built the monocoque chassis. I also asked that it be built with the running gear and we sourced the suspension and braking from Jaguar. Lots of people use the Jaguar stuff - it is just brilliant. “So what I got from DRB was a rolling chassis and we put in

RECENTLY ATTENDED AN ASQA meeting and it was interesting to note what they will now be looking at when they audit RTOs. You may be asking what is ASQA? it’s the Australian Skills Quality Authority the body that regulates all Registered Training Organisations (RTOs) such as MTA Institute. We’ve recently had our registration extended until June 2024 and this is great news for us as it supports the quality training we deliver. However, given the registration duration, we never rest on our laurels and I know that, to support the automotive industry, we need to continue to push ourselves to be the benchmark of automotive training. What I found interesting at the ASQA briefing is their new auditing process and how it centres on the student while also focusing on the practice and behaviour of RTOs. The new audits will follow the five stages of the students’ journey – Marketing and Recruitment, Enrolment, Support and Progression, Training and Assessment, and Completion. Each of these stages are critical to the integrity of students’ training journey and are requirements under the RTO Standards. These Standards

As I look at these steps, I believe we cover these rather well, but I think we can do more. Validation is an important part of anything we do as an RTO and I know that when we put out marketing material or make changes to our assessment material, it’s important we have feedback from students (and employers) regarding this information. That’s why I always encourage students and employers to discuss any issues, or provide feedback, with their trainer about the training they receive. I am regularly in contact with trainers and discuss a variety of topics. So, if there is some improvements you would consider necessary in the training product we offer, don’t hesitate to pass this on – we are always looking to improve. More importantly, should you receive any questionnaires from us, please take the time to fill them out and send them back. It helps improve our product and provide the automotive industry with the benchmark in training standards. LIAM TAKES CRASH COURSE IN CAREER CHANGE T ECHNOLOGY IS CHANGING the face of traditional industries. The automotive industry itself is going through a technological revolution, but it is hardly alone. Take the publishing industry, for example. With many people now getting their news and entertainment via their smartphone, computer or iPad, traditional publishing trades such as printing are feeling the pinch and it’s hard to argue that some of those trades will ever be as in demand as they once were. For Liam Atkinson, the technological revolution in the publishing industry has forced a career reassessment. The course offers the opportunity to gain a Cert II in Automotive Body Repair Technology and includes modules on a wide variety of subjects that will prepare students for the workplace. Liam was keen to put the disappointments of earlier unsuccessful attempts to gain work in automotive behind him and leapt at the chance to take part in the CRASH program. “I decided to go back and try to get into the industry for which I originally had a passion,” he said. “At school, I was into cars and airbrushing and I always liked fixing and painting things. Back then, I did try to get into the industry but it just didn’t work out.” Now, thanks to the CRASH course, the opportunity to work in automotive looks distinctly possible and the enthusiasm Liam has shown during the program has been noted. “I’m really enjoying the course,” he said. “We’ve done a lot of work such as putting on primer coats, dint repairs, repairing bog work, welding and a lot of theory too. The trainers have been great and I’m learning a lot. “I enjoy the paint and the panel side of the work but am leaning towards the panel side of things,” he added. “Ultimately I would like to move into restoration and custom work as I find that area very interesting. N TUESDAY 7TH March, MTA Queensland hosted one of the most innovative events on Queensland’s automotive calendar. ‘Carmageddon’ was a one-day symposium that brought together experts from industry, government and academia. The term ‘Carmageddon’ was coined to capture the theme of the forum - time to innovate or detonate! A significant strategic outcome from Carmageddon was that MTA Queensland would initiate Queensland’s first automotive innovation hub designed to assist startups or help existing businesses transition to new business models. The symposium highlighted that we are facing/about to face the biggest disruptors to the automotive sector since the inception of cars. This age of digital disruption is resulting in an innovation revolution across many sectors, but none more so than in the automotive industry. With this revolution comes an enormous opportunity for business and jobs in Queensland. Carmageddon will also present further opportunities for MTA Queensland’s ongoing development of the first automotive innovation hub in the state. 2017 Federal Budget

MTA QUEENSLAND FEDERAL BUDGET BRIEF T HE 2017 FEDERAL Budget included a number of changes in areas such as tax, skills and training and manufacturing. Here is a summary of some critical elements that will impact businesses working in the automotive industry.

