policy/viewpoint Q-Fleet
A
fter years of patience, we can begin to hope that our long sought policy for Q-Fleet to be privatised and the cessation of the retailing of second hand vehicles in Queensland in competition with the private sector may happen. The Costello Commission of Audit Report identified Q-Fleet as one of the commercial businesses ‘in direct competition with private businesses operating in open and competitive private markets. Q-Fleet, located in the Department of Public Works, is a Commercial Business Unit and its commercial practices are compliant with National Competition Policy ensuring competitive

neutrality. A move away from a Commercial Business Unit model would result in Q-Fleet not accounting for tax implications consistent with the private sector.
year it had an estimated budget of $237 million, a staff of 125 and in the last financial year made an estimated profit of $14.8 million of which $4.3 million was paid as a dividend to the State in lieu of income tax.
service and the repair industry.
It is instructive for us to have a look at Q-Fleet and what it does. In the automotive industry it is quite unique as it is operates vertically integrated services across multiple segments involving the motor vehicle retail,
In a nut shell Q-Fleet’s key services include vehicle procurement; fleet leasing; management and advisory services; vehicle servicing and repairs, disposal through state-wide auctions; a vehicle hiring service; whole-of-government vehicle fleet reporting, and the development and management of whole-ofgovernment vehicle fleet policy.
Unscrambling Q-Fleet will not be easy as it has been in operation since 1991 as a central provider of fleet management, replacing separate Departmental responsibility.
Q-Fleet owns and manages some 13,000 registrable vehicles. Its services are available to all government agencies and organisations that receive government funding including the Government Owned Corporations.
As a Commercial Business Unit, Q-Fleet receives no direct government funding and finances its business operations through the Queensland Treasury Corporation. Q-Fleet is a big business. For the 2011-12 financial
Q-Fleet has three Brisbane locations out of which it operates. They are the Central Business District, South Brisbane and Fillmore. In the regions, Q-Fleet manages a network of more than 600 suppliers for the provision of vehicle servicing and repair, and provides vehicle rental services in Cairns, Toowoomba, Townsville, Bundaberg and Marlborough. The State Government’s involvement in the retailing of second-hand motor vehicles has been a longstanding issue for us and one that has been the subject of many representations. The State Government’s involvement in the retailing of second-hand motor vehicles distorts the market and is difficult to justify it as a legitimate business of Government. A strong initial signal to the beleaguered automotive industry would be an
early decision to review its statutory support of Q-Fleet as a retailer of second hand vehicles in Queensland, which is unfairly competing against private enterprises in an eroding market. From the time that Q-Fleet acquired its motor dealer’s license in 2000 its selling strategies have varied. At present the participation rating is 64 per cent public buyers to 36 percent dealer participation introduced in 2006. Unscrambling Q-Fleet will not be easy as it has been in operation since 1991 as a central provider of fleet management, replacing separate Departmental responsibility. I have written to the Treasurer Tim Nicholls and the Minister for Housing and Public Works Dr Bruce Flegg indicating our willingness to provide any assistance that may be in the interest of all
stakeholders in regard to a proposed privatisation. Meaningful consultations between the Government and our sector are essential to achieve the right outcome for all stakeholders including taxpayers, the Government and the automotive industry. From our perspective it is important to get the result as there is a possibility that the disposal of such significant motor vehicle operations may have unintended consequences on the state’s automotive industry - particularly new and used car dealerships. Prior to 1991, the maintenance for Brisbane based vehicles was carried out by the Queensland Government Motor Garage, established in 1914. Interestingly, two of the first reported vehicles owned by the State Government and serviced were a 1908 Siddeley and a 1908 Mercedes.
Tax changes As from July 1 Small Business can offset a current year tax loss of up to $1m against tax paid in previous years, worth up to $300,000. Those with a turnover of less than $2m can claim a tax deduction on work-related purchases costing less than $6,500 and the first $5000 on work cars or utilities. There's no limit on the number of assets that can be written off. It means small businesses can update equipment and increase cash flow. In addition, the changed depreciation arrangements equate to saved time, money and paperwork.
Roundtable discussion I attended a Small Business Roundtable discussion at which Prime Minister Julia Gillard and the Minister for Small Business canvassed a range of issues relating to small businesses.

air Work Australia met on the 1st June 2012 and handed down its’ third decision regarding an annual wage review under the Fair Work Act. It decided to pass down a 2.9% per week increase in modern award minimum wages. The decision now sets the national minimum wage at $606.40 per week or $15.96 per hour. The new wages were to take effect from the first pay period commencing from 1 July 2012.
New tax rates effective from 1 July 2012 There is a new weekly tax table released from the Australian Taxation Office (ATO) that commenced from 1 July 2012. Notable changes from the previous tax table include the removal of leave loading & the flood levy. There is no longer a separate withholding scale for those entitled to leave loading and they will no longer have higher withholding from each pay. The reason for the change released by the ATO is so that these payees will now be taxed more accurately when the leave loading is paid. Previously, the leave loading scale provided for extra withholding throughout the year to allow $320 of leave loading to be tax-free when paid. In addition, the temporary flood levy that was introduced by the federal government last year 6

members Highway Kia named top metropolitan dealer
M
TA Queensland member Highway Kia in Brisbane's southern suburb of Springwood has outscored all other Australian Metropolitan Kia dealerships to receive the prestigious President's Award for the first quarter of 2012. Highway Kia is based on the Pacific Highway in Springwood and has been providing vehicle sales and service to the area for over 34 years. The dealership is also one of the longest serving Kia outlets with over 20 years of service to the Korean brand. The President's Award is a whole business achievement award and as Highway Kia Managing Director Armand Daiga says, although it's
driven by management it is won by the team. "The President's Award assesses all areas of the business," said Mr. Daiga. "It doesn't just look at how many vehicles you sell, it critically evaluates every section of the business from sales to marketing, customer service, training of all staff, the parts and service department and the overall look and feel of the dealership. "To simply meet all of your targets will not win. “The winning dealer needs to exceed them all by a significant margin. “Therefore we are extremely excited to be recognised as one of Kia's best dealers in Australia right now and I am very proud of the team for doing what they do so well," he added. Visitors to Highway Kia will also notice a major upgrade to the Kia showroom with
$200,000 recently being invested to completely redevelop the site. "We've decided to give the new showroom a sharp new look to make it a more user friendly and comfortable for our customers and to bring it in line with the upgraded Kia range," Mr. Daiga said. "I have been selling Kia's for over 20 years and am one of the longest serving Kia Dealers. “Watching the new Peter Schreyer designed models being unveiled over the
last couple of years with European quality engineering under the bonnet and some local ride and handling input, is extremely reassuring as a dealer. "The Australian public are showing confidence in the Kia range. “Our job is to make sure that their showroom experience matches the quality and professionalism of the brand and by winning the President's Award it appears our mission is being realized," Mr. Daiga concluded.

Safety Guidelines in Spray Painting
S
pray painting is a vital element of the collision repair industry. However, hazardous chemicals contained in paints and various application methods have potential to harm the health of workers, with effects ranging from shortterm to long-term. With the aim to reduce the likelihood of injury and health hazards amongst workers, Pro-Visual Publishing has released the 2012/13 edition of the Body Repairers Guide to Workplace Safety, a resource freely distributed to body repairing, spray painting and panel beating establishments across Australia. The guide provides recipients with a comprehensive breakdown of the potential hazards workers face when not following correct procedures, along with
guidelines spray painting operators must follow in order to comply with various legislations. The included overview of different spray booth types and Personal Protective Equipment (PPE) can help assist workers and supervisors ascertain the steps needed to keep their operations safe and productive. In addition to the already extensive list of topics, the Body Repairers Guide to Workplace Safety 2012/13 details specific issues relating to different chemical applications used in spray painting and a provides breakdown of the new national WHS act and regulations that are currently undergoing implementation. In all, the contents of the guide are presented in an informative, non-alarming and easy-to-digest fashion, making it an essential safety resource for the industry. Recipients of the guide are also provided with

Drivers beware of chronic sun exposure
T
he sun-ravaged face of a Canadian trucker, who spent a career with one half of his visage directly exposed to the sun's rays, has drastically illustrated the ageing effects of UV exposure. The 69-year-old man spent 28 years at the wheel of a truck, resulting in the left side of his facing absorbing a lot more sun than the right side, the New England Journal of Medicine reports.
The condition known as unilateral dermatoheliosis, or photoaging, is caused by chronic exposure to the sun's Ultraviolet A (UVA) and ultraviolet B (UVB) rays. "Ultraviolet A (UVA) rays transmit through window glass, penetrating the epidermis and upper layers of dermis," the report said. "Chronic UVA exposure can result in thickening of the epidermis and stratum corneum, as well as destruction of elastic fibres." The man was advised to "use sun protection and topical retinoids, as well as periodic monitoring for the apparition of skin cancer".

industry update The 2012 Australian International Motor Show in October will remain at the Sydney Convention and Exhibition Centre (SCEC), which is scheduled to close at the end of next year, in preparation for an extensive three-year expansion and redevelopment project leaving the Sydney Shows in need of a new venue. A number of options were reviewed with the first-class Sydney Showground exhibition facilities at Sydney's Olympic Park finally decided as the home for the 2014 and 2016 Shows. Sydney Showground offers 20 unique venues across an array of exhibition halls and meeting rooms as well as standalone pavilions and more than 15,000 square metres of outdoor area. "Whilst the SCEC has been our home for twenty three shows, we are very much looking forward to the opportunities presented to us and exhibitors alike at Sydney Showground," said Australian International Motor Show, Event Director, Russ Tyrie.
"The Sydney Olympic Park venue will enable the Motor Show to grow and become a more diverse event with the expansive outdoor areas giving exhibitors more room and the chance to host both on and off stand activities - the possibilities are practically endless," he added. Sydney Showground management is equally as excited about the relocation of the Australian International Motor Show (AIMS) in 2014 and 2016. "Sydney Showground prides itself on attracting and promoting world class exhibitions and events AIMS is a great example of this," said Sydney Showground General Manager, Peter Thorpe. "Sydney Showground and the Sydney Olympic Park Authority are thrilled to welcome AIMS to the

precinct in 2014 and are confident exhibitors, the general public and motor enthusiasts alike will be extremely pleased with the interactive nature the venue is able achieve," he said.
The 2012 Australian International Motor Show will be held at the Sydney Convention and Exhibition Centre from October 19-28, 2012.
Sydney Olympic Park is situated in the geographical heart of Sydney and is well serviced by public transport, 10,000 parking spaces located within a few minutes' walk of the venue, along with a selection of accommodation options and restaurants.
HiLux leads Toyota’s strong line up
"SCEC has been a wonderful venue for Motor Shows in Sydney over the years, hosting hundreds of model reveals with almost five million visitors streaming through its doors to see the best that the Australian automotive industry has to offer," said Mr. Tyrie.
HiLux was the country's best-selling vehicle for the second month in a row with 4,626 deliveries - more than 40 per cent ahead of any other vehicle.
"We’re looking forward to seeing how the plans shape up for its redevelopment; but rest assured, the 2012 Australian International Motor Show at SCEC promises to be a fantastic send-off to a great venue," he added.
Toyota posted more than 20,000 sales in May on the back of a market-leading performance by the HiLux workhorse.
The dominance of HiLux and strong results for other vehicles enabled Toyota dealers to sell 20,443 vehicles - an increase of 85.1 per cent on the same month last year. Toyota's market share in May was 21.3 per cent. No other carmaker reached double figures with Toyota outselling the combined results of its nearest two rivals by more than 3,000 vehicles. The company's executive director sales and marketing Matthew Callachor said Toyota vehicles led eight market segments: Yaris, Camry, LandCruiser Prado, LandCruiser 200, HiAce van, HiAce bus, HiLux 4x2 and HiLux 4x4. "Toyota's strength is across the board with an extensive and growing model range that offers the performance, features and value demanded by Australian motorists," Mr. Callachor said.