BUSINESS TAX • A new 0.06 point levy on the big banks’ liabilities, starting on July 1 2017. The levy will only affect our five largest banks with assessed liabilities of $100 billion or more and does not apply to superannuation funds or insurance companies. This measure will secure $6.2 billion over the Budget and forward estimates. • New tax integrity measures as recommended by our Black Economy Taskforce to be introduced. • Improve the integrity of negative gearing by disallowing deductions for travel expenses and, for properties bought after budget day, the Government will also limit plant and equipment depreciation deductions to only those expenses directly incurred by investors. • LCT receipts are forecast to grow by 7.9 per cent in 2016-17, consistent with strong sales of vehicles, to $650m.

INTERNATIONAL TAX • Multinational Anti-Avoidance Law to extend the rules to structures involving foreign partnerships or trusts and clamping down on aggressive structuring using hybrids. • A charge on foreign owners of residential property where the property is not occupied or genuinely available on the rental market for at least six months per year will be introduced. SMALL BUSINESS • Small businesses with a turnover up to $10 million will continue to be able to immediately write off expenditure up to $20,000 for a further year. • Companies turning over less than $10 million will get an immediate tax cut to 27.5 per cent, with tax cuts to 25 per cent for companies turning over up to $50 million over the next decade. • Sole traders turning over up to $5 million will get an immediate increase in the small business tax discount from 5 per cent to 8 per cent (capped at $1,000), increasing to 16 per cent over the next decade. • All small businesses turning over up to $10 million will be able to access important tax concessions e.g. the instant asset write off, favourable trading stock rules, simplified GST reporting, and a variety of other tax benefits. • Action to reward States and Territories that cut red tape costs for small business.

HOUSING • Establish a $1 billion National Housing Infrastructure Facility, based on a UK model, to fund ‘micro’ city deals that remove

infrastructure impediments to developing new homes. • First home buyers will be able to save for a deposit by salary sacrificing into their superannuation account over and above their compulsory superannuation contribution from July 1. The First Home Super Savers Scheme will attract the tax advantages of superannuation. Contributions and earnings will be taxed at 15 per cent, rather than marginal rates, and withdrawals will be taxed at their marginal rate, less 30 percentage points. Contributions will be limited to $30,000 per person in total and $15,000 per year.

INFRASTRUCTURE • $75 billion in infrastructure funding and financing over the next ten years. • $844 million will be used to upgrade the Bruce Highway, including $530 million for works from Pine Rivers to Caloundra. • Cross River Rail in Brisbane, has the potential to be supported through this programme, subject to a proven business case. • Badgery's Creek: The Coalition will fund the construction of the Western Sydney airport. • Inland freight rail: Some $8.4 billion in equity to be provided to the Australian Rail Track Corporation. • An offer to buy the NSW and Victorian stakes in Snowy Hydro that could cost Canberra $5.25 billion on top of a planned $2 billion upgrade.


HUMAN SERVICES • 2 per cent deficit levy on highincome earners imposed three years ago will be lifted. • Removal of the bulk billing incentive for diagnostic imaging and pathology services and the increase in the PBS co-payment and related changes. • Fully fund National Disability Insurance Scheme - legislation will be introduced to increase the Medicare Levy by 0.5 percentage points in two years’ time, when the extra bills start coming in. • $80 million for Australians with a mental illness such as severe depression. • Support young parents to get jobs by expanding the successful ParentsNext programme from 13,000 vulnerable young parents to 68,000 in more than 20 new locations, especially those with high Indigenous populations.

EDUCATION • An extra $18.6bn education package over 10 years, partly paid for through higher and unexpected revenue source (Needs to be legislated). • University funding: Student fees will increase by 7.5 per cent by 2021. • The Government will provide $24.0 million over four years from 2017-18 to establish a Rural and Regional Enterprise Scholarships program to improve educational attainment, skills development, and employment opportunities for rural and regional students.