"We have a strong mix of locally manufactured cars with new-generation models of Camry, Camry Hybrid and Aurion, plus recently arrived all-new models from Japan in the Prius c and Prius v. "This month we are adding even more excitement to our range with the remarkable 86 sports car." Through May, Toyota has sold 84,386 vehicles, an increase of 16.2 per cent on the first five months last year. HiLux was the top-selling vehicle in Australia in May, with sales more than 1,000 higher than the previous month. HiLux 4x4 posted an all-time record of 3,539 while LandCruiser 70 series, Prado and FJ Cruiser achieved records for the month of May. HiLux was followed by Corolla (3,155 sales) and Prado (1,900).
Holden honours top dealers
H
olden recently announced the winners of its 2011 ‘Grand Masters’ dealership recognition program, seeing six Queensland dealers recognised, with a further two given ‘Chairman’s Award’ honours. In contrast to other ‘dealer of the year’ awards, a Grand Masters title is handed out to 32 dealerships each year across Holden’s national retail network of 244 outlets. Six dealerships are recognised further with a ‘Chairman’s Award’ for those who have “surpassed their peers, finishing top within their predefined ‘Masters

For 2011, the six ‘Chairman’s Award’ recipients are: Patterson Cheney Holden, Vermont, Victoria; Barton’s Bayside, Wynnum, Queensland; Paul Wakeling Holden, Camden, New South Wales; Sale City Holden, Sale, Victoria; Rosenthal Automotive, Berri, South Australia; and Halpin Motors, St George, Queensland. Holden says the Grand Masters program assesses dealerships on sales excellence, customer satisfaction, service delivery, parts performance and “astute business management”. Holden chairman and managing director Mike Devereux said the winners of the ‘GM’ program “consistently exceeded expectations – they go above and beyond in the name of sales excellence and customer satisfaction”. “This award is not handed out lightly,” said Mr. Devereux. “It is an indication of the dealer’s commitment to an exceptional quality experience for each and every customer, on every occasion. “I’m incredibly proud of these guys,” he added.
Full service makes a comeback in the UK
S
hell UK has announced plans to bring back forecourt attendants at more than 300 of its petrol stations by the end of the northern hemisphere summer, rising to 600 locations by mid-2013. As well as dispensing fuel, the British Automobile Association (AA) trained staff will also offer basic car maintenance, such as checking tyres.
With survey after survey showing that most UK motorists hardly ever check their tyres, it is not surprising that Shell's initiative has been welcomed by motoring groups.
There will be a sign outside to say that there's an attendant on duty and there will always be one attendant on hand during six to eight daylight hours, seven days a week. AA president Edmund King called the move "a welcome development" and is quoted as saying: "A fair proportion of drivers do not know how to check tyre pressures and fluid levels. For that category of driver, an attendant on duty will be extremely helpful." Shell, which has around 1,000 petrol stations in the UK, says that there will be no charge for the new service and the company hopes that having a human presence on the forecourt will encourage customer loyalty in a fiercely competitive market. Melanie Lane, Shell's retail general manager, said that the staff would be easily recognisable, with a bright red uniform and high-visibility stripes. She added: "There will be a sign outside to say that there's an attendant on duty – there will always be one attendant on hand during six to eight daylight hours, seven days a week." motor trader queensland

In the Philippines, as throughout much of the world, landfill remains the most common means of waste disposal. But left alone, it creates potentially damaging gases, including methane and carbon dioxide. Gazasia cleans this methane and converts it to liquid biomethane, creating a clean and commercially viable fuel, as well as preventing harmful methane being released into the environment.

Electric cars drive battery market forwards
G
rowing consumer demand for economically and environmentally friendly energy storage devices, particularly for the new generation of electric cars, is advancing the technology for rechargeable batteries, according to technology intelligence provider GBI Research. The new report examines how decreasing oil and gas reserves across the globe are driving up fossil fuel prices and encouraging customers to shift towards sustainable energy sources. One of the most significant changes within this is the potential switch from petroleum-based vehicles to electric alternatives. Electric vehicles require different energy storage devices to run, and this will fuel the demand for advanced batteries in the future. The current Electric Vehicles (EV) market mainly consists of Hybrid Electric Vehicles (HEVs), and Plug-in Hybrid Electric Vehicles (PHEVs). Rechargeable batteries held a share of approximately 76% of the total batteries market in 2011, and primarily included include Li-ion batteries, Nickel Metal Hydride (NiMH) batteries, and Nickel Cadmium (NiCd) batteries. Li-ion batteries are currently dominating the energy storage market compared to the other two nickel-based batteries, as they are the most modern technology in the market, offering higher

NiCd batteries are swiftly being phased out completely, as they offer only half the capacity of NiMH batteries for the same weight or volume, and only onefourth that of Li-ion batteries, giving the NiCd battery a poor price-performance ratio. The Asia-Pacific region has historically been the market leader in the Li-ion batteries market, with China, Korea and Japan being the major producers. Asia-Pacific is expected to remain the market leader with a share of 53% in 2020, due to the growing consumption pattern for batteries.

Organic landfill waste to fuel vehicles
G
azasia, a UK company that develops wastederived biofuels, is to begin operations in the Philippines to develop a vehicle fuel made from organic waste products in landfill. The company creates liquid biomethane - a carbon-neutral, sustainable and high-quality vehicle fuel – by cleaning and refining the natural gas produced by organic waste found in landfill sites.
Aboitiz Equity Ventures Inc (AEV) announced it had signed an agreement in London with Gazasia worth AUD $150 million to fund the development of plants to create liquid biomethane from organic waste. Vehicle fuel prices in Asia have risen sharply over the last year and are expected to continue rising. Many governments throughout the region are subsidising fuel costs but have insufficient resources to maintain their subsidies indefinitely. "The impact of higher vehicle fuel prices has been especially severe in South East Asia," says Richard Lilleystone, CEO of Gazasia. "Public transport is essential to the workforce. Rising fuel costs have a direct impact on transport costs and food prices, which of course has the greatest impact on those least able to afford it," he added. The use of biomethane as a vehicle fuel is growing across the world, and particularly in South East Asia. It is an economical alternative to fuel, and has a positive impact on air quality. Waste organic material is abundant and inexhaustible, making the fuel sustainable, and unaffected by the sort of geopolitical events that impact on oil-based fuels and lead to price volatility.
Fun and passion: ingredients for success
B
elieving in yourself and having fun are some of the most important tips for commercial success in 2012, according to a selection of Australian small businesses. As part of Suncorp Bank’s Helping Hand grant program, small businesses were asked to name their best tip for running their business. Almost one in four small businesses cited the importance of an enjoyable workforce and doing what you are passionate about, if you want to succeed in the modern marketplace. Suncorp Bank Executive Manager Business Lending Mark Harper said when it came to giving advice, Australian small business owners and operators had it in spades, with many putting ‘having fun’ ahead of business plans and cash-flows. “One of the main themes coming through in the tips being provided by small
businesses was the importance of having fun and being passionate about the product or service you offer in order to be successful,” said Mr. Harper.
The top tips obtained from a random selection of small businesses that entered a recent Suncorp Bank Helping Hand grant competition included:
“What these tips tell us is that it requires more than just hard work and patience for Australia’s 2.1 million small businesses to survive and be successful, with many revealing fun to be the secret ingredient.”
• 26% believe customer service is still the king
Small businesses nominated customer service as the most important driver of success, affirming the phrase ‘the customer is always right’ coined more than a century ago by the UK department store czar Harry Selfridge. “Small business owners who have researched their market, planned for growth and contingencies and with good customer service skills are always going to be best placed to grow their business,” said Mr. Harper.

Toyota hybrid sales gain momentum
T
oyota's global sales of hybrid vehicles have passed the four million mark, according to company figures released recently. The milestone, which includes Lexus hybrids, was achieved in late April with the latest million being sold in just 14 months. Global demand for Toyota's hybrid vehicles is accelerating rapidly with more than 425,000 sold in the first four months of 2012 - more than two-thirds of last year's total. So far this year, hybrid vehicles have accounted
for 15 per cent of Toyota's global vehicles sales. This puts Toyota on track to sell more than one million hybrid vehicles in a year for the first time in its history. The announcement of the latest milestone closely follows the introduction of the Prius v and Prius c to Australia, along with launches of an upgraded Prius and the secondgeneration Camry Hybrid.
After releasing its first hybrid vehicles in Japan in 1997, Toyota took almost 10 years to post the first one million sales. The total includes more than 2.6 million Prius and 270,000 Camry Hybrid, while the two newest hybrids - Prius v and Prius c - have already reached the combined total of approximately 250,000. Toyota in Japan calculates that its worldwide sales of hybrid vehicles since 1997 have contributed greatly to the reduction of CO2 emissions, which the company says are considered to be a cause of global warning. It says those vehicles have generated approximately 26 million fewer tons* of CO2 than would have been produced by petrol-powered vehicles of similar size and driving performance. After releasing its first hybrid vehicles in Japan in 1997, Toyota took almost 10 years to post the first one million sales. The second million was sold in two years and three months, and the third million in just 18 months. The third million milestone was reached in February last year. motor trader queensland

The Internet: a wise business move
A
t the end of June the Australian Bureau of Statistics (ABS) released its latest research about how Australian businesses connect with the Internet. The results are encouraging: Australian businesses received online orders worth $189 billion in the twelve months to 2010-11 which represents a 32% increase from the year before.

Claire Hatton, Head of Local Business, Google Australia, says: “Whether you’re a pizza restaurant or the newsagent around the corner, it’s never been more important to be online. For the next financial year the priority for every Australian business owner has to be get online and make sure that your customers can find you, quickly and from any device.”
At the same time, it’s clear that many small business owners have yet to fully embrace the web: only one third of businesses with four employees or less have a web presence.
Getting online doesn’t have to mean establishing a complicated e-commerce system: an online presence can help your offline presence, too. For example, Sydney-based retailer Dean Salakas managed to

Dean says: “Thanks to the Internet we grew massively over the last years. The business is going so well that we could even open up a new store in Drummoyne recently. We now own two stores in Sydney and a flourishing online business, employing 29 people. Without the Internet our business wouldn’t exist anymore.” Business owners who don’t know how to start making the leap online can get started with “Getting Aussie Business Online”, a joint initiative from MYOB and Google that lets any business create its own website within 15 minutes. Ferrari quality, image takes a hit in China
F
errari's reputation in China took another blow recently when the country's quality watchdog said the luxury sports car manufacturer would have to recall 56 imported vehicles because of a defect. The recall by Ferrari Maserati Cars Sales and Services (Shanghai) Co. covers the 458 Italia, California and FF models, the official Xinhua news agency said, citing the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ). Problems with the crankshafts for the engines of 458 Italia and California cars manufactured before October 7 last year could cause engine failure, which could lead to crashes, AQSIQ warned. FF models manufactured before December last year were being recalled because of excessive oil lubrication circuit-processing residues, the report said, adding that Ferrari would replace the defective parts for free. recent gathering of about 850 council representatives attending the 2012 National General Assembly of Local Government (NGA) in Canberra celebrated the extension of the Australian Government’s Roads to Recovery (R2R) program while recognising the need for increased and permanent funding. The 2012-13 Federal Budget included the announcement that the R2R program will continue to be funded at a rate of $350 million per year until 2019, ensuring the continuation of vital funding for local roads and infrastructure for a further five years beyond 2014, when the program was due to finish. NGA delegates applauded the Federal Government on the extension of R2R funding while reinforcing their argument for R2R funding to be increased and continued on a permanent basis. President of the Australian Local Government Association (ALGA) and North Sydney Mayor, Genia McCaffery, said a study conducted by ALGA in 2010 into local road funding estimated a shortfall of $1.2 billion annually. continued on page 16