SKILLS & TRAINING • A new ongoing $1.5 billion Skilling Australians Fund will be established that will create up to an extra 300,000 apprentices over the next four years. The Fund will deliver the skilled workforce Australian employers need to fill skills gaps and enable their businesses to grow. • A new $60 million Industry Specialist Mentoring Program will also provide extra support for around 47,000 apprentices. Apprentices and trainees working in industries undergoing structural changes,

such as the South Australian and Victorian automotive sectors, will get access to highly skilled specialist mentors with industry expertise. That intensive mentoring, targeted at but not limited to apprentices from regional areas, retrenched workers, long-term unemployed and mature-age people, will increase completion rates and support the supply of skilled workers into the economy. • The ongoing Skilling Australians Fund will be a new approach, providing long-term certainty of funding and requiring states to match funding to support apprenticeships, rather than allowing them to cut it as they did under Labor’s National Partnership Agreement on Skills Reform. • From 2017, at least 1,200 Rural and Regional Enterprise Scholarships of up to $20,000 each will be available for students undertaking undergraduate, postgraduate or vocational education and training qualifications in priority fields of study including science, technology, engineering, mathematics and health.

RURAL AND REGIONAL AUSTRALIA • $472 million Regional Growth Fund for regional communities to take control of their own economic future. This includes $200 million in funding to support a further round of the successful Building Better Regions programme.

SKILLED MIGRATION • An annual foreign worker levy of $1,200 or $1,800 per worker per year on temporary work visas and a $3,000 or $5,000 one-off levy for those on a permanent skilled visa. Over the next four years, $1.2 billion will be raised from this levy that will contribute directly to a new CommonwealthState Skilling Australians Fund.

AUTOMOTIVE • Government will create a $100-million fund for manufacturers to diversify and expand their businesses as automotive producers leave Australia. Of the funding, $47.5 million will be allocated to an advanced manufacturing growth fund, about $24 million to an advanced research projects to help companies develop new products, $10 million will go to innovation labs in Victoria and South Australia, and $5 million will go towards maintaining engineering expertise by investing in student research.

INDUSTRY • A $101.5 million over five years from 2016-17 to establish an Advanced Manufacturing Fund (the Fund) to promote research and capital development for high technology manufacturing businesses. • Refocus the existing Incubator Support element of the Entrepreneurs’ Programme to provide additional support for regional businesses. This measure will include additional regional incubator facilitators and provide grants to support the establishment of regional business incubators. • $9.1 million in 2017-18 (including $3.5 million in capital funding) for the simplification of business registration and licensing services across Commonwealth, State and Territory Government.

What deductions can legally be made from wages?

D

EDUCTIONS FROM AN employee’s pay can only be made if; • allowed by a law, a court order or by the Fair Work Commission, or • the employee agrees in writing to the deduction and it’s principally for their benefit. An example of a deduction being allowed by a law would be an employee resigning from employment while failing to give the required notice applicable under the National Employment Standards (NES). Both the Vehicle Manufacturing Repair

Services and Retail Award and the Clerks Private Sector Award allow an employer to deduct, from any monies owing to the employee – including annual leave, long service leave or ordinary pay – an amount the employee would have been paid for the period of notice less any period of notice actually worked out by the employee. For example, an employee with, say, two years’ service resigns giving only one weeks’ notice when the required notice under the NES is two weeks. Provided the employer does not accept the lesser notice, and the employee only works out the one weeks’ notice, the employer would be entitled to deduct from the final pay, the equivalent of one weeks’ pay i.e., the balance of the notice not worked. If there are insufficient wages owing

at termination to cover any pay that is to be forfeited, the employer could seek recovery through Small Claims – although this is rarely worth the effort. A further example of a deduction allowed by a law or court would be child maintenance payments ordered by the court to be garnished from wages. An example of an employee authorising a deduction in writing would involve a common scenario that arises when an employee either resigns or is dismissed while having an outstanding balance owing to the employer for goods or services procured through a “staff account”. Without a written authorisation from the employee, it is not permissible to simply deduct the outstanding balance from monies owing to the employee on termination. In circumstances where an employee is allowed to use a staff account for purchases, the employer should ensure that a deduction authority is prepared, signed by the employee, allowing both progressive re-payments on a weekly/fortnightly basis and for the deduction of any outstanding balance, in full, from any pay owing on termination. Deductions from wages in situations such as; employee damaging a customer’s car through negligence; cash shortages in the till; drive-offs where customer fails to pay for petrol purchased; theft of money or goods by the employee; may not be made without a written authorisation by the employee.