Total expenditure on local roads by councils was estimated by the Bureau of Infrastructure, Transport and Regional Economics to be $4.2 billion in 2008-09. “While we aren’t specifying the amount of increased funding, we do ask that the Government recognise the huge shortfall that our study has estimated. “This continued underinvestment hinders the social and economic development of our communities. “Improving the quality of our roads will contribute to safer roads. – CAANEVI – aims to foster commercial opportunities and joint projects between industry and R&D in the automotive space in Australia and China. It enables manufacturers and suppliers to participate in technology development and commercial exploitation of New Energy Vehicle technologies, using a different model to the “strategic sourcing” procurement process that predominates in the automotive industry, according to Barrie Finnin and Mark Trigg of CSIRO’s Future Manufacturing Flagship. “China has become the world’s largest automotive market – in fact, last year GM sold more cars and trucks in China than in the USA,” said Trigg. A World Bank study published in April noted China’s emergence as a global leader in vehicle electrification. New energy vehicles are one of seven Strategic Emerging Industries targeted for significant investment in China’s 12th five-year plan. Through its foundation membership in CAANEVI, CSIRO aims to raise the profile of advanced Australian technological capability, to assist Australian automotive component producers to become embedded in supply chains to Chinese car producers. Ultimately, this is aimed at increasing the opportunities for Australian component manufacturers to export products and technology to China and other regional markets.

than a dozen companies as targets for collaboration,” said Finnin. CSIRO’s aim is to raise the international profile of Australian capacity for engineering development and production. While light weighting is a trend across the whole automotive industry, it is critical in electric vehicles, according to Trigg. “Lightweight structural components in electric vehicles allow the use of smaller motors and batteries, resulting in a synergistic improvement in vehicle performance,” he said.
In 2009, the Chinese government introduced the ‘Ten Cities, Thousand Vehicles’ program to stimulate use of electric vehicles in government fleets in ten key Chinese cities. The program has since expanded to 25 cities, and electric vehicles are a key focus of China’s New Energy Vehicles program.
The Chinese market is also open to the use of nonferrous materials, providing opportunities for exploiting CSIRO technologies for manufacturing aluminium and magnesium components. Trigg noted that Australia is one of the few countries that still has the technological expertise and capacity to design and build a car from scratch.

In the dark about carbon tax implications Despite the introduction of the carbon tax having just taken effect, MYOB research reveals close to half of Australia’s small to medium business operators (SMEs) are uninformed about the legislation’s likely impact on their livelihood.
T
he March 2012 MYOB Business Monitor surveyed 1,043 SMEs to find 42% still did not have a good grasp of how the carbon tax could affect their business. Conversely, 37% overall understood ‘quite well’ and 17% understood ‘very well’. 4% didn’t know. Comparing results by industry, the most uninformed were those in agriculture/ forestry/fishing and construction/trade (at 51% each) while the most informed were those in the finance/insurance (34%). There was also a distinct knowledge gap between the sexes, with 36% of males versus 51% of females stating that they were ‘uninformed’ about the impact of the tax. When asked if they believed the impact on their business would be positive or negative, 50% of SMEs said it would be negative, 33% saw no impact and only 11% expected a positive impact. 5% didn’t know. CEO of MYOB, Tim Reed, said, “It is deeply concerning that our research has found such a low level of awareness about the carbon tax impact on business amongst SMEs, the engine room of our economy.” “This is a major piece of legislation that will have a lasting effect on all business owners. What many don’t realise is that the carbon tax could very well be a positive experience for those
who take action now to research, plan ahead, health-check their business fundamentals and capitalise on the opportunities. “Business owners must recognise that although the carbon tax will have flowon effects to goods and services they need, there are practical steps that can be taken now to minimise the impact.
MYOB has created a free ‘Carbon Tax Toolkit’ for SMEs that can be downloaded at myob.com.au/carbontaxfacts “We understand how daunting it can be to get a grip on a significant new tax, so MYOB has created a free ‘Carbon Tax Toolkit’ for SMEs that can be downloaded at http:/myob.com.au/ carbontaxfacts. The kit contains carbon tax facts, tips to help businesses lower their carbon footprint to save money, plus steps to help minimise the impacts and maximise the opportunities. Preparing for the carbon tax 6 steps from MYOB:
u Review your current expenses
and those incurred over the past year, identifying energy intensive costs that will be affected by the inevitable energy price rises. Direct costs may be fuel, electricity and gas, and indirect costs may be business travel, freight and waste removal.
v Gain a deeper understanding
of where additional costs may be incurred by asking suppliers about the effect on their business and when they will be able to tell you their price impacts.
w Consider locking in contracts
with key suppliers now, at pre carbon tax rates.
x Review your important business
processes and identify areas where you could be operating more efficiently by, for example, changing processes, upgrading equipment and re-training staff.
y Analyse your current pricing and
assess how the additional costs may impact your profit margins. You need to justify any price increases not only to your customers, but also to the ACCC if asked.
z Ensure your accounting software
is up to date so that the carbon tax changes are seamless.

health Top muscle building moves for men
T
here's no magic pill for getting ripped. But if you're willing to sweat, there are ways to pump up your physique in less time than you might think. With the right moves, you can work toward powerful pecs and bulging biceps in just two workouts a week. If you have a medical condition, check with a doctor before starting a fitness program.
Bigger Arms: Hammer Curl For biceps that beg to be displayed in short sleeves, start with a hammer curl. Hold dumbbells so they face your outer thighs. Exhale and bend the elbows, raising the dumbbells until their tips nearly reach your shoulders. Inhale and lower slowly. To see results, men should hit each muscle group with 3-4 different exercises, twice a week.
Fast Track to Big support pad while holding a dumbbell, palm facing up. Slowly raise the dumbbell, and then lower it to the starting position. If any move feels wrong, check with a qualified fitness professional. Depending on your health and physical condition, some exercises may not be recommended.
Bigger Arms: Triceps Pushdown
Bigger Arms: Preacher Curl This twist on the biceps curl will also work the deltoids, muscles that give shoulders a chiseled look. Rest the back of your arm on a 24

When building buff arms, don't neglect the underside. To do the triceps pushdown, grasp the handle with palms facing down and hands 6 inches apart. Keep your upper arms near the sides of your chest. Start with your forearms parallel to the floor. Push the cable down by straightening the arms until your elbows are fully extended, but not locked. Pause and slowly return to the starting position.
Bigger Chest: Bench Press
This classic move hits all your chest muscles at once. Grab the bar with a closed grip and slowly lower until it lightly touches your chest. Exhale and press back to starting position. A trainer can recommend the best load for you; 50% of body weight (including the weight of the barbell) is a common starting point. The flat version works the entire chest so there's no need to add incline versions.
Buff vs. Mr. Universe
The right weight and number of reps for you all depend on your goals, and of course your physical fitness. Beginners can start with 3 sets of 10-15 reps for each exercise - and the last few reps should be difficult. Those at an intermediate level can aim for 4 sets of 8-12 reps. If you're looking for huge, prize-worthy muscles, the best bet is to consult a fitness professional.
Strong Shoulders: Front Raise If hulking shoulders are a goal, muscle this exercise into your workout. Do it standing or seated on a bench or stability ball, with weights at your sides. Raise one straight arm to the front, up to shoulder level, while turning your palm towards the floor. Slowly lower back down. Keep an erect torso
groups – for example, a set of biceps curls and a set of triceps pushdowns.
Quicker Results: Compound Sets
gger Muscles and neutral wrist position. Using one arm at a time makes it easier to keep the back straight.
Strong Shoulders: Lateral Raise This classic move targets the deltoids to create a Popeye-worthy bulge in this rounded area where the upper arm meets the shoulder. Start with the weights by your sides. Contract the abdominals to stabilize your spine. Then sweep both arms up to shoulder level to form a "T." Keep the arms relaxed and elbows unlocked. Rotate elbows slightly outward to isolate the shoulder muscles. Slowly lower back to the starting position.
Tapered Torso: Wide-Grip Pulldown Wide-grip pulldowns develop the latissimus dorsi muscle or "lats."
This back exercise creates the illusion of a narrower waist for that tapered look]. Sit on the pulldown machine and grasp the bar wider than shoulder width. Lean back slightly, contract your abs, and bring the bar down to your upper chest. Avoid using momentum. Pause and slowly return the bar to starting position.
After you've been lifting weights for a few months, you can try compound sets. This means doing two different exercises for the same muscle group without resting in between. For example, target the chest with a set of dumbbell bench presses immediately followed by a set of pec flys. This exhausts the muscle quickly and thoroughly, setting the stage for larger muscle growth.
Abs: Kettlebell Twist
Men seeking the fabled "six-pack abs" first need to shed excess body fat, which can hide even the most toned mid-section. When you've reached a lean weight, the Kettlebell twist can help your abdominal muscles really pop. Sit on the floor, knees bent, heels down. Lean back, back straight, and engage the abs. Place the kettlebell on the floor, switching from one side to the other. Want faster results? Hold your feet off the floor.
Quicker Results: Super Sets To build rock-hard muscles in less time, try super sets. This means doing sets of two different exercises with little or no rest in between. Beginners should do supersets that work opposing muscle
Lower Body: Leg Press Every gym's got a guy with ‘light bulb’ syndrome – a muscleman who neglected his lower body. If you don't want to be that guy, spend some time on the leg press machine. Place your feet on the resistance plate with knees bent at 90 degrees. (Don't bend your knees any further to avoid injury). Grasp the handles and slowly push the plate out until your knees are straight but not locked. Pause and slowly return to starting position. The leg press works most of the major leg muscles. continued on page 26

health Lower Body: Squat Squats target both the inner and outer thighs. Use a barbell heavy enough to challenge the muscles without compromising your form. Position the bar behind your head and your feet shoulder-width apart. Keeping your spine straight, squat down until your thighs are nearly parallel with the floor. As you come back up, raise the hips and chest together. For safety, keep your knees behind your toes, shoulders behind your knees.
Lower Body: Dead Lift Yes, the dead lift shows off your manly upper body musculature but it's one of the best workouts for your hamstrings, too. Start in a standing position, feet shoulder width apart, holding the bar in front of you. Lower the bar to just below your knees, or further if you're more flexible and can keep a flat back and stable spine. Slowly return to the starting position. Keep the bar close to your body to protect your lower back.
Lower Body: Calf Raise Stand on one foot with the arch of the foot and heel hanging off of the edge of a step or platform. Hold on to something if you need to for balance. If you are able to balance without holding on, you will work your core muscles and promote joint stabilization in the standing leg. Drop the heel