LOBAL EQUITY MARKETS continued to grind higher led by European markets following favourable market reactions to the first round of the French presidential election in late April. Rising tensions around North Korea failed to make a dent on markets and US markets finished the month close to all-time highs. The volatility index continued to trade close to three-year lows, with Trump announcing at the end of the month his plans for tax cuts. The S&P/ASX 200 Accumulation Index closed up 1.03%. Industrials and Health Care were leading sectors. The Metals and Mining sector underperformed with sharp falls in the iron ore price from US$81 to US $67.50. Telecommunication Services also underperformed, dragged down by Telstra Corporation (ASX:TLS), Vocus Group (ASX:VOC) and TPG Telecom (ASX:TPM). Markets have enjoyed a strong couple of months as the global economy remains reasonably robust and geopolitical risks ease with the election of Macron in France. Given the strong run in markets, we consider the following range of factors could destabilise the market. Bond rates have eased as lead indicators have not resulted in strong GDP growth. In addition, Trump’s failure to see his healthcare package through raised doubts regarding his ability to execute his plan. We see these two issues as largely separate. The economic growth is likely to reemerge over the second half of 2017. With growth emerging, the US economy hardly needs the stimulus

Losers Trump is promising. From a market perspective, should the stimulus emerge then a boom-bust cycle could develop, whereas the alternative is more of a grind forward and a continuation towards an economic recovery. Recent feedback from retailers suggests a soft start to the year. The consumer is suffering from an increase in living expenses associated with mortgage rates, utilities and insurance costs. In addition, we expect the boom in apartments to slow over the next year. Offsetting this is a pickup in infrastructure spending that will begin to accelerate, an improvement in mining and agriculture, and continued support for education and tourism.

BUDGET IMPACT An old-fashioned tax and spend Budget has implications for a range of Australian stocks and we outline them below.

• Banks. The liability tax levy will hit earnings by between 3–5% for the major banks and Macquarie Group (ASX:MQG). • Consumers. A 0.5% increase in the Medicare levy to fund the National Disability Insurance Scheme provides a further hit to the consumer. HE OFFICE OF Fair Trading (OFT) conducted a proactive compliance operation throughout Queensland in February 2017, undertaking a series of spot checks on the second-hand motor vehicle industry focusing on statutory warranties. Fair trading officers visited 79 motor dealers’ premises state-wide, encompassing Brisbane, Mackay, Rockhampton, Cairns, Townsville, Hervey Bay, Sunshine Coast, Gold Coast and Toowoomba areas. During the spot checks officers identified two main trends: • The ‘statutory warranty’ box was incorrectly ticked on sale contracts when vehicles were either too old or had travelled too many kilometres to be eligible. • Unwarranted motor vehicles did not display ‘no statutory warranty’ signs. A statutory warranty is given on a used vehicle when the odometer

reading is less than 160,000km and the date of manufacture is less than 10 years before the sale date. The statutory warranty provides consumers with a guarantee the vehicle is free from defects at the time of sale, and for the warranty period. The warranty period is 3 months or 5,000km, whichever comes first. When completing sales contracts, a motor dealer must not tick the statutory warranty box if the vehicle is not eligible. Doing so could be considered as misleading the buyer, which is an offence under the Australian Consumer Law (ACL). As statutory warranties apply to most used motor vehicles, it is important that signs are used to clearly identify those motor vehicles which are unwarranted. Failing to appropriately sign unwarranted vehicles is an offence carrying a maximum fine of $12,190.