all of the way down below the step and then raise all the way up on the toes. Hold dumbbells to increase resistance.
Muscle Confusion If you reach a plateau after several weeks of working out, it's time to mix things up. You need to constantly challenge or ‘confuse’ your muscles to keep them growing. You can do this by putting a twist on your basic moves. For example, do a biceps curl with a reverse grip. For best results, change up your workout frequently -- at least every 4 to 6 weeks.
High-Intensity Training When you train hard, you won't just burn calories during your workout. You get the added benefit of an effect called excess post-exercise oxygen consumption or EPOC. This means your body will keep burning extra calories even after you've finished a training session - how long and how many calories varies with the intensity of your workout. It can add up to significant additional calories burned over time.
Eat Right: Before You Lift No amount of weight training will add bulk unless you give your muscles the right fuel. If you really want to get ripped, eat protein at every meal and snack - lean meats, eggs, cheese, and milk are good sources. Add whole-grain carbs like oatmeal to provide sustained energy. Research suggests men who eat a snack of protein and carbs right before and after working out build more muscle and burn more fat.
Eat Right: After You Lift After lifting, take in some protein as quickly as possible - the longer you wait, the more time your body will break down muscle instead of building it. Some sports dietitians recommend having whey protein (found in dairy products such as milk and yogurt) within 30 minutes of your workout. Include a wholesome carb, such as fruit. One quick solution is a smoothie made with whey protein powder and frozen berries.
little dehydrated could compromise your workout, your concentration, and your immune system. While sports drinks and soda will keep you hydrated, the best choice is simple calorie-free water.
Muscle-Building Supplements Creatine is a popular supplement among athletes and body-builders. Studies suggest it can increase strength and muscle mass. Evidence supporting the use of amino acid supplements, including BCAAs and glutamine, is less clear. It's best to check with your doctor or dietitian before taking any supplements.
The Truth About Steroids Getting in shape takes a lot of work, but anabolic steroids are not a wise shortcut. Using steroids to build muscle is illegal and can cause many health problems, including: • Acne • Breast growth in men
Stay Hydrated Muscles are about 75% water, so give them what they need by drinking enough fluids. Allowing yourself to get even a
• Heart disease • Liver disease
Reality Check How fast you bulk up depends on some factors that are out of your control – namely, genetics. Your parents determine your structural and skeletal shape and your predisposition to get big. But even if a bodybuilding centerfold is not your destiny, there's good news. Most men can noticeably increase their muscle mass and strength with an efficient weight training regimen.
Tips for maintaining a balanced diet
too high, you may give up when you don’t lose weight fast enough.
Get enough sleep When you're sleep deprived, your body overproduces the appetite-stimulating hormone ghrelin but underproduces the hormone leptin, which tells you when you're full. Getting enough sleep may make you feel rested and full and keep you from doing unnecessary snacking.
Drink plenty of water Before you tear into that bag of chips, drink a glass of water first. People sometimes confuse thirst with hunger, so you can end up eating when a glass of water is really all you needed.
Be choosy about nighttime snacks Mindless eating occurs most frequently after dinner, when you finally sit down and relax. Snacking in front of the TV is one of the easiest ways to throw you off course. Close down the kitchen after a certain hour and keep a bowl of fruit on hand if you must eat.
Enjoy your favorite foods Instead of cutting out your favorite snack foods altogether, be a slim shopper. Buy one fresh bakery item instead of a box, or a small portion of lollies from the bulk bins instead of a whole bag. You can still enjoy your favorite snacks - the key is moderation.
Eat several mini-meals during the day Studies show people who eat 4-5 meals or snacks per day are better able to control their appetite and weight. Divide your daily intake into smaller meals or snacks and enjoy most of them earlier in the day - dinner should be the last time you eat.
Fibre aids digestion, prevents constipation, and lowers cholesterol - and can help with weight loss. Eat protein every day
Eat breakfast
Protein is the ultimate fill-me-up food - it's more satisfying than carbs or fats and keeps you feeling full for longer. It also helps preserve muscle mass and encourages fat burning. So be sure to incorporate healthy proteins like seafood, lean meat, eggs, yogurt, cheese, soy, nuts, or beans into your meals and snacks.
It seems like an easy win: Skip breakfast and you'll lose weight. Yet some studies show the opposite can be true. Not eating breakfast can make you hungry later, leading to too much nibbling and binge eating during the day.
Stock your kitchen with healthy, convenient foods You'll be less likely to hit the drive-through or order a pizza if you can throw together a healthy meal in five or 10 minutes. Here are some essentials to keep on hand: frozen vegetables, whole-grain pasta, reduced-fat cheese, canned tomatoes, canned beans, pre-cooked grilled chicken breast, and bags of salad greens.
Include fibre in your diet Fibre aids digestion, prevents constipation, and lowers cholesterol - and can help with weight loss. Good fiber sources include oatmeal, beans, whole grain foods, and a variety of fruits and vegetables.
Lose weight slowly If you're trying to lose weight, remember that dropping kilos takes time, just like gaining them did. Experts suggest setting a realistic weight loss goal of about a half a kilo a week. If you set your expectations
Eat more fruits and vegetables If you eat more fruits and vegetables, you shouldn't feel as hungry because these nutrient-rich foods are also high in fiber and water, which can give you a feeling of fullness.
Think about that next ‘drink’ Alcohol contains empty calories that get converted directly into fat. If you enjoy a drink, keep a jug of water on hand and alternate between the two. Try to limit alcohol to weekends only.
Get help from family and friends Getting support can help you maintain a balanced diet. So tell family and friends about your efforts to lead a healthy lifestyle. Maybe they'll join you in exercising, eating right, and losing weight. When you feel like giving up, they'll help you, keep you honest, and cheer you on - making the whole experience a lot easier. motor trader queensland

The HRT V8 Supercar to be driven by the highest placed Holden V8 Ute driver.

ord and Holden have each offered a test with their respective factory V8 Supercar teams as a prize in this year’s Auto One V8 Ute Racing Series – protected by Armor All. The tests with Ford Performance Racing and the Holden Racing Team in current-spec FG Falcon and VE Series II Commodore V8 Supercars will be awarded to each of the manufacturers’ highest-placed drivers at the end of the V8 Ute season. Reigning V8 Ute Champion Chris Pither said the opportunity to test (as a Holden driver) for HRT could be career defining. “To have both Ford and Holden offer a test with their

factory teams is fantastic, it could be a once in a lifetime chance to impress the best of the best – and who knows where that may lead?” Pither said. “The tests also highlight just how competitive the V8 Ute Series has become and how seriously it is now viewed as a feeder or development category.” Holden Sponsorship and Motorsport Manager, Simon McNamara said the opportunity added further incentive for drivers to win.
Holden has a long and proud history in motorsport and has supported the V8 Ute Series since its inception.
“Holden has a long and proud history in motorsport and has supported the V8 Ute Series since its inception,” McNamara said. “Rod Wilson won the first championship in a Holden SS Ute, and in its 11 years the series has fostered up-and-coming talent while never failing to deliver anything but close and entertaining racing. “The thrill of winning is every race driver’s greatest motivation, but a test in a Holden Racing Team Commodore with V8 Supercar’s most successful team is even further incentive to win.” Ford’s Group Manager for Motorsport, Sponsorship and Events, Graham Barrie is equally excited about the opportunity to foster new talent.
“One of our current factorybacked drivers, James Moffat was a V8 Ute Rookie of the Year, so the series really stands up as a cost effective way to learn the tracks and, more importantly, learn how to race,” Barrie said. “The new Coyote-engined FG Ute has had a successful race debut and we are excited about our continuing involvement in the series. “Ford Performance Racing is currently leading the V8 Supercar Championship and the opportunity to test one of FPR’s race-winning Falcons is a great reward for drivers wanting to deliver the best result for the Blue Oval.” The 2012 Series consists of 25 races over eight rounds raced throughout Australia covering six states and one territory
and is televised nationally throughout Australia on Network Seven and 7 Mate and internationally through Motors TV Europe, TV3 New Zealand and SPEED online in the USA.

ark Webber became the sixth driver to win a Grand Prix this season, as he led the Monaco Grand Prix from start to finish. The Australian Red Bull driver beat Mercedes' Nico Rosberg into second place, while Ferrari's Fernando Alonso took third. world champion Michael Schumacher. The German, who posted the fastest time in qualifying, had to start from sixth after having been given a five-place grid penalty at the Spanish Grand Prix. Behind the leading pack, though, there was chaos as Lotus' Romain Grosjean touched Alonso's Ferrari before nearly smashing into Schumacher's Mercedes. Grosjean could not go on and the safety car was deployed on the second row after Pastor Maldenado in a Williams smashed into Pedro de la Rosa. Once the safety car withdrew, it was business as usual as Webber, Rosberg and Alonso did their thing and managed to put some distance between themselves and the chasing pack.

"It was a very interesting race," he said. "The start was reasonably straightforward, but then the weather was threatening. Later on, it became a bit crazy, as I had to manage Nico and then suddenly had to worry about Sebastian Vettel and make sure that he would not get the magical 21 seconds that would allow him to stay in front after a pit stop." German Rosberg said he was happy to get second place in one of his two home races: "I was surprised how strong we were. Champions crowned at FUCHS Winternationals
W
illowbank Raceway in June hosted a frenetic FUCHS Winternationals finals day with Australia’s largest drag racing event and the finale of the 2011/2012 Australian National Drag Racing Association (ANDRA) drag racing season coming to a close at Queensland’s premier drag racing facility. The ANDRA Top Fuel championship chase came down to the wire with just a few points separating reigning champion Darren Morgan and challenger Darren Harris. However, bonus points for top speed from earlier in the weekend for Morgan enabled him to secure his second consecutive Top Fuel championship (his third overall) over Harris despite both of them losing out to other drivers in the first round of eliminations. “The championship really went down to the wire,
I am thankful for the results of some of my other Top Fuel drivers,” said Morgan. “We're really happy to have been able to claim it, it is a great testament to the efforts of my team who are all volunteers and also for our supporters AEG Powertools, Shannons and Kennards Hire.” Allan Dobson in the Santo Rapisarda Top Fuel entry was the first recipient of the memorial Mick Atholwood trophy after taking the FUCHS Winternationals event win over Andrew Cowin. “Mick often encouraged me when I was down; I am so honoured to receive this trophy. I rang Santo Rapisarda a few weeks ago to see if I could help in any way and they asked me to drive – so it has turned out pretty well!” said Dobson. Hillcrest’s Gary Phillips was able to claim his 15th Top Alcohol ANDRA Pro Series championship (his 16th overall) after his nearest championship rivals were unable to take advantage of his shock non-qualification for the event.
“It is really hard to sit in the grandstand with your fate in someone else’s hands. I am so proud to have been able to claim this championship, it is just great for me and my family and of course Lucas Oils,” said Phillips. Brendale’s Steven Reed took the event Top Alcohol win in his Allstars Batteries Funny Car with a solo run in the finals when his opponent Jamie Noonan was unable to front for the final due to engine damage sustained in his semi-final run.
In Pro Stock Motorcycle, Locky Ireland was able to hold on for the championship win with a runner-up result to event winner Luke Crowley. “This weekend started out pretty average (Reed brushed the wall in his first qualifying run) but it has ended up pretty good!” said Reed. “It is a shame to have not been able to race Jamie (Noonan) in the final, I don’t like to win like that, but it goes like that sometimes and it was a good weekend overall for the Reed, Keating and Watts families (daughter-in-law Fiona
Keating claimed the track championship in Supercharged Outlaws while son-in-law Matt Watts claimed the national championship in the same category).” In Top Doorslammer, West Australian John Zappia claimed his fifth consecutive Top Doorslammer ANDRA championship while the Northern Territory’s Andrew Sutton took the event win against Zappia’s fellow West Aussie Robin Judd who will now retire. “What a weekend for us and for our sponsors FUCHS, Procomp, Striker Crushing and Screening, Elora Tools, K-Trans and Beta Spuds. We have got to work out how to win this championship at the (previous round) Nitro Champs, it is so much pressure having to come here and win it on the final weekend!” said Zappia. In Pro Stock, Michael Ali claimed the championship while Shane Tucker – whose sister Kirsten Tucker debuted as the first female Pro Stock racer at the event – was victorious in his Monster Energy Drinks machine. “I am so proud to claim the FUCHS Winternationals win, it is a very hard thing to do, but even so, I am even more proud of my sister Kirsten and what she has achieved here this weekend – I am a tough teacher but she was so impressive, I am so proud of her,” said Tucker. In Top Bike, Brisbane’s Chris Matheson and his Nitro Voodoo two-wheeled nitro machine continued his absolute dominance of the bracket to not only claim his third consecutive championship but also the event win. continued on page 32
